Speaker of the House of Representatives, Femi Gbajabiamila, on Thursday, constituted the membership of the 102 standing committees of the House, naming their chairmen and deputy chairmen. Speaker Gbajabiamila’s key allies who were made committee chairmen include Rep. Abdulrazaq Namdas, who is now chairman, House Committee on Army, Rep. NYSC warns employers against deploying corps members to crisis-prone areas Ukpono Ukpong, Abuja National Youth Service Corps (NYSC) has warned employers of corps members against deploying them to crisis prone environments without adequate security measures being put in place. The FCT Coordinator of NYSC, Hajiya Walida Isa, gave the warning on Thursday during the passing-out ceremony of 2018 Batch ‘B’ Stream II corps members in Abuja. She appealed to employers of labour to always prioritise the safety of corps members

Insecurity: Minister–designate indicts Service chiefs Tunde Opalana, Abuja
The seeming inability of the nation’s security forces to combat the multi - facet security challenges in the country cannot be divorced from the lack of coordination and in-fighting among heads of security outfits in the country. This was revealed on Thursday by a ministerial nominee from Kano State and retired army general, Maj. Gen. Bashir Salihi Magashi. Magashi, who was at the Senate to defend his nomination by President Muhammadu Buhari, said this in reaction to a question by Senate Majority Whip, Senator Orji Uzor Kalu. Sen. Kalu categorically said he knew there is no correlation among the service chiefs, which in his opinion has hampered the smooth coordination to effectively combat the rising wave of insecurity. He said that “I know there is currently in-fighting among security chiefs in the country. They are fighting among themselves; they are disagreeing with themselves.” Kalu asked the former Commander of the ECOWAS Military Operations (ECOMOG) what he would do if appointed defence minister to enhance coordination and synergy among the services and various security agencies. He said: “Based on your experience, if you were appointed as defence minister, how can you settle the rift and how can you coordinate the military services
totally and advise Mr. President accordingly?” Answering, Maj. Gen. Magashi said that “as you rightly said and it is known to all of us that the relationship between service chiefs is not that cordial. Regards to the service chiefs, we have come to a situation where each is playing to please the national leadership. They have been on collision course. “Today, as you rightly said, which is common knowledge; the service chiefs are trying to display their strength to people who don’t know the command structure. “In Nigeria today, what we used to know as the command structure is now weakened.” The retired army general promised to put things in the right perspective if given the opportunity of overseeing the national defence sector. He said that: “I assure you that we will try to put things in the right perspective. I will ensure that rules are obeyed, structures are maintained and the welfare of the troops is well taken care of.” However, a circumvent Senate President halted Magashi from further spilling the beans and avoid revealing more information inimical to national security. Lawan said henceforth, any nominee with security background may have their screening done behind closed doors to avoid the divulging of vital security information. Thereafter, Magashi was allowed to take a bow and exit the Senate chamber. Nine other nominees were screened on Thursday by the Senate without much ado.

Similarly, the former Governor of Bayelsa State, Chief Timpre Silva, also enjoyed the privilege of taking a bow after Senate Minority Leader, Enyinnaya Abaribe, told the Senate that apart from the Bayelsa Senate caucus that approved of Silva’s nomination, the government of Bayelsa State has even congratulated him. Senate President, Ahmad Lawan, said the good example of
the Bayelsa State governor should be emulated as political maturity devoid of partisanship, but oneness of purpose in nation building. The case of the working relationship and schedule of duties between substantive ministers and their deputies came to the fore during the screening of the nominee from Borno State, Mustapha Shehuri, who served as minister of state under Babatunde Fashola in the Ministry of Power, Works and Housing in the last cabinet. Diaspora Nigerians remit N8trn back home in 2018 Bonaventure Melah Nigerians living in other parts of the world remitted $22 billion (N7.9 trillion)back home in 2018, according to World Bank records. Secretary to the Government of the Federation (SGF), Boss Mustapha, stated this on Thursday while declaring open the 2019 Diaspora Day in Nigeria which took place at the Conference Hall of the Petroleum Technology Development Fund (PTDF), Abuja. He stated that the remittances have become a very strategic part of the nation’s economy accounting for a large chunk of national budget as well as Gross Domestic Product (GDP). Mustapha said that the money coming from Nigerians living abroad is spent by beneficiaries on education, health, real estate and many others sectors of the economy, for the overall health of the nation’s economy. The SGF also said with such record, the World Bank recognised Nigeria as having the highest Diaspora remittance in the world. He also commended
Diaspora Nigerians for being good ambassadors, saying that President Muhammadu Buhari and Nigerians are proud of the achievements some of them are making in different field of life in the various countries where they live. Mustapha added that “with this in mind, the Federal Government thought it wise to set a day aside yearly to assess opportunities and challenges to effective collaborations that would pave way for sustainable engagement with the Diaspora for national development. “It is my sincere belief that the Diaspora community if well coordinated can lead to even better impact, not only on individual family units but also on the society at large. “We are looking forward to not only fund remittances but also science and technology transfer, innovations, improvement in education, healthcare delivery, among others,” he said, referring to the Federal Government. The SGF said that the Draft National Policy on Diaspora Matters was currently undergoing a review by experts to create an enabling environment that would
facilitate participation in national development and applauded the organisers of the Diaspora Day for a job well done. Earlier, the Senior Special Assistant to the President on Diaspora Matters, Mrs. Abike Dabiri-Erewa, urged Nigerians in Diaspora to join President Muhammadu Buhari in the fight against corruption. She said that the Federal Government is committed to protecting the rights of Nigerians, anywhere they are living but charged them to ensure that the do not engage in illegality as those found culpable would face the law of the land where the reside. She added that they should work together as one entity to move the country forward by discovering its full potentials. According to her, most of them have been projecting Nigeria in good light and helping to develop the country. community even noticed. “To unlock the potential of Diasporas, it is highly imperative to put in place policies and other regulatory frameworks and programmes that will create the enabling environment for Diaspora investment to thrive. “Against this background, IOM within the framework of the ongoing European Union Trust Fund and IOM Initiative on Migrants Protection and Reintegration funded by the EU is supporting the Government of Nigeria to finalise the draft National Diaspora Policy. “And facilitate its adoption by the Federal Executive Council, and to achieve this, a Standing Committee on Diaspora Matters was inaugurated on 16th February, 2018 to coordinate and overseeDiaspora activities in the country,’’ she said. Meanwhile, determined to give the screening of ministerial nominees accelerated attention expected of a national assignment, the Senate has extended its sitting to today and next week Monday. Motolani Oseni, Lagos Tracka, a social platform of/for active citizens who are interested in monitoring budgets and public projects in their communities, founded by BudgIT, has raised alarm over “wasteful empowerment projects” in the 2019 Zonal Intervention Projects, nominated by members of the National Assembly. The organisation also reiterated its condemnation of poor service delivery in the country, noting that the Zonal Intervention Projects account for N58 billion of the N100 billion Constituency Projects, which are practically used as “political benefits.” The lack of citizen inclusion in the nomination of Zonal Intervention Projects has led to an escalating number of abandoned projects across the country, Tracka research has shown. Between 2015 and 2019, projects worth N270 billion are either left incomplete or poorly implemented, despite the huge
amount of funds allocated for capital expenditure yearly. Aside from abandoned projects, Tracka analysis revealed that over 50 per cent of nominated projects from 2016 till date are “empowerment programmes.” These include the disbursement of items like sewing machines, bikes, tricycles, grinding machines and the likes to constituency members. “While we advocate genuine citizen empowerment, the regular pattern is, saying the least, questionable,” says Ilevbaoje Uadamen, head of Tracka. “In 2018 and 2019 alone, a total of N61 billion and N58 billion were allocated respectively for empowerment provisions. How do politicians come to determine the empowerment needs of their constituents without need assessment or inclusion in the decision-making process? How do they decide the beneficiaries?” he queried. “In the 2019 budget, Tracka discovered under the Universal
Basic Education Commission (UBEC) that N1.5 billion was allocated for provision of ICT, Mathematics, and English language textbooks for JSS1-3 by MMP to selected secondary schools. We note with dismay that these projects bear no details of the states, local governments and senatorial districts of beneficiaries, same as there are zero specifications of where the projects will be domiciled. In total, projects with unspecified locations (in the 2019 budget) account for more than N5.8 billion out of N100 billion in total. “The failure to provide these locations are antithetical to democracy because it deprives communities, Civil Society Organisations (CSOs) and auditing bodies the opportunity to monitor and ensure proper implementation of the government’s obligations to the people”, Uadamen added. Moreso, Tracka found that over 650 projects are budgeted under agencies that do not have the mandate to execute them. “For instance, some empowerment projects are
packaged under agencies of the presidency which we believe are either priority misplacement or even channels for embezzlement. Such projects include the “Supply of motorcycles, grinding machines and sewing machines for distribution in 11 federal constituencies of Bauchi State” for N330 million by the Sustainable Development Goals (SDGs) Office of the Presidency. We are seeing a pattern where citizens are handpicked and constituency projects are used for political purposes. Tracka called, again, on elected representatives to properly engage their constituents in the budgetmaking process. “As the fundamental purpose of constituency projects, this is the ultimate way to ensure that the core needs of the citizens are in a timely fashion captured in the annual fiscal plan, as rural communities also feel the impact of the federal government,” the organisation stated .

