‘FX stability, key driver of manufacturing growth’ Continued from page 1 The PMI of the Central Bank of Nigeria (CBN) in October stood at 56.8 index points, indicating expansion in the manufacturing for the 19th consecutive month. The PMI latest report showed that sector production level, new orders, supplier delivery time and inventories grew at a faster rate, while the employment level grew at a slower rate during the month under review. The CBN had reported 56.2 index points in September as against 57.1 Index points recorded in August, compared to 56.8 points in July, which was better than 57 index points in June and 56.6 index points recorded in May. With this latest survey, Nigeria’s business landscape, in the last quarter of 2018, is off to a great start, precisely, both the manufacturing and non-manufacturing PMIs expanded at a faster pace compared with the slower increases recorded in the prior month. The Manufacturing and Non-Manufacturing PMI Report on businesses are based on survey responses, indicating the changes in the level of business activities in the current month compared with the preceding month. For each of the indicators measured, this report shows the diffusion index of the

responses. The diffusion index is computed as the percentage of responses with positive change plus half of the percentage of those reporting no change, except for supplier delivery time, which is computed as the percentage of responses with negative change plus half of the percentage of those reporting no change. The apex bank PMI statistics report stated: “The survey further stated that the composite PMI for the nonmanufacturing sector stood at 57.0 points in October 2018, indicating expansion in the Non-manufacturing PMI for the eighteenth consecutive month. “The index grew at a faster rate when compared to its level in September 2018. Thirteen of the 17 subsectors recorded growth in the following order: repair, maintenance/ washing of motor vehicles; agriculture; wholesale/ retail trade; information & communication; educational services; management of companies; utilities; finance & insurance; arts, entertainment & recreation; accommodation & food services; health care & social assistance; real estate rental & leasing; and construction.” It stated further that water supply, sewage & waste management; professional, scientific, & technical services; transportation & warehousing; and electricity,

gas, steam & air conditioning supply subsectors recorded contraction in the review period. Finance analysts at Cordros Capital, however, believe that continued FX stability and availability remain the key driver of business health across the Manufacturing and Non-manufacturing space, adding that: “We believe the commencement of the festive quarter must have boosted business sentiments as Q4 average PMI is historically the strongest. ‘’In the face of the renewed uptick in inflation, sustained improvement in PMI have thus far coincided with improved FX stability and availability, which continue to drive positive business sentiment. “Hence, we expect the PMIs to remain strong through the rest of the year, with the imminent festive period also supporting sentiments. “In our views, high crude oil prices, together with the possibility of inflows from Eurobond, will support CBN’s goal of keeping FX rates mostly stable and liquid across all segments. “Importantly, with Manufacturing, Service, and Agriculture contributing 9.3 per cent, 37.5 per cent, and 22.9 per cent respectively to GDP, we expect the resilience of these sectors will support overall growth in Q3-18 and Q4 of 2018.

Investigative journalism’ll uncover corruption in Nigeria – SERAP Doosuur Iwambe, Abuja The Socio-Economic Rights and Accountability Project (SERAP) has disclosed that investigative journalism remains the key to uncover corruption in the country. The group stated this in Lagos on Thursday during the launching of its latest publication, titled, ‘Uncovering Corruption in Nigeria: A Manual for Investigative Journalists’. The manual was presented by a journalist and human rights activist, Richard Akinnola, at an interactive session for investigative journalists from across Nigeria at the CITIHEIGHT Hotel, Lagos. Akinnola said. “The public has a right of access to information which is a public concern and of which the public ought to know. The newspapers, TV and radio stations are the agent, so to speak of the public to collect the information and to tell the public of it. In support of the right of access, they should not in general be compelled to disclose their source of

information. Neither by means of discovery by trial nor by questions or cross-examination at the trial nor by subpoena.” The manual published with the support of the National Endowment for Democracy (NED) reads in part: “Painstaking research and patience are the dual hallmarks of an investigative journalist. “Fortunately, Google is everybody’s friend. You need to check and double check whatever your sources are giving you. Anyone who walks to you to give you documents incriminating someone has a purpose or agenda, and it may not be altruistic. “He may want to even scores with someone and in that process, may procure fake and questionable documents that might appear real and if you don’t double check and meticulous, you may be in court for libel action after publication. “The honey pot of any investigative journalist is his/ her sources. A journalist has to develop and cultivate sources and this takes time because confidence-building is very crucial. A source must be able

to trust you, hence the issue of confidentiality of what your source gives or tells you. “The Code of Ethics for Nigerian journalists, known as the 1998 Ilorin Declaration, states inter alia: A journalist should observe the universally accepted principle of confidentiality and should not disclose the source of information obtained in confidence. “A strong cardinal principle of journalism which a trainee reporter first learns in school, is the protection of the source of his information. Like medical and legal practitioners owe it a duty to protect the confidentiality of their patients and clients respectively, the journalists too owes it a duty not to disclose his source of information under any circumstance. “However, more often than not, there are clashes between ethical and legal concepts as regards disclosure of sources of information, a situation that has led to litigations by aggrieved newspapers who feel duty bound to keep their sources of information. “Investigative journalists,

Can of worms as Reps begin probe of NHIS Henry Omunu, Abuja The Chairman of the National Health Insurance Scheme (NHIS) Governing Board, Dr Enyatu Ifenne, on Thursday, accused the suspended Executive Secretary of the NHIS, Prof. Usman Yusuf, of fraud and mismanagement by allegedly awarding contracts worth millions of naira without approval. Ifenne, who made the allegations at the investigative hearing being conducted by the House of Representatives ad hoc committee in respect of the crisis rocking the health insurance scheme, further accused the suspended executive secretary of misappropriation of funds and other sundry acts of financial recklessness. She informed the House ad hoc committee that from the time the governing board was constituted till when the the executive secretary was suspended, there have been allegations of contract awards and the spending of millions of naira without approval from relevant authorities. The suspension of the executive secretary by the governing board, she maintained, was because the board believed that the agency must be administered in a transparent and accountable manner. She revealed that there were many issues that informed the board’s decision to suspend

the executive secretary, such as “financial infractions of the executive secretary, which were queried by the board, the padding of the agency’s 2018 budget and lastly, nepotism in terms of posting and remuneration of workers”. According to her, in 2015, N508 million was paid to consultants engaged by the NHIS boss for staff training while another N48 million was expended on staff posting without due process. The representative of the Civil Servants Association of Health Workers, Comrade Omomeji Abdulrasak, in his presentation to the ad hoc committee, accused the suspended executive secretary of “orphaning the scheme”. He disclosed that the suspension of Yusuf was long overdue because he had “flagrantly engaged in corruption, award of contracts without due process, abuse of public trust, nepotism in remuneration and posting of staff and diversion of public properties”. Abdulrasak further alleged that there were several attempts by the executive secretary to move N25 billion from the coffers of the NHIS in an attempt to set up his own home office without recourse to the approving authorities, an action which was resisted by staff. Furthermore, he added that Yusuf awarded contracts of N46 million for maintenance

Addressing the committee, the Minister of Health, Prof. Isaac Adewole, said that the crisis at the NHIS predated the period of the suspended executive secretary. He said President Muhammadu Buhari had already waded into the matter by directing the executive secretary to proceed on administrative leave while constituting a committee to properly investigate the allegations against Yusuf.

Senate gives NNPC 14-day ultimatum to give details of $1.05 billion subsidy account Tunde Opalana, Abuja The Senate on Thursday gave the Nigerian National Petroleum Corporation (NNPC) 14 days ultimatum within which to furnish it with details of the operation of $1.05billion fund created to augment shortfall in price of premium motor spirit (PMS) into the country. An Ad-Hoc Committee of the Senate set up to investigate the application of $3.5 billion subsidy by NNPC headed by the Senate Leader, Senator Ahmed Lawan (APC Yobe) during a public hearing, asked the corporation to as a matter of necessity furnish the committee the details of fund lodged with the Central Bank of Nigeria (CBN). The said $3.5 billion fuel Subsidy Fund was allegedly created by the NNPC and managed by its Group Managing Director and the Executive Director, Finance. The committee comprising 15 senators grilled the Group Managing Director of NNPC, Dr Maikanti Baru and representative of Finance Minister, Mahmood Isa Dutse, who is the Permanent Secretary, on the veracity of existence of such

fund without the knowledge of the National Assembly. After series of questions, the committee was able to establish that the NNPC had no such subsidy account in operation but resolved to give the GMD opportunity to submit to it relevant documents concerning the operations of the $1.05billion. Senator Lawan said though the corporation has denied knowledge of $3.5 billion subsidy account, NNPC need to make public its operation of the $1.05 billion it has with CBN to mitigate the effect of fuel importation. He said “The committee wanted to know what has happened to the $1.05 billion in the Central Bank of Nigeria so far”. Baru had explained that after the Corporation met with the National Assembly during the last period of fuel crisis, the corporation initiated a move and raised $1.05 billion from the dividends of its LNG accounts domiciled with the CBN. He said there was no budgetary provision for subsidy since 2016, making it illegal for the NNPC to operate an account on subsidy but noted that the N145 per litre pump price for PMS has been far less than production cost of N185, adding that

this led to series of crisis experienced in the industry, leading to the creation of the $1.05 billion window by NNPC to cushion the effect of price disparity. Baru further said that as a shareholder in LNG investment, the NNPC has supervision with the CBN over the account and that the money was considered as part of revenue to NNPC which could be used on such an urgent occasion. Explaining further, the NNPC boss said such fund was set aside to take care of supply gap, convert the money left from naira to dollar and tagged it National Fuel Support Fund. The NNPC group managing director said the corporation has in stock 1.9 billion litres of PMS to last for 39 days, adding that the NNPC plans to have 45 days supply and to have sufficient supply till the end of 2019 general elections period. The Senate ad-hoc Committee was set up on October 16, 2018 following a motion by the Senate Minority Leader, Senator Abiodun Olujinmi (PDP, Ekiti) to investigate the use of funds by the NNPC, the supply that were made to warrant the utilisation of alleged $3.5 billion, and the process involved in releasing such fund.

