of agreement of the tripartite committee. The President of the Nigeria Labour Congress (NLC), Comrade Ayuba Wabba, stated this in during World press conference in Abuja on Wednesday. According to the leadership of the organised labour, the decision of the Governors Forum should be regarded as a mere pronouncement of Federal Government position on the committee. Wabba further insisted that N30,000,00 was a product of the tripartite committee after negotiation which the governors were part and parcel of of. He said, “Each of the six governors represented six geopolitical zone. It is important to note that the National Minimum Wage is not an allocation to
workers. The unilateral pronouncement by the governors of N22,500 minimum wage is an abuse of every known principle of industrial relations as labour law has processes and international best practices.” The organised labour also faulted the claim of the NGF that the Nigerian workers represent only 5 per cent of the Nigeria’s general populace, stating that such assertion is erroneous. “We are also very concerned about the huge pressure being brought upon the organised private sector (OPS) to compromise their stance on the N30.000 new minimum wage. This pressure led to the recent statement by NACCIMA which sought to cast aspersion on an already negotiated new minimum wage,” the NLC president added.
Wabba said that Labour rejects unequivocally the communique issued by the Nigeria Governors Forum on October 30, 2018, saying that the action was an attempt to undermine the authority of the President and should be condemned by all the stakeholders. The organised labour also stated that the legal step to take is for the National Minimum Wage Tripartite Negotiation Committee to submit the report of the already concluded National minimum wage negotiations to the President for transmission to the National Assembly for necessary consideration and passage into law. “We wish to reiterate our position adopted by our National Executive Council (NEC) meeting of 23rd October, 2018 that adopted N30,000. Anything else shall not be accepted by us,” Wabba added.

The Army spoke through the Garrison Commander, 3 Division Nigerian Army, Brigadier General Umar Mohammed, who is the officer leading the operation on the missing General. Mohammed said: “Whoever is involved in this heinous crime will not go unpunished no matter how connected he is. Those who have not submitted themselves to the police we are on their trail. “We came here this morning with the leading of one of the suspects who submitted himself to the Nigeria Police after being declared wanted. We drained the water and we have been able to salvage the remains of the missing retired Army officer. “The hierarchy of the Nigerian Army has issued an order that the retired missing Army General
must be found dead or live and all those who participated in the heinous crime be brought to book”. Journalists were however allowed to view the body bag in which the remains of the Army officer was wrapped and after a military parade was conducted for the late General before his lifeless body was put into an ambulance. The remains of the missing General was found in an abandoned well in Gushwet village, Shen district of Jos South Local Government Area of Plateau State. The Daily Times recalls that the Army had earlier declared him missing on September 3. Alkali went missing on his way to Bauchi after leaving Abuja in the morning of September 3, 2018. Consequently, the Chief of Army Staff (COAS), Maj.-Gen. Tukur Buratai, set up a search team for the missing general. The army said that after a thorough search and investigation, they narrowed their search to a mining pond in DuraDu in Jos South Local Government Area of
Plateau State. After two weeks of draining water from pond, the car of the missing general and two other cars were recovered from the pond. Brig. Gen. Umar Mohammed also disclosed said that members of the search were led to the location by one of those earlier arrested in connection with crime. He said that the operation was jointly carried out by men of the Nigeria Police and the Fire Service. Umar said that with the recovery of the body, they were left with one task to ensure that those declared wanted in connection with the crime were brought to book. “The COAS gave us three terms of reference, to get the missing senior officer dead or alive, to recover his car and to ensure that those who committed the crime were punished. “We have today fulfilled the second condition, we will not rest until we meet the third. “We want to assure those that are on the run to know that we are on their trail and we must get them,” he vowed.

Apparently reacting to workers’ protest and insistence from the Governing Board of the National Health Insurance Scheme (NHIS), President Muhammadu Buhari, on Wednesday ordered the embattled Executive Secretary of the NHIS, Prof. Usman Yusuf, to proceed on administrative leave in order to create room for an unfettered investigation. The President also approved the establishment of a seven-man factfinding panel to investigate the allegations leveled against Yusuf by the Governing Board of the NHIS. The President further approved that Mr. Ben Omogo, a Director of Administration in the Office of the Head of the Civil Service of the Federation be deployed to oversee the affairs of the Scheme. In a statement signed by Olusegun A. Adekunle, Permanent Secretary (General Services Office) on behalf of the Secretary to the Government of the Federation, Boss Mustapha, the presidency said that the development became necessary to create room for an unfettered investigation into the series of allegations against Yusuf The statement also directed Ben Omogo to take over the activities of the scheme in acting capacity pending the outcome of investigations by the constituted panel. The Panel, headed by Dr. Hassan Bukar, a retired Permanent Secretary, was directed amongst others to investigate the alleged infractions listed by the NHIS Governing Council in a letter dated October 18, 2018 and determine the extent of culpability or otherwise of Yusuf with regards to the allegations; “To identify, investigate and make recommendations with regards
Yusuf to issues that led to the unhealthy relationship between the Board and the CEO; “Investigate and make recommendations on the extent of involvement of staff Unions’ within the institution as to the current impasse between the Governing Board and Executive Secretary; and “To examine all governance challenges in the NHIS and make appropriate recommendations”. Other members of the panel include Dr. Emmanuel Meribole, Director, HPRS, FMH; Mr. Adewale Owolo, Director, Audit, (AuGF); Mr. Shamsuddeen Bello, Deputy Director, Expenditure (OAGF) and Mr. Ishaq Yahaya, Director, Certification & Compliance, BPP. Other members are Dr. Ekanem John Udoh, Director of Science
(FMS&T) and Mrs. Jummai Idakwo, Secretary, Director, Administration (OSGF). The panel will be inaugurated by the SGF on Friday at about 3pm in the conference Room of the OSGF. Mustapha said that the committee has two weeks to report its findings to the government for necessary action. According to the SGF, the Federal Government has found it necessary to restate that the objective for establishing Parastatals is in fulfillment of the need to deliver services to Nigerians faster and better. He said: “The government has also considered it necessary to restate that the roles of Governing Boards/Councils are as prescribed by the statutes, guidelines and extant circulars and that the position of Chief Executives of Parastatals is to ensure that policies of Government as ennunciated by Boards and Councils are implemented in accordance with their mandate.” However, he said that the government has however observed with deep concern the growing tension between Boards and Chief Executives and their attendant implications for governance. The statement reads in part; “For the avoidance of doubt, government will neither tolerate acts of indiscipline from any appointee nor will it habour any acts of corruption. Government will however ensure that due process is followed strictly in trying to maintain discipline and probity in public service. “With specific reference to recent developments at the National Health Insurance Scheme, Mr. President has after due consideration approved the establishment of an independent factfinding panel to investigate the alleged infractions by the Executive Secretary and report back within two weeks.
Ex -militants invade A’Ibom LG secretariat, sack workers over amnesty deal Isaac Job, Uyo Hundreds of angry former militants who surrendered their arms to government two weeks ago regrouped and barricaded the entrance of Etim Ekpo council headquarters at Utu on Wednesday and chased out the chairman, Mr. Udeme Eduo, while council workers scampered for safety The militants, who invaded the council premises in the early hours of Wednesday, accused government of breaching terms of conditions in the amnesty deal brokered by government. The protest, which lasted for several hours, crippled activities even as our correspondent learnt that the rampage was carried out by members of Iceland and Debam cult groups. Government’s amnesty to the militants was informed by the killings, kidnappings and armed robbery in the parts of Etim Ekpo in which over 200 persons were
killed and over 2,000 displaced. Armed with a placard with the inscription, “Give us our rights”, one of the ex-militants, who would not want his name in print, told reporters that “we have been deceived by government to come out of the bush and drop our weapons but what was promised has not been implemented”. The ex-militant, who said he was of the Debam group, explained that the “the initial empowerment fund given to us by the government was not properly shared to the families by the Council Chairman, Hon. Udeme Wilson Eduo”. He recalled that “two weeks ago, we were asked to assemble at the Qua Iboe Church (QIC) primary school at Uruk Ata 2. When the Chairman arrived, he expressed happiness that we obeyed the government and embraced the deal for peace to return to our communities. “However, what the Chairman did was to short-change our group and gave 1million to the Icelanders and gave a paltry N150,000 to our
group with a promise of other things like vocational jobs and other empowerment funds”, he explained and called on Governor Udom Emmanuel to correct the anomaly for sustainable peace in the communities”. Though the Chairman could not respond to calls sent to him for his position on the matter, one of his aides who would not want his name mentioned, simply said that, “the Chairman is in a meeting with security agencies”. However, the Police Public Relations Officer (PPRO) in the state, DSP Odiko Macdon, who confirmed the incident, said Police were on hand to ensure the protest did not degenerate into fight, saying “the matter has been resolved”. He assured that the new Commissioner of Police, Akwa Ibom State Command, Mr. John Bassey Abang, was fully committed to ensuring lasting peace returns to the troubled areas and the state in general.
According to the SGF, the terms of reference of the committee include: To investigate the alleged infractions listed by the NHIS Governing Council in letter dated 18th October, 2018 and determine the extent of culpability or otherwise of the Executive Secretary with regards to the allegations; To make appropriate recommendations based on the findings from TOR I above; To identify, investigate and make recommendations with regards to issues that led to the unhealthy relationship between the Board and the CEO; Investigate and make recommendations on the extent of involvement of staff Unions’ within the institution as to the current impasse between the Governing Board and Executive Secretary; and to examine all governance challenges in the NHIS and make appropriate recommendations. The Federal Government reiterated that it recognises the importance of the Scheme as a strong mechanism for the delivery of public healthcare and wishes to re-assure all Nigerians of its determination to place high premium on public interest. The Daily Times recalls that the Minister of Health, Prof. Isaac Adewole, first suspended Yusuf in June 2017, after an administrative
panel found him guilty of allegations of gross misconduct, nepotism, financial recklessness and alleged theft of public funds to the tune of N919 million. In October, Adewole made the suspension indefinite pending action from President Muhammadu Buhari. But in February 2018, the President reinstated Yusuf through a letter from the President’s Chief of Staff to the Minister making no mention of the allegations against Yusuf but simply urging him to “work harmoniously with the Minister”. On October 18, 2018, the NHIS board chaired by Dr. Enyantu Ifenne directed Yusuf to proceed on suspension, pending the conclusion of investigation against him. Ifenne said that administrative panel has been constituted to investigate the allegations and other activities of the NHIS boss. She said: “His suspension will allow for unfettered access to the records of the agency to ascertain the truth behind the corruption allegation against the chief executive of NHIS”. She added the board consulted with all the stakeholders including the Minister of Health , Prof. Isaac Adewole, before his suspension decision was taken.

