Ahead MPC meeting, Nigeria’s foreign reserves cross $45bn Continued from page 1
foreign reserves has been on a steady increase since February this year, amidst increase in global oil prices and increased inflow of foreign exchange from Diaspora. For instance, the foreign exchange buffer closed February at $42.97 billion but moved to $44.43 billion in March. The steady increase pushed the foreign reserves to $45.2 billion as of March 21, 2019, a 6.73 per cent increase from $42.35 billion at end-February 2019. In April, the apex bank foreign exchange buffer closed at $44.8 billion. The Director, Banking Supervision, CBN, Alhaji Ahmad Abdullahi, had said the nation’s economy has developed despite the global and domestic challenges. According to him, “investors’ outlook and confidence have increased despite challenges. The lending rate in the banking industry has increased and between January and March of this year, we have seen an inflow of $6 billion into the economy despite election tension.” The Monetary Policy Committee (MPC) members of the CBN at the last meeting noted with satisfaction, the continued stability in the foreign exchange market at the Investors’ and Exporters’ (I&E) window of the market. They also observed the moderate improvement in oil prices and stable accretion to foreign reserves. Meanwhile, the third MPC is taking place this week, starting from May 21- 22. At the last meeting, the MPC voted to adjust the Monastery Policy Rate (MPR) by 50 basis points from 14 to 13.50 per cent, first time in over two and a half years. The members also retained the asymmetric corridor of +200/-500 basis points around the MPR; retained the Cash Reserve Ratio at 22.5 per cent; and retained the Liquidity Ratio at 30 per cent. The CBN governor, Mr. Godwin Emefiele, at the end of the meeting stated that MPC members noted the constraints imposed on fiscal policy and the associated vulnerabilities as it has consistently failed to mobilise sufficient revenues to support
development as enunciated in the ERGP, leaving room for continued debt financing, not previously envisaged. He said: “Against this backdrop, it is imperative for monetary policy to provide the much-needed leverage to support output growth and employment generation in the country. “On a more cautious note, the Committee expressed concern and sympathises with the fiscal authorities, over the growing fiscal the deficit, external debt and debt service, and urged the need to closely monitor the public procurement process in order to improve efficiency in public resource management. “On financial system stability, the MPC noted the improvements in key financial soundness indicators and commended the Federal Government for the settlement of a debt owed to oil marketers, which has considerably, helped in reducing the non-performing loans (NPLs) portfolio of the banking industry. In the communiqué, he said: “The Committee, therefore, urged the Government to expedite action in settling all outstanding contractor-related arrears so as to improve the NPLs position and stabilise the banking system. In addition, the MPC reiterated the Bank’s commitment to improve credit delivery, especially to small and medium scale enterprises, while acknowledging efforts by the CBN in coordinating the derisking of lending to the private sector through the collaboration between the Bankers’ Committee and NIRSAL. “In its consideration of the best monetary policy option, the Committee noted the need for all agencies of Government to work hard, not only in consolidating the growth so far achieved but also in ensuring that appropriate policy are put in place and implemented to create jobs on a mass scale and diversify the economy in a proper direction. “In doing this, the policy options facing the MPC at this meeting is a decision between retention of the current stance of monetary policy or a slight loosening of the policy rate, backed by the substantial stability of the major macroeconomic
indicators. “The Committee felt that given the relative stability in the key macroeconomic variables, there is the need to signal a new direction that is pro-growth. “In its arguments, the Committee was convinced that doing this would further uphold the Bank’s commitment to promoting strong growth by way of encouraging credit flow to the productive sectors of the economy. “The MPC felt that signalling through loosening by a marginal reduction would serve to manage the sentiments in the capital markets owing to the wider spread in yields in the EMDEs, relative to the advanced economies. Moreover, the real interest rate in the country would still remain positive.” However, Investors and Exporters (I&E) FX segment recorded total transactions turnover of $212.58 million on the last trading day of the week under review, as the Nigeria local currency, Naira stood steady at N360.50 to the dollar. At the CBN official rate, the Naira closed at an unchanged rate of N306.95 per dollar, but seen at N359 against the dollar at the Bureau De Change (BDC) FX segment. Meanwhile, President, Association of Bureaux De Change Operators of Nigeria (ABCON), Alhaji (Dr.) Aminu Gwadabe, has advised over 4,500 Central Bank of Nigeria (CBN)-licenced BDCs to create or activate over 4,000 official/ corporate emails on its platform and stop use of Yahoo and Gmail for official communication. He said: “We are also glad to inform the gathering that over 1,000 BDCs in the South-west have been integrated with the new CBN Forex return rendition platform. In due course, our members in the other zones shall be integrated to achieve online real-time return rendition to CBN from the comfort of their offices. ABCON has created over 4,000 official emails on its platform www.abconng. org for its members to enhance compliance.” Gwadabe said ABCON proactiveness in the automation of its members’ operations, has paid off, as all BDCs now have opportunity to re-active their official e-mails on the ABCON platform.

Tension in Imo, others over impending Paris Club funds release Bonaventure Melah
There is palpable tension in Imo and some other states across the country over the disclosure by the Federal Government that it is set to release the last tranche of the Paris Club refunds to the affected states. Apart from Imo, other states where the tension is brewing include Gombe, Lagos, Bauchi, Adamawa, Ogun, Kwara and Zamfara. The supervising Finance minister, Zainab Ahmed, had on Thursday in Abuja, stated that states yet to collect their balance of the Paris Club debts refunds would soon be paid. She said about N649.434 billion has been released for that purpose. “For the final phase of the Paris Club debts refunds, the total sum of N649.434 billion was verified by the Ministry as the outstanding balance to be paid to the state governments,” the Minister said. The amount to be paid is lower than about N691.560 billion the Central Bank of Nigeria (CBN) paid as at March 2019 partly as a result of the exchange rate differential at the point of payment. She assured that states with outstanding balances of the refund would be paid in due course. But The Daily Times has found out that many concerned citizens, civil servants, non-governmental organisations and political stakeholders are raising concerns that the out-going governors from the affected states may misuse the
funds if released to them before they leave office in matter of days from now. On their parts, some of the affected incoming state governors have approached banks and other financial institutions where state funds are domiciled to demand that new financial transactions by out-going governors should not be honoured. According to a statement sent to The Daily Times on Sunday, Imo Charter Forum (ICF), an umbrella body of different associations and stakeholders on governance and welfare of Imo State, has urged the state’s in-coming governor, Rt. Hon. Emeka Ihedioha, to ensure that the balance of Paris Club refund due for the state is not released to Governor Rochas Okorocha whose tenure comes to an end in less than two weeks.. In the statement signed by its national secretary, Hon. Zebulon Nwariri, ICF said it welcomes the announcement of the refunds with open arms, noting that if the fund is released to the outgoing governors, they would find excuses to spend it on frivolities or even divert it to private coffers, The ICF added that previous releases of such funds have not been duly accounted for by some of the governors. The Forum noted that the case of Governor Rochas Okorocha was peculiar, as the state under his rule presently owes workers and pensioners, several month salaries and pensions, the same with local contractors who executed jobs but have not been paid despite many of such Paris Club refunds and huge internally
Ahmed generated revenue. The Forum therefore urged the Federal Government to wait for the incoming governors to be inaugurated so that the money would serve as their take-off grant, in view of the fact that many of them would be inheriting empty treasuries from the out-going ones. “We welcome the news by the Federal Government that the last tranche of Paris Club refund has been released. For us, this would serve as take-off grant for some of the in-coming governors, most of who would be inheriting empty
treasuries from the out-going governors. “The case of Imo State is peculiar because Governor Rochas Okorocha has no respect for accountability and due process with finances and has always seen the money belonging to Imo State as his personal resource. “The Federal Government may need to be reminded that Rochas Okorocha is owing workers over six months of unpaid salaries, the same with pensioners and contractors. This is in spite of the fact the state rakes in much revenue from internal revenue streams, in addition to the huge
How Emefiele’s appointment unsettled Tinubu’s camp Tunde Opalana, Abuja As Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, prepares for the June 3 date of his resumption for a second term in office, effects of his re-appointment still lingers as bookmakers were proved wrong and certain political calculations were altered, The Daily Times can authoritatively prove. Barely after the confirmation of his re-appointment, some interests who could not hide their displeasure knocked President Muhammadu Buhari for the appointment and the Senate for such an accelerated screening and confirmation of the appointment. Aside economic and financial pressure groups whose ego were bruised, there were tribal sentiment antagonists, but the political effect cannot be wished away as The Daily Timesgathered that Asiwaju Bola Ahmed Tinubu’s political camp was badly affected. The national leader of the All Progressives Congress (APC) no doubt is at a vantage position to nominate people for certain positions in the expected cabinet of President Buhari’s second term administration. Before the 2019 polls, his larger than life posture in the party was whittled down by powers not comfortable with his overbearing position in Buhari’s government, but he bounced back to Aso Rock recognition before the election and he made his impact felt in Buhari’s success at the polls, especially in the South West, hence, his deft assemblage of his lieutenants for juicy positions in the new cabinet to be announced in few
weeks. When the coast was not yet clear about Emefiele’s re-appointment, a few of Tinubu’s men personally and through emissaries repeatedly visited his Bourdillon palatial home to curry his favour to be pencilled down for the CBN top job. Prominent among interested persons, it was gathered, were incumbent Chairman of the Federal Inland Revenue Service (FIRS), Babatunde Fowler, the APC governorship candidate in Oyo State in the March 23 polls, Adebayo Adelabu and a former Finance Commissioner in Lagos state, Wale Edun. While Fowler held on to the FIRS job, he was said to made his intention clear to Tinubu that he should be penciled down for the CBN plum job or in the alternative, Tinubu should suggest him as the next Finance minister. As for Adelabu, after losing the Oyo State gubernatorial race, he compelled Tinubu to pave way for his becoming the CBN governor, having served previously at the apex bank as a deputy governor. However, Tinubu’s dilemma was resolved by the insistence of the powers that be in the Villa who allegedly benefited from Emefiele’s first term in office that the Delta State born banker should continue in office. Tinubu, it was learnt, was in a fix over his two loyalists because he had a preferred person for the Finance ministry job in the person of Wale Edun, his former Finance commissioner. Recall that Tinubu had in 2015 penned down Edun for same position before he was outsmarted by the outgoing Ogun State Governor, Ibikunle Amosun, whose candidate, Kemi Adeosun, was
appointed Finance minister. It was further learnt that top on the list of Bola Tinubu’s ministerial candidate is Edun. This, it was gathered, has started breeding bad blood among his loyalists who felt they are not getting enough from Tinubu commensurate with whatever contributions they have made to the Tinubu political empire. While Works and Power Minister, Raji Fashola, is no more in the calculation of Tinubu as Lagos appointee, some loyalists thought he could give Fowler another position in the APC government believing he has oiled the political machinery in the last four years. Those in support of Edun made Tinubu realise that he owes the former commissioner a lot for his perseverance coupled with the fact that he is a shrewd financial expert capable of handling the nation’s purse. To solve the logjam, a reliable source said Tinubu is currently buying into the suggestion of unbundling the Power, Works and Housing Ministry to create room for a few more persons to be included in Buhari’s cabinet. Tinubu, it was gathered, is considering the outgoing governor of Lagos State, Akinwumi Ambode, for one of them, particularly Works or Housing Ministry. While Tinubu grapples with solving his internal political equation, The Daily Times learnt that pressures are mounting on shedding his weight and reducing his influence in the coming administration. A Northern clique, our source added, has vowed to convince Aso Rock not to cede national economic powers to the South West, albeit Tinubu because of the danger it portends for 2023.
The anti- Tinubu forces argued that Tinubu needs economic power to position himself for his 2023 presidential ambition and should therefore, be curtailed. The Daily Times further gathered that eminent APC leaders of Igbo extract who are hellbent on an Igbo Presidency in 2023 are ready to align with their Northern detractors of Tinubu to curtail what they fear might be his political and financial excesses. While the Tinubu’s camp was very aware of these moves, it was learnt that the former Lagos State governor is not resting on his oars, as he is consulting political friends and associates across ethnic divides with a view of reaching some compromise.
Emefiele
releases in the past from the same Paris Club refunds. “We therefore urge the in-coming governor, Rt. Hon. Emeka Ihedioha, to do whatever is legally possible to safeguard Imo State’s share of the latest refunds by making sure that the money is not released to Rochas Okorocha before he leaves office in a few days from now. He must ensure that the money does not go into the hands of out-going Governor Rochas Okorocha as they say that prevention is better than cure,” the Forum concluded. Among the associations that are members of ICF are Imo Prosperity Network (IPN), Imo Sons and Daughters (ISD), Imo Peoples’ Congress for Development (IPCD), Imo Watchdogs for Transparency and Good Governance (IWTGG) and Women of Imo for Community Development (WICD). In the same vein, President Muhammadu Buhari has been asked not to pay immediately to the states the final refund from the Paris Club debt to the states of the Federation until after the swearing in of new administrations in those states on May 29th 2019. Prominent Human rghts Organisation, Human Right Writers Association (HURIWA) said any payment made now would be siphoned by the outgoing governors. Besides, HURIWA has asked the Federal Government to directly disburse the fund to civil servants and pensioners owed accumulated wages in those states like Imo, Kogi amongst others whereby the state governors reportedly misused the previous refund made to them and refused to appropriately deploy those cash for the settlement of wages of their workforce. HURIWA recalled that the federal Government recently announced that it will soon release the sum of N649.43bn as the final refund for the Paris Club debt to state governments. The Minister of Finance, Mrs. Zainab Ahmed, gave the figure on Thursday in Abuja during a media briefing on the activities of her ministry. However, HURIWA through the National coordinator, Comrade Emmanuel Onwubiko and the media Affairs Director, Miss Zainab Yusuf, told President Buhari that he runs the risk of exposing the commonwealth of these states to be stolen and looted as last minutes’ bonanza at this moments of transition from one state administration to another in some of those states just as the Rights group reminded the President that he should remember that the benchmark he made for releasing previous payments from the Paris Club refund was that benefiting states must utilise the cash to pay off accumulated wage bills in their . HURIWA stated that many of these states through their governors misused and misapplied these fund and never paid off their workers. The Rights group maintained that going ahead with the repayment to these same governors amounts to economic sabotage. HURIWA said:”We hope that Mr. President has not reached an understanding with some of these governors to release this humongous amount of cash to some of them as parting gifts. Mr. President must know that if this is the case then posterity and history will be very unkind to him as he will enter the history of the country as someone who failed these states by aiding and abetting the thefts of their resources by these thieving governors”.

