Fidelity Bank increases profits to N25.1bn, proposes 11k dividend Continued from page 1 N180.2 billion to N188.9 billion whilst Profit Before Tax soared by 30.6 per cent to N25.1 billion when compared with the 19.2 billion it recorded in 2017. Profit After Tax grew by 29 per cent from N17.7 billion in 2017 to N22.9 billion in 2018, whilst Operating Income rose by 13.9 per cent from N85.9 billion to N97.2 billion. Customer Deposit, which is a measure of consumer confidence rose by 26. Per cent from N775.2 billion to N979.4bn just as Total Assets grew by 24per cent from N1.4 trillion to N1.7 trillion. In other indices, NonPerforming Loans (NPLs) Ratio dropped to 5.7 per cent from 6.4 per cent in the 2017FY due to a combination of recoveries, loan write-offs and the absolute growth in the loan book. Other Regulatory Ratios remained above the required thresholds with Capital Adequacy Ratio (CAR) at 16.7 per cent and Liquidity Ratio at 39.0 per cent. Commenting on the results, the MD/CEO of Fidelity Bank Plc, Nnamdi Okonkwo said:

“We are delighted with our 2018 numbers which clearly showed that we sustained our performance trajectory and continued to increase our market share driven by significant traction in our chosen business segments. “We restated our 2017 income statement by reclassifying N3.3 billion from interest & similar income to net gains from financial assets at fair value through profit/loss in compliance with IAS 1.82(a). We also recognized an additional N1.1billion previous year AMCON charges on the Income Statement resulting in a decline in 2017 PBT to N19.2billion from an initial N20.3billion. “Gross Earnings increased by 4.8per cent to N188.9 billion driven by growth in both fund and fee-based income. We recorded doubledigit growth across key income lines: interest income on liquid assets (16.9per cent), digital banking income (16.4per cent), FX Income (11.6per cent) and account maintenance charge (11.4per cent) among others. Digital Banking continued to gain traction with over

42per cent of our customers now enrolled on the mobile/ internet banking products, over 81per cent of total transactions now done on digital platforms and 25per cent of fee-based income now coming from digital banking. Net Interest Margin came in at 5.8per cent on account of lower yields on earning assets despite the decline in funding costs. Our average yield on earning assets stood at 12.8per cent compared to an average funding cost of 6.2per cent. Total Deposits increased by 26.3per cent to N979.4 billion from N775.3 billion as we recorded strong doubledigit growth across all lowcost deposit products which reduced funding costs by over 100basis points. Low cost deposits now account for over 81per cent of total deposits from 77per cent in 2017. According to him, “We remain focused on the execution of our mediumterm strategic objectives and targets for 2019 while we look forward to sustaining the momentum and delivering another strong set of results for the 2019FY.”

Imo State Governor-elect, Hon, Emeka Ihedioha, has reassured the citizenry that he will fulfill his campaign promise of restoring material and infant healthcare in the state. EFCC denies raising team to quiz outgoing Governors The Economic and Financial Crimes Commission (EFCC) has refuted a story in the March 31, 2019 edition of a national Daily (not The Daily Times) titled: “EFCC raises teams to quiz Amosun, Okorocha, Yari as immunity ends”. The newspaper said had claimed that ahead of May 29, 2019, handover date to newly elected states helmsmen, the anti-graft had set up teams to probe some governors accused of perpetuating acts of corruption. However, the EFCC in a statement by its acting Head,

Media & Publicity, Tony Orilade, debunked the story, adding that the reporter in the said report did not give the composition and terms of reference of the purported teams set up by the EFCC. The statement reads: “The report is a figment of the imagination of the reporter as everything about the setting of the teams ended with the first paragraph without details of such teams being set up. “Again, the story is not true, as the EFCC does not go after anybody, including ex-governors on speculative

ground. “For the avoidance of doubt, the Commission only act after the investigators have done a thorough job on any individual or firm involved in corruption related cases. “The Commission wants to advise our stakeholders, including our friends in the media to be circumspect and verify their stories before going to press. “Members of the public are therefore advised to disregard the story as no team has been set up against any former governor”.

FG saves N24.7bn monthly through digitalisation Joy Obakeye The automation of different activities of the Federal Government of Nigeria has begun to yield positive result, as a whopping N24.7 billion was saved monthly through digitalisation of its public services. This is even as the Manufacturers Association of Nigeria (MAN) has urged the Federal Government to reconsider the plan to increase the Value Added Tax rate, especially at a time when the minimum wage of N30, 000 was just agreed upon. The Director-General, National Information Technology Development Agency (NITDA), Isah Pantami, over the weekend, disclosed that a lot of funds and revenue has been properly monitored bringing more transparency to its process.

He said: “Under E-Governance today, so many leakages in government institutions have been blocked by IT (Information Technology) and that has integrated even the revenue of our country. “With the implementation of Treasury Single Account (TSA) and Integrated Payroll and Personnel Information System (IPPIS) and BVN, the Federal Government of Nigeria has been saving a minimum of N24.7 billion monthly, just because of the implementation of this IT software. “In addition, look at the confidence of our citizens today it has improved significantly in Nigeria because many people today have trust in online banking.’’ The director general said IT had further enabled Nigerians to obtain International Passports, book appointment for biometrics online.

According to him, the Corporate Affairs Commission had automated its system, to enable companies to get registered online without going to the organisation’s office. Furthermore, he said IT had enabled Nigerians to run online courses without physically attending institutions. Pantami urged all public institutions to effectively utilise Information Technology for the exchange of knowledge, boost creativity and inclusion. He said low internet connectivity, lack of digital skills, low integration of business technology with IT as well as non-digitalisation of some public institutions accounted for the huge loss of government revenue. He warned that institutions which remained non-proficient in IT deployment were likely to be expired by 2020. He further cautioned that

For Nigeria, unemployment rate was the major contributing factor to its miserable state, according to Hanke. According to the report, Venezuela was listed as the most miserable country in the world. Reacting to this, Hanke said that “Venezuela holds the inglorious title of the most miserable country in the world in 2018, as it did in 2017, 2016, and 2015.” However, Argentina jumped to the number two spot after yet another peso crisis. Since its founding, Argentina has

been burdened with numerous economic crises. Most can be laid at the feet of domestic mismanagement and currency problems. Iran took third in the ranking before Brazil that made it to the fourth position. Turkey is in the fifth position as Nigeria emerged in the sixth position. The Misery Index was calculated using economic indices, including unemployment, inflation and bank lending rates. “The first Misery Index was constructed by economist Art Okun in the 1960s as a way to provide President Lyndon Johnson with an easily digestible snapshot of the economy. “That original Misery Index was just a simple sum of a nation’s annual inflation

rate and its unemployment rate. The Index has been modified several times, first by Robert Barro of Harvard and then by myself. “My modified Misery Index is the sum of the unemployment, inflation and bank lending rates, minus the percentage change in real GDP per capita. Higher readings on the first three elements are bad and make people more miserable. “These are offset by a good (GDP per capita growth), which is subtracted from the sum of the bads. “A higher Misery Index score reflects a higher level of misery and it’s a simple enough metric that a busy president, without time for extensive economic briefings can understand at a glance,” Hanke stated.

Restructuring: Fayemi urges S’West leaders to adopt new strategies Ekiti State Governor, Dr. Kayode Fayemi, says South West leaders must adopt new methods if their quest for restructuring of the country is to be realised. The News Agency of Nigeria (NAN) reports that the governor, who spoke in Ado Ekiti at a national retreat of the Afenifere Renewal Group (ARG) which he hosted, said the current tactics being used in agitating for restructuring was defective. According to him, the Yoruba race needs to be more tactical if it is indeed desirous of actualising its desired restructuring. He urged the proponents of restructuring in the region to liaise with other zones on how to actualise the plan. “There are those who entertained fear on this issue of restructuring and whether this is legitimate or not, we must reach out to them because we are not an island onto ourselves. “We don’t need to be shouting on the roof tops before we get it, but if we want to do it alone, the agitation will

fall,’’ he said. The governor also expressed dismay at the voter apathy in the South West region in the last election, saying a total of 16.2 million were initially registered in the region while the number of those who voted was not impressive. He said: “In the last presidential poll, Ekiti registered 909,000 voters, only 381,000 voted. “In Osun 1.67million registered, only 737,000 voted; Ondo, 1.8 million registered, 586,00 voted; Oyo, 2.7 million registered, 891,000 voted; 2.36million registered in Ogun, 605,000 voted and Lagos with 6.3million, only 1.56 million voted. “This might be caused by deficit of trust or fraudulent multiple registration, but whatever the case was, as long as we remain a constituent part of this country, ARG should reflect on this and act appropriately. “If it was as a result of deficit of voter education, then the ARG and governments need a lot to do. “Religion also affected us because

some people were brainwashed to vote based on religious consideration.’’ Fayemi also expressed the readiness of the APC governors in the region to work with the governor-elect of Oyo State, Seyi Makinde, in the overall interest of the region. Makinde emerged victorious on the platform of the Peoples Democratic Party. Governor Rotimi Akeredolu of Ondo State and Gboyega Oyetola of Osun, who were represented at the retreat, called for a return to the values of the old western region. The National Chairman of the group, Wale Oshun, reiterated the need for restructuring and advised that it should be taken to the front burner to benefit the Yoruba race. He also canvassed for true federalism, urging political leaders in the region to take a firm stand to protect the rights of the Yoruba race. “Our leaders who know that restructuring is an issue that is germane must speak up the way the ACF used to speak on some national issues,’’ he said.

cent recorded in 2018 and should be delicately managed. “The precarious macroeconomic condition of the country requires palliatives that will improve investment and not higher tax burden. “The prevailing high lending rate, double-digit inflation, low per capita income, high unemployment rate and a low 1.91 per cent growth rate, amidst 2.6 per cent population growth rate that is already cumulatively limiting competitiveness, can be further worsened. “Any increase at this time will not be in sync with the standard practice that expects the administration and implementation of VAT to be affected in a manner that distortion and possible adverse effect on the economy is minimised or avoided. “An increased VAT will spur a spontaneous increase in inflation rate occasioned by increased prices of goods and services”, he said. Ajayi-Kadir explained that the macroeconomic dynamics and the level of competitiveness in these countries were not the same as the country. “There is no doubt that VAT is an important revenue source to the government for running the affairs of the country. “However, the principle of a good tax system is predicated on payment convenience, otherwise it could boomerang, leading to crowding out of businesses; more misery to the citizens and even lesser revenue to the government. “The high PCI and National Minimum Wage countries like South Africa, China and the likes are able to adequately offset the impact of high VAT on growth and wellbeing of the populace”, he said.

