The party also prayed for another order stopping the Chief Justice of Nigeria (CJN), Ibrahim Tanko Mohammad, from inaugurating or administering oath of office and oath of allegiance on Buhari until all court actions against him are determined. In the motion brought pursuant to Section 1, 6, 139, 239 of the 1999 Constitution and Section 26 and 138 of the Electoral Act 2010, HDP and its Presidential candidate, Chief Ambrose Albert Owuru, claimed that unless Buhari is stopped from been inaugurated, he will foist a state of hopelessness on the tribunal. In the motion signed by Mike Okoye, the two petitioners said that they are challenging validity of Buhari’s election in grounds of non-compliance with the electoral laws. They further averred that a petition dated March 7, 2019 had been dully served on Buhari, Independent National Electoral Commission (INEC) and the All Progressives Congress (APC) questioning the return of Buhari as the president-elect and that the parties have exchanged

pleadings. The two petitioners claimed that in spite of the pendency and scheduled hearing of their petition against Buhari’s election, Buhari has been making frantic efforts and preparations to be sworn-in and inaugurated on May 29 by inviting the CJN and the general public. They therefore insisted that restraining order by the tribunal is appropriate to preserve the subject matter of their petition and prevent Buhari from foisting a fait acompli and state of hopelessness on the tribunal and render their petition nugatory. “The law is settled that once the question of the validity of election of any person is challenged as to whether he is validly elected or not, that person is not competent to take office or assume the seat of power. “The constitution of the federal republic of Nigeria prohibits and forbids that Nigeria or any part thereof be governed or taken over by any person or group of persons except in accordance with the provisions of the constitution “, they averred. However, when the matter came up on Tuesday, counsel to the petitioners, Oliver Eya sought to move the application but

respondents in the matter claimed that they have not been served. Buhari’s counsel, Chief Wole Olanipekun, INEC’s counsel, Yunus Ustaz Usman and that of APC, Leteef Fagbemi told the tribunal that they will need time to respond to the application when served. President of the Court of Appeal, who is also the chairman of the tribunal, Justice Zainab Bulkachuwa, after taking arguments from parties, fixed May 22 for hearing of the application. Meanwhile, Buhari, through his counsel, Olanipekun has filed a motion praying the tribunal to dismiss the petition of the Hope Democratic Party on the ground that it was not competent in law. Olanipekun told the five -man panel of the tribunal that what the party is challenging in the petition is a referendum conducted on February 23, adding that in law, what INEC conducted was an election and not a referendum. Justice Bulkachuwa, in a short ruling, announced that all applications in respect of the HDP petition will be heard on May 22. HDP, in its petition marked CS/PEPC/001/2019 had joined INEC and APC as second and third respondents in the petition.

Reps throw out bill restricting public officials from foreign medical trips Henry Omunu, Abuja The House of Representatives on Tuesday voted against a bill seeking to regulate and restrict public officials from embarking on foreign medical trips. The report on the bill seeking to amend the National Health Act 2014 to regulate foreign medical tourism by public officers in an attempt to strengthen the nation’s health institutions was considered by the Committee of the Whole and shut down by lawmakers. While debating the report, several lawmakers claimed that the legislation would breach the right of public officials. The bill sought to amend Section 46 of the National Health Act thus: “(1) A public officer of the federal government shall not embark on medical trip abroad without approval; or be sponsored for medical check-up, investigation or treatment abroad at public expenses

except in exceptional cases on the recommendation and referral by the medical board and which recommendation or referral shall be duly approved by the minister or commissioner as the case may be or embark on medical trip abroad unless he satisfactorily proves to the office where the officer is working, that such ailment cannot be treated in Nigeria.” Deputy Speaker, Lasun Yusuf, however, said the bill would discriminate against elected officials, adding that “this bill is against my fundamental human right. There are two fundamental wrongs in this bill, it is against human rights and it is discriminatory. Do not let us do a debate on this bill.” Similarly, another lawmaker, Rep. Razak Atunwa, from Kwara State alleged that the bill was targeted at public officials over the mismanagement of the country’s health care sector. He stated that “the fact that I am a public servant

does not mean I have given up my right. If the government has failed in providing hospitals, we cannot punish someone for it. The intention is right, but better funding for training of doctors, better funding for hospitals is the right way to go.” Deputy Majority Leader, Rep. Mohammed Wase, from Plateau State, urged the House to “throw away” the bill. He said: “I was in hospital in Nigeria for check-up and they said I was fine. Friends encouraged me to travel for check-up and I did, only to discover that I was not okay. “I spent three months there. Now you are telling me to get approval. Please, this bill should be thrown out. Instead of banning people from travelling, we should create an enabling environment for people to invest in the healthcare sector.” The House had similarly rejected a bill sponsored by Rep. Sergius Ogun, seeking to regulate the sponsorship of children of public servants abroad.

FG can seize assets of citizens if… – Osinbajo Mathew Dadiya, Abuja

The Federal Government can seize assets from citizens who cannot explain the source of their wealth, Vice President Yemi Osinbajo said on Tuesday. The vice president also disclosed that the nation’s Gross Domestic Product (GDP) could be up by at least $534 billion if the issue of corruption is mitigated. Osinbajo stated this while declaring open a summit on AntiCorruption organised by the Presidential Advisory Committee Against Corruption. (PACAC) in Abuja. He said: “The Supreme Court in a lead judgment of Akaahs JSC, recently held that forfeiture under Section 17 of the Advanced Fee Fraud and Other Related Offences Act is a civil process which neither requires the criminal conviction of the property owner nor his innocence. “This opens the door for forfeiture of assets that the purported owner cannot explain,

whether or not an allegation of corruption is made.” Osinbajo regretted that for years, corruption has been by far, Nigeria’s most devastating problem. The Vice President noted that if the country reduced corruption by about 20%, it can actually have higher GDP. Osinbajo warned that “there is no reason why any Nigerian should have to pay bribes to law enforcement agents for obtaining drivers licences or passports, or to clear goods at our ports.” He said that it was for these reasons that President Muhammadu Buhari “famously warned that if we don’t kill corruption, corruption will kill us.” The vice president further declared that the Buhari administration is now poised to deal with the wider problem of systemic corruption, especially where the average person interacts with government. “This is why a major pillar of our government’s socio-economic

agenda is the fight against corruption. And which is why perhaps one of first bodies to be set up in 2015 by the President was PACAC,” he said. According to him, it really doesn’t matter how much revenue a country makes or how transformative its plans are; if

Tunde Opalana, Abuja The Independent National Electoral Commission (INEC) will soon start the prosecution of persons arrested across the country for several electoral offences during the 2010 general election. The Commission said it is ready to charge to court offenders whose case files were already prepared by the Nigeria Police. INEC chairman, Prof. Mahmood Yakubu, disclosed the readiness of the Commission to bring to book arrested offenders on Tuesday while receiving a delegation from Bayelsa State Government at the Commission headquarters, Abuja. The delegation led by the Deputy Governor, Rear Adm Gboribiogha John Jonah (rtd), were in Abuja to press for a change in the November 2, 2019 announced date for governorship election in Bayelsa State. The Deputy governor said the state government had written letters to INEC pleading for a change in the fixed date to enable the state government and its people observe its annual thanksgiving service always held on November 2 every year. He said the state appreciated the constitutional responsibility of INEC to fix dates for elections but pleads with the Commission to allow people of Bayelsa State

But, in as much as he would have love to be here, he was unable to make the trip, hence he asked me to on his behalf lead a team of the state delegation comprising of state officials, religious leaders and

traditional rulers on this visit. “Bayelsa State needs to thank God on a yearly basis and we picked November 2 for the thanksgiving. “Religious leaders from both the Christian Association of Nigeria and Pentecostal Fellowship of Nigeria met with other stakeholders like the traditional institution met with the governor to acknowledge the responsibility of INEC to fix election date but urged the governor to plead with INEC to see reason in shifting the date. “INEC has the duty to fix the date but it would not be out of place to plea with INEC. So, we’ve come on behalf of the state to appeal to you to reconsider the date. “We are concerned that if election is fixed on that day, it may affect voters turn out. Any other day fixed will be good for us and we hope that INEC as a listening institution will grant our request “. Reacting, INEC chairman, Prof. Yakubu, said the Commission welcomed the request by Bayelsa State Government for the meeting upon the receipt of a letter asking for a change in the date. Yakubu said the Commission had on April 9, 2019 released time table and activities for governorship election in Bayelsa and Kogi States and fixed November 2, 2019.

He, however, promised that the state request will be tabled at a management meeting of the Commission and will convey INEC’s decision to the state on Friday. The chairman, however, warned stakeholders in Bayelsa State to avoid repetition of ugly incidents such as arson, killing, ballot boxes snatches, etc that characterised the 2015 governorship polls in the state. “May I seize this opportunity to appeal to all stakeholders in Bayelsa and Kogi states to ensure that the forthcoming Governorship elections are devoid of hate speech, intimidation of voters and INEC officials, vote buying, violence including bombing and arson that led to the destruction of election materials and INEC facilities in the last Governorship elections in the two states and other sundry violations of the law. “I urge you to appeal to your supporters to ensure that the creeks and waterways, the hills and forests, urban and rural areas, the polling units and collation centres are free of thugs who unleash mayhem that turn a simple democratic process into needless bloodletting”. Yakubu said INEC is committed to free, fair and credible election and promised transparent and prompt Collation and announcement of election results.

The VP said that the Presidential Advisory Committee Against Corruption certainly deserves commendation, not just for their sterling, innovative contributions to the fight against corruption but for regularly setting the agenda for important conversations on the subject. This meeting, called to discuss “A collaborative approach to eradicating the evils of Corruption” is notably one of such, he said He stated that corruption is associated with erosion of talent in public institutions and therefore, government’s effectiveness is eroded; creation of unnecessary bureaucracy to enable further opportunities for bribes. This, Osinbajo said, resulted in poor or lack of enforcement of contracts and property rights. “Corruption is associated with lower investment; and higher prices and barriers to entry for businesses; and corruption is associated with lower average standard of living, education levels and greater inequality in society. However, the Vice President said the most enduring solutions to ending corruption are those that take into account the fact the most potent weapon that corruption has, is its acceptance as the norm in any society. “A situation where even the natural custodians of societal morality and values acquiesce in it, a situation where, in particular, religious pulpits, are silent about it,” he stated.

Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has said that President Muhammadu Buhari and the All Progressives Congress (APC) are not committed to true federalism but just paying lip service to it. Reacting to a statement two days ago by the President that his administration is committed to true federalism, the PDP said that government has publicly in recent past shown its disdain for the subject of true federalism and restructuring. The PDP reminded the President that Nigerians have not forgotten how he in his 2018 New Year address, rejected the idea of restructuring, by declaring that “When all the aggregates of nationwide opinions are considered, my firm view is that our problems are more to do with process than structure.” The party also recalled how on June 9, 2017, the Minister of Information, Lai Mohammed, in a Radio Nigeria (FRCN) interview programme, had stated that restructuring is not President Buhari’s priority. The PDP lampooned President Buhari for trying to use another promise of true

federalism to earn legitimacy for a rigged election, a ploy that is dead on arrival, as Nigerians are very much aware that he and his party, the APC, has never shown any commitment towards true federalism. “Nigerians can also recall how the Kaduna State governor, Malam Nasir elRufai, on June 29, 2017, during an interview on Channels TV, denied that the APC promised restructuring and described Nigerians, who are taking his party to task on the issue, as “political opportunists and irresponsible” people. “Our citizens have not forgotten “to hell with restructuring,” outburst of Borno State governor, Kashim Shettima, a statement that captures the mindset of the totality of APC leaders towards true federalism and restructuring”, said party spokesman, Kola Ologbondiyan in a statement on Tuesday,” the PDP said. Femi Gbajabiamila, on Tuesday, boasted that they have the numbers to install their candidate as speaker of the 9th House on June 10. Director General of the Gbajabiamila Campaign, Rep. Abdulmumin Jibrin, who disclosed this in Abuja, at a briefing, stated further that the written endorsement gotten from old and incoming House members were enough to install Gbajabiamila and Rep.

Mohammed Wase as speaker and deputy speaker respectively. Rep. Jibrin said the campaign council has embarked on extensive consultations with returning and new members across party lines, and as such the council was confident of victory in the election of presiding officers for the 9th House. “At this moment, we have the numbers to win the election on June 10. In fact, if not for anything, l would have our campaign council members to go to sleep because we have the numbers. “We have arrived at a very

comfortable number to win the election using all scientific parameters. “I can tell you that we have obtained written commitments from members, including those from the opposition endorsing the joint ticket and we are sure more members will join the train,” he added. Moreover, the campaign director-general confirmed that Gbajabiamila’s campaign council has reached out to leaders of the Peoples Democratic Party (PDP) within and outside the National Assembly, including past speakers, former presiding

officers and lobbying them to support their cause. “Also, we are lobbying Dogara because we realise the value he can bring on board and opening up negotiations with him to reach an understanding to support our mission. “We are also reaching out to other contenders for the post of speaker. The approach of our campaign is to reach out to everyone and none of them has openly come out to say that they’re against the position of the party in the choice of Gbajabiamila, but that the party should also listen to them,” Jibrin added.

Minimum wage: FG inaugurates 20-man c’ttee to negotiate salary adjustment Ukpono Ukpong, Abuja

The Federal Government has inaugurated a 20-man committee to negotiate the consequential adjustment in salaries arising from the new minimum wage. The committee which was inaugurated by the Secretary to the Government of the Federation, Mr. Boss Mustapha, has four weeks to complete its task. While inaugurating the committee on Tuesday, which will be chaired by the Head of Civil Service of the Federation, Mrs. Winifred Oyo-Ita, the SGF said that the move was borne out of the current administration’s resolve to improve the welfare of workers. “It is important to reiterate the President’s remarks at the signing of the new National Minimum Wage Act, 2019 that the signing of the Act would pave way for the constitution of another Committee to negotiate the issue of relativity/consequential adjustment arising from the new National Minimum Wage of N30,000.00 (Thirty Thousand Naira) only, with the relevant Labour Unions,” he added. The head of service earlier

in her remarks, recalled that the minimum wage was last reviewed in 2011, adding that the need for an upward review was long overdue. While thanking Nigerian workers for their understanding and patience all through the negotiation period for a new minimum wage, she assured that the committee under her watch will do its best to deliver within the four-week time frame. On the side of the Trade Unions, 10 representatives were also nominated by the Joint National Public Service Negotiation Council as members of the Committee.

The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, was on Tuesday, honoured with the Exemplary Leadership Award 2019 for Outstanding Leadership in Public Service. Magu was honoured by Euro Knowlwdge Group, a prestigious Foreign Investment Network, FIN, at the EFCC’s Headquarters in Abuja. Chairman of Foreign Investment Network, Mrs. Yinka Fayomi, who presented the award to the EFCC’s Chairman, said the award is in recognition of those who have impacted on the nation’s economy and other sectors of life as she said that the Commission is one of such organisations that deserve the award. “Over a period of time since the Acting Chairman has been acting and working, there has been a tremendous improvement in the fight against corruption. I remember two years ago, when we were involved with events in America and we were supposed to recognise him on what he was doing but he wasn’t available. “We are very pleased to have this opportunity to recognise him and the team that are working with him. This recognition is for him to do more and we like what you are

doing, and it is an opportunity to spur you to do more,” she added. Nigeria loses over N6bn revenue to insecure waterways As NIMASA budgets N112bn for 2019

Tunde Opalana, Abuja Within one year Nigeria lost over N6 billion in revenue to insecurity occasioned by piracy on the high seas and the nation’s waterways, bunkering, kidnapping, robbery and other related crimes. This disclosure was made by the Director General, Nigeria Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside. Peterside was at the Senate on Tuesday to defend the 2019 budget of NIMASA before the Senate Committee on Maritime Transportation. He said that the agency contributed N22. 943, 297, 303 to the consolidated revenue fund in 2018 which was the highest

revenue generated by the agency since inception. Peterside however, said a projection of N16 billion revenue was projected for the current year 2019. Presenting the 2019 budget of the agency, he said that “total budget revenue for 2019 is N112, 110, 848, 651. Out of this, personnel emolument cost N20, 146, 537, 532, overhead N24 billion, capital expenditure N17, 556, 729, 355 mostly on ongoing maritime projects while the maritime fund projects cost N71, 006, 703, 203.” He attributed the projected drop in earnings and payments into government coffers to imminent loss of revenue due to insurgent activities in the marine

sector. The director general said despite efforts by security agencies, especially the Nigerian Navy to curtail the activities of pirates on the high seas and inland waterways, their criminal actions still subsist and will invariably infract on earnings in the sector. Peterside identified bunkering activities in the creeks, armed robbery, kidnapping of maritime and oil industry workers as other vices capable of limiting the earning power of operators in the industry. He said the N16 billion projected revenue could be increased should there be improvement in the security of the country’s waterways.

Short News Senate commences Emefiele’s screening Tunde Opalana, Abuja Less than a week after his nomination by President Muhammadu Buhari, the Senate on Tuesday commenced the screening of Godwin Emefiele for a second term as governor of the Central Bank of Nigeria. To this end, the Senate has referred the executive request of the President to its Committee on Banking and Finance for further legislative action and is expected to report back within a week. The screening followed a motion under executive communication moved by the Senate Leader, Sen. Ahmed Lawan and seconded by Sen. Philip Aduda (PDP/FCT) at plenary presided over by President of the Senate, Bukola Saraki. Sen. Lawan (APC/Yobe) in moving the motion said that “I present the executive communication to the house, that the Senate do consider the request of Mr. President C-in-C on the renewal of the appointment of Gowdin I. Emefiele as governor of the Central Bank of Nigeria in accordance with Section 8 (1) and (2) of the CBN Act 2007.” Recall that President Buhari had on May 8 written a letter to the Senate requesting the re-appointment of Emefiele for a second term of five years as CBN governor, following the expiration of his tenure. The letter from the President had said: “In view of the expiration of the first tenure of the current governor of the Central Bank of Nigeria on June 2, 2019 and pursuant to the provisions of Section 8 (1) and (2) of the Central Bank of Nigeria Act 2007, I hereby present for confirmation by the Senate Mr. Godwin I. Emefiele for re-appointment as governor of the Central Bank of Nigeria for a final term of five years.”

VIO officials kill Ebonyi politician Our reporter A prominent politician in Ebonyi state, Chief Geoffrey Mgbada was on Tuesday killed by two officers of the vehicle inspection office during a fracas over vehicle particulars, along Presco/Ezza Road axis of Abakaliki, the state capital. The politician and his wife were said to be on their way to their farm early in the morning when the VIO officers stopped them and an argument ensued which led to one of the VIO officers pushing the politician. Mgbada, who was a former member of the Abakaliki Capital Territory Development Board and secretary of the Ebonyi Elders’ Council was said to have fallen, hitting his head on the road which resulted to his death. Confirming the incident, the Ebonyi state Police Public Relations Officer, Loveth Odah said that the deceased remains have been deposited at the mortuary of the Alex Ekwueme Federal University Teaching Hospital, Abakaliki, adding that the two VIO officers have been arrested by the anti-kidnapping unit of the force. Reacting to the ugly development, Ebonyi state Governor, David Umahi called for a thorough investigation into the circumstances surrounding the late politician’s death. The governor in a statement by his Chief Press Secretary, Emmanuel Uzor described his killing as wicked and barbaric and ordered a full investigation into the circumstances surrounding his death.

Mixed reactions trail calls for Bulkachuwa to remove self from panel Doosuur Iwambe, Abuja Mixed reactions have continued to trail calls by the Peoples Democratic Party (PDP) for the Court of Appeal President, Justice Zainab Bulkachuwa to remove herself as chairman of the Presidential Election Petition Tribunal. Some senior lawyers who spoke exclusively with the Daily Times described the fears expressed by the PDP as unfounded. According to a professor of law and a senior advocate, Chief Awa Kalu, the PDP must have specific things to lay claim to as their reasons for asking remove herself other than the fact that her husband is a member of the ruling party. The senior advocate said that ‘’if the only issue they have with her presiding over the panel is the fact that her husband is a

senator-elect under the APC, then, they have no case. ‘’The case before the tribunal has nothing to do with her husband being a senator-elect. If they have something specific other than what they have presented, they should bring it up. ‘’An allegation of bias must be based on facts they can substantiate.’’ Another senior advocate, Chief Mike Ahamba said he stands by the position of the PDP on the issue. According to him, he stands by whatever the PDP national chairman does to protect the candidate of the party. On his part, Festus Ariyoh, an Abuja based lawyer said that the president of the Appeal Court is constitutionally empowered to chair the election petition panel, so, there is little or nothing the PDP can do to remove her.

