payment in the first four months of 2018 was around $249.9 million while the total debt services/payment in 2018 from the figure obtained from the CBN website stood at $1.47 billion. However, the Ministry of Budget and National Planning had said debt servicing for 2019 is N2.14 trillion, 24.24 per cent of the Federal Government plan to spend. The bankers’ committee of the CBN expressed concern and sympathised with the fiscal authorities over the growing fiscal deficit, external debt and debt service, and stressed the need to closely monitor the public procurement process in order to improve efficiency in public resource management. A member of the committee, Dr. Robert Chikwendu in his statement at the last Monetary Policy Meeting (MPC) that was held in March said: “The elevated public debt levels especially those arising from

the external bond issuances are likely to limit the country’s ability to aggressively pursue growth, whilst containing any inflationary pressures. “As at 31st December 2018, there was a 12.25 per cent year-on-year growth for total public debt. While the share of domestic debt has dropped in favour of external debt as part of government’s strategy, the preference for external bond issuances (which is popular amongst international investors who permanently maintain a search for yield behaviour) rather than concessional external borrowing from bilateral and multilateral windows raise key sustainability concerns. “It is imperative that fiscal policy in Nigeria should continually ensure that debt levels remain less elevated, highly concessional, and sustainable and that recurrent expenditures are constantly rationalised. Another member, Mike Idiah said, “The Federal Government’s actual fiscal

deficit has continued to widen and concurrently, the debt level and debt service have continued to rise. “A major driver of the deepening fiscal deficit and debt levels is the underperformance in revenue generation largely due to non-diversification of revenue and continuing weakness in domestic economic performance in spite of slight recovery in the international price of crude oil. Another major concern is the rapidly growing cost of debt servicing, fuelled by increasing public debts with the potential for crowding out the private sector.” He urged the government to step up domestic revenue mobilisation and significantly reduce the pace of external debt accumulation because of the challenges of rising external debt servicing, as well as interest rate and exchange rate shocks. “The proposed increase in Value Added Tax (VAT) is in the right direction,” he added.

Malabu oil: Jonathan denies asking, receiving bribe Joseph Inokotong, Abuja

Former President Goodluck Jonathan has debunked claims in some quarters accusing him of alleged bribery in the lingering Malabu oil scandal. He said that he did not at any time solicit for, or collect any bribe from anyone. Jonathan noted that although there is nothing new in this fabricated bribery claim which he had severally debunked in the past, he will continue to restate the facts. Speaking through Ikechukwu Eze, his Media Adviser, Dr. Goodluck Jonathan pointed out that this particular dispute predated his administration and survives it. He quickly dismissed the allegation as a recycled falsehood that is blatantly dishonest, cheap, and predictable. Jonathan, who was reacting to recent media report on Malabu oil issue, said he expected something like this ever since it was announced that he would lead the Election Observation Mission of the Electoral Institute for Sustainable Democracy in Africa to South Africa’s national and provincial elections. In a statement titled: “On Malabu: Let The Facts, Rather Than Propaganda, Guide All Concerned”, he said: “Our attention has been drawn to a media report which alleged that lawyers to the Federal Government had, in a London court filing, accused former President Goodluck Jonathan of accepting bribes in order “to broker a $1.3 billion oil deal eight years ago.” “We will quickly dismiss this report as a recycled

falsehood that is blatantly dishonest, cheap, and predictable. “Although there is nothing new in this fabricated bribery claim which we had severally debunked in the past, we will continue to restate the following facts: “Former President Goodluck Jonathan did not ask for or collect any bribes, neither has he been charged for asking or collecting bribes, neither will he ever be charged with asking for or collecting bribes, because such never happened. “That this particular dispute predated the Jonathan administration and survives it. “That former President Jonathan is 61 years old and throughout his life has never opened an account, nor owned property outside Nigeria. Perhaps those behind this latest propaganda would be bold enough to make the same deposition? “The fact remains that as recent national events continue to vindicate former President Jonathan, and as the world continues to celebrate him, those who are insecure will feed such propaganda to their media agents to feed their inferiority complex. “In fact, we expected something like this ever since it was announced that former President Jonathan would lead the Election Observation Mission of the Electoral Institute for Sustainable Democracy in Africa to South Africa’s national and provincial elections. “We are well aware that this claim was intentioned to eclipse the goodwill and positive reports of former President Jonathan’s diligent engagement in South Africa’s national and provisional elections.

“The fact that most major media houses in the country refused to republish this falsehood bears out our conviction that Nigerians can no longer be deceived by hollow and diversionary claims of corruption, in the face of worsening state of affairs in the country. “We have always made it clear that beyond this wave of conjecture, former President Jonathan was not linked, indicted or charged for collecting any monies as kickbacks or bribes from ENI by the Italian authorities or any other law enforcement body the world over. “It bears repeating that the documents relating to the transactions and decisions of the Federal Government on the Malabo issue, during the Jonathan administration, are in the relevant Government offices, where they are accessible. “We would like to point out that all the actions taken by the Jonathan administration in relation to activities in the oil industry were legally conducted by relevant Nigerian Government officials and were carried out in the best interest of the country.” The statement explained that, at the risk of sounding like a broken record, “we will like to point out that whether in office or out of office, former President Jonathan still does not own any bank account, business or real estate outside Nigeria. “It therefore, begets belief that so much useful energy is channeled by dark forces into this futile bid to bring down a man whose political ambition was not and still is not worth the blood of any citizen”.

NSITF board chairmanship: At last, Presidency intervenes in NLC, Ngige tussle Mathew Dadiya, Abuja

The lingering crisis between the Minister of Labour and Employment, Sen. Chris Ngige, and the leadership of the Nigeria Labour Congress (NLC) over the chairmanship of the board of Nigeria Social Insurance Trust Fund (NSITF) seemed to have come to an end as the Presidency on Sunday clarified on the issue. The Daily Times recalls that NLC had last Wednesday, staged a protest to the residence of the Minister and were alleged to have used two petrol tankers to block the gate of the house, and eventually they were attacked by suspected thugs allegedly on the order of the Labour minister and the union thereafter, issued a statement directing its members to attack the minister wherever he is seen. But the presidency, in a proactive action through the Special Adviser to the President on Media and Publicity, Femi Adesina on Sunday, asked both parties to maintain calm. Adesina stated that the NSITF

is a hundred percent Federal Government of Nigeria owned insurance parastatal, under the supervision of the Federal Ministry of Labour and Employment, designed for the role of insuring workers (employees) in the public and private sectors. The organisation, according to Adesina, is empowered by law to implement the Employee Compensation Act (ECA) 2010 with mandate to insure workers and pay them compensation for accidents, deaths and injuries in the course of work. The Presidency said it has noted with deep concern and regrets, the events that culminated in a skirmish at the private residence of the Hon. Minister of Labour and Employment, and condemns it, in its entirety. However, in the spirit of reconciliation, the Presidency appealed for calm from the NLC and the Ministry of Labour and Employment officials, assuring that there were ongoing efforts to reconcile the NLC leadership with the

Mathew Dadiya, Abuja In spite of the glaring security challenges mostly in the northern part of the country, the presidency has reeled out its achievements in tackling insecurity in the country in line with the change agenda of the All Progressives Congress (APC)-led Federal Government. The President Muhammadu Buhariled government said that it was not leaving any stone unturned to restore sanity and calm, noting “these are no doubt times of great security challenges for our country.” Special Adviser to the President on Media and Publicity, Femi, Adesina, listed some of the security initiatives taken between January and now, for the safety and security of Nigerians. He stated that Operation Puff Adder (Nigerian Police), Operation HARBIN KUNAMA 3 (Nigerian Army) and Exercise Egwu Eke 3 (Nigerian Army) have all been launched in 2019, to complement the existing Operations Sharan Daji (launched in 2016 by the Nigerian Army) and Diran Mikiya (launched 2018 by the Nigerian Air Force). All of these operations, the Presidential spokesman said, are focused on tackling banditry and criminality in the North West of Nigeria. The statement by the presidency read in part: “Operation HARBIN KUNAMA 3 was launched on 1 April 2019 to ensure the complete defeat of the bandits fleeing military operations in Zamfara and escaping into Kaduna, Katsina, Kano, Niger and Sokoto states. “Hundreds of kidnappers and bandits have been arrested or killed since January, several camps/hideouts destroyed; and hundreds of hostages rescued. In a twoweek operation in February (lasting from Feb 4 to Feb 14), 80 hostages were freed by the Nigerian Army, with 37 bandits killed. “Aerial bombardments of bandits’ camps have been intensified in recent months. A new Air Force Base – the 271

Nigerian Air Force Detachment (271 NAF Det) – was commissioned at Birinin Gwari in Kaduna State in May 2019, to complement the 207 Quick Response Group (QRG) established in Gusau, Zamfara State, in 2017. “Between January 2019 and the 1st week of May, 2019, a total of 270 suspected kidnappers, 275 suspected armed robbers, were arrested and 105 assorted weapons plus a large cache of ammunition recovered by the Nigerian Police within the states of the North West and North Central Nigeria. “April 5- The Nigerian Police launched ‘Operation Puff Adder’, a multi-agency strategy, in collaboration with the Nigerian Armed Forces and the Department of State Services (DSS), tailored towards ridding the Kaduna – Abuja Expressway, Kogi, Katsina, Niger and Zamfara states of all forms of crimes and criminality- kidnapping, armed robbery, cattle rustling, amongst others. “April 9- Police operatives attached to ‘Operation Puff Adder’ arrested three notorious criminals involved in the kidnap of Channels Television’s staff, Mr. Friday Okeregbe- Hanniel Patrick, Abdulwahab Isah and Salisu Mohammed. “April 10- Officers of the ‘Operation Puff Adder’ killed nine notorious criminals on the Abuja-Kaduna Expressway. 6 Ak47 Rifles, 1 Pump Action Gun, 1,206 Rounds of Ak47 Ammunition, 7 Magazines, 28 Cartridges And 158 Expended Shells were recovered from the criminals. “April 16- Operatives attached to ‘Operation Puff Adder’ arrested one Mallam Salisu Abubakar, 48yrs old, a native of Dutsinma LGA, Katsina State. The Mallam, is a self-confessed spiritual father of kidnappers terrorizing AbujaKaduna expressway and parts of other North-West/North-Central states. “Following the arrest of the kidnappers’ ‘spiritual father’, Police detectives attached to ‘Operation Puff Adder’, arrested 18 notorious kidnappers and armed robbers at different times

