Deputy National Publicity Secretary of the All Progressives Congress (APC), Yekini Nabena, has appealed to the leadership of the party to ensure even spread in the zoning of National Assembly principal offices in the national interest. He made this appeal ahead of the official announcement of the APC’s zoning formula for National Assembly principal officers. According to him, the party should zone the position of speaker of the House of Representatives and deputy speaker to the North Central and South East respectively, while the South South should be allowed to produce the deputy Senate president. In a statement made available to journalists in Abuja, Nabena, said with the President and Vice President coming from the NorthWest and South-West respectively, other parts of the country should be allowed to produce principal officers of the National Assembly in the interest of equity and fairness. However, he warned that if the party does not get the sharing of National Assembly principal offices

He stated that “the APC has elected National Assembly members from all geo-political zones of the country. Hence, the party’s leadership and indeed, the Presidency must take deliberate efforts to provide a fair and justifiable zoning arrangement for the 9th National Assembly leadership. “The zoning arrangement must also respect the fact that the NorthWest and South-West have already produced the President and Vice President respectively. “So, for equity and adherence to the principle of federal character which is a constitutional requirement, the positions of Senate President, deputy Senate President, speaker and deputy speaker of the House of Representatives in the incoming 9th National Assembly must be occupied by APC members from the remaining four geopolitical regions of the country.” He added that it was evident that theAPC’s National Working Committee (NWC) under the

leadership of the National Chairman, Comrade Adams Oshiomhole, has already zoned the Senate Presidency to the North-East. He maintained that “the deputy Senate President should be zoned to the South-South while the speaker and deputy speaker of the House of Representatives should be zoned to the North-Central and South-East in any order agreed by the party’s leadership.” Aware that his position conflicts with the aspiration Rep. Femi Gbajabiamila, from the South-West, Nabena reiterated that “the SouthWest already has a slot filled by the Vice President. In any case, the South-West does not necessarily translate to Lagos or Ogun state. This is a sentiment widely shared by our members from the zone. “As I earlier stated, the party’s leadership must take deliberate steps to provide a fair and justifiable zoning arrangement for the incoming 9th National Assembly leadership. Our actions and inactions will have serious implications on party unity and positively or negatively affect our standing ahead of 2023.”

Bovi Man on Fire, a comedy show by one of Nigeria’s best comedian, Bovi Ugboma, will be held on Thursday, April 18, 2019, at Brownhill Ultra-Modern Hall, in Warri, South-South Nigeria. Top telecoms firm and Nigeria’s biggest promoter of entertainment, Globacom, is the sponsor of the event. Globacom explained that it is supporting the Warri edition of the comedy show “so that people in Warri axis and the entire Delta State can also have a feel of the fun the show is associated with”. Bovi Man on Fire has been held repeatedly in Lagos over the years before the organisers decided to hold the first edition of the show outside Lagos, in Warri. Customs to commence recruitment of 3, 200 officers Joseph Inokotong, Abuja

The Nigeria Customs Service barring any last minute change will from Wednesday begin the process of recruiting about 3, 200 personnel to fill existing vacancies within the agency as part of ongoing reforms by the Comptroller-General of Customs, Col. Hameed Ali (rtd). The acting Deputy Comptroller-General, Human Resources, Umar Sanusi, while speaking Tuesday at the headquarters of the service during a press briefing, said the time has come when the human resources requirements for implementing the reforms of the federal government needed to be addressed. According to him, the recruitment had already received the backing of the federal executive council and those who meet the requirements irrespective of tribe, religion and state would be considered for employment. In his breakdown of the 3, 200 personnel to be recruited, he stated that 800 applicants would be hired as support staff for superintendent cadre while the remaining 2, 400 would be employed under customs inspector and customs assistant cadre in the general duty categories. Sanusi said that “Following the necessary approval from the federal executive council, the Nigeria Customs Service is now set to recruit officers and men to fill existing vacancies.

Minister of Sports and Youth Development, Solomon Dalung, has sought President Muhammadu Buhari’s intervention in the release of funds in three major competitions coming up between now and August this year. The competitions according to the minister are the 2019 Africa beach soccer games in Cape Verde, in June, the 8th FIFA Women’s World Cup finals holding June 7 to July 7 in France and the 12th All African Games scheduled to take place in Rabat, Morocco from August 19- 31. Dalung, who spoke to State House correspondents on Tuesday after he met with President Buhari at the Presidential Villa, Abuja, said that the quick release of funds will facilitate Nigeria’s preparation for the competitions. He also called for Buhari’s intervention to host the African Union Volunteers Corp, as requested by the African Union which unfortunately came after the submission of the ministry’s 2019 budget proposal. The minister who did not disclose the capital expenditure profile of each of the competition, said sports is capital intensive. He added that the African Games has a very large contingent because Nigeria will be participating in 15 sports and five non-Olympic sports, noting that the funds would help in trainings and camping.

FCTA explains demolition of AIT structure

The Federal Capital Territory Administration (FCTA) has explained why it pulled down the structure of the African Independent Television (AIT), saying that the media organization was guilty of illegally encroaching into the land on which the structure was erected. Addressing journalists Tuesday in Abuja, Coordinator, Abuja Metropolitan Management Council (AMMC), Umar Shuaibu explained that the fence was removed because AIT failed to meet up with the agreement it reached with the administration. The coordinator said that “following the illegal encroachment into plots of lands belonging to many Nigerians and the refusal by the management of DAAR Communications to abide by the mutual agreement reached between it and the FCT Administration, officials from the Department of Development Control of the Abuja Metropolitan Management Council led by the director, today removed a portion of the fence around the premises of the Africa Independent Television (AIT) in the Asokoro District of Abuja. “It is important to let the public know that this removal was not intended to inflict any pain on the owners of the property, but rather to enable other citizens have access to their legitimate properties. It is also a culmination of series of meetings between the management of DAAR Communications owners of AIT and the Federal Capital Territory Administration to end many years of misunderstanding.

Parties beyond 2019 poll

Now that outcomes in about all outstanding constituencies under the 2019 general election cycle have been electorally – take note: not judicially – decided, attention must turn to life beyond the poll. While awaiting the final reports of the many international and domestic observers of those recent elections and, of course, the upshots of associated litigations, the Independent National Electoral Commission (INEC) has served notice that it is already looking ahead to off-season governorship poll in Kogi and Bayelsa states. The public’s expectation is that the electoral body will mine lessons from practical circumstances of the just-concluded poll to improve its processes for future elections. But that is regarding INEC. For Nigeria’s legion of political parties, it seems just the perfect time to head back to the smithery and rework their brand if there’s one, or freshly forge one if there’s none. The whole idea is for them to prospect for better relevance in the scheme of things. Before the electoral commission called a halt to registering political parties ahead of the 2019 general election, it had a haul of 91 of them on its roll, out of which 73 parties put in appearance for the February 23rd presidential poll. For most part, that appearance was tokenistic, because the election was in actual terms a two-horse race between the ruling All Progressives Congress (APC) and opposition Peoples Democratic Party (PDP). Considerably fewer numbers of political parties pitched in respectively for the other elections into the national assembly, governorships and state houses of assembly. Still, the 2019 poll featured a grossly crowded field of contending parties compared with the 2015 general election for which only 30 parties were on INEC’s register, out of which 14 parties stepped up to the plate for that year’s presidential poll. Now that the 2019 general election is behind, the statute of time limitation on INEC to register more parties has lapsed. And you need no special skills to forecast that new associations will soon

begin to file applications to get on the electoral roll. With the minimalist criteria prescribed in our laws, the commission can’t help enlisting most fresh applicants; and that means the number of registered parties in Nigeria will yet swell beyond the present level that many would argue is already on excessive side. The catch here is: other than the few political parties with some stake in power at different constituency levels, nothing typically gets heard from the fringe parties until the next election cycle when they – some, certainly not all – barely manage to rouse and put in nominal appearance on the ballot for select constituency elections. Under Nigerian electoral law, there is virtually nothing stopping any party getting on the ballot for any election. But then, the electoral commission has never shied from making clear the challenges that huge numbers of fringe parties pose for its logistics and other processes in the context of elections – among these, its statutory mandate to monitor the parties’ primaries before the poll, and the time it would take after voting to return winners through the thick forest of also-rans. The immediate past leadership of INEC under Professor Attahiru Jega attempted resolving those challenges by applying the provisions of Section 78(7) of the Electoral Act 2010 (as Amended) in deregistering some dormant political parties. Only it was overruled by the courts, which held the said Electoral Act provisions inconsistent with freedoms guaranteed by our country’s Constitution. By the way, it curious (isn’t it?) that those provisions yet remain in the Electoral Act as of today. But having a crowd of political parties on the electoral roll is not by itself the problem. Many of the world’s pluralist democracies parade bloated registers of political parties that do not, for that very reason, hobble their electoral system. A recent publication by the Election Commission of India, the world’s largest democracy, which kicked off its marathon (sixweek-long) election just last Thursday, showed