The Food, Beverages and Tobacco Sectoral Group of the Manufacturers Association of Nigeria (MAN) on Thursday urged the Federal Government to address challenges obstructing the growth of the food industry. The Chairman of the Group, Mr. Paul Gbededo, made the call in Lagos on Thursday during the group’s 2019 annual general meeting. The event had the theme: “An Overview of the Nigeria Commodity Exchange (NCX) in Nigeria vis-a-vis the Food, Beverages and Tobacco Industry in Nigeria”. Gbededo said that proffering solutions to the challenges was necessary to ensure steady availability of food. He noted that food was important and had one of the highest investments in the manufacturing sector. According to him, food industry in any economy is one of the catalysts needed for the development of such nation, as it feeds its citizens who will build production, investment, employment and infrastructure needs of the country. Gbededo listed multiple taxation and levies, misalignment of Value Added Tax (VAT), unlawful interception of members’ containers and high
excise duty on local products as some of the challenges militating against the development of the industry. According to him, the others include upsurge of cheaper and low-quality imported food products, illegal evasion of duty by traders and adulteration of locally manufactured products. “Development of the food sector has been one of the essential ingredients in the growth strategy of a country. “Aside its estimated contribution in terms of tax and VAT, the industry can also be rated as one of the noticeable contributors to job creation in the economy. “As a result, there is need for strict vigilance, awareness creation and proactive enforcement of laws on foods, food safety and best international manufacturing practices by the regulatory agencies. “There is also need for identification of major outlets for distribution of contraband products by the regulatory agencies, while such outlets should be sealed,’’ he said. While commending the Federal Government for efforts to improve local sourcing of raw materials through the establishment of NCX, Gbededo urged state and

On his part, Kolade, who is the Chancellor of McPherson University, Seriki-Sotayo, Ogun, said there was need to pay attention to the words and wise counsel of the elders. According to him, this is by
embracing peace and eschewing hatred, violence, suspicion and bloodshed. Kolade said that Nigerians should join hands to construct the bridge of peace. “This is a bridge best built through talking to one another, and the only bridge that can connect the people to the future ordained destiny of development and progress,” he said. Kolade, also a former High Commissioner to Britain, added that for the long-overdue future for Nigeria, the bridge of peace guarantees the nation’s survival. He explained that the country deserved deliverance from suffering into the liberty of hope, which reinstates basic African values and regaining a high regard for human worth. “Hope that restores to us, our glorious and rich heritage. “A heritage that boasts of the proverbs of peace and conflict resolution tools, which ensures that war is not ever declared, except when absolutely necessary. “A heritage shared with the rest of mankind, demonstrated by the trite fact that we have never heard of any nation with a ministry for offence; even in the modern age,” Kolade said. Also, Mr Shyngle Wigwe, a former Director-General of Nigerian Television Authority (NTA), said Nigerians need faith to look beyond the dark clouds into a future based on inspiration and innovation, instead of locking our children in the prisons of the past. Wigwe stressed the need for a bridge that would accommodate the values, safety and prosperity of every citizen. According to him, a bridge that will tower above political divides, vested religious interests, and selfish ambitions, to release the younger generations from the dark prisons of the past. Senate President, Ahmad Lawan has assured stakeholders in the nation’s oil and gas sector and Nigerians that the 9th National Assembly will perfect strategies to get President Muhammadu Buhari assent to the Petroleum Industry Governance Bill as soon as possible. versions and invariably accounted for its failure in terms of passage. “In 2011 during the 7th Senate, the bill also came from the executive, but required legislative considerations were not concluded on it. In 2015 during the 8th Senate, the bill emanated from the Senate and by extension the National Assembly, it was considered and passed, but not assented to by the executive. “Strategic lesson to be learnt from the foregoing is that in reconsidering the bill, the executive will have to be carried along since all the previous solo efforts made either by the executive or legislature failed. “What is on ground now is for both arms of government to come together and work the bill into fruition. “On our part here, our related committees on petroleum when reconstituted will swing into action in getting the very important assignment done. All we require is to have the synergy with the executive arm of government and break the jinx holding back the petroleum industry.”

The federal government has reiterated its commitment towards eradicating child labour even as it called on all stakeholders to key into the new innovative ways employed by government to accelerate the pace of progress already made to end the phenomenon. Speaking at an event to commemorate this year’s World Day Against Child Labour with the theme: “Children shouldn’t work in fields, but on dreams,” the Permanent Secretary, Ministry of Labour and Employment, William Alo, said the federal government wouldn’t accept a situation where sections of the society use cultural practices to perpetuate child labour. Describing the annual event as an opportunity for stakeholders to share their achievements, commitments and challenges in the fight against child labour, he stressed that practical steps must be taken to prevent and respond to child labour issues by addressing its root cause which is poverty among others. He called on government at all levels to as a matter of necessity prioritise the provisions of free and qualitative basic education to the rural communities and urban areas where child labour is endemic. Speaking further, Alo noted that parents especially mothers should be trained on skills that will provide alternative means of livelihood that will increase the family’s income thereby addressing directly the problem of poverty. He also called on trade unions to play a central role in fighting this menace by promoting safe and healthy working conditions in the work place as well as mainstream child labour concerns in collective bargaining agreements with enterprises. “While Nigeria has a modest progress in combating this menace in recent past, responses still fall short of addressing the full scale and scope of the problem. A substantial amount should be allocated in our state and national budget for the fight against child labour,” he added Similarly, the International Labour Organisation (ILO), Country Director, Dennis Zulu called for a renewed commitment and unity of effort from all actors in Nigeria, including governments, workers’ and employers’ organizations, enterprises, civil society organizations, donors, embassies, UN agencies and other international organizations to fully ratify and implement the conventions as well as take immediate action to address the challenges to ensure elimination of all forms of child labour by 2025. He also commended the Ministry of Labour and the national steering committee on the elimination of child labour for their dogged commitment to eliminate child labour in Nigeria.

The Independent National Electoral Commission (INEC) has issued the certificate of return to Sen. Benjamin Uwajumogu of the All Progressives Congress (APC) as winner of the Imo North Senatorial District election. Uwajumogu was issued the certificate on Thursday at about 4p.m. at INEC headquarters in Abuja. The senator-elect speaking with newsmen shortly after receiving the certificate commended the judiciary for standing by the truth.Uwajumogu also commended INEC for obeying court order, which directed that he should be issued the certificate. He pledged to re-dedicate himself to serving Imo North better than he did in the 8th Senate and further commended the people of his constituency for not taking laws into their hands during their trying times. Justice Taiwo Taiwo, of a Federal High Court, Abuja had in July ordered INEC to immediately issue a certificate of return to the Uwajumogu. Uwajumogu had approached the court seeking for an order to compel INEC to issue him the certificate after the failure of the electoral body to declare him winner of the senatorial election over an allegation of irregularities. The commission stressed the need to ensure fairness by investigating the alleged irregularities in the election before issuing the certificate of return.
CJN swears -in Justice Tsoho as Ag. chief judge of FHC today Andrew Orolua, Doosuur Iwambe, Abuja The Chief Justice of Nigeria, Justice Tanko Muhammad will this morning swear in Justice John Tsoho as the acting Chief Judge of the Federal High Court. Justice Tsoho replaces Justice Abdul Kafarati, who retired from service on Thursday at the age 65. The appointing authority, the National Judicial Council (NJC) had in May when it notified the substantive Chief Judge Justice Kafarati of his pending retirement, recommended Justice Tsoho, who is next in hierarchy for appointment as the acting chief judge of the Federal High Court . Justice Tsoho was born on June 24, 1959 in Mbaduku, Vandeikya Local Area of Benue state. He attended Saint Anthony’s Primary School Chenge-Mbaduku from 1967 -1972 and proceeded to St. Michael’s Secondary School, Alaide and obtained his WASC in 1977. He then proceeded to the Murtala College of Arts, Science and Technology, Makurdi from 1978 – 1979. Justice Tsoho thereafter, obtained his Bachelor of Law Degree LL.B (Hons) in 1984 and in 1985 attended the Nigeria Law School. The new acting chief judge of the Federal High Court had worked as a private legal practitioner before joining the public service. He was appointed inspector of Area Court in the Benue state judiciary in January 1986, became a magistrate in 1987 and was elevated to the post of chief magistrate in 1988 and acting chief registrar, Benue state High Court in 1997. Justice Tsoho was appointed judge of the Federal High Court on November 12, 1998.

