According to Emeka Omeihe, the committee set up by Okorocha for the inauguration has lined up several harsh conditions as deliberate potholes to act as alibi for the governor to abdicate his responsibilities on the inauguration, promising however that the governorelect would be successfully inauguration, with or without Okorocha’s willingness. “Sequel to discussions with the government of Imo State on the need for a smooth and successful swearing-in and handover ceremonies in the state on May 29, 2019, the Governor-Elect, Rt. Hon. Emeka Ihedioha, raised a 31man committee to interface with the 21-man team set up by the state government to work out details of the programme for the exercise. “The two committees met formally on three different occasions. There were also other meetings by the leadership of the two committees. In one of the formal meetings, a decision was taken to set up a subcommittee of 10 members comprising five members from the two sides to fast-track the
process. The sub-committee, conscious of the limited time available, immediately went into action working day and night. After a painstaking exercise, they reached agreement on a programme of activities that will lead to successful and hitchfree swearing-in and handover ceremonies. “In the course of one of these meetings, committee members paid a courtesy call on His Excellency, Governor Rochas Okorocha, who promised to do all within his powers to ensure a successful and eventful swearing-in and handover ceremonies in the state come May, 29, 2019. “With barely a few days to the commencement of some of the activities preceding the actual swearing-in and handover ceremonies, we regret to say that the body language of the state government no longer imbues confidence that it is genuinely committed to the overall success of that exercise,” the statement said. Continuing, the committee stated that, “It is increasingly getting clearer that unless we proceed on terms dictated by them, the state government will be reluctant to discharge its constitutional responsibilities regarding the swearing-in
and handover ceremonies. We find this tardiness although characteristic on their part, very discomforting.” It urged the governor to discharge his constitutional responsibilities as expected of him irrespective of his personal feelings over the imminent emergence of a new chief executive officer of the state a few days from now. “We urge Governor Okorocha to show good faith for once by redeeming his pledge to the good people of Imo State to ensure a successful and hitchfree swearing-in and Handover to the Governor-elect, Rt. Hon. Emeka Ihedioha, without further delay. “We are constrained to bring this unpleasant development to the public domain in the hope that the state government will do the needful. “On our part, we wish to reassure the good people of Imo State and beyond who have been yearning for the successful swearing-in and handover to the Governor-Elect, Rt. Hon. Emeka Ihedioha, that we have put in place all arrangements within human powers to ensure that the exercise is a resounding success. That is our promise,” the statement concluded.

N43.9 for meters, bridge, grains, Ile-Ife, Nkari dams Nigeria saves $21bn from grains importation
Mathew Dadiya, Abuja The Federal Government has given approval for a loan of $1 billion from Chinese Export-Import Bank (EXIM) for the completion of Gurara II Hydropower project which has the capacity to generate 360 megawatts electricity. Also, the council approved additional N43.975 billion for various projects. The approval was given on Wednesday at the weekly Federal Executive Council (FEC), presided over by President Muhammadu Buhari at the Council Chamber of the Presidential Villa, Abuja. Minister of Water Resources, Sulieman Adamu, who briefed the State House correspondents after the meeting, said that the council also approved N5.7 billion revised total estimated cost for the completion of Nkari dam in Akwa Ibom. The minister said: “Council also approved the appointment of a consultant for the resuscitation of the Gari Irrigation Project in Kano/Jigawa states. Council had in 2017 approved for the resumption of the
project which was earlier abandoned for 17 years. The consultant is the same appointed in 1998. The contractors are already on site.” According to Adamu, the FEC also approved the revised estimated total cost of N10.4 billion for the completion of Ile Ife Dam in Osun State. The project was started in 2004 and abandoned but would now be completed in 24 months. Minister of Power, Works and Housing, Babtunde Raji Fashola, said that his ministry presented two memoranda to the FEC and got approval for the construction of an interchange and pedestrian bridge at Abaji in Abuja for N7.197 billion. Fashola explained that the bridges, when constructed, would address the perennial problem of accidents in that place. The second approval was for the procurement of 200, 217 meters by Yola Electricity Distribution Company under the Meter Asset Providers Scheme, the minister added. He said: “As you might know, Yola Electricity
Distribution Company is the DISCO that was surrendered to by the original holder. “So it’s under the Federal Government’s management. So they are buying 200,217 meters for consumers under their franchise which covers Adamawa, Borno, Taraba and Yobe states. “The cost of those meters is N11.208 billion. It is to be funded from the judgement sum that I previously briefed you about two years ago that council approved a compromise from an old meter’s supply dispute since 2003. “So that money is in a bank, it has been there, so that is where these meters would be funded from and as consumers pay back the meters as they are supplied, the money goes back into that account.” Audu Ogbe, Minister of Agriculture and Natural Resources, also told State House correspondents that he got approval to procure 61,000 tons of grains: maize, millet and sorghum at the cost of N9.47 billion, adding that the purchase would be begin shortly. PDP poses great threat to Nigeria’s democracy- FG Mathew Dadiya & Tunde Opalana, Abuja
The Federal Government has raised the alarm that the opposition Peoples Democratic Party (PDP) poses a great danger to the survival of Nigeria’s democracy. Minister of Information and Culture, Lai Mohammed, said this on Wednesday while addressing State House correspondents at the Presidential Villa Abuja. He decried the increasingly unpatriotic and desperate opposition politics being played by the PDP and its presidential candidate, Alhaji Atiku Abubakar, warning that such dead-end opposition could be toxic for the nation’s democracy, if left unchecked. The information minister said that never in the history of politics in Nigeria has an opposition party and its presidential candidate exhibited the kind of desperate tactics being deployed by the duo of the PDP and its flag-bearer, especially since President Muhammadu Buhari overwhelmingly defeated Atiku to win the 2019 presidential election. The Federal Government’s spokesman said the PDP and its presidential candidate are either by themselves or via their proxies, doing everything possible to sabotage the Buhari administration, generally overheat the polity and make Nigeria seemingly ungovernable, especially through their public utterances and their poorly-thought-out press releases before and after
the 2019 general election. Unless they quickly retrace their steps, they may, sooner than later, overreach themselves, the Federal Government warned. For those who may be quick to accuse the government of crying wolf, the minister said the pre-election statement credited to the former Vice President Atiku Abubakar, that “unless Nigerians vote out the APC Administration, killings by herdsmen will continue and ultimately spark a series of ethno-religious crises that will be irreversible,’ is looking more like a Freudian slip than anything else.” Mohammed recalled that in recent times, the PDP has taken its desperation to a new low by attacking the judiciary, an action many see as indicating a reversal of the party’s hitherto self-assured stance that it has a solid case against the election of the President. He stated: “And either by coincidence or orchestration, a faceless group emerges from nowhere calling for an overthrow of a democraticallyelected government, a totally egregious act of treason. “It beggars belief that a candidate who prides himself as a democrat can so allow desperation to becloud his sense of propriety to such an extent that he will be associating with anti-democratic forces or making inflammatory statements. “For acclaimed democrats, there are acceptable channels of seeking redress after an election defeat. Even President Buhari himself went to court

three times to challenge election results. “What is not acceptable is to either resort to self-help after an election defeat, or to embark on a journey of subterfuge and sabotage while also mounting a legal challenge or pretending to do so. Worst still, painting the judiciary bad for whatever reason is anti-democratic and unconscionable. “We want to urge the main opposition party to stop beating the drums of war, concentrate on the legal challenge by its candidate against the election of President Buhari if indeed they have any faith in the country’s judiciary, and desist from unnecessarily overheating the polity.” The Independent National Electoral Commission (INEC) had declared President Muhammadu Buhari, candidate of the ruling All Progressives Congress (APC), the winner of the February 23, 2019 Presidential elections with a total vote of 15,191,847 to
defeat the PDP’s candidate Atiku Abubakar who garnered 11,262,978 votes. Since the outcome of the elections both the ruling and the opposition parties have been at loggerheads as the PDP alleged that the election was rigged boosting that it would reclaim its mandate in court. Demands implementation of 26% budget share on education Tunde Opalana, Abuja Alarmed by an imminent violent revolution as a result of unmitigated effects of unemployment induced poverty in the country, the Senate, on Wednesday, urged the Federal Government to set up an Unemployment Support Fund as an intervention measure for the unemployed. It as well called on Government to declare an emergency on unemployment in Nigeria, create more pro-poor social safety nets, dedicate 20% of recovered loots to fund same, and take other urgent measures to stimulate production and other economic activities to engage young citizens of the country. The Senate added that Federal Government could stem the tide by adopting a policy to establish one factory per local government all over Nigeria, to create employment opportunities, towards tackling the vices emanating from the galloping unemployment in the country. The upper chamber also enjoined the Federal Government to increase the budgets to education by allocating and effectively implementing 26% of their yearly budget to education beginning from the next budget cycle in 2020 and enjoin states to do same. These resolutions followed a motion by Senator Chukwuka Utazi (Enugu North), entitled: “Bridging the gap between the haves and the havenot in Nigeria to nip in the bud the seeds of a looming violent revolution”. Utazi was worried about a huge gap between the
haves and the have-not in Nigeria, a situation he said that was slowly triggering a quiet but certain revolution, championed by the downtrodden. He noted insecurity vices afflicting the different zones of the country, and observed that the Northwest states of Zamfara, Katsina, Kaduna, Kano and Sokoto are under the grip of armed militias and bandits. He lamented that these criminal elements terrorise villages, kill and maim recklessly, regretting that these activities imposed hunger on the people as a result of stoppage of farmers from accessing their farms by killer herdsmen. Likewise, Utazi berated agony of an average traveller on most of Nigeria’s highways prompted by likelihood of attack by hoodlums, bandits and kidnappers. He expressed worries that in the North East, terrorism and insurgency had assumed a full blown war and the armed forces and other security services of the country are having a hard time containing all the points of gruesome activities of the insurgents. “Every illusions as to the magnitude of what the country is facing in the North Eastern flank should have evaporated by now with the mass killings going on there and the high deprivation it has engendered for citizens. “I the North-Central, armed gangs and murderous herdsmen kill without any considerations, forcing farmers off the farms, razing down whole villages and settlements, and imposing an imminence of famine”. “Alarmed that in the South-West, kidnappers and ritual killers are having a

Senators that contributed to the debate described the motion as a wake-up call to government and Nigerians in general, to rise from slumber and fashion out enduring solutions that could navigate the country out of the debilitating problem. Shehu Sani urged the Federal Government to tailor its social programmes towards addressing the problems of unemployment, poverty and the concomitant criminal tendencies on the citizens. The Leader of the Senate, Senator Ahmad Lawan, said that, though the present administration had done well in trying to alleviating the sufferings of the people through its intervention programmes, the government should make more efforts to engage the youths and provide a way out of the menacing problems. Senator Ben MurrayBruce pointed out that successive government had neglected to embark on population control policies, stressing that the issue under discussion could never be effectively tackled without implementing policies on population
control. Deputy President of the Senate, Ike Ekweremadu, in his contribution, noted that the country has no proper statistics of unemployed Nigerians, urging that this should be done in order to know how to provide jobs for the youths. Senator Enyinnaya Abaribe, while contributing, argued that the solution to the present problems threatening the peace and corporate existence of Nigeria, could only be achieved when the right leadership takes over the reign of power in the country. In his remarks, the President of the Senate, Dr. Bukola Saraki, commended Utazi for bringing up the motion, pointing out however, that there was need to separate maintenance of law and order from the issue of poverty. He said that poverty would never be accepted as an excuse for committing crimes in the society, stressing that no matter how bad the economy is, there must be maintenance of law and order. “We have all contributed but there is need for us to separate the maintenance of law and order from the issue of poverty. It cannot be an excuse. So, as a nation, no matter how bad it is we must be able to maintain law and order. “That is why it is important that we as a Parliament must give all the support necessary to all the security agencies and all government policies on security, to see that they maintain law and order. And those who are responsible to maintain law and order must ensure that there cannot be excuses to do otherwise”, he stated.

