Indian agriculture scientists have found that rising temperature will adversely hit rice productivity in the country.Experiments done in Tamil Nadu show that elevated temperature will have a negative impact on rice productivity, even nullifying the positive effects of higher level of carbon dioxide.

Researchers at the Coimbatore-based Tamil Nadu Agricultural University (TNAU) conducted a study on rice which is a staple food for most people in the region. According to Manila-based

International Rice Research Institute, rice provides 23 per cent of global human per capita energy and 16 per cent of global human per capita protein.

The study involved actual cultivation of the cereal in a climate control chamber (CCC) where the temperature was maintained at four degrees above the ambient temperature and a carbon dioxide enrichment level of 650 parts per million (PPM). The experiment was carried out with four different days of planting – June 1, June 15, July 1 and July 15.

It was seen that crops grown under the projected conditions attained panicle initiation, flowering and maturity much earlier than those grown under the ambient condition. But, recorded reduced growth characters such as leaf area index, dry matter production and number of tillers. In addition, lesser percentage of dry matter was partitioned towards grain and more for the roots. Subsequently, they recorded lower grain and straw yields.

Overall, elevated temperature was found to have a negative impact on rice productivity, even nullifying the positive effects of higher level of carbon dioxide. The researchers have published a report on their work in the latest issue of journal Current Science.

Turkish Retailer Shares the Bill with USA Rice for Promotions

By Sarah Moran ISTANBUL, TURKEY -- A major Turkish retailer, Uyum Hypermarket, recently joined forces with USA Rice to promote U.S.-grown rice here with a cost-sharing marketing program. The campaign, that included retail displays at one of their busiest hypermarkets, was conducted in the run up to the Muslim holy month of Ramadan, that this year begins today and ends on June 24.

Rice consumption is very high during Ramadan because, though observers fast from sunrise until sunset, they gather with friends and family for a post-sunset meal, called an Iftar. It is also common to have one meal, known as Suhoor, just before sunrise. A wide variety of dishes, many of which are rice-based, are prepared for the Iftar.

The five-day campaign to promote U.S. rice included outdoor and indoor billboards, where the hypermarkets paid 50 percent of the costs; giveaways that included aprons, consumer bags, and

hats, where the hypermarkets paid 30 percent of the costs; and retail display space, completely paid for by the hypermarkets.

Posters promoting the event and special announcements in the stores invited customers to taste healthy recipes made with U.S.-grown rice, presented by famous gourmet Elif Korkmazel. Additionally, festive USA Rice booths were installed in the hypermarkets aimed at increasing visibility for U.S. rice, and educating consumers through taste events and distribution of recipes booklets and materials co-sponsored by participating U.S. rice brands.

Throughout the campaign, sales of U.S. rice at Uyum stores increased by an average of 700 percent and consumers received important messages about the versatility and cooking characteristics of U.S. rice.

"We have very good acceptance here and Turkey is an important growth market for our industry," said Hartwig Schmidt, USA Rice Regional Director. "I think it is particularly telling that the retailers paid for part of these promotions because it shows they not only like our products, but see value in our specific promotion program to help drive sales at their stores."

Last year, the U.S. exported about $31 million of U.S. rice to Turkey; in the first three months of 2017, $10.5 million of U.S. rice has already been shipped.

metric tonne paddy would arrive in the market, but it might touch 43 lakh metric tonnes. In the Kharif season, they had procured 17 lakh metric tonnes.

It will be a record production since the paddy production never crossed 24 lakh metric tonnes in the past, he informed.

Admitting that there were some problems in the procurement since a huge quantity of crops has arrived paddy purchasing centres, Commissioner said all measures were taken to speed up the procurement process.

Initially, they faced the problem of gunny bags and transportation of crops to rice mills due to a shortage of vehicles. They managed to engage trucks in transporting crop by giving warning to the owners of vehicles through RTA officials. Anticipating 37 lakh metric tonnes, they, initially, purchased 9.25 crore gunny bags from Jute Commission. Later, another 1.5 crore bags were procured from neighbouring States to meet the demand.