Dealers as leaders of the Nigerian state

As one with absolutely no expectation of any form of improvement on his first term record, President Buhari’s latest cabinet misadventure was long foretold among many other expected assaults on the concept of good governance. Coming nearly two months after his inauguration, following immense pressure from supporters and opponents, President Buhari’s unimpressive list of recycled politician technocrats did not come as a surprise. I am not surprised that no youth was considered worthy enough to have a seat in the federal executive council (not even as the minister of youth affairs). I am also not surprised that only seven out of 43, which approximates to 15 per cent of nominees, are women. Am I equally surprised that the North-West geo-political zone of origin of President Buhari has two additional nominees, whereas the five other geopolitical zones have only one each? No. For a man who places high premium on personal loyalty and equates it to patriotism to the state, I am not surprised that President Buhari’s proposed cabinet is exclusively made of loyal partisans. However, for those who have high expectations and are hence disappointed, it should have dawned on them that this latest development is indicative of an administration that is incapable of stirring the ship of the Nigerian state in the right direction of the – more than ever before – needed sustainable socio-economic development. By proposing perhaps the worst cabinet since the beginning of the Fourth Republic, President Buhari appears determined to reinforce the failure that was his first term, while compounding the problems of governance of the Nigerian state for another four years. For a country that is embroiled in insecurity, poverty and corruption, President Buhari’s ministerial nominees are clearly not fit for the purpose of tackling these fundamental problems. Scanning through the names of the nominees, none inspires renewed hope of the socio-economic resuscitation of the
Nigerian state. Any consideration of the possibilities of improvement in education, health care, agriculture, housing, public infrastructure and transportation is dashed as none of these nominees gives confidence of such. Similarly, issues pertaining to the economy, foreign policy, defence and internal security are not likely to improve at the required pace, as most of these nominees have been integral parts of the leadership rot of the past. By proposing a cabinet that smacks of compensation for gladiators in the great political heist that was the 2019 general elections, President Buhari has deepened the patronage – at the expense of public treasury – and reward system for political participation. President Buhari’s new cabinet is a reflection of the unfortunate degeneration of Nigeria’s political process to a criminal franchise of power purchase, through vote buying for self service via state capture, within the corrupt framework of an elaborate patronage system, which throws up dealers in electoral heist as leaders. This level of decadence in the polity has resulted in a clear detachment of the business of government from the needs of the generality of the governed. As profiteers of the public treasury, dealers as leaders will always deploy the devious ingenuity of cleverly disguising corrupt self-enrichment schemes as good governance policies and programmes, in the supposed interest of the public. This has inevitably resulted in a dysfunctional governance system that takes care of a privileged – to be in government – few and cares less about the underprivileged – outside of government – majority. With a poor non-inclusive governance structure that has rendered the productive economic base comatose, leaving politics as the only thriving industry, the rat race for power grab has intensified to a level of mortal combat, as every political gladiator tries to wriggle into any available space in government in order to secure a slice of the national cake.
As a self-professed man of integrity, President Buhari, who was largely expected to make a radical departure from this retrogressive path of state patronage as a reward for political participation, has so far not only failed to do so but is set to consolidate the ravaging scourge. If only President Buhari appreciates the reality that Nigeria’s elaborate state patronage system of reward for political participation has stolen its collective development, then he would have realised that his proposed cabinet is a recipe for increased insecurity, poverty and acute corruption. President Buhari has proved beyond reasonable doubt that he is not any different from his predecessors that he loves to blame with passion. What some people mistake for change is that whereas past Peoples Democratic Party (PDP) leaders were honest about their dishonesty, the All Progressives Congress (APC)’s President Buhari is dishonest about his honesty. To further underscore his dishonest integrity, President Buhari has a penchant for preaching what he does not practice, just as he surrounds himself with corruption tainted individuals who are part of the past he delights in blaming for his present failures, while also manifesting an incredible stamina to condone their administrative malfeasance. If former President Goodluck Jonathan was accused of democratising corruption, then President Buhari can be said to have normalised corruption. Putting politics ahead of governance at a time that is perhaps Nigeria’s most trying in recent history, by proposing an incompetent cabinet whose only qualification is partisan loyalty in the advancement of the president’s political interest, has far-reaching negative consequences for Nigeria and Nigerians in the next four years. As products of the corrupt and inept political establishment, this cabinet is certainly going to maintain the status quo of skewing government businesses towards personal aggrandisement, in furtherance of bolstering their political financial war chest, and thus driving the real task of governance
into inertia. Having invested illicit funds obtained from systematic state capture since the return of the civil democratic rule in 1999 in procuring victory for the ruling APC in the 2019 elections, entrusting the leadership of government business to dealers in electoral heist, is only an invitation for them to recoup their investments in terms of naira and kobo. There will be a continuous depletion of Nigeria’s national cake by a political leadership that thrives on financial debauchery, without any effort to increase its size by baking fresh ones. For a country that is grappling with a revenue crunch so severe that it can barely cater for its over 200 million people to be burdened by a gluttonous consumption political leadership, portends a worsening of the socio-economic conditions of the majority of Nigerians. President Buhari’s proposed cabinet is a recipe for increased corruption-induced general insecurity, poverty and misery, arising from continuous economic mismanagement. The elaborate state patronage system of reward for political participation has become unsustainable as the ranks of internally displaced politicians has crowded a polity with far less government jobs. The increase in the number of ministers from 36 to 43 at a time when it is more sensible to downsize government, in order to conserve scarce resources for more productive ventures, is a reflection of the current administration’s cluelessness about how to balance patronage and governance. Looking at the forlorn faces of the mass of the rural poor who invested enormous emotional and physical support for President Buhari’s re-election bid, the most sustainable reward for their political participation is not state patronage of a privileged few but by an integrated strategy for inclusive socioeconomic development of the Nigerian state, delivered through the instrument of a good governance structure. This proposed cabinet is inherently incapable of delivering good governance.
Tackling Council officials’ excesses in Delta