Ihedioha’s inauguration c’ttee You are raising political tension in Kano, group accuses Tofa begins renovation of Dan Anyiam Stadium Our correspondent
Our correspondent There is excitement in Owerri, the capital of Imo state and its environs as final preparations are being made for the smooth inauguration of a new administration to be led by the in-coming Governor, Emeka Ihedioha. As part of the preparations, the planning committee set up by the governor-elect has commenced emergency repairs at the dilapidated Dan Anyiam Stadium, the venue where most of the activities leading to the inauguration and swearing-in ceremonies on May 29 would hold. The on-going repairs at the two major sections of the stadium, the Grasshopper Handball Stadium and the football pitch are to see the place which has been abandoned by the present government habitable for the people of Imo state and visitors who will be turning out in their numbers to herald the coming of a new Imo in the coming days. According to the Secretary of the Works/ Venue Committee, Chidi Clinton Okoli, the renovation exercise is completely funded by the in-coming Governor, Emeka Ihedioha. He noted that the state government has not contributed a dime or even cooperated with the committee in the rehabilitation and
renovation process, adding that “we are renovating all the toilets, both the VIP and the ones at the public stands. It’s sad to note that there is no functional toilet or bathroom in this whole complex. “We are also repairing all the seats as well as painting the walls and fixing the barricades. The drainages are all blocked and we are cleaning all of them up. By the time we complete what we are doing here, I’m certain the place will be habitable for Imo people and our visitors.” Speaking further, he commended the in-coming governor standing up to the challenge of rebuilding Imo, stating that Ihedioha has shown that he is indeed, prepared to rebuild and reposition the state. It would be recalled that Daily Times had last week reported that the committee for the inauguration of Emeka Ihedioha had raised the alarm of obvious acts of sabotage by out-going Governor, Rochas Okorocha. The report had stated that a statement signed by the Secretary to the committee on Media and Publicity, Emeka Omeihe and made available this newspaper had alleged that few days to the May 29 hand –over date, the governor has done nothing tangible to show readiness for the handover, in spite of several meetings held by the joint committee set up by the two sides on the matter.
A civil society organisation, Progressive Movement for Peace and Democracy (PMPD) has accused Alhaji Bashir Tofa and members of his Kano Concerned Citizens Initiative (KCCI) of deliberate actions to raise tension in the state as a means to achieving apparent selfish motive of discrediting the government. In a statement on Sunday signed by the coordinator of PMPD, Malam Badamasi Abubakar and sent to Daily Times, the group said Tofa and his KCCI have through their activities attempted to portray Kano in bad light where there is tension. It said the propaganda by the Tofa group commenced as from the day the Independent National Electoral Commission (INEC) declared the February 19 governorship election in the state as inconclusive. ‘’Some members of the group are at one time or the other card -carrying members of political parties in the state, some of them have been given responsibilities by the governments in the past, but failed woefully to deliver quality service to the people and were therefore, dropped by the present government. “It is very clear by their action therefore, that they are playing politics for a reason which is to discredit the present administration in the state. The group, which was created last year does not represent any interest in the society, but the whims and caprices of it proprietors,’’ the statement added.
According to the statement, by mere looking at the composition of the group, it can adduce to the fact that they are a sullen group with various grudges against the state government. Malam Abubakar, while referring to the group’s latest press statement titled: “On the current situation in Kano’’ and signed by its Chairman, Alhaji Bashir Othman Tofa, in which it categorically condemned the decision of the state government to create new emirates, said the action could not in any way cause disunity among the Muslim Hausa speaking people of Kano. ‘’Where were these people as individuals or groups when the Emir of Kano Muhammadu Sanusi II was imposed on the people of Kano and the violence that ensued thereafter. Are they not aware of the emir’s participation in politics to which himself has almost confessed and sought Governor Abdullahi Umar Ganduj’e forgiveness?” the statement queried. The coordinator said such statements by the Tofa group are capable of inciting trouble in Kano which has remained largely peaceful. While supporting the government’s decision to create the new emirates, the body said the action will bring about more development, further accusing the Tofa group of turning a blind eye to the various achievements of the present administration in Kano state. The statement allayed any fears that people outside Kano might entertain that there is tension in the state and urged the government not to fold its arms, and watch any breakdown of law and order.

Your Excellency, the chickens are home to roost
Festus Adedayo
In the next few days, specifically nine days from today, the party will be over between many of the current state governors and their mandates to steer the ships of their respective states. Four, or in some cases, eight years which, on May 29, 2011 or 2015, looked like yesterday and the day of their accomplishment which seemed like an eternity, have ran their full course! Juxtaposed with the seeming brevity of human life and man’s fleeting sojourn in this earthly assignment, the time to exit the Government House, for these privileged few out of about 180 million Nigerians, in the lingo of the holy writ, is nigh. One of the philosophers whose essays speak to the brevity of life and the certainty of time is Seneca. One of the three core Stoic philosophers of his time, the two others being Marcus Aurelius and Epictetus, Seneca was also a playwright and an advisor to Nero, who has gone down in history as about the most despotic and cruel emperors to live on earth. Seneca’s most venerated epistles are De Brevitate Vitae (On the shortness of life) and Epistulae Morales ad Lucilium, (Moral Letters to Lucilius). In On the shortness of life, Seneca gives man what looks like an urgent reminder about the sure, irrevocability and non-renewability of time. Time, I hope we all know, is man’s most important resource. Broken down to its basics, Seneca’s teachings almost rhyme with the Nursery poem we used to recite by rote those days: Tick, tick says the clock; what you have to do, do quick! From time immemorial, the problem of time has fascinated and engaged man, through thinkers of those ages. Philosophers like Plato, Aristotle, Immanuel Kant as well as scientists like Sir Isaac Newton and Albert Einstein have sought to come to terms with the concept and problem of time. What is time? How come it is so elastic, so fleeting and yet to important in the life of man? Greek philosopher, Heraclitus, born 544 BC, seems to succinctly speak about the brevity of time when he said that “No man ever steps in the same river twice, for it’s not the same river and he’s not the same man.” So, for these governors, their time will be up in about 216 hours from now. What
lesson does it hold for us as human beings, for those in position of authority, those aspiring to this sacred office and those who are on the verge of stepping into the shoes of these men who would soon be yesterday men? The most important lesson therein, as I said in the preceding paragraphs, is the lesson of Tick, tick says the clock. It is the lesson of running the race as if it will end today or even this hour; the lesson of what I call, positively immortalizing self by the minute. Like all men, most of these governors assumed that they were Lords of Time and that the so-called brevity of time was within their gubernatorial jurisdiction to decree out of existence. They never saw the office as a sacred bestowal worthy of being used to immortalize themselves in the hearts of the people. Rather, it was a tool to re-enact Nero’s cruelty, amass, at the expense of the state, the notorious wealth of Haitian despot,Jean-Claude “Baby Doc” Duvalier and harangue their enemies. Baby Doc who ran Haiti for 16 bloody years, was said to have spirited over $120 million from the wealth of the impoverished Haitian nation. The first reality that will dawn on the exiting governors in the morning of May 30 is that the colour of life after office is dark, very dark. The second reality is that, of all the gifts of existence that providence may bestow on man, power is the most un-enduring, the most perishable and the most treacherous of man’s earthly friends. If providence bestows on one wealth and it vamooses like the billows of vapour, wealth will still abide by man. Put rightly, when a man who was hitherto wealthy ceases to have wealth, wealth does not leave him in its totality, at least not immediately. He will still have the shadows of wealth ensconcing him round and about. For instance, the imposing cars, the clothes, what is left of the stupendous mansions that have not yet been sold to repay debts, may still abide. The wealthy man could drive his magnificent Posh car about, to the admiration of an unsuspecting world. He alone will know that it is a mere shell. So also with other earthly gifts of health and fame. Not so with power. The moment power vacates its holder, it does
so with precise abandon and abandons him immediately. The paraphernalia leaves, the adulation leaves and the ex-holder of office is as bare as naked fire. The ex-governors will witness this in its manifest crudeness and cruelty. They will suddenly begin to see a consistent casualty of loyalists who will abandon them to their fates. In droves, they will move to the next dispenser of largesse and because, in this clime, government is the hugest dispenser of unearned cash and prebends, the migration to the port of next meal will be so humongous, so sudden and enough to make anyone with a faint heart lose the rhythm of his senses. If you ever sight human traffic round the exgovernor, it is probably the people feel that the governor still has remnants of stolen money that could be squeezed off him. This is not to talk of the EFCC cell that many will make their second homes, like a common felon. Many of the former governors will be very miserable and downcast post-May 29. Yes, their financial situation has been highly enhanced by their stay in government and they still retain sizeable chunks of that stolen cash, the collapse of the ephemeral human wall they erected round themselves in the last few years would give them emotional upheaval. In 2007 in Enugu State, I learnt the cadence of this realization which is encapsulated in the Igbo proverb which says that he who holds the palm frond is one the goat migrates towards. The Yoruba also have a similar proverb which has been used serially to justify treachery; they saywon kii ya’go f’elesin ana, meaning, no one vacates the road for he who rode the horse yesterday. What more, the governors, who were “men of timbre and caliber” will soon find out that they are not as indomitable as they seemed to be while donning the majesty and power of office. From May 30, except for the vermin of corruption which has eaten into the marrow of the Nigeria Police and which will allow paddy paddy manipulations, the governors’ security would be removed, leaving probably their police orderly. Those DSS men who could not sleep because H. E. was sleeping, the policemen who cordoned His Excellency’s
Government House Empire, will leave in droves to begin afresh with today’s rider of the horse. The siren affixed to their convoys, which they blew even while going to the toilet, will lose its trenchant nuisance and the reality of financing the logistics and fuelling of a senselessly-long convoy will dawn on them. No one will teach them the need to downsize the nuisance. From May 30, a cache of fraudsters will mill round the governors vacating their offices. Because they are generally known to have stashed illicit money in China, America and suchlike countries, a chunk of which was paid therein by foreign road contractor allies in the crime of fleecing the Nigerian people, corporate fraudsters will swarm the former governors like ants crowd round the pee of a diabetic. They will be waving in their faces irresistible offers to buy over companies. In the process, the governors will be duped of the huge heists they made from the Nigerian people. For some of them who had bought properties and companies through partners in crime while they were governors, this is the time they will feel the texture of treachery. Their proxies, in whose names those properties were bought, will play Peter the Apostle on them. If only late Governor Abdulkareem Adisa could talk, he would have told you his encounter with such an infernal proxy while in Oyo State. On the whole, these men who straddled the Nigerian stratosphere like pestilence, will witness the Yoruba wise saying which says that the Egungun (masquerade) festival, with its lavish wining and dining, will soon be coming to an end and the son of the Chief Masquerade will also queue like everyone else to buy akara(beans cake) with which to eat his corn meal porridge. The governors will find out that nothing differentiates them from the vagrant next door; their poo-poo smells as unbearably as the mad man on the streets and they are subject to every existential battle that every other man fights. Gradually, they will realize that they should have made life more pleasant to live for the people while providence entrusted the baton of power in their care.
Ganduje’s eye for an eye politics
Niran Adedokun
Politics in Nigeria is currently at the most primate and that is very sad. It is 20 years after the nation’s latest return to democracy, but it remains Herculean to find an improvement in the democratic culture of participants especially as it concerns tolerating dissent, an essential ingredient of democratic governance. Governor Abdullahi Ganduje of Kano State is the latest perfect example of the unbridled misuse of power that Nigeria’s political elite frequently engages in to the detriment of everything that may advance the course of democracy and her consequent development. Within just a few days, Ganduje and his lackeys at the Kano State House of Assembly received a petition calling for an additional four first class emirate councils in the state, allowed the same to pass through all the processes of lawmaking, got the bill passed into law as requested by the petitioner and finally, sealed with full governorship assent. That is for a state that has failed to domesticate the Child Rights Law since Nigeria adopted the Convention on the Rights of Children 16 years ago! Now, that is curious! But the story does not end there. In the same whiff, the governor went on to install four new emirs in the newly created emirates namely: Rano, Bichi, Karaye and Gaya. All in defiance of a court order, which he said came too late in the day to affect the machinery that he already set in motion. And here, Ganduje may be right in some sense although chances that anyone would give him the benefit of the doubt on this front are almost non-existent. State governors in Nigeria are legendary for the deliberate subjugation of the legislature and judiciary, the two other arms of government with which they work with. As a result, his behaviour is again popping as characteristic of the totalitarian nature of actors in Nigeria’s democracy. The depravity in the actions under discussions is further accentuated by
widespread feelers about the unhealthy relationship that exists between Governor Ganduje and the erstwhile paramount ruler of Kano, Emir Muhammad Sanusi II. This situation, which the governor has not made the feeblest attempt to repudiate, vitiates any suggestion that the enactment of the Kano Emirs Appointment and Deposition Amendment Law, 2019 and the speedy assent it got from the governor are altruistic. Speculations are rife that the breakdown in the relationship between the immediate past Governor of Kano State, Senator Rabiu Musa Kwankwaso and Ganduje, his successor, has pitted the latter and Sanusi against each other. The emir who is known for his outspokenness even in his days as Governor of the Central Bank of Nigeria, is believed to have pitted his tent with Kwankwaso’s Peoples Democratic Party. He is also believed to have made a couple of comments speculated to indicate a vote of no confidence in the ability of the All Progressives Congress-led Federal Government to change Nigeria positively. This, of course, means that Ganduje did not get Sanusi’s support during the elections in March. As it turned out, the governor laboured more than he would have wanted for his second term and that must have spurred him into a commitment to get his own pound of flesh back from anyone that must have contributed to the humiliation that he nearly suffered at the polls. This is believed to have inspired the attack on the traditional cum spiritual leader of Kano through the whittling down of his powers and what many consider as warning signs of a possible dethronement. But Ganduje’s actions reveal three unfortunate things which have continued to impede the capacity of Nigeria’s political class to deliver good governance. The first is their inability for selfintrospection! The average Nigerian politician carries on with an incredible sense of selfimportance and infallibility. Were it not so, rather than blame anyone for contributing
to his near-loss in the last election, Ganduje would have sat himself down, probed his own mind and asked hard questions about why a people over whom he had been governor over for four years would give him such a difficult time in his bid to secure a second term. But these people never see themselves as capable of error. Because of the enormous powers at the disposal of the executive, especially in the states, governors see themselves as the gods of their states and assistant gods of all other states but theirs. And so, when they get close to failing like it happened to the Kano State Governor, they must seek for scapegoats and crush them with finality. The second worrying thing about Nigerian politicians is their slim mindset that makes it impossible for them to separate politics from governance. They do not recognise that the very essence of democracy, on which platform they were elected into office, is the unalloyed right of every individual to decide on who to support during elections. But that upon elections into public office, they have accepted the responsibility to lead everyone whether they voted for them or not! Unfortunately, the minds of most Nigerian leaders are too immature to compartmentalise and understand the difference between politics and policies. While the former stratifies and allows people to actualise their individual political preferences, policies of government are one such that everyone, regardless of their political persuasions, should benefit. But the rain of the Nigerian political class is that which beats one side and spares the other side of its freshness. Finally, the politician here cares for himself only. He has no regard for the fate of other Nigerians, the tradition of the people or institutions of the state! This is why they would go to any length to break down the resolve of people who oppose them, trample on traditions that stand in the way of their ambitions and manipulate, dismantle, even
destroy institutions for selfish reasons. They would force decisions that favour them down the throats of the citizenry but go on to claim that it was all in the interest of the people. Hear Ganduje, for instance, claiming that creating the new emirates was the desire for the people. You then want to ask, when and how were the people of Kano consulted before the exercise was rushed through? It is indeed possible that the reform of a 1,000-year-old traditional and spiritual institution like the Kano Emirate would do the people good. But that decision should be that of the people emanating from a painstaking consensus-seeking process in which everyone knows what is at stake and is prepared for it. While this is not an exoneration of Sanusi from wrongdoing, the emir himself having exhibited publicly his own vulnerabilities on more than one occasion, Ganduje should also realise that Sanusi is the ordinary traditional ruler, who can be programmed to dance to any and every tune the governor beats. Given his gumption and exposure, this emir is the one any governor genuinely interested in the development of his state should cultivate and work with towards changing the unenviable situation of the people of the state. But that is not the outlook of the Nigerian politician. Rather than empower the people, they would render powerless and voiceless. Even when they speak and cast their votes one way, politicians ensure that those votes are manipulated the other way. The politics that is played in Nigeria is an eye for an eye, where people win by force and the winner takes all. It is politics that neither does good nor has any prospect of doing good. That is why Nigerians must take a cue from the words of wisdom spoken by former French leader and statesman, Charles de Gaulle, to the effect that politics is too serious a matter to be left in the hands of politicians. The people must take their destiny in their own hands otherwise these politicians cannot take the country anywhere good.