Tunde Opalana, Abuja The National Working Committee of the African Democratic Congress (ADC) has re-affirmed Senator Olufemi Lanlehin as the governorship candidate of the party in Oyo State. The National Chairman of the ADC, Chief Ralphs Nwosu, disclosed this while briefing the press, after a meeting of the National Working Committee, in Abuja on Wednesday. This announcement puts an end to speculations in the media about the authenticity of Lanlehin’s candidacy. The Chairman said: “In line with our earlier press statement on the issue of ADC’s gubernatorial candidate in Oyo State, the National Working Committee wishes to announce that Senator Olufemi Lanlehin remains the gubernatorial candidate of ADC in Oyo State. “We have had to revisit the issue to ensure that we accommodate all concerns from various quarters. We have had meetings with all the stakeholders of our dear party, including aspirants at all levels of elective positions. “This was meant to ensure that the choice of Senator Lanlehin satisfied the aspirations of all party leaders, members and stakeholders of our great party, including a broad spectrum of the good people of Oyo State. “Following the deliberations and consultations, the party’s decision on Senator Lanlehin has been ascertained to be the best for ADC
and especially the good people of Oyo State. All the polls taken so far have pointed to the fact that Lanlehin is the Oyo State Governor in waiting”. He added: “However, in view of the controversy generated by 12 governorship aspirants of the party in Oyo State, and their request to make an input in choosing a consensus candidate, we gave them the chance to make a recommendation and they recommended Dr. Nureni Adeniran, who the Screening and Primary Committee had screened out because of his failure to meet financial obligations (Expression of Interest and nomination form), lack of constituency support and inability to prove adequate financial capacity to fund the governorship campaign/election. This calls into question the motive behind the agitation of the 12 aspirants.” Assuring ADC members and stakeholders that the party is well positioned to take over the Government House in Oyo State come 2019, the National Chairman warned: “We will not condone acts intended to destabilise the impressive progress already made by ADC in Oyo State. Every member of the party has been assured that their yearning for a candidate of the people has been satisfied in the choice of Olufemi Lanlehin. “We urge everyone, particularly the media, to disregard further press statements, not issued by the National Working Committee on the issue of a governorship candidate for ADC in Oyo State.”

The Peoples Democratic Party (PDP) candidate in the recent Osun State governorship election, Senator Ademola Adeleke, was on Wednesday arraigned with four other accused persons on fourcount charge before the Federal High Court in Abuja over alleged involvement in examination malpractices. The other defendants are Senator Adeleke’s brother - Sikiru Adeleke, Alhaji Aregbesola Mufutau (Principal, Ojo-Aro Community Grammar School, Ojo-Aro, Osun State where the alleged exam malpractices took place, Gbadamosi Thomas Ojo (school Registrar) and Dare Samuel Olutope (a teacher). Adeleke and his accomplices risk 10 years imprisonment on each count without an option of fine if the charge of conspiracy and impersonation are proved against them before the court. But when the charge was read to Senator Adeleke and other defendants, they pleaded not guilty to the criminal offence. Adeleke, who wore a light brown simple buba and trousers with his traditional unique long cap to match, had arrived with his routine of aides in his usual boisterous mood, at the court premises at about 8.15 am. Senator Adeleke was admitted to bail on selfrecognition by Justice Edward Ekwo. The court also ordered Adeleke to deposit his passport with the Court registrar. The court also directed Senator Adeleke, as part of his bail conditions, to sign
an undertaken to always attend trial and shall not travel out of the country without the permission of the court. The court also granted bail to Senator Adeleke’s brother- Sikiru Adeleke and the principal of the school, Alhaji Aregbesola Mufutau, on the sum of N2 million each with a surety. The judge also ordered that the surety must be owners of landed property within jurisdiction of the court which shall be verified by the registrar of the court. But the bail applications of two other defendants Gbadamosi Thomas Ojo (school Registrar) and Dare Samuel Olutope (a teacher), were not heard. Upon their arraignment on Wednesday by the Federal Government, the defendants pleaded not guilty to the charges against them. Lawyer to Senator Adeleke, Chief Alex Izinyon (SAN), informed the court of a bail application dated and filed on October 12, 2018. He informed the court that Senator Adeleke is currently enjoying administrative bail granted him by the police and has not jumped bail since, adding that Adeleke is a serving Senator and would always appear in court for his trial if released on bail. Lawyer to the second and third defendants, Chief Nathaniel Oke (SAN) and Abdulsalam Abdulfatah respectively, moved the bail applications for their clients, while the court declined attempt by Oke to move an oral application for the 4th and 5th defendants. But the prosecution lawyer, Simon Laugh, did not oppose the bail
applications. In a short ruling, Justice Ekwo, who noted that bail is at the discretion of the court, granted the applications as prayed, adding that the prosecution while not opposing the motion admitted that the defendants are all on administrative bail. The judge also directed the defendants to submit their passports to the court and must not travel out of the country without obtaining express permission from the court. However, Justice Ekwo ordered the remand in prison custody of the 4th and 5th defendants, Gbadamosi Ojo (school Registrar) and Dare Olutope (a teacher) since they did not apply for bail. He subsequently adjourned till December 17, 18 and 19 for full trail. In the charge marked: FHC/ABJ/CR/156/2018, the defendants are accused of fraudulently, through impersonation, registering as students of Ojo-Aro Community Grammar School, Ojo-Aro Osun State to enable them sit for the National Examinations Council (NECO) examination of June/July 2017. In the first count preferred against the defendants, the prosecution alleged that the five defendants “conspired to commit felony, to wit: examination malpractices, and thereby committed an offence contrary to section 10 of the Examination Malpractices Act Cap E15 LFN 2004”. In count 2, the prosecution alleged that the three members of staff of the school acted in concert by aiding and abetting “the commission
of examination malpractice by impersonation” when they alleged “registered Senator Ademola Adeleke and Sikiru Adeleke” while knowing or having “reasons to believe that they are not students of the school”. The alleged offence was said to be contrary to Section 9(1) of the Examination Malpractices Act Cap E15 LFN 2004. In count three, the two Adelekes were accused of acting in concert, and “impersonated as students of Ojo-Aro Community Grammar School when you fraudulently registered as students of the school in the June/July, 2017 NECO”. The offence is said to be contrary to Section 3(2) of the Examination Malpractices Act Cap E15 LFN 2004. The fourth count accused the three members of staff of the school of “acting in concert” and while “saddled with the responsibilities of registering students of your school in the June/July 2017 NECO examination, breached that duty by registering Senator Ademola Adeleke and Sikiru Adeleke as students of your school in the June/July 2017 NECO examination when you know or had reasons to believe that they are not students of the school”. The fourth count was said to be contrary to Section 10(a) and punishable under Section 3(2) of the Examination Malpractices Act Cap E15 LFN 2004. After the judge’s ruling, Adeleke hanged around the court corridor with his aides until the judge rose at about 11 am before he returned to the court room where he waited until 3 pm before his bail conditions were perfected.
NEMA returns another batch of 141 Nigerians from Libya Chukwuemeke Iwelunmo
The National Emergency Management Agency (NEMA), on Wednesday, received a fresh batch of 141 stranded Nigerians from a restive Libya, comprising 71 female adults, 3 female children and 3 female infants. Also, there are 53 male adults, 6 male children and 5 male infants. The agency, which returned the stranded nationals back to the country, also revealed that among them were 2 medical cases, 9 families and
11 pregnant women all assisted back by the International Organisation of Migration (IOM) through the assistance of European Union. The returnees were brought back via an AL Buraq flight number UZ189 which arrived the Cargo Wing of the Murtala Muhammed International Airport ( MMIA) Ikeja at 10:45 p.m last night. Receiving the Nigerians who were mostly from city centre of Tripoli, the capital of distressed country, Libya, Mr. Segun Afolayan, Chief Planning Officer, on behalf of the Director
General of NEMA and other federal agencies, welcomed the voluntary returnees back in the country. Afolayan urged the returnees to turn a new leave in forging ahead in their future endeavours and not allow the unfortunate experiences to negatively impact on their lives. He said: ”Truly, you had bad experiences differently, collectively and individually but these should be the motivation for you to make positive decision to see the brighter future ahead of you. This is because no one can tell
the story more than you and making the better use of your lives are essential. “Please, Federal Government is urging you to be ambassadors of positive change by taking the antiirregular migration campaign to those still aspiring to take dangerous journey. You can talk to them in the language they will understand most.” Agencies which joined NEMA in the operation were the Nigeria Immigration Service, NAPTIP, Refugee Commission, FAAN and Port Health.

`Every Child Counts’ name of new education policy – Osinbajo Vice President Yemi Osinbajo has disclosed that ‘Every Child Counts’ is the name of new Federal Government’s education policy. The Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Mr Laolu Akande, quoted Osinbajo as saying this in Lagos in a statement made available on Wednesday in Abuja. Osinbajo spoke at the 60th Anniversary of Grange School, Lagos, on Tuesday. According to the vice president, Nigeria is Africa’s most populous country; and like the rest of the continent, it is a nation of young people as half of its population is below the age of 20. He said that Nigeria would be the third most populous country in the world by 2050 and would have a large youth population that could be a tremendous blessing for economic growth and prosperity. Osinbajo, however, said that the population could also be a problem especially if Nigeria did not plan well and in advance as extreme poverty further complicated the problem for a country like Nigeria. He said there was need to increase school enrolment, adding that school enrolment had increased in many cases by over 30 per cent in the last 2 ½ years, largely on account of our school feeding programme. Osinbajo said that to eradicate poverty, Nigeria’s education must equip the young to be productive as the Federal Government was working on far-reaching skillsbased curriculum on Science, Technology, Engineering, Arts and Mathematics. “This is the curriculum for primary and secondary schools. “The core skills the programme will provide include: (1) Coding and Computer Programming; (2) Design Thinking and Computer Generated Imaging, Animation and Graphics Design; (3) Robotics, Networking and basic engineering applications. “We have a programme called the N-Power programme and about 3,000 of them are currently being trained in animation skills and techniques and we found that people take so easily to learn
some of these things. “In fact, the younger people are, the easier it is for them to learn all of these technology skills. “So, we think that to develop the kinds of young people who will be able to take on the kind of challenges of the 21st century and get the kind of work that the 21st century is producing already, we simply have to change the way we teach and what we teach.’’ He said the Federal Government was working in collaboration with the Massachusetts Institute of Technology (MIT), Oracle Academy, Microsoft Cisco Academy and IBM. According to him, they are working with the Federal Government in developing the curriculum alongside, the Federal Ministry of Education and the respective states. Archbishop Chukwuma hails Gov Ugwuanyi’s Short News commitment to children’s welfare Moses Oyediran, Enugu The Archbishop of the Enugu Ecclesiastical Province, Most Rev. Dr. Emmanuel Chukwuma has commended Governor Ifeanyi Ugwuanyi for signing the Child Rights Bill into law, which he said has guaranteed the rights and welfare of children in the state. The Archbishop, who is also the Chairman, Enugu State Adoption Committee, stated that the governor’s disposition in ensuring that all illegal adoption of children are completely stamped out in the state, is commendable and worthy of emulation. The cleric spoke during the “Sensitization Workshop for Stakeholders on Adoption and Adoption Process in Enugu State”, held in Enugu, yesterday. He expressed delight that Gov. Ugwuanyi has provided the enabling environment for the committee to discharge its duties, stressing that “based on the magnanimity of His Excellency, this committee has ensured that baby factories where babies are harvested for rituals do not exist in Enugu state”. The committee chairman added that the governor has assisted the state in the area of protection of the children through the engagement of social welfare workers, training
of the staff and supporting them in partnering with some doctors and hospitals to ensure that the rights of children are protected. Declaring the workshop open, Governor Ugwuanyi emphasized the importance of children in the society, pointing out that “the Bible in Psalm 127 verse 3, describes children as a heritage from God and as His gifts to mankind”. He added that it “is the obligation on the society to treat children as precious divine presents, to be loved and cared for by all”. Represented by his deputy, Mrs. Cecilia Ezeilo, Gov. Ugwuanyi noted that the delicate and sensitive nature of children have necessitated most countries including Nigeria to make laws and rules “to ensure that adoption and fostering are not abused or used in such a manner that would be detrimental to the wellbeing of the affected children”. He disclosed that his administration has continued to take measures towards protecting the rights and welfare of the children in the state, such as prompt constitution of the committee on child fostering and adoption, the enactment of the child rights act in 2016 as well
as the establishment of 12 family courts by the state’s Chief Judge, among others. The governor therefore applauded “the State Ministry of Gender Affairs and Social Development, the State Judiciary and other relevant agencies of government stakeholders, participants, facilitator, and all who played a role in the organization of the workshop” for the initiative. Earlier in her opening address, the Commissioner for Gender Affairs, Princess Peace Nnaji, maintained that the establishment of the Adoption Committee by Governor Ugwuanyi has distinguished him as “a dynamic leader that cares for the welfare of children”. She said that the workshop also provides an ample opportunity for the stakeholders and the general public to know what adoption was all about, and the adoption process in Enugu state with a view to getting it right for the overall interest of the children in particular and society in general. Describing legal adoption as “a permanent placement of a child into a fit and proper home through the court of law, the gender affairs commissioner, further explained that it “needs multi-sectoral approach”, which requires the inputs of her ministry, court of law, public spirited individuals, religious organizations, among others.