The challenge of development is arguably one of the greatest problems that have dominated world history. Aside from being difficult to fight a problem you cannot see or measure, what constitutes the greatest impediment in every development process says experts are leader’s erroneous belief that; the sooner the project is started, the sooner it will be finished. Wearing this frame of mind, government agencies and establishments in their attempt to develop the society, lose sight to the fact that the primary goal of every government should be to improve the life chances of the citizens through the implementation of plans, policies and budgets that will lead to price stability, high employment, effective tax, effective regulation, availability of finance for trade/business and Job creation by creating the enabling environment for business. However, as it’s the characteristics of most Local Councils in the state, improving the live chances of the indigenes appear not to be the preoccupation of the Oshimili south Local Council Authority of Delta where tension is brewing at the popular Ogbeogonogo modern market in Asaba, Delta State, following what the traders alleged to be acts of high-handedness by authorities of Oshimili South Local Government Area. And if not given the urgent attention that it demands from the state government, the tension may lead to a serious crisis that could ground commercial activities at the market and render most traders helpless for a long time. Going by reports, the trader’s grievance against the council boss ranges from the conversion of convenient spaces to multiple taxes to allegation of continual abuse of their business and personal rights by agents of the
council- allegations the council has through the Committee chairman for Ogbeogonogo Main Market, Mr Murphy Arinze, described as not only spurious but baseless. Constitutionally, it is, without doubt, the responsibility of local council authorities to, among other things manage and collect various levies deemed appropriate in the markets operating within the local council. In the same style, the councils have the liberty to adopt legitimate policies in getting this job done. These options at the disposal of the council may include the publicprivate partnership that is the use of experts/ contractors. Development of many belief saves money and manpower. Despite these virtues and attributes, there are ingrains of challenges in the implementation. And the source of the problem must be understood before any meaningful solution can be found without the risk of overlooking anything important. In these local councils, there is essentially no recognizable process, criteria or mechanism for filtering policy ideas to capture citizen’s voices. And these policy proposals are often not evidence-based because ideas that enter into the policy agenda are based on the private interest behind them. The result is that policies council authorities generate are neither strategy based nor its implementation methodic- a state of affairs that set the stage for policy failures with wastage and disagreement between the officials and people as its consequence. The above challenge regardless of what others may say is nourished by the leader’s attitudes of being in a hurry to generate revenue for the government, to the extent that they cannot spare the time to understand
the people’s feelings in their operational environment. Experience indicates that this has been going on in the state for decades with many casualties recorded. As an illustration, it was reported by the Ika Weekly, a well-known newspaper in the state, that; pandemonium struck in Agbor on Saturday, August 5, 2017, when a 40-yearold father of five, Mr Lucky Nwaki, was allegedly murdered by a group of Ika South Local Government Adhoc Committee on New Building Permit. The victim, a tailor who hails from Alihame Community in Agbor was attacked by one of the members of the committee identified as Eze Mike also known as Ololo when they invaded the building site of the deceased brother, demanding for the payment of certain amount irrespective of the fact that the permit had already been paid into the local government council’s account The pains emanating from this tragedy in my views is deepened by the awareness that it was avoidable. While Ii sympathize with the state governor, Senator (Dr.) Ifeanyi Okowa on whose shoulder lies the weight of this awkward situation orchestrated by the agents of local councils- which daily depletes his good works in the state, I must add in concrete terms that it has become imperatively urgent for him to intervene not just in Oshimili Local Government but statewide. Seriously, the Governor needs to keep this in mind even as we think about the broader threats we currently face as a people. It is evidently glaring that the local, state and Federal governments have neither paid adequate attention to improving the
economic, political and social wellbeing of its people nor brought modernisation, industrialisation and general improvement in the environment. And all these failures have without any shadow of the doubt led to a decrease in literacy rate and an increase in poverty. On their part, what the officials of the Oshimili local council and others should recognize is that the value of any system depends on how it is employed. The above failures coupled with acts such as intimidation, abuse and killing of those they are supposed to protect hurts the people and distract their means of livelihoods. Again, like the generality of Deltans in the state, what the Ogbeogonogo main market traders need from the council is not highhandedness but policies that will lead to price stability, high employment, effective tax, effective regulation, trade and availability of finance for business and provision of infrastructure and public services such as roads, power, housing, health services, education, security and agriculture. Achieving this breakthrough may not be easy but returning to basics can provide a vital clue that will lead to a really decisive change. To catalyze this process, the Council officials must see the people as coherent partners in the race for the development of the state. This will require defining the job structures of this revenue collector and ensuring strict compliance by the council authorities. To achieve this, what we need is not a new theory, concept or framework but people who think strategically, people with sensitivity, insight and people with balanced views about governance.

ANJET, FTAN renew calls for creation of tourism ministry The Federation of Tourism Association of Nigeria (FTAN) and the Association of Nigerian Journalists and Writers of Tourism (ANJET) have appealed to President Muhammadu Buhari to re-establish the defunct Ministry of Culture and Tourism. The President of ANJET, Mr Andrew Okungbowa and Mr Rabo Saleh, FTAN President said on Thursday in Lagos that there was no other time but now to restore the Federal Ministry of Culture and Tourism. “This should be done if the country and the present government ever hoped to harness the potential of the sector given the abundant opportunities the creative industry and tourism present at this time,’’ they say said in a joint statement. Okungbowa said it would be a disservice to the tourism and culture industry and opposed to the commitment of the Federal Government to diversifying the country’s economy if it continued to ignore calls for the restoration of the tourism and culture ministry. According to the group, the tourism and culture ministry was created by former President Olusegun Obasanjo in 1999 and later merged with information in 2015 by President Buhari. It said that some countries including United Arab Emirates were reaping from the windfall of tourism and culture and to enjoy this, Nigeria must have a dedicated ministry for the creative industry and tourism. “The experiment with the information and culture ministry in the last four years did not achieve the desired goal as culture and tourism were treated as second fiddle to information. “As a result if this, opportunities to develop the sector and upgrade the creative industry were missed and sacrificed on the alter of politics. “There is no other better time than now when insecurity in the land has got to an alarming level that the country needs a separate ministry of culture and tourism. “With the minister focusing on the
best ways of harnessing communication and marketing mix to drive the sector, infuse confidence in the source markets both domestic and international through the appropriate messaging mode,” he said. Also, Mr Rabo Saleh, FTAN President, said that the former minister’s lack of understanding and concern for the tourism sector was the major reason FTAN and other culture and tourism stakeholders were clamouring for a restoration of the ministry of Tourism and Culture. “We call on President Muhammadu Buhari to as a matter of urgency create a Ministry of Culture and Tourism so that tourism can be given its rightful place and attention. “It should not be made to play a second fiddle to information as we have seen displayed by the former minister and his team who totally disregarded our events for other matters they rated more important,” he said. Saleh said the only practical way to drive tourism at the national level was to have a minister for culture and tourism. He said the minister would be fully focused on working with the stakeholders and parastatals of government in harnessing and developing the potential of the sector through policies, programme initiation and implementation. “These were lacking in the last four years because the minister had so much on his plate and chose to focus attention on information only,” he said. The two bodies indicated their readiness to work with the minster so appointed for the ministry when created to cover lost grounds and fasttrack development of the sector. According to them, there was much to gain from creating a ministry for culture and tourism than there was to lose. It is the only way to ensure the Federal Government takes advantage of the abundant resources in the sector to bring about the much talked about diversification of the nation’s economy, the groups said.

The Justice Lekan Ogunmoye-led panel announced this on Thursday following the closure of the defence of the first respondent, Independent National Electoral Commission (INEC) in a petition filed by All Progressives Grand Alliance (APGA) and its candidate, Dr. Alex Otti. The petitioners are asking the tribunal to nullify the outcome of the March 9 Governorship election which produced Ikpeazu as governor.
At Thursday’s hearing, Mrs. Igbeaku Evulukwu, counsel to Ikpeazu, applied to be allowed till Monday to open the defence. Granting the application, the tribunal urged the respondents to ensure that they conclude their defence swiftly, stressing that time was of essence as the 180 days allotted for the matter was running out. Otti and his party are seeking the cancellation of the poll’s results in 14 of the 17 local government areas in Abia. They alleged that the process that produced Gov. Ikpeazu was marred with massive irregularities.
OUR POSITION Autonomy: The challenge before the legislature, Judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed by President Muhammadu Buhari. The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors . “And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.” It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors. While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance. Needless, however, to state that we abhor the roles played by the State governors in the last one year when this law was put in abeyance.
Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them. Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly. It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level. On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice. Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence. In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

