The Governor of Central Bank of Nigeria, Mr. Godwin Emefiele, has disclosed that after five consecutive quarters of negative growth beginning in the first quarter of 2016, a coordinated approach by the fiscal and monetary authorities supported a rebound in the nation’s economy during the second quarter of 2017. He stated this at the University of Nigeria (UNN) while delivering a lecture titled: “From Recession to Growth: The Story of Nigeria’s Recovery from the 2016 Economic Recession” at the Special Convocation of the university on Friday. The CBN governor, who was also conferred with honorary doctorate degree of the institution, said the recovery was driven largely by improved nonoil activities especially, the agriculture sector which he said expanded consistently by about 3.5 per cent to 4.3 per cent reflecting government’s efforts at diversifying the economy. “After 5 consecutive quarters of negative growth beginning in the 1st quarter of 2016, a coordinated approach by the fiscal and monetary authorities supported a rebound in the nation’s economy during the second quarter of 2017. “This was nonetheless, reinforced by the pickup in the oil sector as oil prices rallied in 2017. The pace of quarterly GDP growth has improved from .5 percent in the second quarter of 2017 to 2.38 percent in the fourth quarter of 2018,” he stated. Emefiele however noted that challenges still remain such as ensuring that the pace of GDP growth remains well ahead of our annual population growth at 3 percent, adding that this can only be achieved if we continue to support efforts aimed at improving domestic production of goods in Nigeria. He added that proactive fiscal actions, especially, infrastructure investment was required to enhance economic growth. Emefiele said that since the Anchor Borrowers Programme, the country had been able to save over $800 million, due to decline in the importation of rice. “So far, the programme has supported more than 1,059,604 small holder farmers across all the 36 states of Nigeria in cultivating 16 different commodities over 1.114 million hectares of farmland. “It has also supported the creation of over 2.5 million jobs across the agricultural value chain. “A key emphasis was placed on improving rice production, given the considerable weight importation of rice had on Nigeria’s import bill,” he said. Upon his arrest on Friday, it was also discovered that the same herbalist impersonated Femi Adesina, the Special Adviser to the President on Media and Publicity, among other prominent citizens. The suspect with others who are still at large allegedly used the names of the senior government officials to scam a South Korean national, Keun Sig Kim, under pretence of getting him an NNPC licence that would enable him purchase a company. The petitioner had paid over N30 million into the suspect’s account as fee to get the licence. Speaking, Kim said:”I transferred $4,285,071 United States Dollars, to the United Bank of Africa, account number 2107575870 in the name of one Jamiu Isiaka, an associate of Mr. Shola Adeshina. It is noteworthy that this account particulars have been provided severally for me to make transfer to.” Isiaka, during interrogation with EFCC officials, claimed that he used the money to perform sacrifice on behalf of the petitioner. He claimed to have bought a vulture, elephant’s skin, elephant’s intestine, skull of a lion, and liver of gorilla, among others. The suspect will soon be arraigned in court while efforts are ongoing to nab the accomplices at large. In a related crime incident, EFCC on Friday arraigned two legal practitioners, Tom Awhana and Paul Okoro, before Justice Mojisola Dada of the Special Offences Court sitting in Ikeja, Lagos on a 19-count charge bordering on conspiracy to steal. The lawyers were alleged to have stole the sum of N92,436,342.30 belonging to a Law firm, Mogbeyi Sagay & Co. and converted the money to their personal use, while they were in the employ of the Law firm. Awhana, was appointed the Head, Mogbeyi Sagay & Co., after the death of the founder, Mogbeyi Sagay, SAN, in 2012 by the consultant to the firm and brother to the deceased, Prof. Itse Sagay, SAN, Chairman,

Presidential Advisory Committee Against Corruption, PACAC. He was also made the overseer of the Estate owned by the late Sagay and also a signatory to the firm and Estate. However, having assumed the position, he allegedly secretly opened personal bank accounts in the name of Mogbeyi Sagay & Co. with First City Monument Bank, FCMB, Union Bank Plc and Heritage Bank and subsequently diverted funds and cheques drawn in favour of the firm. One of the counts reads: “That you, Tom Ahwana and Paul Okoro, sometime between 2012 and 2013 in Lagos, within the jurisdiction of this Honourable Court, conspired to commit felony, to wit: stealing of the sum of N3,660,000.00 (Three Million, Six Hundred and Sixty Thousand Naira) property of Mogbeyi Sagay & Co.” They pleaded “not guilty” to the charge when it was read to them. In view of their pleas, the prosecuting counsel, Rotimi Oyedepo, asked the court for a trial date and further submitted that the “issue of bail is at the discretion of the court.” Counsel to the first defendant, Oluwaseun Olusiyi, told the court of a bail application filed and served on the prosecution and urged the court to grant her client bail. Olusiyi further told the court that a peaceful resolution of the dispute had been activated between the first defendant and the family of the late Sagay. Counsel to the second defendant, Kingdom Ani, informed the court about a pending application for bail on behalf of his client. Justice Dada admitted the defendants to bail in the term and condition that both defendants submit their international passports with the Court’s Registrar pending the hearing and determination of the charge against them. While adjourning to June 4 and 25, 2019 for commencement of trial, Justice Dada, ordered that they should be remanded in prison pending the perfection of their bail. EFCC operatives in Benin city also held four officials of Port Health Service of the Federal Ministry of Health, Benin City, the Edo State capital over e-yellow fever travel card racketeering.

They were arrested in a sting operation, sequel to a petition in which the petitioner alleged that her aged mother who was to travel to Europe visited the Benin Office of Port Health Service to procure the e-yellow fever travel card, but rather than lead her through the proper procedure, she was convinced to pay N10,000 to obtain the card instantly. The arrested officials will be arraigned in court as soon as investigations are completed. Meanwhile, the EFCC on May 16 secured the conviction of Adiabokpa Emmanuel before Justice M. G. Umar of the Federal High Court sitting in Benin City, Edo State. Emmanuel was convicted on a one count charge of impersonation contrary to Section 22 (2)(b)(IV) of the Cyber Crime (Prohibition, Prevention etc) Act 2015 and punishable under section 22 (2)(b)(IV)) of the same Act. Emmanuel was alleged to have impersonated one Patrick Ryan on a dating site in order to hoodwink Miss Leong Sao Chu with the intent to obtain money from her. S’Court in split decision, dismisses C’River’s suit on Onnoghen Andrew Orolua, Abuja

The Supreme Court on Friday in a split decision of six to one dismissed the suit filed by the Cross River State government challenging the suspension and trial of former Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, for being incompetent. Justice Onnoghen has since resigned his position and the Code of Conduct Tribunal convicted him for misconduct after it found that the former CJN did not declare five of his bank accounts in his assets declaration form. Cross River State had filed the action at the apex court trying to stop the suspension. The state equally asked the apex court to quash the charge against Onnoghen, who is an indigene of the state. However, in a dissenting judgment, Justice Mary Peter- Odili of the Supreme Court granted all the reliefs sought by the plaintiff after holding that it has the locus standi to institute the action. Justice Odilli, who dismissed the preliminary objection filed by the Federal Government, held that it was proper for the plaintiff to bring the action having been clothed with locus standi. In her dissenting judgment, Justice Odilli held that the Code of Conduct Tribunal (CCT) lacked the jurisdiction to adjudicate on the criminal charge against Onnoghen. She held that as a judicial officer, the matter ought to have been handled by the National Judicial Council (NJC) first as in Nganjiwa Vs Federal Republic of Nigeria (2017). But in a majority judgment, six out of the seven justices of the apex court on the panel, held that the plaintiff lacked the requisite locus standi to institute the suit. Other Justices of the Supreme Court who agreed with the majority and lead

Onnoghen judgment delivered by Justice Paul Galilje were Justice Olabode Rodes Vivour; Musa Daitijo Mohammed; Kudirat Kekere- Ekun; John Inyang Okoro and Justice Sidi Bage. At the last adjourned date when the case came up, counsel for the plaintiff, Locius Nwosu (SAN), had while adopting his brief of argument, urged the court to grant the reliefs sought by the state. On his part, counsel to the defendants and the Solicitor-General of the Federation, Dayo Akpata, argued his notice of preliminary objection and urged the court to dismiss the suit on the ground that the plaintiff lacked the locus standi to institute the action. In a notice of preliminary objections filed by Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), the Federal Government further challenged the jurisdiction of the court to entertain the

matter on the grounds that “there is ‎no dispute between the defendants in this suit and the plaintiff as envisaged under section 232(1) of the 1999 constitution (as amended). It was also the contention of the Federal Government that “the subject matter of this suit is personal to Hon. Justice Onnoghen Nkanu Walter Samuel and does not in any way affect the Cross River State government as to confer it with the locus to institute this suit. “The reliefs and claims made herein by the plaintiff are not for the benefit of Cross River State but personal to Hon Justice Onnoghen Nkanu Walter Samuel,” he argued. Besides, Akpata informed the apex court that the subject matter of the suit is already before the Court of Appeal which has reserved judgment. He submitted that the action of the Cross River State amounted to “forum shopping and an abuse of court process.” Regardless, the plaintiff counsel, Locius Nwosu insisted that the case of his client is different from the appeal filed by Justice Onnoghen at the Court of Appeal, insisting that “my lords, the suit is not about Justice Onnoghen but about the interpretation of the constitution. “It is for the interpretation of the provisions of the 1999 constitution, particularly sections 4,5,6, 153(1), 158(1), Paragraph 21(b) of Part 1 of the Third Schedule of the 1999 constitution (as amended), the purported filling of the charge in charge No. CCT/ABJ/01/19 between FGN vs Hon. Justice Onnoghen Nkanu Walter Samuel before the Code of Conduct Tribunal against a Judicial officer who in this case is the Chief Justice of Nigeria, without any formal complaint having been made against him to the National Judicial Council (NJC) robbed the tribunal of jurisdiction to try the charge, and all the proceedings relating thereto are null and void, a nullity”.

We demolished Caramelo night club to instill sanity- FCT minister Says clubbing, night life allowed in Abuja

Mathew Dadiya, Abuja The Minister of Federal Capital Territory (FCT), Mohammed Bello, has defended demolition of controversial Caramelo night club located at Utako district in Abuja by the authorities. The Federal Capital Territory Development Authority (FCDA) through its Department of Development Control (DDC) had on Monday demolished the controversial Caramelo Lounge, a popular strip club, located at No 630, TOS Benson Crescent, Utako District Abuja, for allegedly contravening the FCT land use regulations. Bello while responding to a question after the Federal Executive Council on Wednesday at the Villa on why the building was not confiscated rather than demolished, said that the action taken was as a last resort following a breach by the original owner. The FCDA authorities also revoked the Certificate-of-Occupancy (C-of-O) issued on the plot. He explained that the land that housed the demolished strip club has now become government property. The FEC meeting was presided over by the Vice President Yemi Osinbanjo on Thursday night. Bello noted that while Abuja is a city for everyone, nevertheless, the law had to take its course and the government is determined to follow the master plan in all its dealings. He explained that everything in Abuja was being governed by laws, rules and regulations through the Abuja Master Plan and any violation of the plan would attract sanctions from relevant authorities. According to him, the master plan

makes provisions for all activities including night clubs, saying that it does not allow a person to convert a building meant for a clinic into a night club. “I’m quite interested also with the way I see the feedback from the wider community. “I have had cause to discuss with many of your colleagues where many people felt that this minister has not been demolishing. “As a matter of fact `he is not demolishing so he is not working’ – it is due process, my brother. “If you check the record you will be surprised how long it took to reach that painful decision of having to demolish that (property). “As a matter of fact that all the regulations were there – that property is no longer owned, it has been reverted to government because it is very clear, check any C-of-O, you will see the conditions. “If there is a flagrant abuse and there are no efforts to correct that abuse, it reverts back to government. “But I want you to be rest assured that for every demolition you see maybe a hundred were saved”. The minister urged Nigerians to” go about their normal business in the city but should follow the law. The authorities were said to have given a notice before the demolition took place. But the Managing Director of the club, Maxwell Eze, had lamented that the notice was given on Friday with a 21-day notice which was reduced to 48hrs. Eze argued that they were not given enough time to remove any valuables before the demolition. He added that N500 million worth of equipment had been lost in the demolition which has rendered a direct staff strength of 105 unemployed.