Daily Times recalls that the presidential candidate of the PDP in the last general election, Alhaji Atiku Abubakar had filed a petition at the tribunal challenging the declaration of President Mohammadu Buhari as winner of the election by the Independent National Electoral Commission (INEC). The tribunal had at its inaugural sitting on May 8 declared that the tribunal will do justice without fear or favour. However, the PDP expressed fears that it may not get justice if the tribunal chairman continues to preside over its petition. According to the party, they want Justice Bulkachuwa to remove herself from the panel on the ground that her husband is a senator-elect under the ruling All Progressives Congress (APC) that is one of the respondents in the petition.

The Trade Union Congress of Nigeria (TUC) has said that despite the attack on its members, there is no going back on the picketing of the Transmission Company of Nigeria (TCN) over a prolonged industrial dispute with the management of the company until their demands are met. Addressing journalists Tuesday in Abuja, the TUC President, Comrade Bobboi Kaigama said the dispute has lingered for two years despite several letters written to both the minister of power, works and housing as well as the minister of labour and employment. Kaigama said it was within the right of workers to picket their employers in the case of an unresolved dispute, adding that “we will continue to picket that place until the right thing is done.” He described as primitive the alleged hiring of suspected thugs to molest protesting unionists by the managing director of TCN. “We are insisting that the picketing of Transmission Company of Nigeria (TCN) must continue until our demands are met. The managing director of TCN is behaving as he is even bigger than the President that appointed him. “We also want an urgent investigation into the attack on our members by suspected thugs at the premises of TCN. What we were doing is legal, why should a sane human being hire suspected thugs against peaceful workers?

Bandits invade Illo Town in Kebbi

Bandits riding on five motorcycles have invaded Illo Town in Bagudo Local Government Area of Kebbi state. Reports have it that the bandits who were armed with several machine guns shot sporadically into the air forcing residents and the local vigilantes to scamper for safety. The report also revealed that there was no injury or life lost, but the incident has made many residents of the town flee to neighbouring communities. When contacted, the Bagudo Local Government Chairman, Alhaji Muhammad Kaura confirmed the invasion, saying it occurred at 11:30 pm on Monday. “The bandits were first sighted roaming around the area, buying bread, soft drinks and water in the afternoon, but nobody showed any concern to report them to the appropriate authorities,” he said. Kaura said the bandits later laid siege on the community, adding that “when our vigilante and residents countered their moves, they just brought out highly sophisticated machine guns and started shooting sporadically. “It was then that our people took to their heels and scampered for safety to save their lives. Nobody has been kidnapped, shot or killed in the invasion.” The chairman called on the residents to be vigilant and to report any suspicious lurking character around the area to the security agencies. “The situation has been brought under control as residents have now continued with their normal activities,” the chairman said. When contacted on the incident, the Police Public Relations Officer in the state, Nafiu Abubakar, said” I will get back to you.”

Does the president know?

It has become imperative to ask President Muhammadu Buhari whether he is aware that large swathes of Nigeria are no longer under his control as the Commander-in-Chief. It seems highly improbable that one listens to news bulletins these days without being told of kidnapping or bandits’ attack or terrorists’ operation. Even some of those who are closer to the President are usually the harbingers of such dreary stories. When someone as close to him like the vice president, Yemi Osinbajo, could remark that large area of Borno State is still not accessible to health workers because of Boko Haram activities, you wonder the kind of briefing or intelligence reports our president receives from his security chiefs. Osinbajo further acknowledged that some Borno State residents have actually fled to neighbouring countries, something I think Daily Trust reported nearly two months back, and one’s heart must skip some beats. Just last week, the Emir of Katsina, Abdulmumini Kabir Usman, asked visiting agriculture minister and Central Bank governor to tell the president that security is paramount and his people were fleeing their farms and abandoning their herds for fear of kidnapping and killings. ”Honourable minister, tell the

president that we have to take very good care of our people, security first. All these programmes, as good as they are, cannot be without security. Security is first and fundamental,” the emir said. By the way, Katsina is the home state of the president. We must also remember that it was in the same state that his ADC’s fatherin-law was kidnapped and has not been released till date. The emir added eerily that he received daily, reports of kidnapping and killings from district heads in his domain and asked a rhetorical question, “How do we live like animals?” We remember also a House of Representatives member who lamented openly nearly two weeks ago that he cannot go to his village, spend a night and sleep. “For the last year, I cannot go to my village and sleep, I feel very insecure. And this is where I find myself, it is terrible, we have to do something about it,” said Adamu Chika from Niger State. Other members lamented the dire security situation in their states on the assembly floor. Two Sundays ago, a professor of orthopaedic and trauma surgeon with the Obafemi Awolowo University, Ile Ife, was kidnapped on the Ibadan-Ife expressway while travelling with his wife. His family and colleagues had to cough out a little over five million

naira before he was released. As one who has friends and family members as professors and who regularly ply that road, God forbid if any one of them was kidnapped, I will be forced to pay part of the ransom to secure their release. This is very troubling. I remember warning one of them to be careful about his movements as we don’t have money for ransom payment, but I tell you it’s not a joking matter. From Zamfara to Kebbi, Katsina to Kaduna, Niger to Kebbi with Taraba, Benue and Nasarawa, we’re in a security crisis, folks. But our greatest worry should be whether our president has a full grasp or understanding of what we’re contending with. His armada of blind supporters too seem to be coming to terms that the security crisis, and that’s a mild word considering what millions of Nigerians are going through, is going to be a test of his mettle as president. Sadly, most of the president moves and actions seemingly do not inspire confidence. From the humour of the nation’s top cop losing weight which to the president shows that he is working, to the endless meetings with service chiefs without any appreciable improvement, the inherent deficit in securing our borders under Buhari’s watch since 2015 is appalling. By the

way, a word of commendation for Mr. Abubakar Mohammed Adamu, though it is still early days yet, but the police chief seems to understand his position perhaps more than any other recent inspector general. From appearing trim and fit to quick response to senate summon and citizens’ agitations especially regarding misconduct of his men and officers, he seems interested in doing something different and better. Far from him, at least so far, to turn his office to a political sinecure like present service chiefs have done. This is significant as we know that there’s not a cat in hell’s chance that our president will fire the service chiefs and so we are denied the benefit of having fresh eyes to look at the war against terrorism or banditry. So, our dear president, do you know that some of our citizens now routinely pay bandits before they could go to farm or visit their homesteads? Do you know that kidnapping is now the order of the day in many parts of our country? Do you know that increasingly more areas are not under your authority or leadership? And to those who pretend not to know, especially those living in the southwest, be careful, kidnapping is closer home than you think.

Bulkachuwa: Red rag to a bull

We are not in Spain. There it is claimed that bulls are enraged when red flags flutter before them. The matador, the man who fights and kills a bull in a sport, gets the beast into the game by waving the red cloth. The indifferent, motionless animal only charges at his opponent when it sights his muleta, the stick with a crimson swathe employed in the final third of the bullfight. We know what follows: savagery, slaughter and sanguinary cheers from the spectators. In Nigeria, we appear to be in for a bullfight over the Justice Zainab Bulkachuwa affair. She is the president of the Appeal Court, who has been asked to head the Presidential Election Petition Tribunal looking into the suit of the Peoples Democratic Party (PDP), and its presidential candidate, Atiku Abubakar. They are challenging the victory of Muhammadu Buhari in the poll of February 2019. But the party and its candidate say the judge should recuse herself on account of her marriage to Senatorelect Adamu Bulkachuwa of the All Progressives Congress (APC), Buhari’s party. They are protesting that she’s ill-fitted to sit atop a judicial panel in which her husband’s APC is an interested party. PDP won’t receive fair hearing, they fear. A conflict of interest. PDP is also asking the federal government to consider corruption allegations against Bulkachuwa and drop her from hearing its petition against Buhari. Some activist groups have waded

in, supporting PDP’s stand. Access To Justice and United Front for the Preservation of Democracy Ethos have faulted Bulkachuwa’s appointment. One of them said that the government’s move amounts to “the highest level of defiance and total disregard for the will and democratic sensibilities of Nigerians.” It added that: “It is a decision that is very poor in moral judgment… It smacks of recklessness in decision making.” Another declared: “In ordinary circumstances, there would be no question of whether the president of the Court of Appeal can, or should participate in tribunals adjudicating election petitions involving her spouse’s party. But these are no ordinary or normal times.” With regard to PDP’s corruption charges, as other grounds for telling her to step aside, the Department of State Services (DSS), says it has never indicted Justice Bulkachuwa for bribery and corruption. It urged the public to ignore the indictment report, disclosing that DSS has launched a probe into the “controversies surrounding the publication.” There’s also been a reaction from APC. It dismisses PDP’s point that spousal affiliation should compel the exit of Bulkachuwa from the petition-hearing panel. “They (PDP) should point to what aspect of the Nigerian law that says that if you have a relation who is politician, then you are disqualified. PDP is indirectly questioning the integrity of the people in the judiciary and is

indirectly trying to intimidate that institution and undermine the rule of law.” When a well-regarded constitutional lawyer and public affairs commentator, Bolanle Olugbani was asked to discuss the matter on radio recently, he said in effect that he does not see it as a legal tangle or complex case requiring a trip into much history. He believes that mere moral or ethical considerations demand that a judicial officer on the bench or bar, does not adjudicate over a case in which he or she has interest via friendship, family or business. He said, as a lawyer of many years’ experience, he always refrained from appearing in court where his father was a judge. His father wasn’t barring him. But he understood the moral implications. It’s the same ethical concerns at work with Bulkachuwa. If the case goes against Atiku, would there not be valid grounds to suspect she has influenced the verdict because there has been pillow talk on it between her and her senator-elect husband, whether that talk takes place or not? Isn’t it also possible for cynics to suggest that the party might move her husband to work on her to swing the judgment in their favour? Why Nigerians are skeptical about the intentions of the government is that lately the authorities seem determined to use the judiciary to achieve self-centred political goals. First, they point to the early days of the Buhari government when it applied extra-legal means to wage

war against so-called corrupt judges, with no far-reaching results to show for its extreme actions. Next is how the government removed Walter Onnoghen, the immediate past chief justice of Nigeria. The Court of Appeal has since condemned the “secret” sitting of the Code of Conduct Tribunal that suspended Onnoghen. But as we hit the government for contempt of the perceptions and sensibilities of the citizens, we must also be disturbed that Bulkachuwa too is not moved by the outcry that her integrity is at stake. This has little to do with her competence. They are separate. The government will talk of competence as its guiding principle in picking her. It might talk of the appointment as the reward for her diligence. Or her next level. But Nigerians are questioning the sanctity of government’s motive, given its knack for a belief in the motto: the end justifies the means. If a person’s so-termed diligence or integrity becomes a tool in the hands of less altruistic people, wouldn’t it be wise for the person to withdraw from the project altogether? She must fight to keep her name. Insisting on staying on in the face of a possible clash of loyalties, as perceived by many reasonable Nigerians, would tarnish her great name. Justice Zainab Bulkachuwa is being shown the red tag to draw her into combat with a matador. She shouldn’t fall for the murderous bait.