and places across the country. A total of twenty- two (22) AK 47 rifles, five (5) locally fabricated pistols and a cache of live ammunition were recovered from the bandits. “May 5- Operatives from ‘Operation Puff Adder’ rescued unhurt 27 kidnap victims including 5 Chinese nationals. The Chinese citizens who were earlier kidnapped on 15th April, 2019 in Bobi, Niger State, were safely and successfully rescued from a forest in Birnin Gwari, Kaduna State, following painstaking investigative efforts, including both air and ground surveillance. Two of the kidnappers died from injuries sustained during exchange of gun fire with the Police in the course of the rescue mission. Twenty-two other kidnap victims were rescued in Zamfara State and other parts of the country. “8 January – The Army flagged off ‘Exercise EGWU EKE III’ in 8 Division Nigerian Army’s area of responsibility at 1 Battalion, Birnin Kebbi, Kebbi State. “2 February- Troops of 8 Division of the Nigerian Army on ‘Exercise EGWU EKE III’, in conjunction with other security agencies recovered dangerous weapons from criminals and political thugs in Sokoto State. This has really contributed immensely to a peaceful security situation in the state. “15 March- Troops of 72 Special Forces Makurdi, deployed at Yelwata, in Guma LGA, which is a border town between Benue and Nasarawa states, while on patrol along Yelwata-Kadarko road engaged armed robbers in a gun battle, which resulted in the elimination of one of the armed robbers, while others took to their heels. The suspects were dressed in military desert camouflage and robbing motorists along the road. “13 April- Troops conducting ‘Operation Sharan Daji’ in Zamfara State killed 23 bandits and arrested 18 suspected informants, cattle rustlers, kidnappers and logistics suppliers to armed criminals in the state. “20 April- Troops on Operation ‘HABIN KUNAMA III’, based on

credible intelligence about bandits’ movements in Kirsa and Sunke in Anka LGA, Zamfara State, continued with the clearance operation into the hinterland to clear the brigands, arresting 18 informants and recovering arms and motorcycles. “22 April- Troops of 72 Special Forces (SF) Battalion Makurdi deployed for internal security operation in Katsina-Ala LGA, Benue State, averted a terrible clash between two Tiv clans-Shitile and Ikyora in the early hours of that day. They exterminated 5 mercenaries, recovered arms and ammunition. “May 8- A patrol team of 1 Division of the Nigerian Army raided a bandits’ den at Gonan Bature East of Rijana and Kasarami farm house in Chikun LGA, Kaduna State. The abandoned Kasarami farm house was reportedly forcefully occupied by criminals and had been used as a shelter and a place where victims of kidnapping were kept. “May 8- Troops on Exercise ‘HARBIN KUNAMA III’ arrested a notorious logistics supplier for bandits crouching between Jibia-Batsari axis -one Marwana Abubakar was arrested at Kwashabawa village in Jibia LGA, Katsina State. “May 8- Troops of 311 Artillery Regiment successfully conducted a raid operation on a suspected facility in Kontagora township, Niger State. During the raid, some weapons were discovered and recovered. “19 January- The Nigerian Air Force deployed a fighter aircraft, along with support equipment, and a detachment of Special Forces (SF) personnel to Sokoto to further boost anti-banditry operations in Northwest Nigeria under ‘Operation DIRAN MIKIYA’. The deployment is aimed at adding value to the efforts to deal with the spate of insecurity in some parts of Sokoto State and the border areas between Zamfara and Sokoto States. “7 February- The Air Task Force (ATF) of ‘Operation DIRAN MIKIYA’ intensified the bombardment of armed bandits’ hideouts in Zamfara State and

resuscitation and repositioning of this ailing agency, including the Administrative Panel of Inquiry into the affairs of NSITF and the suspension of the inauguration of the board in 2018 were part of the special work plan approved for the Honourable Minister by Mr. President,” it added. Explaining further, the presidential spokesman said that the appointment of the Chairman of this board, which was in consonance with Sec. 4(a) of the NSITF Act CAP N88 of 2004, was also approved by Mr. President since 23rd July, 2018 on the recommendation of the Hon. Minister. On the chairmanship position of the NSITF board, the presidency said that Mr. Austin Enejamo-Isire, a Chartered Accountant, Fellow, Institute of Chartered Accountants of Nigeria (ICAN) and renowned Insurance expert, Senior Member, Chartered Institute of Insurance of Nigeria (CIIN), Chartered Institute of Bankers of Nigeria (CIBN) and Chartered Institute of Taxation of Nigeria (CITN), was approved by Mr. President for this position and not Mr. Frank Kokori as being argued by the NLC. Also approved by Mr. President were the Managing Director and three Executive Directors who had assumed duties since 18 April 2017, Adesina clarified. “Others also approved as NonExecutive Directors are two (2) members to represent the Nigerian Labour Congress (NLC), two members to represent the Nigerian Employers’ Consultative Association (NECA) and one (1) member each to represent the Central Bank of Nigeria and the Federal Ministry of Labour and Employment. Members of this board are to be formally inaugurated at 9 a.m. on Monday, May 13, 2019 by the Hon. Minister of Labour and Employment at the Banquet Hall of the Presidential Villa, Aso Rock, Abuja,” he stated. He stressed that, “Comrade Frank Kokori , our respected veteran labour leader, has Mr. President’s immense respect and has also been appointed on the recommendation of the Hon. Minister of Labour and Employment to chair the board of Michael Imoudu National Institute for Labour Studies (MINILS), a diploma awarding labour institution.” The Presidency acknowledged that the latest of the minister’s fight for the cause of the Nigeria workers was the enactment of the new National Minimum Wage Act 2019. The presidency noted that the NSITF was “bedevilled and riddled with corruption between 2012 2015,” which resulted in a colossal loss and mismanagement of about N48 billion out of the total N62 billion contributions during the said period. These were contributions by the Employers – viz government and the private sector for payment of compensation to workers and even to Employers for loss of man-hours by their workers, the presidency stated. This fraud, the presidency said, has been investigated by the Economic and Financial Crimes Commission (EFCC) and the last Chairman and some members of the former board and some officials of the NSITF are presently being prosecuted by the EFCC.

Okoh urges Christians to uphold virtues of truth, peace Doosuur Iwambe, Abuja

The Primate, Church of Nigeria (Anglican Communion), the Most Rev. Nicholas Okoh, has called on Christian’s to always uphold the virtues of truth and peace. OKoh, who gave the advice during the dedication of St. James Anglican Church in Abuja on Sunday, said that Nigeria could only develop when there is harmonious coexistence among the citizens. While expressing gratitude to God for the completion of the mighty edifice, the primate thanked the parishioners for their support and patience. He urged members, especially Church leaders to put away every form of tribalism and rely on God for guidance in every decision. He further charged the Church to ensure that every decision taken in the building must be based on the Scriptures,

on Christ alone; on God’s grace, faith in Jesus Christ, and the glory of God. He said: “The Church can never go wrong, when it bases its decisions on these five principles”. Okoh, thanked the Lord for making the house possible quoting a Bible portion, which says, “Unless God builds a house, they labour in vain that build it”. He said the Church having been dedicated has been set apart in the name of God, has become the territory and colony of Jesus Christ, the home of Holy angles who ministers, the tone of the saints visible and invisible because the presence of God is in the Church. According to Primate Okoh, because the presence of God is in the just dedicated Church, miracles will happen, prayers will be answered. He highlighted various ways of dedication like men set apart for the work of the ministry and made holy to bless the people

Heads of AntiCorruption Agencies have requested Heads of Government in Europe, the United States and other jurisdictions to work towards speedy and unfettered repatriation of recovered assets to African countries. This was contained in a communiqué issued at the end of the 9th Commonwealth Regional Conference of Anti-Corruption Agencies in Africa at the Lake Victoria Serena Golf Resort & Spa in Kampala, Uganda. The event took place between May 6 and 10, 2019 and was attended by most of the Heads of antigraft agencies in Africa with a theme titled: “Time to act: Prevent corruption for sustainable development.” President of the Republic of Uganda, Yoweri Museveni declared the conference open on Monday, May 6, 2019 while the Commonwealth Secretary General, Hon Patricia Scotland, spoke on remarkable achievements of anti-graft Agencies in Africa. The Acting Chairman of the EFCC and the immediate Chairman of Association of Anti- Corruption Agencies in Commonwealth Africa, Ibrahim Magu, spoke during the conference and highlighted major achievements of the commission under his watch. Experts from different

walks of life further gave illuminating experiences and solutions on how to tackle the menace of corruption. The communiqué further urged Anti-Corruption Agencies to emulate the EFCC and acquire polygraph technology as part of their investigative and integrity testing process. The EFCC is the only agency in Commonwealth Africa using the technology for corruption cases in courts. An investigator with the commission had demonstrated the use of the Polygraph just as other agencies made enquiries from the EFCC on how to acquire the technology for positive development in anti-graft war. The conference also expressed concerns over the heavy losses that Africa suffers as a result of illegal transfers of proceeds of corruption and crime out of Africa. It added that there was the need to streng11.then cooperation and collaboration among the Anti-Corruption Agencies in Commonwealth Africa for purposes of facilitating asset recovery and return. The conference further acknowledged the benefits of a platform for discussing emerging issues and sharing good practices and country innovations in the fight

against corruption. It noted that delegates made presentations on the theme of the Conference, discussed innovative measures employed by Anti-Corruption Agencies and explored other aspects of the programme of the Conference. The Conference urged Anti-Corruption Agencies to pursue both preventive and enforcement measures in the fight against corruption within the unique context of each country. Some of the bandits fled across the border into Niger Republic. “13 April- The Air Task Force (ATF) for ‘Operation DIRAN MIKIYA’ destroyed some logistics stores belonging to bandits at a location within Kagara Forest, Zamfara State. Some of the armed bandits who had fled their camps as a result of NAF’s earlier air strikes had relocated some logistics items, including fuel, motorcycles and local arms-making equipment, to another location within Kagara Forest. “16 April- In response to reports that high profile armed bandits were gathering around Rafi and Doka villages of Mada District in Gusau Local Government Area (LGA) of Zamfara State, which is under the Area of Responsibility (AOR) of the 207 Quick Response Group (207 QRG), a Nigerian Air Force (NAF) Special Forces (SF) Team was dispatched to the area to secure the 2 settlements. “22 April- The Air Task Force (ATF) for ‘Operation DIRAN MIKIYA’ neutralised about 10 armed bandits at Sububu Forest area in Zamfara State. This was achieved while the ATF was responding to a request for close air support by ground troops of Sector 7 Area of Responsibility of Operation SHARAN DAJI, who had come into contact with armed bandits in Shinkafi Local Government Area (LGA). “4 May- NAF commissioned the 271 Nigerian Air Force Detachment (271 NAF Det) at Birinin Gwari in Kaduna State. The Detachment was established to serve as support Base and a blocking force for troops in Operations DIRAN MIKIYA and SHARAN DAJI.” According to the Presidency, it is the constitutional duty and responsibility of government to safeguard lives and properties. It reiterated that the Buhari administration remains committed to this, and despite recent spikes in the spate of crime and criminality, the evildoers will be beaten, and badly, too. “The ravening clouds can never be victorious. Soon, they shall no longer possess the sky,” the presidency stated.

