In fact, the former President believes

that only a fool will sit on the fence or be neutral when his or her country is being destroyed with incompetence, corruption, lack of focus, insecurity, nepotism, brazen impunity and denial of the obvious. Chief Obasanjo is no such fool nor is he so unwise. “The former President reassures Nigerians that he will not sit on the fence when he needs to be out and active for people to know where he stands in the best interest of Nigeria. “Chief Obasanjo reaffirms that he is on the side of what is best for Nigeria and what we have currently and as the affairs of Nigeria are being run is not the best for Nigeria, so nobody should fool himself or deceive others about Chief Obasanjo’s position. “The former President further urges Nigerians who are victims of what we have for now to stop just complaining and go out to get beneficial change. They must know that such change

will not come if they remain inactive just complaining and complacent and they allow themselves to be deceived by sycophants and enemies of Nigeria. If they do not become active and get much needed change of the current administration to a government that will improve the economy, regain the confidence of investors and generally drive growth, development and economic progress with security, what is coming will be much worse than what Nigerians currently suffer. “On his part, Chief Obasanjo will remain consistent in speaking out whenever and wherever he sees evil as he is known to do no matter whose ox is gored. Nobody should manipulate Chief Obasanjo’s position, particularly on the 2019 Presidential election and what he said in Iwo to perpetrate or perpetuate continued destruction of our country”.

Buhari wants African youths to lead fight against corruption Mathew Dadiya, Abuja President Muhammadu Buhari has called on African youth across the continent to join the fight against corruption by becoming its crusaders. Buhari said “this fight against corruption is yours to lead and to win in order to reverse the negative trends of corruption and its implications for Africa.” The president made the call on Sunday during the launch of the Africa Youth Congress Against Corruption (AYCAC2018), at the State House Conference Centre, Abuja. Buhari described corruption as once-hidden taboo and hydra-headed challenge that freezes the continent’s aspirations and dents the hopes of its youth for a newly emergent Africa. He said that the anticorruption year of the African Union has been long and demanding, adding that year has also been filled with sharing of great lessons, promises and inspirations as well as some success stories on our journey to winning the fight against the evil of corruption. “The youth of Africa must pool their energies to effectively ensure that our natural and mineral resources remain on the continent

for value addition, job and wealth creation as well as to create affordable health-care and quality education for the people. “Winning the fight against corruption is very much in your hands,” President Buhari told the youth. He emphasised on the imperative of investing in the demographic dividends through anti-corruption, education and sensitisation campaigns, targeting young people as a means of bringing about behavioural change. “I am pleased to observe that this Abuja Congress will take adequate stock of policy and institutional mechanisms in the fight against corruption as well as the role of technology amongst others. “I am confident that you will give due support to the continental strategies to: stem illicit financial flows out of Africa; expedite stolen assets recovery and return; strengthen the capacity of national anticorruption institutions; explore the link between corruption and conflicts; strengthen oversight by citizens on budget performance. “Throughout this year, we have focused the strategy for Africa’s structural transformation on strengthening our collective anti-corruption fight. “I am therefore very pleased that with your support, we have kept faith with the African people, particularly our youth

gathered here today,” he stated. The president recalled that during the mid-year summit of the African Union Assembly, African Heads of State and Government adopted the Nouakchott Declaration on the Anti-Corruption Year, to serve as a roadmap in the fight against corruption over the coming years. According to him, the declaration reiterated that corruption is not only an African phenomenon but a global one, especially when we consider Illicit Financial Flows where Africa, regrettably is in fact a net creditor to the world. The president encouraged young Africans to use this declaration as motivation to achieve greater resource investment in developing anticorruption curricula and antigraft campaigns in schools, businesses and the general public space. “African Youth must remain the front and centre of restoring traditional African values of probity, integrity, honesty, diligence and hard work. It is only when the youth drive this change, that corruption will be eliminated. “Youth meetings serve as vital platforms for young people to engage. I would like to recognise some of our young leaders here present who have demonstrated the zeal and determination to build the “Africa We Want,” he added.

CBN bemoans N500bn non-performing export fund Motolani Oseni, Lagos The Central Bank of Nigeria (CBN) has lamented over the non-performing of the N500 billion made available to support export activity and boost export business, so as to help in generating export earnings into the country. This is even as the nation’s external reserves grew significantly from $23 billion in October 2016 to over $43 billion as of December 3, 2018. The Governor of the apex bank, Mr. Godwin Emefiele, disclosed this over the weekend at the 10th Annual Bankers’ Committee retreat held in Lagos, where he explained that some of the export companies need to talk about their challenges, hence the reason a committee was set up to look into the issue. He noted that by this time, that the Bankers’ Committee are determined that they will get the support they need, saying “we will make it easy for them to access the credit and will put in place policies that will reinvent the export earnings in a way that funds come in and are used in a way that is beneficial to the economy.” Speaking spherically, he said that given the recent economic volatility and critical development, in the Nigerian financial system, that it is essential to renew focus on non-oil export that helps to catalyse economic growth and eliminate over-dependence on crude oil as a major source of foreign exchange earner. Emefiele, who also double as the Chairman, Bankers’ Committee, added that there are challenges around and ethnogenous factors are happening in a different part of the world, which could ultimately constrain the capacity of the country to generate export revenue, particularly for crude oil. According to him, “there is a need for us to begin to think about how to diversify our source of revenue earning through a non-oil sector of the economy”. “When somebody conducts export activities, naturally what happen is that he earns foreign exchange, when the foreign exchange repatriated back into the country, it helps to fuel the economic activities by paying for foreign exchange need either for import or sometimes we find out that this foreign exchange

bought into the reserves and it also help to boost nation reserves. “The major focus is that there is a major critical aspect of the economy that requires banking support. We the experts at the banking sector need to come together to put strategies in place that will help create access or making it easy for people to access credit from the banks where it does require credit, enable it to know what are some of the challenges that these companies faced. What can we do as a banking industry or as a member of the banking community to assist them to overcome some of the challenges they faced that will make it easy for them to conduct their export business and also generate export earning that will be used to run the Nigeria economy.” He, however, added that there is a need to set up a committee headed by a bank CEO, which will take a deep dive into some of the issues and challenges that are faced by exporters and report back the Bankers’ Committee meeting in February 2019, to raise some of the issues. Meanwhile, a whopping N555 billion was spent by 11 listed commercial banks operating in the country to service their customers’ current, savings and time deposits in nine months ended September 30, 2018, against N468 billion recorded during the correspondent period in 2017, checks by The Daily Times revealed. For the period under review, considered banks reported an increase in Deposits from customers, even as the Zenith Bank Plc reported 57 per cent drop on interest expenses paid on customers’ deposits, attributable to low yield on government securities while the remaining 10 banks reported an increase. Zenith Bank reported N54.05 billion interest expenses incurred on customers deposit in nine months of 2018 as against N127.01 billion reported in nine months of 2017. Findings by our correspondent revealed that other Tier-1 banks reported double-digit growth on interest expenses on customers deposit while most of the Tier-2 banks reported a marginal increase. For instance, United Bank for Africa Plc (UBA) reported 44 per cent increase on interest expenses on customers deposit to N79.11 billion in nine months

of 2018 from N54.88 billion reported in nine months of 2017. Guaranty Trust Bank Plc (GTBank) reported N53.9 billion interest expenses on customers deposit from N44.14 billion reported in nine months of 2018 while FBN Holdings reported 19 per cent increase on interest expenses paid on servicing customers deposit to N83.04 billion from N69.89 billion reported in nine months of 2018. Another Tier-1 bank, Ecobank Transnational Incorporated (ETI) reported N86.5 billion on interest expenses on customers deposit, 16 per cent above N74.56 billion reported in nine months of 2017. Also, Access Bank Plc reported N94.74 billion on interest expenses on customers deposit in nine months of 2018 from N79.9 billion reported in nine months of 2017. However, Diamond Bank, a strong Tier-2 banks reported 42 per cent increase on interest expenses on customers deposit to N28.2 billion from N19.88 billion while Wema Bank’s interest expenses on customers deposit moved from N18.9 billion to N20.25 billion. Union Bank’s expenses on customers deposit closed nine months of 2018 at N35.23 billion from N32.8 billion in nine months of 2017. Furthermore, Fidelity Bank Plc reported one per cent increase on interest expenses on customers deposit to N45.4 billion from N44.88 billion while FCMB Group Plc announced two per cent on interest expenses on customers deposit from N28.94 billion in nine months of 2018 to N28.44 billion reported in nine months of 2017. Analysts at Investment One expressed that, “Going into H2 2018, we are of the opinion that loan growth would come in muted as we expect a slight uptick in fixed income yields, which would further shift the focus of banks from expanding their loan books to investing more in fixed income securities so as to limit their exposure to credit risk even amidst a potential uptick in system liquidity as electioneering comes into play.” Finance experts attributed the growth to payment on fixed deposit expenses of customers. Managing director, Highcap Securities Limited, Mr. David Adnori, said: “Most of the Tier- 1 banks that

A total of 128 persons died, while 2,254 others were injured in 673 road crashes across the country in September, according to the Federal Road Safety Corps (FRSC). FRSC disclosed this in its monthly Road Traffic Crash (RTC) report signed by the Corps Marshal, Boboye Oyeyemi, and made available to the News Agency of Nigeria on Sunday in Abuja. The September figures indicated a general reduction in all parameters with 31 per cent and 17 per cent reduction in crashes and fatality cases respectively as compared to those of August. The report said the Federal Capital Territory (FCT) had the highest number of crashes and fatality cases in September with recorded 81 crashes and 22 fatalities

“Kaduna, Niger, Ogun, Yobe and Oyo followed in order of magnitude,’’ the report stated. Analysis based on crash-prone routes revealed that Kaduna-Abuja road recorded the highest number of crashes in the month under review. “Lagos-Ibadan road followed with 48 cases and Abuja-Lokoja road recorded 37 cases,’’ the report said. It also revealed that speed violation accounted for 359 cases or 51 per cent of the total road accidents in the month under review. “Out of the total of 1,099 vehicles involved in road crashes in September, cars accounted for 366 representing 33 per cent. “Mini buses followed with 224 representing 20 per cent while motorcycle with 209 represented 11 per cent,’’ it stated.

It said further that the number of crashes in September when compared with that of the corresponding month in 2017 showed two per cent reduction in fatality. The report also showed 11 per cent increase in crashes and a 15 per cent increase in the number of persons injured. It, however, noted that road crash injuries could be prevented through a holistic involvement and synergy from multiple sectors such as transport and police, among others. The report urged the Federal Government to take steps to ensure that the National Assembly provided an effective legislation capable of ensuring safety on roads. “This is as our existing traffic laws do not reflect contemporary safety needs of the public,’’ the report said.