Chukwuemeke Iwelunmo Federal Government has said it may have to downgrade the Akanu Ibiam International Airport, Enugu or shut it down outright to enable it effect renovation on the airport runway to avoid any major incident. This is just as the Murtala Muhammed International Airport (MMIA) may be torn down and rebuilt with nothing less than N14 billion as the airport, according to the government, has seen better days. Minister of State, Aviation, Senator Hadi Sirika, made this known at 2019 Stakeholders’ Forum where he said he had made entreaties to the Enugu State government to aid the Ministry to carry out renovation of the runway to no avail. According to Sirika, the state government was supposed to remove its state radio station mast at the runway, relocate its market which has an abattoir that attract birds and a free trade zone at the edge of the runway that would aid repairs. Sirika said: ”We may downgrade Enugu Airport in terms of international airport. The runway is terrible. I have been there three times, seen the governor of the state and told them what to do but nothing has happened. ”There is a market and an abattoir there at the side of the runway. And this attracts birds. Of recent Air Peace suffered a bird strike and this affected the airline, thank God no major incident. ”At the end of the Enugu runway, you have the government establishing

a free trade zone at the centre. Enugu is to the East what Kaduna is to the North. When government wanted to expand the runway to 60m long and 71 m wide, there were few houses there and we were promised that they would be demolished and the owners compensated so we can have the improvement but now they have built more houses.” ”Enugu would have to be closed down, that is the honest truth. I’ve told the governor, please let’s face Enugu; expand it and extend the runway; we can push the market two or three kilometers away. We spent US$100 million dollars to do the terminal but who is going to go there? Even domestic airlines we will stop,” Sirika said. On the renovation of the MMIA, Sirika explained that the airport terminal has reached bucking point as it was built to handle 200,000

passengers but is currently doing 8,000,000 passengers and has collapsed. According to him, Julius Berger has done the estimation and will do everything once the new airport is complete and operations shift there. In the same vein, Managing Director of the Federal Airports Authority of Nigeria (FAAN), Saleh Dunoma, explained that the process may not take as long as they plan to finish the Chinese-Nigeria funded terminal and move some operations there while work takes place. Speaking on projects done, Sirika explained that since 2015, its projects done are over 80%. According to him, of the 157 projects were embarked upon, 130 of them have been completed 100%. He further said of the projects, 13% of the projects not completed are above 50% while 15% are below 50%.

Ejiga pleaded with the court to temper justice with mercy as his client was a first time offender and a youth who has promised never to go back to the crime. Justice M.G. Umar thereafter, sentenced the defendant to two - month imprisonment. The court also ruled that all assets recovered from the defendant as proceeds of crime be forfeited to the victim through the Federal Government.

Governor, Kashim Shettima of Borno State, on Friday, in Kaduna, clarified media reports attributed to him over the split of Kano Emirate. The Governor spoke in response to question by a journalist at the end of the northern Governors meeting. The journalist had asked if media reports were true, that he spoke in support of the creation of four additional Emirates in Kano State by Governor Abdullahi Umar Ganduje to downsize the influence of Emir of Kano, Muhammad Sanusi. Shettima said he could never have spoken ‎in support of the split of Kano Emirate or against the Governor because he has special relationship that makes him in the debt of both Governor Ganduje and Emir Sanusi. Governor Shettima spoke in the presence of Governor of Kano State who was at the meeting of the Northern Governors during the questions and answers session. “The context of my remark was completely changed but I normally do not confront journalists because they have been of strong support to me. Fact is that I could never have supported the development in Kano Emirate or spoken against the Governor. Governor Ganduje and his highness, the Emir of Kano have done some things that eternally dear to the people of Borno, to me in particular. “Governor Ganduje has adopted and granted lifetime scholarship from primary to University levels to 200 orphans from Borno State whose parents were killed by Boko

Haram. These children are provided with accommodation, feeding and being given very good ‎education in Kano State under a special welfare programme that the Governor approved. ‎ “On the other hand, the Emir of Kano was our main link to Alhaji Aliko Dangote. In 20016, the Emir was in Borno and on seeing the humanitarian situation, he spoke to Alhaji Aliko Dangote and Dangote has been two Borno State more than 3 times. He has given the highest individual and private sector support to our humanitarian course and I will never forget that the Emir of Kano was the link. “As CBN Governor, the Emir brought the CBN entrepreneurship development centre to Borno State back in 2013 or so. He helped in raising global local and global awareness to our situation in Borno. I will never forget the empathy shown to us by the Emir of Kano as well as Governor Ganduje and this is why I play the role of a bridge builder. “And then, we Governors have one unwritten policy, we don’t openly interfere with the issues of one another. We only play background roles to lobby and appeal. The northern Governors did play a role sometime back over the same Kano Emirate and we are still working underground because I cannot dictate to Ganduje how he should run Kano but we can work underground as bridge builders. God willing, the Governor and the Emir will come back together as one,” Shettima said.

Northern governors unveil N6bn Short News regional economic recovery fund EFCC raises alarm over cyber-crime rate

The Northern States Governors’ Forum (NSGF) has created a joint financial institution worth N6 billion to serve as a vehicle for the region’s economic recovery and development. Out-going Chairman of the forum, Governor Kassim Shettima of Borno state revealed this on Friday in Kaduna while highlighting his achievements in the last four years. He said the initiative was part of efforts to make the region attain some degree of financial independence, saying that under the scheme, the region’s moribund textile industry and New Nigeria Development Company (NNDC) would be revived. Gov. Shettima, who said all the 19 northern governors are expected to contribute to the fund which has so far realized N650 million further disclosed that each state is mandated to contribute N50 million monthly for a period of six months. “So far, we have N650 million out of the expected N5.7 billion. I am therefore, calling on states that are yet to fulfill their pledge to do so in order to enable us embark on the implementation of the various programmes and projects articulated under the scheme. “These include the establishment of a renewable energy plant, capable of generating 3, 000 – 4 000MW of electricity. The forum has also taken pragmatic initiatives to resuscitate the New Nigeria Development Company (NNDC) to restore it to its position

as the business and economic livewire of the region,’’ he said. According to him, about N6 billion was approved by the forum for the implementation of a five-year strategic development plan which will propel the region into economic prosperity. “In addition, a new commodity marketing company was established as a subsidiary of the NNDC to develop and promote agricultural activities in the region. To further consolidate the economic base of the region, the NNDC has signed a memorandum of understanding with Savanna Petroleum Limited for the development of four oil blocks. “The NNDC has commenced negotiations with the Department of Petroleum Resources (DPR) to venture into oil and gas exploration in the northern region,’’ Shettima added. Also, the Borno state governor disclosed plans to resuscitate the Kaduna Textiles Company to full production, which he said would hopefully among other things, meet the uniform needs of the armed forces and other para-military agencies. Shettima said the forum has also resolved the misunderstanding between pensioners and the management of the New Nigerian Newspapers and that the process had commenced for the payment of the entitlements of the pensioners. The Economic and Financial Crimes Commission (EFCC) says it is worried over the frightening dimension which cyber -crime has assumed in the country, especially in the South East. The South East Zonal Head of the commission, Usman Imam expressed the worry on Friday in Enugu while briefing newsmen on the activities of the anti-graft agency in the first quarter of 2019. Imam said that cases of cyber-crime, popularly called ‘Yahoo Yahoo’ has become alarming in the zone, saying that “from investigations so far made, it is unfortunate that some parents are not only aware of their children’s involvements, but even abet such terrible crime. “What is very worrisome is that most of the perpetrators of this crime are either students of institutions of higher learning, graduates, youth corps members or secondary school students learning from their elders. “To think that these criminals are those who will in future take up the responsibility of leading this country must certainly send shivers down the spine of any right thinking Nigerian.” He said further that the commission has within the period under review seized some exotic cars from the suspected ‘Yahoo Yahoo boys’ being investigated and wondered how a student would own a car worth about N10 million, adding that the commission had been inundated with such matters. Imam called on Nigerian youth to toe the path of honesty, adding that anybody convicted of cyber-crime would live with such stigma for the rest of their lives. “I want to appeal to parents to take up their God-given responsibilities of monitoring their children or wards. In the South East, the case of internet or cyber-crime is very alarming,” he said. He added that the commission is currently investigating cases involving several Ponzi schemes portrayed as cooperative or empowerment schemes as such schemes which promise up to 60 per cent return on investment within seven days were milking unsuspecting victims of millions of naira. He said that such schemes dealt in cash with returns made in either cash or electrical appliances or even food items and warned the public especially those in Aba, Abia state to beware of any transaction with organizations such as “perfect ladies, unstoppable ladies, Christian ladies, unlimited ladies, raising lives and ever better association.”

‘FG lacks financial muscle to build infrastructure’ Joseph Inokoton, Abuja The Federal Government of Nigeria lacks the wherewithal to finance successfully its numerous infrastructural projects required to place the country in a better stead for development. A viable option open to government in the midst of scant resources is the Public Private Partnership (PPP) model, which allows it to share risk and other responsibilities of maintaining infrastructure projects. Besides, it is not certain that the Federal Government can assure of securing a better deal with the private sector without training its staff on how to negotiate with the private sector. This was disclosed by Ikenna Emehelu, a partner with the US law firm, Norton Rose Fulbright, in a presentation in Abuja at the opening of a three-day capacity building workshop on Public Private Partnership (PPP) Projects for Public Servants in the Railway and Inland Dry Port sector The US expert pointed out that the “Federal Government doesn’t have enough money to build up Nigeria’s infrastructure; PPP model allows the Federal Government to share risk and responsibility of designing, building, financing, operating, and maintaining physical infrastructure projects with the private sector. “But Federal Government cannot assure that it struck a good deal with the private sector, unless its staff are trained to negotiate with the private sector”. However, the Federal Government said it is committed to Public Private Partnership (PPP) model as a viable option for the development of infrastructure in the country. Court strikes out suit seeking to sack Saraki, Dogara, 52 others Abdrew Orolua, Abuja The Federal High Court, Abuja on Friday struck out the suit seeking to sack Senate President Bukola Saraki, Speaker, House of Representatives, Yakubu Dogara and 52 other lawmakers over their defection from the political party that sponsored them to the National Assembly to another political party. An advocacy group, Legal Defence and Assistance Project (LEDAP) had filed the suit seeking the sack of the National Assembly members over their election last year. LEDAP in the suit filed on September 14, 2018, also prayed the court for an interpretation of Section 68(1)(g) of the 1999 Constitution. Justice Okon Abang while ruling on the preliminary objection raised by the lawmakers, ruled that the plaintiff has no locus standi (legal right) to file the action seeking the sack of the lawmakers. The judge said the plaintiff is not a political

party and did not sponsor the defendants to contest election to the National Assembly and that it has no locus standi to file the legal action because he is not the Independent National Electoral Commission (INEC) that is empowered to regulate and monitor political parties, neither is he a member of the senatorial district or constituencies that voted the defendants to the National Assembly. According to the Judge, LEDAP did not put anything before the court to show that members of the defendants’ constituencies were aware of the suit and failed to also show that he suffered any injury over and above other members of the public. “Even though the plaintiff has a good case aimed at promoting the rule of law and constitutionalism, I do not think the plaintiff has the locus standi to institute the action,” he held. Justice Abang said the plaintiff did not secure fiat from the attorney -general of the federation to file the action and has not shown how the defection of the lawmakers

affected his fundamental rights. The judge further faulted the suit of the plaintiff on the ground that he failed to join the political parties that sponsored the defendants in the suit, adding that “the case of the plaintiff is incompetent, lacking in merit and is hereby, accordingly struck out.” Earlier, he had declined the defendants request to refer the matter to the Court of Appeal for the interpretation of Section 68(1)(g) of the 1999 Constitution, saying that the Supreme Court has provided enough materials that will assist the court in arriving at a decision in the matter. The judge said the third defendant (Senator Godswill Akpabio) was joined in the suit in error because he never defected from the Peoples Democratic Party (PDP) to the All Progressive Congress (APC). He said Sen. Akpabio only moved from the PDP to the APC after he was expelled from the PDP, noting that Sen. Akpabio has the constitutional right to join any political party of his choice to represent the people that voted him to the National Assembly.

