This, the party said, is an illegal operation meant to further militarize the South South zone, use soldiers to suppress voters and re-enact the massive rigging of polls for the All Progressives Congress (APC), as was done in the widely discredited February 23 Presidential election. Addressing a press conference in Abuja on Thursday, Kola Ologbondiyan, PDP spokesperson, warned in very unequivocal terms, that militarizing the election will do no person any good but disenfranchise prospective voters and create room for chaotic situations. “Those who sow the wind should also be ready to reap the whirlwind. “It is clear that after using military to unleash violence, alter results and muscle out fabricated 25 percent ballot for President Muhammadu Buhari across the South South states and other PDP strongholds, the APC now wants to use the military to fight our governors, suppress our members and forcefully take over our states”, said Ologbondiyan. The party alleged that APC leaders from the South South are going around boasting that the military will use violence to give them governorship election triumph, the same way it did during the Presidential election, where innocent Nigerians were brutalised and murdered. In specific terms, Ologbondiyan said: “Nigerians are witnesses

to how 13 persons were murdered in Akuku-Toru Local Government in Rivers State, in addition to those killed in Ahoada East, Ahoada West and Emohua Local Government Areas during the Presidential election. “Also, the public already knows how the Minister of Transport and the Director General of the Buhari Campaign Organisation, Rotimi Amaechi, used soldiers to hold an INEC official hostage, changed the election results and allocated fabricated figures for President Buhari. “In Akwa-Ibom State, Senator Godswill Akpabio has been using soldiers to suppress and harass the people, in spite of assurances by INEC Chairman, Prof. Mahmood Yakubu, that the military will not be involved in elections. “In Bayelsa State, soldiers were freely used against the people. In the process, the photographer to the State governor was murdered. The Deputy Commissioner of Police in the state was even kidnapped. “In Brass, East Senatorial district of the state, it was a war situation as the military took over the electoral process and even declared winners. Soldiers were deployed to the remotest villages where the voters were suppressed and results altered in favour of President Buhari. “Now that it is clear to all that the 2019 election is not between the PDP and the APC, but a war between the state apparatus of power and the PDP, the PDP cannot continue to fold its hands in the face of this killings and suppression of voters by the APC”. In this respect, the PDP,

ahead of the March 9 elections, cautioned the APC and security agents to note that the people of the Niger Delta are already hurting over the killings of their compatriots during the February 23 election and any further provocation will be a clear recipe for crisis. He said the party is committed to peaceful election but cautioned that nobody has a monopoly of show of strength but warned that the people of the Niger Delta are peace loving, but have never, in the history of our nation, allowed themselves to be suppressed or vanquished by oppressive forces. “It is incontrovertible that the South South is a stronghold of the PDP and the people are fully mobilised for the March 9 election. Our members and supporters are in every polling unit, every collation centre, all exit and entry points in the area and will use all legitimate means available in a democracy to defend themselves and their votes. “In this regard, any person who yields him or herself as a tool in the hands of evil should therefore be ready to face the legitimate anger of the people”, he added. The party charged the APC to be mindful of the fact that the Niger Delta region is the mainstay of the nation’s economy and that any assault on the zone is capable of spelling doom for the nation. The PDP called on its members and supporters in the zone and, of course, the entire nation to boldly come out en-masse to vote on March 9 and use every legitimate means to monitor and protect their votes to the end.

I did not declare Ifeanyi Ubah winner under duress- Returning officer Doosuur Iwambe, Abuja The Returning Officer for Anambra South Senatorial election in Saturday, February 23 poll, Prof. Meshach Umenweke, has denied the publication by some national dailies (not The Daily Times) that he declared the candidate of the Young Progressives Party (YPP), Mr. Ifeanyi Ubah, winner to save his life. Prof. Umenweke, in a letter addressed to the Anambra State Resident Electoral Commissioner (REC) of the Independent National Electoral Commission (INEC), Dr. Nkwachukwu Orji,

described the publication by some of the national dailies as untrue and an attempt to tarnish his image. According to him, no knife or gun was pointed at him at the material time of the election result announcement. “I never at any point said that I announced the result of the Anambra South Senatorial election neither under duress nor in the mode that is implied (by the newspapers). “No gun, no knife was pointed at me at the material time of the election result announcement. The election tribunal remains the constitutionally recognised means for any

aggrieved party,” he said. The Daily Times recalls that Umenweke had on Sunday announced Ubah of the YPP as winner of the Anambra South Senatorial election over Chris Uba of the Peoples Democratic Party (PDP), Andy Uba of the All Progressives Congress (APC) and Nicholas Ukachukwu of the All Progressives Grand Alliance (APGA). The Nnamdi Azikiwe University professor, who worked as the returning officer in the election, said: “By virtue of the foregoing, I hereby reaffirm my declaration that Mr. Ifeanyi Ubah, the candidate of the YPP is the winner of the Anambra South Senatorial seat.”

The Federal Government has said it was not concerned over the decision of the candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, to challenge the result of the February 23 Presidential election in court. In an interview with State House Correspondents at the Presidential Villa, Secretary to the Government of the Federation, Boss Mustapha, said that the country’s constitution and the Electoral Act have provided that whoever is not satisfied with results of election should approach the court. He, therefore, encouraged the PDP candidate to tow that line, as already indicated. “We are not jittery at all because the process was open and transparent. It was a credible election and we will continue to savour in the victory but in the process too, we will extend the hand of friendship for the

purpose of nation building and reconciliation. “Our Electoral Act and the constitution have both provided a window for whoever is dissatisfied with the process of election to seek redress. That is the path and we will encourage them to go along that path,” he said. Mustapha however, assured Nigerians that President Muhammadu Buhari will do more for them in his second term, especially in the area of infrastructure development. He said: “Looking into the future of the country, the President is very clear about what he wants to do. He will stand on the three pivot points that he pushed forward in 2015; securing the nation, diversifying the economy and also fighting corruption with all intensity. “There will be inclusiveness all over the place. This is one government that has really invested in social infrastructure by bringing people who are below the poverty level up and out of poverty, There are so

many things that we are looking forward to and I am very thrilled and grateful that we had this opportunity to now consolidate on the tenets and gains of our democracy.” Meanwhile, National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, has declared that the Presidential Candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, is not destined to rule Nigeria as President. Oshiomhole in a press conference at the National Secretariat of the party on Thursday in Abuja said that “it borders on arrogance that our future is tied on his presidency, Atiku is destined never to be president of Nigeria”. The Naira on Thursday appreciated further at the Investors’ & Exporters’ (I&E) FX Window, as the nation’s currency closed Thursday trading activities at a better rate of N360.99 to the dollar, against N361.18 exchanged the previous day, checks by The Daily Times revealed. The special forex window, also, recorded a daily transactions turnover of $377.93 million, while the naira remained unchanged at N358 to the dollar at the parallel

market in Lagos, the same rate it stood on Wednesday, however, stronger than N359 traded on Tuesday. The Pound Sterling and the Euro closed at N470 and N408, respectively. Trading at the Bureau De Change (BDC) segment saw the naira closing at N360 to the dollar, while the Pound Sterling and the Euro traded at N470 and N408, respectively. It is however, worthy of note that the Central Bank of Nigeria (CBN) had earlier in the week injected the sum of $210 million into the Inter-

bank Foreign Exchange Market. Figures obtained from the CBN on Tuesday, February 26, 2019, indicated that authorised dealers in the wholesale segment of the market were offered the sum of $100 million, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. Similarly, customers requiring foreign exchange for Invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others, were also allocated the sum of $55 million. Confirming the figures, the

Bank’s Director, Corporate Communications Department, Mr. Isaac Okorafor, reiterated CBN’s commitment to continue to boost the interbank foreign exchange market to ensure liquidity in the market. It would be recalled that on Friday, February 22, 2019, the Bank injected the sum of $268.4 million and CNY46.3 million into the Retail Secondary Market Intervention Sales (SMIS) segment. Meanwhile, the Naira on Tuesday, February 26, 2019, exchanged at an average of N360/$1 in the BDC segment of the market.