NHIS crisis, ES Yusuf and matters arising

The imbroglio surrounding the suspension of the Executive Secretary of the National Health Insurance Scheme (NHIS), Prof Usman Yusuf, has generated different shades of controversy within and outside the agency. There is hardline obstinacy by the parties involved to the matter, with the governing board of the NHIS insisting on its power to suspend Yusuf, while Yusuf maintains that he is only answerable to the President. In the background of the clash between Yusuf and the board of the NHIS are the Health Maintenance Organisations (HMOs) and some staff of the NHIS who want Yusuf gone. Since Yusuf was appointed by the Buhari administration in July 2016, there has been palpable crisis within the NHIS, as it became apparent that it would not be business as usual. Yusuf has personally alleged wide-scale corruption at the NHIS, touching on the HMOs, during the years preceding his appointment and he promised to return administrative and financial integrity to healthcare insurance in Nigeria. Yusuf, however, landed in a pot of his own controversy when top officials of NHIS accused him of fraud and mismanagement, including corruption in the handling of about N919 million without due process, and other matters. The Minister of Health, Prof Isaac Adewole, ordered his suspension in June 2017, to clear way for proper investigation of the allegations. However, President Buhari lifted the suspension in February 2018, and this, after rumours of tension between Yusuf and the minister of Health had seeped into public knowledge. The board of the NHIS announced its decision to suspend Yusuf again on October 18, 2018, and some of the staff of the Scheme, especially at the Abuja Headquarters, openly jubilated at the decision and even went further to form themselves into a barricade to prevent Yusuf from gaining access to his office. Yusuf sought the protection of policemen to enter the premises, in protest of the board
decision and in defiance of the revolting staff members – a step that has generated a separate controversy. The question now is whether Yusuf is a reformer and crusader for positive change or a new player in the field of public corruption who does not play well with others. The experience of civil service in Nigeria generally does not cast the revolting staff members of the NHIS in a positive light. They want Nigerians to believe that whatever steps have been taken by them and the board have been in the interest of Nigerians. Interestingly, the HMOs who threatened to challenge, in court, the decision of the president to reinstate the suspended Yusuf earlier in the year, also claimed to be working in the interest of Nigerians. Usually, in the civil service, when people bandy together in this manner, it is in protection of their own interests, which, like those of our politicians, is paramount. In the different claims levied against Yusuf, he is said to be “insubordinate” and to have run the NHIS with an “iron hand” since he took office. In Nigeria, this could be an euphemism for blocking avenues for cash leakage or administrative profiteering. The involvement of the HMOs and their campaign against Yusuf also deepens suspicion of the motivations behind the moves against him, especially as Yusuf has not been shy in his criticism of the HMOs or their relevance in the healthcare sector. There is data to show that the HMOs have underachieved in all the years the NHIS has engaged them, as they are the recipients of billions of naira from the government, which ought to be transmitted to health service providers. It was revealed in hearings before the House of Representatives that the HMOs have only used a fraction of these funds in the manner stipulated, for varying reasons, while the huge excess was not being remitted back to the NHIS. In the Nigerian civil service that has been the principal enabler of corruption in
public office, racketeering is rife and mafias are often found around major destinations of government funds, of which the NHIS is an example. Neither the staff of the NHIS, who are revolting, nor the HMOs, have addressed the issue of ghost enrollees in the scheme that have been uncovered and blocked in Yusuf’s time at the helm. Instead, it seems like a campaign of calumny is being orchestrated against Yusuf for daring to shake the NHIS/HMO table of corruption. One suspects that this is why the Presidency, and the House of Representatives, at a point, have backed Yusuf’s reinstatement. In any case, it is not for the staff of the NHIS to handle their dissatisfaction in the manner they did on Monday, October 21, 2018. There are processes to be followed for every act in government. The staff of NHIS have no power to restrict the movement of the executive secretary. Already, there is open controversy on whether or not the board of the NHIS has the power to suspend the secretary, as leading legal minds have agreed that the NHIS Act does not expressly confer this power on it. It would have been sensible for the aggrieved staff to urge the board to seek legal determination, rather than subject themselves to suspicion by their overt act, which led Yusuf to seek police protection. In alleging the lack of due process in Yusuf’s management of the finance and affairs of the NHIS, one expects that the board would be mindful of following due process in taking any action. Where the process is unclear, and especially when their action is being contested as in this case, it is expected that the board will seek legal advice and redress. Whether backed by the board or not, the physical attempt to restrain Yusuf introduces an element of bias and probable selfish interest and malice into what ought to be a public interest matter. Nigerians should not be bamboozled every time someone comes up with stories
involving huge sums of money to accuse a government official of corruption, especially when the claim is arising from an organised group of civil servants. Like our politicians, we should not readily take the word of civil servants, who have been the greatest collaborators in the history of corruption in Nigeria. No part of this opinion is exonerating Yusuf from possible culpability or guilt in any of the accusations made against him. This is a common sense take on the reaction of Nigerian civil servants to a change in leadership which apparently has not been favourable to them, for whatever reasons. One ought to apply caution in a case like this. The Economic and Financial Crimes Commission (EFCC) is in possession of a petition against Yusuf, and all pressure ought to be exerted on this agency and the courts to obtain any outcome, not through public campaigns of calumny, blame trading and deflections that have been seen in this case. It does not speak well of our public service or of the understanding of due process that the board and aggrieved staff of the NHIS suggest they have. Whether Yusuf is culpable or not, members of the NHIS board, the HMOs and some of the revolting staff of the NHIS may have dirty hands that would be better protected if Yusuf is disgraced out of office as executive secretary. Where allegations are made in a matter involving the civil service, the smart thing is never to assume that there are any saints. The interest of Nigerians is not best served by a board somewhere or a group of civil servants getting their way, it is best served when the processes of government are carried out as prescribed by law. Where the law is sketchy, the law courts should be consulted. Anything outside of this is against the interest of Nigerians, especially when a few people stand to gain more from an outcome. In the end, better management of this issue is a matter of public interest.
My encounter with the late Tony Anenih (1)

Our first encounter in 2000 was simply apocalyptic. The old cop was at his bewitching best – marshalling provincial tactics of intimidation and seduction. An editor with ThisDay then, I was in Benin City for the weekend and happened to have been with the then Governor Lucky Igbinedion at the White House that evening, before the then acclaimed “strongman of Edo politics” appeared like an apparition. Nothing, in my wildest imagination, had prepared me for the coming volcanic eruption, while chatting with the Edo State governor over wine. As the day wore on, folks – a few familiar faces and the others unknown – began to trickle in, until the main lounge was packed full with the “powers and principalities” of the Edo State Peoples Democratic Party (PDP) of that time, ahead of a pre-scheduled caucus meeting. Easily recognisable among them was the durable Chief Sam Ogbemudia, debonair Mike Oghiadome (deputy governor), gangling Samson Ekhabafe (now late) and feisty Aguele (state chairman). Then, the air would freeze as Chief Anenih sauntered in, in a white kaftan, with everyone standing up in courtesy to “The Leader”. It didn’t take long for his sharp
police eyes to notice the oddity of my presence. “Youngman, who are you?”, he muttered, before taking his seat on the two-seater sofa by the national flag. “I’m Louis Odion.” “Louis Odion, the journalist?,” he asked, eyes dimmed quizzically behind his trademark thick bifocals, while others watched with growing curiosity. “You guessed right, sir.” What remains difficult to tell till date was whether it was that casual retort or the self-assuredness with which it was expressed that stoked Chief Anenih’s anger the more. With a voice now almost breathless in anger, he chose to direct his bazooka instead at the chief host (Igbinedion) and let out a fiery shot: “Lucky, what’s this enemy doing here?” “My Leader, Louis is my friend o. He’s in town and came for a drink.” “What friend?!” he exploded further in a paroxysm of expletives and imprecations, too harsh – if not too mean – to restate here. He continued: “He cannot be a friend. This boy abuses everybody every day with his pen. I used to think he was even an old person. I didn’t know he’s such a young boy like this.” In the brief, testy silence that followed, the building would seem
to be quaking in the tremor of his venomous rage. Then, the earth parted again and the volcanic eruption resumed in its blazing severity, with Chief Anenih finally thundering: “Young man, will you get out of this place!!!” Of course, by now, such dark hint was enough to activate my survival instinct. As I made for the door, the stentorian voice boomed again, “Young man, come back here!”, with the same Chief Anenih beckoning me to come and sit next to him on the sofa! Never in my life had I been this publicly embarrassed before. After hesitating at the door, I turned back, more out of respect for someone old enough to be my grandpa. Only then did the gathering of party grandees return to a cacophony of banters, but with their voices muffled, in deep reverence of the monumental presence of “The Leader”, while awaiting the meeting to be called to order. In our corner, a completely new drama began to unfold. After you chastise a child with the right hand, they say, you’re obliged to cuddle him with the left. From the earlier bullying, “The Leader” suddenly and astonishingly resorted to patriarchal charms. The way he went about it was most disarming.
He wasn’t looking at me as he began to speak in a soft voice, having pulled closer on the sofa. Cupping his mouth with the right hand so that not even anyone standing by could eavesdrop while facing the crowd, he whispered conciliatorily to me: “I can see you’re really angry at the way I spoke to you now. Louis, that’s me. Go and ask my children, when I’m angry I tell them off. After that, we’re family again.” To break my last wall of defence, he doubled the flattery, “Louis, I never knew you were even this handsome,” his face now lit with a broad smile. “But if I may ask you, why do you always like attacking me in your writings?” “Sir, I’m only a journalist doing my work,” I finally found my voice “As a reporter, I report facts. As a columnist, I only express my personal opinion. I may be wrong, but I don’t mean to be disrespectful, sir.” Then, he sent for his aide, Odion Ugbesia, and asked him: “Do you know this man?” “No sir.” “That’s the famous Louis Odion, the journalist. He’s your namesake and also from Edo. Take his number and give him all my direct numbers in Abuja and Benin and make sure you’re in touch with him.” To be continued

