Rice millers reject govt‘s settlement scheme Fatehgarh Sahib, Sept 14 The Punjab Rice Millers Association has totally rejected the state government‘s one-time settlement scheme for defaulter rice millers and termed it as just eyewash and of no use.The policy has many flaws. The policy announced is different from the policy discussed with the millers, said Tarsem Saini, national president of the Rice Millers Association, while addressing mediapersons here today. He had come to preside over the meeting of rice millers of the state held here. He said defaulter millers were ready to pay but the government was demanding the amount of rice at the present rates, whereas the millers wanted that the rate of the rice should be fixed when they became defaulters. He said moreover the relaxation was given only on interest. Peddapalli: District in-charge Collector S Prabhakar Reddy ordered the rice millers to handover the food grains on time that were collected from IKP (Indira Kranti Padakam) centers.He chaired a review meeting with the officials of Civil Supply department and the owners of rice mills, at the Collectorate conference hall here on Thursday. Speaking at the meeting, the in-charge Collector pointed out that some of the rice millers are delaying the handing-over of food grains. This year, only 25 per cent of the rice millers handed over the food grains out of the total allotted to them till date, he stated. He alleged that a few rice millers must give more than 40 to 50 per cent of food grains that was allotted to them, but they are delaying the supply of food grains. As rice prices have gone up further in the last four days, the government yesterday said conspiracy has been afoot to destabilise the rice market. ―A certain quarter is playing politics with rice across the country.... A subtle conspiracy has been hatched to embarrass the government,‖ Food Minister Qamrul Islam told reporters at a press briefing at his secretariat office. ―The country now has a rice stock of 1 crore tonnes at various levels. There is no rice crisis.... There is no reason that the price of rice will spiral to Tk 70 to Tk 80 a kg or attempts will be made to hike it to Tk 100,‖ he added. Meanwhile, Commerce Minister Tofail Ahmed yesterday in parliament dismissed some recent newspaper reports that India stopped exporting rice to Bangladesh till November. ―I talked to the Indian deputy high commissioner over the phone today [yesterday]. I also contacted our high commissioner in India. They categorically denied the information that India has stopped rice export to Bangladesh,‖ he said. Responding to a point of order by Jatiya Party lawmaker Nurul Islam Milon, the minister said a vested quarter was trying to create an artificial crisis in the rice market in a bid to increase the prices. According to Trading Corporation of Bangladesh (TCB), the retail price of coarse rice rose by Tk 1 a kg every day from September 11. Yesterday, the price soared by Tk 2. Each kg of coarse rice, mainly consumed by low-income people, was sold at Tk 47 to Tk 50 yesterday, up from Tk 43 to Tk 45 on September 10. Prices of the staple eased slightly and remained stable last month after the government had cut the rice import tariff to 2 percent from 10 percent. Some media outlets recently ran news based on a fake Indian government notification that the neighbouring country has banned rice export. Several ministers and rice industry stakeholders said a section of traders made a hefty profit in the last few days after spreading fake information that the Indian government imposed a ban on rice export to Bangladesh. The food minister said a section of unscrupulous businessmen and rice millers started using tricks to hike rice prices. The government would take several steps to stabilise the rice market, he added. Qamrul said rice traders and millers from across the country would meet at the food ministry on Tuesday to find out the reasons for the price hike. The commerce and agriculture ministers will also be present at the meeting.