NAHCON inaugurates 10-man hajj security committee Executive Chairman of the National Hajj Commission of Nigeria (NAHCON), Alhaji Abdullahi Muhammad has inaugurated a 10-man central security monitoring committee for the 2019 Hajj operations. NAHCON Head of Public Affairs, Mrs. Fatima Usara made this known in a statement on Friday in Abuja. Usara explained that members of the committee were drawn from the security and other agencies, namely, the National Intelligence Agency (NIA), Department of State Services (DSS), the police and the National Agency for Prohibition of Trafficking in Persons (NAPTIP). Others are the Nigeria Security and Civil Defense Corps (NSCDC) and Special Services Department of the Office of Secretary to the Government of the Federation (OSGF) among others. Usara said that members of the committee have been tasked with the burden of managing security matters in all aspects of the 2019 hajj beginning from local fronts onward to foreign domains. She also said that the committee is charged to be proactive, watching out for preventive strategies rather than post-mortem analysis of unfortunate occurrences. “Particularly, their attention shall be drawn to drug related as well as human trafficking felons waiting to take advantage of the pilgrimage period to carry out their heinous trades. “Generally, they are expected to gather intelligence reports that will guide the commission even in its future plans,” she said. Usara said that the ultimate objective of the team is to carry out missions that would translate to safety of Nigerian pilgrims from the moment they set out to the airports, to the period of their stay in Saudi Arabia until they return to Nigeria. “You are urged to look out for miscreants exploiting naive Nigerian pilgrims during hajj seasons,” she charged.

Fayemi denies sacking over 2, 000 civil servants employed by Fayose

Governor Kayode Fayemi of Ekiti state on Friday refuted claims that his administration sacked over 2, 000 workers employed by his predecessor, insisting that no genuine staff of the state civil service was sacked by his government. Fayemi’s denial is contained in a statement released by his Chief Press Secretary, Olayinka Oyebode in which he stated that he was only correcting the fundamental error of former Governor Ayo Fayose. The statement by Oyebode said that “Fayemi never sacked anyone. You cannot sack people who are not duly employed in the first place. The so called recruitments carried out were obviously mischievous because it neither followed due process nor was it ever completed.” He said the affected persons were not duly captured in the civil service structure, reiterating that “apart from a letter of employment purportedly given them, they do not exist in the state civil service nominal pay roll. Besides, they were never captured in the state’s biometric payment system and never received any salary since the purported appointments since October 2018.

“You can imagine 2, 000 applicants who did not know the offices or jobs they were being employed for. An application form that did not indicate the position each applicant was vying for. “So, this means they were arbitrarily assigned to jobs after an unprofessional interview process. How logical is it for a government that was owing nine-month salary/pension to add to wage bill? “The Local Government Service Commission and others saw through the scam and refused to issue phony letters to purported employees. Public notices and announcements of warning were issued to the public by the incoming administration then, that a government that had less than 45 days to leave office should not engage in a theatre of the absurd, but the affected job-seekers ignored the caveat. “The said application fee of N1, 000 paid by each of them were paid to fraudsters and not into government account. A genuine government recruitment application fee will be paid into treasury single account and not into private accounts.” According to the statement, a proper recruitment process will begin as soon as the head

of service ascertains the available vacancies in the public service in line with the directive of the governor. “All Ekiti indigenes, including those 2, 000 persons whose illegal appointments were cancelled are qualified to apply,” it further said. Meanwhile, the organized labour in the state has said it would intervene in the plight of the sacked workers who are victims of the past government’s appointments. State Chairmen of the Nigeria Labour Congress (NLC), Joshua Kolapo and the Trade Union Congress (TUC), Sola Adigun respectively, said everything would be done to persuade government to back down on the sack of the affected workers. “We know ordinarily that what we are out to fight for, is not a right. It is just to persuade and beg at least in the interest of innocent job -seekers and their dependents. “We will let government know that the newly recruited staff are not in any way at fault. We will also let them know that two wrongs do not make a right, especially when you consider the high rate of unemployment and the desperation that accompanies such circumstances,” they stated.

FG to complete Bodo-Bonny Road soon – Fashola Minister of Power, Works and Housing, Babatunde Fashola on Friday declared that the Bodo-Bonny Road would be completed as scheduled. Fashola, who was represented by the Director, High Way Construction and Rehabilitation, Yemi Oguntiminiyi said this while inspecting the BodoBonny/Port Harcourt-Aba Road project in the state. He said the project was one of the critical projects in the country that needs to be completed due to its economic importance. The project which commenced on October 20, 2017 is expected to be completed on August 19, 2022. The 35.68 km project is being handled by Julius Berger at the cost of N120.6 billion. The minister said the federal government would fund the project to ensure its speedy completion. Managing Director, Nigeria Liquefied Gas (LNG), Tony Attah said the company, has contributed N60 billion to ensure the execution of the project, disclosing that the executive order of 007 signed recently by President Muhammadu Buhari encouraged the company to contribute financially to the project. Project Manager of the road project, Thomas Haug said the road had about seven kilometers in swampy areas of Opobo channels.

UNICEF trains 70 northern youths on child education advocacy The United Nations Children’s Fund (UNICEF) in collaboration with the National Commission for Mass Literacy, Adult and NonFormal Education (NMEC) have mobilized about 70 youth from 12 in the north alongside the Federal Capital Territory for intensive training on advocacy for child education for national development. Also co-sponsoring the initiative is the Department for International Development (DFID), the United Kingdom government department for administering overseas aid. The 4-day event tagged: “Mobilizing Nigeria’s youth for increased access to safe, quality education for all especially girls” which ended on Thursday in Kano was attended by selected youth representatives from Adamawa, Kano, Niger, Sokoto and Kebbi states. The workshop while extensively examining the predicament in translating the right to education to reality identified abject poverty, early marriages prevalent in the north, teenage pregnancy, gender-based violence, poor infrastructure, relevant and quality of teachers as hindrances militating against the right to

education in the country. To address the identified problems, the workshop identified the use of advocacy, incentives and social safety net interventions, providing role models and hiring more female competent teachers. Others are legislating and enforcing against child marriage, implementing CEDAW, UBE Act, Child Right Act, use all for education mechanism to achieve education for all as well as creating awareness to increase demand. Also, critically identified is attending to supply issues necessary for enrolment. Dr. Ihebuzor, who was the lead resource person stressed in his paper presentation that education is a tool per excellence for national development, adding that the Millennium Development Goals (MDGs), Education for All (EFA), Sustainable Development Goals (SDGs), National Policy on Education and the Minister’s Strategy Plan on Education (MSP) all prominently highlighted the importance of education.

The National Youth Service Corps (NYSC) has been thrown into mourning following the death of the Kogi state Coordinator, Mrs. Oludolapo Ahile in an auto crash. According to the Kogi NYSC Assistant Director, Public Relations, Adedapo Tayo, the coordinator was involved in the ghastly accident alongside her husband on Keffi-Akwanga-Lafia highway in Nassarawa state at about 2 pm on May 16 after her vehicle somersaulted twice and veered into the bush. The late coordinator and her husband with two other occupants were said to be on their way to Benue state for the burial/funeral of her father in-law. He disclosed that the coordinator’s husband, Michael Ahile, the driver and the other persons survived the crash though with several degrees of injuries, but unfortunately Mrs. Ahile died in the early hours of May 17 after been rushed to the hospital. Speaking further, Tayo disclosed that the late coordinator’s husband whose injuries were more severe has been transferred to a hospital in Abuja. “Her husband, Michael Ahile picked her in Abuja and they embarked on the journey to Benue through Keffi-Akwanga-Lafia highway.

Court frees Chinese woman for setting Lagos hotel ablaze

A 47-year-old Chinese woman, Zhen Zhen was on Friday set free by an Ikeja High Court four years after setting ablaze a section of a hotel located in Ikeja, Lagos. Zhen was set free following a plea bargain agreement she entered into with the prosecution team of the Lagos state government. Delivering judgment, Justice Hakeem Oshodi held that Zhen had served more than the two-year sentence recommended in the plea bargain agreement, stating that “the defendant has shown remorse and has been in prison custody for more than two years. “The court is satisfied that the defendant understands the charge she pleaded guilty to and therefore, accepts her plea of guilt. The defendant, Zhen Zhen having spent two years in prison custody, the court hereby orders that she be released forthwith from prison custody today.” Following the judgment, a Chinese interpreter, interpreted the judgment to Zhen in mandarin and upon hearing that she was now a free woman, smiled and clapped in relief and joy. Earlier during proceedings, Ms. Yemisi Olatunde, the state prosecutor informed the court that the Chinese national had entered a plea bargain agreement dated April 24 with the state government. She noted that under the terms of the plea bargain agreement, Zhen will plead guilty to a lesser charge of willful damage to property contrary to Section 350 of the Criminal Law of Lagos state, adding that Zhen has agreed to serve a two-year prison sentence which will be inclusive of the date of her arrest and detention. Zhen was accused on willfully setting ablaze Ernest Place located at No. 28, Bamishile Street, Allen Avenue, Lagos on July 5, 2015.

Appeal Court affirms Jones Erue-led Short News School teacher remanded for defiling 4 APC leadership in Delta underaged school girls

The Court of Appeal sitting in Benin on Friday affirmed the Jones Erue-led faction as the legally elected executive of the All Progressives Congress (APC) in Delta state. The affirmation followed an appeal filed by the Erue-led executive against the March 8 judgment of an Asaba Federal High Court which declared the Cyril Ogodo-led faction as the elected executive of the party. The panel of three judges in a unanimous judgment read by Justice Mohammed Shaibu held that the lower court lacked jurisdiction to entertain the suit as it bordered on an intra-party matter. Other members of the panel are Justice C.N. Uwa and Justices J.O.

Bada. The appellate court also held that the respondents’ noncompliance with Section 97 of the Sheriff and Civil Process Act was a fundamental breach of the law. It added that statutory provision of serving writ of summons was not complied with, as the writ was not endorsed. It further held that failure of the respondents to file their suit within 14 days of the pre-election act complained of extinguished their rights to contest the primary they did not participate in. “In the instant case, the respondents were neither aspirants nor contestants and therefore, lacked locus standi to challenge the action of the APC. The appeal is allowed. The judgment of the lower court is hereby struck out

for lack of jurisdiction,’’ Justice Shaibu said and awarded N100, 000 costs against the respondents. In another related judgment, the court held that election matters were time-bound and must be strictly adhered to, adding that the lower court was wrong to have assumed jurisdiction in the suit. “The lower court was wrong; the judgment is a nullity and is hereby set aside,”, the court held in the unanimous judgment delivered by Justice C.N Uwa. Following this latest legal victory of the Erue-led faction, Sen. Ovie Omo-Agege’s candidacy at the 2019 National Assembly election has been affirmed as jubilant supporters of the victorious faction burst into celebration at the court premises.