that the country had 1,841 registered parties. But those parties were restricted to jurisdictions and couldn’t play beyond their respective sphere. Of the whole number, there were seven as national parties, 51 as state parties, and 1,785 ‘unrecognised’ parties – so designated because they did not enjoy the privileges attached to ‘recognition’ by the electoral commission such as a reserved party symbol, free broadcast time on state-run media, being consulted in the setting of election dates, and making input to electoral rules and regulations. Meanwhile, the electoral body periodically reviews the parties’ respective status based objective criteria. In the United States, the country whose model we have adopted in Nigeria, the historical duopoly of the Democrats and Republicans has not shut out other players. Although those two parties exclusively alternate power and share the seats in Congress, there are at least three minor parties at the national level namely the Libertarian Party, the Green Party and the Constitution Party. That is not mentioning scores of other parties at the state and regional levels. But here’s the deal: whereas the fringe parties do not hold any seat in Congress, their existence is sufficiently justified by their active preoccupation with self-assigned social and ideological agenda. For instance, the Libertarians advocate non-interventionist foreign policy and civil liberties; the Greens are left-wing environmentalists who promote social democracy and respect for diversity, peace and non-violence; while the Constitutionalists canvass American nationalism, greater attention to the U.S. Constitution, and conservative ethics of Christianity such as opposition to abortion. Besides, U.S. parties all have strict jurisdictional fields of play. But the places to really find political parties for whom political power isn’t the major objective are the states and communalities. Yes, you read that right: the operational relevance of most parties, by design, is restricted to social agenda in the states and provinces. Other than Independents,

allowed by the country’s Constitution, minor parties include the United States Marijuana Party, which obviously is keen on marijuana legalisation; the New Black Panther Party, which promotes Black Nationalism; the United States Pacifist Party, concerned with pacifism; and the United States Pirate Party that is focused on Pirate politics. Among a throng of others, regional parties include the Natural Law Party in Michigan; New York State Right to Life Party, Rent Is Too Damn High Party, and Women’s Equality Party – all in New York; and then, Ecology Democracy Party and GrassrootsLegalize Cannabis Party – both in Minnesota. Even in United Kingdom where the Liberal Democrats pose a third force to the parliamentary duopoly of the Conservative and Labour parties, there are other major parties that contest only within specific regions – say, in Ireland and Scotland. And those are national parties. Several local parties contest within a specific area, a single county, borough or district. The point here is that even though Nigerian electoral law, as we already observed, does not prescribe jurisdictional limits for political parties, the parties could by themselves consolidate their base jurisdictionally ahead of the 2023 general election. One ready way of doing that, perhaps, is by gunning for a stake in respective local government elections. And that is for parties keen on political power. Nigerian parties should begin to commit to social and community causes such as the need for good roads and other infrasructure, on the basis of which they could then connect with the public and drive for membership that would evolve to become their regular support base. That should be a foundation on which to subsequently build the quest for political power. But to really tidy up the clogged electoral system in this country, INEC must itself pursue evolving regulations for ballot access by political parties, or, at least, status regulation of the parties as is the case in India.

Towards the Igbo renaissance

The first newspaper I read as a boy was called The Renaissance published in Enugu. I later learned it was once known as the Biafran Sun. And while I continued to read my favourite title every day a copy was delivered to our home, it was renamed Daily Star. A vernacular title called Ogene soon followed. Today, however, you can hardly find any paper that resembles Ogene. As I now wonder what has happened to the “Jews” of Africa, I remember that the tonic Ndigbo needed is in the title of the first newspaper I read in the early 1970s. Together with their kith and kin of the south-south, Ndigbo have taken a stand this year through their votes. But there’s still a problem. Where would an outsider find the Igbo leader today? Not any of the five state governors. Not a senator. Not a first-class chief. Not even an elder statesman of Igbo extraction. But it’s not totally true that Ndigbo know no king. Although there were fewer human kings in the days of yore, there were masquerades, speaking in their guttural voices, in Igbo-land to provide leadership. Generations of Igbo people will forever remain grateful to Chinua Achebe for telling the story of pre-colonial Igbo-land through Things Fall Apart. As he shows in the evergreen novel, the masquerades in Igboland – egwugwu or mmanwu– are regarded as the ancestors from beyond whose advice cannot be ignored. Their voices are unlike human voices, but they speak the truth at all times. Perhaps it’s because masquerades have been abandoned that Ndigbo now act and talk individually. Were it in the good old days,egwugwu would, for instance, have been able to state the position of Ndigbo in the current affairs of the country. However, how the dead ancestors transform to egwugwuis what I don’t know and cannot describe today! I’ve heard leaders of other parts of the country say they have been seeking “a handshake across the Niger” but don’t know Igbo leaders with whom they can strike a deal. Of course, they can’t converse with weird masquerades! With traditional religionists vanishing in Igbo-land, the custodians of eternal wisdom (mmanwu) are hardly

heard these days. Even the Igbo language is facing extinction due to the foolishness of the “modern” Ndigbo. Ohanaeze Ndigbo comes closest to what could be regarded as the Igbo leadership today. The socio-cultural group now led by Chief Nnia Nwodo has left no one in doubt about Ndigbo’s determination to take their rightful place in Nigeria and in the world. Nnamdi Kanu is perhaps the next most influential after Ohanaeze. Touch Kanu and you face opprobrium from millions of youngsters! What do the Igbo want in 2023? It’s restructuring or nothing, because Nigeria’s unbalanced “federalism” is hurting them the most. For there is no pretending that Ndigbo are still bearing a cross in Nigeria. Appointments made at the federal level in the past four years have cleared all doubts! Now it’s no longer the Igbo alone that complain about the imbalance in the leadership of the nation’s security, judiciary, legislature and executive. Away from government, an Igbo employee has to be 200% better than a nonIgbo to be considered half as good. Luckily for the Igbo, many are self-employed as traders and technocrats. That’s why they hardly get to the top except they’re indispensable. The unwritten rule seems to be: “Let them be hewers of timber and drawers of water while we help ourselves to the treasury.” Whenever there is a crisis in any part of the country, Igbo people and their shops are the first to be attacked. For no just cause. Just envy. The Igbo masquerade would tell you that rotation of political offices is older than Nigeria, at least in the Igbo area – it was not started by the NPN of the Second Republic as many have erroneously stated. Right from the earliest times, monarchies were not permitted in Igbo communities (except in Onitsha, though the people of “Onitsha Ado” trace their ancestry to the old Bini empire). There can be no better explanation for Ndigbo’s republicanism than their love for rotation of leadership positions. Even if all other parts of Nigeria are against rotation, Ndigbo should not be. Rotation (or what

“special” linguists now call “zoning”) is not democratic, but Nigeria has not grown above it. The current hullabaloo would have been avoided if visionary people had led Nigeria. It was Alex Ekwueme that actually divided Nigeria into six geopolitical zones. The 1995 constitutional conference supported him and agreed that the presidency should be rotated among the zones for 30 years (that is, one term of five years each) in order to achieve national unity and stability. One “Nigerian factor” has been that nobody has cared to prosecute Abdulsalami Abubakar and his military goons that, after Abacha’s death, threw away the recommendations of the 1995 conference and, instead, gave us a fraudulent constitution. Imagine the billions that were wasted on that conference and the billions that have been wasted on the review of the 1999 Constitution since 2001. By the way, where is the sixth Igbo state recommended by the conferees of 2005 and 2014? Maybe that has entered voicemail too. Ndigbo know it should be their turn to produce the president in 2023 but they’re not enthusiastic about it. Political offices are relatively inconsequential. Even then, their undoing has been that any position reserved for them gets contested by scores or even hundreds. Everyone feels he’s the most qualified. Egoism – it’s wrong. When the Igbo rally round a leader, once again, it will be the beginning of their renaissance. I’m no chauvinist. Far from it. But, like most Igbo, I’m a realist — realists say things the way they see them. Come to think of it, is tribalism not a huge problem in Nigeria? Why do some people bury their head in the sand like an ostrich whenever ethnicity is mentioned, yet they drink, eat and bathe with ethnicity every day? If preaching oneness is the solution to the problem, why have we not been united all these decades? Even the Nigerian constitution devotes several clauses and sub-sections to the “Federal Character Principle” and the like, yet all the people who have ruled and ruined Nigeria did so by practising tribalism of the crudest kind. All the talk about “zoning” or rotation of offices is nothing more than tribalism.

