Asian countries may dominate world rice markets but Iran is by far the most significant market for rice in West and Central Asia. Iran is the region’s largest consumer, producer and importer of rice. According to the USDA, in 2012 Iran consumed over 3.3 million metric tons (MT) of rice while it produced just over 1.5 million MT and imported 1.7 million MT. Iran therefore consumes more rice than countries including Nepal, Malaysia, and Sri Lanka while its rice production dwarfs that of Afghanistan, Iran and Turkey’s combined. In 2012, Iran was the world’s third largest rice importer behind China and Nigeria and the world’s largest importer of Basmati rice. The importance of the Iranian rice market to world rice market price fluctuations was felt during the 2008 rice crisis as experts pointed to a severe drought affecting the Iranian rice crop as playing a significant role in pushing international rice prices to unprecedented levels. The presence of such a large rice sector in Iran is thanks to the country’s natural diversity. As one may expect most of Iran is not suitable for rice cultivation due to insufficient water supply. It is the fertile regions north and northeast of the country’s Capital which are located on the shores of the Caspian Sea. These three provinces; Gilan, Mazandaran and Golestan make up 85 percent of Iran’s rice production. However, rice is consumed throughout the country and is the third most important staple after wheat and barley. Like many other rice consuming nations, the Iranian government aims for self-sufficiency in its major staples including rice. This policy has strengthened due to the international trade sanctions the country faces. While the trade sanctions do not include goods such as food, nonetheless rice trade is affected since some international companies prefer not to do business in Iran in order not to jeopardize their business operations in US and EU markets.There is therefore a major incentive to boost domestic rice production. The International Rice Research Institute (IRRI) has been supporting Iranian rice research for over 35 years and since then average yields have doubled. However, Iran’s rice sector faces major challenges including soil salinity, heat stress, soil erosion, flooding and desertification. With a current rice import dependency of around 50 percent and rice Iranian consumption projected to rise to 5 million MT by 2035, achieving self-sufficiency requires nothing less than an Iranian green revolution for the rice sector which also addresses the fragility of its natural resources. Iran’s investment rates in agricultural research are relatively high compared to its neighbors and Tehran is now the headquarters of the Regional Rice Research and Training Center for West and Central Asia (RRRTCWCA). There is also the prospect of Iran establishing a regional climate change research facility to study the impact of climate change on rice production.The Iranian rice sector provides great challenges but also opportunities. What is clear and which was demonstrated in the 2008 rice crisis is that the state of the Iranian rice sector has knock-on effects for international rice markets. EU Reconsiders Expiry Dates on Rice in Efforts to Curb Food Waste May 21, 2014
The European Union is considering withdrawing the requirement for an expiry date, or “best before” information, on some of its food packages. Currently, the only foods under consideration for policy revision are dry foods, such as rice, noodles, hard cheeses, coffee, and so on – foods that have expiration dates printed on their commercial packaging, but that are typically consumable for longer periods of time. Often, the expiry dates have more to do with the quality of the food than with the safety of the product, meaning eating these foods after their expiry date won’t make anyone sick. The European Commission is reviewing the change in efforts to decrease the amount of food that is discarded by households who erroneously believe the food to be bad (since that’s what the packaging states). It’s no longer only an issue of food security or safety; it’s become an economic one, too. For example, each year, every family in Italy throws away about 515 Euros (about $706) of food that has exceeded its expiry date. This corresponds to about 89 million tons of wasted products on the whole continent. The Dutch agriculture minister estimates that as much of 15% of EU’s food waste is a result of expiry dates on packaging.Many European ministers think a large amount of this food may be saved just by changing the date on the label, and they’ve been using this point in negotiations with the European Commission. Officials say this minor labeling change may save 15 million tons of food per year from being thrown away prematurely. Supporters argue that consumers are capable of evaluating the freshness of these foods themselves, based on changes in color and smell.Skeptics of the changes include the Italian farmers association Coldiretti and the British Department of Environment, Food, and Rural Affairs, both of who warn that more research and further investigation is required before labels change. Nothing has been decided yet, and the discussion is likely far from over. However, if the changes are made, white rice may begin remaining on the market shelves for a longer time, creating larger stock availability. Over time, this may change sale conditions and consumers’ habits. The U.S. cash market was unchanged today as most farmers are still reluctant sellers as they wrap up their rice planting and move on to planting beans while most buyers remain in hand to mouth mode anticipating a break in prices.As of today, old crop offers could be found near $16.33 per cwt fob farm (about $360 per ton) for May-June shipment although most sellers are hoping to net at least $16.66 per cwt fob farm (about $367 per ton).