An Ebute Meta Chief Magistrate Court in Lagos on Friday remanded a school teacher, Benjamin Ogba, who allegedly defiled four school girls under the age of 12. Ogba, 44, is facing two-count charge of unlawful carnal knowledge and indecent treatment. He, however, pleaded not guilty to the charges, but was denied bail. The Chief Magistrate, Mrs. A.O. Komolafe remanded Ogba at the Ikoyi Prison pending legal advice from the state Director of Public Prosecutions (DPP). Earlier, the prosecutor, Emmanuel Silas had told the court that the defendant committed the offences between April and May at Shalom Private School, Oke-Ira Road, Railway compound, Ebute Meta. Silas told the court that the defendant had unlawful carnal knowledge of four school girls aged 7, 8, 7 and 12, adding that the defendant also allegedly fondled the breasts of the four girls and their private parts. The alleged offences contravene Sections 137 and 172 of the Criminal Law of Lagos state, 2015. Chief Magistrate Komolafe has adjourned the case until June 26.

Court remands man for allegedly robbing, raping teenage girl at gunpoint An Ikeja Magistrate Court on Friday remanded a 27- year-old unemployed man, Saliu Alowonle in Kirikiri Prisons for allegedly robbing and raping a teenage girl at gunpoint. The magistrate, Mrs. Emeka Opara ordered that Alowonle should be kept behind bars, pending the receipt of legal advice from the Lagos state Director of Public Prosecution (DPP). Opara adjourned the case until June 24 for mention and refused to take the plea of the defendant. Alowonle who reisdes at No. 1, Olowolayemo Street, Odogunyan in Ikorodu is facing charges of armed robbery, conspiracy and rape. Earlier, the prosecutor, Innocent Odugbo had told the court that the defendant and two others currently at large committed the offences on April 7 at Odogunyan area of Ikorodu. Odugbo said that the complaint, a teenage girl and her younger brother were outside their compound at night when the defendant and his gangs appeared and pointed a gun at them. “The defendant and his accomplice led the complainant and her brother to a nearby bush, raped the girl at a gunpoint, collected her pant and her mobile phone valued at N23, 000 and escaped. “With the help of the vigilance group, the defendant was arrested while others are still at large,” he said, adding that the offence contravenes Sections 260, 296 and 297 of the Criminal Law of Lagos state.

He expressed that the federal government’s commitment to collaborate with the university, saying education is the most important force for global change. Speaking on how African universities can set the tone as African centres of excellence, the former Ghanian President, however, said to achieve this they must be adequately funded. He stated that African universities must collaborate with each other, adding that they should have multiple campuses for different specializations in different countries. Mahama said African universities could help bridge the gap created in African countries by focusing on science, technology and innovation which could be the catalysts for the development of Africa.

Suspected billionaire kidnap kingpin, Chukwudumeme Onwuamadike a.k.a Evans, on trial for several cases of kidnapping,on Friday complied with the order of an Igbosere High Court, Lagos asking him to get a new counsel. Justice Adedayo Akintoye had on April 10 ordered Evans to get a legal representative before the next court sitting because absence of his legal team had stalled proceedings for three consecutive times because of his constant change of lawyers. Evans was charged by the Lagos state government on charges bordering on conspiracy to kidnap, kidnapping and attempted murder. In the first charge, Evans is standing trial alongside Joseph Emeka, Ugochukwu Nwachukwu and Victor Aduba and in the second charge, he is standing trial alongside Joseph Emeka, Linus Okpara and Victor Aduba. At the resumed hearing, R. B. Eke announced his appearance as Evans’ new counsel, informing the court that he had just taken over the case and would need time to study the case file. He therefore, prayed the court to adjourn the case to enable him study the case file and be abreast with the court’s proceedings. However, on the second charge, J. C. Jiakponna announced his appearance as the counsel for the third defendant, Linus Okpara, who was being represented by Evans’ former counsel.

FG approves over N10bn rail, aviation contracts Short News Holds final FEC Monday

Mathew Dadiya, Abuja The federal government has approved over N10 billion for various contracts at the federal executive council meeting presided over by Vice President Yemi Osinbajo. The council approved N1.8 billion for the reconstruction and rehabilitation of buildings of railway village in Agbo, Delta state. Meanwhile, the last council meeting is expected to hold on May 20 before the valedictory session on May 22. Minister of state for Aviation, Hadi Sirika, who briefed alongside his colleagues Ministers of Information and Culture, Lai Mohammed and Federal Capital Territory (FCT), Malam Muhammed Bello said that the council also approved N743 million for the procurement of security and safety deficiencies as well as incidence laboratory for the Nigeria Civil Aviation Authority (NCAA). Sirika said that the total sum for the procurement included taxes with a

completion period of 12 months. He added that council also approved the contract for the procurement of pavement marking machines at the cost of N391.8 million. According to the minister, the council also approved €1.1 million for the purchase of a total radar coverage track on system reconditioning, explaining that “this contract went to the manufacturer of the equipment for 1, 187, 960, 000 Euros, equivalent to N414, 543, 760.23 excluding taxes and it’s for seven months completion.” Minister of the Federal Capital Territory (FCT), Bello said that the council approved six contracts worth N2.6 billion for the FCT. “The FCT got approval for the award of contract for the construction and equipping of materials testing laboratory in Abuja and that contract is in the sum of N616, 278, 844.19 with a completion period of five months. Bello further said cabinet approved another contract for a temporary access road in the Central Business District to link key anterior roads that is Ahmadu Bello Way and Sani Abacha Way in the sum of N670, 347,

909 with a completion period of six months while the third contract is for the design of engineering and solid waste treatment plant and transfer stations awarded in the sum of N473, 798, 934 to be completed in 12 months. He said another contract awarded for the FCT was that of engineering design of expandable main sewage treatment plant at Kango and associated trunk lines at the cost of N511, 528, 689. Bello added that the FCT got approval for the final design of engineering infrastructure and production of tender documents at the cost of N202, 410, 378.45. Meanwhile, Minister of Information and Culture, Mohammed disclosed that N1,081,345,163.45 was approved by the council for the construction of School of Engineering at the Federal University of Technology, Akure, Ondo state. He said council also approved consultancy for a capacity development programme for teachers that would handle special needs and disability education at the cost of N338, 281, 250 with a completion period of four weeks.

Udom committed to reviving ailing industries in A’Ibom Isaac Job, Uyo Governor Udom Emmanuel of Akwa Ibom state is ready to resuscitate moribund companies owned by the state government before completion of his second term in 2023 in line with his administration’s industrialization policy. Senior Special Assistant to the governor on Marketing and Brand Management, Sam Edoho disclosed this to newsmen at a press conference to mark Democracy Day tagged: “Akwa Ibom: Celebrating a secured future.” Edoho said some of the ailing industries include Quality Ceramics, former Peacock Paints now known as Ibom Paints, Qua Steel Industries as well as others that were moribund over the years. He recalled that Gov. Udom was voted into power in 2015 on a five -point agenda that captured job creation, poverty alleviation, wealth creatio, infrastructural consolidation and political inclusion. The governor’s aide charged Akwa Ibom people to share in the euphoria and joy of being an Akwa Ibom person at a time when the state has moved from zero industry to 16 brand new industries, asserting that the governor has set the state on an industrial pedestal to secure the future of the people. “The future celebrated by Akwa Ibom people has the skies of Africa and the world lit with orange colour of Akwa Ibom state which is Ibom Air,” he stated, Adding that the development exploits of the governor cut across health, education, agriculture and other sectors of the economy. He faulted what he described as weird statistics from federal government agencies concerning the number of out–of-school children and the unemployment rate in the state.

FCTA orders parks to revert to original design or risk revocation Ukpono Ukpong, Abuja The Federal Capital Territory Administration (FCTA) has ordered operators of parks in the nation’s capital who have violated the terms of their lease to revert back to the original design for the parks or risk revocation of their title documents. Executive Secretary of the Federal Capital Development Authority (FCDA), Umar Jibrin gave the warning during a press briefing in Abuja. He stressed that parks were solely meant for recreation and not a place to sell alcohol as against the current practice in Abuja. While lamenting how some people take advantage of parks to grab lands in the territory, he noted that they are only doing so at their own risk as all parks remained properties of the government explaining that it was only leased for a period of 30 years. Speaking further, he also disclosed that the land administration in the FCT has been reviewed with title documents gaining more security and bankable as against worthless papers in the past.

He disclosed that during FCT executive council meeting decisions that would improve service delivery to residents and ensure smooth land administration were taken. “When this administration came on board, there were a lot of issues regarding land administration, so we took a holistic move to see how the issues bedeviling the FCTA could be solved. “We therefore, reviewed many of such issues that would have positive impact on the city and its residents, including mass housing delivery, especially in the satellite towns, general environmental cleaning, water provision and security issues among others. “The meeting also looked at legal issues; you know the FCT itself is a product of law, so we have to follow the laws while living in the territory and running it. That is why the legal secretary has been ensuring that everything we do doesn’t end up in court -how we can work without having legal issues distracting us.” Also speaking, the Legal Services Secretary, Mohammed Umar revealed that the processes to strengthen and standardize land allocation was as a result of the administration meeting over 2, 000 litigations on assumption of duty and more

than 50 per cent of them being land-related. “We realized there was no standard operation manual, no harmonized system that showed how the process should work. Whenever there is room for discretion, there is room for abuse. And you know, in line with the government’s position on the ease of doing business, we need to know the rules and procedures so that people are prepared for the processes in order not to get trapped along the way. “More than 50 per cent of the litigation are as a result of recertification. You cannot revoke somebody’s land because he did not come for recertification,” Umar said. He explained further that the many problems responsible for the high number of court cases were discovered, some of which include multiple allocation, land racketeering, unverifiable data and parity in what was on the paper and what was on the ground among several others. According to him, the FCTA took steps to comprehensively tackle the myriad of land issues which include, retreat for relevant stakeholders, including legal officers, rejuvenated its land use allocation committee and took a position that land allocation would only be done after completion of engineering designs.

The police taskforce on pipeline vandalisation on Friday arrested eight suspected oil thieves in Warri South area of Delta state. Commander of the taskforce, Mohammed El Yakubu, who confirmed the arrest of the suspects, said that the suspects are cartel members who specialized in locally refined diesel along coastal settlements in Warri South council areas of the state. According to El Yakubu, the cartel network has spread across the creeks in the waterways in the state, disclosing that the cartel is the brain behind the conversion of stolen crude oil to locally refined products that are then sold to some major marketers who in turn dispense same to the public at the official rates. “The series of arrests was in line with the inspector general of police zero tolerance for pipeline vandalization. Based on intelligence gathering, the sector launched an operation to scene of crime at Benneth Island in Warri South where the suspects and their equipment were intercepted. “We arrested alongside the suspects, two speedboats, one wooden boat, generating sets, hose and drums laden with over 7, 000 liters of locally refined diesel set to be loaded into the wooden boats for delivery,” he stated. The taskforce commander said that the suspects will be charged to court upon completion of investigation, adding that the impounded products would be handed over to the Pipeline and Products Marketing Company (PPMC) for evacuation after it has been authorized by Department for Petroleum Resources (DPR). He warned those behind the Illicit oil deals in the state, particularly within his coverage area to desist from such criminal activities as it would no longer be business as usual.

FG says half of FCT residents defecate openly The Federal Ministry of Water Resources says no fewer than 50 per cent of FCT residents defecate openly due to the challenge of non-availability of public toilets in the territory. Director, Water Quality Control and Sanitation in the ministry, Emmanuel Awe, said this at the Water Supply and Sanitation Collaborative Council (WSSCC) meeting with head teachers of primary schools in the FCT. According to him, the data from the National Bureau of Statistics (NBS) in collaboration with UNICEF conducted the water, sanitation and hygiene survey in Nigeria to collect the latest information on improved water access, adding that the data also showed that no fewer than 47 million Nigerians are involved in open defecation, poor sanitation and hygiene practices. He noted that available data showed that the North Central part of the country has the largest population of open defecation practice, calling for collective action to halt this narrative. Awe said the meeting was apt and in line with the current efforts of the ministry to scale up access to water and sanitation in the county as the data also showed that young persons, including school children who spent one-quarter of their time in the school environment ought to have access to toilets. “It is very sad from available data from WASH that the north central part of the country has the largest population of open defecation practices, Abuja is part of it. “It is worthy to note that we are all affected by open defecation practice one way or the other, even if you don’t practice it, your driver, people around do it, so, we must all rise up to change the culture of open defecation,” the director maintained.