Why Industrial Court will never habour corrupt judges - President Gbenga Sodeinde, Ado Ekiti President of the National Industrial Court of Nigeria (NIC), Justice Babatunde Adejumo has declared that no corrupt person can succeed if appointed into the bench of the court. Justice Adejumo said those aspiring to be judges of the industrial court and expect to scale the hurdles of screening must be incorruptible and hardworking individuals. He said the industrial court had been limited in the performance of its duties of settling trade disputes in the country due to the lopsided and faulty manner of appointing members of the court. The jurist spoke at the weekend while delivering a lecture entitled: “How to become a judge of National Industrial Court,” to mark the 2019 attorney general’s colloquium in Ado Ekiti, the Ekiti state capital. Justice Adejumo, who said apart from the fact that corrupt judges on the bench of the industrial court won’t make any headway, added that corrupt tendencies

of such individuals are easily exposed to the public. He said: “It is important to hint that anyone who may aspire to become a judge of the court must understand the law, most particularly in the area of labour and industrial relations, must be of impeccable character who must abhor corruption and other related vices, must be hardworking and dedicated with no moral or professional blemish. “The foregoing is in line with Rule 4 of the 2014 revised National Judicial Council (NJC) guidelines and procedural rules for the appointment of judicial officers of all superior courts of records in Nigeria.” He stated that most of the trade disputes being adjudicated upon by the court were government- labour industrial feuds, which he said further predispose the judges to intensive lobbying and this he stressed must be resisted to protect justice and integrity of the bench. Adejumo revealed that the Industrial Court has failed to live up to the expectations since its establishment via the Trade Disputes Decree No 7 of 1976 due to the dual appointment of the

members of bench of the court. “At inception, there was problem of dual procedure for the appointment of the president and other judges of the court. By virtue of Sections 19 and 25 of the Trade Union Act, the president of Nigeria appoints its president on the recommendation of the Federal Judicial Service Commission while the other members are appointed by the president through the recommendation of the minister of labour. “These procedures created a lot of problems to be the extent that no quorum could be formed without the Industrial Court’s president on seat. But, with the National Industrial Court Act 2006, the process was normalized and National Judicial Council is now the recommending authority just like the procedure for the appointment of judges of other superior courts,” he added. He urged lawyers intending to serve as judges of the court to be apolitical, shun corruption and live a modest lifestyle to be able to pass the judicial scrutiny that would qualify them to the bench of the National Industrial Court of Nigeria.

Short News Ramadan: NSCDC deploys 500 armed personnel to Borno worship centres

The Nigerian Security and Civil Defence Corps (NSCDC) in Borno state has deployed 500 armed personnel to various worship centres in Maiduguri to enhance security and safety. Commandant of the Corps, Ibrahim Abdullahi, who made this known on Sunday, said that the deployment was imperative as part of modalities toward protecting worshippers from unsuspected suicide bomb attacks during the Holy month of Ramadan. “The command has placed security measures to compliment the efforts of other securities agencies to guarantee protection of lives and property of all residents in the state during and after Ramadan fast,” he said. Abdullahi said that the team include, men of the anti-riot squad, bomb detection and disposal unit as well as intelligence and detective unit. He urged residents of Maiduguri to be security conscious following the recent unfortunate incidents of suicide bombing at the outskirts of Maiduguri. Also, he tasked the people to be observant of suspicious persons and strange objects in their worship centres, environment, market, business centres and shopping malls and to report such immediately to security agencies for prompt intervention.

NAFDAC seals 20 stores for allegedly selling fake drugs

The National Agency for Food, Drug Administration and Control (NAFDAC) on Sunday said it sealed 20 shops and confiscated drugs worth over N2 million at the Monday market in Maiduguri, Borno state. NAFDAC Coordinator in the state, Nasiru Mato, who disclosed this shortly after the raid in an interview, said the traders were in possession of banned and expired pharmaceutical products. Mato said the raid was carried out after “intelligence gathering and undercover assessment of the medicine facilities,” adding that the raid was part of measures put in place to ensure traders and stakeholders ensure strict compliance with NAFDAC’s regulations for the overall safety and wellbeing of consumers. “We have seized all the substances and placed their facilities on hold. Such action like l said is aimed at ensuring sanity and strict compliance by all handlers of NAFDAC’s regulated products,” he said. The state coordinator listed some of the seized items to include, hierogram, Viagra, suredex, chest and lungs tablets, V9-130 lemotil, Imodium capsules, amlodipine, and Dr. Really extra among others. Others include, cold cap, Lisinopril, bongela cream and expired viccine eye -drops.

Don blames abuse of recruitment by MDAs on high unemployment

An economist, Prof. Segun Ajibola has attributed the underhand dealings in the recruitment process in most Ministries, Departments and Agencies (MDAs) to high unemployment rate in the country. Prof. Ajibola, who made the observation in Abuja, stated that secretive recruitment was due to the limited employment opportunities in the country, insisting that lack of sufficient employment opportunities encourages underhand dealings in the recruitment process, especially in the public sector. “Stories abound of how the high and mighty ones corner the available opportunities, especially in choice MDAs and at times state and local government levels. “If indeed, the allegations are true, then it is resulting from the yearning gap between the available skills set and the opportunities

to engage them. If indeed, unqualified hands are being engaged at the expense of merit, it will be most unfortunate,’’ the academic said. However, Ajibola, said unqualified hands would not be productive and could seek after mundane things to survive in the workplace while well trained, highly qualified individuals waste away. “In all, full employment is a key macroeconomic objective of any government. When unemployment problem is left unaddressed for long, it breeds such social malaise as cultism, armed robbery, militia, social strife, cybercrimes and prostitution, among others,’’ he added. According to him, unemployment wastes human capital and renders intellectual capital redundant. The former president of the Chartered Institute of Bankers of Nigeria, said inflation and unemployment were referred to as the

twin evils in economic discourse, stressing that Nigeria has been struggling with the problem of unemployment for a while and this was further worsened by the recent economic recession. “Unemployment creates idle capacity in the labour market, weakens the productive base and reduces the level of Gross Domestic Product (GDP). Economic dependency ratio is heightened while overall standard of living of the citizenry worsens off,’’ the expert said. Meanwhile, Sen. Chris Ngige, the Minister of Labour and Employment had described the incessant increase of the unemployment rate in the country as disturbing. According to him, the high unemployment rate of 23.1 per cent and under-employment of 16.6 per cent by the National Bureau Statistics (NBS) 2019 report is alarming, warning that if the situation is not addressed, it could reach 33.5 per cent by 2020.

Founder and Executive Director, Centre for Leadership, Strategy and Development (Centre-LSD), Dr. Otive Igbuzor has urged Niger Delta youth to imbibe the culture of leadership through mentorship. Igbuzor made the call during the second annual leadership lecture and graduation ceremony of the Centre-LSD, at Effurun-Warri study centre. Igbuzor, a civil society activist, said that leaders in the oil-rich region have failed the youth, noting that it is time for the youth to develop themselves positively and become relevant in society. “The elders have failed the youth, so the youth should try and develop themselves. When you have a society that is dominated by cabals, the youth need to learn and improve their knowledge to change the values in the society positively. After learning, they also need to act economically, socially and politically to change the scope,” he said. Igbuzor attributed the challenges in the country to leadership problem, noting that most leaders do not have leadership training, adding that “there are nowhere leaders are trained that is why we develop the curriculum for leadership in our centre established in 2009 in Abuja. Also speaking, the Executive Director, Value Rebirth and Empowerment Initiative (VREI), Pastor Edewor Egedegbe said doing the right thing is a big problem in the country.

Making the announcement in a statement in Lagos, the Publisher /Editor in Chief, National Chronicle Magazine, organizers of the award, Tim Okojie Ave, said the honourees were picked by Esan people in an opinion poll conducted across the country and were found worthy for the honour. According to him, current House of Representatives member, Rep. Venezuela: Those chased by the Gods should not tire

We came in from various parts of the country. The venue was the national offices of the Nigeria Labour Congress (NLC) in Abuja on April 13, 2019. Chairing was NLC president, Ayuba Wabba. This was the Nigeria Movement of Solidarity With Cuba, announcing Nigeria as the Host of the 6th African Meeting Of Solidarity With Cuba holding from September 23-25. Then, a burly, friendly gentleman sauntered in. David Nieves Velasquez Caraballo. Ambassador of Venezuela, with concurrent accreditation to Liberia, Sierra Leone and the Economic Community of West African States (ECOWAS). He spoke boldly and courageously as befits a true descendant of Simon Bolivar (1783-1830), the great Venezuelan soldier, whose revolts against Spanish colonialism led to the independence of Venezuela, Ecuador, Colombia, Panama, Peru and Bolivia. In fact, the last country was named in honour of the Venezuelan revolutionary. Ambassador Caraballo acknowledged that his country is facing serious crises. He said in reference to the international sanctions against Venezuela: “We have the money to buy medicine, but we can’t buy medicine. We have the money to buy food, but we can’t buy food.” The Americanled sanctions are aimed at squeezing Venezuela to submission. Caraballo also told us the obvious truth: “The interest of the United States in Venezuela is oil, not democracy.” He pointed out that in the 2018 elections, President Nicholas Maduro scored 6,245,820 votes to give him a second term mandate. On the other hand, the number of votes that gave the pretender to the country’s presidency, Juan Guaido, a senatorial seat, was less than 100,000 votes. In Libya under Muammar Ghadaffi, where there was law, order

and prosperity, the West imposed lawlessness, disorder and grinding poverty. Now, it is claiming to be seeking to reintroduce order. Interestingly, the same West is today striving, through men like Guaido and Leopoldo Lopez, to impose a regime of disorder on Venezuela. The American claim that Guaido is the “interim president” of Venezuela is as ridiculous and strange as it would be were Senator Marco Rubio to hold a rally in Washington and claim to dismiss Donald Trump as president, while proclaiming and swearing himself in as ‘interim president’ of the United States. What would be crazy in Washington, American politicians like Trump, Vice President Mike Pence and Rubio, want us to accept as normal in non-white countries. They have actually gone to the extent of authorising Venezuelan funds to be stolen and given to Guaido’s supporters. The American and Western conspiracy against Venezuela has brow-beaten about fifty countries into recognising the usurpers and replacing legitimate Venezuelan diplomats with people who falsely claim to represent the Venezuelan people. It got to the ridiculous extent that the leadership of the continental Organisation of American States (OAS) seized the seat of Venezuela and installed a supporter of Guaido on it. Venezuela’s contemporary challenges started in 1999 when President Hugo Chavez began full reforms, rolling out and implementing unprecedented social protection policies. On April 11, 2002, Chavez was ousted in a military coup but was reinstated within 47 hours by the peoples’ power. After his death in 2013, the opposition assumed that that his successor, Maduro, a former bus driver, was a push over. But they were in for a surprise. So, even after winning democratic elections, the

opposition refused to recognise him as the president. In 2018, Maduro won re–election and was sworn in on January 10, 2019. Thirteen days later, Guaido, proclaimed himself the interim president. No country in the world will accept such a treasonable move. It is incredible that countries which claim to be champions and bastions of democracy encouraged and supported an upstart to carry out the attempted military coup of April 30 against the Maduro administration. Even the clear rejection of that coup by the Venezuelan people has not dissuaded those countries from egging Guaido on to employ bullets, instead of votes, in the attempt to effect a change of government. If the Guaido gambit fails, there are two other openly canvassed plans by the West to recolonise Venezuela. One is to carry out a direct American military intervention, as was done in countries like Vietnam, Grenada and Afghanistan. The second is to give the contract of invading Venezuela to one of the criminal American mercenary companies. In fact, Blackwater, the American mercenary army which, following its September 16, 2007 massacre of Iraqi civilians, changed its name to Xe in 2009 and later, Academi, has publicly bided for the contract to invade Venezuela and take over the country on behalf of the United States. The business of mass murder has been so good for Blackwater, that its chief, Erik Prince, brother of Elizabeth “Betsy” Dee DeVos, the current U.S. Education Secretary, is a billionaire. The gods in Washington and the West who want to seize Venezuela are those for whom a government being pro-people and pro-poor is treasonable. They do not want a Third World country that advertises the right to vote,

