and economic challenges facing the nation need to be addressed and the electorate are desirous of determining which party or candidate to vote into political offices based on policy thrust presented during campaign tours. The Daily Times recalls that the present All Progressives Congress (APC) government under President Muhammadu Buhari came to power in 2015 on the platform of its ‘Change Mantra’, promising to correct the many ills identified as hallmark of the Peoples Democratic Party (PDP). But three and a half years down the line, some people have expressed reservations over the promised change. With the emergence of President Muhammadu Buhari and former Vice President Atiku Abubakar as the presidential candidates of the All Progressives Congress (APC) and Peoples Democratic Party (PDP) respectively, voters now have the opportunity carefully scrutinise the manifestos and programmes of the two major parties before deciding on who to vote for in 2019. The ruling APC set the ball rolling with the launch on Sunday of President Buhari’s campaign slogan tagged ‘Next Level’. At the launch held at the State House Conference
Centre, Abuja, President Muhammadu Buhari appealed to politicians in the country to eschew violence and go about their campaigns peacefully and to avoid divisive tendency that would set the county ablaze. He told supporters of the governing APC, top party officials and government functionaries at the event that, “I am not unmindful that the National Assembly and the presidential campaign starts today (Sunday). I will employ candidates to go about the campaigns peacefully and decently. The president said: “We have no other country, let us not set it ablaze because of politics.” He said that his administration was implementing policies that ensure modernisation of modern projects that will grow the economy. According to the President, the next four years will be quite significant for the country, “Nigeria is faced with a choice to keep building a new Nigeria - making a break from its taints of the past which favoured an opportunistic few. Our choices will shape us - our economic security and our future prosperity. “Nigeria, more than ever, needs a stable and peoplefocused government to move the agenda for our country forward,” he stated. Buhari urged Nigerians “join us on the journey to
the next level of our nation’s prosperity. He appealed to Nigerians to him a second term mandate, urging contestants to go about their campaigns peacefully. Speaking further, he said that to succeed, moral integrity and conscience must continue to form the dominant character of “our nation and its leadership.” He said that corruption is an existential threat to Nigeria, adding “despite that gains we have made in closing the gates, we know that there is still much ground to cover to stop systemic corruption. We are committed to deepening the work we started this first term such that the nation’s assets and resources continue to be utilised to do good for the common man.” Buhari said: “We believe that our people who are still in poverty have direct way out and up through our expanded National Social Investment Programme. We believe we can implement the painstaking and comprehensive policy and work we have done to bring an end to the perennial conflict between farmers and herders. Meanwhile, Atiku Abubakar will kick-start his campaign for president in the 2019 election through an address to the Nigerian people on Facebook at 12 noon today where he will launch his policy document. Pains of separation: Longest serving Anambra monarch dies, wife follows Nkiru Nwagbo, Awka The Umuezawala community in the Ihiala local Government Area of Anambra State has been thrown into mourning following the death of their traditional ruler, Ogbuefi James Chukwudolue and his wife, Janet, in quick succession. It was gathered that late Janet, who was too close to the king, could not bear the pains of the separation, died a few days after. Having mounted the saddle of his community in 1964, Ogbuefi Chukwudolue was said to be one of the longest serving traditional rulers
in Anambra State. In a statement by his son, Okey Chukwudolue, he said the king and his wife would be buried the same day in memory of the love they exhibited in their life time. The statement read in part: “The remains of one of the longest serving traditional rulers in Igbo land, Chief James Agukwu Chukwudolue and his wife, Lolo Janet Chukwudolue, will be committed to mother earth the same day. “Chief Chukwudolue was for 55 years the traditional ruler of Umuezawala, Ihiala in Ihiala Local Government Area of Anambra State. “He was arguably the longest serving
traditional ruler in Anambra State, having mounted the throne as Ogbuehi of Umuezawala in 1964. “ O g b u e h i Chukwudolue died at the age of 89 after a brief illness; his wife, Janet, who apparently could not bear the pains of the separation, followed a few days after”. He said the three-day burial activities of their patriarch and matriarch would be heralded by the beating of the traditional Uhio music to announce their transition to eternity while the Catholic Bishop of Nnewi diocese, Bishop Hilary Okeke, would preside over the burial service.

Banks credit to private sector hit N22.7trn in one month Motolani Oseni, Lagos
Commercial banks operating in the country have lent a total sum of N22.72 trillion to the private sector in just one month, checks by The Daily Times revealed. Data obtained from the Central Bank of Nigeria’s (CBN) money and credit statistics, showed that banking sector credit to private increased to N22.72 trillion at the end of October 2018, compared with N22.56 trillion it stood at the end of September 2018. With this development, banking sector credit to private gained 3.32 per cent to N22.72 trillion as at October, from N21.99 trillion in January 2018. Our further checks showed that credit to the private sector has continued to gain this year, reaching its peak at N22.72 trillion as at September, the second time since September 2016 when it recorded N22.7 trillion. Consequently, stakeholders in the electronic payment service sector have expressed worries over the evergrowing Cyber Attack in the e-space. According to the Head, Products Strategy and Innovation, Interswitch Limited, Mr. Inalegwu Alogwu, “the
risks involved have really made banks more careful in opening up its API to Financial Technology (FinTech) organsation. “Technology is growing at a faster space and in order to boost financial inclusion, digitalisation must be embraced. “If banks are to open its API and customers information to third parties (FinTech Companies), then the risks involved must be shared. “This is because once a financial technology is compromised, the whole financial market is also compromised. “Telcos, banks and FinTech must come together because vulnerability presents a problem to everybody”, Alogwu noted. INEC had set aside Saturday November 17, 2018 for the conduct of bye-elections to fill vacant seats in Toro Federal Constituency of Bauchi State, Ekiti/ Irepodun/ Isin/ Oke-Ero Federal Constituency of Kwara State and Kankiya/ Kusada/ Ingawa Federal Constituency of Katsina State. INEC Returning Officer for Toro Federal Constituency (Bauchi), Prof. Ahmed Sarkin-Paggam, declared Yusuf Nuhu of the APC winner having scored 27,337 votes to defeat his only opponent, Shehu Umar, of the Peoples Democratic Party (PDP), who polled 18,235 votes. Only APC and PDP fielded candidates for the election. According to the returning officer, a total of 41,532 votes were cast, out of which 40,552 were valid and 970 votes invalid. Toro Federal Constituency seat became vacant when the member representing the constituency, Lawan Yahaya Gumau contested and won the Bauchi South Senate seat in a bye-election held on
August 11 to fill the vacant position created by the death of Senator Ali Wakili who died on March 17, 2018. In Kwara State, the APC as well won as INEC declared Mr. Raheem Olawuyi winner after defeating Saheed Alatise of the PDP in the Ekiti/Irepodun/Isin/ Oke-Ero Federal Constituency. INEC’s Chief Returning Officer for the poll, Prof. Abimbola Adesoji, said Olawuyi got 21,236 votes, followed by PDP candidate, Saheed Alatise, with 18,095 votes. The Labour Party had 150 votes, the Peoples Party of Nigeria (PPN) got 76 votes and UPN garnered 42 votes. Professor Adesoji, from Obafemi Awolowo University, Ile-Ife, said out of the 40,930 total votes cast, the total number of valid votes was 39,599 while 1,331 votes were rejected. INEC also declared Alhaji Abubakar Kusada of the APC as winner of the bye-election into the House of Representatives in Katsina State. The election was conducted in the Kankiya/Kusada/Ingawa Federal constituency in Katsina State. Kusada, who was the speaker of Katsina State House of Assembly prior to the election, polled 48,518 votes to emerge winner. He defeated Alhaji Abdussamad Yusuf of PDP who scored 20,193 votes, while Nasiru Kankiya of the Peoples Redemption Party scored 1,810 votes as second runner-up.
Reacting to PDP defeat at the polls, Senate President, Dr. Bukola Saraki, who is now a national leader of the PDP, condemned the conduct of the election which he said was marred with “open intimidation and harassment of voters”. In one of the many tweets on his twitter page, Saraki said the election was held under “tense and militarised conditions” while alleging security operatives of complicity. The Senate President warned that the unfortunate situation sends wrong signals ahead of the 2019 polls, stressing that it will not augur well for the nation’s largest driving Democracy. He said “open display of intimidation and misuse of security operatives will undermine Democracy if not checked”. In a swift reaction, a staunch member of APC in Kwara State, Engr. Ismail Tijani, said Saturday’s bye-election was “free, fair and devoid of intimidation” as alleged by Saraki. Tijani, who is the APC candidate for Offa, Oyun and Ifelodun Federal Constituency of Kwara State in 2019 National Assembly election, said members of the PDP are mischievous in condemning the election. According to him, Saraki and the PDP who had thugs at their disposal were curtailed by vigilant security operatives that monitored