Ganduje calls for synergy to revive textile industries Ahmad Sorondinki, Kano

Kano state Governor, Abdullahi Ganduje has called for coordination and strong institutions to revive the once thriving cotton, textile and garment industry in the country. Director of Press to the governor, Mallam Abba Anwar stated this in a statement made available to journalists, disclosing that the state government in collaboration with six other states and the Central Bank have concluded arrangements to revive the cotton, textile and garment industry. He said Gov. Ganduje strongly believes in the effective coordination of all steps and process as well as the strengthening of institutions towards achieving meaningful development in the textile industry. According to the governor, the synergy and coordination must start from the production of cotton to the ginnery and from spinning up to the weaving step,

warning that “if any of these steps is not properly followed, there is every likelihood that the entire process would collapse.” Ganduje made the suggestion during the inauguration of the cotton, textile and garment revival implementation committee at the office of the Governor of the Central Bank of Nigeria, Godwin Emefiele in Abuja. “In order to manage these steps very well, there is a need for strong institutions that would see all these steps through. You need to have a strong ministry of finance that would drive strong fiscal policies,” he stated. Other institutions that need to be strengthened purposely to stimulate the envisaged revival of the cotton and textile industry, Ganduje insisted include, the apex bank in terms of granting soft loans to players in the industry, the customs and the power sector, adding that “without any of these no strategy can stand. “But, looking at the zeal and commitment in all of us, this programme

has come to stay with fruition.” He identified challenges facing the industry to include, low cotton production, poor infrastructure, absence of existing production lines, smuggling and dumping of foreign products, counterfeiting, inadequate local patronage, high cost of production and multiple taxation, Ganduje reminded that previous administrations in the country in their attempt to boost the textile industry, adopted the strategy that started from the top with textile owners without recourse to those at the bottom of the ladder. “When that strategy came up, it was rightly observed that it might not last long. That was what happened. The idea and the programme just went off without much benefit to the populace. “But, with the CBN’s recent strategy, we are going to witness a boost in these areas. I am assuring you that growth and development in the cotton, textile and garment industry are possible and can be achieved since we have the interest and commitment,” he added.

Short News Ramadan: Masari’s wife donates 300 bags of rice to women groups Wife of the Katsina state Governor, Hajiya Zakiyya Masari has presented 300 bags of rice and other essential commodities to women groups in Daura Local Government Area in the spirit of the Ramadan. The governor’s wife who presented the items to representatives of 110 registered women groups in the area, said the gesture was aimed at providing succor to them as Ramadan fasting continues. Other items donated to the women groups include, 300 cartons of macaroni, 200 packets of spaghetti, 100 kg of millet and 700 sachets of milk. A 92-year -old fashion designer, Mrs. Angelina Awunor has been crowned the ‘Isi Ada Onicha Okpe’ of Ubulu Uku in Aniocha South Local Government Area of Delta state. The colourful event took place recently at both Mrs. Awunor’s family compound at Onicha Okpe and Idumubo Quarters of the town simultaneously. During the occasion, assorted food were served and over seven different dancing groups, ranging from agwuba dance, mmonwu, ukpukpe and other cultural dancing groups performed. High point of the event was the crowning of Mrs. Awunor, during which the eldest man in Onicha Okpe decorated the “Isi Ada” with the red cap knitted with sparkling white feathers. Before the crowning proper, the highly respected Onicha Okpe family had earlier decorated Mrs. Awunor as the “Okwa Ada” Umuoshulueze of Onicha Okpe quarters in November last year. That former position-”Okwa Ada” placed Mrs. Awunor as an associate “Ada” ready for crowning. Mrs. Awunor’s installation as “Ada” is by virtue of the woman being the oldest living woman in the community. Bala has a master plan for Bauchi, says transition c’ttee member Samuel Luka, Bauchi A member of the inauguration committee in Bauchi state, Alhaji Musa Gora has declared that the Governor-elect, Sen. Bala Mohammed has the master plan to move the state forward. Gora, who stated this while speaking to journalists in his office in Bauchi, said that “if you have been following closely, the governor-elect has never hidden his concerns about the yearnings and aspirations of the people of Bauchi state and I believe he will do something tangible in his first 100 days in office. “Senator Bala wants to do something great that the people of the state will never forget in a hurry as he is not coming off head, he has a plan for the people of Bauchi state.” Gora said that the governor- elect started his plan for the state long before the 2019 elections, assuring that he will implement those development plans in sectors like health, education, agriculture,

employment opportunities, provision of adequate security and many others. “We are coming to assess among these priorities which one is immediate and start carrying out our plans from there. You see, we have to stagger things; maybe in our plans we have priority, but in the process we will come to see that our number two priority is now number three or it is supposed to be number four. So, we will quickly adjust because we want to go with what the people want. “You know that any government coming without a plan is bound to fail, so Bala has a plan and he will not fail the people of Bauchi state who voted him as their governor,” Gora assured. He added that “I was part of Muazu’s administration and I know how prepared he was. He came up with 20 –year- plan and he spent his eight years, but unfortunately, the successive administrations did not go on with the plan. So, you can see when we discard the issue of party, we can see development. Commenting on the preparations for the

inauguration, Gora said that the inauguration committee is well prepared to receive all those coming to the state and at the same time show them that Bauchi is the home of tourism and hospitality. “This is how far we have prepared and we are also extending our hands to the government where they feel they will give our committee support. This is not about who is coming as the governor or who is the governor, it is a matter of working for Bauchi state,” he maintained. Gora said that the outgoing government has done its part and the in-coming administration was coming to do its own part, explained that the inauguration committee is set for almost everything that is going to take place in Bauchi. On the relationship between state governors and National Assembly members, Gora said he was optimistic that Sen. Bala will work hand in hand with all the National Assembly members representing the state for the overall good of the people.

EFCC secures conviction of Gombe internal revenue chair, others Doosuur Iwambe, Abuja The Economic and Financial Crimes Commission (EFCC) Gombe Zonal office has secured the conviction of Atiku Mu’azu Bayum, Mohammed Adi, Ibrahim Abubakar and Abubakar Usman on a two-count charge bordering on conspiracy and theft. Justice Beatrice Iliya of the Gombe state High Court sitting in Gombe ordered their conviction after pronouncing them guilty of the said crime. Justice also ordered them to pay fine of N100, 000 each following the allocutus by the defence counsel. They were alleged to have as chairman, chief store officer, chief accountant and director of the Gombe state Board of Internal Revenue respectively, conspired and stolen N25, 060, 000 belonging to the Gombe state government. Count two of the charge reads: “That you, Atiku Mu’azu Bayum, Mohammed Adi, Ibrahim Abubakar and Abubakar Usman sometimes between January and July 2015 at Gombe within the jurisdiction of this court with intent did dishonestly commit theft to wit; fraudulently convert N25, 060, 000 property of Gombe state government and thereby, committed an offence contrary to and punishable under Section 286 and 287 of the Penal Code.”

Why we need to be more creative in telling our stories - Jennifer Obodo For fast rising actress, Jennifer Obodo, the urge to make to the big screen prompted her acting zeal and ever since the super talented actress has featured in countless movies. A graduate of Mass Communication & Media Technology from the Leadcity University, Ibadan, Jennifer is sure one of the most sought after actresses at events. Even though she has had her own fair share of challenges in the industry, Jennifer looks forward to producing her own movies soon. Cornered recently on a movie set, Jennifer, who is also a model, revealed to MUTIAT ALLI how the journey started, plans in the industry, and why the industry needs to more creative amongst others. Enjoy… How did the journey all begin? First, I started modelling in 2010 after my O’level but I have always had the passion for acting. I didn’t know where to start from and how to go about it. So, I had friends who always encouraged me and asked me to go for the both that I have got all it takes to be a TV star. Then I felt I had the courage to go for it. I started getting audition updates from people and on Facebook, my family then was against it especially my elder brother who was like a bone in my neck (laughs). I told him that the only thing I needed was his support or else I will go behind and do my thing. My mum later gave in and supported me. However, in 2011 I was at home cooking when my friend came to me and told me that they were filming close to my house that a guy who is an actor on that set came around to buy something and then they started talking and she told him she had a friend who really wanted to act but doesn’t know how to start. So the guy requested to see me, she called me to meet the guy. I quickly rounded up with what I was doing and went to see him. On getting there, he saw me, we talked and I told him I really wanted to act so he took me to that set and was able to get something for me to do which was just three (3) scenes. The movie is titled BlackBerry prostitutes. That was my first movie ever but unfortunately he is late now (May his soul rest in peace...Amen) That was actually a starting point for me. How was your first time on set? There was this joy in me that day so I started attending acting auditions here and there. It wasn’t easy at all. The stress was too much for me and I almost gave up on it.

I met so many who promised and failed. I met the fake and real ones then I decided to go back to school and come back when I am done and free to do all I wanted. But I never stopped modeling. I was doing it while I was in school and using that to assist myself. Then in 2015 I started coming back into the industry because I have come to understand everything about the industry, I graduated in 2015, served in Akwa Ibom state in 2016 then I started calling most of the producers and directors that I knew that I am ready to start my acting career full time. So, from 2017 till date, it has been a great journey for me I must say. Who are those you looked up to before you joined the industry? The likes of Genevieve Nnaji, Nse Etim, and Mercy Johnson, Omotola Jalade What were the challenges you faced at the early beginning? The challenges I faced wasn’t as bad as I expected. Just that some fake people who are not up to who they tell you they are will come of disguise of wanting to have a relationship with you but at the end they just want to have a taste of you and go. I met so many people like that and it was because of that I almost wanted to give up on acting. But it is something I really have passion for, so I decided to stay away for a while and get to understand the industry and make more of the real contacts before coming back full time which was what I did. Have you been on same set with any of them? No. I haven’t but I know I will someday. I was supposed to be on the same set with Mercy Johnson

but it clashed with another so it didn’t work. How does your man react seeing you play romantic roles, in movies? The regular punch line (laughs). He would always say ‘after you will say is movie you are acting’. Does that make you select roles? I select base on the story and role given to me. So what kind of role can you not play? Hmmmm. I can’t act nude. Even if the money in millions of dollars? I’m not interested please. What makes you unique? I love being different and surprising and not fitting stereotypes. I’m rather pleased to be me I have a great self esteem and confidence. It makes me willing to seek out and accept challenges I may not appear to be able to deliver on initially. I’m open minded and can’t stand injustice. I dream big and work hard. I’m not afraid of failure. In fact I think it is an essential part of the experimental process that takes you to success. This is why I am unique. Which is the most challenging? None of the above. I’m yet to see that movie that would really challenge me. Aside acting what else do you do? I’m planning on owning my own fashion store, and I hope to do that soon also want start a pet project too. What’s the best part of your

body you admire? My height, smile, dimples and legs. How do you relate with your male fans? I try as much as possible to be nice. I just smile, wave and snap photos with them of need be. I don’t want to talk much about my relationship, please. I want to keep it private. There are lots of lesbianism accusations on Nollywood actress, how true is that? That’s their cup of tea. I know about myself so I can’t say. But for me I am so straight and will forever be straight. Have you had any funny encounter? Yes but online and I blocked the person immediately. How did that make you feel? Irritated. Honestly, it made me ask my yourself questions; like ‘do I really

look like one’? I can never be a lesbian. Do you have plans to produce your own movies soon? Yes I do. I am working on that already. If you have the opportunity to change certain things in Nollywood, what would it be? We have to be more creative in the way we tell our stories. The fact that we want to tell the same story but what angle are you telling it from matters. It should be more about the twist and turns. Nollywood should also to learn to grow young actors. We should learn how to transcend to the next level and not using older actors to play a role of a teenager. We have so many wonderful actors out there, so there should be a mix. Truth be told, most of us outgrow some certain roles, so I think we should be able to use who fits into a particular role not minding if the person is a popular face or not. I get to see so many errors also in editing where spirits are scared of crossing the road or you seeing the shadows of spirits which doesn’t make any sense at all. Another thing is that actors are not appreciated as much as artists in the society which is wrong. I hope to change most of this things and more.

