Myanmar Promotes Parboiled Rice for Local Consumption Jun 02, 2014
Myanmar is planning to replace white rice with parboiled rice for local consumption citing health and cost benefits of parboiled rice over white rice, according to local sources. The Ministry of Health and Myanmar Rice Millers Association (MRMA) have jointly started a campaign to promote the use of parboiled rice. The Secretary of MRMA noted that parboiled rice is more nutritious and contains vitamin C, adding that it is 15% cheaper than white rice. He says since parboiled rice is produced by steaming and drying before being crushed, it yields full nutrition unlike white rice, which has more broken rice content. Also, vitamin B1 content in white rice is reduced when rinsed, but not in parboiled rice, he adds.Already foreign demand for Myanmar's parboiled rice is increasing. According to the Myanmar Rice Industry Association (MRIA), Myanmar's

parboiled rice exports are likely to surge to 300,000 tons in the fiscal year 2014-15 (April - March), up almost nine times from a mere 30,000 tons in 2013-14. The government is keen on increasing market for parboiled rice locally as well. The government is increasing the capacity of parboiled rice in the country to 300,000 tons per annum, according to a Board Director of Myanmar Agribusiness Public Corporation (MAPC). He noted that the government has completed 90% of new parboiled mills' construction and expects to make them ready before the monsoon harvest. He noted that ten imported steam-rice machines from Japan, which can produce up to 1,800 tons of parboiled rice per day with proper electric supply, are being installed in these mills, adding that parboiled rice mills with smaller capacities of 50-ton and 100-ton per day are also being constructed. Myanmar's total rice exports in FY 2013-14 declined about 29% to one million tons from previous year because of reduced demand in China and political turmoil in Thailand, according to the MRIA Chairman. He however expects Myanmar to export up to 1.5 million tons of rice in FY 2014-15. USDA estimates Myanmar to produce 12.15 million tons rice in MY 2014-15 (January - December) and export 1.3 million tons in 2014. Tags: myanmar rice exports, parboiled rice
Vietnam to Discuss Change in Delivery Dates with Philippines Jun 02, 2014
Vietnam's state-owned export companies Northern Food Corporation (Vinafood 1) and Southern Food Corporation (Vinafood 2), which have contracts to combinedly supply 800,000 tons of rice to the Philippines (200,000 tons in each month) between May and August 2104, are planning to renegotiate a change in delivery dates with the National Food Authority (NFA) of the Philippines as most of the private rice exporters are reluctant to supply rice to join the Philippines rice export program, according to local sources. While VINAFOOD I has to supply 200,000 tons of rice, with 50,000 tons in each month between May and August at $439 per ton, VINAFOOD II has to supply 600,000 tons of rice, with 150,000 tons in each of the four months at $436.5 per ton, $437.75 per ton and $439.25 per ton of rice for three lots of 50,000 tons. Both the two state-owned export enterprises are finding it difficult to collect the requisite amount of rice to be shipped to the Philippines. Many exporters are opposing the Philippines contract saying the prices are too low to cover their expenses and the contract is attached with too many conditions. Local sources say the exporters would be fined to the extent of $3 per ton for every 1% of excessive broken rice and $30 per ton for more than 10%, adding that other fines have been specified for lapses and other wrong-doings. However, experts view that persuading the NFA over changing delivery dates is not an easy task. They are criticizing the VFA as well as VINAFOOD I and II for making a strategic mistake without analyzing the internal situation correctly. They say exporters are now waiting for the NFA's decision before signing new contracts.Meanwhile, domestic rice prices in Vietnam are continuing to dip as supplies from the summer-

autumn crop have increased in the Mekong River Delta, which accounts to more than 50% of Vietnam's rice production and more than 45% of Vietnam's rice exports. While most of the exporters bought paddy at VND 6.6 million (around $311) per ton two weeks back, prices fell to about VND 4.2 million ($198) per ton last week and to about VND 4 million ($189) per ton this week. Fluctuating prices are causing more worries to exporters, who feel have lost several dong in last two weeks. Farmers are equally worried of not being able to cover their production costs. The government’s one million-ton stock procurement program has hardly helped to provide support to falling prices.Vietnam exported about 2.061 million tons of rice during Jan 1 - May 22, 2014, down about 26% from about 2.8 million tons of rice exported during Jan-May, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at about $436 per ton (FOB), down about 1% From about $439 per ton recorded during Jan- May, 2013. The UN's Food and Agriculture Organization (FAO) has estimated Nepal's paddy rice production to decline to 4.8 million tons (around 3.2 million tons, basis milled) in 2014, down about 5% from about 5 million tons (around 3.35 million tons, basis milled) produced in 2013, due to a decline in yields. The FAO reports that planting of the 2014 rice crop has just started and will continue till August. It estimates Nepal's rice imports will slightly increase to 450,000 in the 2013-14 marketing year (July 2013- June 2014) due to increased demand.