Editorial Commentary Matters miscellaneous (I)

Not all ‘change’ is in the direction of ‘growth’. Or so say development economists. Because some changes are actually in the direction of rot. When things decay they change in the negative direction. Because ‘matter’ is always either in a state of growth, of decay, or of inertia. And so too, not all ‘movement’ is necessarily going forward. Because often some movements occur backward in the reverse of the distance already covered. This is without prejudice to the fact that sometimes it makes perfect sense to ‘move back’ first in order to effectively ‘move forward’. Because often it has to get damn bad before it can get better. When you have slipped off the precipice, no miracle will from a fall. You have to look forward first to a crash; and then pray you be alive to pick the bits and pieces of your shattered carapace, piece them together and see if you can get back to the dangerous climb -all over again. This was exactly where we were, just before or right after 2015: a sudden slump resulting from PDP’s massive looting of the economy had plunged us into an inevitable recession. Had Jonathan won the election and the scavenging had continued, we would definitely have been at depression’s door. We had managed to ‘swim’ –even if amateurishly- under Obasanjo. And for the life of us, by the time of Yaradua we were already clutching at a stray giant raft at sea to stay ‘afloat’. But then under Jonathan, this turgid ‘raft of State’ had gathered so much moss, it was already ‘drowning’. We were sinking and rock-bound all at the same time. We could not have averted a shipwreck -or should we say a raft-wreck? We had slipped off the cliff already and could not have landed in one piece without a shattered carapace. And it had to take a man, Buhari, trained to waste lives by the gun and the bayonet, now to hold ‘knives’ and ‘pincers’ to set broken bones right and to stitch torn ligaments. But what has the opposition PDP members done to pay the man for their electoral defeat? They kept him perpetually in the bloody theatre of the absurd, minding an endless red herring of body bags when he should have been nursing a hemorrhaging economy riddled by the knives of their treacherous thieving. They had set farmers against herders, tribe against tongue to make the comatose state unreviveable. The message of the opposition had been loud and clear: ‘damn if we are in office to rule, damnest even if we aren’t!’ If they are not in office to make gaping wounds in the hapless body of the economy, they will make even more, such holes on the body polity. In the last almost four years they have been up knives and daggers, cudgels and cutlasses, redefining the rules of partisan opposition in a terribly self-harming, nation-hating perspective. They importune the gods daily to visit the nation with trials and tribulation. They are at their best in political opposition when the booby traps and mines they have set against the Government go off. They get even better hewing the effigy of the only man whose name alone educes the most inveterate hate man has been known to have for a fellow man. I captured this hate in a previous piece ‘Gawa Ta Qi Rami’ (The Copse That Defied Internment) where I said: “They have laughed at his losses and they bemoaned his own gains. They scorned his feats and they derided his human foibles. And his frailties they have raised to the height of unspeakable sin. They dug his excellent past and they incitingly perverted it with untruth! They laced his military antecedent with an ill foreboding brush of divisive falsehood. They are so cruel they even celebrated his most harrowing bereavements -mocking at the spirit of his late sickle-celled anemic daughter and carving lurid conjectures on the grave of his late divorced spouse. These people are ravenous hyenas of our political barren playing field. All is flesh and bones that come to their greedy jaws. They said that at 72 he was too old to be President; and you wonder
‘what happens to the democratic right of the people to decide whether to be properly governed by the old or to be poorly governed by the extravagant energies of decadent youth?” And so it seems that ‘head’ we had lost, having allowed a thieving party free rein to bring down our economy, and ‘tail’ too we are now having to struggle to keep them from bringing down the entire house. Getting the PDP’s leprous hands off the national cake in the first place has been no mean achievement. Nor can the instant benefits of that feat be overemphasized. Removing PDP from office –even if belatedly- at the very least had halted a steady regress even if –as they argue- it has not set a new momentum for moving forward. In truth it is the Buhari momentum for a way forward that has continued to unsettle them. It is the radical changes that he is determined to bring about, that they are desperately up in arms to sabotage! I had said, in my piece ‘Still On The Sick Economy’, that: “Growth for us is that we have transited from a profligate Jonathan regime -even if- to a frugally prudent Buhari administration. Growth for us is that we have virtually put a stop to humongous theft, mismanagement, waste and leakages in the administration of the Commonwealth. Growth for us is that we are on the path of ‘re-generation’ –no matter how slowly so- and no longer in the throes of rot or decay. In fact ‘growth’ for us is that our pain today pleasantly comes from the healing hands of a ‘physician’ we can trust, namely Buhari -and not from the cursed fangs of a rabid canine that had afflicted us all, namely Jonathan”. The only ‘constant’ in this our unending schism about ‘growth or rot’ is not that ‘all change is not necessarily growth’, or that ‘all movement is not necessarily going forward’. But it is that all stagnant situations eventually have to occasion decay. We cannot afford to stay stagnant. And so as the swimmer has only one of three options: to swim across, or to stay afloat or, inevitably, to sink, so too does a nation have only one of three choices: to move forward, to stagnate or to retrogress. The PDP is more than determined to keep us stagnant. And we all know the rule, that stagnant situations have a tendency to degenerate into decay. Ironically that has been the weapon of the opposition: creating opportunism for a partisan, loudmouth few in the midst of general decay. It is thos few opportune ones –and the restricted circles of those who pick crumbs from them- that insist ‘we want our corruption back’! It is the reason they preferred one of their own –a money-bag, Atiku- who is practically a resonant antithesis of everything that they had demanded of Buhari, and none that they envy in him. They have done what the Hausas describe as ‘tuuban muzuru’ (or the false repentance of the foul-thieving tom cat, because it’ll do it again) And although it has to take a certified swimmer to make it successfully to the shore, it does not always have to take a certified economist to move a nation forward. Often even without the littlest economic savvy, a pint of sincerity has done for a nation what the most expert economic touch cannot. Every Tom Dick and Harry, with a little dose of sincerity can govern a nation. The worst administrators are those who ride on the crests of intellectual savvies to ruin the state. And it is the reason I wonder, from the vaunted virtuosity of internationally sourced economic ‘experts’ –ministers, advisers and allwhat did we actually get from PDP’s sixteen years in office? Absolutely nothing! In spite of all the Okonjo Iwealas, the Obi Ezekwesilis, the Soludos and all the other gray-mattered economic boffins we were made to celebrate, we still got lost in the economic woods. In spite of the unprecedented, mind-numbing earnings from oil, we still got into an over draught, and had to be helped out by a man with ‘character’, rather than by one with brains. To be continued
OUR POSITION Ambode’s sportsmanship in defeat and lesson for politicians
T
he political party primary of the All Progressives Congress (APC), as well as other political parties, to pick their flag bearers for the 2019 election, may have come and gone, but the ripple effect is still being heard nationwide, as many state governors are angry and threatening fire and brimstone, following their inability to have their way at the primary. But in Lagos State, the scenario is different, as Governor Akinwunmi Ambode has remain an example for many to follow in handling political contestations. While many governors are threatening to lead their supporters to defect from the APC because they did not succeed in imposing their preferred candidates into the various offices as they deem fit, after completing their second term without major challenge, yet Ambode who has been denied the opportunity to run for a second term on the platform of the APC, making him the first governor in the history of Lagos State to be prevented from contesting a second term, is rather mending fences. Rather than raise dust as expected, Ambode is going around speaking with his supporters to back the person who won the ticket and ensure he wins the governorship election, saying that he will rather that his challenger at the primary wins the election for their political party, rather than allow any other political party win the state because of their dispute. As a proof that he means what he says, Ambode at the party’s convention in Abuja last month was seen hobnobbing with his challenger at the primary, Babajide SanwoOlu, his predecessor, Raji Fashola and their godfather and former governor of Lagos State, Asiwaju Bola Tinubu as they hugged and threw banters to the admiration of all. As if to further prove that he was not joking about his support for Sanwo-Olu, despite openly declaring severally that he will do everything within his powers to ensure victory for the APC, Ambode early in the week hosted Sanwo-Olu and his running mate, Femi Hamzat, in his office to further assure them of his determination to ensure their victory at the poll, despite what many see as an injustice done to him. The position of Ambode prompted his friend and the Kebbi State Governor Atiku Bagudu in an unusual declaration to describe Abomde as a man gracious in defeat. Bagudu, who showered accolades on Ambode for the high sense of maturity displayed in the wake of the political developments in the state, said Ambode demonstrated grace which has united the All Progressives Congress (APC) ahead of the 2019 elections. The Kebbi State governor, who spoke at the closing ceremony of the 18th National Women Conference of the Committee of Wives of Lagos State Officials (COWLSO) held at Eko Hotels and Suites, Victoria Island, said while it was inevitable to offend people in life, Ambode had since moved on and holds no grudges against anybody. Bagudu also commended Governor Ambode for achieving a lot for Lagos State,
adding that history would be kind to him for his great works in the state. He said, “My friend Ambode doesn’t like to be praised; he is a very private person and I always see a reflection of him in me that how does private people function in all our public work in politics, but gratefully he has done a lot for Lagos; he has continued in the tradition and understandably, he might have offended some people. “I have done so, many others before us have done so but he (Ambode) has demonstrated grace and being the believers that we are, we believe that history will judge him kindly. He holds no grudge against anybody. He has assured me and he loves the people of Lagos State and he is committed to their will.” While many people have commended Ambode for his sportsmanlike approach to politics, we believe that it is time Nigeria politicians learn to take politics for what it is, sports and when you lose you take it in good faith, just like Ambode. It is also important for us to point out here that if some persons believe that they are the only ones good enough for political offices, the best brains may never have the opportunity to showcase their abilities and the people will be the worse for it. We therefore believe that the political space must always be opened up for new entrants so that new ideas and new ways of doing things will be introduced into the system, as the old ways has not helped the nation. We submit that politicians must allow new faces into the space if the nation must achieve the long sought development.

