Dismisses appeal of firm linked to Saraki as lacking in merit

Andrew Orolua, Abuja The Court of Appeal in Lagos on Friday ordered the final forfeiture of N1.4billion obtained from the Nigeria Governors’ Forum (NGF) by a firm, Melrose General Services Limited, to the federal government. The court dismissed the appeal filed by Melrose General Services Limited who was challenging the decision of the Federal High Court. Melrose General Services Limited is allegedly linked to outgoing Senate President, Dr Bukola Saraki, whose two aides- Gbenga Makanjuola and Kolawole Shittu are being prosecuted by the EFCC in respect of the matter. Justice Cecilia Olatoregun of the Federal High Court in Lagos had on April 27, 2018 ordered the final forfeiture of the said N1.4billion to the Federal Government. Dissatisfied with the verdict of Justice Olatoregun, Melrose General Services approached the appellate court for redress, asking it to set aside the pronouncement of the lower court. favour of the EFCC (the first respondent). The appellate court further held that Melrose appeal lacked merit and ordered the firm to pay 100,000 cost to the EFCC. The appellate court also held that Melrose could not show that the said funds were lawfully earned by it. It added that section 17 of the Advance Fee Fraud Act, 2006, which the EFCC relied on to seek for the forfeiture of the said funds was constitutional. According to the Court of Appeal, Melrose was not denied fair hearing in the matter. Justice of the Court of Appeal (JCA), Justice Tijjani Abubakar wrote the lead judgement, Justice E. Tobi delivered the judgment while Justice O. A. ObasekiAdejumo concurred with the verdict. Lawyer to the Melrose, Mr Olawale Akoni (SAN) argued the appeal while the lawyer to the EFCC, Mr Ekele Iheanacho, appeared for the Commission. The EFCC had claimed that Melrose obtained N3.5bn from the Nigeria Governors’ Forum by making false claims. Listed as defendants in the final forfeiture application filed before the Federal High Court were Melrose General Services Limited, WASP Networks Limited and Thebe Wellness Services. The firms were accused of impersonating a consortium of consulting firms engaged by the NGF for the “verification, reconciliation and recovery of over-deductions on Paris and London Club Loans on the accounts of states and local governments between 1995 and 2002.” But the EFCC insisted that the original firms engaged by the Governors’ Forum were GSCL Consulting and Bizplus Consulting Services Limited.‎ According an investigator with the EFCC, Usman Zakari, the alter ego of Melrose General Services Limited, Robert Mbonu, made a false representation to the Governors’ Forum, causing the forum to pay N3.5bn to his company on December 14, 2016. Zakari said the money was credited into the Access Bank account of Melrose General Services Limited, adding that Melrose and others dissipated and laundered about N2.3bn out of the money between December 15, 2016, and January 20, 2017, leaving a balance of N1.2bn.

Zakari said the anti-graft agency had also recovered N220m out of the laundered sum from WASP Networks Limited and Thebe Wellness Services. The EFCC had on October 13, 2017 obtained an interim order from Justice Mojisola Olatoregun, placing a “Post No Debit” order on the accounts containing the N1.2bn and N220m. The judge had made the order following plea by the lawyer to the EFCC, Mr. Ekene Iheanacho, that it would best serve the interest of justice for Melrose and others to forfeit the N1.4bn temporarily to prevent them from dissipating same. The judge, after granting the interim freezing order in 2018, directed the EFCC to publish the order in a national daily giving anyone interested in the funds 14 days to appear before the court to show cause why the funds should not be forfeited permanently. Subsequently, one Prince Godwin Maduka and Linas International Limited showed up before the court, praying separately that the funds should be forfeited to them.

Maduka claimed that his firm, Udemgaba Maduka & Associates, had been engaged in 2011 as a consultant by Zamfara State Government to help the state recover some hanging funds, with an agreement that it would be paid 20 per cent of the recovered funds. He urged the court to forfeit the N1.4bn to his company to cover Zamfara State’s alleged indebtedness to him. But the EFCC opposed Maduka, contending that the suit was not a debt recovery suit and that Zamfara State was not a party to the suit. In her verdict on the matter, Justice Olatoregun upheld the EFCC’s argument and dismissed Maduka’s claims. On its own part, Linas International Limited said it was entitled to the payment of $6m from Nigeria Governors’ Forum. But Justice Olatoregun also dismissed its claim, holding that the suit was not a debt recovery suit. Having dismissed both claims, the judge ordered the permanent forfeiture of the N1.4bn to the Federal Government.

Minister of Information and Culture, Alhaji Lai Mohammed, believed to be one of the architects of APC victory in the state in 2019 general election. Apparently dissatisfied by the present configuration of party positions in the state, members from the north senatorial district are clamouring for ministerial position just vacated by Lai Mohammed who is from Kwara South. Driving home the demand, The Daily Times was reliably informed that members of APC Kwara North has petitioned President Muhammadu Buhari to give the only ministerial slot for Kwara State in the composition of his new cabinet to the senatorial district. They also said that this will place the district on the National Working Committee (NWC) of the party. The Daily Times further learnt that State governor bought into the demand of Kwara North which has not filled any notable position in the present configuration in the state. The governor, it was learnt, is supporting Kwara North demand to pacify the Director General of his campaign outfit (AACO), Alhaji Muhammed Kudu, who is from the north senatorial district and one of the major champions of the course. But a Government House source said that the governor was sincere in his approach to the issue because as the leader of the party in the state, he wants every senatorial district to be represented in the affairs of the party. However, the Lai Mohammed’s camp was said to have deemed the step taken by members from the north senatorial district as been influenced by the state governor, Abdulrahman Abdulrazaq. A close associate of the former Information minister said: “The minister, Alhaji Lai Mohammed, has laboured greatly for

President Buhari’s government, defending the administration at any given opportunity, so he deserves another term as a minister. “Also, if you consider his efforts in delivering Kwara State to APC in the last election, you will agree that he deserves to have the ministerial slot for Kwara again. He said the state governor should talk to party members from the north senatorial district to accept other juicy positions available for Kwara at the federal level and not do anything that will rock the peace of APC in the state. “The ministerial slot is not the only position that Kwara State will be entitled to. There is ambassadorial slot, board appointment positions in Federal Government agencies and parastatals. So, why should it be this particular position being held by Alhaji Lai Mohammed?”, he said while charging party members across senatorial districts to maintain peace. He added: “It is in atmosphere of peace that the APC government in our state can thrive and give dividends of democracy to all of us. We don’t need to fight over position. A house divided against itself cannot do anything meaningful“. Presently, Kwara South senatorial district produced the state deputy governor, Kayode Alabi, the minister (Lai Mohammed) and the state party chairman, Bashir Bolarinwa, while Kwara North senatorial district produced the state governor, Abdulrahman Abdulrazak and the National Publicity Secretary of APC, Lanre Isa Onilu. Leaders of APC in the district like Chief Adebiyi , Alhaji Ahmed Muhammed and Bio Ibrahim, a former minister, were of the opinion that Kwara north has no representative in the NWC, stressing that this could fuel a feeling of injustice

and lack of fairness in the party. They hinged their demand on the fact that the district ensured victory for the APC despite its peculiarities of massive underdevelopment. “As it is, the NWC position from the state is in Kwara central, represented by Mr. Lanre Onilu, National Publicity Secretary, the Minister of Culture and Tourism, Alhaji Lai Muhammed and Mr. Bashir Bolarin, the state chairman are both from Kwara South. “So Kwara north has no position in the NWC of the party, the only person that can go to the NWC is the state chairman who is already from south, the current minister is also from Kwara south.’’ “The governor, Adulrasaq is from Kwara central and would automatically be a member, adding that the north as it were, had no position and must be considered for the minister and the Secretary to the State Government (SSG) in the new administrations in the state”, said Kudu, the Director General of Abdulrahman Abdulrazak Campaign Organisation. He said there was the need to include the north in the running of APC in the state, adding that this would assuage the feelings of members in the district. Though the petition was not channeled through the party’s hierarchy at the National secretariat of APC in Abuja, feelers from an aide of the President said the Presidency might be considering navigating around pacifying the Information Minister with an ambassadorial appointment. The Daily Times gathered that a meeting to broker truce among aggrieved members might be called immediately by the President returns from his foreign trip to Saudi Arabia. The source said the party was trying to avoid intra party squabbles that resulted in APC losing a few states to the opposition PDP in the recent elections.