N136m fraud: Court sentences AVM Omenyi to 7 years imprisonment Orders forfeiture of N62m

The Federal High Court sitting in Abuja on Thursday sentenced Air Marshal Anthony Omenyi (rtd) to 7 years imprisonment over N360 million fraud. Omenyi, a former Managing Director of the Aeronautical Engineering and Technical Services Ltd, AETSL, who was standing trial on three count corruption charges

was found guilty on each of the count and consequently sentenced to 7 years minimum term on each of the count. Delivering the judgment, Justice Nnamdi Dimgba also ordered the forfeiture of N62 million recovered from the convict by the Economic and Financial Crimes Commission (EFCC). The judge said that prosecution had proved beyond reasonable doubt that Air Vice Omenyi who

was in active service at the time the money laundering offence took place and had received the sum of N360m from a contractor with the Nigerian Air Force, while he was a public officer. The convict, a former Managing Director of Aeronautical Engineering and Technical Services Limited, a subsidiary company of NAF, received the money as kickbacks or bribe from SkyExperts Nigeria Limited, in 2014.

The judge also ordered that the company, Huzee Nigeria Limited, through which the convict was said to have received the sum of N136m from the contractor, SkyExperts Nigeria Limited, be wound up by the Federal Government. The court also ordered that the sum of N62m already recovered from the convict by the Economic and Financial Crimes Commission be forfeited to the Federal Government.

INEC in Cross River State went out of its way to fix government officials as ad hoc staff and cancelled many votes in favour of one of our Senatorial candidate, particularly Senator Akpabio in Akwa Ibom State as to deny him victory. “I also mentioned that if Atiku decides to go to court, I also reserve the right to file cross petition because there are also areas in my local government for example, 15 units were cancelled due to the carelessness or collaboration or mischief of an Electoral Officer that was deployed to my local government knowing that, it’s my stronghold. “What did they do; they added the figures, they keep painting them, they keep repainting them to a point that the result sheet became so mutilated. They called the Resident Electoral Commissioner (REC), brought the form A8 which is the unit results so that they can reconstruct exact result of those units, INEC declined. So we lost about 5000 votes in my local government. If you add those votes to what finally came out in Edo, you will find out that APC would have defeated PDP”, he stressed.

Supreme Court decides suspended CJN Onnoghen’s fate May 17 Andrew Orolua, Abuja A full panel of the Supreme Court on Thursday fixed May 17, 2019 to deliver judgment on the suit filed by the Cross River State Government seeking to set aside the six count charge of non-assets declaration against the suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen. The suit filed by the Attorney General of Cross River State on behalf of the state government, is challenging the suspension and trial of Justice Onnoghen at the Code of Conduct Tribunal (CCT). The suit dated January 22, 2019 and marked SC/45/2019 has the Federal Republic of Nigeria (FRN) and the Attorney General of the Federation (AGF) as defendants. But the Federal Government has asked the apex court to dismiss the suit as the plaintiff has no locus standi to institute it. Meanwhile, when the matter came up for hearing on Thursday, counsel for the plaintiff, Locius Nwosu (SAN), adopted his brief of argument in urging the court to grant the reliefs sought by the state. On his part, counsel to the defendants and the SolicitorGeneral of the Federation, Dayo Akpata, argued his notice of preliminary objection in urging the court to dismiss the suit on the ground that the plaintiff lacked the locus standi to institute the action. In a notice of preliminary

objections filed by Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), the Federal Government further challenged the jurisdiction of the court to entertain the matter on the grounds that “there is ‎no dispute between the defendants in this suit and the plaintiff as envisaged under section 232(1) of the 1999 constitution (as amended). It is also the contention of the Federal Government that “the subject matter of this suit is personal to Hon. Justice Nkanu Walter Samuel Onnoghen and does not in any way affect the Cross River State government as to confer on it with the locus to institute this suit. “The reliefs and claims made herein by the plaintiff are not for the benefit of Cross River State but personal to Hon Justice Onnoghen Nkanu Walter Samuel”. Besides, Akpata informed the apex court that the subject matter of the suit is already before the Court of Appeal which has reserved judgment. He submitted that the action of the Cross River State amounted to “forum shopping and an abuse of court process.” Regardless, the plaintiff counsel, Locius Nwosu insisted that the case of his client is different from the appeal filed by Justice Onnoghen at the Court of Appeal. “My lords, the suit is not about Justice Onnoghen but about the interpretation of the constitution. “It is for the interpretation

of the Supreme Court led by Justice Bode Rhodes Vivour accordingly adjourned the case to May 17 for judgment. ‎Other Justices of the panel include Justice Olukayode Ariwoola; Justice Mary Peter Odili; Justice Kudirat Kekere-Ekun; Justice Ejembi Eko; Justice Musa Dattijo Mohammed and Justice Dauda Sidi Bage. In the originating summons, the plaintiff posed four questions for the determination of the Supreme Court among which include “Whether upon proper interpretation of the provisions of section 4,5 and 6 of the 1999 constitution of the Federal Republic of Nigeria (as amended), the constitution clearly recognises and guarantees the doctrine of separation of powers and checks and balances.

Elections: INEC’s full autonomy will restore voters’ confidence - CODE Calls on opposition parties to pursue peace

Following the many controversies that trailed the announcement of President Muhammadu Buhari as the winner of the just concluded Presidential election, Connected Development (CODE) has said that the only way to achieve electorate confidence in the electoral process is through electoral reforms that will strengthen as well as ensure Independent National Electoral Commission’s complete autonomy which will in turn provide more effective and objective process. Presenting its final report on the Nigerian 2019 Presidential Election held on February 23, in Abuja, the Head of Mission, CODE Election Observation team, Hamzat Lawal, called on INEC to develop resultmanagement process using competent and secure

technology; as well as provide a more conducive environment for collating results in regions. While calling on opposition parties and other stakeholders to act responsibly, to pursue peaceful and legal resolution of their grievances and to uphold the integrity of the political and electoral process, Lawal strongly condemned all election-based violence which resulted in the burning of thumb-printed ballot papers in Oshodi/Isolo Local Government Area in Lagos, killing of a young voter at a polling unit in Dekina Local Government Area, Kogi State; death of two persons in Nembe, Bayelsa State, death of 16 persons in Rivers State and several degrees of injuries sustained by citizens. “There should be policies and regulations guiding campaign financing to enhance accountability of political candidates and also legal

measures should be introduced to address abuse of state resources. “INEC must introduce reforms that allow for Nigerians in the diaspora to vote the candidate of their choice. “Under-age voting is a violation of the Nigerian constitution and it is prevalent in some regions of the country. INEC must work to curb this issue as it serves as an indictment on the credibility of election process and ultimately a threat to our democracy. “Appropriate authorities should investigate all allegations of violence and cases of violent acts, as well as vandalism and destruction of election materials and electorates’ properties, in accordance with the rule of law, and perpetrators held legally responsible,” he said. However, he also commended INEC, for allowing the will of the people to be heard, and

for remaining firm on her duty regardless of pressures from political actors aimed at truncating the electoral process. Furthermore, Lawal urged citizens to support INEC, particularly the Resident Electoral Commissioners, and they should come out en mass to vote their candidate of choice for the gubernatorial elections. CODE would like to acknowledge the commitment made by various volunteers —the field observers who sent in reports to Uzabe for public awareness to ensure transparency; their time and resources were critical to the conduct of an objective electoral process. CODE also commended Nigerians, particularly her youth, for their loyalty and resilience in the face of insurmountable pressure. This election was a test of the magnanimity of Nigeria’s democratic consolidation, the organisation added.