Drama played out at the complex of the Ondo state House of Assembly on Thursday following the disruption of plenary with the appearance of snakes inside the hallowed chamber. It was gathered that the snakes which were three in number fell from the ceiling of the chamber in front of the Speaker, Bamidele Oleyelogun while plenary was in progress. The situation which caused panic among lawmakers abruptly brought the plenary to an end as frightened legislators escaped from the chamber through every available route. According to the speaker who narrated how the incident happened to journalists, announced that the assembly will no longer sit until their security is guaranteed. “We were about to seat at the assembly when the large snake dropped from the ceiling and we all ran out. Also today, we were about to commence plenary when the ceiling started caving in and we felt that we cannot take this again. “Just look at the ceiling we have in the assembly and our offices? They are not in good shape and many have started falling. So, the best thing is that this place (assembly) should be renovated by the governor. The building is due for renovation and we have called the attention of the governor to it. “We cannot continue to stay here or risk our lives inside this dilapidated structure while making laws. Most of the building is caving in,” he said.
An eyewitness who is a member of staff of the assembly, disclosed that the complex has been left unattended to for a long while, adding that no fumigation has ever been done within the complex She also revealed that due to the deplorable condition of facilities at the complex, snakes freely enter lawmakers’ offices and inside the hallowed chamber. According to her, on Wednesday afternoon, a mysterious snake in one of the offices caused a mild drama and apprehension at the assembly complex when it pursued a lawmaker out of his
office. “Today, three snakes fell from the roof of the chamber when the sitting was about to commence and this made all the lawmakers to run for their lives. The snakes escaped from the scene; some of the lawmakers were shaking as if they want to die. “I can’t remember the last time this complex was fumigated. Everywhere around is just too dirty that sometimes one begins to wonder how the lawmakers cope and sit in such a dirty environment,” the eyewitness added.
NANS shuts MTN’s Kaduna office over killing of 118 Nigerians The National Association of Nigerian Students (NANS) on Thursday closed the Kaduna office of South African telecommunication giant, MTN over xenophobic attacks and killings of 118 Nigerians in the last two years. NANS Director Travels and Exchange, Dominic Philip, explained in Kaduna that the step was necessary to curb further attacks, looting, destruction and mindless killings of other African nationalities, particularly Nigerians in South Africa. Philip recalled that Nigeria has contributed morally, financially, diplomatically and logistically to the agitations that eventually led to the emancipation of South Africans from white domination. The NANS official also said that African countries led by Nigeria helped in the institutionalisation of black majority rule in South Africa in 1994, adding that equally Nigeria played a big brotherly role by opening economic opportunities for South African citizens to invest
in the Nigerian market. However, Philip noted with dismay that instead of reciprocating the gesture, South Africa has allowed Nigerians to suffer all forms of discrimination, including murder and looting of their businesses. According to him, NANS will no longer align with the federal government diplomatic approach, which is cosmopolitan and reconciliatory on the issue. “Available records have shown that the level of attacks on Nigerians is on an astronomical rise with the recent killing of Nigerian by South Africans on July 20 increasing the number to 118 in the last two years. “Out of this number, 13 were reportedly killed by South African police in an extra-judicial manner. It appears that the South African government is incapable of bringing their citizens to order and stop the killings, leaving us with no option than to picket South African businesses in Nigeria until the killing is stopped.

Justice A.T. Mohammed of the Federal High Court sitting in Port Harcourt, Rivers state has convicted and sentenced Gagiyouwe Thankgod to six months imprisonment for internet fraud. Thankgod, a 25-year-old entertainer with the stage name “Tuesday Cruise” was arraigned on July 24 by the Uyo zonal office of the Economic and Financial Crimes Commission (EFCC) on a one-count charge. The convict is alleged to have on July 11 by fraudulently impersonating one Chris Henry by using his email addresscchrishenry560@gmail.com with the intent to obtain money, property or any advantage from one John Smith and other unsuspecting persons under false pretence. According to the EFCC, the offence is contrary to Section 22 (2) (b) (ii) and (iii) of the Cyber Crime (provision, prevention) Act, 2015 and punishable under Section 22 (2) (b) (iv) of the same Act. Thankgod pleaded not guilty to the charge and in view of his plea, counsel for the EFCC, Adebayo Soares prayed the court to convict and sentence him accordingly. Justice Mohammed thereafter, convicted and sentenced him to six months imprisonment with an option of fine of N200, 000. His journey to prison began on July 11when he was arrested along Edet Akpan Avenue (Four Lanes) in Uyo by operatives of the commission following intelligence report. At the time of his arrest, a laptop was found on him and a forensic analysis of it led to the retrieval of various scam documents, which the convict admitted to have sent out to mainly female foreign nationals with the aim of fleecing them of their hard-earned money under various disguise.

Presidential panel probes 3 permanent Short News secretaries for corruption Abe denies nominating anyone in Andrew Orolua, Abuja The Special Presidential Investigative Panel for the Recovery of Public Property (SPIPR) is investigating three permanent secretaries over allegations of corruption and abuse of office. Chairman of the panel, Okoi Obono-Obla, disclosed this in Abuja at a news conference. He said that one of the permanent secretaries bought a house in Asokoro District, Abuja, for over N500 million. The permanent secretary purchased the said house in the name of her eight-year old son, Obono-Obla disclosed. Obono-Obla however, declined to name the permanent secretaries, stating that “I don’t want to prejudice investigation, so I won’t mention their names.We got a petition from a whistle-blower about the property.
So we have commenced investigation which is yet to be concluded,” adding that investigation of public officers now cover their siblings, relations and fronts. He also said that the panel has uncovered a female top government functionary who had a registered company through which she has been conducting businesses. “The other one was alleged to have included projects in the budget of 2017 and 2018 that were fake and also was allegedly collecting money to pay for goods and services that are no more in existence. “The other permanent secretary, we also got information from a whistle-blower that he has a lot of landed property, including a hotel, in Abuja. From our investigation, he did not declare his assets. “He was inaugurated as permanent secretary in October 2017 and in accordance with the Code of
Conduct Bureau procedure and assets declaration form was given to him to declare his assets. “We started investigating him since last year and we discovered that he was given the form and he did not return the form to the CCB,” ObonoObla said. The chairman further said that the panel has been making a lot of recoveries for the federal government from banks. “We have continued to recover huge sums of monies from commercial banks being excessive charges that banks had applied on accounts of federal government agencies that were domiciled with them before the introduction of TSA,” he added. Obono-Obla said that the most recent of the recoveries was over N216 million from a commercial bank, disclosing that “we want to protect the identity of that bank because disclosing it will affect the economy.”

Akeredolu’s wife, monarch recommend stiffer penalties for rapists Adewale Momoh, Akure With the recent increase in rape cases being reported across the country, the wife of the Governor of Ondo state, Betty AnyanwuAkeredolu has advocated for stronger punishment for rapists. According to the governor’s wife during a sensitization programme on rape in Akure, the Ondo state capital tagged: “Walk against rape” if stringent measures are put in place, it will assist a great deal in the fight against rape. Mrs. Anyanwu-Akeredolu, who was represented by the state’s Commissioner for Women Affairs and Social Development, Mrs. Titilola Adeyemi described the high incidence of rape, especially of minors in parts of
the country as worrisome. “We can’t allow recent rape of minors in Owo and Irele to happen again, we need to use this walk to express our sadness over the increasing rate of rape cases. Her Excellency is so sad over rape cases and determines to end it in Ondo state.” Also, the Deji of Akure Kingdom, Oba Ogunlade Aladetoyinbo explained that traditional method should be employed in dealing with those involved in such acts. The monarch who lauded the initiative of the governor’s wife maintained that suspected rapists should be taken to the palace to swear before being charged to court. “These suspected rapists should be brought to the palace to take ancestral water to swear if they were involved in the act or
not before taking them to police station or court for prosecution. “We want to commend the governor’s wifefor leading the campaign against rape that is becoming rampant in our society nowadays. All of us must support her to stamp out the ugly trend to save the future of our children and women,” the traditional ruler stated. Meanwhile, the Special Assistant to the wife of the governor on Media, Tobi Fademi confirmed that the awareness campaign was held simultaneously in all the 18 local government areas of the state. The walk which began at the palace of the Deji of Akure terminated at the Adegbemile Cultural Centre in Akure while similar walks were carried out in the 18 local government areas of the state.
Nine drivers have been ordered to forfeit their vehicles to the Lagos state government following their arraignment at the Lagos state Mobile Court in Oshodi. The drivers were arrested by the enforcement team of the Lagos state Environmental and Special Offences Unit (task force). Chairman of the agency, CSP Olayinka Egbeyemi, who spoke on the development, said a total of 21 vehicles were impounded and nine drivers arrested for driving against traffic. Egbeyemi, who led the operation around Cele and Iyana-Isolo bus- stops along the Oshodi-Mile 2 Expressway, said 12 drivers on sighting the men of the task force absconded leaving their vehicles on the highway. The arrested drivers were arraigned before Magistrate Salau Omobola for the offence which is punishable under Part (III), item 27 of the Transport Sector of Lagos state 2018. Magistrate Omobola pronounced outright forfeiture of their nine vehicles to the state government after the defendants (drivers) pleaded guilty to the charges against them. The court also pronounced a 20-hour community service as additional punishment each to the arraigned driver. Our correspondent reports that the vehicles forfeited to the state government include a Toyota Hilux, Nissan bus, Volkswagen bus, Peugeot car and others. Egbeyemi further disclosed that the agency has received serious complaints from motorists and residents on the activities of drivers driving against traffic and causing serious traffic gridlock on a daily basis. “The 12 impounded vehicles and nine arrested drivers ran into our enforcement team while we were returning from the demolition exercise at Eric Moore and Orile-Iganmu along the Lagos-Badagry Expressway. “Honestly speaking, it is painful that with the high level of enlightenment campaigns and several warnings by the government, motorists including private car owners can still be driving against the flow of traffic and blocking on-coming vehicles at Iyana-Isolo,” the task force chairman added. He however, advised the other 12 drivers on the run to immediately report to the agency for prosecution.
Yahaya releases N500m counterpart funds for erosion control
Governor Inuwa Yahaya of Gombe state has approved the release of N500 million counterpart funds for gully erosion control project under the Nigeria Erosion and Watershed Management Project (NEWMAP). The Senior Special Assistant on Media and Publicity to the governor, Ismaila Misilli, made the disclosure in a statement in Gombe on Thursday. Misilli stated that the payment would help in accessing funds from the World Bank and facilitate the process of addressing gully erosion problems in the short term. He listed areas ravaged by gully erosion in Gombe metropolis to include the state university, Federal College of Education (Technical), Gombe and east of the Gombe International Hotel, adding that other areas outside of the state capital were also affected by erosion and that measures aimed at addressing the problem has been approved by the World Bank. Meanwhile, Gombe state’s NEWMAP Project Coordinator, Malam Mohammed Garba, said detailed engineering work hsd commenced on the projects. He added that the establishment of wood lot – orchard plantation which is a component of the project is underway in nine local government areas of the state. Garba said the project would take an integrated watershed management approach to checking erosion.