The minister stated that a director from the Ministry of Health, Mr. Ben Omogo, has been appointed to oversee the NHIS. Adjourning the investigative hearing, Chairman of the ad hoc committee, Hon Ossai Nicholas Ossai, demanded that all documents relating to the allegations leveled against the embattled executive secretary as well as records of staff posting and other necessary documents should be made available to the committee to aid its investigation. Meanwhile, the suspended ES Yusuf is expected to appear before the House ad hoc committee today (Friday) to make his presentation.

Nigeria ratified the African Charter on Human and Peoples Rights (Ratification and Enforcement) Act, Chapter 12, Laws of the Federation, 1990). “A good investigative journalist, particularly working on corruptionrelated stories should learn how to work incognito. For instance, if there is an unemployment scam and people are asked to pay certain amounts of money as part of application process, an investigative journalist could put in his application and payment and pretend to be an applicant. “With this, he/she would be able to get a first-hand information in respect of the company. But it must be noted that he/she MUST not go the scene of investigation with his work ID card or complimentary card. He also needs some working tools like spy cameras that could be in the form of pens, ATM card, ties, eye glasses, key holders. “The secret recordings are later downloaded into a computer. Examples are the sting operations by some British journalists to expose corruption in FIFA by way of match fixings. Another example is the popular Ghanaian undercover journalist, Anas Aremeyaw Anas, who exposed corruption in the Ghanaian judiciary, leading to the sack of over 22 Ghanaian judges who were caught in the web of the corruption scandal. “The signing of the Freedom of Information Bill into law by former President Goodluck Jonathan on May 28, 2011 has opened a new vista in our quest for openness and accountability in governance. The FOI Act affords any person the right to access or request for information from public

officials, Agencies and Institutions. “A free world demands that the media act to strengthen democracy and institutional bodies. Good governance and accountability thrive on access to information, not just by journalists alone, but by the average Nigerian. Indeed, the right of a people to have access to officially-held information and comment on the affairs of state and conduct of government is an intrinsic part of democracy, which demands accountability of rulers and public officials to the citizenry.” “There have been calls for the FOI Act to be domesticated by the various States for it to have effect in those States. Some states like Ekiti for example, have even gone ahead to domesticate it. While this is laudable and it would further strengthen the law, it needs be pointed out that domestication of the law is not necessary for it to have effect in the states. As a matter of fact, there have been a couple of court decisions in this regard. So, an investigative journalist should not be hamstrung if certain state government officials try to frustrate them by claiming that the law has not been domesticated in their respective States. “As a matter of fact, in its decision on March 27, 2018, the Court of Appeal, sitting in Akure, in the case of Martins Alo v. Speaker, Ondo State House of Assembly and AuditorGeneral of Ondo State, held that all states are bound to accede to requests for information on public expenditure under the FOIA. “This was a case in which the applicant/appellant, a journalist sought for information on the audited accounts of the House of Assembly between 2012 and 2014. He was denied. He filed an action at the State High court which ruled that the applicant had no right to demand how the House spent its money, under the premise that the FOIA did not cover all States, except the States that domesticated it. But the court of Appeal laid this to rest. “Having said that, it is obvious that notwithstanding its non-domestication, all states are under a legal obligation to subject themselves to the law. “Corruption is not just when someone in public office in engaged in financial malfeasance. It encompasses abuse of office and public morality.”

Mathew Dadiya, Abuja The post primaries elections crisis rocking the ruling All Progressives Congress (APC) is far from over as the Imo State Governor and Chairman of APC Governors’ Forum, Rochas Okorocha, said that the party’s National Chairman, Comrade Adams Oshiomhole, is acting on aberration and must learn to respect the rule of law. Okorocha also claimed that the APC has lost five million voters through the action of Oshiomhole. The governor further stated that contrary to claims that Oshiomhole was acting based on instructions from the Presidency, he insisted that “there is no such directive for Oshiomhole to do anything illegal or create any sort of injustice.” Speaking after a closed doors meeting with President Muhammadu Buhari at the Presidential Villa on Thursday in Abuja, Okorocha told State House correspondents that the party’s chairman “is on his own.” The political quagmire between Okorocha and Oshiomhole went sour when the latter refused to recognise the governor’s son in-law, Uche Nwosu, as the governorship candidate of the APC in Imo State, insisting that he will only recognise Senator Hope Uzodimma as the party’s guber candidate. Speaking to State House correspondents, Okorocha said, “I am here to clear the air that the Presidency is behind what Oshiomhole is doing in some

of the states and which has affected our party negatively; and from my understanding from Mr. President, there is no such directive for Oshiomhole to do anything illegal or create any sort of injustice. “So, Oshiomhole is on his own in this whole thing. There is no presidency’s support for him to refuse candidates who won elections and give wrong candidates who didn’t win elections. “This is the matter and I will simply say that he is not with the consent of the presidency, he is on his own. “I also requested that Oshiomhole must learn to respect the rule of law and obey court orders where they apply. This issue of treating court orders as tissue papers must stop, it doesn’t reflect the image of our party, he must act quickly to fix the integrity of this party because his coming in ought to have brought joy into the party and not sadness.” Asked if the APC will disintegrate, the governor said: “Well, APC will not disintegrate for as long as the person, Muhammadu Buhari is still the President of the Federal Republic of Nigeria, and remains the leader of this party. So we cannot give that credit to the chairman. “He cannot disintegrate this party, the party is still intact, just that many people are hurt. Since his inception and after this primaries, we are losing almost five million voters because of anger, protest everywhere and he needs to be called to order, he has to respect the rule of law, respect court orders and do the right

thing - obey court orders where applicable and not turn himself into INEC”. On the alleged submission of Senator Hope Uzodimma’s name as the governorship candidate of the APC in Imo State, Okorocha said: “He cannot be standing on Hope Uzodinma because that man did not win election, you cannot compare somebody who won 265,000 votes with somebody who won 7,000 votes. “He (Hope Uzodinma) never won election and you cannot impose a candidate who is unacceptable to the people, that is how serious the matter is now. “So he (Oshiomhole) should do the right thing and I have advised him severally to do the right thing before he creates more disaffections in our party. “He can’t! I don’t think the National Working Committee will do that because in the first place, the National Working Committee sent a 13-man delegation who conducted election and 12 of them signed proven that Uche Nwosu won the election with 265,000 votes as against Hope Uzodinma who got less than 7,000 votes; so they can’t do that. “And there is a letter to that effect from the National Working Committee saying Uche Nwosu won. There is a Certificate of Return given to Uche Nwosu, there is a Police report saying Uche Nwosu, there is INEC report saying Uche Nwosu. “So nobody can do that and if they do that, that must be the worst imposition in the history of Nigeria”. Reacting to Tinubu’s support for Oshiomhole actions,

Okorocha said: “No, may be he (Tinubu) is being misinformed. If he is properly informed, he will not say what Oshiomole is doing is the right thing.” On the rumour making the rounds that the governor and his son in-law were planning to join SDP, Okorocha denied the allegation, saying, “SDP? How can I build a house and leave it for someone else? I am in APC, I founded the APC, I gave the name APC and so this is our party and we must continue with the party and build the party for victory.” But the National Chairman of APC, Adams Oshiomhole had insisted on Wednesday that he would not be pressured into acting against his conscience over the crisis in the ruling party. Oshiomhole said that only three APC governors were unhappy with his running of the party while the majority are confident that he is doing his best, adding that he would rather obey his conscience than pressured to do what is wrong. He said: “Rochas Okorocha was one of those who had issues with my predecessor and I did my best to try and resolve those issues in a way that has been given him a new platform. And I am happy that God used us to do that not by cheating in his favour but by doing what is right. “It is just that once you stick to the goal, sometimes, you either get caught on the right side or the wrong side. “I will say it is the tree that bears fruits that attracts stones; the tree that doesn’t bear fruits doesn’t attract any stones.”

130 Shiite members docked before Magistrates’ Court for rioting Andrew Orolua, Abuja The Nigeria Police Force on Thursday arraigned 130 members of the Islamic Movement of Nigeria (IMN) before a Wuse District Zone 2 Magistrates’ Court in Abuja on criminal count charge over their alleged involvement in public disturbance and rioting. The Shiite members were however admitted to bail in various sums ranging from N50, 000 to N500, 000. In the First Information Report (FIR) read at the Magistrate, the defendants were charged with Joint Act, Joining or continuing in unlawful Assembly knowing it has been commanded to disperse, disturbance of public peace, rioting and causing hurt, an offence the police said is contrary to section 79, 104, 113, 106 and 242 of the Penal Code. According to the five-count charge, the defendants were

said to have been involved in riotous act, disturbing public peace and blocking vehicular movement in different parts of the FCT and its environs on October 30, 2018. The Police further alleged that the defendants who were gathered in large groups were ordered by the Assistant Commissioner of Police incharge of Operation, FCT Police Command, ACP Valentine Olumesi, to disperse peacefully but that they refused and started throwing stones on the police officers and other members of the public, thereby causing them bodily harm. But when the charges were read to them, the defendants pleaded not guilty to the offence. Musa Yusuf, lawyer to 20 of the defendants arraigned before Mr. Lateef Abolaji of Court 17 of the FCT Magistrate Court, subsequently moved their bail application. Though lawyer to the Police,

Edwin Ochei, opposed the application, the trial Magistrate admitted the defendants to bail, stating that the offences allegedly committed were bailable. He consequently admitted the defendants to bail in the sum of N50,000 each with a surety in like sum. Other conditions attached to their bail include deposing to an affidavit to keep peace and be of good behaviour. The court added that the sureties must also be residents of Abuja with verifiable office and residential addresses. In addition, they are to deposit either their national identity cards, drivers’ licence or international passport with the court. The matter has been adjourned till December 5, 2018 following an agreement of lawyers to the parties. Similarly, a batch of 35 members of the IMN arraigned before Magistrate Njideka Duru

of Court 11 were admitted to bail in the same sum of N50, 000 each with 2 sureties in like sum. But while those arraigned before Magistrate Musa Jibo of Court 15 were admitted to bail in the sum of N200,000 each and 2 sureties in like sum, those arraigned before Justice Elizabeth Jones-Woni were granted bail in the sum of N500,000 each. The Daily Times recalls that thousands of Shiite protesters had besieged the FCT and environs last week Saturday, Monday and Tuesday this week calling on the Federal Government to free their leader, Sheik El-Zakzaky, who alongside his wife are being held by the Federal Government since 2015. But scores of the protesters were however said to have lost their lives in the three-day protest, following their violent confrontation with the security agencies along major routes leading into Abuja.