JAMB registers 1.8m candidates for 2019 UTME

The Joint Admissions and Matriculation Board (JAMB) says it has registered over 1.8 million candidates for the 2019 Unified Tertiary Matriculation Examination (UTME). The Head, Media and Information of the board, Dr. Fabian Benjamin, disclosed this in an interview with the News Agency of Nigeria (NAN) on Thursday in Lagos. Recall that registration of candidates for the all Computer Based Test (CBT) commenced on February 10 and terminated on February 21, 2019. Benjamin said that the registration was a huge success, adding that there were no hitches at all across the various accredited registration centres nationwide. “We have concluded the registration and we recorded over 1.8 million candidates for the UTME this year. “Registration closed on Feb. 21, when we stopped the pin vending for the exercise. “However, some candidates who had acquired the pin but were unable to register before Feb. 21, due to one reason or the other, were allowed to do so till 12 midnight, Feb. 25. “The registration finally closed on Feb. 25, he said.

The JAMB spokesman dismissed rumours in some quarters that candidates could start printing their examination notification slip from March 2. “This is misleading and absolutely not correct. “Let me sound it clearly that the board has not come up with any date for both the examination and the printing of examination notification slip for candidates. “The board will announce the date for the 2019 UTME soon. “As it is now, no date has been fixed yet for both the examination and the printing of examination notification slip. “The examination slips are usually printed, two weeks to the main examination, but that is only after when the examination date has been fixed. “There is no way anybody can print examination notification slip when the examination date, itself, has not been fixed.” He, therefore, urged candidates and other stakeholders to remain calm, reassuring them that the board would make announcement and proper sensitisation about the date for the examination and printing of examination notification slip.

However, for the Senate result announced, APC scored 171,233 while the PDP, secured 269,555 votes. By this result, Istifanus Gyang of the PDP was declared winner of the Plateau North Senatorial zone. Gyang is the current lawmaker representing Barkin-Ladi Riyom federal constituency at the National Assembly.

Reacting to Wednesday’s announcement of the result of last Saturday Presidential election by the Independent National Electoral Commission (INEC), Arimoro said that the card readers are overrated in terms of efficiency and transparency. According to him, Nigeria should focus on a process that explores the concept of optical mark reading machines which will reject multiple entries of any thump print, in future elections. “This will produce results in a short time and print it out for all agents at the polling units. “This will not only ensure that votes are not manipulated, it will also guarantee quick and timely collation of results”, Arimoro said. “With the process of election that produced President Buhari as winner, there is need for a more transparent process that will make election results credible and generally accepted. The governorship candidate of the Action Democratic Party (ADP) in Rivers state, Mr Victor Fingesi has said that the major political parties in the state, the ruling Peoples Democratic Party (PDP) and the opposition All Progressives Congress (APC) may not be on the ballot papers for the March 9 governorship and state Houses of Assembly elections in the state. The governorship hopeful made the assertion in Port Harcourt, the state capital on Thursday while speaking to the Daily Times shortly after a sanitation sensitization exercise along Creek Road Market in Port Harcourt as part of his campaign for the governorship election. “The next governorship election in the state may be peaceful and I’ll tell you why it would be peaceful. There will not be much to fight for because the two big parties as we call them may not be at war with one another. “For now, one of them is not on the ballot. I believe and it’s possible that both of them might not be on the ballot and when that happens you’ll see that we’ll have a peaceful election because people will be looking for a credible one to support.” Asked to expatiate more, he said, “Well, there are court cases left, right and centre. We did not initiate those court cases and I think that anything that goes to court must come out with a ruling. And we’re expecting that there will be rulings in all the cases that are in court between now and the election because they’re pre election matters that must be dealt with before the election,”

We have no plans to restrict commercial motorcycles in Nnewi - Gov Obiano Nkiru Nwagbo, Awka

The Anambra State government is not planning to restrict the operations of commercial motorcycles in Nnewi. The Commissioner for Information and Public Enlightenment, Mr C. Don Adinuba, gave this hint while addressing newsmen yesterday in Awka . According to Adinuba “There is no iota of truth in the rumours making the round that the government plans to ban Okada, as commercial motorcycles are popularly called in Nigeria. The rumours are politically motivated”. The commissioner continued: “The state government has always made it clear that Nnewi Town would not be affected when the restriction order on the use of commercial motorcycles in Onitsha, the state commercial capital, and Awka, the administrative capital, was made in the middle of last year”. Mr Adinuba revealed that the rumours of the ban were started by a couple of politically exposed persons participating in the ongoing general elections in the country. He advised politicians to always tell their followers the truth rather than mislead them with all manner of propaganda.

South-west’s impending electoral battle

With the presentation of certificates of return to President Muhammadu Buhari and Vice President Yemi Osinbajo, one can safely assume that the presidential election is over. We may, however, not be able to do a rigorous analysis of what transpired in our country last Saturday until the full story is told. But the words of Olisa Agbakoba, senior advocate, should be enough contemplation for Atiku Abubakar, the Peoples Democratic Party (PDP) candidate in the election. While it is his inalienable right to contest the results in the court, it seems a waste of resources and valuable time doing so as he has a great opportunity of becoming a statesman and not just a political leader. His party was simply beaten at their own game and the citizens seem too traumatised to do anything beyond whimpering. But what do we know as even President Buhari exercised his right in going to court whenever he lost elections?The election simply affirmed that supporting Buhari is a fundamental ideology for some of our citizens and you cannot defeat an ideology just like that. There were infractions no doubt in

some parts of the country as exemplified in what happened in some parts of my local government, Oshodi Isolo, in Lagos State. It was the local government where the Okota fracas occurred with hoodlums preventing people from exercising their franchise and where voting did not start in some areas until 12 noon or well after 1 pm. Unsurprisingly, voting went on till 6pm in some places and even 7pm. Whether such are enough to invalidate the election is up to the PDP and her candidate to adduce in court. One would rather see the party worrying more about the fact that over one million votes were cancelled or voided and classified as “invalid” and the fact that less than 40% of the registered voters turned up to vote. Those are more germane issues, which can form a fulcrum of electoral reforms that Abubakar can codify using his party’s platform. They cannot afford to wait till 2022 again before seeking rallying points for their campaign. That is why this piece is focused on the looming electoral battle in the south west part of Nigeria, a zone that offers a window into what might be the main question going into 2023 elections. The figures from the zone showed that while

APC still maintain its leadership position, it lost two states to PDP and in the states where it won this time around, the figures shrank from what were returned in 2015. Indeed its margin of victory was cut down even in Lagos State. In 2015, APC secured 792, 460 votes while PDP got 632, 327 and in 2019 got 580, 825 to PDP’s 448, 015 with the differential shrinking from 160, 133 to 132, 810. With the lower turnout, one can safely assume that in percentile, there might not be too much difference implying that APC merely maintained its previous performance without improvement. But when we factor the fact that thugs and hoodlums were needed to prevent some people from voting in areas perceived to be opposition strongholds, there seems to be a chink in APC’s armour in Lagos. That PDP won Ondo and Oyo States even with marginal figures just like the way APC won Osun shows that the two parties might be evenly matched more than we can imagine in the south west. The figures from Ekiti affirmed that the state governor cannot be wished away in emerging battle for who gets what in the south west in APC, he is slowly and steadily emerging as a force in the zone.

Ogun presents a quandary as the APC won with the highest margin after Lagos – 87, 107 we cannot, however, ascribe this to the outgoing governor alone as all the factions of the party surely were united in ensuring the success of President Buhari. The PDP can build on these and other factors such as the voters who did not come out to vote and the young demographics who will attain voting age before the next general elections in 2023. It can build a party round a coterie of supporters and gradually turn it into a force to be reckoned with, showing a great interest in electoral reforms especially the Electoral Act that the president refused to sign. But then that would be a new PDP who want to jettison its old ways while hoping that those who won on its platform – as few as they are – will not defect to the ruling party in days ahead. By the way, congratulations to President Buhari as he earned a new mandate and this is hoping that he will use it better than what we saw in the last four years. He might wish to start with ridding himself of parochialism and etching his name in gold seeking the best hands in running the country.

