EL CAMPO, TX -- Yesterday morning two Blackhawk helicopters landed in the field outside Rice Belt Warehouse and deposited Secretary of Agriculture Sonny Perdue and House Ag Committee Chair Mike Conaway who were on an inspection tour surveying damage to crops and equipment as a result of Hurricane Harvey. L.G. Raun, chairman of the Texas Rice Producers Legislative Group and a rice farmer here, moderated a listening session where representatives of commodity groups from Beaumont to Corpus Christi discussed damages to their specific crops. As reported, cotton was hardest hit with an estimated 50 percent of the crop destroyed. Rice farmers were considerably more fortunate as 95 percent of the Texas rice crop had been harvested prior to the storm.

"This meeting was a great opportunity to share information about the local rice industry with Secretary Perdue and Chairman Conaway," said Linda Raun, a local rice farmer. "We talked about Hurricane Harvey's effect on not only rice but on agriculture all along the Texas Gulf Coast. Both of them asked many questions. You could tell they were sincere in their concern to help folks here recover as quickly as they can." Questions were raised about harvested rice being at risk of contamination. New guidance from FDA Commissioner Scott Gottlieb earlier this month clarified that rice that was not exposed to floodwaters can be sold. The Texas State Chemists Office already has begun testing rice and reports that none of the samples tested to date have been adulterated. Yesterday's tour was cut short after a traffic accident involving a vehicle traveling with Perdue's motorcade and a semi-truck. Two House Agriculture Committee staff members and one USDA staff member were treated and released from a local hospital. Today's meetings scheduled in Lubbock and Lamesa continued as planned. By Frank Leach WASHINGTON, DC -- Earlier this week, USA Rice staff attended the quarterly Agribusiness Club luncheon here featuring Congressman Jim McGovern (D-MA) who serves on the House Agriculture Committee and the House Rules Committee, and has been a longtime supporter of agriculture, championing the Supplemental Nutrition Assistance Program (SNAP) and the International Food for Peace (FFP) program. During the luncheon, McGovern spoke about the importance of food aid in promoting international peace and reflected on a conversation he had with a mother in Colombia during a visit there with the Ambassador. The woman told him that because of U.S. food aid, she was able to provide for her son, in turn preventing him from joining the FARC rebel group that often preys on vulnerable families. "The U.S. Food for Peace program is a vital tool in countries struggling with access to food," said Ben Mosely, USA Rice vice president for government affairs. "When the only meal a parent can provide for their child comes from a rebel group, they are faced with a difficult decision. It was important for the Congressman to acknowledge the vital role U.S. agriculture plays in promoting international peace." USA RICE DAILY

Crackdown on imported rice worries Japan's fast-food suppliers September 22, 2017 5:40 pm JST Higher prices could prompt restaurants to find other staples
Low-priced imported rice is widely used in Japan's restaurant industry. Š Reuters TOKYO -- The Japanese government is moving to toughen regulations on rice imports to protect local farmers, but distributors fear its heavy hand could push prices higher, accelerating a shift away from the staple crop. New regulations due out Wednesday from the ministry of agriculture are meant to stop a kind of backdoor deal that the government worries is undermining its price buffer.Japan grants so-called minimum access to some foreign-grown rice, but this goes mainly toward processed foods and animal feed. Another import channel used mainly by restaurants and producers of ready-to-eat meals consists of simultaneous buy and sell, or SBS, transactions. Importers and wholesalers team up to bid on government tenders. The importer specifies the price at which it is willing to sell to the government, while the wholesaler simultaneously names the price it is willing to pay. The government chooses bids starting with the largest markup, or difference between the prices. This is supposed to give importers choice on what rice to buy while keeping cheap foreign rice out of the domestic market. But some players are reportedly gaming the system. For example, say company A imports 1kg of rice for 100 yen and sells it to the government for 140 yen. Company B then buys it for 190 yen, which becomes the benchmark distribution price. Then company A repurchases the rice from company B for 191 yen. Since company A made a profit of 40 yen on the original sale, the purchase has an effective cost of 151 yen. Company A can now sell the rice at a lower price than 190 yen and still make a profit. The government now intends to ban such repurchases. The price is wrong This will be the second time the government has moved to regulate the distribution of imported rice. Reports emerged last year that some SBS rice was being circulated at lower prices than the government was aware of because buyers were receiving hidden rebates from importers, known as "adjustments." Opposition party lawmakers pursued the issue in parliament, and the