He said, “because there was still the tendency to prefer to import “what we produce and the policy of this government is ‘let’s use what we produce and save our foreign exchange’ which is why in the last three and half years we have saved $21 billion on import”.

The Armed Forces of Nigeria (AFN) has dissociated itself from a document being circulated by a faceless group calling for support of a revolution to oust the current democratically elected government and in its place establish an illegitimate interim government. A statement signed by Deputy Director, Defence Information, Navy Captain Muhammed Wabi, named the faceless group as Nigerian Continuity and Progress (NCP). According to the statement, the group is “calling for support of a revolution to oust the current democratically elected government and in its place establish an illegitimate interim government.” The Armed Forces “outrightly condemns the undemocratic and demonic actions of the author of the document,” it said. Therefore, in it’s reaction to the publication, it has urged
all security agencies to put machinery in motion to fetch out the author of the publications. “Accordingly, members of the public are enjoined to discountenance the content of the documents being circulated by NCP and equally condemned in totality, the call to derail our hard earned democracy. “Armed Forces is very mindful of its constitutional responsibilities and will not be misled into any act that will undermine democracy as enshrined in the Constitution of the Federal Republic of Nigeria 1999 as amended.” The Armed Forces also stated that it remains unflinchingly loyal to the Constitution of the Federal Republic of Nigeria 1999, (as amended), and the Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammadu Buhari. Kuku debunks arrest in US over visa racketeering Our Reporter Former Special Adviser on Niger Delta Affairs to former President Goodluck Jonathan, Dr. Kingsley Kuku has debunked stories making the rounds on some social media platforms that he was arrested in the United States. Kuku, who also served as chairman of the Presidential Amnesty Programme said the story of his purported arrest was mere rumours and the figment of the imagination of both those that originated it as well as others circulating the material. He therefore, advised friends, well-wishers, business and political associates to ignore both the story and those peddling it. A statement signed by his media assistant, Yemi Akintomide and made available to the press, stated that “in the last 48 hours, the social media has been awash with an evil story of the arrest of Dr. Kingsley Kuku.
“It was orchestrated by a blogger whose main stock in trade is blackmail and extortion of politicians and top public servants. His platform is not credible and Therefore, does not require us wasting time on him. “As a matter of fact, there are so many such bloggers in the social media space who daily, churn out fake and unsubstantiated stories. We urge the public to disregard the story as it is completely false.” Kuku cautioned users of social media, especially bloggers to desist from using their platforms to peddle rumours and fabricated lies capable of tarnishing the hard earned image of fellow citizens, adding that he would not hesitate to seek redress against such deliberate mudsling using all known legal instruments. “We are using this medium to advise all those who wish to indulge in this brand of irresponsible journalism to desist from it. Those who wish to
practice journalism should do so in line with ethical standards. “This descent into outright falsehood with the intention to blackmail and extort is not only ridiculous, but very pedestrian. We shall not hesitate to take legal action against such persons and their platforms, if only to make them comply with minimum standards prescribed by law and the journalism profession. “It would be recalled that Dr. Kingsley Kuku served Nigeria meritoriously for four years. Short News Buhari leaves for Umrah in Saudi Arabia today Mathew Dadiya, Abuja President Muhammadu Buhari has accepted the invitation of King Salman Bin Abdulaziz, the ruler of Saudi Arabia and custodian of the two holy mosques to perform the Umrah (lesser pilgrimage) in the kingdom. To this effect, the President accompanied by close personal aides, will embark on the journey on May 16 and is expected back in the country on May 21. Umrah is an optional, but recommended pilgrimage to Makkah that can be made at any time of the year. The Daily Times recalls that the President had about two weeks ago, returned from a 10-day private visit to the United Kingdom.
Imo Assembly serves speaker with impeachment notice Val Okara, Owerri The crises rocking the Imo state House of Assembly on Wednesday took a dangerous dimension as members of state House of Assembly served an impeachment notice on the Speaker of the House, Iheanacho Ihim. The notice dated and signed by 21 members of the House also disclosed that they had elected the representative of Onuimo state Constituency, Chinedu Offor (AA) as the pro tempo speaker of the House while allegations against the speaker are investigated. Offor, the pro tempo speaker who read the impeachment notice, briefed journalists after the plenary on Wednesday It was gathered that the speaker during the plenary session had read a letter of apology from the suspended local government council chairmen and ruled that they should be recalled without calling for a vote. The speaker was said to have shouted down members who raised objections on the apology brought by the suspended council chairmen, but the speaker quickly adjourned plenary and left with the House Majority Leader, Lugard Osuji (Owerri Municipal). Aggrieved members who described the walk out as a slight stayed behind in the hallowed chambers even after power supply had been cut off. Addressing journalists at the House of Assembly, Offor stated that Ihim had consistently ran the affairs of the House without recourse to parliamentary process, stressing that his action at plenary was an insult to the other lawmakers.

Tribunal hears application to disqualify Bulkachuwa from panel May 22 Andrew Orolua, Abuja The Presidential Election Petition Tribunal (PEPT) on Wednesday fixed May 22 for the hearing of an application by the candidate of the Peoples Democratic Party (PDP) in the February 23 presidential election, Atiku Abubakar and his party seeking the disqualification of tribunal Chairman, Justice Zainab Bulkachuwa from the panel. Atiku and his party, the PDP are asking Justice Bulkachuwa, who is also the president of the Court of Appeal to rescue herself from the five -man panel that would hear their petition against the election of Buhari on the likelihood of bias against them. At the resumed hearing, lead counsel to Atiku and PDP, Dr. Levi Uzoukwu (SAN), applied for 10 minutes’ private audience with the five-member panel and two lawyers representing each of
the respondents. He did not elaborate or adduce any reason for the private meeting. However, at the end of the one- hour meeting held in the chambers, Justice Bulkachuwa announced in open court that the meeting discussed extensively the application by Atiku and PDP that she rescue herself from the matter. Justice Bulkachuwa said since the request of the petitioners has been in the public domain, it would be better for the application to be heard in the open court. She then asked the petitioners’ lawyer to move the application. Uzoukwu said the petitioners will come by way of a formal application, promising to file the application tomorrow (May 16). While counsel to the Independent National Electoral Commission (INEC), Yunus Ustaz (SAN) said they are not opposed to the application, counsel to President Muhammadu Buhari, Chief Wole Olanipekun (SAN) said he was ready
to respond to the application if the petitioners are ready to move the application orally. He however said if the petitioners prefer a formal application, then they will be asking for the normal seven days provided by law to respond. Counsel to the All Progressives Congress (APC), Lateef Fagbemi (SAN) aligned himself with the position of Olanipekun. Consequently, Justice Bulkachuwa said that “application yet to be filed is adjourned to May 22 for hearing”. Meanwhile, the tribunal has ordered the service of the petition of the Coalition for Change (C4C) on Buhari through substituted service. The court ordered that the petition on Buhari be served on him through any of the national officers of the APC at the party’s national headquarters at No 40 Blantyre Street, Wuse 2, Abuja. The order was sequel to an ex parte application moved by lawyer to the C4C, Obed Aguh.
The Nigerian Electricity Regulatory Commission (NERC) has imposed N500 million penalty on the Abuja Electricity Distribution Company (AEDC) for various infractions. The NERC said the failure by AEDC to comply with the Electric Power Sector Reform Act resulted to 12 electricity related accidents within the AEDC network between 2018 and 2019, one of which killed a four-year-old boy in Abuja. The aforementioned negligence necessitated NERC to order the electricity distribution company to pay N300 million in sanctions. However, N250 million will go to NERC as fine for several infractions committed by the distribution company, while the remaining N50 million is for the deceased boy’s family. An order uploaded on the regulator’s website and jointly signed by its Chairman, James Momoh and Commissioner Legal, Licensing and Compliance, Dafe Akpeneye, the NERC said it expects that AEDC would by May 20 pay the N250 million sanction to the commission and pay the compensation to the young boy’s family. The NERC said that “Section 63 (1) and (2) of EPSRA imposes an obligation on the holder of an electricity distribution licence to comply with the terms of issuance of the licence, regulations, codes and other requirements issued by the Commission. “Condition 18 (1) of the distribution licence imposes an obligation on AEDC to take all reasonable steps to protect persons and property from injury and damage that may be caused by the licensee when carrying out the licensed business.
Health ministry partners firm to maintain medical warehouses Doopsuur Iwambe, Abuja The Federal Ministry of Health and MDS Logistics Limited, a supply chain company have signed a management contract for the operations and maintenance of Abuja Premier Medical Warehouse and Lagos Federal Central Medical Warehouse under a Public Private Partnership arrangement (PPP). Speaking at the event in Abuja, the Minster of Health, Prof. Isaac Adewole, who described the project as the first flag ship of PPP arrangement in the health sector, said that the ministry was motivated to partner with the company considering the company’s amiable pedigree of quality service delivery and efficiency. The minister stated that medical warehouses should be seen as “more than ordinary medical facilities because they safeguard the future of the nation,” proposing that a medical warehouse of such standard be replicated in each of the six geo-political zones. He further charged the maintenance company to break new grounds and justify the confidence reposed on it by the federal government by keeping to the terms of the agreement. In his welcome address, the Director, Food and Drug Services, Federal Ministry of Health, Lawal Oluko commended the initiative which he said has transformed the supply chain system after years of neglect.