The government would introduce Open Market Sale (OMS) of rice in divisional and district towns from Sunday, he added. He said distribution of rice among some 50 lakh ultra-poor families at Tk 10 per kg would begin on September 20 under the ―Food Friendly Programme‖. Rice will be distributed among the rural poor at union levels during the lean periods of September-November and March-April, the minister told reporters. He said the launch of the ―Food Friendly Programme‖ was delayed due to Eid holidays and heavy rains. The rice meant for distribution in September would be given away to cardholder ultra-poor people till October 15, said the minister. Qamrul said the government had set the boro production target at 1.90 crore tonnes. But floods and the blast disease damaged around 20 lakh tonnes of standing crops. Besides, around 22 lakh tonnes of aus rice has been produced. According to the minister, 1.92 lakh tonnes of rice have been harvested in the last four months. Private importers also imported 6 lakh tonnes of rice. During the same period, people consumed 1.02 crore tonnes of the staple. The country's current rice stock of 1 crore tonnes is with businessmen, millers and consumers. There is no rice crisis in the country, he claimed. About the government stock, the food minister said their target for internal procurement was 12.50 tonnes in the boro season. But the government could buy only 2.5 lakh tonnes as rice price soared. The government has taken an initiative to make up the stock deficit through import, he added. Qamrul said 2.5 lakh tonnes of rice has already reached the country from Vietnam. Rice imported from some other countries would arrive in the next three months. The government can continue with its various rice aid programmes as it has enough stock, he claimed. The government's stock, he said, would not increase till November as it would distribute 2 lack tonnes of rice each month. However, the stock would rise from December. A Myanmar team would arrive in Dhaka on Sunday to discuss purchase of two lakh tonnes of rice from that country, said the minister. He had been to Myanmar early this week to negotiate the rice purchase with the neighbouring country. The minister made the visit at a time when thousands of Myanmar Rohingyas fled to Bangladesh escaping persecution. Qamrul said he talked to Prime Minister Sheikh Hasina a day before flying to Myanmar. ―The honourable prime minister told me that diplomacy and trade would continue simultaneously.‖

Our Dinajpur correspondent reports: Rice prices in the district soared by Tk 200 to Tk 300 per 50kg bag in the last 10 days. Local traders said prices started increasing on September 5. 'NO FOOD CRISIS IN COUNTRY' Speaking at parliament, Tofail claimed there was no food crisis in the country now. The minister informed the House that the prime minister on September 20 would inaugurate the ―Food Friendly Programme‖ under which rice would be sold at Tk 10 a kg. Jatiya Party lawmaker Milon drew the food minister's attention to some newspaper reports on a ban on rice export to Bangladesh by India. The opposition MP expressed concern that the country might face a rice crisis if India took such a decision. He demanded respective ministers give statements on the issue in the House to clarify about it. Tofail in reply said some journalists called on him at his secretariat office on Wednesday and showed him a circular saying that India has stopped rice export to Bangladesh. ―I told reporters that I would verify the information. But without verifying the information, some newspapers ran news which was totally false.‖ The minister said rice production decreased this year due to flash floods in haor areas. ―But I want to inform people that we have 4.47 lakh tonnes of rice in the warehouses. Besides, there is adequate rice and paddy in all rice mills.‖ Talking to reporters at his ministry office yesterday, Tofail said the government was conducting drives against hoarding of rice. The deputy commissioners and superintendents of police of all the districts have been asked to carry out such drives. the responsibility of the journalists who are disseminating information of the rice price hike. They were talking to reporters at their respective secretariat offices on Thursday. Tofail Ahmed said, ―India hasn‘t stopped exporting rice. They have over 10 million tonnes of rice for export whereas a group of dishonest businesspeople have created a fake letter which said India has stopped exporting rice to Bangladesh.‖ Claiming that there is no shortage of rice in the country, the commerce minister said, ―The corrupt traders created the fake letter to disrupt the rice market and a few newspapers and TV channels came up with reports based on this fake letter that has no signature.‖ Criticising the journalists, he said, ―The journalists need to behave more responsibly for the 160 million people of the country. They must cross check before preparing reports. Preparing reports based on thin air is uncalled for.‖ The minister further said the government has directed the deputy commissioners and police supers to conduct drives against illegal hoarders of rice. ―Those who are doing this to tarnish the image of the government will not be spared.‖ In response to a question, Tofail Ahmed said the Bangladesh High Commission in India and High Commission of India in Bangladesh would be the first to know about any such order [about stopping export of rice to Bangladesh]. ―I have contacted both the offices and they said this is a blatant lie.‖ Meanwhile, the food minister, in a press conference at the ministry‘s conference room on Thursday, said currently there are 10 million tonnes of rice in the country and there is no crisis of rice. ―There is no reason of such a price hike.‖ Blaming the traders and media for rice price hike, Quamrul said, ―Vested quarters are doing politics with the price of rice. They are trying to confuse the people and alarm them with steep rice prices.‖ He also said the government will sign an agreement with Myanmar to import 200,000 tonnes of rice. The minister also requested journalists not to publish any news that will instigate the price of rice to go up. Issuing a note of warning to rice millers and hoarders, Quamrul said, ― Stop doing politics over the issue.‖ He also informed the journalists that they have called the millers and leaders of rice traders‘ association on 19 September for a meeting. Commerce and agriculture affairs ministers will be present. Mentioning that the government has taken steps to control the rice price, food minister said law enforcers have seized 50,000 tonnes of rice from trader Abdur Rashid‘s mill and fined him Tk 50,000.