agriculture ministry banned adjustments in December 2016. Rebates still exist in regular commercial transactions, taking the form of sales incentives, for example. "We must not allow anything that creates anxiety for farmers," said then-Agriculture Minister Yuji Yamamoto, explaining the rationale for strengthening regulations. But wholesalers fear the consequences of stricter controls. "We cannot sell to restaurants and other customers without repurchasing," said an executive at a major wholesaler. Tightening regulations will force rice wholesalers to entrust imports to trading houses, which "will add needless costs," warned a sales manager from another wholesaler. As rice farming shifts from growing staple food to producing animal feed, there is a shortage of cheap rice for restaurants. More chains are trying to purchase imported rice, but tougher regulations could lead to higher prices for both foreign and domestic varieties. Pakistan-China FTA farce BR RESEARCH SEP 22ND, 2017 10:43 One must wonder what dictionaries policymakers are using since clearly their understanding of basic terms is so different from those widely accepted. In the Pakistan China FTA negotiations, what is being hailed as a ―major development‖ and a ―breakthrough‖ appears to be little more than a nod towards diplomacy.
The second phase of the FTA was supposed to be implemented in 2014, for which negotiations started in 2011. Since then, the negotiations have been stalled with Pakistan repeatedly requesting for better access. Finally, China has agreed to address concerns. So after more than 6 years of pleading, what Pakistan is hailing with enthusiasm is China willing to consider improved access to its $1.6 trillion market of which Pakistan‘s share is less than $2 billion.

China is the biggest importer of cotton and it derivatives in the world. So much so that nearly half of the total global export of cotton yarn is imported by China. The bulk of Pakistan‘s exports to China consist of cotton and its derivatives, the biggest export being cotton yarn. Currently less than a quarter of China‘s imports of cotton yarn originate from Pakistan which is hardly surprising since Vietnam enjoys of 0.4 percent under the ASEAN FTA, whereas tariff imposed on Pakistan is 3.7 percent.
After cotton, rice is an important export to China for which Pakistan receives no preferential treatment whatsoever.
The average tariff imposed on Pakistan‘s rice exports into China is 65 percent whereas ASEAN countries Thailand‘s and Vietnam‘s rice imports have an average tariff of 33.7 percent levied on them. Pakistan has shared a list of 70 items that constitute of more than 80 percent of its exports to China. Allegedly, China has agreed to consider these items favourably. Consider this example: China offers 50 percent tariff reduction on Pakistan‘s current exports and as result, tariff on cotton yarn imports from Pakistan get decreased to 1.4 percent. This reduction will do little to increase Pakistan‘s market access because cotton yarn from Vietnam will still be facing lower tariffs. Pakistan needs to analyze the tariff preferences offered to its competitors and receive a firm quantitative commitment from China. Meet The Man Who Started America's Smallest Rice Farm

On a farm of modest acreage, along a semi-rural stretch of the Old Kings Road not far from the heart of Jacksonville, Florida, Scott Meyer is milling rice and thinking about his future.