For the health of distressed Nigerians

Every health-conscious person must have benefitted from association with health workers – doctors, lab scientists, nurses, pharmacists, dieticians, radiologists and dentists. In several health conferences and programmes, the advice we get from these physicians is uniform: always go for a check-up to determine the state of your health, whether you’re sick or not. Those near age 40 and older, in particular, are advised to do comprehensive checks at least once every year. Most of the time, it’s poverty that keeps doctors’ clients away in a country that has no health insurance scheme. For one to complete the normal tests, one needs upwards of N100, 000. And the likelihood of discovering one or two diseases after the tests is always high. Next is the treatment. See why the poor are afraid to even go for the tests? Even the rich and the not-so-poor (I’m afraid to call them “middle class” in Nigeria) are guilty of neglecting their own health. We take our cars to the mechanics at the first sign of trouble. We invite plumbers to fix our bathrooms. When the TV set, computer or generator malfunctions, we always seek the relevant technicians. But when it concerns our health – our life that is irreplaceable and upon which everything else depends – we refuse to pay attention. No irony could be greater. Ordinarily, many are health-conscious. But we tend to seek diagnoses of our ailments in unorthodox ways. Some choose faith healing. Even orthodox healers recognise that faith healing is real, however. Herbal medicine is another. Our ancestors depended on this from prehistoric times. Africans have allowed much of this knowledge to perish. The in-thing is to study Pharmacy in university without acquiring any knowledge of the roots, barks and leaves of certain
plants. Many of the great medicine men of old died without passing the knowledge of herbs to their offspring. Today, 419 healers have taken over, prescribing loads of cash to be delivered to them rather than medicine to be taken by their patients. The Asians have not been foolish like us Africans. I’m not preaching against orthodox medicine. I can’t do that – it’s what I too depend on. But I also apply native wisdom. Any good doctor would tell you that every drug has a side-effect. You would have noticed that many doctors – those who prescribe basketfuls of tablets, capsules and injections to be taken thrice a day after meals – hardly take the drugs themselves. If your doctor doesn’t take drugs, why receive them from him? That’s one of the fears we nurse. And that’s why many fail to go for check-ups and possible treatment unless they are very sick. Negligence in Nigerian public hospitals is a source of fear too: some have met their own death on account of negligence. A few years ago, one of my friends went to the hospital to treat malaria when he felt the symptoms. The doctor, a young man like himself, ordered a few tests and confirmed he had malaria and an infection. He gave him an antibiotic – gentamicin, I think – which damaged my friend’s kidneys. For the next four years, he was on dialysis that consumed all his money. By the time he died two years ago, his family was heavily indebted. Another fear is that of quacks. And quacks are not just those who have no medical certificates. Even some qualified doctors are quacks, thanks partly to exam malpractice, the collapse of the education system, and admission rackets. The universities have been producing incompetent physicians. I know someone who never consults a doctor that is younger than 60 years old.
Then, there are misconceptions that prove difficult to clear. Those opposed to immunisation against diseases like polio, for instance, are not all illiterates. Even trained doctors have helped to spread dangerous rumours that, I guess, are sustained by politics – international politics this time. Have you noticed that the mortality rate among HIV/AIDS sufferers has declined? Twenty years ago, it seemed as if HIV/AIDS was about to wipe out Africans. Perhaps the disease has killed an “appreciable” number of people in Third World countries and now has to be stopped. I learned that a cure has been found for it, but the cheap drug would not be in the market until some pharmaceutical companies in the West recoup their investments in antiretroviral drugs. Who knows what to believe? Malaria. Everyone seems able to identify this disease. Though it’s prevalent in Nigeria due to mosquito attacks, many have shortened their own life by receiving a wrong diagnosis and a wrong treatment. It shares symptoms with some killer diseases, and, by the time the patient rules out malaria as the problem, the damage to vital organs could have been done. Stress, for instance, makes one weak and sleepy just like malaria. Rather than take bed rest, the ignorant one may ingest drugs that are injurious to her health. Usually, the next suspect after malaria is typhoid fever. The number of positive cases recorded in Widal tests has eroded the credibility of many labs. But, since clean water is a luxury here and many foods hardly pass the hygiene test, people do not bother to seek a second opinion. Along with malaria, stress could be the harbinger of the silent killer called hypertension. I’m not a doctor but even doctors don’t know the actual causes of many diseases. Hypertension or high
blood pressure (HBP), they say, has genetic sources but they have also not discarded tension or worry that lay people often attribute it to. The physicians agree that “environmental factors” play a role. There’s hardly any Nigerian today that can successfully ward off anxiety in everyday life. Unpaid school fees, unpaid rents, unaffordable hospital bills, lack of jobs, lack of food, lack of security, lack of spouse, loss of loved ones, political tensions, uncertainty about the future – who can avoid these stressors? Diabetes is HBP’s cousin that has been on the rampage also. Many Nigerians in their 40s have high blood sugar levels. Doctors implicate the pancreas’ inability to do its job, but consumption of sugar has equally been named as a culprit. Lack of exercise is also implicated. Sportsmen, farmers, labourers and others who do strenuous tasks – who sweat profusely on the farms or on the fields – are unwittingly taking great medicine. Despite the presence of numerous regulatory agencies, most foods we eat and offer guests are little less than processed sugar: the beers, the malt and soft drinks, the snacks. I wonder why these firms have not been put out of business by low demand for their products. I think Nigerians have to be saved from themselves. And one sure way is by making harmful products very expensive. Tobacco, brewery and certain so-called beverage companies ought to be taxed heavily. Good health depends a lot on our lifestyle – the things we eat, the exercises we do. Physicians advise us to eat everything in moderation. Bad cholesterol in fried/ processed foods is linked to obesity, HBP, stroke and heart failure. We Africans ought to be eating fresh foods – including vegetables and fruit, not processed or canned ones. Sweet things kill.
A wake-up call for the South-West

Last week, travellers on the IbadanIfe-Akure expressway were accosted by bandits who attacked, injured and robbed people, while shooting sporadically. Also, in what appears to be a separate incident on the road that same day, one professor from the Obafemi Awolowo University Teaching Hospital (OAUTH) was abducted. The incidents have brought a chilling cold running through the spine of many of us who routinely travel on that road. This column remembers, with nolstalgia, those days in the late 70s and early 80s when one could move on that road at anytime of the day, even in the dead of the night, without fear that bandits could strike. Students of the University of Ife, as it was then called, would cram into cars or get on their heavy-duty motor bikes and leave the campus for parties in Ibadan, Ondo or Ilesa by midnight, to return to campus in the wee hours of the morning without hassle. But not anymore. However, the robberies and kidnappings on that route did not start last week. On June 30, 2009, Prince Dotun Layade, a building engineer and chairman of Dotlay Engineering Company, based in Ibadan, Oyo State, met his untimely death on that road. He had left his base in Ibadan in the evening of that fateful day, on his way to Igbinedion University, Okada, Edo State, where he was supervising the construction of some buildings. Unfortunately, he ran into a road block mounted by some bandits along the Ife-IlesaAkure stretch of the road. He was kidnapped along with some of the people in his entourage and taken away into a thick forest. One thing led to another and, Dotlay, as he was fondly called by his admirers, gave up the ghost in the forest while being ruthlessly tortured by his captors. Of course, not knowing what next to do, his captors fled the scene. His body was later found by a search party after his driver raised an alarm. Since then, it has been one gory tale of man’s inhumanity to man, as kidnappers and robbers intermittently carry out their
nefarious business along that route. About a month ago, a senior lecturer with the Rufus Giwa Polytechnic, Owo, met his death along that route. Onukaba Adinoyi-Ojo, a journalist and former managing director of Daily Times newspapers also died on that road a few years ago. It is apparent that the innocence of that road in the past has been violated. The situation is also made worse by the bad state of the road, which slows speeding vehicles and helps the criminals in their nefarious activities. How many more Nigerians must fall victim before a solution is found to the menace of the bandits on that road and other roads in this country? At the launch of “Operation Puff Adder” organised in Osogbo by Leye Oyebade, the newly posted assistant inspector general of Police (AIG); Gboyega Oyetola, the governor of Osun State, had hinted that intelligence reports reaching him indicate that the bandits terrorising Zamfara State and the North-West had started sneaking into Osun and other contiguous States. Nobody needs a soothsayer to prove that any more. What happened last Sunday is a pointer to the fact that the South-West may very well be under invasion. A source who lives on that axis confirmed that they have been witnessing suspicious movement along that corridor in recent times. According to the source, truckloads of people suspected to be Fulanis, Malians or Nigeriens, are usually seen passing-by at night, heading to Ilesa or Ibadan. The professor, Olayinka Adegbehingbe, who was earlier kidnapped last week but has now been released after a ransom was paid, also claimed his abductors are of Fulani origin. Although one cannot attest to the veracity of the profiling or linguistic knowledge of the victims, their accounts are in line with recent news and observations about the movement of the bandits along that route. For anyone who thinks that the scale of insecurity in this country tips towards the North, there is news for them – we are all in the eye of the storm. The whole country is now engulfed in widespread killings,
kidnappings, violent robberies and all manner of evil, and there is no sacred place or sacred cow. Anyone can be violated anywhere and at anytime. Army generals, community leaders, lawmakers, professors, foreigners and ordinary Nigerians are fair game in the pool of insecurity the country appears to be sinking into. Violent crime in this country is becoming a hot venture, with criminal ‘upstarts’ quickly mushrooming and replicating across the country. In the real business world, this kind of boom is only possible in an enabling environment. As such, the authorities need to ask themselves how the status-quo is enabling violent criminals to flourish in all corners of the country. Even local and foreign aid workers are being kidnapped and killed while our top security officials are afraid to travel on our roads. The country has also been struggling to attract investors. But how do we protect their investments and that of the existing investors in the country? Mohammed Adamu, the energetic inspector general of Police (IGP) has said that the police force is under-staffed and underequipped, and as such, cannot realistically contain the insecurity that pervades the country. Government strategy has been to utilise the military and form multi-agency security task forces, which, sometimes, includes ordinary citizens and local hunters with their dane-guns. However, even this has proven to be inadequate to contain the insecurity. It means that the combination of our security forces and volunteer civilians has failed against the marauding bandits and terrorists parading more sophisticated weapons all over the place. It is often said that, in times of peace, it is advisable to stock up on arms to boost the security capability of a country. This country has not seen peace in decades. The equipment that materialise from the little funds that actually trickles down to bolster security are immediately deployed in fighting terrorists, bandits, armed robbers, hostile protesters,
and periodically, election ‘troublemakers’, not to mention equipment lost during attacks by the same criminals. As such, there is never enough. Finding recruits for security agencies is also most difficult in times of war, which is why there are war-time drafts. With the many civilian joint task forces (JTFs), it already appears like we are doing just that. If one is to tell it as it is, the accounts of the attack on the Ibadan-Ife-Akure expressway last week shows that our wildest fears are coming true. Criminal elements are settingup interstate networks that may be too hard to contain if those in authority sleep on their duty. Without intending to be divisive or stir emotions, it is a security breach of the greatest proportions for kidnappers and robbers of other tribes or nationalities, who constitute themselves into an army of bandits, to be terrorising people all over the place. This is why the leaders of the South-West must come together to device strategies to prevent the zone from being turned into another theatre of war by these migrating bandits. Unfortunately, some of the leaders, especially the traditional rulers, are currently engaged in supremacy war amongst themselves. They need to wake up to their real responsibilities. Many of these bandits invariably live among the people, and as such, with concerted effort, they can be identified and exposed. It is a time for vigilance, for security agencies and ordinary citizens alike. We cannot allow ourselves to be overrun by bandits. Countries that let their security apparatuses to be dismantled in the way we seem to be going almost never recover. We cannot erect walls between states and regions, as the strength of this country is in our unity in diversity. However, answers to questions of security begin at the local level, which is why many of us have criticised our northern leaders for so long, even as we sympathised with the innocent victims of their inaction or irresponsibility. One hopes that indolence does not become a national leadership quality. A stitch in time saves nine.