Director, Corporate Communications of the apex bank, Isaac Okorafor, while confirming the sales, reiterated that the retail SMIS were for requests in machineries, agricultural and raw materials sub-sectors, while the Chinese Yuan was for Renminbi denominated Letters of Credit. Okorafor assured that the CBN would continue to intervene in the foreign exchange market to guarantee exchange rate stability. The Daily Times recalls that the CBN had on Tuesday, November 13, 2018, intervened in the inter-bank foreign exchange market to the tune of $210 million. Meanwhile, $1 exchanged for N361 at the Bureau de Change (BDC) segment of the foreign exchange market, while CNY1 exchanged for N54. Also, during the week under review, the Federal Government said
it raised $2.86 billion in Eurobonds on Wednesday across three maturities in a sale that was three times oversubscribed. It sold the bonds with maturities of seven, 12 and 30 years at 7.625 per cent, 8.75 per cent and 9.25 per cent, respectively. The Federal Government officials have been meeting investors at a roadshow organised by Citi and Standard Chartered in London prior to issuing the Eurobond. The government said demand for the dollar-denominated bond stood at $9.5 billion. The bond would help Nigeria fund its budget deficit for 2018 and other financing needs. Nigeria’s upper house of parliament last month approved the Eurobond issue but advised the government to limit foreign borrowing and boost revenue. Last year, Nigeria sold $3 billion in Eurobonds, part of which it used to fund its 2017 budget. It then followed with a $2.5 billion Eurobond sale in February to refinance local currency bonds at lower cost. Lawmakers said the new bond issue will raise foreign borrowing to 32 per cent of Nigeria’s total debt, up from 30 percent at June 2018. Nigeria, which emerged from recession last year, approved a threeyear plan in 2016 to borrow more from abroad. It wants 40 per cent of its loans to come from offshore sources to lower borrowing costs and help to fund record-high budgets.

The nation wants to know if this government plans ‘next level’ devaluation of the Naira for them? “In 2018, Transparency International announced that Nigeria made her worst ever retrogression in the Corruption Perception Index moving 12 steps backwards from 136 under the Peoples Democratic Party to 144 under Buhari. Short News 2019: Saraki group in Ekiti mobilises for Atiku Gbenga Sodeinde, Ado Ekiti A group loyal to the Senate President, Senator Bukola Saraki and operating under the auspices of Coalition of Saraki Advocates for Atiku (COSAA), has began a house to house campaign for the victory of the People’s Democratic Party (PDP), Alhaji Atiku Abubakar come 2019 general election. The group said the former Vice President Atiku Abubakar remained the best for Nigeria in 2019, saying “Buhari has compromised his integrity by fraternizing with corrupt political bigwigs to ride to power in 2015” and this it said had impeded him from realizing the objective of ridding country of corruption. They urged the Buhari government to propel local production of petroleum, rather than deceiving Nigerians by contemplating pump price reduction to get votes in 2019. Speaking in Ado Ekiti on Sunday, the group’s Southwest Coordinator, Comrade Oba Adelusi, alleged that Buhari came into power with scores of corrupt aides, who he said had fettered his hands and hindered him from prosecuting his anti-graft war in the most potent way. He said the group’s plan is to mobilize 36 million votes, by garnering six million votes in each of the six geo-political zones, for Atiku in 2019 to show that apolitical Nigerians have power to unseat a sitting President.
Intra-party rancour led to PDP loss in Lagos in 2015, says party chieftain Peoples Democratic Party (PDP) chieftain, Chief Amos Olayinka, on Sunday said the party lost the governorship seat in Lagos in 2015 because of internal rancour. Olayinka told newsmen that intra party rancour affected the ability of members to monitor and protect the party’s governorship poll in 2015. Olayinka, who said he founded the PDP in Lagos with Chief Dapo Sarumi, expressed hope that Mr Jimi Agbaje and the party’s presidential candidate, Alhaji Abubakar Atiku, would win in 2019 elections. “There is no more friction in Lagos PDP. No rancour anymore. Disagreements happen but we will never again allow it to degenerate to the point of affecting our lot in the 2019 general elections. “We know the under currents that made Agbaje to lose the election in 2015. We will not let it happen again,” he said. He said that the party had gone back to the grassroots because it realised that it had to do a thorough homework in order to win the elections not only in Lagos but nationwide. According him, underrating Agbaje will be the worst mistake anyone or party will make in the upcoming guber polls.