Like the rest of us, he's not entirely sure how it will play out—he does, however, have some ideas. Congaree and Penn, his boutique operation here on the exurban fringe of one of the fastest-growing cities in the country, is the smallest rice farm and mill in the United States.
For most people, that would probably be enough of an achievement. For Meyer, 30, it's just a jumping off point. The farm is also home to what will eventually become of the largest production groves in the world of the Mayhaw tree, fixture in the wilds of the region, bearing a tart, brighter-than-a-cranberry berry with a sweet, grape finish that's often turned into jelly.
Then there are the olive trees he's planting, which he will, in a couple of years time, begin to harness for the production of a top tier olive oil, something you don't typically expect to find in Florida. He's got muscadine grapes, too—the first harvest has just gone into an estate-grown shrub, using Florida cane sugar and apple cider vinegar. Oh, and don't forget the Creole tomato jelly that they've just made.
"We're really trying to see what takes," says Meyer. "We said, let's try some different stuff, let's make it the best we can make it, let's see what people really like."
What they like, apparently, is everything. Each new experiment can't seem to avoid becoming a hit. Meyer is just back from the annual Feast food festival in Portland, Ore., where he showcased his new pecan oil—this whole other thing that he's doing—made from good, Georgia pecans that he's milled and cold-pressed, right on property.
Originally, this was all going to be a fish farm.
Meyer, who studied environmental science at Texas Christian University—that's where he met wife Lindsay, a key player in the operation here—before heading out to the Wyoming wilds where he worked as a field biologist ("I spent a lot of time in the wilderness in a

cabin, by myself"), eventually ended up at the University of Miami's Experimental Fish Hatchery. It was here, he began thinking about sustainable fish farming.
On this plot of land near Jacksonville, his father had previously owned a landscape tree nursery—post-recession, the steep decline in development around the region presented an opportunity. The rice was only supposed to be temporary, experimental —the paddies would end up as settling ponds, for waste from the fish production; the rice would become sake.
"Chefs around here had a different idea," says Meyer. "They found out I was growing rice, and that they could mill it to order. We said—we have bills to pay; let's not hoard it and try to figure out how to make sake, let's sell it."
"We grew the business for two years based on one chef or another trying it, it was all word of mouth," Meyer recalls. ""The quality spoke for itself."
Suffice to say, Congaree and Penn's rice (and rice-related product) has become a staple in better kitchens in the region, over the past few years, as well as a hit at area farmers markets—it's now the farm's bread and butter. Meyer has become a sort of traveling evangelist for the brand, milling fresh rice each week, then hopping in the car and driving to Orlando and Tampa and elsewhere, to introduce his product to new chefs.
He's now getting calls from around the country, too—notably from 2016 Food & Wine Best New Chef Edouardo Jordan, whose inventive new Southern restaurant in Seattle, Junebaby, has once again put him in the spotlight. Jordan found the farm on social media, asking for the rawest rice they could get to him. They took the farm's Jupiter rice, ran it through the huller, leaving the slightly greener grains in with the batch, and sent it over. (It was a hit.) Demand for the rice has now outgrown the original paddies—Meyer had to enlist a cousin in Louisiana, who has a 19-acre farm over there, in order to increase production capability. He still mills everything right on premises though.
It's not only the rice that's become a hit; the farm, which Meyer eagerly uses as a teaching tool, has become something of a fixture on Jacksonville's local food scene—there are family fun days, there's a fish fry, a holiday market, coming up; the farm has also become a popular stop, quite understandably, on the region's bi-annual Tour de Farm, an open house, go-tothe-source event sponsored by the local Slow Food chapter.
So much for that idea of the small, sustainable fish farm.
"That's still my dream," Meyer confesses. "But I'm very happy that other people are willing to take my rice; people are doing great things with it."

