Chairman, Board of Trustees and President of African ICT Foundation, Mr. Tony Ojobo, said it was time Nigeria sought the assistance of countries with the capacity to tackle the security challenges bedevilling Nigeria. Ojobo opined that with the deployment of satellite technology and drones that cannot be detected, kidnappers, bandits and other criminals can be easily nabbed. Also, the former Director of Public Affairs at the Nigerian Communications Commission (NCC) said acquiring the National Identity Card was critical to taming the rising tide of insecurity, adding that technology was the way to go to bring the current spate of insecurity under control but noted that there must be the political will to deploy it. Corroborating his position on the indispensability of technology in finding a lasting solution to the problems of insecurity with a reported case of the untimely death of a University of Abuja student and the suspected role his colleagues played, he said: “You heard about the incident at the dome in Abuja about University of Abuja students and how three of them watched their friends drown in the bush because they said they were envious of him. How was that? Apparently, they didn’t know there was CCTV. The CCTV captured everything that happened, including how they watched him drown. And one of them took his trousers, removed the money that was in his pocket, took his phone and wore his shoes. If the hotel didn’t have CCTV, that would have been

the end of that. “But when this thing happened, the hotel reported the matter to the police and so when they came, they played back the CCTV and saw when the boy was struggling and how they watched him and how one of them wanted to rescue him but was restrained by the other two. This is just an example. Can you imagine, for instance, if we have CCTV all around the cities in this country along all the routes?” Commenting on the matter, President, Association of Telecommunications Companies of Nigeria(ATCON), Mr. Olusola Teniola, said the Federal Government needs to collaborate with the NCC, the Department of State Services (DSS), Office of the National Security Adviser (ONSA), National Identity Management Commission (NIMC),Customs, Federal Inland Revenue Service (FIRS),the Police and the military so that there can be an improvement in the level of intelligence gathering, stating that intelligence gathering can be improved through data. According to Teniola, NIMC needs to ensure it has valid information and also make sure that the birth certificate associated with the registration can be checked, adding that the government needs to as quickly as possible introduce a digital address system. “The Federal Government needs to introduce a digital address system so that the exact location of someone’s house, or where a person resides, whether it’s in the bush is being pointed out via Google map so that we can pinpoint the exact location of these perpetrators. We also have to

ensure that when the incident happens, if the kidnappers are using their mobile phones that the original Call ID associated with the phone is delivered to the intelligence agencies.” On why NIMC must ensure its database has valid information, he explained: “It needs to be up to date with the Information of the address of the person they have registered, the mobile number they use and to also ensure that the birth certificates that are associated with the registration can be checked so that when the incidence of crime is enacted, there can be corroboration between information in NIMC information on the SIM registration database and past records of criminals that the police, military are aware of.” Meanwhile, stakeholders in the sector agree that adequate funding of the ICT sector is needed to address the myriad of problems confronting the country, especially in security. Expressing concern about the poor funding of the ICT sector, AFICTF helmsman, Ojobo, called for increased funding of the sector to not only tackle the menace of insecurity but the address the disturbing rate of unemployment. Also, at the presentation of the Nigerian Smart Initiatives Policy Framework (NSIPF) draft to stakeholders in Abuja, the Director General of the National Information Technology Development Agency (NITDA), Dr. Isa Pantami, advocated a robust investment by the government and critical stakeholders in the sector, noting that Nigeria must make conscious and practical efforts to improve investments in the tech industry.

Malabu: Court adjourns hearing on arrest order on Etete, Adoke, others to June 11 Andrew Orolua, Abuja

Justice Danlami Senchi has adjourned hearing to June 11, 2019 on the application brought by Duaziya Louya Etete, a.k.a Dan Etete, Mohammed Bello Adoke and four others to set aside a warrant of arrest of the same court against them. Justice Senchi had ordered the arrest of Etete, Adoke, Ralph Wetzels, Casula Roberto, Pujato Stefeno, and Burrato Sebastiano on April 17, 2019 for not making themselves available for trial since 2017. Etete and others are facing prosecution by the Economic and Financial Crimes Commission (EFCC) for alleged fraudulent allocation of Oil Prospecting License, OPL 245 and OPL 214; conspiracy, money laundering to the tune of over $1.2 billion; forgery of bank documents, bribery and corruption against Malabu Oil and Gas Ltd that belongs to Etete. Also standing trial are Shell Nigeria Ultra Deep (SNUD),

Nigeria Agip Exploration (NAE) and their officials. Etete’s counsel, L.O Ikwegwe told the court that she had just been served with the EFCC’s counteraffidavit and will need time to respond to it. Joe Gadzama (SAN), who is representing the fifth, sixth and seventh defendants, told the court that he was in the same boat with his colleagues as he was yet to see the EFCC’s counter-affidavit and therefore, will be asking for an adjournment. He told the court that he served the EFCC the defendant’s affidavit since April 24, 2019, accompanied with the hearing notice, adding that with the new issues introduced in the counter-affidavit, he will be filing additional processes. He urged the court to make the prosecution enter an undertaking not to proceed with the arrest since there was a legal challenge to it. He urged the court to put the order on hold since the matter was not heard. Faje Opasanya (SAN), representing the fourth

defendant, also told the court that he was also constrained to ask for adjournment as new allegations were raised in the EFCC’s counteraffidavit. He also told the court to restrain the EFCC from carrying out the arrest order. He stated that if by the next date his clients were arrested, the essence of the application would have been defeated. Counsel to EFCC, Aliyu Yusuf, reminded the court that the defendants’ applications were for stay of execution of the warrant of arrest and therefore prayed the court to reject the oral application for the stay. Justice Senchi adjourned the matter to June 11, 2019 for hearing. He noted that the oral application for a stay of execution made by the defendants’ touched on the main application and ordered an accelerated hearing on the matter. He further ordered that any party that needed to file any processes must do so by June 5, 2019, and that no processes shall be accepted after the date.

Reps c’ttee to anti-graft agencies: Recover N72.5bn, $1.8m from MDAs Henry Omunu, Abuja The Public Accounts Committee of the House of Representatives has ordered the nation’s anti-graft agencies to recover N72.5 billion and over $1,81 million being monies Ministries, Departments and Agencies (MDAs) could not account for based on the reports of the auditor-general of the federation 2010 audited reports of MDAs submitted to the National Assembly. Chairman of House Public Accounts Committee, Rep. Kingsley Chinda (PDP/Rivers), disclosed this on Monday while briefing journalists on the activities of the committee for the past three and half years. He disclosed that the committee in its report to the House after studying the auditor-general audited reports also directed that the sum of N1, 967, 146, 30.72 $3, 125.00 cash be recovered by the Economic and Financial, Crimes, Commission (EFCC) immediately from indicted MDAs.

“Since the inception of democratic governance in 1999, this is the first time the public accounts committee is submitting a report that was considered and passed by the House. “Today, we have been able to establish a fully functional Public Account Committee website platform with a server in a committee room. Our hearing on the auditor-general’s annual reports on the accounts of MDAs covering 2010 and 2016, we met a backlog of reports from 2010 up to 2014 and then we received 2015 and 2016 from the office of the auditor-general. “Within this period, we have cleared the auditor-general’s report from 2010 to 2014. We have laid the 2010 report before the National Assembly and that report has been considered and passed and we think that is a first we have had in our democratic experience as a nation. “A total number of 552 MDAs were queried by the office of the auditor-general covering the period 2010 to 2014, of that

The Federal Government revealed on Monday that it has so far spent about N5 billion on humanitarian response in the North Eastern part of the country. Minister of Health, Prof. Isaac Adewole, who spoke in Abuja, at Nigeria humanitarian response dialogue, with the theme “health sector in humanitarian response” disclosed that the health services intervention programme of the Federal Government succeeded in improving health conditions of the vulnerable population in northeast. Adewole said that about 1.8 million persons have benefitted from its humanitarian response in the North Eastern part of the country affected by, especially in Borno State within the last three years. According to him, the benefits given to each person based on the magnitude of need and mortalities recorded for humanitarian crisis related etiologies. “A total of 888,868 persons benefitted from various service delivery points in the 25 accessible LGAs. And access to basic emergency health service also increased for 614,500 IDPs in different camps within Maiduguri and over one million persons that live in host communities across Borno State.

“The services covered screening, management of cases of severe acute malnutrition in children, management of communicable and non-communicable diseases, provision of family planning services and obstetric care by skilled nurses and midwives, mental health and psychosocial support by trained community health extension workers”, he said. We have invested in training and documenting this human resource and this

is an area of expertise we are keen to further develop and institutionalise. “To achieve our health sector humanitarian response goals, a robust strategic plan was developed with two strategic thrusts: To provide Basic Essential Services for the affected population and, to strengthen the health system in the region Moving forward, this plan was cascaded into six (6) State Specific Operational Plans for the six (6) North East states; Borno, Adamawa, Yobe, Bauchi, Gombe and Taraba State through a consultative process in the spirit of do no harm,” he said. Adewole, who disclosed that government’s journey to rebuilding a better North East has been a tortuous one, challenged by ongoing strife but graced the resilience of the people, the sacrifice of so many and the goodwill of the world and well-meaning leaders and exemplary individuals from all sides of the divide, called on the government to establish a Humanitarian Peace Garden, to honour humanitarians who have paid the ultimate sacrifice in the line of duty. On his part, the acting Representative of the World Health Organisation Nigeria office, Dr. Clement Peters, commended the government of Nigeria for showing commitment towards providing health services to people affected by crisis in the North East.

Meanwhile, the Secretary to Government of the Federation (SGF), Boss Mustapha, who represented the Vice President, Prof. Yemi Osinbajo, at the event, maintained that government was committed to any cause that would improve the living condition of IDPs in North East. He condoled with the families of 74 officials of the Federal Ministry of health that lost their lives in the course of delivering health services to IDPs in Borno State.