We’ll shame UNESCO’s 2050 prediction on Igbo Language going extinct, says Igboekulie Nkiru Nwagbo, Awka The president of Igboekulie, an Igbo sociocultural organisation, Prince Ben Onuorah says the group is working hard to forestall the United Nations Educational Scientific and Cultural Organisation (UNESCO) prediction that the Igbo language was among those that may go into extinction by 2050. Onuorah spoke in Awka, during a prize giving event, Asusu Igbo Amaka (Igbo language is good) organised by the group to reward students who scored best grades in this year’s secondary school certificate examination. He said, “We are motivated by the need to encourage our students to see Igbo language as not inferior to other subjects where prizes are regularly given to winners. “We are motivated by the need to have more competent speakers of our language, especially among children and youth. We are motivated by the desire to have more Igbo teachers and a lot of more Igbo language teachers, and more
books published in Igbo language. “Above all, we are motivated by a compelling determination to ensure that Igbo language does not go extinct or die as predicted by the UNESCO. We will continue to support the speaking of Igbo language, to ensure that the prediction does not come to pass.” This year’s Asusu Igbo Amaka which was held in Anambra State, incidentally had all six winners from the state and national category from Anambra state. Kingsley Nwafor, Adannaya Ezeh and Chinecherem Ike who emerged as winners in the state category all hail from Anambra and studied at St Joseph High School, Umuona, Aguata local government area all got varying cash gifts and plaques. In the national category, Chinemelum Nwosu emerged as the overall best student in the nation, while Adaobi Okeke and Kenechukwu Anyichie emerged as the first and second runners up. All three are also from Anambra and were from sacred heart college, Uwani, Enugu. Teachers from both schools were also
presented with cash gifts for their role in ensuring that students of their school came tops in the competition. Onuorah explained that data determining the winning students was supplied by the West African Examination Council, WAEC, which is in partnership with the organisation. A guest lecturer at the event, Dr Mrs Ngozi Emeka-Nwobia, the head of department, Language and linguistics, Ebonyi State University, who spoke on the topic: keeping Igbo language relevant in our modern and technology driven world, called on state governments to come up with incentives that would promote the study of Igbo language. Anambra State governor, Chief Willie Obiano stated that the state would continue to promote the study of Igbo language, including marshalling out incentives that would encourage teachers of the subject. Sir Willie Nwokoye, Principal Secretary to the governor who represented him at the event said, “The governor has been very proactive in matters that concern the atudybof Igbo language.
Nigeria is losing about a half kilometre of its land mass annually to desert encroachment and time is of essence before the entire country becomes a desert. The Director-General of the Nigerian Conservation Foundation, Dr Muktari Aminu-Kano, raised the alarm in Lagos on Sunday. He made the disclosure at the 2018 edition of the Green Ball series with theme: “Green Recovery Nigeria: Restoring Mangroves and Reclaiming the Desert.” Aminu-Kano said that mangroves were also being lost in the Niger Delta and that the nation had already lost up to 95 per cent of its forest cover. He warned that urgent measures must be taken to curb deforestation and forest degradation to stop what he described as ugly consequences of climate change for the nation. The NCF chief also warned on the “firewood crisis,’’ saying that the problem must be addressed to discourage use of fire wood use as cooking gas. He stressed the need to strengthen the Green Recovery Nigeria scheme, aimed at retaining a significant proportion of Nigeria’s landmass under forest.
Lagos govt assures of worthy successor to LASU VC
The Lagos State Government has assured of a worthy candidate to succeed Prof. Olanrewaju Fagbohun as Vice Chancellor of Lagos State University (LASU) whose tenure expires in 2020. Lagos State Deputy Governor, Dr Idiot Adebule, gave the assurance at a dinner organised by the LASU Alumni Association in honour Prof. Fagbohun on his conferment as a Senior Advocate of Nigeria (SAN) on Saturday in Lagos. Adebule, also an Alumna of the university, said selecting a capable successor to the current Vice-Chancellor was key to sustaining the current peace and progress experienced in the university in the past three years. “About the fear of who will take the mantle from Prof. Fagbohun and build on the good work he started, I admonish that you fear not, for God is always there. “At the appointed time, God will choose who will fit into the position, but as a government, we are not unmindful to the fact that, it is our pride to pick the best person. “As God assisted us to pick Fagbohun, He will also guide us to pick a suitable successor and no evil person will scale through the selection process,” she said. Adebule urged Fagbohun not to relent in praying for a perfect successor, while appealing to stakeholders of the institution to think of how to positively impact and support the LASU project.

Combatting corruption and illicit financial flows in Nigeria: Measures taken by the EFCC (1)

The Chairman of the Africa Union High Level Panel on Illicit Financial Flows, and former South African President Mr. Thabo Mbeki, in 2015 reported in the findings of the Panel, that the African continent was annually losing a staggering $50 billion, due to illicit financial outflow. In the 2015 report, Mr. Mbeki estimated that about 40 per cent of this illicit outflow of funds was from Nigeria, and came in different forms including corrupt business practices, tax evasion and transfer of profits by multinationals. To state that this is very worrisome is to state the very obvious. At the recently concluded African Union high level panel on IFFs inter-ministerial meeting held in Abuja, Mr Mbeki said the loss has increased exponentially from $50 billion to about $80 billion annually. Indeed, this estimate may well be short of reality as accurate data does not exist for all financial transactions out of Africa. This increase in illicit financial flows indicates a serious breakdown of international borders and barriers facilitated by innovative schemes and practices of the financial sector operators. Globalization has helped turned the world into a global village with broken down borders. Yet, the advent of technological advancement such as online transfers and a range of e-payment platforms, informal IOUs/Halawa Schemes, and crypto currencies among others, have made the movement of funds and assets from one jurisdiction to another so very easy. Illicit financial flows, IIFs are basically funds moved across borders illegally. Such funds are fraudulently earned, and in a number of instances, transferred and/ or utilized illegally. The rate of IFFs out of Africa has no doubt become a major concern. This is partly due to the mindboggling magnitude of the funds stolen from Sub-Saharan Africa and the negative impact of such flows on Africa’s agenda for development and governance. It is estimated that over $40 billion (N30.6 trillion) was fraudulently
transferred out of Nigeria in the last five years through various sources, such as money laundering, tax avoidance, corruption, tax evasions, illegal mining activities, drugs and human trafficking. The adverse effects of illicit financial outflows include, drain on Nigeria’s foreign exchange reserves, reduced tax revenue, stifled trade and investment inflows and a weakening of the financial system of the victim countries (African Countries in particular). Unfortunately, illicit financial outflows are facilitated by some international tax havens that permit creation of disguised corporations – shell companies, anonymous trust accounts, and fake charitable foundations which in most cases are cover for corruption, terrorism financing tax evasion and money laundering. It is in the context of this, that the subject of Illicit Financial Flows has gained global attention as a critical area that needs international collaboration and cooperation and a multi-stakeholder approach to be effectively tackled. The complex nature of corruption and money laundering investigations generally require assets recovery efforts beyond domestic borders. Where stolen assets have been stashed abroad, successful tracing and recovery of such asset often depends on assistance from foreign jurisdiction which makes international cooperation essential for the successful recovery of assets. The issue of a concerted need for international collaboration particularly on the part of African countries formed the thrust of the 8th Commonwealth Regional Conference for Heads of Anti-Corruption Agencies in Africa, which was hosted by the Economic and Financial Crimes Commission, EFCC in May this year at the Transcorp Hilton, Abuja. Heads of the continent’s anti-graft agencies resolved that the complex nature of corruption and money laundering investigations required assets recovery efforts beyond domestic borders. Where
stolen assets have been stashed abroad, successful tracing and recovery of such asset often depends on assistance from foreign jurisdiction which makes international cooperation essential for the successful recovery of assets. On the part of the EFCC, a lot of work has been done in creating a robust international framework for tackling corruption and illicit financial flows in Nigeria. There are a number of multilateral treaties or instruments which Nigeria is a signatory that requires countries to cooperate with one another on matters bothering on investigations, asset confiscation and returns. Nigeria has agreement with several countries including the Swiss, UK, UAE and the US just to mention a few for the return of stolen assets and successes have been achieved especially with the Swiss authorities in repatriation of about $322 million Sani Abacha money back to Nigeria. Agreement to this effect was signed recently at Global Forum on Asset Recovery, GFAR, which took place in December 2017 at Washington DC USA. In the same vein, United Kingdom returned assets worth $85Million USD from the controversial $1.3 billion USD Malabu deal which revolves around “OPL 245” believed to be the most valuable oil field in West Africa in a case that is being described as the largest corruption scandal ever witnessed in global oil industry involving Malabu Oil and Gas and oil giants Shell and ENI. Efforts are ongoing for the recovery of hundreds of millions of dollars of the Abacha loot stashed in financial institutions in London, Paris, Jersey and Liechtenstein. Recognizing the adverse effects of corruption on the African Continent, the Africa Union, AU Heads of states and Governments declared year 2018 as African Year of Combating Corruption under the theme “Winning the Fight Against Corruption: A Sustainable Path to Africa’s Transformation”. To further emphasize the resolve to fight against graft in the continent, the
leaders endorsed President Muhammadu Buhari of Nigeria as its Anti-Corruption Champion that will lead the continent’s war against corruption in 2018 and beyond. The endorsement of Mr. President was in recognition of his efforts, firm commitment and the enviable successes he has recorded in the fight against corruption in Nigeria since the inception of his administration. No doubt, for there to be successes in combating illicit financial flows, there must be a resolute and firm political will, which has been evident on the part of Mr. President. This is made obvious in his tremendous support given to the EFCC in its enforcement activities, which has contributed in no small measure to the successes so far achieved. Nigeria has been at the forefront of sponsoring resolutions on asset recovery and return and illicit financial flows which have been adopted at various conferences of states parties of the United National Convention against Corruption, UNCAC. It is also very important to underscore the commitment of the present administration of President Muhammadu Buhari to transparent and efficient management of returned assets through the public financial management systems for social investment schemes. In terms of domestic efforts in curbing illicit financial flows, the EFCC has recorded tremendous success in its enforcement activities by the number of money laundering and corruption cases undergoing investigations and proceedings in court. While progress has been recorded in strengthening the anti-Money Laundering legal framework and the compliance regime in Nigeria, monitoring the movement of cash outside the financial sector remains a major challenge due to the country’s predominantly cash based economy. Recently, cross border physical cash movement has been on the increase. To curb this menace, the EFCC set up an interagency task force.
Abia: A look at Gov Ikpeazu’s exploits in Agriculture