Rotten rice imported from Thailand The BNP yesterday accused the government of importing ―rotten‖ rice from Thailand. Two ships carrying rotten rice from Thailand are waiting to be unloaded at Chittagong port, although the food department has refused to accept the rice, claimed BNP senior joint secretary general Ruhul Kabir Rizvi at a press conference at the party's Nayapaltan central office. "After importing rotten wheat from Africa, the government has now procured rotten rice from Thailand... the government is mocking with people's hunger," he said. "Some 12,000 tonnes of rice have been brought by a ship, MV Thai Bin Day, on August 31, while some 19,850 tonnes brought by another ship, MV Diamond, from Thailand this month. " "We think the government high-ups are involved in importing the rotten rice from Thailand," he also said, alleging that the ship owners were trying to sell the ―rotten‖ rice to local rice traders. "We heard that they've already contacted some rice traders to sell the rotten rice." | UkrAgroConsult South Korea will increase the purchase of local rice that will be set aside for reserve purposes this year to help stabilize prices on the domestic market, the agriculture ministry said Thursday.The Ministry of Agriculture, Food and Rural Affairs said it will buy 350,000 tons of rice harvested this year from Sept. 25 to Dec. 31.It will increase the purchase of rice from last year's 82,000 tons to 90,000 tons and buy 260,000 tons of packaged rice.

(Yonhap) Launched in 2013 by 10 countries of the ASEAN and the three Northeast Asian countries of South Korea, Japan and China, APTERR is aimed at safeguarding the region's food security in case of emergencies, such as floods and droughts.The APTERR participation is also part of the Seoul government's schemes to deal with a chronic oversupply of rice in the country stemming from a sharp drop in rice consumption. Some 300,000 tons of rice remained in excess last year, as the 4.2 million-ton supply outnumbers the 3.9 million tons consumed, and the glut will likely stay at 200,000 tons in 2017. This year, the ministry plans to temporarily abolish upfront payment, which was given to farmers in August before each year's rice price was confirmed in September or October. Under the system introduced in 2005, the government paid extra money to farmers in addition to the prepayment to complement the rice price later. Pakistan exports $512.321 million food commodities By DND September 22, 2017
ISLAMABAD, Pakistan: Pakistan exported various food commodities worth US$ 512.321 million to difference Countries during the first two-months of current financial year 2017-18. A date released by Pakistan Bureau of Statistics revealed that during the period from July-August 2017, food group exports from Pakistan increased by 30.6 percent as compared the exports of the same period of last year. The data revealed that during last two months, exports of rice grew by 40 percent as around 428,993 metric tons of rice worth US$ 223.937 million exported. The rice exports during first two months of last financial year was recorded at 3810,861 metric tons valuing US$ 159.543 million, it added.

Meanwhile, the exports of basmati rice grew by 10.35 percent and about 59,433 metric tons of basmati rice worth US$ 62.741 million exported as compared the exports of 59,192 metric tons valuing US$ 56.857 million of same period last year. The exports of rice other than basmati also witnessed an increase of 58.98 percent, around 369.580 metric tons of rice costing US$ 161.198 million exported as compared to the exports of 251,669 metric tons worth US$ 102.888 million of last year. From July-August, 2017-18, fruit and vegetable exports increased by 8.74 percent and reached at 56,280 metric tons worth of US$ 20.583 million as against the exports of 73,751 metric tons of US$ 18.888 million of same period last year, it added. Bangladesh Nationalist Party on Friday alleged that the government is mocking with people's 'hunger' by importing 'rotten' rice from Thailand."After importing rotten wheat from Africa, the government has now procured rotten rice from Thailand," BNP senior joint secretary general Ruhul Kabir Rizvi told a press conference at the party's Nayapaltan central office. Alleging that the imported rice is low in quality and unsuitable to eat, the party leader said, "We think importing rotten rice is an anti-constitutional act. So, we think, by importing such rice, the government has not only committed an anti-constitutional act but also anti-humanity one. In fact, the government is mocking with people's hunger." He voiced deep concern as two ships carrying rotten rice are waiting in the port to get unloaded though the food department has declined to accept the rice. "Some 12,000 tonnes of rice have been brought by a ship, MV Thai Bin Day, on 31 August while some 19850 tonnes brought by another ship, MV Diamond, from Thailand this month," he added. He also alleged that the ship owners are trying to sell the 'rotten' rice to local rice traders. "We heard they've already contacted some rice traders to sell the rotten rice."