The good thing that will happen to the fight against corruption is assent to the Audit Commission Bill. We pray that the assent is not refused as usual. “Several referrals were made to the committee and we considered a bill for an act to repeal the Public Account Committee 2004 successfully and that bill has been repealed by the House of Representatives and it has moved on to Senate for concurrence. “We also consider referral on the joint investigative hearing with the Committee on Finance to ascertain the status of recovered public funds and assets from 1999 up to 2017 and on the need to investigate tax incentives and waivers granted to multinational corporations in Nigeria,” he stated. In respect of the contentious service wide vote, Rep. Chinda noted: “That is part of the auditorgeneral’s query in some of the years that we considered and we also made it explicit that the House Public Accounts Committee of the 8th assembly will not play to the gallery. “We agreed that we are going to do our work without pushing anybody to the wall and we also agreed that we are not going to be persecutors; we are not going to put anybody on trial, we are only going to do our work and ensure that some of the things that are not done in the past are done. “If we had gone the way you are looking at the service wide vote, I am not sure that we would have achieved what we have achieved today. So, there are areas that deliberately, we refused to go the old way to enable us achieve what we have achieved. “That we met backlog of auditorgeneral reports on MDAs hanging, it is something. Even when we meet our colleagues from other climes, it is a low point on this country. It’s a low point on our drive against corruption and so we said we must begin to erode that. If that is our only achievement, so be it.”

The leadership of the Nigeria Labour Congress (NLC) has reiterated that workers right to peaceful protest and picketing is not negotiable, adding that no government or system under a democratic dispensation like Nigeria would deny workers such right. Addressing the workers on Monday in Abuja during a protest against the infringement of workers’ rights by the Minister of Labour and Employment, Sen. Chris Ngige, the NLC President, Ayuba Wabba, said the demonstration was to register the worker’s anger over the mandling of workers while on picketing line at the minister’s residence last week over the refusal of the minister to inaugurate the Chief Frank Kokori-led NSITF board. The minister had named Mr. Austin Enejamo-Isire as chairman of board of the NSITF, an action which triggered the labour’s wrath who insisted on Kokori as the Chairman. “I am very happy that we have somebody like Kokori, that the powers that be are actually afraid

of somebody like him. If I were him, he doesn’t even need any appointment. All he needs is the appointment of God almighty, he needs the appointment of Nigerian workers. Nigerian workers celebrate him. We say that he is a hero. “If there has been corruption in the system, I think we need somebody that is anti-corrupt to stop the corruption and also address the issues. “Clearly this is the missing link and therefore nobody can deny your rights and no system can deny us the right to peaceful protest. No system can deny us the right of picketing, that is the point we want to make today. “If our political elites are afraid of protest and picketing then certainly it cannot be under a democratic dispensation,” Wabba said. Court hears suit against Muhammad’s appointment as CJN June 3 Andrew Orolua, Abuja Justice Inyang Ekwo of the Federal High Court, Abuja division, on Monday. fixed June 3, 2019 to hear the suit challenging the appointment of Justice Ibrahim Tanko Muhammad as the substantive Chief Justice of Nigeria (CJN). Justice Ekwo adjourned the matter which came up for hearing after the plaintiff, Chief Malcolm Emokiniovo Omirhobo, withdrew an ex-parte application seeking to serve the Acting CJN with court processes in the matter through substituted meanings. Consequently, the judge

struck out the application. The Acting CJN was represented in court on Monday by a counsel, K. O Ajana and he was served with processes in the matter in court. It would be recalled that the Board of Incorporated Trustees of Malcolm Omirhobo Foundation had, in an ex-parte motion filed on April 15, 2019, asked the court to stop Justice Muhammad’s appointment as CJN, pending the hearing and determination of the motion on notice filed by the foundation. The plaintiff, also asked for an order of interim injunction restraining the Senate of the Federal Republic of

Nigeria (7th defendant) from confirming the appointment of Justice Muhammad as CJN pending the determination of the substantive suit challenging his appointment. After reading the affidavit in support of the ex-parte motion sworn to by Chief Malcolm Emokiniovo Omirhobo, Justice Ekwo then ordered that the National Judicial Council (NJC), Federal Judicial Service Commission, Justice Muhammad, Federal Government, President Muhammadu Buhari, Attorney General of the Federation and the Senate, who are defendants in

the motion, to be put on notice. He gave the defendants seven days, upon being served with notice on the matter, to appear and show cause why the application of the plaintiff should not be granted. Justice Ekwo had then adjourned till Monday for the defendants to appear in court to show cause. The plaintiff specifically wants the court to stop the appointment of Justice Muhammad as the substantive CJN on the ground that there was violation of the constitution and the code of conduct for judicial officers in the appointment of the Acting CJN.

Justice Anwuli Chikere of the Federal High Court Abuja, on Monday, struck out the suit filed by a cleric and activist, Bishop Osadolor Ochei, seeking to compel the Economic and Financial Crimes Commission (EFCC) to investigate ex- Governor Adams Oshiomhole’s tenure in Edo State. The plaintiff had dragged EFCC and Oshiomhole to court, praying the court for an order directing the EFCC to investigate different petitions that contained allegations of financial recklessness against Oshiomhole. Ruling on the preliminary objection filed by the former governor, the Justice Chikere held that the suit was statute - barred. He said that the plaintiff ought to have filed the suit within three months of the cause of action. She said there is no need for the court to go into other issues in the suit, since the suit itself was statutebarred. Justice Chikere however agreed with the plaintiff that by the Act establishing the EFCC, the commission is under the obligation to investigate and prosecute allegations of financial and economic crime. Oshiomhole, who brought the preliminary objection, had, in his preliminary objection, asked the court to dismiss the suit as the plaintiff lacks the locus standi (legal right) to institute the action. In the preliminary objection argued on behalf of the former governor by Terhemba Gbashima of Damian Dodo’s chambers, Oshiomhole told the court that the suit filed by the plaintiff is status-barred, as it was filed 18 months after the cause of action. According to him, the plaintiff, whom he described as a meddle-some interloper ought to have filed the suit three months after the cause of action. Gbashima, who prayed the court to dismiss the suit or in alternative, strike it out, also submitted that Bishop Osadolor has not shown how the alleged cause of action has affected him more than other indigenes of Edo state and asked the court to dismiss the suit for being incompetent. In her response, counsel to the plaintiff, Uju Chukwurah, asked the court to discountenance the preliminary objection of Oshiomhole, who is the

second respondent in the suit. She asked the court to ignore the preliminary objections of the EFCC and Oshiomhole, who is now the National Chairman of the All Progressives Congress (APC). Chukwurah said there is a continuous damage, since the subject matter of the plaintiff’s petition has not been addressed, adding that, until the petition is death with, the plaintiff’s matter cannot be said to be statute-barred. She said the plaintiff, being a indigene of Edo state, has the legal right to file the suit. The anti-graft agency has, in its preliminary objections challenged the jurisdiction of the Federal High Court in Abuja to compel it to arrest and prosecute Oshiomhole, over allegation that he diverted public funds to his personal use while in office as governor. EFCC admitted that it has received petitions accusing Oshiomhole of complicity in acts of corruption, but added that it was not under any obligation to report or give account of its investigations to any individual or under a timeline within which to carry out its functions. The anti-graft agency, therefore, urged the court to dismiss the suit that is seeking to invoke an order of mandamus to compel it to initiate criminal proceedings against the APC Chairman. The plaintiff told the court that Oshiomhole, while in office as Edo state governor, procured properties far in excess of his legitimate income. The Bishop told the court that he sent a petition to the EFCC on November 4, 2016, where he detailed the alleged corrupt practices he said the ex-governor was allegedly involved in. He maintained that EFCC’s refusal to act on petitions containing “weighty allegations” against Oshiomhole, ran contrary to Section 15(5) of the 1999 Constitution (as amended).

Reacting to reports indicating that his state was among 17 states that are insolvent as their Internally Generated Revenues (IGR) in 2018 were far below 10 per cent of their receipts from the federation account, the governor said he came to brief the President on the security situation in his state. Mathew Dadiya, Abuja The federal government has said that President Muhammadu Buhari’s inauguration for a second term on May 29 will be a low-key affair as a number of the events slated for the inauguration will now be held during the first observance of June 12 as the national Democracy Day. Minister of Information and Culture, Alhaji Lai Mohammed said this on Monday, while speaking to State House correspondents. The minister said that the decision to have a low-key inauguration for the President was taken at the meeting of the Federal Executive Council (FEC) on May 8. He said however, that invitations have been sent to all world leaders to attend the ceremonies marking the observance of the Democracy Day on June 12. ‘’Since the first observance of June 12 as Democracy Day falls into an election year and as a measure to sustain June 12 as Democracy Day, the celebration of the inauguration and the advancement of democracy in the country will now take place on June 12,’’ Alhaji Mohammed said, adding that the country can ill-afford two major celebrations within a twoweek interval. He said the details of the events slated for the two ceremonies will be unveiled at a world press conference slated for May 20 in Abuja.

JAMB remits N5billion to FG after 2019 UTME conduct Doosuur Iwambe, Abuja The Joint Admissions and Matriculation Board (JAMB) remitted N5 billion to the federal government’s coffers after the conduct of its 2019 Unified Tertiary Matriculation Examination (UTME). JAMB’s Head of Media and Information, Fabian Benjamin, said this in the board’s weekly bulletin. Benjamin explained that out of the N5 billion returned to the federal government, N2 billion was given back to the board to enhance its operations. “Technically, the board returned N5 billion to the federal government, but out of that amount the board was handed N2 billion to further enhance its operations,” he said. Last year, his first in running the board as the registrar, Prof. Ishaq Oloyede remitted N7.8 billion to the treasury as against the N50 million remitted by his predecessor from 2010-2016. Following the huge amount recorded from the last UTME, the federal government ordered a reduction in examination fees from N5, 000 to N3, 500.