Population census achievable in 2020, says NPC Tunde Opalana, Abuja Barring unforeseen circumstances, the National Population Commission (NPC) is set to conduct the next population census in the year 2020, the commission said on Tuesday. The commission made the disclosure when the Senate Committee on Population and National Identity went on an oversight visit to its headquarters in Abuja. Chairman of the committee, Senator Sulaiman Hunkuyi, consequently asked the commission to approach President Muhammadu Buhari, requesting him to proclaim the year 2020 as a census year. He added that since 2020 was feasible, the current year 2019 should also be declared as a pre-census year in order to fast-track preparatory processes for the success of the exercise. Earlier, receiving the Senate committee members on behalf of the chairman of the commission, the
Federal Commissioner representing Oyo state, Dr. Oyetayo Oyetunji, applauded the committee for its various legislative interventions in support of the commission. Oyetunji disclosed that the commission already has a Strategic Action Plan towards achieving the 2020 census exercise even as the commission hinted that the Enumeration Area Demarcation (EAD) already embarked upon in some parts of the country was a pointer that the census exercise in 2020 is achievable. Meanwhile, during the interface with senior management staff of NPC, the Senate Committee queried how the commission spent a whopping N799million capital vote out of N800million it received within three weeks of receiving the budgetary allocation without going through procurement process. The Hunkuyi-led committee also queried the commission for engaging in skewed recruitment of staff this year in contravention of the Federal Character principle despite it was asked to redress
same anomaly done in 2017. Consequently, the committee ordered NPC to furnish it with details and evidence of executing its capital projects worth N799m in compliance with extant procurement laws and as well as halt further recruitment of staff. “From the point of view of an accountant, from the point of view of the procurement laws, I don’t know how procurement processes could concluded within three weeks and about N799 million expended. Something must be definitely wrong. “On the recruitment you have just done, more serious crime has been committed compared to the anomaly we observed in the previous recruitment exercise. We were not carried along as stakeholders. This cannot stand,” Hunkuyi said. The commission in its submissions by various departmental heads insisted it followed due process in executing the N799 million capital projects while its 2018 staff recruitment exercise was carried out to correct previous imbalance on its nominal roll.

Kwara APC leaders, stakeholders fight ex-VC for defying Buhari, party resolution Kehinde Akinpelu, Ilorin Former Vice Chancellor of the University of Ilorin, Professor Shuaib Oba Abdulraheem may have run into troubled waters for being the only one disagreeing with the governorship candidate of the party in Kwara State. A chieftain of the All Progressive Congress (APC), in Bayelsa, Chief Perekeme Kpodoh, accused of alleged rape of a 26 years old, yesterday halted his ongoing trial with a petitions filed to the Chief Judge of the State, Justice Kate Abiri for a transfer of his case to another court over alleged pre-trial conviction deal against him by the trial Judge, Justice I. Eradiri and the State Public Prosecutor, Barr. A. J. Arthur. The petition, filed yesterday during the Court proceeding as an application before the trial judge, Justice Eradiri, disrupted the anticipated opening of defence and cross examination of witnesses by the Counsel to Chief Perekeme Kpodoh. Though the petition caused a minor argument between lead public prosecutor, A. J. Arthur and an addition counsel to the defence team, Barrister Douye Federekumo, over issues of rules and procedures in the adoption of the application /petition, it was later resolved by the presiding Judge, Justice Eradiri with adjournment. The accused, Chief Perekeme Kpodoh noted that the application for transfer of the suit titles YHC/95c/2018 was based on order 37 rules 1 and 20 of the Bayelsa State High Court.
Lawmaker demands increased ecological funds Nkiru Nwagbo, Awka The lawmaker representing Anaocha, Dunukofia, Njikoka Federal Constituency, Chief Dozie Nwankwo has called for an increase in the ecological funds meant for Anambra state. This is coming on the heels of fresh reports of erosion menace in some communities in his Constituency. Report has it that erosion menace in Abagana, Nimo and Agulu has resumed following constant rain fall in those areas and that buildings in the area are being threaten. APC crisis: I acted within party’s rules - Oshiomhole Short News Mathew Dadiya, Abuja The National Chairman of the All Progressive Congress (APC), Comrade Adams Oshiomhole met with President Muhammadu Buhari, insisting that he would not be pressured into acting against his conscience over the crisis in the ruling party. Speaking to State House correspondents after the meeting which took place in the president’s office, Oshiomhole said that only three APC governors were unhappy with his running of the party while the majority are confident that he is doing his best. The former Edo state governor said he would rather obey his conscience than pressures to do what is wrong. “Let me say that if there is a choice between my consciences-what I believe is right and mortgaging that conscience in order to keep the job, I will have no difficulty resolving it in favour of my conscience. “And those who know, know that at my age I cannot learn new tricks. I am absolutely committed to justice, fairness; I am a stickler to enforcement of rules; because the source of relevance is derived from rules. I have lived my life fighting for justice and fairness.” He said the problem he has with the
aggrieved governors is a family matters which he is confident will be resolved. Oshiomhole states: “Three governors are not particularly pleased with the outcome of the primaries in their states. Change is easy, we all want change but the process of change can be traumatising. “These are internal family issues; they are my friends, and that is important , even in moment of distress, that friendship is I want to believe is enough to help us to build a reconciliation. “There is no running away from the fact that we are the governing party who has a higher stake; we are the one in the news; if we were in the stock market, our shares would have increased considerably. “So, it is not surprising that there is some disquiet but I remain a friend to this governors, I respect them; I appreciate them for the fact that but for their support, I will not be chairman and you don’t go stepping on toes of those who helped you to get into position.. “But however, I thought I was clear and I remain clear that helping me to get to the position, it was to help APC to return to its core values of progressive politics, of fairness, of justice, of adherence to rule of law and total submission to the extant provisions of our party constitution. “In doing that, you don’t look at power; you look at what is; what is just. I think that with time, we will reconcile all
these; (Ibikunle) Amosun is my good friend; we have known each other for a very long time; we exchange personal visits in addition to official visits; Zamfara governor has been the Chairman of NGF and I was an active member of that forum; we have wonderful time together and I believe in the future, we are still going to have wonderful time together; Rochas Rocha’s Okorocha was one of those who had issues with my predecessor and I did my best to try and resolve those issues in a way that has been given him a new platform. And I am happy that God used us to do that not by cheating in his favour but by doing what is right. “It is just that once you stick to the goal, sometimes, you either get caught on the right side or the wrong side. I will say it is the tree that bears fruits that attracts stones; the tree that doesn’t bear fruits doesn’t attract any stones.” He further said: “I have no illusions; this job I am doing is not a pensionable job; but I did promise myself that if I am going to be on this job for one day, I will do according to the rules and according to my conscience; I will be fair and just to all and God will give me the courage and the wisdom to to do his will. “How far that can take me is exclusively in the hands of God. “The truth is we have 36 states and FCT and we do have 36 state organs and FCT and as far as I know, we have 23 governors; to be exact.
Civil servants in Kebbi protest over minimum wage Haruna Aliyu Usman, Kebbi The United Labour Congress (ULC) in Kebbi state, Tuesday were led in protest by the state Council Chairman, Murtala Usman in compliance with the head office that ordered state councils to stage a protest over the federal government’s refusal to accept N30,000.00 minimum wage. The protesters marched through the government house to the Emir’s Palace, later they moved to Ahmadu Bello way in Birnin Kebbi carrying various placards with inscriptions, ‘No work no pay’, ‘No pay no work. Addressing the crowd, Murtala Usman said that even the N30,000.00 proposed is not enough considering the state of the economy that brought high inflation in the country and the naira that has no value in the market. He added that already Edo state is paying N25,000.00 as minimum wage, therefore other governors have no right to refuse to pay. He lamented the federal government attitudes towards the plight of Nigerian workers who massively voted for the present government. “We will remain resolute in our quest to ensure the welfare of workers and other entitlements belonging to workers”, Murtala has said.
Epileptic power supply: FCT minister tasks NERC Idu Jude, Abuja Worried by the unsteady power supply across the Federal Capital Territory (FCT), and its environs, the minister of FCT, Mallam Mohammad Bello, has challenged management of the Nigerian Electricity Regulatory Commission (NERC) for an improved supply of electricity to the City. The Minister, throw the challenge when he received the NERC Chairman, Professor James Momoh during a courtesy visit to his office, Tuesday. He stated that electricity supply is a major challenge in FCT because of the many roads and streets requiring streets lights and the poor allocation of power from the suppliers. He however suggested that one way out of this challenge could be the dedication of mini grids to power strategic roads and facilities. He added that it is critical that FCT has first class power supply system. The Minister stressed that there has been significant progress in power generation and supply, nationwide, since the onset of the President Muhammadu Buhari administration.

Rivers flood disaster: Hoodlums cart away 20 bags of rice donated to victims Amaka Agbu, Port Harcourt The problems of flood victims in Rivers State were yesterday compounded when unidentified persons raided their camp at one of the Internally Displaced Persons (IDP) camps in Akinima, in Ahoada-West Local Government Area and looted over 20 bags out of the 200 bags of rice donated to them by the Police Officers Wives Association (POWA). The wife of the Inspector-General of Police, (IGP), Hajiya Asmau Ibrahim Idris, made the donation at the camp on behalf of Police officers’ wives last week. The bags of rice were looted after the flood and emergency management committee had shared 13 bags to each of the 12 wards in Ahoada-West local government. Chairman of the Akinima Flood Management Committee, Mr. Isibi Maurice, who confirmed the incident said the bags of rice were shared according to ward’s to make sure that everyone benefited since all the communities in the local
government area were affected by the flood. He revealed that the representatives of wards 1 and 2, were attacked on their way to deliver the bags of rice to their wards by some hoodlums who were said to have blocked the vehicles carrying the items to and ward representatives a few minutes after they drove out of the IDP camp where they were shared by officials of the flood and emergency management committee. According to him, the hoodlums carted away all the 13 bags of rice meant for ward 1, and over seven bags of rice out of the 13 bags that were allocated to ward 2, in Akinima. Mr. Maurice explained that each ward was represented by two men and a woman at the IDP camp where the bags of rice were shared. Mr. Maurice explained: “Two men and a woman represented each ward. After loading the 13 bags of rice into the vehicle, I told them to drive to the Police station because the crowd was too much. But on their way, the crowd stopped the vehicle, beat up the driver and those trying to protect the bags of rice in front of the Police and carted away all 13 bags of rice meant for ward 1. At the end, ward 1, didn’t get any bag of rice.”
He stated that each of the three IDP camps in Akinima was given five bags of rice, adding: “After sharing 13 bags of rice to each of the 12 wards, we now considered those at the IDP camps and gave the three camps five bags each. We also gave them about eight to 10 cartons of noodles.” Commenting on the issue, the chairman of Ahoada-West Flood Management Committee, Melford Ezebalike, said although he hasn’t been fully briefed on what actually transpired, he was of the opinion that what happened was avoidable. He said he appealed to them to be patient because of the surging crowd, but the people from Akinima were eager to take their share of the bags of rice to their homes. “The situation was tense. The crowd was so much. We advised them to be patient but we’re so eager to go home with their share of the rice. When we noticed that the crowd was increasing and surging towards the donated items, we decided to hand over some of the items to the Akinima Police Division for safekeeping.”
Justice Ahmed Mohammed of the Federal High Court, Abuja Division on Wednesday deferred the issuance of a bench warrant for the arrest of former National Chairman of the Peoples Democratic Party (PDP), Dr. Mohammed Bello Haliru till December 13. The judge said that if Haliru who is facing criminal trial with his son and company chose to be absent on the next adjourned date “the court will grant the application for bench warrant and proceed with the matter in his absence,” The court ruling was sequel to an application brought by the prosecution lawyer Oluwaleke Atolagbe following the absence of the 3rd defendant, Mohammed Bello Haliru, in court. Haliru who is facing four count charge alongside his son, Bello Mohammed, and their Company, Bam Project and Properties Ltd for alleged diversion of N300m from the office of former National Security Adviser, Sambo Dasuki was conspicuously absence. The Court was informed that Haliru has being in the United Kingdom since May this year after the court granted him permission in April to travel abroad for medical treatment of an undisclosed ailment.