Court remands 3 JAMB staff over N36m swallowed by ‘snake’ Andrew Orolua, Abuja

Justice Peter Afen of the Federal Capital Territory High Court on Friday ordered Yakubu Jekada, Samuel Sale Umoru and Philomina Chieshe to be remanded in the custody of the Economic and Financial Crimes Commission (EFCC). The three defendants, who are staff of the Joint Admission and Matriculation Board (JAMB), were arraigned before the judge following their claims that the sum of N36 million from proceeds of sale of e- facility cards entrusted to them was swallowed by a mysterious snake. When the eight-count charge preferred against Samuel Sale Umoru and Philomina Chieshe was read to them in the court, they pleaded not guilty. Yakubu Jekada also pleaded not guilty to four count charge against him. The court could not take a separate four- count charge against another suspect, but related with the matter, due to the fact that the time was fast spent. Prosecution counsel, Ekene Iheanacho then urged the court to grant a short adjournment to enable the prosecution call its witnesses, but Justice Afem said that since there are three separate charges and since the court has dealt with two of them, he will adjourn till Monday to take the remaining one. He therefore adjourned the matter to June 3. Consequently, the judge ordered Samuel Sale Umoru and Philomina Chieshe to be remanded in the custody of the EFCC. Parts of the eight- count charge read thus: That you, Philomina Chieshe, sometime in June 2016, in Abuja within the jurisdiction of this

honourable court, being legally bound to furnish the management of Joint Admission and Matriculation Board (JAMB) information on the financial status of the JAMB between 2015 and 2016, stated that the sum of N36, 510, 500 being value of the shortfall of unremitted e-JAMB cards disappeared as a result of manipulation from the Kingdom of Darkness, which claim you knew to be false and you thereby committed an offence contrary to section 139(a) of the Penal Code Law; That you, Samuel Sale Umoru and Philomina Chieshe, sometime in June 2015, in Benue State within the jurisdiction of this honorable court while respectively being the State Coordinator and the Clerical Officer of the Joint Admission and Matriculation Board Zonal Office, Makurdi, corruptly gave the sum of N48,500 (Forty Eight Thousand Five Hundred Naira) to Ibrahim Oba, a staff from Abuja Office of the Joint Admission and Matriculation Board (JAMB), in order to forbear the said Ibrahim Oba from properly auditing the financial records of the Joint Admission and Matriculation Board, Benue Zonal Office and you thereby committed an offence contrary to section 17 (1) (b) and punishable under section 17(1) (c) of the Corrupt Practices and other related offences Act, 2000. While the four count charge against Yakubu Jekada read as follows: That you Yakubu Jekada between 2009 and 2016 in Abuja within the jurisdiction of this court while being the State Coordinator of the Joint Admission and Matriculation Board (JAMB) zonal office, Plateau State and in such capacity entrusted with dominion over certain properties to wit; 11,189 units of e- facility cards of JAMB committed criminal breach of trust in respect of the said properties when you disposed of the cards without duly rendering

accounts of the disposals to JAMB and you thereby committed an offence contrary to and punishable under Section 315 of the Panel Code Law. Count 2, That you Yakubu Jekada between 2009 and 2016 in Abuja and Plateau State within the jurisdiction of this court while being the State Coordinator of the Joint Admission and Matriculation Board (JAMB) zonal Office, Plateau State dishonestly misappropriated the sum of N11, 189,000.00 belonging to JAMB, an agency of the federal government of Nigeria and you hereby committed an offence contrary to Section 308 of the Panel Code and punishable under Section 309 of the same law. Count 3, That you, Yakubu Jekada between 2009 and 2016 in Abuja and Plateau State within the jurisdiction of this court while being the State Coordinator of the Joint Admission and Matriculation Board (JAMB) zonal Office, Lokoja in such capacity entrusted with dominion over certain properties to wit; N11,189,000 million being proceeds realized from the sales of e- facility cards belonging to JAMB committed criminal breach of trust by dishonestly using the said funds and you thereby committed an offence contrary to and punishable under Section 315 of the Penal Code Law. Count 4, That you Yakubu Jekada, between 2009 and 2016 in Abuja and Plateau State within the jurisdiction of this court while being the State Coordinator of the Joint Admission and Matriculation Board (JAMB)zonal Office, Plateau State used your position to confer unfair advantage to yourself by converting to your own use the sum of N11,189,000.00 being proceeds from the sale of e- facility cards of JAMB and you thereby committed an offence contrary to and punishable under Section 19 of the Corrupt Practices and Other related offences Act.2000.

Magu advocates Inter-Agency collaboration to combat corruption, terrorism Doosuur Iwambe, Abuja The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has called for the strengthening of inter-agency collaboration, as an essential ingredient needed in effectively combating corruption and terrorist financing in the country. He made the call at the Inter-Agency Cooperation and Coordination Seminar, which held at the Army War College, Abuja, as part of the eight-month study programme for 66 senior officers of the Nigerian Army. “Synergy among agencies will no doubt go a long way in ensuring that our country is safe, and there is need for more efforts in the investigation of where funds

are gotten from,” he said. Magu, who was represented by Chidi Chukwuka Boniface, a Director with the EFCC, further called on other agencies and bodies such as the Central Bank of Nigeria, CBN to curb terrorist financing in the country. He further stressed the need for all agencies in the country to salvage the country from the grips of corruption, stressing that “there is the need to fight corruption with total commitment and dedication as this is the only viable alternative available to us to move from where we are to a stable society”. On its part, the Director General, Services, National Emergency Management Agency (NEMA), James Akujobi, said inter-agency collaboration was essential to enhance joint efforts and cooperation among independent agencies with shared

responsibilities and overlapping jurisdictions. “Collaboration builds synergy and creates oneness to meet the common goals,” Akujobi said, noting that inter-agency collaboration also helps to address capability shortfalls. The Commandant of the Army War College, Major General Charles Ofoche, commended participants for a robust and rewarding session, adding, “we all are instruments of the state, regardless of the colour of the uniforms we wear.” Other agencies represented were: Nigerian Police Force, Nigerian Immigration Service, Department of States Service, Nigerian Customs Service, Nigerian Prison Service, Federal Road Safety Corps, and Nigerian Civil Defense Corps.

Rental SMIS gets $294.7m, CNY 31.43m CBN intervention Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has again intervened in the retail Secondary Market Intervention Sales (SMIS) to the tune of $294.7 million. Figures obtained on Friday from the Bank indicated that the sum of CNY 31.43 million was also offered in the spot and short-tenored forwards segment of the interbank foreign exchange market.

The Director, Corporate Communications Department, Mr. Isaac Okorafor, made the disclosure, adding that the United States’ dollar intervention was for requests in the agricultural and raw materials sectors. The Chinese Yuan, on the other hand, was for Renminbi-denominated Letters of Credit. Okorafor further reiterated that the market remained stable because of the regular interventions by the Bank. He

also noted that the demand management approach introduced by the Bank had yielded positive results, adding that the CBN Management remained committed to ensuring that all the sectors of the forex market continue to enjoy access to the needed foreign exchange. Meanwhile, $1 exchanged for N361 at the Bureau de Change (BDC) segment of the foreign exchange market, while CNY1 exchanged at N55.

Alleged age falsification: Court dismisses suit against acting CJN The FCT High Court, on Friday, dismissed a suit, accusing the acting Chief Justice of Nigeria (CJN), Tanko Mohammed, of age falsification for lack of ‘’Locus Standi’’. The judge, Danlami Senchi, held that the suit filed by Tochi Michael, a 46-year-old man sometimes in April, ought to have been filed before the court by way of writ of summons and not originating summon. The judge also held that there was no evidence before the court to prove Michael’s case that Mohammed reduced his age from December 31, 1950 to December 31, 1953 as claimed by the plaintiff. Senchi also held that the claimant did not specify in the originating summons the special interest he has in the suit adding that the claimant has no ‘locus standi’ to institute such action. “There is nowhere in the document before the court where the claimant have been injured by the defendant, the claimant also did not disclosed further much information about himself. “Where a suit was not commence with due process of the law, it was quite clear that this suit was commence by way of originating summon instead of writ; the claimant has failed to show to the court necessary document to show that the defendant falsified his age “I hereby declared that the date of birth of the defendant is Dec. 31, 1953 and not Dec. 31, 1950; this suit is hereby dismissed in entirety,’’ Senchi held. According to the judge, the attitude of the claimant counsel, Melkizadeck Zaro, is nothing but to scandalised, malign and destroy the person of the CJN and the entire judiciary. The judge also ordered that the registrar of the Supreme Court should commence a disciplinary action against the claimant counsel for supplying false information to breach the law.

Senchi also awarded a N10 million fines against the claimant to serve as a deterrent to others who are bent in carrying false information and must be paid within three weeks from the day of the judgment. Michael in his originating summon with suit No. FCT/HC/BW/ CV/79/2019, alleged that the CJN deliberately falsified his date of birth. He alleged that the CJN falsified his date of birth from December 31, 1950 as contained in all his official records including that of WAEC to December 31, 1953 upon his appointment as a judicial officer. The petitioner in the originating summon is praying the court to determine whether such act of the CJN does not constitute a criminal act of perjury, falsification and forgery. Michael in the originating summon also prayed the court to determine whether by falsifying his date of birth from December 31, 1950 to December 31, 1953 upon being appointed to Nigeria Bench as a judicial officer he has not breach the constitution of the Federal Republic of Nigeria. The petitioner is also praying the court to determine whether Mr Mohammed has not breached the Code of Conduct for judicial officers and consequently brought the image of Nigeria Judiciary to a state of disrepute and odium. The petitioner in his reliefs is praying the court for a declaration that the defendant falsified his date of birth and that the defendant has desecrated the breach of the Constitution of the Federal Republic of Nigeria. He is also praying for an order directing the Inspector General of Police (IGP) to prosecute the defendant for the offence of perjury and an order which the court may deem it fit. But the CJN counsel, Sam Ologunorisa, SAN, had informed the court that the plaintiff and his counsel information against the CJN was not true and urged the court to dismiss the suit.