The acting Inspector General of Police, Mohammed Adamu has appointed ACP Markus Ishaku Basiran to head the Complaints Response Unit (CRU) of the Force. ACP Markus Ishaku Basiran takes over from ACP Abayomi Shogunle, who has been redeployed as area commander Nkalangi, Ebonyi state. According to a statement by the Force Public Relations Officer, DCP Frank Mba, the new head of the unit resumed duty on May 13. Prior to his appointment, ACP Basiran has held different positions within the force, some of which include, Police Public Relations Officer, Zone 12 Bauchi, unit commander in the Police Mobile Force in Abuja and Bayelsa state, O/C research and planning, peacekeeping office, FHQ Abuja, O/C zonal intelligence bureau, Lokoja and area commander, Nkalagu, Ebonyi state. INEC wants lawyers to follow due process Ngige inaugurates NSITF board, to probe N48bn missing fund in requesting election materials Mathew Dadiya, Abuja Finally, the Minister of Labour and Employment, Chris Ngige has inaugurated the board of the Nigeria Social Insurance Trust Fund (NSITF) amidst protest by the Nigerian Labour Congress (NLC). The inauguration was held at the Presidential Villa, Abuja, amidst tight security. Ngige in explaining why he settled for the appointment of Austin Enejamo-Isire, a chartered accountant as board chairman of the employees’ compensation agency, said that his appointment was ratified by the federal government to launch further probe into the financial impropriety that trailed the agency, especially unmasking those fingered in the mismanagement of N48 billion between 2012 and 2015. While the inauguration lasted, members of the Nigeria Labour Congress (NLC) were busy protesting the illtreatment meted out on their members by suspected thugs hired by the minister

when they picketed his residence last week. Some of the protesters who carried placards, criticizing Ngige and his high handedness, disrupted vehicular and business activities around the federal secretariat for hours. Ngige revealed that 37 exotic houses are under forfeiture, while the Economic and Financial Crimes Commission (EFCC) was on the trail of past directors, some of whom had voluntarily returned monies to government coffers. Also, justifying why he swapped Frank Kokori, a former general secretary of the National Union of Petroleum and Natural Gas Workers(NUPENG) for Enejamo-Isire, Ngige said on one of such occasion under the previous board, N5 billion was withdrawn from the agency’s account without audit trial or voucher. The minister told the gathering that “though this board is being inaugurated much later than its contemporaries, the NSITF is however, better set to welcome a new board than it was at the time when the other boards were inaugurated. “As you all may be aware, the last

board and management of the NSITF left negative trails inimical to development and progress for both the human and infrastructural components of the agency. The criminal investigations by the Economic and Financial Crime Commission (EFCC) and the subsequent administrative panel of enquiry investigations revealed financial atrocities that would go down the annals of history of the NSITF as shameful and monstrous. “At a time, the national dailies and social media were agog with the news of corruption and deep sleaze by some members of the previous board in collusion with some top management staff of the agency who aided and abetted the looting of both government and private sector funds of about N48 billion from the N62 billion contributions between 2012 - 2015 of the NSITF. “This resulted in about four board members, including the last chairman being arraigned and charged to court by the EFCC. Some monies have been paid back to government treasury and about 37 houses are now under forfeiture.

Tunde Opalana, Abuja As the Independent National Electoral Commission (INEC) grapples with petitions to the recently concluded 2019 elections both federal and state levels, the commission has requested counsels engaged by parties to be circumspect of the workings of the commission. The commission urged senior counsels to stop sending junior lawyers to INEC headquarters requesting for documents or election materials. This was as the commission on Monday presented certificate of return to Emeka Nwajiuba, the House of Representatives member-elect, representing Okigwe South Federal constituency (Ehime, Mbano/Ihitte, Uboma/Obowo), who was elected on the platform of the Accord Party. While presenting the certificate of return to Nwajiuba, INEC National Commissioner and Chairman Voter Education and Publicity, Festus Okoye said that as far as the commission is concerned, it is duty bound to provide documents requested by any constituted authority, including legal officers involved in the process and the tribunals and other appellate courts. Stressing that INEC is irrevocably committed to obeying court orders and court judgements, Okoye said it is the duty and responsibility of courts to adjudicate on matters and whenever the certified true copy of the judgement of court is served on INEC, the commission would obey and enforce all court judgements. He said “we are now in the election petition process and in almost all the election petitions, the commission is joined as a respondent. We want to appeal to senior lawyers who are representing both the petitioners and respondents to be circumspect, especially when issues concern their dealings with INEC. “The headquarters does not warehouse ballot papers and other election materials. Election materials are warehoused either in the various local governments or at various state offices of the commission.

The life pension bug

What’s newly biting with state legislators’ fixation about financial security at public expense after leaving office, such that they are randomly levying the common treasury with self-serving demands for life pensions? I guess we need to ask. And the bug seems to be catching on. Whereas most states of the Nigerian federation are yet wrestling with absorbing the new minimum wage for workers, the craving for life pension by lawmakers is on a mission creep and may soon swamp us with legislations that deeply mortgage the national economy. And you would hardly know before the deed is done. For instance, a variant of a proposed law that was lately shot down in Bayelsa State in the storm of public odium that the very idea incurred is now nestling after-the-fact in the statute books of Kano State almost without a whimper. From the way it played out in Kano, it’s all down to mutually rewarding tag teaming between a house of assembly and respective state governor to swing the deal. The Kano State legislature had last week passed the Pensions Rights of Speaker and Deputy Law 2019, which guarantees the house of assembly speaker and deputy speaker pension for life after they leave office. They will as well be treated to annual medical trip abroad, plus a brand new car every four years at the public’s expense. The catch is, this deal is already law because it’s been given assent by State Governor Abdullahi Ganduje. Sponsored by Municipal house member, Baffa Baba Dangundi, the new law benchmarks affected ex-officials’ benefits with the emoluments of serving office holders. “There shall be paid pension…equal to the emoluments of a serving speaker and deputy speaker, provided that either the speaker or the deputy do not hold any paid elective or selective appointment,” it stipulates. There are conditions attached, though: “Any person duly elected as speaker or deputy speaker shall, on completion of his term be entitled

to a grant of pension for life by the state, provided that such person was not removed from office through impeachment by members of the house of assembly,” the law states. It adds: “Where the speaker or deputy vacates office before the expiration of the term of his office, not as a result of impeachment, he shall be paid pension pro-rata the number of years he spent in relation to his tenure of office. Where the speaker or deputy speaker dies in office before the expiration of the term of his tenure, he shall be paid pension pro-rata the number of years he spent in relation to his tenure of office.” Additional perks are on offer for concerned ex-officials under the new law, which BBC World News, in a report last week, said Assembly Speaker Kabiru Alhassan Rurum justified as being aimed at minimising corruption and preventing politicians from facing hardships when they leave office. “There shall be provided for the speaker and the deputy speaker a brand new vehicle to be bought by the state government every four years. There shall be provided for the speaker and the deputy speaker medical expenses either at home or abroad, depending on the nature of the illness,” the law prescribes. Late in April, the Bayelsa State assembly had speed-passed a similar bill approving life pension for all past and current members of that legislature. The proposed law, which was sponsored by House Leader Peter Akpe, prescribed N500,000 monthly pension for life for everyone who has held the office of speaker, N200,000 for every deputy speaker and N100,000 for every other house member. Only that the legislation met with fierce headwinds of public rebuff that obviously forced the hand of State Governor Seriake Dickson to decline assent. The difference with Kano is that Governor Ganduje swiftly assented to that state’s version last week, almost without the public’s attention. When the Bayelsa assembly threw up its bill for Governor Dickson’s approval, labour and civil society

groups, among many others, pitched in fiercely against the law and urged the governor to decline assent. One of the groups, the SocioEconomic Rights and Accountability Project (SERAP), described the bill as an abuse of legislative function by Bayelsa lawmakers, saying: “Rather than sponsoring bills that would improve access of children in Bayelsa to quality education, the lawmakers are taking advantage of their entrusted public positions to propose a bill to collect large severance benefits.” It indeed threatened to institute court proceedings “to challenge the legality of the legislation and ensure full compliance with constitutional provisions and Nigeria’s international anti-corruption obligations,” should the governor give it his approval. Among others, the Trade Union Congress of Nigeria (TUC) also described the assembly’s passage of the bill as the height of impunity, an insult and a deliberate attempt to widen the scope of fraudulent activities by politicians in the state. Following that outrage Dickson, in declining assent to the controversial bill, said it was inconsistent with Section 124 of the 1999 Constitution of the Federal Republic of Nigeria, as amended. He argued that the assembly lacked powers to expand the categories of public servants who should be entitled to pension, adding that there were many challenges facing the state and that if allowed to become law, Bayelsa would be the only entity out of Nigeria’s 36 states to come up with such a legislation. He further said he was guided in his decision by the principle that government shouldn’t be for a select class of the privileged in the society. Many would swear the Bayelsa governor sweated to pacify the legislators, with whom he is known to have very friendly ties, on the public imperative of burying the ill-conceived law. But where Bayelsa failed, Kano has prospected and effectively birthed a close variant of the same species of legislation. Of course, it isn’t that the Kano State law is less odious: though it is overtly limited

to the assembly speaker and deputy speaker, you could bet it is only a matter of time before something is minted to cater for other house members. Neither is it that the new Kano law is untainted by those legal and moral objections raised by Dickson in rejecting the Bayelsa law, because they are basically and essentially of the same kind. No, it wasn’t a matter of any difference in legislative DNA but a matter of tack. The Kano political elite smokescreened both the passage of the pension bill by the state assembly and the governor’s speedy assent with a more contentious and monumental legislation, namely the Kano Emirs Appointment and Deposition Amendment Law 2019 that fractured the historical Emirate into five components and decimated the authority of Emir Muhammadu Sanusi II. The said law, which was instigated by a private sole petitioner, took all of three days to be initiated, processed and ratified by the assembly, and was so much in sync with the governor’s fancies that he pledged his assent ahead of the bill’s passage. And when the bill was eventually signed into law, it was in a cohort of six other bills, of which the pension bill was one. You could see designs of a tradeoff between the governor and legislators: Mr. Governor gets his way with the Kano Emirate, courtesy of the assembly’s pliancy, while the assembly gets its payback with the pension law. Everybody is happy! But while the pension law may be expedient for Kano leaders, they should search their consciences whether it is what the state really needs. For a state officially reckoned the most populous in Nigeria where the World Poverty Clock says some 91 million have fallen into extreme poverty – implying that the most populous state may well have the lion’s share – and where a don of Bayero University Kano (BUK), Professor Murtala Sagagi, recently said more than 4 million persons were jobless, is that the best the leaders can gift their people at this time?