The Secretary to the State Government of (SSG), Niger state, Ahmed Matane has condemned in strong terms the continuous killing of Nigerians in South Africa. Matane made this condemnation when he received a delegation from the National Association of Nigerian Students (NANS) Joint Campus Committee, Niger state axis led by its Chairman, Comrade Hussaini Ebbo, who were in his office to register their concern over the xenophobic attacks on Nigerians in South Africa and their plan to stage a peaceful protest. The secretary to the state
government further warned that the incessant attacks on Nigerians across cities in South Africa would no longer be condoned, stressing that the South African government must redouble its effort to forestall the further killings of Nigerians. He recalled the prominent role Nigeria played during the apartheid era in South Africa, adding that the Nigerian government supported wholeheartedly, the anti-apartheid movement which eventually led to the dismantling of the apartheid regime after more than 100 years. Matane explained that the National Association of Nigerian Students (NANS) has the right to protest against the xenophobic attacks on Nigerians as long as such a protest
is done in an atmosphere devoid of rancour. Earlier in his remarks, the Chairman, National Association of Nigerian Students (NANS) Joint Campus Committee, Niger state axis, Comrade Hussaini Ebbo informed the secretary tot eh state government that they were in his office to inform him of their intention to stage a peaceful demonstration on the recent xenophobic attacks on Nigerians in South Africa. The chairman stressed that the association has completed arrangements to embark on the peaceful protest, but because of the security situation in the state and based on advice from security agencies the protest has been shelved.
Titus Akhigbe, Benin Members of the Academic Staff Union of Universities (ASUU), Ambrose Alli University, Ekpoma chapter yesterday took to the streets to protest the suspension of the executive and alleged maladministration of the state- owned institution by the Vice Chancellor, Prof. Ignatius Onimawo. The lecturers took the decision to protest at an enlarged meeting of the union after reviewing activities of the leadership of the varsity. The peaceful protest led by Dr. Monday Igbafen and Dr. A. Aizebioje-Coker, the chairman and secretary of ASUU, Ambrose Ali University who were allegedly suspended over trumped up charges. They carried different placards with various inscriptions such as “Success cometh after struggle,” “Onimawo leave Igbafen and ASUU alone,” “ASUU AAUE has lost confidence in Onimawo and his tyrannical administration,” “ASUU AAUE say no to harassment and intimidation,” “VC AAUE pay us our full salaries,” “Onimawo has murdered sleep, you will sleep no more” and many others. The aggrieved ASUU members sang anti -management songs and marched through the Benin-Ekpoma- Auchi Expressway, climaxing at the main gate of the campus where they took turns to enumerate their grievances. Dr. Igbafen said circumstances that led to their suspension by the Prof. Ignatius Onimawo management were fabricated, adding that “the vice chancellor has been making unsubstantiated claims about us. He earlier accused me of sexual harassment and he failed and we told the whole world then that it is not the chairman that he wanted, but he was after the soul of our union. “Specifically speaking, the vice chancellor wants to run the university the way he likes without due process, without rule of law and best practices and so ASUU said no and it is not possible and that has been the problem. “There are many unresolved issues; we are calling on the world to come and verify what we are saying. We are asking how he came here to convert his wife from nowhere to become a lecturer, how will he explain huge sum of money through TETFUND and through lead assessment without due process? We are saying to the whole world that this vice chancellor should be held culpable. “The union is insisting that all these issues should not be swept under the carpet. On the bases of that, he raised allegation of sexual harassment against me. I wasn’t tried, but he went to the social media and confirmed I have been found guilty of the offence.

We are already working to have free trade zone status for the park and we are targeting manufacturers of different line of products,” he said.
Med-View Airline says the incident involving one of its aircraft two days ago that led to the deployment of oxygen masks was professionally handled according to required operational standard procedures. According to Michael Ajigbotoso, Chief Operating Officer, Med-View Airline in a statement, explained that the flight VL2105 was on its way to Lagos on Tuesday when the captain noticed a warning sign of cabin depressurization while descending from 32, 000ft altitude. “He quickly briefed the passengers and he referred to his check list and applied the necessary procedure to mitigate the situation, the oxygen masks dropped and were in good working condition for the passengers’ usage,” Ajigbotoso said. He explained that, the captain called for priority landing because he has been on queue, adding that “he was obliged and he made a safe landing, and the passengers were calm as it did not pose a serious danger. The incident was promptly reported to the authority and investigation is ongoing.” The Accident Investigation Bureau (AIB) had earlier on Wednesday, disclosed that it was notified that an aircraft operated by Med-View Nigeria Limited, Boeing 737-500 with registration marks 5N-BQM was involved in a serious incident en-route Lagos from Abuja on July 23, at about 3:07pm local time with 27 passengers and six crew members on board.
UNDP, Delta partner to curb deforestation Nosa Akenzua, Asaba
The United Nations Development Programme (UNDP) and Global Environment Facility Project (UNDP-GEF) in collaboration with the Delta state government, have agreed to synergize to stop deforestation and other environmental problems in the state Delta state Head of Service, Reginald Bayoko, who made this known in Asaba on Thursday, said that the synergy would help to reduce the illegality perpetuated by some unidentified persons in the state, adding that since the world was experiencing global climate change, there is the need for concerted efforts in tackling the issue of forest management. Bayoko urged other state governments and environmental stakeholders to put the issue of deforestation on the front burner of their environmental policies, disclosing that Kaduna state was ready to collaborate with the state in environmental issues, especially on deforestation and how to curb it. He thanked the UNDP- GEF for making sure that the state would be free from environmental challenges and called for further actions against indiscriminate felling of trees and deforestation in Delta state and other states across the country. NDIC warns against adoption of cryptocurrencies for financial transactions Motolani Oseni The Managing Director/Chief Executive Officer of the Nigeria Deposit Insurance Corporation (NDIC) Umaru Ibrahim has advised Nigerians to exercise maximum caution in the adoption of cryptocurrencies as their preferred mode of financial transactions. In a statement signed by the corporation new Director, Communication & Public Affairs, Sunday A. Oluyemi, and obtained by The Daily Times on Thursday, the NDIC boss warned that while various forms of digital currencies currently in operation have their positive and negative attributes, those who patronize them risk losing their savings because the medium is largely unregulated and without the backing or support from the traditional Central Banks in almost all financial jurisdictions. The NDIC Boss made the remarks during the courtesy call by the Board and Management of the Corporation on the Speaker of the Federal House of Representatives, Rt. Hon. Femi Gbajabiamila in his office at the National Assembly Complex, in Abuja. Earlier, in her opening remarks, the Chairman of the Board of the Corporation, Mrs Ronke Sokefun, informed the Speaker that the NDIC remained a critical player in the Nigerian financial safety net that had contributed immensely to the growth and stability of the nation’s financial stability in the 30 years of its operations using best practices. She added that recently the NDIC became the first public sector institution in Nigeria to be awarded three International Standard Organization (ISO) certifications simultaneously by the British Standards Institute (BSI) in view of its result an oriented system, processes and procedures. The Board Chairman solicited the assistance of the House in the passage of the NDIC Act Amendment Bill currently before the National Assembly. In his response, the Speaker commended NDIC on the visit, describing it as a right step towards fostering a harmonious working relationship with agencies in the executive arm of government. On the issue of Cryptocurrency, he noted that as the entire world currently exploited ways of mainstreaming its use into the global financial landscape, NDIC and other safety-net participants in the country must not be left behind in the adoption of appropriate regulatory a framework to deal with the prevalence of cryptocurrencies in the global financial space. The Hon. Speaker said added that only recently, there was a meeting of world leaders in Osaka, Japan to deliberate on the subject. FAAC: FG, 2 other tiers of govt share N762.6bn in June Motolani Oseni The Federation Accounts Allocation Committee (FAAC) on Thursday shared a total sum of N762.597 billion among the Federal, States and Local Governments for the month of June. The communiqué issued by the technical subcommittee of Federation Accounts Allocation Committee (FAAC) and signed by the Accountant -General of the Federation (AGF) at the end of the
meeting held in Abuja, indicated that the gross statutory revenue of N652.949 billion received for the month was higher than the N571.731 billion received in the previous month by N81.218 billion. Revenue from petroleum Profit Tax (PPT) and Companies Income Tax (CIT) increased significantly value-added tax (vat) increased marginally while royalties import, and excise duties decreased considerably. The total revenue distributable for the current month (including vat and exchange gain) is N762.597 billion.
The shared amount comprise the month’s statutory distributable revenue of n652.949 billion, the gross revenue available from the Value-Added Tax (VAT) is N108.631 billion as against N106.826 billion distributed in the preceding month, resulting in an increase of N1.805 billion. Furthermore, from net statutory revenue, the federal government received N309.433 billion representing (52.68℅): States government received N201.157 billion (26.72%); local government Councils received N151.384 billion
representing (20.60%), while the oil-producing states received N38.705 billion (35%) as 13 per cent derivation revenue. From the revenue available from theVAT, the federal government received N15.643 billion (15%), states received N52.143 billion (50%) while the local government councils received N36.500 billion (35%). Consequently, the total revenue distributable for the month of June including vat is N762.597 billion. The excess crude balance as at Thursday, 25th July 2019 is $111.204 million.