Dressing Iran for Barbecue
Times Guest Columnist Owei Lakemfa
It was Sunday, May 12, near the port of Fujairah, in the Gulf of Oman, United Arab Emirate (UAE). Four commercial ships were bombed. Two of them, Amjad and Al Marzoqah are tankers owned by Saudi Arabia; the third, A. Michel, a UAE flagged fuel bunker barge; and the fourth, a Norwegian tanker, the Andrea Victory. The attacks fitted perfectly into the United States (U.S.) Maritime Administration’s alert of Thursday, May 9, which claimed that: “Since early May, there is an increased possibility that Iran and/or its regional proxies could take action against U.S. and partner interests, including oil production infrastructure, after recently threatening to close the Strait of Hormuz. Iran or its proxies could respond by targeting commercial vessels, including oil tankers, or U.S. military vessels in the Red Sea, Bab-el-Mandeb Strait, or the Persian Gulf.” So what other proof is needed? Who does not know that Iran blew up the ships; is that not logical, or is it not what those preparing Iran for barbecue want the world to believe? The Emirati minister of state for foreign affairs, Anwar Gargash announced “investigations” but said his country had already made its “own readings and conclusions.” He then made a rallying call that: “The international community (should) assume its responsibilities to prevent any parties trying to undermine the security and safety of maritime traffic.” It was a little veiled invitation for Western powers to carry out an invasion. A day after the incident, the UAE invited the U.S. to “investigate” the situation. What gave the UAE the impression that it is the U.S. – which has announced its intention to destroy Iran – that is best suited to investigate? By inviting the Americans to investigate, the UAE had excluded the U.S. from any suspicion or complicity. By extension, it has also excluded American allies, because the U.S. is unlikely to indict its allies. The UAE is not giving Iran the benefit of doubt. It is also not giving an ear to the cries of the Iranian Foreign Ministry that these attacks might be part of the: “plots by illwishers to disrupt regional security.” Within hours of the American military investigation team getting to the UAE port, it made a predictable “initial” assessment, finding Iran guilty. The Americans leaked a report claiming that Iranian or Iranianbacked proxies used explosives to blow a 5-to-10-foot hole in, near or just below the water line of each of the ships. That same Monday the U.S. was invited to “investigate” the attacks, its secretary of state, Michael Pompeo, flew to Brussels for talks with Germany, France and United Kingdom on how to handle Iran. Saudi Arabia also has its own conclusions. Its energy minister, Khalid al-Falih said the bombings were part of plans to “undermine the freedom of maritime navigation, and the security of oil supplies to consumers all over the world.” If we follow the Saudi logic, then which group or country has motives to endanger maritime navigation and oil supplies in the area? Certainly, it is not Iran because its national interests and economic survival are tied to free maritime navigation in its Persian Gulf, which is an extension of the Gulf of Oman (Indian Ocean). Iran also has no reason to sabotage oil supplies because it derives 80 per cent of its earnings from oil, while 45 per cent of its workforce is in the industry. As such, despite American
sanctions, military buildup and threats of invasion, it would amount to committing suicide for Iran to endanger oil supplies in the same waters it uses to sell its own oil. Besides these, the unprovoked American sanctions against Iran are biting, while the Americans are flying their F-15s, F-35s and B-52 bombers in the Persian Gulf. The Iranians are seeking how to overcome these challenges and defend their country. Hence, it will make no sense for them to attack civilian ships in the UAE, including Saudi tankers and an European vessel. The Iranians are intelligent enough to know that such an act is likely to pitch them militarily against the combined forces of the Gulf Cooperation Council, which includes Saudi Arabia, UAE, Kuwait, Oman and Bahrain. Again, we can ask, which groups or countries stand to gain in an armed conflict between Iran and the Gulf States? Which countries stand to benefit if the Muslim states attack each other or if their territories become battle grounds? Which countries have been threatening to attack Iran and will therefore be glad if this job is done for them by the Gulf states? Which countries are supplying weapons in the Gulf and would want more sales? Which will be interested in getting their more modern weapons tested in a real war situation? I suspect that the attacks were carried out to pitch the Gulf states against Iran or present a basis for declaring war against it. This deceptive art of levying war is an ancient one. When Britain decided to colonise Uganda in the 19th Century, it secured the services of a mercenary, retired Major Frederick John Dealtry Lugard to pacify its inhabitants. Lugard sent agents into the majority Muslim areas to kill Christians and blame it on the former, and then sent other agents into Christian areas to kill Muslims in supposed retaliatory attacks. This led to war and after the Ugandans had significantly weakened themselves, Lugard intervened to impose peace and colonialism. Texas was part of Mexico. The emergent American state invaded Mexico and annexed Texas. Then in 1844, America offered the Mexicans $25 million to buy New Mexico. The offer was rejected, so America under President James Polk decided to engineer a pretence for war. It got General Zachary Taylor to carry out patrols on the uncharted American-Mexico border. This led to a skirmish and America declared war. Through such subterfuge, America extracted 500,000 square miles of land from Mexico. When America and Britain eyed Iraqi oil in 2003, they manufactured the falsehood that President Sadam Hussein was supporting terrorist groups and that Iraq had weapons of mass destruction, which Prime Minister Tony Blair claimed represented: “a real and present danger to Britain”. On the other hand, American President George Bush lied that Sadam was importing large quantities of uranium from Niger Republic to build nuclear weapons. If the West wants war in Iran, it can do so under any pretext, including claiming to fight terrorism, defending democracy, rescuing the Iranian people from dictatorship, defending maritime trade or finding it guilty of bombing the four ships in the UAE port. However, it should think it through; a war against Iran can easily degenerate into a religious war leading to an international conflagration, which may consume a number of nations and send millions to early graves. It is cheaper to allow peace.
OUR POSITION
FG, Saraki and dissenting opinions The recent announcement by the Economic and Financial Crimes Commission (EFCC), that it had opened another round of investigations into the financial activities of the outgoing Senate President, Dr. Bukola Saraki, is the latest episode in the long drawn out battle between the ruling All Progressives Congress (APC)- led federal government and the number three citizen. The EFCC also disclosed that it had reopened investigations into Saraki’s assets; his tenure as Senate President and his earnings during his two terms as governor of Kwara State. Attempting to downplay any suggestions of a witch hunt, the anti-graft agency said it was only doing its job and that the senate president had nothing to fear as long as he did not have “any skeletons in his cupboard.” Already, the EFCC has marked some of Saraki’s properties in Ikoyi, Lagos as being “under EFCC investigation”. Expectedly, Saraki’s handlers have reacted angrily, condemning the move and insisting it was aimed at settling scores. But Saraki’s travails didn’t begin today. Ostensibly, the ball was set rolling in 2015 at the inception of the Buhari regime when Saraki, who had been recruited by the APC along with key allies in the then ruling People’s Democratic Party to help the APC secure its landmark victory, defied party leaders, went for the Senate presidency and secured the seat by forming an alliance with his erstwhile co-travellers in the PDP. He also ruffled more feathers by the Senate’s refusal to confirm Ibrahim Magu as EFCC Chairman, relying on a report by the Department of State Security. But President Muhammadu Buhari showed his displeasure by keeping Magu in acting position till present. A few months down the line, Saraki found himself facing charges of false declaration of assets before the Code of Conduct Tribunal with a potential outcome being loss of his exhalted office. But the charges were thrown out by the Supreme Court eventually. However, the sour relationship festered with the APC bigwigs and with Aso Rock itself and Saraki was blamed for the “uncooperative” stance of the national Assembly, especially in budgetary matters. Saraki insisted that the legislature would not be a rubber stamp of the executive and would conduct its oversight functions to the letter and also reinforce the independence of that arm of government. Expectedly, the APC government didn’t take this lying low and mounted repeated attacks on Saraki, accusing him of literally being the major stumbling block in the implementation of its policies by derailing appropriation plans, with legislators introducing their own projects. But Saraki stood his ground with certain
consequences. So when the 2019 elections season came calling, Saraki, isolated by the APC leadership but still with considerable clout on his own account and across party lines, returned to the PDP. He upped the ante by contesting for the party’s presidential ticket and eventually became the lead campaigner for Atiku Abubakar, the eventual PDP presidential flag bearer. He had earlier rebuffed demands by the APC, asking him to vacate his seat on account of his defection along with the Speaker of the House of Representatives, Yakubu Dogara, and scores of APC legislators and some governors, notably Aminu Tambuwal of Sokoto State. Indeed, the APC leaders ramped up attacks on Saraki after the elections and with key legislative positions due to be vacant amid fears that Saraki’s influence could come into play, given his pedigree, they pulled no stops in undermining his position, which was apparently weakened by the loss of his home state, Kwara to the APC in the presidential and governorship elections. But Saraki appeared to have no regrets over his stewardship at the Senate, insisting that “without a strong parliament and principle of separation of powers among the three arms of government, Nigeria cannot move forward.” At a recent meeting with a group of journalists, Saraki said, “As long as our parliament is strong, Nigeria will be stronger. I think it is important that we lay a solid foundation to strengthen our democracy.” As the new government is due to be inaugurated in couple of days, there are alleged fears of an anticipated clampdown on the opposition, of which Saraki is one of the leading figures. Former Ekiti State Governor Ayo Fayose, who made it his duty to attack the APC at every turn during his second tenure is facing money laundering charges related to the 2015 polls, while Senator Musiliu Obanikoro, a supposed accomplice, who defected from the PDP back to the APC has had his sins forgiven and has been testifying as a witness against Fayose Incidentally, the Nigerian Army has blamed the spate of banditry, robberies and kidnapping on politicians who lost in the recent elections. The Minister of Information, Lai Mohammed, was even more ominous in his most recent pronouncements, warning that the government had evidence that opposition elements were working to overheat the polity and make the nation ungovernable. We submit that as the federal government begins new tenure in couple of days, time will tell on how it will handle the opposition and voice of dissent in the country.