We’re implementing policies that’ll make our economy better -Buhari Mathew Dadiya, Abuja President Muhammadu Buhari has said that his administration will continue to implement policies that will make Nigeria’s economy, which is already looking good and better. Buhari said this on Thursday while speaking with Mr. Jesper Kamp, the new Ambassador of the Kingdom of Denmark to Nigeria, at the Presidential Villa, Abuja. He said that Nigeria welcomes further strengthening of relations with countries, especially in the areas of agriculture and trade. The President told the Danish Ambassador he was pleased that relations between Nigeria and Denmark have remained strong, noting that in the economic sphere, there is still some more work to do. ‘‘The Nigerian economy is looking good and we look forward to making it better,’’ the President told the Danish Ambassador after receiving his Letter of Credence. President Buhari, who also received Letters of Credence from Major General (rtd) Waqar Kingravi, the new High Commissioner of Pakistan to Nigeria, Mr. Babacar Ndiaye, the new Ambassador of Senegal to Nigeria and Mr. Vyacheslav Beskosky, the new Ambassador of Belarus to Nigeria, told them that Nigeria valued the existing cordial and friendly relations with their countries. The President described the long-standing military cooperation between Nigeria and Pakistan as very commendable and beneficial to both countries. ‘‘Given the vast

experience of the Pakistani military, your commitment in assisting us to develop our military is commendable,’’ he told the Pakistani High Commissioner: The Nigerian leader recounted that as a former military officer, several of his colleagues who trained in Pakistan still have very fond memories of the country. Also, President Buhari has commended President Macky Sall of Senegal for his roles in the progress achieved in the political process in Guinea Bissau. He gave the commendation while receiving the Senegalese Ambassador, noting that he was aware of the economic progress taking place in Senegal. President Buhari stressed the need for stability in the West African region to ensure rapid socioeconomic development, particularly in the key areas of education, health and infrastructure. ‘‘The bigger we are, the bigger the problems, so we must continue to do our best to surmount our challenges in the region,’’ President Buhari, who is also the current Chair of the ECOWAS Authority of Heads of States and Government, told the Senegalese envoy. In his audience with the Belarus Ambassador, Buhari harped on the need for improved economic ties, while commending the Eastern European country for accommodating international students from Nigeria in their tertiary institutions. The President wished the four Ambassadors very successful tenures, reiterating Nigeria’s commitment to continue to partner with their countries in areas of mutual concerns.

PDP: Atiku’ll reduce fuel price ... Accuses Buhari, APC of fleecing Nigerians Tunde Opalana, Abuja Determined to reduce the burdens of Nigerians, the Peoples Democratic Party (PDP) has said that its Presidential candidate, Atiku Abubakar, has worked out a pricing template that will immediately crash the pump price of fuel in the country. The party was bitter that for the past three and half years, the President Muhammadu Buhari-led All Progressives Congress (APC) administration has failed to bring down the pump price which it increased insensitively. This is just as the PDP completely rejected the Buhari-led Federal Government’s increase of the official prices of diesel and kerosene, stating that such will bring more economic pressure on the already impoverished nation, as most businesses and homes across the country heavily depend on these products for sustenance.

The party revealed that it has been in high level talks with top international players in the oil and gas industry, adding that its engagements has shown that the appropriate pump price of fuel in the Nigerian market, under the current subsidy regimes of the Buhari Presidency, should be within the borders of N87 to N90 per liter as against the N145 currently being charged. In a statement by its national publicity secretary, Kola Ologbondiyan, the party said with the current price template of crude oil in the international market, the Buhari administration has no justification to keep the pump price of fuel at N145 per liter and watch Nigerians groan under the weight of high prices, while a cabal at the presidency loot the funds meant to subsidize the product. He said “the PDP notes that for every N145 paid for a liter of fuel, the Presidency cabal diverts a hidden N58 which Nigerians have continued to pay since the fuel price

was increased from N87 to presumably subsidized cost of N145. “Apart from failing to account for the over N1.4 trillion allegedly siphoned through sleazy oil subsidy deals, the Buhari-led Federal Government is burdened to account for the over N3.49 trillion stolen under the hidden N58 per liter of fuel on over 50 million daily domestic consumptions estimated in the last three years”. The party noted that had the Buhari administration heed wise counsel to be transparent in its dealings in governance and to engage more experienced hands on petroleum issues, the nation would not have been in the dire straits Nigerians face today. The party, however, urged Nigerians not to despair as its Presidential candidate, Atiku Abubakar, has already worked out a blueprint that will end sleazes, ensure appropriate pricing template and free resources to guarantee availability of product on a national pricing regime.

Short News NMA crisis: Kaduna court fixes Nov 22 for continuation Yakubu Salisu, Kano A Kaduna state High court sitting in Zaria has fixed November 22 for continuation of the litigation filed against Nigeria Medical Association (NMA), Kaduna state branch. Counsels to Dr Abdullahi Alfa Muhammad, who is the plaintiff, through a letter, inform the court that, the legal team to the plaintiff could not attend the court session in Zaria, alleging that they were scheduled to appear in another matter. Dr Abdullahi Alfa Muhammad had dragged NMA, Kaduna branch before the court over electoral issues. The court sitting in Zaria, presided over by Justice Muhammad Mannir Ladan, in an order issued on 3rd August 2018, restrained the officials of NMA Kaduna state branch, and their agents and privies from proceeding to conduct elections that were earlier schedule to be held by the association. In suit no KDH/Z/189/2018 brought before the court by Dr Abdullahi Alfa Muhammad, pursuant to order 15 rules, 1 and 2 of the Kaduna state High court, (civil procedure rules)2007, prayed the court to issue a restraining order, barring the association from conducting elections into various offices. Sheathe your sword, BMO urges Labour Tom Okpe, Abuja The Buhari Media Organization (BMO) has called on the Nigeria Labour Congress (NLC) and its affiliates to sheathe its sword by reaching an amicable solution with the government on the minimum wage negotiation. The group said the NLC should consider the interest of the Nigerian people who would ultimately suffer, if the crisis persists. Biafra: Lawyer seeks Sen Abaribe, Fani-Kayode, others’ prosecution over Kanu’s escape Andrew Orolua, Abuja An Abuja legal practitioner, Isaiah Agidi Ayugu on Wednesday asked the Federal High Court in Abuja to hold that Senator Eyinnaya Abaribe, Femi Fani-Kayode and others were responsible for the disappearance of the leader of the Indigenous People of Biafra (IPOB) Nnamdi Kanu from the country. The court has also been asked for an order compelling the Department of State Services (DSS) and Nigeria Police to arrest and prosecute Senator Abaribe, FaniKayode, Ifeanyi Ejiofor, Tochukwu Uchendu, Emmanuel Shallow Ben, Emmanuel Kanu and Uchechi Kanu for unlawfully aiding the escape of Kanu from the Country. The plaintiff, in suit marked FHC/ABJ/ CS/1254/18, filed by his lawyer Oghenovo Otemu made the Director- General, State Security Service, the State Security Service, the Inspector-General of Police and the Nigeria Police Force the respondents. Lagos Assembly raises hope on Land Use Charge ...Set to review ENVIRONMENTAL laws Alade Tasma, Lagos Lagos State House of Assembly on Thursday raised hope of Lagosians on possible downward review of the “killer” Land Use currently being charged by the State government. Mudashiru Obasa said the House Committee on Lands has finished its assignment on the issue while its presentations is being awaited. Public institutions and performance of governments in Nigeria

Let me state my thesis from the start: the end point of all institutional and administrative reforms is the establishment of effective and efficient public institutions with the capacity readiness to facilitate optimal service delivery to the citizens. This is a precondition for democratic governance without which an elected government had simply made promises at election which significance it may not have fully understood. This stark reality therefore puts a huge burden on all states, democratic and nondemocratic alike to constantly work on the reform of their public institutions to make them reference point for an efficient democratic government. Democracies all over the world are denominated by a public service whose function is to efficiently translate government policies into implementable dividends in terms of infrastructural development that the people can relate with. Indeed, if we are to take the new discourse of institutions and institutionalism to heart, institutions define the very essence of the difference between poverty and prosperity. This is the stimulating thesis that undergirds Acemoglu and Robinson’s successful 2013 book, Why Nations Fail. According to them, existing explanations on why some nations are wealthy while some are languishing in poverty can no longer be founded on culture, geography or even on leadership ignorance about the right policies. On the contrary, the real issue lies in the kind of politics a nation plays and the type of institutions that emerge from the political games of nations. It is this type of politics that therefore create the difference between inclusive democratic

institutions and extractive authoritarian institutions. Thus, Euro-America is wealthy while the third world is impoverished because while the leadership of the latter is driven by greed, rent seeking, nepotism, etc. encapsulated in their extractive politics, the leadership of the former is denoted by a set of inclusive institutions that allows for democratic participation.An effective institution is one that can be assessed on a scale of performance that allows such an institution—agencies, ministries, departments and other organisational entities that make up the government at the local, state and federal levels—to increase the quality of life of the citizens through its capacity to deliver on the goals and objectives of government. The locus of reform for institutional effectiveness is therefore the public service. The public service system inherited by Nigeria after independence was, until 1966, adjudged one of the best in the Commonwealth of Nations. This was because it was founded upon the valuebased old Weberian bureaucratic tradition of efficiency and performance that enabled the colonialists to translate their pernicious policies into effective delivery of stated objectives. It also initially allowed the postcolonial Nigerian government to get some things done in terms of managing a nascent plural state just learning to cope with its postcolonial realities. However, things soon began to fall apart. And one good reason for this is the entry of the military and the injection of its command structure into politics. It was a downward spiral from then on. Two immediate consequences emanated from this. The first is that it soon became