Sanwo-Olu to create jobs via recycling Governor Babajide Sanwo-Olu of Lagos State has hinted on the possible return of the monthly sanitation exercise in the state - as a follow up to his promise of improving the environmental situation in the state - even as he promised to create jobs through recycling of waste. The governor, however, said he would seek the opinion of Lagosians on the issue, adding that the state government will create jobs through recycling. During a visit to the Olusosun dumpsite on Friday, SanwoOlu, in company of his deputy, Obafemi Hamzat, said 70 percent of refuse generated in Lagos are accommodated at the dumpsite, stressing that to create more jobs, the government would have to soon begin recycling those wastes. “We are going to ask Lagosians if they want us to return the three hours monthly sanitation to ensure we have a cleaner city. Though I have my own view but we will still ask Lagosians,” he said. Sanwo-Olu further said he visited the site in fulfillment of the executive order he signed on environment. “Today, we came here to validate the executive order we signed. This is where we receive 70 percent of the waste in Lagos. The facility is 28 years old so we want to ensure it can receive waste for the next 23 years.

A Federal High Court, Ikoyi, Lagos on Friday has adjourned to June 3, the trial of an aide to former President Goodluck Jonathan, Waripamo Owei-Dudafa, who is facing trial for allegedly laundering N1.6 billion. Justice Mohammed Idris adjourned hearing to enable lawyers representing the Economic and Financial Crimes Commission (EFCC) and the defendants to address the court on a provision of the EFCC Act. Dudafa is charged by the EFCC along with one Joseph Iwejuo, a staff of Heritage Bank, on a 23- count charge bordering on laundering N1.6 billion. The EFCC arraigned them before Justice Mohammed Idris on counts of conspiracy to conceal proceeds of crime amounting to over N1.6 billion on June 11, 2013 The judge had on February 27, reserved judgement in the case after defence counsels had adopted their final addresses before the court while the prosecution closed its case on March 16, 2018, after calling seven witnesses and tendering several exhibits. The defence had initially filed and

argued a no-case submission in its defence and had urged the court to dismiss the case on the grounds that the prosecution failed to establish any case against them. Justice Idris had in a ruling delivered in August 2018, dismissed the no case submission of the defence on the grounds that they had some explanations to make on the exhibits and evidences already adduced by the prosecution Defence had consequently, entered its defence, calling two witnesses and tendering exhibits. It closed its case in November 2018 after which final addresses were adopted on February 27, and judgment subsequently reserved. Justice Idris averred that “I have carried out a page by page examination of the entirety of the more than 600 pages of the statement of accounts that had been tendered in evidence in this case, and the judgment has been written. “However, in line with decided cases and acting ex abundanti cautella (with abundant caution), I deemed it being privileged to be in the Court of Appeal. “I understand that is why the appellate court allow trial courts or any court to raise an issue of law, suo motu (on its own), no

court is allowed to make binding pronouncements on those issues of law without calling the parties to address it on those issues. “This is in line with the requirement of Section 36 of the constitution which guarantees the right to fair hearing, if any court of law raises an issue of law suo motu, and goes ahead to make pronouncement without affording counsel the opportunity of addressing it on those issues raised, the entire judgment will be set aside on appeal. “So, reading through my judgment, I discovered that I might have raised issues of law, which I think, is important I call the attention of counsels so that I am addressed briefly on it.” The court said that the question to be addressed is “on the relationship if any, between the provisions of Section 27(3) (c) of the EFCC Establishment Act with Sections 7(2), 16 and 17 of same Act, as it relates to the charge. “This is the simple issue I want learned counsels to address the court on” he added and therefore, urged counsels to file their respective addressees on June 3, after which it will hear submissions and further reserve judgment.

Sanwo-Olu visits Apapa, pledges lasting solution to gridlock Benjamin Omoike, Lagos Lagos state Governor, Babajide Sanwo-Olu has visited Apapa and its environs to assess the lingering traffic gridlock in the area, pledging to find a lasting solution to the menace. The governor accompanied by his Deputy, Dr. Obafemi Hamzat and the Head of Service, Hakeem Muri-Okunola, among other top government officials, said that his administration would work with the federal government and other stakeholders to achieve the June deadline for the completion of the 1, 000-capacity Tin Can Ports Truck Terminal to resolve the crisis. “What is left to complete it is the water system, toilet facility and power supply, which is the aspect left to fix. Once they do that, all the trucks on the Ijora Bridge and others within that axis can use it,” he said. Sanwo-Olu thereafter, met

that NPA has a concession company, APMT and we also observed that there is disconnect in the activities of picking and dropping off containers at the ports. “One of the strategies is that we will be engaging with NIMASA, shipping councils, NPA and others to resolve the issue, especially on how they can push the commencement date for the collection of demurrage,” the governor said. He further solicited the cooperation of the federal government in evacuating illegal squatters occupying open spaces within the Tin Can Port premises, just as he expressed optimism on a lasting solution in no distant time. “The final solution is around the corner; we are hoping in due course, we will get all these issues behind us. We need to build another port. We will take it upon ourselves with the support of the NPA to develop the Lekki and Badagry ports,” the governor said.

The President is accompanied by the governors of Osun, Niger and Jigawa states. According to Shehu, the President and the accompanying delegation marched round the Ka’aba before visiting the area between the al-Marwah and al-Safa hills, itself a distance of between three and four kilometres to the Grand Mosque, which is part of the Umrah process. The Umrah is a Muslim pilgrimage to Mecca that can be undertaken at any time of the year, unlike the hajj which has a fixed time.

Troops subject motorists to gridlock on Nyanya-Abuja highway

Motorists plying the Keffi-Abuja highway into the Abuja city centre had a hectic time on Friday as troops took positions at different areas of the road, conducting checks. The troops deployed between Mararaba junction and check point, the boundary between the FCT and Nasarawa state, as well as Nyanya, Kugbo and AyA overhead bridge subjected motorists to checks. This prompted huge traffic build up during the rush hour, forcing many workers in the FCT, who reside in Masaka, Mararaba, Karu and Jikwoyi areas to report late for work. Motorists had a similar experience on Wednesday as troops barricaded the highway to restrict vehicular movement when President Muhammadu Buhari took the oath of office for a second term at the Eagle Square. The Nigerian Army did not offer any reason for the troops’ action, but sources said the checks were not unconnected with intelligence reports that the Shi’ites Movement of Nigeria was planning to stage a huge protests over the continued detention of their leader, El-Zazaky.

63-year-old student prepares for SSCE in Delta Nosa Akenzua, Asaba A 63-year -old student in Izon College in Oporoza community in Bomadi Local Government of Delta state is currently preparing for the Secondary School Certificate Examination (SSCE). The student, Seribo Adelabu, a native of Bomadi in Bomadi Local Government Area of Delta state, started his voyage to secondary school at the age of 58 years after he was allegedly molested by his wife who described him as an illiterate. “I am preparing for my SSCE examination; it was not easy, but very challenging and tough. I thank God for all those who encouraged me to go to school when my wife described me as error to her life. I want to thank Ijaw people for supporting me. I will read up to the university level,” Seribo Adelabu said. Confirming that he had been surviving with his wheelbarrow business, Seribo, said “I am still pushing my wheelbarrow to make ends meet and pay my school fees. Oyo proscribes NURTW, takes over all motor parks The Oyo state government has proscribed the National Union of Road Transport Workers (NURTW) and taken over the control of all motor parks in the state. Chief of Staff, Government House, Ibadan, Chief Bisi Ilaka, disclosed this on Friday during a news conference at the executive chambers of the governor’s office in Ibadan. According to Ilaka, the state

government took the decision after deliberation with stakeholders. He said all motor parks in the state have been taken over by the state government with immediate effect. He added that “all activities of the union remain illegal henceforth, and we urge the people of the state to go about their lawful duties without fear of molestation.” The chief of staff assured the residents of the state of adequate

protection of their lives and property, adding that the security task force in every community had been charged to take control of the area and maintain peace and order. Two factions of the proscribed union have been at loggerheads since Wednesday, after the inauguration of Gov. Seyi Makinde. The factions have been disturbing public peace over leadership of the union in the state.

A collection of interest groups, comprising market women, pensioners and labour unions under the aegis of the Concerned Citizens of Edo, have expressed their support for the administration of Governor Godwin Obaseki. The peaceful solidarity rally took off from the Museum Ground on Friday, moving through Kings Square, Airport Road, Ezoti, Reservation Road, to Government House in Benin City, the state capital, with the protesters calling on the governor to contest and run for another term of office. They assured the governor that they are fully in support of his administration and his people-cantered policies, urging him to ignore attacks by a handful of those they described as greedy politicians, over his refusal to give them access to the state’s treasury. Addressing the protesters at Government House, Commissioner for Communication and Orientation, Paul Ohonbamu, expressed appreciation to the groups for conducting a peaceful rally to support the governor. Ohonbamu said that “I thank you for standing for the truth and for standing for Gov. Godwin Obaseki. The governor’s style of leadership is innovative and some people are not happy with this positive change. This fight is not Obaseki’s, but your fight as Edo citizens. Never again will the food of the children be given to dogs.” He assured that the governor would not be distracted by laggers rather he would continue to deliver the dividends of good governance to Edo people. My govt won’t witch-hunt civil servants, declares Kwara gov Kehinde Akinpelu, Ilorin Kwara state Governor, AbdulRahman AbdulRazaq has told civil servants in the state that he would not witch-hunt anyone for their political beliefs. The governor said this during interaction with the top echelon of the civil service in the state at Government House Banquet Hall, Ilorin. Governor AbdulRazaq promised not to label anyone, but would rather carry everybody along and promote a culture of transparency and independence. According to the governor, Kwara would regain its rightful place, particularly in the North where it used to be the number one in terms of education and other aspects of life. AbdulRazaq promised to ensure the prompt payment of May salaries to workers, as well as the payment of minimum wage after due consultations with civil servants and proper assessment of the financial situation of the state.