Kano: The insolent meets the unthinkable

It is perhaps a measure of the ethical pestilence ravaging the land today that Cecilia Ibru too has suddenly recovered her voice to rail and rant against beleaguered Sanusi Lamido Sanusi, the mercurial but gravely flawed emir of Kano. Breaking a decade silence in a Punch interview at the weekend, the grandma once glorified as the “Amazon” of the nation’s banking world, would have us believe that she fell on SLS’s sword in 2009 because the then Central Bank governor saw her as “threat” to his job. In the said interview, Madam Ibru sounded more like the victim of a Herodian persecution. Nowhere in her jeremiad was there the slightest hint of contrition or remorse after what had otherwise been conclusively established as perhaps one of the most gripping tales of corporate heist, incest and debauchery ever seen within living memory in Nigeria. Covering herself with the sectarian shawl of “born again” all along could not deliver her from the EFCC purgatory. She, in fact, caused the holy temple monumental unease when part of the diverted funds was tracked there. To now sound so self-righteous, Madam Ibru must be assuming the entire nation suffers collective amnesia. While we are not in a position to confirm or disprove her claims of personal vendetta, there is however no denying her guilt in helping herself to depositors’ funds in Oceanic Bank. Otherwise, why did she enter a plea bargain with EFCC then to forfeit some of the loot while retaining a generous morsel, obviously to help her cushion the trauma of a forced retirement? Lurking further down the archipelago of ironies is the insecure Governor of Kano State, Abdullahi Ganduje. How ironic that the punitive step against the errant Kano emir was orchestrated by a supposed moral cripple now perching on a fragile gubernatorial stool. Yes, the man presently immersed in an enterprise as portentous as balkanizing the once single sprawling Kano emirate rooted in antiquity is ironically the same Ganduje whose mandate from the last election surely hangs precariously by a thread on account of a marginal win now subject of litigation. Yes, the same Ganduje, around whose bulging pockets a horde of purulent flies have, despite thunderous official denial and lavish deodorization, continued to buzz suggestively over alleged hefty dollar bribes from some conniving government contractors. What then sadly makes the emerging Kano story more of a fable of villains without any hero is that Sanusi himself inadvertently dug his own political grave. The undertakers apparently arrived last week with a hurriedly contrived law creating four new districts, bringing the emirates to five in what relives the haunting memory of a similar executive coup by a vengeful Abubakar Rimi against “recalcitrant” Ado Bayero in the second republic. In a post which trended in the social media shortly after the tumultuous week of long knives in Kano, someone joked that Sanusi’s flowing Agbada had thus been reduced to a waist-coat – a poignant innuendo at his trademark close-fitting three-piece suit with conspicuous bow-tie while still in the corporate world. Perhaps, what remains to be added now is that his foliage of turban too has, by the same token, been adapted to an austere handkerchief. As nominal custodian of tradition, the royalties are supposed to explore back-room channel to reach political leadership to express themselves in case they feel strongly about any public issue. The spectacle of a royal father mounting the soap box

to make unrestrained commentaries – as we have seen of Sanusi since ascension – is, therefore, an aberration indeed. Obviously, Sanusi’s tragic flaw from outset was assuming he could continue his activist hobby in an institution statutorily structured to be reticent in the modern political order. Nothing in his sustained garrulity and feisty disposition on the throne suggested he ever learnt any lesson from his earlier summary dismissal as CBN governor under the Jonathan administration after making public a disclosure of missing billions of dollars in oil receipts that unmasked his then employer as nothing short of a common bandit. True, such iconoclasm would really sound populist, even patriotic. Just like his claims sometime ago that some fat cats sitting in high places in Abuja were making a kill weekly by allegedly coaxing the CBN governor to allocate a sizable amount of dollars to them at concessionary rate which was then round-tripped in the black market at a premium. Not forgetting also his righteous indignation expressed following reports of shameless trafficking and racketeering in APC tickets for American dollars in the last convoluted primaries. But regardless, Sanusi ought to have known that, as a “public officer” himself (since he draws salaries from public purse), there would be consequences. Populism has its own peril. Given his own unique circumstance, SLS could, therefore, only be cultivating martyrdom. With the official clipping of his wings last week, the flamboyant hell-raiser from the ancient Kanuri megapolis should have realized that it is not always granted that he who volunteers his head to crack open the communal coconut will still be in a conscious state to partake of the consequential feast. In hindsight, it would now seem that nice as Sanusi’s activism might have appeared or sounded, the motive was nonetheless self-serving. He clearly showed too much of a partisan hand in the recklessly open flirtation with his old benefactor, Rabiu Kwankwaso of PDP, in the titanic battle for Kano’s political soul in the last general elections. So, it could then be said that the truths told were for the wrong reasons. His loyalty to Kwankwaso was obviously in appreciation of the extraordinary role the latter played as sitting governor in 2014 in directing the process that led to his selection as emir. And when Jonathan’s hyperactive goons barricaded the palace against him, it was Kwankwaso who provided him sanctuary in the Kano White House until power changed hands in Abuja on May 29, 2015. But like all lotteries, Sanusi should know that his stake would go down with his failed candidate in the Kano sweepstake. Quite uncharacteristically, he started sounding reconciliatory after Ganduje was declared winner like a frightened child, perhaps now sensing the ominous presence of political swordsmen at the palace gate. No surprise then that, once news filtered in that APC won the supplementary election days after the cliffhanger of March 9, Ganduje’s supporters who had endured sleepless nights reportedly started their celebration by first smashing Sanusi’s official portrait hung in the State House In the final analysis, it may yet be premature to term Ganduje’s action as fait accompli. Similar step against Bayero by Rimi was eventually reversed by the succeeding administration. Should power change hands tomorrow in Kano, there is a high possibility that the new ruling party may want to undo what Ganduje has done. But ultimately, it is the traditional authority as a sacred institution that gets diminished by this game of thrones.

Curbing HIV/AIDS menace in Nigeria The Human Immune-deficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) has remained a global challenge for which there is no cure. In the three decades since the epidemic reached its height, 39 million people have died while 35 million people are living with the virus worldwide. Most of the dead and infected are in sub-Saharan Africa or other low- and middle-income countries of the world. The social stigma remains, but medical advances have allowed people with the disease to live longer, healthier lives. The first case of HIV/AIDS in Nigeria was reported in 1986. Since then, the number of people living with HIV or AIDS (PLWHA) has steadily increased with the epidemic moving into a ‘generalized’ state. Data made available during the 2018 World AIDS Day had indicated that about 9.4 million were counselled and tested as regards HIV/AIDS in 2017, out of which 4.98 million were female and 4.031 male. It added that 239,542 persons tested positive (136,987 female and 102,555 male). The report further revealed that only 18 percent of people living with HIV/AIDS in Nigeria are aware of their status, an indication that there is still a 52 percent gap in advocacy. The HIV epidemic has further weakened and threatened to overwhelm the Nigerian health care system, increased the number of orphans and increased the cost of achieving set developmental goals by decreasing the size of the workforce, mainly adults in their most productive years of life (15-60 years). The high manpower-intensive sectors of the economy are mostly affected including the agricultural, educational and health sectors as well as the rural economy. In summary, the impact of HIV/AIDS on Nigeria’s social fabric and on its economic development and well-being continue to be pervasive and, unless controlled, will continue to undermine the quality of life of Nigerians. There is high commitment to fight HIV/AIDS in Nigeria, as evidenced by the initiation of the Presidential Council on AIDS, the National AIDS/ STD Control Programme (NASCP), and the National Agency for the Control of AIDS (NACA) which is a multi-sectoral agency including members from many government ministries and civil society. At the state level, State Action Committees on AIDS (SACA) have been established, while at the local level there are Local Action Committees on AIDS (LACA). The mission of NACA is to provide an enabling policy environment and a stable ongoing facilitation of proactive multi-sectoral planning, coordinated implementation, monitoring and evaluation of all HIV/AIDS prevention and impact mitigation activities in Nigeria.

Unfortunately, one of the biggest challenges in the HIV response has remained unchanged in the past years. HIV disproportionally affects people in vulnerable populations that are often highly marginalized and stigmatized. Thus, most new HIV infections and deaths are seen in places where certain higher-risk groups remain unaware, underserved or neglected. About 75% of new HIV infections outside sub-Saharan Africa are in men who have sex with men, people who inject drugs, people in prisons, sex workers, or transgender people, or the sexual partners of these individuals. These are groups who are often discriminated against and excluded from health services. The universal goal of HIV prevention and control is to reduce new infections to zero by 2030, but worries remain about gaps in the number of people receiving treatment in Nigeria. With a population of about 9.4 million People Living with HIV/AIDS (PLWHA), an equivalent to 10 percent of the global HIV burden, only an estimated 1,093,233 are on treatment. Several hundreds of others that qualify for treatment are left out. In 2013, 22 percent or 51,000 of all new child HIV infections that occurred globally were recorded in Nigeria and findings also show that the nation is not progressing as expected with its Prevention of MotherTo-Child Transmission of HIV or PMTCT programme because thousands of HIV positive pregnant women that are not on treatment still transmit the virus to their babies during or after birth. Nigerians appear to be resting on their oars with the false perception that HIV/AIDS no longer poses danger to our society. We must therefore re-jig our information strategy to encourage behaviour change for key affected populations and urge all pregnant women to get screened for HIV. We must also invest more on PMTCT. The message about HIV testing should be clear. Even with all the medical advances, it is essential to encourage HIV testing within the populace to ensure everyone knows their HIV status. We must address complaints by people living with HIV/AIDS about dwindling access to treatment and join efforts to get international donors to renew interest in the funding for the eradication of the scourge. Tackling the HIV epidemic with so many people not on treatment would be an exercise in futility. Therefore, the way to go is to ensure antiretroviral treatment is available and accessible for all people living with HIV. Nigeria must also adhere strictly to the recommendation of the World Health Organisation (WHO) that everyone with a diagnosis of HIV should be placed on antiretroviral treatment as soon as possible, irrespective of viral load.