No APC primary election took place in Zamfara, Marafa insists Mathew Dadiya, Abuja The crisis befalling the Zamfara State chapter of the All Progressives Congress (APC) is far from over, as the senator representing Zamfara Central, Senator Kabiru Marafa, insisted on Sunday that primary election was not conducted in the state. While blaming the governor for the crisis, Marafa said that God, the angels and the entire world know that, in reality, no party primary took place in the state chapter of the ruling party. The senator said this while fielding questions from State House correspondents on political developments in Zamfara State. He also faulted Governor Abdul’azeez Yari for initiating legal action over the matter and asked God to forgive him (Yari) for “misleading” the people of the state on the issue. “Yari offended God for insisting that APC conducted party primaries in the state,” he said. He, however, commended the Court of Appeal for “an excellent job,’’ saying he initially thought he might not get justice from his appeal on the matter. The Appeal Court had, on March 25, nullified the primary election conducted by the Yari faction of the state chapter of the APC against the previous ruling by state high court. Marafa said: “It is a promise that God will never help injustice against justice. So, at the end of the whole thing, truth will prevail, undoubtedly. No fear about that. The truth is, there were no primaries in the state, the world knows, Allah knows, the angel knows, everybody knows. “And I want to use this opportunity to thank the

You know, we were quite apprehensive from the beginning, fearing that we might not get justice.” “But they have done justice to that case and they have made judiciary proud and the people of Nigeria proud. SERAP may soon compel Fashola to name ‘corrupt contractors’ Motolani Oseni, Lagos Nigerians who are keen on knowing the truth about specific names of contractors that allegedly collected money for electricity projects but failed to execute any projects, may soon have some answers, as the Federal High Court in Lagos has given the go-ahead to Socio-Economic Rights and Accountability Project (SERAP) in its suit to compel Fashola to name ‘corrupt contractors’ SERAP in the suit seeking: “an order for leave to apply for an order of mandamus compelling the Minister of Power, Works and Housing, Mr Babatunde Fashola SAN to disclose the names of the contractors. The Socio-Economic group had in January issued a Freedom of Information request and sued

Mr Fashola following allegations by former Nigeria’s Vice President Alhaji Atiku Abubakar that “contractors who were paid hundred percent upfront for power projects disappeared with public funds without carrying out any work.” The decision by Justice Chuka Austine Obiozor, a Professor of Law, last Friday has now paved the way for SERAP to move forward with its suit to compel Mr Fashola to publish: “the names of all contractors and companies engaged in the power sector since the return of democracy in 1999 to date, details of specific projects and the amounts paid for them.” Justice Obiozor granted the order for leave following the hearing of an argument in court on exparte motion by SERAP’s counsel Mrs Adelanke Aremo. It would be recalled that Mr Fashola had earlier this month written to SERAP promising: “to refer the request for details of alleged contractors and companies that collected money for electricity projects and failed to executive any projects to the Ministry’s agencies for necessary action and appropriate response.” Mr Fashola’s response followed his letter to SERAP in February in which he said: “We have searched the Ministry’s record and the information you applied for is not held by the Federal Ministry of Power, Works and Housing (Power

Sector).” However, SERAP disagreed with the response, saying: “The public expectation is that government information, when in the hands of any public institutions and agencies, should be available to the public, as prescribed by the FOI Act. The FOI Act should always be used as an authority for disclosing information rather than withholding it.” In his response to SERAP’s reaction, Mr Fashola said: “The Ministry’s letter to your organization was not an attempt to deny the request for information. The Ministry is committed to compliance with the Laws of Nigeria including the Freedom of Information Act, 2011. The Ministry will refer your request to its agencies for necessary action and appropriate response.”

The Peoples Democratic Party (PDP) has accused the Minister of Justice and Attorney General of the Federation (AGF), Abubakar Malami, SAN, of involving in plots to scuttle the collation of the results of Rivers State governorship election by the Independent National Electoral Commission (INEC). The PDP cautioned Malami to restrain himself from being used to commit unconstitutional acts in the collation of results already scheduled to begin in the state on Tuesday. The party alerted Nigerians that the Minister of Transportation, Rotimi Amaechi, has been boastfully claiming that the AGF was working on a script whereupon he will write to the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, to direct him to stop the collation of results. The party urged the AGF to note that there is no provision of the 1999 Constitution (as Amended) or any part of the Electoral Act 2010 (as Amended) that, in anyway, empowers the AGF to interfere or stop the process of election, until declaration of result

is made. National Publicity Secretary of PDP, Kola Ologbondiyan, in a statement on Sunday, charged the AGF to note that Rotimi Amaechi, in his desperation, will want to rope him in and use him to cause a constitutional crisis that has the capacity to derail our democracy. “The constitution and laws of our nation are clear on the powers and statutory functions of the Attorney General and that he has no powers to interfere in the conduct of elections or direct the stoppage of an electoral process. “The AGF should therefore distance himself from the ignoble scheme by Rotimi Amaechi to cause trouble in Rivers State by attempting to scuttle the collation of results in the Rivers governorship election, which has been clearly won by the PDP and Governor Nyesom Wike”, the party warned. The PDP also charged INEC to save the nation a serious crisis by asserting its independence in concluding the collation process as well as respecting the will of the people, as expressed at the polls on March 9, by declaring Governor Nyesom Wike as rightful winner of the election without further delay.

If Nigeria is to make steady progress in nation building and development, there is the need to strike a balance in relations between the legislative and executive arms of government as well as between all arms of government. House Leader, Rep. Femi Gbajabiamila said while each arm of government deserves its independence, it is imperative to strike a balance in their symbiotic relationship since all arms of government are inter-dependent. Rep. Gbajabiamila said this in Abuja on Sunday while officially declaring his ambition to contest for the office of the speaker of the House in the 9th National Assembly. The fifth term APC House member from Lagos state who lost the contest for the speakership position four years ago, said after wide consultations with “colleagues, friends, family, party members and stakeholders’ l am offering myself to serve the nation in the capacity of the speaker, House of Representatives.” Having studied and understood the intricate workings of the legislature as a critical arm of government in the past 16 years, he said he has come to

understand the imperative of striking a delicate balance in the relationship between the executive and legislative arms of government. He said this has to be done “without compromising the latter’s independence,” adding that indeed “there is a need for a symbiotic relationship between all arms and all tiers of government if we are to make steady progress in nation building.” Gbajabiamila added that having been a principal officer of the House for 12 years, he is in a uniquely placed in an advantageous position of understanding the nuances and intricacies of the legislative arm of government and the need for its independence and at the same time the inter-dependence with the executive. Speaking further on what stands him out for the speakership position, he said “it is this wealth of experience and a burning desire for good governance that I bring to the table. A desire to take the legislature to the next level standing tall and shoulder to shoulder with the most advanced legislatures world over. “I have spent the last four years in doing my best to stabilize the House, whilst exploring and studying how best we as legislators can unleash the full

potentials of this country. I have taken copious mental and physical notes and it’s time for their implementation. “I seek the office of the speaker to bring our tendencies together and unite us as a country. I seek the office of speaker to bring governance even closer to the people. I seek the office of the speaker to mentor the next generation. I seek the office of speaker so I can use the bully pulpit to galvanize members to make life more abundant for every Nigerian, irrespective of tribe, religious background or political persuasion.” Speaking earlier, the Director General of Gbajabiamila’s campaign, Rep. Abdulmumin Jibrin said the candidacy of Gbajabiamila is about entrenching democracy, bringing back stability, sanity and dignity to the nation’s democracy. He said the APC needs to correct what happened in 2011 and 2015, saying that “because it happened then does not mean it should continue.” Jibrin said Gbajabiamila stands out as the best candidate APC can offer because of his vast legislative experience. He appealed to other aspirants for the position to run an issue based campaign devoid of mudslinging and blackmail.

Residents of Dutse Alhaji Community in Bwari Area Council of the FCT have decried the indiscriminate dumping of refuse and poor drainage system in the area. The residents who spoke with journalists, described the development as worrisome, adding that it was adversely affecting the health of the people. Mrs. Gloria Akinbade, a food seller in the area, said her business is the worst hit as customers complain of the stench coming from the blocked drainages. “People don’t like to eat here anymore; they prefer to buy takeaway. The stench coming from the gutter alone is harmful to our health; imagine having to inhale it for six days in a week,” she said. Similarly, Mr. Chimezie Emmanuel, whose motor spare-parts shop is located close to one of the illegal dumping sites, said there were not enough refuse buckets provided by the Abuja Environmental Protection Board (AEPB). “What you see today is minor compared to what it actually used to be. People sneak here to dump their trash at night when everyone may have gone to bed. We have reported to the police about the dirt dumped here, they sent people to spy the area yet no perpetrator has been caught, we also tried to get the refuse bin from AEPB, but we couldn’t get because it’s limited,” Chimezie added. He called on government to provide more refuse bins in the area to curtail indiscriminate dumping. Also, a landlord in the area, Elder Chuks, blamed the blocked gutters and drainage system on poor maintenance, saying that he has had to pay labourers to clean the gutters around his area.