He also assured that his government would attain the heights where there shall be no backlog of salary and pensions, stating that “we’ll discuss the minimum wage. The intention is to pay, but we need to sit down and resolve a few issues. There has been so much plundering of the state resources, but we will rise above all that. We’ll ride on your back to get things done while your welfare is taken care of.” The governor spoke extensively about his agenda for the state such as plugging loopholes, reducing overhead costs through prudent management of resources, addressing the infrastructure deficit in the state and creating wealth through private enterprise. The meeting was attended by top party leaders led by the APC state Chairman, Bashir Bolarinwa, Head of the Civil Service, Mrs. Sudan Oluwole Dupe, permanent secretaries, directors and other senior civil servants in the state. AbdulRazaq had earlier held a

meeting with Kwara leaders of thoughts during which he called on them to support his administration to rebuild Kwara from the scratch. Short News Court sentences 40 -year- old farmer to death for murder Nosa Akenzua, Asaba A High Court sitting at Ughelli has sentenced a 40 -year -old farmer, Alex Obigho to death by hanging for the murder of the steward/cook to the traditional ruler of Kiagbodo community. Akpovi while delivering the judgement found the accused person guilty of the one -count charge of murder profferedagainst him by the state and accordingly, sentenced him to death by hanging. Okunu Diafa, a native of Kiagbodo community was brutally murdered on June 22, 2012 at the boundary between Oviri-Olomu of Ughelli South Local Government and Kiagbodo in Burutu Local Government. His gruesome murder had heightened tension between the once peaceful communities, but for the quick intervention of the traditional rulers of both communities who doused the tension. Justice Akpovi in his judgement commended the traditional rulers of both communities for handling the matter with maturing by not allowing the matter snow-ball into a full blown crisis because of the unreasonable action of one man who took the laws into his hands.

The interns were drawn from various tertiary institutions across Nigeria. As part of its commitment to promote the study of science, technology, engineering and Mathematics in Nigeria, Interswitch recruited a number of software engineers to participate in the six-month internship programme which held at the company’s headquarters. Gov. Zulum to punish 11, 865 Borno civil servants for lateness Governor Umara Zulum of Borno state on Friday recommended punishments for 11, 865 civil servants who came to work late when the governor paid an unscheduled visit to the state secretariat. The governor, who arrived at the Musa Usman Secretariat in company of the Head of Service, Alhaji Muhammed Hassan, also rewarded 135 civil servants for their dedication to duty. Zulum said he met only 10 members of staff when he arrived the secretariat at 8.30 a.m. with most offices closed, noting that only 135 other civil servants came to work as at 9.40 a.m. He directed the head of service to compile names of the affected workers, insisting that disciplinary action must be taken against them. “Yesterday, I received the leadership of the NLC, where we had extensive consultations and they raised their concerns, among which were non-payment of salaries, pension, and gratuity

to some certain categories of staff that have not been captured by the biometric verification. “Some have complaints that they have been captured and they are yet to get their salaries while other complaints were on leave grants as well as annual increments. “In my wisdom, l decided to visit the secretariat to determine the desirability of otherwise, of paying the civil servants. But, to my dismay only 135 civil servants were in the office. So, what justification do we have to pay the civil servants? “I am ready to pay; l am ready to work closely with the civil servants, but there is no food for lazy people. We must enshrine discipline in our system. People must come to work and erring officials should be dealt with no matter how high placed he or she is. “I have given directives for the payment of all salary increment, leave grants and annual increment to the 135 staff for their dedication

to work. “This administration will critically examine the request of the civil servants on one hand, but on the other hand they must also justify the confidence reposed on them,” he said. The governor added that the government would redesign and strengthen the biometric system in order to fast track payment of all workers entitlements and benefits. Gov. Umara said that the government was working closely with the NLC to fashion out sustainable solutions toward the payment of the N20 billion outstanding pension and gratuity arrears. In his remarks, the state NLC Chairman, Bulama Abiso, lauded the governor for the giant steps he is taking in revitalising the civil service, declaring that “I want to reassure you, your Excellency that we are coming out in full force to make sure that civil servants live up to expectations.”

This followed a motion by the Senate Leader, Sen. Ahmed Lawan titled: “Withholding of assent.” The Senate recalled that the President had signified the withholding of his assent on the Energy Commission Act (amendment) Bill, 2019 pursuant to Section 58 (4) of the Constitution. The Senate dissolved into the Committee of the Whole for the consideration of the affected clauses on which the parliament rescinded its earlier decisions in line with the recommendations of Mr. President. Senate reverted to plenary and reported progress and accordingly resolved to rescind its decision on the affected clauses of the bill as agreed at the Committee of the Whole and the bill was passed.

CCB advises civil servants to declare assets Our reporter Civil and public servants have been warned to declare their assets as stipulated by the constitution as failure to do so amounts to serious legal infraction punishable by the law. A director with the Code of Conduct Bureau (CCB), Olufadeji Adeniyi handed down the warning while presenting a paper during a sensitization campaign on asset declaration for workers in Osogbo, the Osun state capital. Speaking on the topic: “Exposition on assets declaration exercise,” he explained that the conduct bureau is an anti-corruption agency, put in place by the federal government to fight graft. He said it remains an offence for any public officer not to declare his or her assets, saying the Code of Conduct Bureau has the mandate to establish and maintain a high standard of morality in the conduct of government business. According to him, the CCB also has the duty to ensure that the action and behaviour of public officers conform to the highest standards of public morality and accountability. In his remarks at the event, the Chairman, Osun state Local Government Service Commission, Tunde Adedeji warned civil servants and public officers in the state to declare their assets before the Code of Conduct Bureau to avoid sanctions.

The African nation intends to turn marijuana into a source of revenue even as the government made it possible to request a license to grow cannabis, and both individuals and companies can apply. The Oodua Consultative Forum (OCF) has called on elders and leaders of thought in the north to caution those in the region making inflammatory statements that could heat-up the polity. The Federal High Court in Benin, Edo state presided over by Justice A. A. Demi-Ajayi has remanded a couple in prison custody for alleged conspiring and obtaining N3 million from Idahosa Aimienrovbiye under false pretences. The couple, Prince Peter Eweka and Stella Eweka were arraigned on a four -count charge of obtaining money under false pretence, intent to defraud unlawfully by claiming to have a plot of land measuring 100ft by 200ft along Ugbowo Community, Off Technical School Road in Benin

City. They were also accused of stealing and fraudulently converting N200, 000, an offence punishable under Sections 3 and 11of the Criminal Code and Section 390 (9) of the Advanced Fee Fraud Act, 2006. The couple however, pleaded not guilty when the four-count charge was read to them. The prosecution counsel F. B. Ojiezele, however, requested the commencement of trial he was ready to proceed with the case of the prosecution while urging the court to remand the defendants in prison custody until the next adjourned date. In a swift reaction, the defence

counsel, Zion Agbon told the court that his client had already began an out of court settlement with the plaintiff on how to refund the N3 million in two instalments. He therefore, appealed to the court to release the couple on bail to enable them pay the outstanding instalment to the plaintiff. Having listened to the defence counsel’s submission, Justice DemiAjayi recognized the name of the accused persons as members of the Benin royal family and urged them to produce any member of the family to identify them before they can be granted bail or they remain in prison custody till the next adjourned date of June 13.

Memoye Oghu, Port Harcourt

The police in Rivers state have arraigned a 24-year-old man, Kenneth Obozua at a Port Harcourt Chief Magistrate Court for allegedly stealing N850, 000 and a computer central processing unit. The offences were committed on May 1 at Trans Amadi Industrial Area of Port Harcourt, the state capital. Obozua was accused of burgling a petrol station belonging to one Mrs. Eucharia Nwachukwu at Trans Amadi and carted away the items with the help of his accomplices who are now at large. The accused pleaded not guilty to the three-count charge preferred against him. The prosecutor, Wilson Isaiah told the court that the offences committed by the accused contravenes Sections 516 (a), 413 (II) and 390 (10a) of the Criminal Code of Rivers state. Chief Magistrate Sokari Andrew-Jaja granted bail to the accused and adjourned the matter till June 10 for hearing.

China not responsible for US trade talks collapse -Envoy Patrick Okohue, Lagos The newly appointed Consul General of the Peoples Republic of China in Nigeria, Chu Maoming, has said that the failure of the high level trade talks between China and United States which ended in a deadlock was not the fault of his country, as China did its best to make the talks fruitful. Maoming explained in a statement that China in the last 40 years had opened its doors and shared the outcomes of its reforms with the outside world. He said that “the 11th round of the China-US high-level trade talks ended recently with no agreement reached. The Trump administration claimed that it has seen erosion in commitments by China and accused China of back-tracking on its pledges. It completely disregards facts and such false accusation on China is nothing, but a lie.” The envoy added that his country had always fulfilled its commitments since it joined the World Trade Organization (WTO), noting that “by firmly supporting the multilateral system, largely lowering tariffs and reducing non-tariff barriers and opposing unilateralism and protectionism, China is showing to the world an image of a responsible and faithful country.” The consul general disclosed that by 2010, China had fulfilled all of its tariff reduction commitments and had reduced the average tariff level from 15.3 per cent by 2001 to 9.8 per cent.