Everyone has the right to express their feelings on any subject. So I don’t criticise those who frown at my “daring” to mention “Igbo” when everyone ought to be preaching national unity. But they should not attempt to deny me my own right to freedom of expression. Is it fair if I don’t show interest in the affairs of the zone I come from? Meanwhile, I’ve not spared Igbo people that have contributed to the nation’s problems. I’m only asking that the Igbo who are honest and competent should be recognised for what they are. They should be treated like other Nigerians. Ndigbo’s ingenuity and hard work should be a source of strength for the nation; it should not attract envy or jealousy. The generation that fought a civil war (to defend themselves) 52 years ago is dying off. Most promoters of MASSOB and IPOB today had not been born then. As I once wrote, it is most regrettable that the “Asian Tigers” like Malaysia, Singapore and the Koreas have overtaken a people that, almost 50 years ago, made ogbunigwe bombs and rocket launchers, made trucks and tanks from scrap, refined fuel at their kitchens, built airstrips overnight and achieved other incredible feats. One Abdullah, in a rejoinder to my column, taunted me by asking why, if the Igbo were so enterprising, they hadn’t turned their native homeland to a mini Taiwan or at least a “Nigerian tiger”. In response, I told him he was ignorant, and that I didn’t think he had ever travelled more than 20km from the place he was born. Had he ever visited Nnewi, Aba or Onitsha or seen the technological wonders the Igbo “boys” are performing in Lagos and several major cities around the world, his opinion would have changed. As far back as the 1980s, Nnewi was viewed as Nigeria’s Silicon Valley because of the numerous industries that were in operation there. And Abdullah’s shoes supposedly “made in Italy” were actually made in Aba. The bad policies of incompetent governments have frustrated many industrialists, the Igbo not excluded. Nigeria has been the loser.

As the dust from the 2019 National Assembly cleared up, one formidable political heavyweight and outstanding federal legislator remained the Last Woman Standing in the person of Hon Nkeiruka Onyejeocha of the All Progressive Congress (APC)who defeated her Peoples Democratic Party (PDP) rival to emerge the winner of the Isiukwato/Ummuneochi federal constituency polls. By her unassailable victory, Hon Nkeiruka Onyejeocha has shattered all available precedents to emerge as the longest serving female member of the National Assembly (Senate and House of Representatives combined) the longest serving federal legislator from the Southeast to have been elected on separate political platforms, a testimony to her abiding popularity and widespread acceptability in her constituency, Abia State and Nigeria as a whole. While some other female federal legislators had their tenure either truncated or delimited as a result of litigation, a durable Hon Nkeiruka Onyejeocha has served an unbroken stretch of 12 years (2007 - 2019) and is set for another eventful tenure in the House (20192023) with a resounding number of her House colleagues, civil society organizations, social affairs commentaries, top notch public policy think tanks and the general public clamouring for her to be elected as Speaker of the House of Representatives in recognition of her hardwork, resilience, resourcefulness, courage and avowed determination to break all shackles of gender discrimination, patriarchy and misogyny that may still lurk around the power precincts of the nation. Indeed Hon Nkeiruka Onyejeocha, presently the House Committee Chairman on Aviation has arrived at her pinnacle of power and prestige not as a result of tokenism or affirmative action but happily through dint of unceasing and relentless hardwork, erudity, shrewdness, perseverance and a palpable commitment to undiluted professionalism and exemplary performance in all it ramifications. Indeed she solidly belongs to the exalted ranks of Margaret Thatcher, Indira Gandhi, Hilary Clinton, Nancy Pelosi, Michelle Bachallette and others that broke the ranks of male dominated political hierarchies to stamp their feet indelibly in the sands of time. Indeed it will not be out of place to adulate Hon Nkeiruka Onyejeocha as the Amazon of the National Assembly as she has strenuously striven to deliver crucial dividends of democracy to her beloved people while immensely enriching the quality, substance and nitty gritty of debate and discourse in the hallowed Green Chamber. Little wonder that an affable Hon Onyejeocha enjoys incredible rapport and enormous goodwill among her colleagues in the House and the Senate as she believes that the national interest should be the foremost preoccupation of the legislators and not any parochial or primordial interest or consideration. Undoubtedly, Hon Nkeiruka Onyejeochaâ&#x20AC;&#x2122;s outstanding performance in the legislative, representative and oversight arena is majorly as a result of her abiding belief in teamwork, co-operation, collaboration and synergizing on crucial issues of the day rather than engaging in undue brinksmanship and grandstanding for selfish or self-aggrandising ends. However, like any other formidable leader, the Foreign Committee Chairperson can be resolute, firm and even uncompromising on core matters of principle and integrity not caring whose ox is gored in the process. This was the situation that presented itself when some self-styled overlords in her home state, Abia

sought to truncate her political aspirations in the Peoples Democratic Party, a tenous position that saw majority of her constituents clamouring for her to seek re-election under another party platform which was ultimately, the APC and her record victory once more testified to her political sagacity and durability. While many of her male and female colleagues in the House and Senate crashed out of the National Assembly after the elections, a resurgent Hon Nkeiruka Onyejeocha emerged from the elections, stronger, more energized and more committed to the cause of her people and Nigerians in general. Many people both within and outside the National Assembly believe that Hon Nkeiruka Onyejeocha can perform creditably and resoundingly if elected as Speaker of the 9th House of Representatives and they have accordingly voiced their sentiments in the print and online media. They believe rightly that Hon Onyejeocha has the ability, capacity, competence, composure, strength of character and force of conviction to lead the 360 member House to the next level in the relevant scheme of things. However, those who are awed by her towering stature have resorted to undemocratically restricting the Speakership contest to personalities or geopolitical zones as they are aware that the Awesome Amazon would be incalculably hard to defeat in an open race. These undemocratic shenanigans should be condemned in all its entirety as the responsibility of electing principal officers of the House is the sole preserve of the members and not by dictation or undue pressure from external factors or godfathers. The Speakership as well as other positions should be left to be decided by the House Members themselves and this scenario further reveals the fact that Hon Nkeiruka Onyejeocha is not beholden to any political godfather or potentate calling the shots from the shadows as is the case with some aspirants in the Speakership race. Her loyalty belongs to the Almighty God, the Nigerian constitution the laws and statues as well as the House Legislative Agenda in that order. For 12 years, Hon Nkeriuka Onyejeocha has dutifully soldiered on despite the ernomous challenges and obstacles that confronted and still confronts her in our male dominated political landscape. However, there is a need for the nation and indeed the National Assembly to embrace the wind of change sweeping across the world which envisages a gender sensitive and discrimination free working and living environment where all and sundry can pursue their dreams and aspire to any office in the land free of stereotyping, maligning, rumour mongering or mudsling in whatever form. The entirety of the 9th House particularly the male members may cast their mind back on the shabby and inhumane treatment meted out to former House Speaker, Hon Patricia Etteh who was ignominiously booted out of office on spurious, unfounded and patently false grounds. Without doubt, that unfortunate episode put a dent on the democratic credentials of the House and the nation as whole and the time may well have come for the House to redeem its image in the eyes of Nigerians and indeed the world. Without pandering to any sentiment or parochial inclination, the election of a female speaker, namely Hon. Nkeiruka Oyejeocha who is a competent, capable and energetic candidate in her own right will go a long way in raising the estimation of the House in the eyes of right thinking members of society.

OUR POSITION Containing rising deaths from sickle cell anaemia

ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patientâ&#x20AC;&#x2122;s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.

Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

INEC presents certificate of return to Wike Amaka Agbu, Port Harcourt

The Independent National Electoral Commission (INEC) on Tuesday presented the certificate of return to the re-elected Rivers state Governor, Nyesom Wike, at the commission’s headquarters in Port Harcourt. INEC Returning Officer, Deputy Vice Chancellor of the Federal University, Otuoke, Prof. Teddy Adias, had declared Wike winner after he polled 886, 264 votes to defeat African Alliance Congress candidate, Biokpomabo Awara, who scored 173, 859 votes. Rivers state Deputy Governor-elect, Dr. Ipalibo Banigo and members-elect of the state House of Assembly also received their certificates of return. National Commissioner in charge of Rivers, Bayelsa and Edo states, Mrs. May Agbamuche-Mbu, presented the certificate of return to Gov. Wike in the presence of his wife, Justice Eberechi Suzzette Nyesom-Wike. Speaking after receiving his certificate of return, the governor dedicated his re-election to the good people of Rivers state whom he said overwhelmingly voted for him. He also dedicated the victory to those allegedly killed by the military while defending their votes and

democracy, declaring that their sacrifices would never be forgotten. “Today, I dedicate this victory to the people of Rivers state. I also dedicate this victory to those killed by the army in defence of votes and democracy. But, for their sacrifice, we would not be here,” Wike said. The governor berated the military for the alleged negative role they played during the 2019 general elections in Rivers state, adding that “the duty of the army is not to take over the INEC office and carry out collation. We saw the army take over the INEC functions and that of the police. “Go to Bori Camp, you will see INEC materials. Is it where it is supposed to be. But, for God, we wouldn’t have been here. But, God intervened and that’s why we are here.” The governor commended the police and DSS for living up to their responsibilities during the general elections. However, he urged INEC to take steps to investigate why the state was the only one that experienced violence during elections. He advised the commission to work towards the prosecution of the F-SARS commander who he alleged was indicted for violence during the 2016 re-run elections. He alleged that the same F-SARS

commander killed a chartered accountant who served as the PDP collation agent and must be brought to justice and commended INEC for their steadfast commitment to the legal conclusion of Rivers elections, despite the pressure for them to do otherwise. He said: “I commend INEC for standing firm on the side of the truth. I commend INEC officials for being firm.” Gov. Wike urged INEC headquarters to take immediate measures to ensure the total rehabilitation of the INEC office in the state, disclosing that as a matter of state policy, the state government would take steps to assist the families of those who were victims of election violence. He said should INEC and the army permit, the state government would also reach out to their staff affected by the violence. According to him, his second term would witness more projects for the development of the state, just as he advised his opponents to take advantage of his olive branch, saying that it was extended in the interest of the state. INEC National Chairman, Prof. Mahmood Yakubu, thanked Rivers people for their contributions to the successful conduct of the 2019 general elections in the state.

Short News Clergyman advises Christians to return to basic truth Isaac Job, Uyo Bishop of the Church of Nigeria, Anglican Communion, Uyo Diocese, Rt. Rev Asuquo Antai has warned Christians to return to the basic truth of Christian faith as a way to solve the many problems confronting society. Bishop Antai observed that the church community has derailed from the pattern of the apostles who died for the truth as was propagated by Christ and wonder how many Christians would die for the truth like the early apostles. “How many churches have genuine altar call to surrender their lives to Christ. Today, the message is all about riches and money making motivational scriptures to inspire people than giving their lives to Jesus Christ,” the bishop declared. He said the church doctrines should be scripture based rather than the tradition of men and submitted that Easter has been with the church from time immemorial, adding that even though the activities to mark the death of Christ was not observed in the early church because of constant persecution, but the spirit of the season has always been with the church. He noted that doctrines of the church ought to be crafted to mimic the life of Christ, but regretted that many doctrines have negated the purpose of Christ to the benefit of their progenitors. He lambasted some Christians who refused to observe Easter, describing them as ignorant of the truth.

FRSC targets 30, 000 work force by 2022

Corps Marshall of the Federal Road Safety Corps (FRSC), Mr. Boboye Oyeyemi says the corps aims to increase its workforce to 30, 000 officers within the next three years. Oyeyemi disclosed this on Tuesday in Enugu during the opening ceremony of assistant corps commanders’ promotion course. He said that the move was to reinforce the corps to ensure adequate implementation of safety measures on Nigerian roads. The corps marshal said that the corps currently had about 26, 000 work force and that the increase in the number of FRSC officers was as a result of the waiver given to the agency by President Muhammadu Buhari to employ 1, 500 additional officers yearly. “Our target is to attain 30, 000 work force within the next three years. We currently have about 4, 650 prospective officers doing their internship with us. They will be commissioned in June to bring the total number of FRSC officers to 26, 000,” he said. Oyeyemi said that the corps was getting the support it needed from the federal government which had resulted to massive infrastructure development and that the about 600 formations of the corps across the country and their operational facilities were receiving adequate attention.

Restructuring BOA: Bank to kick off Short News arrests 182 suspects for drug with N250bn capital base – Minister NDLEA abuse, trafficking in Katsina

The Minister of Agriculture and Rural Development, Chief Audu Ogbe has revealed that the Bank of Agriculture will raise a kick off capital base of N250 billion to enable farmers access credit at the lower than 6 percent. Ogbe made this revelation in his office on Tuesday during the meeting of Restructuring and Recapitalization of the Bank of Agriculture in Abuja attended by the Director General of Bureau for Public Enterprises (BPE), Mr. Alex Okoh, Managing Director BOA, Alhaji Kabir Mohammed Adamu. He said that following the approval of the national council on privatization on Friday 12th April, the kick off meeting which is to formally execute the agreement and also introduce the appointment of the transaction advisers Lead Way Consortium to key stakeholders, FMARD, Ministry of Finance, BOA and the Central Bank of Nigeria (CBN). Ogbe said: “If this structure we want to put in place now starts working successfully, and we raise a capital base of anything between N200 billion to N250 billion and farmers can access credit at the lower end of the single

digit, lower than 6 per cent and 5 per cent, we hope to achieve a whole lot of things”. Chief Audu Ogbeh expressed optimism that the bank after recapitalization would be a large Bank that will ensure farmers access to loan easily. He said: “We have a new vision for agriculture, we want to create the farmers bank and we want you to pass the good news to farmers, that this is their chance as co-members and owners of the bank. It has a chance to becoming a large Bank in the future, just like the BOA in China. Failures in agriculture have been caused by a number of factors, sometimes the excessive interest rate and agronomic practices which are not in place or properly aligned”. Chief Ogbeh further said; “The Ministry of Agriculture will make sure that they give support to the Bank, so failures are minimized, we begin with the seed, increasing our seed supply to farmers and make sure they don’t fail, we then go on to soil testing, to make sure that the right kind of soil and the kind of fertilizer applied.

While harping on the need to make agriculture the mainstay of the economy, the Minister said that currently Nigeria has saved about $21 billion from food import in the last 3 and half years and exportation has also gone up to 500 per cent. “Two banks in Nigeria announced that we have actually save $21 billion on food import in 3 and half years, and the Bureau of Statistics has affirmed that agriculture exportation has gone up to 500 per cent since we came in, and we are just beginning. “We need value addition, we need cottage industries, we need to decongest the cities so that young people can be comfortable in their rural environments, making money and living a good life, we want to minimize the tendency of our young people crossing the desert to Europe in search of happiness which doesn’t exist anywhere”, Ogbeh said. In his earlier reactions, the Director General of BPE, Mr. Alex Okoh said: “It’s imperative to restructure the bank to substantially improve its operating framework, and governing framework to improve its efficiency.

The National Drugs Law Enforcement Agency (NDLEA) Command in Katsina state says it arrested no fewer than 182 suspected drug dealers from January 2019 to date. The State NDLEA Commandant, Hajiya Maryam Gambo who disclosed this on Tuesday during the commissioning of the agency’s rehabilitation center in Katsina said that about 113 of the suspects were males, while 49 were females.“The remaining 20 suspects were students,” Gambo said. According to her, the NDLEA secured conviction for 46 suspects during the period, while 131 drug users were counselled 131. She added that the NDLEA seized 66.11 kilograms of cannabis sativa, 15,696.5 grams of psychotropic’s substances and 38 bottles of cough syrupy with codeine. She urged the State Government to engage rehabilitated drug users in skills acquisition programmes to further make them self reliant and curtail drug abuse.

Benue Ag. Governor condemns Jukun/Tiv clashes, says lasting solution underway Benue Acting Governor, Engr. Benson Abounu, has condemned the recent communal clashes between the Jukuns and Tivs in Benue and Taraba states. Speaking to newsmen in Makurdi on the outcome of a factfinding mission to Taraba, Abounu said that the clashes were sparked off by two individuals – one Tiv and the other Jukun adding that the conflict was “uncalled for and unnecessary”. The acting governor explained that although the conflict was criminal in nature and involved only the two individuals, the issue later assumed another dimension when several communities got involved resulting to the destruction of property. “I was a very unfortunate incident; unfortunate in the sense that there was a fracas between two individuals one Tiv, one Jukun and the Tiv guy was arrested by the police, detained, and later granted bailed.

N115m fraud case: Court acquits, discharges suspended SEC DG, Gwarzo Andrew Orolua, Abuja The suspended Director-General of the Securities and Exchange Commission (SEC), Dr. Mounir Gwarzo, who is standing trial on a five-count charge before the Federal Capital Territory (FCT) High Court for alleged N115 million fraud has been set free. The Independent Corrupt Practices and Other Related Offences Commission (ICPC) had charged Gwarzo alongside an Executive Commissioner in the Commission, Zakawanu Garuba, for allegedly misappropriating to the sum of N115 million and conferment of corrupt advantage on a public officer which they have denied. Justice Baba-Yusuf in his ruling on the nocase- submission made by the two defendants held that the prosecution did not make any prima facie case against the two defendants. He said the prosecution failed to establish the essential ingredients of the elements of the offence the defendants are accused of.