Police approves promotion of 8, 916 senior officers The Police Service Commission (PSC) has approved the promotion of 8, 916 senior police officers to their next substantive ranks. Spokesman of the commission, Mr. Ikechukwu Ani, said in a statement on Sunday, that the approval followed the meeting of the commission held in Abuja. He said the commission approved the promotion of three commissioners of police to the next rank of assistant inspector general of police. The newly promoted AIGs are Jona Jackson Mava, Olushola Babajide David and Titus Sumba Larmode. He said that acting appointments of two police commissioners were also confirmed and named the beneficiaries as Rudolf Echebi Obe and Danladi Lalas. Ani further said that 71 assistant commissioners of police were elevated to the next rank of deputy commissioners. They include, Ogundare Emmanuel, Alonge Adebowale, Augustina Ogbodo, Ibrahim Abdullahi, Garba Ahmed and Uzuegbu Kanayo. Others are Zubairu Abubakar, Vincent Nwajiofor, Polycarp Dibia and the Force Public Relations Officer, Frank Mba. Similarly, he said 102 chief superintendents of police were also promoted to assistant commissioners. Those promoted to the new rank are Michael Masomene, Egbe Eko Edum, Onyeamu Onyeamu, Dauda Ayuba, Chinedu Ugwu, Moses Gana and Victor Bepeh among others.

NDDC reaffirms support for education in Niger Delta Amaka Agbu, Port Harcourt The Niger Delta Development Commission (NDDC) has re-stated its commitment to support quality education by executing more development projects in universities and polytechnics in the Niger Delta region. The NDDC acting Executive Director Finance and Administration, Dr. Chris Amadi, reaffirmed the commission’s resolve during the 32nd convocation ceremony for the 2016/2017 and 2018/2019 academic sessions of the University of Port Harcourt. Dr. Amadi said that the NDDC had sustained a healthy partnership with the universities across the Niger Delta region, including the UNIPORT which had benefited in so many ways. He recalled that last year, the NDDC

endowed a professorial chair on malaria research for the Centre for Malaria Research and Phytomedicine at the university for N25 million per annum. He said that the commission had executed several projects in universities and polytechnics in the NDDC mandate states. According to him, “several roads were completed within the universities for the benefit of both staff and students. We have also built ultra-modern 522 bed-space hostels in several universities in the region. “Under the new management team led by the acting Managing Director, Prof. Nelson Brambaifa, we are currently rehabilitating the internal roads in the Choba campus of the university. All these efforts are geared towards making learning easy for our people,” he said. Amadi said that the NDDC considered the university as a very critical partner

in the development of human capacity, noting that education was the bedrock of development. In his address at the convocation, President Muhammadu Buhari called on the private sector to invest in research and development in the nation’s universities. The President, who was represented by the Minister of state for Education, Prof. Anthony Onwuka, said that tertiary education in the country had undergone progressive transformation in the last four years. Also speaking, the Vice-Chancellor of the university, Prof. Ndowa Lale, said that the university had witnessed immense infrastructural and academic development since he assumed office in 2015. Lale said that several programmes had been introduced with the focus of making institution a world class university in academics, research and development.

Wife of the Rivers state Governor, Justice Eberechi Suzzette Nyesom-Wike, has urged mothers to remain hardworking and work towards promoting the ideals of family life for the good of society. Justice Nyesom-Wike also described motherhood as the greatest and most challenging job any woman can have. She spoke during a Special Church Service to mark Mother’s Day at St. Peter’s Anglican Church, Rumuepirikom on Sunday. She said: “Being a mother is one of the greatest jobs any woman can have. It is also one of the most challenging jobs. “A great mother is not an idle woman. She is a woman who has prepared herself to meet up with the challenges of living. She doesn’t have time for gossip. She is very focused. That kind of woman is a virtuous woman,” she stated. She urged mothers to always seek knowledge, so that they can train their children in the right direction. “I want to encourage every woman, mothers and aspiring mothers to continue to learn new things. The more you know, the more you can give out and the better children you can raise. That is the only way you can make the world a better place,” the governor’s wife said.

NECA commends Buhari on micro pension plan Ukpono Ukpong, Abuja President Muhammadu Buhari has received commendations from the Nigeria Employers Consultative Association (NECA) on the recent launch of the Micro Pension Plan (MPP) for self-employed workers in the informal sector of the economy. In an interview in Abuja, the Chairperson of the NECA’s Network of Entrepreneurial Women (NNEW), Abuja chapter, Mrs. Omolola Ajani, described the launch as a laudable plan, noting that it will promote the desired saving culture. “People want to find alternative means of getting income, thereby going to different kinds of schemes, including cooperatives which they are not even sure about. “This plan provides security and it is flexible and above all, safety is key as it concerns hard earned savings. For instance, if you look at what the Pension Act has done, it has promoted confidence in the pension scheme because initially, people were against it. “Now, people can see that the pension scheme has worked out perfectly well and we should promote it,” she said. Ajani said NNEW would encourage all its members to subscribe to the plan as it would be beneficial to them. She added that a lot of people would think that they did not have much to start saving, “but if you think of poverty in old age, that should scare you to going into saving.” Recall, the President on March 28, launched the Micro Pension Plan (MPP) which automatically extends pension benefits to millions of self-employed workers in the informal sector.

Iberiberism: The lousy spirit Ihedioha must exorcise from Douglas House

Anytime I think of ‘Iberiberism’ I think of it as a spell-at worse, a demonic whim. And at such moments I remember my favorite Mount Zion Movie-Agbára Ńlá (Ultimate Power). Anyone who saw Agbára ńlá – a serialised Christian movie written and produced in the 90s by the iconic Mike Bamiloye would remember ‘Ayamatanga’ a chant that grew on us and reminds us of the dark world that movie portrayed. In Agbára ńlá, the village of Muwonleru is besieged by several forces of darkness with Isawuru, a powerful herbalist being their human agent and representative in that community. Isawuru had enormous powers for oppressing the villagers until a young couple sent as missionaries showed up in Muwonleru to declare Jesus Christ as the Saviour and Deliverer from the powers of darkness. The battle line was drawn and the rest of movie saw a clash of powers-between light and darkness with light prevailing ultimately. With Rochas’ eight years of waste and inanity, Imo State looks to me like the Muwonleru of today. And each time I try to psychoanalyse Rochas, I see our own Isawuru and the chant of ‘ayamatanga’ then substitutes for ‘Iberiberism’ – a slang we are happy to use thanks to Okorocha’s pointless loqaucity. I am not sure Emeka Ihedioha – the Imo state governor elect has the abilities of an exorciser. But to raise the bar of political leadership and leave a mark with regards to excellence in governance in Imo, he needs unusual powers; indeed ultimate mental and moral powers, akin to that of an exorciser. What else do you need to confront and expell a spirit as menacing as ‘Iberiberism’. More than being a spirit, Iberiberism is a political philosophy and a system of government that is likely going to be a legacy in Imo if Emeka, like most Nigerian politicians move into government house without a clear-cut governance and sustainable development masterplan. Adapted from the word “Iberibe” which in Igbo language is a nice sounding word for foolishness or ‘stupidity’,

Iberiberism therefore is a derivative which became popular after it was adapted or coined by the talkative Imo state out-going governor. The entire Imo owes Rochas for appropriately deploying his charisma and poetic silence to hand us a word that aptly describes his style of leadership and approach to handling state affairs. Iberiberism! What a word! It truly describes a missed opportunity to write one’s name in gold and make the average Imo indigene hold their heads high, walk with a bounce and feel proud of coming from the eastern heartland. It means being dumped and shamed by a party you decamped to after rubbishing the platform that brought you to power. Iberiberism! From crass nepotism to the erection of statues (that has no cultural and historical significance and economic benefits to the people of Imo) to profligacy and absence of decency, tact and class in resource mobilisation and management, it was Iberiberism all the way. Imo state bore the shame of having a commissioner for “Happiness” who interestingly was Rochas’ younger sister. And then he almost capped the streams of absurdity with the imposition of his son-in-law as successor thus extending the number of years Imo people would have to bear the burden of Iberiberism. And just like in Agbára ńlá, Imo People, who apparently have had enough of this foul spirit began to seek for deliverance. On the scene came former Deputy Speaker of the House of Representatives, Emeka Ihedioha and a few others. With Iberiberism insisting on remaining in Douglas House for another four years, the battle line was drawn. And the people prevailed. But victory at the polls is only half the fight. Rochas is only on his way out of government house and far away from running the affairs of government. But he’s done a lot of damage to the state. He’s leaving eight years of locust as legacy. Of course, he’s leaving Iberiberism behind-

the spirit and philosophy of agbata eke(share the booty) , and bia ká anyi rie (come and let’s devour). Iberiberism epitomizes cluelessness, lack of vision, lack of capacity and the absence of a master plan to deliver on the priorities and aspirations of the people of Imo state. Iberiberism is spending an entire term politicking, clowning, drama, paying political debts and pandering to the dictates of senseless barracudas who have nothing to offer the state only to wake up few months to re-election showcasing projects only accomplished on paper. Iberiberism is investing heavily on imposing billboards with your portraits on petty projects. Sadly, Iberiberism is mediocrity coupled with an obsession for being an Imperial demagogue instead of a civilian governor. It is being pompous, confident in emptiness and noise making while lacking the wisdom needed to attract the best minds of Imo extraction to your team. Iberiberism is the spirit Emeka Ihedioha cannot afford to negotiate with. It is one spirit he must bind, incapacitate, cast out of Imo and sent possibly to states where foolishness is a highly prized commodity. And it is not difficult to do! Emeka only needs to see Imo state as a business with him being the new CEO appointed by shareholders who in this case are the people that he needs to account to in three years. What do CEOs of dying companies do to get the business up and running again? They do a lot but one thing they don’t do is embrace mediocrity, stupidity and sentiments. Unfortunately, most governors love to negotiate with mediocrity due to how people get into power in Nigeria. The path to political leadership in Nigeria is skewed, brutish even deadly. That is why I concluded that becoming a governor in Nigeria is tough. But succeeding as a governor is simple. Ironically, most governors in Nigeria succeed in the difficult aspect of the task

