But earlier in the week amid trade tensions and a potentially disorderly British exit from the European Union, IMF cut its global economic growth forecasts for 2019, but said Nigeria’s economy will grow by 2.1 per cent by the end of this year. Reacting to the IMF recommendation that the CBN should end its direct intervention in the economy and focus on its key mandate, which is ensuring price stability, the CBN’s Director, Corporate Communication, Mr. Isaac Okoroafor, on Wednesday, said: “There is nothing unusual about what the CBN is doing. We agree with the IMF that one of the core functions of the Central Bank in any country is to maintain price stability”. He explained that the International Monetary Fund said that the CBN should focus on inflation targeting, but that is just one bit of it, stressing that IMF will expect us to import food and not make arrangements to produce our own foods. According to him, the CBN is funding farmers who will grow food, supply to our people and by doing so reduce the price of food in the market. He said that food was responsible for about 50 per cent of the causes of price increase in Nigeria, saying, “so what we are doing is delivering on our core function which is ensuring that there is price stability. “By giving easy credit to farmers who will produce food and bring down the price of food, we are delivering on price stability’’, he added. The CBN spokesman explained further that the apex the bank was also intervening in infrastructure because of the present high cost of doing business drove up interest rate as well as other costs. He said that the bank’s strategy was already yielding positive results and millions of jobs had already been created through the provision of credit to farmers and small scale enterprises. The CBN, under Mr. Godwin Emefiele’s leadership, is acting as a financial catalyst in specific sectors of the economy particularly agriculture, Okorafor said. The aim is part of efforts to create jobs, improve local food production, and conserve scarce foreign reserves, he further explained. He said that Emefiele has introduced the Youth Innovative Entrepreneurship Development Programme (YIEDP) inaugurated in March 2016 which targeted 10,000 youths within four years. Okoroafor said under the scheme, a credit line of up to N3 million was made available

to each eligible youth, while recipients who made good utilisation of the funds were encouraged to migrate to other CBN intervention schemes to access more funds. He said that the Anchor Borrowers’ Programme (ABP) inaugurated by President Muhammadu Buhari was one of the intervention schemed introduced by the CBN. The programme is aimed at creating economic linkages between more than 600,000 smallholder farmers and reputable large-scale processors with a view to increasing agricultural output. Under the programme, he said the sum of N40 billion was set aside from the N220 billion MSMEs Development Fund for farmers at a singledigit interest rate of nine per cent. “Also, an N300 billion Real Sector Support Fund (RSSF) was established as part of efforts to unlock the potential of the real sector to engender output growth, value added productivity and job creation. “Similarly, we have the N213 Billion Nigerian Electricity Market Stabilisation Facility (NEMSF). “It is aimed at settling certain outstanding debts in the Nigerian Electricity Supply Industry (NESI). Under the fund, the sum of N56.68 billion has been disbursed to five generating power companies and five distribution companies. “Under the Health Sector Initiatives, the CBN plans to establish at least one Wellness and Diagnostic Centre (WDC) in each of the six geopolitical zones of the country.’’ According to the Fiscal Monitor report released on Wednesday, Qatar was the only country worse than Nigeria in the use of sovereign wealth fund. The IMF said the index was compiled using the corporate governance and transparency scores of the sovereign wealth funds and the size of assets as a percentage of 2016 GDP of the countries considered. The fund said it used data compiled by the Natural Resource Governance Institute and Worldwide Governance Indicators. “It is critical to developing a strong institutional framework to manage these resources—including good management of the financial assets kept in sovereign wealth funds—and to ensure that proceeds are appropriately spent,” the report read. “This remains a significant challenge in many resourcerich countries that, on average, have weaker institutions and higher corruption. “The governance challenges of commodityrich countries— that is, the management of public assets— call for ensuring a high degree of transparency

and accountability in the exploration of such resources. “Countries should develop frameworks that limit discretion, given the high risk of abuse, and allow for heavy scrutiny.” Explaining that sovereign wealth funds have to be transparent, the IMF advised that countries should ensure that the natural resources of countries should be channeled properly to the people that need them. Of the 10 African countries considered, Ghana was ranked the highest. Consequently, the IMF believed that Nigeria’s economy will expand a little faster than its earlier projection, representing an increase of 0.1per cent points from the 2 per cent projected in January. The global lender disclosed this in the World Economic Outlook report released on Tuesday at the ongoing spring meetings of the IMF and World Bank Group. The fund noted that some major economies, including China and Germany, might need to take short-term actions to prop up growth and that a severe downturn could require coordinated stimulus measures. The IMF said it still expects that a sharp the slowdown in Europe and some emerging market economies will give way to a general re-acceleration in the second half of 2019. Consequently, the global lender had cut its growth projection for Nigeria’s economy from the 2.3per cent contained in the October 2018 report to 2 per cent blaming softening oil prices. The Africa largest economy growth is expected to pick up to 3.5 per cent in 2019 and 3.7 per cent in 2020 (from 3.0 per cent in 2018),” the report read. “The projection is 0.3 percentage point and 0.2 percentage point lower for 2019 and 2020, respectively, than in October 2018 WEO, reflecting downward revisions for Angola and Nigeria with the softening of oil prices. “Growth prospects for commodity exporters are weighed down by the soft outlook for commodity prices, including for Nigeria and Angola, where growth is expected to reach about 2.6 per cent and 3.9 per cent, respectively, in the medium term.” Speaking on the projection, Oya Celasun, the chief of the World Economic Studies division of the IMF’s research department said Brexit and softening oil prices are the main risks to Nigeria’s economy in the short term. “We expect a growth recovery, growth was reasonably strong last year and we think that things will improve a bit going forward”, she said.

Senate on collision course with Buhari Tunde Opalana, Abuja

Barely two months to the expiration of the 8th National Assembly, the Senate is set for another showdown with the Executive arm of government by challenging the power of President Muhammadu Buhari to veto parliamentary resolutions. The Upper Chamber is set override Buhari on the Constitution Amendment Bill and the Industrial Development (Income Tax Relief) Amendment Bill while it is set to rework and pass afresh 11 rejected bills and has completely withdrawn four others. These were consequent upon the consideration of report of the Technical Committee on the decline by President Buhari to assent 17 bills. The senators are set to override the president’s decisions on the Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 28) Bill, 2018 and the Industrial Development (Income Tax Relief) Amendment Bill, 2018. The 11 bills which are to be reworked and sent to the president are: The Constitution of the Federal Republic of Nigeria,

1999 (Fourth Alteration, No 8) Bill, 2018; The Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 15) Bill, 2018; The Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 20) Bill, 2018; The Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 22) Bill, 2018; The Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 24) Bill, 2018; National Institute of Hospitality and Tourism (Establishment) Bill, 2018; (The Stamp Duties Amendment) Bill, 2018; The Petroleum Industry Governance Bill, 2018; National Research and Innovation Council Bill, 2018; National Agricultural Seeds Council Bill, 2018 and the Agricultural Credit Guarantee Scheme Fund (Amendment)Bill, 2018. The four bills withdrawn by lawmakers on Wednesday includes: The Chartered Institute of Entrepreneurship (Establishment) Bill, 2018; The Subsidy Legislation (Legislative Scrutiny) Bill, 2018; The Nigerian Maritime Administration and Safety Agency Amendment Bill, 2018 and The Advance Free Fraud and Other Related

Offences (Amendment) Bill, 2018. Presenting the report of the technical committee, its chairman, Sen David Umaru (APC Niger East), said out of the 17 bills recently rejected by the president, there were cogent reasons based on his action on some of the bills but added that the committee also observed that the Senate needs to override the president’s veto on some. “The Technical Committee, having critically analysed the reasons why Mr. President withheld assents on the aforementioned Bills vis-a-vis the constitutional and legal implications of Mr. President’s actions and taking into consideration our comments thereon, we hereby make the following observations and findings: “That the National Assembly as part of its primary mandate under section 4 of the Constitution of the Federal Republic of Nigeria 1999, as amended, passed the Bills and transmitted same to Mr. President for assent, as required under section 58 of the Constitution; That following the transmission, Mr. President is required by Section 58(4) of the Constitution, to, within Thirty

(30) days thereof, signify that he assents or that he withholds his assent. Instead of assenting to the Bills, Mr. President declined his assent on the Bills and returned them to the National Assembly within the stipulated period; That the Bills returned were either with observations or for further engagements and consultation with MDAs. Technically, it means from all intents and purposes that the president

had exercised his veto power of assent, having been withheld but within 30 days period.” The committee also observed that when Mr. President withholds assent on a bill, the option available to the National Assembly is to override the veto and pass the bill either in its original form or re-pass the bill again and incorporate the observations of Mr. President. “Whereas section 58(5) of the Constitution of the Federal Republic of Nigeria 1999, amended (ante), outlines the effect of refusal of the President to assent to a bill, the Court of Appeal in the case of National Assembly v. The President, Hon. Attorney General of the Federation and INEC (2003) 9 N.W.L.R, Pt. 824 at Page 131) (supra), outlined the position of the law; That some of the observations by Mr. President are rational and convincing. As a result, the Committee adopted those observations and reflected them appropriately in the affected Bills; “That Mr. President outrightly withheld assents to some of the bills on grounds that the provisions of the Extant Acts are adequate enough to address the issues raised in the proposed legislations; “That it is not every aspect of the economy that should be regulated by law, but rather by policies of government; and that the passage of the Suppression of Piracy BIII that Mr. President referred to in his Executive Communication when combined with the two bills currently before the Senate on the same subject matter, would address the issues raised in the NIMASA amendment bill,” the committee noted. The Senate, during the plenary presided over by its President, Dr. Abubakar Bukola Saraki, adopted the committee report with agreement to override Buhari’s veto on the Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration, No 28) Bill, 2018 and the Industrial Development (Income Tax Relief) Amendment Bill, 2018.