Debt profile: PDP accuses Osinbajo of distortion of facts Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has accused Vice President Yemi Osinbajo of deliberately distorting facts on the nation’s debt profile, which escalated to a frightening proportion under the Buhari administration. The party alleged that Prof Osinbajo falsified Nigeria’s financial templates just to divert attention from the failures of the Buhari administration as well as to absolve the government of blame in the accumulation of debts under its watch. The spokesperson of PDP, Kola Olgbondiyan at a press briefing in Abuja on Wednesday said it is an incontrovertible fact that the Buhari administration has accumulated more debts that any other administration in the history of country. Vice President Yemi Osinbajo had said that the Buhari-led administration inherited a debt of $63 billion and has only borrowed $10 billion since it took office in 2015. He made the disclosure in Ibadan on
Saturday during the 9th Public Lecture of Sigma Club at the International Conference Centre, University of Ibadan. Delivering a lecture Osinbajo entitled ‘Developing the Nation Through Youth Empowerment’, Osinbajo said “In 2010, our debt was $35 billion, $41 billion in 2011, $48 billion in 2012, $64 billion in 2013, $67.7 billion in 2014, $63.8 billion in 2015, $57.8 billion in 2016, $70 billion in 2017 and $73 billion in 2018” he said. “The nation’s debt as at today was $73 billion, an increment of $10 billion from the $63 billion inherited in 2015.” He said the nation’s oil earnings was $119.8 billion between 1990 to 1998, $481 billion from 1999 to 2009 and $381 billion from 2010 to 2014, while the present administration has only earned $112 billion from June 2015. “The earnings from oil from 2010 to 2014 were the highest recorded in the history of the country. This is a period when the price of oil per barrel sold from $100 to $114. Debunking Osinbajo’s claims, the PDP said the Vice President forgot that Nigerians are aware that between 2016 to 2017, under President Buhari, Nigeria’s annual borrowing was about N3.7 trillion as against the N1.04 trillion annual
borrowing perimeter between 2008 to 2015 adding that between 1999 to 2007 the annual borrowing perimeter was as low as N96 billion naira. “To deceive the public and divert attention to the alarming borrowing spree of the Buhari administration, the APC-led Federal Government converted domestic debt borrowed in naira under its watch, to the US dollar so that the very high exchange rate will make the domestic debt look smaller in dollars. This is a deceptive picture because domestic debt was accumulated in naira and not in dollar. “It is important to point out that the domestic debts of states were not part of the data base until 2013. Short News Presidential probe panel arraigns Tumsah brothers Andrew Orolua, Abuja The Director of Finance and Accounts in the Federal Ministry of Power, Works and Housing, Mr. Ibrahim Tumsah and his brother Tijani Tumsah, also a staff of the Ministry have been arraigned before the Federal High Court in Abuja for failure to declare their assets. Tumsahs were docked before Justice Edward Ekwo by the Special Presidential Investigation Panel for the Recovery of Public Property. Specifically, the two public servants are being prosecuted for refusing and neglecting to declare their assets to the special panel. The offences ran contrary to and punishable under Section 3 (3) of the Recovery of Public Property (Special Provision) Act, 2004. The presidential panel had on February 8, 2018 docked the Tumsah brothers before Justice Nnamdi Dimgba of the Federal High Court in Abuja. Before Justice Dimgba, the duo had pleaded not guilty to the criminal charge marked FHC/ABJ/CR/4/2018.
INEC fixes Nov 17 for bye-election in Katsina federal constituency The Independent National Electoral Commission (INEC), is to conduct a bye-election to fill the vacant Kankia/Ingawa/Kusada Federal Constituency seat on Nov. 17, an official has announced. The News Agency of Nigeria (NAN), reports that the seat became vacant following the resignation of its former occupant, Ahmed Akita, who contested and won the Katsina North Senatorial seat. The senate seat had become vacant after the death of Sen. Mustapha Bukar six months ago. Mohammad Takai, INEC’s Head of Voter Education in Katsina, who announced the election date on Wednesday, said that the electoral body had pasted the election notice in the three local governments affected. “We are already recruiting ad hoc staff for the exercise and have met with all stakeholders toward a smooth bye-election,” he said. Oladipupo Olatunde Adebutu has raised the alarm over plots by the Buruji Kashamu faction of PDP in the state to smuggle an unauthorized list of candidates to the Independent National Electoral Commission (INEC). Earlier the Spokesperson of the PDP Kola Ologbondiyan equally raised concerns over attempts by same faction to submit a list of candidates to INEC on Tuesday night but for the right observation of the legal adviser of the electoral body who rejected the list because it was not endorsed by neither does the National Chairman or the Secretary of PDP. destroyed. The law clearly states that there shall be only one primary organised by a party. “This is a deliberate attempt to make the opposition party the PDP a weaker party. We saw this in Edo, we saw this in Ondo state. The time we could have spent campaigning, we spent it on conflict resolution” he lamented. He urged INEC and well meaning Nigerians to stand up and oppose these enemies of our Democracy. The Emir of Potiskum in Yobe, Alhaji Gidado Ibrahim, has called for the setting up of institutions on comparative religious studies to deepen understanding and tolerance among adherents of various religions in the country. The Emir made the suggestion on Wednesday in Kaduna when he visited Pastor Yohanna Bury, President, Interfaith Dialogue, Peace and Reconciliation Foundation. Ibrahim stressed that deepening understanding of the various religions would break existing barriers and misconceptions as well as promote peace and mutual respect among Nigerians. The Emir urged the youths to be peace, law abiding citizens and help government to ensure peace and stability in their communities. He said religious leaders also have a very important role to play in peace building through the promotion of peaceful coexistence and reconciliation among communities. According to him, they also have a prominent role to play in tackling extremism by preaching tolerance and brotherliness at all times. “Tolerance is the beginning, the first stage in a longer, deeper process of developing a culture of peace. Without tolerance, peace is not possible,” the Emir stressed. Ibrahim thanked the pastor for his tremendous contributions toward peace building among different faiths in the country, and urged other Muslim and Christians clerics to also commit themselves to promoting peaceful coexistence and interreligious tolerance. Responding, Buru said all well meaning Nigerians must join hands in sensitising the people on the importance of peace and unity. He said both the Holy Qur’an and Bible condemn killings of innocent souls, and urged the people of Kaduna state and other crisis prone states, to forgive one another. Buru noted that ethno-religiousl crises that claimed lives and properties was a serious setback to peaceful coexistence not only in Kaduna but across northern Nigeria.
Investigate death certificates presented by beneficiaries before payment - PenCom
The National Pension Commission (PenCom) on Wednesday directed the Pension Fund Administrators (PFAs) to investigate the death certificates presented by beneficiaries of the deceased before payment of death benefits. The Acting Director-General of PenCom, Mrs Aisha Dahir-Umar, gave the directive in Abuja. Dahir-Umar said that the agency had received series of complaints from retirees that some PFAs paid death benefits to their next-of-kins even while still active in service. According to the commission, it became imperative to curb the menace and strengthened the process of payments of the death benefits. The pension industry regulator also mandated the PFAs to improve on internal risk control, investigate documentations submitted by beneficiaries before forwarding to the commission for approval. “Other measures include conducting search at the probate registry to confirm the genuineness of the Letter of Administration and verification of information on named administrator and sureties. “Contacting employers of the deceased for confirmation of his or her death. “PFAs must ensure that the affixed current passport photograph of the next-of-kin is certified by the deceased employer. “Legal beneficiaries must be required to submit a valid means of identification or a letter from a Notary Public, where a means of identification is not readily ascertained. “PFAs must confirm that the death certificate was issued by the hospital or police report in case death was by an accident,” the commission said in a statement.

Ease of doing business: Nigeria ranks 146 out of 190 countries Motolani Oseni The World Bank’s 2019 Doing Business Index (DBI) has reported an improvement in Nigeria’s ease of doing business score from 51.52 to 52.89. The report, which was released on October 31, 2018 also ranked Nigeria 146 out of 190 countries assessed in the 2017/2018 reform year. The Doing Business Index is an annual ranking that objectively assesses prevailing business climate conditions across 190 countries based on 10 ease of doing business indicators. The index captures ease of doing business reforms that have been validated by the organized private sector, and offers comparative insights based on private sector validation in the two largest commercial
cities in countries with a population higher than 100 million. The report consequently features Lagos and Kano for Nigeria. Although the DB 2019 report records a downtick from the previous year’s ranking of 145, the country overall gained 1.37 points in its Distance-To-Frontier (DTF) scores, which assess the absolute level of regulatory performance over an one year time period. This essentially means that over the past year Nigeria has improved its business regulations as captured by the Doing Business Indicators and in absolute terms, the country is narrowing the gap with global regulatory best practice. On the back of the sustained efforts of the Presidential Enabling Business Environment Council (PEBEC), the report also acknowledged that Nigeria implemented four reforms, her second highest number of reforms since the beginning of the Doing
Business Index. Despite this feat, 9 reforms were not considered for the cycle under review as they were either classified as too recent to have an impact on the business climate, or the private sector did not validate them - which impacted the ranking. Commenting on the Report, Dr. Jumoke Oduwole, the Secretary of the Presidential Enabling Business Environment Council (PEBEC) and Senior Special Assistant to the Vice President on Industry, Trade & Investment, said: “The feedback from the World Bank has reaffirmed the commitment of the PEBEC to remove bureaucratic bottlenecks faced by businesses in Nigeria as we work towards improving the country’s competitiveness.” “The response from the private sector has also underscored the need for increased engagement between reform-implementing
organs of government and the private sector players to ensure we are able to record sustainable progress. We strongly believe that while Nigeria did not increase in the rankings, the country has indeed witnessed an improvement in the enabling business environment in the past year. This will be reflected as more reforms are accepted for Nigeria by the World Bank Index in subsequent years” she further stated. Earlier this month, the World Bank had separately released its 2018 report on the ease of doing business reforms across the 36 states of the federation and the Federal Capital Territory based on four indicators. A major highlight of the report was that 32 out of 36 states recorded improvements in their ease of doing business scores, recognizing that states are increasingly working towards removing the constraints faced by businesses.