Atiku demands N500m, apology from Short News 300 Bauchi vigilantes train to Buhari’s aide over defamation complement security agencies Tunde Opalana, Abuja
Former Vice President and presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar has demanded for an apology and N500 million for defamation from the Special Assistant to the President on Social Media, Lauretta Onochie. In a letter dated May 14 and addressed to Onochie by Atiku’s lawyer, Chief Mike Ozekhome (SAN), Atiku threatened to institute a N2 billion legal action against her if she did not meet his demands within 48 hours. The presidential aide it will be recalled had on May 7 this year tweeted that the former vice-president was on a United Arab Emirates (UAE) watch list. The tweet, titled: “Atiku on UAE watch list- Security sources,” had read: “Security operatives in the United Arab Emirates (UAE) are keeping a close tab on a former Nigerian Vice President Atiku Abubakar, who has been in the Middle East nation for several weeks now. What is he doing there? Me: Shopping for Terrorists?” However, the PDP presidential candidate
asked Onochie to publish a retraction in six national newspapers and one international daily as well as on social media. Ozekhome in the letter told Onoche that “your odious publication is clearly also aimed at rubbishing our client’s image and reputation. It has caused him national and international backlash and embarrassment and done incalculable damage to him. “Your publication has also caused our client, in the eyes of reasonable members of the public, unspeakable odium, obloquy, hatred, ridicule and psychological trauma. He has thereby, been subjected to the shame and infamy of being viewed by members of the public as not only corrupt but as a terrorist and sponsor of terrorism. “Numerous telephone calls, e-mails, visits, letters and private social media chats by his family members, friends, political and business associates, and international statesmen and women in the last few days attest to the alarm and serious concerns generated by your false publication.” Continuing, the letter reads: “Our client categorically denies each and every allegation contained in the said publication which is a
figment of your imagination. “Our client states most emphatically that the entire opprobrious and denigrating story above referred to is most misleading, baseless, false, malicious and totally bereft of any foundation howsoever. “We hereby state most emphatically that the inference and grave conclusions made by you in the obviously politically orchestrated story were invented by you and others of your ilk solely to cause maximum damage to the high reputation of our client, who is currently before the election petition tribunal against your employer and boss, President Muhammadu Buhari challenging the latter’s purported victory in the last presidential election. “Contrary to your derogatory, disparaging, mendacious and unrestrained defamatory statement, as published in various print, electronic and online media platforms, of and concerning our client, our client is not and has never been on the watch list of the UAE, or any other country for that matter. “He has neither ever been denied entry into, interrogated nor been declared wanted by the UAE authorities or any of its security agencies.
No fewer than 300 vigilantes have been trained to complement security agencies in combating crimes and traffic control in Bauchi state during and beyond the Ramadan period. A philanthropist, Alhaji Bala Wunti said this at the closing ceremony of the training in Bauchi on Sunday. Alh. Wunti said with a well-structured neighbourhood watch security outfit, potential crimes would be detected early and prevented before maturing into full-blown crime. “Issues of security and safety have been a major migraine in the society in view of increasing acts of lawlessness and social disorder exemplified by invasion of some hoodlums in some communities, armed robbery and kidnapping which was brought to limelight,” he said. The philanthropist said the 300 vigilante members were drawn from various vigilante organizations for training across the state, adding that the workshop was meant to train the participants on security and civil relations. He said professionals from the police and other relevant organizations were invited to train the participants with a view to equipping them with security skills and crime management at public gatherings. Wunti disclosed that each participant was given one bag of rice, clothes and a token of N5, 000 at the end of the workshop.

Osinbajo pledges slots for NGE on NIPPS course The Nigerian Guild of Editors (NGE), the umbrella professional organisation for the leadership of the print, broadcast and online media in Nigeria, would soon have participants in the prestigious senior executive course of the National Institute for Policy and Strategic Studies (NIPPS), Kuru, near Jos. Vice President Yemi Osibanjo promised to assign slots to members of the guild to undertake the course with a view to contributing their quota to nation building and join its forums where academics of excellence, seasoned policy initiators and executors and other citizens of matured experience and wisdom, meet to reflect and exchange ideas on the great and critical issues of developing the Nigerian society. The Vice President said members of the guild would be considered for the rigorous screening into the course and those who are successful would fill the discretionary slots for enrolment on the course. He said his office would work
out a plan for editors to participate in the course from the next batch of the training. He was speaking when he hosted the newly elected executive of the Nigerian Guild of Editors led by its President, Mrs. Funke Egbemode. The Vice President congratulated Mrs. Egbemode and the guild for its recent rancour-free election which demonstrated that it is a professional body of men and women of integrity and exemplary character. Osinbajo said he regarded himself as a media person because his first book was on media ethics in Nigeria and would therefore, be open to support specialised trainings for editors and media professionals. Vice President Osinbajo said he would always support the media and explore means of an intervention fund for specific media projects, adding that he would welcome ideas from the guild on improved government-media relations and in resolving challenges posed by
social media, which is without regulation. He challenged the NGE to explore means of tackling fake news and finding effective means of regulating the social media. Responding, the NGE president had told the Vice president that the guild was passionate about training and re-training of editors and would be seeking to partner with other agencies of government for capacity building of editors. Mrs. Egbemode also intimated the Vice President of the current harsh economic atmosphere in which the media industry is operating, saying while most other sectors are out of recession; the media industry is not yet out of the economic quagmire. She suggested that the federal government consider setting up a media industry intervention fund that media operators who are battling with high cost of importing consumables could resort to for cushioning the current harsh economy operating environment.

Why it’s difficult to arrest, prosecute vote buyers – CPC
Chairman, Independent Corrupt Practices and other Related Offences Commission (ICPC), Prof. Bolaji Owasanoye says checking vote buying is a daunting task due to the large number of people involved in the act. Prof. Owasanoye stated this in an interview on Sunday in New York. According to him, vote buying is so rampant and widespread in the country that it is difficult to arrest and prosecute offenders. Besides, attempts to arrest vote buyers at polling units usually leads to clashes between armed thugs and security agents that endanger the lives of voters. He suggested that more attention should rather be given to prevention through deployment of technologies and improvement in the country’s voting infrastructure. “When something is rampant like this, you can hardly eradicate it by enforcement measures alone. Take for example a situation where a whole a community led by their leaders reached an agreement to trade their votes. “People were led by opinion leaders to say we must be paid for our votes. Now, can you arrest an entire community? Investigation and prosecution is very expensive, and the capacity to do all the available cases is severely limited. It is not possible to prosecute all the cases that are staring you in the face. “So, you have to adopt preventive measures that help to diminish corruption much more vigorously than enforcement,” Owasanoye said. To this end, the ICPC boss said the commission held a policy dialogue after the last general elections to identify effective ways to eliminate the problem.

Sirika hails Enugu Gov over removal Short News Benin airport to operate night following of safety impediments at airport commissioning of landing equipment, others Chukwuemeke Iwelunmo After years of foot dragging, the Enugu state government has finally commenced the demolition of market and communication masts causing impediments to safety at the Akanu Ibiam International Airport, Enugu. Daily Times reports that three communication masts and a community market were located at both ends of the runway, making it difficult for the smooth take off of aircrafts. Several calls from stakeholders for the state government to dismantle the masts and relocate the markets for safety purposes have gone unheeded, prompting the threat of temporarily closing the airport by the Minister of state for Aviation, Hadi Sirika. The safety impediments as listed by the minister include, a free trade zone, market, an abattoir and a radio mast all located at the center line and approach
of the airport runway. Following the minister threat, the state executive council approved the immediate closure of Orie Emene Market, including the abattoir and the immediate removal of all illegal structures encroaching on the land belonging to the airport. In a statement, the state Commissioner for Information, Ogbuagu Anikwe said, “the state executive council had on October 12, 2018 approved funds for relocation of the state broadcast mast on the approach of the run way to Okpatu Hill (Ugwu Rerenkwu) in Udi Local Government Area but the implementation of this project has been hampered by the disruptive activities of some youth in the community.” Reacting to the directive by the Enugu state government, the minister applauded the steps taken by the state government to improve safety at the Akanu Ibiam International Airport, Enugu.
“We are happy to see that the Enugu state government has seen reason with the ministry to address safety concerns raised. We are appreciative that in the name of safety, the state executive council approved the immediate closure of Orie Emene Market (abattoir inclusive) to forestall any tragedy at the airport. “We are also happy that the council also ordered the immediate removal of all illegal structures encroaching on the land of the airport, radio mast of the state broadcasting service and free trade zone. “We however, would be extremely comfortable if compliance with the above directives from the state government is carried out as soon as possible to give us necessary allowance to carry out repairs as well as expansion and extension of the runway. “All these will better the lot of the Enugu Airport and improve safety a hundred fold,” Sirika assured.
Chukwuemeke Iwelunmo, Lagos The federal government has upgraded the Benin Airport to perform night flights and flights during low visibility with the installation of precision approach lighting system and instrument landing system category II, commissioned by the Minister of state for Aviation, Hadi Sirika. Sirika during the commissioning of the equipment at the Benin Airport said the Edo state Governor, Gowin Obaseki had expressed worries why aircrafts do not land at night, during bad weather, during low visibility and the non-availability of instrument landing system. “From now on, you have the instrument landing system which can allow pilots in reduced visibility and bad weather to be able to shoot on approach and land in Benin, just like they will do in London. And also, it is no longer closure from 6pm. The operational capability of the airport has improved with the installation of these equipment,” Sirika announced. The minister also said that the Federal Ministry of Transportation (Aviation) through the Nigeria Meteorological Services (NiMET) has constructed and donated a meteorological station to the University of Benin (UNIBEN).
NGO advises Bauchi gov to decline repealing anti-corruption law Samuel Luka, Bauchi Governor Mohammed Abubakar of Bauchi state has been urged to decline assent to the bill seeking the repeal of the Public Property and Fund Recovery Tribunal Law of 2017 passed by the state House of Assembly few days ago. The Centre for Information Technology and Development’ (CITAD) which kicked against the bill, explained that it is detrimental to the interests of the state and charged all stakeholders in the state to openly oppose the signing of the repeal bill into law. Program Officer of CITAD in Bauchi, Mohammed Hassan alleged that the latest bill was a ploy by public officers who might have looted funds in the outgoing government to cover up and shield themselves from investigation to escape prosecution. Hassan, who pointed out that there was no reason whatsoever to repeal the earlier law that sought to checkmate corruption, suggested that reviewing a sensitive issue that affects the lives and economy of the people in the state should have been subjected to public hearing. He decried that the state lawmakers introduced the bill and allegedly subjected it to first, second, third readings and passed it into law the same day with only 13 out of 31 members of the state House of Assembly in attendance which he alleged was suspicious. “The Centre for Information Technology and Development (CITAD) received with shock the decision of the Bauchi state House of Assembly to repeal a law that provides for the investigation of public officers who might have misappropriated state funds entrusted in their hands.