FG okays N2.bn ICT equipment for prisons N292m for aviation equipment, N268m for N-Power Mathew Dadiya, Abuja The Federal Government has approved the sum of N2.8 billion for the procurement of equipment required to fast-track the digitalisation process of prisons across the federation. The approval was made on Wednesday during the Federal Executive Council (FEC) meeting, chaired by the Vice President, Yemi Osinbajo, at the Council Chamber of the Presidential Villa, Abuja. The Council, also okayed the sum of N291, 731,485 for the purchase of Memory Access Retrieval System to enhance safety at the nation’s airports. This came as the Council also approved N267, 906,107 for the implementation of new N-Power Built programme. Briefing newsmen after the meeting on Wednesday, Attorney General of the Federation and Minister of Justice, Abubakar Malami, who spoke on government efforts to decongest the prisons, said: “At a point it was said 70 percent of prison inmates across the prison formations in the country were awaiting trails. Arising from these concerns, the Federal Government has been working to come up with policies, legislation and associated programmes that are targeted at decongesting the prisons. One of the policies put in place was the legislation of the criminal justice act, which has partially succeeded in addressing decongestion to an extent.

“Recall that Mr. President had put in place an ad hoc committee under the chairmanship of FCT Chief Judge, Justice Ishaq Bello, to move around the prisons in the country, look at the conditions and come up with suggestion. “So are also aware that by the constitution, Mr. President is vested with the prerogative of mercy targeted at setting free inmates that satisfies certain conditions. “Arising from this, the office of the attorney general presented a memo today, which is web-based automated inter-connectivity system, which is a digitalized way of decongesting the prisons. “The idea is to digitally connect all the prison formations to the office of the attorney general of the federation, the police, prison service and indeed selected courts. The essence is to have an idea on the daily basis what obtains at our prisons across the nation. So, at a glance at a click of the button, one can access what obtains at the prisons across the country. For instance, who is going to court today, who is being released today, those have been in prison longer than their years of sentence, who is in prison that is not meant to be there. This will aid stakeholders in decision making on a daily basis through digital process of internetworking. This is against an ad hoc committee moving across the country to have physical presence in prisons.” Minister of State, Aviation, Hadi Sirika, explained that President Muhammadu Buhari approved the

purchase of the aviation equipment in order to ensure safety and security in the sector. He said: “It will enhance our laboratory in accident investigation. It is a requirement of International Civil Aviation Organisation (ICAO) in their standard practices and applicable by local laws.” Budget and National Planning, Udoma Udoma, in his briefing, said: “FEC approved two contracts under the national social investment programme. Both of them are under N-Power Built programme. The N-Power Built programme is a non-graduate programme that seeks to deliver accelerated training and certification skills to 75,000 Nigerians between ages of 18-35 years old. It aims to build a high crop of highly competent and skilled workforce of technicians, artisans and service professionals, who will be trained and tooled and transitioned annually to take up jobs as electrical installation technicians, plumbing and pipe fitting installers, mason, carpentry and gentry experts, welders, fabricators, professional painters, built technicians and so on. “The focus has so far been zone by zone. Today, the contract for the south east zone of Nigeria was awarded to Hitech Investment Ltd at the sum of N122,800,000 million. It covers all the states in the South East. “The one for the north west zone was awarded to Noble Ventures Limited in the sum of N145, 106,107 and it covers all the state in the North West.”

The minister also debunked the clamour that the nation’s current debt profile was unsustainable insisting on the contrary. Udoma said: “With regards to our debts, our debts are sustainable. We do have a revenue challenge and we are focusing on that. Once the revenues come up, it will be obvious that we don’t have a debt problem at all. We are working on a number of initiatives to increase our revenues. We are looking at initiatives to widening the tax pays. We are looking at initiatives to increase efficiency in collections. We are looking at a single window, which will help to increase efficiency, custom collections. We are looking at many different ways to improve revenues. “The debts are sustainable, every nation borrows. We are working on increasing our revenues. “With regard to the budget, we are happy to see the focus of the National Assembly on the budget and we look forward to whenever it’s passed and the executive receiving it.” FCT Minister, Mohammed Bello, also disclosed that the Council approved two memos for the FCT. “The first was the award of contract for the supply of water and field for the Abuja Water Board at the sum of N368 million including five percent VAT. The second memo was the contract for the supply of 500 fire men suits under the FCT Fire Services for the management agency of the FCT at the cost of N226 million including five percent VAT,” Bello stated.

Kwara APC leadership tussle: Supreme Court strikes out appeal Oshiomhole appointees retain power

The Supreme Court on Wednesday struck out an appeal challenging the dissolution of the state executive committee of the All Progressives Congress (APC) in Kwara State by Comrade Adams Oshiomhole. The decision, though arose from self-inflicted wound, clearly blotted out the associates of the Senate President, Senator Bukola Saraki, from the leadership of All Progressives Congress (APC) in Kwara State. The appeal filed by Ishola Balogun Fulani, chairman of the dissolved Exco, was struck out in the ground that it was incompetent. Justice Olukayode Ariwoola, who delivered ruling in an application praying for the hearing of the appeal, held that the notice of appeal and the manner in which the appeal was brought before the apex court were in violation of Section 14 of the 4th Alteration Act of the 1999 constitution. Specifically, the Supreme Court held that the record of proceedings was transmitted from the Court of Appeal to the Supreme Court outside the 14 days required by law for the appellant to do so. The court said that by the failure to comply with the provision of the law, the appeal had become incompetent in law and liable to be struck out.

The dissolved APC executive committee in Kwara State, through its counsel, Yusuf Ali, SAN, had approached the apex court with a motion dated March 4, 2019, praying the court to hear the appeal of the Fulani-led committee on the ground that it is a pre-election matter that must be decided within 60 days. Ali also informed the court that the 60 days allowed by law for the appeal to be heard by the court will expire tomorrow (Friday). However, counsel to Oshiomhole, Chief Akin Olujinmi (SAN), had opposed to the hearing of the appeal as prayed by the appellant, insisting that the appeal is not a pre-election matter that falls under the law on 60 days. Olujinmi told the court that the appellant premised their case on misconception, adding that there was nowhere in the court process they filed where they claimed that they participated in any primary election. Lead counsel to the caretaker committee of the APC in Kwara, Lateef Fagbemi (SAN), drew the attention of the court to Section 14 of the 4th Alteration Act of the 1999 constitution which stipulated that the record of appeal must be transmitted to the Supreme Court from the Court of Appeal within 14 days. Fagbemi added that from the evidence before the

Fulani, who filed the appeal on behalf of other state executive members of the party, wanted the Supreme Court to restrain Oshiomhole from further recognition and dealing with Bolarinwa group as the officers of the party in the state. The appellant also prayed for another order of the court stopping INEC from accepting nomination of candidates for the 2019 general elections other than the nomination by his group. It would be recalled that a High Court in Ilorin, the Kwara State capital had, in February, given judgment in favour of the appellant but the judgment of the High Court was set aside by the Court of Appeal, Ilorin division on the ground that the case of the appellant has become academic exercise, prompting an appeal to the Supreme Court.

The expedient need to localise security in Nigeria took the centre stage at the Senate plenary on Wednesday as Senators agreed that establishing State Police will go a long way to reduce insecurity in the country. The Senate Chief whip, Senator Olusola Adeyeye (Osun Central), Senate President, Bukola Saraki, and Senator Mao Ohuambuwa (Abia) among others took turn to advocate for constitutional provisions for State policing as panacea to control of criminal activities ranging from armed banditry, kidnapping, cattle rustling, insurgency, armed robbery, vandalism and cultism that pervade virtually every section of the country. Debates followed motions differently moved by Senator Kabiru Marafa (Zamfara) who sorrowfully narrated the dangerous dimensions of armed banditry, cattle rustling and kidnapping in Zamfara State, Senator Emmanuel Bwacha (Taraba) who brought to the notice if the Senate, killings and kidnapping in parts of Taraba State and Senator Philip Gyunka (Nasarawa) who narrated how the Akwanga and Lafia road corridors of Nasarawa State have become dangerous to ply because of fear of kidnapping. Others like Senator Shehu Sani (Kaduna Central) and Deputy Senate President Ike Ekweremadu also noted sadly spate of insecurity in Nigeria and regretted that the country has failed the citizenry. In an emotion laden debate, Senator Olusola Adeyeye (Osun Central) blamed the myriad of problems facing the country on Nigerian Constitution which he said “can never give us progress, peace and unity because a nation that cannot keep faith with Justice and truth will never make peace, Unity and progress”. According to the Senate Chief Whip, the Constitution has 68 items on the exclusive list and 12 items on the concurrent list which does not safeguard the principle of Federation as practiced in other advanced Federal Constitution. Calling for localised policing system, Adeyeye said “every crime is local and solution to every crime is local. We should not continue to deceive ourselves. “We must have a local policing capacity. Local people can bring local sensibility, local wisdom to solve their security problems”. He charged his colleagues in the 8th Senate that passing of State Police Bill is possible within the short period to the expiration of its tenure. Senator Shehu Sani (Kaduna Central) said Nigeria is a failed State if it cannot tackle insecurity in Zamfara State and other parts in the country. He said the Killings in Zamfara challenges the authority of the government. “This country is at war because the number of people killed in Zamfara is more than those killed in Somalua, Yenen and those in war thorn nation. He took a swipe on State governors for misapplication of state security funds. Sani said “security votes to governors should be spent on security and not shared by governors as political largesse to their followers”. Deputy Senate Leader, Bala Ibn Na’Allah (Kebbi) also counselled the state government to be proactive enough in checking the movement if armed bandits and kidnappers in the state by banning the use of motorcycles. He urged the Senate to impressed it upon Zamfara State Assembly to pass a law banning the riding of motorcycles which has been the major means if transportation by perpetrators of the heinous crime. Deputy Senate President, Ike Ekweremadu also said Nigerian government has failed in its constitutional responsibility if securing lives and property as provided in Section 14(1)(b) of the Constitution. He called for a legislative backing for decentralisation of the police while he said there is nothing political in demanding a state of emergency in Zamfara State in line with section 305 of the Constitution. Ekweremadu commended Senator Marafa for his resilience in bringing to limelight the enormity of the insecurity problems in the state. Leading the motion for insecurity in the state, Senator Kabiru Marafa (Zamfara Central) said the activities of armed bandits, cattle rustlers and kidnapping for ransom on villages and communities have remained unabated. Standing on Order 42 and 52 of the Senate rule, Marafa said the activities of these armed bandits and cattle rustlers have since 2011 to date, resulted in the death of many people, in addition to creating tremendous humanitarian crises which include but not limited to growing numbers of widows, rape victims and orphans. Quoting a conservative estimate, he said “11,000 male adult have been killed by armed bandits, leaving behind an average of 22,000 widows (at 2 wives/person) and an estimated 44,000 orphans (at an average of 4 children/deceased). “In terms of casualty ratio and displacements, Zamfara State remains ahead of many states in the North East and North Central that are currently being given prominence by the mainstream media and the federal government in terms of recognition and assistance. “Owing to cultural and religious consideration the burden of these widows, orphans, rape victims and displaced persons are borne largely by close relatives, extended families and sometimes immediate neighbors who are now overstretched to a point they can no longer cope. “These killings have brought untold hardship to several other families who have to squeeze and accommodate displaced persons and families; over stretching accommodation, scarce food items, clothing and other sundry; negative consequences arising from these and the need for more humanitarian interventions for the growing number of widows and orphans, After exhaustive deliberation, the Senate accordingly resolves to: urged the NASS to make provision for the sum of N10 billion in the 2019 Appropriation as Intervention Funds to cater for the IDPs and other persons affected by the activities of armed bandits in Zamfara State. The senate also urged the Federal Government to set up an Adhoc Committee to be known as Presidential Initiatives on Zamfara State (PIZAMS), with a 10-year life span to manage the said funds and subsequent allocation/donations It as well commended all Nigerians who, irrespective of cultural, religious and tribal differences came out in numbers to show solidarity to the plight of their brothers and sisters in Zamfara State.