glaring to Nigerians that the government, despite its initial desire to assume the commanding height of the economy, could no longer get the development train moving in the right direction. Since the Nigerian Civil War ended, institutions have gradually lost their capacity to deliver on anything. And this is very sad because that has persisted even until the commencement of the democratic dispensation in 1999. The second consequence of the failure of government is the emergence of non-governmental, non-state, private organizations who have displaced the state in the business of governance. A pretty good example lies in the educational sector with the proliferation of private educational institutions at the primary, secondary and tertiary levels. We definitely may not be justified to think that the institutional story has been all gloom since independence. There have been landmark policy initiatives over the years that have transformed certain aspect of the Nigerian polity. However, the effectiveness of these successful policies has been undermined by the pervasive presence of stunted, failed, abandoned and epileptic policies. This translates, unfortunately for Nigerians, into an understanding of state failure in terms of crippled infrastructures—galloping crime rate as a result of security collapse, pandemic poverty, palpable corruption, roads that are death traps, healthcare facilities that are comatose and give free reins to sicknesses and diseases, unedifying educational sectors, and so on. The duty of governments everywhere is to create structures that address specific challenges and problems. Once created,

these institutions justify their continued existence by developing consistent and effective operating system, modus operandi, expertise and competences to administer effective solutions to complex problems and challenges in a manner that would be strongly valued by internal stakeholders (policy makers, politicians, et al) and external stakeholders, and that generates trust and support. The capacity of public institutions to generate exceptional returns is then dependent on several factors. Three are particularly significant here: (a) the kind of politics that the nation plays and the type of institutions that emerge in the cauldron of that game; (b) the decision-making quotient of the political and bureaucratic leadership to deliver on their problem-solving responsibility, and (c) government’s capacity to attract, retain and develop the right workforce. In the Nigerian context, the focus of public service effectiveness is the ministries, departments and agencies (MDAs), and we need no empirical metrics to know that the MDAs are not performing to optimality. The answer to the next question of why this is so can only be a multicausal analysis that factors historical, administrative and political analysis into one unfortunate package of institutional ineffectiveness. Behind the present configuration of the public service in Nigeriais a historical understanding of the inherited public service institution whose operating system was far from being citizen-friendly. In other words, it was essentially an extractive set of structures that was not oriented towards democratization, democratic service delivery,contractual relationship

My encounter with the late Tony Anenih (2)

Indeed, that night marked the next phase of the complicated relationship I would have with Chief Anenih in the next decade. Which journalist – especially one whose forte is political reporting – will not swoon at securing unlimited access to arguably one of the biggest players in Nigerian politics at the time. A rich news source, undoubtedly. But such access also comes its perils. Unfailingly paternalistic, he would henceforth often ask ThisDay publisher (Mr. Nduka Obaigbena) whenever they met, “How’s my son?”, referring to me. And whenever Mr. Obaigbena wanted to pull my legs in the office, he would tease, “I wonder what you’re looking for in the circle of those old men.” In his tribute, his old “political customer” in Edo State, Comrade Adams Oshiomhole, was right to describe Anenih as having genuine commitment to advance not just the nation at large, but his native State and the entire South-South in particular, although his methodology might not have appealed to everyone. No one can deny that as Works minister, he, for instance, facilitated the construction of the the critical Benin by-pass which has helped in no small measure to ease the perennial migraine of traffic gridlock within Benin City. Not forgetting the dualisation of the Benin-Asaba road and the Benin-Warri road. The morning after a “political solution” was contrived to the Onshore-Offshore dichotomy palaver in 2002, I was the first journalist to get the exclusive, courtesy of Anenih, who presided over the presidential panel that sat all night to resolve the issue. That singular recommendation helped defuse mounting tension in the Niger Delta and brought immediate succour in particular to Akwa Ibom, which had had to endure zero oil receipt for months. His sense of humour was something

else. After being introduced publicly to Azu Ishiekwene, then editor of The PUNCH (against which he was vigorously pursuing a libel suit in court), Anenih quipped: “Ah, I never knew you already look lean,” referring to Azu’s petite frame. “By the time I would have won my case again you in court and you’re forced to pay heavy penalty, I only wonder what flesh you will have left on your bones!” Doubtless, Anenih’s power and glory in the Olusegun Obasanjo (OBJ) years were never in doubt. The Anenih-Atiku story is a riveting one indeed. Both being disciples of the mercurial Shehu Yar’Adua, it is amazing how OBJ they brought to power also separated them later. When OBJ’s campaign continued to limp late 1998 under Iyiorcha Ayu, it was Atiku Abubakar, as a popular acccount goes, who helped conscript Anenih, against OBJ’s initial reservations. No sooner had he taken charge than things changed dramatically. The secret? He simply reactivated the old boys’ network of Yar’Adua’s PDM by coopting members as OBJ’s field commanders in the 774 councils across the country. Only then did OBJ’s presidential campaign leap froward like tiger, a testimony to Anenih’s extraordinary talent at organising and mobilising. So, he instantly gained OBJ’s confidence and cemented his fame as the new “Mr. Fix It”. When the PDP’s presidential flagbearer later sought his counsel on the choice of running-mate after the party’s convention in Jos in 1999, “The Leader” did not hesitate before recommending Atiku as “the deputy you can trust” from the shortlist of five names. The story of how dire circumstances would set the two old Yar’Adua collaborators apart three years later is a story for another day. But a man of uncommon passions, he similarly triggered extreme emotions in

others – cult worship among disciples and fierce hostility in adversaries. In what could only have spoken to a hangover from his professsional creed as policeman, he never seemed able to tolerate neutrality: you were either an ally or an enemy. To him, loyalty must include a willingness to inherit the leader’s enemies as well. That peculiar psychology would invariably redound on our relationship. He was never able to see reason in drawing a distinction between the professsional and the personal. Hard as I tried, I never succeeded in making him understand that I could only be held personally accountable for views expressed in my column, and not for reports published as objective representation of facts in the finest tradition of journalism. When the report was positive, he would call me and affectionately say, “My son”. When the story was unflattering and I called and began by saying “Daddy”, he would angrily snap back, “Will you stop ‘daddying’ me! You’ve done it again. You’re a bad son!!” When I wrote a column in his defence in 2004 as editor of The Sun based on my personal convinction, in the heat of his skirmish with then Governor Orji Kalu of Abia, he was deeply emotional when he called and spoke Ishan in expressing appreciation of my courage to write against the owner’s interest. But that “father-son” amity only endured till another negative story appeared in the Sunday Sun I edited till January 2008 or the National Life that I was MD/editor-in-chief of for the next three years. He would seem to finally give up on me after I accepted an offer to serve as Information commissioner in Edo State under Oshiomhole. Interestingly, the very day I was sworn in Benin City in 2011, the governor showed me a text message one

busybody had sent him, sympathising with him for appointing the “lap dog of Anenih, your arch political enemy, as spokesman”. We both laughed at such juvenile tomfoolery. “The Leader” would appear to have found it too hard to bear hearing the voice of his once beloved “son” speaking against him on national television or local radio stations or issuing statement denouncing “the Edo godfathers” on behalf of the Edo State Government. Again, he seemed unable – or unwilling – to accept the philosophical distinction between the professional and the personal. Then came February 17, 2012, the day Oba Eradiuauwa gave out his daughter in marriage. While exiting the marquee at the palace, Governor Emmanuel Uduaghan of neighbouring Delta State stopped to compliment me “for helping to reposition Comrade’s information management. I notice things have changed since you took over.” Uduaghan’s kind words only seemed to annoy “The Leader” who stood beside him. Then pointing finger at me menacingly, he growled: “Odion, you’ll soon see what’ll happen to you!” He repeated that four times. So, when on April 29, 2012 a band of gunmen laid siege to my private residence in Benin City and only retreated after the local vigilante boys engaged them in a gun duel, it was humanly impossible for me not to draw a parallel between that descent to barbarism and the undisguised threat of February 17 and, therefore, become paranoid at “The Leader”. In remembering his flaws as a mortal, charity nothleseless obliges us to also acknowledge his strengths, chief of which was his generosity to unquestioning loyalty. Concluded

Editorial Commentary Is Magu still Nigeria’s most dangerous man?

It’s a surprise that the acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, is still standing. His appointment had been barely announced when some folks with very long memory of their unpleasant encounter with him in their earlier life stuck the knife in his back; they’ve been twisting it since. They have been at it now for three years. Just like the title and content of this column this week only slightly amended to reflect the malice of the Magu haters, nothing much has changed. After working without a letter of appointment and overstaying his confirmation by two years and six months, Magu will be exactly three years on his job on November 11. The former Director of the State Security Service, Lawal Daura, was the arrowhead of an anti-Magu plot, with a conspiratorial web extending from the corners of the Presidency and the Ministry of Justice to top quarters in the National Assembly. Daura said in a letter carefully released at the Senate committee confirmation hearing two years ago that Magu was Nigeria’s most dangerous man. The DSS could therefore not recommend him for clearing. OK, Daura didn’t put it exactly that way – he said, at the time, that there was evidence from eight years ago that Magu took official files home; that he fiddled with recovered assets sometime in his earlier life; that his friend, an air force officer, who was under investigation, paid twice the value of his house rent for him and furnished it; that he flies around with suspects under investigation; and that he even flew first class, against the rules. With Senate President Bukola Saraki facing corruption trial at the time, Daura’s letter was exactly the Christmas gift that the lawmakers had been praying for. So, when Santa Claus delivered it to the Senate committee, the matter did not even go to the whole house, as required by law, before Magu was rejected. This curious episode reminded me of two things – an aphorism and a story. Lavrenti Beria, the former head of Joseph Stalin’s KGB, loved his job to death and was always eager to show his boss. Whenever he thought Stalin had difficulties finding a reason to eliminate any of his foes, Lavrenti would go to him quietly and whisper, “show me the man and I will find the crime.” In three years of doing one of Nigeria’s most difficult jobs, Magu has stepped on so many toes that finding a crime to hang him didn’t need a Lavrenti. Daura made Magu’s fall his main job paying no heed at all to the fact that he himself was standing on feet of clay. When former President Mwai Kibaki started the war against corruption in Kenya, those who wanted it to fail did more than use aphorisms to fight John Githongo, the anti-corruption czar at the time. According to Michela Wrong in her book, “Our Turn to Eat,” at first, they ignored Githongo. When he seemed to be getting uncomfortably close to the thieves, who were mostly insiders, they tried to shoo him away. He persisted and sank his teeth into one of Kenya’s biggest scandals – the $1 billion Anglo Leasing case. At that point, the backlash got nasty. They called him a stooge of the Oyinbo man, especially the donor countries, and to incite the public against him, said he was gay and a traitor to his tribe. They sent stalkers after Githongo and threatened him directly. When he refused to back down, they went