Fayemi’s opponents can’t win smear campaign, says APC stalwart Gbenga Sodeinde, Ado Ekiti
An All Progressives Congress, (APC) chieftain in Ekiti satte, Dr. Andrew Orire has declared that the campaign of calumny against Governor Kayode Fayemi by his political opponents in the party would neither derail nor distract from the good works being engineered by the present government to revamp Ekiti economy. The APC chieftain who declared that he was not opposed to the suspension slammed on former Governor Segun Oni by the party’s state executive, explained however, that every punitive action should be done in line with the party’s laid down rules. According to him, the suspension of Oni was done in an immature manner and contravened due process, reiterated his belief in party supremacy and that nobody should prove or be seen to be above the party. Also, he warned party chieftains in the state against taking actions that could trigger crisis within the state chapter of the APC, thereby
undermining the commitment of the Fayemi administration in giving the populace the desired democracy dividends. Orire said: “if Ojudu becomes governor, he would have his people and preferences. When Segun Oni was campaigning to be the candidate of the APC, he and his cronies had already shared all the positions. “I was not happy with Dr. Fayemi during his last regime. We had this Action Group of a thing, I knew later it was not a useful exercise. I asked myself why are we shouting, why don’t we just call ourselves together? “If Fayemi won’t go to Ojudu and others, why don’t they meet him at the Government House and talk things over. I did something last time when those factions were coming up, I set up a group of elders and stakeholders in the state, when we instituted the group, we took the meeting to former Governor Bamidele Olumilua. “We were meeting in that place. We invited Governors Segun Oni, Kayode Fayemi, Babafemi Ojudu and Opeyemi Bamidele. May be Ojudu and Bamidele came once but these
former governors did not come. That is where we could have settled everything; we should have collapsed everything into a structure and there shall be no faction and not until we do that, factions will always exist. “Everyone of us that stood for election last time had supporters and that is what we call factions and that is what makes a party to grow, and it is only when you combine these factions together that our party will be formidable. “If we are still going along the line of factions, the party will be getting powerless, membership will be reducing and the opposition will have power over us and the person at the helms of affairs will have upper hand. “You don’t expect Fayemi to come and put his enemies in position of appointments. On employment, you don’t expect him to do that for his opponents. Even at that, great supporters of Segun Oni were currently on appointment under Fayemi also Ojudu”s supporters. You can pick about five or six of them. That’s a superior move by Fayemi over and above them. So they cannot win.”
Managing Director and Chief Executive Officer of Fidson Healthcare Plc, Dr. Fidelis Ayebae has urged the federal government to support local pharmaceutical manufacturers with soft loan and basic infrastructure to boost drug production. Ayebae who is also Chairman, Pharmaceutical Manufacturers Group of the Manufacturers Association of Nigeria (PMG-MAN), said government interventions and assistance were critical to increasing local production of essential medicines as well as achieving drug security. Speaking at a press briefing in Lagos on the forthcoming Nigeria Pharma Manufacturers’ Expo 2019 (NPME 2019), Ayebae called on President Muhammadu Buhari to fulfil his promise of providing an enabling business environment for local pharmaceutical manufacturers. “Fulfil your promise on security and support local manufacturers to remain productive. Provide us loan at a single digit to upgrade our facilities and also provide us infrastructure. Infrastructure brings about development. The capacity is there to produce all essential drugs locally,” he said.

Qur’an has taught us everything on what should be done to benefit the entire humanity, therefore, we need to seek for knowledge to get acquainted to most of these things which will be helpful to us or give us comfort.

Retrenched PHCN staff lament unpaid gratuities in Bauchi Samuel Luka, Bauchi
A group of retrenched staff of the defunct Power Holding Company of Nigeria (PHCN) at the weekend staged a peaceful protest over the non-payment of their gratuities and salary arrears. During the protest in Bauchi, the former employees of the defunct power company carried placards bearing different inscriptions decrying that more than five years after the privatization of PHCN they have not been paid their entitlements despite series of agreements and promises between their union and the federal government. President of the group, Musa Gidado said the development has made many of their colleagues and friends to commit suicide as many of them could no longer afford to cater for their family. “So many expectations of the payment of our gratuities from government have failed us, some of us have died in the
process leaving many children and widows behind. We can no longer provide for our families. The hardship, hunger, depression, poverty and disappointment is enough. The government should do the needful,” he said. Gidado reeled out their outstanding benefits to include, the non -payment of some disengaged staff, non-payment of 7.5 per cent pension component, non-payment of 16 –month salary arrears as a result of the delay in handing over from July 2012 to October 2013 and the non-payment of 10 per cent equity share allotted to disengaged PHCN staff among others. A protester, Jamilu Shehu, who has lost the use of his right arm said, “I cry every day when I remember my right arm. This is not how I was born, but my job made me this way. The day it happened, I was on duty working on a transformer before a spark struck my arm off but to my greatest surprise, I was told verbally on the sick bed that there was a list of retrenched workers.
“I found my name there and that was the end of it all. After that, I have not been paid one naira. I spent months in hospital while shouldering the medical bills myself. They promised to refund them but up till today, I have not seen anything. It is my family and friends who are helping me to feed my four children and wife. We are calling on President Muhammadu Buhari to intervene.” For Taofik Ahmed, an indigene of Osun state who started work with PHCN in October 2002 but lost a finger and right leg, said that he was abandonment despite the termination of his appointment owing to the privatization exercise and the injury he sustained while on duty. “They said in a letter that my services are no longer needed while giving my injuries as an excuse that I may not be performing like before. Honesty, they didn’t give me anything for treatment. I spent five months in hospital. Now, I don’t have a job and they have refused to pay us our entitlements,” he added.

Okowa challenges graduates to apply knowledge in changing society Nosa Akenzua, Asaba Governor Ifeanyi Okowa of Delta state has challenged graduates of Nigerian universities to apply the knowledge gained to create a better and fulfilling future for themselves, their families and the society. The governor made the call at the weekend in an address he delivered at the 13th convocation ceremony of the Delta state University (DELSU), Abraka, where 4, 252 graduands for the 2017/2018 academic session received different academic certificates. “Hard work, commitment and perseverance are the hallmarks and defining features of any citizen who is prepared for the challenges of our modern times but fast-changing society and it is expected that graduates of our universities have to apply the same virtue as they move into the wider society where they will use the knowledge gained to create a better and fulfilling future for themselves, families
and society in general. “Let me use this ceremony to draw the attention of everyone to the inarguably importance of education not only in the life of every individual, particularly, the youth but also in nation building, though capital intensive education undoubtedly, remains the bedrock for progress and sustainable development in any society,” Okowa said. According to him, the global labour market is becoming more competitive and demands for universities to re-invent their curricula in line with the dictates of the times as graduates should not be seekers of employment but employers of labour. “This is why every responsible government should always even in the face of economic downturns, strive to make funds available for the provision of education at all levels in the society,” the governor added, disclosing that his administration has always carried out its responsibilities of regular and prompt payment of salaries of staff, release of subventions and
provision of infrastructure within the limits of available resources. While congratulating the graduates of the university, Gov. Okowa observed that the institution “has proved itself worthy in its commitments to the pursuit of its core mandate of research, teaching and learning.” Earlier, the pro-Chancellor and Chairman of the university’s Governing Council, Prof. Sam Oyovbaire had in an address, commended the management of the university for been fair and firm in line with academic best practices in the handling of matters relating to the discipline of staff and students. ANSG set to tackle water scarcity, power outage at secretariat complex Anambra State Government will soon tackle issues of water supply and frequent power outages slowing down pace of implementation of government policies by civil servants. Workers at the Jerome Udoji Secretariat Complex, Awka have been making appeals to state Government for provision of these essential utilities. Briefing newsmen in his office on the development, Senior Special Assistant to Governor on Public Utilities, Mr. Victor Meju, said government would soon provide functional water at the complex. ``I am just hearing it for the first time that there is no functional water supply at the secretariat. I know that part of the contract is to revive the water scheme there, because you cannot build a gigantic edifice without adequate water supply,” he said. He, however, assured of that government’s readiness to reticulate water within the complex, so as to solve problem of water scarcity militating against hygiene and healthy working environment. ``The major challenge at the secretariat is water reticulation. So, we will make arrangements for reticulation of water to serve the area,’’ noted Meju, who is an engineer. Commenting on issue of power supply, Meju, also a lawyer, said that with the new (EEDC) Power Sub-Station at ABS Complex, government offices within the area would start having at least 15 hours of daily electricity supply. ``The 15 hours will be supplied to the State Secretariat, Federal Secretariat, Judiciary Complex, Anambra State House of Assembly and the Anambra State Broadcasting Service (ABS). ``In fact, all the government agencies within the secretariat will have a dedicated feeder attached to them. So, you will see that the issue of power is over,’’ Meju added. The SSA, then, extolled Governor Willie Obiano for creating a good synergy for the Ministry with EEDC which enabled it to tackle the issue of steady power supply in the state. An impeccable source close to the ministry told our correspondent that government had already given approval for reticulation of water supply to the complex and Government House too. According to the source, once the approved amount is released by the government, water will be reticulated from the ABS Complex water scheme to designated areas.

NIMASA tasks stakeholders on opportunities to grow Nigeria’s economy Temitope Adebayo Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr Dakuku Peterside has called for a concerted effort by stakeholders towards the development of coastal and maritime tourism in Nigeria, saying when fully harnessed, the sector can contribute greatly to the economy. Dakuku said this while receiving an award at the Second Edition of the National Tourism and Transport Summit held at the International Conference Centre, Abuja, with the theme, “Tourism and Transportation Inter-dependencies for Inclusive Growth and Sustainable Development.” Dakuku charged stakeholders and investors to tap into the huge opportunities in maritime tourism, which is a crucial part of the Blue Economy. He assured potential investors that NIMASA would help to create an enabling environment for their businesses to thrive. The Director-General urged coastal states to follow the example of Lagos in making conscious efforts to harness their maritime potential. Dakuku, who was represented by the Executive Director, Finance and Administration, Dr Bashir Jamoh explained that with Nigeria’s maritime endowments, maritime tourism could be a major revenue earner and a huge contributor to the government’s economic diversification agenda. “While the tourism potential in other aspects of the economy are being maximised to a reasonable extent, the potential of coastal and maritime tourism in Nigeria remains grossly under-tapped,” Dakuku stated. He challenged coastal states in the country to emulate Lagos, saying it “is the only state that has shown substantial commitment towards developing maritime tourism as a critical pillar of its economic development.” According to him, with a coastline of about 852 kilometres and inland waterways of over 8, 000 kilometres, Nigeria has the natural habitat to grow its maritime tourism industry to be one of the biggest in the subregion. The Institute of Tourism Professionals (ITP), organisers of the National Tourism and Transport Summit said they presented the award of Outstanding Maritime Operations Regulator of the Year (Sea and Offshore) to NIMASA in recognition of the Agency’s commitment and strategic initiatives towards the development of the sector. Participants at the two-day event deliberated on ways of harnessing the interdependence of tourism and transport for the sustainable growth and development of tourism industry, in particular, and the Nigerian economy, as a whole.

N8trn revenue target: Nigerians kick as FIRS sets to tax online transactions This will amount to double taxation-Tax experts
Motolani Oseni As the Federal Inland Revenue Service (FIRS) sets to impose a collection of Value Added Tax (VAT) on online transactions, Nigerians, who are experts in the taxation industry, have criticized the move and said it would amounts to double taxation. The chairman of FIRS, Babatunde Fowler, over the weekend had said the online transactions tax is a measure to help the agency hit its N8 trillion revenue target for the year 2019. According to him, “Soon, we will ask banks to impose the VAT on online transactions for purchases of goods and services. Not that it is something new; it
actually should be in existence.” Reacting to this development, Head of Tax and Corporate Advisory Services at PwC Nigeria, Taiwo Oyedele said, “The reality is that if you go online to make transactions on Jumia or any of these platforms, there is already VAT. If you book a hotel online in Nigeria, there is already the VAT on it, so the online businesses and transactions that are owned by entities in Nigeria, already pay the VAT. He added, “The FIRS does not have to impose the VAT on them, it is already being paid. To book a flight online, you pay VAT. Now, where the difficulty is, is when you do the online service by a provider outside Nigeria, for example, if you go on Amazon and you order a product, because Amazon
is not a Nigerian company, then there is no Nigerian VAT. “So, the way that is done is that you pay them the full amount and they ship to you in Nigeria, by the time it gets to customs, if the amount is below the threshold where you don’t have to pay, you don’t pay anything. So, the question is how the FIRS would be able to impose VAT. If you want to watch a movie on Netflix, you just go to Netflix to subscribe, you pay and then watch a movie. “The ones where they can impose, VAT are already being imposed. The ones where VAT is not currently being charged, the FIRS has no mechanism to be able to do that so it will be interesting to know exactly what they have in mind. “It is not just about Nigeria, it is a global
problem that is why we have the global committee on the digital economy and they are trying to fix it because it is not a problem that one country can solve. It is a problem that requires the whole world to come together.” Concerned about the effect such a move will have on the nascent E-commerce industry, Razack Olaegbe, deputy managing director, eMaginations Limited, conseled the FIRS to engage the e-commerce and online companies before carrying out any clampdown action, stating that many of the e-commerce firms are yet to break even. “Clamping down on the companies should not be the first step, FIRS needs to engage them to understand their business model, find out if they are making money.
Experts tackle airport improvement challenges, security, others Chukwuemeke Iwelunmo Aviation stakeholders who participated in the 6th Airport Business Summit and Expo (ABSE) have found lasting solutions to air transport response to projected population explosion and urban shift; ways of improving the airport business environment, among many others. The event, which held recently in Lagos, also, looked into how to address the issues of criminal facilitation within the airport and also matters concerning consumer rights protection. The ABSE is held annually to further share thoughts and information on current challenges in the airport sub-sector of the aviation industry. This year, the 2-day summit was aimed at promoting the development of air transport services from the airport perspective with the theme: “Airport Economies: Consolidating of Air Transport Services.” In a report of the Airport Business Improvement Workshop (ABIW) issued at the weekend by the summit director, Mr Fortune Idu of FCI International Consult, delegates who participated at the summit
resolved that airport development around the country is essential to address the population growth and manage the urban shift. Stating that these airports can be considered as the catalyst to other economic generation activities and very essential in development chain, the stakeholders averred that the availability of reliable air connection will guarantee continues movement of people and services and then reduce tendencies of permanent migration to already congested cities. They identified poor baggage handling systems, poor cooling systems, uncontrolled movements at the airports, lack of capacity to control touting and crowding at the airports, lack of infrastructure network, inadequate equipment and facilities, lack of airlines co-operation with the airport regulators and operators, passenger harassment, lack of logistics facilities at the airports, lack of investors interests in our airports and lack of funding as major airport operation challenges that hinder Nigeria airports from playing their vital roles. Others, according to the ABIW report are: inability of stakeholders to formulate the right strategy to move the aviation
sector forward. low passenger traffic, lack of coordination among sister agencies at the airports, lack of adequate aircraft maintenance hangers, lack of well trained workforce, poor time management and poor airport management services. In their recommendation, the delegates are of the view that more publicity, more stakeholders’ involvement, training and man power development, the strong political will to back up these policies, plans for transit passengers should be in place, adding that easy connectivity of all the travel routes, FAAN autonomy, adequate funding amongst others could make a difference. In terms of airport business improvement, the delegates declared that airport business growth is relatively slow and Nigeria airports business environment deserves far more than what is obtainable now. They identified challenges such as business climate in Nigeria being harsh for businesses to thrive and this includes the airports; that there are multiple charges by FAAN which complicate the business activities of concessionaires; also service providers lack the quality customer service relationship, poor planning, policy
summersault, bureaucracy are some of the issues that hinder development; lack of transparency in airport management, poor communication mechanism between landlord and concessionaires and multiple charges by airport authorities amongst others as a factor militating against airport business improvement. In their recommendation, they stated that “the business environment in Nigeria especially the airports should be made conducive enough for businesses to thrive. Good reward system as incentives to encourage hard work on the part of the operators of the airports. A well-tailored policy framework that would encourage investment opportunities within the airport business environment. State of the art infrastructure should be made available. Proper planning to cater for short, medium and long term plans and implementation, continuity in government policies and provision of security amongst others”. In terms of crime free facilitation, delegates identified, that crimes around the airport are increasing in the form of drug planting, human trafficking, aircraft hijacking, an incursion into the airside by animals or humans, stowaway, touting, extortion, theft and hawking