the freedom to vote and the use of such a country’s resources for the good of all citizens, especially the poor. Democracy, for these gods, is the government of the greedy, by the greedy for the greedy. The gods that want to re-colonise Venezuela are implacable; they cannot be appeased with occasional or token sacrifices; like the throat, they demand daily sacrifices. To give in to these gods is like committing suicide. So the choice of Venezuela is between civilisation and barbarism; the type of choice Libya had to make between the Ghadaffi administration and terrorists; the type that confronted Chileans between President Salvador Allende and the fascist generals led by Augusto Pinochet. It would be quite challenging, but this ‘international community’ of slave masters can be defeated. They were defeated in Vietnam and the people were able to reclaim and reunite their country. They failed in Nicaragua, with the Contras unable to oust the Sandinistas. A classical case is China, which the colonialists initially transformed into a drug country. Although, in 1949 the Chinese could only secure mainland China, eventually they took over Hong Kong and repossessed a permanent seat in the United Nations. Today, although still a separate country, Taiwan cannot really resist the economic and technological advances of China. It seems a matter of time before China will be fully reunited. Venezuela is being pushed towards anarchism. Through the use of sanctions, its populace is being forced to surrender. But the powerful will not always be victorious. Africans counsel that those being chased by the gods should not give up, but continue running because just as humans tire, so do the gods.

Banditry, abduction on redline

Raod trips along the KadunaAbuja highway is cataclysmically becoming more than nightmares. Simply put; a no-go area. The rate of armed banditry, kidnapping and sundry heinous crimes taking place in the environs worrisomely demand a state of emergency by the governments. Figures of casualties are abysmally, rapidly rising on daily basis. From Abuja to Kaduna is approximately 188.7 Kilometers; roughly three hours drive. By implications, Kaduna shares proximity with the seat of power and possibly habours some oblique characters that find it difficult to operate within the federal capital territory owing to heavy presences of all the security agencies with their headquarters. Recently, the acting-Inspector General of Police, Mohammad Adamu at a Northern Traditional Rulers Council meeting in Kaduna unequivocally, pointedly attested that crime rate in the country has alarmingly recorded 1,071 persons killed, 685 abducted in the first quarter of 2019 with northern region leading with 71.62%. From the record, northwest got – 436; north-central250; largely linked to armed-banditry, kidnapping and communal clashes, while south-south; 130 casualties. By these figures, indisputably, there is fire on the mountain. Thus, the nation’s space is under siege. But just thinking; how come such criminalities are heatedly resurfacing after the general election; ahead of inauguration of a new government; a salient question to the political-class. Nonetheless, it is bizarre that amid security challenges and despite the fact all the security agencies; Police, Army, DSS, Navy, Air-Force, Civil Defence have their headquarters in Abuja; security agencies are lenient in

the environs. For example, tinted-glass vehicles are now in vogue in Abuja and adjacent states, and rarely searched as obtainable in other states. Even pedestrians with dangerous weapons are hardly ever subjected to stop-andsearch or questioning by operatives. There must be obvious justifications to authorize tinted glasses in cars except when status substantially, convincingly demands for it. Authorizing cars with tinted-glasses in a society without digitalized security system is a blunder. So far, most of the crimes are perpetrated with tinted-glasses cars especially in Abuja where private motorists do commercial runs most times. Numerous commuters have been robbed or abducted with tinted glass vehicles on account they are usually wound-up without see-through from outside. Even commercial motorcyclists popularly nicknamed ‘Okada’ operate with no registration numbers in Abuja, hence, no means of identification when necessary. Apart from Federal Road Safety Commission (FRSC) that mounts check-points, it is rare to find Police on the road operating proficiently as it ought to notwithstanding that the nation is not yet technologically advanced to rely on digital security system. Overtime, these oversights unconsciously upsurge to great security challenges. Presently, crimes detection in the country is mostly analogue which requires proactive and physical measures particularly road-searches which is seldom done. Assuming the society is technologically advanced, then, digital detection systems can check people’s baggage at strategic points as done in advanced countries. NYSC may be reformed to make the one-year scheme industrially-oriented with skills acquisition and economic empowerment schemes. For instance, factories can be sumptuously built in those deserts using NYSC as workforces. If there’s nothing to produce, numerous farm produce children hawk; oranges, carrots, peers, garden eggs, tomatoes, cucumber etc can be industrially processed for improved valuable products like in other nations. With that, scores of youths will acquire diverse skills that will upgrade them, and put some in employers’ status. An economy with majority of able-bodied youths doing betting is on redline. Or, is it possible that agriculture and related disciplines in our education curriculums are parables? Despite the number of University of Agriculture in the country, such neglects have existed for centuries. By means of irrigation, farming activities can thrive in those areas alongside processing factories which can ultimately provide jobs to able youths roaming the streets. This is one unique way a government can transform destinies of its people. To

provide boreholes within the areas as well as farming machinery and incentives is certainly, a realistic remedial mechanism to the catastrophe. By the federal government’s stringent fiscal policies which have blocked leakages in the system through Treasury Single Accounts and others, it is obvious that people who hitherto, shortsightedly relied on free money or other sinister means may resort to crimes out of frustration as the system is tightened up for common good. Hence, governments are equally under obligations to come up with pragmatic job creation schemes towards carrying such population along with skills acquisition for their survival and essentially, for the general society’s interests. The numbers of unemployable young able persons roaming the streets are indexes there are time bombs waiting to explode as education that empowers people for innovations and self-reliance is poorly treasured. Thus, governments at all levels have critical works to do particularly skill acquisition and economic empowerment programmes. Any grown-up without education, trade or skills for survival will inevitably survive at the detriment of the society either through banditry, kidnapping and other heinous means. Laudably, UNICEF, pursuant to UN Conventions on the Rights of the Child (CRC) around the world evidently, makes significant impacts in Nigeria through its Educate-A-Child programmes, thus, justifies momentum, synergy and sustainability. Child education remains a sine qua non to a secured and thriving society. Most of societal vices are traceable to poor upbringing of children particularly negligence on education.

Nigerian politics needs all its remaining gentlemen

When an English man talks of a ‘gentleman’s agreement’, he means an agreement reached by people with integrity, who place a premium on their words and names. A gentleman needn’t necessarily be tame or docile, and is certainly not clueless. He is one who doesn’t need the axe of the law dangling over him before doing the right thing and playing fair and just by all men. The antonyms for ‘gentleman’ are ‘thug’, ‘miscreant’ and, if you move closer home, ‘agbero’, ‘419er’, ‘yahoo boy’ and one of those violent cultists we have left our grassroots to presently. This other set of people are violators of the dignity of a people. Even the law means nothing to them. Yes, Nigeria has been laid prostrate over the decades by non-gentlemen. But Nigeria shall, at the end of the day, be saved by gentlemen, not criminals, in the same way that all wars are settled at the boardroom table. If criminals seize power, in whatever form they may present themselves, and under whatever façade or disguise, what you have is a nation in turmoil – a place unsafe, corrupt, dirty, illiterate and poverty-ridden, where criminals and gang leaders divvy up the landmass and rule by the force of arms, violence, deceit and chicanery. Is that what we want for Nigeria? Well, that is close to the current reality and this is what some guys are pushing for, glorifying and eulogising. Permit me to visit home a little. You see, when the Yorubas speak of ‘gentlemen’, they have a word for it: Omolúàbí. However, the Yoruba term is far more encompassing. It recommends anyone so called, to be of impeccable character, to be of sound mind, to value his/ her name, to be hardworking, to understand that his/her heart’s desires will only be met by legitimate ventures, to be someone who is ready to sacrifice so much for his/her people and for humanity at large. In my humble view, Nigeria needs all the Omolúàbís it can find, in the front row, immediately, steering our ship out of what seems to be a journey to self-assured destruction. Anyone who says we should jettison our politics to thugs and chancers, cheats and criminals does not have the love for humanity at heart and is also culpable for our current state of anomie. I have laboured really hard in recent times to let some of our brethren see from my perspective, on whether newbies and younger elements should get into politics in any way they can immediately. The contentious matter is about those of us who contested for the presidency in 2019. Somehow, a few of us are being held up, vilified and made to look like the beginning and end of Nigeria’s political problems, and of course called fools, ‘naïve’ and ‘stupid’. As a historian, I have seen how Nigerians regularly feed on their best, excoriate and destroy those who make the most sacrifice for them, all the while embracing those who sell them down the river. We gravitate towards those who have money and immediate power, no matter how they get such. It’s some kind of curse or perhaps a stage in ‘development’. But we who know the implications of dangerous talk and opinions, and are concerned, mentioned or involved, are ready to speak up, lest we become victims in spite of our sacrifice to motherland – no matter how small or insignificant the sacrifices may be deemed by our fellow countrymen. Some points need to be thrown up AGAIN, for the benefit of a growing gang that is throwing up rhetoric that actually favours the status quo, decimates the younger generations, and beat down those of us who contested for 2019 elections: First, those of us who contested for presidency in 2019 should be seen as biblical John the Baptists. We sought to prove that anyone of constitutional age could give any position in Nigeria’s politics a try – even the highest office. We knew we would be rigged out, and that we didn’t have money to spend for the millions of Nigerians who have been so conditioned to make such demands of public office seekers. We know things are tough for Nigerians. But we also know that we cannot wait for a perfect time to try because there are no perfect times for a country in trouble. Seeking a perfect time, or going gradual by getting enmeshed in the extant political culture will be akin to seeking the best seat in a sinking Titanic. I have seen many comments where I, Fela Durotoye, Sowore and some others are being asked by Nigeria’s social media active people to start getting