Adeleke urges A’Court to upturn certificate forgery judgment Andrew Orolua, Abuja Senator Ademola Adeleke, the candidate of the Peoples Democratic Party (PDP) in the September 2018 governorship election in Osun state on Tuesday insisted he never forged his West African Examination Council (WAEC) certificate. He told the Court of Appeal in Abuja through his counsel, Kehinde Ogunwumiju (SAN) that the WAEC certificate he presented to the Independent National Electoral Commission (INEC) to secure clearance for the gubernatorial election was not forged. According to him, the certificate attached to his nomination Form CF 001 was lawfully issued to him and as confirmed by WAEC in its affidavit evidence submitted to the Federal Capital High Court. He therefore, prayed the court to set aside the judgment of Justice Othman Musa which he said erroneously held that his certificate was forged as alleged by two chieftains of the All Progressives Congress (APC). In the final adoption of his brief of argument by his lawyer, Adeleke told the three -man panel of the court presided over by Justice Adamu Jauro, that what he

presented to the electoral body to secure qualification for the gubernatorial election was exactly what the examination body presented before the lower court when it was ordered to do so by Justice Musa. He maintained that the results, scores and content in both certificates are the same, adding that the only difference was the format it was presented. Adeleke further told the appellate court that Justice Musa erred in law when it ignored document he subpoenaed before reaching the decision that he (Adeleke) did not possess the requisite academic qualifications for the office of governor, adding that there was no case of non -qualification or forgery against him before the lower court. He consequently urged the Appeal Court to set aside the judgment of the lower court and dismiss the suit of the two APC chieftains for being incompetent and lacking in merit. Similarly, the PDP in its own appeal argued by Emmanuel Enoidem, urged the appellate court to dismiss the suit for being incompetent and statute barred. The PDP legal adviser said the suit was caught by the fourth alteration Act to the 1999 Constitution having not been filed

within the 14 days allowed by law. According to Enoidem, the suit was filed after 44 days after the cause of action arose while judgment was delivered outside the 180 days prescribed by law for a pre-election matter. The PDP further urged the court to allow its appeal and set aside the judgment of the lower court, adding that the trial court lacked the jurisdiction to entertain the suit because the cause of action arose in Osun state. In their own arguments the two respondents, Wahab Raheem and Adam Habeeb through their counsel, Joel Akomolafe, however, urged the court to uphold the judgment of the lower court, adding that the appellants did not appeal the issue of jurisdiction at the lower court. He said that the holding of the trial court remains valid in as much as it was not appealed against by the appellants and informed the court that the trial court had dismissed Adeleke and PDP’s motions challenging jurisdiction on the grounds that it was canvassed belatedly. The three- man panel after taken arguments from counsels subsequently, reserved judgment to a date to be communicated to parties in the matter.

The embassy of the United States of America in Nigeria has announced the immediate suspension of interview waivers for visa renewals, otherwise known as the “drop box” process. The US mission to Nigeria in a release by the embassy Press Office in the Public Affairs Section, said that henceforth, visa applications will no longer be accepted by DHL in Nigeria, adding however, that “those who have already submitted their passports via “drop box” to DHL for processing either at the US embassy in Abuja, or the consulate general in Lagos will not be impacted by this change.” The new development the embassy said becomes effective at the close of business on May 14, adding that “all applicants in Nigeria seeking a non-immigrant visa to the United States must apply online and will be required to appear in-person at the US embassy in Abuja or US consulate general in Lagos to submit their applications for review. Applicants must appear at the location they specified when applying for the visa renewal. “Processing of diplomatic and official (A, G, and NATO class) visa applications will continue unchanged. Mission Nigeria’s processing procedures are regularly reviewed in order to assess our ability to quickly, efficiently and securely process visa applications.

NGO charges INEC on allegations of rape, assault of officials Tunde Opalana, Abuja

Women Advocates Research and Documentation Centre (WARDC) has charged the Independent National Electoral Commission (INEC) to provide detailed information on allegations of rape and other violence against female officers of the commission during the 2019 general elections. The body in a letter dated May 4, signed by its Executive Director, Dr. Abiola Akiyode-Afolabi requested from INEC information on the “allegations of rape and other gender- based violence against female electoral officers during the general elections.” The request according to the letter was sequel to reports and press releases by the Chairman on Information and Voter Education Committee, Festus Okoye on March 1 where he stated that many of the commission’s electoral officials were subjected to threats, harassment, intimidation, assault, abduction and even rape. According to Akiyode-Afolabi Afolabi, WARDC wrote pursuant to the Freedom of Information (FOI) Act 2011 to request specific details regarding the allegations. Concerned about the welfare of these women, WARDC sought “specific details and information on the number of women who were allegedly raped and assaulted, and subjected to ill-treatment and other serious human rights violations “Specific details and information regarding the alleged perpetrators of these human rights crimes. Specific details and information regarding the steps that the INEC has so far taken to refer the allegations to the appropriate authorities.”

29 states, FCT benefit from $142m W’Bank poverty reduction grant Saka Bolaji, Minna A World Bank $140 million grant to the country have been drawn by 29 states, including the Federal Capital Territory it has been revealed. However, to benefit from the programme each participating state would determine the “poorest of the poor communities” based on certain indices provided by the World Bank. Among the indices are the level of infrastructure in the communities, including number of educational institutions, health facilities, roads and number of pupils enrolled in schools. Malam Ahmed Usman disclosed this while briefing newsmen in Minna on the first phase of the programme ending next year. He disclosed that the World Bank has given assurances that the scheme would be extended for another five years “because of its positive impact on the participating communities and its ability to reduce poverty among the people.” Usman said the Niger state government has the potential to draw N1.2 billion, but that the government had so far collected N778 million in addition to counter funding the project with N150 million in the last three years. The general manager disclosed that 120 micro -projects have been executed in 20 local governments participating in the scheme, pointing out that some of the projects executed, include sinking of boreholes, provision of electricity, construction of schools

and empowerment of women and building the capacities of junior and senior staff of local governments. He however, said execution of 48 microprojects approved by the agency for the first quarter of the year have not started, but gave assurances that the projects would start before the end of the year. On the poverty situation in the state, Malam Usman said Agwara and Rijau were identified as the “poorest local governments in the state,” saying that the richest local governments “are the urban local governments of Chanchaga, Bida, Kontagora, Lapai and Suleja.” The general manager said the major challenge the agency is facing is “how to meet the huge number of requests from communities,” saying that “as at today, we have more than 1, 000 requests, but we are treating them on first come first served basis.”

Lagos state Governor, Akinwunmi Ambode on Tuesday commissioned the Bariga Waterfront Jetty, five transport ferries and the Ilaje Road, saying that the development was a testament to the fact that the state’s integrated transport management system was firmly on track. Gov. Ambode, who spoke at the unveiling of the projects, said the development would greatly lessen pressure on road transportation, reduce travel time as well as enhance connectivity within the state. “With these projects, our state is firmly on track with our goal of establishing an integrated transport management system. These facilities will continue to impact positively on the lives of Lagosians as we strive to address traffic gridlock, reduce travel time, improve road connectivity and abate flooding,” the governor said. He said like other projects delivered by his administration, the projects were inspired to open up the Bariga community for more commercial activities and make residents feel the impact of government, recalling that his administration since inception set out on a mission to make every community economically viable and livable. “The thinking behind these projects is inclusion; an inclusion where every resident of our state has a say, feels the impact of government in their lives and is given the opportunity to realize their dreams.

Group urges Senate to accelerate passage of Tobacco control bill

An advocacy group, Africa Tobacco Control Alliance (ATCA) has urged the Senate to accelerate passage of the draft Tobacco Control Regulations Bill for the country to effectively implement the National Tobacco Control (NTC) Act 2015. The group pleaded that the Senate concur with the draft of the regulations approved by the House of Representatives on May 7. ATCA on Tuesday in Abuja at a press conference organized to call for strong tobacco control regulations called the Senate’s attention to the disturbing trends in tobacco control in Nigeria The group cited the World Health Organization (WHO) statistics that show that tobacco use among adults in Nigeria is currently 5.6 per cent and that of smokeless tobacco is 1.9% per cent while among the youth smoking tobacco has jumped to 14.4 per cent and that of smokeless tobacco 8.8 per cent. Deputy Executive Director ERA/FoEN, Akinbode Oluwafemi emphasized that the 8th Senate tenure ends by June 6, urging that it is necessary to consider draft regulation of the tobacco control bill within weeks. Another advocate, the Sub-Regional Coordinator for West Africa Campaign for Tobacco-Free Kids, Hilda Ochefu said the group counts on the President of the Senate, Bukola Saraki and other members of the National Assembly to resist attempts by the tobacco industry and their allies to water down the provisions of the regulations and ensure speedy passage.