after his family. They suddenly remembered a loan taken by his father who had an accounting firm under former President Jomo Kenyatta and reminded John that his father had not finished paying up. “The minister of Justice was telling me that if I eased off my enquiries, then my father’s loan matter would be made to go away,” Githongo said. Corruption did not relent until Githongo fled for his life. Magu is not going anywhere. They have thrown at him the kitchen sink and some more, but I’m sure he knows by now that it comes with the territory. Not one EFCC chairperson since inception has served two terms and Magu has the added distinction of nearly completing his first term of four years without a letter of confirmation! The EFCC is not a perfect organisation but in the last three years we have witnessed clear and sustained efforts to improve its efficiency, the autonomy granted the Nigerian Financial Intelligence Unit, the improved record of conviction, and the excellent facilities in the new Abuja headquarters, to mention a few. The war on corruption may still have its rough edges, but Magu has pursued a number of those who pocketed public funds and forced them to pay. He has worked with other institutions to tighten financial controls and plugged leakages through which the country was losing billions of naira yearly. All of this of course will be good music in the ear of many politicians, as long as Magu is not coming after them or their cronies. With many of them already warming up for 2019, they are genuinely worried that the anti-corruption war may upend their political ambition. Magu has shown from his devotion and courage that he is a clear and present danger to a number of ambitious politicians and their friends used to easy passes. That’s why they want to stop him. The Senate tried to give the impression that the main reason why it rejected Magu’s nomination twice was that it was looking for someone above board; not exactly like the distinguished senators, I guess, but someone above board! Yet, we can smell mischief in his three years in office. Magu has shown a commitment to work and independent-mindedness that have proved to be a major headache for politicians, their powerful cronies and insiders who would rather have a puppet in that office. Acting appointments belong to the stone age. As Magu marks three years in office without a letter of appointment, we don’t expect any surprises from the Senate. But that’s precisely where Magu’s freedom lies. He does not owe the politicians any special favours and is therefore not a hostage to the selfish and narrow interests of those who would exploit an administrative leverage just to get even. In three years, he has done more for the country than those with dodgy records cleared by the DSS and enthusiastically confirmed by the Senate. Politicians want to fight corruption; that is what they say. But they want to do so on their own terms. Their biggest regret in the last three years, is that they can’t get Magu to play. And that’s a far greater measure of success for the country than could have been conveyed by any letter of appointment. To succeed, Magu must remain Nigeria’s most dangerous man.

FG, nominees and Senate’s confirmation The Senate recently confirmed Lanre Gbajabiamila as the Director-General of the National Lottery Regulatory Commission. This is coming 18 months after he was nominated by President Muhammadu Buhari for Senate’s confirmation. His appointment followed the consideration of the report of the Senate Committee on Sports and Youth Development under the chairmanship of Senator Ogba Obinna (PDP, Ebonyi), which screened him and presented him for confirmation of the whole house. His appointment was first announced in April 2017 by the Office of the Secretary to the Government of the Federation after which he assumed office without screening and/or confirmation by the National Assembly. But his assumption of office was put on hold by the Senate after Senator Dino Melaye (PDP, Kogi West) had on the floor of the Senate in May last year picked holes in his appointment. He described Gbajabiamila’s resumption of office without parliamentary confirmation as a selective respect for the rule of law and negation of the promise made by his then party, the APC, as he urged the Senate to conduct investigation. But The Presidency in July 2018 represented Gbajabiamila for confirmation and was duly confirmed by the Senate this week. While his confirmation lasted, the National Lottery Regulatory Commission was under the administrative fiat of an acting Director General and must have had its development stunted because of the limitations of the powers of an acting DG at the helm of affairs. Lanre Gbajabiamila’s case was just one of the many cases of appointment confirmation being stalled at the Senate due to seeming power tussle between the executive and the legislature. It is instructive to note that the confirmation of the nation’s anti-corruption czar, Ibrahim Magu, as chairman of Economic and Financial Crimes Commission, EFCC, has been stalled for more than three years while the Federal Government is not eager to represent Magu for confirmation on the grounds of the Senate’s stance on the EFCC boss. Incidentally, different suits over Magu’s status are still pending in courts. But concerned Nigerians, Civil society organizations and even legal icons have condemned the stance of the Senate on Magu. Though various reasons have been adduced for their action but it was largely believed that the legislators held the confirmation in order to get back at the the Presidency. Aside the legal implications of this action

of the legislators, some Nigerians are of the opinion that the Senate is playing mere politics with issues of national urgency such as confirmation of appointment. While the senators have the right to exercise their constitutional power of giving approval to appointments made by the executive, they should see their role as legislators as complementary to other arms of government for smooth governance and that any contrary action tends to draw the nation back. The legislature should device a more credible means within the ambit of the law and in accordance with extant laws of the land to and also sharpen their negotiation skills to advance their course at the Presidency rather than cheap blackmail and taking the executive to ransom. The office of the Senior Special Assistants to the the President on National Assembly Matters in both chambers of the National Assembly should also wake up from their slumber and adequately explore and leverage on their intermediary role for a healthy symbiotic relationship between legislature and the executive. We are of the opinion that incessant faceoff between the executive and the legislature can never do the nation any good but weakens governance. Politics, after all, should be give and take.

APC guber aspirants ask court Short News to nullify Katsina congresses Taraba govt commends Buhari over Andrew Orolua, Abuja Two Governorship aspirants of the All Progressives Congress (APC) Katsina State Chapter have asked the Federal High Court in Abuja to nullify the party congresses purportedly held at various times in the wards, local governments and state levels in Katsina State. The plaintiffs Alhaji Garba Sani Dankani and Muhammad Sada Mainasara, who instituted the case against the APC and the Independent National Electoral Commission (INEC) stated that the party violated its own rules and guidelines in the conduct of it primaries in the state. They are therefore praying the court to nullify, invalidate and set aside the purported congresses by the APC in all the wards and local government areas of Katsina State in May this year. The grouse of the two

governorship aspirants is that the APC did not comply with any known law before coming to the wrongful conclusion that officers have been elected for the wards, local governments in Katsina State. In the suit instituted by Ola Olanipekun (SAN), the plaintiffs are also praying the court for an order restraining the two defendants from recognizing any person or group of persons from parading themselves as elected ward, local government and state executives of the APC pending the conduct of valid Congresses in line with the provisions of the Electoral Act and APC constitution. The two governorship aspirants also prayed the court to restrain both APC and INEC from recognizing any person or group of persons to parade themselves as elected officers in the ward, local government and the state until valid Congresses are conducted in line with the constitution of the APC.

Besides, the plaintiffs applied for another order to compel APC to conduct Congresses for the wards, local governments and state chapter of the party and which must be observed and monitored by INEC in line with the provisions of the law. The two governorship aspirants asked the court to restrain INEC from accepting anybody or group as nominated candidate for elective office for Katsina State for 2019 until valid Congresses have been conducted in a democratic manner. When the matter came up yesterday before Justice Folashade Giwa-Ogunbanjo, counsel to INEC, Umar Buka, told the court that he was yet to file processes in the matter and pleaded for a short adjournment to enable him do so. The judge, who expressed concern about the delay in filing of process however obliged the electoral body and fixed November 8 for hearing.

N-power programme Okerafor Athanatius, Jalingo

The President Muhammadu Buhari’s led federal government has been called upon to give permanent appointments to the trainers of the Federal Government N-power programmes across the Country. The Taraba State Commissioner of Education, Mr. Johanes Jigem who commended the federal government for initiating the programme, stated this in Jalingo during a train the Trainer’s Workshop for the State beneficiaries of the Programme. “I want to thank the Federal Government for this gesture; I want to also say that, after somebody must have spent two years in this programme, government should give him or her permanent appointment. “Due to the experience already acquired, we are pleading on the federal government to give them a permanent appointment; it will go a long way”, he said. Johanes Jigem further noted that the Taraba State Government is also running a similar programme called the Rescue Teachers. According to him, the Rescue Teacher’s programme is different from the Federal Government’s N-power because the state government has already agreed on giving the Teachers permanent appointment. The Commissioner added that the recent recruitment of about 3,000 Teachers by the State Government has added value in the State’s education sector.

Civil Society Organisations (CSOs) and the Federation of International Women Lawyers in Kogi, on Thursday demanded that nothing but justice be served in the case of Elizabeth Ochanya, a violated minor. Thirteen-year-old Ochanya who died on Oct.18 was allegedly violated, molested, defiled, drugged and abused from age five to death by her 52-year-old uncle, Andrew Ogbuja, a Lecturer attached to Benue State Polytechnic, Ugbokolo and his son, Victor Ogbuja. The coalition of CSOs and FIDA made the call at the Nigeria Union of Journalists (NUJ) Press Centre in Lokoja after a protest march from the state Specialists Hospital to the centre. Ms Eunice Agbogun, Vice-Chairman of Kogi Non-Governmental Organisations Network, (KONGONET), said that the rape of Ochanya, allegedly by the two suspects, called for global condemnation. She added that the fact that their alleged act led to a medical condition where the victim developed Vesico Vaginal Fistula (VVF) disease, which eventually claimed her life, in her prime of age, made it worse. Agbogun called on all well-meaning men and women to condemn the act and demand that justice be served without delay, even if one of the alleged culprits remained at large.

INEC to begin display of voters’ register Nov 6 in Edo The Independent National Electoral Commission (INEC) says it will begin display of voters’ register at various polling units across the state from November 6 to 12. The Resident Electoral Commissioner (REC) Mr Emmanuel Alex-Hart, for Edo made this known during a meeting with representatives of various political parties in Benin on Thursday. He said the display would afford the general public the opportunity to make claims for inclusion of names and objection to lists of deceased, underage, multiple and those of foreign nationals. He said the exercise would also give credibility to the voters’ register and guarantee the credibility of electoral outcomes. He added that the exercise would be carried out by the staff of the commission and members of the National Youths Service Corps (NYSC). “I urge you to partner with the commission and cooperate with our field officers for the success of the exercise. “I also want you to help create the needed awareness to all and sundry on the need for all to validate the register ahead of the 2019 general elections,’’ he said

Earth tremor in Abuja, ministry says no cause for panic

The Ministry of Mines and Steel Development on Thursday assured Abuja residents that there was no cause for panic, following another report of Earth Tremor occurrence in Maitama District, Abuja. Special Assistant to the Minister of State of the Ministry, Mr Ishaku Kigbu, made this known in a statement in Abuja. He said the NGSA technical team were still conducting further assessment of the occurrence. Kigbu said the tremor which lasted for a minute occurred at about 12.26p.m.