As on Thursday, Rs 2,200 crore had been deposited in the bank accounts of farmers through the online payment system. At present, Online Paddy Procurement Management System is being implemented only in 10 erstwhile districts and it would be implemented in 31 districts from the next Kharif season, he informed.

Stating that there was a change in the attitude of rice millers, Anand said millers have completed 100 per cent custom milling. Out of 17 lakh metric tonnes procured in the last Kharif season, the government had given 11.20 lakh metric tonnes for custom milling. The total quantity of rice was returned to government by millers, he informed.

Talking about reforms being introduced to streamline the department, Commissioner said e-pass machines will be set up in fair price shops across the State to check irregularities. E-pass system is being operated in 250 shops of Mahabubnagar on pilot basis. In the next phase, it would be introduced in 5,000 shops. Later, the system would be introduced in 17,200 shops across the State in the coming three months period.

An argument inside a Chinese restaurant turned messy when a woman allegedly attacked her exboyfriend with Pork Fried Rice. According to reports, the ex-boyfriend was found ―covered from head to toe in pork fried rice and a red sauce‖ after the alleged assault on Wednesday.

Brian Kusmer, 31, was attacked by his ex-girlfriend, Samantha Wilson, who was arrested for

domestic battery, according to The Smoking Gun. According to the New York Daily News, Kusmer was waiting for his ex to drop off the couple's 8-year-old son for a custody visit. But when she arrived the former couple began quarreling over their child's excessive school absences.

Wilson then allegedly tossed her ex-boyfriend's lunch, pork fried rice, on him. Kusmer declined medical attention, but said "the sauce burned a little."

Wilson has previously been arrested for criminal mischief, theft, negligence and child abuse. She has since been released and was ordered to stay away from Kusmer.

Asia Rice-Vietnam prices hit 13-month high; Thailand up on lower supply

Vietnam's 5-percent broken rice RI-VNBKN5-P1 was quoted at a level unseen since April last year, at $360-$380 a tonne, FOB Saigon, up from $365-$370 last week, as suppliers eyed export deals, traders said.Bangladesh said on Tuesday it will buy 250,000-300,000 tonnes of Vietnamese rice immediately and planned to increase rice imports from Vietnam to 500,000 tonnes by end-2017.

It will also buy one million tonne of Vietnamese rice annually until 2022.The Philippines said on Monday it would issue a tender next month to import 250,000 tonnes of the grain from key suppliers Thailand and Vietnam, and possibly also India.

Thai benchmark 5-percent broken rice RI-THBKN5-P1 firmed this week to $411-$412 a tonne, free-onboard (FOB) Bangkok, from $385-$411 last week, the highest in nine months.

"Prices have strengthened greatly, and supply is running low while demand remains constant," a trader in Bangkok said.But traders in Thailand and Vietnam said the price hike has started making the local grain too expensive for them to buy for export, raising a possibility for short supply in the market."After the Bangladesh news, I can no longer buy anything," said a trader in Ho Chi Minh City.

"The market is really stressed already, even though there's no real trade," another trader said, referring to the Bangladesh deals.Thailand and Vietnam are the world's second and third biggest rice exporters.

Rice farmers earn P32B in Q1

The National Food Authority (NFA) said palay farmers earned around P32 billion due to high farm-gate prices experienced during the first quarter of 2017.

NFA said it bought 131,720 bags from farmers nationwide at the government support price of P17 per kg, plus incentives of P0.70 to P1 per kg for a total amount of P118.5 million.

The remaining harvest for the quarter was sold by farmers to private traders at higher prices averaging P19.80 per kg.