Okoh, who stated that it would replace the next phase of the Reform and Privatisation Programme. He noted that “the country’s infrastructure gap is huge as it is estimated that Nigeria needs to invest more than USD Three Trillion in the next 30 years to bridge the gap; and average of $100 billion per annum for the next 6 years”. Okoh made the remarks when he received a delegation from the World Bank led by the Senior

The Director General who was, represented by Director, Infrastructure and Public Private Partnership Department of the Bureau, Mallam Sanusi Sule, said the new phase targets reforms mostly in the utility and infrastructure sectors which include; water resources, railways airports and highways. In a statement by Head, Public Communications, BPE, Amina Tukur Othman, he stated that the need for refocusing on PPP was borne out of the increasing budgetary constraints to fund the development of new infrastructure and effectively maintain existing ones; deteriorating infrastructure (dilapidated roads, schools, hospitals etc); higher public expectations in terms of efficiency

and effectiveness of infrastructure service delivery. According to him, the country’s infrastructure stock was too low for any meaningful development and that “the public sector cannot afford to provide the resources required to bridge the huge infrastructural gap”. He added that the most feasible option is to attract private sector investments and the Bureau is working assiduously with key stakeholders to come up with a robust framework and process for implementing and managing PPPs in the country. Leader of the delegation, Mr. Volker Treichel said the visit was part of the World Bank private sector diagnostic assessment of the Public sector in Nigeria. He added that the Bank was also looking for opportunities to provide short term assistance to the Bureau in the next three years.

Akwa Ibom State Director Fire Service, Mr. Ubong Umoh has lamented that with only 200 staff strength and one operational fire truck, it was handicapped to attend to fire outbreak in the state. Speaking to our correspondent in Uyo yesterday, Mr. Umoh said in the event of any serious fire outbreak in Uyo, the parastatal cannot effectively and efficiently tackle the incident because of shortage of staff, low staff morale, lack of funds and equipment. He explained that for over two years, the fire service has not received the approved budgetary allocation from government and had to source for funds to keep the office running. He noted that its manpower cannot tackle fire outbreak effectively in Uyo, and that they do not even respond to fire emergencies outside the state capital as his men fight fire without the necessary equipment and only rely on God to protect them in the course of their duty. He lamented that efforts to make the supervising ministry of works support the parastatal has failed, adding that as a director, he has no official vehicle, whereas, the agency is entitled to at least two vehicles for its operations. He said though staff salaries are being paid as due, the parastatal has not received any support from the government of Mr. Udom Emmanuel, which is almost completing its first tenure in office.

Ex-Deputy Gov sues Ondo govt over non-payment of pensions Adewale Momoh, Akure Former Deputy Governor of Ondo State, Alhaji Lasisi Oluboyo has sued the state government for over nonpayment of his gratuities and pension. The state’s Attorney General and Commissioner for Justice had in a letter affirmed that Oluboyo was entitled to his gratuity but silence on his monthly pension as passed into law by the State House of Assembly. However, Oluboyo who replaced Alhaji Ali Olanusi after his impeachment disagreed with the letter regards which only recognized the two-year period he was in office. He emphasized that he is entitled to all benefits of his former office as Deputy Governor as stipulated in the laws of the state. The letter which was titled “Re: Request for payment of arrears of monthly allowance of Alhaji Lasisi Oluboyo” and addressed to the Acting Permanent Secretary, Political and Economic Affairs Department, Governor’s Office, read in parts that,

“I am directed to advice you that His Excellency, Alhaji Lasisi Oluboyo is entitled to his emoluments and monthly arrears yet unpaid covering the period for which he was in office between 27th April, 2015 and 24th February, 2017.” In a suit no AK/75/2019 file in the High Court of Ondo State with the Governor, Attorney General and Commissioner for Justice as well as the Ondo State Pensions Board as defendants, the claimant, Alhaji Oluboyo prayed for the payment of what is died to him as former number two citizen of the state. “A DECLARATION that the Claimant having assumed the office of the Deputy Governor of Ondo State and having served meritoriously in that capacity is entitled to the payment of arrears of his pension, allowances, benefits and all other entitlements due and payable to him as former Deputy Governor of Ondo State. “A DECLARATION that the letter dated 12th February, 2019 written by the Solicitor-General and Permanent Secretary, Ministry if Justice to the Acting Permanent Secretary, Political and Economic Affairs Department,

limiting the payment of the monthly allowances and entitlement of the Claimant to the period within which he was in office as Deputy Governor of Ondo State, between 27th April, 2015 and 24th February 2017, is null and void having contravened the provision of the Law to provide for Pensions to the Governor and Deputy Governor of Ondo State and for other Ancillaey matters, 2004. “A DECLARATION that the Claimant is entitled to the payment of his pension, allowances benefits and all other entitlements for life having served as Deputy Governor of Ondo State between 27th April, 2015 and 24th February, 2007 equivalent to the annual salary of an incumbent Governor or Deputy Governor. “A MANDATORY ORDER directing the Defendants to pay all arrears of pension, allowances benefits and all other entitlements due and payable to the Claimant as a former Deputy Governor of Ondo State and to pay his pension for life at the rate equivalent to the annual salary of an incumbent Governor or Deputy Governor.”

The Sole Administrator of the Rivers State Waste Management Agency (RIWAMA), Chief Felix Obuah, has warned that the Agency would no longer condone the dumping of refuse at places other than the RIWAMA-approved receptacles. Chief Obuah, in a statement issued in Port Harcourt on Wednesday, noted that residents and those doing business in Port Harcourt, the State capital and its environs, had no excuse to dump refuse indiscriminately as receptacles had been strategically positioned close to business and residential places. The Sole Administrator regretted that these unwholesome acts of indiscriminate dumping were usually carried out after the approved dumping hours when wastes had been cleared by Service Providers. Warning that the Agency would not hesitate to arrest and prosecute those who continue to dump waste at unapproved receptacles and unauthorized hours, Chief Obuah however urged residents and those doing business in Port Harcourt and its environs to turn a new leaf and not allow themselves to be the scapegoat. The RIWAMA Sole Administrator also cautioned builders and construction companies in Port Harcourt, the State capital and its environs against dumping of solid waste at receptacles.

2019 elections: Can the Nigerian judiciary deliver electoral justice?