Rizvi questioned why efforts are there to sell the publicly procured rice to private traders. "We think the government high-ups are involved in importing the rotten rice from Thailand." Evasco: Corruption in rice importation will be avoided through ―G2P‖ system by UNTV | Posted on Friday, September 22nd, 2017 MANILA, Philippines — On the program Get it Straight with Daniel Razon, Cabinet Secretary Jun Evasco explained that the current system of rice importation imposed by the National Food Authority (NFA) will prevent corruption in the agency. Evasco said that with Government to Private or G2P system, private importers will go through a bidding process before the government proceeds with the importation. This is different from the previous system which is government to government or G2G wherein NFA‘s transaction is limited only to governments of exporting countries. ―I cannot say outrightly na ito ay mayroong corruption but such procurement mode is prone to corruption because it is a product of negotiation,‖ said the Cabinet secretary. This year, NFA imported 250,000 metric tons of rice to increase its buffer stock in case of calamities. Evasco, meanwhile, trusts that NFA Administrator Jayson Aquino can do his job well on the matter, despite their differences. During the NFA council meeting, Evasco agreed with the G2P scheme but Aquino preferred G2G. ―Somebody told me that the reason why you cannot remove [Aquino] is because he‘s acquainted with the president,‖ asked Razon. ―Everyone is acquainted with the president. Net placements were 1.88 million head.During August, placements of cattle and calves weighing less than 600 pounds were 360,000 head, 600-699 pounds were 285,000 head, 700-799 pounds were 418,000 head, 800-899 pounds were 485,000 head, 900-999 pounds were 270,000 head, and 1,000 pounds and greater were 110,000 head. Marketings of fed cattle during August totaled 1.98 million head, 6% higher than 2016. This is the number of cattle shipped out of feedlots to slaughter.

The Ogun government says arrangements are on to introduce its branded rice into the market before December. Mr Tosin Ademuyiwa, the Special Assistant to the Governor on Agriculture, disclosed this to newsmen in Abeokuta on Friday. Ademuyiwa said that rice would be available following massive planting of the commodity during the rainy season. He said that the commodity branded, ‗MITROS rice‘ would be produced and packaged in the state. Ademuyiwa explained that harvesting of 1,500 metric tonnes of rice had began in various rice farms at Eggua in Yewa axis and Onigbedu in Ogun Central ―At Eggua rice farm, rice will be harvested from 262 hectares of farmland while 110 hectares are at Onigbedu rice farm. ― Another 100 hectares of rice farm will be harvested at Iloti Ijebu within the next one month. ―The harvesting of rice will reduce the dependence of the state on imported rice and reduce its price in various markets, ‖ he said. Ademuyiwa also said the state government was working hard to solve the problems associated with clearing of farmland by making land available for agricultural purpose. The kernels of corn are what hold the majority of corn‘s nutrients, and are the most commonly consumed parts of the vegetable. The kernels can come in multiple colors, depending on where the corn is grown and what species or variety they happen to be. Another genetic variant, called sweetcorn, has more sugar and less starch in the nutritive material. ―We are now creating the enabling environment for people to venture into it, there is a market for maize. If you look at the economics of corn production it is more profitable than rice.‖ Rice is a political commodity, which is the country‘s staple food and people prefer to produce more rice than maize. ―But maize will give the farmers more money than rice,‖ said Kamara. Kamara said recently, ―A lot has to be done in the agriculture sector. We have never done direct cash transfer before but with the SCADEP program it will happen. We distributed 250,000 bags of fertilizers this year, but what you have to realise is that people in Sierra Leone do not take corn as a cash crop.‖ Corn not only provides the necessary calories for healthy, daily metabolism, but is also a rich source of vitamin A, vitamin B, vitamin E and many minerals. Its high fiber content ensures that it plays a significant role in the prevention of digestive ailments like constipation and hemorrhoids as well as colorectal cancer. The antioxidants present in it also act as anticarcinogenic agents and prevent Alzheimer‘s disease. Finance is a challenge in the agricultural sector for farmers and that leads to low crop productivity and lack of diversification. ―We are talking to our partners for help as the farmers always complain of access to finance. They are afraid to take loans.‖ He said that the farmers are not making use of the Financial Services Association community banks as they complain about high interest rates. ―When you go into agricultural sector, you should not expect to make money instantly. Whilst business people take money, they sell and pay almost immediately. So, the bank is a bit sceptical to do business with the farmers,‖ he said. In poultry production when you buy a day-old chick, they start producing only after twenty weeks. ―The banks need their money back and the bigger banks are afraid to give loans to people that are engaged in agriculture.‖ He said that the Ministry is currently in discussions with the Ministry of Finance for concessions to agricultural businesses. ―With the double-digit interest rates, farmers are scared.‖ Ahmed Nanoh, Executive Director of Sierra Leone Chamber of Agribusiness Development (SLaDEC), said if farmers invest in maize production it will create more jobs, impact food security, improve government tax base, put money in the farmers‘ pockets and reduce inflation on foreign currency.