Pictures and the stories they tell

Pictures tell a more compelling story — than plain words — we are told (and together a good picture, and a well-told narrative are some of the greatest company there is). In all of this, there is no story more fascinating than a layered one. It is for this reason that the picture, which made the rounds on social media last week of a meeting of the United Nations’ General Assembly (circa 1960s) with the Norwegian representative looking sardonically as his Nigerian opposite number cat-napped elicited so much response. Now, there’s a chance that the picture has been tampered with — photoshopped in geekspeak — to make the Nigerian look that bad. But even then, in its immediacy, it speaks to certain disturbing realities in these parts. First, there is the question of why the gentleman was that deeply asleep — arguably the most paramount in the Norwegian’s mind. Possible answers to this there are plenty of. The kindest of which is that persuaded of the importance of the session that day, he had burnt the midnight candle at both ends preparing. A passionate worker undone by the limits of his body? Unlikely! Even today, the Nigerian is more likely, on a trip abroad, to have combined three activities — delivering errands from home, shopping, and partying hard. We still do it. Summer is when the Caucasian looks to relief from inclement winter conditions. With enough means, s/he travels to

the south of Europe. The more determined chase after the sun even further, reaching as far as the tropics. Of course, the holiday isn’t to every hot destination. Otherwise, places like ours would have had their fair share of tourists. It’s to places with a beach (which we have). Some history (most of which we have forgotten), and enough security (make your mind up on how much of that we still have). Summer, too, is when the Nigerian reverses this logic, looking to relief from inclement tropical conditions. With more than enough means, s/he travels to the north of Europe — chasing after what’s left of the snow. Of course, the holiday isn’t to every cold “white” country. Otherwise, places like Crimea would have had their fair share of Nigerian tourists. It’s to places with huge shopping opportunities (explains why Oxford Street in the U.K. is the destination of choice). And more shopping. You are more likely, therefore, to run into the Nigerian on his/her trip abroad heavy laden — with shopping bags, of course, not held down by his/her conscience — than going into or coming out of Madame Tussauds, The Tower of London, Highgate Cemetery, Hyde’s Park, Eiffel Tower, etc. It is such burden from the previous day’s exertion that our delegate to the U.N. most probably was paying for as the day’s session progressed — and that picture was taken.

You could argue from this vantage that given our general predilections, the conduct of our delegate to the U.N. was inevitable. Probably. Still, the sleep-besotted part of that picture raised further questions. For one, “How do we appoint people into positions of authority?” Behind this poser is the assumption that a more qualified appointee would have approached his or her duties with more diligence. This question, and sundry other assumptions, were underlined, again, last week, by the re-appointment of the central bank governor for a second five-year term. In these appointments, how much is “merit” a consideration? Or is “loyalty” the most important value? I have had the misfortune of working with a boss (a lunatic who schooled in some of the best institutions abroad but was as disposed to defalcation as if he had attended the worst schools here) who describes in painstaking detail how “attitude” (read, loyalty to him) is more important a consideration for his subordinate than “aptitude” (including the capacity to do the job effortlessly). Apparently, in his universe, it’s a lot easier to teach a “loyal subordinate” to work well than to enforce loyalty on a “competent” one. Unfortunately, between the wide space described by these extremes lies a knackered delegate to a global conference; and the shattered and unravelling social space that he

left behind. Mulling these themes last week, I stumbled into a conversation from which I came off badly. “Given what we know about most of our public figures, how should we celebrate them publicly?” The question did look simple to me at first. Stripped of all its gradations, it boils down, in my opinion, to a choice between a biography and a hagiography. If merit is important in the choice of those who lead us, and if we all agree that we must cease and desist from the current practice of appointing people into office because they are loyal to us, or are our mother’s sister’s second cousin, thrice removed, then the public narrative around potential office holders must be as faithful to their character as possible. Or so, I think. My interlocutor would not agree. For her, an individual is a panoply of multiple truths. Some savoury. Others less so. And when you’re friends with anyone person, the obligation to them, as you celebrate them, is to advertise the positives, while holding their feet to the fire privately. At first blush, it didn’t look too awful a formulation. That is before you think through what the implications are for public figures. How can we appoint people on merit, when the narratives in the public space for all shades of our compatriots are all positive — including, I believe it must once have been for our sleeping delegate?

Godfatherism and its negative tendencies in Nigeria

The political term ‘godfather’ came to limelight from a classic movies adapted from a bestselling novel that has stood the test of time. Not only is the godfather an entertaining gangster saga, it is also a story about power, family and capitalism, all traits of the modernday successful man. It has so much substance and offers some very important life lessons. That is certainly an offer a would-be successful man cannot ignore if indeed he needs to be successful without necessarily having a godfather. It is important that you don’t make promises that you would not fulfill. Your word is the most important thing that you can offer. Don’t take it lightly. For genuine Christians, Jesus admonishes his followers in Matthew 5 verse 37 “Just let your word ‘Yes’ mean yes, your ‘No,’ no, for what goes beyond these is from the wicked one”. Always be cautious if you can or cannot fulfill a promise. It is always okay to say no to a request and be at peace than making promises you cannot keep. In our society today, hardly can one identify someone who has made it to the top without the influence of a godfather or godmother and in some cases, god aunty or uncle. This ugly development in our political and personal lives has greatly affected our productivity and commitment to our country as our allegiance is to the godfather who influences the decision to make us who we are. In some cases, the opinion of these individuals comes to bear in the beneficiary’s family life. I once heard someone said if his godfather asked him to divorce his wife, he won’t think twice. In fact, I was shocked to my bone marrow wondering the level of loyalty that will make a man think that way. Sadly, the reality is that many people don’t believe that they can make it to the top without the help of some persons at the top. This has crept into the civil service too as promotions and postings are done based on who you know, which explains why productivity and respect to the extant rules is nose-diving. This can be said in virtually all sphere of human endeavour particularly in the developing world. We must make deliberate efforts to get out of this clog that has hindered our total commitment to our country. Coming home to Nigeria, before independence we had youths who became the pioneer leaders of our country by share hard work. They had no allegiance to anyone except to the country they were all trying to reclaim from the colonial masters. These young Nigerians in their 20s and 30s were so dedicated to the movement for the actualisation of our independence that they were willing to remain in exile and in prison just for what they believed in. Whenever I reflect on the type of society we had then I say to myself, can we ever go back to that era where merit and one’s ability to deliver was the consideration for appointment? The level of development recorded during these periods was possible because round pegs were placed in round holes, if you are not qualified you don’t get the job. Some people may be of the opinion that due to the small size of our population then and the fact that we did not have as many qualified people competing for limited available openings, it was easy to fill the vacancies available as at that time. This also can be said for elective positions; those who are politically aware were very few. The likes of Ahmadu Bello, Nnmadi Azikiwe and Obafemi Awolowo and a few others were the major actors then. During this time, no one had the time to

look for who can be his godfather because they were all at par with one another. But upon the attainment of independence, the leaders whose responsibilities it was to treat all Nigerians equally irrespective of tribe and religion started thinking more about their region and whenever there is opportunity for job placement what comes to their minds was their kinsmen who can fit in before anyone else is considered. This started on a small scale until the imbalance necessitated the establishment of the Federal Character Commission which again has made us to sacrifice merit on the altar of mediocrity just to fill some quarter. What one becomes in life ordinarily should be as a result of what one has to offer based on the profession chosen, ability to deliver, and availability of opportunity and not based on who you know. Today in Nigeria, some jobs are the exclusive rights of the children of who is who in the country while the core civil service jobs is left for the children of the poor. The most painful aspect of this sad development is the fact that the civil service jobs available are so limited that even among the poor there is class struggle on whose child should get the ‘juicy’ position. That’s why you have some directors who are not among those calling the shots ensuring that their children get into the service at all cost thereby denying the children of a poor farmer the opportunity of securing a white collar job thus the circle of poverty and the widening gap between the poor and the rich keep increasing. This development has adverse effect on our productivity as most of these rich kids are not committed to their roles and the fear of being penalised will not allow their superiors call them to order. Apart from tribal and geographical considerations, religion is another factor that has affected the process of decision making particularly in the area of employment and political positions. This explains why in some states no matter how qualified someone from the minority religion of the state he/ she cannot be elected so also when someone from a particular religion is in position he first considers those who are of the same faith with him. A story was told about a young lady whose name was of the same with that of person sharing faith. He actually skipped some names just to select the lady he thought was of the same faith with him. This fellow became so disappointed upon the realisation that he made a mistake. My question is why select just because of a name? In this particular instance capacity wasn’t considered at all. It doesn’t matter to this fellow if the lady can perform on the job or not. All he was after was for her to secure the job just because they are of the same faith. The effect of godfatherism in Nigeria is the reason why we have remained underdeveloped as allegiance goes first to the godfather other than the country. We have cases where some godsons/daughters are made to give huge sum of the state resources to their godfathers who also decide who get what in the state thereby impeding the developmental agenda of the person in power. Some seating governors who tried to neglect their political godfathers paid dearly for it even though few of them survived it. The way out of this is for the leaders at all levels, elective or appointive, to serve the people with all their might. When this is achieved, they will be able to stand by the side of the true servant leader and call the bluff of the godfathers. This will also give the people the powers to call all those who have not represented them well to order.