Army accuses NGOs of funding terrorist activities in North East Andrew Orolua, Abuja

The Nigerian Army has disclosed that its accusation that some non-governmental organisations were clandestinely funding the Boko Haram insurgency in the North East has been collaborated following the arrest of a leader of the group. This is coming as the army reiterated its accusation that some non-governmental organisations operating in the North East were breaching security and sabotaging ongoing counter -terrorism operations in the zone. Director of Army Public Relations, Col. Sagir Musa, who disclosed this in a statement in Abuja, said the military established this fact after the arrest of a Boko Haram commander, Mohammed Modu on Sunday.

Col. Musa recalled that the army had in 2018 levelled a similar accusation against non-governmental organisations operating in the region. He said that the high profile commander who belongs to the Abubakar Shekau’s faction of the terrorist group revealed during preliminary investigations that the Shekau’s faction of Boko Haram has been receiving “humanitarian support of food and drug supplies from some nongovernmental organisations operating in the North East.’’ The army spokesman described the non-governmental organisations actions who provide logistics support to terrorists, as “serious security breaches’’ and therefore, warned the affected organisations to “desist from compromising Nigeria’s national security and efforts against terrorism.’’

He further advised them to operate in accordance with the extant rules and regulations guiding the operations of humanitarian aid workers, adding that the organisations must also operate in line with the guidelines and procedures of International Humanitarian Laws, as well as the Laws of Armed Conflict. “The Nigerian Army will no longer tolerate such acts of sabotage, inimical to the fight against terrorism by any organisation or agency, and will not hesitate to sanction any such recalcitrant organisation as appropriate,” he warned. Daily Times recalls that the army had in December 2018, suspended the operations of the United Nations International Children’s Emergency Fund (UNICEF) in the North-East theatre for similar alleged offences, but public outcry made it lift the suspension.

Why I can’t give up on dance-Kaffy In 2006, she danced her way into the Guinness World Record with her team, Imagneto, at the Nokia Silverbird Danceathon and has since become a point of reference in the Nigerian entertainment industry whenever dance is concerned. She has choreographed music videos and concert tours for several artistes and has acted as a judge on some Reality TV Shows in her capacity as a professional dancer. With almost 20 years in the creative industry, Kafayat Shafau-Ameh, better known as Kaffy, in this chat with MUTIAT ALLI, spoke about her coming conference and the industry perspective about dancers amongst others. It’s the second edition of the Dance workshop and conference; what should Nigerians expect? They should expect an avenue that haven birthed and a project that will create a shift in the entertainment industry. The essence of the conference is to bring to life things that are hidden, motivate things that are frustrated, train things that requires extra skills and also inspire the future of not letting go of your dream just because somebody else has tagged it not the right thing to do. With the theme this year; do you believe also that ‘Dance is a serious business’? You see a lot of people don’t know the value of their art & craft and as such forgetting that dance is beyond shaking your butt on stage or appearing on musical videos. Indeed dance is a serious business because if I had not taken it as business from inception; I won’t be as big as I am today. I can say boastfully that with dance I have been able to break bounds and put food on the tables of my family members. Like I said earlier, with the workshop, a lot will be revealed to dancers on why they need to take their craft seriously. With the conference, I aim at catching them young which at the end makes them smart. What prompted your decision to put out this conference for the second season? This conference is holding as a result of all what I have been through as a dancer, for instance dancers been divided, backbiting, passing the wrong information about another dancer. Some even go as far

Not at all, all I know was that I knew I would be great and successful because growing up as a child; you don’t know the process of greatness because all I wanted to do was to be known in my chosen field so as to be able to impact on other and matter. For instance I grew up in a family where they think you can’t matter if you are a dancer and I told them I will matter to them one day through the dance path I have chosen for myself and today they are all super proud of me. Do you think lack of regards towards dancer is the cause of the several omissions when it comes to entertainment awards? It is important to state also that dancers in this part are not united enough to be able to create the force in the industry that there is need for dancers to be respected but I believe when we have about five Kaffy’s are available and we become so strong then I am 100%sure that nobody will want to mess with any dancers. Also what people fail to understand is the fact that dances and music is a marriage that cannot be divorced because both parties need one another. What is dance to you?

Dance is a way of life, is a culture and a power tools of communication employed to inform and empower. I have empowered myself through dance and I am totally sure that it can help humanity more than the way we perceive with. In Nigeria, we consume dance mostly from the entertainment perspective and I believe the world should consume dance from all levels from the therapic angle, health and fitness, job creation amongst others. That is the more reason you see that I am pushing from all angle and giving people reasons to ask questions like is it this same dance you are adding importance to and packaging. Did you envisage that you will be getting this attention starting out?

What impact does the internet have on your brand? For me personally, am proud to say that, for me to have over a million and above followers, this is not like you went to buy followers, it means that people are interested what you are doing, and the internet allows direct access to my followers, and the people that are interested in my brand, and what my brand has to offer, so it also pushes me to be creative, to be innovative, and to also evolve. The internet has drawn me closer to my future customers, and also created an avenue for me to showcase some of the things that I probably want to launch, so it’s like a great marketing application. Is dancing something you can encourage people to do? That is why am still dancing, I would have quit if I think there is no hope, for me to be a science student and venture into dancing, and stay in it, and be recognized for it, and still trying to impact in my society, in my country, and also changing lives. One thing people don’t understand is am

not doing dance because I want to move my body, am doing dance because I want to change lives, and it has changed lives from movement. Movement is very psychological, I change lives of mothers, and that of young people, I take kids off the street. For me I made ladies believe their body can create an avenue for job opportunities rather than sex sell themselves, so this things are empowering attributes of dance so it’s not just about the movement of the body, it’s about the building of the mind and that’s what am doing it for. Do you think entertainment is something Nigeria should really look into? We are part of the process, and as much as we can get to every sector, the health sector, entertainment, even the empowerment sector, where we can take kids off the street, we are an important caption of the economy, not just economy in the case of the money we earn, but the society, further means that our activities will be required on daily basis, those are the areas that we should look into if these things are important then lets address them. So do you think entertainment industry is the last hope for Nigeria? It’s one hope, and a real hope, it’s a hope we are all seeing, because there is nobody in this life that does not enjoy one form of recreation or the other, whether you like to visit the art galleries, or you love to just go and watch a movie, or you love to listen to music on your IPad, it’s something providing for those services, and we are the people here, gathered in one room, and these are life style choices, it’s not a Choice of whether you go or not, we don’t need you, its required. I have not seen one human being that has said, since I was born, I never heard one song, or have never moved my body, even If you are awkward at it, something is happening to you. Art is life.

If you are lucky enough to work in an industry where the dress code is flexible, you can take a great pleasure in dressing every day. - The layers to be matched; the patterns to be clashed; the fabrics to be contrasted, but what about sectors where wearing a suit is still a daily necessity? Are you automatically banished from the world of style? 1) Change your shirt A simple one, this. If you are going to wear the same suit everyday - particularly if the weather is warm (but also regardless) you must change your shirt every day.

He said that the project would attract foreign direct investment into the mining sector and attracting its Intra-African Trade Champions and foreign investors into the country for capacity building, partnership and financing. Oramah noted that the Bank had been providing ongoing support to the DRC, particularly in the areas of infrastructural development, such as roads and bridges, provision of a refinancing window to commercial banks through the Banque Centrale du Congo. This he said, allowed banks to provide long term financing to support investments, and support for local content promotion for extractive industries to provide advisory services to develop local content policy and financing models. Prof. Oramah, also briefed President Tshisekedi about the Bank’s products, services and facilities and expressed the Bank’s readiness to support the DRC’s development agenda. He took the opportunity of the visit to commiserate with President Tshisekedi on the death of his father, Etienne Tshisekedi, a former Prime Minister of the DRC. Mr. Tshisekedi commended Prof. Oramah and Afreximbank for their invaluable support to the DRC’s economic expansion and expressed the country’s commitment to facilitating the execution of the Bank’s transactions. He noted that there were many projects and opportunities in the DRC which the Bank could tap into and said that the government’s major priority areas included education, healthcare, governance and local content promotion, which was a major focus of the development strategy for indigenous companies. According to the President, the government’s focus was the development and enhancement of the vital roles that locals can play in the economic development of rural communities. Accompanying the Afreximbank delegations was Ahmed Elsewedy and Walid Loukil, chief executive officers of Elsewedy Electric and the Loukil Group, two of the Bank’s Intra Africa Trade Champions with business interests in the DRC, which the Bank is supporting. Elsewedy plans to invest $400 million in solar projects, transmission lines, prepaid meters and water in the DRC while the Loukil Group in pursuing market sounding for the expansion of storage facilities for refined oil products. The two companies gave presentations about their groups and the services they could provide. Elsewedy subsequently signed two memorandums of understanding, one with Societe Nationale D’Electricite of the DRC for a solar plant, a sub-station, supply of prepaid electrical meters and electricity transmission lines, and the other with Regideso, the national water corporation. The Intra-African Trade Champions programme supports companies with proven intra-African trade experience, operations and with value chains spanning across countries with interventions, which include financing, market access and technical assistance.