Democracy thrives with an independent judiciary that is insulated from undue interference. The Judiciary is the hope of the common man as well as the political elite. Nigeria has just concluded its general elections where the contest for political power assumed unimaginable acmes with democratic institutions weakened and sabotaged by the state; rampageous political thugs destroyed election materials, abducted and raped election officials; voter suppression manifested through arbitrary cancellations of votes and purchase of voter cards from eligible voters; selective and non-application of electoral guidelines and violence were the order of the day. These elections have come and gone, and attention has shifted from the umpire who may have not sufficiently discharged her constitutional responsibilities. All eyes are now on the judiciary, who is not just the third arm of government but the umpire to adjudicate the petitions arising from the elections. At this point, the critical question to ask is: “Is the Nigerian judiciary ready, and able deliver justice?” In recent times, the Nigerian judiciary has been mired in corruption scandals, their Lordships have been accused of consistently desecrating the sacred temple of justice without reprimand or sanctions. Since the Buhari administration came into office, there has been stings targeted at the judiciary with the most recent being the suspension of the Chief Justice of Nigeria based on nondeclaration of assets. Admittedly, there is corruption in the court,

however, the attacks on the temple of justice have further eroded the trust and belief in the judiciary as the hope of the ordinary man. This distrust will play out in the election petitions where even if the court correctly dispenses the law, they are likely to be perceived as partisan and another gun for hire. It is scary to note the pervading fear across board that justice may be difficult to obtain against a ruling party. It is believed that only an overly courageous judge can muster the audacity to acknowledge an irregularity and annul an election where the ruling party won. This perceived fear of intimidation and accompanying backlash, as well as the fear of violence outbreak, are palpable trepidations for most judges today. It is therefore plausible to opine that instilling fear in judges is a viable tactic employed by politicians to muscle the judiciary and undermine its ability to deliver justice. The judiciary cannot be sequestered from culpability. The number of conflicting judgments issued on the same or similar matters by courts of coordinate jurisdiction is alarming. Some judges are either yielding to corrupt politicians or shying away from responsibilities andin that guise issue contentious judgments. Since the conclusion of the elections, we’ve witnessed abuse of court processes. The first was a judge who ruled on matters which fall within the purview of election petition tribunal; subsequently, others started dishing out injunctions prohibiting the counting of votes and restraining INEC from organising supplementary elections and

sundry matters. If the interest of justice was ever considered some of the anomalies that unfolded would never have seen the light of the day. The New Normal is for politicians to perpetrate electoral malpractices and urge their opponents to approach the court for judicial review. The norm is to recruit the services of legal counsel, mostly Senior Advocates with a good media profile. The lawyers are not just adept at using technicalities to subvert the law but are believed to have the ability to bribe judges to procure favourable judgments. In some cases, Senior Advocates often regarded as veterans with good media profile and public acceptance are purposely recruited to give legal proceedings a toga of legitimacy where the judges and their conspirators anticipate backlash or substantial public outcry over a procured judgement. Another evolving trend is the safety of judges on election petition assignments. For instance, the Osun State governorship election petition tribunalshad to relocate her sitting to Abuja for security purposes. It is also important to point out the alarming fears that the location of a court may influence the judgement or ideological orientation of the judges. The Zamfara APC conundrum and ruling is a pointer. The judiciary is tasked with the responsibility of dispensing over 639 pre-election cases arising from the party primaries and 736 cases emanating from the just concluded elections. The presidential election has four election petitions, 207 for senatorial elections, 101 for the House of Representatives, 43 in governorship and 381 in the state house of assembly elections.

The number of election petitions reveals the heated nature of the electoral contest and the conviction of some actors, that they were shortchanged in the just concluded elections. It is a welcome development when aggrieved candidates and political parties approach the courts for redress instead of resorting to violence. It is therefore incumbent on the court to deliver justice. Judicial review is the bedrock of democracy, and without it, the rights and liberty of the people will be jeopardised. It connotes, the court is an impartial umpire in the business of government and controls the management of societal affairs. It is the constitutional right of the judiciary to review and cancel legislation or actions that taken illegally by the government. It further connotes the reassessment or re-examination by judges of a decision or proceeding by a lower court or government department. Judicial review must, therefore, advance the cause of electoral justice. Moreover, electoral justice will be attained if only those who are called to dispense justice in the society are themselves part of the democratic system and are imbued with democratic ideas. Therefore, the Courts and her ministers in the temple of justice must be insulated from the undercurrents of partisan politics. As human beings, they may have their individual political beliefs, but they must divorce their professional personalities from partisan politics if they would be trusted to dispense justice without fear or favour. The Nigerian judiciary cannot afford to fail the Nigerian people.

With Buhari’s handling of security, were Nigerians too hard on Jonathan?

There are byzantine vibrations about the Nigerian. He is like a banshee wailing against the failings of power when his belly is empty; when he is not within the circle of influence and when the holder of power is not his “religious or ethnic brother”. As soon as he is fed; his insecurities and sentiments catered to, he swears an oath of perpetual silence. And sometimes, he becomes an advocate of what he once protested against. The hypocrisy of the Nigerian runs deep like still waters. At the height of Boko Haram killings in 2014, the Northern Elders Forum threatened President Goodluck Jonathan. It “ordered” Jonathan to secure the release of the Chibok girls by October 2014 or shelve his ambition of seeking re-election. This was a group of statesmen “speaking truth to power” when it was convenient to do so. This forum publicly excoriated Jonathan saying, a

“lack of a strong will at the level of the presidency, deep-seated corruption, incompetence in government and in the management of security challenges” was giving oomph to the crisis. What has changed? In July 2018, the US Council on Foreign Relations said it had documented about 20,000 deaths since Buhari became president. This number of deaths is higher than that of the Republic of Congo Civil War of 1997. In November 2018, more than 120 soldiers were massacred by Islamic State in West Africa and about 150 reported missing in Borno state – the highest number of combatant deaths in a single bout since the Nigerian Civil War of 1967. And many more soldiers have been killed since November. In 2016, Zamfara killings gained notoriety, but three years after, the savagery pushes farther into the entrails of the state. There have been

more deaths and kidnappings. Violence has also taken over the roads Katsina, Kaduna and Kano. It is a sheer surrender to suicide to travel some roads of the northwest and of the northeast. But in all of these, President Buhari is spared a blizzard of criticisms, protests and call-outs by people whose voice once pierced the ears remonstrating Jonathan for being “clueless”. In fact, some persons who are directly affected by the killings are only a “little pissed” with Mr President. Really, it is clear now that not all the fusillade of attacks against Jonathan was because he was “clueless”, but because he came from a section of the country that is considered “insignificant” and worshipped differently. And because, as I said earlier, some persons were not within the circle of influence at the time and were not “chopping” from the table. As a matter of fact, if

Jonathan dispensed 80 percent incompetence in handling the security challenges at the time, Buhari has demonstrated 150 percent incompetence in managing the Boko Haram crisis in the northeast, banditry in the northwest and kidnapping across the country. Sadly, Mr President is exempted as an excusable party to incompetence by people who should ordinarily keep him on his toes and make him bend his back to the wheel. Incompetence deserves dispassionate outrage; it does not discriminate between religions or ethnicity. Everyone is a victim. Mr President must act to stop the killings now. Enough of the scripted responses to massacres. It has always been one response to every crisis, “…We are doing our best….” And leaving the country at the time citizens are mourning shows the president is not very attuned to this issue. Act now, Mr President!

In search of the ‘strong’ president (II)

The battle for the soul of the legislature rages on. And whether an anointed Ahmed Lawan or a rebellious Ali Ndume wins in the end, is immaterial to the conclusion of this two-part series on the need for a ‘strong’ presidential initiative at the legislative arena. Whether the NASS is headed by obedient friends or by belligerent enemies, President Buhari will still have to rise to do the needful. He has to come off his novitiate approach to the democratic ways of doing things and learn not only to go to the legislative marketplace with the right shopping list, but when it comes to bargain, also to cavil at the hundredth part of a hair. Since splitting hairs, not the atom, is has become the hallmark of executivelegislature relations, Buhari must initiate, this time, the right kind of presidential approach which should be due even to an executive-friendly legislature. Else the 9th Assembly –just like the 8th- will pose challenges that will be distinctly déjà vu. Buhari and APC must remember always, that the legislature, no matter how lamely amenable it may be to executive concerns, it’ll not be the Executive’s proverbial ‘computer’, taking in ‘garbage’ and regurgitating ‘garbage’. The 9th assembly, as with all previous assemblies, will keep its reputation as the legislative ‘machine’ into which executive requests would go through as wholesome ‘pigs’ and will always come out as ‘sausages’. The President must initiate an executive approach that targets the fangs of the legislative machine and not combat the selfish mind of the operators of the machine. Because unlike the head of the Executive arms, leaders at the legislature do not run the affairs of parliament as John Austin’s theoretical ‘uncommanded commanders’. They do so merely as first among equals. Legislative heads, just like judicial ones, have no fiat to command or forbid their peers on matters of legislation. They have only persuasion to mobilize esprit de corps for public or special interests. And notwithstanding their partisan differences, legislators -especially in our own part of the world- are always united by ‘special interests’. They speak always as one concerning their special interests and they chatter as the proverbial Babel of discordant tongues on the interest of the public. And this character will not fade merely because either of Lawan or Ndume heads the NASS. It can only be ameliorated by the fact that the right conventional approach to dealing with this sensitive arm of government is properly established. The President -as Theodore J. Lowi and Randell B. Ripley wrote in their book ‘Legislative Politics’-“is the agenda-setter for the congress and the chief continuing initiator of subject matter.” And as agenda setter it is thus incumbent on a wise President to take the lead role in executivelegislature relations, keeping parliament always busy, lest it becomes idle and assumes the devil’s workshop. And to keep parliament busy –besides indulging it with executive requests- the President must command his cabinet officials to double as foot soldiers of sort, availing the legislature always, their time, attention and information both at trying moments of frosty executivelegislature relations and even in halcyon periods of mutual camaraderie. The tab over the legislature that theorists require smart presidents to keep always, often lies in the surfeit of constant and quality engagement of parliament by the President’s men. Strong presidents can and often do establish healthy Executive dominance over the legislature. And although this is not a necessity in the mutually beneficial relationship between these two arms, executive dominance –or influence- over the legislature, where it is not borne of inordinate or malevolent motive, is not entirely an enemy of the democratic process. In fact where such dominance or influence is used to beneficial effect, it adds value to democratic good governance. It is not always true that a harmonious working relationship between the executive and the legislature necessarily shortchanges the electorate. Where both parties are motivated by altruistic intentions, the electorates can only be the better for it. And yes, a harmonious working relationship between the two arms may sometimes lead to unsavory outcomes, but not any less than a mutually dis-harmonious relationship also can. Because truth is: executive and legislative powers, as much as they can unite to do wrong, they can also unite, so that, as someone rightly said, ‘whatever is ‘powerful’ may be