Aisha Buhari inaugurates nomadic school in Borno Mathew Dadiya, Abuja The wife of President Muhammadu Buhari, Aisha, has inaugurated the Aisha Buhari Integrated School for Nomadic Community in Maiduguri. The school, which was built and equipped by the Borno State administration of Governor Kashim Shettima, is meant to provide an atmosphere conducive for learning to the children of nomads. The school was named after Aisha Buhari by the Borno State Government in appreciation of her efforts towards providing humanitarian services to the victims of insurgency in the state. While inaugurating the school, the wife of the president expressed optimism that the school would provide a good atmosphere for learning. Mrs. Buhari also expressed the hope that the school would go a long way in ensuring a better future for the girl child, especially the children of the nomadic families. The News Agency of Nigeria

(NAN) reports that the school, which commenced operation on October 15 2015, has 24 classrooms with 525 students. NAN also reports that the nomadic school was established by the Borno Government to cater for the educational needs of children of Hanagamba, Mbororoji and Fulani ethnic groups who were displaced by the activities of insurgents in their various communities. During the visit, the wife of the president also inaugurated the model orphanage integrated school built by the wife of Borno Governor, Nana Shettima, for orphans whose parents died due to the activities of insurgents in the state. While in Maiduguri, Mrs. Buhari also visited the Government Girls College where she commissioned a newly constructed two-storey building of eighteen classrooms. Mrs. Buhari ended her working visit with the inspection of the Orphanage Centre being built by the Aisha Buhari Foundation.

FAAN withdraws services to Osubi, Gombe airports, MMA2 over huge debts Chukwuemeke Iwelunmo The Federal Airports Authority of Nigeria (FAAN) has notified airlines of the withdrawal of services to Osubi Airport, Warri, Gombe Airport and Murtala Muhammed Airport Terminal Two (MMA2). Investigation shown that the Authority has been constraind to embark on the withdrawal of its services due to huge debts owed it by the affected airports and terminal. In a Notice to Airmen (NOTAM) issued by the management of FAAN, the organisation stated that it will be withdrawing Aviation Security, firefighting and rescue operations from Osubi, Gombe and MMA2 from midnight of Sunday, December 9, 2018.

To this end, Arik Air will be suspending its flights to Osubi Airport, Gombe Airport and move Port Harcourt flights out of MMA2 from Monday, December 10, 2018 until further notice. Warri passengers are advised to use Benin Airport as alternate while Gombe passengers are to use Bauchi Airport as alternate. All Arik Air flights to Omagwa Airport Port Harcourt will as from the same date operate from Murtala Muhammed Airport Terminal One otherwise known as General Aviation Terminal (GAT). Arik Air said it regrets any inconvenience the closure of the three airports may cause its esteemed customers. The airline expressed hope that the issue between FAAN and the airport authorities will be resolved soonest.

She is an entrepreneur, business administrator and a chef and is currently undergoing her National Youth Service at Blencc Solutions Limited, Abuja. She is also an associate member of IPO-CRM as well as a certified COMPTIA Project Management and a Customer Relationship Management. The new Miss Nigeria has worked with top brands in television, fashion, hospitality and food industry as a presenter,

model, actress and management staff. She has also served as the pioneer female president of the National Association of Business and Management Students of Lead City University chapter. 18 contestants from the six geographical zones of the country made it to the grand finale from which eliminated six to prune down the number to 12 made up of Ntan Nton, Egede Lagele, Thomas Mseve, Ameh Munirah, Otunba Ifunaya, and Shitta Remilekun. Others are Tizhe Usa Miriam, Okudili Odinaka Doris, Agida Stephanie, Ugwu Ijeoma, Aaron Chidinma Leilani, and Dunu Chisom Olivia. This was subsequently later reduced to five by the panel of judges made up of Rita Dominic, Jasmine Tukur, Fade Ogunro, Tatiana Moussalli among others, from which Miss Aaron emerged.

The five finalists were Dunu Chisom, Ntan Sharon Nton, Ameh Munirah, Agida Stephanie and Aaron Chidinma Leilani. Dunu emerged the first runner-up while Ameh was named the second runner-up. Miss Aaron, the winner of the pageant, took home N3 million from Heritage Bank. She takes over the crown from Mildred Ehiguese who won the 2017 edition. The Miss Nigeria beauty pageant started in 1957 as a photo contest. Contestants posted photographs of themselves to the Daily Times headquarters in Lagos where finalists were shortlisted and were invited to compete in the live final. A UAC employee, Grace Oyelude won the maiden edition of Miss Nigeria and used part of her £200 prize money to travel to England to study Nursing.

Dangote new cement is the best for all seasons – Blockmoulders Block Moulders Association of Nigeria last weekend described Dangote Cement’s new product- BlocMaster, as the best cement for all seasons. The new product, according to the Chairman of the Block moulders in Suleja, Niger State, Chief Patrick Markuche, dries faster even during the raining season and it has more yields, translating to more profits for his members. He described it as the best, in terms of quality to have come from the company since inception. Emphatically, he said the new innovative cement from Dangote has helped improved his members’ revenue as he was able to deliver cement to customer with few days of molding them, despite the rain. He said he has personally tested the product, even in the rain and he was happy to highly recommend it to all and sundry. He also revealed that members of his association have passed a vote of confidence on Dangote Cement as a company and on BlockMaster as the best cement for block moulding and other building purposes. It is also very affordable and it gives them far more yields than all other cements in the market… it is currently the highest grade of cement in Nigeria. It is by far the strongest cement, bagged in the Nigerian market… this cement is 50 per cent stronger after one day and up to 15 per cent stronger after 28 days when the cement finally sets, so that explains the excitement displayed by our retailers and key distributors across the country.” Noting that there are other brands of cement, even from the company, the Director, Route to the Market, Funmi Sanni, said the BlocMaster quality has been certified as the best by regulatory agencies in the country including the Standards Organisation of Nigeria (SON). Lumen Christi Old Old Students Association (LUCOSA) on the December 1, 2018 made history at the 32nd Foundation Day/ Abuja Grand Reunion of the Lumen Christi Old Students Association (LUCOSA) held on the 1st of December 2018 at the prestigious Nigeria Air Force Conference Centre, Kado, Abuja. Saraki empowers 500 traders, as Iyaloja Short News insists tradermoni is for APC members POWA empowers widows, Kehinde Akinpelu, Ilorin

The Senate President, Dr. Bukola Saraki doled out the sum of N5 million to 500 market men and women, many of whom were allegedly left out of the federal government’s social investment scheme which Vice President Osinbajo launched in Ilorin, Kwara state. Although the event was a continuation of Saraki’s routine empowerment programme to boost trading for the marketers, the beneficiaries of yesterday largesse were drawn from various markets in Ilorin. The market women had earlier yesterday through their chairperson, Alhaja Kareem Lambe alleged that the federal government targeted APC loyalists for the disbursement of Tradermoni, leaving out in the cold those who are genuine marketers. Speaking during the distribution of Saraki’s cash gifts to her members, Hajia Lambe made it clear that the Tradermoni

is targeted at APC members who are not marketers and described the scheme as a way of buying the votes of the unsuspected electorate. She said: “The federal government is only trying to play on our people’s intelligence by calling it tradermoni. The beneficiaries of this money are APC Members and they are not marketers. And we are aware that this is another strategy by the federal government to buy the votes of the unsuspected electorate. If truly the scheme is brought to Kwara for the benefit of marketers, it should be given to traders who are not members of APC or any party. It is Nigerians money and it is our rights to collect it. “And I also heard that they were giving some people the Tradermoni in Kwara South. The beneficiaries are not marketers. Kwara marketers have not benefitted anything from the federal government since President Muhammad Buhari became the President of this country. Over N4bn arrears: TASCE workers report Gov Amosun to Buhari

The employees of Tai Solarin College of Education (TASCE), OmuIjebu, Ogun State, have asked President Muhammadu Buhari to order the state government-led by Senator Ibikunle Amosun to pay them their salary arrears. In a Save Our Soul (S.O.S) letter to Buhari, signed by its Chairman Coalition staff Union, Mr. Daniel Aborisade complained that the state government owed them N4 billion Consolidated Tertiary Institutions Salary and Consolidated University Academic Salary Structure arrears from July 2009 to October 2018. Aborisade said the money, is being owed them by both the administrations of Gbenga Daniel and Ibikunle Amosun, and all efforts of the staff to pay them the money was proved abortive as the present administration was not willing to pay the outstanding arrears of the employees. They called on President Muhammadu Buhari to tell the Amosun-led administration to use the last tranche of the Paris Club refund to pay them their entitlements, claiming that the college had never benefited from the payment of the previous tranches. The workers also asked the state government to restore their salary to 100 percent with effect from October, 2018, noting that this action was inimical to the incoming administration as it may deem it fit not pay the arrears as and when due.

Navy seizes another 41 bags of rice, arrests 4 suspected smugglers in A’ lbom Isaac Job, Uyo

In another separate operations, the Nigerian Navy, Forward Operating Base, Ibaka, in Mbo Local Government Area of Akwa Ibom State, has seized another 41 bags of contraband rice allegedly smuggled from Cameron and arrested four suspected smugglers. A fibre boat with 175 horsepower Yamaha outboard engine was also intercepted with the 50kg bags of rice said to be brought in from Cameroon. Parading the suspects yesterday in Ibaka during the hand-over of the suspects and the seized items to the Nigeria Customs Service, the Commanding Officer, FOB, Captain Yusuf Idris, who was represented by Captain Reginald Adoki said the Navy will continue to arrest smugglers no matter how much they attempt to evade arrest, and warned them to refrain from illegal businesses on the waterways. “I, Captain Reginald Adoki, on behalf of the Commanding Officer, FOB, Ibaka, Captain Yusuf

However, one of the suspects, Pastor China Osuji has denied involvement in the crime, saying that he boarded the boat to get to Lagos and board a flight to Liberia for a Church programme without knowledge that the boat was carrying contraband rice. He said, “We were travelling to Liberia from Cameroon; I am a Pastor and a Nigerian from Imo state, I have been in Cameroon for more than 21 years, and this is not my first trip by water. “We entered a boat because there is no direct flight from Cameroon to Liberia, so we were told to take a boat to come to Oron, from there to Lagos and take a flight. We entered the boat without knowing that they carried rice. “I have followed this route once but not with bags of rice, I don’t deal with bags of rice. It was the immigration in Cameroon that directed us to board this boat. We did not see the contents because it was covered and they put our bags on it”.

Taraba State Government, in its determination to render quality health care delivery services to all nooks and crannies of the State is partnering with the World Bank to achieve its noble objectives. The Executive Secretary (ES), Primary Health Care Development Agency (PHCDA), Alhaji Aminu Jauro Hassan stated this while fielding questions from journalists in Jalingo. Hassan said the State government under the leadership of Governor Darius Dickson Ishaku has paid $200,000 as counterpart fund while World Bank would provide $17 million. According to him, the World Bank $17 million assisted fund would be under the coffers of the World Bank and can only be released based on proposals, needs and through a dedicated Account to the State. The ES further disclosed that for the past eight to ten years, no case of poliomyelitis has been recorded in any part of the State, attributing the success story to the commitment and consistency in the payment of Counterpart Funds by Governor Darius Dickson Ishaku.

NGO takes violence against women campaign to Bayelsa communities Akam James, Yenagoa

Nongovernmental Organisation (NGO), Fostering Achievement of Community Empowerment (FACE) Initiative, has organised stakeholders’ workshop for women leaders across some Communities in Bayelsa State to campaign against violence on women. According to the organisers, the 16 days activism on non violence against women, held at the Martho Crystal hall in Yenagoa, at the weekend was part of activities to mark the 2018 celebration. Executive Director of FACE Initiative, Mr. Inatimi Odio, and other keynote speakers at the stakeholders’ workshop, pointed out that for women to be liberated, especially to curb violence, empowerment, training and meaningful engagement remains key to unlock their potentials in the world of possibilities. He added that the rising trend of rape, child abuse, cultism, harmful widowhood practices topped the focus of the meeting as women leaders gathered to discuss these burning issues and chat a way out to non violence. After the meeting the issues on the communiqués includes, the need for community chiefs and leaders to promulgate laws and punishment against anyone found capable of gender base violence, and also set up community vigilante for more security.