Movie Review Gold Statue: Desperate search for the goldmine Mutiat Alli Genre: Comedy Timing: 1hour 30 minutes Director: Tade Ogidan Year of Cinema Release: 2019 There is no gainsaying that Tade Ogidan is one of the big masquerades of the Nigerian movie industry who does not come to town regularly but whenever he comes, he dances well to the delight of his teeming fans. That is the same great work that has gone into his recently released movie, Gold Statue. The flick parades Gabriel Afolayan who played the role of Adewale Esho, the son of Richard Mofe Damijo (RMD) and the temperamental screen diva, Sola Shobowale, named Akintade and Grace Esho in the movie. They had a comfortable middle class family based in Lagos. Interestingly, their son, Adewale Esho,

heard from the four-walls of a classroom about a huge gold statue in the city of Ilesha, which happened to be his country home. From his findings, it was part of his ancestral rights resources. He took time to research through his Grandfather and a friend overseas on the location of the statue. Grandpa did not divulge the information but his friend told him and the journey began to get this goldmine. As a young man who just left school, he was able to leave home on the premise of going for his National Youth Service Corps (NYSC) in Adamawa State but he got his way back to Ilesha. After series of activities, he landed in jail. As the Yoruba saying goes, “Oruko to ba wu ni laa je leyin odi” meaning you can bear any name of choice outside the borders, he changed his name to Samuel Okon, but was lucky to be seen by someone who can identify him. In fact, this act almost tore the family apart, his mother relocated to the family house in Ilesha just to ensure that he was

fine. Eventually, the smart young man, became a force to reckon with in the prison. Thereafter, he was able to recruit fellow prisoners for the great task. The a-list actors in the movie are numerous asides the aforementioned characters- Alli Baba,m Norbert Young; Woli Arole; Yemi Sodimu; Segun Arinze and D-Banj gave life to the movie. Equally, contemporary songs were used effectively to engage the audience. Tade Ogidan has been described as the Quentin Tarantino of Nigerian movies, and this new flick will put other filmmakers and producers on their toes for another timespan. Let me leave you with some throbbing questions, what was the outcome of the desperate search for this Gold Statue? Who are the ‘freed guys’ who eventually enjoyed the rewards of the statue? Alleged online fraud: EFCC to arraign Naira Marley on Monday The Economic and Financial Crimes Commission (EFCC) will on Monday arraign a musician, Azeez Fashola, alias Naira Marley at the Federal High Court in Lagos for alleged online fraud, popularly known as Yahoo Yahoo. The EFCC filed an 11-count charge of alleged credit card fraud against Fashola on the 14th of May in a suit marked FHC/ L/178C/19. Some of the credit cards, according to the EFCC, bore the names- Nicole Louise Malyon, and Timea Fedorne Tatar. The agency said the alleged crimes contravened the Money Laundering (Prohibition) Act and the Cyber Crimes Act. The charges read in part, “That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 11th day of December 2018, within the jurisdiction of this honourable court, conspired amongst yourselves to use Access card 42658840359191132 issued to

persons other than you in a bid to obtain gain and you thereby committed an offence contrary to Section 27(1)(b) of the Cyber Crimes (Prohibition, Prevention etc) Act 2015 and punishable under Section 33(2) of the Same Act. “That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 10th day of May 2019, within the jurisdiction of this honourable court, with intent to defraud possessed, counterfeit card 4921819410257431 issued to Timea Fedorne Tatar and you thereby committed an offence contrary to and punishable under Section 33(9) of Cyber Crimes (Prohibition, Prevention etc) Act 2015.” The artiste has been under fire recently following his open support for online fraud commonly called ‘Yahoo Yahoo.’ He was arrested last Friday along with four others, including his friend and fellow artiste, Zlatan Ibile.

Boeing completes 736 Max software upgrade Chukwuemeke Iwelunmo The Federal Aviation Administration (FAA) is expected to submit its upgraded software update for its 737 MAX plane which was grounded following two fatal crashes within five months. The US firm announced that it had flown the 737 Max with the updated software on 207 flights. It added it would provide data to the Federal Aviation Administration (FAA) on how pilots interact with controls and displays in different scenarios. An Ethiopian Airlines flight crashed in March, killing all 157 people on board. It followed the Lion Air disaster in Indonesia in October, in which 189 people died. Both crashes were linked to the Boeing 737 Max’s Manoeuvring Characteristics Augmentation System a new feature on the aircraft which was designed to improve the handling of the plane and to stop it pitching up at too high an angle. Boeing said that once information on how pilots work with the upgraded system is submitted to the FAA, it will work with the regulator to schedule a certification test flight and submit the l certification documentation. The company also said it had completed associated simulator testing on the upgraded system and had developed training and education materials that are now being reviewed by the FAA, global regulators and its airline customers. The FAA said earlier this week that it would hold a meeting on 23 May with air regulators from around the world to provide an update on reviews of Boeing’s software fix and new pilot training. Aviation safety analyst Todd Curtis told the BBC that the US the regulators were not the only one that Boeing had to satisfy. “You also have other national authorities in Canada and the United Kingdom and in Europe who have said they would like to have their own tests and their own evaluation before certifying this aircraft for flight,” he said. “It’s unclear whether or not there will be approval, let’s say from Canada, to have this aircraft fly, which could directly affect US carriers since many routes - even domestic US routes overfly Canadian airspace. “If the authorities there don’t certify the 737 Max, they’ll have to avoid that airspace.” Pilots are expected to undergo extra training on the new system once it receives certification. Mr Curtis said it would take a lot to convince them and other flight crew members that the aircraft was safe. “They probably will have a fairly high bar to be satisfied before they’ll give the seal of approval, as it were, that the aircraft is safe to fly”, he said.

CIBN charges bankers on ethics, professionalism as Zenith Bank boss, others bag fellowship Temitope Adebayo The President, Chartered Institute of Bankers of Nigeria (CIBN), Dr Uche Olowu has called on the furtherance commitment in ethics and professionalism in the banking industry, stressing that it is a steward of resources. Speaking at the institute first-ever extraordinary fellowship investiture themed, “Ethical Dilemma in Financial Institutions: The Way Forward” in Lagos, the CIBN President noted that the institute wants to restore the old glory that banking has, maintaining that, “that is the reason we needed to create awareness about ethical dilemma one has to face in this country.” According to him, “It is very important for us because at the forefront is ethics and professionalism in the banking sector.

“The moral conduct, because as a steward of resources for people, we must be found ethical and like we have rightly said, we need to uphold the ethics because of the low the standard we have beginning to see and inform the choice of the theme.” He appealed to bankers to remain faithful to the oath they took under the code of conduct that CIBN has, stating that it is very important due to the fact that they occupy in the wheel of progress of the nation’s economy. Madagascar seeks Afreximbank support for its industrialization drive Motolani Oseni Madagascar President, Andry Rajoelina has appealed to the African Export-Import Bank (Afreximbank) to partner with the government in its effort to make the country the “window into a modern Africa”. Global Head of Communications and Events at Afreximbank, Obi Emekekwue, Friday, stated that President Rajoelina sought the support on Thursday in Antananarivo when he received an Afreximbank delegation led by Prof. Benedict Oramah, President of the Bank. Rajoelina said that the govenment had put in place an “Initiative for Emerging Madagascar” which articulates its plans to turn the country into a modern industrial nation. He said that the document had been

endorsed by key internal and external stakeholders as necessary for the country’s development, he stated. According to him, it captured the government’s vision to become a model for the African continent and was a reflection of the wind of change that was blowing across Africa. The Madagascan leader said, “Our objective is to industrialise Madagascar,” he said, as he identified energy, tourism and hospitality, agriculture, social housing, education, healthcare and infrastructure development as the priority areas where Afreximbank’s support was required.” Rajoelina noted that energy costs in Madagascar were among the highest in Africa and said that the government’s objective was to produce energy at affordable costs and to double or triple production capacity from the current 400 megawatts, focusing on renewable sources.

“Our key objective is to create an enabling environment for the private sector to thrive,” he added. Earlier, Prof. Oramah said that assessment missions conducted by Afreximbank in Madagascar had identified transactions valued at about $700 million which the Bank could support with financing. He said that the Bank has already held discussions with relevant ministries and, having understood the constraints on the country, had developed ideas on how best to provide needed support. The Bank saw opportunities in the development of industrial parks for export manufacturing, trade lines to banks, tourism, in the development of ports, rails, and renewable energy, and in attracting investors into the country, including by providing guarantees which the government could offer such investors. Afreximbank had developed a special

programme for small and medium-scale enterprises (SMEs) under which it could work with the central bank to provide refinancing when local banks provided medium-term loans to SMEs added Prof. Oramah. The Bank could also help to organize an investment promotion conference to which investors from other African countries and from outside Africa could be invited. Liquidity management cost N2.1trn in 2018 - CBN

As Customs demand govt waiver on N1bn equipment for clearance

Motolani Oseni The Central Bank of Nigeria (CBN) has disclosed that it sent a total of N2.114 trillion to manage liquidity in the economy over the 12 months of 2018, representing 42.01per cent increase over N1.488trillio in 2017. This was stated in the 2018 Annual Activity Report of the Apex bank, where it explained that total bills offered at the Open Market Operation (OMO) auctions increased to N34.61 trillion; of which N24.916 trillion subscribed, while N22.35 trillion was and sold; compared with N13.762 trillion; N12.344 trillion; and N11.346 trillion, respectively, in 2017. The report further stated that the high level of activity during the review period was attributable to the increased number of auctions to moderate the excess banking system liquidity, occasioned by the payments of statutory revenue to the three tiers of government, other fiscal disbursements and maturing CBN Bills, amongst others. However, the total request for repurchase transactions for the period under review fell by 12.65 per

cent to N966.06 billion from N1.105 trillion in the prior year, with the applicable interest rates ranging from 18.50 to 19.50per cent for the 4- to 90-day tenors, same as in the preceding year. Total interest earned on repo fell by 27.87per cent to N23.55 billionn, from N32.65 billion in 2017, a situation the apex bank blamed on increased net liquidity in the system. Within the period under review, the CBN said banks were less frequent at the Standing Lending Facility (SLF) than in 2017, due to increased net system liquidity. Also, average daily interest payments on the deposits increased to N30.51 million in the review period, from N14.86 million in 2017, with the increased transaction volume due to higher levels of banking system liquidity. The value of inter-bank funds market transactions dropped by 94.95 per cent to N1.661 trillion in 2018, from N32.91 trillion in 2017, with Open Buy Back (OBB) transactions accounting for 96.35 per cent, while transactions at the unsecured the r-bank segment accounted for the balance of 3.65 per cent, compared with 94.83 and 5.17 per cent, respectively in 2017. A breakdown of the transactions showed an appreciable decline in call placements by 96.22 per cent to N60.70 billion, from N1.603 trillion in 2017; just as transactions at the OBB segment decreased substantially, by 94.87 per cent to N1.601 trillion, from N31.207 trillion in 2017.