According to him, there is hardly any machine that you will open without finding the leather component.
“This is the only we can create more jobs and a lot of wealth. We would be in a position to fight poverty. In any country, they always start with textiles and then leather. Here we have comparative advantage because our Labour cost is low,” the minister said. Speaking further Onu said, “As far as light leather is concerned, we are number two in Africa and number 8 in terms of exporting leather in the world. President of the Association of Telecom Companies of Nigeria (ATCON), Mr. Olusola Teniola, has expressed the readiness of the body to collaborate with the UK government to check cyber attacks and expand digital inclusion. This is even as ATCON partnering the Nigerian Communications Satellite Ltd (NIGCOMSAT) to facilitate the attainment of 30 per cent broadband target by December 2018. Teniola disclosed this when a delegation from the Prime Minister and Cabinet Office of the United Kingdom visited the corporate secretariat of ATCON earlier this week, adding that the support of the UK would make Nigeria realize its goals faster. He expressed gratitude to the UK government for its interest in the growth of the telecom sector. The delegation, which was led by Mr. Dirk Danimo-Forsyth, Head, Strategic Communication, International Projects, and Government Communication Service International, had a meeting bordering on digital inclusion, connectivity and cyber security with the President of ATCON and other NEC members. Dirk, however, assured that the United Kingdom was interested in developing the Nigerian Telecom sector, noting that they were on a mission to find out the status of connectivity,digital inclusion and cyber security in Nigeria. The leader of the delegation commended ATCON for remarkably growing the telecom sector. It is however, worthy of note that broadband penetration is presently at 22 per cent, but Teniola said that the interactive session between NIGCOMSAT and ATCON was borne out of the need to bring NlGCOMSAT’s services to ATCON members. He said that majority of ATCON members do not know that they coan buy capacity from NlGCOMSAT. SAHCOL builds ground support equipment Chukwuemeke Iwelunmo The Skyway Aviation Handling Company Limited (SAHCOL) team has built a Ground Support Equipment from scratch at the SAHCOL Engineering and Maintenance workshop to fuel Aviation Ground Support equipment in Lagos. The fuel bowser is the first in the history of aviation of ground handling in Nigeria to be created from scratch from locally sourced materials. The idea to create the equipment was conceived by the engineering team of SAHCOL to align with the Nigerian maxim of Use Nigeria Buy Nigeria. Legacy Funds: PTAD gets N1.2bn judgment against Goldlink Insurance Mathew Dadiya, Abuja A Federal High Court sitting in Lagos presided over by Justice Ibrahim Buba of Court has given judgment in favour of the Pension Transitional Arrangement Directorate (PTAD) in the sum of N1.238 billion over the legacy funds and assets withheld by Goldlink Insurance and insurance firms in the country. The court also awarded 10 percent interest per annum until the judgment sum is settled against Goldlink Insurance Plc is the outstanding balance of the Federal Government Legacy Funds and Assets which has been in the custody of the Insurance Company.
PTAD on Wednesday stated that the judgment was obtained after the initial out of Court settlement between it and Goldlink Insurance Plc which was anchored by the National Insurance Commission failed. The Directorate had requested Goldlink Insurance Plc to provide the Directorate with relevant information on their ongoing recapitalization process including the Prospectus and other relevant documentation, manifestly specifying assets and liabilities to ensure that the interest of PTAD is indisputably secured in their plans. PTAD also demanded that Goldlink Insurance Plc should execute a Memorandum of Understanding with the Directorate to be
endorsed by the National Insurance Commission strikingly specifying its obligations to repay the outstanding Legacy Funds and Assets over a period not exceeding 12 months after their recapitalization. However, Goldlink Insurance failed to take advantage of the arrangement which necessitated the Directorate to seek for the Court intervention on the repayment. Furthermore, PTAD thanked other insurance companies that have paid their outstanding of the Legacy Funds in their custody. In this interview with ISAAC JOB in Uyo, Inyangeyen speaks on Governor Udom Emmanuel’s chances of winning the 2019 governorship election in Akwa Ibom against the wish of selfish politicians are still connected to Senator Godswill Akpabio and could betray him in the 2019 election. What is your take on this? I will answer it in two ways. First the success of Governor Udom Emmanuel in the 2019 elections is not in the hands of anybody’s, including mine. It is in God’s hands. And let me tell you that even if God will have to use donkeys as He has used them before, he would use them. When we did political analysis for Donald Trump, the president of America, the entire media world including the American media society never gave him a chance but it was destined that God had designed Trump to do what he is doing in America and I still remember our governor saying to us then that he believes that Trump will win.
Recently the senatorial candidate of the All Progressive Congress (APC) for Ikot Ekpene senatorial District directed the governorship candidate of his party not to campaign in his area and the other two senatorial districts of the state, he went further to send a message to the incumbent governor Udom Emmanuel that by next year, the APC will take over the state. With this threat, what is the fate of the PDP in Akwa Ibom? That is a very good question. Well, maybe they have already allocated votes to themselves. That may also be claimed to have perfected a rigging strategy. But i know that a man who holds his PVC in Ikot Ekpene senatorial District has an independent opinion and what the man in Ikot Ekpene would think is different from what the man in Abak or Oruk Anam would think. If the senatorial candidate of the APC in Ikot Ekpene feels that their governorship candidate shouldn’t campaign, then it is obvious that they think it would be business as usual using the old rigging machinery. But I would want to believe that with what happened recently at the National Assembly, where the Electoral Law was again passed with amendment, which we believe Mr. President will sign, it means that the use of electronic device which we call card reader will become mandatory. They are even going further to say that if the card reader does not work, the election in that unit should be postponed for the next 24 hours until the card reader works, it means that every man will have a vote. I don’t think that anybody in Akwa Ibom will ignore the fact that Governor Udom Emmanuel has done exceedingly well in several areas.

I don’t want to go into projects across Ikot Ekpene Senatorial District because they are too many, but I will take one particular project, and for the first time we are going to give details of what happened to Uyo-Ikot Ekpene road to further establish that what has been said about Udom’s performance or nonperformance as per Ikot Ekpene senatorial district is absolutely false. Uyo-Ikot Ekpene road was awarded by the government of His Excellency Governor Godswill Obot Akpabio on the 19th of December, 2011. It was awarded at the cost of twenty eight billion, three hundred and sixty four million, five hundred and seventy-five thousand, eight hundred and three naira, twenty two kobo to Julius Berger. As that work started on the 12th of September, 2013, it was reviewed upwards by the sum of twenty three billion, five hundred and sixteen million, two hundred and twenty eight, and three hundred and thirty nine thousand.

Recently we have seen some aides of the governor resigning, and when you get to interact with them they tell you that the governor is so high-handed; the governor treats them with disdain. You have worked closely with the governor, is he not motivating his aides? I think the governor has done much more than people could imagine. I remember when I called the Eket senatorial district meeting in my home in Onna sometime ago, as we were having the meeting, someone got up and said something similar to what you just asked me now; that the governor was not motivating us. I was distraught and I was prompted to make a comment. I said this is what the governor has done for us at our level that I am aware of and that any commissioner that was there who wanted to argue should stand up and challenge me; none of them did. I want to say this very clearly that people think it should be a tea party, where people come to share the state resources. This governor is very meticulous in managing our resources that he wants to put virtually all the money after salary into projects, so that sharing formula that a lot of people were used to have been eliminated.

National Mathematical Centre to train students, teachers on mental arithmetic The National Mathematics Centre (NMC) says it will train junior secondary school students and mathematics teachers across the country on mental arithmetic to improve learning of the subject in schools. South Sudan rebel leader Machar back in Juba after two years
Turkey: Khashoggi was ‘choked to death and then dismembered’ Jamal Khashoggi was strangled as soon as he entered the Saudi consulate in Istanbul and then his body was dismembered, the office of city’s chief prosecutor said on Wednesday, in the first official comment in a case that has caused a global outrage. “In accordance with plans made in advance, the victim, Jamal Khashoggi, was choked to death immediately after entering the Consulate General of Saudi Arabia in Istanbul on October 2, 2018, for marriage formalities,” the statement said. “The victim’s body was dismembered and destroyed following his death by suffocation - again, in line with advance plans,” it added. In a statement on Wednesday, the prosecutor’s office described three days of meetings with Saud Al-Mujab, Saudi public prosecutor, as producing “no concrete results”. “Despite our well-intentioned efforts to reveal the truth, no concrete results have come out of those meetings,” the office said hours after the Saudi prosecutor left Istanbul. Khashoggi, a Saudi journalist who wrote for the Washington Post, was killed in the consulate he was visiting, an incident that has increased tensions between Riyadh and Ankara. Eighteen men have reportedly been arrested in Saudi Arabia in connection with the murder and investigations are ongoing. Ankara has been urging
extradition of the men from Saudi Arabia to be tried in Turkey. Turkish and international media, according to information from anonymous Turkish sources, had previously reported that Khashoggi was interrogated and tortured in the consulate, before he was killed. Saud al-Qahtani, a now-sacked top aide of Saudi Crown Prince Mohammed bin Salman, was the person who interrogated him, according to reports. ‘Rogue operators’ After the disappearance of the Washington Post columnist, Saudi Arabia had claimed that he left the consulate shortly after entering it and then later said that Khashoggi was killed in a botched interrogation. Riyadh recently admitted that a pre-meditated plan was made to kill Khashoggi, but says it was put together by rogue operators without the knowledge of the crown prince, who has been under fire over the brutal killing. The Istanbul prosecutor’s office also said on Wednesday that it asked AlMujab about the location of Khashoggi’s body, which is still missing, and sought information on a reported “local cooperator”. According to the statement by the office, the Saudi side said in return that Riyadh made no remarks about the existence of a “local cooperator,” adding that the location of the body can only be found through investigations.
In the meetings, the Turkish authorities also reiterated their request for extradition of the suspects. Turkish President Recep Tayyip Erdogan has toughened his stance on the case, saying a “game was being played to protect senior figures linked to the crime”. ‘Disappointment’ Yasin Aktay, an adviser to Erdogan, said the prosecutor’s statement is a disappointment for the mutual investigation process. “The agreement between the two sides to cooperate in the case raised expectations to shed light on the details of the killing of Khashoggi and who was behind it,” Aktay, who was also a friend of the journalist, told Al Jazeera. “But the Saudi officials seem like they have come to Istanbul to be able to obtain the information Turkey has on the murder, rather than mutual sharing of information on the case.” Aktay also said that the Saudi judiciary was not in a suitable position to hear the case. “It is obvious that these suspects did not act on their own. Therefore, a political will, whoever it is, that can order a murder in a foreign country, can easily influence the courts in Saudi Arabia as well,” Aktay said. Earlier in the month, Turkey and Saudi Arabia agreed to jointly investigate the murder of Khashoggi, a critic of bin Salman.
South Sudan rebel leader and former vice president, Riek Machar, has returned to the capital, Juba, more than two years after he fled the country after the collapse of a 2016 peace deal. He returned on Wednesday to take part in a peace ceremony. Machar fled to neighbouring Democratic Republic of Congo in 2016. He later travelled to South Africa, where he was held under house arrest until earlier this year. Last month, he and President Salva Kiir signed a new peace deal in Ethiopia in the latest attempt to end the five-year civil war that erupted in the world’s youngest country in December 2013. On Wednesday, Kiir said Machar’s imprisoned South African adviser, William Endley, and a rebel group spokesman, James Gatdet, would be released on Thursday as part of the peace deal. Endley will be deported to South Africa upon release, Kiir said. Machar’s previous homecoming in April 2016 was put off by wrangling over how many bodyguards he could bring with him and what weapons they would carry. It was not immediately clear how long Machar would remain in Juba, as his aides have expressed concerns over his safety in the city. “We are worried for his security in Juba, but the truth is here: we are for peace, and what we are trying to do is build trust,” Gabriel said. Several thousand people have gathered for the ceremony at the John Garang Mausoleum, built in honour of the independence hero
who was killed in a helicopter crash in 2005. Among regional leaders in Juba for the ceremony were Sudanese President Omar al-Bashir, Ethiopia’s newly appointed President SahleWork Zewde and Somalia’s head of state Mohamed Abdullahi Mohamed. Ugandan President Yoweri Museveni was also expected to attend. South Sudan gained independence from its northern neighbour Sudan in 2011 after a 22-year civil war pitting rebel groups against Khartoum. Two years later, the country descended into civil war after Kiir accused his then-deputy, Machar, of plotting a coup. Ethnically-charged fighting soon spread from the capital across the impoverished state, shutting down oil fields, forcing millions to flee and killing tens of thousands of people. The conflict split the country along ethnic lines and has seen mass rape, the forced recruitment of child soldiers and attacks on civilians. It has caused one of the world’s greatest humanitarian crises and wrecked the economy in a country which relies on oil production for the vast bulk of its revenues. A power-sharing deal that returned Machar to the vice presidency was signed in 2015. But it collapsed a year later in a deadly battle that saw Machar flee into exile. The United Nations and the African Union earlier this month appealed to the country’s warring parties to make concrete steps to implement the latest accord.