MTN pays N55bn to completes N330bn NCC fine Ladesope Ladelokun MTN Nigeria Communications Plc (MTN), has completed the N330 billion fine by the Nigerian Communications Commission (NCC), with the sixth and final instalment payment of N55 billion. With this fresh payment, MTN has fulfilled the N330 billion negotiated settlement agreed between the NCC and the company in 2016. According to Tobechukwu Okigbo, MTN’s chief corporate relations officer, the successful resolution of the fine was the

outcome of active collaboration between the NCC and MTN. “We are very pleased to have completed the payment of the N330 billion negotiated settlement with the NCC,” he said. We are particularly gratified to be in a position to have fully met the terms of the settlement within the agreed timeframes. “I would like to thank the NCC for their constructive and collaborative approach to this issue, and believe that we emerge from it with a stronger relationship, focused on ensuring maximum value is delivered to our people, from a strong and

growing telecoms sector.” In October 2015, the regulator slammed MTN a fine of N1.04 trillion following failure to cut off five million unregistered subscribers after a deadline set by NCC, in agreement with major telcos in the country. The fine was eventually reduced to N330 billion with a condition that MTN will list on the Nigerian Stock Exchange (NSE) — a condition that has now been met by the telco. In a statement last week, NCC disclosed that MTN had paid N275 billion and had N55 billion to go, with nine days left on the clock.

“Following a negotiated reduction of the N1.04 trillion fine on MTN Nigeria to N330 billion and in line with the staggered payment arrangement, MTN has, so far, paid N275 billion to the Federal Government,” NCC had said. “What this means, according to the staggered arrangement, is that May 31, 2019, would be the deadline for the telecoms company to pay the sixth and final tranche of the balance of N55 billion.” As at the time this report was filed, the NCC had not yet acknowledged to the press, the receipt of the final payment.

Oando saga: SEC bars Tinubu, 5 other directors from public company positions for 5yrs Motolani Oseni, Lagos The Securities and Exchange Commission (SEC) on Friday barred the Group Chief Executive Officer of Oando Plc, Wale Tinubu, and five other directors including his deputy, Omamofe Boyo, from holding director positions of public companies for a minimum of five year period. The Nigerian capital market regulator also directed other members of the Board of the company to resign their positions forthwith. The SEC also directed the convening of an extraordinary general meeting of the company on or before July 1 to appoint new directors. The directives were part of recommendations in the report of the panel constituted to investigate allegations of regulatory violations against the management of Oando Plc. The sanctions are among some regulatory measures by the SEC

to remedy the infractions by the sacked management of the company. The investigation followed the receipt of two separate petitions from investors by the Commission in 2017, about alleged regulatory misconduct by the management of Oando Plc, which is listed on both the Nigerian and Johannesburg Stock Exchanges. Apart from the panel that investigated certain infractions of securities and other relevant laws observed, SEC said it also engaged Deloitte & Touche to conduct a forensic audit of the activities of Oando Plc. “The general public is hereby notified of the conclusion of the investigations of Oando Plc, SEC said in a statement on Friday by its spokesperson, Efe Ebelo. “The findings from the report revealed serious infractions, such as false disclosures, market abuses, misstatements in financial statements, internal control

failures, and corporate governance lapses stemming from poor board oversight, irregular approval of directors’ remuneration, unjustified disbursements to directors and management of the company, related party transactions not conducted at arm’s length, amongst others,” the statement said. In addition to barring its directors from public companies, SEC said the company was also directed to pay monetary penalties. Also, all indicted individuals, directors and affected Board members are to refund all improperly disbursed remuneration by the company. Section 304 of the Investments and Securities Act, (ISA) 2007 empowers the Commission to refer all issues with possible criminality to the appropriate criminal prosecuting authorities. In addition, the SEC said other aspects of the findings would be referred to the Nigerian Stock

Exchange (NSE), Federal Inland Revenue Service (FIRS), and the Corporate Affairs Commission (CAC) for further actions. “The Commission is confident that with the implementation of the above directives and introduction of some remedial measures, such unwholesome practices by public companies would be significantly reduced. “Therefore, in line with the Federal Government’s resolve to build strong institutions, Boards of public companies are enjoined to properly perform their fiduciary duties as required under extant securities laws” the statement said. The Commission said, as the apex regulator of the Nigerian capital market, it will maintain its zero tolerance to market infractions. It reiterated its commitment to ensuring fairness, integrity, efficiency and transparency of the securities market, to strengthen investors protection.

NCS bemoans FG’s disregard for local ICT firms Ladesope Ladesope President of the Nigeria Computer Society (NCS), Prof Adebola Aderounmu, has lamented the unfair treatment meted out to local Information and Communications Technology (ICT) firms by the Federal Government. Aderounmu specifically said they were not accorded the same level of respect as their foreign counterparts, wondering when indigenous ICT firms would begin to be treated as equal with their

foreign counterparts. The NCS President, during an interaction with journalists in Lagos, described the Nigerian operating environment as hostile, saying the government has not contributed much to the achievements of local ICT firms. According to Aderounmu, it is disturbing that there is non-compliance of the Federal Government Executive Order on Local content development, adding that local content is yet to be appreciated. Backing his claim with

the case of REMITA, an indigenous ICT solution provider, Aderounmu says the Federal Government has failed to fulfil its obligation as far as the services rendered through REMITA software is concerned, describing it as a worrying disrespect for contracts signed with local firms. His words: “Despite official declarations, this in practical terms shows extremely low commitment to the implementation of the ICT Local Content Policy. It does not show much evidence exists of a structured

BPE begins intervention project in primary schools Mathew Dadiya, Abuja The Bureau of Public Enterprises (BPE) has commenced an intervention program at the primary level of the education sector in the country. The bureau said that the intervention became necessary because of its firm belief that the primary school level is the basic foundation for the educational pursuit of the children who are the future leaders. Director General of BPE, Alex Okoh said this on Friday at the commissioning of projects undertaken by the Bureau in line with its Corporate Social Responsibility (CSR) at the Local Education Area (LEA) Primary School, Dutse-Alhaji in Bwari Area Council of the Federal Capital Territory (FCT), Abuja. Okoh noted that without a solid foundation at the primary

school level, the future of the Nigerian child would be bleak. “We have in this school today, future leaders some of whom would be Directors General, Governors and a President of this country and we need to give them a congenial environment to excel”, he said. He said that the Bureau’s decision to intervene in some key sectors of the Nigerian economy is a fall out of its 30th anniversary where the management resolved to identify areas of intervention to bring reliefs to the citizenry. These include; Education, Health, Environment and people with disabilities. According to the Director General, the intervention in the LEA Primary School, DutseAlhaji includes: Renovation of the Nursery and Primary Blocks; construction of a new a toilet block (Male and female sections of four toilets each);

provision of desks for renovated Nursery and Primary classes; provision of school bags (Back packs) and excise books; School Uniforms (Male & Female); 20 Executive Chairs for the Teachers; Desktop Computers and Monitors for demonstration classes. Others included provision of Visitors’ Chairs for the Headmistress Reception Office; and construction of culverts, drainages, walkways as well as the sand filling of water logged areas. In her remarks, the Headmistress of the school, Mrs.Idowu Ajoke Adebomi thanked the Director General of the BPE, Mr Alex Okoh with his management team for conceiving and implementing the projects within three months. While nothing that the gesture by the Bureau has greatly enhanced the aesthetics

of the school and given the pupils a conducive environment to learn, she said that BPE has undoubtedly provided the template of how government agencies could touch the lives of pupils and the less privileged in the society; and called on other agencies to emulate the Bureau. Labour unions on Friday described the death of the President of Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), Francis Johnson, as shocking and untimely. The Trade Union Congress of Nigeria (TUC) and the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) stated this in separate statements in Lagos. Mr Johnson, who hailed from Eti-osa area of Lagos State, died in the early hours of Friday at the National Hospital Abuja after a brief illness. TUC Secretary General, Musa-Lawal Ozigi, said the deceased, who was the third deputy president of the Congress was a labour leader of note. “Johnson was a labour leader of note, a Christian and a father. He was an embodiment of grace who will be missed by the Congress,” Mr Ozigi said. NUPENG, in its statement signed by its president and general secretary, William Akporeha and Afolabi Olawale, said the union was deeply saddened with the untimely death of Mr Johnson. They said the death of the PENGASSAN president, who was also the chairman of NUPENGASSAN, has flamed an indelible sore in the minds of workers. ”NUPENG regrets the huge vacuum created by the passing to eternal rest of the quintessential unionist in the labour movement. ”NUPENGASSAN, which he meritoriously chaired kept united, strong and virile has painfully lost a rare gem in its folk,” it said. The union noted that he would be remembered for his commitments to see his members and staff successful, move above challenges, stay productive and fulfilled in tandem with the union’s policy.