Agriculture, which deals with growing of crops and raising animals is one of the major focuses of the present Abia State administration under the able and visionary State Governor, Dr. Okezie Ikpeazu. It is common knowledge that agriculture is the mainstay of the economy. No wonder, on assumption of office, Governor Okezie Ikpeazu, while encapsulating the things he would do for his people that voted him into power, made agriculture one of the five pillars of development. The unfolding events have proved that Governor Ikpeazu has, as Igbo people say, ‘bought the exact items he was sent to the market to buy for his people’ in agricultural sector of the economy. One can say that three years and half down the line, the administration has a lot to boast of in agriculture. Governor Okezie Ikpeazu’s administration has given great attention and devotion to the agricultural sector in Abia State. He has proved his mettle in revolutionising agriculture. Today, Abia State is pioneering large scale mushroom production in Nigeria at the headquarters of the Ministry of Agriculture, along Library Avenue in Umuahia.
The ministry makes thousands of Naira daily from production and sales of high yielding nutritious made in Abia mushrooms. Young people in Abia State have already been encouraged to consider this as a preferred occupation or salary support engagement. Abia citizens who are willing to be trained are welcome to learn at zero fees to improve their economy. The training of 340 Abia youths in mushroom farming and oil palm production, respectively, had commenced since June 2017. It is worthy to note that Abia State Ministry of Agriculture staff were contracted by Ebonyi State government to teach their people and staff how to grow mushrooms in commercial quantities, on the specific request of Governor Dave Umahi, following his visit to Abia on peer review and cooperation mission. Under Governor Ikpeazu, the Ministry of Agricultural has grown over 2 million tenera specie of oil palm seedlings in Ayaba Umueze and they are being distributed to farmers. Tenera palm seedling is high yielding palm seedlings of high quality but short height that matures and yields within months. The Tenera specie is a crossbreed of the pasifera and dura
which is best for both oil production and extraction of the nuts. And the palms when planted will, after 11 months of nursery, start fruiting within a space of 2-3 years if properly managed. Governor Okezie Ikpeazuled administration is targeting seven million, five hundred Tenera palm seedlings within the time frame of his administration. It is on record that Okezie Ikpeazu is supporting other commercial agricultural businesses like poultry and fish farming. Construction of the 1st phase of the 100 pens Poultry clusters in the 3 senatorial zones has commenced at Umuosu-Nsulu. The Poultry Pens of 2000 birds each is planned to be given to desiring youths on completion with starter packs of day-old Chicks, feed, medications and veterinary services, electricity and water. The Poultry processing plant is already completed at the location. People have gone into fish farming and poultry businesses because of the encouragement they receive from the agricultural focus of the State government. Abia is taking the lead in egg production. Also, a 6,000 fish capacity fish ponds in the Ministry of Agriculture is already stocked.
Last year December, a good number of bags of “Abia Rice” were produced. This rice was actually produced and bagged in Abia State under the supervision of the Ministry of Agriculture. The Ministry of Agriculture revealed that there were actually more than 2000 bags harvested from Abia State and bagged for sell to the people. Aside all those efforts, the Governor through the Ministry of Agriculture has helped to obtain grants and loans for farmers in the state. It is not an overstatement to infer that Abia State is on course to becoming the highest cocoa, cashew and cassava producing state in Nigeria. Efforts are on top gear by the Ikpeazu-led administration to achieve that. It is no longer news that the Nigeria’s highest cocoa farmer and award winner is from Abia State. A visit to the Uturu and Umunneochi axis of Abia State would show that Abia is a state to beat in ownership of cashew plantation. It is obvious that Governor Ikpeazu is more poised to leave more legacies behind while vacating office in 2023. All efforts must be made to help him achieve his dream of leaving Abia State much better than he met it.

Editorial Commentary The children of a lesser god

“We are under attack in Rann. They are shooting everywhere please pray for me; please go and tell my parents that I am in trouble. Please, look for Fatima and tell her they are taking us away. They have entered here now…” Those were the last words of Hauwa Liman before she was abducted by Boko Haram terrorists alongside other health workers on the 1st of March 2018. She had recorded the words in Hausa language and the audio clip which went viral left the masses of the Nigerian cyberspace in shock, disbelief and utter consternation. Her trembling voice pierced through our innermost parts in a visceral manner that evoked vivid imaginations of the dangers faced by many of our compatriots in the conflict infested North East region. Last week she was reportedly executed by the terrorists at the expiration of the October 15th deadline given to the Nigerian government. She is the second aid worker to be killed by the terror group in two months after her colleague Saifura Hussaini was killed on the 16th of September. The media reported it alright, there was the usual outrage on social media and the Bring Back Our Girls campaign led by Oby Ezekwesili even marched in protest to the presidential villa where they reminded the president that they were once a campaign slogan and a pledge. Ironically, the news broke a few days after President Buhari was reported to have called Leah Sharibu’s parents to reassure them of his administration’s efforts towards the safe return of their daughter. But following Hauwa’s reported execution the Minister of information Lai Mohammed only had these ‘comforting’ words: “We did everything any responsible government should do to save the aid worker. As we have been doing since these young women were abducted, we kept the line of negotiations open all through. In all the negotiations, we acted in the best interest of the women and the country as a whole”, The usual lines often regurgitated by official spokespersons to absolve the government of blame. They are just as pale as they are irritating. So much for assurance, so much for succor and hope to numerous grieving parents whose loved ones are held in captivity by these mindless killers. Sadly, that was just about it. We seem to have moved on to the next and little may be heard of Hauwa going forward. While the media is obsessed with serving us the daily sound bites from callous politicians, we are too engrossed to bother about the depraved activities of a murderous sect. Oh yes, we are approaching the elections, the campaign season is taking off, we are now in that period when every sensibility and even humanity is lost to politicking. They will regale us with tales of how the insurgents have been technically defeated. How they are now reduced to attacking soft targets but we have witnessed the deaths of Mohammed Yusuf, Momodu Baba and perhaps even Abubakar Shekau yet Boko Haram remains a threat, the scourge continues to ravage many communities in the North East albeit intermittently. As I write about 100 Chibok girls are unaccounted for, while thousands of other children including Leah Sharibu who was abducted in Dapchi are still missing. The enormity of the problem becomes even more profound considering that Hauwa wasn’t kidnapped in some nondescript region deep in the dreaded Sambisa forest. No, Hauwa was snatched in a supposedly secure military environment. The Jihadists had brazenly attacked the town of Rann which is host to a military base and the IDP camp where she worked, killing a number of soldiers and aid workers in a way that further exposed the frailty of our ill-equipped defence forces.
Just put yourself in the shoes of the Liman family for a moment. You can imagine a situation where a devastated father is appealing for a ‘proof of death’ from terrorists in order to get a last look at her angel and to bury her according to Islamic rites. The thought of such pain is the reason we cannot afford to relent, focus on the issue must be allowed to wither away under the campaigns. This is even more so for those conversant with Northern Nigeria, for we are better apprised on the magnitude of the dilemma. We can attest the vast complexity of the region, especially the poverty-stricken North East. A land where the most vulnerable members of the society are susceptible to doctrinal malleability and often used by unscrupulous politicians to achieve selfish ends. Mohammed Yusuf the late founder of Boko Haram capitalised on this canker to gather huge followership. He was so powerful that he nominated cabinet members for the Borno state government. A pointer to the ugly truth that beneath the facade of religious ideology lies a brutal and opportunistic political agenda. That is why we have so-called political leaders from the region walking along the corridors of power. Men like Ali Modu Sheriff and serving Senator Ali Ndume have at one time or the other been directly accused of sponsoring Boko Haram activities. But they are free men, they wine and dine among the most powerful in the country today and their daughters attend Ivy League schools on the other side of the Atlantic. We also have politicians like Atiku aspiring to lead the nation even when his kinsmen in Adamawa are perennially haunted by the dark shadow of terrorism. How is it possible that his interests and investments in the region are intact in the midst of all these atrocities by Boko Haram? How long shall we endure the incessant invasion our schools, and IDPs to abduct hapless women and children? When will this government bring the promised end to the devastating suicide bombings in churches, mosques, bars, parks, and markets? President Buhari has gained notoriety for his slow response to burning issues. An unfortunate and frustrating style that is eroding much of his hardearned reputation as a strict soldier. The seeming helplessness of his administration in the face of these persistent attacks should be giving him insomnia and if it is not then it is our duty to continually remind him of his pledge “to stamp out Boko Haram and all other terrorists of whatever persuasions and bring all sponsors to justice.” He is a military general and security is supposedly his strong point, so he should know that without a deeper interrogation of the latent factors behind this madness, then bringing it to an end is only a pipe dream. No sane society will allow this to continue. No responsible government should continue to condone it because it is the primary responsibility of any government to provide for the safety and security of its citizens. And Buhari himself affirmed this in a 2013 BBC interview when he specifically blamed the previous administration for the killings in the north by positing that “insecurity generally should be blamed on the Federal Government”. Hauwa was only 24, she became a nurse at an early age and was truly dedicated to her work of assisting women in her region to bring lives into the world in their most painful and vulnerable moments. Someone tweeted that she did not deserve us, I agree but I also hope like her father that she is still alive so that she would not have lost her life in the service of an undeserving nation. There are very few in our material world today who will choose the risky path of selfless humanitarian work in a conflict zone. Those who work hard to make our world a better place must be appreciated. They cannot be the children of a lesser god.
OUR POSITION Nigerians, 2019 polls and political campaigns