L-R: Chairperson, Time Management and Productivity/Nigeria’s Employee of the Year Award summit (TAMS/NEYA Summit), Mrs Nireti Adebayo; Chief Executive Officer, SB Telecoms and convener of the summit, Mr Afolabi Abiodun; and Chief Executive Officer, Financial Derivatives Company Limited and keynote speaker at the summit, Mr Bismarck Rewane, at the 2019 TAMS/NEYA summit, held in Lagos.
ABCON wants over 4500 BDCs to activate official emails on its platform Motolani Oseni The Association of Bureaux De Change Operators of Nigeria (ABCON) has advised over 4,500 Central Bank of Nigeria (CBN)licenced Bureaux de Change (BDCs) to create or activate over 4,000 official/ corporate emails on its platform and stop use of Yahoo and Gmail for official communication. Briefing financial journalists on the development in Lagos, ABCON President, Alhaji (Dr.) Aminu Gwadabe said the advice followed a circular from the Other Financial Institutions (OFIs) Department of CBN, directing all OFIs including BDCs to adopt corporate e-mails for their communication with the apex bank. He said: “We are also glad to inform the gathering that over 1,000 BDCs in the Southwest have been integrated with the new CBN Forex return rendition platform. In
due course, our members in the other zones shall be integrated to achieve online real-time return rendition to CBN from the comfort of their offices. “ABCON advises all members to activate their emails on the automation platform to enable them to comply with the CBN circular. All members are to visit national and zonal secretariats for further enquiry and assistance, where necessary”, he added. The ABCON boss said the rising threats of cyber-security attacks on the financial system means that all stakeholders, including BDCs must be proactive to protect their data, businesses, reputation and overall operations from cyber attackers.
He said that e-mails have remained the weakest link on cyber attacks and BDCs under his leadership will continue to upgrade their IT systems to ensure that they are ahead of the cybercriminals. Continuing, he said that banks, OFIs, digital wallets and remittance players are prime targets by cybercriminals seeking quick monetization of stolen credentials. “It is therefore important that we do not relent in our efforts at protecting this space and increasing public confidence in the financial system,” he said. Gwadabe backed the OFIs Department of CBN on the policy shift, agreeing with the regulator that most cyber attacks involve the use of the web or internet-based emails to send malicious software or viruses that compromise the data and IT systems of organizations. This, he said, has an attendant negative impact on the confidentiality, integrity and availability of critical information assets.
He urged OFIs with corporate e-mails to comply with the CBN directive by making regulatory submissions and communicating with the regulator via e-mails as the apex bank has restricted all web-based e-mails from its domain, adding that compliance is compulsory. Gwadabe advised BDC’s to comply swiftly with the CBN policy on corporate e-mails, adding that cyber attack can be launched through webmail and operators that are yet to integrate with the corporate e-mail may be at risk of losing huge capital or reputation, should there be a system attacks. He explained that the need to keep BDCs’ IT systems in line with global best practices prompted ABCON to launch its Live Run Automation Portal, which integrates operators’ IT with those of Nigeria Inter-bank Settlement System (NIBSS), Nigeria Financial Intelligence Unit (NFIU) and the Central Bank of Nigeria (CBN) to improve the level of compliance of the BDCs with set regulations.
WASRA guidelines on cross border issuance ready- Uduk Motolani Oseni The West African Securities Regulatory Authorities (WASRA) has drawn up draft guidelines on cross border issuance of fixed incomes and a Mutual Recognition Agreement for the region. These were some of the high points of the meeting of the body held in Sydney, Australia on the sidelines of the 44th conference/meeting of the International Organisation of Securities Commissions, IOSCO. Acting Director-General Securities and Exchange Commission (SEC) Ms Mary Uduk who spoke in an interview, said members discussed these and others extensively at the meeting with the aim of giving a final approval in their next Executive Council
meeting. “Recall that WASRA had also consented to the convergence of existing rules of capital market regulatory agencies within the region in a bid to ensure that cross-border listing is carried out with little or no hitches. “This is expected to allow foreign companies to carry out their businesses and assist in deepening capital markets within the West African sub-region. The SEC DG disclosed that the body is working towards building the relationship between WASRA and ECOWAS Commission; working on the integrated supervision model needed for the establishment of cross-border transaction and issuers; the monitoring framework and recommendation of appropriate risk management framework for
the supervision in the region (issuance of the cross border). Uduk, therefore, commended WASRA members for their determination to build a strong and competitive regional market that would rank at par with the markets of other regions of the world, and more importantly, in the areas of transparency, disclosure, efficiency, accountability and investor protection. Uduk also disclosed that Africa and the Middle East Regional Committee, AMERC met during the meeting and deliberated on the findings of a report on Listings as a challenge in the region; and members agreed to engage consultants to implement the recommendations of the report. “The Growth and Emerging Market Committee
(GEMC) also deliberated on its work carried out on Sustainable Financing. This is an area considered by the GEMC to be critical and urges the capital market regulators to engage the industry largely to promote sustainable financing in the region. “The aim of these meetings was to foster the growth of capital markets in the region through integration and deepening of the markets by sharing information and experiences from different jurisdictions” she added. Highlights from these meetings, she said, included high-level discussions on Emerging Risks in the region; Margin requirements, Leveraging on Asset Management Investment Funds, Market Fragmentation, Fintech, Crypto Assets and Sustainable Finance.
Development Bank of Nigeria boss clicks CIBN fellow Temitope Adebayo The Managing Director of the Development Bank of Nigeria (DBN) Mr. Tony Okpanachi, has become a fellow of the Chartered Institute of Bankers of Nigeria (CIBN). Okpanachi was given this honorary fellowship awards alongside other five distinguished bankers in recognition of their contributions to the Banking Industry and the nation’s economy.
The award was the first ever extraordinary Investiture of the Institute held outside the regular CIBN Investiture series, held recently in Lagos. A seasoned banker of over 29 years’ experience, Okpanachi was appointed the pioneer Managing Director/CEO of Development Bank of Nigeria Plc (DBN) in January 2017. Before his appointment as MD/CEO of DBN, he was the Deputy Managing Director of Ecobank Nigeria. Prior to that, he was the Managing Director, Ecobank Kenya and Cluster Managing Director
for East Africa (comprising Kenya, Uganda, Tanzania, Burundi, Rwanda, South Sudan and Ethiopia). He was also at various times Managing Director of Ecobank Malawi and Regional Coordinator for Lagos and South West of Ecobank Nigeria. Commenting on the recognition, Okpanachi noted, “I am delighted to be recognized by the professional association that I have been a member of for close to three decades now. To me, this award is a call for more commitment to both the banking profession and the Nigerian
economy at large.” The event was graced by dignitaries such as the former Head of State, General Yakubu Gowon who was the Chairman of the occasion and the Founder and Chairman, Dangote Group of Companies, Alhaji Aluko Dangote who was the Special Guest of Honour. Heritage Bank Plc has continued to make a positive impact on the implementation of the Central Bank of Nigeria (CBN) initiative on Nigeria Sustainable Banking Principle (NSBP. The lender, disclosed that it has given its backing to the greener environment in order to deliver positive development effects to society and business, whilst protecting the communities and environs in which it operates and the customers. The bank partnered the promoter of the Redball initiative themed: “Going Green” to canvass for tree planting in order to contain environmental pollution and promote the sustainable development of the nation. Speaking at the event held in Port Harcourt recently, the MD/CEO of the bank, Ifie Sekibo emphasised that Heritage Bank at the forefront of implementing the NSBP is carrying out banking operations and business activities, with conscious consideration for the environmental and social impacts of those activities. The MD/CEO who was represented by the Directorate Head, SouthSouth and South East, Osepiribo BenWillie said trees play a key role in neighbourhood landscapes, a belief that has been widely held for millennia in areas beyond Sub-Saharan Africa. He, however, warned against cutting of trees or plants and burning of vegetation. Sekibo said we consistently cut down trees to make boats, plywood and all kind of things for comfort and don’t think about replenishing them, remarking that they are actually exhaustive, they are not inelastic and there is a need for deliberate steps to be taken to replenish them. He added that “we seemed to forget that our lives as Nigerians/Africans started with the land. If we don’t take care of the land, the land will take care of us, the land does not need us, and we need the land to take care of us. Afforestation is one of the ways to take care of the land and we need to talk about carbon credit because we need to find a way to make money.” Sekibo disclosed that Heritage Bank had been championing the implementation of sustainable banking both in their internal daily operations (in terms of how they manage their physical branches/locations, human capital, costs, opportunities, risks exposures) and their activities relating to external interactions with their clients and the types of projects they fund. The Convener of Redball and Editorin-Chief/Chief Operating Officer of Eve-Afrique magazine, Mrs Ivy Davies Etokakpan commended Heritage Bank for its relentless support to sustainable and greener environment and, to the growth of Rivers State. She earlier disclosed that this year’s Red ball has its theme as ‘Going Greener’ with the primary focus being on the environment and air pollution in collaborating with Heritage Bank and other NGOs which include African centre for Environmental protection and Clean Cyclers. The organizer and those who participated called on all sectors and individuals to reduce all footprints of air pollution. They seek to encourage the general public to join hands and support in line with the event theme; plant more trees and go greener this year.