Bids from most larger mills were still said to be around $15.05 per cwt (about $332 per ton) for May-June delivery while bids for exporters were unchanged near $16.00 per cwt (about $353 per ton), for the same delivery period, and there were reports of rice trading around $16.10 per cwt for prompt delivery (about $355 per ton). In Times of Drought Thailand Rice Farmers Can Benefit from Crop Rotation May 21, 2014
Switching from rice to less thirsty crops in times of drought makes both business and environmental management sense.El Nino events are seen as a major factor affecting the volatility of international rice markets. This is because much of world rice production is concentrated in Southeast Asia which is one of the vulnerable regions to El Nino climate events. While it is generally believed that the 2008 rice crisis was due to a large extent to the trade behavior of many large rice exporting and importing nations, the 1973 rice crisis was driven by widespread drought affecting Thailand caused by El Nino. Thailand as well as its neighbors including Malaysia has been hit by a severe drought this year which is expected to reduce many of Thailand’s crop harvests including rice. Access to irrigation has become limited which rice farmers depend on for their thirsty rice crops. This comes as a major blow to many Thai rice farmers since many have already lost money from the government’s paddy pledging scheme.Fresh Plaza reported on an article in Thainews which discovered that some rice farmers in the Chainat region of Thailand had responded to the drought by switching to growing green beans instead of rice. Not only had the rice farmers discovered an income earning alternative but they were now effectively practicing crop rotation. Crop rotation has many benefits including controlling weeds but it also replenishes nutrients into the soil such as nitrogen when nitrogen-fixing legumes like green beans are used in the crop rotation.Such responses by rice farmers are important strategies for dealing with shocks. Government assistance in supporting farmers to diversify their agricultural practices not only strengthens vulnerable farmers’ ability to adapt to climate change but also, as in the example with the green beans, helps promote sustainable agriculture. Ten Million Farmers in South Asia and Africa Use Stress-Tolerant Rice Varieties, Claims IRRI May 21, 2014
The Philippines-based International Rice Research Institute (IRRI) has claimed that the stress-tolerant rice varieties, developed by them, are being used by around ten million farmers in South Asia and Africa in about 2.5 million hectares of rice land as part of the Stress-Tolerant Rice for Africa and South Asia (STRASA) project, according to a press release by the IRRI. The STRASA project, led by the IRRI and funded by the Bill & Melinda Gates Foundation, was started in 2007, and has completed two phases and is to begin the third phase this week in New Delhi, India. Nearly 250 participants from South Asia and Africa, including the Agriculture Ministers of India, Bangladesh and Nepal, are expected to attend the opening session of STRASA's third phase, which will continue till 2019. The IRRI released 16 climate-smart rice varieties, which are tolerant to floods, drought, cold temperatures, salinity and soils that contain too much of iron, in South Asia; and released 14 varieties in Sub-Saharan Africa, according to the STRASA Project Leader. He noted that the STRASA project also trained nearly 74,000 rice farmers in the two regions in good-quality seed production, adding that nearly 140,000 tons of climate-smart seeds have been produced so far.The STRASA Project Leader says the IRRI is partnering with national agriculture research agencies, government agencies, non-government organizations, and private sector rice producing and marketing companies in different countries to ensure that these seeds are supplied to farmers on time.