Human diet depends mainly on crops and a large number of species have been independently domesticated from wild relatives across the globe. In terms of quantity of the production however, a small number of crops currently dominate the world share, such as maize, wheat and rice. Accordingly the research efforts and investment for improvement have been restricted to these major crops. The crops that are regionally important but have little recognition outside the region are known as ―orphan crops‖. Yam is one such orphan crop, representing perennial tuber crops belonging to the genus Dioscorea of the monocotyledons. About ten species are known in tropical and temperate regions of the world that have been independently domesticated.

In a recent study from a research consortium led by the International Institute of Tropical Agriculture (IITA), Nigeria, we reported a high quality genome of Guinea yam, with the size of 594 Mb, and 26,198 protein coding genes predicted. The whole genome sequence of Guinea yam sets the stage for its genomics-assisted improvement. A history of humans and yam Most of Dioscorea species are distributed in regions with seasonal rainfall. In the end of rainy season, assimilated carbohydrates are transferred to tubers, the underground storage organ, which becomes dormant during dry season.

Different from other plant species with underground storage organs, the majority of Dioscorea failed to evolve efficient toxic compounds to deter predators, making their tubers attractive food sources for mammals. Interactions between Dioscoreaspecies and humans may date back to soon after humanity originated. Guinea yam of West Africa accounts for the largest share (>90%) of world yam production. The major producers are Nigeria, Ghana, Cote d‘Ivoire, Togo, Benin and Cameroon. After harvest, tuber skin is peeled, and the cut tubers are boiled in water. Boiled tubers are usually pounded by ladies in a big wooden mortar using a wooden pestle and served with other vegetables and soups. Pounded yam is regarded as the ―king of food‖ in the region.

Guinea yam is important not only as food, but also as an integral part of West African culture as indicated by widespread ―yam festivals‖ in the regions and various rituals associated with the yam. Despite its importance in the region, yam has been unrecognized outside Africa; still many people mistake sweet potato (Ipomoea batatas) for yam. Research efforts have been scarce and improvement of Guinea yam has been slow. A genomic revolution for orphan crops Genomics Revolution ushered by the development of next generation sequencing (NGS) has started changing the research environment of genetic improvement of such orphan crops as exemplified by our paper. Guinea yam and the entire genus of Dioscorea are characterized by dioecy, meaning that male and female flowers are born on separate plants. Knowing the sex of plants is important for cross breeding. However, we have had no measure to determine plant sex before they start flowering. To address sex determination of Guinea yam, we made use of the genome sequence. Starting yam research 30 years ago, I never expected the whole genome sequence of Guinea yam to be possible during my lifetime. After a cross of two plants, their progeny segregated to males and females. DNA of multiple males and females were separately pooled and compared to each other using the genome sequence. This analysis resulted in a rapid identification of a genomic region involved in sex determination. DNA markers developed in the region should be useful for sex diagnosis of the plants at their seedling stage, which should allow breeders to save space and effort required for growing unnecessary plants before cross breeding. We expect similar approaches based on the genome sequence will enable researchers to identify other genes controlling important traits such as yield, quality, and disease resistance required for improvement of Guinea yam and other orphan crops. Starting yam research 30 years ago, I never expected the whole genome sequence of Guinea yam to be possible during my lifetime. The last two decades saw the research field dominated by model species, as represented by Arabidopsis and rice, to explore conserved mechanisms of plant molecular biology. Not being able to feed myself with yam research, I switched to rice research 20 years ago.