(which is campaigning and politicking) but fail in the simplest. Just to understand what I mean, try to imagine the day to day life of the CEO of a large scale business who is competing and trying to remain afloat in a fierce business environment like ours. It is not a tea party. Check out the job description of your company’s Chief Executive Officer, Group Managing Director, Chief Operations Officer or even your bank’s executive directors and you will realise that succeeding as a governor in Nigeria is a stroll in the park. In the first place, they have no job description or clearly defined performance indicators. The governor, depending on how he got there – the size of political and financial debts he has to pay, determines whether he wants to succeed or not. So, how do you patronise mediocrity as a governor? Simple: appointing your doctor friend as commissioner for health (or that party member who is a doctor) who couldn’t afford the quality of thoughts and capacity needed to run a small clinic or hospital successfully. A man who couldn’t manage a 7 bed clinic with 4 auxiliary nurses and couldn’t afford to retain a doctor and midwife for 1 year now wants to cater for the health of 3 million people. He’s likely going to fail. Governors who end up leaving a mark and raising the bar in terms of providing visionary and the right political leadership simply write and rewrite the rules of the game. They go against the grain and assess the situation on ground, determine their priorities, put together a master plan, attract the right people to form a team and set performance indicators for team members and then hold everyone accountable on behalf of the people (shareholders) to deliver or be asked to leave. This is where most governors fail. And they do fail big time. Emeke can’t afford to repeat these failures. He must not.

A hypocritical federal minister complaining about pizza!

While one is thinking about the ongoing hot-weather, and overwhelming and wicked power-outage—two dangerous combinations—that make it almost impossible for one to sleep in the night and as an effect of this, one ordinarily would not want to laugh, but more than what a comedian could deliver, Mr. Audu Ogbe did effortlessly succeed in making one to laugh, without paying a dime. On behalf of the good and great people of Nigeria, I do say a very big thank you to the Minister of Agriculture, Mr. Ogbe for the yeoman’s job. While appearing before the usual committee to defend the routine budget of his Ministry, Mr. Audu Ogbe played the role of a weeping prophet, while complaining bitterly about how some Nigerians are ordering pizza from London! As if that was not enough, the committee’s chairman also complained on how some Nigerians are buying fruits from South Africa. But what Audu and his colleagues failed to tell the whole world is the percentage of Nigerians ordering fruits and pizza from both South Africa and London. It is insanity for anyone to be expecting the nation to make a giant leap under the leadership of our current political leaders. They are only in power to grieve over what they are guilty of. Mr. Audu said that there are over 50 pizza outlets in Nigeria and was wondering why a few Nigerians are still ordering pizza from London, but he failed to tell the whole world about the number of hospitals we are having in Nigeria, yet

all of them—do jump on same British Airways like pizza—to treat headache in the United Kingdom. Also, he failed to tell the whole world that Mr. President does not patronize our hospitals too. I am sure we do have more than 50 hospitals in Nigeria. Like those who are ordering pizza from London, like those who are going to London to treat headache. He went ahead to lament sulkily that many farmers are losing money, because of the rate of import of food items, but he failed to tell the whole world that even his recommended glasses was not made in Nigeria. Am I parting our people on the back for importing what can be found in Nigeria? Far be it from me, but the truth is, it is hypocritical of anyone to complain about what he or she is guilty of. Consulting firms bring foreigners here to facilitate for them. Don’t we have facilitators in Nigeria, who can do even better? Religious people equally bring foreigners here to speak for them? Don’t we have speakers in Nigeria who can do even better? Before you complain about those ordering pizza from London, let us all put the searchlight first on ourselves. Are we totally free from mental-slavery? Also, where do all our politicians go for vacation? Don’t we have places where they can go to in Nigeria on vacation? El-Rufai just returned from vacation. His photographs with bags were everywhere when he returned from beyond the seas. Why didn’t he rest in Nigeria? Has PMB ever had his vacation in Nigeria? The photographs of the national chairman of

APC and that of his wife were everywhere the last time he traveled outside Nigeria on vacation. Our problem as a people is deeper than the issue of pizza. We do have a major problem, but we don’t want to admit that the Black-man is having a very deep-seated problem. How many good schools are we having in Nigeria? Why are politicians not allowing their children to school here? Don’t they know that our schools are losing money too? It is the same problem that makes folks order for pizza that makes politicians send their children to school abroad. From the head to toe, we do not value what we have. Nigerians do not mind sending their children to Niger Republic, as long as the school is beyond our borders. After Mr. Ogbe has pretentiously complained bitterly about Nigerians ordering pizza from London, many wellmeaning Nigerians need him to answer these soul-searching questions: is it someone, who does not have a mobilephone, who would order pizza from London? Is it a woman who runs daily for many hours on highways, selling bread before feeding her children, who would order pizza from London? Is it someone who has never been to any airports— who only sees aircraft when they are in the sky—who would order pizza from London? Is it someone who hasn’t been paid his salary for months—who would order for pizza London? Who precisely are those ordering pizza from London? They certainly our

politicians, their friends, their children, their wives and concubines, children of their friends… It would take someone who is very comfortable to order pizza from London! Remember, most Nigerians are still living below poverty-line. And someone who is struggling to survive cannot order pizza from London. Has he even seen pizza before in his life? On my way out this afternoon, while listening to a radio show on the worthless and irrelevant issue raised by Mr. Audu Ogbe and his colleagues, I actually did not know when I started laughing. I laughed alone for close to a minute and after that, I began to shake my head for a nation who is being poorly led. Nigeria is quite unfortunate to be led by hypocritical leaders. Virtually every politician is guilty of what Mr. Ogbe and his colleagues were complaining about. When we get to their homes and offices, how many of them are using locally made stuff? How many official cars does Mr. Audu Ogbe use as a Federal Minister? Are they imported cars? Don’t we have a man who is producing cars in Nigeria? How many of those Federal Ministers, who were lamenting and complaining that Nigerians are importing fruits from South Africa, are patronizing “Innoson Motors”? Before they remove the “spec” in the eyes of a few Nigerians, let them first remove the “log” in their own eyes. It is hypocrisy in leadership that makes a leader complain about what he or she is guilty of.

The burden of staggered elections

If we add what INEC has been allocated since 1999 to conduct the six elections held so far, it will be over N617 billion. That amount of money is enough to build the necessary infrastructure that the country presently lacks. No doubt this our democracy is becoming a burden. We are talking of a nation without energy, no basic infrastructure, bad road networks, etc. In 1999, the Independent National Electoral Commission (INEC), under Justice Ephraim Akpata, spent over N32 billion to conduct the 1999 general elections. At that time, there was no National Assembly. The approving authority then was the 33man Provisional Ruling Council headed by General Abdusalami Abubakar (GCFR). In 2003, the now defunct National Electoral Commission (NEC), under Chief Abel Goubadia, spent over N60.5 billion to conduct the general elections. In 2007, INEC, under Professor Maurice Iwu, spent over N74.2 billion to conduct the general elections. In 2011, under Professor Attahiru Jega, INEC spent over N89.2 billion. In 2015, under the same Professor Attahiru Jega, the Independent National Electoral Commission spent about N120 billion to conduct the general elections. The breakdown was as follows: N4 billion for vehicles, N3 billion for collapsible ballot boxes, N5.4 billion for the review of the voters’ register, N10.8 billion for operations (personnel cost requirements and cost for the registration of voters nationwide), N222 million for hotel accommodation for state INEC commissioners, and N3.66 billion for logistics and transport. Also, N502.5 million for the training of staff for voters’ registration, N10.3 million for the printing of the voters’ register, N5.4 billion to clean up the electronic voters’ register after the election, N155.5 million for Servicom, N64.78 million for electoral hazard allowancse, N222 million for voters’ education, and the display of the voters’ register across the 774 local government areas. In October last year, the National Assembly passed a budget of N242.2 billion for the conduct of this year’s elections. Addressing members of the National Assembly committee then, Professor Mahmood Yakubu, INEC chairman, defended the budget as what would be enough to conduct the polls. He said that out of N189 billion, N134.4 billion would be used as operations costs, while N6 billion was budgeted for feeding security officials during the elections. He added that N27.5 billion will be used for the elections’ technological costs, and N22.7 billion will be for administrative costs. Aishatu Dukku, chairman of the INEC committee in the House of Representatives, said the lawmakers would be transparent in considering details of the budget. “It is important for us to approach the budget proposal from both process and content perspectives,” she said, adding that: “It is only by so doing that one can begin to unravel the intricacies of the entire range of issues involved.” Moreover, she also said the committee hoped the government would address issues that had to do with elections funding, “unlike the previous budgets that were not productive in the entire planning of elections.” The Commission subsequently met with the Senate committee on INEC over the same matter. At the Senate meeting, Professor Yakubu said the increase in the budget — as against the N120 billion requested for the 2015 elections — was necessitated by the increase in the number of political parties, registered voters, as well as a higher naira to foreign exchange rate.