The News Agency of Nigeria recalls that vibration and movement of the earth occurred in September in Mpape and parts of Maitama District, Abuja. “The Nigerian Geological Survey Agency, an Agency of the ministry, saddled with the responsibility of such occurrence had despatched a technical team to the location for assessment. “The report said that an internal response protocol was immediately activated, and relevant Government agencies such as the National Emergency Management

Agency, the Federal Capital Territory Administration and other stakeholders were informed. “The preliminary findings indicated that the tremor occurred 12.26 p.m. around Panama Street in Maitama District,” he said. The minister’s aide said that after field evaluations, the NGSA determined that the intensity was about 3.0 on the Mercalli Intensity Scale, which means it was felt indoors and lasted less than a minute. He said that further inspections by the agency revealed that there was no structural damage.

2019: Monarchs urged to be non-partisan, apolitical Titus Akhigbe, Benin-City As the 2019 general elections approach, traditional rulers across the country have been charged to remain non partisan and apolitical, in order to ensure violent-free elections. 2019: Lai Mohammed urges journalists to shun fake news Adebisi Oyindamola, Abuja The Minister of Information and Culture, Alhaji Lai Mohammed, has appealed to Nigerian Journalists to avoid peddling fake news especially as the 2019 general election approaches. He insisted that abiding by the ethics of honesty, fairness and balance was pertinent to the security and safety of journalists from assaults and harassments. Mohammed, who was represented by the Managing Director of the News Agency of Nigeria, (NAN), Bayo Onanuga, stated these at an event to commemorate the International Day to End Impunity for Crimes against Journalists, on Thursday in Abuja. The Minister who expressed dismay at the propensity of crimes perpetrated against journalists in their line of duty, appealed to them to always equip themselves with the truth and tenets of the profession. “Assaults and impunities would always come; this is because nobody

likes to hear the truth, so journalists should always be prepared to defend themselves. “The best defense is upholding the truth in whatever you write, such that when confronted or challenged with allegations of lies, you can defend your report”, he stated. Former Inspector-General of Police, Solomon Arase, advised media organizations to establish a department to monitor and analyze conflicts Hot Spots across the nation. He said this would better prepare the journalists on how to avoid those places. “As the 2019 general elections approaches, it is expected that journalists must have identified volatile areas, especially in rural areas. “They must also possess political intelligence skills that will guide their movement during the polls. “Media organisations should provide insurance covers to indemnify Journalists in the event of injuries, assault or death”, he advised.

The Former IGP identified low remuneration of Media practitioners as a major challenge impeding the ethical practice of the profession, stating that it is sad that some Journalists have to financially fend for themselves, without payment from media organisations. The Director-General of UNESCO, Ms Audrey Azoulay in her commemorative speech condemned the murder of 1,010 Journalist and media professionals since 2006 globally, adding that nine out of such cases have not been brought to court. “We must urgently address the specific threats which face women Journalists and ultimately extend to the Journalistic profession as a whole. “The fight against impunity is inseparable from the defence of fundamental freedoms such as freedom of expression, freedom of the press and access to information”, she stated. Ms Audrey emphasised the critical role of Journalists’ freedom to the attainment of better informed societies.

FRSC lists challenges road users face Charles Onyekwere, Abakaliki Poor state of roads, absence of roads furniture, poor vehicle maintenance and poor orientation have been identify by the federal Road Safety Commission (FRSC) as some of the challenges facing road users. The Zonal Commander of Zone 9, Assistant Corps Marshal Samuel Obayemi who stated this in Abakaliki during the biannual retreat organised by Ebonyi state command noted that the commission would continue to engage attention in advocacy and public enlightenment to address the challenges. Obayemi maintained that advocacy remained the key tool in the commission efforts to change the orientation of the road users, noting that they have engaged relevant stakeholders in the industry to educate them on best way to use the road. According to him, the commission since its establishment has demonstrated high level of professionalism in making sure that road accident was reduce drastically in the country, promising that the commission would double their efforts to ensure free flow of traffic during the December period.

NSCDC intercepts truck with 17,000 litres of suspected adulterated diesel in Edo The Edo Command of the Nigeria Security and Civil Defence Corps (NSCDC) on Thursday intercepted a truck laden with 17, 000 litres of a suspected adulterated petroleum product. The truck, which was coming from Kogi, was intercepted at Okpella axis on the Auchi/ Abuja road. The State Commandant of the Corps, Mr Makinde Ayinla, who confirmed this, said that the truck was said to be heading to Agenebode, headquarters of the Etsako-East Local Government Area, when officers of the corps accosted it. He, however, identified the product as diesel. Ayinla said that two persons were arrested in connection with the truck and its contents and that they would be prosecuted on completion of ongoing investigations. Similarly, he said the command had held a meeting with eminent personalities and some traditional rulers in the Esan North East Local Government Area of the state to foster a relationship between the corps and traditional institutions.

Edward Ubosi, charged the Standing Committees on Finance, Public Accounts, Anti-Corruption and Judiciary to organise a public hearing within two weeks on the bill before it could be passed. Ubosi said that the bill is even more important to the Assembly because while the FRC would be acting like EFCC, the Assembly would be checking them to see that the state is run judiciously.

Leaders of the People’s Democratic Party (PDP) in Ekiti State, on Thursday shut down the secretariat of the party located along Ajilosun Street, Ado-Ekiti, the Ekiti State capital. The operation which lasted for one hour was led by a member of the State Caucus and former Secretary of the party in the State, Dr. Tope Aluko and other party Stalwart chased some officials and workers in the office out and lucked up the office. Speaking with Journalists shortly after the operation, Aluko alleged that some State Working Committee (SWC) members of the party allegedly carried out nefarious activities by withdrawing million of Naira belonging to the party in the bank. Already the party secretariat has been taken over by the police following action of the stakeholders, waiting for further directives from the leaders of the party who are Governor Peter Ayo Fayose, Senator Biodun Olujimi, Senator Duro Faseyi and Senator Clement Awoyelu. Court summons MTN over land lease default Andrew Orolua, Abuja A Magistrate Court in Wuse Zone 2, Abuja has directed the service of processes on MTN Nigeria Communications Ltd to appear on December 6 over alleged occupation of a space for its transmission mast without payment of rent. Magistrate Olubunmi Achegbulu also directed service of the papers on MTN after the initial service on the firm managing the Mast on behalf of the telecommunication giants failed to appear in court. The suit was brought by Edward Shehu Baba, the owner of Plot 1038 Cassava Street, Wuye District, Abuja, which was leased to MTN Communications Ltd through Future Telecoms Nigeria Ltd in 2007 for its transmission mast at an annual rent of N1m for N10m in 10 years. In the suit filed by his counsel, Maiyaki Theodore Bala, the plaintiff stated that the tenancy lapsed on February 28, 2017 and the MTN mast marked ABJ 876A TI263 is still hoisted in the compound without vacating or agreeing to new lease agreement. Buba also stated that he suffered ‘tremendous damages’ in the 10 years of the lease as the four-bedroom flats in the 15m by 15m, which was being rented at between N2.5m and N3m in Wuye District per annum, remained unrented due to scare of purported “health hazards associated with radiation emissions from the masts.”

Robbery suspect trapped attempting to siphon diesel from vehicle Nkiru Nwagbo, Awka There was a mild drama on Thursday in Umudioka Awka, Awka South Council area, Anambra state when the hand of a 25-year-old man got stuck inside the tank of a truck while attempting to siphon diesel from the truck. The suspect, identified as Anayo Igwendu, from Enugu state, was said to have gone where the vehicle was parked as early as 2am and had succeeded in siphoning the content before he was trapped. A resident of the area, identified as Victor, said the suspect had successfully filled a bucket with the diesel and was using a foamy object to dry the remaining before luck ran out on him. He said he had no option than to raise an alarm after struggling to remove his hand from the tank to no avail. “We were attracted by his wailing and lamentation and had to come to his rescue. “One of us brought a chisel which we used to detach the tank from the vehicle to enable him move about with part of the tank,” he said.

Financial inclusion: CBN issues guidelines for licensing, regulation of Payment Service Banks Mathew Dadiya, Abuja In order to promote financial inclusion in the country, the Central Bank of Nigeria (CBN) has issued guidelines for the Licensing and Regulation of Payment Service Banks (PSBs). The guidelines was contained in a circular issued by the apex bank on Thursday, dated October 26, 2018, and signed by the Director, Financial Policy and Regulation Department,

Kevin N. Amugo. According to the CBN, the essence of the regulation is to leverage on technology to promote financial inclusion and enhance access to financial services to the rural poor, low-income earners and financially excluded of the society. “The Central Bank of Nigeria on October 5, 2018, issued an Exposure Draft (ED) on the guidelines for licensing and regulation of Payment Service Banks in Nigeria. Deadline for the receipts of comments and observations ended on October 19, 2018, and

stakeholders’ inputs arising therefrom have been used to update the guidelines”, CBN stated. During the week, the apex bank also issued codes of corporate governance to six other financial institutions in the country. The CBN, in a circular released on Tuesday, said the code would take effect from December 1, 2018, but the full implementation would take effect from April 1, 2019. The relevant institutions required to ensure strict compliance with their respective sector codes are Development Finance Institutions,

Bureau de Change, microfinance banks, finance companies, primary mortgage banks, and mortgage refinance companies. The circular read in part, “The Central Bank of Nigeria observed some deficiencies in the operational effectiveness of the BDCs which militate against the achievement of their objectives. To address this challenge, the CBN commenced the reform of the subsector and issued revised guidelines, which, among others, reviewed upwards the minimum capital requirement for the BDCs.”