The NSE also disclosed that CSCS would automate the deduction
of VAT charged on commissions payable to the NSE and the CSCS. Dealing Members are required to resume the deduction of VAT on commissions earned. Tunde Okoya, vice president of OTACCWA, said a huge investments, reaching N100 billion in monetary value, is needed to build cold stores at major farm gates and markets across the country, as well as acquire cold trucks for moving the produce to markets. Delivering his speech titled, “Harnessing Renewable Alternative Energy Sources for Off-grid Cold Chain Development in Nigeria,” Okoya said investments were also needed to build alternative energy sources such as greenchill, which uses biomass-wastes from farm, cow dungs, to power massive cooling and ripening equipment. ‘Viral hepatitis causes more deaths than HIV, malaria, TB’ Stories: Doosuur Iwambe Despite recent advances in hepatitis C treatment and the availability of hepatitis vaccinations, deaths attributable to viral hepatitis have exceeded those caused by all other chronic infectious diseases, including HIV, malaria and tuberculosis, according to findings from the Global Burden of Disease study. “It’s outrageous, but not surprising,” Charles Gore, president of the World Hepatitis Alliance said in a press release. “This is largely due to a historic lack of political prioritization coupled with an absent global funding mechanism.” Viral hepatitis remains a leading cause of death worldwide. The Global Burden of Disease (GBD) study assesses cause-specific mortality in 195 countries. The study showed that in 2016, 1.34 million deaths were related to viral hepatitis, including liver cancer, acute cases, cirrhosis, hepatitis A, E, B, C and D, according to the World Hepatitis Alliance. This exceeded the number of deaths from TB (1.2 million), HIV/ AIDS (1 million) and malaria (719,000). Viral hepatitis remained one of the top 10 leading causes of death worldwide, which also included heart disease, road
accidents and Alzheimer’s disease. To reverse this trend, the World Hepatitis Alliance is calling for additional efforts to improve hepatitis testing and diagnosis rates. The organization reported that only 5% of people with viral hepatitis are aware of their condition. “World leaders and national decision-makers must heed these findings and note that with targeted funding, political prioritization and specific interventions, hepatitis deaths can be avoided,” Raquel Peck, CEO of the World Hepatitis Alliance, said in the release. From 2006 to 2016, there was a 50% or more reduction in deaths caused by diphtheria (66.4%), tetanus (59.5%), measles (72.5%), leishmaniasis and visceral leishmaniasis (54.1% each) and African trypanosomiasis (76.3%). There were also reductions in deaths caused by TB (20.9%), HIV/AIDS(45.8%), lower respiratory infections (8.2%), upper respiratory infections (26.2%), meningitis (8.4%), malaria (25.9%), schistosomiasis (22.1%), yellow fever
(11.8%), rabies (47.4%) and sexually transmitted infections(26%), including syphilis (27%), chlamydial infection (4.5%) and gonococcal infection (5.9%). WHO partly attributed these reductions to progress toward the Millennium Development Goals, which specifically aim to reduce the global incidence of HIV, malaria and TB. “The global focus on these diseases led to substantial increases in external funding, which permitted the massive
How meal timing can help weight loss - Scientists A new research has found that eating only between 8:00 a.m. and 2:00 p.m. curbs the appetite and can assist in weight loss. A paper that features in the journal Obesity describes a trial that shows how the timing of meals influences metabolism. The authors write that “Eating in sync with circadian rhythms by eating early in the daytime appears to reduce body weight and improve metabolic health.” However, they add that it is not clear which mechanisms could be driving “these weight loss effects.” Therefore, the new study is the “first randomised trial to determine how meal timing affects 24-hour energy metabolism when food intake and meal frequency are matched.” The researchers compared two groups of people who ate the same three meals per day for 4 days but with different timings: the early timerestricted feeding (eTRF) schedule and the control schedule. A total of 11 men and women completed the trial: 6 in the eTRF group and 5 in the control group. To qualify for the trial, participants had to be in good health, aged between 25 and 45 years, and carrying excess weight. The eTRF group breakfasted at 8:00 a.m. and ate their last meal of the day at 2:00 p.m. They then fasted for around 18 hours before breakfasting the next day. The control group also breakfasted at 8:00 a.m. but their last meal of the day was at 8:00 p.m. Therefore, they fasted for around 12 hours before breakfasting the next day. On the fourth day, the participants underwent a battery of tests in a respiratory chamber to measure their metabolism. The measures included calories burned and the amount of fat, carbohydrates, and proteins burned. The participants rated various aspects of appetite — such as hunger, desire and capacity to eat, and fulness — by indicating their perception of these measures on a visual sliding scale.
From blood and urine samples that the participants gave in the morning and evening, the team was also able to assess levels of hunger hormones. The results showed that calorie burning did not differ much between the groups. However, those on the eTRF schedule had lower levels of the hunger hormone ghrelin and reported improvement in some facets of appetite. The findings also reveal that the eTRF group appeared to have burned more fat over a 24-hour period. Speculating on why eTRF could promote fat burning, the team suggests that eating the last meal of the day in the afternoon could help the body switch from burning carbohydrates to burning fat for energy. However, the researchers caution that the findings on fat burning are preliminary and call for a longer study to verify and confirm whether strategies such as eTRF can help people shed body
fat. Lead study author Courtney M. Peterson, Ph.D., an assistant professor of nutrition sciences at the University of Alabama at Birmingham, says that previous studies had not been able to clarify whether meal timing strategies help people lose weight by burning calories or suppressing appetite. Findings from animal studies appear to conflict with those of human studies. Some rodent-based studies have suggested that meal timing strategies help shed weight through calorie burning, while others have not found this. However, Peterson and colleagues point out that those earlier studies had not directly measured calorie burning or they had other drawbacks that could have clouded the results. “We suspect that a majority of people may find meal timing strategies helpful for losing weight or to maintain their weight since these strategies naturally appear to curb appetite, which may help people eat less,” Peterson said.