Let the ‘Due process’ be

NOTE: “Every subject’s duty”, Shakespeare wrote, “is the king’s, but every subject’s soul is his own”. This week’s title (Let The ‘Due Process’ Be) is a necessary prelude to next week’s in which I intend to tell the story of Suleja Emirate’s historic royal tussle in the mid 90s where two throne-seeking princes both staked their claim to the rulership of Zazzau-Suleja and one in the end was acquitted by the ‘due process’ of law and the other punished for his wanton neglect of it. It’ll be a lesson both for the ‘commoner’, Ganduje and his King, Sanusi. PROLOGUE The ‘court of public opinion’ is not listed in the hierarchy of our courts; but most Nigerians, whenever they have issues, appear to have a penchant more for approaching that idle Babel of a thousand tongues than they do the regular courts of the land -which are there to restore rights and to impose obligations. Most times it appears our goal is to heat up the polity rather than to resolve differences. We get so unnecessarily schismatic, we cavil at every trivia including as flimsy as ‘whether the President has a right to take ill’, or that he only has an ‘obligation to stay healthy. It appears often we prefer that time-wasting ‘court of public opinion’ because that is the only arena where our grievances can have legs to stand. And so when we have an issue that can’t stand in a regular court of law, we resort to the public court where there’s always a willing lay jury to help it stand on crutches. The Media too, especially online, has learnt nowadays to constitute itself into a court of competent jurisdiction. It has both its ‘touch-not-my-anointed’ mood and its ‘crucify-them-all’ temperament. Nowadays media trial is becoming the ultimate default mode of the ‘due legal’ or ‘judicial process’. Everyone preaches the ‘due process’ but prefers to use the default mode. Our aversion to the ‘due process’ explains why we are quick always to recommend the regular courts to the victims of our self-serving mischief, but we prosecute our traducers in the court of public opinion. And it beggars the question: ‘what happens to the ‘due process’? We are political without being democratic; we ‘love’ party politics but we hate the level playing field; we advocate good governance but we anoint mediocre into office; we ‘one man, one vote’, but we pay to violate the sanctity of the ballot box; we preach magnanimity in victory and gallantry in defeat, but we are malevolent in victory and petulant in defeat; we defend the ‘due process’ only when we have been outwitted in the attempt to circumvent it. DUE PROCESS Democracy is a ‘system’ of government run or regulated by several ‘processes’ -and none of which is less or any more important than the other. To be legitimate, every democratic action must not only result from an established process, but the process itself must’ve been observed to the full extent of its ‘due measure’. Meaning that it is not sufficient that a particular ‘process’ is followed, but that it must also be seen to have been followed -to the letter. It’s like when lawyers say that ‘it is not sufficient that justice is done, but that justice must be seen (even by the ordinary man in the street) to have been done. And so it is the reason that whenever any ‘process’ is referred to, it is qualified by the adjective ‘due’ (suggesting something that meets all the requirements and is thus ‘proper’ and ‘appropriate’ to the situation). Not just following the ‘process’ is enough, but complying with the ‘due measures’ of the ‘process’ is desideratum. It is the reason we say ‘the due process’ of ‘this’ and the ‘due process’ of ‘that’. When she introduced the principles of ‘due process’ to our procurement and contractual ways of doing things –as is the global practice now in capitalist democracies- Dr. Obi Ezekwesili earned herself a sobriquet, ‘Madam Due Process’, a subtle
snide at a deeply intolerable novelty that politicians, contractors and government official loved to hate. The ‘due democratic process’ is the touchstone of the ‘democratic system’ itself. There is no ‘democracy’ unless it is regulated by the ‘due democratic process’. And it does not matter whether these processes are contained in a nation’s fons juris or that they merely exist in conventions. Just as the touchstone of the ‘democratic process’ itself is the conduct of regular elections, -by which the people freely and willfully ‘elect’, ‘re-elect’ or ‘remove’ their leaders. Without the conduct of regular elections by which the people determine who governs their affairs, there is no democracy, let alone a ‘process’ by which to regulate or legitimate it. But it is not sufficient also that ‘elections’ are regularly conducted by which the people elect their governments; such elections too must are conducted according to certain established ‘rules’or the ‘due electoral process’. Unless the ‘due electoral process’ is followed to the letter, the credibility of elections remain unimpeachable or voidable. Thus the ‘due electoral process’ itself, is the touchstone of ‘democratic elections’. Any breach of the ‘due electoral process’ de-legitimizes the outcome of any election. But there is a limit by which the electoral umpire can determine whether or not the ‘due electoral process’ has been breached, or complied with. Beyond the electoral umpire’s duty of declaring a winner in a contest, it will then require an entirely different ‘process’, and no longer the ‘electoral’ one, to legitimate, or to de-legitimate that victory. Hence the role of the ‘due process of the law’ –which itself is the touchstone of the principle of ‘rule of law’, ware-housing both the ‘due legal process’ which is at the behest of lawyers and the ‘due judicial process’, the prerogative of judges. The ‘due process’ requires that certain issues at certain points are ultra vires certain actors –whether individuals or institutions- to reverse or to legitimize. An end achieved by one set of constitutional ‘due process’ may require an entirely different process to reverse or to justify. No matter where we choose to go to debate injustice, in the end we must come to the courts to argue for justice. The same way that those who have won the battles mid-air, must come down to win the war on the ground. EPILOGUE The ‘due process’ may not conduce with our diverse moral or philosophical considerations, but it is nonetheless the best game in time. And it should be respected –if not loved- by all who desire to have a just society. It is true that democracy, quite unlike other systems of government, can be frustratingly ‘slow’; but this is consoled by the fact that the system is assuredly ‘steady’ too. And whatever is ‘slow and steady’ as the saying goes, that, in the end is favored to ‘win the race’. Those who have opted for democracy as a system of government must be consoled by the fact that a system of processes is in place which regulates all spheres of human endeavor and by which all who stake claims to any rights or to whom any duty or obligation is beholden, are justly treated. “Ubi jus”, as the maxim of law says, “ibi remedium”: ‘where there is a right, there is a remedy’. But the converse of that is equally true: “Ubi jus in certum, ibi jus nullum”: “Where the right is uncertain, there is no right”. It is via the ‘due process’ alone that all rights are made ‘certain’ -and thus remediable. If the Kano State Governor, Ganduje and the State’s Assembly have no right in law to do what they did, namely split the Kano Emirate in five, and if the Emir of Kano Sanusi Lamido Sanusi, has a right in law to the administration of a kingdom made up of 44 local governments instead of 10, it is for the due ‘legal’ and ‘judicial’ processes to determine and not the ‘court of public opinion’ to resolve.
Our POSITION Medical brain drain and matters arising
T
he reported massive brain drain in the medical sector in recent years where many medical doctors are leaving Nigeria on a daily basis for greener pastures is now a source of concern to Nigerians. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/ she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be
unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physicianpatient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it workfriendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more drastic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