Delta: Nwoko gets 6-day ultimatum to respond to appeals As Court fixes May 22 for hearing

Andrew Orolua, Abuja The Court of Appeal in Abuja on Tuesday issued a six-day ultimatum to Ned Nwoko, who is contesting the Delta North Senatorial District seat with incumbent Senator Peter Nwaoboshi to file his response to Nwaoboshi’s and the Peoples Democratic Party (PDP) appeals, otherwise, the appellate court will proceed to hear the appeals. This ultimatum was sequel to the court granting an accelerated hearing of the two appeals filed by Sen. Nwaoboshi and the PDP challenging the decision of the Federal High Court, Abuja, which on April 3 nullified the candidature of Sen. Nwaoboshi in the just concluded National Assembly election. Justice Ahmed Mohammed of

the Federal High Court had on April 3 while delivering judgment on a pre-election suit brought by Nwoko, nullified Sen. Nwaoboshi’s nomination as the PDP candidate for the February 23 poll. Nwaoboshi in his appeal is asking the Court of Appeal to determine whether the trial court was right when it held that the suit filed on December 11, 2018 was not statute barred in the light of the 14 days allowed in Section 285 (9) of the 1999 Constitution (as amended). When the appeal was heard on Tuesday, Sen. Nwaoboshi’s lawyer, Anthony Idigbe (SAN) informed the court that they had filed an application to abridge the time within which the appeal should be heard because the respondent has refused to respond to the appellant brief of arguments.

He said that the judgment being challenged was delivered on April 3 and that constitutionally the appeal will expire on June 3, therefore, the court should limit the time allowed for the respondent to file his response to five days. Nwoko’ s lawyer, Ahmed Raji (SAN) did not oppose the application, but sought seven days to file his response while counsels to the Independent National Electoral Commission (INEC) and the Peoples Democratic Party (PDP), Anthony Onyere and Emmanuel Inodem respectively, also did not oppose the application. Consequently, the court gave Nwoko, INEC and PDP five days to file their responses and Nwaoboshi one day to file his reply on point of law and thereafter, adjourned the appeal to May 22 for hearing.

524, 315 applicants jostle for 3, 200 slots in customs Joseph Inokotong, Abuja About 524, 315 applicants have applied to fill the 3, 200 vacant positions in the Nigeria Customs Service (NCS). Public Relations Officer of the NCS, Joseph Attah, who disclosed this in Abuja said “524, 315 applicants had successfully completed their application process in the ongoing recruitment exercise of 3, 200 personnel by the service, a ratio of 164 persons for one position.” Daily Times recalls that the customs had on April 17 opened a recruitment portal to fill 3, 200 vacancies with no fewer than 800 officers to be recruited to fill vacancies for superintendent cadre while 2, 400 are to fill that of customs inspector and customs assistant cadre. Attah further explained that a total of 278, 582 applicants applied for the superintendent cadre while the remaining applicants completed the process for inspectorate and customs assistant cadres. “As we speak, the state government has viable dams which we are investing in and our waterfalls are there; if we want to go through turbine system, all these can generate power for the state to make our medium scale enterprises work and to improve our Gross Domestic Product (GDP),” he stated. The commissioner applauded the consortium for their confidence in the Fayemi administration, assuring them of his ministry’s willingness to partner with alternative power providers to break the monopoly of the distribution companies. Faparusi added that the government has commenced work on formulating a renewable energy policy that will attract investors into the state’s energy sector.

SMEDAN launches conditional grant scheme in Nnewi Our reporter The Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) has launched its conditional grant scheme for micro -enterprises in Anambra state. Speaking at the event which took place at the Dame Virgy Etiaba Event Center in Nnewi, Director-General and Chief Executive Officer of the agency, Dr. Dikko Radda said that 810 Anambra youth would be trained under the scheme this year, adding that the beneficiaries would form part of the 6, 000 Nigerians targeted by the scheme across the federation in the 2019 fiscal year. “The 2019 scheme with target beneficiaries of over 6, 000 is scheduled to run in four states of Lagos, Sokoto, Bauchi and Anambra,” he said. The director general who was represented by the agency’s Director, Planning, Research, Monitoring and Evaluation, Wale Fasanya further said that the scheme seeks to promote the activities of micro -enterprises across the country, especially in the area of capacity building and post-intervention support. He said that the pilot phase of the programme was conducted in 2017 across 145 local government areas in Katsina, Gombe, Ebonyi, Oyo, Akwa Ibom and Benue states. “Over 13, 000 micro-enterprises shortlisted across the council areas in the pilot states were impacted with entrepreneurship training and access to finance, among others,” he said, adding that each beneficiary would be given N50, 000 and would also be supported to get bigger loans depending on their performance.

Delta state Governor, Ifeanyi Okowa has called for collaboration from all stakeholders in the health sector in the achievement of universal health coverage in the country. Speaking on Tuesday in Asaba, when he received in audience stakeholders in the health sector under the national malaria programme led by Dr. Evelyn Ngige, Gov. Okowa said that to achieve universal health coverage in the country and eliminate malaria by the year 2020, all stakeholders, including global health partners need to cooperate and support government’s efforts and programmes that impact positively on the people. While expressing his delight that the state was chosen as one of the pilot states for the national malaria programme, the governor assured the committee and global partners of the readiness of his

administration to collaborate with them to achieve success in the fight against HIV/AIDS, tuberculosis and malaria. He said that “I am glad that Delta state is one of the states chosen for this programme; we are interested in the improvement of the health of our people and we will collaborate with the federal government and global partners to ensure that the programme succeeds as it will impact positively on the health of our people. “We need to take the advocacy to the grassroots; we will mobilize the traditional rulers, community leaders and other stakeholders in the communities to ensure the success of the programme for our people,” he stated, adding that “this programme in addition to our contributory health scheme will help in the achievement of universal health coverage and healthcare delivery for our people.” While commending the federal

government for the national malaria programme initiative, Gov. Okowa said that the flag off of the distribution of long lasting insecticidal nets campaign in the state would be on June 7, promising his administration’s support for the successful campaign. He advised the federal government to take a critical look at the country’s high population by developing programmes that would promote the attainment of the universal health programme objectives. Earlier, Dr. Ngige, who represented the minister of health at the occasion, said that they were on an advocacy visit to the state on the roll back malaria programme and the distribution of insecticide treated nets, explaining that Delta state has been chosen among other states for the pilot programme for the elimination of malaria by the year 2020. She called for counterpart funding and other logistic support for the success of the programme in the state.

The call was made in Abuja Tuesday by a coalition of civil society groups. In a statement made available to Daily Times, jointly signed by Omoba Michael and Comrade Omaga Daniel respectively, the coalition picked holes on the charges raised by the ICPC against the Director General of the Nigerian Broadcasting Commission, Modibbo Kawu, the Chairman and Executive Director of Pinnacle Communication Limited, Sir Lucky Omoluwa and Dipo Onifade. “First, the petition on this matter was written against ITS and not Pinnacle Communication of which the petitioner accused ITS of supplying sub-standard equipment/refurbished materials for the digital switch over and till date, those site ITS claimed they have worked on which are Ilorin, Oshogbo, Enugu and Jos are not working yet. “They have accepted that during the process of their investigation and still the ICPC decided to drag Pinnacle Communication into the matter. Pinnacle Communication only worked in Kaduna and Abuja digital switch over respectively and has been commissioned by the government.

Medical guild decries shortage of doctors in Lagos hospitals Kasara Chukwuma, Lagos Doctors employed by the Lagos state government under the aegis of the Medical Guild have decried the shortage of medical personnel in state-owned hospitals, saying it impacts negatively on the health of its members as a result of increased work load. According to them, many governmentemployed doctors have resigned due to poor welfare and the heavy work load. Chairman of the Medical Guild, Dr. Babajide Saheed, who spoke during a press briefing in Lagos on the conclusion of its ordinary general meeting with the theme: “Challenges of inadequate human resources in the health sector: Way forward,” warned that more doctors would leave the system if nothing is done to tackle the problem. He said: “ We are going to a level of serious crisis in Lagos state if this is not

resolved. We have gotten to a stage where for instance, two doctors are doing the work of eight doctors in the gynecology and obstetrics section. “We are in a situation whereby a doctor sees over 70-120 patients per clinic. Many of the doctors are depressed while some are coming down with mental health problems. “Again, the burden of work has made the few doctors that they have employed to leave because the system is not good for them.” Dr. Saheed urged the state government to address the issue to avoid crises across health facilities in the state. “We don’t want to embark on industrial action that is why we are appealing to the government to do the needful before the crisis gets out of hand. All we are saying is that government has to employ more doctors. It cannot deny the huge shortage of doctors in the state,” he added. The chairman noted that the shortage of

medical practitioners in the system could be addressed by early replacement and recruitment of doctors into the system, adding that “let the government look at the exit list and replace those that have left the system and this should be done regularly.” Apart from the shortage of doctors, the chairman also appealed to the state government to allow doctors choose their own health management organizations in order to make the state health insurance scheme work, stressing that all over the world people have the right to choose what they want. He further asked the state government to organize a health summit so as to have a synergy between key stakeholders in the state’s health sector with the overall objective of promoting quality healthcare delivery in the state. He pledged that the guild would be working with the incoming administration and to help it in the successful implementation of its good health policies.

Governor Udom Emmanuel has inaugurated a five-man project verification committee to confirm all projects executed from 2015 to the end of his first term and ascertained various level of completion. The committee which is headed by the Commissioner for Works, Ephraim Inyangeyen is expected to submit its report before May 29 when the state government would inaugurate all projects in the governor’s first term to mark Democracy Day. Gov. Udom charged the committee with the responsibility of compiling all the projects executed by his administration, the cost implications and extent of execution. “You have a duty to compile all the projects embarked by this government from its inception in May 2015, including the cost and submit your report before May 29,” he stated. The governor who performed the inauguration at the Government House, Uyo, also directed all heads of ministries, departments and parastatals to cooperate with the committee for accurate information on different projects.