OUR POSITION Out-of-school children and future leaders

The Commission has so far registered 91 political parties, as against the 44 that were in place in 2015. “Also associated with political parties, is monitoring of party primaries, congresses and conventions. There is also the processing of nominations. We have 12,558 constituencies, which means INEC has to process about 141,778 nominations”, he added. “We also have more electoral constituencies. Right now we have about 68 more constituencies and there is also increase in the number of registered voters. We’ll need to open more voting points, engage more ad-hoc staff, supervisors and returning officers” he said, stating that as at August 11, 2018, the Commission had registered 12.1 million voters. In justifying the huge cost of the elections, the INEC chairman said in December 2018 in Abuja that the increase in the cost of elections in the country was also partly due to security and logistic reasons. At a validation workshop on the study of the cost of elections in West Africa, organised by ECOWAS Network of Electoral Commissions (ECONEC), in Abuja, Professor Mahmood Yakubu said the study was part of ECONEC’s two-year Work Plan (20162018), borne out of the serious concern of all electoral commissions in the subregion about the spiraling costs of conducting elections. Professor Yakubu said: “With every cycle, the cost of elections keeps rising, making many countries unable to fund critical aspects of the electoral process as a sovereign responsibility. “The ever-rising cost of voter registration and the compilation of a credible voters’ register, recruitment and training of electoral officials, provision of electoral logistics, election security, civic and voter education, procurement of sensitive and non-sensitive materials, deployment of electoral technology, undertaking regular engagement with stakeholders and handling of pre-election and postelection litigations are enormous. “The task of meeting such extensive expenditure has increasingly challenged the national resources of many countries in our region. It is against this background that the Governing Board of ECONEC inaugurated this study to explore what we can do as election managers, working together with national stakeholders and development partners, to find ways to reduce the cost of elections without jettisoning new innovations or compromising the quality, transparency and credibility of elections.” According to him, ECONEC had undertaken needs assessments, solidarity and mid-term review missions to several member states, and: “The objective is for Election Management Bodies, EMBs, in our sub-region to share experience, expertise and even pool resources not only with a view to ensuring best practice through peer review but also in order to reduce the cost of conducting elections among our member states.” Yet, in spite of the huge amount of money allocated to INEC, some of the elections conducted were inconclusive. In January this year all the thirty-six states of the Nigerian federation, including the federal capital, Abuja shared N173.8 billion from the federation account. If we add what INEC has been allocated since 1999 to conduct the six elections held so far, it will be over N617 billion. That amount of money is enough to build the necessary infrastructure that the country presently lacks. No doubt this our democracy is becoming a burden. We are talking of a nation without energy, no basic infrastructure, bad road networks, etc. The elections burden has become too much for our economy. We can’t continue this way.

igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-ofschool children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst

the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Obi said that Tinubu’s warning which makes economic sense given the situation in the country is at variance with that of the APC and goes to underscore the uncoordinated campaign they dished out to Nigerians. The vice presidential candidate said in a statement from his media office on Sunday, that the position of the PDP and its presidential candidate which was made loud and clear during the electioneering campaign is that tax must be relaxed to act as incentive to investors. Obi insisted that the right way to go to shape up the economy given the magnitude of unemployment in the country, is to have an attractive economic policy that will be inviting to entrepreneurs and investors. He stated that the APC’s earlier stance of increasing tax, VAT inclusive shows the height of insensitivity of a government that cares less about the plight of the populace. Obi said that Tinubu’s warning is good, but that he should have been humble enough to credit the opposition party, instead of making it feel as if it has been the position of the APC.

“It’s extremely unrealistic for anybody to think of growing the economy of this country and creating jobs just by increasing tax, it’s too a simplistic approach,” he added. The former Anambra state governor said that he hopes that Tinubu would go further to also advice his party to embrace restructuring as that is the only option left to move this country forward.

“Anybody thinking that this country will work without tinkering with the political and economic structure is deceiving himself because no nation grows on injustice,” he said. Obi described as unfortunate the fact that Nigeria with all her potentials is among the three African countries which according to Pew Research Center where 45 per cent of the adult population are desiring to leave the country.

Governor Abubakar Sani-Bello of Niger state has stressed the need for the incoming members of the state assembly to work towards establishing a working synergy between the legislature and the executive. The governor said that the necessity of building a workable and harmonious relationship between the two arms of government cannot be over-emphasized. Gov. Sani-Bello stressed the need for the executive and legislature to always work as partners, committed to bringing the positive change that meets the yearning and aspirations of the people. “As a result of the renewed mandate given to us, we would be mindful of expectations of the people, hence, we must dutifully collaborate with

A’Ibom best investment destination, declares Udom Isaac Job, Uyo

Governor Udom Emmanue has said that Akwa Ibom state remains the best destination for investment in Nigeria due to its enormous natural and human resources for wealth creation. The governor disclosed this at a dinner organized for officials of the Nigeria Sovereign Investment Authority (NSIA) at Government House, Uyo at the weekend. He said that there are several industries in the kitty that would soon berth and requested for serious partnership with the investment agency. “With viable gateways such as water, air, land and good road infrastructure across the state, there is no business that cannot thrive in Akwa Ibom given its serene and secured atmosphere,” Udom declared. He maintained that over 150 megawatts of electricity is generated by the Independent Power Plant in Ikot Abasi while only a small fraction of the generated power is consumed within the state. Gov. Udom explained that “we are

giving the power infrastructure in our state a major boost with the provision of standard sub -stations to ensure power stability and enhance the development of small and medium scale enterprises.” While appreciating the NSIA officials for the choice of the state for their retreat, also highlighted some of the development strides recorded by the government in the areas of healthcare, agriculture, education and industrial sector of the economy. He said that the state has invested in the power sector to ensure that every citizen has access to electricity by ensuring that digital meters which are now produced in the state are installed at every home for proper billings. Chairman, board of the Nigeria Sovereign Investment Authority, Mr. Jide Zietlin applauded the governor for the insights in exploring the investment potentials of the state and the bold steps taken to make Akwa Ibom state an investors haven. This, he said, informed the choice of the state for the retreat and assured that the retreat would enable the team explore and make recommendations on the areas of priority for partnership.

Troops neutralize a Boko Haram commander, 15 terrorists

The Multi-National Joint Task Force (MNJTF), has neutralized a Boko Haram commander, Malloum Moussa and 15 of his foot soldiers during a clearance operation on Lake Chad Island. According to a statement by Col. Timothy Antigha, the spokesman of the task force on Sunday, troops destroyed five gun trucks belonging to the terrorists in the operation. He said the troops also arrested a woman whose relationship with the terrorists is yet

to be determined. Col. Antigha said intelligence revealed that Moussa, who has one eye was a high ranking Boko Haram commander who has jurisdiction in the entire Southern island, including Daban Masara, Kirta Wulgo and Koleram. “He was notorious for imposing hefty levies on farmers, fishermen and cattle herders to fund Boko Haram terrorism and insurgency in the locality,” he said.

Femi Gbajabiamila being Senate president and speaker, House of Representatives would bring progress to the National Assembly. Create Bori state before oil exploration resumes in Ogoni – MOSOP Memoye Oghu, Port Harcourt

The Movement for the Survival of Ogoni People (MOSOP), the umbrella body championing the environmental degradation fight between the Ogoni speaking people of Rivers state, oil giant, Shell and the federal government has demanded for the creation of Bori state as a pre-condition for the resumption of oil operations in Ogoni land. President Muhammadu Buhari, had early last month in a letter signed by his Chief of Staff, Abba Kyari directed the Nigerian National Petroleum Corporation (NNPC) and the Nigerian Petroleum Development Company (NPDC) to take over all operations of OML 11 oilfields, majority of which are in Ogoni land. The President said that the takeover should be completed by the end of April. MOSOP made its demand at the weekend during a congress of Ogoni people held at the MOSOP Secretariat, Peace and Freedom Center, Bori, in Khana Local Government Area of Rivers state to consider the President’s directive. A communique dated signed by factional MOSOP President and General Secretary, Mr. Fegalo Nsuke and Deacon Monday Neeka Ziinu respectively, made available to newsmen in Port Harcourt on Sunday, states that “congress demanded the creation of a Bori state as a primary demand for the negotiation of oil resumption in Ogoniland.” Other demands by the body include, immediate action for the provision of portable

drinking water, the conduct of comprehensive health audit on Ogoni people, the establishment of an integrated soil management center and the center of excellence, as part of the United Nations Environment Programme (UNEP) recommended ongoing clean-up of the area. According to the communique, the congress expressed dismay at the attempts by the federal governments to force the resumption of oil production in Ogoniland without the consent of the Ogoni people. It therefore, resolved that oil production in Ogoniland will only commence when it is

properly negotiated, even as it passed a vote of confidence on the leadership of MOSOP headed by Nsuke and called on the general public to disregard and treat all other claimants to the MOSOP presidency as impostors. The foremost body of the Ogoni people has been factionalized since the expiration of the Saro Pyagbara led executives last December leading to the emergence of three factions. One of the factions is led by Nsuke while Pyagbara, the outgoing president insists that his tenure was extended by the highest organ of the body in line with its constitutional provisions.

We have kept faith with our mandate, says Delta speaker Nosa Akenzua, Asaba Speaker of the Delta state House of Assembly, Sherriff Oborevwori on Sunday in Asaba, said that the House has kept faith with its core mandate of lawmaking and oversight functions of impacting positively on the development of the state. The speaker who spoke to journalists in Asaba, disclosed that the House would continue to make laws that would promote the development of the state through effective legislative framework, adding that the House had passed several bills out of which some have been assented to while others were awaiting the governor’s assent and a few others at various stages at the committee level. Oborevwori noted that the House continues to make progress in the implementation of the

autonomy bill for the legislature as the House had passed the legislative framework for implementation and the bill and was awaiting the governor’s assent. He expressed hope that the autonomy bill would be assented to by the governor before the end of the 6th assembly as necessary proposals were put in place and into the budget. The speaker said the House has maintained a cordial working relationship with executive, stressing that the assembly had made tremendous achievements, adding that the number of votes turned in by Deltans for Governor Okowa and the Peoples Democratic Party (PDP) clearly shows that the state is working. Short News Task force to crush 2, 500 impounded motorcycles in Lagos Chioma Joseph, Lagos The Lagos state task force says it is set to crush over 2, 500 motorcycles impounded by the agency between January and March this year. Chairman of the agency, CSP Olayinka Egbeyemi, disclosed this in a press statement released on Sunday. Egbeyemi said the agency had also impounded 109 motorcycles operating on restricted routes around Oshodi-Apapa Expressway during a raid, adding that the raid was carried out after several warnings to the commercial motorcyclists. The task force chairman who led the team on the enforcement operation, said the agency had received complaints about the criminal activities perpetrated by some of the motorcyclists especially around Second Rainbow. “Several warnings were issued to motorcyclists to desist from operating on restricted routes, particularly highways and bridges across the state. The warnings followed series of complaints received from the public on illegal and criminal activities perpetuated by these motorcyclists. “While some of them harass innocent members of the public at various bus-stops, others engage in dispossessing their passengers of valuables such as phones, jewelries and bags. We also did not spare motorists who drove through one way,” he stated. The chairman further stated that a total clampdown on the illegal activities of motorcyclists on restricted routes would now be vigorously sustained on daily basis with the full support of divisional police officers and area commanders across the state. Egbeyemi also warned dispatch riders using power bikes to desist from engaging in illegal commercial activities as anyone caught violating the state traffic laws would be prosecuted. He urged various motorcycle associations across the state to educate their members on all 475 restricted routes and the life threatening dangers surrounding plying highways and bridges.