S

ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made

when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa. Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

TUC, TCN staff clash over picketing Short News Akpabio dumps Saraki, Dogora, 51 others of hqrts, state offices in defection legal battle Ukpono Ubong, Abuja Staff of the Transmission Company of Nigeria (TCN) on Monday clashed with members of the Trade Union Congress (TUC) who had attempted to picket the headquarters of the company and its state offices over an alleged unresolved labour matters. The TUC members were led by the National President, Boboi Kaigama and some aggrieved national officers of the Senior Staff Association of Electricity and Allied Companies (SSAEAC) which has a dispute with the TUC local branch of the union. However, while the TUC officials and national officers of the SSAEAC were prevented from picketing the TCN headquarters by the workers, the scene almost turned violent, but for the timely intervention of security agents who ensured that staff and other officials of the ministry of power were not prevented from discharging their official duties. President of SSAEC, TCN branch, Dairo Abidemi told journalists that the planned picketing of the TCN headquarters was sponsored by the national leadership of SSAEAC having lost the cooperation of TCN

branch of SSAEAC. He accused the SSAEAC national body of mismanaging superannuation funds and monthly subscription of SSAEAC members in TCN branch. He said the national leadership of SSAEAC misinformed TUC on the issues at state, noting that the issues could be resolved amicably without picketing TCN. But, in response, Kaigama said that TUC took the decision to picket TCN because TCN management failed to honour invitations by the ministry of labour on the issues between TCN and national SSAEAC. “We have gone to the ministry of labour more than four times; TCN management has refused to come and when they refused to come, we have to come and picket this place,’’ he said, adding that the issues with the TCN management and the national SSAEAC members are the issue of non-implementation of collective bargaining agreement. The same scenario played out in Enugu state as the TUC in the state attempted to picket the state office of the TCN. State Chairman of the TUC, Chukwuma Igbokwe said the union joined its national body to picket the TCN office in the state till further notice. He stated this while addressing

newsmen in Enugu on Monday. Igbokwe said that the TUC frowns at the TCN’s management anti-labour policies and activities targeted at union members. Similarly, in Kaduna state, the TUC and the United Labour Congress (ULC) clashed over the former’s attempt to picket the Mando office of the TCN. The TCN staff who are also affiliate members of the ULC and some security personnel resisted the attempt by the TUC to lockdown the premises of the transmission company. While the state Chairman of TUC, Shehu Muhammed led members of the Senior Staff Association of Electricity and Allied Companies (SSAEAC) to picket the station, the ULC State Chairman, Ephraim James led other members to block the TUC members from picketing the company, claiming that their action was illegal. James said the ULC and the in-house staff union NUEE were not informed of the TUC action, alleging that the TUC was misinformed by the current President of SSAEAC, Chris Okonkwo on the issues it raised for the picketing. According to him, Okonkwo turned to TUC “having lost the support of TCN staff in his misguided bid to use the association to advance his selfish interest.”

Justice Okon Abang of the Federal High Court, Abuja on Monday granted leave to Senator Godswill Akpabio to personally challenge a suit seeking the removal of 54 members, including himself from the National Assembly over their defection from one political party to another. An advocacy body, Legal Defense and Assistant Project (LEDAP) had last year approached the Federal High Court, Abuja to declare the seats of the affected National Members vacant over their defection to the two major political parties in 2018. The lawmakers which including, Senate President, Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara in their responses had asked the court to dismiss the suit on the grounds that the suit lacked merit and was an abuse of court process. They also submitted that the plaintiff, who instituted the suit against them and praying for their removal from the National Assembly has no locus standi to institute the case. Justice Abang after listening to argument from parties had on April 30 adjourned till May 17 for judgment. But, barely two days to the adjourned date for judgment, Sen. Akpabio approached the court for permission to personally challenge the suit seeking their removal from office on grounds of their defection.

Appeal Court decides Nwaoboshi, Nwoko fates today Andrew Orolua, Abuja The Court of Appeal sitting in Abuja will today hear the appeal filed by Senator-elect for Delta North Senatorial District, Peter Nwaoboshi, who is challenging the nullification of his nomination as candidate of the Peoples Democratic Party (PDP) by the Federal High Court in Abuja. Justice Ahmed Mohammed of the Federal High Court had while delivering judgment on a pre-election suit brought by Prince Ned Nwoko, nullified Sen. Nwaoboshi’s nomination as the PDP candidate for the February 23 polls. Nwaoboshi in the appeal had asked the appellate court to set aside the judgment of the lower court which was delivered in error. He is contending that the trial judge over-reached himself by deciding the suit on the basis of highly contradicting and conflicting evidence. According to the notice of appeal, the appellant is praying the court to hold that the trial judge erred in law when he held that the suit was not caught by the 14 -day rule in Section 285 (9) of the 1999 Constitution (as amended) as the primary election conducted on October 2, 2018 and the 14 -day time allowed started running on the same day the primary election took place.

He also revealed that an estimated N2.3 billion has so far been spent on implementing the National Homegrown School Feeding Programme which feeds at least 126, 000 pupils every day in Anambra state. “So far, about N2.3 billion has been spent by the federal government in school feeding in Anambra state. Also, on the N-Power programme, we have over 8, 000 youth already employed. “Youth that ordinarily would have been doing some other things are gainfully employed by the federal government and of course, I did ask for support in appointments; ministerial, ambassadorial, parastatals and so on so that all of us can move to the next level,” he stated. Obiano also hinged his visit to the State House on the need to congratulate the President on his re-election, saying his

relationship with the President goes beyond political affiliations. He said that “I called the President when he won the election and this is the first time I am coming to see him physically since after the election. I actually came to congratulate him on his well-deserved victory at the polls. “I also gave him update on the federal government projects that are going on in Anambra state, such as the second Niger Bridge, the Minister of Power, Works and Housing, Babatunde Fashola and myself were at the sites recently and I came to brief him fully how that work is going as planned.” The governor said that initially, when President Buhari started the construction of the second Niger Bridge and the road, people said it was a campaign fluke, but he assured them that the Preisdent keeps his promise.

The Ondo state chapter of the Nigerian Union of Local Government Employees (NULGE) has commended the federal government on the recently introduced financial guidelines for local governments by the Nigerian Financial Intelligence Unit (NFIU). State NULGE Chairman, Comrade Bola Taiwo, who stated this during a press conference on Monday in Akure, the Ondo state capital emphasized that the move would ensure transparency and grassroots development. According to Comrade Taiwo, the local government autonomy has been long overdue, adding that “we are happy because this is a dream comes true. We have been yearning and agitating for this because autonomy to local government has been our priority.” He added that the new guidelines will serve as a mechanism that will safeguard, protect and allow for transparency in the local government joint account management. “Joint account is a constitutional matter, but the modification just made is to stop siphoning of our money,” Taiwo stated. He posited that the union would train and educate its members to look into activities of each local government so that there would not be any violation of the new guidelines. “It is said that anybody that violates this rule will be dealt with and if there are violations the union must cry out immediately.

Prof. Ozumba stated this while giving account of his stewardship for the five years as 14th vice chancellor of the university during a press conference on Monday. “Prior to 2014, the university was listed as dysfunctional, but today and for the third consecutive year since 2016, we are ranked by Webometrics as number one university in Nigeria. “Our enviable position as the best in research publications is still very evident and among the top 1, 500 universities in the world,” he said, adding that his administration met backlog of programmes and courses not accredited, as against now when all the courses are fully accredited. “Today, the story is different as over 100 academic programmes running in this university are fully accredited. I will remain grateful to council members and the university management for their support and cooperation. “Under my stewardship, new faculties were created such as faculty of vocational and technical education and faculty of basic medical science,” he said.

Why FCTA demolished Caramelo Night Club - AMMC Ibiza club gets 2-week ultimatum

Ukpono Ukpong, Abuja The Federal Capital Territory Administration (FCDA) through its Department of Development Control (DDC) has demolished the Caramelo Lounge, a popular strip club located in the Utako District of Abuja, for allegedly contravening the FCT land use regulations. Coordinator of the Abuja Metropolitan Management Council (AMMC), Umar Shuaibu, who made this known while briefing journalists on Monday in Abuja, explained that the facility was demolished following the non-adherence to several quit notices and contravention letters written by his agency to the proprietors of the club since 2016. He added further that the demolition was sequel to the expiration of the 48-hour final demolition notice after the issuance of a revocation letter to the operators of the club by the department of lands administration of the FCTA Moreover, Umar stated that the plot was originally approved for the building of a clinic, adding that the demolition follows the approval

granted by the FCT Minister, Malam Muhammad Bello for the revocation of the certificate of occupancy of the plot on which the club is sited on May 10. He said activities of the club contravenes the provisions of Clause 10 of the certificate of occupancy and Clause 10 of the conveyance letter approving the building plan. The coordinator said there were written complaints to the AMMC and the Department of State Services (DSS) on the negative impacts of the club, especially noise pollution, insecurity and social disturbances. “The issue assumed a critical relevance not only because change of use is inimical to provisions of the Abuja Master Plan, but it has equally generated externalities. This culminates into noise pollution, on-street parking, insecurity, social vices and many others. “These nuisances compromise the safety, comfort and convenience of the residents of the residential precinct. For the purpose of clarity, the land use provision designated to accommodate lounge/night club activities is within a hotel plot. “As the gentlemen of the press are already aware, we have night clubs operating in hotels

like Hilton, Sheraton and other notable hotels within the city,’’ he said. Our correspondent gathered that department of development control staff and bulldozers accompanied by a joint team of security personnel stormed the club premises on Sunday and pulled down the one-storey building. It would be recalled that on April 17, a joint task team of AMMC involving the department of development control, Abuja Environment Protection Board (AEPB) and the social development secretariat raided Caramelo and Ibiza night clubs among others. Reacting to the demolition, Managing Director of Caramelo Lounge, Max Eze expressed dismay over the exercise, disclosing that was taken aback by the short notice given to them to vacate the property. Eze, while admitting to the conversion of the original land use, however, said the management of the lounge has been paying millions of naira as annual contravention fee to the FCTA. Meanwhile, the FCTA has issued a two-week ultimatum to Ibiza Club situated at Garki II District to revert to the designated use or risk appropriate sanctions.