Kano govt denies nullification of new emirs’ appointments Our Reporter Kano state government has described as false and misleading media reports that said a court in the state nullified the recent appointment of new emirs by Governor Abdullahi Ganduje. In a press statement issued Wednesday which was signed by the Chief Press Secretary to the governor, Abba Anwar, the government explained that the court ruled that all parties should return to status quo, which to the government means that all appointed emirs should maintain their position. “A misleading story that mischievously emanated from one media organization, which owner is also an interested party concerning the newly appointed emirs of Bichi, Karaye, Rano and Gaya; that a court sitting in Ungogo nullified their appointment is but an aggressive false news item. “The Kano state High Court sitting in Ungogo only ordered for the return to status-quo, which in our side means all appointed emirs maintain their positions,” the statement said. According to the chief press secretary, from the time Gov. Ganduje assented to the law establishing the new emirates up to the time he served them with letters of notification of appointment, he was not served with any court order restraining him
from doing that. “The final thing he did to the newly emirs was presentation of staff of office which took place on May 12. After Justice Nasiru Saminu ordered for the return of the statusquo, pending further hearing, the hearing is fixed for June 21,” he said. Cautioning against false information, the state government referred the public and
other stakeholders in the state to confirm from the records of the court that issued the order so as to be properly guided on the matter. “Practitioners and members of the public should cross-check this with the Kano state High Court sitting in Ungogo under Justice Nasiru Saminu which gave out this position for further clarification,” he added.
Bala likely to appoint PDP state chairman SSG May 29 Samuel Luka, Bauchi There is every likelihood that the Bauchi state Governor-elect, Sen. Bala Mohammed will appoint the state Chairman of the Peoples Democratic Party (PDP), Alhaji Hamza Akuyam as the secretary to the state government as soon as he takes the oath of office on May 29. A source close to the PDP hinted that the appointment which will be announced on the day of the inauguration is to ensure power balance and equity considering that the governor-elect is from the Bauchi south and the deputy governor-elect is from the north senatorial district, leaving the secretary to the state government must go to the central senatorial zone. “Already, the governor-elect has agreed with the arrangement and is comfortable with Hamza Akuyam as the SSG considering his wealth of administrative experience coupled with his doggedness as the chairman of the party in the last two years,” the source stated.
Publicity Secretary of the PDP in the state, Yayanuwa Zainabari, who confirmed the move described it as a welcome development considering the fact that the chairman worked tirelessly for the electoral victory of the party in the last governorship election. He added that the decision of the governorelect was widely accepted by members of the party. Zainabari explained that “this has demonstrated that the governor-elect will not relegate the party to the background in the scheme of things and more loyal party men will be appointed to be part of his administration.” On the insinuations that the governor-elect will not be sworn in come May 29, Zainabari said that “it is easier to say that May 29 will not come than to say that Bala Mohammad Abdulkadir will not be sworn in. “The PDP won the gubernatorial election and its candidate was declared as the governor-elect and issued with certificate of return by INEC. Short News JAMB gives update on released 2019 UTME results Doosuur Iwambe, Abuja Barely few days after the 2019 UTME results were released, the Joint Admissions and Matriculation Board (JAMB) has noted that over 1.3 million candidates have been able to access their results. JAMB’s Head, Media and Information, Dr. Fabian Benjamin stated this during an interview with journalists in Abuja on Wednesday. Reacting to the reports making rounds that majority of candidates are yet to access their results, he dismissed the report as false and misleading, adding that “I want to refute all these claims as there is no truth in them. “First and foremost, by our records, over 1.3 million candidates who sat for this examination have accessed their results using the code for checking the results, which remains 55019. “Again, let me also state in clear terms that the N50 charged in the process of checking these results does not go to JAMB, but to the various service providers.”
Stakeholders advocate robust humanitarian coordination in North East Doosuur Iwambe, Abuja Following the continuous unrest in the North East and other kinds of humanitarian emergencies across Nigeria, the Federal Ministry of Health is calling for a robust coordination towards humanitarian response in the North East. EFCC re-arraigns Ajumogobia, Obla as Short News FG inaugurates technical group court grants accused bail Peter Fowoyo, Lagos The Economic and Financial Crimes Commission (EFCC) on Wednesday re arraigned a former judge of the Federal High Court, Justice Rita Ofili-Ajumogobia, over alleged corruption. Justice Ofili - Ajumogobia was rearraigned alongside Godwin Obla (SAN), who was absent when the judge was first arraigned barely a month ago. Prosecuting counsel, Rotimi Oyedepo had at the last arraignment urged the court to grant an order compelling Obla to appear in court. The duo had earlier been arraigned on a 30-count charge bordering on corruption before an Ikeja High Court, Lagos. But, Justice Hakeem Oshodi struck out the charge against Ofili-Ajumogobia and Obla on the ground that the court lacked jurisdiction to entertain the suit. Justice Ofili-Ajumogobia was however, re - arrested by operatives of the anti-graft
commission as she was leaving the court premises after the charge was struck out. At yesterday’s proceedings before justice Mohammed Aikawa, the duo pleaded not guilty to an 18-count charge bordering on unlawful enrichment, taking property unlawfully, corruption, forgery and giving false information. However, Justice Aikawa adopted the same terms and conditions granted to Justice Ofili - Ajumogobia on April 18 when she was first arraigned. The two defendants were therefore, granted bail in the same terms and conditions in the sum of N10 million with one surety in like sum who must have landed property in Lagos. Obla’s counsel, Chief Fedenand Obi (SAN) had earlier applied for an oral bail for his client by asking the court to take judicial notice of the fact that Obla is a senior advocate. Prosecution counsel, Oyedepo didn’t oppose the bail applications, allowing the the court to use its discretion to impose the terms and conditions that will ensure
that the defendant will always be present during trial. Counsel to the first defendant, Chief Robbort Clerk (SAN) however, informed the court of a pending motion filed on May 13 challenging the jurisdiction of the court entertaining the charge pressed against his client. He said that the substance of the charge has been decided by Justice Oshodi of the Lagos High Court, Ikeja, which was struck out based on the Appeal Court decision in Nganjiwa’s case where it was decided that no judicial officer can be tried unless the National Judicial Council (NJC) has sanctioned such a judge. Oyedepo on his part said that the position has changed as on November 7, 2018, President Mohammadu Buhari had approved the recommendations of the NJC that Justice Ajumogobia be dismissed from the bench. Justice Aikawa adjourned the case till May 23 for argument of the preliminary objection.

Tough times await violators of monetary policies, Emefiele warns Tunde Opalana, Abuja Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele on Wednesday gave an insight into his second term in office by warning that tough times await people and corporate bodies that violate monetary policies of the apex bank. He said that in the next five years, the CBN under his watch is going to be tough both on policies and the demands from Nigerians. Emefiele read the riot act during his confirmation screening by the Senate Committee on Banking, Insurance and other Financial Institutions. The CBN governor promised to strengthen the money policies to help in achieving growth and development, especially in the area of infrastructure, disclosing that “we still have a lot to do in Nigeria. On the side of the monetary policy, we will push to see we move the country forward. “The road ahead is rough and tough. I appeal to Nigerians to respect the policies and laws of the country. We have policies that are sound, but implementation remain zero. How do we respect the letter and the intent of these policies
in growing our business? The CBN will bring to book people and companies violating policies of the country,” Reacting to exchange rate, the CBN governor denied the existence of multiple exchange rates, insisting that “there is nothing like that. When you talk about multiple exchange rates, you are talking about divergence. But, the exchange rate is N360 to a dollar. “We have multiple windows and we don’t have apology for that because Nigerian banks have a responsibility to sell to their customers for businesses and for travel purposes. We allocate specific sums of money to banks for small scale business and those who want to travel. There are multiple windows, but no multiple exchange rate.” Emefiele, who took his time to explain the achievements and challenges he encountered in the last five years, commended President Muhammadu Buhari for the anchor borrowers scheme embarked upon by the CBN which has brought a lot of revolution in rice farming and promised a revolution in palm oil production, cocoa and expansion of small scale enterprises in
the first two years of his second tenure. “As the president said, we should begin to produce what we eat. Our special programmes won’t stop on rice farming alone, but we have to move into palm oil production because in the 1960s we exported palm oil. “The price of a barrel of palm oil is expensive than that of crude oil now. We will grow that market again and move into cocoa. Small and medium enterprises are going to receive a boost to end restiveness. “In short, in no possible time, you will see smiles on the faces of our youth that are creative to create jobs and employment opportunities,” Emefiele said, adding that emphasis will also be on cassava, rice, soya bean and palm tree farming. Chairman, Senate Committee on Banking, Insurance and other Financial Institutions Sen. Rafiu Ibrahim said he was overwhelmed by the glowing remarks made by senators about the CBN governor. “It is always difficult to get an endorsement from senators across the different regions of the country overwhelmingly. A Federal High Court, Ikoyi, Lagos has convicted two illegal gold dealers, Managing Director, Bukar Mandara Zarami Limited, Bukar Mandara Zarami and Kar Nap Fenan Wuyep. Justice Muslim Hassan convicted the duo alongside a company, Bukar Mandara Zarami Limited, after their re- arraignment yesterday by the Economic and Financial Crimes Commission (EFCC) on an amended two -count charge bordering on possession of 35.58 kilogrammes of gold bars without appropriate permit. The defendants pleaded guilty to the charge preferred against them. In view of their plea, the prosecution Counsel, Rotimi Oyedepo informed the court that the first defendant, Zarami was arrested at the Murtala Mohammed International Airport, Ikeja, Lagos on November 11, 2018 with 35.58 kilogrammes of gold bars wrapped in six bags. The prosecution counsel further told the court that investigations revealed that the first and second defendants did not have the appropriate permit to possess or deal in gold. Oyedepo also informed the court that though the first defendant in his statement to the EFCC stated that he gave an official of the ministry, Steven Bakkuk about N3, 000,000 as royalty, investigations showed that the actual amount he was supposed to pay as royalty was N6, 772, 64. 16
Ughelli-Asaba expressway ready in 2 years, says Okowa
Nosa Akenzua, Asaba Delta state Governor, Ifeanyi Okowa has said that the dualization of the Ughelli-Asaba Road will be completed within the next two years. Gov. Okowa made the disclosure Wednesday during the inspection of part of section C (Ogwashi-Uku - Asaba) portion of the road. The governor declared that he was impressed with the level of job done on section C of the road, within a month that the contractor mobilized to site, adding that “a lot of work has been done and we are happy; work has also advanced on section A part of the road which is from Ughellii to Isoko and as a government, we will not stop funding the project until it is completed. “The contractors have two years to deliver the project, but from what we can see in the section A and the section C which is from Ossissa to Asaba, the work has advanced and the construction companies have shown commitment to deliver the projects in less than two years; you are aware that the section B part of the road which is from Ossissa to Isoko has been completed.” Okowa, who was accompanied by top government functionaries added that “this road is very important as it serves as gateway between the Warri Port and the commercial city of Onitsha and those in the eastern part of the country; when completed it will facilitate ease in the movement of goods and services from Warri to Onitsha and other places.”

Buhari support groups unhappy with Emefiele’s re-appointment - Rep. Gudaji Henry Omunu, Abuja Support groups that campaigned for President Muhammadu Buhari’s reelection in 2019 are unhappy over the reappointment of the Central Bank of Nigeria (CBN) Governor, Godwin Emefiele for another term five years by the President. This was disclosed on Wednesday, by a House of Representatives member, Rep. Mohammed Gudaji while briefing journalists House correspondents in Abuja. Rep. Gudaji, who says he is a member of the support groups and a staunch backer of the President, said that the support groups are convinced beyond doubts that Buhari was misled by a cabal to re-appoint Emefiele against his anti-corruption principle. According to Gudaji, the support groups believe that the CBN governor is culpable in the corruption allegations made against the Jonathan administration, alleging that they have documents incriminating Emefiele in the sleaze. He said that the re-appointment came
as a big shock to the support groups, who were hopeful that the President would appoint someone with credibility and integrity like him as the new CBN governor in place of Emefiele. The lawmaker therefore, declared that in re-appointing Emefiele for a second term, the President has made the costliest mistake of his administration, advising that if it was possible the President should reverse the appointment. “We are going to the Next Level and we believe we are fighting corruption. Those of us in Buhari support campaign organization are surprised by the re-appointment of Emefiele as CBN governor. “Emfiele was appointed by former President Jonathan and we know what happened; the corruption, the Dasukigate scandal, the Diezani and Nenadi Usman corruption cases. Who was releasing the money? It was the CBN under Emefiele. “After Emefiele had served his five years, we thought he should go and then be investigated. He should not have been reappointed,” the lawmaker said. Furthermore, he alleged that the economy went under under Emefiele,
who took over as CBN governor when the exchange rate was N180 to one dollar, but under him it skyrocketed to nearly N500 to the dollar and presently, N360 to the dollar, stressing that there has not been any significant improvement in the economy with Emefiele as the CBN helmsman. Gudaji said further that “the President is a man of integrity. We have confidence in him. How could he reappoint Emefiele? I am advising him, if there is an opportunity he should reverse the appointment of Emefiele.” He confirmed that the support groups passed the resolution to oppose the reappointment of Emefiele after series of meetings and blamed close aides to the President of frustrating of frustrating the objectives of the support groups in engineering the sack of Emefiele and appointing Suleiman Barau, a deputy governor as his successor. “We had concluded the arrangement that the CBN needs new people with fresh ideas and other people with the requisite credentials and integrity be brought on-board to re-jig the economy, but some elements around him (Buhari) went behind to convince him to do otherwise,” he asserted.