Nigerians and the god of money

Recent stories from across Nigeria indicate that the country may be in more trouble than it actually realises. It also rings the alarm that unless the power elite who are currently engrossed in their seasonal scramble for power comes to terms the harm they have foisted on the country and retract with alacrity, the horse may indeed soon bolt away from Nigeria’s stable of sanity. Last week, news filtered in from the south-south state of Delta that the Nigeria Police has arrested a gang of young men involved in the kidnaping and murder of a student of the Delta State University Abraka. Elozino Ogege, particularly brilliant 22-year-old 300-level student of Mass Communications was in need of accommodation outside of the university, which is unable to house all its students as is the situation in so many institutions in the country. She approached someone you would consider a most safe prospect- a security man with the school. He promised to help but only ended leading her to a permanent place of abode in the great beyond. The security guard, Onos apparently working with a kidnap syndicate presumably including his supervisor who he claimed posted him to the University to arrange for the abduction of girls, lured the poor young lady to his accomplices who sprinkled a substance that instantly rendered her insentient. A report in the last edition of Sunday Vanguard quoted Onos as volunteering the following heart rendering confession: “The next day, they brought a Toyota Corolla car and when Elozino came, they used something on her face which made her unconscious. We took her to a bush where we first plucked out her eyes while she was still alive. She was even crying and begging us to forgive her and let her go, but we plucked the other eye, removed her breasts and her heart before she died.”

That is a sure embodiment of the state of a soul that has given itself to the devil. But there is a very sad irony; the crowd of people like this grows by the day in Nigeria. As a matter of fact, this newspaper report told of three other equally frightening incidents that have occurred in different parts of Delta State over the past couple of weeks. One of these accounts was that of an unidentified young lady whose dead body, devoid of some vital parts was dumped at the Summit Junction end of the Asaba-Benin Expressway penultimate Wednesday. She was clearly another victim of ritual killing! And in the Warri area of the state, ladies are now said to live on the edge gripped by fears that their under wears may fall into the hands of ritualists who require them for money. The report claimed that one single pant could be purchased by ritualists for as much as two hundred and fifty thousand naira and as such ladies have devised all sorts of methods to ensure that their panties do not fall into the hands of those who have now been tagged “yahoo-yahoo boys.” When some of these girls take the spiritual route of anointing their panties, others would dare not spread theirs in the open after laundry. A lady said she has formed the tradition of sitting with her undies until they get dried while many girls, now actually go about their daily routine without panties not being sure of what man to trust! All of this is because some young men have arrived at the point where they consider wealth as the ultimate and are ready to achieve the status by all means possible. And here the natural tendency is to come down heavy on the youth and the pervasive getrich-quick mentality of this generation. While that may not be totally off the mark, it is unhelpful to refuse to acknowledge the fact that these desperate young men have some forbears, who hold various leadership positions in the country and have not

just shown but also run their posts in life with the mentality that you are dead without money. Take a start from the political class. Nigeria’s ruling party, the All Progressives Congress, APC with all its appropriation of progressive credentials asked presidential and gubernatorial aspirants to purchase expression forms for a whopping N45m and N22.5m respectively earlier this year and nothing anyone said impressed the party into reconsidering. In doing this, the APC has not just suggested that opportunities are only available for the highest bidders and excluded aspirants without the outrageous resources it asked for, it has also given the impression, even literarily shown itself as abetting the widely known tendency for public officials to recoup their financial investments on elections and acquire personal dividend before settling down to the business of governance. A corollary of this is the obvious imbalance in the distribution of the resources of state by the same leaders whose ostentation twerks with the people’s sensibilities. So with the enormous resources of state at their disposal, they pontificate about the importance of education, do nothing significant to improve quality and access at home but send their children to choice institution abroad. They pay lip service to the development of the health sector but cannot wait to jump on the next airplane for medical checks out of the country. They eat fat on the state with their family and friends, drive the best cars with endless convoys and go to parties where they display affluence like it would go out of fashion while the large proportion of the people who are poor and deprived watch on, imagining how to help their own destinies! Unfortunately, education, which liberates the soul of men is the first victim of the weaponisation of money by the Nigerian ruling class and so, this country has become a free-for-all survival field where virtually everyone is prepared

to do anything to get by. Nigeria has passed on the message to its children that wealth and possession fulfill all human desires and determines quality of life, yet it fails to tell them about the sanctity of human life and recommend the virtues of hard work and conscientiousness. Money has become the god that Nigeria serves. And that is not a bad thing in itself, money when deployed with love for humanity is indeed a good messenger, capable of wiping off the grinding and widespread poverty across the land and reduce the scourge of disease. But the Nigerian seeks money just to feel powerful and oppress the same people from whom he profiteered and made this humongous means. The Nigerian makes money to perpetuate his social status and ensure that those who are on the lower levels of the ladder never ever make it close to him and his descendants. This is the gap that the yahoo boys and so many other attracted to crime crave to fill by the desperation that they show. Therefore, every Nigerian, starting with the leaders must probe their minds and free themselves from the bondage of inordinate acquisition. It would also be dangerous to imagine that the problem is peculiar to Delta State as the most recent incidents have shown. All over Nigeria, there are desperate money mongers taking on jobs as nannies or drivers just to have access children for kidnapping; there are people selling their own children or wives to herbalists who claim powers to making money. This is exactly where the ruler-ship of money takes a people. A people willing to do whatever it takes to make money does not care about the need to build or maintain self-respect, he does not care about his own integrity or the humanity of others. They hold society hostage and make everyone a slave of their own desire. This is the abyss that Nigeria is tending towards but one seems to notice.

Fashola: A leader beyond reproach

In an election season in which a president whose interrogation of the body politic has not only brought an upset to the applecart, but whose actions has also resulted into a tectonic shift in the dominant governance paradigm----and seeking re-election----it is not inconceivable that a few but very powerful segment of the society that has maintained a collective vice grip on the polity and their acolytes to be up in arms. It is also to be expected that his actions, which has brought a revolutionary subversion of this dominant paradigm at critical junctures of our national life would be vigorously resisted this time around by any means necessary, including the weaving of grandiose narratives-----some of which are already quite bizarre-----in order to checkmate his electoral chances and, by extension, attempts would be made to damage some of the key members of his administration for the sole purpose of creating the false impression among voters that the emperor has no shirt after all. This is precisely where Ms. Abimbola Adelakun should be situated. A columnist with The Punch newspaper, Adelakun unabashedly excoriated two of the leading lights from the Southwest geo-political region in a piece on Thursday, November 29, 2018 which she titled “Fashola, and the engineer of Yoruba consent.” For starters, Adelakun, from her vantage point as a columnist in one of the nation’s important newspaper publications, have never seen anything good or noble about President Muhammadu Buhari to write the Nigerian nation about, let alone the ruling All Progressives Party (APC) that one cannot help but wonder if she’s not too far gone in what seems to be some sort of pathological disdain of the Nigerian president, which some erroneously termed as her having independent and refreshing thoughts on issues of national importance. So, when she unleashed caustic and underserved adjectives and phrases on the duo of Mr. Babatunde Raji Fashola (SAN), Minister of Power, Works and Housing and Dr. John Kayode Fayemi, the new governor of Ekiti State, it was hardly surprising. Adelakun, in the recent past, had been hopelessly irked by what the APC stands for and against. But in the column under reference, she apparently couldn’t stand Fashola’s audacity to have enjoined his Yoruba people to look in the direction of President Buhari when casting their votes in the February 2019 presidential election. The Minister, in his recent outing to present the

scorecard of the Buhari government, he had admonished his people to look at the coming presidential election not only in terms of the significant presence of people from their ethnic stock at the centre, but also in terms of the social and infrastructural benefits (some of which are quite unprecedented) that accrued to the geopolitical region----all made possible by their votes. What’s more, Adelakun found Fashola’s reminder to the Yoruba of the real possibility that the region could produce the country’s president in 2023 if they support Buhari in 2019 as they did in 2015 so repugnant that she was oblivious of the many times she approbated and reprobated in her excoriation of the minister. A columnist could not have been any more pathologically disdainful than that. One cannot help but also wonder about the necessity, if not the desirability of this piece when, in her introductory paragraph, she admitted that the APC and its politicians are not doing “anything unique” in their marketing strategy in order to boost their electoral victory over their opponents. Hear her: “In all climes, politics boils down to optics of shared identity and its instrumentalization towards accessing power. When shorn of hyperbole, no group of people anywhere votes individually. Citizens vote as a herd, congregating around biases that interlink history, contemporary anxieties, and prejudices…and that is why politicians trust voting blocs to deliver votes for them.” So, if Adelakun believes that identity politics is one of those legitimate campaign instruments with which politicians around the world readily deploys not only to maximize their electoral chances but to access power, it beggars belief why The Punch columnist thought it fit and appropriate to crucify Fashola for appealing and reminding his people of both the macro and micro socio-economic benefits that were garnered for the region and its people by virtue of their bloc votes for President Buhari in 2015. Someone couldn’t have been more confused than this. Adelakun’s assertion that “Babatunde Fashola, the former poster boy for progressive ideologies(sic) and the most hyped public administrator of all time, has morphed into a rightwing apologist” was nothing but a pathologically jaundiced, vacuous assessment of the minister not only because of her failure to provide proofs but also that there was no basis whatsoever for this assertion. While it may be pointless to educate Adelakun here on her erroneous use of words,

adjectives and phrases (for she knows exactly what she’s doing) as exemplified in the aforementioned statement (and at other subsequent junctures in the column) to question both the ideological inclination and administrative acumen of Fashola, certain salient points need be pointed out not for the sake of Adelakun but for the benefit of those whose thought process may be only skin-deep so that they’re not inadvertently sucked in by her meaningless but beautiful literary peregrination. Pray, when was it announced that Fashola ported to the People’s Democratic Party (PDP) whose only ideology is rooted in malfeasance or any political party for that matter? How has his views on governance changed to have warranted being described as the “former poster boy for progressive ideologies?” The characterization of the Minister as “the most hyped public administrator of all time” couldn’t have been anything but misguided in view of the fact that Fashola remains one of the most responsive and responsible leaders in the Southwest region (if not in the Nigerian nation) whose accomplishments till date remains the gold standard by which other governors and public officials in the upper echelon of political leadership are measured. From the three ministries under his purview, he has delivered, and continues to deliver to the generality of Nigerians the dividends of democracy in real time. Through his Ministry of Power (now largely a regulatory arm of the federal government), it should be pointed out that the less than 3,000MW of electricity handed down by the Jonathan administration to the Buhari government is currently hovering at about 7,000MW. Adelakun either may not be aware of this incredible increase in less than four years of the Buhari administration in which Fashola is the superintendent or she’s probably of the view that this increase was brought about by serendipity. In the Ministry of Works, it is also important to note here that there is no state in the Nigerian nation that at least one major road construction have either been completed or undergoing construction including the second Niger bridge which Jonathan commissioned with fanfare in his days only for it to be abandoned because its allocation developed wings. What’s more, the Housing Ministry is piloting a housing programme in which housing construction is ongoing in 33 states of the Nigerian federation. These are just some nuggets of his accomplishments as a Super Minister. So, if all