―Law enforcing agencies are working to control the price hike. I also seek your [journalists] help.‖ He said the government will begin OMS (open market sale) of rice at Tk 15 a kg and of flour at Tk 17 a kg. The scheme will be started at the divisional towns initially. The minister also mentioned that importers brought 600,000 tonnes of rice from India after the government had decreased duty. Quamrul said they government has imported 250,000 tonnes of rice from Vietnam. Of this amount, 154,000 tonnes have been sent in different warehouses of the country. The rest of rice is waiting to be unloaded. In the mid 80s, things started to change for Thailand. Thailand experienced nearly double-digit economic growth for eleven years thanks to its embrace of industrialization. This rapid growth benefits many Thai people who migrated from agriculture to industrial work. However, life for the common farmer became more challenging as the income disparity gap widened along with the negative impacts upon the environment. As Thailand started to become a more diverse economy, His Majesty the late King also started to diversify the research conducted at Chitralada Royal Villa. Scientists started to look for new innovations in agriculture in more developed countries and research whether they could be applied in Thailand. The sprawling grounds of Chitralada Royal Villa now house a wide variety of facilities, which all cater towards the agricultural industry, either in raw product or byproduct: rice fields, fish ponds, a dairy farm, gasohol processing center, an organic fertilizer factory, and numerous other centers have been set up for research. New agricultural fields One of the first projects undertaken at Chitralada Royal Villa was the creation of fish ponds, to provide a replenishable supply of protein for Thai farmers. In 1952 His Majesty the late King started experimenting with Tilapia mossambica. The quick growth and low maintenance of the species made it ideal and they were later given to every village head and district chief throughout the kingdom. In 1965, the then Crown Prince of Japan, Crown Prince Akihito, presented twenty-five pairs of Tilapia nilotica to His Majesty. Due to their hardiness, and excellent growth rate, Tilapia nilotica has spread throughout the Kingdom and has become a common place cash fish. Prior to the 1960s, Thailand did not have a dairy industry. King Bhumibol traveled to the Kingdom of Denmark in 1960 to meet King Frederick IX and to study the viability of establishing a milk industry in Thailand. Then in 1962 the royal collaboration led to establishing the Thai-Danish Dairy Farm and training center in Muak Lek, Saraburi, and brought dairy cows to Chitralada Royal Villa. The dairy farm allowed courtiers to drink milk on a regular basis. Since its initial opening, research has expanded beyond simple milk production and moved into pasteurization processes and making milk-based products such as powdered milk, cheese, and ice cream. Besides agricultural products, Chitralada Royal Villa also found the need to address Thailand's growing needs for energy, and to reduce its dependency on fossil fuels. In 1985, efforts were put into the viability of producing alcohol from the abundant sugar cane crops. The Experimental Fuel Production Unit was then established from His Majesty the King's private funds. The process would later refine molasses, a waste byproduct of sugar production, into ethyl alcohol. Ethyl alcohol is a form of alcohol that can be mixed with benzene or gasoline to produce Gasohol. Putting waste to use Being a world leader in rice production means a lot of waste generated from the husks that surround the