Ugwuanyi commends military for security, peace in Enugu Moses Oyediran, Enugu

Governor Ifeanyi Ugwuanyi of Enugu state has commended the Chief of Army Staff, Lt. Gen. Tukur Buratai, the General Officer Commanding 82 Division, Maj. Gen. Abukabar Sadiq Maikobi and all the officers and men of the division for the support and cooperation they continue to offer the state, especially in the areas of security and maintaining the peace. Gov. Ugwuanyi also applauded the military for its contributions toward the peaceful conduct of the 2019 general elections in Enugu state. The governor made the commendation during the division’s 2018 West African Social Activities (WASA), held at its parade ground, Abakpa Cantonment, Enugu. Ugwuanyi for his presence at the event and numerous contributions toward the successes recorded so far by the division, especially the empowerment of the wives of fallen heroes, stressing that the gesture has gone a long way to alleviate their sufferings. He assured the governor that “the 82 Division will remain focused, dedicated and resilient in order to fully consolidate on the achievements recorded last year.” Maj. Gen. Maikobi lauded all the officers and soldiers of the division for their “efforts, dedication, selflessness and discipline exhibited so far” and urged them to remain committed in the discharge of their collective responsibilities of ensuring peace, security and stability across the division’s area of responsibility. 150 children undergoing treatment Short News for lead poisoning in Zamfara – NGOz NSCDC arrests 8 for oil bunkering, The Médecins Sans Frontières (MSF), an international nongovernmental organization, has disclosed that no fewer than 150 children suffering from lead poisoning in Zamfara state are still undergoing treatment. Deputy Head of Mission, MSF in Nigeria, Dr. Simba Tirima, disclosed this to newsmen on Sunday in Abuja. In 2010, an unprecedented outbreak of lead poisoning was discovered in Zamfara state, in which no fewer than 400 children

died. Eight years since the outbreak of the lead poisoning, MSF said that no fewer than 150 children are still receiving treatment. According to Tirima, the MSF is funding the treatment of the affected children while the federal and state governments are collaborating with his organization to ensure that more children are not exposed to lead poison in the affected villages. He said that however, insecurity in the state had recently hindered the organization from administering adequate treatment to the affected

children, adding that “we have no fewer than 150 children in our treatment programme, but due to insecurity in Zamfara, we have not been able to visit some of the villages where our patients are.” Tirima said that the MSF had stopped its treatment programme for children affected with lead poison in Niger state in October 2018. The MSF deputy head of mission said that only 10 children were left on its treatment programme in Niger state and they had been handed over to the state government.

Operatives of the Nigeria Security and Civil Defence Corps (NSCDC) in Delta state have arrested eight persons for alleged engaging in bunkering of petroleum products. Delate state Commandant of the NSCDC, Dr. Bento Eze, who confirmed the arrest of the suspects to journalists in Asaba, disclosed that the suspects were arrested at different parts of the state. He added that the suspects were arrested in Ughelli, Warri, Eku, Sapele and Amukpe, adding that one of them identified as Efe Obore was arrested while tempering with electrical plants and fittings at Amukpe in Sapele Local Government Area of the state. The NSCDC boss further disclosed that the suspects were arrested based on intelligence gathering, adding that they were being investigated at present and would be charged to court on completion of investigation. He warned criminals operating across the state to relocate or face the wrath of the NSCDC as the agency is committed to phasing out crime in the state. “Our men are on red alert; anybody who tampers with petroleum products illegally without recognized licenses will be dealt with accordingly and we are ready to eradicate all forms of criminal activities in the state.

NCAA instructs air traffic controllers on inclement weather Chukwuemeke Iwelunmo, Lagos

Following the predictions of hazardous weather by the Nigerian Meteorological Agency (NIMET), the Nigerian Civil Aviation Authority (NCAA) has instructed air traffic controllers to temporarily close the airspace while advising pilots and airline operators to exercise caution during severe weather conditions. This warning was contained in an advisory circular addressed to pilots and airline operators and signed by the NCAA Director General, Capt. Muhtar Usman. According to the General Manager Public Affairs NCAA, Mr. Sam Adurogboye, the advisory circular was sequel to the seasonal rainfall prediction released for the year 2019 by the Nigerian Meteorological Agency (NIMET). Adurogboye noted that NIMET

has predicted March/April and May/ June as the commencement of rainy season in the southern and northern parts of Nigeria, which is usually accompanied with turbulence in addition to microburst, low-level wind share and sometimes events that could affect the safety of flight operations. He said with this information, it was expected that air traffic controllers may temporarily close the airspace when there is prevailing adverse weather conditions. “Consequently, flight crews/ operators and air traffic controllers shall ensure strict adherence to aerodrome operating minima in line with standard and recommended practices. “In addition, all pilots are therefore, obliged to exercise maximum restraint whenever severe weather condition is observed or forecast by NIMET,” the NCAA directed.

According to him, for the purpose of safe flight operations, pilots/ flight crew members should obtain adequate departure, en route and destination weather information and briefing from NIMET aerodrome meteorological offices situated in all the airports prior to commencement of any flight. “Operators are therefore, required to play a key role in ensuring adequate measures are put in place to lessen the effects of the attendant flight delays and cancellations on their passengers as occasioned by this severe weather conditions in accordance with Part 19 of the Nigeria Civil Aviation Regulations 2015,” Adurogboye added. He urged all passengers to exercise patience and understanding during this period as their safety is of utmost importance, adding that stakeholders should ensure strict compliance to safety regulations as violations would be viewed seriously.

As a result of road diversion following the dualisation of the International Airport Road, the Federal Airports Authority of Nigeria (FAAN) has advised passengers to leave their homes early in order to catch up with their flights. A statement signed by the General Manager Corporate Communications, Mrs. Henrietta Yakubu, said the advice became necessary as a result of the ongoing reconstruction of the road leading the Murtala Muhammed International Airport, Lagos. Passengers last weekend were held in traffic as a result of the gridlock on the road which resulted in majority of them missing their flights. FAAN however, appealed to intending passengers to leave their homes on time to ensure they get to the airport in good time and to be able to go through all check in formalities with ease. The authority apologized for the inconveniences being encountered by passengers due to the situation, saying that the authority has already mobilized security agencies to ensure that the situation was effectively managed. It was however, gathered that the construction companies handling the project, stepped up their pace last week in order for Governor Akinwunmi Ambode of Lagos state to commission the road project before leaving office.

Obiano inaugurates N1.2bn fish feed plant in Onitsha Stories by John Ndu,

Awka Anambra State governor, Willie Obiano, on Saturday inaugurated a modern fish feed production plant valued at N1.2 billion in Onitsha to boost fish business in the state. The private plant is owned by Grand Cereals Ltd., a Nigerian integrated foods company that produces and markets consumer food products. The firm, which is a subsidiary of Nigeria’s oldest and versatile conglomerate, UAC Nigeria Plc., produces Vital Fish Feed brand. Obiano commended the firm, saying the project was an outcome of an earlier engagement between the government and the firm in 2015. The governor, who was represented by the Secretary to the State Government, Solo Chukwulobelu, said his administration was already partnering with the firm to integrate farmers into the project. According to him, we are already working

to ensure that the basic raw materials including maize, sorghum and cassava are sourced within the state. The governor said the project fell within the agriculture and industry pillars of his administration and would help generate employment for the people of the state. “We expect the facility to expand to employ more people and to ensure that the state is self-sufficient in fish production,’’ he said. Obiano said his government would work closely with the company and other manufacturing firms within the Ogbaru Industrial Layout, where the firm is located to solve the problem of power supply. “We are ready for more investors; we will like your Gala factory to come to Anambra because we are looking for investors,’’ he said. In a remark, the Acting Deputy Managing Director, Grand Cereals Ltd., Sanjeen Jain, explained that the company would begin production of 2,500 tonnes of fish feeds per month. In spite of its production capacity, Mr Jain said Nigeria currently has a supply gap of

about 2.1 million tonnes of fish. He said the location of its factory in Onitsha would bring fish feed closer to the farmers in the Southern markets, improve availability all-year round and further improve quality. Jain commended the efforts of the state government at various levels to develop agriculture and farmers’ output via their various programmes. “Grand Cereals will continue to contribute its own quota to the development of agriculture value chain in Nigeria,’’ he said. Mr Jain, however, said that prospects in the aquaculture sector could improve if government sustains its ban on the importation of frozen fish and poultry products into Nigeria and aggressive action against smugglers. He called for the provision of new fish farming estates with laid-out farming plots and support services with accelerated grant of Certificates of Occupancy for small and medium-sized farmers. Mr Jain also called for special support to feed millers in terms of tax holidays and

easier access to credit from CBN/BOA, especially those that are currently providing extension services and market development programmes. Earlier, the state Commissioner for Agriculture, Afam Mbanefo, who commended the company for sighting its factory in the state, said the plant would assist the state government build its fish value chain. He expressed confidence that in the next six months, fish sold in the state would be produced within. Mbanefo further assured the firm of the continued collaboration of the ministry to achieve Gov. Obiano’s vision in the fish sector. Also speaking, the National President of Catfish and Allied Fish Farmers Association of Nigeria, Rotimi Olibale, urged Grand Cereals to continue to partner farmers to tackle challenges in the business. Olibale said the Vital Fish Feeds produced by Grand Cereals were of good quality and were being re-certified yearly to maintain the quality.