s political campaigns for the series of elections for the long awaited year 2019 begin today, Nigerians are about to witness another round of political fireworks and brickbats, as politicians put final touches to their roadmap to grabbing political power in the new year. Already political brick bats have started flying across the political divide as politicians and political jobbers try to outdo themselves either to gain political advantage or to help the candidate of their interest gain advantage over others. Some political party leaders have also thrown themselves into the fray, with the intention of either impugning the character of the opposition political leaders so that the electorates will not see the platform as a credible platform and the candidate not reliable. This development is already sending ripples across the land and threatening to throw up the kind of bitterness that may not augur well for the polity. For example, recently a video emerged of the Kano State Governor Abdulahi Ganduje allegedly collecting a bribe of $5million from contractors in the state, an allegation that the governor has denied. The interesting part of the scandal is that the video was posted by a journalist, Jaafar Jaafar, the publisher of an online news medium, DailyNigerian. Jafar is said to be a former aide of the former governor of the state, Senator Rabiu Kwankwaso who has been having a running battle with Ganduje over the political control of the state, therefore many have reasoned that if Jafar, a former aide of Kwankwaso is releasing a scandal video of the governor at a time Ganduje is having a running battle with his former principal, Kwankwaso, it stands to reason that there is a political undertone which may not augur well for the state and the entire political system. This is especially more intriguing because the said video was about two years old and now surfacing few months to Ganduje’e second term bid. Now that Ganduje has sued Jafar for defamation of character, it is clear that this bitterness may be taken into the election. Another development that calls for concern in this period of campaign is the running battle that the chairman of the All Progressives Congress (APC), Adams Oshiomhole is having with some governors in his party who are angry that they are not able to have their way during the election. Now, the battle has crossed party line, as the Senate President, Dr. Bukola Saraki has thrown a jab at Oshiomhole, telling him that because of the accusations that his party members are throwing at him, he is no longer fit to lead his party. But Oshiomhole has also thrown his jab, telling Saraki that he is a disgrace to Nigeria’s democracy. Oshiomhole who spoke in reaction to Saraki’s earlier statement, said it was pathetic and irresponsible that the Senate president would resort to ‘petty politics’. He added that Saraki had no moral ground to call for his resignation as the APC national chairman. The APC chairman threatened to sue Saraki if
he failed to provide evidence that he actually took bribes from aspirants. While it is granted that at a time like this politicians must work towards using every opportunity to have an edge over others, there is the need to be conscious of whatever they do at a time like this and understand that if indeed their intention is to do that which will be for the benefit of the people, caution must be the watchword. Politicians must also try their best to play politics by the rule, with the understanding that when they malign anyone there are always consequences which may not end the way anyone can determine or predict. While we call on politicians to stick to issues as they transverse the land campaigning about their plans for the people, it is also important to tell them to make realisable promises and avoid issues that will impugn on the character of other aspirants. We will also like to advise the electorates to be circumspect at a time like this and not be taken in by every promise whether realisable or not, knowing that after election, reality beckons. While it will be difficult to tell electorates not to take money from politicians, it is important to warn that for every vote you sell, you have purchased hardship for the next four years. We are of the opinion that this is a time that the electorates should be wise and not allow themselves to be deceived by any smooth talking politician eager to gain political advantage, and ponder over the fact that those who made promises in the past, failed to fulfill a better part of those promises and not allow themselves to be deceived again.

They jointly stressed the importance of media freedom and the need for balanced, neutral and non-defamatory media coverage.
Amaka Agbu, Port Harcourt The wife of the Senator representing Rivers South-East Senatorial District in the National Assembly, Barrister Bariyaah Abe, has donated wheelchairs to 60 disabled persons across the 23 Local Government Areas of the state. Mrs. Abe said the donation was a plan she had conceived to mark her birthday this year as she turned 39. She said it has always made her feel unhappy whenever she saw disabled persons crawling with either hands or knees rather than using wheelchairs. The Senator’s wife further said she had always wanted to have a day out to make them feel happy and support them in her own small way while thanking her husband for the support to ensure that her desire to wine and dine with some of those in that condition came to fruition. Niger University honours Zamfara Deputy Governor Umar Faruk, Gusau A Niger Republic based University, Al-Nahda International University Niamey, has conferred an honorary Doctorate Degree in Islamic Shariah Law on Zamfara State Deputy Governor, Mallam Ibrahim Wakkala Muhammad (Sarkin Malaman Gusau). The Democratic Peoples Party (DPP) National Women Leader, Mrs Victoria Oviasojie, has urged women to be actively involved in sensitisation of their children against election violence as 2019 general elections approach. Oviasojie, in an interview on Sunday in Abuja, said that women had big role to play in promoting peaceful elections. She said that addressing election violence began from the grassroots with women taking the leading role in sensitising their children on the dangers of electoral violence. She said that it was possible to have peaceful and free elections in Nigeria with enough sensitisation from family to family, door to door, street to street, in wards, states and local governments. “It is possible, we can do without violence in politics and electioneering period. How? We have to go to the grassroots to sensitise our children and educate them. “Let the children know that you don’t need to kill yourselves because those people you are killing yourselves for are also drinking champagne together in the night. Fire destroys 77 shops in Kano market The Kano State Fire Service said fire has destroyed 77 temporary shops at Kasuwar Kurmi (‘Yan Gumama) Market in Kano. The Spokesman of the State Fire Service, Alhaji Saidu Mohammed told newsmen in Kano on Sunday that 70 of the shops were razed down completely. “We received a distress call early hours of (Sunday morning) at about 07:35 a.m from one Aliyu Ibrahim that there was fire outbreak at the market. ”On receiving the information, we quickly sent some of our personnel and fire fighting vehicle to the scene of the incident at about 07: 43 a.m to quench the fire so as not to affect other shops,“ he said. The spokesman said that 70 of the shops were completely razed down while seven shops were saved due to the quick intervention of the firemen. He advised traders at the market and other residents to be more careful and desist from using instruments capable of triggering fire as a way of guarding against future occurrence during this dry season. Mohammed also advised the people to keep fire buckets, blankets and extinguishers that would enable them curtail the fire before calling on the fire service.