NDDC acting Managing Director, Prof. Nelson Brambaifa, who stated this in Port Harcourt, during a meeting with officials of Income Electrix and a consulting consortium from Germany and Singapore, said that the commission is determined to stimulate industrial growth in the Niger Delta region. Prof. Brambaifa, represented by the NDDC acting Executive Director, Projects, Dr. Samuel Adjogbe observed that activities in the Niger Delta region revolved almost exclusively around oil and gas business. “We have looked at some indicators and it is obvious that the power requirement for industrial growth in the region is not available. So, we need to make a deliberate effort to set up projects that can boost power and attract investors to the region,” he said.
FCTA trains monarchs on alternative dispute resolution Ukpono Ukpong, Abuja In a bid to improve and encourage the utilization of alternative dispute resolution in resolving conflicts in the nation’s capital, the Federal Capital Territory Administration (FCTA) has commenced the training of traditional and community leaders in the FCT. Addressing the participants in Abuja, the Minister of FCT, Malam Muhammad Bello urged them to adopt the model in resolving conflicts among Nigerians living in the FCT due to its huge advantages over litigations in courts. He called on the traditional and community leaders to continue to discharge their responsibilities effectively, admonishing them to make good use of the alternative dispute resolution in resolving problems with their neighbours as it was cost effective, takes a shorter time for justice dispensation and resolves disputes amicably, without spoiling relationship between or among those involved. “This workshop, I know will go a long way to ease and guide you in solving most of the conflicts be it family or land issue. “We are also exploring the same mechanism at the FCTA on land issues as we now usually bring the factions together, sit with them and amicably resolve conflicts with one another without spending a kobo,” the minister stated.
Enugu Assembly holds valedictory session May 27 Moses Oyediran, Enugu Members of the Enugu state House of Assembly will on May 27 hold a valedictory session to end the 6th assembly which took off in June 2015. The 7th Assembly which will kick off in June will usher in both existing and incoming members of the assembly after the 2019 general elections. Speaker of the House, Edward Ubosi disclosed this at plenary. Penultimate week, Ubosi set up the valedictory session committee to be headed by the Leader of the House, Ikechukwu Ezeugwu to prepare a befitting valedictory session to end the 6th assembly. At the close of the 5th assembly, the assembly passed 37 bills and 11 motions and members unanimously passed a vote of confidence on the speaker for the third time, having done so in 2016, 2017 and 2018 respectively. According to his colleagues, the vote of confidence and encomiums on the speaker was as a result of his exemplary leadership qualities. Senate encourages installation of carbon monoxide detectors Tunde Opalana, Abuja The Senate has encouraged Nigerians to use and install carbon monoxide detectors (alarms) in their vehicles, houses, offices, workshops and factories in order to insulate them from the hazardous effects of carbon monoxide. It also directed the National Orientation Agency (NOA), Federal Ministry of Information and Federal Ministry of Labour to create awareness through radio, television, newspapers and mass media among Nigerian workers and employers on the need to use and install carbon monoxide detectors (alarms).
This resolution was consequent upon the Senate consideration of a motion on the need to encourage installation of the alarms sponsored by Senator Gbolahan Dada (Ogun West). The Senate noted that apart from deaths occurring from various security challenges in the country, many Nigerians are also losing their lives on daily basis to the devastating effects of carbon monoxide in motor vehicles, houses, offices, workshops and factories. It further noted that carbon monoxide is a silent killer that has no smell, taste or sound which makes it difficult for any person inhaling it to detect it. The Senate further said that it was
disturbed that in Nigeria, a high fatality figure of carbon monoxide poisoning is recorded while globally, 86, 353 people die from unintentional poisonings in 2015 with 78, 054 deaths occurring in low and middle income countries. Also, a report by Global Burden of Disease in 2005 shows that in the United States, between 1999 and 2000, a total of 5,149 deaths occurred from carbon monoxide poisoning. Senators expressed concern that at the moment, nothing is on ground to create awareness on the devastating effects of carbon monoxide and that if nothing is done by the government, innocent Nigerians will continue to be expose to avoidable health hazards likely to terminate their lives.

Willie Obiano as saying that both the government and people of Anambra state are delighted at the re-appointment. He added that the re-appointment is “based purely on merit and an appreciation of the values policy consistency, national interest, financial system stability and a strong desire for rapid national economic growth. “One thing which Emefiele’s re-appointment signifies is that President Buhari has started in earnest the implementation of the new policy of inclusiveness which he assured the Nigerian people after his re-election last February and an issue which he and I have been discussing in private. “Though Emefiele was appointed the CBN governor five years ago by erstwhile President Goodluck Jonathan, President Buhari saw the need for him to continue in office in the over-riding interest of the nation. “The president deserves commendation for standing firm on his decision on Emefiele’s re-appointment, unlike a former President who was enamoured of Prof. Chukwuma Soludo’s brilliance, foresight, energy, patriotism and accomplishments as the CBN governor, but at the end of the day succumbed to pressures from those who didn’t want Soludo back for parochial reasons.

Inflation inches up by 0.12% to 11.37% in April Joseph Inokotong, Abuja Inflation in Nigeria recorded marginal increase of 0.12 per cent to 11.37 per cent in April, better than 11.25 per cent recorded in March 2019. Data released Wednesday in Abuja by the National Bureau of Statistics (NBS) showed that the increases were recorded in all COICOP divisions that yielded the Headline index. The NBS in its report said “consumer price index (CPI) which measures inflation increased by 11.37 per cent (year-on-year) in April 2019. This is 0.12 per cent points higher than the rate recorded in March 2019 (11.25) per cent.” The statistics show that on a monthon-month basis, the Headline index increased by 0.94 per cent in April 2019, and indicating a 0.15 per cent rate higher than the rate recorded in March 2019 (0.79) per cent. However, the percentage change in the average composite CPI for the 12 months period ending April 2019 over the average of the CPI for the previous 12 months period was 11.31 per cent, showing 0.09 percent point from 11.40 per cent recorded in March 2019. According to the NBS, the urban inflation rate increased by 11.70 per cent (year-on-year) in April 2019 from 11.54 percent recorded in March 2019, while the rural inflation rate increased by 11.08 per cent in April 2019 from 10.99 per cent in March 2019. It noted that on a month-on-month basis, the urban index rose by 1.00 per cent in April 2019, up by 0.19 from 0.81 percent recorded in March 2019, while the rural index also rose by 0.90 per cent in April 2019, up by 0.13 from the rate recorded in March 2019 (0.77) per cent. The corresponding 12-month year-onyear average percentage change for the urban index is 11.69 per cent in April 2019. This is less than 11.78 per cent reported in March 2019, while the corresponding rural inflation rate in April 2019 is 11.00 per cent compared to 11.08 per cent recorded in March 2019. The NBS report further show that the composite food index rose by 13.70 percent in April 2019 compared to 13.45 per cent in March 2019. It attributed the rise in the food index to “increases in prices of Meat, Fish, Oils and fats, Bread and cereals, Fish, Milk, Cheese and egg, Potatoes, yam and other tubers, Fruits and Vegetables”. However, on a month-on-month basis, the food sub-index increased by 1.14 per cent in April 2019, up by 0.26 per cent points from 0.88 percent recorded in March 2019. The average annual rate of change of the Food sub-index for the 12-month period ending April 2019 over the previous 12-month average was 13.34 per cent, 0.08 per cent points from the average annual rate of change recorded in March 2019 (13.42) per cent. “All items less farm produce’’ or Core inflation, which excludes the prices of volatile agricultural produce stood at 9.3 per cent in April 2019, down by 0.2 per cent when compared with 9.5 percent recorded in March 2019”, NBS stated.