Day God welcomed Sanwo-Olu into Lagos Govt House with heavy down pour Stories: Patrick Okohue Like it happened in 11 of the other 36 states of the federation where the governorship baton of the states changed hands to another helmsman and in many other states where the incumbent were returned by virtue of the fact that they had only done a single term of four years and won a second term to complete the maximum two terms, the inauguration of the Lagos State governor, Mr. Babajide Sanwo-Olu and his deputy, Dr. Obafemi Hamzat was unique in many respect. The election of Sanwo-Olu was consequent upon stopping of Akinwunmi Ambode who became the first sitting governor in the state to be stopped from running for a second term and a new person picked to continue the running of the affairs of the state and this obviously drew many bad blood from some who were key supporters of the humiliated governor. The inauguration of SanwoOlu drew party supports from across all local government areas of the state and also from among captains of industries, politics and the diplomatic corps. As early as 8 am, the gates of Tafawa Balewa Square in Lagos was flung open for all manner of persons interested in witnessing the epoch making event to step in. And indeed they came from all angles and for different reasons. From water vendors to Ice cream vendors, soft drinks hawkers to groundnut sellers and all sorts were there in abundance hawking their wares to the once opportunity massive crowd. Security was to notch; from all entrances into the massive venue it was obvious that the security agencies were not leaving anything to chance. It was also an opportunity for the various security agencies to display their dexterity in parade, which was done in such beautiful manner to the admiration of the crowd and the Police Band was on hand to entertain the audience with some melodious music tunes. By the time the deputy governor, Hamzat stepped into the arena at some minutes before 11 am and closely followed by the governor, Sanwo-Olu it became clear that the long wait was about to end. With the arrival of the main acts of the day and the National Anthem sang followed with opening prayers, the Head of Service of Lagos State, Mr. Hakeem Muri Okunola mounted the podium to read the welcome address for the event. While thanking God for the opportunity of a new beginning g, Okunola reminded the people that having an opportunity to choose their own leader was the

foundation of liberty and that it was a privilege to witness the handing over of power from one administration to another like was being witnessed. Thanking the last administration of Mr. Ambode for putting in its best in the service of the state, the Head of Service told the people to wake up to the new reality of a new man at the helms of affair and determine to give him their best support to succeed. That done, the state Chief Judge, Hon. Justice Opeyemi Oke mounted the rostrum to swear in the state Deputy Governor, Dr. Kadiri Obafemi Hamzat, who was accompanied by his wife, Oluremi and his children. Hamzat, a former Commissioner for Science and Technology in Lagos State is the son of the late prominent Lagos politicians and a Monarch in Ewekoro LGA in Ogun State, His Royal Highness Oba Olatunji Hamzat. He Odu Abore Memorial Primary School in Mushin and Olivet Baptist High School, Oyo State. He also attended the University of Ibadan, where he graduated with a B.Sc. (Second Class Upper) in Agricultural Engineering in 1986 and a M.Sc. in Crop Processing Engineering in 1988. In 1992, he earned a Ph.D. in System Process Engineering from Cranfield University, England and was the first student in the department to complete his doctorate within three years. He is also an alumnus of the Harvard Kennedy School Executive Education Programme. With two publications in reputable Scientific Journals to his name, the Microsoft System Engineer, member of the Nigeria Computer Society and Fellow of Nigeria Society of Engineers, also attended a World Bank Third Country Training Programme in Singapore to keep himself abreast of challenges facing the developing nations of world. Dr. Hamzat is reputed to be the brain behind the scientific innovation and technology drive in the government of Lagos State and until recently he was the Special Adviser Technical to the Honourable Minister of Power, Works and Housing. Then it was the turn of the Governor-Elect, Mr. Babajide Olusola Sanwo-Olu to step forward to be sworn in and he did that with his wife, Dr (Mrs) Ibijoke Sanwo-Olu and the children. Sanwo-Olu, a former Banker is the former Commissioner for Establishment, Training and Pensions among other responsilities he has held in Lagos State graduated from the University of Lagos, having a BSc in Surveying and an MBA from the same institution. Babajide Olusola Sanwo-Olu was the treasurer at former Lead Merchant Bank from 1994 to 1997 after which he moved to the United Bank for Africa as the head of foreign money market. He then proceeded to First Inland Bank, Plc (now First City Monument Bank) as a deputy general manager and divisional head. He was the chairman of Baywatch Group Limited and First Class Group Limited. He is a board member of the Department for International Development (DFID/DEEPEN) Fund and Audit Committee of Caverton Offshore Services Group, PLC. Babajide Olusola Sanwo-Olu began his political career in 2003, when he was appointed a Special Adviser on Corporate Matters to the then deputy governor of Lagos State, Femi Pedro. He was later made the acting Commissioner for Economic Planning and Budget until 2007, when he became the Commissioner for Commerce and Industry by then Governor, Bola Tinubu. Enugu State Governor, Rt. Hon. Ifeanyi Ugwuanyi, has urged traditional rulers in the state to intensify efforts towards the enhancement of peace and security in their communities for rapid development in line with the renewed vigor of his administration to advance good governance in the state. Gov. Ugwuanyi who made the appeal during a maiden town hall meeting with all recognised traditional rulers in Enugu State after his 2nd term inauguration, stressed the need to sustain the existing peace and good governance in the state, urging them to be agents of peace in their respective communities. The governor noted that some communities have not yet accessed the first tranche of N5 million earmarked for the 458 autonomous communities to execute priority projects of their choice under the “One Community, One Project” initiative because of one crisis or another. He therefore advised the leaders of the affected communities to come together and resolve their problems on or before the end of June, so that their people will benefit from the well-thought-out programme. Ugwuanyi also told them that they should be able to resolve their differences without government’s intervention, advising further that “the only way out is peace” because “it will bring development and good governance”. The governor, who frowned at the activities of some of the Neighbourhood Watch Groups in the state, said they are deviating from their responsibilities, pointing out that the essence of the town hall meeting was also to review the activities of the security groups to ascertain if they are doing what they were set out to do. He maintained that Enugu is one of the safest states in Nigeria, but said that he will be more comfortable if the state becomes the safest in the country, adding that “if there is anything I will ask from you in this my second term it is peace. Gov. Ugwuanyi reemphasised that the state stands to benefit more if the peace in the state is sustained and improved upon, stating that investors have continued to flow into the state. The governor before the interactive session thanked God for his second term and the royal fathers for their support and cooperation, reassuring them of his firm commitment to continue to lead Enugu State to greater heights. The Speaker of the State Assembly, Rt. Hon. Edward Ubosi was also at the event.

Korean Culture Day: KCCN thrills theatre African Writers Conference, enthusiasts with ‘Treasure Island’ Awards sets to hold Sep. 28

African Writers Development Trust, said it has concluded plans for the 2019 African Writers Conference scheduled to hold on September 28 at the Sarit Centre, Westlands, Nairobi, Kenya.

As part of its tradition of screening K-movies Bi-Monthly during the Korean Culture Day, the Korean Cultural Centre Nigeria (KCCN), in its bid to make true their promise, thrilled theatergoers and enthusiasts in Abuja to a musical play performed by Seoul Arts Center, ‘Treasure Island’. The play Treasure Island is a theatrical performance based on Robert Louis Stevenson’s novel “The Treasure Island”, which is well known as Jekyll and Hyde. “Treasure Island,” a novel with exotic backgrounds and peculiar materials, features tremendous courage and enthusiasm with pirates of impressive characters, written in series with suspense. It was selected among the 1001 books that must be read before death. It featured, a fearless adventurer Jim Hawkins who sets sail to a remote island

rumored to house untold riches, enigmatic cook John Silver (Eddie Izzard) hatches a plan that puts the crew at odds with their determined leader in this swashbuckling take on Robert Louis Stevenson’s beloved tale. Giving a 21st century twist to this 19th-century tale, the SAC’s production combines a healthy portion of song and dance to the near two-hour play in an effort to make the storyline easily relatable to audiences of all ages. “Treasure Island” as directed by Lee Dae-woong, has its main characters including; Jim Hawkins, Long John Silver Billy Bones the Crazy Ben Guun, Blind Pew, Isreal Hands and assorted crew members. The renowned Director, Lee Dae-woong, revamped the storyline by coupling it with family-friendly music, thus adding more colour and flair to the live theater performance. The crew sailed in a ship

called the RLS Legacy. The initials refer to Robert Louis Stevenson, whose classic of juvenile-adventure lit is the ostensible basis for the musical play. Jim Hawkins, lives with his mother, a big-eyed, beleaguered innkeeper. Because his father abandoned the family to go off to sea (or sky, or whatever it’s supposed to be), Jim has grown into an unruly teenager, whose reckless skateboarding lands him in trouble with the robot police. When a three-dimensional cybernetic treasure map comes into his possession, Jim sets off on an adventure, along with the nervous, nattering Doctor Doppler, who appears to be some kind of intergalactic dog. On board the Legacy, they met the feline captain and the cook, Mr. Silver, a shambling heap of malevolent blarney who becomes both Jim’s surrogate father and his nemesis.

Don urges writers to use skill for national devt Prof. Mnguember Sylvester of the Department of English, University of Abuja, has called on writers to use their skills to find solutions to the Nation’s challenges. Sylvester said this while presenting the 36th Inaugural Lecture on the topic “The Politics of Literature” at the institution in Abuja. She advised Literature writers to write more on things that are happening in the country and suggest possible solutions to them.