Thailand Finance Ministry Estimates Losses from Rice Pledging Scheme at $15 Billion Thailand's Finance Ministry has estimated losses from the abandoned rice pledging scheme at around 500 billion baht (around $15 billion), since its inception, according to local sources. Thailand’s annual GDP is about $365 billion.A source from the Finance Ministry told local media that a subcommittee headed by the Finance Ministry's Inspector-General is overseeing the accounting aspects of the rice pledging scheme based on the Federation of Accounting Professions and recent resolution of the National Rice Policy Committee (NRPC). He noted that based on NRPC's resolution, the benchmark price for accounting used by the subcommittee is lower of the actual pledging price or the price announced by the Foreign Trade Department.The source stated that the estimates from the Finance Ministry are higher than the $466 billion baht (around $14.3 billion) estimated by the Bank of Thailand.Farmers pledged rice from five crops beginning 2011-12 main crop (October 2011 February 2013) to 2013-14 main crop. The government paid 15,000 baht (around $460) per ton, 40-50% higher than the market prices, to farmers under the pledging scheme. Since the dissolution of the government in December 2013, the scheme began encountering problems with inadequate funds to make payments to farmers. The scheme ended February 2014 after it was not renewed. The government still has to pay about 82 billion baht (around $2.5 billion) to farmers, according the Ministry of Commerce. 68.5% sold. One year ago roles were inverted: Long A varieties were placed 71%, while Long B varieties were 78% placed. The difference between Long A and Long B varieties is even more clear if you compare all varieties for domestic consumption: Padano-Argo, Vialone Nano, Sant'Andrea, Roma-Elba, Baldo, Arborio, Volano and Carnaroli are all already 91.4% sold. In the week May 13-20, a total of 26,861 tons of Italian paddy rice were exchanged: so total paddy tonnage sales stand at 1,121,159 tons. Remaining stocks are 326,638 tons with about 5 months left before the next harvest. Last year at this time, 1,222,739 tons (74% of production) were sold, at a similar pace as this year.Farmers have already planted the new crop and rice fields are flooded. Sales in the week May 13-20 include: 8,159 tons of Long A, and 8,566 tons of Long B. Prices are firm, and for the last few weeks there have been no relevant movement of quotations. There were also 9,906 tons of round paddy rice sold in the last week, bringing year-to-date sales to 300,532 tons (76% of total availability) from 394,480 tons available since September 2013. Last year at the same date sales reached 296,342 tons, equivalent to 75.1% of beginning availability fixed at 393,375 tons. As for medium paddy, in the latest week sales are minimal, at just 320 tons; there are only 6,487 tons still available on the market, starting from beginning stocks of 28,715 tons, thus about 7.4% of this is sold. Last year at this time sales were 31,949 tons for the year, 74.9% of total availability. Beginning stocks in campaign 2012-2013 were much higher, starting from 42,596 tons. The best seller varieties remain Loto and Ariete at 5,539 tons sold last week, followed by Arborio Volano with 1,249 tons, then Carnaroli with 559 tons. Total beginning paddy availability (including about 9,000 tons in carryover stocks) for 2013-14 amounted to 1,447,783 tons, down from 1,646,103 tons in 2012-13. The newly-formed Cambodia Rice Federation (CRF), a body that aims to unite the rice sector under one representative body in the country, just elected its first chairman and he happens to be the son of Cambodia’s deputy prime minister. He is also the CEO of a business conglomerate that includes rice milling and exporting.Some local media and the political opposition are viewing the appointment with suspicion, saying the CRF should be run by someone who knows about the rice sector but does not have commercial interest in it.However, who knows what the rice sector needs for development better than the people who's livilihoods depend on its success? In otherwords, those that have a commerical interest and know first hand the challenges the industry is facing. Oryza spoke with local rice exporter who said the appointment of the new leader had nothing to do with favoritism or his relationship to the nation’s deputy prime minister. The chairman was chosen based on his experience with rice farming, processing, and export. The chairmanship is decided based on a simple majority of the board and no individual can take independent action. The chairmanship also has 2-year term limit. Looking to the future of Cambodia’s rice sector, the new chairman of the CRF says his two most important challenges are Cambodia’s poor rice quality and insufficient financing. Bangladesh Rice Imports Soar amid High Domestic Prices May 21, 2014
Bangladesh's rice import value has increased to about $229.59 million during the first nine months of the fiscal year 2013-14 (July 2013 - June 2014), up nearly fourteen times from about $15.81 million recorded during the same period in FY 2012-13, according to a report released by the Bank of Bangladesh (BB).According to data from Food Ministry, Bangladesh imported around 374,560 tons rice as of May 19, 2014, of which around 371,500 tons are imported by private sector and only 3,060 tons are imported by the government. Bangladesh imported 28,930 tons rice in FY 2012-13 (25,270 tons by private sector and 3,660 tons by the government).