2nd IATF to generate $40m in trade deals - Afreximbank boss Signs hosting agreement in Kigali
Joseph Inokotong and Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has disclosed that the second Intra-African Trade Fair (IATF2020) scheduled to take place in Kigali from 1 to 7 September 2020 will target the execution of Intra-African trade deals worth more than $40 billion. President of the bank, Prof. Benedict Oramah made this known on Tuesday at the Transform Africa Summit taking place in Kigali, the Rwandan capital during the signing of the hosting agreement for IATF2020 by the Government of Rwanda, Afreximbank and the African Union. of Rwanda, Soraya Hakuziyaremye, signed for the Government while Prof. Oramah signed for Afreximbank and Amb. Albert Muchanga, Commissioner for Trade and Industry of the African Union signed for the organisation during the ceremony. Prof. Oramah said that for IATF2020, which is being organized by Afreximbank in collaboration with the African Union and hosted by Rwanda, the partners had set themselves the ambitious target of attracting more than 1,000 exhibitors and hosting over 10,000 buyers and conference participants from over 50 countries. According to him, the trade fair will build on the tremendous progress made in the first Intra-African Trade Fair held in Cairo in 2018 to achieve more far-reaching results in terms of impact in promoting Intra-African
trade. The Afreximbank Chief who noted that “52 countries have signed the AfCFTA and 22 have ratified it, paving the way for the agreement to enter into force”, said that IAATF2020 would include an IATF Trade and Investment Forum which will look at the practical challenges affecting AfCFTA implementation and provide solutions on how to address them and exploit the benefits offered by the Agreement. “Afreximbank will showcase some practical solutions, including the Pan-African Payments and Settlement System, which will be launched at the AU Extra-Ordinary Summit of Heads of State and Government in Niamey in July 2019”, he said. Also speaking, Amb. Muchanga said that the partners in the IATF had succeeded in creating a brand and
that the trade fair was a platform for sharing trade information. It brought together buyers and sellers and created access to financing for businesses. Amb. Muchanga announced that the African Union was establishing an African Trade Observatory, which will gather trade-related information from African countries and be a resource for anybody who wanted to trade with the continent as a source of general trade statistics. IATF2018 attracted more than 1,000 exhibitors from 45 countries and across 20 sectors, generating in excess of $32 billion in deals, some of which Afreximbank has already financed. IATF2020 will provide a platform for businesses to share trade, investment and market information and for buyers and sellers, investors and countries to conclude business deals.
NIMASA moves to end gas emission on vessels Temitope Adebayo In a move targeted at ending greenhouse gas emissions on vessels, the Nigerian Maritime Administration and Safety Agency (NIMASA) has announced the installation of Thorium-X tablet, a fuel consumption data collection device, on board a Nigerian-flagged fuel tanker vessel, MT KINGIS. The pilot project, which came as fallout of the Maritime Technology Cooperation Centre (MTCC) conference held in Kenya in March aims at reducing fuel consumption by vessels. NIMASA in a document obtained by The Daily Times in Lagos stated that the
MTCC is targeted towards developing countries and Nigeria was made a priority and nominated for the pilot project. Speaking at the installation ceremony, the Director-General of NIMASA, Dr Dakuku Peterside, reiterated the Agency’s commitment to global best practices in the execution of its mandate of regulating the maritime industry. Dakuku, who was represented by the Head of the Marine Environment Management (MEM) Unit at NIMASA, Dr (Mrs.) Felicia Mogo, stated, “NIMASA is ensuring that we are keeping to global best practices with a commendable track record in administration and regulation in the maritime sector. “NIMASA was chosen to lead the
project in Nigeria, being the chosen country in the West and Central Africa region. This pilot project will last a year. But the data will be reported to the Kenyan portal, then it goes to the IMO global portal after every voyage. Reports will be collated and sent after a three-month period. The findings and analysis are then recorded and reported at the end of the year to inform the country the amount of fuel being consumed annually on each voyage and how much GHG is being emitted.” The launch of the fuel consumption data collection device is in line with the decision of the International Maritime Organisation (IMO) to reduce fuel consumption by vessels as well as Green House Gases (GHG) and Carbon
Dioxide (CO2) emission on voyages. NIMASA was nominated to operate the project in Nigeria, which has become a focal point and so nominated as a country of interest in Africa for the pilot project. Representing Sea Transport Limited, owners of MT KINGIS, Musa Ado Ibn-Saidu expressed delight in being a part of the landmark installation initiative. Ibn-Saidu said the crew of the vessel were keen to use the tablet. He thanked the NIMASA MEM team for the requisite training provided the crew members on the operation and usage of the installed Thorium-X tablet, stating that they are appreciative of the efforts the Agency is making to reduce GHG emissions and save the climate.

NAMA: Hope of AIS automation dashed As Customs demand govt waiver on N1bn equipment for clearance
Chukwuemeke Iwelunmo The hope of members of the Aeronautical Information Management Association of Nigeria (AIMAN) having its AIS automation implemented may have been dashed as the Nigerian Customs Service has refused to release imported equipment demanding government’s waiver on it at the seaport. The Managing Director of the Nigerian Airspace Management Agency (NAMA), Capt Fola Akinkuotu who disclosed this in an address at the 2019 AIS Day expressed fear that the equipment may get rust and obsolete if not cleared now. Capt Akinkuotu who was represented by the director of operations in NAMA, Mr Mathew Lawrence Pwajok said the agency was asked not to include the clearance fees for the equipment in last year’s budget as a government critical agency that the equipment will be granted a waiver. The equipment was gathered was procured for about N1billin last year and is required to be cleared with about N100m According to the MD, the waiver from the government was requested for by the customs and was turned down following their inability to produce it last month when the agency went for clearance adding, that waivers only applied to aircraft parts.
Akinkuotu lamented that the agency was back to square one again thereby dashing the hope of the automation of the AIS in the country after ten years of foot-dragging on the project. He, however, stated that the set back will not affect the automation of the AIS as the minister of State for Aviation Hadi Sirika was working tirelessly to ensure that the project was implemented. Akinkuotu added that the minister of State for Aviation will employ necessary means to ensure that the equipment was cleared from the wharf. He expressed concern over the few numbers of AIS personnel that has been trained adding, that it was not encouraging compared to the number they have in the agency. President, Aeronautical Information Management Association of Nigeria AIMAN Mr Williams Ngerem while speaking, called on the Minister of state, aviation to approve a special intervention fund for the speedy completion of the automation project in order to ensure enhanced safety and efficiency in the Nigerian Airspace and to bring Nigeria at par with other Western and African nation’s that have made laudable advancement s in this regard. He noted that despite steps taken so far to deliver the project, there were challenges that needed to be addressed as quickly as possible. Ngerem said, unfortunately, no AIS personnel had been trained on AIXM to understand the basic
concept and technicalities involved. He regretted that despite the importance of AIS to air safety, the Aeronautical Message Handling System AMHS), which was the gateway that the AIS Automation would ride on had been discovered that the factory acceptance test was yet to be carried out. According to him, out of the 245 AIS personnel in NAMA, only 13 AIS staff were trained on the Avitech software against the average 200 personals required to run the Automation. “There is, therefore, a serious need for more training of AIS personnel towards the transition from AIS to AIM to meet the required standards. A conducive working the environment is equally crucial to the automation project as this will play a key role in ensuring the highest performance and professionalism of personnel.” The theme for the World AIS Day is, “The benefits of the Automation of the Aeronautical Information Management.” In his speech the acting general manager AIS Mallam Kabir Yahaya Gusau, said the milestone that AIS was able to achieve will be a mirage without the favourable disposition of the NAMA boss and management team towards AIS personnel. Gusau called for the engagement of more personnel and their retraining nationwide adding, that the completion of AIS automation should be carried out as required by the International Civil Aviation Authority.

Nigeria economy: The road ahead still rough, says CBN Governor Motolani Oseni Due to a rapid increase in population on a yearly basis and what he called penchant of Nigerians to sabotage government policies on economic growth, the Governor of Central Bank of Nigeria (CBN) Godwin Emefiele on Wednesday has identified the fact that the road ahead of Nigeria economy is still rough. The Apex bank boss, disclosed this while appearing before the Senate Committee on Banking, Insurance and other Financial Institutions. He explained that Nigeria will be the third largest populated country in the world by 2050, as her population may hit 425 million people up from the current 200million. The CBN Governor said: “The road ahead for Nigeria is still rough and very tough. But I want to appeal to all Nigerians that a time comes in the history of a country where you have to learn to respect the policies and laws of a country. “Part of the problem that we have seen in Nigeria is lack of respect for the policies of this country. Nigeria is very good at putting in place policies that are sound and workable. “But implementation has always been almost zero. And it is arising because we see sabotage activities. We see people when policies are made, where they pick up the pieces of paper about the policy, what they think about is how do we circumvent this policy? “The Central Bank of Nigeria, if given this mandate, will push very hard to ensure that those who seek to undermine the policies of Nigeria without respecting the laws of this country will be brought to book under any circumstances. And hat s why I said please pray for us because the road ahead is still rough.” He said that the apex bank will strongly support the Federal Government in its diversification drive towards making the
economy stronger while widening the scope for productive engagements of millions of Nigerians. He also pointed out that the price of a barrel of palm oil in the international market is higher than that of crude oil now which would have been fetching the country huge foreign exchange earnings had it not been abandoned since the 1970s when the oil boom occurred. He added: “Aside from the Anchor Borrowers programme, we are also looking at special programmes targeted at wholesale growth of the agricultural sector in Nigeria. Aside from rice and other small good crop markets, we have started looking at palm oil. Because we believe that this country has a lot of potentials in palm oil. “If you think about what this country was in the 50’s and 60’s, Nigeria is a country at that time that controlled 40 per cent market share in the palm oil industry, exporting its palm oil to different parts of the world. But because we found crude oil, we receded and abandoned it. “For some of you who are very good at doing calculations, go and check today: the price of a barrel of palm oil is noted that the price of a barrel of crude oil. So, what happened to our country? “We just came back from the IMF/World Bank programme in April. And in the World Bank’s/IMF’s World Economic Outlook, Nigeria is positioned as a country whose population will grow and rise to over 425 million people by the year 2050. That will present Nigeria as a country with the third largest population in the world after China and India and indeed surpassing the United States of America in population. “I worry and I do think that we all should worry that a lot of work needs to be done to make sure that we are able to out in place policies that will make life good for this 425 million people when we are the third largest population in the world”, he explained.

Tinubu commends Buhari on steps towards making June 12 Democracy Day Stories by Patrick Okohue National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, has commended President Muhammadu Buhari for taking an important step towards fully recognising June 12 as the nation’s Democracy Day. Information Minister, Alhaji Lai Mohammed had on Monday revealed the decision of the Federal Executive Council to move the second term inauguration ceremonies to June 12 while a low-key ceremony will be held on May 29 to comply with constitutional provision which at present sees May 29 as the takeoff date for elected office holders. Tinubu said: “President Muhammadu Buhari deserves our thanks and congratulations for taking another important step towards fully recognising June 12 as Democracy Day in our country. Why we want Kaduna governorship ballot recounted, Ashiru, PDP The governorship candidate of the Peoples Democratic Party (PDP) in the 2019 general elections in Kaduna State, Isah Ashiru, has filed an application seeking for a recount of the votes cast during the March 9 poll. Ashiru’s Counsel, Elisha Kurah (SAN) submitted the application to the Justice I. M Bako-led tribunal that commenced prehearing session on Tuesday in Kaduna. Justice Bako, however, adjourned the session to May 25 to allow the Independent National Electoral Commission (INEC) and the two other respondents in the petition time to respond to the PDP’s application on votes recount. Kurah who spoke to Journalists shortly after the adjournment of the session urged the Tribunal to order the INEC for the recount of the votes cast during the governorship election. “We filed an application requesting to recount the votes
cast during the election. “It is very crucial as we are alleging which is supported by the evidence we have that most of the results declared were phantom votes. “They were back up by votes in the ballot boxes. So we want a complete recount of the votes cast in the governorship election. “We are expecting that the results would show that the PDP actually won the election. “But votes were just inflicted randomly just to make the APC have the semblance of winning,” Kurah said. Counsel to PDP, Ibrahim Bawa (SAN), told newsmen that he also filed application seeking that certain paragraphs of the respondents’ responses to their application be stroked out for lack of merit. Meanwhile, Abdulhakeem Mustapha, Counsel to Gov Nasiru El-Rufai in a separate interview with newsmen said “the petitioners of the PDP and its
candidate, Isa Ashiru have four highly contentious applications. “And we intend to oppose the applications on their merit. And the tribunal has given us a new date for us to come and argue the applications. So, the matter is adjourned for hearing of all the pending applications. “We have a preliminary objection that the petition is not competent. They (PDP and Ashiru) have an application that they want the tribunal to direct that the ballots be counted one after the other in open court, and we intend to oppose those applications.” Mustapha added: “The Electoral Act is in our favour, the Kaduna people have spoken, they picked Malam El-Rufai and nothing is going to change that. “We are here to defend the mandate the people have given to the governor. We intend to convince the tribunal that the petition lacks merit and it should be dismissed,” he said.