CODE tracks N1.2bn budgeted for rural communities projects Ukpono Ukpong, Abuja Disturbed by the anomaly where grassroots communities in Nigeria are constantly deprived of access to basic human needs like health care, water, education, Connected Development (CODE), through its homegrown social accountability initiative, ‘Follow The Money’ have tracked an estimate of NGN 1,289,579,737 ($3.6m) budgeted for projects in 69 grassroots communities. This was contained in its 2018 Annual Report themed, ‘Amplifying Voices from the Grassroots’ launched yesterday in Abuja. In the report, CODE emphasised its effort to spur stronger and inclusive growth for grassroots communities in Africa by providing them with the resources to amplify their voices; creating platforms for dialogue, enabling informed debate, and building the capacity of citizens on how to hold their elected representatives accountable through the Follow The Money initiative. While presenting the Annual Report, CODE’s Chief Executive, Hamzat Lawal, said during the year, CODE faced key challenges including threats for exposing misappropriation of funds, poor access to data to enable tracking of government funds, security issues in North Eastern parts of Nigeria, and limited funds in reaching more grassroots communities. “CODE carries out its mission with independence and integrity with the sole purpose of engineering social and economic progress. Our commitment towards participatory governance, capacity and community building and monitoring and evaluation creates effective and sustainable programs even within the most challenging environments. “2018 was a year of resilience and remarkable achievement. Our priority, in 2018, was to track subnational budgets and ensure that Federal allocations to States and Local Governments reached grassroots communities for socioeconomic development. CODE tracked an estimate of NGN 1,289,579,737 ($3.6 million) budgeted for projects in 69 grassroots communities across water, sanitation and hygiene [WASH], primary healthcare and education sectors. “We activated Follow The Money for 9 Local Government projects and 41 State Government projects championing 5 advocacy campaigns for improved first-mile health infrastructure and services, 60 advocacy campaigns for improved education infrastructures for children to learn in schools, and 6 advocacy campaigns for communities to access safe clean water and we impacted 1,292,848 grassroots people in 21 States of Nigeria”, Lawal said. He noted that CODE also delved into the extractive industry and mobilized several actors, all in a bid to ensure transparency and accountability. “We were particular about mitigating human rights and conflicts issues as a way to improve the livelihoods of grassroots communities in the Niger-Delta region. Our team further engaged policymakers, stakeholders and beneficiaries, on the effects of artisanal mining activities in Nigeria, Ghana and Cote d’Ivoire. “To promote sustainability and ingrain ownership of the FTM model, we trained community champions, religious leaders and individuals to organise community engagement activities in Yobe, Adamawa, Borno, Plateau and Kano States”, said Lawal.

LSSTF to raise N10bn for sports infrastructure, development He also said the enabling law that set up the Fund provided it with enough autonomy to shield it from government interferences that may undermine its core values. Government funding of the LSSTF, according to him, is fixed by the enabling law at 10 per cent of funds generated by the State Lottery Board and one per cent of internally generated revenue, IGR, of local governments in the state. But buttressing the autonomy and private sector orientation of the Fund, Pedro added that the goal of the Board of Trustees is to secure commercial revenues that will limit the proportion of government’s funding against its total revenue to 10 per cent or less.

MTN’s 20.3bn shares may start trading on equities market Thursday Ladesope Ladelokun MTN Nigeria has concluded all plans to be officially introduced on the Nigerian Stock Exchange come Thursday, May 16th, even as a plan to increase its expansion and the efficiency of its network in Nigeria is underway. The telecommunication firm is looking to raise over N200 billion ($555 million) from bank loans, bonds and other sources to expand its operations in its biggest market - Nigeria, The Daily Times has learnt. Industry sources, however, believed that the telecom operator’s 20.3bn shares

will, indeed, start trading this week. It would be recalled that MTN Nigeria had successfully completed the registration of 20.345 billion ordinary shares of N0.02 each with the Securities and Exchange Commission (SEC). In a phone interview with Bloomberg, the company’s Chief Financial Officer, Adekunle Awobodu had said MTN was “currently arranging” for another N200 billion. Recall that the company announced a plan to raise as much as N400 billion last year and later signed to N200 billion credit line with a group of banks. MTN had registered 20.35 billion ordinary shares with Nigeria’s Securities and Exchange Commission last week,

with about 200 per cent expected to be listed on the Lagos bourse this week. Recently, MTN Nigeria announced the completion of its conversion from a private company to a public company, stating that it was a legal requirement and a key milestone in the preparatory process for its listing by introduction on the Nigerian Stock Exchange (NSE). Commenting on the successful registration, MTN Nigeria‘s CEO, Ferdi Moolman, described the development as a milestone in the company’s listing process. “I am excited we have achieved another milestone in our listing process, and we want to thank the sec and the corporate affairs commission (CAC)

for supporting us through the process. we have now begun to engage with the NGSE to complete the listing process.”MOOLMAN According to him, it is a reaffirmation of MTN Nigeria’s long-term commitment to expanding its investment opportunities for Nigerians, in addition to providing everyday services to them. NERC slams AEDC N250m for electrocution, violations

The Nigerian Electricity Regulatory Commission (NERC) has fined the Abuja Electricity Distribution Company (AEDC) N250 million for all infractions/ violations, including electrocution, payable on May 20, 2019. According to the order the commission released to reporters in Abuja on Tuesday, “AEDC shall pay the sum of N50million to the late Master Mohammed Arafat Jibril as compensation to his family and this compensation payment shall be made to the family formal presentation to be held at the

commission on 28 May 2019. “AEDC shall pay a fine in the sum of N250million to the commission for all infractions/violations identified in this order: This fine shall be due and payable by 20 May 2019. “AEDC shall conduct a detailed safety audit of the network and the findings of this safety order shall be sent to the commission within 90 days from the date of this order. “AEDC shall send the commission a detailed remediation plan to address the issues in the safety audit in the short,

medium and long term.” The order signed by NERC chairman, Prof. James Momoh and the Commissioner, Legal, Licensing and Compliance, Dafe Akpeneye, said that section 63 (1) and (2) of EPSRA imposes an obligation on AEDC to take all reasonable steps to protect persons and property from injury and damage that may be caused by the licensee when carrying out the licenses business. The order, however, disclosed that “AEDC’s negligence in complying with the terms and conditions of its licence,

distribution code and HSC resulted in the death of a 4-year old boy, Master Mohammed Arafat Jibril, on 11 April 2019 at Bosso Local Government Area of Niger State.” NERC submitted the AEDC failed to take reasonable steps to protect the public from injury by ensuring that distribution systems are maintained in accordance with standards in the distribution code thereby leading to the fatal electrocution of Master Mohammed Arafat Jibril, contrary to the provisions of section 71(5) of EPSRA.

Published reports showed that export tonnage for Q1, 2019 stood at 3,679,283. This is 950,308 more than the Q1, 2018 figure of 2,728,975 square metre. The trend is widely expected to continue. Nahco handles more than 65 per cent of export cargo in the country. The company is the favoured choice of leading airlines like British Airways, Delta, Emirates, Ethiopian and Turkish Airlines. Edo State governor, Mr Godwin Obaseki, has said his administration will not give room for a return to the era of thuggery when traders and workers lived in fear of the activities of miscreants who harassed them in the market and their workplaces for government revenue. ‘Hardiness of hearts responsible for quest for varsity status among colleges of education’

Esther Taiwo The quest by Polytechnics and Colleges of Education in Nigeria to be converted to Universities has been described as the hardiness of hearts and the inability of a society to get its act right in the education system. It would be recalled that the Federal Government had signed into law the bill on conversion of some colleges of education such as Adeyemi College of Education (ACE) Ondo and Federal College of Education, Zaria, Kaduna State into universities and also the conversion of some polytechnics into degree awarding institutions. To kick-start the new policy, the nation’s two most prominent polytechnics - Yaba College of Technology and Kaduna Polytechnic will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna. Speaking on the topic, “Teacher Education in a Knowledge Economy and Quest for University Status for Colleges of Education in Nigeria,” the Dean School of Transportation, Lagos State University (LASU) Ojo, Lagos, Prof S.G Odewunmi, said the term college and university is a function of the country and context. Odewunmi, who was delivering the 36th, 37th and 38th joint convocation lecture of Adeniran Ogunsanya College of Education (AOCOED) Otto, Ijanikin, Lagos, stressed that in the United States of America, the word ‘School’ describes any place where people learn. “You can call a College a School, you can call a university a school and you can even use the word school for any English language institute, undergraduate or graduate programme. We have School of Transport in LASU and we have College of Medicine which is a common template in Nigeria University system”, he said. According to him, deriving from the affinity of college and university, it is expected that there should be no need for any clamour for crossover but within Nigeria context there is a glass ceiling both in real and social terms. “The fact is AOCOED can award degrees up to Doctoral level, the name college is not a limitation of mandate, a deep manifestation of a society that is yet to get its act right in curriculum formatting”, he said. The Don noted that if it were not for the hardiness of hearts and inability to get acts right in the education system, it would not have been necessary for AOCOED or any college of education for that matter to embark on the long voyage for change in status. He described such quest as “Confused People, Confused Education System: Fuji House of Commotion”. The convocation lecturer stressed further that education system is a very large articulated structure that should not be tampered with at the whims and caprices of any minister of education at the federal level or any commissioner of education at the state level. “Painfully this is a common occurrence. Every new minister or commissioner wants to leave a footprint on the sands of our education system. All sorts of experiments and changes are foisted by individuals who have only beer parlour ideas on how the delicate and articulated system works”, he said. He recommended that there should be specific intervals at which knowledgeable experts will be assembled to review the curriculum to address issues that will normally be arising due to the dynamic nature of knowledge. He warned that this should not be left to the fancy of any bird of passage such as a political appointee.

Unilag conflict: ASUU sad, as students seek FG’s intervention Some students of the University of Lagos have called on the Federal Government and other key stakeholders in the university to urgently intervene in the conflict between the institution’s prochancellor and its management. Tension has been in the institution in recent time following series of queries issued to about eight key management staff, including the Vice-Chancellor, Prof. Oluwatoyin Ogundipe. The News Agency of Nigeria (NAN) reports that the Registrar of the institution, Mr. Oladejo Azeez, issued the queries on the orders of the Pro Chancellor, Dr. Wale Babalakin. The queries were said to be bordered on misappropriation of funds and travelling without permission, among other issues. Some management staff of the university, have however, said that the queries did not follow due process. Mr. Jerry Ukazionu, a third year student of business administration said that urgent intervention of the Federal Government would avoid degeneration of the conflict. According to him, strange persons armed and dressed in black paraded around the institution’s council

chamber on Monday, creating fear in students. “The strange men, numbering over 12, are looking combat-ready. We actually saw them taking strategic positions there. “On inquiry, we were told that they were bouncers,’’ he told NAN. He noted that an emergency meeting of the university’s council was slated for Monday and Tuesday at the chambers. “We are feeling insecure with all these,” he told NAN. Another student, Japhet Uche, who refused to mention his department, also frowned at the development, and called for peaceful resolution of the conflict. Dr. Dele Ashiru, the Chairman of the university’s chapter of the Academic Staff Union of Universities (ASUU), described the presence of the armed men as `siege’ to the campus. According to him, the armed men were brought by Babalakin. “This whole thing is coming to us as a surprise. That the pro-chancellor can carry out such a siege on an institution of this pedigree, leaves a lot to be desired. “We are watching keenly to see

how these whole thing plays out. We condemn this in absolute terms,” he said. Dr. Olubunmi Ajibade, Senior Lecturer in the Department of Mass Communication, told NAN that ASUU was not against probing anybody who violated financial regulation or operating outside his or her mandate. He, however, said that ASUU was worried at the manner the issue was being handled. “The whole issue is turning out to be a one-man show, and this is unacceptable by us. “I do not have detailed information concerning this whole episode but, with what was discussed at our emergency congress, it is clear that these is a serious misapplication of power. “When issues like this come up, it is only proper that due process is followed. You do not use your veto power to intimidate others. “Whatever is the issue ought to have been brought for deliberation before council where many management staff are members. ” I heard they are having an emergency meeting; let us wait and see how it goes,” Ajibade said.