“A good writer should write on both the positive and negative aspects of issues in the country as literature gives you the picture of what should be and what shouldn’t be in life. “This is because, literature depicts life and a writer can use the different genres to send his message to the society,” she said. The professor also noted that Literature can serve as an eye opener to the government to know the

issues concerning the governed and take decisions on them. She, however, frowned at those who are against writers because of their telling the truth in their trade. “Writers are always on the run whenever they say the truth because certain people in the government do not want that. Those in position should listen to what writers say and organise cultural festivals for books that promote good ideals,” the professor said. (NAN)

Artist urges FG to develop more platforms for sector’s growth An art enthusiast, Uche Joel-Chima, has said that Nigeria needed to develop more platforms that would motivate the world to appreciate her art potential. “We need the world to visit the potential in the art sector in Nigeria so that they will contribute to its growth,” said Joel-Chima, the Chief Executive officer, Museum of Contemporary Arts. He told the News Agency of Nigeria (NAN) in Lagos, that because of lack of support for the arts in the country, many young artists had begun to relocate to other countries. “Some of them that are not making it want to relocate abroad where they can better themselves and get support. “Artists need to be present in Nigeria to help the sector grow, not moving out” he said. He said that states, local governments areas and their communities needed to be involved in the grooming and empowerment of young people in the art sector. He said that the country could achieve this by partnering with local and foreign stakeholders in the industry through workshops, art competitions, seminars and exchange programmes. He said such programmes would focus on grooming

pupils from primary schools as well as students from secondary schools about art. “I was in Amsterdam recently, I was talking to young people and a little boy asked me “what are you working on”. ” This can happen in Nigeria if we start to groom them while they are young. “Over there, they have museums in every corner so they know what art is, so if we begin with young people, the young minds can catch up easily. “I want government to support us, they should support institutions involved in the development of the art sector in the country. We need to grow art rapidly,” he said. Joel-Chima, however, said that sustaining the arts in the country had been a problem. “We need to train and mentor people on how to sustain c the art sector more than it is now. “Abroad, museums are sustained by immediate community. It could be possible here. There will be residency and tourism potential. ” If museums are established in every locality, people who have embraced arts and tourists will visit such sites,” he said.

Princess Diana to shine in Paris, 22 years after Agency report

Memories of Princess Diana, the Princess of Wales is flooding back on Paris, as the city prepares to pay her tribute, by naming a square after her, as revealed by the authorities. According a story by THE TELEGRAPH, the square, near the site of her fatal car crash on August 31, 1997 in a tunnel under the Alma bridge was to have been named after opera diva Maria Callas, but after the accident it was never officially inaugurated. Occupying part of the Place de l’Alma, it is now to be called “Place Diana Princesse de Galles”. “We decided to rename the square because it had already been claimed on behalf of Diana by Parisians and tourists,” a City Hall official said. The

new name will be officially inaugurated after a vote by the Paris council in June, but officials say the decision is firm and the change is certain to be approved. The square is also near the Flame of Liberty, a 11.5-foot sculpture in the shape of a flame, covered in gold leaf. The monument has become an unofficial memorial for the princess, but was in fact a gift to Paris by the American newspaper, the International Herald Tribune, on the occasion of its 100th anniversary in 1989. Diana was immensely popular in France and people were shocked and saddened by the tragic death of “la Princess du Peuple”. Calls for a street or a square to be named after her arose in the months following the accident. Francine Lemont, 60, who

lives near the square, said: “At last there will be a special place in Paris in memory of Diana. It was high time that the authorities listened to popular opinion. There are avenues and boulevards in Paris named after far less deserving people.” Diana died in a Paris hospital as a result of her injuries, while Dodi Fayed, her companion, was pronounced dead at the scene of the accident. The couple was pursued by paparazzi after leaving the Ritz hotel and their behaviour was widely condemned. But a French judicial investigation found that the crash was caused by Henri Paul, their driver, who lost control of the car at high speed while intoxicated and under the effect of prescription drugs.

Iran rejects Saudi Arabia’s ‘baseless’ allegations at Arab summit Iran has rejected what it calls “baseless” accusations made at an Arab summit, saying Saudi Arabia had joined the United States and Israel in a “hopeless” effort to mobilise regional opinion against Tehran, state media reported. Saudi Arabia’s king told an emergency Arab summit on Thursday that decisive action was needed to stop Iranian “escalations” in the region following attacks on oil assets in the Gulf, as American officials said a US military deployment had deterred Tehran. “Foreign Ministry spokesman Abbas Mousavi ... rejected the baseless accusations by the heads of certain Arab countries ... and said: ‘We see the Saudi effort to mobilise [regional] opinion as part of the hopeless process followed by America and the Zionist regime against Iran’,” state news agency IRNA reported on Friday. The comments by King Salman Abdul Aziz came as Saudi Arabia hosted in Mecca emergency meetings of the Gulf Cooperation Council (GCC), the Organisation of the Islamic Conference (OIC) and the Arab League to counter what it said was Iran’s growing influence. A Gulf-Arab statement and a separate communique issued after the wider summit both supported the right of Saudi Arabia and the United Arab Emirates (UAE) to defend their interests after the attacks on oil pumping stations in the kingdom and tankers off the UAE coast. But in a sign of regional tensions, Iraq, which has good ties with neighbouring Iran and the US, said it objected to the Arab communique, which stated that any cooperation with Tehran should be based on “noninterference in other countries”. ‘Naked aggression’ Addressing Arab and Muslim leaders earlier, King Salman pressed the international community to “use all means to stop Iran from interfering in other countries’ affairs”. Animosity has risen between the US and Iran after Washington pulled out of a multinational nuclear deal over Tehran’s alleged contravention of its terms. The US then reimposed sanctions and boosted its military presence in the Gulf. On Friday, the UN atomic watchdog said Iran has continued to stay within the limitations set by the 2015 nuclear deal, but reported its stockpiles of lowenriched uranium and heavy water are growing and raised questions fro the first time about Iran’s adherence to a key provision intended to limit the country’s use of advanced centrifuges. Mexican president says country will ‘overcome’ Trump threats Mexican President Andres Manuel Lopez Obradorsaid on Friday that Mexico will not respond to US President Donald Trump’s threat of coercive tariffs with desperation but will instead push for dialogue. Lopez Obrador said he has dispatched Foreign Affairs Secretary Marcelo Ebrard to Washington, DC, to show Trump data that Mexico has been taking action to slow irregular immigration. Trump threatened on Thursday to impose tariffs starting at five percent and increasing incrementally if Mexico does not convince him that it’s doing more at the border. The first round, Trump said, could go into effect on June 10. Speaking at his regular news conference, Lopez Obrador said the

Mexican people “don’t deserve this kind of treatment”. He said Mexico would respond with “great prudence” to any threats by the United States. He noted that most migrants passing through Mexico are Central Americans fleeing their countries because they are unable to find work or live safely there. Lopez Obrador’s administration has stepped up migrant detentions and tightened access to humanitarian visas, slowing the flow of migrant and refugee caravans north and leaving hundreds of people stuck in southern Mexico. According to government officials, Mexico deported 15,000 migrants in April, up from 9,650 deportations for the same month last year.

Ebrard will also eb tasked with convincing the US government that the move is in neither country’s interest. He tweeted on Friday that, “the treatment of Mexico is unfair and makes no economic sense for anyone”. Lopez Obrador’s comments on Friday came off the back of a letter he sent to Trump late on Thursday in which he called the US president’s policy of America First “a fallacy” and accused him of turning the US into a “ghetto” that stigmatised and mistreated migrants. Trump, who vowed during his 2016 presidential campaign to build a wall along the US border with Mexico, has made a hardline stance on immigration a cornerstone of his presidency. However, he has struggled to win enough support from politicians in

the Democrat-controlled US House of Representatives, as well as the Republican-controlled Senate, to change immigration policy or to garner funds to build the wall. Under his “zero-tolerance” policy, the president has implemented several policies or practices that have been blocked by federal judges or are currently being challenged in the courts. Arrests along the southern border have skyrocketed in recent months, with US border agents making more than 100,000 arrests or denials of entry in March, a 12-year high. Reacting to Thursday’s announcement, US stock index futures tumbled on Friday as investors feared that Trump’s shock threat of tariffs on Mexico could risk pushing the world’s

largest economy into a recession. US automakers were the worst hit by Trump’s announcement as they have long built vehicles in Mexico, taking advantage of the country’s cheaper labour, trade deals and proximity to the US. General Motors Co dropped 3.9 percent and Ford Motor Co 3.2 percent. Mexico is the US’s third-biggest goods trading partner. The US imported $346.5bn worth of goods from Mexico last year - about half of those were vehicles and machinery. US exports to Mexico amounted to $265bn. AFCON: Super Eagles begin camping Sunday

Nigeria’s final preparations for the 32nd Africa Cup of Nations (AFCON) which will hold in Egypt is set to begin on Sunday, the Nigeria Football Federation (NFF) said on Friday. Ademola Olajire, NFF’s Director of Communications, said in a statement that the preparations would begin when invited players, alongside the technical crew and administrative staff, start arriving in Asaba. The News Agency of Nigeria (NAN) reports that Asaba hosted the 2018 Aiteo Cup finals and the international friendly between the Super Eagles and Uganda’s Cranes in November 2018. Since then, the Super Eagles have hosted Seychelles in the Delta state capital city in an AFCON qualifier and hosted Egypt in a friendly. The city was also the setting for the under-23 national team’s thrashing of Libya in an Under-23 AFCON qualifier in March 2019. Olajire said the Eagles’ backroom staff are expected to arrive in full on Sunday, with some players also expected, while the larger population of the players expected on Monday. “This first phase of camping will also take in a friendly match, against equally Egypt-bound Warriors of

Victor Osimhen joins Sporting Charleroi on permanent deal from Wolfsburg Nigeria forward Victor Osimhen has linked up with Belgian club Sporting Charleroi on a permanent transfer from German outfit, Wolfsburg. Osimhen spent the 2018-19 season on loan at Sporting Charleroi and recorded