NFA said farmers who sold palay to the agency at P850 to P900 per bag realized a net profit of at least P39.5 million, while those who sold to traders at an average of P990 per bag earned an estimated P390 per bag or a total of P31.93 billion net profit based on the Philippine Statistics Authority’s data on the cost of palay production in the country at P12 per kg.

NFA said even with its intensified palay buying activities and incentives, farmers still took advantage of the high prices offered by private traders ranging from P18 to P22.00 per kg against the government’s support price of P17 per kg plus incentives.

NFA’s number is lower than the Department of Agriculture’s (DA) estimated income of farmers during the quarter.

Last month, Emmanuel Piñol, DA secretary, estimated that the aggregate income of rice farmers during the first quarter is estimated at P73.08 billion since the buying price of paddy rice by traders has gone to as high as P21 per kilo or an increase of between P7 to P9 per kilo from the previous seasons. ―It is the mandate of the NFA to stabilize the price of rice in the market and we know NFA serves as the benchmark for the price of palay. It influences the buying price of private traders to go higher than the support price for them to corner the volume they need. Without NFA as a stabilizer, the traders can dictate the price of palay, short-changing the farmers whenever they can,‖ said Jason Laureano Aquino, NFA administration said in a statement. ‖We don’t base our performance solely on how much we have procured because we are limited by the government support price of P17 per kg. We cannot go beyond that. What is important is that the farmers are enjoying much higher prices from private traders and that is good. The NFA’s presence is meant to stabilize the price of palay, not to directly compete with the traders,‖ he added.

For this year, the NFA targets to buy 4.6 million bags equivalent to 230,367 metric tons of palay to augment rice requirement for distribution and buffer stocking.

Aquino said at the present government support price of P17.70 to P18 per kg of palay, NFA is giving farmers a net profit of at least P285 to P300 per bag.

NFA also assured there is enough rice in Marawi City, which is currently being ravaged by the conflict between government troops and the Maute terrorist group. ―We assure all residents of Marawi and the rest of Mindanao that we have enough rice in NFA warehouses in the area. We are ready to issue rice to relief-giving agencies such as the Department of Social Welfare and Development, Philippine National Red Cross and local government units anytime they would need it to distribute to the affected residents,‖ Aquino said.

Iloilo is 1st qtr top rice producer May 26, 2017 Elsa S. subong ILOILO CITY, 26 May (PIA)—The province of Iloilo contributed the highest yield in rice for the first quarter 2017 with 325,217 metric tons harvested in Western Visayas.

James Ogatis, Information officer of the Department of Agriculture-6 said that Iloilo has the highest rice output because it has the widest rice area. ―This makes the province capable of producing more than all the other provinces,‖ Ogatis said.

The provinces of Capiz and Antique contributed 111,258 metric tons and 60,291 metric tons respectively, while Aklan had 15,349 and Guimaras, 10,333.

As per data of the Regional Statistics Services Office, the regional average yield as of the first quarter is 3.17 metric tons per hectare and is expected to rise in the next quarters by boosting yields and the use of quality and hybrid seeds.

Data also showed the province of Antique yielded 3.48 metric tons per hectare, Capiz, 3.28mt, Iloilo 3.15mt, Aklan, 2.9mt, and Guimaras, 2.4mt.

DA-6 said the outcome of the production was taken from the harvests of irrigated, rain-fed, and upland areas in the region.

The total output of the irrigated lands in Western Visayas excluding Negros Occidental reached 266,212 metric tons, while the rain-fed attained 285,751 and the upland had 81 metric tons.

Govt to speed up rice imports in wake of flooding Reuters . Dhaka | Update: 08:58, May 26, 2017 Bangladesh will speed up plans to import rice to build reserves and rein in local prices after flash floods hit domestic output, government officials said on Thursday.

As part of that, a Bangladeshi delegation is now in Vietnam to finalise imports of the staple grain in a government-to-government deal, said a procurement official, declining to be identified as he was not authorised to speak with media. He did not give further details on the transaction.