“Accordingly, the defendants are discharged of the allegations against them,” he ruled. The defendants, on February 7, through their counsel, Abdulhakeem Mustapha (SAN), and Robert Emupkoeruo, informed the court of their intention to file no-case submission. The defendants took the position after the prosecuting counsel, Mr. Adesina Raheem, closed his case with the testimonies of five prosecution witnesses. Gwarzo’s counsel, Mustapha, SAN, on March 18 urged the court to hold that the prosecution has not been able to adduce any credible evidence to make the defendant enter any defence. Particularly, the suspended D-G was accused of receiving the sum of N104, 851,154.94 as severance benefits when he had yet to retire, resign or disengage from the service of SEC. Part of the charge added that he conferred a corrupt advantage upon himself when he received the sum of N10, 983,488.88 in excess of car grant payable to him. While on his part Garuba was accused by

ICPC of allegedly conniving with Gwarzo to commit the fraud. His lawyer said that the no-case submission the defendants filed was brought pursuant to Sections 302 and 303 of the Administration of Criminal Justice Act (ACJA), 2015. According to him, the prosecution had failed to make out any the prima facie case against Gwarzo, adding that the evidence adduced was all contradictory. He submitted that the prosecution in its written address on the submission relied on the law on certain political office holders and admitted that SEC was not mentioned in the said law. Specifically, he urged the court to uphold the no-case submission by the first defendant as well as discharge and acquit him of the charge against him. Counsel to Garuba, Mr. Robert Emukpoeruo, also made similarly the argument that the prosecution had failed from the evidence adduced to make any prima facie case against the second defendant.

Mr Yekini Nabena, a chieftain of the All Progressives Congress (APC) has cautioned the party’s national leadership against marginalisation of any zone in constituting the 9th National Assembly’s principal officers. He made the call while speaking with newsmen on Tuesday in Abuja, saying that fair distribution of positions in the assembly would ensure equity to all stakeholders. “The party’s leadership must take deliberate steps to provide a fair and justifiable zoning arrangement for the incoming 9th National Assembly leadership. “Our actions and inaction will have serious implications on the party’s unity and will positively or negatively affect our standing ahead of 2023,’’ he said. Nabena noted that the President and Vice President were already from the North-West and South-West, adding that there was the need to ensure balance to cover the six geo-political zones of the country. the APC national leadership who had already zoned the Presidency of the Senate to the North-East stressed the need for the party to get its acts right on the issue of zoning arrangement for the National Assembly, considering 2023 elections might turn out to be a free for all.

Court admits video of cleric confessing to beheading woman for N4000 A Lagos High Court in Igbosere Tuesday admitted in evidence a video showing an Islamic cleric, Taofeek Adamu, confessing to beheading a member of his mosque for N4, 000. Adamu, 61, of Masinowe Compound, Ikoga in Badagry, is facing a two-count charge of conspiracy and murder, preferred against him by the Lagos State Government. Prosecuting Counsel Mrs O. F. Fagbai alleged that Adamu, alias Kiekie, severed the head of Oluwakemi Afolabi, 38, at about 4pm on March 19, 2017 at Waterside, Ikoga-Zebbe in Badagry. She said the deceased went to seek spiritual help from the cleric, but “the defendant beheaded the deceased before chopping off her other parts for ritual purposes. “He was apprehended when members of the community saw him carrying a sack soaked with blood.” The alleged offences contravened sections 222 and 233 of the Criminal Law of Lagos State, 2015, the court heard. At the last adjourned date on April 9, the prosecution sought to tender the video through the police as electronically generated evidence, but this was opposed by the defence counsel Mrs A. O Ajayi. The case continues on May 21.

EFCC officials apprehend Justice Ofili-Ajumogobia in court

There was mild drama at the premises of an Ikeja High Court as officials of the Economic and Financial Crimes Commission (EFCC) apprehended Justice Rita Ofili-Ajumogobia, a dismissed judge of the Federal High Court after corruption charges against her were struck out. According to reports, about 10 officials of the EFCC surrounded Ofili-Ajumogobia as she attempted to leave the courtroom at 10.24am on Tuesday after the ruling by Justice Hakeem Oshodi. Upon sighting the officials, the judge made a hasty retreat and went back upstairs into Justice Oshodi’s

courtroom to seek the protection of the court from the EFCC officials. Justice Oshodi when notified about the development said there was nothing he could do as “the file had been closed.” The embattled former judge and her husband, who was with her, were observed frantically making various phone calls. Mr Godwin Obla. SAN, OfiliAjumogobia’s co-defendant was however allowed to exit the court premises by officials of the EFCC. However, when Justice Oshodi’s court rose, she was apprehended at 11.47 a.m. by some EFCC officials who whisked her away in a white

hilux van with Abuja plate number BWR637AT. Justice Oshodi had in a ruling struck out the 31-count charge filed by the EFCC against OfiliAjumogobia and Obla on the grounds that the court lacked jurisdiction to hear the suit. The judge ruled that based on the judicial precedent set by the case of Justice Nganjiwa Vs FRN, the EFCC had “jumped the gun” in filing the first amended charge. Justice Oshodi noted that the anti-graft commission had not followed the procedures set by the National Judicial Council (NJC) in disciplining erring judicial officers.

Short News Expert laments acute agric facilities, research shortfall in developing countries Saka Bolaji, Minna An agricultural Expert, Dr. patricia Pessa has lamented that developing countries of the world have not been able to meet their food needs because of inadequate research and development of agriculture. This according to her is as a result of shortage of trained personnel, facilities and motivation. Dr Patricia Pessa who is a director in the Federal Ministry of Agriculture spoke when she delivered a keynote address at the annual Research Review and Planning Workshop of the National Cereals Research Institute Badeggi in Niger state. She remarked that a major constraint is that the system is not institutionalised adding that in many developing countries particularly in Africa research and development in agriculture are inadequate and suffer from lack of trained personnel facilities and motivation “Provision of appropriate research methodology is not readily available in developing countries, until recently not even the basic principles and concepts had been enunciated”. She added that one of the ways to solve the problem is the reorientation of young researchers so that they would improve agricultural research in the nearest future.

Abia State governor, Okezie Ikpeazu has reaffirmed his determination to complete all on-going road projects as well as the resuscitation of moribund industries, especially Aba show factory in the state. Speaking during the inauguration ceremony of its Works and Project Committee headed by the state Commissioner for Works, Hon. Eziuche Uban, the governor said that the committee will oversee and monitor all on-going projects in the state, especially road infrastructure. Represented the Deputy governor Ude Oko Chukwu, the governor disclosed further that the committee will “monitor and evaluate the ongoing road projects he identified as Ururuka, Aba road, Umuahia, Etitiama Nkporo, Port Harcourt road, Aba, Obikabia, Aba-Owerri road, Aba, Osusu, Eziukwu road and the moribund Aba shoe factory in Aba. JAMB arrests 50 ‘Professional’ examination writers in 2019 UTME Doosuur Iwambe, Abuja

The Joint Admission and Matriculation Board has said that about 50 professional examination writers across the country who sat for the Unified Tertiary Matriculation Examination on behalf of actual candidates for a fee have been arrested. This was contained in JAMB board’s weekly official bulletin, tagged: ‘JAMBULLETIN’ and signed by JAMB’s Head, Media and Information, Dr Fabian Benjamin. According to the examination body, the arrest followed various intelligence gathering mechanisms which help the board to uncover and arrest over 50 of such fraudulent persons in centres spread across the nation.

Some of the suspects according to the board were Master’s Degree holders and undergraduates of tertiary institutions in Nigeria. These “professional UTME examination writers” conspire with some Computer Based Centre owners to perpetuate the crime by engaging in multiple registrations whereby the fingerprints of the actual candidates and their impersonators are captured side by side. “The modus operandi of these UTME syndicates was confirmed when one of the kingpins was apprehended recently. “On interrogation, he confessed to the multiple registrations of his biometrics alongside other several potential candidates preparing to sit for the examination, in exchange for a

huge sum of money. The bulletin added that another startling discovery by the board was the fact that a substantial portion of the UTME application documents was composed of the bogus registration. It noted that the unwholesome application had the singular effect of inflating the total statistical data of candidates’ registration that amounted to over 30 per cent of the 1.8 million that registered for the 2019 UTME. “The board in a bid to live up to its billings, has therefore resolved to set machinery in motion to effect the arrest and prosecution of all those involved in the unwholesome act, capable of subverting the sanctity of the entire examination process,” the bulletin added.