For dengue, these include improvements in surveillance, increased urbanization and travel, and climate change. “The incidence of dengue has increased 30-fold over the last 50 years, and the year 2016 was characterized by large dengue outbreaks worldwide,” the WHO spokesperson said. “Careful clinical detection and management of dengue patients can significantly reduce death rates from severe dengue.” Although there was a large increase in deaths caused by XDR-TB, they accounted for less than 1% of the overall TB mortality rate in 2016, according to WHO. To counter the increasing trend, WHO called for the development and uptake of new medications and tools for drug-susceptibility testing as well as systematic screening interventions of contacts and high-risk groups. Research for these drugs and tests, however, is severely underfunded, the representative said. “More than $800 million per year is urgently needed to fund research for new anti-TB medicines to end TB,” he added. In light of the large Zika virus outbreak, Zika virus disease was added as a cause of death in the GBD study. The researchers reported that two deaths occurred in 2015 and 19 in 2016. “Given trends in the disease, we do not expect the number of Zika virus disease deaths to increase substantially in the coming years,” they wrote.

NTTF names team for ITTF Africa Cup
Defending men’s singles champion Aruna Quadri tops the list of the eight-man team raised by the Nigeria Table Tennis Federation (NTTF) for the 2019 ITTF Africa Cup holding on August 3 to 5 at the Molade Okoya-Thomas Hall of Teslim Balogun Stadium. According to the tournament guidelines, each participating African country is expected to register two men and two women who will compete in the tournament which is the continental qualifier for the ITTF World Cup. As the host, Nigeria is expected to register four men and four women and
Aruna Quadri being the defending champion, will increase the number of Nigeria’s representatives to five. On the list of players released by NTTF, Quadri will be joined in the men’s singles by Segun Toriola, Bode Abiodun, and Olajide Omotayo. The surprise inclusion is junior sensation Taiwo Mati, who won the All African Games trials. National women’s singles champion Fatima Bello worked her way into the women team as she will be competing alongside Olufunke Oshonaike, Edem Offiong and Ajoke Ojomu, who made his World Championship debut in

Budapest, Hungary earlier this year. Mati may be included in the team to the 2019 All Africa Games in Morocco. At the 2019 African Junior Championships in Ghana, Mati showed class, claiming the cadet and doubles events. At the national trials for the All African Games, Mati defied all odds to emerge the best in the country. It was this feat that prompted the federation to consider his inclusion in the men’s team. Already, the preliminary list of Team Nigeria has been submitted to the organisers but as it stands now, Mati may be on his way to Morocco.

“Otedola has made me, I can play football again,” Christian Chukwu, the 68 year-oldformer Captain of Enugu Rangers, former captain of the Green Eagles and former Chief Coach of the Green Eagles, reportedly joked when he paid a ‘thank you’ visit in Lagos to Femi Otedola, who footed the medical bill for his treatment at a UK hospital. He was further reported to have said: “If you saw me before I left for London, you won’t believe I’ll be here talking to you. I think I won’t be making a mistake if I say after God, it’s Otedola in my life. “I had many complications and I couldn’t walk. When I heard Otedola brought out money for my treatment, I marvelled because in my circle, we didn’t know him before then. We have people with us but maybe they forgot or it’s not in their character (to help)… I don’t know how to thank Otedola enough, God bless him.” Chukwu is reportedly suffering from prostate cancer which has affected his legs. It was said that he needed $50,000 for a life-saving operation. Norbert Okonkwo, media officer for Enugu Rangers, was quoted as saying that the Enugu State government donated a ‘princely’ sum of N1.5 million Naira towards his treatment- though there was a photo op where the Enugu State government gave the impression that it was footing the medical bill for Chukwu’s medical treatment in Enugu. There was also a report that a GoFundMe appeal for him raised only $4,305 of the $50,000 needed – before Otedola intervened and decided to bear the full cost. Otedola reportedly decided to pay for the full medical treatment as a “token of support to a great Nigerian who served his country to the best of his ability”. As it turned out, Chukwu’s medical treatment ended up costing Otedola over N36m. In her study of Adolph Eichmann, the Nazi operative responsible for organising the transportation of millions of Jews and others to various concentration camps in
support of the Nazi’s Final Solution during the Jewish holocaust, Hannah Arendt, the German-American philosopher and political theorist argued that Eichmann performed his evil deeds without necessarily being an evil person because he merely accepted as right the premise which informed his evil deeds. Arendt was to popularize the notion of ‘banality of evil’ from the title of her book: ‘Eichmann in Jerusalem: A Report on the Banality of Evil’ (1963). That phrase is often used to suggest that evil is not only pedestrian but also commonplace. A counterpoise to this, some will argue, is that though evil deeds are common occurrences, good deeds are probably even more trite than evil deeds, but are quite often taken for granted or not adequately acknowledged. In the current conjuncture where despondency seems to have taken over the nation, where the fault lines of religion, ethnicity and regionalism have become deeper than ever, my aim is to use Femi Otedola’s acts of generosity to highlight possible sources of hope for the country. Femi Otedola, a56 year old Yoruba billionaire boss of Geregu Power Plc from the South-west did not wait for the many Igbo millionaires, the government of Enugu state (ChristianChukwu’s home state), governments of the South-east or even the Nigerian Football Federation to bear what he could have rightly called their ‘burden’. The normal trend is for many politicians, public officials and even corporations to focus their acts of charity either on their home state/ ethnic homeland or where they have their businesses. Otedola is not a politician and it is doubtful if his charitable intervention on the Christian Chukwu casewas actuated by the need for publicity. Given that shortly after the Civil War, the Rangers Football Club of Enugu probably did more than any group to lift Igbo spirits from the doldrums of defeat, and that Christian Chukwu was a leading star in the story of the Rangers team, one would
think that his home State Enugu, or the South-east governors or the numerous Igbo millionaires would be falling over themselves to pick up Christian Chukwu’s medical bill. But No. Were Christian Chukwu’s medical bill to be a national contract or political appointment, it would have been ethicised, with the usual stereotyping and of course charges of marginalization. It should be recalled that Otedola previously settled the medical bills of the veteran actor, Victor Olaotan, who was at risk of double amputation following a ghastly car accident. A few days ago, it was also reported that Otedola has taken over the medical bills of ailing Nollywood actor SadiqDaba – from the Northern part of the country. The actor, who was recently diagnosed with chronic obstructive pulmonary disease (CPD), for years battled with leukaemia and prostate cancer and travelled to the United Kingdom for treatment and returned only in 2017. After living a relatively normal life for some two years, there was a relapse and he became ill again. Otedola intervened because he reportedly loved watching the actor as a kid. On why he chose to foot Sadiq’s medical bill, Otedola was quoted as saying: “For me, taking care of Sadiq’s medical expenses is my little way of showing appreciation and gratitude for the good memories he created for me and others in the past. “I must say that even though I don’t know Mr. Daba personally, he is a face I am familiar with through the old TV drama production “Cock Crow at Dawn” which I used to watch while growing up.” Otedola also reportedly agreed to foot the medical bill of Peter Fregene, former Nigerian goal keeper, who has been bedridden since 2001. There are certainly several Otedolas around, some doing their bit from their small corners of the country (unrecognized and unsung) to lift up fellow Nigerians, irrespective of where they come from

Quarter-finalists Uruguay (5th, up 3), Colombia (8th, up 5) and Venezuela (26th, up 7) – who reached their bestever ranking position after their run to the last eight. U-20 WWC: FIFA scores Edo high on preparations The world football governing body, FIFA, yesterday scored Edo State high in its preparations towards hosting the Under-20 World Cup tournament in the state capital, Benin City, in 2019. FIFA Consultant, Mainasarawa Illo accompanied by Amaju Pinnick, the President Nigeria Football Federation (NFF), on tour of facilities, stated that the Ogbe Stadium in Benin City is one of the venues proposed for use by FIFA and would be inspected again in a couple of weeks.