Tambuwal is Sokoto PDP guber candidate, says INEC Tunde Opalana, Abuja The Independent National Electoral Commission (INEC) has declared the first runner up in the presidential primary of the Peoples Democratic Party (PDP) and Governor of Sokoto State as the party’s candidate in 2019 governorship election. Confirming Tambuwal’s nomination, the National Commissioner and Chairman, Information and Voter Education, INEC, Mr Festus Okoye said his emergence as the governorship candidate followed the substitution of Manir Muhammad Dan’iya whose name was previously submitted as the governorship candidate of PDP in the state. Recall that upon the pursuant of PDP presidential ticket, Tambuwal declined to obtain governorship

They have now nominated Aminu Waziri Tambuwal as the governorship candidate of the PDP for Sokoto State”. Governor Tambuwal, former Speaker, House of Representatives had contested and won the state governorship seat in 2015 on the platform of the APC but in September this year dumped the APC for the PDP.

Speaking at a ceremony held yesterday at Wukari Recreation Centre, Bwacha said the Vehicles were donated as part of his intervention projects with a view to empowering the Agency carry out its operations. “I thought it wise to empower them by way of providing this mobility, these vehicles to enable them move around”, he said. Senator Bwacha further said that the National Biotechnology Agency bill which has passed through second reading at the National Assembly fell under his watch as the Chairman, Senate Committee on Agriculture. He added that majority of the projects going on at the National Biotechnology Centre, Tunare were done through his intervention Projects. According to him, the sum of Two Hundred Million Naira has been appropriated for the construction of an Administrative block at the Agency in Tunare, pointing out that very soon, about Fifty Million Naira will be released to mobilize the Contractor.

The Chairman of the All Peoples Democratic Alliance (APDA), Alhaji Shitu Mohammed, has urged the Federal Government to intensify education of Nigerians on social media use. In an interview with newsmen on Sunday in Minna, Mohammed said that social media use could make or mar the upcoming elections in the country. ‘’The use of social media was undoubtedly a revolution that brought change to Nigeria in the 2015 general elections. Using Sniper to preserve beans may lead to instant death – NAQS …Urges dealers to stop using destruction chemical Tom Okpe, Abuja The Coordinating Director of the Nigeria Agricultural Quarantine Service, Dr. Vincent Isegbe, has warned dealers in beans to desist from using Sniper to store the product as the chemical is too toxic for human consumption which can lead to instant death. In a statement issued in Abuja by the Head of Media Unit of NAQS, Dr. Chigozie Nwodo, Dr. Isegbe said it was very alarming that a notoriously lethal substance has become a pesticide of choice for storage of beans in Nigeria. According to Isegbe: ‘’The substance in
question is an organophosphate called DDVP ( 2,2-dichlorovinyl dimethyl phosphate) which is dangerous to health, if misapplied as a pesticide. It is capable of causing death if inhaled or ingested in sufficient quantities. This is because the compound can bind to the lung or kidney and may become carcinogenic. “Sniper ought not to come in contact with any edible material that would eventually be ingested by human beings. Sniper in beans is a material equivalent of death at pot”. Dr. Isegbe who noted that Nigerians eat a lot of beans also indicated that as a popular staple food item in this part of the world should not be made scaring for the people saying; “ it may not
be an exaggeration to say that sniper in beans is a weapon of mass destruction”. He urged bean dealers to put respect for human life ahead of hunger for gain. He advised them to withdraw beans already preserved with Sniper from the market and utterly destroy them. Dr. Isegbe also bemoaned the fact that the Sniper beans issue arose at a time when NAQS was close to achieving the lifting of EU ban on Nigerian beans and should not undermine government effort because this is capable of sending the wrong signals to our agro-commodities trading partners in the international market.
As part of its Ember month’s campaign, the Plateau Command of the Federal Road Safety Corps (FRSC) has embarked on road safety campaign in churches. FRSC Sector Commander in Plateau, Mrs Pat Emoerdi, addressed worshipers on Sunday at St. Finbar’s Catholic Church, Rayfield, Jos. She said the church service was organised to commemorate the 2018 African Road Safety and World Day of Remembrance for Road Traffic Victims. The week-long event has the theme: “Roads Have Stories’’. According to Emoerdi, the need for a safer highway for all road users cannot be overemphasised, as safety is everybody’s business. “We wish to seize this opportunity to sensitise all of us gathered in this church on the need to be very conscious while plying highways during this ember months. “Christmas is already knocking. Exam fees: Kwara govt warns principals against extortion The Kwara Government has warned principals in the 16 Local Government Areas of the state against extorting above the approved exam fees of N2,500 for Junior Secondary School Examination Certificate Examination (JSSCE). The state Commissioner for Education and Human Capital Development, Hajia Bilkisu Oniyangi, gave the warning in Ilorin on Sunday. Oniyangi advised parents and guardians to report any principal collecting beyond the approved fee of N2,500 for the 2019 JSSCE. “Any principal found wanting in this regard will be seriously dealt with in accordance with the Civil Service rule. “All parents and guardians should report any principal that demands above N2,500 to the ministry for appropriate actions,’’ she said. The commissioner expressed disappointment during her visits to some schools in Kaima Local Government Area of Kwara, saying that some principals were caught extorting above the approved fees. She noted that the trend had continued in some schools in spite of several warnings and suspension of some principals over extortion in public schools in other parts of the state. The commissioner decried extortion through Parents Teachers Association (PTA) levy.