The social and traditional media are equally awash with various postulations regarding who becomes Anambra’s 7th Speaker and what part of the 3 senatorial districts would he or she emerge from. This is the crux of the matter as events continue to unfold heralding the formal constitution of the 7th Anambra State House of Assembly. However, political pundits as well as those who are conversant with power rotation and zoning in Anambra State have not been hesitant in making it clear as cystal that the Speakership of the 7th legislature should emanate from Anambra-South senatorial district as equity, justice and good conscience demand, as any move on the contrary would be tantamount to injustice, political marginalisation as well as a rape of democracy and the rule of law. A Speaker that is a team player so that he can carry every legislator along as he carries the business of legislation in the House. One House. One family because whatever happens in the House affects the government in power. “ According to him, Anambra State needs a Speaker that can work with the state governor and deliver the dividends of democracy to the people. He said Speakership of the state assembly does not only involve internal activities of the House but includes also proper and adequate representation of the state elsewhere emphasising that the leadership of the legislature is indeed a serious business and such business should be handled by people who knows the nitty-gritty of legislation. He also stated that it was nothing about political parties any longer as the elections have come and gone but about the welfare and wellbeing of the citizenry noting that the entire state earnestly awaits the way and manner in which the Speaker of the 7th Anambra State House of Assembly would pilot the affairs of the House.

Dr. Paschal Agbodike, incumbent lawmaker representing Ihiala 2 state constituency in the 6th Anambra State legislature, has said that the forthcoming 7th Anambra State House of Assembly will synergise as well as work harmoniously with other arms of government to better Anambra State. The lawmaker, who was re-elected for a second term in office, recalled that the 6th assembly enjoyed a very cordial relations with the executive. He said while speaking with newsmen in Awka that the incoming legislature would make viable laws aimed at sustaining the tempo of development in the state. The lawmaker maintained that there was absolutely no reason casting aspersions on the executive as he believes that the 7th legislature would leaverage on the gains of the outgoing parliament. Agbodike emphasised that having been re-elected, he would re-double his efforts in contributing meaningfully through legislation for the greater Anambra, pointing out that there was an urgent need to sustain the speed of human and infrastructural development in the state. The lawmaker however said that he was grateful to God and his constituents for their massive support which manifested in his electoral victory at the state assembly polls and that his constituency projects would be sustained as well as extended to other neighbouring constituencies to prove that Anambra state is one with unity of purpose. He said: “I have Mmiri Oma Education Foundation training over 70 indigent students in my constituency. Empowerment of men, women and youths especially in the constituency. I have done a lot for my people. That was the reason they unanimously returned me for another term of office.”

Health commissioner advocates proper sex education in schools

Commissioner for Health in Anambra State, Dr. Joe Akabuike, has called for proper sex education for students to avoid abortion and its implications. Dr. Akabuike said this during `Performance Monitoring and Accountability 2020 (PMA2020) Abortion Survey’ dissemination workshop for stakeholders at Jessse Hotel, Awka. He explained that the objective of the workshop was to create awareness to relevant stakeholders on the outcome of `Abortion Survey’ carried out in some states of the federation. The commissioner in his remarks observed that the peak age of abortion was between of 20 to 21 -- the post secondary school or early university age. He called on youths to avoid abortion, noting that it could lead to injuries to the uterus, bleeding and infections. Akabuike urged parents and teachers provide adequate sex education to these young ones to help them to gain information and make healthy decisions on sex. The commissioner, who was dismayed over increase in abortion cases among women, called for proper sensitisation on sex and health education, thanking the group for the good job they have undertaken to to save lives. In her presentation, Principal Investigator, PMA2020 Nigeria, Dr. Elizabeth Omoluabi, said that prior to the survey, more than six out of 10 abortion cases were considered least safe. Also 11 per cent of women experienced complications for which they sought post abortion care at health facilities, she added. Omoluabi also observed from the survey that 75 per cent of women in rural areas were illiterates. Also those in the lowest wealth quartile were the most likely to have an abortion that was considered least safe. She added that most public tertiary and secondary facilities provided post abortion care but only 67 per cent had neccessary equipment, medicines and other services. Dr. Omoluabi noted that based on self reported likely abortion data, 19 per cent of women indicated they used multiple methods to terminate their pregnancy. Altogether 36 per cent underwent surgery to ultimately terminate their pregnancy, 7 percent used misoprostol and the remaining 57 per cent used unspecified medications or traditional methods for their abortions. ``We are in Anambra because we want all relevant stakeholders to be aware of the rate of abortion in the country and slso partner with them in educating the female ones on the dangers. ``The major role that left PMA2020 outstanding among other researchers is their consistency in bringing the results of this research to public domain. That calls for intensified action by relevant stakeholders.’’ In a vote of thanks, coordinator, PMA 2020 Anambra State, Mr. Uche Onyejiaka, thanked the state for participating in this workshop. He pledged that the group would work with relevant stakeholders in the state to reduce the rate of abortions among the females. In attendance are Acting Permanent Secretary Ministry of Health, Dr. John Ndibe, Director Public Health, Dr Uchechukwu Onyejimbe and other stakeholders from the Ministry.

Dangote Refinery to produce 65.4m litres of PMS, AGO, DPK daily Motolani Oseni The world’s largest single-train 650,000 barrels per day Dangote Petroleum Refinery is expected to produce 65.4 million litres of Petrol (PMS), Diesel (AGO), Aviation Jet fuel, and Kerosene (DPK) daily when it becomes operational. This high volume of petroleum products from the Dangote Refinery will transform Nigeria from a petrol import-dependent country to an exporter of refined petroleum products. The company’s plan is to satisfy Nigeria’s demand for petrol, aviation fuel, kerosene and diesel, leaving a surplus for export. According to the Group Executive

Director, Strategy, Capital Projects & Portfolio Development, Devakumar Edwin, the refinery is being designed to accommodate multiple grades of domestic and foreign crude and process these into high-quality gasoline, diesel, kerosene, and aviation fuels that meet Euro V emissions’ specifications, plus polypropylene. He said the refinery would also include a crude distillation unit, single-train residual fluid catalytic cracking unit, diesel hydrotreating unit, continuous catalyst regeneration unit, alkylation unit, and a polypropylene unit. “The project will provide thousands of direct and indirect jobs and add value to Nigeria’s economic development. It will lead to significant skills transfer and technology acquisition opportunities in the

country”, he added. Edwin disclosed that the company is also constructing the largest fertiliser plant in West Africa with the capacity to produce 3.0 Million Tonnes of Urea per year. The Dangote Fertiliser complex consists of Ammonia and Urea plants with associated facilities and infrastructure. “Dangote fertiliser project is planned to possess unique features like having the largest granulated Urea fertiliser complex under development in the global fertiliser industry, with an investment of $2.0 billion and a capacity of 3 million tonnes per annum, covering some 500 hectares of land”, he added. Edwin said Dangote Fertiliser will guarantee a substantial saving of foreign exchange in Africa

and create surplus Urea for farmers to enhance production of food grains and vegetables. He noted that the Fertiliser plant’s core indication includes a massive employment generation, which will effect a reduction of transmigration of people from rural to urban centres. Edwin disclosed that the company has launched a youth empowerment and capacity building programme in the communities around the Dangote Refinery. He added that the programme is geared towards adding value to the lives of the youths and their communities and equip young men with trade skills that would prepare them for better opportunities.

NECA commends Buhari on Micro Pension Plan Ukpono Ukpong President Muhamadu Buhari has received commendations from the Nigeria Employers Consultative Association’s (NECA) Network of Entrepreneural Women (NNEW) on the recent launch of the Micro Pension Plan (MPP) for retired selfemployed workers in the informal sector of the economy.

In an interview in Abuja, the Chairperson, NNEW Abuja chapter, Mrs Omolola Ajani, described the launch as a laudable plan noting that it will promote the desired saving culture. “People want to find alternative means of getting income, thereby going to different kinds of schemes, including cooperatives, which they are not even sure about. “This plan provides security and it is flexible and, above all, safety is key, as it

concerns hard earn savings. “For instance, if you look at what the Pension Act Reform has done, it has promoted confidence in the pension scheme, but initially, people were against it. “Now, people can see that pension scheme has worked out perfectly well and we should promote it,” she said. Ajani said NNEW would encourage all its members to subscribe to the plan as it

would be beneficial to them. She added that a lot of people would think that they did not have much to start saving, “but if you think of poverty in old age, that should scare you to going into saving.” Recall, the president on March 28, launched the Micro Pension Plan (MPP) which automatically extends retirement benefits to millions of self-employed workers in the informal sector.