NDDC speeds up work on permanent headquarters Amaka Agbu, Port Work on the 13-floor permanent headquarters complex of the Niger Delta Development Commission, NDDC, at the Eastern By-Pass, Port Harcourt, has reached an advanced stage. This followed the recent transfer of the project to a new contractor. The Commission’s Executive Director, Projects, Engr. Dr. Samuel Adjogbe, who inspected work on the new headquarters yesterday, said work on the project was

delayed due to slow cash flow which had affected the pace of work by the contractors. He said, however, that the funding challenge had been addressed with the recent release of money for the project. He affirmed: “We were able to pay some money to the contractors and hopefully by next week we will release more funds for the project.” Adjogbe expressed satisfaction with the quality of work on the main building and other ancillary structures, comprising facilities such as a medical centre, restaurant,

bank, car parks, among others. He declared: “In terms of quality and safety, I am satisfied. But in terms of progress, we need to do more. We ought to have gone very far in the project by now were it not for financial constraints. “Most of the equipment have been acquired and delivered to site waiting for installation. We are encouraging the contractor to go into day and night duty shifts to enable us record more progress.” The Executive Director Projects said that when the current NDDC board took over in

November 2016, it decided to fast-track the project, hence, the injection of a new lease of life into the project. Adjogbe assured that the NDDC would provide all the necessary support to ensure that the project was completed expeditiously, stating that the Commission would not compromise on both the quality and approved designs. The Project Coordinator, Architect Felix Darko, promised to achieve the targets set for the completion of the building once funds were released as and when necessary.

Oil prices down amid possible slowdown in global growth Motolani Oseni Oil prices on Thursday continued its downward trend for the fourth consecutive week, as brent declined from a 2018 high of $86.74 in early October amid growing concern over a possible slowdown in global growth. This is just as rising crude supply met the bearish combination of concern over global growth and weak equity markets, as the U.S-China trade dispute heats up and hits emerging market economies in particular. For instance, Russia is pumping oil at a post-Soviet high, U.S. crude output has topped 11 million barrels a day and according to a Reuters survey of OPEC production, the group more than made up for any declines in Iranian shipments in October. Brent crude futures LCOc1 were down 79 cents at $74.25 a barrel, while U.S. futures CLc1 fell 53 cents to $64.78 a barrel. “Given these output numbers, with Russia pumping hard and the United States and OPEC as well, and we are not seeing a pickup in demand for another month … it could indicate we’re back to the good old $70-80 range that persisted through April and August,” Ole Hansen Saxo Bank senior manager said. An agency survey on Wednesday showed the Organisation of Petroleum Exporting Countries raised oil production last month to its highest since 2016, led with gains by the United Arab Emirates and Libya. Brent and U.S. crude posted their most significant monthly percentage decline since July 2016 in October, with Brent down 8.8 percent for the month and U.S. crude losing nearly 11 percent. Adding to the negative impact of the OPEC output figures, the U.S. Energy Information Administration on Wednesday reported a sixth straight week of builds in U.S. crude inventories. “Oil investors are now betting on the potential of a global slowdown,” said Bruce Xue, an analyst with Huatai Great Wall Capital Management. China’s manufacturing sector in October expanded at its weakest pace in over two years, hurt by slowing domestic and external demand, in a sign of deepening cracks in the economy from the trade war with the United States.

AUGF urges accountants to key into FG’s anti-corruption strategy Mathew Dadiya, Abuja The Auditor-General for the Federation (AuGF), Anthony Mkpe Ayine, has charged accounting professionals to uphold the tenets of the job by keying into the National Anti-Corruption Strategy (NACS) and safeguard its implementation. Ayine gave the charge during a one-day workshop on “The Effects of Corruption on Professional Conduct” organized by the anticorruption transparency unit of the Office of the Auditor-General for the Federation (OAuGF), at the Audit House, Abuja. The three main levels of the NACS include: strengthening the legal and institutional framework of anti-corruption, mainstreaming anti-corruption principles into government and service delivery and mainstreaming anti-corruption principles into

sub-national public administration. The AuGF said that in recent times, the media has been awash with several stories bothering on corruption and those investigations reveal that accounting professionals aid some of those cases. He also noted that the President Muhammadu Buhari-led administration from inception has rightly identified corruption as the primary factor impeding good governance and development in the country and is working hard to establish robust systems and structures towards the fight against corruption. “Today, it is no longer news that corruption is the greatest tragedy and main obstacle to development, stability, and growth of Nigeria, despite our abundant resources…We must also note that the real effect of corruption on a professional is that it renders him/her impotent”, Ayine stated.

Speaking at the event, the Acting Chairman of the Independent Corrupt Practices and other Related Offences Commission (ICPC), Musa Usman Abubakar, said that in most corruption cases reported to the Commission, professionals, including accountants, were discovered to be involved. Earlier, the Chairman Code of Conduct Bureau, Muhammed Isah, noted that systemic (endemic) corruption occurs primarily due to the weakness of an organization or its processes, fuelled mainly by conflicting incentives, discretionary powers, monopolistic powers, lack of transparency, low pay and the culture of impunity. Office of the Auditor General for the Federation stated that the anti-corruption workshop organized for staff of the directorate cadre was part of reforms aimed at fighting corruption.

NIMASA to enforce 0.5% sulphur limit on bunker fuel – Dakuku Temitope Adebayo The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has stated that the Agency will enforce strict compliance to the International Maritime Organisation regulation which puts a maximum of 0.5 per cent sulphur cap on all fuel used by vessels by the year 2020. Dr. Dakuku who made this known during an interactive session with journalists at the ongoing maritime week in Dubai said that part of the requirements adopted at the 73rd meeting of the Marine Environment Protection Committee (MEPC) of the United Nations maritime organ was to reduce the sulphur content permitted in Ships’ fuel oil globally to 0.5 per cent with effect from 1st January 2020. According to him, “the 2020 fuel challenge is geared towards energy efficiency, environmental pollution control, health as well as core regulatory

enforcement issues. As a maritime nation, we cannot afford not to comply with the IMO standard which will also do a lot in mitigating global warming and other related environmental issues”, Dr. Dakuku said. Speaking further, the NIMASA DG said that the IMO ban which relates to fuel intended for combustion, propulsion and operation purposes on board ships will enter into force on March 1st 2020, adding that all member states are expected to comply with the stated standards by this date. He said it was in the best interest of Africa to ensure compliance because majority of the countries on the continent do not have the technology to mitigate harmful effects of high sulphur fuel on the environment, ocean life and human life. The NIMASA boss enumerated some of the steps the agency plans to take to manage the transition and ensure compliance. He noted that NIMASA will embark on massive enlightenment, stakeholders’ engagement and liaison as well as

collaboration with fuel refiners and suppliers. He also said that the Agency would have a schedule for Pre- enforcement information before the commencement of the proper enforcement. Commenting on the best way to enforce compliance, Dr Peterside said that ship owners, classification societies, NGOs, fuel storage facilities, and other stakeholders will all play a part in determining modalities of ensuring compliance. It is worthy of note that the IMO has been working to reduce harmful effects of shipping on the environment since 1960. The Annex VI to the International Convention for the Prevention of pollution from ships (MARPOL) was adopted in 1997 to address air pollution from shipping. The regulation 14.1.3 of Annex VI of the Convention seeks to control airborne emissions of compounds such as sulphur oxides, nitrogen oxides and other ozone-depleting substances arising from shipping activities to mitigate its effects on health and the environment.

Group dismisses PDP’s stance on Buhari’s certificate issue Patrick Okohue A pro-Buhari group, ReElect Buhari Movement (RBM) has dismissed the outrage that followed the submission of an affidavit in place of certificates to the Independent National Electoral Commission (INEC) by President Muhammadu Buhari to pursue his second term ambition by the Peoples Democratic Party (PDP). The group in a statement by its convener, Mr. Emmanuel Umohinyang said there was nothing strange in the action as the President did same in 2015. According to him, since President Buhari had said his certificates were with the military, the onus is on the PDP and others in doubt to take advantage of the Freedom of Information Act to clear the doubt. The statement reads: “The PDP reminds one of the story of Saul in the Bible. You know Saul was rejected and he was still parading himself as the king of Israel, but it was not until David was anointed king that he knew that his end had come. “The PDP are always quick to make allegations that are meaningless in the eyes of the ordinary man on the street. “President Buhari in 2015 had also made the same affidavit to INEC where he said then that his certificates are with the Secretary of the Military Board.

“I do not think anything has changed because it is the same affidavit that the President has equally submitted this time. “It is elementary that when something is in the public domain, thanks to the Freedom of Information Act, the people have a right, if they are so concerned to write to the appropriate authority to demand that they furnish them with such information, and the PDP is part and parcel of it. “If they are so bothered about it, they can write relying on the Freedom of Information Act, but I think the President’s position has been very consistent. “May be, they do not know President Buhari. He is as constant as the northern star. Whatsoever he tells you today, if you go back to him in the next hundred years, he will still repeat the same. “That goes to tell you that truth is constant. For falsehood, you need a lot of lies to cover one lie. “This government was founded on truth, on integrity, and the President has maintained that in the last three and half years. “So, I do not think the President sending an affidavit to INEC instead of a certificate should be an issue. “Swearing to an affidavit with false motives is perjury. You should know the President would not have brought himself so low to achieve any objective, no matter how huge.”