rice grain. The husks from the rice are flammable, and research was done on how to compress the husks into low-smoking briquettes to make charcoal. Besides helping to eliminate waste, these charcoal briquettes also reduced the need to cut down forest trees to make traditional charcoal. Another byproduct of rice cultivation and processing is rice bran. Chitralada Royal Villa researchers worked with this byproduct, using it in the cultivation of many high-value mushroom species like ling zhi, monkey's head, and lion's mane fungi. This presents traditional rice farmers with a possible alternative crop. In addition to agriculture, King Bhumibol founded the Chitralada School in 1958. Chitralada School was established to provide education to the royal family and also to children of the staff who worked in the palace. Since then the school has opened its enrollment to a broader range of students like other schools in Thailand. In a dilapidated shelter in south India, surrounded by squalor, Alakamma Bibi dials her home in Myanmar every few hours. All she gets is a beeping tone. In the two weeks since she first heard of the upsurge in violence in Myanmar, she has spent countless hours trying to reach her parents and siblings, desperate to hear their voices. ―I can‘t sleep anymore,‖ she said, hunched over a pot of bubbling rice. ―My parents may be dead, you know. They stayed back because it was home. Now suddenly there is no place to call home.‖ Bibi is one of hundreds of thousands of Rohingya Muslims who have fled from Rakhine state in Buddhist-majority Myanmar since 2012 to other countries, including Malaysia, Pakistan, India, Bangladesh, Saudi Arabia and the United Arab Emirates. In the last fortnight alone, more than 300,000 Rohingya have fled across the border to Bangladesh, fleeing an explosion of violence. Myanmar‘s government regards the approximately 1 million Rohingya as illegal migrants from neighbouring Bangladesh and denies them citizenship, even though many Rohingya families have lived there for generations. In retaliation for attacks by Rohingya insurgents on police posts and an army base, the Myanmar army and Buddhist vigilantes have mounted a campaign of arson aimed at driving out the minority group, human rights monitors and fleeing Rohingya say, a charge the Myanmar government denies. Pockets of Rohingya communities are dotted around South Asia, with exiles anxious for news of their relatives back in Myanmar. In an alleyway in the garbage-strewn Hundred Quarters in Karachi, Hamida, who was born in the Pakistani city but speaks fluent Burmese and only a smattering of Urdu, has been reading verses from the Quran, praying for an end to the persecution of her Muslim relatives in Myanmar. ―My cousins fleeing from their village have told us many of our relatives have been butchered, even small babies,‖ said Hamida, aged in her 40s, adding many had asked for help. ―We know they desperately need money, but we ourselves live hand to mouth,‖ said the mother of seven whose fisherman husband Majid is often out of work. Houses torched The United Nations‘ top human rights official on Monday slammed Myanmar for conducting a ―cruel military operation‖ against Rohingya Muslims in Rakhine state, branding it ―a textbook example of ethnic cleansing‖. In southern India, Bibi‘s mobile phone is full of video clips and Whatsapp messages describing the unfolding horror. ―We hear some are hiding in forests, their houses burnt down, their children killed,‖ Bibi told the Thomson Reuters Foundation. ―We had farms, a proper home, livestock. Look at where I live now - in dirt, with no savings, no hope and no future if this continues,‖ said Bibi.