Uzodinma’s validation, APC’s brightest chance

If any evidence was required to confirm the political stature of Senator Hope Uzodinma, the APC governorship candidate in Imo State, the result of the Saturday, February 23, presidential election in the state, was the litmus test. Though Atiku Abubakar, the presidential candidate of the Peoples Democratic Party, PDP, won in the state, President Muhammadu Buhari, who flew the flag, of the All Progressive Congress, APC, can beat his chest that he garnered the 25% that contributed to his victory. That feat was achieved in spite of the fact that Atiku won in 25 of the 27 local governments in the state; the only exceptions being Ideato South and Oru East. Those who are not familiar with the story of the APC in Imo State will be wondering why Buhari’s performance, in the state, should attract attention when, in reality, it pales into insignificance compared with the sterling performance of the President in other states. The answer lies in the crisis that engulfed the party, as a result of the insistence of the Governor, Owelle Rochas Okorocha, that his son in-law, Ugwumba Uche Nwosu, must succeed him; a stance that led to the implosion of the party in the state and threw up Senator Hope Uzodinma as a redoubtable political gladiator. He is even seen in some quarters, as possessing messianic qualities. Since Uzodinma snatched the gubernatorial ticket, of the APC, from the grip of Okorocha, a battle for supremacy has been raging between the two. In this battle, Okorocha has maintained that his in-law, the youthful and charismatic Uche Nwosu, has greater credentials, than Senator Uzodinma, to succeed him. But the presidential election has cast a huge doubt on that claim. Uzodinma, predictably, delivered his local government of Oru East to President Buhari, a success he recorded without losing any polling unit in his ward. On the contrary, Okorocha’s son in-law is reported to have lost his polling unit on the way to losing his ward and local government, to Alhaji Abubakar Atiku.

It is also noteworthy that Uzodinma delivered his local government without the controversy over kidnapping of electoral officials and other issues that trailed the announcement of the result of Okorocha’s Ideato East Local Government. Whereas it could be preposterous to assume that the battle for supremacy between Uzodinma and Okorocha (by proxy), has been settled, what is not in doubt is that, by this performance, Uzodinma has left the Presidency and everyone else, in no doubt that, as far as the governorship contest in Imo State is concerned, he is a greater electoral asset than Uche Nwosu. To appreciate the significance of this discussion, it is important to take our minds back to President Buhari’s campaign in Owerri, last January, at which Okorocha refused to acknowledge Uzodinma as the flagbearer of the APC. Instead, he continued to prop up his son in-law, Uche Nwosu, the governorship candidate of another party, in Imo State. It was under that atmosphere that President Buhari, though he had earlier raised Uzodinma’s hand, took the unusual step of asking the Imo electorate to vote their conscience, not hamstrung by party, ethnic or religious biases. But with the outcome of the presidential elections emphatically substantiating the political invincibility of Senator Hope Uzodinma, perhaps the time has come to rein in on Governor Okorocha; to subjugate personal survival beneath overall party interest and throw his political machine behind Uzodinma, the official candidate of the party which membership Okorocha professes. The situation would have been different if Uzodinma had been a political or an impostor. But that is far from the case. When it comes to electability, on the two occasions that Uzodinma won the senate seat, he defeated Okorocha’s political machine directly or indirectly. For instance, in 2011, in spite of the sentimental attachment to the Odimegwu Ojukwuled All Grand Progressive Alliance, APGA, Uzodinma floored the APGA candidate, in Okorocha’s senatorial

zone, to announce his presence on the national political scene. It could be said that Okorocha was just making his grand entry into Imo politics. But the same could not be said for 2015 when Okorocha, as Governor could not roll back the all-conquering Hope political machine, as the senator coasted home to yet another victory thereby becoming a ranking member of the Red Chamber! In aspiring to become Governor of Imo State, Uzodinma hopes to bring to the office the legislative experience he has acquired, his network of political associates, his experience as an entrepreneur and investor and the courage that inspired him to wrest the Imo State chapter of the APC from the iron grip of Governor Okorocha. Ironically, it is the angst of a bruised ago coupled with the fear of reprisals against his family, that has driven Okorocha to implacable hatred for Uzodinma, so much so that he does not care if the APC gubernatorial baby is thrown away with the fleeting dirty water of party intrigues. This is the more important when it is realised that Uzodinma is running against some formidable opponents; opponents who, in their own rights, possess what it takes to rule the state. Among these, the APGA candidate, Senator Ifeanyi Araraume and the PDP candidate, Senator Emeka Ihedioha, both stand out for recognition. Araraume is a veteran of the gubernatorial project who, as serving senator, is credited with some outstanding accomplishments. Ihedioha has an intimidating list of projects he attracted to the state and an equally impressive list of peopleempowerment initiatives that confer on him, reliable electoral capital. For Okorocha to continue to ignore these facts is not only perplexing but unfortunate. Perhaps, the way to go about it is to reassure Okorocha that Uzodinma, for all the care in the world, is not his most dreaded nemesis. Besides, it will pay him well, to imbibe one of the personal rules of General Collin Powell, former Chairman, Joint Chiefs of Staff of the United States as well as former Secretary of State of the

United States which says: “Never let you ego stand with your position on an issue so that when your position falls, (as it does so often), your ego does not fall with it”. But that is precisely what Okorocha is doing. That is what is overheating the polity in Imo State. And that is what is placing the electoral fortunes of the APC in jeopardy, in the state. What is surprising, in all these, is that Okorocha seems unwilling to, or incapable, of learning from history. When Obong Victor Attah, one time governor and undeniably, the visionary architect of the comprehensive transformation of Akwa Ibom State, attempted to foist his son in-law, on the state, as his successor in 2007, he failed woefully. That was the genesis of the rift between him and his eventual successor, Obong Godswill Akpabio. A careful reading of the political barometer in Imo State shows that Okorocha is strong-headedly headed in that direction. Yet, he still has a chance to retrace his steps and obtain some soft landing. This is without prejudice to the qualities of Ugwumba Uche Nwosu who, though appears to be popular with the youth, is said to be a victim of three deficits. First, he is relatively inexperienced. Second, he comes from the same Orlu zone as Okorocha who, with former Governor Achike Udenwa, would have given Orlu zone sixteen slid years in the Imo Government House. Finally, the fact that he is Okorocha’s son in-law excites deep-seated moral revulsion among Imo electorate. Lastly, and this point is significant, it is all too obvious that Senator Hope Uzodinma has successfully debunked the mischievous claim, before the presidential election, that he was campaigning for Atiku Abubakar. Besides, the result has unequivocally established Uzodinma’s electoral value, a fact that should convince the party of the need to throw resources into his campaign. This, to put it in proper perspective, is Hope Uzodinma’s shining moment, his continuing electoral validation and APC’s brightest chance, in the South East.