Financial autonomy: Presidential c’ttee seeks adoption of federal budgeting model by states Abolishes warehousing of Capital project fund by executive Asks States to create allocation committee
Mathew Dadiya, Abuja As stakeholders intensified calls for the full implementation of financial autonomy of states legislature and judiciary, all the state governments in Nigeria have been advised to adopt the budgeting model being operated at the Federal level where the sum due to the Judiciary and the Legislature are captured as first line Charge in the annual budget laid before and passed by the Legislature. The call was made by the Presidential Implementation Committee on Autonomy of State Legislature and State Judiciary in a communiqué issued at the end of a two -day retreat held in Abuja and signed by the Attorney General of the Federation and Minister of Justice, and Plc Chairman, Abubakar Malami, Senator Ita Enang, Presidential Liaison to the National Assembly (Senate), Secretary, (PIC) and twenty other members. The Daily Times recalls that President Muhammadu Buhari had in March 22, 2019 inaugurated the committee to fashion out a workable national strategy for the implementation of financial autonomy of State Legislature and Judiciary in accordance with the provisions of Section 121(3) of the Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration) whereby funds appropriated to these two tiers of governments at the state level, are released to them directly. Accordingly, the committee noted that there were various levels of minimal compliance in various states but all fall short of the expected compliance, as Budget performance across 36 States of the Federation show that the least allocations to the State Judiciary in the past three years was 0.6 percent of the budget of the entire State, whilst the highest allocation was 4.89 percent. Governors, being the Heads of the Executive Arm
of Government, were urged to begin full implementation of the financial autonomy granted the Legislature and the Judiciary. The Committee said that the budget proposal of the Legislature and Judiciary should be defended before the relevant Committees of the Legislature; adding that the total sum, both Capital and Recurrent, approved be released monthly on a pro– rata basis by the Accountant General of the State, directly to the Heads of the Legislature and the Judiciary, and Heads of Judicial Service Committee or Commission. It added that the budgeted sum, Capital and Recurrent howsoever described, be released to the Judiciary to be spent by the Judiciary on the projects, programmes and capital development of the Judiciary, including recruitment and training of personnel and same applied to the Legislature. The committee declared that the current practice in some states where appropriated Recurrent Expenditure due the Judiciary and Legislature in the budget, are released to the Judiciary and Legislature and the Capital components are warehoused in the Executive is hereby abolished. According to the presidential committee, the Model Budget Template of the Judiciary and Legislature, the strata of line consultations and inter Arms, as well as Inter-Agency pre-budget consultations and front loading as already done in some states, be adopted. The committee expressed its appreciation to the Nigeria Governors’ Forum for its commitment to the implementation of the financial autonomy of State Legislature and State Judiciary in accordance with the 4th Alteration to the 1999 Constitution (as amended). However, the Presidential committee called for the establishment of a State Allocation Committee comprising the Commissioner of Finance, the Accountant
Malami General of the State, the Clerk of the State House of Assembly, the Chief Registrars of High Courts, Sharia Court of Appeal and Customary Courts, the Secretary of the Judicial Service Commission/Committee and the Secretary of the State Assembly Service Commission if any, for the purpose of determining the amount due to each arm of government based on the budgetary provision but subject to the funds available to the state. The retirement benefit and pensions of judicial officers of Superior Courts of records in the State should be paid by the National Judicial Council as they receive their salaries and allowances from the NJC while in office, the committee stated. It therefore, encouraged all State Houses of Assembly to pass Funds Management Law or Budget Process Law by whatever name called, as a legal framework that will ensure judicious budgeting and use of funds accrued to the State. The retreat was declared open by His Lordship, Hon. Justice (Dr.) Ibrahim Tanko Mohammed, the Acting Chief Justice of Nigeria, who was represented by the Administrator of the National Judicial Institute, Hon. Justice Rosaline Bozimo (rtd) and was attended by a cross section of stakeholders from the Legislature, Judiciary, Representatives of Judicial Staff Union of Nigeria,
Representatives of Parliamentary Staff Union of Nigeria (PASAN), and Civil Society Organisations, among others. The Attorney General of the Federation and Minister of Justice, Mr Abubakar Malami, SAN, was represented by Mr. Tayo Akpata, Solicitor –General and Permanent Secretary, Federal Ministry of Justice. Goodwill messages were delivered by Rt. Hon. Yakubu Dogara, Speaker House of Representatives, Senator Ike Ekweremadu, Deputy Senate President, H.E Abdul – Aziz Yari, Chairman, Nigerian Governors’ Forum represented by H.E. M. A. Abubakar, Bauchi State Governor, and Dr. Clement Nkwankwo, Director, Policy and Legal Advocacy Centre (PLAC). The Secretary of the Committee, Senator (Dr.) Ita Enang, delivered the welcome address, on behalf of the Chairman. He commended President Muhammadu Buhari for the bold step in signing into law the Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration) and for inaugurating the Presidential Implementation Committee on Autonomy of State Legislature and Judiciary as a clear demonstration of his commitment to give effect to the financial autonomy of the Legislature and the Judiciary at the State level.
Facebook leak indicts FG, exposes APC as real enemy of Nigeria-PDP Says FG’s security allegations against PDP, Atiku are diversionary stunts Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has said that the Facebook revelation detailing the devious manipulations and engineering of disinformation in the 2019 general election by President Buhari’s handlers and All Progressives Congress (APC) further exposes them as schemers and real enemies of Nigeria’s democracy and national cohesion. The party insisted the revelation exposes the APC as a fraudulent and violent-loving party, whose divisive
activities are now directly threatening the security stability of our nation. The PDP in a statement by its spokesperson, Kola Ologbondiyan, said the Buhari Presidency and the APC should hide their faces in shame as Nigerians have seen that their professed sanctimony and ‘holier-than-thou’ claims are mere masquerading. He said: “Our party notes that there are more damning revelations against the APC, not only on its rigging of the general election, but also on how it is working against our nation, which will come to light at the appropriate time.
“The APC, which engaged in manipulation to foist itself, will do anything, no matter how vile, to sustain itself in office, not minding the social, economic and collateral damages such could cause our dear nation. “It is however, to say the least, despicable that in their desperation to hold on to power at all costs, President Buhari’s handlers and the APC engaged in this sneaky disinformation, internet lies and smear campaigns against PDP Presidential candidate, Atiku Abubakar. “It is also unpardonable that
instead of owning up, the Federal Government and the APC, through the Minister of Information and Culture, Lai Mohammed, are seeking to cover their tracks and divert public attention from their devious acts by making unsubstantiated security allegations against our party and Atiku Abubakar. “The Facebook revelation exposes how President Buhari, in his claimed integrity, allowed the enlisting of criminals, hackers and internet fraudsters in the desperate attempt to manipulate the views of Nigerians against Atiku Abubakar; a scheme which failed as Nigerians had already made up their minds to do away with the incompetent, deceptive, vindictive and corrupt APC administration.
Dangote named among greatest leaders on earth Motolani Oseni, Lagos Foremost philanthropist and richest man in Africa, Aliko Dangote has been rated 11th of the 50 World’ Greatest leaders for 2019. at Mr. Dangote’s feat globally, saying his vision is as big as the African continent. Bono, a global campaigner on taking action to end extreme poverty especially in Africa, said: “Aliko has a vision just the size of his continent, but with humility of somebody who has just started his first job. It’s no surprise to me that Fortune would recognise his leadership because we have seen first-hand, through his service on ONE’s Board, the benefits of his wise counsel and grace.” Also, the popular Economic analyst, Mr. Bismark Rewane, stated that “Aliko remains understated but very potent and Africa’s most successful and decorated entrepreneur. That wealth is based on a big bet on Nigeria’s economic independence: Dangote’s peers give him credit for helping the country become self-sufficient in the sectors in which his companies compete (cement, agriculture and mining) The Aliko Dangote Foundation (ADF) is the Philanthropic endeavor of Aliko Dangote. The main objective of the Foundation is to reduce the number of lives lost to malnutrition and disease. The Foundation is poised to combat Severe Acute Malnutrition (SAM) in children, as the core of its programming. It has also resolved to use its investments in health, education, and economic empowerment to help lift people out of poverty. It would be recalled that Dangote was last year ranked among 75 most powerful persons on the planet, ahead of the VicePresident of the United States of America, Mike Pence. Aliko Dangote has been named among most powerful persons in the world for the past five consecutive years. According to the Forbe’s 2018 ranking of the World Powerful people, Dangote ranked among world leaders like Xi Jinping, the Chinese President, Vladimir Putin the Russian President and Donald Trump, the President of the US, all of whom were ranked first, second and third respectively. He was the only Nigerian on the list and one of the only two Africans who made the list with the other being the Egyptian President, Abdel Fattah el-Sisi, who was ranked 45thmost powerful. In the same vein, he was named among the 100 most influential personalities in the world in 2018 by Time Magazine, leading business broadcast organisation. The CNBC had earlier in same year ranked Dangote as one of the 25 people who have had most profound impact on business and finance worldwide. He was rated the most influential African by Jeune Afrique in their classification of the most influential 50 Africans in 2018, and was also named the 6th most charitable person in the world in the same year according to Richtopia, a United Kingdombased digital platform. Godfatherism has benefitted Lagos and Lagosians - Phillips Derin Phillips, a political activist and real estate financial expert is son of former Lagos State Commissioner for Special Duties and Inter-governmental Relations, Mrs Teju Phillips. He recently spoke about godfatherism in Nigerian politics and why the Kaduna State governor, Mallam Nasir El-Rufai, should understand that Lagosians are not tired of their godfather because of the developmental strides Lagos State is enjoying. PATRICK OKOHUE met him. First, what is your understanding of godfatherism, especially in politics? When we talk of godfathrism, especially in politics, we are talking of someone who has probably seen it all, by virtue of his experience, and using that experience to mentor younger ones and putting them through and helping them up in the ladder of politics. But unfortunately, more often than not, when we talk of godfatherism in Nigerian politics, we look at it from the negative perspective more than the positive, because of the uniqueness of the average Nigerian. A godfather is someone who takes up the role of adopting the younger generation, supervising them and teaching them the rudiments of politics, he tries to play the role of contributing his experience and also ensuring that there is continuity in the process of governance. Continuity has plagued the Nigerian nation for long; we have suffered from lack of it in governance and that contributes in no small measure to what we are going through presently in our nation, especially in terms of abandoned projects that litter the landscape, all at the taxpayers’ expense. Godfatherism has its positive and negative sides and the negative side is the misuse of that power, which comes with high responsibility. When you use such powers to control your godson and you are not putting the greater good of the people into consideration, then it is negative godfatherism. And in most cases, godfathers in this category don’t last long; they get shoved aside along the way and they become irrelevant in the scheme of things, because, in as much as you try to control people, you must ensure that their welfare is well catered for, otherwise, you will only be shooting yourself in the foot. There has been so much noise about the supposed godfather of Lagos politics, Asiwaju Bola Ahmed Tinubu. What kind of godfather, in your opinion is Tinubu? I would say Asiwaju Tinubu has exhibited the positive traits of godfatherism in Lagos State. The term godfather, when it comes to Tinubu has always been used in the negative, but as far as I am concerned, that is far from the truth. My mother, Teju Phillips, was a commissioner under Asiwaju Tinubu when he was governor of Lagos State, and I remembered going to the State House, Alausa and I have had the privilege of seeing him at close range. There was even a time during his tenure and even that of Babatunde Raji Fashola, when they had this concept of one-day governor; I was as a young person, always imagining myself as governor of Lagos for just one day. Fundamentally, although no man is perfect, but I have come to discover that Asiwaju Tinubu is always interested in the greater good of the people of Lagos State. And if anyone is looking for the outcome of his work, just take a look at Lagos today and you will find his footprints in almost every facet of the developmental strides in Lagos State. I remember my excitement about all the beautiful projects embarked upon by him and his successors; several road projects being done and all of that and you don’t need anyone to tell you that all of these developments Lagos is witnessing today had long been planned and the foundation laid during the Tinubu tenure. All these developments don’t just come because of whoever is occupying the office, it is a long marshaled Master Plan of Lagos and I think this is the type of “godfatherism” that we actually need in Nigeria. Continuity is a problem; look at the Ajaokuta Steel Development Company, which had over the years remained moribund. Go to Cross River State for example; we had the Donald Duke legacy projects: the Obudu Cattle Ranch and the Tinapa Resort, all of them were
I remember my excitement about all the beautiful projects embarked upon by him and his successors; several road projects being done and all of that and you don’t need anyone to tell you that all of these developments Lagos is witnessing today had long been planned and the foundation laid during the Tinubu tenure. All these developments don’t just come because of whoever is occupying the office, it is a long marshaled Master Plan of Lagos and I think this is the type of “godfatherism” that we actually need in Nigeria.
it would be very obvious to all who has worked and who has not worked. If you visit Obudu Cattle ranch today; if you visit Tinapa Resort, you will weep profusely, because those structures put in place by Duke are now in ruins. In the case of Lagos, what makes the difference is the tenacity of purpose of the godfather, who ensures that the right man gets to office as governor at every point in time and also monitors and ensures that there is no deviation from the Master Plan of Lagos. You will notice that there are lots of Federal Government projects in Lagos that were abandoned by the then Peoples Democratic Party (PDP)-led Federal Government, but which are now being executed.
Derin Phillips abandoned by his successors. These projects were fantastic projects, but unfortunately, immediately he left office, the next governor after him abandoned those legacy projects and started pursuing their own agenda. This is something I feel so strongly about, honestly. If Duke had emerged as a godfather, I am sure he would not have allowed those things to go to waste; or if he probably had taken interest in who succeeds him, maybe we would be telling a different story about those wonderful projects. This is why I think Asiwaju Tinubu is a very important figure, leader and politician, not only in Lagos, but across Nigeria. Comparing Lagos with other 35 states of the federation, Lagos has been on an upscale developmental progression. What do you think is responsible for this? Things don’t just happen per chance; you have to initiate, you have to plan and follow up on those plans before things can start falling in shape and also ensure that you put in control measures and see to the monitoring of those plans you have made and you also have to ensure that there is consistency and that is what has been done with Lagos. There is a master plan; which has been revisited several times; it has been enforced and there is adequate monitor to ensure that nobody derail from the plan. When you have someone coming into the office of governor, which is so powerful, each occupant would probably want to come in with his own plan, irrespective of previous government. In the case of Lagos, there is a Master Plan, which is enforced and which is also being reviewed according to the dictates of the times and I think we need a Master plan for Nigeria as well. Where do we want to be in 20, 30 years from now; and we also need institutions and balances and checks that will ensure that we don’t derail from the Master Plan and that we are progressively moving in the right direction. There is no harm in laying a structure that will ensure that we make progress in our developmental strides as a nation. Yes, people might fear that it could lead to dictatorship, but when you put in place checks and balances mechanisms, we won’t get to that point. Like I said, Ajaokuta, Obudu Cattle Ranch and Tinapa Resort are left rotting away because each occupant of the seat of power has his own agenda. Duke was Asiwaju Tinubu’s contemporary. Is it not ironic that all governors during the era of Tinubu are no more relevant today and their legacies are more or less forgotten? What do you think is responsible for this? I think most people are selfish. And I think Nigerians are also very forgetful people, they forget easily. May be due to the pressure of surviving in this country, people quickly forget things. I think may be what we should do is to set up a record or fact checking organ for Nigeria, one that would take each governor, see where they started off from and where they were ending at the expiration of their tenure;
Should we say that Lagos State is developing according to the Master Plan because the ‘grandmaster’ of the Master Plan takes interest in who pilots the affairs of the state, while in other states, it is survival battle which has now become their bane? Yes. That exactly is the situation. One governor finishes his two terms of eight years and is less concerned about who takes over from him, as long as his interest is protected. Every person is taking care of themselves, trying to secure and protect their own legacy and they are not thinking about after they leave office. One peculiar thing about them is that they embark on projects that can either be commissioned during their tenure or projects they can lay claim to; but projects like Obudu Cattle Ranch and Tinapa are 20, 30-year projects, that are meant to outlive whoever initiates it and I think these are projects that we need to focus on for our infrastructural growth in the country. And I think the more politicians now begin to think of the greater good of the people, the better for us, because we can’t keep dancing around looking for solutions where there are none. Abandoning your predecessor’s projects is not peculiar to Cross River State alone, it is all over the states across Nigeria, perhaps with the exception of Lagos, and this is because of the foresight of Asiwaju Tinubu. Kaduna State governor, Nasir El-Rufai recently claimed to have retired four godfathers and even said he was coming to Lagos to retire the godfather in Lagos, apparently referring to Tinubu. What is your reaction to this development? The first question El-Rufai should find answer to is: Are Lagosians ready to retire the godfather of Lagos politics? Are Lagosians complaining? And I think Lagosians have answered his ilks with the massive votes they gave to the APC in the last governorship election, where for the first time since 1999, the APC defeated the PDP with over half a million votes. Are Lagosians benefitting from the godfather? Are Lagosians better off than Kaduna or worse off? Is Lagos State thriving or not? Is Lagos developing or not? While I agree that there is always room for improvement, I make bold to say that Lagos is working; Lagos is a work in progress and it is not in any way comparable to Kaduna. Immigration to Lagos according to statistics is about 850,000 people every month. Lagos is developing and I know for sure that the incoming governor, Babajide Sanwoolu, who has been part and parcel of the Lagos Master Plan, would take Lagos State to greater heights than it is now. You can see the array of people who have gone through the ‘Tinubu School of Politics’ and where they are in the scheme of things in the state and in the country today. And the best way to measure your performance is what you have done for the welfare and greater good of the people and not any other parameter. What are your expectations from the incoming governor of Lagos State, Sanwoolu? I was fortunate to follow his campaign train for the election and when you study somebody at close range, you will be able to know more about the person. Sanwoolu has a perfect blend of the corporate world and the public service experience he is bringing into governance and I think they are very good combinations and not many people have the privilege of both private and public service experience to bring to bear on governance. And he is also a man of the people. He has over 20 years of public service experience, he is part of the team that developed the Lagos Master Plan and he has also operated at the highest level in the corporate world and I think all of these are going to come into play in the way he would administer Lagos. Dealing with a state as complex as Lagos, which is wearing the toga of a mega city comes with different challenges, but I have no doubt that he is equal to the task.