together for 2023. I have replied many of them that they too should try. Solving a problem like Nigeria requires everybody’s efforts. The Nigerian youth, the not-soyoung and those who have never gotten involved in our politics should stop seeking superstars. We are all superstars. We all must keep trying until something gives. Second, nobody should ordinarily expect to contest and win an election the very first time in a clime like ours, especially at the level of the presidency. It is a game of probabilities and the chances are slim. In these past elections, we found very few people who were that lucky to win lower offices. I read somewhere that 17 people below the ages of 30 won positions (usually on the platform of the two big parties or other parties with noticeable moneybags) into various state houses of assembly. This is not very encouraging. But anyone getting into the political fray should make provision for initial failures. How some commentators choose to blame and castigate people who failed at the first try beats me. Even for the presidency, there is always a first time to step forward. Politics is full of many people who tried and failed, then succeeded. Nobody becomes a brand overnight, with millions of followers. The most important thing, many times, is just to start. Third, we all cannot be cobbled into the ‘two big parties’. Everyone reserves a right, through Section 40 of our federal Constitution, to choose who they want to associate with. Since most of the young people who won positions did so on the platform of the All Progressives Congress (APC)/Peoples Democratic Party (PDP), there is a fat chance that they are likely to deliver the same outcomes as what the last 20 years have produced. It is a valid right for others to decide not be a part of the mess, no matter what it costs them. A society must have a diversity of ideas and opinions. Opinions cannot be criminalised. Fourth, the problem with Nigeria today is not at the legislative level. We have enough laws already and there is no point converging daily to deceive Nigerians that we need to make more and more laws. It is even said that the more the laws, the more the offences. What needs to be done is to scrap one of the legislative houses or make the work of preparing legislation part-time. It is fairly obvious that none of the incumbents in the legislature will truly want to annihilate his/her profitable position. So I need to remind the traducers of those young-ish guys who adamantly ran for president, that everyone has a right not to be part of an existing problem (a bloated and expensive National Assembly), and to try and attack the real issue (presidency) somehow, anyhow. In any case, no one can dictate to anyone what offices they should run for. Some of us ran to throw up issues like what to do with our National Assembly. We are honest enough to know that such a problem cannot be changed from inside. If it could, the likes of Shehu Sani, Sola Adeyeye and a few more would have done that. Fifth, many young people contested for other positions as governors, senators, House of Representatives members, assembly members, down to councilors. Why are these guys being ignored? Some of them even have higher profiles than those who contested for president. Is it not illogical to single out those who contested for presidency for daily lampooning? Why the fixation? Why aren’t we helping the profiles of the others? I also don’t believe that ‘young’ people of this country contesting for presidency or other positions should be mutually exclusive. We should all be rushing forward like firemen to douse the conflagration engulfing the nation. Sixth, have we considered how dangerous Nigeria has become today? A number of us who were serious about our quest for impact (not necessarily power), went through all the dangerous parts of this country. I went through Talata Mafara in Zamfara State, where people get kidnapped daily. I went through Katsina, where kidnapping is also rife. I journeyed through parts of the South-South, and went as far as Yobe State by road, coursing through Boko Haram territory. My greatest joy when it was all over, was that none of my team was hurt, even though we had an accident right in my backyard, on the Akure-Ondo Road. How am I supposed to feel reading people who never lifted a finger to help their nation, piss on the sacrifice of money, time, emotions and the sheer efforts of others?

Our POSITION Beyond passage of the Nigeria Police Trust Fund Bill Recently, the Senate passed the Nigeria Police Trust Fund Bill which the House of Representatives had passed almost a year ago. The bill if transmitted to President Muhammadu Buhari and receives his assent before the 8th National Assembly winds up in the first week of June this year, will definitely upgrade the funding of Nigeria Police. As it is now, only the Federal Government is legally responsible for the funding of the Nigeria Police, even though we all know that States Government, some corporate entities and individuals are bearings some of its day to day running expenses if not the larger part of it. The Nigeria Police Trust Fund Bill is meant to address the inadequacy in funding of police particularly the training of its personnel and acquisition of modern equipment that would enable optimal and effective policing of the country. One of the major objectives of the bill is to improve funding for the Nigeria Police Force. This point was further stressed by President of the Senate, Dr. Bukola Saraki, who presided over the Senate that belatedly passed the bill. He was very clear in his remark that by the passage of the bill the National Assembly had fulfilled its promise to pass it before expiration of the 8th Assembly. “By passing this bill, we will be creating big strides towards providing and improving security and policing in our country. We agree with him that “one of the

major concerns about our police has always been the issue of funding”. We believe that this bill will provide leeway for the funding needed for training, recruitment and equipment. It will also act as a relief to the Federal Government who had borne the burden all these years. Technically, the bill is aimed at providing a legal framework for the management and control of the special intervention funds established under the Act for the training of personnel of the NPF. The trust fund should also be utilised to enhance the skills of the personnel of the Police in order to ensure their effectiveness in the overall performance. Needles to state that constant improvement in the performance of their duties is what the country is craving for. We also expect that the trust fund would be used to ensure that the NPF has the necessary operational equipment, instructional materials, build and maintain police stations and living quarters. We therefore appeal to the President to consider assenting the Nigeria Police Trust Fund Bill as soon as it is transmitted to him to avoid it been elapsed in June this year. Though, we are not expecting that the bill may contain contentious provisions, we plead that in case there is any, it should be resolved hastily. The management of the police force should be thinking how to make best use of the Nigeria Police Trust Fund Bill and safeguard it to ensure that it is not bedeviled by graft and all forms of vices.

Troops kill 4 Boko Haram fighters in Borno Andrew Orolua, Abuja Troops have killed four Boko Haram terrorists in a clearance operation, tagged “Operation hard strike” at villages in Borno state, the military authorities announced on Sunday. The army Spokesman, Col. Sagir Musa made the announcement in a statement in Abuja on Sunday. Col. Musa said that troops also cleared Surdewalla, Ranwa, Baladayo, Sabon Gari and Shetimeri villages where the jihadists used as bases to launch attacks. He said that during the operation, a makeshift shelter erected by the Boko Haram terrorists was destroyed by troops and that soldiers deployed at the forward operation base in Gajigana ambushed terrorists attempting to infiltrate the town. “Unconfirmed number of terrorists

were exterminated and two soldiers were wounded during the encounter. The soldiers are stable and currently receiving treatment in a military hospital,” he said. Furthermore, Col. Musa said that the army’s 177 Task Force Battalion in collaboration with civilian JTF also cleared Mboa, Mboa-Kura, Yarchida, Bombula, Tshata and Bamzir villages. He said that one AK 47 rifle, three magazines, 50 rounds of 7.62mm special ammunition and one magazine bandolier were recovered from the terrorists, adding that there was no casualty on the troops or the civilian JTF. The army spokesman thanked people, who provided information that led to the recent successes of the troops, pleading with the public to continue to report terrorists in their localities to army locations or other security agencies.

Ekweremadu declares he won’t run for Senate in 2023 Moses Oyediran, Enugu

Deputy President of the Senate, Senator Ike Ekweremadu has announced that he would not seek re-election into the Senate in 2023, noting that God had been kind to him, raising him to address enormous challenges faced by his people. He spoke on Sunday at an event to mark his 57th birthday and to appreciate God and his constituents for his re-election and triumphs. Ekweremadu recalled how he became the chairman of his age grade association at age 10 and served as president-general of Mpu Town Union, pioneer elected chairman of Aninri Local Government Area, chief of staff to a serving governor, secretary to the Enugu state government, four- time senator, third - time deputy Senate president and the first Nigerian speaker of the ECOWAS Parliament. He however, observed that it had not been all rosy as he had also faced serious political challenges and persecutions. “We are assembled here today to mark the awesomeness of God in my life and to thank you all for standing by me over yet another year of trauma in my politics, including the attempt on my life and lives of my family members, the assault on my liberty and all the evil designs of the evil people in our society against my person and politics. “I have been through the valley of the shadow of death. I have been scorched and bruised for my political beliefs and determination to defend the principles of democracy and uphold justice for every segment of this nation. “Indeed, without the almightiness of God and your fidelity, I would not have been here to acknowledge the triumph of God’s grace over the evil intensions of wicked souls in high and low places of our society,” the deputy Senate president added. Ekweremadu expressed happiness over the developments his representation had brought to his people. “My life and political odyssey are products of divine grace working

through destiny helpers like you, for I know where I am coming from. I also know how far the Almighty God has brought me. “I have also looked back on the last 16 years which I have represented Enugu West as their senator and I can only thank God for our accomplishments. I have tried to count our blessings. I have tried to name them one by one. I must confess that I am truly surprised at what the Lord has done for us. “Our road infrastructure has improved remarkably. The AwkaUgwuoba-Oji River-Nachi-Udi-9th Mile-Abor-Ukehe-Opi Road which is our latest intervention in this regard, has just been awarded. “We have made progress in electricity and water supply to our various communities. We have built, rebuilt and we are still building and rebuilding schools, churches, health and civic centres among others,” he said. Despite these achievements, however, Ekweremadu said it was time to call it quits with the Senate come 2023. He said: “However, my dear brothers and sisters, you must admit that no matter how melodious a song may be, it will definitely have an end. Therefore, as I thank you for these 16 memorable and splendid years as a senator and as I prepare to further represent you by your mandate for the next four years, let me seek your understanding and indulgence to now announce that this will be my last term as your senator. “As we get set for the 9th Senate, be assured that I will focus on the completion of all ongoing projects we attracted and ensure that communities that are yet to benefit from our vision in infrastructure adequately benefits. “I will work with other patriotic Nigerians within and outside the National Assembly and across party, ethnic, and religious lines to address issues of disunity, insecurity, and poverty currently threatening our nation. I believe that together we can pioneer a new order characterized by peace, justice, unity, prosperity, egalitarianism, and boundless opportunities for all.”

Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has challenged the President Buhari - led All Progressives Congress (APC) to make public allegations of corruption against the President of the Appeal Court who doubles as Chairman of the Presidential Election Appeal Tribunal, Justice Zainab Bulkachuwa which the government alluded to. Also, the party reiterated its earlier resentment on the inclusion of Justice Bulkachuwa as a member of the Presidential Election Petition Tribunal and insisted that she takes the path of honour by excusing herself from the tribunal because of her relationship by marriage to an APC senator- elect, a party listed in the appeal. PDP National Publicity Secretary, Kola Ologbondiyan in a statement Sunday, said the party was aware of a press statement issued by the Presidency alluding to corruption allegations against the person of the President of the Court of Appeal, Justice Zainab Bulkachuwa. He said “on account of this allegation and the nefarious plot to bring the name

of our party into its narrative, the PDP charges the Buhari Presidency to come clear on the corruption allegations, it opened on Justice Bulkachuwa. “Since the Buhari Presidency has alluded to issues of corruption against Justice Bulkachuwa, contrary to issues raised in the PDP petition bothering on bias, it behoves on the Presidency and the APC to make public the corruption issues they have alluded to. “The Presidency should also take a step further by pursuing these issues of corruption just as it did in its case of corruption allegations against the former Chief Justice of Nigeria, Justice Walter Onnoghen instead of wickedly dragging our party into issues that have no bearing with the PDP. “Now that the Presidency has informed the whole nation that Justice Bulkachuwa has issues of corruption, we challenge it to do the needful rather than engaging in shadow-boxing against our party. “Moreover, in the face of corruption allegations, as has now been exposed by the Presidency, the burden still lies on the same Presidency to come clean.

“In doing that, the Presidency will be ranching on its established course, having hit the records of harassing and intimidating judicial officials; abuse of court processes and disregard for court orders.” The party held that the fresh allegations of corruption now places a huge moral burden on Justice Bulkachuwa, particularly in her capacity as the president of the Court of Appeal because a judicial officer of such high standing must not only be above board, but be seen to be above board at all times. Pressing home the party’s demands, he said “the PDP restates our demand for Justice Bulkachuwa to excuse herself from the Presidential Election Petition Tribunal following the manifest bias in her opening address that no matter how well the election is conducted, there are bound to be complaints. “This is in addition to the fact that her husband, Adamu Mohammed Bulkachuwa, is a frontline leader of the APC which is a party in our case before the tribunal. With these developments, it is certain that there is no way the PDP can obtain justice with Justice Bulkachuwa in the panel.”