these ministries are under one man with all these superlative accomplishments, what would have informed Fashola’s description as “the most hyped public administrator of all time?” Where is the hype? While one is willing to admit that Adelakun may have an appreciable understanding of the definitional terms for the various political ideologies, she may, however, be at sea in identifying the policy frameworks that undergirds these ideologies----if not what they ought to produce when deployed in the polity----otherwise she shouldn’t have characterized Fashola as the “former poster boy for progressive ideologies.” Adelakun may not have understood that most of the policies and accomplishments of the Buhari administration are rooted in progressive political ideology. From the foregoing, it is therefore obvious that Adelakun simply conjured up all manner of things and threw them at Fashola in the hope that some of them would stick. While it is true that politicians would rather wish that they get the “buy-in” of others outside their ethnic stocks as well as ideological persuasions in order to “launch and implement ideas that will translate into collective social flourishing” in the polity as suggested by Adelakun, it is, however, not the panacea for performance. It should be recalled that some sections of the country made it unequivocally clear in 2015 that they wouldn’t touch Buhari with the longest pole despite his time-tested integrity and records of performance in the past. And they acted true to their word as reflected in their voting pattern. But the socio-economic and infrastructural fortunes of this segment of the population have never been better that one of their governors (who is not in the same political party with the president) had to make a confessional statement about the unprecedented development brought to his people by Buhari and his party. No one rejects that which is good. Now that it can be safely said that Adelakun’s directive principle is to hit (and very hard) at APC, President Buhari and the party’s key players who still have tremendous amount of political capital and goodwill in the Southwest like Fashola and Fayemi, engaging these two political personalities with false and baseless narratives as demonstrated by Adelakun in her column can only boomerang as these two politicians stand on higher political pedestals whose base are made solid with the finest of moral values. She should point her pen elsewhere.

Editorial Commentary Minimum wage and matters arising

To all you who believe we shouldn’t have a minimum wage — that the minimum amount you can be paid should be determined solely by your employer. We tried it once before: it was called SLAVERY ~ Quentin R. Bufogle Analyzing the absurd in Nigeria is like trying to crack open a palm nut with an egg: fascinating but futile — yet time and again one is brought back to the same place by the seeming indifference of our leaders to the daily struggles of the average Nigerian. Where will I start analyzing the fact that the so-called ‘Giant of Africa’ is still grappling with a minimum wage of $50 whereas poorer neighbouring countries like Cameroon and Chad have minimum wages of $75 and $115 respectively? Going by the International Labour Organisation (ILO)’s definition, a minimum wage is “the lowest wage that an employer is allowed to pay the employee, the price floor below which workers may not be willing to sell their labour”. In arriving at the figure consideration must be given to the prevailing inflationary trend, cost of living index and the employer’s capacity to pay the amount. It can, therefore, be deduced from the foregoing that any wage which falls below the minimum wage cannot guarantee a decent living for a worker or an employee. In other words, any worker that does not receive up to such stipulated amount after rendering services is more or less a slave. Last Sunday my Goddaughter popped in to say hi, she informed me that she has started work in a shop where she will be earning over €200 monthly for putting in a total of just 32 hours on Saturdays and Sundays. Add that to the pecks of child benefits accruing to her from the social welfare office and it will sum up to about €400. That is five times more than the N30,000 minimum wage that the government has agreed with the Nigerian Labour Congress. And she’s only 16! I am not one to compare Nigeria with ‘saner climes’ because even though I live in and feel both worlds I have always maintained that there is no magic wand to Uhuru in a developing nation which has been pauperized by decades of misrule from monumentally corrupt and visionless leaders. I am also an optimist but sincere optimism requires an appreciation of the rot to have realistic expectations of what is attainable but I just couldn’t help imagining how a €400 monthly salary will transform the life of an average Nigerian worker. Nevertheless, for the purpose of this piece, I will limit the juxtaposition to Africa. In 2016 the World Bank through its World Developers Indicators (WDI) released data which revealed that among a sample of 19 African countries, Nigerian was a runnerup from the bottom position (beating only Malawi) in the minimum wage rate addition but ranked 11th in the inflation rate (14.32%). Two years on the National Bureau of Statistics (NBS) put the inflation rate in the second quarter of 2018 at 11.23% with the exchange rate of Naira at approximately N362 in the parallel market. However, despite the gradual decline in the inflation rate witnessed since the last quarter of 2017, as an import-dependent nation, the over 100% increase in exchange rate actuated an increase in the Consumer Price Index (CPI), which is the weighted average of prices of consumer goods and services resulting in a huge reduction of the purchasing power of the naira. What all these jargon mean in layman’s terms is that the current value of N30,000 is less than what it was 3 years ago. As a matter of fact, the N30,000 minimum wage is more or less meaningless, it was long overdue even in 2015 and that prompted many economists to propose an amount ranging between N50,000 to N65,000 considering the prevailing indices or parameters. Paradoxically, one can equally understand those who objectively queried the verisimilitude of implementing the above figure or even the agreed N30,000. So how realistic and achievable is it in the face of the country’s current economic reality for workers to be paid this amount as at when due? Salaries still constitute a major part of the annual recurrent expenditure that gulps over 70% of both state and federal budgets. Moreover, 33 out of 36 states are currently owing workers arrears of salaries for up to 11 months in some cases going by what the NLC says. If state

governors cannot pay N18,000 how can they scratch N30,000 let alone N50,000? Mind you this is in spite of the frequent bail-out funds doled out by the federal government. Certainly, a majority of the states cannot pay the new minimum wage as it is no secret that we have a serious problem of economic viability among many states. Are we then set for another era of random overseas trips by governors seeking foreign loans to cushion this pressure? And if the motivation is political for the federal government which retains a large chunk (52%) of the government revenue and recently weeded out over 50,000 ghost workers from its payroll, then how can it avoid a repeat of the Jonathan era mistake when the government which increased minimum wage could no longer pay salaries as oil prices dipped? Any government that borrows to pay salaries is tightening the noose and mortgaging the future of generations unborn. The situation is just a mess. There are more questions than answers. Ours is a country with limited social welfare andinfrastructure, at N18,000 the average Nigerian worker has been catering for feeding, clothing, transport, and shelter with only N600 daily. Isn’t that a miracle in a place where rent is paid annually and two years in advance for a new tenant? I think it is. Some have argued that service delivery is nothing short of pathetic. Our public institutions are notorious for being unkempt and often under-equipped working environment, add that to the nonchalance of civil servants and you ‘ve got your work cut out for you. If you have a business with a government ministry or public institution in Nigeria on any given day then you are better advised to devote the entire day to achieving that task. The private sector is not particularly great either. Any professional in the construction industry will certainly know the difference in the quality component between what our artisans and those from smaller neighbouring countries like Togo or Ghana deliver. Simply put, ours is a nation with plenty of activity with little productivity. However, it will be uncharitable to dismiss the importance of these services. Whatsmore, once services are rendered it is only equitable that the wages are paid at the end of a given period. We can only strive to improve the workplace and quality of service delivery because those are the negotiable factors and not the payment of agreed wages. Again, when you consider that the president reportedly cuts has a budget of N70m for haircut, senators receive N13.5m pocket money in addition to monthly salaries and governors are free to take N500m as monthly security vote then you have to sympathise with civil servants because a huge chunk of the work of these elected officials are done by them. It is a case of “monkey de work baboon de chop”in the common Nigerian parlance. It, therefore, is our collective duty to sustain the pressure on government at all levels to focus on the developmental projects like mass transit systems, lowincome housing and other social infrastructures that erode a large percentage of the workers’ salaries. Legislators must be put on notice especially on the state level, to thoroughly scrutinise frivolous loan requests from the executive and decline accent if found wanting. Labour should also work together with the government to explore ways of improving service delivery via training, skill acquisition, capacity building, and responsive feedback mechanism. With the regular technological innovations, quality service is getting easier to deliver. It is also more satisfying for the giver and receiver. It is preposterous that in this digital era when we have better and cheaper tools, one can still find public offices without a single desktop computer. So I would rather the government, civil servants and indeed Nigerians keep the champagne on ice because there is still much to do before the average worker can heave a sigh of relief and kick off her shoes. Be that as it may, I wouldn’t term the perceived victory by Organised Labour pyrrhic as I have read in some commentaries. Even if I won’t celebrate I have to commend every group that worked towards getting to a resolution because the alternative would have been worse for everybody. It is a step albeit a small one but without taking a step no matter how little you will not get to the destination.

OUR POSITION National Merit Award and reward for excellence

he unique occasion of December 6, 2018 where President Muhammadu Buhari decorated the sole winner of the 76th Nigerian National Order of Merit (NNOM) Award 2018, Olufemi Obafemi, a Professor of Literature from the University of Ilorin, definitely represents a positive development. The award, no doubt is commendable and there is the need to celebrate the recipient nationwide so as to encourage other citizens especially the young ones to develop passion for research and academic excellence in their various fields of endeavours. NNOM is Nigeria’s national bard which is held by tradition and popular acclaim to represent the identity, beliefs and principles of our national culture. The national poet as culture hero is a long-standing symbol. NNOM is the highest award for intellectual academic and creative achievement given by the Nigerian state on the statutory fixed date - first Thursday of December every year. It is instructive to note that the 2018 award was conferred on Obafemi by President Buhari on Thursday at the Council Chamber of the Presidential Villa, Abuja. President Buhari further urged the awardee to hold high the intellectual work, assuring that his administration would continue to promote excellence and national unity. The Chairman, Governing Board of the Nigeria National Merit Award, Prof Shekarau Aku Yakubu, also said that members of the board were very proud to present the 76th recipient of the award for 2018 to Mr President. Yakubu described Prof Obafemi as a true embodiment of the noblest ideas of Nigerian citizenship and genuinely committed to social crusader, a nation builder and pathfinder. “Obafemi is a multi-talented and many-sided personality, playwright, poet, novelist, a great scholar and translator and a public intellectual per excellence. He is morally committed to promotion of social justice in our nation. This Laureate is indeed a source of pride to Nigeria and the Nation is indeed blessed to have such a distinguished teacher whose potentials should always be tapped for the growth and sustainable development of the country. His efforts will continue to blaze new trails of academies excellence for the progress of our nation. In is acceptance speech, Prof Obafemi expressed profound gratitude to President Buhari for accepting the decision of the Board of the Nigerian National Merit Award to confer NNOM Award 2018 on him. The Kogi State born laureate also disclosed that with good educational policies combined with merit, the children of the poor with humble and lowly parentage can rise to stand before the President to receive the Nigerian National Order of Merit, the highest honour and recognition for ‘academic and intellectual contributions made by citizens of Nigeria’. He also thanked the Board for finding him deserving of the Award. “I must say that I do not take the honour for granted at all, considering the number of nominees from among whom I was picked for the Award. It compels me to take a deep reflection on how I arrived at this point in life,” the recipient said. It is significant to note that Obafemi told Buhari that “with the Change philosophy of your government, added to your proverbial and nationwide personal reputation for integrity and commitment to national development, peace and national security, the time is now to utilize the merit inherent in these institutions and other similar institutions in this potentially great country, with the bubbling energies of its teaming youths, whose future depends on today’s envisioned governance.”