However, I feel the Genomics Revolution is already starting to change the scene: it allows studying diversity and evolutionary history of hitherto neglected species and crops through elucidating genetic sequences of their whole genomes. I personally wish to pay my tribute to the late Professor GĂźnter Kahl, University of Frankfurt, a coauthor of this research. His group succeeded in genetic transformation of monocot species for the first time, using yam. He kept an exceptional enthusiasm on yam research while guiding many researchers to this orphan crop and also to genomics. YANGON, MYANMAR – Satake has started rice milling machinery seminars for owners of rice mills in local cities in Myanmar in cooperation with sales partner Adipati using a truck along with a display. In May 2016, Adipati opened its showroom displaying Satake products in order to strengthen sales functions in mainly urban areas of Myanmar. Satake has started the ―transfer‖ seminar for owners of rice mills in local cities using a mobile basic rice milling system built onto a truck. Until now, Satake used the customers‘ factories to hold seminars, inviting local neighborhood customers when available. If there were no customers in the area, it was difficult to secure a location for any seminar. The ―transfer‖ seminar requires no particular place to install the machines. In May, Satake had the fourth seminar in Rakhine State, performing demonstrations and introducing the latest rice milling machinery to 100 people. The presentations were geared show the products‘ features such as high quality and after-sales service. It met the customers‘ requirements to produce high quality rice in small-scale rice mills and Satake said it received orders for five units. Satake said it would like to increase the market share of its products related to rice appearance such as the rice milling machine and rice polishing machine. The company has installed products to more than 90% of large-scale rice mills in Myanmar. Agri researchers back regional rice initiatives BY NEIL ALCOBER, TMT ON SEPTEMBER 23, 2017BUSINESS Asian agriculture research officials have expressed support for the Asean+3 Rice Breeding and Genetics Initiative — a long-term program that aims to address regional food security and national rice sector strategy concerns. This week‘s meeting of the Council for Partnerships on Rice Research in Asia (CORRA) saw officials pledging to endorse the program to their respective agriculture ministries. They noted that despite progress in some Asian countries, food crises remain a looming threat. Failure to achieve viable solutions by 2030 will adversely affect food supplies for 560 million people, they added. The Asean+3 Rice Breeding and Genetics Initiative aims to increase the rice varieties available to member countries, raise yields and boost national breeding programs. Member countries, for example, can choose rice varieties adapted to drought, flooding, and salinity brought on by climate change. ―The Asean+3 Rice Breeding and Genetics Initiative was recently endorsed at the Senior Officials Meeting of the Asean Ministers of Agriculture and Forestry held in Singapore in August,‖ said Matthew Morell, director general of the Los Banos-based International Rice Research Institute. ―[CORRA‘s] declaration of support is another positive step in the achievement of South-South cooperation for the regional rice sector,‖ he added. This year‘s meeting, which was hosted by China, began on Tuesday and ended yesterday, September 22. Carol Johnston, professor and associate director of the Nutrition Program in Arizona State University's College of Heath Solutions, has studied the effects of gluten-free foods and their impact on health. She will present her research findings to students at an undergraduate research colloquium on Sept. 27. Question: Does avoiding gluten have any benefits for those without celiac disease or a gluten sensitivity? Answer: There is no clear evidence that avoiding gluten offers any health benefits for the majority of the population. Less than 1 percent (0.71 percent) of the population of the United States has been diagnosed with celiac disease, and an additional 3 percent has a non-celiac gluten sensitivity. While the popularity of gluten-free diets has clearly extended beyond those who have celiac disease or gluten sensitivity, researchers have not identified any health benefits to avoiding gluten for those without a sensitivity to it.