The deputy President, Rice Farmers Association of Nigeria (RIFAN) Segun Atho has revealed that the association is set to commence a construction of about 130,000 metric tonne rice processing plant in Delta State. Speaking with the Daily Times in Asaba on Tuesday, Atho said that the processing plant when established would not only support farmers but would also create Jobs for youths and women in Delta State. He also disclosed that plans are underway to ensure that meeting of all rice farmers in the southern Geo political zone hold in Asaba to expose members to the best practices and opportunities in the anchor borrower’s programme. Shun corruption, Lalong tells Corps members Kingsley Chukwuka, Jos Governor Simon Lalong of Plateau state has tasked the National Youth Service Corps (NYSC) members to shun corruption while they embark on their primary assignment. FG saves over N37bn from padding, others, by MDAs, AGF reveals Mathew Dadiya and Joseph Inokotong, Abuja The Accountant-General of the Federation (AGF) Mr Ahmed Idris has disclosed that the Federal Government has saved over N37 billion from misapplications, padding, mistakes and non-compliance by Ministries, Department and Agencies (MDAs) to the agreed template for the payment of promotion arrears. This, Idris, said, followed President Muhammadu Buhari’s directive that N10 billion be set aside monthly, commencing from May 2017 to offset backlog of Promotion Arrears, which the OAGF inaugurated an in-house committee to verify MDAs’ claims and submissions. Mr Idris made the disclosure on

Tuesday in Abuja when he played host to the National Executive of the Association of Senior Civil Servants of Nigeria. According to the AGF, so far, the committee has paid out the sum of N42 billion, out of the N55 billion released leaving an outstanding of N13 billion in cash while a total of N35 billion is yet to be released to the office. He reassured civil servants in the Country of the commitment of Office of the Accountant –General of the Federation, in line with Mr President’s directives, to the continued payment of promotion arrears owed Federal civil servants. The accountant general promised that he would take the concerns of the Association to the Minister of Finance and would also dialogue with the Director General, Budget Office, to ensure that government continues to

keep its part of the agreement reached with Association in order to ensure industrial harmony. He commended the leadership of the Association of Senior Civil Servants for their understanding and support in the implementation of government plans and programmes, saying without industrial harmony, no meaningful development can be achieved. The AGF equally commended the Office of the Accountant-General of the Federation’s arm of the Association for their understanding and support assuring them of his continued commitment to improving the welfare of the Staff through the implementation of people oriented programme. $210 million on Tuesday. At the Investors & Exporters Foreign Exchange (I &E FX) window, the local currency, appreciated by 0.02per cent to N360.23 against the Dollar, but closed flat at N360.00 at the parallel market. The special forex window, however, recorded total transactions turnover of $111.79 million, with trades consummated within the N356.00-N362.00/Dollar band. But stood steady at an average rate of N360/$1 in the Bureau De Change (BDC) segment of the forex market

2019 showing an increase of 86 per cent in Profit after Tax which stood at N41.1 billion from N22.1 billion in Q1 2018. Profit before tax also grew by 64 per cent to N45.1 billion from N27.4

billion recorded a year ago. Profit growth was aided by a 23 per cent improvement recorded in the group’s Net Interest income which closed the period at N56.8 billion from N44.6 billion in Q1’ 2018.

Access Bank’s balance sheet remained strong with a 30 per cent growth in Total Assets as the Bank closed the quarter ended March 2019 with Total Assets of N5.9 trillion from N4.5 trillion in December 2018.

We’re creating digital ecosystem to ease Trade Finance flows - Afreximbank Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has said it is working with the support of African Union (AU), to create a digital ecosystem that will eliminate the major bottlenecks to trade finance flows within Africa. Afreximbank’s President, Prof. Benedict Oramah, disclosed this while delivering a speech in Washington D.C. at the IGD Frontier 100 Forum organized by the Initiative for Global. Development (IGD) on the sidelines of

the World Bank/IMF Spring Meetings. Afreximbank Global Director of Communications and Branding, Obi Emekekwue, on Tuesday, quoted Oramah as saying that “one of the major constraints to intra-African trade was lack of information to support intra-regional trade and investments.” That, Prof Oramah said, was the reason many African countries were importing products from outside the continent while neighbouring countries were exporting the same products at a much lower cost. “It was to address that the challenge that Afreximbank and the AU were working to use digital technology to

improve access to trade information and facilitate the use of African national currencies via intra African trade settlements,” he explained. Prof. Oramah further disclosed that Afreximbank was developing a focused programme to support small and medium enterprises (SMEs) across the continent, recognizing that SMEs were a vital component to unlocking intraAfrican potential. The Afreximbank boss noted that IGD has been facilitating discourse on important African issues over the years and said that Afreximbank identified with the efforts and achievements of the

IGD, hence its close partnership with the initiative. Also speaking, Leila Ndiaye, President and CEO of IGD, said that the initiative’s work was aimed at supporting Africa’s growth and development agenda and at pushing to unlock intra-African trade through SME growth and development. CBN to auction N58.5bn Treasury bills this week Temitope Adebayo The Central Bank of Nigeria will conduct a primary market auction on treasury bills this week, offering a total of N58.5bn across the 91-day (N5.8bn), 182-day (N29.2bn) and 364-day (N23.4bn) tenors. The 91-day tenor recorded the last stop rate of 10.29 per cent on Friday, the 182day tenor recorded the last stop rate of 12.6 per cent, while the 364-day tenor had the last stop rate of 12.85 per cent. The Treasury bills secondary market sustained its bullish run into the second

trading week of the second quarter of 2019. Analysts at Afrinvest Securities Limited said the bullish trend was sustained due to the absence of Open Market Operation auctions as well as N33bn worth of maturities that bolstered the system last week. Consequently, the average yields across all tenors declined by seven basis points week-on-week to settle at 13.3 per cent from 13.4 per cent the previous week. Although buying interests were witnessed across all tenors, more investors positioned at the shorter end of the curve, causing yields on short-term instruments to contract by 20bps week-on-week, while the medium- and long-term bills

depreciated by 17bps and 10bps week-onweek, respectively. Analysts at Afrinvest said, “Going into the week, we expect to see a boost in system liquidity on the back of OMO and T-bills maturities worth N107.4bn and N58.5bn, respectively. “On the back of these inflows, we anticipate that the CBN will resume its liquidity management via OMO auctions, which will keep yields around current levels across the curve.” Investors were advised to take advantage of T-bills with attractive yields, as well as available OMO bill offerings. House of Reps tussle: Why PDP is scared of rerun in Ajeromi/Ifelodun – Hon. Taiwo Hon. Kolawole Taiwo is the former Deputy Speaker of the Lagos state House of Assembly; he had invested 16 years into legislative business and is popularly referred to as Methuselah of the Assembly. He recently laid bare his reason for jostling to represent Ajeromi Ifelodun federal constituency of Lagos State in the green chamber, litigations arising from the inconclusive poll and his hope for the best among other sundry issues. PATRICK OKOHUE met him. What is the state of things with litigation hindering the conduct of the supplementary election in your constituency? I think that is where we have gotten ourselves to after the March election, the Independent National Electoral Commission (INEC), declared the election inconclusive and we were all looking forward to the rerun that was to come up on the 9th of April, suddenly my opponent in the PDP went to court and said she won, I was shocked because we have an umpire supervising and conducting the election who said this is where we are, that we still have 43,660 votes outside and they said she had 31,000 + votes while I had 28,000+ so we had the difference of 3,224 votes and they now said we will need to do supplementary election in those areas with problems, I feel when she heard that she realised it would be very difficult for her to win me because most of the areas in contention are our own strongholds, we have about 71 booths, though some of her own area are also there, she threw caution to the wind and went to a court in Abuja using all the connections in the House of Reps because I was told that the Speaker Rt.Hon Yakubu Dogara was like a pillar behind her. It’s Dogara that now want to tell us in Ajegunle who should represent u, I just wonder. They took the case to a court in Kubwa, not even in Abuja business district court, but far away in Kubwa, Gwari judicial district, we went there I was not afraid and the INEC lawyer said the court has no jurisdiction to hear the case, my lawyer said we should not bother ourselves with jurisdiction we should rather answer it, because when you have an exparte injunction according to my lawyers’ explanations it implies that you are called upon to afford the court with some information and we told them what INEC gave us, because they actually called a stakeholder’s meeting, to announce the inconclusiveness of the election. I was however shocked when I saw her complaint that INEC did not declare the result before saying we should go for a rerun, that is not true, because INEC did call us for a stakeholders meeting, but the PDP did not show up, that is where they told us that this is the scores of PDP, that of the APC and this is the difference and they cited the Electoral Act that says if the difference between the first and second is not up to the cancelled results then there is supposed to be a rerun and we still had over 43,660 votes outside in 71 booths. Go to most of the Igbo markets in our areas you would be shocked that they are not cooperating with us. Trinity market for example, the road leading there is so bad, but the adjoining streets some of them are still very good roads that can take three to four cars at a breathe, they pack all their wares on the road leaving just only one lane and our people are not fighting them, they are tolerating them because we don’t want anybody to view us as being tribalistic, but they are more tribalistic than us that they also want to determine our fate, I was telling some of them that, but you people are pulling us down I know where I supposed to be, I know where your reactions has gotten me to, I was supposed to be Speaker of Lagos Assembly they suddenly woke up one day and voted against us enmasse and we lost, we lost the election, we lost the opportunity, I told them that why are you people behaving like this? Renmoney takes technology to public schools in Lagos