Three female worshippers say their noon prayer under a roofless section of Kumwambo Mosque on Ibo island
Ramadan becomes a struggle in cyclone-hit northern Mozambique Piles of debris lie where thatched mud huts once stood in the village of Guludo in northern Mozambique. Broken pieces of furniture and muddied books litter the landscape and many like Asma Mushillah, 53, spend their days trying to salvage what they can from the rubble. In an ordinary year, the villagers would be observing the Muslim holy month of Ramadan, fasting from sunrise to sunset and praying, but this year, life seems extraordinary difficult. Many are trying to rebuild their lives nearly a month since Cyclone Kenneth ripped through the northern coast, where the majority of Mozambique’s Muslims live. The country’s central region was still reeling from Cyclone Idai that made landfall over two days in midMarch causing devastation across three Southern African countries, killing over 1,000 people. Then on April 25, Cyclone Kenneth hit the already water-logged country killing an estimated 45 people impacting 375,000 people who remain in need of emergency assistance, according to the UN. Mushillah says her observance of the Ramadan fast has been irregular because of the storms. They washed away her food supply
along with her home, that she hopes to rebuild with a tarpaulin roof. “The wind and the rain were too strong for my house, I lost everything. I found a few pots after the flooding, but I don’t have a house. My sons can help me to rebuild, but after that we will still need food. “I should be fasting, but I can’t do it very well. It’s a fast without order, some days I eat because I don’t know when next I will get food. I’ll fast properly if we get more food aid, then I will know I have something,” she said. Many Muslims in this fishing village of about 2,500 inhabitants have had their holy month disrupted. Cyclone Kenneth, with wind speeds of over 200 km/hour, demolished the local mosque leaving the them with nowhere to gather for worship or for the evening iftar meal that breaks the fast. Muzasufar Abakari, 45, the chief of Guludo, told Al Jazeera the walls of the mosque had collapsed. “The mosque is damaged so there are no prayers, there is no call for prayers and there is no place to come together. “At this moment people are scattered, they live in different places so they pray separately, but with time we will organize ourselves and find an open place to pray,” he explained. is Ibo island, a former base for Arabic traders who introduced Islam to the native population of the Quirimbas archipelago as early as 600 AD. The island’s mosques and the madrasa, were also partially destroyed by Cyclone Kenneth. Mahando Amad, 66, has been the Imam of Ibo’s main mosque for 15 years, but even he doesn’t always manage to attend all of the five daily prayers. “It’s the month of Ramadan and it’s an obligation to attend prayers especially on the holy day [Friday], but now people are facing a very difficult time so it’s understandable that not many people come for prayers. Some come whenever they feel free, but many are so busy with trying to normalize their lives after they lost everything in the cyclone,” he said. With the island’s electricity supply damaged, Ahmad uses a megaphone for the call to prayer, but his voice can only be heard for a few blocks. A handful of men and very few women regularly attend prayers in the mosque where the old roof has been badly damaged. In previous years the iftar would be shared with poorer members of the community, Amad says this Ramadan there is no communal meal. Instead worshippers come for sunset prayer
with small lunchboxes of food to break the fast with others. In the neighbourhood of Kumwamba, more than 500 homes were destroyed, according to local official Rahba Amad, and large parts of the local mosque’s ceiling were also damaged. Ibo’s Imam would like aid from the Islamic Council of Mozambique to help repair the places of worship. “I’m hopeful we will get some assistance from the Islamic Council. They normally send us food to assist others during Ramadan and I’m sure they will help to restore the buildings, but right now communication is impossible because there is no [phone] network on Ibo,” Ahmad explained. Technicians from Telecoms Sans Frontiers, are currently working to restore communications on the hard-hit island and food aid relief agencies continue to try reach affected communities by air. The UN’s World Food Programme (WFP) said it has delivered food aid to over 100,000 affected people in northern Mozambique. But back on Mozambique’s mainland coast in Guludo, which falls under Ibo district, Sifa Drisa, 67, does not have much food left in her home. Drisa says she and her grandchildren break their fast with a small bland meal of rice and fish, but Drisa fears the bag of rice she recently received as emergency aid relief will not last long with seven mouths to feed. The family had planted cassava, but the cyclone ruined most of the crop. Over 32,000 hectares of food in the area were destroyed by Cyclone Kenneth right before the main harvest leaving many families without much to eat. Lisa Ratcliffe, the communications representative of the Food and Agriculture Organization (FAO), said the UN agency is carrying out assessments in parts of the northern Cabo Delgado province and the islands in order to map out a way to help farmers and fishermen who suffered losses. “FAO’s expert technical teams are assessing needs, not only for agriculture but also livestock and fisheries, both of which also suffered extensive damage and losses from the [two] cyclones and as such to livelihoods and food security across the region,” she told Al Jazeera an email. While aid slowly trickles into the worst-hit areas, Drisa says she still has faith that despite the challenges she faces, she and her grandchildren will be delivered from the hard times. “I put my faith in Allah during this time, it is a time of struggle but it is also a special time for prayer. Though we have nothing in our house, I need to keep strong in my faith so that things will be all right in the end,” she told Al Jazeera.

Sudan’s opposition and ruling military council resume talks
Sudan’s military rulers and protest leaders have resumed talks to finalise a new governing body that would replace the generals who took power after ousting longtime ruler Omar al-Bashir on the back of a popular uprising. The resumption of talks on Sunday comes following pressure from world powers to reach an agreement over an interim government that would be civilianled - a key demand of demonstrators. “The talks between the Transitional Military Council (TMC) and the Alliance for Freedom and Change have started,” a statement by the military council said, in reference to the protest movement. Earlier in the day, the alliance said it was determined that the country’s new ruling body be “led by a civilian as its chairman and with a limited military representation”. The two sides have been divided over the composition of the transitional authority. Both want a majority of seats on the 11-member sovereign council, which would operate as the top tier of power during the planned transition period. They had been expected to meet for negotiations over the issue earlier in the week, but the TMC suspended talks with the alliance for 72-hours early on Thursday. It cited a deteriorating security situation in the capital Khartoum where demonstrators had erected roadblocks on several key avenues. Before talks were suspended, the two sides had agreed on several key issues, including a three-year transition period and the creation of a 300-member parliament, with two-thirds of legislators to come from the protesters’ umbrella group. Protesters placed roadblocks on some avenues in Khartoum, paralysing large parts of the capital to put further pressure on the generals during negotiations, but the military rulers suspended the last round of talks and demanded the barriers be removed. Demonstrators took the roadblocks down in recent days, but warned they will put them back up, if the army fails to cede power to a civilian administration. The generals have allowed protesters to maintain their sit-in outside Khartoum’s army headquarters. The deputy head of the military council, General Mohammed Hamdan Dagalo, better known as Hemeti, said late on Saturday that security forces had arrested those behind an attack on the protesters last week that killed at least five people, including an army officer. Both the military and the protesters had blamed the attack on al-Bashir loyalists. “The assailants who opened fire (on protesters) have been caught. Their confessions will be broadcast on TV,” said Dagalo, who heads the paramilitary Rapid Support Forces. Dagalo hailed the protesters for their role in al-Bashir’s military overthrow on April 11.

Titi Kamara drew the African legends level within a space of two minutes. A fowl in the penalty box by Taribo West on El Hadji Diouf was converted by Titi Kamara which put the African stars 3-1 at half time. In the second half, Garba Lawal fired in a free kick from the edge of the 18-yard to half the deficit for the Nigerian Legends. But a cheeky penalty from El Hadji Diouf put the African legends 4-2 up. With the game heading for its final minutes, Obafemi Martins charged through the defence of the African legends and scored a rebound with a header, while a stoppage time goal by comedian, AY ensured both team shared the spoils, with the game finishing in a thrilling 4-4 draw. Before the game, Ambode was given a guard of honour by both teams as he walked through with fireworks display, before performing the official kick-off for the match. FIFA U-20 World Cup: Flying Eagles arrive in Poland Nigeria’s national under-20 male football team, the Flying Eagles, on Sunday arrived in Poland for this year’s FIFA U-20 World Cup which begins on Thursday. They arrived in the southern Polish city of Katowice after rounding off a threeweek residential training at Bad Gogging on the outskirts of Munich in Germany on Saturday. Ademola Olajire, the Director of Communications, Nigeria Football Federation (NFF), disclosed in a statement on Sunday that the team flew out of Germany via Munich on Sunday morning. They are to embark on the final leg of their preparations for the U-20 World Cup there in Katowice ahead of their opening Group D match on Friday against Qatar. ”While in Bad Gogging, the team played four friendly games. “These are a 3-3 draw with Freiburg U19s, a 1-2 loss to Saudi Arabia U20s, a 3-1 win over AFR Aelen and a 1-1 draw with Red Bull Salzburg. “These were to help in preparing them as they seek to win the FIFA U-20 World Cup for the first time,” Olajire said. The News Agency of Nigeria (NAN) reports that the Flying Eagles are two-times runners-up at the competition, in 1989 and 2005, and took the bronze medals at the 1985 finals. The statement quoted the team captain,
Ikouwem Udoh-Utin, as saying that the camping exercise in Germany has helped the team to blend very well. “Our time in Germany has really helped us to come together as a group, blend with one another, as well as learn new things from our coaches. “It has been a wonderful experience in camp, because the boys now understand one another better and we have perfected our plans as we go into the tournament. “We want to make Nigeria proud in Poland and we will do our best not to disappoint Nigerians. ”Our aim is to go all out and win the trophy for Nigeria. We also want to thank the NFF and Nigerians for their support and we will go there and represent Nigeria well,” Utin said. The statement added that the team was boosted by a visit to the camp on Thursday by NFF President Amaju Pinnick, NFF General Secretary Mohammed Sanusi and Super Eagles’ Technical Adviser Gernot Rohr. NAN reports that Nigeria will start her 2019 FIFA U-20 World Cup campaign on Friday against Qatar before taking on the U.S. and Ukraine in first round games.(NAN)
Karolina Pliskova sweeps past Johanna Konta to win Italian Open Czech fourth seed Karolina Pliskova swept past Britain’s Johanna Konta 6-3, 6-4 to win the WTA Italian Open on Sunday. Pliskova, the 2017 French Open semi-finalist, clinched her 13th career title, in the final major warm-up tournament on clay before Roland Garros starts on May 26. A break in each set was enough for former world number one Pliskova to get past Konta, sealing victory on her third match point after 85 minutes on court. “It was a great week for
me and my team,” said the 27-year-old, now coached by former Rome champion Conchita Martinez. “There were a couple of tough matches so I was happy to fight through them. I was a little bit nervous today, but it was the final in Rome, so that’s to be expected.” Top seeds Naomi Osaka and Petra Kvitova pulled out injured during the event, while Roland Garros champion Simona Halep crashed out in her opening match in Italy. Four-time Rome winner
Serena Williams also withdrew before the second round as her return after a two-month layoff was cut short when her knee injury flared up. Pliskova, the highest remaining seed, got an early break in the final and swept 3-0 up in just eight minutes on the red clay of the Foro Italico.