made ‘just’ and whatever ‘just’ may be made ‘powerful’. The importance of the legislative process is such that presidents establish a special office to handle this vital activity. In Nigeria it is the office of ‘Special Adviser to the President on National Assembly Matters; which is rooted administratively in the bureaucratic nomenclature of ‘Department for Legislative Liaison’. Its equivalent in the United States is the office of ‘Senior Advisor to the President and Director for Legislative Affairs’. This office is hardly different from other political offices –to the extent only that it is established to discharge a political or administrative duty. But to effectively function to meet presidential objectives, this office –unlike many others- requires the right peg in the right hole. And although commonplace political savvy, academic qualifications or legislative antecedent adds depth to the running of this channel of executivelegislature communication, possessing the right temperament for ‘advocacy’ and ‘diplomacy’ is key. Any person, no matter his political experience or his academic credentials –or maybe even the lack thereof- must bring to bear on this channel a measure of sagacity, tenacity, gumption and then guts. This was what Obasanjo’s Senator Ita-Giwa brought to this office in his second term. Plus she knew when to stoop –and when even to grandstand- to conquer. In fact it is in knowing when it is auspicious to grandstand from when it is to stoop, that the touch of the consummate undertaker on this turf stands out from foolish gladiators who only line up enemies for the President. And this was what happened to President Obasanjo during his first term. He had quite un-calculatedly appointed a Special Presidential Adviser on Legislative Matters in the person of Aminu Bashir Wali, and two other Presidential Liaison Officers, PLOs (for Senate and House of Representatives, respectively) in the persons of Kashim Imam and Esther Oduehi. These three appointees were equally on the same status with ‘Ministers of State’. Obasanjo neither designated a primus inter Peres among them nor did he create an administrative instrument to command their mutual collaboration as they interfaced with parliament. The result was that the arena became a legislative milieu of sort, where discordant voices representing the President, left the channel of executive-legislature communication hedgy and uncoordinated. Obasanjo became victim of his own chaotic approach to the legislative process, with the result that his first term -like Buhari’s- was marked by executive-legislature mudslinging. Even Cabinet members like El-Rufai who should double as the President’s last buffer of rapprochement, was describing lawmakers as ‘fools at forty’’. The Senate in fact, at some point in PLO Kashim’s excessive grandstanding and over-gladiation had to issue the Obasanjo an ultimatum to replace him or risk their non-cooperation. The House was even less diplomatic; it simply banned Oduehi from its Chamber, shutting down the entire channel of communication. Obasanjo himself would escape impeachment by the whiskers, with the intervention of respected statesmen like Gowon and the late Shagari. It took this baptism of fire for Obasanjo to realize his weak initiative in the legislative process and to proceed, in his second term, to create (with Senator ItaGiwa at the helms) a coordinated, one-channel Executive approach. And it was this rapprochement -and not the rumored existence then of a ‘rubber stamp’ Assemblythat was responsible for the smooth passage of Executive bills under the Obasanjo Administration. Ideally the new approach had the Adviser and six subordinated former Rep-members as the eyes and ears of Mr. President on the legislative arena. Together they constituted Mr. President’s Foot Soldier, covertly and overtly monitoring all Senate and House committees, and where necessary they were to preemptively engage to inform them on, or to defend, executive concerns. The objective was to keep always, an executive tab on the legislature with a view to consolidating Mr. President agenda-setting role to parliament. This period was the Executive’s golden era since 1999 in the all important task of executive-legislature liaison. A certain dose of inertia has since crept into that arena and President Buhari in this second term, needs to revive this golden era. Concluded

OUR POSITION Containing rising deaths from sickle cell anaemia Sickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.

Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

Reps adopt Buhari’s MTEF/FSP Want granting of waivers reduced Seek higher taxes on luxury goods and services

Henry Omunu, Abuja The House of Representatives on Wednesday passed the Medium Term Expenditure Framework and Fiscal Strategy Paper 20192021 with a benchmark of 2.3 million barrels of crude oil production per day target. The House passed the two policy documents as proposed by President Muhammadu Buhari, even as Speaker Yakubu Dogara urged the federal government to shelve its plan of heavily taxing Small and Medium Enterprises (SMEs) if employment generation is a factor for economic development. Other benchmarks adopted by the House, include $60 per barrel of crude oil, N305 to $1 as official exchange rate, while new borrowing to fund the budget deficit for 2019 was fixed at N1.6 trillion. This followed the adoption of the report of the House joint Committees on Finance, Appropriations, Aids, Loans and Debt Management, Legislative Budget and Research and National Planning and

Economic Development on the MTEF and FSP documents. Chairman of the House Committee on Finance, Rep. Babangida Ibrahim, in his presentation also said the joint committee recommended that the government increase the tempo of collectable revenues in all Ministries, Departments and Agencies (MDAs) with a view to reducing the budget deficit. On the N305 to $1 exchange rate, he said that “the CBN should be encouraged to vigorously develop strategies that would strengthen the Naira and bridge the gap between the official and parallel market rates. “On debt management/new borrowing, the joint committee adopted the recommendation of N1.64 trillion as new borrowing to fund the budget deficit and advised relevant agencies to continue exploring ways of generating additional revenues for government to bring down the fiscal deficit. “Also, the federal government should harness the potentials of the Federal Ministry of Mines and Steel Development in terms of revenue generation to minimize the level of

new borrowing. “The federal government should consider reducing the granting of waivers and exemptions while ensuring that the Nigerian Customs Service personnel at all oil terminals for accountability, and the Federal Inland Revenue Service (FIRS) should consider increasing tax on luxury goods and services. “20 per cent operating surplus to be remitted by government owned enterprises should be deducted at source. “Special Intervention that the sum N500 billion is adopted and enjoined the cooperation of relevant committees and other relevant Ministries, Department and Agencies (MDAs) in ensuring that the funds are judiciously utilized to provide a positive tangible impact of the funds on the Nigerians.” Dogara in his remarks said the government should rather consider lowering tax on SMEs to boost the economy. According to him, increasing tax on SMEs would lead to unemployment as the sectors have the capacity to create more employment if the economic environment is conducive.

Short News Police arrest 2 alleged abductors of Lagos Fire Service Director Chioma Joseph, Lagos The police command in Lagos State says it has arrested two suspects who were part of the gang that allegedly abducted the Director of Lagos State Fire Service, Mr. Raski Musibau and six others on Saturday along Itokin-Epe Road. The spokesman for the command, DSP Bala Elkana, confirmed the arrest in a statement on Wednesday. He said the two suspects, Blessing Bayo, 29, and Smart Alfred, 32, who are both from Ondo State were arrested in Ibafun, a boundary town with Ogun. According to Elkana, the arrest was made possible following a sustained and well-coordinated operation by the command’s tactical teams led by the Officer in Charge of Anti-Kidnapping Unit, SP Bulus Musa. “Two members of the kidnapping gang that abducted the Director of Lagos State Fire Service, Rasaki Musibau and six others on Saturday at about 8.pm have been arrested.

Court orders Evans to get legal representative by May 17

Justice Adedayo Akintoye of an Igbosere High Court, Lagos, on Wednesday ordered the suspected kidnap kingpin, Chukwudumeme Onwuamadike, a.k.a Evans to engage a counsel by May 17. Akintoye gave the order due to the absence of Evans’ counsel, Mr. Chino Obiagwu, SAN, for the third time in a row which again stalled the continuation of hearing in the on-going trial of the alleged kidnap kingpin. Justice Akintoye said: “If your lawyers don’t want to appear, we cannot force them. “You have three options; you can get another lawyer to represent you or the court can appoint one for you or you can defend yourself. “This is last day I will give you to get a lawyer”. Akintoye adjourned the case until May 17 for continuation of trial. The News Agency of Nigeria (NAN) reports that Evans trial was on Jan. 30 and March 1, stalled due to the absence of the defence counsel, adding that on March 22 the court did not sit. Evans is currently facing charges, bordering on conspiracy to kidnap, kidnapping and attempted murder. In the first charge, Evans is standing trial alongside Joseph Emeka, Ugochukwu Nwachukwu and Victor Aduba. In the second charge, he is standing trial alongside Joseph Emeka, Linus Okpara and Victor Aduba.

confidence in the ability of the trial judge to hold the scale of Justice in the matter. Onyeriri alleged that in the course of proceedings, the judge made utterances which clearly showed that he had taken sides in the matter. Okorocha,in a suit marked FHC/ABJ/ CS/296/2019, had prayed the court for an order directing INEC to issue him Certificate of Return, bur six other interested parties applied and were joined as co-defendants. Besides INEC, other defendants are Hon. Jones Onyeriri of the PDP, Senator Osita Izunaso of APGA, Mr. Nwachukwu Clement of KOWA Party, Precious Nwadike of United Progressive Party, UPP, Dr. Uche Ibeh of Labour Party, and the All Progressives Grand Alliance, APGA.

The Bill and Melinda Gates Foundation says it has committed two million dollars to the Nigerian Basic Health Care Provision Funds to fast-track implementation by the government toward the realisation of Universal Health Coverage (UHC). The Deputy Nigerian Country Officer of the foundation, Dr. Paulin Basinga, disclosed this on Wednesday in Abuja during a visit by officials of the National Institute for Policy and Strategic Studies (NIPSS). The NIPSS paid a study tour on the foundation and Development Research and Project Centre (dRPC) which is under the Partnership for Advocacy in Child and Family Health (PACFaH) @scale project. Basinga described the money that was donated by the foundation as a strategy that would allow money to flow from the Central Bank of Nigeria (CBN) account down to primary health care facilities. He explained that the 2014 National Health Act stipulates that one per cent of the nation’s consolidated revenue should be channelled toward funding basic healthcare provision fund that would guarantee access to health by all. However, he lamented that till date the policy has not been implemented. He further noted that the organisation has signed a Memorandum of Understanding (MoU) with the government to enable it meet its commitment of buying vaccines among other consumables that would drive UHC.