Resident doctors threaten strike action over salary shortfalls, arrears Titus Akhigbe, Benin

The National Association of Resident Doctors of Nigeria (NARD) has threatened to embark on industrial action if all outstanding salary shortfalls and arrears are not paid within 40 days. In a communique issued at the end of the 39th ordinary general meeting of the association at the weekend and signed by the President, Dr. Olusegun Olaopa and Secretary General, Dr. Anthony Use respectively, the NARD decried the non-employment of resident doctors to meet the required capacity to meet service demands with attendant job stress and burn-out.

As part of its resolutions, the association stated that “all outstanding salary shortfalls and arrears should be paid within the next 40 days, otherwise we will not guarantee industrial harmony. “The federal government through the ministry of health and relevant government organs should mandate and supervise the employment of resident doctors to fill the vacancies within training institutions. “All doctors who suffered same scale promotion should be immediately placed on their appropriate grade level and paid salary arrears due them. “The state government should look into the state tertiary health

institutions and immediately halt the decay to help provide access to quality healthcare to its citizenry. “The government through the ministry of health and relevant agencies make budgetary allocations to fund the residency training program as stipulated in the residency training act.” The association also observed that “NARD decried the non-payment of our outstanding salary shortfalls despite the memorandum of terms of settlement signed with the government since September 2017,” adding that “we also noticed the noncapturing of budgetary allocations for funding of the residency training programme in line with extant Act.”

He was in the church service to commemorate one year outing anniversary thanksgiving for Mr. Bode Gbadebo, deputy editor, Leadership Newspaper, who lost his wife, the late Mrs. Janet Gbadebo in May last year. Melaye, who said that the present socio- economic, political and security situations in the country are not totally irreversible, urged everyone to be abreast of the challenging situations by not keeping silent at the slightest provocation or intimidation. He warned that the challenges will remain unabated if the people refuse to talk, while he urged them to be ready to say the truth without minding whose ox is gored, adding that those who refuse to speak against evil are part of the evil. “The timid will continue to suffer in the hands of the tyrants if they refuse to say the truth. If you speak the truth, you die, if you don’t speak the truth, you die. Say the truth and die,” he charged. Sen. Melaye was reacting to a charge by the senior pastor of the church, Rev. Emefiele’s re-appointment, farmers commend President Buhari

The All Farmers Association of Nigeria (AFAN) says the reappointment of Godwin Emefiele as the Central Bank of Nigeria (CBN) governor by President Muhammadu Buhari is a confirmation that the President is agriculture friendly. Vice National President of the association, Chief Daniel Okafor, stated this in Abuja on Sunday while commending the President for Emefiele’s re-appointment. Chief Okafor appealed to CBN governor to continue with the anchor borrowers programme and ensure that all agriculture commodities associations benefitted from the programme in his second tenure. He also appealed to Emefiele to ensure the reduction of interest rates on agriculture loans to stand between three and five per cent. Okafor further appealed to the CBN governor to initiate other agriculture friendly programmes and also support the Bank of Agriculture (BoA) with funds to enable farmers’ access to agriculture loans. “We welcome this development. We commend the President for re-appointing Emefiele. It means that the President is agriculture friendly. We thank him for that. We want the anchor borrowers programme to continue so we welcome his continuity. “The National Assembly should do the needful because farmers’ need the man at the helm of affairs in CBN. CBN has been agriculture friendly since Emefiele’s tenure, but we want him to ensure that every commodity is accommodated in the anchor borrowers programme. “We will like him to continue, he is a good candidate, kudos to Emefiele, but he should do more not only on anchor borrowers programme, but he should also initiate other agriculture friendly programmes.

Ex-Plateau dep. gov. hails return of financial autonomy to LGs

Former Deputy Governor of Plateau state, Chief Jethro Akun has said that granting financial autonomy to local government councils will propel rapid development at the grassroots level. Akun, who said this in an interview in Jos on Sunday, commended President Muhammadu Buhari and the National Assembly for the decision to grant financial autonomy to local governments. He said that “if local governments are allowed to operate freely, it will bring more development to the country. If you look at the past, local governments used to build single culverts and roads. “Even today, there were some projects executed by local governments that are still functioning.” Akun, who led Plateau state, including the present Nasarawa state delegation to the 1994/95 constitutional conference, said the conference recommended financial autonomy for local governments. “We recommended local government allocations to be paid directly to their accounts and also made it mandatory for states to give them the 10 per cent. When we handed over our report and it was turned into the 1999 Constitution, the military then decided to do it the way they did it. “Otherwise, if you go back to our report, the structure of the local governments is like the state, so that we can develop leaders at that level,” he said. According to him, the third tier of government is meant to groom leaders for higher political positions and responsibilities and disagreed with the argument by some National Assembly members that the local government system lacks qualified personnel to run its affairs.

Tribunal begins pre-hearing on Akpabio’s petition Isaac Job, Uyo

The National Assembly Elections Petition Tribunal in Akwa Ibom state will re-open pre-hearing today in the petition filed by Senator Godswill Akpabio challenging the victory of former Deputy Governor, Dr. Chris Ekpenyong, who defeated him in the February 23 National Assembly polls. In the case which continues today at the Uyo judiciary complex, Ekpenyong, who won the polls with over 118, 000 votes as against Akpabio, who scored 83, 000 votes is praying the tribunal to nullify Akpabio’s petition seeking to upturn the outcome of the election based on inconsistent and illogical presentation of facts to the tribunal. In the suit brought before the panel, Akpabio the candidate of the All Progressives Congress (APC) is challenging the declaration of Ekpenyong of the Peoples Democratic Party (PDP) by the Independent National Electoral Commission (INEC) as

winner in an election he described as invalid. Former Attorney General of the Federation and Minister of Justice, Chief Kanu Agabi (SAN) represents the first respondent (Ekpenyong) and the PDP as the lead counsel while Sunday Ameh (SAN) is the counsel to Akpabio. It could be recalled that before the adjournment of the matter last Friday, Agabi had faulted the disposition of the counsel to Akpabio on his arguement that it was wrong for him to question the outcome of the election they claimed to be invalid. “The petitioner cannot say an election was invalid and at the same time plead that the respondent did not win the election by lawful majority votes cast in the election,” he argued, adding that “if the issue of majority of lawful votes is canvassed then the petitioner cannot at the same time speak of invalid election.” Consequently, Agabi and the counsel to the INEC, Anietie Inyang argued that the petition be dismissed in its entirety and the

case struck out. However, Akpabio’s counsel, Ameh said the respondent’s arguements amounted to an “unwarranted attack on the petition without corresponding backing by facts or law.” He said the Electoral Act supports the doctrine of mutual exclusivity which allows the combination of grounds as filed by the petitioner and referenced a precedent in Adegihi and Nwaogu to further buttress his point. Chairman of the three-man panel, Justice W. O. Akanbi noted that owing to the nature of the case which is bound by time, it would be in the interest of the parties to proceed to the main subject of the case while the ruling on the preliminary objection will be made as part of the final judgement of the tribunal. He therefore, adjourned till today for completion of pre-hearing and advised parties to review their petitions and streamline their grounds and witnesses for timely adjudication and determination of case within the 180 -day duration period.

Short News FG extends business name registration fee reduction by 90 days Joseph Inokotong, Abuja The federal government has directed the Corporate Affairs Commission (CAC) to further extend the window for registration of business names at the reduced cost of N5, 000 by 90 days. The directive was given by the Vice President, Prof. Yemi Osinbajo, in order to give opportunity to micro, small and medium scale enterprises that could not register their businesses in the first and second phases of the business incentive strategy. The acting Registrar-General of the Corporate Affairs Commission, Lady Azuka Azinge disclosed this to newsmen in Abuja at the weekend. The commission under its business incentive strategy had reduced the cost of business names registration from N10, 000 to N5, 000 for a period of three months. Upon expiration of the initial three months window, the commission received several requests from stakeholders and the public, and extended same for another period of three months due to popular demand, particularly from state governments Lady Azinge stated that the third extension will deepen the success achieved in the first and second phases and will run from May 13 – August 13. She enjoined members of the public to take advantage of the further extension.

Police arrest 2 ex-convicts, another for robbery Chioma Joseph, Lagos Two ex – convicts and one other suspect have been arrested by the operatives of Rapid Response Squad (RRS) of the Lagos state Police Command for robbery at the Lekki area of Lagos. The robbers, one of whom was released from Oke – Kura Prison, Kwara state on April 26 was re – arrested on Monday in Lekki, Lagos, along with his colleagues after robbing a 25-year-old lady in Lekki Phase 1. According to the suspect, 20 -year -old Emmanuel Michael, “I was released from Oke – Kura Prison, Kwara state on Friday. I was imprisoned for almost four years for manslaughter. “With the assistance of my brother. I travelled down to Lagos and landed in Alaba Rago, Ojo. It was in that ghetto I met Mohammed Abubakar, who said I should accompany him to Lekki. “He paid all the transport fare from Ojo to Lekki. He didn’t tell me he was coming to rob. He only told me to play along with him.” Mohammed Abubakar, 25, who is also an ex – convict while pleading for leniency, stated that he invited Emmanuel Michael and Simeon Michael, 27 for a ‘student parole’.

Governor Obiano demonstrated his readiness to implement this action plan by sending the Commissioner for Women and Children Affairs, Lady Ndidi Mezue, and her Basic Education counterpart, Prof. Kate Omenugha, to a fact finding mission to get first hand information on areas the

government can intervene to improve facilities at special education centres across the state. The Commissioners in the company of ASUBEB chairman, Mr. Patrick Ugbaja, inspected facilities at Basden Memorial Special Education Centre Isulo and Special Education Centre Umuchu, in view to report back their

findings to the Executive Governor of Anambra State. In her magnanimity, the Commissioner for Women and Children Affairs, Lady Ndidi Mezue, in each of the centres visited, donated some items including toiletries, provisions food items and other gift items to the inmates and staff of the special education centres.

PG Onitsha community hails Igwe Achebe over doctorate from Unizik National President, Onitsha Improvement Union (OIU), Sir Chike Ekweogwu, has hailed the Obi of Onitsha, Igwe Nn’emeka Alfred Achebe, for the Doctor of Science conferred on him by Nnamdi Azikiwe University, Awka. The conferment was at the 13th Convocation ceremonies of Unizik held at the institution’s Ceremonial Grounds. Ekweogwu, who doubles as PresidentGeneral in an interview shortly after the confinement in Awka, described the honour as ``well deserved’’, in view of his positive contributions to development on Onitsha and indeed Anambra State. ``The award is clear testimony of the good works of the Obi of Onitsha in uplifting the living standards of the Onitsha society and the south east in general. ``The award is overlong due as he has been on the throne for about 10 years now. He is one of the most renowned of traditional rulers, east of the Niger,’’ Ekweogwu said. He also noted that some other universities outside Anambra had in the past, honoured him in similar fashion. ``I think Achebe attained the pinnacle of his profession while he worked in Shell Petroleum Development Company of Nigeria (Shell Nigeria) in various capacities and now also in the traditional institution as Igwe,’ he added.’ Igwe Achebe is currently, Chairman Anambra State Traditional Rulers Council.