In the run-down cyclone shelter in Kelambakkam that now serves as a refugee centre, Rohingya families are constantly on their phones, desperately dialing in to Myanmar, hoping someone will pick up at the other end. Mohammad Yusuf, 30, managed to get a call through to his ageing father last week. ―My mother and sister are missing,‖ said Yusuf, just back from work as a daily labourer. ―My father said he was alone and dying. There is destruction everywhere, he told me. The few men left in the village are just about surviving, eating once every three days.‖ ‘Tenfold more brutal’ On a Karachi backstreet, Hamida‘s father-in-law, Saeed Islam, relives the terror of his own getaway from Myanmar 40 years ago every time he sees video clips of the current violence on his son‘s mobile phone. The older members of Karachi‘s Rohingya community fled Myanmar, formerly Burma, when the military seized power in a 1962 coup, escaping on foot or by boat to Bangladesh, which was then East Pakistan. Eventually, they made their way to Karachi. ―We were told we should go to a Muslim country - like Pakistan - as there was no place for us in Myanmar. But what is happening now is tenfold more brutal,‖ he said, in broken Urdu. ―They will wade through rice paddies, and uneven and rocky mountainous terrain; some will come in boats over the river,‖ said Islam, who took the same path himself decades ago. ―We were 200 people, all related, but 15 of them were my immediate family including my wife Aisha and Majid, then aged just five,‖ he said pointing to his wife and son sitting by his side. From Bangladesh they crossed northern India and reached the port of Karachi after a threemonth trek. ―We travelled with just the clothes on our back, begged for food on the way and slept along the wayside. We crossed borders illegally during the night,‖ said Islam. ―The elderly and the sick died on the way.‖ Uncertain future The Rohingya in Karachi largely work on fishing boats, or clean the catch brought by fishermen who set sail from the nearby Korangi Creek. Like the Rohingya in southern India, they live in uncertainty, on the margins of society. Most of them are stateless as they cannot obtain Pakistani identity cards, essential for opening bank accounts, enrolling into school, using public hospitals, and even getting a job. In India‘s Kelambakkam, the Rohingya work as ragpickers and casual labourers. As well as the violence in Myanmar, they are also following the Indian government‘s talks on deporting them with concern. ―We are from Myanmar, but have no documents that recognise that fact,‖ said Yusuf, taking out papers carefully preserved in a plastic folder. ―All we can do now is pray for the safety of those back home and hope the Indian government does not deport us.‖ Recalling his own flight from Myanmar in 2012, Yusuf said it had taken a year to re-establish contact with his family after he crossed over to Bangladesh and then made his way to India. ―My

son Abu was born here, in this Kelambakkam refugee shelter. I had hoped to take him home one day, show him the house I grew up in, the streets I played in, the mosque I went to pray in. Now, he may never know where he is from and what can be worse than that,‖ Yusuf said, sitting on the steps to his cluttered and cramped room. Thailand: Commerce Ministry pushes forward upgrade of Thai rice quality 14.09.2017 | UkrAgroConsult The Ministry of Commerce continues to strive to raise the quality of Thai rice while promising to take action against sellers of substandard grains.Ms Suthatsanee Rajruangrabin, Deputy DirectorGeneral of the Department of Internal Trade, chaired the launch of a project to promote public awareness of the praying hands logo, which is used to certify Thai jasmine rice. When displayed on the package of rice sold domestically, the logo guarantees that the product's quality is on par with that of exports.To date, the praying hands logo has been issued to 216 brands of rice belonging to 142 companies. Among them, six brands under two companies have received special certification for exceptional production hygiene in accordance with GMP and HACCP or ISO standards.