Emir of Katsina lauds FG over N19bn allocation for cassava production

The Emir of Katsina, Alhaji Abulmumuni Kabir, has lauded the Federal Government’s allocation of over N2.3 billion for cassava production in Katsina State under the Anchor Borrowers programme. The emir made the commendation while addressing state and local government officials of the Nigeria Cassava Borrowers Association at his palace on Wednesday in Katsina. He noted that the allocation of over N19 billion for commencement of the program nationwide was a clear testimony of the federal government’s commitment towards the development of agriculture in the country. He directed district, village and ward heads to ensure success of the program in their domains, warning that anybody who tried to disrupt the program would be dealt with. Kabir also commended the state government on its tireless efforts towards promotion of agriculture at the grassroots. Earlier, the state chairman of the association, Alhaji Hassan Yammarke told the Emir that over 2,500 farmers would benefit from the loan to be disbursed before the end of the month. Yammarke explained that each of the 34 LGAs of the state, was allocated specific amount and number of people to benefit from the loan. The Chairman assured that more farmers would be coopted into the programme in due course, and thanked Katsina and Daura emirate councils for supporting the initiative.

Navy arrests 3 smugglers with 416 Short News bags of contraband rice in A’Ibom Child sexual abuse: UNILAG vows Isaac Job, Uyo The Nigerian Eastern Naval Command Operating in Ibaka, Mbo local government area, Akwa Ibom State, has arrested three suspected smugglers with 416 bags of contraband rice said to be brought in from the Republic of Cameroon. The Daily Times investigation reveals that the raid by the Naval Officers was the second in two days after some oil bunkering suspects were apprehended within the same coastal area. It was confirmed that the three suspected rice smugglers were intercepted in a wooden boat along the Mbo river by officials of the navy during a routine patrol when it was discovered that the medium boat fitted with two 40 horsepower Yamaha outboard engines ferried 416 bags of 50kg rice. Parading the suspects yesterday in Ibaka during the hand-over of items recovered to the Nigeria Customs Service, the Commanding Officer, FOB, Captain Reginald Adoki said the handover is a customary practice and a way of renewing the commitment of the Navy to rid

the area of illegal activities on the water ways. “The gunboat of FOB, Ibaka while conducting routine patrol along Mbo river and other adjoining creeks intercepted a medium sized wooden boat. After offloading, it was discovered to be carrying 416 bags of 50kg rice, and two 40 horsepower Yamaha outboard engines which are fitted to the wooden boat. The three suspects, from preliminary investigations revealed they were bringing the rice from Cameroon. “This handover is customary to us and a way of renewing the commitment the Navy has put in clearing this area of illegal activities and reiterate the confidence the Navy has in the Customs to deal with the cases handed over to them for further investigation and prosecution,” he stated. Receiving the suspects and bags of rice from the Navy, the Controller, Eastern Marine Command, Nigeria Customs Service (NCS), Port Harcourt, Elton Edorhe, who was represented by Mr. Ibrahim Adamu, Chief Superintendent of Customs appealed to the smugglers to desist from harming the economy of the country through their actions.

He said, “On behalf of the Customs Controller, Eastern Marine Command, Controller Elton Edorhe, I thank the Navy for the seizures and appeal to the smugglers to consider the economy of the nation that is being bastardized through smuggling. They should do the needful and desist from this economic sabotage and also save themselves the pains of losing their money”. However, one of the suspects, Mr Victor Asuquo, a professional hair barber from Mbo LGA, said he was innocent of the charge against him. Asuquo who said he was returning home after about six months sojourn in Cameroon stated that he was only a passenger in the captured boat and not involved in smuggling of the seized rice. “I am not involved in this smuggling; I just entered the boat as a passenger. The driver of the boat escaped when the boat was arrested, the three of us are passengers. I left Cameroon because of the crisis there and since I did not have an international passport to board a flying boat, I paid 5,000 franc to board the local boat,” he said.

The Nigerian Army Officers’ Wives Association (NAOWA) on Wednesday gave succour to widows of fallen heroes in Lagos. Piloting the move was the NAOWA 81 Division chapter president, Mrs. Amina Yususf, who gifted food items to the widows and stationery to pupils of NAOWA Nursery and Primary School within the state. According to Yususf, the gesture was the beginning of a routine that will subsequently spread to all the units within the area of responsibility of the division. In her speech during the occasion, where over 30 widows and 863 students from Ikeja Cantonment and 174 Battalion in Ikorodu were handed over the packages, Yusuf emphasised on the need to give every child quality education.

“My visit here has given me the privilege to identify with our pupils and also encourage them with a token presentation. “They are our future leaders and we must at all times, asses their immediate environment in order to assist where necessary. I have been well briefed by their head teachers and I must commend them for their conduct. “Additionally, I will like to state that the widows outreach conducted is just the beginning of my routines as the president NAOWA 81 Division chapter. I deem it fit to embark on visits to various units under the division as time goes in order to encourage the widows of our fallen heroes as a way of ameliorating their plights,” she explained. She further urged the widows to be hardworking and ensure that they give their children the best of education, which is the most important legacy any parent can give a

child. “I want to also urge the wives of our fallen heroes to be strong, courageous and engage in positive ventures that would create a better life for you and your children in the future. Take care of your children, make sure they all go to school,” she advised. While appreciating the General Officer Commanding (GOC), 81 Division, Maj. Gen. Sanni Yusuf for his support, she also commended officers and soldiers of the division for their continuous support. The chapter president visited the 9 Brigade commander, Brigadier - General Jega, who pledged to always support the association whenever the need arise. The Inspector General of Police (IGP), Mohammed Adamu has hailed the leadership and members of the National Assembly for passing the Police Trust Fund Bill on Tuesday. The Police Trust Fund Bill, when signed into law by the President and Commander-in-Chief of the Armed Forces, President Muhammadu Buhari will be pivotal to providing a legal framework for the management and control of the Special Intervention Fund for the training of personnel of the Force, procurement of operational equipment, infrastructures and maintenance of Police Stations across the Country. The IGP notes that with the passage of the Bill, and hopefully, the eventual signing into law by the President, the Federal Government will be laying a solid foundation for the future of an effective and efficient structure for policing the Country. He further observes that the passing of the Bill couldn’t have come at a better time than now when concerted efforts are being made at all levels to overcome issues of armed banditry, kidnapping and other heinous crimes across the Country. Nasarawa Assembly passes Angwan Makama chiefdom bill into law

The Nasarawa State House of Assembly on Wednesday passed a bill for the creation of Angwan Makama Chiefdom in Akwanga Local Government Area of the state. The speaker of the house, Alhaji Ibrahim Balarabe-Abdullahi, announced the passage of the bill during the House proceedings in Lafia. According to the speaker, the bill if assented to by Gov. Daily Times General Manager to bury mother-in-law Saturday The remains of late Madam Olayoonu Abigail Ayodele, the mother-in-law to the General Manager of Daily Times newspaper, Mr. Bonaventure Melah, will be buried this Saturday in her hometown, Iresi, Boluwaduro local government area of Osun State. Madam Olayoonu Abigail Ayodele, aged 100 years, who was popularly called Moomi by her children and Iya Bolorundoru in the community, was born in 1919 to Pa Idowu and Mama Aina Omo at Araro’s compound. She was the fifth born among many siblings and spent her youthful years in the family’s farming business at Oko eri, Iresi before she got married to late Pa John Ayodele in Aworo Esile’s compound, Iresi. Thereafter, Mama Abigail followed her husband to Oke Awo to continue the farming business, from where they moved to Bolorunduro Afolabi, with farming as their main business. Bountifully blessed by God and nature, Mama Abigail and her husband, late Ayodele experienced prosperity in the farming business and were able to build many houses in Ife town, Bolorunduro and Iresi, among other places while bearing and raising many children. After the death of her husband, Pa John Ayodele in 1990, Mama Abigail went back to Iresi to continue her life, this time surrounded by her many children, grandchildren and great grandchildren. Three years ago, at the age of 97, Mama reluctantly agreed to move to Osogbo to stay with her children. According to the letter, the Acting Governor said that the state government originally awarded the contract for the remodeling of the Specialist Hospital Asaba to Deux Project limited at the sum of N2.298 billion He said that during the course of the project execution, the initial contract sum was reviewed upwards due to price fluctuations and additional works amounting to N427.780Million adding that a contract for the Construction of the internal roads and parking lots within the hospital premises to the same contractor at the sum of N242.147 million. Universal Health Coverage: Lab council decries inadequate funding of programmes

The Medical Laboratory Science Council of Nigeria (MLSCN) on Wednesday called for increased funding of the council to enable it to effectively perform its statutory functions. The Acting Registrar of the council, Mr. Tosan Erhabor, made the call when a delegation from the National Institute for Policy and Strategic Studies (NIPSS) visited the council in Abuja. Erhabor decried the poor funding of the council, saying its allocation had continued to dwindle over the years, making it difficult for it to deliver effective laboratory services nationwide. He expressed regret that lack of adequate funds had made it difficult for the council to set up well-equipped offices in the 36 states of the federation and FCT. “In 2014 the council’s approved budget was N159 million; today, only N63 million was released. “In 2015, the capital appropriation was N20 million; out of this, only N9.4 million was released. “Similarly in 2016, N15 million was allocated, but only N6.4 million was released. PenCom targets 30m informal workers in new scheme Temitope Adebayo The National Pension Commission (PenCom), says it is targeting no fewer than 30 million Nigerians in its Micro Pension Plan (MPP) within the next five years. The Head of Corporate Communications Department of the commission, Peter Aghahowa disclosed this while briefing journalists on Wednesday at the ongoing Enugu International Trade Fair. Mr Aghahowa who was represented by the Assistant General Manager, Corporate Communications Department, Carol Alex-Uzomah, stated that the move was to assuage the yearnings of the categories of workers by ensuring financial inclusion in the sector. According to him, the scheme would cover all manner of self-employed people including artisans, petty traders, water sellers and many more. “The plan which is an initiative of the PenCom is aimed at the provision of pension services to selfemployed persons in the informal sector and employees of organisations with less than three staff. “The informal sector constitutes an estimated 69 million workforce in the country and represents an estimated 88 per cent of Nigerian workers that lack pensions and safety nets for their old age. “The goal of the commission is to achieve coverage of 30 million people in the informal sector by 2024”, he said.