Ogun police arrest 3 cultists with female underwear, charms Chioma Joseph, Lagos

Police operatives on ‘Operation Puff Adder’ have arrested three suspected Eiye cultists with female underwear and charms in Ogun state. After meeting Buhari, Ambode says l’m wiser now

Gov. Akinwunmi Ambode of Lagos state says he is leaving office a happy person and much wiser because he has touched humanity through the services he rendered to the people of the state in four years. Ambode, who stated this when he fielded questions from State House correspondents, expressed gratitude to God for giving him an opportunity to govern the state. The governor said he mounted the leadership of the state as a technocrat, but is now leaving as a better politician and wiser to wit.

The mere fact remains that I came in as a technocrat so I used to call myself a techno-politician and I think I am wiser now; I’m more of a politician than a technocrat. “I have a few days left in office, may be 16 days or so to leave office, but what is most important is that I was able to have that opportunity from God to be elected as governor of Lagos and also to touch humanity in a way that I deemed fit. “We did our best and most of all our projects and the things we did in Lagos were more or less people friendly, and

I just think that a lot more people have enjoyed the benefits and the dividends of democracy than we actually met. It gives me joy that you are able to touch lives wherever you find yourself. “You have to just make a positive difference to people or Nigerians, that’s the whole essence of service. I’m grateful that I had that opportunity,’’ he said. Ambode said he was in the State House to thank President Buhari for undertaking a state visit to Lagos few weeks ago, where he inaugurated some developmental projects executed by his administration.

Delta state Governor, Ifeanyi Okowa has urged the federal government to ensure that reports from studies conducted by the National Institutes of Policy and Strategic Studies (NIPSS), Kuru are made available to respective states of the country for implementation. Gov. Okowa made the call on Monday when members of Executive Course 41 of NIPSS paid him a courtesy call in Asaba. He stated that “NIPSS over the years has changed the narrative of governance of this country, including the state and local governments through its numerous research and studies. “It is good to hear that a lot of studies still take place in our nation and both the states and local governments will benefit, and utilize the reports if the federal government can make the reports available to them. “I know that the inputs of participants who are from diverse backgrounds will enrich reports from NIPSS and the reports will be very beneficial to states where the studies took place.”

Ambode to commission new LASU Senate complex, others today

Benjamin Omoike, Lagos Lagos state Governor, Akinwunmi Ambode is set to commission multiple projects embarked upon and completed by his administration in the last four years, including the new senate building of the Lagos state University (LASU). The state Commissioner for Works and Infrastructure, Ade Akinsanya in a statement on Monday, said the commissioning spree will commence on May 14 -26. According to him, the first set of projects to be commissioned are the Ilaje Road and Bariga Waterfront Jetty, as well as car parks designed to enhance intermodal transportation and improve connectivity from the Mainland to the Island and the Ikorodu axis of the state while seven new world class ferries will also be unveiled.

This according to Adewole will be done through partnership between the government and key stakeholders, especially the private sector. Speaking at the contract signing ceremony/ diagnostic review kick-off workshop of the Health Sector Reform Programme between the Bureau of Public Enterprises (BPE) and Vesta Healthcare-the consultant for the provision of diagnostic review advisory services for the health sector reform which held in Abuja on Monday, the minister assured Nigerians that the proposed reform was not outright privatization of the health sector. He said the reform would identify ways to transform and streamline the health sector institutional frameworks and modernize existing government hospitals even as he noted that the sector in Nigeria over the years had been beset with myriads of problems resulting in poor outcomes and very low global ranking. “The Nigerian health system is struggling in the bottom among member states of

the World Health Organization due to a variety of reasons among which are poor infrastructure in healthcare delivery system, inadequate utilization of the private sector and misdistribution of the health workforce,” he said. The minister regretted that Nigeria was losing huge revenue to outbound medical tourism as its citizens travel out of the country in search of better medicare and the emigration of doctors from Nigeria’s medical schools to other countries in search of better opportunities. According to him, Nigeria lags behind in indicators for health, education, nutrition and employment because economic growth has been inadequate with wealth concentrated in very few hands and that the proposed reform in the health sector “will aim to improve the availability, accessibility, quality and affordability of health services by expanding health services coverage and implementing initiatives which will radically transform healthcare delivery across Nigeria.” Also speaking, the Director General of the Bureau of Public Enterprises (BPE), Alex A. Okoh said the reform is aimed at improving the availability, accessibility, quality and affordability of health services by expanding health services coverage to radically transform health care delivery across Nigeria. He noted that the reform would increase

private sector participation and funding and not a divestiture of the health assets, stressing that it has two paths; institutional reformation pathway and hospital modernization pathway. Okoh said a holistic and comprehensive reform of the sector was required to create the right environment to attract funding and participation from multilateral development institutions and the private sector and that it was envisaged to reposition the sector and ensure efficient and effective healthcare service delivery. He stated that the partnership would provide financial and human capital solutions to the problems, bring about technological development in the health sector as private partners infuse a wide range of innovative healthcare solutions into the sector. The BPE director general called for the collaboration of all key stakeholders in the Nigerian healthcare sector in a unique partnership to turn around the fortunes of the sector. Managing Partner of Vesta Healthcare, Dr. Folabi Ogunlesi in his remarks, said that the signing ceremony marks a historic event in the process of health sector reform in Nigeria and commended the BPE for its diligence and support while promising a successful reform of the health sector.

Governor Mohammed Abubakar has charged the police and other security agencies to intensify intelligence gathering in order to suppress the criminal elements that are trying to tarnish the good name of the state. The governor gave this charge while receiving the newly posted Commissioner of Police, Alhaji Habu Ahmadu in Bauchi. A press release signed by the Press Secretary to the governor, Abubakar Al-Sadique quoted the governor as giving the security agencies matching orders to “intensify intelligence-based security strategy that has kept Bauchi state safe in the past four years to address the challenge of youth banditry. “I want you to be on the lookout for those engaged in Sara-suka as we have sworn to secure our people and their property. We must do everything to eliminate them.” Gov. Abubakar, who noted that most forests in northern Nigeria have been turned to save haven for criminal elements, explained that it takes the combination of government’s political will and provision of logistics, vigilance of security agencies and community policing to make Bauchi the safest in the North East zone.

Islamic medical body feeds 500 in-patients in Kebbi Haruna Usman, Birnin Kebbi The Kebbi state branch of the Islamic Medical Association of Nigeria (IMAN) under the chairmanship of Garba Kangiwa says since the beginning of Ramadan, the group has fed an estimated 500 patients at the Federal Medical Center, Birnin Kebbi. Kangiwa said that the patients and their relatives are still being feed by the association as under its annual Ramadan feeding programme. He disclosed this in an interview with Daily Times in his Birnin Kebbi office. He added that the decision to undertake the feeding was unanimous considering the economic situation in the country, adding that funds for the exercise was sourced from members and some well spirited individuals who contributed in both cash and kind to the feeding programme. Also speaking, the state Secretary General of the association, Umar Yarimajo said that aside the feeding of the patients by the body, the association provides free burial clothes to deceased patients. He called on the state government to step up assistance to the association to enable them reach a large number of those in need in the hospital community and beyond. Udom petitions NERC over poor power distribution in A’Ibom Isaac Job, Uyo Akwa Ibom state Governor, Udom Emmanuel has petitioned against the Port- Harcourt Electricity Distribution Company (PHEDC) to the Nigerian Electricity Regulatory Commission (NERC) for hoarding electricity generated by the Ibom power plant to residents in the state. The petition was the state government’s reaction to an avalanche of complaints by residents in the state against the Port Harcourt Electricity Distribution Company (PHEDC) for the frequent power outages and the exorbitant monthly estimated bills from the power distribution firm. In his petition to the electricity regulatory

commission made available to newsmen in Uyo yesterday, Gov. Udom said that “there is sufficient power generation from the state owned Ibom power plant to provide steady and quality electricity to the entire state, but PHEDC has refused to pick the load.” In execution of its quasi- judicial functions, Section 46 of the Electric Power Sector Reform (EPSR) Act 2005 empowers NERC to conduct hearings following the receipt of petitions from aggrieved persons in accordance with Rule 14 of NERC Business Rules 2006 and based on this, the NERC has invited PHEDC for a hearing. Commenting on the governor’s petition, the Special Assistant to the governor on Power, Mennyene Etukudo said the state government is

worried about the huge investment it has made in power generation, yet power supply in the state remains very poor. Etokudo, who is also the managing director of Ibom Power Company said Gov. Udom is not happy at the way the state is being treated by the PHEDC in the power distribution chain. The governor’s aide however, explained that Akwa Ibom would soon take delivery of 38, 000 units of prepaid electricity meters from the PHEDC for distribution to residents in the state. He said the gesture was informed by the need to respond to demands of residents for prepaid meters in the state in line with NERC directives against use of the estimated billing system.