Obafemi also disclosed that his undergraduate and graduate studies were financed through the Kwara State Government Scholarship and the University of llorin Staff Development Schemes as two critical lessons emerge from this narrative. He said, “It is time for us to open participation space for the production, distribution and exchange of the nation’s mammoth endowments-material and ineffable in order to take the nation to where it can, and should be, as the country on whose shoulders the destiny of the Africa continent rests. Dedicating the award to his family and other stakeholders, Obafemi acknowledged their roles “as represented here by my wife and children, and to my larger family of teachers and mentors, living and deceased, as well as all my students who have crossed my path in the nearly five decades of my academic and intellectual journey-without whom I will not be here today.” We are of the opinion that Obafemi, the recipient of this year National Merit Award, represents the true spirit of dynamic and articulate Nigerians who are breaking new grounds and excelling in any human activities. We also submit that there is the need to ensure that the award is turned to enviable national prize that will make every Nigerian youth to aspire to win, thereby promoting critical research and development in different academic field. In a situation where only one person was found worthy of the prize in a country of two hundred million people, definitely NNOM is not a prize anyone can buy with money but exceptional knowledge. We therefore call on the federal government to increase the prize for the winner to make it very competitive and a national pride. We salute the heroic performance of Prof Obafemi and we urge Nigerians take a cue from him.

massive support by the area for the President is the only guarantee to an Igbo President in 2023. He said: “There was a time we had a press conference and said what our brother could not do for us in six years; Buhari has done under four years. Before Buhari came, one lane of the Enugu Port Harcourt road was almost covered with grasses. If you go there today, you will discover that the dual carriage way is being worked on. The one that shocked me is the Owerri Aba express road. “In terms of infrastructure, we are witnessing what he has done about the Igbo people. So, those who think that Buhari does not like the Igbo people are scared because these are the treasury looters. He is a man who has the love of the country at heart and that is why we are doing everything to make sure he is reelected for a second term”. On whether he believe that leaders of the zone who endorsed the PDP candidate are trying to sabotage an

Igbo presidency, he said “that is why I called them saboteurs because most of them have already taken side and I’m the one that manufactured the word saboteur. “The Igbos are trying to copy the South West who got the attention of Nigerians because they put their house in order when they voted for UPN wholly. Now that we are trying to move greatly into the APC, you can see governors who we call saboteurs, trying to team up to make sure that the dream of the Igboman in 2023 does not come to light. That is why I label them saboteurs. “The essence of this briefing is to let the entire PDP know that we are ready for the next general election. We want to put our house together so that those who are in doubt as to whether President Muhammadu Buhari is in the south East, would know that there is a committee that is active in the zone with a strong determination to make sure he is reelected in 2019”, he said.

The Edo State Governor, Mr Godwin Obaseki, has advocated for strong institutions, use of technology and change of attitude in the fight against corruption, especially in developing countries, which will discourage the ugly act. He made the submission in commemoration of the International Anticorruption Day marked every December 9, by the United Nations. Noting that corruption has robbed developing countries of social and economic growth, he said, “Developing countries have continued to suffer social and economic deprivation as a result of corruption. For the fight against corruption to be won, there is need for strong institutions, use of modern technology in governance and change of attitude among members of the public.” He said that strong institutions are needed to drive reforms in public procurement processes, noting, “in Edo State, my administration has sustained ongoing reform in public procurement. We are also training officials of local government councils to abide by the dictates of the law to ensure accountability and transparency in governance, which is part of effort to curb corruption.”

PDP has no electoral value in Delta – Ogboru Tom Okpe, Abuja The governorship candidate of the All Progressives Congress (APC) in Delta State, Chief Great Ogboru has stated that the Peoples Democratic Party (PDP) has no electoral value any more in the state, therefore cannot win there again. Ogboru made this assertion on Saturday in Abuja in an interaction with journalists over the 2019 general election saying that the PDP had always won elections in the state in a way not through the polls. According to him, with the change in government and leadership style at the centre and a new thinking of the people, it would be difficult for PDP to win the forthcoming elections in Delta State, dismissing claims that Delta State is a recognised PDP State. He said: “Well, I have heard people saying Delta State is a PDP state. That is highly untrue because majority and significant number of our people are not PDP complaints. Gunmen kill Islamic Scholar, 8 others in Zamfara Umar Faruk, Gusau Gunmen have struck again in Zamfara state, killing nine persons, including a renowned Islamic Scholar, Malam Ibrahim Kuryan Madaro at Dogon Maje village of Tsafe Local Government Area. Monarch admonishes youth on free, fair election in Nasarawa Augustine Kuza, Lafia Emir of Keffi, Alhji Chindo Yamusa has called on youths in Nasarawa state and beyond to stay clear from act capable of causing confusion before, during and after 2019 general election. The monarch gave the warning at a one-day security on managing electoral violence organised by the Nigeria Security and Civil Defense Corp (NSCDC) in Lafia, Nasarawa state capital. According to him, the youth should cooperate with the security agency, especially NSCDC, in ensuring violence free election in 2019, adding that the future of any society is determined by the quality of the youth. “Let me register my appeal to the agile youths of Nigeria to cooperate with NSCDC and other security body in Nasarawa state and beyond, in ensuring violence free democratic process in 2019. “It is pertinent that the future of any democratic society is determined by the quality of its youth since they are the greatest assets that any nation can have to guarantee violence free election”, he stated. Speaking earlier, the Nasarawa state commandant of the NSCDC, Mamod Bala Fari, assured that he is fully prepared for the general election, stating that some of his men are currently undergoing training on election management process. Transition to lasting peace in Northeast demands strong engagement with religious leaders, others - PCNI Samuel Luka, Bauchi

The Chairman of the Presidential Committee on North East Initiative (PCNI), retired General Theophilus Yakubu Danjuma has posited that the transition to recovery of peace in the region needs a strong engagement with religious, community leaders and other stakeholders to facilitate an understanding of the shared vision for lasting peace in the area. According to him, religious leaders and other stakeholders have held a parley to promote peace building in the North East. Retired General Danjuma made this known on Friday in an address in Bauchi at the opening of the oneday Inter-Religious Dialogue for Peaceful Co-existence in the North East organised by PCNI and Green Horizon. “The transition to recovery needs a strong engagement with religious, community leaders and other stakeholders to facilitate understanding of the shared vision for lasting peace”, he said. “The PCNI acknowledges the dynamics and challenges inherent in the quest to rebuild lives and

livelihoods as well as social cohesion. PCNI also acknowledges and upholds the need for aggrieved parties to work at closure for their pains and losses,” Danjuma added. The Bauchi State PCNI coordinator, Mallam Bala Inuwa who represented the Committee’s Chairman noted that, “the stakeholders must leverage on the norms and values that promote peace, equity and justice to build an enabling environment for resilience and address lingering grievances”. Also speaking, the Chairman, Green Horizon, Professor Muhammed Tabiu said that the essence of the inter-faith dialogue was to promote peace as a fundamental component of recovery in the North East. Professor Tabiu said, “As you all know, the Boko Haram crisis in the North East of Nigeria devastated the region beyond description. In a period of about eight years, the crisis consumed an estimated 30,000 lives and displaced over 2 million lives from their homes. “This is said from the destruction of towns and villages, as well as valuable government facilities like schools, hospitals, health centers, courts, police stations, prisons and many more. While the three states

of Borno, Adamawa and Yobe bore the worst brunt of this monumental calamity, no state in the region was left untouched,”he said. In a remark, Galadiman Bauchi, District Head of Zungur, Alhaji Sa’idu Jahun said that, traditional rulers as custodians of norms and culture must spearhead all peace building efforts as parts of their primary responsibility. A lecturer from the Department of Islamic Studies, Ahmadu Bello University Zaria, Dr Mustapha Isah Kasim stressed that, the need for dialogue between adherents of the Islamic and Christian faith is imperative as the two are being explored by some unscrupulous elements to cause chaos. A Christian leader, Ishaya Buba Bajama while speaking called on government to strive to ensure equity and justice as injustice bring about conflicts. On his part, a Islamic Cleric, Malam Musa Dan’azumi Tafawa Balewa commended PCNI and other stakeholders for organising the Interfaith engagement to ensure religious and communal harmony in the region in order to have a lasting peace.

APC organises prayers for late members in Kwara Kehinde Akinpelu, Ilorin The All Progressives Congress (APC) in Isin, Ekiti, Irepodun and Oke-Ero Local Government Areas of Kwara, has organised a special prayer session for members that lost their lives during a recent road accident. The prayer which was led by the Chief of Omu-Aran, Alhaji Sodiq Afolayan, took place at the resident of Hon. Tunji Olawuyi, representing Isin, Ekiti, Irepodun and Oke-Ero federal constituency in Omu-Aran, Kwara State on Saturday. Alhaji Afolayan who prayed fervently for the repose of those who lost their lives in an unfortunate accident while they are travelling to join the victory rally of Hon. Olawuyi, who won the Nov. 17th vacant seat at the green chamber, asked the families to accept the incident as a will of God. The Islamic scholar, advised Hon. Olawuyi, to ensure that he laid legacies that the people of his constituents will never forget. We’re on productive voyage - Buhari President Muhammadu Buhari has said that Nigeria, under his leadership is on a productive voyage, “which would see the ship of state berthing at the harbour of food selfsufficiency, gainful jobs, peace and prosperity for Nigerians.” The President lauded Nigerians for curbing excessive taste for foreign products, which has positioned the country for food self-sufficiency, and resulted into savings of over $21 billion. Buhari was reacting to recent disclosures by the Central Bank of Nigeria governor, Mr Godwin Emefiele, who spoke at the 2018 Annual Bankers’ Dinner. He said the humongous savings will be deployed to other critical areas like infrastructure, education, health care, and many others.

“Noticeable declines were steadily recorded in our monthly food import bill from US$665.4 million in January 2015 to US$160.4 million as at October 2018, a cumulative fall of 75.9% and an implied savings of over US$21 billion on food imports alone over that period. Most evident were the 97.3% cumulative reduction in monthly rice import bills, 99.6% in fish, 81.3% in milk, 63.7% in sugar, and 60.5% in wheat. We are glad with the accomplishments recorded so far.” Buhari said with the commitment of Nigerian farmers, and the support given by the government, “in no distant future, food importation will be completely alien to us, and we will even export actively, thus reversing our position as a mono- product economy.” The CBN governor equally spoke

on the number of jobs created in the agriculture sector: “In the agriculture sector, the Anchor Borrowers’ Programme (ABP) has ensured that Nigeria emerged from being a net importer of rice to becoming a major producer, supplying key markets in neighbouring countries. As at October 2018, a total number of 862,069 farmers cultivating about 835,239 hectares, across 16 different commodities, have so far benefited from Anchor Borrowers’ Programme, which has generated 2,502,675 jobs across the country.” Describing the development as “heart-warming,” the President said it was just a matter of time before a significantly positive impact would be made in the statistics of the unemployed in the country, particularly from the agriculture sector.

Plans by the Bauchi state government to recruit people with certificates irrelevant to legal profession as Shariah courts judges have been uncovered. The plan was disclosed by The Young Lawyers Forum (YLF) of the Nigerian Bar Association while lamenting the alleged collection of applications for positions of Shariah Courts Judges from people ‘who have qualifications outside the legal profession’ by the Bauchi State Judicial Service Commission (JSC). The state Chairman of the forum in Bauchi, Barrister Abbas Muazu had while speaking to newsmen claimed that some applicants with certificates in Adult Education, B.SC Hausa, B.SC Arabic, etc had applied for the positions in the ongoing recruitment process. Abbas said, “For someone to occupy the office of a judge, he should have vast knowledge of Islamic law and basic general law to enable him take fair decisions on matters of life and deaths”. “Even those who hold diploma in Shariah and Civil law are not qualified to be judges because this is two years course. How much do you know of the law that you can assume the position of a judge? He queried.