ICPC lauds PTAD for curtailing Pension frauds Mathew Dadiya, Abuja The Executive Chairman Independent Corrupt Practices Commission (ICPC), Prof. Bolaji Owasanoye has commended the Executive Secretary, of Pension Transition Arrangement Directorate (PTAD), Sharon Ikeazor on her determination to win the fight against pension scammers and fraudster through the creation of

Anti-Corruption and Transparency Unit (ACTU) in the Directorate. PTAD under the leadership of Ikeazor has embarked on vigorous media campaigns against fraudulent activities and staff training on early detection of fraudsters and scammers in the system. The ICPC Chairman gave the commendation at the weekend when PTAD Executive Secretary led Senior Management staff of the Directorate to the Commission on a courtesy visit to the new

Chairman and Board members. The visit was to seek for collaboration on the fight against pension fraud. The PTAD boss during the meeting briefed the ICPC Chairman on the activities of the Directorate and achievements recorded under her leadership. She said the Directorate has concluded verifications for three main operational Departments (Police Pension Department, Custom, Immigration, Prisons Pension Department and Civil Service Pension Department) under the watch of ICPC

officials and that the last Department (Parastatal Pension Department) which comprises of over 270 defunct Treasury Funded Agencies will be conducted in April 2019. She also used the visit to solicit for enhanced collaboration with the Commission, which would facilitate the apprehension and prosecution of the unscrupulous pension phone scammers, whose antics were becoming savvy. Furthermore, PTAD Executive Secretary expressed her most sincere appreciation to the

Commission for the role they played during PTAD staff audit exercise, which was conducted in conjunction with the office of the Head of the Civil Service of the Federation. The ICPC Chairman assured PTAD that the Commission will give full support to the effort of the Directorate to sanitize the system and put an end to pension scammers and fraudsters. He promised to create a desk office that will relate with the Directorate to fast-track apprehension and prosecutions of the offenders.

GTBank disproves judgment ordering Innoson Motors to take over properties Temitope Adebayo The Guaranty Trust Bank Plc has called on its customers and the General Public to disregard false statements said to have emanated from Innoson Motors on purported enforcement of a judgment of the Federal High Court, Ibadan at one of its branches in Anambra State. The bank in a statement obtained by The Daily Times states that the judgment allegedly in issue, is a judgment against the account of the Nigerian Customs and Excise Board domiciled with GTBank and not against GTBank as an entity. “The Bank’s Customers and the General Public are hereby kindly urged to disregard these false statements as nothing could be further from the truth,” the statement read in part.

The Bank said its attention was drawn to the false, mischievous and malicious statements circulating in the news and social media in respect of the purported directive by the Supreme Court of Nigeria to the Bank to make payments to one of its debtor Customers. A top executive of the bank who preferred anonymity expressed concern at the level people spread rumors even when they know certain undeniable truth about the same. According to him, this is not the first time this kind of rumour is being spread. Even if there was

any judgement at all he stressed, there could be options for the bank and the question of anybody taking over a bank’s branch would not arise. His words: “If indeed any court has asked GTBank to pay Innoson Motors N8.4billion, which I know did not happen, does it mean that GTBank does not have money to pay.” “A Bank which profit after tax grew to N184.6 billion in 2018 from N167.9 billion in 2017 is well position to obey such court order on one of its branches and still continue to operate as one of the CBN designated Systemically Important Banks like others in the same category,” he confided on Nigerian Tribune. It would be recalled that Innoson Nigeria Limited Friday said it has obtained a writ of Fifa from the Federal High Court in Awka, Anambra State, against Guaranty Trust Bank (GTB) to effect the judgment given by the Federal High Court in Ibadan

and upheld by the Supreme Court of Nigeria. This was made known in a press release issued by Cornel Osigwe, the Head of Corporate Communication of Innocent Nigeria Limited. Writ of FiFa (Writ of Fieri Facias) is a leave of court to execute a judgment obtained by a judgment creditor in a legal action for debt or damages by levying on the property of the judgment debtor. In 2014, the Federal High in Ibadan ordered GTB by way of Garnishee order absolute to pay N2.4billion to Innoson with a 22 per cent interest, per annum, on the judgment sum until the final liquidation of the judgment debt. However, GTB appealed this decision at the appeal court up to the Supreme Court. But, according to Innosson, the Supreme Court on February 27, 2019, dismissed GTB’s appeal and upheld the decision of both Federal High Court and the Appeal Court.

Keystone Bank names Sule acting MD as Ohiwerei resigns Motolani Oseni Following the resignation of the former Managing Director/CEO, Obeahon Ohiwerei, Keystone Bank Limited over the weekend named Abubakar Sule as its Acting Managing Director/ Chief Executive Officer. The General Counsel and Company Secretary of the bank, Michael Agamah, said Mr Sule’s appointment is subject to approval by the Central Bank of Nigeria (CBN). The counsel said the Mr Ohiwerei was leaving the bank to enable him to pursue other personal interests. Mr Agamah said the board recognised and appreciated Mr Obeahon’s contributions to the growth of Keystone Bank. Gbajabiamlia, APC spokespersons set to tangle over House of Reps speakership Patrick Okohue AS the battle for the seat of the nest speaker of the House of Representatives for the 9th session gathers momentum, there seem to be a pending battle of wits between one of the anointed candidates for the position, Hon. Femi Gbajabiamila and the Conference of APC State Publicity Secretaries (CAPS) in the South East, as the group has asked the lawmaker to drop his ambition for the sake of equity. This is even as the Majority Leader of the House, has officially declared his intention to run for the position of the Speaker of the House when the new session opens. The CAPS from the South East in a statement signed by its members, including the publicity secretaries of the party in the five South East states, said it was unwise to leave out the South East while sharing positions in the country. The group members including; Nwoba Chika Nwoba; Ebonyi State, Mrs. Kate Ofo; Enugu, Benedict Godson; Abia State and Okelo Madukaife, Anambra called on Gbajabiamila to continue to be the Majority Leader of the House of Representatives. The statement read in part, “We wish to invite Hon Femi Gbajabiamila, an otherwise distinguished and ranking member of the Federal House of Representatives to drop his ambition to be the Speaker for now and continue to serve as Majority Leader, because ‘this house must be built on equity.’ “It is our considered view that the South West Geopolitical zone cannot take the office of Vice President and Speaker, the North East, Senate Presidency and Secretary to the Federal Government, while the South East goes home ‘whipping’ and weeping. “We think that Gbajabiamila should be part of this solution, sacrificially. We expect a rework of what has been passed to the public domain as ‘APC zoning’, which the National Chairman of our great party gladly says has not been concluded, going by his recent interview on Channels Television.” The group said even though the party did not perform excellently in the South East in the just concluded elections, it still recorded over 40 percent success, and also succeeded in upping the number of National Assembly members elect, compared to 2015, and as such deserves to lead an arm of the National Assembly. “It, therefore, stands to reason that a presiding-officer position in the National Assembly will set the balancing tone for inclusiveness. For the avoidance of doubt, the 2019 election into the National Assembly is a different ballot from the presidential polls. Yet

the South East recorded 2015-to-2019 improvement in both,” the group said. However, declaring his intention to contest the position in Abuja yesterday, Gbajabiamila made his declaration in Abuja Sunday afternoon, tagged ‘Nation building, a joint task,’ he told a gathering of lawmakers, journalists and well-wishers, that he sought the office to bring government closer to the people. Gbajabiamila, flanked by about 50 members-elect while he read his speech, said he would work to serve the people if elected. “I seek the office of the Speaker to bring our tendencies together and unite us as a country. I seek the office of the Speaker to bring governance even closer to the people. I seek the office of the Speaker to mentor the next generation. I seek the office of the Speaker so I can use the bully pulpit to galvanise Honourable members to make life more abundant for every Nigerian irrespective of tribe, religious background or political persuasion. “There is so much work to be done by way of legislation in many areas of our life including but not limited to education, health, power, infrastructure and alleviation of poverty. I believe many of these deficits can be addressed through meaningful and impactful legislation. “Historically the House of Representatives was established to be the people’s House and for the people‘s business. It follows therefore that the Speaker must be the people’s Speaker elected to do the people‘s business and champion their cause and in doing so fulfilling their hopes and aspiration. This is the Speaker I intend and hope to be and the House I intend and hope to lead (as) a People‘s House,” he said. The lawmaker, who was re-elected on the platform of the All Progressives Congress (APC) to represent Surulere 1 constituency of Lagos State, boasted of his long years of experience in the House as an advantage. Gbajabiamila was first elected to the House of Representatives in 2003 and has won re-election four times after. In 2015, he contested to become the Speaker of the house. He lost to the incumbent speaker, Yakubu Dogara, he was, however, elected by his APC colleagues as House Leader. He said the last four years has afforded him the opportunity to study and take note of important areas for action. “I have spent the last four years in doing my best to stabilise the House, whilst exploring and studying how best legislators can unleash the full potentials of this country. I have taken copious mental and physical notes and its time for implementation,” he said.

APC chieftain expresses sadness over performance of security agencies during last elections A former governorship aspirant on the platform of the Progressives Peoples Alliance (PPA) and now, a chieftain of All Progressives Congress (APC) in Abia State, Chief Ndukwe Ikoh, has berated the security agencies over their roles in the just-concluded general elections. Ikoh scored the security agencies low in handling their core responsibilities, “In terms of security, I will score this election worst because there were cases of over security, if I may borrow the phrase. You have a situation where people were using soldiers, police and all forms of security outfits, while in some other areas, it was almost zero security.

“The alarming thing is that those other areas, particularly the hinterlands, constitute the vast majority of the people that should be protected. You saw a whole local government area with less than 20 policemen and when they distribute themselves, you see a whole ward up to 23 to 24 polling units having only one policeman in more than four communities. “So when you have such security arrangement, the process is then left in the hands of who the strongest among the politicians is; he will capture the whole process and run away with the results”. Speaking to an online newspaper on Sunday, the APC chieftain, rated

the Independent National Electoral Commission (INEC), high in the conduct of the presidential election, saying, it was better than previous elections he has witnessed since 1979. “But, INEC came with a shocker in the presidential election and they made sure that all the results got validation through the card reader. By doing that, it gave credibility to the process. INEC did well in that context. “This election was one election that INEC surprised a lot of us politicians, because, people thought it will be business as usual, whereby you go to your house and manipulate to your advantage.”