Q: Your research has shown that gluten-free pastas (such as rice or corn pasta) cause a person’s glucose levels to jump significantly higher than if they ate traditional wheat pasta. What are the health impacts of these findings? Should these types of pastas be avoided?

A: In my research, it was interesting to observe that the gluten-free corn and rice pastas caused participants to have higher blood glucose levels than traditional wheat pasta. One explanation for this may be found in the way starch and gluten interact during digestion. When starch is digested, it breaks down into sugars and produces glucose, which enters the bloodstream. However, the gluten present in traditional grain pasta may actually encase some of the starch, preventing it from breaking down and resulting in less glucose released into the bloodstream. Without the presence of gluten, the starch in corn or rice pasta is easily digested to glucose, causing a post-meal spike in glucose levels. That said, more research is needed to better characterize the glycemic index of gluten-free pastas and breads. There are many versions of gluten-free products, and we need to better understand which substitute ingredients contribute to elevated glucose levels. Q: A recent study found that those who eat gluten are less likely to develop type 2 diabetes. How does the consumption of gluten help to prevent this disease? A: Most refined-grain products, like corn or rice pasta, have a high glycemic index. Sharp increases in blood glucose levels following a meal, or postprandial glycemia, have been linked to risk for chronic disease, particularly cardiovascular disease and type 2 diabetes. Gluten may help to moderate the glycemic response of grains as discussed above. However, to lower the risk of type 2 diabetes, individuals should adopt multiple strategies, including exercising daily, managing caloric intake to manage body weight, reducing intake of refined carbohydrates and sugars, and consuming nuts daily. https://asunow.asu.edu/20170922-discoveries-asu-debunking-hype-gluten-free-foods

Gambia hosts regional Africa Rice submit Friday, September 22, 2017
The Minister of Agriculture, Hon. Omar Jallow, has said that The Gambia is the founding member of Africa Rice, formerly known as WARDA.The Gambia has a very special and historical relationship with the centre as the country‘s stable food is rice, which has one of the highest per capita consumption rates of (117kg) in the world.The Minister mentioned this at the opening ceremony of 10 Biennial Consultative Meeting of Africa Rice National Experts Committee Meeting held from 21 to 22 September 2017. The National Experts Committee (NEC) of Africa Rice is a research centre and Pan-African Inter-Governmental Association of 26 African states, whose highest governing body is the Council of Ministers of its Member States. ―Our Country has a long rich tradition of rice cultivation as farmers were growing rice much before the arrival of Europeans,‖ he said. The Gambian government has identified rice as a major food security crop and has developed a national rice development strategy for 2015-2024, under the Coalition for African Rice Development (CARD). Africa Rice has been providing technical back-stopping assistance for The Gambia towards achieving the objectives of its NRDs between 2009 and 2016; and the country has benefitted from donor funded projects, coordinated by Africa Rice. According to Minister Jallow, Africa Rice is leading the development of a continental investment plan on rice self-sufficiency in Africa (CIPRISSA). The Agric Minister concluded that Africa Rice has recently established a Capacity Development Unit, which would develop a model to strengthen rice education and research capacities in higher education institutions in Africa, as well as models to strengthen the capacity of rice value chain actors, especially rural youths, through the recently set up training centre in Saint Louis, Senegal.