Editorial Commentary Atiku: An omen worse than defeat

As the final results of last week’s presidential poll were released, three broad groups emerged: Those genuinely surprised that the Peoples Democratic Party (PDP) candidate, Atiku Abubakar, lost; those in pretentious denial of his defeat; and those in a quandary because they hoped to profit from a stalemate. The first group comprise those who expected that the electoral math would be significantly affected by the farmer-herdsmen clashes in the Middle Belt; the fragile economic recovery and job losses; the widespread feeling of a captive government; and, finally, the shambolic party primaries. The opposition, actively supported by a few vocal religious leaders and a section of the business elite, hammered the ruling All Progressives Congress (APC) on these points throughout the campaign that it seemed February 23 would deliver the final nail in President Muhammadu Buhari’s political coffin. If the leadership of the APC was sufficiently threatened by the potential pitfalls ahead, it didn’t show it. On the contrary, the public faces of the party’s three most dangerous politicians – Nasir El-Rufai, Rotimi Amaechi and Adams Oshiomhole – kept stoking the fires. In what must have come as a rude shock to those genuinely surprised by Buhari’s reelection, however, he lost only marginally to Atiku in Benue with 7,587 votes and, for the first time, won in Nasarawa, a traditional stronghold of the opposition. He lost in the North Central by 104,239 votes (less than one per cent of the votes he scored in 2015), but it was his second-best performance in five races so far, defying the Armageddon predicted. Why? In a contest in which the two leading candidates were Hausa-Fulani, the whispering campaign in many religious circles that the HausaFulani is the worst evil that has befallen the region since Satan, didn’t seem to make much sense. Voters probably decided that Buhari was the lesser of two evils, ignoring clerics who had begged them, on their knees, to vote otherwise. Also, the demographic changes in the region may have strengthened the Hausa-Fulani population and significantly improved its voting power. In Kwara, Abuja took the three-and-a-half-year-old war with Senate President Bukola Saraki to his doorstep in Ilorin, stoking a catastrophic “Otoge” rebellion against the Saraki dynasty; while in Makurdi, voters didn’t seem sufficiently impressed with Governor Samuel Ortom’s identity politics to give Buhari the resounding rejection the governor campaigned for. Those in pretentious denial of Atiku’s defeat have a different problem. They built a castle of myths and could not bear to see their fancies crumble. One of such myths was that the perception of Atiku as a corrupt politician and the PDP as a crooked party would not stick. It’s not their fault. In some respects, the poor choices of Buhari’s government in the last four years created a situation where some said they would rather have a corrupt government than an incompetent one. But this moral equivalence is superficial. As I said in a piece entitled, “Buhari v. Atiku: The inconvenient truth,” published on February 15, trust was at stake and on that score, Atiku did not lose on Saturday: “He already lost in 2006 when he fell out spectacularly with Obasanjo and suffered a Humpty Dumpty’s fall. The sum of the ongoing feverish endorsements and lobbying, the extravagant claims of momentum and the fantasy electoral maps would be insufficient to stitch his candidacy together forever again. He’s done.” And there, hopefully, goes the myth that Nigerians care less about corruption than they do about competence. Yet the deniers will not stop there. Given how poorly Buhari is perceived in the South East, it was expected that he would probably perform worse than he did in 2015, when he got 198,248 votes in the five South Eastern states. Atiku was expected to bury Buhari in a tsunami of Igbo vote. I had warned in an article on January 1, entitled,

“2019: Facts, fiction, myths, and what matters”, that the myth of a Buhari electoral disaster in the South East was exaggerated. But deniers turned a deaf ear especially after Atiku picked former Governor Peter Obi as running mate. It was comfort medicine for the elite to ignore the facts, but ordinary Igbo people know that even their own kith and kin in Abuja have not served them better in the last 20 years. Governors control the purse strings of the parties and have significant influence on where and how the votes go. It’s true that Buhari has not overcome the perception of Igbo prejudice. But in the last four years, he has managed to deepen his alliances with a number of governors and influencers in the South East. The result is an improvement in his performance from 198,248 in 2015 to 403,242 this year, when a spectacular defeat was widely predicted. There, is also, of course, the myth of the influential retired army generals. Following former President Olusegun Obasanjo’s endorsement of Atiku, it was taken for granted that from then on, Atiku was president-in-waiting; which was, in fact, how Obasanjo addressed him, and he was not laughing. The political graveyard is littered with the remains of former top political officers that Obasanjo has fallen out with, former President Goodluck Jonathan being the most recent casualty. So, when Obasanjo and Buhari fell out, with General T.Y. Danjuma, former military president Ibrahim Babangida and Aliyu Gusau all lining up behind the Otta chicken farmer, it seemed Buhari’s fate was sealed. Deniers who indulged themselves in this expired tale refused to see the writing on the wall. Obasanjo has had his moment, but he obviously didn’t know when it ended. Nigeria is sick and tired of a self-appointed oracle who thinks it’s his business to tell us who should lead us and when. Not only that, Obasanjo also thinks it’s his prerogative to decide how long every president must stay in office, and then goes on to judge the next man by a measure of success which he did not achieve in his 11 years of being in charge. Deniers may continue to worship at Obasanjo’s shrine, but voters who have seen through his decades of hypocrisy and opportunism decided it was time to send the world’s most restless busybody former president on forced retirement. Obasanjo also belongs to the third group – those who hoped to profit from a stalemate in Saturday’s election. Whatever he may have said about Atiku publicly or told him privately, it’s doubtful if Obasanjo loves Atiku more than he loves Buhari. How could he seriously believe that Atiku would win after damaging his former deputy consistently for 13 years only to seduce him with endorsement three months to a major election? In any case, how will an Atiku presidency benefit an Obasanjo who puts himself first, centre and last? The profiteer from and mastermind of many stalemates was probably hoping for another stalemate over which he could have become the arbiter in deciding who takes over next on his own terms. But that was not to be. Whatever Obasanjo could not get from Buhari who he once described as “smart, educated and experienced”, Atiku would have had to sell Nigeria to provide it, a transaction that voters right down to Obasanjo’s polling unit, rejected outright. Atiku has fought a good fight. No challenger has come so close in the last five election cycles in Nigeria. He should have called it a day before the final results were announced, instead of indulging the judicial wing of the stalemate army, a wing that is currently in fortuitous disarray. One lesson Jonathan taught Nigeria is that you don’t have to win to be victorious. And it was just like yesterday when one unexpected phone call from him to Buhari put the critics, the deniers and the stalemate army out of business. Atiku missed that chance. And it could prove worse than his defeat.

FG, welfare and medical doctors The ongoing brain drain in the medical sector where many medical doctors are leaving Nigeria on a daily basis for greener pastures abroad certainly calls for concern among the stakeholders. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the

job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more dynamic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang has challenged the opposition party and its candidate, Atiku Abubakar to seek redress in court if they are aggrieved over the outcome of the just concluded Presidential and National Assembly elections held February 23. Enang said that there was no harm in the Peoples Democratic Party (PDP) seeking justice in the court, if it will relieve them of their grievances. Enang gave his position on Thursday in Abuja, after meeting with President Muhammadu Buhari to congratulate him on his re-election. It praised the gallant troops of Operation Lafiya Dole and other security agencies for their combat successes on February 13, and 16, 2019 leading to the killing of 11 insurgents in Madagali LGA of Adamawa State and the elimination of three key commanders of Boko Haram and their dislodgement at Warawara area of Borno metropolis and Gaidam in Yobe State.

Police storm venue, disrupt ‘Free Lagos’ press briefing, fire several shots Patrick Okohue, Lagos Men of the Nigeria Police Force yesterday stormed the venue and disrupted a World Press Conference put together by a group known as ‘Orange Movement for a Free Lagos State’ with the theme, “Setting Lagos free from Bourdillon Bondage, #OtogeLagos” held at the Lagos Airport Hotel. The group which is a coalition of civil society groups was convened by former President of the Nigerian Bar Association (NBA), Olisa Agbakoba, Spokesperson of Afenifere, Mr. Yinka Odumakin, social crusader, Comrade Mark Adebayo and a chieftain of the All Progressives Congress (APC), Senator Tokunbo Afikuyomi. Drama started after some participants had already seated inside the Oranmiyan Hall where the event was to hold, but scores of other participants who later stormed the Airport Hotel venue were stopped at the gate by a detachment of armed policemen mobilised to the scene.

The police in their numbers led by several very senior Police officers, with about seven Hilux Vans did not allow anybody to come inside the hall afterwards. When one of the policemen was approached by one of the journalists billed for the event, he said the event was no longer holding as it had been postponed. In the ensuing drama, the policemen fired several shots into the air to disperse the crowd, many of whom were insisting on gaining access into the hall, with people running helter-skelter within and outside the hotel premises. It was not clear while policemen in about seven vehicles stormed the venue, but sources said the action was to prevent the press conference from holding. When contacted on phone, the Lagos State Police Public Relations Officer, Mr. Chike Oti, said the police were mobilized to the scene following a call from one of the organizers who complained that they have information that some hoodlums were planning to storm the venue of the press conference to disrupt it. Oti said the Police only responded to the

call and does not have any negative motive for its action, insisting that it moved in to prevent breakdown of law and order. One of the conveners, Comrade Mark Adebayo said they would likely drag the Police before a court for the siege. However, the group in its press statement for the event had condemned the alleged hounding and harassment of members of some ethnic groups during the last Saturday Presidential and National Assembly election in Lagos State, for their choices during and after the election./ They also alleged that some local government chairmen were chasing people away from performing their civic responsibilities. “Both perceived and imaginary opposition that they feel won’t vote for their candidates were beaten and chased away from the polling units across the state on the instruction of one man bent on perpetuating his hegemonic rule on Lagosians.” They further alleged that “all this act of brigandage was commandeered from Bourdillon with active connivance of security agencies.”