Alleging that Buruji is a mole planted in the party by the oppodition, Ologbondiyan stated that “ the PDP has received reports from very high quarters that Senator Buruji has been under pressure from his benefactors at the Buhari Presidency, who reportedly reached a pact with him to destabilize and distract our party with a promise to let him off the hook on his pending fraud case, for which he is risking imminent extradition from Nigeria”. Women Affairs Commissioner empowers, discharges arrested fake blind beggars Anambra State Commissioner for Children and Women Affairs, Lady Ndidi Mezue, at Prof. Dora Akunyili, Women Development Centre Awka, has empowered the seven arrested fake blind beggars. The seven middle aged women that were empowered and set free, were arrested few weeks ago for disguising as visually impaired, while using under aged children to seek for alms in the streets of Awka and Onitsha. The women were released after undergoing counselling, during a

short rehabilitation period by the Ministry of Women Affairs. Lady Mezue, while empowering the women in a short emotional ceremony, advised them to use this opportunity to turn a new leaf. She further encouraged them to deploy the assistance received from the ministry to better their lives and that of their families. Some of the items presented to them were bags of rice, vegetable oil, cartons of noodles, fabrics, and toiletries, among other items. The Commissioner also offered

a substantial financial assistance to them, saying the undisclosed amount will enable them to start up small business and avoid the temptation of going back to begging. Lady Mezue, finally, warned the pardoned beggars against going back to using children to seek for alms, while stressing the consequences that will befall them if eventually they fail to make the best use of the second chance offered to them by Anambra State government through the Ministry of Women Affairs.

Enforcement team of Anambra State Revenue Service has sealed Uru industries Limited, a subsidiary of O.T.C Groups, for owing the state Government tax liability of N4.7 million. Uru Company, situated in Nnewi, Anambra State, is known for producing motorcycle spare parts, Hi-Tech Agro chemicals and other home and kitchen appliances. When the State’s Revenue Enforcement team stormed the company, it was observed that the company was deducting taxes from its workers without remitting to the state government coffer. The leader of the team, Barrister David Onyilofor, stated that the team was visiting some companies that had been reminded to clear off their outstanding debt. Onyilofor, who is also the Head, Legal and Enforcement Department in the Agency, regretted that some companies had been frustrating the efforts of the agency from auditing their financial activities, thereby suspecting fraud. He said: “Before this visit, we had issued demand notice to the company which they never objected before we went to court to obtain order to distrain their goods. “The essence of the enforcement is for them to remit taxes to the state government, not for punitive measure. “Mind you, its not that some companies have not been paying, but they will deduct from workers without remitting. Some deduct, but making under remitting, while others don’t deduct at all. “Let me remind you that we are auditing for 2011 to 2016 and next year, we will audit for 2018”. He, however, urged every company and individuals to remit their taxes to Anambra State coffer, before they face the wrath of law.

UNICEF Desk Officer tasks community mobilisers on commitment to duty Volunteer Community Mobilisers (VCMs) in Ayamelum Council Area of Anambra State have been urged to be more committed to duty to improve the number of child delivery at Government Primary Health Centres in their communities. UNICEF desk officer domiciled at Anambra State Ministry of Information and Public Enlightenment, Mrs. Chineze George-Ileka, said this at the Council’s Secretariat at Anaku during UNICEF appraisal. Mrs. George-Ileka enjoined the VCMs and the nurses to sensitise the people in their communities on the best ways to feed their family members to avoid malnourished `kwashiorkor’ children. She also urged them to educate the people on good nutrition such as eating vegetables, fruits and balancing their diet. The desk officer on the other hand urged the nurses at the Primary Health Centres (PHCs) to guide the Community Mobilisers (CMs) on the best ways to achieve good results. She stressed that their duties include sensitising pregnant women to attend ante-natal at government PHCs in their various communities and to ensure that their child deliveries would be at such centres. George-Ileka noted that UNICEF had extended appraisal meeting with CMs to 11 communities in Anambra State, noting the increase of transport allowances to CMs and nurses by the UN. She said that the increase in the transport allowances would spur them to work harder. Mrs. George-Ileka, however, explained that the meeting was delayed in Anambra East, Anambra West, Ayamelum and Ogbaru LGAs because of disasters caused by floodwaters that submerged parts of the communities. Health Educator, Ministry of Health, Mrs. Scholastica Okoli, tasked health workers and CMs to help government health system to grow by carrying out more campaigns on immunisation in the communities. Mrs. Okoli urged the Community Mobilisers to use the current period of Maternal, Newborn and Child Health week for intensive health talks. Okoli enjoined them to sensitise mothers on the essence of the week in order to come out en masse for the immunisation of their children against killer diseases at the PHCs. She expressed displeasure at the poor patronage of primary health centres in the area by pregnant women, saying, ``it appears we are lagging behind here’’. The distribution of UNICEF sponsored textbooks ``Basic Health Information on Maternal, Newborn and Child Health’’ to the Community Mobilisers, nurses and the public added glamour to the occasion.

FG attracts N183bn new iron ore, steel production investment Mathew Dadiya, Abuja The Federal Government has expressed excitement over a $600 million (N183 billion) investment in an integrated iron ore mining processing and steel production in Kaduna State. Minister of Finance, Mrs. Zainab Ahmed said that it is the first major investment in the mining sector in more than two decades. Ahmed disclosed this at the weekend during a meeting with the firm - African Natural Resources and Mines Limited, in Kagarko Local Government Area of Kaduna State, led by Mr. Raj Gupta. The project will have a capacity of

5.4 metric tonnes per annum and will create 3,500 direct jobs and thousands of indirect jobs.” According to the minister, the investment will boost the solid minerals sector and the entire economy, which will lead to increased revenue generation and job creation under the diversification policy of the Federal Government. She said, “In a bid to diversify away from oil and increase government revenues, I met this evening with African Natural Resources and Mines Limited led by Mr. Raj Gupta who is investing $600m in an integrated iron ore mining, processing and steel production project in Kagarko Local Government, Kaduna State. According to her the steel plant will

generate 36 megawatts of electricity to the national grid that would boost the already generated megawatts of power for other economic activities. “About 36 megawatts of electricity is to be generated from the waste heat which will increase power supply to Kagarko Local Government to help develop other industries and urbanize the local area. The surplus will also be added to the national grid.” The Minister further explained that the company’s steel will carry out beneficiation, pelletizing and convert iron into directly used iron for steel manufacturing and that it will galvanise the industrial space into a hub of production of finished goods for local consumption and export.

“The integrated steel manufacturing project has its focal point in mining iron ore, Beneficiating, pelletizing and transforming into Direct Reduced Iron (DRI) which is the primary raw material in steel manufacturing.” Expressing optimism, the Minister said that the project will massively impact on the local people and the nation at large based on the potential it has to transform the socio-economic life of Nigerians. “This project will drive industrial and community development, generate more power, create employment for locals, substitute imports, crude steel production, royalties and reposition the mining sector”, she stated.

NLNG Dividends: NNPC claims right to make withdrawals Idu Jude Abuja The Nigerian National Petroleum Corporation (NNPC) has shed light on the probe of alleged illegal withdrawal from the Nigerian Liquefied Natural Gas (NLNG) Dividend Account by the Senate, clarifying that there was nothing illegitimate about the withdrawals made from the account so far. A release Sunday by NNPC Group General Manager, Group Public Affairs, Mr. Ndu Ughamadu, said the clarification was made by the corporation’s Chief Financial Officer (CFO), Mr. Isiaka Abdulrazaq, at an interactive session with the media over the weekend in Lagos. The release stated that in a detailed

presentation, the CFO clarified that the Senate probe was not about missing money as was being insinuated in some quarters, but rather an investigation into whether NNPC acted legally in withdrawing the sum of $1.05bn from the NLNG Dividend Account to support fuel importation. According to the release, while granting the statutory right of the legislators to carry out oversight functions, NNPC CFO said that relevant extant laws such as the Appropriation Act 2018 define revenue from NNPC as net of cost, indicating that NNPC has the right to defray the cost of its operations from earnings. He also cited the NLNG Act which explicitly provides that NNPC could defray its cost from the dividends, as one of the legal grounds relied upon for the expenditure

without recourse to appropriation by the National Assembly. Expatiating further on the matter, Mr. Abdulrazaq, according to the release, cited the case instituted by some state governments in 1999 seeking the interpretation of revenue on account of their contention that all accruals from oil and gas operations amount to revenue and should be swept into the Federation Account. The ruling on that case by the Supreme Court in 2002, according to him, was in tandem with NNPC’s position that revenue is accruals net of cost. “We have provided the legal authority on which we rely to use funds from the NLNG Dividend Account to the Senate. We believe they will reason with us. But if need be, we will seek legal opinion on it”, the CFO stated.

On the general impression that NNPC and indeed the entire Oil and Gas Industry is opaque, Mr. Abdulrazaq contended that in the light of efforts made by the Management of the NNPC since the inception of the President Muhammadu Buhari administration to entrench a culture of transparency, nothing could be further from the truth. “NNPC is very open and transparent. We publish our NNPC Monthly Financial and Operations reports in the media. No one does monthly reporting, not even the international oil companies or the publicly quoted companies. The best they do is quarterly reports. But we do monthly reports of revenue (profit and loss for the entire corporation, including the subsidiaries)”, he explained.

As part of efforts to address the challenges militating against the achievements of the objectives of the Agribusiness Small and Medium Enterprises Investment Scheme (AGSMEIS) initiative, the Central Bank of Nigeria (CBN) has put all in place to commence N5 billion National Microfinance Bank in January 2019. The Governor of Central Bank of Nigeria (CBN) Godwin Emefiele who disclosed over the weekend at the 10th Annual Bankers’ Committee retreat held in Lagos, said the CBN is considering a proposal of a National Microfinance Bank, which would leverage on the Nigerian Postal service, which has presence in the 774 local government areas across the country. Emefiele who also double as the Chairman, Bankers’ Committee, added that the proposed National Microfinance Bank would be a standalone microfinance bank with a capital base of N5 billion, which would be funded through the AGSMEIS fund while NIPOST would provide the properties on the ground. “We have called on NIPOST and they have agreed to join us, they will provide their facilities in all the 774 local governments and this will be their way of contribution as a way of equity into the establishment of the National Microfinance Bank. We will provide infrastructure and this microfinance branches will be available in the 774 local governments across the federation. “You can imagine the level of financial inclusion and deepen of financial penetration by having at least 774 branches of the microfinance banks in Nigeria. It will help to complement banks efforts and bankers committee efforts. We need to be able to deploy infrastructure for this new National Microfinance Bank, which will be owned by NIPOST and the Bankers’ Committee to deploy these funds to our local farmers, small and medium enterprises in our local communities because it is our responsibility to improve the wealth of our community”, he added. He maintained that the proposed bank would be expected to engage in strategic partnership with NIPOST with a need to leverage on NIPOST widespread locations while the Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL) owned by CBN would be expected to bring to bear its experience in financing lowincome entrepreneurs and derisking the credit originated of the national microfinance bank by providing guarantees in line with its mandate.