Random inspections of rice products are being carried out by the Commerce Ministry on a monthly basis. Should substandard grains be found, the responsible company will receive a warning letter. If two discoveries are made within one year, the company will have its permit suspended for three months and be required to take the inferior grains off the shelves in 15 days. FDA Provides Clarification on Rice in Areas Affected by Hurricane Harvey By Ben Mosely

WASHINGTON, DC -- The U.S. Food and Drug Administration (FDA) released a statement this afternoon to provide much needed guidance to rice farmers whose crops are in areas affected by Hurricane Harvey and Irma. Under the original statement issued by FDA last week, it was unclear whether any crops in those areas would be accepted for use in human or animal food. This new guidance from FDA Commissioner Scott Gottlieb clarifies that rice that was not exposed to floodwaters can be sold. "I want to make it clear that the FDA has not issued a ban on

rice or any other food crops. Rice grown in normal conditions and rice that has not been exposed to contaminated floodwaters from the recent hurricanes may enter commerce. Also, rice and other crops that were harvested and stored safely before storms hit should not be considered impacted by these events." Commissioner Gottlieb went on to say that, "In many cases, it is challenging to determine what contaminants are in crops that were submerged by floodwaters. Both human and animal food must meet well-established safety requirements. FDA has experts that are working closely with state regulators and directly with producers to address questions and concerns." In Texas, the Texas Office of the State Chemist is offering testing services to producers of cereal grains and oil seeds (including tests for mycotoxin, heavy metals, and microbiology) at no cost. If you have questions or would like to submit samples for testing, please contact the Office of the Texas State Chemist at (979) 845-1121. "The original guidance created a bit of confusion and growers have been waiting for some clarifications," said Lydia Holmes, manager of regulatory affairs for USA Rice. Our great working relationships with all of the stakeholders have helped navigate problems and find solutions in the wake of the storm's devastation. The Agriculture Department is getting ready to break its earlier record in paddy production in the Aranmula puncha. As part of the Haritha Keralam Mission of the government, cultivation in the Aranmula puncha a year ago provided an unexpected bumper crop, strengthening the confidence of the farming community in this agrarian heritage village. The puncha had been lying fallow for the past several years. Agriculture Minister V.S. Sunilkumar has already stated that the government is planning to extend paddy cultivation to 1,000 acres in the Aranmula puncha and surrounding fields this year. The Special Officer of the Mission Green Aranmula project appointed by the government, J. Sajeev, told The Hindu that the department could launch cultivation in 250 acres in the puncha last year to produce rice worth ₹1.18 crore. Paddy cultivation was held in 250 acres of land in the Aranmula puncha against the original target of 56 ha, that too, at a far lower cost of ₹81 lakh against the original estimate of ₹154 lakh. ‗Bonus‘ crop The government would provide financial relief worth ₹30,000 a hectare to the farmers‘ groups (Padashekhara Samiti) and the Uma variety of paddy would be sown in the puncha, Mr. Sajeev said. Interestingly, the paddy seeds that had dropped in the fields during the harvest had sprouted and flourished well, without any fertilizers, to provide the peasants a ‗bonus‘, amply indicating the natural soil fertility, said Ananthakumar, a Padashekhara Samiti leader. The Padashekhara Samiti has successfully launched cultivation in 14 acres of land that was previously included in the site marked for the controversial Aranmula airport project. Restoration of stream Farmers feel that the restoration of the Karimaramthode natural stream and the Aranmula-chaal, a major water reservoir, to their original condition was a must for the successful and smooth conduct of paddy farming in Aranmula Puncha. The district administration completed almost 90% of the stream restoration work a few months ago. Delay in carrying out the final leg of work has left the natural stream stagnant. Commerce Minister Tofail Ahmed has termed as fabricated the media reports regarding India‘s ban on the export of rice to Bangladesh. He was responding to lawmaker Nurul Islam Milon in a question-answer session at the parliament on Thursday. ―Our production of crops suffered a shortage because of floods in Haor basins and other parts of the country. However, we are ready to meet the demand by importing rice,‖ the minister said. ―We have no rice shortage. The existing reserves are enough to meet the demand, and its supply in the market is adequate,‖ he said. On India‘s reported ban on the rice exports, Tofail said: ―Several supply chains are trying to create an artificial rice crisis by spreading falsehoods. They circulated a forged circular, which does not have any signature from Indian government officials, which said that the country has halted rice exports to Bangladesh.‖ ―I have contacted the acting High Commissioner of India to Bangladesh Adarsh Swaika and also spoke to our High Commissioner in Delhi regarding the matter. Low basmati prices worry farmers

The PUSA 1509 variety of basmati has started arriving at the Bhagatanwala grain market here. At present, buyers are offering Rs 1,600 to Rs 2,300 per quintal.For the best quality rice, the maximum price offered so far is Rs 2,300 quintal. Though the price offered this year is better than the past some years, farmers feel that a cartel of private buyers and arhtiyas is offering low prices.Last year, farmers had to sell their produce below the minimum support price (MSP). The lowest price offered last year was Rs 1,200 per quintal.Another farmer, Harjinder Singh from Meera Chak village, said, ― Two days ago, the price was Rs 2,500 per quintal.