Unionism: Courts should do more to protect workers – PTECSSAN Joy Obakeye Workers have expressed hope in the Nigeria Judiciary to protect their rights to freedom of association, organisation and collective bargaining. This is on the heels of several cases in courts following industrial actions by labour unions in the country to protest alleged infractions by employers in both the public and private sector. The National President of Private Telecommunication and Communications Senior Staff Association of Nigeria (PTECSSAN), Comrade Oladapo Moses, disclosed this on Friday in Lagos. Moses expressed that employers hide under the guise of a lawsuit to stop employees from associating and addressing issues relating to welfare

and ethics. He added that the union is currently in several court cases over the sack of some elected leaders of workers in an organisation. “We have a case presently in court where an employer rushed to the National Industrial Court and the Federal High court, following the industrial action of the Union against them. “The protest was necessitated following the sack of some elected leaders of workers in the organisation. Though the company is hiding under the industrial action of the union to file a case in court, hence, preventing the organisation of the workers in the workplace. The Union has, in turn, instituted a counter case against the company for wrongful termination of the appointment of its leaders in the organisation and prevention of the

workers from exercising their right to freedom of Association, right to organise and to collective bargaining. He expressed optimism that justice will prevail for the affected workers; “We are optimistic that all our prayers shall be granted by the court including payment of damages among others. “The Courts should do more to protect workers who decided to organise themselves from the intrigues of the employers which more often than not they hide under case instituted by them,” he added. Moses explained that due to alleged victimization of employees, the union has adopted the approach of inviting members on a personal relationship. He stressed that employees become suspicious of any invitation from unfamiliar sources because some employers tend to play on their intelligence.

Nigeria to support Gambia on implementation of TSA Mathew Dadiya, Abuja The Nigerian government has assured the government The Gambia that it would give them all the technical support needed to succeed in the implementation of the Single Treasury Account (TSA). The acting Accountant-General of the Federation (AGF), Mr Mohammed Kudu Usman gave the assurance on Friday, when he received The Gambian delegation that was in Nigeria to understudy the workings of the TSA in Nigeria so that they can replicate same in the Republic of Gambia. Usman said that both the Accountant-General and the whole of the Treasury House are prepared to share experience with the Team on TSA as well as a tap from the Gambians’ success story in GIFMIS. He, however, recalled how the Gambia had hosted delegations from Nigeria to the Gambia on a study tour of GIFMIS about 15 years back. The acting Accountant General itemized the activities lined up for the team which includes, lectures by subject matter experts, interactive sessions, meeting with key stakeholders. The Gambian team would also visit Lagos State where they are scheduled

to meet some of Nigeria’s key players in the e-payments and FINTECH space that he described as vital. The team had earlier paid a courtesy call on the Minister for Finance, Mrs Zainab Shamsuna Ahmed in her office, where she advised that relevant States that have implemented TSA successfully in Nigeria should either be visited or invited over to Abuja to avail the Gambian TSA team their experiences so that they would be properly equipped to successfully implement TSA in the Gambia. Whoever is complaining that 2019 election in Lagos was not free and fair is not sincere - Ologunde Funsho Ologunde is not a new name in the politics of Lagos State, especially among stakeholders in the All Progressives Congress (APC). He is currently the Vice Chairman, Southwest of the APC in Lagos State, in this interview Ologunde speaks on the last general election, the performance of the APC, especially in Lagos State, the performance of the Independent National Electoral Commission (INEC), among other issues. PATRICK OKOHUE reports. The APC in the last election, unlike in 2015 won almost all elective positions in Lagos State, how was this achieved? We did not win everything. We won most of the positions and lost some; but not many positions were lost, which was a significant improvement on our performance in the 2015 general elections. The 2015 election was not a reflection of our performance; all those places that we lost it was because of the dollars distributed by PDP (Peoples Democratic Party) in their crazy bid to win Lagos State at all cost. But we sat down and realised the mistake and this time around we were able to overhaul our machinery which make us to string back. However, we are not there yet, in subsequent elections, we would establish the dominance of APC, for the governorship election we could have done more. In the governorship election in 2015, we defeated the PDP with about 100,000 votes, but this time we had 500,000 votes’ differences. Before the election you would realise that the PDP never mounted any podium to campaign, which indicated that they didn’t have confidence in themselves; they had planned to rig massively, unfortunately for them it was neutralised this time around. Their plans to rig collapsed like a pack of cards; they depended too much on rigging that they never bothered to mount a table to tell Lagosian what they were going to do. But some opposition parties have accused the APC of colluding with INEC to manipulate the 2019 election in the state, some of the governorship candidates are in tribunal now? That is another story, in 2015, Rita did not win by popular votes it was rigged, the first part of 2019 elections in Ajeromi-Ifelodun where she had 3,000 majority votes it was through the influence of name dropping and the use of imported fake military men, DSS and fake Police officers, that she imported. The people were going round intimidating voters; because she knew that she could not win comfortably if the election was allowed to hold peacefully. She also planned with her supporters to cause violence in a key section in the constituency where her opponent from the APC was popular, while she allowed peaceful election to hold where her stronghold was. She disrupted elections were it is not her stronghold; and she thought she could influence INEC to cancel elections result in those areas and declare her winner. The party protested to INEC and we were able to convince INEC to see reason with us, so she went to court, and the court said no INEC was in charge of that election, INEC should declare the result and go ahead and hold rerun election. In the course of the election, some of her supporters were driving around in a Siena bus, as they approaches a Police check point they felt they would be caught and they all ran out of the car. When the police searched the vehicle, they saw 5 long range guns, it was an unmarked vehicle, an

unregistered Siena bus. She knew she won the election fraudulently in 2015, and the APC also had put their house in order; the people are no more ready for her money, the money even no more coming freely. The APC know who often give the money out, that person is tired of bankrolling violence and election in Lagos. So you are saying APC won? Yes the party won. The same day there was also a byelection for the state Assembly position for Surulere, the APC won that place too. The PDP were unable to raise anything or protest because it was obvious they could not even come out and mobilise their supporters to vote, was it the APC that locked them at home? They could not come out, whoever is complaining that the election was not free and fair is not sincere. What is your assessment of the performance of INEC in the general election across the country? INEC tried their best across the country; I recollect how INEC was sabotaged in the first election to the extent that the election had to be postponed. The postponement was imposed on INEC because the big time politicians in Nigeria did not want the presidential and National Assembly election to hold in one day, they were not ready even with the postponement, they could not sort it out, but Nigerians voted who they wanted. You remember before the election a former president who said that the election was bad, later changed his mind that it was the candidate that was bad; does it mean the other candidate is the one that is now good. Why did the Card Reader fail? Why did they have to revalidate the Card Reader to work properly? The logistic challenges faced by INEC were not all their making; there were evil men that were out to disrupt the election, they did not want the election to hold, even during the election they instigated violence across the country after the election of the President, they had planned to cause violence and show the international community that the election was not free and fair, they said Buhari was not popular they said APC was bad. They are not sincere, inspite of negative campaign for Buhari Nigerians still voted for Buhari. In 2015 Buhari won by 1.5 million votes, this time, he won by more than 4 million

Don’t you think the signing of the Amended Electoral Law would have eliminated some of these bottlenecks? Despite that the President refused to sign that law that was amended by the lawmakers mischievously was there any state that the Card Reader was not used? I have not seen any report that says that. Some political observers were surprised with the number of votes the President Buhari got in some Northern states, compare to Lagsos, and the number of voters? Yes Lagosians appears to be the most educated in terms of the concentration of citizen in Nigerians, but it appears, the more educated the less likelihood of them voting. So you cannot blame the people if Lagosians did not come out, it is not the fault of the people who are not educated in the North, if you are educated and you refuse to exercise your right to vote then you don’t care who governs you. We have more than 5 million voters in Lagos State, but they did not come out, there was no restriction, even with all our campaigns in Lagos State people did not come out to vote, who is to blame? How do you react to the comment by an Afenifere chieftain, who said he would not recognise President Buhari beyond May 29? Chief Ayo Adebanjo is just one person, he has never contested election for any position in his life. One of the oldest men we have in this country, but he is a specialist together with Afenifere in criticising and destroying. We know the role Afenifere played in the 2019 election, by making this point, what does he want to do now? Is he going to pack his things and leave Nigeria? I am sorry to say, that is the view of a frustrated elder citizen who is so disappointed that his negative wishes for the country was not actualised. But Afenifere leaders have always said their only problem against Buhari is his opposition to restructuring of the country, and that they are supporting Atiku because of his support for restructuring? Because Afenifere always give a reason to behave the way they behave. You remember Afenifere moving from the South West to the South Est to engage Ohanaeze, they engaged the Middle-belt Forum, and also moved to the North to engage Arewa to join them to build a Fabre of destruction for the country, but it is unfair. I don’t see them as good, the way they behave during the period of the election. All the leaders of Afenifere, this is the kind of attitude they put up that makes the young ones like us

A UN human rights expert has condemned reports of “excessive use of force” by Sudanese security forces against protesters demanding the country’s military rulers cede power to a civilian-led administration. Sudan’s foreign ministry. The dead included three protesters and a military police officer. Two days later, at least 14 people were wounded, some from gunfire, when the RSF again tried to remove demonstrators from central Khartoum, according to the Central Committee of Sudanese Doctors. The head of the RSF, Mohamed Hamdan Dagalo, also known as Hemeti, is the deputy leader of the military council. Nononsi called for the military council to launch “thorough, independent and impartial investigations” into all the reported killings of protesters since December, when demonstrations erupted against longtime ruler, Omar al-Bashir. The months-long demonstrations triggered the military’s removal of al-Bashir on April 11. The Central Committee of Sudanese Doctors said last week that at least 90 people have been killed by government forces since the demonstrations began. Last month, the Human Rights Watch put the death toll at 70. Al-Bashir on May 14 was charged “with inciting and participating” in the killing of protesters in the demonstrations that led to his overthrow. Nononsi’s appeal came amid uncertainty over the future of talks between protest leaders and the TMC on a political transition. The military council, led by General Abdel Fattah al-Burhan, suspended crucial talks with protest leaders for 72 hours on Wednesday, insisting that the security in the capital had deteriorated after demonstrators erected roadblocks on several avenues. The decision came as the generals and protest

leaders were due to meet to finalise the make-up of a new body to govern Sudan for a transitional period of three years. The issue is at the heart of the divide between protest leaders and the TMC, who both want majority representation on the sovereign council. Al-Burhan demanded that protesters dismantle roadblocks, open bridges and railway lines connecting the capital and “stop provoking security forces” before the final talks could take place. Protesters had erected the barricades to keep pressure on the military rulers as the latest round of negotiations between the two sides commenced on Monday. Al Jazeera’s Mohammed Adow, reporting from Khartoum, said al-Burhan’s demands appeared to have been heeded by protesters, with the mood among demonstrators in the capital on Friday “far more conciliatory than before”. “The protesters have lifted most of the barricades from the streets,” Adow said. “They say the only barricades left are those around the square and put there for their own protection and that any attempt to remove them will be met with stiff resistance … because abandoning the revolution will be the death of Sudan,” he said, referring to the sit-in site outside the defence ministry. In the early hours of Friday, hundreds of demonstrators chanting revolutionary slogans tore down roadblocks on Nile Street, a key avenue, that had paralysed downtown Khartoum for several days. “We have removed the bricks ... but if they do not respond to our demands then we will bring the bricks again,” protester Sumeya Abdrahman told the AFP news agency.