NATCA raises alarm over runway 18L/36R lighting, abandoned Kaduna control tower Chukwuemeke Iwelunmo Nigerian Air Traffic Controllers Association (NATCA) has called on the Federal Government to, as a matter of urgency, fix the Runway 18L/36R lighting and the abandoned taxiway B at the Murtala Muhammed Airport Lagos to reduce the workload of the pilots and controllers. This is just as the association has asked the Minister of state, Aviation, Senator Hadi Sirika to complete the construction of the abandoned new control tower at the Kaduna Airport to replace the one that got razed four years ago. NATCA made these resolutions known through a 7-point communique issued at its 47th Annual General Meeting/Election (AGM) in Lagos December 8, 2018, with the theme, ‘Stronger Collaboration for Zero Air Accidents and other important matters affecting air traffic controllers in particular.’ The communique signed by Immediate Past President Victor Eyaru and General Secretary Banji Olawode, read in part: “NATCA enjoins all stakeholders in the Nigerian Aviation Industry to develop a framework for stronger collaboration to achieve zero accident. “The Federal Ministry of Transportation should, as a matter of urgency, see to the completion of the construction of the abandoned new control tower at the Kaduna Airport to replace the old one that got burnt on the 20th April 2014 in the overall interest of air safety. “The association wishes to appeal to the Honorable Minister of state, Aviation, Senator Hadi Sirika to personally intervene on the fixing of the Runway 18L/36R lighting and the abandoned Taxiway B at the Murtala Muhammed Airport Lagos to reduce the workload of the pilots and controllers.”

AIB boss attributes accident-free aviation to collaborations Chukwuemeke Iwelunmo The Commissioner, Accident Investigation Bureau, AIB, Mr. Akin Olateru says the aviation sector has recorded no major air crash for over 3 years because of the synergy and productive collaboration among aviation agencies. He emphasized that to sustain this feat, aviation agencies and stakeholders must continually work together. Mr. Olateru who was the Chairman at this year’s the 47th Annual General Meeting/Elections (ExtraOrdinary) in Lagos,with the Theme: Stronger Collaboration for Zero Air Accident’ of the Nigerian Air Traffic Controllers Association,NATCA said policies and regulations needed to be reviewed to further achieve and meet up with global standards. The AIB boss noted that the air traffic control service plays a crucial role in ensuring safety as they aid smooth and better communication between the pilots and the ground staff to avoid air accidents and incidents. According to him, “this year’s theme Stronger Collaboration for Zero Air Accident stresses encouragement of smooth understanding between the important agencies in the aviation industry to work as one.” He implored all aviation stakeholders to work together and place a premium on the development of human capacity which would in turn yield to a positive level of productivity. “A happy workforce will produce a better result”. The Next of Kins who are beneficiaries of deceased Nitel/Mtel Pensioners who died after service has completed the process of documentation and have been cleared for payment by the Federal Auditors. Inflation rate may hit 11.27% in November - Analysts Motolani Oseni A group of analysts at Financial Derivative Company Limited (FDC) has predicted a marginal increase in headline inflation to 11.27per cent in November. The National Bureau of Statistics (NBS) had announced 11.26 per cent slowdown in inflation for October from 11.28per cent reported in September 2018. They expressed that rise in the general price level would be driven primarily by a boost in liquidity, arising from federal government increased government disbursements and state payments to contractors. According to FDC report on the inflation rate, “Surprisingly, prices of commodities such as tomatoes and pepper recorded a decline in the review period. This anomaly in the price movement is expected to be shortlived as increased demand for festivities will

push up prices in the near term. For example, a 50kg bag of rice now costs N16,000 (3.23 per cent increase). “We also anticipate a marginal increase of 0.05per cent in the month-on-month (MoM) sub-index to 0.79per cent (9.92per cent annualized), on the back of a boost in naira liquidity. M2 growth has increased by 6.52per cent recently, annualized at 7.82per cent. “The time lag for the transmission effect of money supply on prices is getting shorter. This is because the velocity of circulation of money is increasing as a result of a shift towards electronic payments. They expressed that higher diesel price and weaker of Naira might lead to cost-push factors as 2018 is coming to an end in days. According to analysts at FDC, in spite of the improvement in power supply, the average wholesale (depot) price of diesel increased by 13.15per cent to N245/liter in November. “This is expected to filter through to higher logistics cost, which could drive up firms’

operating and distribution expenses. “Currency pressures are building up at the parallel market. The naira depreciated to N374/$ at the end of the month before retreating to N368/$. This occurred after the currency traded within a band of N360/$-N364/$ for eleven months. Currency depreciation would increase the cost of imported goods. Meanwhile, the effect of this is likely to be felt in December’s inflation rate.” Explaining the outlook, they noted that “currency pressures are building especially at the parallel market. “This would increase the cost of imported goods. Also, as we move closer to the Christmas period, we anticipate a boost in aggregate demand, which is likely to drive up domestic commodity prices. “Also, the imminent minimum wage would increase the level of liquidity in the system. All these factors point to a higher inflation rate at the end of the year.”

‘Good Governance, panacea to economic setback’ Joy obakeye A professor of Management and Accounting, the Vice-Chancellor of Lead City University, Kabiru Adeyemo, has said that corruption and insecurity are thriving due to the lack of sustainable development and political stability in the country. Adeyemo explained the intricacies involved in National development and sustainable security in a paper he delivered at the 2nd Annual Nigeria AntiFraud Conference, in Ijebu-Ode, organized by the Association of Certified Fraud Examiners, titled: “Sustainable Security, Governance and National Development; Implication for Fraud Examiners.” According to him, creating smart policies will help to deal with immediate threats and global challenges, which will prevent crises rather than merely reacting to them. While also stating that there is a lack of robust diplomatic and development capacity which has affected drastically, the level of insecurity and corruption witnessed in the country. “As long as corruption and insecurity thrive, there can be neither sustainable development nor political stability. When these negative features occur together, they create an environment that is hostile to sustainable security, governance, and national development. In such circumstances, the authority of government over

their citizenry tends to be progressively eroded and undetermined”. Adding further, Adeyemo believes that the absence of transparency and accountability leads to a poorly governed society with some adverse effects. Mainly, “corruption and insecurity contribute to our present underdevelopment because: funds that would have been utilized for development purposes are privatized. The privatized funds were almost always deposited in foreign banks thereby depriving the countries of what would have been private investments”. Adeyemo also proposed that, for the Association of Certified Fraud Examiners (ACFEs), being the world’s largest anti-fraud organization and premier provider of anti-fraud training and education, to have a filled day in reducing business fraud worldwide and inspiring public confidence, specific measures need to be taken to achieve Sustainable Security, Governance and National Development. “We must reform our broken foreign aid system. We propose consolidating our dispersed aid programs and integrating their work through a National Strategy for Global Development. We must integrate diplomacy and development into our strategic planning by treating them as two separate tools that can work together. The Quadrennial Diplomacy and Development Review recently announced by Secretary of State Hillary Clinton is a

step in the right direction. Also, we must dramatically increase funding for development to build our government’s capacity.” He made further appeals to the government and fraud examiners to ensure that all relevant agencies and sound anti-corruption policies devoid of rhetoric must be strengthened. And sound development policies and plans should be introduced. Adeyemo also urged the legislature and judiciary to own up to their responsibilities. In his address, Vice President I of ACFE, Lagos Chapter, Don Ogbonnaya, noted that while significant advances have been made in fraud detection technologies, fraud losses continue to pose a significant problem to many industries, including telecommunications, banking and finance, insurance, health care, and many others. “In the light of this, more attention needs to be given to fraud prevention to overcome the challenge.” Vice President II, ACFE, Lagos, Dr. Titilayo Fowokan explained further that the purpose of the gathering was to rid Nigeria of fraudulent practices in all ramifications and chart a new course for fighting white-collar crimes. She urged the government to put all resources together to tackle tax fraud that is a major stumbling block to economic development.

Mimiko’s associate charges police to unravel those behind attack on him over support for ex-governor A political associate of the former governor of Ondo State, Dr Olusegun Mimiko, Chief Emmanuel Onileowo, has berated security agencies for failing to bring to justice those whom he alleged destroyed his once thriving Oremeji Aluminum and Steel industry during a political upheaval. In a one page affidavit No RNOO77183 deposed to at the High Court Registry at Ondo, and made available to the press, the embattled Chief who lives on Ojojo Street, off Akinjagunla Street, Ondo, informed that he is a long standing family friend of Dr. Olusegun Mimiko the former two time governor of Ondo State. He noted that as expected, he had thrown his weight and resources behind his friend, Mimiko throughout his tenure as governor of the state. He averred that unknown to him; certain elements had seen his support for his friend and viewed it as a mortal sin for which he is now paying, adding that he has suffered collateral damage to his personal properties including the emotional and mental torture that he is still contending with. Narrating further, Chief Onileowo said he and his fellow sympathisers for the cause of the outgoing governor, and their family members were viciously attacked and their business interests destroyed by those he alleged are members of the opposition. He averred that between the 7th and 17th September, 2017, he was physically assaulted by some suspected political thugs, street urchins and miscreant and that by the time they left, his business interest were vandalised forcing him to close company. He further informed that as a result of the beating he received

from the rampaging political thugs and street urchins, he was admitted at the State Specialist Hospital Ondo for close to five months. Chief Onileowo noted that as a result of the medical bills he incurred during his long stay at the Hospital, he was not able to raise the resources that would inject life into his Oremeji Aluminum and Steel Works again more so as the damage to machines and other working materials were enormous. He said while he was still ruminating on how to source funds to revive his business, hell was again let loose as the hoodlums came back on the 3rd of October 2017, and by the time they left this time, it was the ruins of what was once his source of livelihood that he was bequeathed with. According to him, as a result of the unfortunate incident, which he noted has continued despite his efforts to curb it, he can no longer provide some basic needs for members of his family while some of his children have been forced out of school as he could no longer afford their educational expenses, appealing to security agencies to do all they can to get to the root of the matter so that he can get his life back.