Obi Achebe was born in Onitsha on May 14, 1941, the first child of Akunne Anthony Chinwuba, and Chukwuebuka Winifred Ogbenyeanu, Achebe. He is a direct descendant of Ezechima, the founding monarch of Onitsha Ado N’Idu. Igwe Achebe ascended the throne on May 14, 2002, as the 21st Obi of Onitsha, following a tradition that has been unbroken for more than 500 years. Early in life, Obi Achebe had sound preparation for life through his education and family upbringing. After primary and secondary schools in Nigeria, he gained admission into the prestigious Stanford University in California, USA, in 1963 where he took a bachelor’s degree in chemistry. He also took a Master’s degree in Business Administration in the equally famous Columbia University in New York City. In 1979, he attended the maiden Senior Executive Course of the National Institute for Policy and Strategic Studies in Kuru, near Jos. Following a brief working experience in the U.S., Obi Achebe returned to Nigeria in 1972 to begin a long, varied and fulfilling career with the Shell Nigeria and the Royal Dutch Shell Group. Barely nine years after joining the company, Obi Achebe was appointed to the board of directors of Shell Nigeria as General Manager for the Eastern Division of the Company in

1981. On his retirement from Shell Nigeria in 1996, Obi Achebe was appointed to Shell International, London, where he effectively acted as `Ambassador at Large’’ for the Shell Group on Nigerian matters. In that capacity, he travelled and lectured widely in all continents, including addresses to parliamentary committees in the European Union (EU), U,S., UK, Irish Republic, Canada, Australia and New Zealand. Besides his long tenure as director of Shell Nigeria, Obi Achebe was also, during 1985 – 87, a director of several other Shell companies in the UK, the Netherlands, Ghana, Nigeria, Sierra Leone, The Gambia, Liberia and Angola. Outside Shell, Obi Achebe held positions on the governing councils of the Petroleum Training Institute, Effurun, and the Nigerian Employers’ Consultative Association. In corporate life, Obi Achebe, was chairman of Diamond Bank Plc., and the Universal Insurance Plc,, and is currently chairman of Unilever Nigeria PLC, Intafact Beverages Limited (SAB-Miller), and Omak Maritime Ltd. On two occasions, Obi Achebe served the nation on panels of enquiry in the petroleum sector. In 1976, he was a member of the Administrative Panel of Enquiry on the Port Harcourt Refinery. In 2004, President Obasanjo called on him to be Chairman of the Presidential Enquiry into the February 2003 Fuel Shortage in the country.

In a bid to intensify nipping of crime in the bud, the Anambra State Police Command has launched a new operation against crime in the state, code-named ‘Operation Puff Adder’. The operation, an initiative of the Acting Inspector General of Police (IGP), Mohammed Adamu, seeks to flush out all forms of crime and criminality in all states of the federation. Speaking at the launch held at the Okpoko Divisional Police Headquarters, Onitsha, the state Governor, Chief Willie Obiano, represented by Secretary to the State Government, Prof. Solo Chukwulobelu, reiterated government’s resolve to rid the state of criminal elements. He said the state would maintain its stellar position as the safest state in Nigeria. ``Security has been top priority of this administration since inception. We have made efforts to adequately equip the police and provide necessary support to all other security agencies in the state - the Army, Navy, Airforce and Vigilance Groups. ``We have declared Anambra a zero tolerant state to all forms of criminality; we have shown commitment and resolve to ensure the safety of Ndi Anambra and all who reside within the state.” Governor Obiano expressed delight at the level of cooperation among security agencies, declaring that such synergy had helped in achieving great feat in crime-fighting. According to him, the cooperation has aided arrest of a notorious and murderous criminal known as `Icanda’, whose second in command has also been arrested. The governor noted that the arrest of two key suspects in the murder of Chief Frank Igboka, late PresidentGeneral of Nimo Community, was largely due to the cooperation and operational efficiency of security agencies. The Governor lauded the initiative and assured the Command of his support to all efforts at eradicating crime from the state. He emphasised that Anambra would remain hostile to criminals and warned those intending to ply their nefarious trades in the state to stay clear.

In a tribute at funeral ceremonies of late Patrick Aniunoh, he observed that many human beings were mere walking corpses, saying that people should use every opportunity to affect lives positively because ``life is short’’. Umeh in an outpouring of tributes at Umuoji, the homestead of the former House member, who represented Onitsha South constituency, said that Aniunoh was full of life while he served during his first tenure. ``He was warming up to contest for a second tenure, when he took ill and died. ``No one knows when he or she will die. While we are still breathing, look for someone in need and help the person,” he said. Acting Head, Personnel Management, Idemili South, Mr. Azubuike Obianyo, who worked with Aniunoh when he was Deputy Transition Committee Chairman, Onitsha South, described him as philanthropist and good listener. Equities market extends bearish trend, sheds N137bn Temitope Adebayo Equities market of the Nigerian Stock Exchange (NSE) continued its bearish movement to lose N136.9 billion as most stocks listed remained undervalued. Also, the stock market the benchmark index, NSE All Share Index (ASI) dropped by 364.19 basis points or 1.25 per cent close the week at 28,847.81 basis points from 29,212.00 basis points it opened for trading. Data gathered on the NSE showed that the market capitalisation, which represents investors’ worth in the market, dropped by 1.25 per cent to close at N10.842 trillion from N10.979 trillion it opened for trading in the prior week. The ASI Year-To-Date (YTD) index return dipped down to 8.22 per cent from 7.06 per cent of prior week. Market analyst expressed that the week is expected to boost market liquidity as foreign and domestic investors’ interest in the capital market might increase going forward. “Amidst expectation of the formal listing of about 4.07 billion unit ordinary shares of MTN Nigeria this week Thursday, we expect positive market reactions to this development, especially towards the tail end of the week,” GTI Securities Limited stated. Overall, a total turnover of 1.477 billion shares worth N10.876 billion in 20,740 deals was traded this week by investors on the floor of the Exchange in contrast to a total of 1.470 billion shares valued at N15.498 billion that exchanged hands last week in 18,092 deals. The Exchange revealed that 18 equities appreciated at price during the week, lower than 32 in the previous week. 49 equities depreciated in price, higher than 44 equities of the previous week, while 101 equities remained unchanged, higher than 92 equities recorded in the preceding week. A total of 97,154 units of Exchange Traded Products (ETPs) valued at N1.318 million executed in 2 deals compared with a total of 1.190 million units valued at N10.967 million transacted in 12 deals two weeks ago. Meanwhile, a total of 265 units of Federal Government Bonds valued at N281,654.91 were traded last week in 5 deals compared with a total of 14,589 units valued at N15.164 million transacted in 12 deals two weeks ago. Sectoral analysis showed widespread negative sentiments as investors sell pressures extended in highly capitalized stocks. The NSE 30 index, which tracks the 30 most capitalized companies at the Exchange posted a negative return of 1.43 per cent for the week. The NSE Oil & Gas the index was the biggest loser, dropped 5.3 per cent due to losses in Seplat (10 per cent) and Japaul Oil (33.3 per cent). The NSE Banking index trailed, declining 2.8 per cent as Zenith Bank (4.8 per cent), Guaranty Trust Bank (4.3 per cent,) and United Bank for Africa (3 per cent) witnessed price depreciation.

CBN refutes allegation of missing N150bn Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has denied allegations making the rounds that it misappropriated a whopping N150 billion in its 2018 financial year. An online medium published a story of a fraudulent conversation amongst the governor, deputy governor and senior officials of the apex bank. But the central bank, while reacting to the allegations on Sunday stated that contrary to the “headline-grabbing narrative” that the discussion was about a fraudulent transaction, the beginning of the said conversation was omitted to create a different impression. According to the CBN, the conversation was simply to proffer solutions to a misunderstanding that affected the Bank’s balance sheet. The CBN statement read: “As publicly known the CBN was approached in 2015 by the National Economic Management

Team and the National Economic Council (NEC), chaired by the Vice President, to assist State Governments with Conditional Budget Support, in the aftermath of the significant nose-dive in global oil prices and associated FAAC allocations. “In order to ensure that ordinary Nigerians workers got their salaries, pensions and gratuities, and that the economy continued to recover from recession, the Bank provided about N650 billion in loans at 9 per cent with a two-year grace period to 35 States of the Federation. “These monies were distributed to the States monthly with documented approval of the Federal Ministry of Finance and the Presidency. “In closing the Bank’s 2018 accounts, external auditors in their Draft Account, erroneously classified about N150 billion of these loans as bad, which negatively affected the Bank’s Balance Sheet and shareholders fund. “The selective conversation being circulated was simply a discussion to

ascertain why the auditors took that position and next steps to resolving it. Obviously, it soon became clear that a State Government loan cannot be classified as “bad” or “irrecoverable” when the State still exists and getting FAAC allocations. The Bank then reached out to the Federal Ministry of Finance and they jointly gave comfort to the auditors who accepted in writing that these monies would be repaid. “On this basis, the auditors reversed the negative entry and the certified that the CBN’s 2018 accounts were a true reflection of the State of Affairs. Reconciliation of Balance Sheet items are regular conversations amongst Senior Management of many agencies and should not be misconstrued as anything but that. “Had the online media which released the selective recordings sought the comments of CBN as required of journalism practice, we would have provided it. “Clearly those who listened to the

audio and can easily ascertain that the conversation had nothing to do with anything fraudulent as purported. The Bank therefore urges all well-meaning Nigerians to disregard this audio and continue to trust that the Bank is doing everything it can to represent their interests in the best possible way. “Under the leadership of Governor Emefiele, the CBN has always stood for, and vigorously pursued transparency in its stewardship of public resources and policies. NO MONIES ARE MISSING OR STOLEN. The integrity of the CBN Governor remains unassailable. He has no account in Dubai or anywhere in the world and would never convert the funds of CBN for personal use. Not in the past, not now and not ever.” The apex bank, however, warned that the use of selective wiretapped conversations of the Bank’s Management, to malign his character and integrity will never stand. The Bank said that it would pursue every legal means to bring the perpetrators to justice.

FSDH predicts drop in inflation rate to 11.23% in April Motolani Oseni FSDH Research has predicted that Nigeria inflation rate for the month of April 2019 will drop further to 11.23per cent from 11.25 per cent recorded in March 2019. FSDH in its latest report stated that the drop in the inflation rate is due to the fact that the Consumer Price Index (CPI) increased more slowly in April 2019 than it increased in the corresponding period of last year. However, noted that the growth

is fragile and highly susceptible to developments in the international market. FSDH Research pointed out that the bad news, however, is that the monthon-month increase in April 2019 was the fastest increase recorded since October 2018. Given the consistent drop in the inflation rate since January 2019, will the Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) drop the Monetary Policy Rate (MPR) further when meeting on 20-21 May 2019? According to FSDH latest report, throughout the last two years, the inflation rate peaked at 18.72 per cent in

January 2017. The harsh macroeconomic environment, which put pressure on the value of the Naira was responsible for the hike. “The Nigerian economy has recorded relative improvements in the last few months. The increase in the price of crude oil above US$70/b, relative accretion to the external reserves above US$44billion, stability in the value of the currency, successful conduct of general elections and efforts to improve infrastructure in the country are responsible for the improvement in the economy.” Meanwhile, the price monitor that FSDH Research conducted on food and

non-food items shows that prices moved in an upward direction in April 2019 compared with March 2019. A cursory look at the prices of food items in the international market also suggests that prices of most items increased in April compared with March. On the other hand, the value of the Naira appreciated marginally against the Dollar in April. This marginal appreciation in the value of Naira in April, coupled with the increase in the prices of food items in the international market may have reduced some of the pressure on the prices of consumer items in Nigeria.