Recall that MediaWorth had earlier filed the suit against JC Decaux for allegedly hijacking an approved outdoor site of the company by the multinational outdoor advertising firm. Justice Saliu Seidu fixed a date recently to enable him to hear all pending applications filed by parties in the suit. These pending applications include JC Decaux’s Preliminary Objection to the suit, arguing that the act of LASAA by revoking the approval granted to the Media Worth ought to have been challenged within three months when the revocation was purportedly done. Also, Media Worth’s response to JC Decaux’s objection amongst other applications would be heard at the next adjourned date. Media Worth had sued JC Decaux, to seek redress for alleged usurpation of its approved billboard site by JC Decaux. In the suit, MediaWorth is asking the court to award it a whopping N1 billion as damages for the alleged infringement on its billboard site by JC Decaux. Joined in the suit along MJC Decaux are the Federal Ministry of Works and Lagos State Signage & Advertising Agency (LASAA) as 1st and 2nd defendants respectively. MediaorWorth had in its statement of claims stated that the illegal incursion of JC Decaux, a French the multinational agency, on its space has caused disruption on its operations, resulting to loss of businesses. The Nigerian outdoor company also blamed JC Decaux’s incursion for its recent decision to disengage 22 members of its staff, as it could no longer meet up with overhead expenses in the face of dwindling revenue. Nigeria needs $3trn to fix infrastructure gap, BPE declares Mathew Dadiya The Director General of Bureau of Public Enterprises (BPE), Mr Alex A. Okoh, has said that Nigeria needs to invest more than $3 trillion in the next 30 years and an average of $100 billion annually for the next 6 years to be able to fix its infrastructure gap. The BPE boss explained that the country’s infrastructure gap is huge, saying that the next phase of the Reform and Privatisation Programme of the federal government would focus on Public-Private Partnerships (PPPs)

with a view to correcting the infrastructural deficit in the country. Head, Public Communications of the agency, Amina Tukur Othman, stated on Wednesday that the Director-General made the remarks when he received a delegation from the World Bank led by the Senior Economist (Economics and Private Sector Development), Mr Volker Treichel to the Bureau in Abuja. Okoh, who was represented by the Director, Infrastructure and Public-Private Partnership Department of the Bureau, Mallam Sanusi Sule, said that the new phase targets reforms mostly in the utility and

infrastructure sectors which include water resources; railways; airports and highways. He stated that the need for refocusing on PPP was borne out of the increasing budgetary constraints to fund the development of new infrastructure and effectively maintain existing ones; deteriorating infrastructure (dilapidated roads, schools, hospitals etc); higher public expectations in terms of efficiency and effectiveness of infrastructure service delivery. “Nigeria’s infrastructure stock is too low for any meaningful development and the public the sector cannot afford to provide the resources required to bridge the huge

infrastructural gap”, he said. He added that the most feasible option is to attract private sector investments and the Bureau is working assiduously with key stakeholders to come up with a robust framework and process for implementing and managing PPPs in the country. Leader of the delegation, Mr Volker Treichel said that the visit was part of the World Bank private sector diagnostic assessment of the Public sector in Nigeria. He added that the Bank was also looking for opportunities to provide short term assistance to the Bureau in the next three years.

Nigeria’s foreign debt stood at $25.27bn in 2018 – NBS Motolani Oseni The National Bureau of Statistics (NBS) on Wednesday said that Nigeria’s foreign debt stood at 25.27 billion US dollars as at 31st December 2018. The NBS said this in “Nigerian Domestic and Foreign Debt data” for the fourth quarter, 2018 posted on its website. The bureau said further disaggregation

of Nigeria’s foreign debt showed that 11.01 billion dollars of the debt were multilateral. It said that 34.63 million dollars were bilateral from Agence Francaise de Development (AFD) and another 2.75 billion dollars bilateral from the Chinese Exim Bank, Japanese International Cooperation Agency, KFW Development Bank and India. In addition, the report said 11.17 billion

dollars was commercial which were basically Eurobonds and Diaspora Bonds. According to the report, Lagos State has the highest foreign debt profile among the 36 states and the FCT, accounting for 5.64 per cent. It said Edo was the second state highest debt, accounting for 1.09 per cent, followed by Kaduna (0.90 per cent) and Cross River with 0.75 per cent. Similarly, the bureau said total

domestic debt was N16.63 trillion in the quarter under review. It said Lagos State accounted for 3.19 per cent of the total domestic debt stock while Yobe State had the least debt stock in this category with a contribution of 0.17 per cent to the total domestic debt stock. The data for the report was supplied administratively by the Debt Management Office, verified and validated by the NBS.

Aircraft crash scene: AIB trains security personnel Motolani Oseni First responders to aircraft accident sites have been trained by the Accident Investigation Bureau (AIB) to know and understand their roles in case of an accident, to help them identify and appreciate the need for protection and preservation of evidence to aircraft accident investigation The training drew at least, 400 security personnel from Nigeria Police and Federal Road Safety Corps (FRSC), trained simultaneously in Lagos and Abuja by top officials of the bureau and its partners from the United Kingdom. According to the Bureau, the two-day

workshop which commenced on Monday in Lagos had as theme: ‘Air Disaster Management’ and was put together in a bid to prevent tampering with evidence that would aid successful accident investigation findings. About 200 FRSC and police officials have trained in Lagos alone, while the other 200 would be trained in Abuja next week. Mr. Olumide Osineye, the General Manager, Security and Safety, AIB, who was one of the instructors at the workshop said that the training of the security personnel would create awareness across the country on the importance of securing crash sites. Osineye in an interview with journalists said that the training would enable them

trained security agencies’ personnel to understand their roles in the event of an accident, stressing that they would also be able to identify and appreciate the need for protection and preservation of evidence to the aircraft accident investigation. He added: “You can imagine a police officer who is not aware of critical evidence like a flight recorder. A police officer on site who have never seen flight recorder before and maybe a flight recorder is being taken away ignorantly by an unknown person. This is very critical to the investigation. “In order to help and support AIB investigation, we hold it a duty to ensure that such category of trained personnel or organisations is aware of such critical

component. These people are necessary for their education and awareness of their job.” Osineye explained that it was not the first time AIB would be organising such a workshop for security personnel, recalling that the bureau recently organised training for some police officers in the country. “Now, we are going beyond that to include the road safety officials because we know the FRSC to plays a role when an accident occurs. These are field people. Education is important for us to do our job better. These people will have been on site before we get there. So, it is important for us to make them aware of this. We need to appreciate them in helping us to do our investigation,” he said.

Ajeromi/Ifelodun will witness more development if I am elected into House of Reps – HKT Hon. Musibau Kolawole Taiwo, popularly known as HKT was the deputy speaker of the Lagos State House of Assembly until 2015. Taiwo, who was in the Assembly for four consecutive sessions, contested for the Ajeromi/Ifelodun Federal Constituency seat at the House of Representatives in the just concluded general elections, but the election has been declared inconclusive by the Independent National Electoral Commission (INEC). In this interview with some journalists, he speaks on his plan for the people of the area and his experience during the election. PATRICK OKOHUE was there. How will you describe your experience in the recent election, leading to the decision of inconclusive election by INEC into the House of Representatives in Ajeromi/Ifelodun Fedral Constituency of Lagos State? My experience is that I have been contesting election since 1996, and I have been on the ballot seven times. In the last five elections I contested as an incumbent, but for this one I contested from outside. Though the primary was tough, but that was within our party. So many people stuck to their guns after the primaries and I tried to unite everybody. But the real election was trivialised with tribal sentiment such that no matter your efforts, they want to vote with that sentiment. I did my best to push and push. We the Yorubas are different from the Igbos. For instance, on child bearing, Yorubas would not have more than four children and the educated ones would not even have more than two children. But the Igbos are ready to have 11 children and they don’t know about family planning. So, in one family, you could have 20 eligible voters and in one house you could have about 150 eligible voters. They are not ready to consider the people that have shown them so much love. The campaign was very difficult, and I couldn’t even imagine campaigning the way I did for this election. My campaign for the election was so tough because I stressed myself beyond my expectations and people thought I took drugs. There was no crisis in my area during the election, but there were flashpoints in some parts of the area. All my life, what I did was to vote and go to sleep after an election. After the 2015 election, I refused to go to the election tribunal because my plan was to come and be Speaker of the Lagos State House of Assembly. But, that was not possible because they normally inaugurate the principal officers on the first day of sitting and there would have been problem if I even won at the tribunal. Also, nobody had ever challenged my election, but I later got to know how I was rigged out in just one ward, where I lost by 3000 votes. I was winning by about

now, so I can say a lot. I have also been involved in a lot of legislative business.