The Minister of Health, Professor Isaac Adewole has congratulated the President-elect, President Muhammadu Buhari for his victory at the Polls. The Health Minister said that the outstanding success of the President at the polls was a testimony of the impact of the good works he had done in the last three and a half years. Congratulating Nigerians, Professor Adewole said it was a new dawn as the people would begin to see a new Nigeria they voted for. He prayed for strength and wisdom for President Buhari to take Nigeria to an enviable height among the committee of nations.

We hereby call for the immediate dissolution of Ondo APC Exco’s, which has become Governor Akeredolu’s stooge since its inauguration. Appropriate sanctions should be meted on the governor and the party chairman, if truly APC would still have the grasp of Ondo-State, because right now, the State is virtually a PDP State”. Part of the temporarily forfeited sums are N1.085 billion and N226.3 million found in Finchley’s Ecobank account and N39.4 million found in its Diamond Bank account, as well as N55.9 million found in Pagmat Oil and Gas’ Diamond Bank account, among others. Mrs. Jonathan’s lawyers argued that the money included donations and legitimate earnings by the companies linked to her. At the proceedings on Thursday, Justice Olatoregun ruled that: “Oral testimonies are to be called with cross extermination.

“I hereby order parties to call upon their witnesses so that the right of parties can be determined one way or the other.” EFCC said the money is “reasonably suspected to be proceeds of unlawful activity”. The commission also faulted Mrs. Jonathan’s claim that some of the funds were donations. “From the totality of what she filed, she did not disclose the identities of those who made the donations. Fictitious names were used to deposit the funds in the accounts, which show their fraudulent nature,” the anti-graft agency stated. Consequently, the judge adjourned to March 13 for oral evidence of both parties.

NDLEA nabs Somali national, others in Kano Short News Raises the Alarm over new drug in town

Yakubu Salisu, Kano The National Drugs and Law Enforcement Agency (NDLEA), Kano Command has arrested a Somali, Muhammed Abdullahi, for importing 50kg suspected dried weed known as KHAT into the state. Parading the suspect before news men on Thursday at the Command Headquarter in Kano, the Commander, Dr. Ibrahim Abdul said that, the drug pusher fell into the traps of his men due to meticulous methods put in place by the Command to checkmate activities of drug barons in the state. Abdul revealed that the exhibit which contains Tetra -Hydeo Canabinol was carefully packaged with the label of Moringa, a guise which he said was well orchestrated

in order to deceive the men of the agency. According to him, the substance is new in the country and all hands must be on deck to ensure that it is prevented from getting to the public at a time the agency with its sister agencies are working hard to rid the state of drug abuse. Furthermore, he said, considering the electoral period, the Command has identified and carried out raids in 45 hot spots across the state where hard drugs are being sold and consumed and a total number of 105 suspects have so far been arrested. Items confiscated by the Command during the period under review include: 872kgs of Cannabis Sativa, 715kgs of psychotropic substance, 400grams of cocaine. Others include: Heroine 120 grams as well as 50kg of

Khat bringing the total to: 1637.520kgs. However, he called on the general public to be on the lookout as new methods of supplying such drugs which have destroyed the lives of many have been introduced and unsuspicious persons are being deceived into taking them. He said that the Command would charge the suspect and others in their custody to court as soon as investigations are concluded. Abdul warned the public especially politicians to desist from using the youths as thugs and supplying drugs to them as well as using their premises for committing drug offenses as the Command would not hesitate to arrest anyone violating the NDLEA Act which attracts not less than 15 and more than 25 years jail terms.

Plateau: Appeal tribunal orders re-hearing of Langtang North petition Kingsley Chukwuka, Jos

Plateau State Local Government Election Appeal Tribunal sitting in Jos, the Plateau state capital, has ordered for the hearing of a chairmanship petition of Ubandoma Joshua Laven of the People Democratic Party (PDP) on merit by the Plateau state Local Government Election Petition Tribunal. Chairman of the Appellate tribunal, Justice Arum Ashom gave the order in a judgement in the appeal of Ubandoma, Joshua Laven of the PDP and against Kwarnim Nanloh of the APC and the Plateau State independent Electoral Commission. Our correspondent recalled that upon the conduct of the 10th October, 2018 councillorship and local government chairmanship elections by Plateau state independent electoral commission, PLASIEC and subsequent returned of Kwarnim Nanloh of APC as chairman of Langtang North, Ubandoma Joshua Laven and PDP approached the tribunal seeking for redress. However, through preliminary objections and motions on notices, counsel to the respondents challenged the jurisdiction of the tribunal to hear the petition on grounds of it being incompetent. Deciding on the objections raised, the tribunal chaired by Jovita Binjim with Jacob Longden and Isaiah Randa as members, in its wisdom struck out the petition which prompted the petitioners to file an appeal against that decision.

NNPC, APWEN award 21 females scholarship to university levels Chukwuemeke Iwelunmo The Association of Professional Women Engineers of Nigeria (APWEN), in conjunction with the Nigerian National Petroleum Corporation (NNPC), has awarded scholarships to 21 female pupils of Misau, in Bauchi State. The award which was part of APWEN’s ‘Invent It, Build It’ event, which was targeted at igniting a passion for the engineering profession in young girls as well as showcasing the socio-economic value and application of engineering in everyday life. The President of APWEN, Felicia Nnenna Agubata, at the presentation said, out of the 21 pupils selected for the scholarship, 10 would continue to enjoy the scholarship from SS1 up to the university level, with the desire to study Engineering courses. “As part of our mission to promote the study of science by young girls to significantly increase the number of female students opting for Sciences, Technology, Engineering and Mathematics (STEM), subjects leading to an interest in Engineering profession, Invent It, Build It, was birthed and NNPC is the execution partner.” In his remark, the Group Managing Director of NNPC, Maikanti Baru, commended APWEN for the diligence with which it carried out the initiative. Investigation in different major markets in Kano has revealed that there is scarcity of foreign rice in the state as a result of measures put in place by the state’s Customs which has led to tremendous successes in checkmating activities of smugglers of the commodity. Local rice marketers have expressed delight over-appreciation of the product in Kano State markets sequence to rigorous arrests by the men of the Nigeria Customs Service, Kano/ Jigawa Command, which has rid the state markets of foreign rice products. Investigation in different major markets in Kano has revealed that the local rice produced in the country now dominates the markets as there is a scarcity of foreign rice in the state as a result of measures put in place by the Customs which has led to tremendous successes in checkmating activities of smugglers of the foreign commodity. It would be recalled that the Nigeria Customs Service, Kano/ Jigawa Command, in January 2019 alone confiscated over 3,000 bags of foreign rice smuggled into the country valued at N100 million. He said, Customs in the state, have embarked on intensified campaigns against those they suspect to be smugglers, and their members who are accused of patronizing such smuggled products, this, he said has led to fear among the marketers to bring in the foreign rice over the fear of seizure. Nabanki, however, lamented that nonavailability of the Local rice and the exorbitant price charged when one is able to get it despite the federal government’s efforts towards making the product available and affordable is a thing of great concern. Musa, who also is a major dealer of rice, spoke passionately over the situation saying that, the poor quality of the local rice is not encouraging as companies empowered by the government to produce standard and qualitative local rice have failed to do so woefully. The businessman pleaded with the authorities of the Nigeria Customs Service to consider their plights and sit on a round table with them so as to further discuss and agree on better ways of doing their businesses to avoid going contrary to the Customs laws in order to salvage the situation. The Public Relation Officer (PRO) of the Command, ASC Isa Danbaba when contacted for his reaction referred the matter to the