Prominent among the entertainers that graced the occasion and performed wonderfully for the joyful people were the Popular Fuji maestro, Alhaji Alabi Pasuma, Adewale Ayuba, and one prominent Lagos Hi-pop singer, Mr Real

among others. The ace theater practitioner, Joke Silva was present at the occasion, while Ekiti Ambassador and popular theater practitioner who hails from Otun Ekiti in Moba Local Government of the state, Odunlade Adekola, and another prominent indigenes of the state from Ikole Ekiti, Foluke Daramola among other popular artists were also present at the ceremony. President Buhari in his speech expressed confidence in Fayemi’s ability to deliver the expected dividends of democracy, pointing out that Fayemi as a former member of the Federal Executive Council (FEC), and Minister of Mines and Steel Development, had persistently been disturbing him about the development of the state. The President assured that Fayemi assuming the governorship of the state would afford him the opportunity to redirect Ekiti to the path that has to do with the development of this state, bacause as Ekiti governor between 2010 and 2014, he instituted some laudable projects that impacted positively on the lives of the people and this pavilion was one of them. In his first speech after taking oath, Fayemi said his government would work hard to bring succour to the populace, by removing the cankerworm of corruption that has eaten deep into the state’s fabrics under the PDP-led government of Governor Ayo Fayose. Fayemi who lamented that the state is indebted to the tune of N170 billion being loans taken to undertake some projects through the last administration, assured that this challenge won’t impede his government from delivering dividends of democracy to the citizens. He promised that his government shall reinstate the N5,000 social security to the elderly and make positive impacts in

the areas of agriculture, social investment and economy. “In the last four years, Ekiti was governed by a rudderless, inept and egregiously corrupt government, which was led by those who deceived our people through the instrument of stomach infrastructure. “In this context, never again will Ekiti slip into the hands of those who knew nothing about governance, never again shall we allow our school children pay taxes, never again shall we abandon the burgeoning resources at Ikogosi Warm Spring to waste. He promised that his government will invest heavily in Youth and commercial Agriculture, because Ekiti is basically agrarian, reactivate community based projects, tap into tourist potential and ensure security of local and foreign investors. On resumption the second day, Governor Fayemi`s first assignment was to abolish the education tax introduced by the Fayose in all primary and secondary schools in the state, introduced free Education in all public primary and secondary schools in the state. The governor said education would henceforth be free in all public primary and secondary schools across the state, saying it was an aberration for school children to pay tax. Fayose had in 2015 introduced payment of education tax in all private and public schools across the state, whereby children at primary and secondary cadres were mandated to pay N500 and N1,000 per term respectively. Fayemi did not stop at this, as he disclosed that “By the grace of God, by December this year, we are also going to introduce school feeding from primary to Junior Secondary 3 as part of the benefits we will get from the Federal Government”. As part of his promises to restore Ekiti to its pride of place in the education sector in the country, the governor went further to sign an Executive Order banning various fees collected by some principals, head teachers and other school officials. Also as a way to prioritize public worker’s welfare has equally approved N200 million as car and housing loans for teachers in public schools in the state to boost their morale. The governor had earlier within a week of his assumption of office paid off part payment of the leave bonus of the local government in the state. Fayemi who approved the loans added that will be disbursed on or before November 15 adding that payment of arrears of salaries owed by the last administration will commence any moment from now. With the laudable and commendable beginning, Ekiti people would not be taken by surprise at the governor`s early performance as the early morning downpour was seen as symbolic and could be interpreted to mean the divine blessing and God`s approval of Fayemi`s government.

Jordanian education and tourism ministers resign over Dead Sea disaster Jordan’s tourism and education ministers resigned Thursday in response to flash floods near the Dead Sea that killed 21 people- mostly children. The government has come under increasing pressure for the disaster last Thursday after it emerged that a school trip had gone ahead despite warnings of bad weather. The Minister of Tourism Lina Annab and Minister of Education Azmi Mahafzah submitted their resignation to Prime Minister Omar Al-Razzaz after several members of parliament called for their dismissal earlier this week. Annab said that she had resigned from her post as Minister of Tourism and Antiquities “in light of the general political climate and the painful situation that our beloved country experienced and is experiencing.” It has not yet been announced whether the Jordanian prime minister had accepted the resignations or not. Pupils on the school trip, their teachers and minders had stepped out of their bus in a tourist area called Al-Miyah Al-Sakhina when they were hit by a flash flood that washed them towards the nearby Dead Sea. Twenty-one people died in the floods and many of them were children under 14. Families picnicking in the popular destination were also among the dead and injured. Jordanian political scientist Philip Madant told Arab News that the decision helped preserve Prime Minister Omar Razzaz’s government. MP Nabil Gheishan told Arab News that the resignation avoids a major confrontation that could have brought down the government. “This was the least that they can do to ensure the government stays.”

Novak Djokovic celebrates elevation to world number one

Novak Djokovic celebrated his elevation to world number one by reaching a new personal landmark to reach the Paris Masters quarter-finals on Thursday. The Serb won his last 16 tie with Damir Dzumhur after the Bosnian was forced to retire trailing 6-1, 2-1 at Bercy. For second seed Djokovic it meant he extended his sequence of consecutive winning sets to 30, passing his previous best mark of 29 from 2015. The four-time Paris champion faces Marin Cilic in the last eight on Friday.

Djokovic takes over as world number one in the latest ATP rankings published Monday from Rafael Nadal, who withdrew injured from Paris on Wednesday. Cilic, the fifth seed, secured his quarter-final ticket with a 7-6 (7/5), 6-4 defeat of Grigor Dimitrov. Cilic fired 29 winners to advance to the last eight in the French capital for the third straight year. The win improved the Croat’s prospects of making the ATP Finals in London starting on November 11. “I am very close to London, to securing my spot mathematically,”

said Cilic, who is part of the Croatia team facing France in the Davis Cup final at the end of this month. “In the next match against Novak it will be another big challenge. (It will be) great to play him again.” Cilic, who will guarantee making the cut for London if he downs Djokovic, was ending reigning ATP Finals champion Dimitrov’s season. Dimitrov has been coached by a former coach of Djokovic, eighttime major winner Andre Agassi, in Paris this week.

Dalung debunks N7.5bn allocation claims for Bash Ali fight The Minister of Youth and Sports, Barrister Solomon Dalung has dismissed a claim by one purported civil rights organization, the Centre for Human Rights and Social Justice (CHRSJ) that the sum of N7.5 billion has been “criminally diverted” by the Ministry of a Youth and Sports. He described the allegation as a cheap attempt to hug the headline in a quest for relevance as he said no money was ever approved from the Ministry or Presidency for such bogus venture. Dalung wondered why the said civil right organization whose watchword should be civility, truthfulness and fairness could claim such amount was approved by the Presidency for a World title fight by Bash Ali. “This so called civil rights organization abused every standard

ethics that any civil rights organization should hold dear. It is another attempt to confuse unsuspecting members of the public.” He wondered why Bash Ali who is a senior citizen could descend to such an all time low at the expense of other people’s integrity. “Before I assumed office as Minister of Sports, Mr Bashiru Ali fought my predecessors just under the guise of hosting a world championship bout. He has also employed same violent antics against the MD of Nexim bank which landed him behind the counter.” He charged Bash Ali and his cohorts to channel their marketing drive towards the private sector who will be more than interested in bankrolling the fight if he is truly what he claimed.

Flying Eagles know U20 WAFU Cup foes November 6 The Flying Eagles will on November 6 know the teams they will face in the group stage of this year’s U20 WAFU Cup in Togo when the draw is conducted. Hosts Togo and the Flying Eagles have already been seeded for the tournament with the Nigerians drawn in Group B. Ghana, Burkina Faso, Niger, Cote d’Ivoire, Benin and specially invited Senegal are the other teams for this competition. Several of the teams including the Flying Eagles will hope to use this subregional competition to prepare for next year’s U20 AFCON in Niger. The tournament will begin on

December 6 and end on December 16 in Lome.

Akwa United to name new head coach Nigeria Professional Football League outfit, Akwa United, will name their new head coach, on Monday, 5th November. Abdu Maikaba, who has tinkered the Promise Keepers for the past two seasons recently left his post to link up with NPFL champions, Plateau United. Maikaba guided Akwa United to win the Aiteo Federation Cup last year following a 3-2 penalty shoot-out win against Niger Tornadoes. He left following the expiration of his twoyear contract with the Promise Keepers. “We will unveil our new Coach on Monday 5th Nov 2018,” reads a tweet on the

club’s official Twitter handle. Flying Eagles head coach, Paul Aigbogun and former Plateau United technical adviser, Kennedy Boboye are rumoured to be the leading candidates for the vacant position. CSN also gathered that the club’s hierarchy are also working on the possibility of hiring an expatriate to handle the side in the new season. The Uyo club came second in the just concluded Nigeria Professional Football League season and were quarter-finalists in the Federation Cup where they lost to eventual champions, Enugu Rangers on penalties.

NFF seek to end power disputes with reform committee

The Nigeria Football Federation (NFF) have set up a reform committee which they hope will put an end to perennial power tussles that have caused the wrath of FIFA. The NFF announced a reform committee headed by 1st VicePresident Seyi Akinwunmi and which has three months to work will among other things recommend “much-needed changes to NFF’s governance structure, electoral procedures and dispute resolution mechanism”. The committee will also aim

to provide stable foundations for football in Nigeria and ensure a commitment to good governance, inclusion and transparency in all areas of the NFF operations. In August, Nigeria had to meet a deadline by FIFA to endorse the NFF executive committee led by president Amaju Pinnick after a long-drawn power tussle with a faction led by Chris Giwa secured a judgment from the country’s highest court to take over the federation. The NFF, which is mainly funded by the Nigerian government, has

also recorded similar leadership tussle over time and which needed the intervention of FIFA.

Unai Emery’s Arsenal face acid test against Liverpool

Unai Emery’s Arsenal have come a long way since losing their first two Premier League games of the season, and they face a major test of their credentials with the visit of unbeaten Liverpool on Saturday. Juergen Klopp’s side, second in the league standings on goal difference behind Manchester City, have only dropped points against the champions and Chelsea in their opening 10 matches as they bid for a first top-flight title since 1990. Those same sides inflicted defeats on Arsenal in Emery’s first matches in charge after taking over from long-standing French Coach, Arsene Wenger. The Gunners quickly adapted to the Spaniard’s methods, however, winning 11 games in a row in all competitions in a run

only halted by a 2-2 draw at Crystal Palace on Sunday. Yet Liverpool boast a prolific strike force with Mohamed Salah back among the goals and Emery will hope key defender Hector Bellerin can recover from a muscular problem. The Vitality Stadium has been a happy hunting ground for Eddie Howe’s Bournemouth as they are unbeaten at home this season and have moved into sixth place in the table. Their last defeat there was in April against Saturday’s opponents Manchester United, which featured a goal from Romelu Lukaku who will be looking to end his current drought of nine matches in all competitions without scoring. United are languishing in eighth place after a poor start to the season but they

did secure a morale-boosting victory on Sunday over Everton, who will look to bounce back at home to Brighton & Hove Albion. Marco Silva’s side will have to find a way to stop in-form striker Glenn Murray who has scored six of Brighton’s 11 goals this campaign, helping them to 11th in the standings, one point behind Everton. Sandwiched between those two are Wolverhampton Wanderers who have slipped to two successive defeats after impressing early on. They welcome Tottenham Hotspur on Saturday. West Ham, who lost 3-1 to Spurs in the League Cup on Wednesday, face Burnley with both sides locked on eight points from 10 games and looking for a first win in four.