This is even as the Vice President, Prof. Yemi Osinbajo, has disclosed that 25 percent of Nigeria’s 80 million children under the age of 14 are engaged in economic activities and half of this population is children exploited as child labourers and those working in hazardous situations such as victims of child trafficking, domestic work, sex work, drug peddling and hawking.” The Vice President, Prof. Yemi Osinbajo, who was represented by the Minister of State, Prof. Stephen Ocheni, stated this in Abuja at the launch of Alliance 8.7 and National Consultation in Nigeria. “No government, country or organisation can solve this challenge alone and eradication efforts can only be accelerated through concrete commitments, coherent and coordinated action at the national, regional and global levels. “Alliance 8.7 is a global partnership committed to taking immediate and effective measures to accelerate action towards the eradication

and securing the prohibition and elimination of the worst forms of child labour in all its forms everywhere. “International Labour Organisation (ILO) estimates the global figure of child labourers to be 168 million with Nigeria accounting for about 15 million; and 25 percent of Nigeria’s 80 million children under the age of 14 are engaged in economic activities and half of this population is children exploited as child labourers and those working in hazardous situations such as victims of child trafficking, domestic work, sex work, drug peddling and hawking.” Said Osinbajo He, however, noted that Government has been giving attention to child labour, forced labour and human trafficking issues in the country through existing national laws, ratification/ adoption of International Conventions and Protocols, as well as National Policy Documents on child labour. In the same vein, the Minister of Labour and Employment, Sen. Chris Ngige, who was represented by the Permanent Secretary of the Ministry, William Alo, said the occasion marked a milestone in the determination and commitment of Nigeria in ensuring that further concrete measures were taken to accelerate the efforts at

eradicating this menace in the country, in line with the Sustainable Development Goals (SDGs) 8.7.” According to the Minister, “Addressing issues of child labour, forced labour, and human trafficking is key to achieving the SDGs relating to the Ministry’s mandate, and the launch of Alliance 8.7 and National Consultation is critical to the Ministry as it is committed to ensuring decent work, as well as quality education for children, and removing them from all forms of child labour.” Earlier, in good will messages, the Country Director of the ILO, Dr. Dennis Zulu, and International Relations Officer, Africa Division, Office of Child Labour, Forced Labour, and Human Trafficking, Honore Tchou, congratulated the Government of Nigeria for being a leader in the global campaign to eradicate forced labour, modern slavery and the worst form of child labour. They said that the establishment of the Alliance 8.7 would be beneficial at the National, State, Local Government and Community levels to strengthen their efforts in the fight against child labour and trafficking, noting that it would also help to share experience that could foster significant progress and generate positive results in the fight against the scourge.

Nigeria is committed to promoting and ensuring decent work environment, in line with the set standards of the International Labour Organisation (ILO). The Minister of Labour and Employment, Sen. Chris Ngige, stated this in Abuja on the occasion of the anniversary of the ILO Centenary and 60 Years of ILO in Africa celebration. He noted that “Nigeria has ratified well over forty (40) ILO Conventions, including the eight (8) Fundamental Conventions and two priority or governance conventions on the applications of these Conventions as required.” The Minister, represented by the Permanent Secretary, Mr. William Alo, added that “ILO, in collaboration with the Nigerian government, has concluded the Decent Work Country Programme (DWCP 1 and II) and modalities are being put in place to commence DWCP III for Nigeria.” Ngige described decent work as central to sustainable development, and its importance is highlighted by Goal 8 of the Sustainable Development Goals, which aims to “promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. The Minister commended

ILO for successfully serving its tripartite constituents, as well as the wider society, by formulating international policies and programmes aimed at promoting basic human rights and improving working conditions; developing International Labour Standards; providing international technical assistance to constituents, among others. He congratulated ILO on its centenary anniversary, describing it as a worthy partner to Nigeria. In a welcome address, the Director, ILO country Office, Dennis Zulu, said that ILO remained committed to working with its member states, Nigeria inclusive, in the quest for a better future; and called for adequate preparation to cope with the challenges of the future workplace. Zulu expressed delight that the ILO Centenary coincided with the celebration of 60 years since the ILO opened its first office on the continent of Africa, in Lagos. In goodwill messages, the Nigeria Labour Congress (NLC), Nigeria Employers’ Consultative Association (NECA) and Trade Union Congress (TUC) congratulated ILO on its anniversary and for fulfilling its purpose of bringing social justice in the world of work.

120 local contractors get $368m worth of contracts from Dangote refinery Motolani Oseni Dangote Refinery and Petrochemical has so far awarded $368 million to 120 local contractors at the site as part of its contribution Nigeria content development initiative. The Group Executive Director, Strategy, Portfolio Development and Capital Projects, Dangote Industries Limited, Mr Devakumar Edwin, who made this disclosure during the tour of the Dangote Refinery by members of the Nigerian Union of Journalists (NUJ) and Nigeria Institute of Public Relations (NIPR), yesterday in Lagos, said there are several Nigerian content opportunities in the company’s refinery and petrochemical project. He noted that the Refinery would lead to significant skills transfer and technology acquisition opportunities in the country. He said the Group has embarked on a landmark integrated Refinery

and Petrochemical project, regarded as the largest industrial complex in the history of Africa, which is expected to take Nigeria to new heights through the transformation of the economy. According to him, the company is already partnering with the Lagos State government and Siemens in the skills development of the local community for employment at the construction site. “We have already trained and employed 250 artisans,” he added. He disclosed the company’s intention to train 900 Nigerian engineers in India. “The company has completed the overseas training of first and Second batches of Nigerian engineers and are being acclimatized at site. The third batch left for India classroom training for one month, on the job training for one year and working in real time with experts in the industry every day”, he added. He said that the company has so far employed 3580 Nigerian personnel on site. “This excludes employment by the various contractors and subcontractors at the site”, he said.

How Nigeria lost 16,458mw to gas, grid constraints – Report Motolani Oseni As challenges of gas supply, water management and national grid forced 25 of the 29 power generation companies (Gencos) to cut down on their capacities at the weekend, Nigeria has lost a total of 16,458.9 megawatts of electricity, a report from the Office of the Vice President, Yemi Osinbajo, has revealed. The report, which was obtained from the Advisory Power Team in Osinbajo’s office stated that only four Gencos were able to fully dispatch their generated volumes within the six-day period. While five Gencos were completely

shut down, others had issues of grid, gas and water management constraints. Based on the report, for the sixday period, starting from May 6, 2,078.5mw was not generated into the grid with gas constraint accounting for 1,508MW of this while grid and water management constraints accounted for the loss of 419.5mwW and 150mw, respectively. On May 7, the situation deteriorated with 2,606.6mw lost. Out of this gas, grid and water management constraints accounted for 1,547.5mw, 909.1mw and 150mw respectively. On May 8, it further got poorer with 2,733.1mw lost to the constraints. Shortage of gas supply ensured

1,674mw was not produced while grid and water management issues resulted to 909.1mw and 150mw again. Between May 9 and 10, the losses rose to 3,057.1mw and 3,272.5MW, respectively, with gas constraints accounting for 1,674mw and 1,472.5mw, while grid issues accounted for 1,383.1mw and 1,650mw respectively. There was also a water management issue on May 10, which resulted in 150mw unavailable. On May 11, the total constrained was 2,711.1mw with gas constraint been 1,472.5mw while grid had 1,126.1MW. The report showed that N8.100 billion worth of revenue was lost in this regards. Further on a day-by-day supply

basis, it explained that 4,270mw was supplied to the grid on May 6; 4,426mw on May 7; 3,322mw on May 8; and then an abysmal 1,585mw on May before it went up to 3,069mw on May 10, and then 3,751mw on May 11. Last Wednesday, the country’s electricity grid experienced a collapse which the Transmission Company of Nigeria (TCN) reportedly said was as a result of tripping of its transmission line along the Onitsha route. TCN also said a sudden stop of operation by a Genco caused the collapse, and hinted it had asked the Nigerian Electricity Regulatory Commission (NERC) to approve its procurement of a 250mw spinning reserve to forestall such incidences.

We must also train our people. Amid sell pressure and delisting of Newrest ASL from three official list, the equities market of the Nigerian Stock Exchange (NSE) opened for the week on Monday still on a bearish trend, with the market capitalisation shedding N141 billion, representing a dip of 1.30 per cent to close at N10.701 trillion against N10.842 trillion on Friday. Also, the All-Share Index declined by 1.26 per cent or 363.37 points to close at 28,484.44 compared with 28,847.81 achieved on Friday. This followed the delisting of Newrest ASL 634 million entire share capital from the daily official list of the Exchange. Market performance was influenced by price depreciation in medium and large capitalised stocks, among which are, Mobil Nigeria, Stanbic IBTC Holdings, Guinness Nigeria, Guaranty Trust Bank and PZ Cussons Nigeria. Analysts at APT Securities and Funds Limited said “equities continue in the negative band as the bearish trend continues and the ASI now down to 28,000 thresholds. “All sector indices closed in red led by the Financial services sector on massive sell-offs. We expect further moderation of the ASI to be diluted by value investors position for the long term.” Market breadth remained negative with 11 gainers against 30 losers. Neimeth International Pharmaceuticals and Okomu Oil recorded the highest price gain of 10 per cent, each to close at 55k and N77, respectively. AG Leventis & Company followed with a gain of 8.33 per cent, to close at 26k per share. Africa Prudential appreciated by 7.91 per cent to close at N3.82, while Japaul Oil & Maritime Services went up by 7.69 per cent to close at 28k, per share. On the other hand, Chams and NEM Insurance led the losers’ chart by 10 per cent, each to close at 36k and N2.25, respectively, while United Capital followed with a decline of 9.38 per cent to close at N2.32, per share. Goldlink Insurance declined by 8.70 per cent to close at 21k, while Jaiz Bank down by eight per cent, to close at 46k, per share. Consequently, the volume of shares traded closed lower with an exchange of 214.68 billion units, valued at N2.78 billion, and exchanged in 3,856 deals. This was in contrast with a turnover of 235.23 million shares worth N1.36 billion traded in 3,130 deals on Friday. UACN dominated trading activity with 41.29 million shares valued at N289.05 million. Guaranty Trust Bank followed with 37.98 million shares worth N1.18 billion, while United Bank for Africa (UBA) traded 15.96 million shares valued at N96.83 million. Sterling Bank traded 13.03 million shares worth N34.5 million, Transcorp transacted 12.25 million shares valued at N14.19 million.