Global external debt hits over $7tr – W/Bank Mathew Dadiya, Abuja The World Bank has said that the International Debt Statistics (IDS) 2019 external debt stocks at end2017 stood at over $7 trillion. The IDS disclosed this at the weekend in its statistics and analysis on the external debt and financial flows (debt and equity) for the world’s economies for 2015. This publication provides more than 200-time series indicators from 1970 to 2017 for most reporting countries. This year’s edition is released just 10 months after the 2017 reference period, making comprehensive debt statistics available faster than ever before. It presents comprehensive stock
and flows data for individual countries and regional and analytical groupings. In addition to the data published in multiple formats by the World Bank, IDS includes a concise analysis of the global debt landscape, which will be expanded on in a series of Debt Bulletin over the next year. These data are produced as part of the World Bank’s work to monitor the creditworthiness of its clients and are widely used by others for analytical and operational purposes. Recurrent debt crises, including the global financial crisis of 2008, highlight the importance of measuring and monitoring external debt stocks and flows and managing them sustainably.
According to the report, net financial inflows (borrowing and equity) to low- and middle-income countries rose 61 percent in 2017 to the highest level in three years, driven by a rebound in net debt inflows. Net financial flows climbed to $1.1 trillion in 2017, a level was last seen in 2013. The rebound in aggregate net financial flows was driven by net borrowing which rose to $607 billion in 2017 from $181 billion in 2016, surpassing net equity inflows for the first time since 2013. A sharp rise in both long-term and shortterm debt inflows contributed to the increase. Foreign direct equity investment (FDI) inflows, long considered the most stable and resilient component of otherwise
volatile financial flows, contracted for the second consecutive year, falling a further 3 percent in 2017. In contrast, portfolio equity inflows rose to $57 billion, an increase of 29 percent over 2016. The total external debt of lowand middle-income countries rose 10 percent in 2017 to $7.1 trillion, a faster pace of debt accumulation than the 4 percent increase in 2016. Regional level trends in external debt in 2017 accumulation varied. Countries in sub-Saharan Africa accumulated external debt at a faster pace than low- and middleincome countries in other regions in 2017: The sub-Saharan Africa has a combined external debt stock rose 15.5 percent from the previous year to $535 billion.
FG gets N904.8bn as FAAC shares N2.28tn in 9 months Joy Obakeye, Lagos The Federal Government has received the sum of N904.8 billion, the largest amount disbursed by the Federation Account Allocation Committee (FAAC) from the N2.28 trillion revenue shared in Q3 2018. The revenue shared is the highest in 2018 within Q1 and Q3, while the FG got N904.8 billion, states shared N718.5 billion and Local governments (LGCs) receiving the lowest disbursements of N432.1 billion. The announcement of the disbursement was made by the Director, Communications & Advocacy of NEITI, Dr. Orji Ogbonanya Orji, in Abuja. Orji explained that the total
disbursement represents a 17.6 per cent increase over the N1.938 trillion disbursed in the first quarter of 2018 and 13.5 per cent higher than the N2.008 trillion disbursed in the second quarter. “Total FAAC disbursements in the third quarter of 2018 amounted to N2.28 trillion representing a 17.6 per cent increase over the N1.938 trillion disbursed in the first quarter of 2018 and 13.5 per cent higher than the N2.008 trillion disbursed in the second quarter of 2018.” “It is interesting that with the exception of July, the lowest amount disbursed so far in 2018 is higher than disbursements in all other months in 2016 and 2017.” Stressing further, Orji revealed that: “The breakdown of the disbursed sums for 2016, 2017 &
2018 shows that the disbursements in the third quarter of 2018 (N2.28 trillion) were 31 per cent & 18 per cent higher than disbursements in the third quarters of the last two years.” The report also highlighted that the last time total disbursements exceeded the N2.5trillion mark was in the second quarter of 2014 (N2.510 trillion). While the federal government’s receipt of N904.8 billion in the third quarter of 2018, was 11.3 per cent and 7.8 per cent higher than the amounts received in the first (N812.8 billion) and second (N839.5 billion) quarters of 2018 respectively. “The amount disbursed to states represented an increase of 5.1 per cent over the N683.5 billion disbursed in the first quarter, and
an increase of 3.8 per cent over the N692.1 billion disbursed in the second quarter. For LGCs, the amount received was 9.8 per cent and 7.5 per cent higher than the respective amounts of N393.4 billion and N402.1 billion received in the first and second quarters.” The report, however, revealed some disparity in states disbursement throughout the year. “A comparison of the state-bystate net disbursement shows a stark disparity in the amounts received. For instance, the net disbursement received by Delta State in January alone sums up to the total net disbursements to Osun State from January to September 2018. This clearly indicates that disbursements to Delta State were higher than the one to Osun by over 800 per cent.”

ASATU condemns recent impeachment saga in Anambra Assembly Anambra State Association of Town Unions (ASATU) has condemned in strong terms the recent legislative uproar at the State House of Assembly, Awka. The National President of ASATU, Chief Alex Onukwue, said the purported plans to impeach the Speaker, Rt Hon Rita Mmaduagwu, were for egocentric reasons geared towards actualising their political interest. Onukwue stated this after their general meeting at ASATU Complex, Government House, Awka. He said: “We wish to state our understanding that what happened in the State House of Assembly on Tuesday, November 13, 2018, must have been a result of misunderstanding among the lawmakers, which is normal among humans.
“Disagreement and misunderstanding are not aliens in communities and institutions of people of differing interests. “It is our belief, however, that the interest of the generality of Ndi Anambra should be paramount in our actions as patriots and leaders of the people. It is in this light that we believe that all such issues and matters that led to the ugly situation in which the State Assembly found itself two days ago can still be handled. “ASATU therefore calls on all actors in the matter to embrace peace. Yes, as said above, there can be no smoke without fire, but we believe, most strongly, that members of the Anambra State House of Assembly are great men of honour who mean well for Ndi Anambra and, indeed the South East, and we have no reasons to doubt their abilities to resolve all such
issues that brought in bad blood among them. “In the same vein, ASATU uses this medium to call on the leadership of the All Progressives Grand Alliance (APGA), the ruling party in Anambra State, to act fast with a view to resolving all internal misgivings within the party especially as it concerns the outcome of the just concluded primary elections in the state. “We believe that everything necessary should be done now by the party’s leadership to pacify members who feel aggrieved as a result of the primary elections”. He, however, pledged their solidarity with the state government and Anambra House of Assembly members, to continue formulating policy that would ensure adequate development.
Anambra State Governor, Chief Willie Obiano, has assured that his administration has embarked on massive construction of roads ahead the fast coming yuletide season. The Governor said all dilapidated roads in the state would have urgent attention to ease traffic. Governor Obiano was speaking when he inspected the Construction of Nnokwa-Ichida-Oraeri Aguluzigbo Road. Obiano disclosed that the 7.8 km road had two side drainages and the contractor had been mobilised. He explained that the contractors handling major roads in the state had earlier stopped due to heavy downpour, but had been mobilised to go back to site now the rain had stopped. The Governor ordered the contractor to utilise the fund released for proper asphalting of the road and to achieve maximum results before Christmas. The Commissioner for Works, Mr. Marcel Ifejiofor said the road was contracted to a competent contractor and would deliver according to design. The Contractor, Prince Chuks Okolo observed that his company, Pachuks Construction Company, had completed earthworks and drainage 2km. Okolo assured he would complete asphalting at least 1.km of the road before Christmas season.

ASNG declares war on vandals out to destroy public assets Anambra State Government has launched intervention measures to recover vandalised government property across the state. Governor Willie Obiano said this during a one day campaign programme organised by the National Orientation Agency (NOA) at Neni Town Hall, Anaocha Local Government Area Headquarters. The programme was aimed at sensitising the community on preservation and protection of public assets as well as other critical infrastructure of government. Governor Obiano said the rate at which Government property was being vandalised in communities was regrettable. The Governor, who was represented by Senior Special Assistant (SSA) on Power, Energy and Water Resources, Mr. Victor Meju, noted that Anambra State had recorded high rate of vandalism over time. ``From January to November, not less than 120 transformer vandals have been arrested, and 26 per cent of the location affected is Anambra State. ``About 50 transformers in Nnewi have been vandalised, 30 in Awka, 100 in Onitsha and six in Ekwulobia have suffered the same fate within the same period,’’ Governor noted. Obiano explained that the state government spent heavily on rejuvenation of such vandalised transformers, stressing that it cost government not less than N500, 000 to revive each vandalised transformer. The SSA, however, urged communities in Neni to contribute to the safety of the public assets by reporting suspected individuals to the appropriate authorities, rather than taking laws into their own hands. ``The bandits responsible for these crimes do not come from the skies, it is either they are indigenes of Neni or live within the area. ``For this purpose, Governor Obiano has ordered that security be beefed up around public infrastructure in the state.’’ “These include the Civil Defence Corps, Community Vigilance Groups and other relevant security agencies to apprehend, charge and prosecute miscreants and hoodlums responsible for these crimes,” he said. According to Meju, Governor Obiano has provided some telephone numbers that communities can call in the need arises. He commended NOA for the educative programme, explaining that the governor had enjoined EEDC to sensitise its customers on importance of being vigilant in safeguarding their power installations. The State Director NOA, Mr. Charles Nworji, stressed the consequences of vandalism on public assets and bemoaned the lackadaisical attitude of people toward reporting the hoodlums behind such crimes. Nworji expressed gratitude to Governor Obiano for the huge investment in the power sector, urging the public to always safeguard government property to enable them to enjoy more of the benefits.