1,700 votes from other wards. But it is only what God says is yours that would be yours. Once it is meant for you one miracle would just happen and you would get there. They continued in that trend this time around. The non-indigenes could do anything we the Lagosians cannot do to make money. If we do it, people would trace us to

our houses. So if you are making money, you should be grateful to those people that gave you such an enabling environment. I have so many things to tell the world, but I want to win the election and go to Abuja, where I know I have a lot of things to do. Later, I would start writing; I have been involved in several elections

I promised them during the campaign that I am going to build a youth centre in Ajegunle if I am elected into the House of Representatives. Most of our youths are just roaming about the streets. We need to re-orientate them, we will have a place for the women at the center. The major thing in Ajegunle is tourism; we have produced several musicians in Ajegunle. They gave me the privilege to learn until I became an institution and I want to give back to the people

The court said that the INEC should proceed to announce the result of the election, what is your view on this? The court spoke about jurisdiction, which was the submission of the INEC lawyer who said that the court had no jurisdiction. My lawyer dealt with the substance of the case. The court fined INEC N250,000 for calling for rerun without declaring the result. But I believe the court does not have jurisdiction. The court could assume jurisdiction through judicial review. But there is a procedure before you do that. The problem is that they did not declare the collated result. But the INEC declared the figures of the party, but they said it was inconclusive. The PDP did not come for the declaration, we were there for about five hours, but they did not come. The INEC objection was just about jurisdiction. The court process should be postelection. The election has started. It is the tribunal that has jurisdiction on the postelection matter. You cannot stop a process that has started, it is wrong. You just went to court; the tribunal can still handle the matter after election. What assurance are you giving the people of Ajeromi/Ifelodun if you are given the mandate to represent them at the House of Reps? They know me, I am HKT. They know what I can do, they know what I did as a member of the state House of Assembly. I will sustain the poverty alleviation I organise for the people of Ajeromi/Ifelodun every December 24 every year.

Ajegunle is a mini-Nigeria. There is no tribe in Nigeria that does not have somebody in Ajegunle. I should be able to lobby influential people to Ajegunle to attract many things to the area. Most of our roads are bad, most of the roads meant for small cars are being plied by big trucks. We have only one federal road in Ajegunle and the road is bad. Imagine if I am in the House of Reps and Mr. Babatunde Raji Fashola is the Minister of Power, Works and Housing, he would repair the federal road in Ajegunle for me. I was a member of the Governor Advisory Council (GAC), when Fashola was the Governor of Lagos State. On the non-indigenes, they are my people. I will do my best for them. When I was in Abuja, Ikenna, who was one of my childhood friends, and who now stays in Abuja, came to see me. The non-indigenes are our friends, we need to re-orientate them and give them the necessary support to continue to stay in Lagos. They cannot bring the politics of the South East to Lagos. If Lagos sneezes the whole Nigeria will catch cold. To whom much is given much is expected. They should give us much more than we give them, since they are making their money in Lagos. Their children go to school in Lagos, nobody discriminates against them, their women attend our Mother and Child Maternity Centre in Ajegunle and nobody discriminates against them. Their fathers drive cars on Lagos roads, they have more cars, they are even richer. They were given the opportunity to buy land in Lagos. They drove people to their states in some states in the South East, but we don’t do that in Lagos. If you go to Ajegunle, most of the headmistresses and headmasters in our public schools’ are easterners. Only few of them are Yorubas, they are given more opportunities than the Yorubas. I will carry everybody along, my doors were opened when I was in the Lagos State House of Assembly. The first job of a lawmaker is to represent the people before you make laws. Even when you make laws, you are representing your people. I told them to give me that one day and I will give them four years of service.

Israel elections: Netanyahu set to win as rival concedes

Israeli Prime Minister Benjamin Netanyahu is on course for a fifth term in office Israeli Prime Minister Benjamin Netanyahu is set to win reelection after his main rival conceded defeat. With more than 99 percent of votes counted, Netanyahu’s Likud party was set to lead a right-wing bloc with 65 of the 120 seats in parliament. His main challenger, Benny Gantz, accepted the result on Wednesday, acknowledging that he had failed to unseat the prime minister. “We respect the decision of the people,” he told reporters. Although Gantz’s Blue and White Party was set to win a similar number of seats to Likud, there was no obvious path for its leader to find a

parliamentary majority. A number of right-wing parties expressed their support for Netanyahu and are on course to give him a parliamentary majority. Addressing a jubilant gathering of supporters early on Wednesday, Netanyahu praised the crowd for an “almost inconceivable achievement”. “I was very moved that the nation of Israel once again entrusted me for the fifth time, and with even greater trust,” he added. Golden Eaglets off to Tanzania for U17 AFCON Five–time world champions, Nigeria flew out of Abuja on Wednesday on their way to Tanzania to take part in the 13th Africa U17 Cup of Nations taking place in that country, 14th – 28th April. Players and officials were seen off at the airport by Acting President of NFF, Barrister Seyi Akinwunmi, who charged them to do the nation proud by lifting the U17 AFCON trophy in Dar es Salaam on 28th April. The Golden Eaglets secured their ticket to Tanzania after winning the WAFU B U17 Tournament in Niger Republic in September last year, and will be aiming to be one of Africa’s four flag-bearers at the FIFA U17 World Cup finals now scheduled for Brazil later this year. Nigeria, Africa’s U17 football powerhouse, edged fellow juggernauts Ghana on penalties in Niamey to secure their slot in Tanzania, and are in the same Group A as hosts Tanzania, Uganda and Angola. Tanzania made their way into the draw automatically as hosts, while Uganda won the Central East zonal finals held in Tanzania in August

last year, and Angola triumphed at the COSAFA U17 Tournament in Mauritius a month earlier. Nigeria is making her 9th appearance in this competition, having won it twice previously (Seychelles 2001 and Togo 2007), while Tanzania is making a second appearance. Angola is making a fourth appearance, but it is a first –ever appearance at this level for Uganda. Cameroon, Guinea, Senegal and Morocco make up Group B. Both Cameroon and Guinea are appearing for the 7th time at the U17 AFCON, while Morocco and Senegal are both appearing for the second time. The Eaglets will take on their Tanzanian counterparts in Sunday’s tournament opener at the National Stadium, Dar es Salaam. An interesting variable in Sunday’s equation is the fact that Nigeria legend Emmanuel Amuneke, who is head coach of the Tanzania National Team, Taifa Stars (and recently qualified the Stars for a first –ever AFCON finals after 39 years) also oversees the other National Teams of Tanzania and would be involved in their technical

preparation. Amuneke is highly familiar with the Nigeria bench, which has Manu Garba as head coach and Nduka Ugbade as one of the assistants. When Manu Garba led the Golden Eaglets to win the FIFA U17 World Cup for the fourth time in the United Arab Emirates in 2013, Amuneke and Ugbade were his assistants. Two years later, in Chile, Amuneke was the head coach as Nigeria won a fifth title at that level. NTTF ratifies federation’s 2019 draft constitution The Nigerian Table Tennis Federation (NTTF) has ratified the federation’s draft constitution for 2019 that will enable it move the sport forward and enhance the lots of players and administrators. The President of NTTF, Ishaku Tikon, in his welcome address at the maiden edition of NTTF General Assembly in Abuja, said the ratification of the federation’s draft constitution would address issues which were not attended to and also meet up with the April, 30, 2019 deadline set by the Federal Ministry of Sports. Tikon, who spoke on the issue

of funding, commended the Federal Ministry of Youth and Sports for its help. He said: “We are expected in this assembly to address issues that concern the federation that have not been attended to, such as funding. The Federal Ministry of Youth and Sports has tried, it has been the one supporting us. When they are not available, we go round to see how we can come up with something but later on they always see how they can help. 9th Chuma Anosike Cricket Championships to commence April 25 – Organisers Organisers of the South East Cricket Championships tagged Chuma Anosike Cup says the 9th edition of the competition will hold from April 25 to April 28. Chuma Anosike, organiser of the championships, told newsmen on Wednesday in Lagos that six male and four female teams would participate in the round-robin championships in Afikpo, Ebonyi. “This year Ebonyi will play host to the South East Cricket championships and this is a way of rotating the sport among the states in the zone. “More effort has been put in place to ensure a successful event for participants of the forthcoming 9th edition of the competition. He noted that the championships has contributed to the development of cricket in the South East, urging states in the zone to support the growth of the sport. “We are happy with some of the success and awareness we

have been able to create with the competition and we hope to do more in subsequent editions. “Two players from the zone were part of the U-19 cricket team that qualified the country for her first ever ICC World Cup and others have represented the country as well,” said Anosike, a former Vice Vice President, Nigeria Cricket Federation and Chairman of Anambra Cricket Sssociation. The sponsor said that plans was in place to increase the number of participating teams in the next edition. He commended individuals who have contributed in various capacities to the success of the championships since inception. Following outcry at the weekend over the true state of health of Nigeria’s 1980 AFCON – winning team captain, President of the Nigeria Football Federation, Mr. Amaju Melvin Pinnick had mandated Okenwa to pay a visit to ‘Chairman Chukwu’ and avail him of the correct state of things. Speaking to thenff.com following his visit to the former defender, Okenwa reported that Chukwu is in very stable condition and is being adequately taken care of in a worldclass medical facility in Enugu State. “In all sincerity, I never knew this kind of hospital existed anywhere east of the Niger. It is a world-class facility with highly qualified medical doctors and nurses. The doctors are on top of Chukwu’s matter and I can tell you that I met ‘Chairman’ in a very stable condition. I met a Christian Chukwu that talks and eats normally and is of sound mind and spirit.