The media outfit promoting good governance and sustainable development, in collaboration with various allied organisations, said the governor was given the award because of his satisfactory performance in the governance of the state between 2015 and 2019. This loss no doubt is an irreparable loss, and one which will be hard to fill. “Be that as it may, we take solace in the fact that Baba lived a meaningful and fulfilled life while on earth, for Baba Hamzat as fondly called is one of the few men who came, saw and conquered as far the world of humanity is concerned,” Fafunmi added.

Sudan’s Omar al-Bashir charged over killing of protesters

Omar al-Bashir was removed from power after nearly four months of anti-government protests

Sudan’s former President Omar al-Bashir was charged “with inciting and participating” in the killing of protesters during the mass protests that lead to the end of his decades-long rule, as security forces reportedly opened fire on demonstrators with live rounds. At least 10 people were wounded by gunfire late Monday near a protest sit-in in the capital Khartoum. Some of the injured were in serious

condition, local doctors said. Gunfire could be heard near the centre of Khartoum after security and paramilitary forces clashed with protesters who had been blocking roads. The prosecutor general’s announcement on Monday came with few details about the case against al-Bashir. “Omar al-Bashir and others have been charged for inciting and participating in the killing of demonstrators,” the prosecutor general’s office said.

Earlier this month, the prosecutor general ordered alBashir to be interrogated on charges of money laundering and financing of “terrorism”. There has been no comment from al-Bashir since his removal and arrest on April 11. The former president is reportedly being held at the maximum security Kobar prison in Khartoum. Al Jazeera’s Hiba Morgan, reporting from the capital, said a committee of doctors estimate

at least 100 people were killed by security forces since protests began last December. “A lot of them were shot as they were trying to run from the live ammunition fired by security forces,” she said. The prosecutor’s office highlighted, in particular, the killing of Babiker Abdul Hameed, a 27-year-old doctor who was killed on January 19, “as he was trying to give medical assistance to protesters”, said Morgan. “He was shot dead in front of witnesses.” Huge crowds remain camped outside the military headquarters in central Khartoum, vowing to force the military council that replaced al-Bashir to cede power. Lieutenant-General Shams al-Din Kabashi, spokesman for the military council, said the generals met with protest leaders on Monday and agreed on the structure of transitional bodies. Their make-up would be addressed in further talks a day later, he said. “We discussed the structure of the transitional authority and agreed on it completely, and we also agreed on the system of governance in the transitional period,” he said. Taha Osman, spokesman for the protest movement, known as the Declaration of Freedom and Change Forces (DFCF), confirmed the development to AFP news agency. “At today’s meeting we

agreed on the structure of the authorities and their powers,” said Osman. “The authorities are as follows - the sovereign council, the cabinet and the legislative body. Tomorrow the talks will continue to discuss the period of transition and the composition of the authorities.” The DFCF said late on Sunday it hoped to secure commitments to a swift transfer of power in the threeday talks. The military council and the protesters are at loggerheads over the make-up of the interim body. The generals have proposed that the new council be military-led, while protest leaders want a majority civilian body. The protesters have vowed to continue demonstrations, centred on the sit-in outside the military headquarters and called for a series of nationwide protests, including another march to the main sit-in, in the coming week. Earlier on Monday, Sudanese police and the paramilitary Rapid Support Forces used tear gas to disperse dozens of protesters in the Khartoum North neighbourhood. The troops also removed barriers protesters had set up on a road leading to al-Mek Nimir Bridge, a main artery of Khartoum. There were no reports of casualties.

I’ve no apologies over godfather comment, el-Rufai tells Tinubu

The feud between the Kaduna State Governor, Nasir El-Rufai and the National Leader of the ruling All Progressives Congress (APC) is likely to deepen as the governor said he has no apologies over his comment on how Lagos can end god-father. El-Rufai who spoke on Monday during an interview with State House correspondents, also accused the lambasts the Nigerian senate for describing Kaduna-Abuja highway as dangerous. Mathew Dadiya reports. Why did you come to see the president?

I came to see Mr President to brief him on the general security situation in Kaduna which I do from time to time and also to update him on the various initiatives by the Inspector General of Police (IGP), the SSS, and the Army Forces with a view to improving the security situation in Kaduna in general and particularly along the Abuja-Kaduna road. I want to say that the initiatives put in place have made the road quite safe now. I can say confidently that anyone get in that road because I don’t want to go into details of the measures that have already been put in place but I am confidence with the security system in place now that people can be confident to drive on the Abuja-Kaduna road without any fear. On his dispute with the National Leader of the APC, Chief Bola Ahmed Tinubu, the governor said, there is no dispute between me and anyone in the APC, the APC is one fa,ily, I don’t dispute with my own party. They may dispute with me but I don’t. I made comments Lagos about how to retire go-fathers, it’s a template that we have used in Kaduna and it has worked. If anybody thinks he is a go-father, the template may apply to him but I am not in dispute with anyone. I expressed my views firmly and very clearly, there is no human being that I am afraid to express my views on, and when I am ready to express my views specifically on a particular name then I will do so but i havent. I made a general statement but people have gone in to overdrive, creating fake news, abusing me and so on. I am thick-skin, I can take the abuse and I will wait for my time when I want to.... Are you in good term with Sen Bola Ahmed Tinubu?

We are in the same party, we get along very well as I know. Would you want him retired? I dint know if he is the go-father of Lagos, it’s up to him to say that. What I know for sure is that we have retired God-fathers in Kaduna and I have told those that asked me the question that ‘there are six million registered voters in Lagos but only one million voted,’ in the last election. So there are five million people that you can bring into the electoral play ground and you can defeat anyone if you work hard. It’s hard work, it’s four years. That is what I said and if anyone feels offended by that, that is his business or her business. Do you want Lagos to follow your template on retirement of Godfathers?

I have not recommendations to Lagos, I am the governor of Kaduna State, I know Kaduna politics pretty well and I played my role in my party towards the success of the party. I have not recommendation for anyone, I am just saying, if I am asked a question and I gave an answer, anyone that feels offended by the answer, it’s his own business. I have no apologies, I don’t apologize for my views. My views are thought-out and I put them there. I don’t have to explain anything to anyone. This is a democracy, and in a democratic space, there must be room for people express their views. You can disagree, you can abuse me if you don’t like my views but that is it. Just last week, the Nigerian senate described the Kaduna-Abuja express Way as the most dangerous highway in Africa, and you are saying it is safe, how?

If you believe everything that comes out of the Nigerian senate, you will have serious mental health problems. There are things that are said there that are just for the gallery, for the media. I dint know what statistics that were used to determine that the Kaduna-Abuja road is the most dangerous anywhere. I like facts, I like using figures. I wish the people that said that would use figures. But I am saying that no matter what anyone said, last week, I am assuring Nigerians that the Kaduna -Abuja road is quite safe now and would be so long as the initiates put in place by the various security agencies, details of which I am not willing to disclose. Are you guaranteeing travelers? Only God can guarantee total safty. But I am saying as the governor of the state based on the security measures put in place, I am confidence that the road is safe and I drive on that road.

Cristiano Ronaldo: Criticis are always waiting with their rifles for me to fail

Cristiano Ronaldo is eager to point out that he is no “robot”, with the Juventus superstar having been forced to make peace with the fact that critics wait with “rifles” for him to fail. At 34 years of age, the Portuguese has operated under the brightest of spotlights for long enough to know what to expect. His every move, on and off the field, is dissected in minute detail, and has been for over a decade now. As a five-time Ballon d’Or winner and one of the most recognisable stars on the planet – not just in sporting circles – Ronaldo acknowledges that he lives every day under pressure to succeed and maintain his unworldly standards. Quizzed by La Repubblica on what life under such a microscope is like, the former Sporting, Manchester United and Real Madrid star said: “I don’t think people believe I’m a robot, but they see me as someone who can never have a problem, can never be sad, never have worries. People identify success, being carefree, with money: ‘How can he be sad or have a crisis if he is a millionaire?’ “You must understand that not everybody is the same, they still experience certain things. But I understand it. I know that people stand with their rifles waiting for me to miss a penalty or to fail in a decisive game. But it is part of life

and I must be prepared to accept that. And I have been prepared for many years.” Pressed further on whether he has grown tired of the constant need to prove himself, Ronaldo added: “I do not deny that sometimes it bothers me and I get tired because it seems that every year I must prove myself to be very strong. It is difficult. “You also have to take into account the additional pressure of having to prove something to others, not just yourself. And to the people around you. To your family, to your mother, to your child. ‘Cris, tomorrow you must win’. You have to train continuously, but there comes a moment when you say: ‘Listen, leave me alone’.” Ronaldo could have been forgiven for losing the enjoyment of playing football, with so many eyes on him, but he claims to be taking as much joy from chasing down personal and collective goals as he has ever done. “I see football as a mission: to take to the field, win, improve,” he said. “Those times when I would be playing and think, now I will do a dribble, I don’t have them anymore. There is an additional pressure. People constantly judge you: ‘It’s over now. He is 33, 34, 35 years old, he should stop’. You want to leave them stunned and prove ‘it’s still me’.” That insatiable drive for constant improvement is what has taken Ronaldo to the very top

of the game and allowed him to avoid becoming bogged down in the chaos that surrounds him. “I don’t know when I got used to it, but it’s true that I felt the pressure from a very young age,” he added. “When I went to Madrid, I was the most expensive player in history; in Manchester, after winning my first Golden Ball at 23 years of age, people thought, ‘He has reached his maximum’. In the last 10-12 years I have always had this additional pressure that you not only put on yourself, but that everyone else puts on you.” Ronaldo has delivered on expectation during his debut campaign at Juventus to help the club to another Serie A title, but his run of Champions League triumphs has come to an end in 2018-19 so that competition will provide him with added incentive again next season.

Barcelona to pay N24bn for Samuel Chukwueze Spanish giants Barcelona are reportedly ready to pay N24 billion (€60M) release clause of Nigeria International Samuel Chukwueze in order to seal his transfer from Villarreal this summer. According to Don Balon, the club are keen on signing Chukwueze as a replacement for Philippe Coutinho, who has failed to impress since his move from Liverpool.