Renmoney, a leading fintech company in Lagos, has partnered with Ingentes Technologies to coach public school pupils on computer programming. The initiative titled, ‘Tech for the Streets’ exposes secondary school students to technology by teaching them basic coding and providing them with other tips on how to be successful in the Nigerian technology space. Students at the IIupeju Senior Secondary School were the first to benefit from this in February 2019. Renmoney’s Information Technology Manager, Adija Uzodinma, facilitated a session during the orientation. While addressing the students, Adija said: “Technology skills cannot be ignored today as people who learn even basic technology skills are often viewed as more qualified for complex, higher income roles. I think it’s important that every child, no matter what career path they choose, should have at least one digital/technology skill”. Oluwatobi Boshoro, Renmoney’s CEO said: “We’re really happy to partner with Ingentes Technologies for this initiative because there’s a real need to provide a platforms where young minds can learn the basics from practicing professionals and be mentored to make good career choices”. Ingentes Technologies is an IT solutions company specializing in training, computer sales, repairs and IT support. Tech for the Streets is an initiative aimed at equipping public school students with ICT skills to prepare them to take advantage of future technological opportunities. Students will be tutored by seasoned facilitators on the use of Excel, Corel Draw and basic programming amongst many others.”

Yabatech water factory commissioned

The Water Factory of Yaba College of Technology (Yabatech) was recently commissioned by the Chairman, Governing Council, Prince Lateef Fagbemi, SAN, to boost the College internally generated revenue (IGR) and to provide hygienic and affordable water for the College community and its environment. Fagbemi disclosed that the day he commissioned the water factory was one of his happiest moments; and that he believed in achievement without noise. He praised the Rector, Engr. Obafemi Omokungbe for his resilience, and his ability to undertake thought provoking project. He described him as a silent achiever who God has put in charge to pilot the administration of this College to a greater height. He said “No matter what type of dream you have, if you don’t have the support of the governing council the dream will not come into reality, that is why I want to specially thank my colleagues for their understanding. It is because the Rector has the understanding of the Council, he has been very polite and civil, and always concerned about having the concrete things done. He is on the fast lane to see that Yabatech develop in all ramifications” “We all know the importance of water, no man on earth will wake up in a day and say that he is not going to drink water, if at all he is not drinking, he will use it to bath. I am happy that the dream of this water factory has come to pass; therefore I want to congratulate everybody that contributed to the project”, he said. The Chairman recommend the water for everyone in the institution and encouraged them to advertise it saying no matter how good a product is, if not advertised, nobody will know about it. “I want to advise that all the materials that will be needed for the production of the water should be sourced from within including the labeling, so that the money is retained here, nothing should go outside.” In his Opening remark, the Rector, Engr. Omokungbe, noted that he was happy because the establishment of water factory in the name of Yabatech is another landmark achievement, and thanked God that the dream has become a reality.

Train medical personnel in local languages, Minister urges stakeholders Stories: Esther Taiwo Minister of State for Health, Dr. Osagie Ehanire, has suggested training medical personnel in indigenous languages as part of solutions to challenges confronting the health sector. Ehanire said this at the maiden edition of the Professor Folabi Olumide annual lecture organised by the Alumni with the theme “Rethinking Medical Education: An Imperative for Improving Health Care in Nigeria” held recently at the Aderemi Makanjuola lecture Theatre, LASU Ojo, Lagos. The Minister also urged Institutional sectors to design curriculum that addresses local questions that are begging for answers and to address the relationship between the traditional practitioners and the orthodox practitioners. The Minister commended the management of the university and the alumni for organisng the event and for choosing the theme. He said: “The theme of this programme is apt and relevant to the direction of the President Muhammad Buhari’s administration on health.” He highlighted some of the concerns of the federal ministry of health, the need for universal health cooperation which he said is contained in the change and next level agenda of the president, the situation of Nigerian citizens chooses to seek health care abroad which rips the country of global confidence in the health system and interpersonal rivalries and frequent strives amongst workers and service distortion. On tackling the problems in the Nigerian health sector, he said: “We must tackle our challenges which is to provide basic health care for 198million citizens and also provide improved patient centre health care at all levels where it is needed, we also need to develop a country culture and circumstance tailored strategy and healthcare workers to achieve this objective, specific for us.” “Prioritisation may need placing less emphasis on some areas that are not relevant to our environment, however best practices from all parts of the world may be used to create a fit for purpose system, workforce and strategy. “It will be useless to copy hook line and sinker what work in another country with the erroneous belief that and mindset, beliefs and strategy are unique and different, we can solve

these 3 problems by giving thesis and instruction in the native local languages of our community rather than pursuing the so-called international standards and designing a curriculum that addresses as local questions which are begging for answers. I talked with the Ethiopian minister for health who told me once that they train workers in English language and gave them an exam which 20 percent of them failed, they were later given same exam in their local language and 80percent of them passed, this shows that language was an obstruction but what he was interested in is service delivery.” However, he stated that the door of learning from other countries must never be put out but should always remain open. “The relationship between traditional practitioners that are reality in our country and orthodox practitioners also needs to be address.” He added “It is necessary for us to go back to the drawing board. Medical education is in a state of constant flux. As new knowledge emerges, we must strive in Nigeria to remain up to speed with training and curriculum development.” “Beyond the impact of global knowledge and technology, countries have always tailored Medical Knowledge to their specific needs. Nigeria’s medical education must be tailored to meet our needs.” “We therefore must look at tailored specific solutions to our environment. However, best practices from around the world may be used to tailor our education. For example, we can train out medical practitioners in our local languages. We must also look at workable relationships in the interest of our country,” the minister added. The guest lecturer, Professor Foluso Afolabi Lesi, cited in his paper, the determinants of health as Income and social status, education, physical environment, employment and working conditions. “There has been an improvement in Nigeria’s health indices especially in areas of infant mortality rate. The improvement in health indices is directly influenced by growth of Medical Schools in Nigeria,” he said. On building a good health care system, he said “a good health care system requires among other, a robust financing mechanism; well trained and adequately paid workforce; reliable information on which the indices are based. Prof. Lesi identified some problems

with Nigeria medical education which includes; Quality of our products, Drop in the quality of graduates of our education sector, Discord among members of the health care team, Shortage of postgraduate training position, Brain Drain, Over 40k of the Doctors Nigeria has produced are operating abroad. On tackling the problems, he added that everyone within their spheres of influence must decide to do things right. “We must build better capacity among our faculty for teaching, research and leadership. We must encourage innovation and entrepreneurship among students and faculty, We must properly motivate and reward excellence. “Health indices in Nigeria, though improving are still unacceptably high, we in tertiary institutions, need to rethink, we train our health workforce to achieve desired results, we need to have selfless result-oriented and purposeful leadership at all levels of government, we all must join Prof Olumide in believing that “Africa will surely rise,” he said. Lesi, who is the Provost of the College of Medicine, University of Lagos, also called for a culture of rewarding excellence as a way of reducing brain drain within the medical professions in Nigeria. He challenged stakeholders on building the capacity of university teachers for teaching, research and leadership. “The current structure where people get the same remuneration irrespective of work output demotivates hard workers and dis-incentivises workers,” he said. Aside regular salaries, he believed that “a system should be in place where outstanding staff are given special consideration for awards and access to grants.” In the mood of celebration of the Lagos State pioneering Vice Chancellor, Prof. Folabi Olumide, the Lagos State University sitting Vice Chancellor, Prof. Olanrewaju Fagbohun, SAN, stated that the institution has since its inception graduated 200,000 graduates. In his welcome address, Fagbohun, said: “Sir you have every reason to be proud from one campus the university has now contains three campuses, seven faculties, three schools, one college, seven academic centers, a post graduate school, over 23000 students and close to 2700 academic and nonacademic staff”.