A BB official told local media sources that declining global rice prices, an increase in domestic prices and an appreciation of Bangladeshi Taka against the U.S. dollar are main reason behind the surge in rice import value.The BB report noted that the retail prices of coarse rice varieties in Bangladesh hovered between Tk 38 Tk 40 per kilogram (around $483 - $508 per ton), while the average international prices are at around $393 per ton, encouraging rice imports.Based on the amount of Letters of Credits (LCs) opened, the BB official noted that the rice import value is expected to increase further over the last three months of the fiscal year. The BB data showed that the LCs opened for rice during the first nine months of FY 2013-14 increased to $287.22 million, up about fourteen times from about $20 million LCs opened during the same period last year.USDA estimates Bangladesh will produce around 34.59 million tons rice in MY 2013-14 (May 2013 April 2014), up about 2% from about 33.82 million tons produced in MY 2012-13. Chicago rough rice futures for Jul delivery settled 3 cents per cwt (about $1 per ton) lower at $15.270 per cwt (about $337 per ton). Rough rice futures came under follow-through selling pressure again today, as traders' focus turns to the July/September spread. The bears once again drove the market lower, narrowing the spread by another 5.5 cents per cwt (about $1 per ton) by the settlement of the day’s action. Technically this is seen as further confirmation that the market has moved into a downward trend after failing to maintain a near-term high last Friday at $15.500 per cwt (about $342 per ton).

The market came within 1 cent per cwt (about $0.22 per ton) of matching a multi-month low of $15.200 per cwt (about $335 per ton), a level that would likely trigger additional technical selling and set up a move towards firm psychological support noted at $15.000 per cwt (about $331 per ton). The other grains finished the day mostly higher with only wheat moving to the downside; soybeans closed about 2.4% higher at $15.0525 per bushel; wheat about 0.9% lower at $6.6425 per bushel, and corn finished the day about 0.2% higher at $4.7450 per bushel.U.S. stocks rose on Wednesday, bouncing back from the prior day's sharp fall, after minutes from the Federal Reserve's last meeting had central bankers discussing ways to normalize interest rates. The central bank last month trimmed its monthly asset buying to $45 billion, its fourth consecutive $10 billion reduction. Fed officials also said the economy was picking up steam and the labor market improving. The Dow Jones Industrial Average leaped 155 points, and was lately up 135.15 points, or 0.8 percent, to 16,509.46. The S&P 500 added 11.74 points, or 0.6 percent, to 1,884.57, with energy pacing gains and utilities the sole laggard among its 10 major industry groups. The Nasdaq climbed 25.53 points, or 0.6 percent, to 4,122.42. Gold is trading about 0.5% lower, crude oil is seen trading about 1.7% higher, and the U.S. dollar is seen trading about 0.2% higher at about 1:00pm Chicago time.Tuesday, there were 218 contracts traded, down from 324 contracts traded on Monday. Thailand Agriculturists Association Urges Immediate Payment of Farmers and Paddy Rice Price Support; Political Crisis at a Stalemate May 21, 2014
The President of the Thai Agriculturists Association (TAA) said a new government should make remaining payments to rice farmers, for pledged rice under the halted Rice Paddy Mortgage Program, and should offer price support for new crop paddy rice.The TAA President made the comments after the Thai Army declared Martial Law, sending signals of an interim Prime Minister and government being appointed to oversee electoral reforms. He said the government should consider drafting a policy to regulate the price of 2014 off season (January - May) paddy rice, irrespective of decision to continue the rice pledging scheme. Chicago rough rice futures for Jul delivery were paused 5 cent per cwt (about $1 per ton) lower overnight at $15.250 per cwt (about $336 per ton) as of 8:00am Chicago time. The other grains are seen higher this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.5% higher, wheat was paused about 0.1% higher, and corn is noted about 0.1% higher. U.S. stock index futures signaled a higher open despite concerns about weak U.S. earnings and uncertainty regarding global central bank action. At 2 p.m. ET Wednesday, the minutes of the latest Federal Reserve Open Market Committee meeting will be released, with investors eager to find more clues as to when the Fed might look to hike interest rates. These will come after the Bank of England published minutes which showed some members had moved closer to voting for a rate rise. U.S. stocks fell sharply on Tuesday after Philadelphia Fed President Charles Plosser said rate hikes might come sooner than expected. U.S. stock index futures are currently trading about 0.3% higher, gold is currently trading about 0.3% lower, crude oil is seen trading about 0.6% higher, and the U.S. dollar is currently trading about 0.1% higher at 8:00am Chicago time.