N5trn debt: FG may blacklist AMCON debtors Motolani Oseni Due to the high debt owed by some individuals and organisations, Vice President, Prof. Yemi Osinbajo has said the federal government will deal decisively with such debtors that made the list of high-profile obligors of Asset Management Corporation of Nigeria (AMCON). Speaking at the weekend, he said debtors have made it impossible for the corporation to resolve its outstanding N5trillion debt thereby holding the entire nation to ransom with their bad behaviour. Prof. Osinbajo who is the Chairman of the Economic Council also disclosed plans by the government to set up an interagency collaboration framework that would comprise relevant government Ministries, Departments and Agencies (MDAs) and supervised by the office of the Vice President to ensure that institutions and individuals that are indebted to AMCON

are not allowed to do business with the government henceforth. The Vice President who spoke when he received some Board members and Management of AMCON at the State House, Abuja led by the Board Chairman, Dr Muiz Banire, said the federal government under the leadership of President Muhammadu Buhari, will no longer fold its hands and allow a few individuals that owe AMCON huge sums of money walk freely on the streets in the country. He said, “I think the time has come for us (Federal Government) to set some examples with some of these top debtors of AMCON, which I believe will set a good example and serve as a deterrent to others.” Prof. Osinbajo who said he was impressed with the performance of the executive management of AMCON under the leadership of Ahmed Lawan Kuru for the recovery successes that have been achieved so far against all odds also promised that the federal government would give AMCON whatever support

that is necessary to enable them go after the obligors that have remained recalcitrant despite the olive branch extended to them over the years by the recovery agency of the government. He said, “I congratulate AMCON for the work it has done so far recovering over N1trillion and counting both in cash and in assets. The work you do as a recovery agency is not something that is particularly easy or encouraging because we all know how Nigeria works. But we are committed to working more closely with your administration to ensure that these monies are recovered from AMCON obligors because it will help our economy and provide the government with more money to continue to improve on the development of infrastructure across the nation.” Osinbajo said in the next couple of days, he would invite the AMCON team alongside other relevant MDAs to discuss and fine-tune plans on how to ensure that anybody or the agency that is a debtor to AMCON are completely made to face the

wrath of the Federal Government as those who are indebted to the government are direct enemies of both the government and the people of Nigeria. Earlier in his presentation, Banire who said AMCON’s visit to the Vice President was congratulate him and President Muhammadu Buhari on their recent victory at the polls also highlighted some of the challenges and frustrations faced by AMCON as a result of the attitudes of some debtors who behave as if they are above the law in the country. While calling on the government to rally round AMCON if they indeed want the corporation to succeed Banire said, “AMCON has been able to recover over N1 trillion since inception to 2018-year-end. Out of the recovered sum, cash accounted for 60per cent while non-cash assets such as properties and equity securities accounted for the balance of 40per cent. Over the same period, AMCON’s repayment of its indebtedness to the CBN was over N1 trillion.

Infrastructure development without payment of salary means nothing, Labour tells Yahaya Bello Joy Obakeye The Labour Union has charged Kogi State governor, Alhaji Yahaya Adoza Bello to prioritize workers’ welfare and clear salary backlog. Nigerian breweries recommends N19.40bn dividend for 2018 Temitope Adebayo Nigerian Breweries Plc, has recommended a total dividend of N19.401billion for the 2018 financial year. The recommendation which amounts to a total dividend of N2.43 per ordinary share of 50kobo each is a 100per cent

payout. The Company attributed the 100 per cent dividend payout recommendation as a demonstration of its strong balance sheet and robust cash flow. Managing Director of the Company, Mr Jordi Borrut Bel, disclosed at the Pre-AGM press briefing in Lagos on Tuesday, May 7,

2019, that the Company had earlier paid an interim dividend of N4.8 billion in October 2018, which amounted to 60k per share. The final dividend will, therefore, be N14.6 billion, which comes to N1.83 per share. An analysis of the Company’s results show that it recorded net revenue of N324.38 billion for the 2018 financial year as against N344.53

billion recorded in 2017. Borrut Bel explained that the Marketing and Distribution Expenses for 2018 financial year increased by 4.8 per cent relative to the cost incurred in 2017, and Administrative Expenses also experienced a 4.4 per cent decline from 21.75billion to 20.78billion, which was largely informed by the elimination of bad costs.

Direct allocation to councils is unconstitutional, you don’t cure illegality with illegality, Attah tells FG Former governor of Akwa Ibom State, Obong Victor Attah, has described the new order of direct allocation to local government as unconstitutional. Last Monday, the Nigerian Financial Intelligence Unit (NFIU) directed all financial institutions, public servants and other stakeholders to comply with provisions of the guideline from 1st June, 2019. It said investigation uncovered that cash withdrawal and transactions of the State, Joint Local Government Accounts (SJLGA), pose biggest corruption, money laundering and security threats at the grassroots levels and to the entire financial system and the country as a whole. But, Attah in an interview with another newspaper said the development was like replacing one evil with another evil? Although he agreed that governors would receive money and yet starve local governments and treat them as if they do not exist, he stated that federalism doesn’t work with the Federal Government relating directly with local governments. He said: “Governors give Chairmen pocket money so that he can go and keep quiet. This is completely and totally wrong because the local government is

Is it until the country explodes? “Why don’t we just stop, put a halt to all these evil and have a rebirth, complete rebirth and a complete rethink of what Nigeria should be and how its federalism should be operated?” Attah asked.

Rouhani said Iran ‘can move past these difficult conditions provided that we are united

Rouhani: Iran may face conditions harder than 1980s war with Iraq President Hassan Rouhani has called for unity among Iran’s political factions to overcome conditions which he said may be harder than those during the 1980s war with Iraq. As Iran faces tightening US sanctions, Rouhani said on Saturday that his country was under unprecedented pressure comparable to when Saddam Hussein’s army invaded Iran in 1980, which prompted eight years of intense fighting and economic problems. “Today, it cannot be said whether conditions are better or worse than the (198088) war period, but during the war we did not have a problem with our banks, oil sales or imports and exports, and there were only sanctions on arms purchases,” Iran’s state news agency IRNA quoted Rouhani as

South Africa’s ANC wins re-election with reduced majority

The ruling African National Congress (ANC) has won South Africa’s parliamentary elections with 57.5 percent of the vote, the electoral commission said, announcing the official results. Saturday’s win assured a sixth straight term in power for the ANC. But the result was the worst-ever electoral showing for the party, which has ruled South Africa since the end of apartheid 25 years ago. Support for the ANC has steadily declined since it took a record 69 percent of the vote in 2004. This year’s electoral performance comes amid growing voter frustration over rampant corruption and high unemployment rates. President Cyril Ramaphosa, who replaced scandal-plagued Jacob Zuma last year, now faces the challenge of regaining public confidence in a party that remains beset with internal divisions and which oversaw a raft of economic crises in the country. Saturday’s result, which gives the ANC 230 seats in the 400-member parliament, down from 249 in 2014, will renew pressure on Ramaphosa to decisively deal with cabinet ministers accused of corruption. In a victory speech in the northern city of Pretoria, Ramaphosa said the election confirmed “freedom and democracy reign” in South Africa. “Our people have given all of the leaders of our country a firm mandate to build a better South Africa for all.” Earlier in the day, Jessie Duarte, ANC deputy secretary-general, struck a more sombre tone, saying the party would move swiftly to counter corruption and increase economic growth. “We need to correct our mistakes,” she said, adding that the election showed voters want an “ANC that is united, and in its unity remains true to the values and principles on which it was founded.” George Mthembu, who voted for the ANC, said he cast his ballot for his children. “I know what my vote means,” the unemployed resident of Johannesburg said. “Even if we are unhappy with the way things are now, I remember where we came from during apartheid,” he said referring to the decades of whiteminority rule in South Africa. But Marks Qhapelani, a taxi driver from Orange Grove in Johannesburg who cast his ballot for the opposition Democratic Alliance (DA), said he wanted change. “I always voted ANC, but I had to vote for something different, because nothing is going to change with the ANC in power,” he said. “You only see the ANC for elections, then we’ll have nothing from them for the next five years.”

Serena Williams looking to turn the clock back in Rome before Roland Garros bid

Serena Williams returns from injury in Rome next week looking to get back to winning ways as she prepares her bid to match Margaret Court’s record of major singles titles at the French Open later this month. Rome will be Williams’s fourth tournament of the season and the first since being forced to withdraw from the Miami Open in April due to a knee injury. The 37-year-old American — now ranked 11th — has completed just seven matches this year, also withdrawing from Indian Wells in March with illness. There are now doubts that the veteran can add to her tally of 23 Grand Slams, something which has so far proved beyond her since returning last year after taking time out following the birth of her first child. Her last Grand Slam singles title was won at the Australian Open in 2017, where she was pregnant, breaking a tie with Steffi Graf for the most in the professional era. Her win in Melbourne moved her one behind Australian Court’s record of 24 major singles titles.

After giving birth to her daughter Olimpia in September 2017, Serena made her return to Grand Slam tennis at last year’s French Open, where she reached the fourth round. She reached the finals of Wimbledon and the US Open, suffering a meltdown in Flushing Meadows, as she smashed her racquet and called the umpire a “thief” and a “liar” in a temper tantrum after losing to Naomi Osaka. More drama followed in the quarterfinals of this year’s Australian Open, when she suffered a spectacular collapse in a three-sets defeat by Karolina Pliskova. Williams led 5-1 in the decider before failing to convert four match points and losing six games in a row. She has admitted that it has been tougher than expected to get back winning after her maternity leave. “From day one, I expect to go out and, quite frankly, to win. That hasn’t happened. But I do like my attitude,” she said. “I like that I don’t want to go out there and say: ‘I expect to lose because I had a year off. I’ve been playing for 10 months.

Ondo: We have always supported wrestler Odunayo Adekuoroye Ondo State Commissioner for Youths and Sports Development, Saka Yusuf-Ogunleye, on Saturday reacted to recent comments by wrestler Odunayo Adekuoroye that the state government did not support other sports aside football. Adekuoroye had, in an interview, said the state government neither supported nor fulfilled promises made to other sports men and women but was only promoting Sunshine Stars Football Club. The Ondo State-born female wrestler also said she had moved on to join the Mountain of Fire and Miracles (MFM) Wrestling Club of Lagos.

She had added that she was going to represent the club at the next edition of Gov. Seriake Dickson Wrestling Championship. Yusuf-Ogunleye, at this month’s edition of the Nigeria Association for Physical, Health Education, RecreationSports and Dance (NAPHERSD) walking-Jogging exercise in Akure, said the state government had always supported Adekuoroye.