The National Commission for Collages of Education (NCCE) has called on the Federal Government and other stakeholders to ensure engagement of certified teachers into the teaching profession. Dr. Mchivga Abelega, Deputy Director Curriculum Development and Innovations, NCCE made the call at the five-day workshop on Review of the 2012 Edition of The NCE Minimum Standards for Arts and Social Science in Gombe recently. He said the commission had been working towards ensuring that the curriculum of the collages of education in country were up to date and that high quality teachers were produced. According to him, one of the major challenges is the problem of lack of employment in the teaching profession. “We have good teachers with the needed skills to teach, but who roaming the street searching for what to do,” he said. In his remarks, Prof. Bappa Muhammadu, the Executive Secretary of the Commission said the review exercise after every five years was to accommodate emerging issues and changing trends in the education sector. Muhammau who was represented by Mr Vitalis Uji, Director Administration Programme Department, said that the 2012 version of the minimum standards was due for review. “That is why we are here to take a second look at it with view to injecting new trends so that we make it more effective for training of effective teachers for our basic education system,” he said. Dr Adamu Ali, Provost Federal Collage Techinical (FCET) Gombe said NCCE had over the years been giving very responsive and dynamic leadership in ensuring standard in the tertiary teacher education sector in the country.

Egypt MPs pass amendments to extend Abdel Fattah el-Sisi’s rule

Uganda would ‘consider’ granting al-Bashir asylum A Ugandan official said his government would consider granting asylum to al-Bashir because of his role in mediating a peace deal in neighbouring South Sudan. “If Uganda is approached to grant asylum to Bashir it is an issue that can be considered at the highest level of our leadership,” Henry Okello Oryem, state minister for foreign affairs, told AFP news agency. Al-Bashir is wanted by the International Criminal Court on charges of genocide and war crimes relating to the conflict in Sudan’s Darfur region. Egypt’s Sisi offers support to military rulers Egypt’s President Abdel Fattah el-Sisi called al-Burhan, the head of Sudan’s transitional military council, Abdel Fattah to offer his backing. Sisi affirmed “Egypt’s full support for the security and stability of Sudan and its support for the will and choices of the Sudanese people”,

a spokesman for the Egyptian president said in a statement. Report: US to mull Sudan terror list removal after changes The United States would consider removing Sudan “from the list of state sponsors of terrorism if there is significant change in the country and a smooth transition”, a senior State Department official told Reuters news agency. Washington was in the process of discussions on removing it from the US terror list when the military intervened to remove al-Bashir. The US administration suspended the next round of the talks, scheduled for the end of April, after the military said it would enter a two-year period of military rule to be followed by presidential elections. “It is important that the will of the people are respected, and that Sudanese people be allowed a peaceful transition,” the official added.

Military council takes aim at alBashir era officials Sudan’s military council has dismissed the country’s public prosecutor and the head of the state-run radio and television broadcasters, according to a statement. Sid Ahmed Mahmoud replaced Omar Ahmed Mohamed Abdel Salam as the top prosecutor, the council said. It also named Murtada Abdullah Waraq as the new governor of Khartoum state, and Yahiya Altybe Abu Shora as the head of the judiciary. Russia recognises Sudan’s military council Russia’s deputy foreign minister said Moscow recognised Sudan’s transitional military council, according to the RIA news agency. Mikhail Bogdanov, responding to a question on whether Russia recognised the new authorities in Sudan and maintained contact with them, said: “Yes, of course.”

Egypt’s parliament has passed proposed constitutional amendments that could see President Abdel-Fattah el-Sisi remain in power until 2030, according to state media. The vote on Tuesday sends the changes to a public referendum that will likely take place before early May when the Muslim holy month of Ramadan starts. Critics have decried the proposals as another step back to authoritarianism, eight years after a pro-democracy uprising ended put an end to Hosni Mubarak’s decadeslong rule. The amendments approved by the 596-member parliament, which is dominated by pro-Sisi politicians, include allowing the general-turnedpresident to extend his current term by two years and stand for another six-year mandate. “Today, we are concluding what we started in February,” Speaker Ali Abdel-Al said at the beginning of the session. “In this great day, we offer to the Egyptian people a draft bill of the constitutional amendments.” Human rights record In recent weeks, large posters encouraging people to vote in the referendum and back the changes have been splattered across Egypt’s capital, Cairo, including in the central Tahrir Square, where mass protests became the symbol of the 2011 antiMubarak uprising and of hopes for democratic change in Egypt. “Take part, say ... ‘yes’ for the constitutional amendments,” says one banner near the pro-government Nation’s Future Party. Most of the posters were apparently funded by pro-government parties, businessmen and MPs, according to reports. Sisi led the 2013 military overthrow of elected president and Muslim Brotherhood member Mohamed Morsi. He won his first term as president in 2014 and was re-elected in March 2018 with more than 97

percent of the vote, after standing virtually unopposed. His government has been widely criticised by human rights groups for the repression of political opponents. In the past three years, more than 15,000 civilians, including children, have been referred to military prosecution in Egypt, according to Human Rights Watch. Proposed amendments The constitutional changes would only extend a president’s term in office from four to six years and allow for a maximum of two terms. But they also include a special article specific to Sisi that extends his current second four-year term to six years and allows him to run for another six-year term in 2024 potentially extending his rule until 2030. Justifying this clause, Abdel-Al, the speaker, said it was aimed at “political justice ... and the required stability.” The February draft of the special article was different, proposing to allow Sisi to run for two more six-year terms after his current term expires in 2022, possibly putting him at the helm of Egypt until 2034. No reason was given for the change, apparently made by the committee that drafted the final version of the text. The amendments introduce one or more vice presidents, revive the Senate and enshrine a 25 percent quota for women in parliament’s lower, legislative chamber. They allow the president to appoint top judges and bypass judiciary oversight in vetting draft legislation. They declare the military the “guardian and protector” of the Egyptian state, democracy and the constitution, while also granting military courts wider jurisdiction in trying civilians. Finally, they include provisions for what is described as adequate representation for workers, farmers, youth and people with special needs.

Pele ‘back on the field’ after short hospital stay in Paris

Former Brazil star Pele has thanked medical staff following his short spell in hospital and assured fans he is “back on the field”. The 78-year-old was treated for a urinary tract infection in Paris, where he had been attending a commercial event alongside Paris Saint-Germain forward Kylian Mbappe. He returned home to Brazil last week and has now told his

followers on social media that his recovery has gone well. He wrote on Twitter: “My dear friends. I’m happy to be able to write again to let you know that I’m fine. “I would like to thank the medical staff of Albert Einstein Hospital, and especially you, for the prayers and positive energy. I’m back on the field, thirsting for new goals in life.”

According to an official of the NFF close to the team, the sponsors, Zenith Bank, are so excited that some of their products in the Future Eagles Project have graduated into the current national U-17 team. About seven of the players featured in the Zenith’s youth developmental competition and the bank is banking on

them to go all the way and excel. The NFF official said: “The officials of Zenith are so happy that some of the players who were in the Future Eagles project are currently in Tanzania in the colours of Nigeria. “This is not a small feat and it is understandable that the bank chieftains are happy that their investment is really worth the while in the country’s football development. “The NFF has about 11 national teams to take care of and it is wonderful that sponsors like Zenith Bank are assisting to reduce the burden of the federation.” The Eaglets under the tutelage of Coach Manu Garba defeated host Tanzania 5-4 in

a highly entertaining opener on Sunday. It will be recalled that the NFF President, Amaju Pinnick, Vice President, Seyi Akinwunmi, and board member, Aisha Falode, late last year lead the U-17 team and officials to the headquarters of the bank in c on a courtesy visit. “We are so grateful to the management of Zenith Bank for helping us with the Future Eagles project which has taken some burden off our shoulders. The competition involved young boys from all parts of the country. AFCON: Emmanuel Amuneke predicts early exit for big names Tanzania’s head coach Emmanuel Amuneke has predicted that some of the bigger names could make an early exit from June’s Africa Cup of Nations. A former Barcelona FC captain and three-time UEFA Champions League legend, Carles Puyol, has arrived Nigeria on a three-day visit starting from today, Tuesday to Thursday (April 16-18). The former captain is in Nigeria to lead the UEFA Champions League tour connecting with consumers and football lovers across two states in the country, namely Akwa Ibom and Lagos. Regarded as one of the best defenders of his generation, Puyol has won 20 major titles, including six La Liga trophies and three UEFA Champions League titles. He has also won 100 caps for Spain, and was part of the squads that won Euro 2008 and the 2010 World Cup. It was gathered that the 40-year-old defence maestro on arrival in Uyo, Akwa Ibom state on Tuesday morning was met with a rousing welcome from hundreds of fans as he signed a couple of autographs.

Puyol will be in Uyo for a consumer event and an Unmissable Match, as he would be playing as Captain of the Chairman Team alongside ex-Nigerian internationals, current NPFL wavemakers, Akwa United players and selected consumers against a ‘Shine Shine Bobo Team’ led by Nigerian football legend, Jay Jay Okocha.