Na’allah was reacting to a motion on the likelihood of revolution in Nigeria by Senator Chukwuka Utazi. Utazi of Enugu North had sponsored a motion expressing fears that the poor would ignite a revolution against the rich in Nigeria if nothing was done to close the gaps between the rich
and the poor. Na’allah maintained that the world history has shown that those behind revolution anywhere were selfless people, saying that in Nigeria’s case, it was criminals that were having a field day. “Mr. President, distinguished colleagues, I disagree with Utazi’s position that bandits and kidnappers would instigate revolution in Nigeria. Qatar moves to ease IranUS tensions in the Gulf Qatar’s foreign minister has held talks with his Iranian counterpart in recent days in Tehran aiming to defuse escalating tensions in the Gulf, a source told Al Jazeera. The purpose of the visit was to open new avenues to resolve the growing crisis between Iran and the United States and ease the volatile situation, said the highlyplaced source familiar with details of the trip. “The Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani has visited Iran in the past few days and met Iranian Foreign Minister Mohammad Javad Zarif in Tehran,” he said. The source did not say whether Sheikh Mohammed met Iranian President Hassan Rouhani but confirmed the US was aware of the visit in advance. The source did not know whether the Qatari foreign minister was carrying a message from the US. The US recently deployed an aircraft carrier attack group and B-52 bombers to the Gulf, citing “threats” from Iranian
forces. Tehran has accused Washington of “psychological warfare”. Washington applied new sanctions on Iran after pulling out of the landmark nuclear deal involving Tehran and world powers, which curbed the Islamic Republic’s atomic weapons programme in exchange for sanctions relief. The US last month also blacklisted Iran’s Revolutionary Guard as a “terrorist group”. Iran quickly dubbed the US a “state sponsor of terrorism” and designated US Central Command and its forces a “terrorist group”. Iran announced on Wednesday that it officially stopped some commitments under the 2015 nuclear deal following an order from its National Security Council, ISNA news agency reported. Last week, Iran notified China, France, Germany, Russia and the United Kingdom of its decision to halt some commitments under the nuclear deal, a year after the US unilaterally withdrew from the accord and reimposed sanctions.
Under the nuclear deal, Tehran was allowed to produce low-enriched uranium with a 300kg limit, and produce heavy water with a stock capped around 130 tonnes. Tehran could ship the excess amounts out of the country for storage or sale. An official in the country’s atomic energy body told ISNA that Iran now has no limit for the production of enriched uranium and heavy water. Iran’s initial moves do not appear to violate the nuclear deal yet. But Tehran has warned that unless the other signatories put in place measures to protect its economy from US sanctions within 60 days, it would start enriching uranium at a higher level. In a speech broadcast on national television on May 8, Rouhani said Iran wanted to negotiate new terms with the remaining partners in the deal, but acknowledged the situation was dire. “We felt that the nuclear deal needs a surgery and the painkiller pills of the last year have been ineffective,” Rouhani said. “This surgery is for saving the deal, not destroying it.” The European Union and the foreign ministers of Germany, France and Britain said they were still committed to the deal but would not accept ultimatums from Tehran. The deal also caps the level of purity to which Iran can enrich uranium at 3.67 percent, far below the 90 percent of weapons-grade uranium. It is also well below the 20 percent level to which Iran enriched uranium before the deal. Iranian Supreme Leader Ayatollah Ali Khamenei said on Tuesday there will not be a war with the US despite mounting tensions. Khamenei also said Tehran would not negotiate with the US on another nuclear deal. On Tuesday, Iranian officials accused “hardliners” in the US and elsewhere of attempting to orchestrate an incident that would ratchet up tensions with Tehran.

Sudan army and protesters agree on three-year transition period Sudan’s military leaders who seized power last month by overthrowing longtime ruler Omar al-Bashir have agreed with opposition groups to a three-year transition period to transfer power to a fully civilian administration. Speaking to reporters on Wednesday, Lieutenant-General Yasser al-Atta said a final agreement on the sharing of power, including the formation of the next ruling body - the sovereign council - would be signed with the protest movement the Alliance for Freedom and Change within 24 hours. “We agreed on a transitional period of three years,” Atta said. “We vow to our people that the agreement will be completed fully within 24 hours in a way that it meets the people’s aspirations,” he added. Wednesday’s crucial negotiations are due to start at 9pm (19:00 GMT), said Khalid Omar Yousef, a leader from the protest movement the Alliance for Freedom and Change. “The announcement is expected after midnight,” he told AFP news agency. Satea al-Hajj, a Declaration of Freedom and Change Forces member, said: “The viewpoints are close and, God willing, we will reach an agreement soon.” Thousands of protesters have been holding a sit-in outside the army headquarters in the capital, Khartoum, for weeks, demanding that the army generals, who took power after toppling al-Bashir on April 11, step down. Some expressed caution over the prospects for an agreement that would satisfy their demands.
“We are still sticking to our plan,” said Altaj Blah, a protester in central Khartoum. “The barriers are there and they are not moving until our demands are met.” The army generals had initially insisted on a two-year transition period, while the protest leaders wanted four years. Atta also said, during the transition period, Parliament would be composed of 300 members, of which 67 percent would be from the Alliance for Freedom and Change and the rest would be from other political groups. The first six months of the transitional period would be allocated to signing peace accords with rebels in the country’s warzones, he added. At least four people died and dozens were wounded during protests on Monday as the military rulers and opposition leaders said they had reached a partial agreement for the transition. Opposition figure Madani Abbas Madani, speaking to a news conference alongside Atta just past midnight, said the transitional military council had formed a committee to investigate the attacks of protesters. He also said a joint committee was set up with the opposition to thwart any attempt to break up the sit-in at the army headquarters. AFCON 2019: Row among fans over Rohr’s Super Eagles team list Some soccer fans and journalists have expressed divergent opinions on Super Eagles’ 25-man provisional list for the African Cup of Nations (AFCON) just released by Coach Gernot Rohr. It was reported that preparation of the senior national team toward AFCON was hot-up when Rohr released the 25-man provisional list on Tuesday for camping in Asaba. The composition of players that made the list came as no surprise as it includes the team’s regulars, save some players which many think should not make the list. Some are, however, quick to query the inclusion of Eagles captain Mikel Obi who had yet to play for the team after their exit at the group stage of the 2018 World Cup. Others also wondered why the inclusion of “out-of-form” Leicester City Striker, Kelechi Iheanacho, in the team. The Super Eagles will begin their quest for the fourth glory when the biennial football hostilities takes centre stage in Egypt starting from June 21 to July 19. The former Chairman, Sports Writers Association of Nigeria (SWAN) Lagos State, Fred Edoreh, in his opinion, justified the inclusion of both players, saying that the coach should know better. “I do not think it is out of order to recall Obi to the team, any team with a blend of youthfulness and experience will surely do well at any competition. “Inviting Mikel is good because I think his experience is also needed in the team, going by his contributions during the World Cup. “For Kelechi Iheanacho, his A grassroots football player, Akeem Oladejo, said that Iheanacho’s form had dropped, hence he does not have any relevance in the team. “Iheanacho in Super Eagles is not what we need now. He has lost his form, so he does not have anything to contribute again. The young man is sluggish and sometimes misses glaring chances. “I think the coach needs to drop him because I don’t see him making the final list with his present form,’’ he said. NAN reports that the team list includes: Goalkeepers, Francis Uzoho (Anorthosis Famagusta, Cyprus), Ikechukwu Ezenwa (Katsina Unietd), Daniel Akpeyi (Kaizer Chiefs, South Africa). A veteran sports journalist with TVC, Solo Ajuziogu, said that both players might have outlived their relevance in the team, wandering what positives the coach wants to derive from their inclusion. “It seems that the coach does not have an idea of what he wants to do or he feels that the team can be a rehabilitation centre for nonperforming players. “Of what importance is the invitation of Mikel into the team? Throughout the entire qualification stage of AFCON, Mikel did not kick a ball or contribute anything toward the qualification. “Maybe Rohr have a humorous sense of justice to have invited Mikel, although he claimed to have discussed his return to the team. “The fact remains that we have several players who can play Mikel’s role now. We have Oghenekaro Etebo, Moses Simon, Wilfred Ndidi and others, besides why not give others chance to prove themselves,’’ he said. The Public Relations Officer of Nigeria Olympic Committee, Phemmy Adetula, pointed out that the inclusion might be justifiable, owing to his experience and role in the team. “When talking about competition like AFCON, we need experience because since the exit of Okocha and Others are Keneth Omeruo (CD Leganes, Spain); Jamilu Collins (SC Padeborn 07, Germany); Semi Ajayi (Rotherdam United, England). Midfielders: Mikel Obi (Middlesbrough FC, England); Wilfred Ndidi (Leicester City, England); Oghenekaro Etebo (Stoke City, England); John Ogu (Hapoel Beer Sheva, Israel). A soccer fan, Opeyemi Adedeji, said that though the coach knew what to do, the inclusion of Mikel and Iheanacho was a bad precedence to the team. “The coach might have his reasons, but inviting Mikel is something we cannot fully accept because he truly deserted the team during the qualification stage preferring to face his club. “Mikel’s allegiance to the team is questionable because as a team captain, he should have known better by supporting the team with his presence but he likes to choose when to play. “For Iheanacho, for the coach to know that it is controversial, he should try and feel the impulse of Nigerians and he will know that his inclusion was done in bad faith. “Why should a coach invite a bench warmer to a national team? Iheanacho’s last game at Manchester City speaks a lot of his loss of form, we don’t need him instead we should invite others,’’ he said.

Simeon Nwankwo seals three-year Crotone extension Simeon Nwankwo has signed a threeyear contract extension with Italian Serie B side Crotone. Nwankwo, who joined the Pythagoreans from Portuguese outfit Gil Vicente in the summer of 2016, was set to become a free agent at the end of the season but he has penned a new deal that runs through till 2022. “I am very happy to be able to continue my story with this shirt. In Crotone, I grew up both as a man and as a footballer and I also became a dad. I thank the club for the trust it has always placed in me,” Nwankwo told Crotone website. Crotone’s president Gianni Vrenna lauded the 27-year-old striker upon signing the new deal, hailing his professionalism. “Simy is an exemplary professional, an excellent guy both on and off the field. joined the Rossoblu family three years ago and won over everyone with his generosity and goals. We are very satisfied with the agreement reached,” he said.