Lagos school principals trained on prevention of substance abuse among students Esther Taiwo Principals of Lagos secondary schools have been trained on the Universal Prevention Curriculum (UPC) for Substance Use Disorders just as the State government has been tasked to implement policies on the appointment of a teacher or an administrative staff as a drug control officer in every primary and secondary school in the state. Founder, Global Initiative on Substance Abuse (GISA), Dr. Martin Agwogie, gave this task while speaking at the opening ceremony of a 6-day Training of first batch of Principals of Lagos State held at Lagos State Model College, Meiran, Agbado, Lagos, Agwogie, who is also the National Coordinator of UPC, said such officer will be adequately trained on how to develop and implement evidence based substance abuse prevention interventions in their respective schools. “This will go a long way in addressing the drug problems among the school age population in Lagos state thereby setting the pace for other states in Nigeria to emulate,” he stated. According to him, the training is the

first and the most comprehensive evidence based substance abuse prevention training ever organized for secondary schools principals in Nigeria. “You will agree with me that this training would not have come at a better time than now especially with the worrisome trend in substance abuse among youths in Nigeria and Lagos state in particular. Report from the 2018 national drug use survey shows that Lagos state has the highest number of persons who use drugs in Nigeria. This calls for urgent steps among everyone in Lagos state. This is not the time to sit on the fence. We must all rise to address this issue frontally to safeguard the future of the younger generation”, said Agwogie. While declaring the conference open, Permanent Secretary, Education District 1, Lagos State, Dr. (Mrs.) Yinka Ayandele, pointed out that the advocacy will be taking beyond school principals to the parents and also to communities. Her words “We are going to have a drug controlled systems practitioners in schools. We are also taking the advocacy beyond school principals to parents (through the Parent forum in each school where they meet regularly in a term, there are signs to watch out for as parents and to educate them where to seek help, and finally to

communities, the aim is to ensure that all hands are on deck towards the eradication of drug abuse in the state”, she said. Speaking on the importance of the training, Convener of the training and Founder, Isaac Adetolu Foundation, Mr. Olatunde Isaac Adetolu, said it was to give stakeholders, especially principals of various Secondary Schools in the state, the evidence based prevention intervention theories and skills of what to do with the phenomenon of drug abuse which is becoming a national phenomenon and if not contained can lead to a national disaster. “We are reaching out to our youths through life skills programs, sensitisation programs advocacy programs, we are training some youths, then the community and parent intervention”, said Olatunde. Speaking with some of the participants on their expectations from the training, the Principal Ifesowapo-Aboru Junior Secondary School, Aboru, Lagos, Mr. Bunmi Oyesanya, said it is expected that by the end of the seminar he should be on top of the job knowing those drugs that students are taking, why they (students) are taking it and how to prevent the abuse of drugs.

The Exam Ethics Marshal International has commended the Registrar, Joint Admissions Matriculation Board (JAMB), Prof. Ishaq Oloyede and his team for successful conduct of the 2019 JAMB examination. Ike Onyechere, Founding Chairman, Exam Ethics Marshals International, gave the commendation in a statement on Tuesday in Abuja. He said that the registrar has done well for putting an end to conspiracy of silence and lip service in the fight against examination malpractice in the country. “The 2019 JAMB UTME was held from April 11 to April 17, with the result released on May 11 showed that while 1,886, 508 candidates sat for the exams 1,792,719 results were released. “34,120 results were cancelled for their involvement in exam fraud while 15,145 results are still being clarified. “The entire process is a success story in general and in terms of the campaign to eradicate exam malpractice and entrench exam ethics,” he said. He said Oloyede has demonstrated that the monster of examination malpractice ravaging Nigeria’s education system can effectively be caged if the leadership of Exam Boards summon the courage and political will to confront the challenge. According to him, JAMB has confirmed beyond any reasonable doubt that exam malpractice is now an organised criminal enterprise orchestrated by full time professional criminals. “With members of syndicates embedded in some Ministries, Agencies, Institutions and Examination Boards. “Exam special (magic) centres masquerading as Schools (duly registered and licensed by State Ministries of Education) are their operational fronts for Secondary School Certificates (SSC) and other exams. “When JAMB migrated from Paper and Pencil Tests (PPT) to Computer Based Tests (CBT), they set up cyber cafes and CBT centres as fronts for their JAMB operations. “For the 2019 exams, 112 of such centres were identified, blacklisted, delisted or suspended by JAMB,” he said. The chairman explained that exam fraud syndicates and their collaborating parents disguised as public interest, social responsibility commentators and mount media pressure to get JAMB to rescind its decision not to register candidates without biometric verification. Onyechere said that the registrar has demonstrated strong nerves, strength of character and supreme self confidence in resisting the pressure and ensuring that no candidate sat for the exams without biometric verification. He disclosed that this has enabled JAMB to block the standard operating strategy of the fraudsters of multiple registration and use of exam mercenaries, adding that 34,120 results were still cancelled for exam fraud. “When the exam ended on 17th April and JAMB noticed that some fraudsters still penetrated the system, it decided to conduct a meticulous check to fish out the culprits instead of rushing to release the results. “Again they mounted pressure and the registrar and his team resisted, if they have succumbed JAMB would have achieved a fleeting praise for speedy release of results. “But the exam fraudsters that succeeded in beating the system would not have been identified and credibility and integrity of the results would have been compromised,” he said. Onyechere said that the integrity of the administration and supervision process of 2019 JAMB exams was improved by engagement of Vice-Chancellors as JAMB Chief External Examiners in various states.

AFCON: Fans urge Gernot Rohr to consider home based players Football fans in Ilorin have called on Super Eagles coach Gernot Rohr to consider proven home based players in his team selection for the forthcoming Africa Cup of Nations (AFCON) in Egypt scheduled for June. AFCON: NFF owing Gernot Rohr since January

Just a month plus to the beginning of the 2019 Africa Cup of Nations, the Super Eagles’ Technical Adviser Gernot Rohr is not a happy man. This was revealed to newsmen by a very close source to the team who spoke on the condition of anonymity. The source further revealed that the Franco-German Coach’s contract has been severally breached by the leadership of the Nigeria Football Federation who contracted Rohr. “There are certain clauses in the contract of Coach Rohr that is known to only the NFF and the Coach. Since the Coach is a very close friend he has often

complained bitterly to me that his financial benefits have not been met by the NFF. “The last time Rohr received his salary was December 2018 and the three months ahead payment was not done as it was widely publicised then. “Even as we speak right now the Coach still didn’t get his salaries from January 2019 up to date. So how do you want him to be happy going into the final lap of preparations for the 2019 AFCON in Egypt? In fact the only thing that can make him happy is for the NFF to pay his salary up to date before going to the AFCON competition. Another thing that the Coach is really complaining about is

Manchester City hit back over UEFA ban reports Manchester City have hit back over reports they are facing a one-year ban from the Champions League. The Premier League champions are concerned their “good faith” in UEFA’s investigation into their financial affairs could be “misplaced” following the claims. UEFA launched a formal investigation into City in March following allegations made by German publication Der Spiegel that the club breached its Financial Fair Play (FFP) rules. The claims were based on documents purportedly obtained by whistleblowers Football Leaks. City, who secured their fourth Premier League title in eight seasons against Brighton and Hove Albion on Sunday, welcomed the investigation “as an opportunity to bring to an end the speculation resulting from the illegal hacking and out of context publication of City emails”. Their March 7 statement added: “The accusation of financial irregularities are entirely false.” A report by the New York Times on Monday said members of the investigatory chamber (IC) of UEFA’s Club Financial Control Body would recommend a one-season ban from the Champions League. Chief investigator Yves Leterme will pass any recommendation on to UEFA’s adjudicatory chamber, which would have to decide whether it agreed any proposed punishment was suitable. In a statement issued on Tuesday, City maintained it was cooperating fully with UEFA’s investigation and urged a commitment to due process. “Manchester City FC is fully cooperating in good faith with the CFCB IC’s ongoing investigation,” the statement read. “In doing so the club is reliant on both the CFCB IC’s independence and commitment to due process; and on UEFA’s commitment of

March 7 that it will make no further comment on the matter while the investigation is ongoing. “The New York Times report citing ‘people familiar with the case’ is therefore extremely concerning. “The implications are that either Manchester City’s good faith in the CFCB IC is misplaced or the CFCB IC process is being misrepresented by individuals intent on damaging the club’s reputation and its commercial interests. Or both. “Manchester City’s published accounts are full and complete and a matter of legal and regulatory record. “The accusation of financial irregularities are entirely false, and comprehensive proof of this fact has been provided to the CFCB IC.” The latest online version of the New York Times article does not contain any reference to “people familiar with the case”. It is understood UEFA is unlikely to offer a public comment on either the reports or City’s statement while the investigation is ongoing. City were punished for violating FFP rules in 2014 and operated with a spending cap and a reduced squad size for the 2014-15 UEFA season. In January, former Belgian Prime Minister Leterme told Sport and Strategy magazine in his homeland that City should face a competition ban, if claims the club topped up multi-million pound sponsorship deals with Abu Dhabi companies using the personal fortune of owner Sheikh Mansour were proved to be true. “If what has been written about Manchester City is true, there might be a serious problem,” Leterme said. “This can lead to the heaviest punishment – exclusion from UEFA competitions.” FIFA, the Premier League and the Football Association (FA) are also undertaking investigations into City’s operations in relation to various aspects of the Football Leaks allegations.