Customs Area Controller. According to the Comptroller, Nasir Ahamed, the ban on foreign rice is a federal government policy that rice should not be imported through the land borders, that it’s a policy aimed at encouraging self-sufficiency in rice production in the country and to achieve this, importation of rice has to be reduced drastically. He said “reducing this will save us our foreign exchange, create employment because agriculture is one of the mainstays of the country and the Northern part of the country can only benefit from agriculture when we desist from importing rice” Nasir, however, encouraged the local millers to increase their level of production so that they can flood the market with their products at good prices which will further cripple the demand for the imported product. “Once they flood the markets with their goods at affordable prices, the foreign rice will naturally disappear from the markets as no one will go for it” He stressed that, unlike the foreign rice which no one knows when they were produced, under what conditions they were produced and no one can actually ascertain their production and expiry date, the local rice is produced locally and could be examined and confirmed fit for human consumption. Furthermore, the Area Controller said, no country depends on another to feed its citizens, to even say the product is scarce means there it is still available in the market and that what’s

to hear is that, foreign rice has completely disappeared from the markets under his command so that local millers and farmers and marketers would grow in all earnest. “We owe it a duty to this country to stop the importation of such products and become sufficient, and we owe it a duty to the country to ensure that unemployment as a result of activities of smugglers which cripples local businesses is reduced to the barest minimum. We would put more officers on the roads to look for any smuggled rice that is coming in and stop them before they get into our markets so that from scarcity it will turn to not available that’s what we want to hear” He warned that he cannot have any discussion with anybody on anything that has to do with rice and other banned goods as he has no such powers. The Officer in Charge of Operation, (OC) CSC, Kaila Shuaibu while contacted, commended the Area Controller Nasir Ahmed for his leadership style of maintaining a good relationship with his officers which has boosted their morale greatly in delivering their duties. He described Ahmed, a no-nonsense man, and a monster to smugglers who have vowed to flush them out of the states under his command. The administrative manager, Amarava agro-processors’ Ltd, of Fullmark group, a major local rice processor in Kano, Adam Bello, said those who complain about the local rice are simply those who bring in smuggled rice into the markets.

2.7bn women legally barred from choice of jobs - World Bank Mathew Dadiya, Abuja Globally, women are accorded only three-quarters of the legal rights that men enjoy constraining their ability to get jobs or start businesses and make economic decisions that are best for them and their families. A new index released by the World Bank on Wednesday said.

World Bank Group Interim President Kristalina Georgieva, said that “Change is happening, but not fast enough, and 2.7 billion women are still legally barred from having the same choice of jobs as men. “If women have equal opportunities to reach their full potential, the world would not only be fairer, it would be more prosperous as well,” said Georgieva. According to the World Bank

boss, it is paramount that we remove the barriers that hold women back, and with this report, we aim to demonstrate that reforms are possible, and to accelerate change.” The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with

each of these stages. The data spans a ten-year period where 187 countries are scored according to eight indicators. Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organizations among others, but legal and regulatory reforms can play a foundational role as an important first step.

Analyst wants investors to target dividend-paying pension funds stocks As NSE market capitalisation sheds N196bn in one day Motolani Oseni Following a continuous sharp decline in the market capitalisation on the Nigerian Stock Exchange (NSE) since the outcome of the presidential election, a financial analyst has advised investors to target pension funds stocks that were consistent in dividend payment in the last four years. For instance, on the last trading day in February, there was a decline of N196 billion or 1.63 per cent in

the market capitalisation to close last trading day in February at N11.828 trillion against N12.024 trillion the previous day. In the same vein, the All-Share Index lost 525.54 points or 1.63 per cent to close at 31,728.70 when compared with 32,244.24 recorded before the election results announcement. Reacting to this development, market analyst, Ambrose Omorodion, attributed the development to investors disappointment over the outcome of the elections. Omorodion explained that smart investors that

took a position earlier in the market ahead of the presidential election and earnings seasons were disappointed. He said that the outcome of the election failed to meet their expectations with many of them resorting to profit taking and movement of funds to the fixed income market with high interest and lower risk. According to him, investors are dumping their shares in spite of impressive earnings reports and high yields. He said that apart from the outcome of the elections, everything was against the stock

market ranging from delayed budget, expiration of the tenure of CBN governor by June. “The only factor for the stock market now is this earnings season, because nothing will happen between now and May 29”, Omordion said. He said that 2019 budget implementation would likely commence in July and the Central Bank of Nigeria governor tenure likely to expire in June contributed to the current trend. Omorodion said that the trend might likely continue unless there was a change in economic policies and reforms by the president re-elected.

Coalition of election observers, CSOs commend INEC over Saturday poll Patrick Okohue A coalition of election observers, civil society organisations accredited by the Independent National Electoral Commission (INEC), has made public, the preliminary report of their observations of the conduct of last Saturday’s election and gave the electoral commission a pass mark. This was contained in a statement jointly signed by the Convener, Campaign for Dignity in Governance (CDG), Comrade Razaq Olokoba and National Coordinator, Committee for the Protection of Peoples Mandate (CPPM), Comrade Nelson Ekujumi and made available to the

media in Lagos. The observations, according to the duo, “are based on the reports from our deployed field observers from the Coalition for Good Governance (CGG) comprising of over 42 civil society organisations as well as reports from other accredited observer groups with which we collaborated and from reports monitored via the media and other sources.” The CGG commended the INEC for a credible conduct of the 2019 general elections in the face of the campaign of blackmail and calumny by antidemocratic elements before and during the elections and even now that the official results have been announced by the electoral umpire.

Dickson inaugurates panel on electoral violence in Bayelsa Patrick Okohue The Bayelsa State government has inaugurated a six-member Judicial Commission of Inquiry into the electoral violence that characterised the presidential and National Assembly elections in parts of the state. Special Adviser to Bayelsa State Governor on Public Affairs, Daniel Alabra, said in a statement on Thursday in Yenagoa that Governor Seriake Dickson constituted the judicial commission of inquiry on Wednesday. Alabra said that the panel would identify the perpetrators and sponsors of the violence during the elections in some parts of the state. The chairman of the commission is Justice Inieakadi Eradiri, while Dr. Richard Ogbe will serve as the Secretary. Mrs. Felicia Olisah, a retired Deputy Commissioner of Police, is a member. Other members are Churchere Komonibo, a retired Chief Superintendent of Police; and Archbishop Jacob Akpiri; while Prof. Festus Emiri is counsel to the commission Swearing in the members in Government House, Yenagoa, Governor Dickson said the commission was set up in line with the provisions of Section 2 (1) of the Commission of Inquiry Laws of Bayelsa State. Dickson described the crisis that marred the election in parts of the state as unfortunate and expressed his determination to

bring the perpetrators to book. He said that the panel would identify the perpetrators and sponsors of the violence and determine the number and identity of persons that were injured or killed during the elections. According to him, the commission has also been mandated to ascertain the roles played by the perpetrators and sponsors of the violence that led to loss of lives and destruction of properties. Other terms of reference for the commission were to determine the roles played by security agencies and their officers and men that were involved in the violence. The commission is also to identify the institutions and persons that could have prevented the crisis, make necessary recommendations and submit its report within 14 days of its first sitting. Dickson urged observers and those who had complaints, video clips, recordings and any other vital information to forward them to the judicial panel. “I know that people are aggrieved because impostors that our people never gave their mandate have been announced as if they were elected. “I use this opportunity to call for peace. Do not take the laws into your hands because two wrongs do not make a right. “Let me assure you all that the God of justice shall arise and this darkness, evil and temptation will not last for too long,” Dickson said.