Falcons hopeful for first win after 0-1 loss to South Africa
The Super Falcons on Sunday failed to win their first match in the ongoing Women’s Africa Cup of Nations Ghana as the defending champion lost by 1-0 to South Africa in their first match. The Nigerian representatives could only take away a positive from their particular encounter that all is not lost in their quest to defend the title they have won eight times. The match was a hard knot to loose for the energetic Falcons
players as they could not record a single shot at goal in that particular encounter. The deadlock was broken at the 85th minutes by Thembi Kgatlana (South Africa Women) right footed shot from the right side of the box to the centre of the goal. Assisted by Jermaine Seoposenwe with a through ball. The three yellow cards shown by the centre referee was given to the Super Falcons players. Asisat Oshoala (Nigeria) was shown the

first yellow card for a bad foul in the first half at the 22nd minute. The two other yellows cards were given to the duo Faith Ikidi in the 78th minute and Amarachi Okoronkwo at the 90th minute. The two Falcons defenders secured the cards for bad fouls in the bid to soak the pressure from the South African attackers. The Falcons next match is on Wednesday afternoon against Zambia that has a tie against Equatorial Guinea for their first match.
Gernot Rohr accomplishes ‘second target’ after Afcon qualification Gernot Rohr was able to stamp ‘mission accomplished’ on the second chapter of his managerial reign as Nigeria qualified for their first Africa Cup of Nations since winning the tournament in 2013. The Super Eagles secured a place at the 2019 finals after a 1-1 draw with South Africa in their Group E fixture on Saturday. “After reaching the World Cup, this was our second target, we did it,” said Rohr after his players sealed qualification. The West Africans experienced heat and humidity at Soccer City, but managed to seal a place in Cameroon with one round of matches still to play. “It was very hot and very difficult. We knew South Africa wanted to try and win the game and I think they played very well,” he added. “We had a long journey. The NFF [Nigeria Football Federation] couldn’t
make us come early. The weather was tough for both teams and players coming from Europe. The condition was not easy at all. “Our plan was to play it like a final. I’m happy for this young team because our four regular players were not here. “The second choice goalkeeper Ezenwa had a good game. Everybody did well. If the striker Odion Ighalo was here maybe we would have scored more,” Rohr added. Nigeria had by far the better opportunities against South Africa and were also unlucky with two offside calls against captain Ahmed Musa that saw efforts disallowed. “The goal scored by our captain Musa was a good goal and not offside. I think it was a wrong call by the officials,” Rohr told BBC Sport. “I don’t criticise the referee but maybe our captain was too fast technically for the linesman.”
The Super Eagles won the Nations Cup in 1980, 1994 and 2013 – that last triumph coming after they missed the 2012 tournament. But Rohr, who had previously managed Gabon, Niger and Burkina Faso, admitted they are not looking too far ahead. “It’s too early to start talking about winning. We have a very young squad and we learned a lot at the World Cup. “Hopefully, the older players can help us, I can also hope that all our players stay fit.” Nigeria have 10 points from five games at the top of the group, with South Africa in second on nine points, two ahead of Libya with one qualifying match remaining. The South Africans must now go to North Africa in March to face the Libyans and avoid defeat to seal a place at the Nations Cup finals in Cameroon starting in June 2019.

Nadal is a regular fixture in Abu Dhabi, and has won it four times. “Abu Dhabi is one of my favourite places to play, the climate, atmosphere and enthusiasm from the crowds at the Mubadala World Tennis Championship provides the perfect start to the new season,” he said. “The tournament brings together players at the top of their game; we all relish playing in these extremely competitive matches.”
Mohammed Sanusi charges Flying Eagles on discipline, dedication The General Secretary of the Nigeria Football Federation, Dr. Mohammed Sanusi, has challenged players of the U20 National Team, Flying Eagles, to imbibe the virtues of discipline, dedication and commitment as they prepare for the upcoming WAFU U20 Tournament in Lome and the Africa U20 Cup of Nations in Niger Republic. Speaking when he visited the team at training in Abuja on Saturday morning, the NFF scribe also urged the players to be humble at all times in order to drink from the fountain of knowledge and wisdom of their coaches. Ge said: “Discipline and dedication are very important values in whatever we do in life. For
those of us who came from the academia, we know that the certificate that you are given on graduation tells you that you have been found worthy in character and in learning. It is not only learning that gets you the certificate. “Character is key in whatever we do, and character is developed through your discipline, dedication and commitment to the cause you have chosen. The founding father of modern Olympics, Baron Pierre de Coubertin, stated that the most important thing about the Olympics is not in winning, but in participating.” Sanusi charged the players to heed the words and teaching of their coaches, and to eschew social vices as they seek an ethical route to fame and fortune.

Sports development will be one of my legacies in NDDC - Ekere The Managing Director of the Niger Delta Development Commission, NDDC, Mr Nsima Ekere, has promised to uphold sports development in the Niger Delta region and list it as one of the legacies he will bequeath to the next management of the interventionist agency. Ekere, who is the gubernatorial candidate of the All Progressive Congress (APC), in Akwa Ibom State, spoke after teeing off the NDDC Pro-Am Championship at the Ibom Hotel & Golf Resort in Uyo on Saturday. According to the NDDC Managing Director, the four-day golf tournament which ended yesterday, (Sunday) would be encouraged to give youths of the region a sense of competitiveness. He said: “I will love to see this tournament turned into a yearly event. Unfortunately, I am not going to be in NDDC forever. But even if I have to leave, I will like to include it as one of my legacies to be captured in my handover notes.” Ekere said he would be delighted if the managing director that would come after him would see the need to continue to extend NDDC’s support to the tournament because “golf is a beautiful sporting activity all over the world.” He remarked that NDDC had been involved in many sporting activities in the Niger Delta region and the country at large. “We believe that it is one way we can take our youths away from the vices of militancy and other
criminality,” Ekere said. He stated further: “We have a lot of talents in the Niger Delta. If these talents are developed properly, they can help not just in creating jobs, but also in boosting the economy of the region. Therefore, we hope to give our youths the opportunity to develop their talents because sportsmen and women are now among the wealthiest in the world today.” The NDDC Chief Executive Officer said that in promoting sports, the Commission was not looking at the returns to it as an organisation but rather for the benefits to the communities in Nigeria’s oil-rich region. Ekere declared: “We want to be sure that whatever investments we are making in sports will bring out talented people and employ men and women in the region.” He noted that the Commission had recorded a number of successes in the area of sports development,
especially its contributions to the successful outing of Nigeria in the last World Cup in Rusia. According to the NDDC Managing Director, the Commission contributed to the hitch-free performance of the Nigeria Football Federation, NFF, and the Super Eagles at the Russia 2018 World Cup. “For the first time, the NFF was able to meet all its financial obligations by paying all due allowances to the players. We are very proud to have been part of that effort and we will continue to support sports development in the country,” Ekere said. One of the organisers of the Golf tournament, Mr Edidiong Idiong, acknowledged the important role being played by the NDDC in sports development in the Niger Delta region. He noted that the NDDC-sponsored golf tournament was a platform to discover new talents and encourage emerging ones.