Ramped up demand from Bangladesh, the world's fourth-biggest rice producer, could underpin prices in major exporters Vietnam, Thailand and India.

"We are making frantic efforts to boost state reserves and bring down prices of rice," said the procurement official.

Local rice prices have reached record highs and state reserves are at six-year lows in the wake of flooding in April that wiped out around 700,000 tonnes of output.

The state grains buyer earlier this month said it would ship in 600,000 tonnes of rice after the flooding, initially issuing two tenders for a total of 100,000 tonnes of rice, its first such tenders since 2011.

Meanwhile, the procurement official said the government had decided not to withdraw duty on private rice imports, looking to protect farmers.Vietnamese rice prices this week hit their highest in over a year on expectations of strong demand from top importing countries such as Bangladesh and the Philippines.

Anchor Borrowers Programme Has Produced 2.1Mt Of Rice – CBN May 26, 2017

By KAYODE TOKEDE, The Central Bank of Nigeria (CBN) has said its Anchor Borrowers Programme has produced 2.1 million metric tonnes of rice, setting the country on the road to rice sufficiency by 2018.

The acting director of Communications, CBN, Mr. Isaac Okorafor‫‏‬in a series of tweets #CBNspeaks said programme has funded local production of imported goods that include wheat, rice among others. Speaking on CBN’s strategy in the federal government push to get the nation out of recession said the apex bank has intensified the regulation of banks with respect to their foreign exchange practices and number of banks were sanctioned for defaulting.

Muktadir Rahman, a rickshaw-van puller of Nanduali area in the district town, said, "I purchase Sharna rice at Tk 46 per kg. Everyday I need 4.0 kgs of rice for my family. It is hard to spend Tk 184 per day only for rice."

Abul Fajal, a rice trader of the town, said present market price of rice is high as paddy is sold at a high rate this season. "Paddy which we purchased at Tk 700 per maund last year is Tk 1,000 this year."

Sarwar Hossein, a rice mill owner said, "We are failing to produce rice according to demand.

Everyday we are facing load shedding for seven to eight hours."Meanwhile, our Bogra correspondent adds: Newly-harvested Boro paddy has started appearing in the local kitchen markets in all the eight districts under Rajshahi division.

Almost ripe paddy on 200 hectares of land on the bed of the nearly dead Sati river in Kaunia upazila of Rangpur has become flooded, much to the worry of the farmers.Kaunia Upazila Agriculture Officer (UAO) under the Department of Agriculture Extension in Rangpur Shamimur Rahman said landless farmers cultivated Irri-Boro paddy on 1,200 hectares of land on the riverbed.

Abdul Hamid of Char Nazirdah village said he and other landless farmers have been living by cultivating paddy on the riverbed of Sati river as there is no water flow there.

They noticed on May 19 that the water level was rising alarmingly. ―I cultivated BR-28 paddy on one acre of land this year, which is now under water,‖ Hamid added.

He gathered nearly 100kg of paddy from under the water, otherwise it would be damaged, Hamid added.

Water usually enters the river from July up to October, but it came early this year, said Rafiqul Islam of the village, adding that he cultivated paddy on one-and-half acres of land on the riverbed. ―I spent extra money for preventing neck blast disease and will become a beggar if I can't harvest the paddy properly,‖ said Abul Kashem of Uttar Sadi village. He borrowed Tk 25,000 for cultivating the paddy, he added.

Nearly 300 farmers of Dhumpara, Char-Chatura, Maya-Bazar, Bangla-Bazar Char, UttarThakurdash Polimari, Char Nazirdah, Char Prannath, Uttar Sadi and Gopidanga villages, cultivated paddy on the 26 km long riverbed of the Sati river, he said.

For the research, the scientists used 38 kinds of rice from Sri Lanka and tried to find a new way to cook it so that it increased the resistant starch content. While they simmered the rice for about 40 minutes, one could boil it for 20-25 minutes for the same results.