Pittsburgh synagogue shooting suspect charged with 44 counts The suspect in a mass shooting at a synagogue in Pittsburgh that killed 11 worshipers has been charged on a total of 44 counts, up from 29 counts previously, according to a federal indictment filed on Wednesday. The charges against Robert Bowers, the suspect in what is believed to be the deadliest attack on Jews in the United States in recent history, include religious hate crimes, firearms charges and causing injury to police officers. Bowers is due to appear at a second hearing in federal court in Pittsburgh on Thursday. Bowers reportedly made anti-Semitic remarks as he opened fire on worshipers
inside the building, killing 11 and wounding several others, including police officers responding at the scene. The new charges included 11 counts of obstruction of free exercise of religious beliefs resulting in death, and various charges related to his use of a gun in anti-religious violence. Prosecutors have said they will seek the death penalty. The Anti-Defamation League (ADL) said the massacre may be the deadliest anti-Semitic attack in US history. It also comes at a time of increasing debate over gun violence in the US, where firearms are linked to more than
30,000 deaths annually. Mourners gathered this week for the funerals of Melvin Wax, 88, who was leading Sabbath services when the attack began; retired real estate agent Irving Younger, 69; and retired university researcher Joyce Fienberg, 75. The aftermath of the tragedy still pervaded life in the Squirrel Hill neighborhood where the synagogue is located. In coffee shops, customers talked about the victims they knew, remembering them as civic-minded, kind and pillars of the community. In the street, friends embraced and comforted
one another during the period of raw grief. Libby Zal said that Younger was such a fixture in Squirrel Hill that a local store he frequented would send him a “get well” card if he did not appear after three days. Dan Frankel, a Democratic member of the Pennsylvania House of Representatives, called Younger outgoing and opinionated. “He was very interested in social justice and he probably would not have wanted the death penalty (for the gunman),” Frankel said. Heat could make Tokyo 2020 Olympic marathon ‘deadly’ – Doctors
A group of Japanese doctors on Wednesday urged Olympic organisers to start the Tokyo 2020 marathon as early as 5:30am, saying failure to do so could “lead to deaths” from heatstroke. The warning is the latest in a chorus of concern about how extreme heat could affect several sporting events at the Olympic games, particularly after Tokyo sweltered through a record heatwave this year. The International Olympic Committee and Tokyo 2020 organisers have acknowledged the concerns and already moved the marathon start time up 30 minutes to 7am, with competitive walking starting even earlier.
But the Japan Medical Association and the Tokyo Medical Association said that was insufficient because most of the course would still be run in heat levels that were dangerous, and under which physical activity should be halted. “We are seriously concerned about it,” Kimiyuki Nagashima, a senior official with the Japan Medical Association told reporters Wednesday. “If the risk of heatstroke is high for not only athletes but also staff members and the audience, there will be a rising demand for emergency services, which will have a serious impact on medical institutions and regular
patients.” The associations are calling for the start time to be moved to 5:30am, and the presidents of both groups met earlier this week with the head of the Tokyo 2020 Organising Committee to press the issue. “We wouldn’t have visited the organising committee if we’d thought it was only slightly worrying, we fear the current plan could lead to deaths,” Haruo Ozaki, president of the Tokyo Medical Association, told AFP. Heat stroke kills hundreds of people each year across Japan, and this year record temperatures caused a spike in fatalities and hospital visits. Masa Takaya, a spokesman for the 2020

organisers, said the doctors had presented “a serious opinion based on expert knowledge.” “We’ll share it with working groups of the IOC and IPC (International Paralympic Committee)” that are discussing issues of heat, he told AFP. The IOC has backed calls for Japan to adopt daylight savings during the Games to ease the heat situation, but there is little support among Japanese lawmakers or the public for the proposal, which is viewed as too disruptive. When Japan last hosted the Olympics, in 1964, the Games were held in October to avoid the country’s stifling summer humidity and heat.

in May 2013 for a reported fee of 57.1m euros. Although no financial details of the deal were revealed by either Barcelona or his Brazilian club FC Santos, Neymar’s parents were said to have received receive 40m euros and FC Santos 17.1m. In January 2014, prosecutors in Madrid began investigating the transfer because documents requested by the authorities contained contradictory information. Rosell resigned from his post as president a week later and Barcelona subsequently revealed they had actually paid 86.2m euros for the Brazilian star. DIS, who received 6m euros of the 17.1m given to FC Santos, alleges that Barcelona and the Brazilian club colluded to mask the true cost of the deal.
Efforts to kill the case have so far proved abortive. Allegations of corruption in the NFF are rife with several petitions in this respect pending. One of the petitions submitted to the EFCC by former NFF technical director James Peters spoke of “monumental stealing and financial crimes in the NFF”. All these come against the backdrop by FIFA to fight corruption within their ranks as President Gianni Infantino eyes re-election next year. Uganda squad named for Cape Verde qualifier, Nigeria friendly Uganda coach Sebastien Desabre has named a 30-man squad ahead of a 2019 Africa Cup of Nations (AFCON) qualifier against Cape Verde next month. Ghana’s Kwesi Nyantakyi to appeal against life ban Former Ghana Football Association president Kwesi Nyantakyi will appeal against his life ban from the sport at the Court of Arbitration for Sport. On Tuesday he was banned by football’s world governing body, Fifa, for breaking bribery and corruption rules.

The national shame called private schools E v e r y year, Nigerians, especially the elite, pay out hundreds of billions of Naira as fees to schools owned and operated by individuals, c o r p o r a t e organisations and foreign missions that collude with local businesses as well as proprietors of churches in order that their children and wards may receive quality education while the children and wards of a greater majority of the people are left at the mercy of government schools that are poorly or merely funded and therefore breeding grounds for quasi standard education. The menace of private schools in the country which some years back mostly afflicted parents whose children could not access admission into government universities has now permeated all levels of education including secondary, primary, nursery and even pre-nursery and crèches with parents paying through their noses in the name of seeking quality education in conducive environments. In most parts of the world, children are educated in schools built and operated by government with fees that are very affordable. Many countries even make schooling at all levels free of charge to underscore the importance they attach to education of their citizens, knowing that an

educated population is the basic human resource to harness future leaders as well as engender societal development and growth. In Europe, America and some other countries, attending private school is a luxury afforded by the rich but in Nigeria, even the lowest income earners now send their children to private schools because that is where they can get quality education. secretaries and directors both at national and state levels as well as pastors and bishops. While the rich send their children to the high paying private schools, public schools are left to rot away with dilapidated structures and half baked teachers many of who cannot spell or write their names when asked to. Year in year out, Federal and states government budget billions of Naira for the education sector but large chunk of the monies end up inside the personal coffers of these public officers with little fraction spent on target. This development is quite regrettable when considered side by side the fact that most of Nigerian elite and owners of the private schools that are above the age of 60 were educated free of charge in schools that were built by government and religious missions. But instead of using the exalted positions they occupy to replicate the positive development by investing in public schools for the good of the society, they rather divert public resources into building private schools in order to enrich themselves and by so doing, stifle the public schools. The worst culprits are pastors and other religious leaders who build schools with monies voluntarily donated by members in the name of tithe and offering yet charge fees that are so exorbitant that their members who contributed the monies cannot afford to send their children and wards to the schools. While the private schools charge high fees, research has proved that not all of them are able to give quality education to students and pupils of the schools. To cover up their deficiencies
and retain the loyalty of parents, some of the schools ensure that students do not fail or repeat classes by awarding them unearned marks as well as helping them to cheat during external exams like WAEC, NECO and JAMB thereby producing mediocre graduates at the end of the day. It is for the same reason that many students that finished from private schools cannot cope with academic competitions when they get to the university and therefore resort to joining cult groups as a cover up to their inadequacies. It is high time therefore that Federal Government stepped in to check the excesses of the anomaly called private schools. To achieve that, there is the need to reform public schools in such a way that they can compete with private schools so that patronising them becomes luxury rather than last resort, the way and manner it is in other countries. It should also concern government that private schools in Nigeria make claims that they operate either British or American curriculum and use that as means to exploit parents as if we should give them standing ovation for brandishing such colonial mentality and inferiority complex. How many schools in other countries are teaching their students with Nigerian curriculum? It is the way we made our bed that we lay on them. The time to begin serious reforms in the education sector is now and that should go beyond mere ‘declaration of state of emergency,’ since solid foundation in the education sector is the bedrock of the change we need, if Nigeria will ever be great again.