PDP accuses EFCC, Presidency of shielding Taraba APC guber candidate from arrest, prosecution The Peoples Democratic Party (PDP), Youths Vanguard in Taraba State has accused the Economic and Financial Crimes Commission (EFCC) and the office of the Vice President, Yemi Oshibajo of shielding the Taraba State All Progressives Congress (APC) governorship candidate in the state, Alhaji Sani Abubakar Danladi from facing corruption trial. ‎ Danladi, a former Acting Governor of Taraba State, is facing a two-count charge of conspiracy and violation of financial regulations preferred against him and two others Sen. Joel Ikenya and Mark Useni, accused of collecting the sum of N450 million from the former National Security Adviser, Col. Sambo Dasuki‎ to prosecute the 2015 election in the state.‎ A Federal High Court in Jalingo had on October 23, summoned the governorship candidate to appear before it on the 5th of December to answer questions on the N450m corruption charges against him and two others, however the APC governorship candidate defied the court order. The PDP youth group in a statement

signed by its Coordinator, Mallam Uthman Abdullahi said the APC candidate is deliberately avoiding and frustrating his corruption trial because of his closeness to the Villa and EFCC chairman, casting aspersions on the ongoing anti corruption of the Federal Government.‎ Uthman mocked the EFCC for remanding a former governor of Kebbi State, Usman Dakingari and three others over same offense, but allowed Danladi to be walking freely because he belongs to the ruling party. ‎”The EFCC should tell the whole world why it is shielding Sani ‎Abubakar Danladi and give reasons they could not present him in court for trial, when the anti corruption agency is keeping the former NSA Sambo Dasuki, former Kebbi governor Dakingari and others in custody for same offence. The group averred that in saner climes the ruling APC would have handed over Danladi to the police and EFCC to prove its commitment to its war against corruption rather than shielding him from trail. They expressed surprise at

CACOL urges Nigerian leaders to salvage country from corruption Stories by Patrick Okohue As Nigeria joins the rest of the world to observe the World Anti-Corruption Day, the Centre for Anti-Corruption and Open Leadership (CACOL) has exhorted all Nigerians to rise up and crush this monster which has dealt the country a devastating blow. CACOL’s position is based on recent findings that despite the efforts of the incumbent federal administration “to extirpate this social malaise from our nation, it is still pervasive among Nigeria’s public institutions. According to CACOL in a release signed by its Executive Chairman, Debo Adeniran, they are “particularly worried by a report released by the National Bureau of Statistics last August which indicated that bribes worth N400b changed hands in 82 million cases in Nigeria between 2015 and 2016. “We consider this revelation - which exposed the magnitude of institutional and administrative corruption, that took place in our country during the first year of the present administration as mind boggling. “We are further worried that despite the present administration’s dogged fight against corruption, the situation within Nigeria’s public institutions, appears not to have changed much between 2016 and now. “The report was the first comprehensive nationwide household

survey on corruption to be conducted in Nigeria. It covered all States of the Federation, including the Federal Capital Territory. “The report revealed that almost a third of Nigerian adults who had contacts with public officials between June 2015 and May 2016 had to pay, or were requested to pay bribes.” According to the report: “… Bribepayers in Nigeria pay an average of six bribes in one year, or roughly one bribe every two months. On average, almost one bribe is paid by every adult Nigerian per year.” The report also showed that: “… After the high cost of living and unemployment, Nigerians consider corruption to be the third most serious problem facing their country, well ahead of the state of the country’s infrastructure and health service.” The report also revealed that public officials in Nigeria show little hesitation in asking for bribes. According to the report, “The vast majority of bribery episodes in Nigeria are initiated either directly or indirectly by public officials (85.3 per cent) and almost 70 per cent of bribes are paid before a service is rendered.” The body therefore urged the Federal Government to redouble its tempo in the fight against corruption not just in high places, but also in public institutions which play direct roles in the day-to-day lives of ordinary Nigerians. “This we believe would go a long way in uprooting this ogre from our nation.”

DRC’s Joseph Kabila doesn’t rule out running again in 2023

GCC summit opens in Riyadh amid Gulf crisis

Gulf leaders and officials met in Riyadh for the Gulf Cooperation Council (GCC) summit on Sunday as a diplomatic crisis continues to grip the Gulf region. The 39th GCC summit comes amid an ongoing blockade on Qatar imposed in June 2017, by Saudi Arabia, Bahrain, the United Arab Emirates (UAE) and Egypt. The quartet has accused Qatar of supporting “terrorism”. Qatar has denied the charges and said the boycott aims to impinge on its sovereignty. Qatar’s Emir Sheikh Tamim bin Hamad Al Thani was not in attendance. Instead, a delegation headed by Qatar’s Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi was sent to represent the country at the gathering. Bahrain’s foreign minister, Sheikh Khalid bin Ahmed Al Khalifa, criticised Sheikh Tamim’s decision. “Qatar’s emir should have accepted the fair demands [of the boycotting states] and attended the summit,” Al Khalifa said in a Twitter post on Sunday. Doha brushed aside the comments. “Qatar can make its own decisions and had attended [last year’s] Kuwait summit while the leaders of the boycotting countries did not,” said Ahmed bin Saeed Al Rumaihi, director of the information office at Qatar’s foreign ministry. Analysts say it remains unclear how the summit will affect the ongoing dispute, as the “largely symbolic” body has for years abandoned its functional role of building closer ties between member states. “Since the first [GCC] crisis in 2014, the council demonstrated its inability to mediate nor to have a significant role in easing tensions between … member states,” Luciano Zaccara, a Gulf politics researcher at Qatar University, told Al Jazeera. A GCC ‘tradition’ The GCC, a political and economic alliance of countries in the Arabian Peninsula, was established in 1981 to foster socioeconomic, security, and cultural cooperation. Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE gather every year to discuss cooperation and regional affairs. But according to Mahjoob Zweiri, director of the Gulf Studies Center at Qatar University, the “tradition” has become a tool for Saudi Arabia to maintain its role as a regional power. “Without the council, Saudi Arabia has no power in the region,” Zweiri told Al Jazeera. “It puts Saudi Arabia in the leadership position both economically and more so politically.

That’s why they insist on maintaining the GCC council,” Zweiri said. Given last December’s summit in Kuwait was cut short, many questioned whether this year’s gathering would take place altogether. At the time, the UAE announced it had formed an economic and military partnership with Saudi Arabia separate from the GCC. But this year’s meeting also comes amid pressure from the West, Zweiri noted. The United States - a GCC ally - and Europe view the council as vital for keeping the region secure from Saudi’s regional rival, Iran. Last year’s summit was attended by Sheikh Tamim, who is not participating this year, despite Riyadh’s invitation. The address was the first official letter extended from the Saudi king to Sheikh Tamim since the beginning of the GCC rift, but Zweiri described the move as a mere formality, rather than an indication of the kingdom’s willingness to resolve the crisis. “It is a tradition that the host country has to invite all of the council’s members - it’s merely a formality,” he said. ‘Ball in Qatar’s court’ While the agenda of this year’s summit has not been made public, experts predict the Gulf crisis will not be a top priority. They agreed the summit and Riyadh’s invitation to Qatar will subtly portray to the world that “the ball is now in Qatar’s court” but it will likely not actively address the dispute. This is why Qatar, which has no interest in presenting itself as being distant from the council, is sending a “lower delegation”, Zweiri said. According to Zaccara, if the invitation was completely rejected, the blockading countries may have accused Qatar of lacking the will to “sit down and talk”. “This [sending state ministers] will demonstrate that the Qatari government was never reluctant to engage in a direct dialogue,” he said. Similarly, Jocelyn Sage Mitchell, assistant professor at Northwestern University in Qatar, said Doha’s participation in the summit allowed the country to “maintain the high road” in the current diplomatic crisis. It also offered Doha an opportunity to refute allegations it is insufficiently supportive of its fellow Gulf monarchies, Mitchell said. Earlier this month, Sheikh Tamim said he regretted the continuation of conflict with other Arab states, but said that the “crisis will pass”. coordination”, despite the body’s lack of political power, according to Mitchell. “Both Saudi Arabia and Qatar gain something from continuing to participate in this organisation,” she told Al Jazeera, referencing the GCC-wide value-added tax (VAT) project that was intended to assist Gulf states with budget deficits and to serve as a way to increase non-oil revenues. “Saudi Arabia would like to see Qatar commit to implementing the VAT in 2019 as this would provide some political cover for Saudi Arabia’s financial need for this tax,” Mitchell explained. Summit as Saudi ‘platform’ This year’s summit also comes amid the diplomatic crisis over Saudi journalist Jamal Khashoggi’s assassination, which has put Riyadh in the dock. Khashoggi, a Washington Post columnist who lived in self-imposed exile in the US, was killed inside the kingdom’s consulate in Istanbul in early October. Under mounting pressure over the Khashoggi killing, Saudi Crown Prince Mohammed bin Salman (MBS) last month praised Qatar’s economy in a rare conciliatory remark. As Saudi Arabia’s de facto leader, MBS, in particular, has come under scrutiny over the country’s involvement in the war in Yemen, which has caused thousands of civilian deaths, as well as its intensifying crackdown on public dissent in Saudi Arabia. According to Zweiri, Riyadh may use the meeting as a platform to present itself as a victim of international pressure. “There will be a repetition of events with no substance, with nothing new,” Zweiri said of the summit. “But it [Saudi Arabia] may try to present itself as a victim ... of everything, including the Khashoggi murder.” What next? With the GCC unable to resolve the crisis, analysts say the organisation itself has proven to be futile, both politically and, to an extent, economically. Experts Al Jazeera spoke to agree that Saudi Arabia is not interested in starting a process towards a negotiated solution for the current spat, but insist it is in both Riyadh and Qatar’s best interest to remain in the council for now. Since the crisis began, Qatar has secured new strategic alliances, most notably with Turkey. Sheikh Tamim said on Tuesday that the nation had grown its exports by 18 percent and slashed spending by 20 percent over the past year. Addressing Qatar’s Shura Council, he added his country would continue to develop its oil and gas industries as it is eager to preserve its status as the top liquefied natural gas exporter in the world.

Joseph Kabila, the outgoing president of the Democratic Republic of Congo (DRC), has said he plans to stay in politics and does not rule out running again for the top job in 2023. Kabila, who is stepping down after a long-delayed election on December 23, told Reuters news agency on Sunday that he wanted to protect his “many accomplishments” by remaining in politics. “There is still a long journey ahead and there are still other chapters that will be written before we can write the history books,” he said. “Why don’t we wait for 2023 ... to envision anything,” said a relaxed, smiling Kabila in a rare interview at the presidential palace, wearing a dark blue suit and tie and sporting his signature graying goatee. “In life as in politics, I don’t rule out anything.” Speaking to The Associated Press news agency, Kabila said he would likely remain in the role of adviser for now: “If anyone wants advice from me, I hope they come and ask.” The 47-year-old was due to step down in 2016 at the end of his constitutional mandate. But the election to replace him was repeatedly delayed, igniting protests in which dozens were killed. The upcoming elections will mark DRC’s first democratic transfer of power and an end to Kabila’s rule that began in 2001 after the assassination of his father, Laurent Kabila. Hand-picked successor Kabila hand-picked a loyalist named Emmanuel Ramazani Shadary as his candidate for the ruling coalition. Shadary is under European Union sanctions for his alleged involvement in human rights violations. Kabila called the sanctions against Shadary “unjust and illegal”. International observers say insecurity will make holding elections difficult in the vast equatorial country and create an opportunity for Kabila’s coalition to cheat, especially with the use of new voting machines. WBC okays Deontay Wilder, Tyson Fury rematch

The World Boxing Council has given the go-ahead for a “direct rematch” between their heavyweight world champion Deontay Wilder and Tyson Fury, who battled to a draw in Los Angeles last Saturday. “Wilder and Fury gave boxing one of the best fights in the heavyweight division in a long time, which has created tremendous popular demand for the fans to see a rematch,” the WBC said in a statement on

Friday. It added that it had conducted voting through the board of governors “which resulted in unanimous agreement” to sanction the rematch. Wilder (40-0-1, 39 knockouts) retained his WBC belt after a thrilling 12-round battle ended in a split decision draw. Many thought Fury (27-0-1, 19 KOs) did enough to win despite being knocked down twice. On Monday, Fury voiced fears that Wilder would seek to duck a

rematch. But Wilder promptly rejected that claim, saying a rematch with Fury was his priority over a unification bout with Anthony Joshua, holder of the WBA, IBF and WBO belts. WBC President Mauricio Sulaiman is all for it. “I wish to once again congratulate Deontay Wilder and Tyson Fury for their great battle inside the ring and for the exemplary sportsmanship after the bout,” he said.