“We commend INEC for making swift amend with regards to logistics challenges of opening polling stations in some areas behind scheduled commencement time by allowing for extension of the closing time proportionate to the delayed time for starting. “We also commend INEC for its timely response to few cases of

observed malfunctioning E-cards readers which contributed greatly to a successful election unlike what obtained in the past,” they stated. However, the group expressed sadness over reported physical attacks on INEC personnel by suspected political thugs which led to death, injuries and destruction of electoral materials. “We commiserate with the commission over these few ugly incidents as we call on INEC not to succumb to intimidation, but to remain firm and resolute to deliver on its mandate of conducting a free, fair and credible election, while we are assuring them of Nigerians’ support and confidence in the commission to excel,” they promised. The CDG also commended the resolute Nigerian people who trooped out to the polling stations in their numbers in an orderly and peaceful manner on election day across the federation, to exercise their civic responsibility in an atmosphere devoid of fear and intimidation. “Unfortunately, we note with sadness the unprovoked assault on the democratic rights of Nigerians by suspected political thugs who attacked polling stations causing both physical and psychological

injuries as well as death of not only civilians but also our security agents. Our heartfelt sympathy goes to the families of the deceased, while praying for the quick recovery of the injured,” the group condoled. The duo also commended security agencies for their patriotism, professionalism, diligence, impartiality and restraint in the discharge of their constitutional responsibility even in the face of campaign of calumny and unprovoked physical attacks by suspected thugs which resulted in death of security personnel. “While commiserating with the security agencies over the sad human loss and injuries from this mindless and unprovoked attacks, may we also use this medium to charge them to investigate these violations of our electoral law and assault on our humanity in order to apprehend the offenders and bring them to justice as quickly as possible,” the organisation stated. Finally, the CDG, from its observations and reports monitored, proudly asserted with all sense of responsibility that, “our preliminary report on the conduct of the 2019 general elections, confirms beyond reasonable doubt that the election was generally peaceful, free, fair and credible.

Lagos trains its workforce for life after retirement Benjamin Omoike The Lagos State government through the Ministry of Establishments, Training and Pensions has organised a workshop to sensitise and prepare its staff for life after retirement. The state says the need becomes imperative in order to create a smooth transition for the retirees, for them to enjoy a better life after service. At a two-day workshop tagged: “Preparing For Life After Retirement: Understanding the Contributory Pension Scheme,” Lagos State Commissioner for Establishments, Training and Pensions, Dr. Akintola BensonOke said that the whole essence of the training was to ensure that all public servants, and especially those who are nearing retirement are trained on the implications of the laws and regulations relating to the Contributory Pension scheme, with a view to ensuring that they can adequately prepare for the future. Benson-Oke explained that Lagos, under the leadership of Governor Akinwunmi Ambode has demonstrated its commitment to the implementation of the Pension

Reforms Act of 2014 which was first passed as the Pension Reform Act of 2004, stressing that the provisions of the Act, as domesticated in the Laws of Lagos State have been honoured to the letter under the Ambode’s administration. “This administration is proud to state that the it’s diligent pursuit of the Lagos State Pension Reform Law, has yielded fruits such that the pension obligations of the state are now managed to the satisfaction of the officers of the public service. “Lagos State has also ensured that the vision of LASPEC to provide first class regulatory and supervisory services on pension matters to all stakeholders in the Lagos State public service is within reach while the mission to provide exceptional services on pension matters to employees in the Lagos State public service is faithfully fulfilled year-on-year,” he said. The Commissioner, who stated that being the first state in Nigeria to domesticate the provisions of the Pension Reform Act 2014, Lagos has also complied with its provisions and also invested immensely in education of administrators of pension regulations and in the sensitisation of public officers who are the most affected. economy stands to benefit from the law is through the scheme’s ability to support the overall macroeconomic policies of reform. “The government stands to enjoy benefits under the law. The law will continue to stem further growth of pension obligations and provide a platform for addressing this liability. It will also impose fiscal discipline in the budgetary process because pension obligations would be accurately determine. Aside from the law’s now realised potential to promote national savings and by implication, economic growth, funded pension scheme have the capacity to promote capital market development,” Benson-Oke stressed One of the facilitators at the workshop, the Vice Chancellor of the University of Lagos, Prof. Oluwatoyin Ogundipe, said the training was apt as it would prepare the would-be retirees on how to manage life before and after service. The VC, who enjoined the participants to prepare themselves by making savings, having programmed plans that would assist them after their service years, stressed that the Contributory Pension Scheme would allow the public servants to get prepared and key into the next phase of life.

68 years after, Nigeria still imports toothpick, everything On this day, March 1, 1951, Daily Times of Nigeria reported that then Prime Minister, Alhaji Abubakar Tafawa Balewa, had, the previous day stated in Lagos, that it was the policy of his administration to encourage the industrialization of Nigeria and that all government departments should as far as possible by made in Nigeria goods. The exhibition was put together by the Department of Commerce and Industry in conjunction with the Post and Telegraph Department. It said that the Prime Minister was pleased to open the exhibition, saying that such trade exhibitions were meant to stimulate the meeting of sellers and buyers as well as provide platform for them to exhibit products manufactured in Nigeria. That was good talk. But here we are, 68 years and still counting. Nigeria imports almost everything that its citizens consume from office pin to needle, scissors, razor blade to toothpick, cars, and airplane; even security doors in the office and residence of the President and Commander- In= Chief of the Armed Forces of a sovereign Nigeria. But Nigeria has not always been like that. For some years after independence, there were many industries across all parts of Nigeria including oil mills, textile companies and others like Dunlop, among others. During the civil war, engineers from the Biafra side of the country were able to assemble power plants, refineries, heavy duty military equipments and others technological machineries which it used to fight the Nigerian armed forces. The people who created those innovations were all Nigerians fighting on the other side of the divide. Why didn’t Nigeria make use of the ingenuity after the war, especially as the Head of State, Gen. Yakubu Gowon had declared that there was ‘no victor, no vanquished?’ Successive governments since 1951 have designed various policies and programmes aimed at stimulating industrial growth including the setting up steel companies in Osogbo, Jos, Katsina, Aladja in Delta State and the Ajaokuta Steel Company Limited located in Kogi state which was designed to be the largest single steel company in black Africa. The Above are in addition to the Aluminum Smelter Company of Nigeria ASCOM located in Akwa Ibom and the Metrological Training Institute (IMT) both in Onitsha and Enugu. In the same spirit, the country also floated the DICON which was supposed to manufacture military equipments for the Nigerian Army. Yet all these companies and institutions have failed to help Nigeria realize its quest for industrialization and technological selfsufficiency.

The collapse of all the steel companies and their abandonment was caused largely by two major factors, systemic corruption and lack of political will on the part of successive administrations to stamp authority and make them work. Apart from government, individual Nigerians have tried to invest their money in technology and manufacturing but most have been frustrated out of business due to harsh economic situations and hostile investment environment. Currently, one of the pioneer motor vehicle manufacturing companies in Nigeria, INNOSON is in trouble waters

as its founder has continued to face distractive prosecutions by a Nigerian bank in bed with agencies of government when in other climes, government would be pampering such companies with waivers and subsidies on their products. Two years ago, the current Federal Government made commendable moves when the Nigerian Army made purchases of military equipments from INNOSON to the applause of Nigerians. But it seems the government has dipped its hands on the business conflict involving the motor company and a bank. This is as it seems the military is no longer enthusiastic about

patronizing INNOSON. Apart from INNOSON, there is also ZINOX Computers, the pioneer computer assembling company in the country. Initially, the Federal government celebrated ZINOX and even directed its departments and agencies to patronize the indigenous company but like other things, the government soon lost the zeal and the company has been crawling since them. It is not enough to preach that we should buy made in Nigeria goods which are mainly food and clothes. If Nigeria will ever achieve the

much mouthed economic growth and technological advancement, have to take concrete steps to resuscitate the steel companies and hand them over to competent private companies to operate as well as set up new manufacturing industries. The government should also come up with deliberate and sustainable policies to assist private investors in technology and manufacturing to achieve their dreams. Above all, the nation’s power sector should be made to function for without sufficient power, Nigeria can never be powered to economic and technological greatness