United States President Donald Trump has decided to wait up to six months before determining whether to impose a 25 percent tariff on imported cars and parts from the European Union and Japan. This gives trade talks more time for the US to make a deal. The White House had faced a Saturday deadline to make a decision on US Commerce Department recommendations to protect the domestic auto industry from foreign imports on national security grounds. In addition to averting domestic pain, delaying the decision avoids what was shaping up to be a new dramatic escalation in the Trump administration’s trade disputes around the world including its trade war with China. But now Trump is directing US Trade Representative Robert Lighthizer to pursue further negotiations and report back within 180 days. If those discussions are unsuccessful, Trump will then decide “whether and what further action needs to be taken”. In a proclamation released on Friday, Trump said he agreed with a Commerce Department Study that found some imported cars and trucks are “weakening our internal economy” and threatening to harm national security. “Important innovations are occurring in the areas of engine and powertrain technology, electrification, lightweighting, advanced connectivity, and autonomous driving,” said the proclamation. “The United States defence industrial base depends on the American-owned automotive sector for the development of technologies that are essential to maintaining our military superiority.” Trump’s proclamation said “domestic conditions of competition must be improved by reducing imports”. But auto tariffs face strong resistance from both parties in Congress, to whom Trump has not released the “Section 232” investigation report. Automakers have strongly opposed the tariffs, arguing they would raise prices, threaten hundreds of thousands of US jobs, and decrease industry spending on self-driving cars. The administration cited statistics that show US-owned companies now account for a far smaller share of the total US automobile market than they used to, comprising 67 percent of the market in 1985 (10.5 million units) versus 22 percent (3.7 million units) in 2017. During the same time period, the administration said, imports nearly doubled, from 4.6 million units to 8.3 million units. Trump’s decision could impact some 47 billion euros ($53bn) worth of car and auto part exports. US Commerce Secretary Wilbur Ross told Trump that “successful negotiations could allow American-owned automobile producers to achieve longterm economic viability and increase R&D spending to develop cutting-edge technologies that are critical to the defence industry”.

EFCC: Journey to Jabi, one year after Tony Egbulefu On April 10 this year, the Economic and Financial Crimes Commission, EFCC, clocked 16. By all measures, it has been 16 years of command performance in anti-corruption fight. It is instructional to recall that the success story of the Commission takes root in a small beginning that started in No 15A, Awolowo Road, and 10 Okotie Eboh Street all in Ikoyi, Lagos and in a one room office apartment in Bureau of Public Enterprises, BPE, Abuja. From these crippling environments where the Commission struggled with everything it needed for efficient performance, men and material included, it earned instant cachet as the nemesis of the corrupt. All the more good news is that it has sustained and improved on this by relentlessly being on the grind. With all the acclaim the Commission earned in productivity outcomes, it operated as tenants in its Abuja offices barring the one at No 5 Fomella Street, Wuse 2, Abuja. To augment, it rented an adjacent block within same Fomella, and designated it Block C. Outside the Fomella perimeters, the Commission scrapped out an office space in Presidential Villa, had an additional in Danube Street, Maitama and domiciled its critical Legal and Asset Forfeiture office in yet another location in Ademola Adetokunbo Street, Wuse 2 close to Exclusive Stores. Mr Tony Orilade, Acting spokesman of the Commission recalls that it was risky and tiring, coordinating the huge activities in the head office from these far apart offices, “especially for an intelligence outfit, which should be heard, and not seen,” he said. May 15, 2018 brought a change of narrative with the relocation of the Commission to its over N18billion showpiece headquarters in Jabi District, Abuja. Aside the 10-flight steel-cladded edifice are every structure and facility that the Commission had sorely needed. This ranged from a 16.800sqm parking lot for staff and visitors to turnkey forensic laboratory block, luxury genderseparate cell blocks and selfcontained medical block, seated in a five hectare stretch. The path to the new headquarters began in 2011, with the foundation laying ceremony. Despite strictures from finances, it was delivered seven years after, May 15, 2018. The ease in operation the onestop location has afforded officers of the Commission has amply found expression in superlative outcomes. The Commission within the first four months of this year, beat every record it has set in convictions within the same time frame with a staggering 340 convictions, establishing strongly that the 315 record convictions it secured between January and December 2018 will pale in both figure and significance, this year.

Between May 15, 2018 and May 15, 2019, which marks the first anniversary of its relocation to the new head office, the Commission consummated high profile cases and earned convictions, including those of two former state governors: Jolly Nyame (Taraba) and Joshua Dariye (Plateau), who both bagged 14 years jail terms each, without options of fine. While the appellate court added a fine of over N400 million to Nyame’s sentence, it reduced his jail time to 12 years and that of Dariye to 10. These two convictions were unprecedented watershed in the annals of the country’s fight against corruption. That of Air Vice-Marshall Tony Omenyi (retd) also fell within this range. He was committed to a seven years prison time without an option of fine by Justice Nnamdi Dimgba of a Federal High Court, Abuja, on Thursday, February 28, 2019, having been found guilty of the amended three-count charges brought against him by the EFCC. Justice Dimgba, also ordered Huzee Nigeria Limited, a body corporate, owned by Omenyi to forfeit N60,000,000 (Sixty Million Naira) to the federal government. In the area of recoveries within the period on the radar, N11.5billion was recorded in final forfeiture, N133.8billion in nonforfeiture recoveries, N8.92billion in direct deposits, N38.12billion in tax recoveries, N1.82billion in subsidy recoveries, and N42billion from banks (third party), totalling N236billion. These are in addition to recoveries of various sums in other currencies, assets, jewelleries (gold) and recoveries for major government agencies including NNPC and AMCON. Within the first quarter of the current year, the Commission has made recoveries which included: N205.9 million in cash, N2.7 billion in draft; $310, 718; 13, 500 pounds; 700 Euros; N5.6billion direct deposit. Furthermore within the first four months of this year, the Supreme Court of Nigeria on Friday, March 8, 2019 in a unanimous judgement, it could be recalled, dismissed the appeal of a former first lady, Patience Jonathan, wife of former President Goodluck Jonathan, against the interim forfeiture order of Federal High Court, Lagos, to the federal government of $8,400,000 (Eight Million Four Hundred Thousand Dollars) traced to her by the EFCC and believed to be proceeds of crime. Similarly, on March 14, 2019, the Nigerian apex court also dismissed an application by Mrs Jonathan, which sought to upturn the interim forfeiture order by a Federal High Court, Lagos placed on the sum of N2.4 billion linked to her. It could also be recalled that the former Chief of Defence Staff, late Alex Badeh on March 4, this year forfeited six choice properties and $1,000,000 (One Million Dollars) to the federal government, on the order of Justice Okon Abang of the Federal High Court Abuja. To rein-in the menace of vote

buying in 2019 general elections, (a pandemic financial crime that polluted the electoral space), the Commission came up with a country-wide intervention. Explaining why the Commission needed to step out against vote buying, the Acting Chairman of the EFCC, Ibrahim Magu, noted that “vote buying is corruption that is fundamental because if you buy votes, it follows that you must recoup what you have spent, when you find your way into office.” Magu’s campaign against vote buying resonated in all the 14 zonal offices of the Commission, whose heads escalated the message to voters in the 36 states of the federation with the common denominator that vote buying was not just a financial crime, but casts slur on integrity of elections and a thief of electoral m+andates. While several arrests of culprits were made as well as cash seizures, running into millions of naira, the Commission also secured the conviction of a Gombe State councillor, Ishiyaku Garba. Justice Sa’ad Mohammed of the State High Court jailed Garba for three months with N100,000 (Hundred Thousand Naira) option of fine following his arraignment by the Commission on a three-count charge that bordered on election bribery. The more cheery news, however, is that the ubiquity of the Commission’s operatives at the polling stations across the country ensured that the ugly trend which had spiralled out of control, only occurred few-andfar-between in this year’s elections. It is worth recalling within the period under review that the Commission leveraged on the

opportunity of availability of office space to embark on a recruitment drive, increasing its human capital with the full enrolment of 314 Assistant Detective Superintendents and 183 Assistant Detective Inspectors following the completion of their training programme in May and January 2018, respectively and 293 Assistant Detective Inspectors currently undergoing training in Nigeria Defence Academy, NDA Kaduna. Also brought on board are 95 support staff who joined the Commission in January this year. With the improved staff strength, the Commission expanded its zonal offices from 11 to 14 with the establishment of three new zonal offices in Makurdi, Sokoto and Ilorin. All these strides, however, have come with added financial worries, especially as revenue allocation from the government in the past two years has progressively tapered. This year, for instance, the Commission will have to grapple with only N3.6billion overhead allocation that shrank from N7.3billion, approved in 2018. This is grime in the face of increased running cost, occasioned by the addition of three zonal offices, the planned introduction of group staff life insurance of N650million and huge outlays on generator fuel cost. Others are: increase in airfares and proposed 60 per cent increase in the rates of duty tour allowance (DTA) payable to staff on official assignment. The capital budget allocation was also diminished by the Budget Office from N15.196billion in 2018 to N3.978billion presently.

This is amidst challenges such as the Commission’s N2.02billion outstanding liabilities to Julius Berger; N1.5billion cost runs on the new head office complex; N0.299billion liabilities for consultancy on the new head office; N0.47billion for purchase of security equipment (ammunition); N1.1billion on furnishing of new head office building. Others in this category are: the development of the permanent site of the EFCC Academy, Lafia; renovation of the old EFCC head office building, Wuse 2, Abuja, and the renovation of the Lagos Zonal Offices (10 Okotie Eboh and 15 Awolowo Road). Also begging for financial attention are the challenge of managing the huge and growing fixed asset forfeiture base of the Commission and inadequate ICT infrastructure. There is presently a zero presence of internet services at the new head office and zonal offices, and in other ICT-related service deliveries, which by Magu’s recent disclosure will gulp a minimum of N800million to put in place and bring up to acceptable standard. For all the Commission has achieved and the challenges it has faced in its one year of relocation, the staff are immensely proud of Magu’s sterling leadership qualities and happily rejoiced with him as Euro Knowledge Group, an illustrious foreign investment network, on Tuesday, May 14, honoured him with “Exemplary Leadership Award 2019 for Outstanding Leadership In Public Service.” Tony Egbulefu is a staff of the Economic and Financial Crimes Commission, EFCC

Former Super Eagles’ coach Johannes Bonfrere has faulted the recall of John Mikel Obi to the Nigerian squad ahead of preparations for the 2019 Africa Cup of Nations. UEFA competitions do not depend on big clubs reaching the final matches to make them commercially successful, the European football body’s marketing chief Guy-Laurent Epstein has said. Epstein said the unpredictable nature of the tournaments is great for business. He said the drama and unpredictability mattered more than the presence of elite clubs in the closing stages of competitions such as the UEFA Champions League. Ajax Amsterdam and Tottenham Hotspur reached this season’s semifinals while Real Madrid, Paris StGermain (PSG) and Bayern Munich all fell in the last 16 and Juventus were eliminated in the quarter-finals. Yet access to the UEFA Champions League for clubs such as Ajax could effectively be closed off from 2024. This is under a proposal by UEFA and the European Club Association, according to league officials who have

seen it. According to reports about the new proposal, 24 of the 32 teams in the UEFA Champions League group stage would keep their places for the following season. Four will qualify through the domestic leagues, while another four will be promoted from the Europa League. Such a plan would make it more difficult for teams such as Ajax to get their foot in the door. UEFA have said only that discussions are at an early stage, without giving details. Epstein, without commenting on the proposal, said that this year’s drama had made the competition better than ever for sponsors and broadcasters. Asked if two mid-sized teams meeting in the final would damage the brand, he said: “I don’t think so, because that would be earned on the pitch.

“As long as there is this meritocracy, I don’t think it damages the product at all.” “Tottenham against Ajax is a good example of clubs considered smaller compared to the big brands,” he added. “I find it fantastic and I believe it adds to unpredictability, it adds to the newcomer story. Juventus confirm Max Allegri exit Massimiliano Allegri will leave his position as Juventus head coach at the end of the season, the Serie A club have announced. The 51-year-old has been in charge of the Turin side since joining from AC Milan in 2014 and he has won the Italian league title in each of his five seasons in charge. Allegri had a year remaining on the contract extension he signed in 2017 but he will not see it out as the Bianconeri continue in a different direction.
