0.12 per cent points. “However, relative to the preceding quarter (fourth quarter of 2018), the real GDP growth rate declined by -0.38 per cent points.” According to the NBS, the GDP growth in the oil sector was -2.40 per cent in the first quarter of 2019 indicating a decrease by -16.43 per cent points relative to the rate recorded in the corresponding quarter of 2018. This shows -0.79 per cent point’s growth decreased when compared to Q4 2018 which was -1.62 per cent. “In real terms, the Mining and Quarrying sector grew by -2.31 per cent (year-onyear) in the first quarter of 2019. Compared to the first and last quarters of 2018, this represented a decline of -16.41 per cent points and -1.07 per cent points respectively. “Aggregate GDP stood at N31, 794,085.85 million in nominal terms. This aggregate was higher than in the first quarter of 2018 which recorded N28, 438,604.23 million, representing a year on year nominal growth rate of 11.80 per cent. “The aggregate was, however, lower than in the preceding quarter of N35, 230,607.63 million, by -9.75 per cent”, said the NBS. The NBS said the 2019

general election may have affected the economy’s performance, which it described as the strongest since 2015. Meanwhile, the Federal Government has expressed joy over the nation’s GDP growth rate at 2.01 per cent in the first quarter of 2019, driven mostly by the non-oil sector. The Minister of Budget and National Planning, Senator Udo Udoma, said that the figures reflect the strongest first quarter performance in GDP since 2015. Udoma told State House correspondents at the end of a special Federal Executive Council meeting chaired by Vice President Yemi Osinbajo that agriculture grew by 3.17% representing the strongest growth in agriculture since the fourth quarter of 2017. He said despite emerging from the recent general election, other economic indicators remained stable, especially inflation rate. According to the Minister, under normal circumstances there used to be high inflation during the election period, but ours was stable, including the external reserves, trade balance as well as exchange rate to the dollar. “The first quarter GDP performance numbers released this (Monday)

morning indicates continuous economic growth in the first quarter of 2019. The economy recorded a real GDP growth of 2.01 per cent. “This growth reflects the strongest first quarter performance in GDP since 2015. The first quarter is always the weakest in terms of growth. The Federal Executive Council is most encouraged by the fact that growth continues to be driven by the non-oil sector which affects most of our population. “Also, agriculture grew by 3.17 per cent and this represents the strongest growth in agriculture since the fourth quarter in 2017. “The Council is also pleased to note that there are improvements in other economic indicators such as the inflation rate, which tend to have high inflation during an election period, but it has been stable. Our external reserves and our trade balance have also remained healthy over the period which our exchange rate to the dollar has also been stable. “So notwithstanding the elections, there has been stability. The Council believes that the dividend arising from the peaceful elections and the re-election of President Muhammadu Buhari will lead to a further boost in economic growth”, Udoma stated.

FEC gives CBN nod on intervention funds to GENCOs Mathew Dadiya, Abuja The Federal Executive Council (FEC) presided over by Vice President Yemi Osinbajo has approved the extension of a funding facility by the Central Bank of Nigeria (CBN) for electricity Generation Companies (GENCOs) in the country. The Daily Times recalls that the CBN had earlier stepped into the liquidity and funding challenges facing the electricity sector and disbursed a total of N120.2 billion to different electricity distribution companies (DisCOs), generation companies (GenCOs) and service providers and gas companies. Addressing State House Correspondents on Monday after the FEC meeting at the Presidential Villa, Minister of Finance, Mrs. Zainab Ahmed, said council also approved ”an extension of a Central Bank of Nigeria intervention that will be used to continue to support the power sector specifically the generation arm of the sector.” Mrs. Ahmed said “this is based on a commitment that we signed into as a country, where we have several guarantees to the Generation Companies (GenCos) to bridge any gap that they have after the Nigerian Bulk Electricity Trading Plc

(NBET) has settled them.” According to her, the CBN assurance facility that was approved on Monday is to pay the GENCOs for any financing shortfall that they have after the bulk trader NBET settles them. “So it is a cost on government, it is loan, government will be paying it back to the CBN. The essence is to meet the contract obligations that government signed with the Gencos on the assurance we gave them on off taking any power that they generate after payment is made from the NBET,” she added. The 4th Tranche of the disbursement, which is under the N213bn Nigerian Electricity Market Stabilisation Facility (NEMSF), was made in 2016. The Federal Government had also signed power purchase agreements by the Nigerian Bulk Electricity Trader (NBET) to signal activation of industry contracts for power generation under a contract based market. The Finance minister also disclosed that FEC approved a new import levy for sustainable financing of Nigeria’s membership subscription in the African Union (AU). Nigeria, she said, would base a rate of 0.2 percent as the new import levy on Cost, Insurance and Freight, CIF, that will be charged on imports coming into Nigeria from AU countries. According to the Finance

minister, there are some exceptions on goods originating outside the territory of member countries. “The federal executive council meeting approved a new import levy for sustainable financing of Nigeria’s membership subscription in the African Union. Okorocha, other bigwigs under EFCC probe – Magu Doosuur Iwambe, Abuja & Val Okara, Owerri

Acting chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has confirmed that the commission is investigating Governor Rochas Okorocha of Imo State and some other prominent Nigerians. Magu, who affirmed this while fielding questions from newsmen, said that Okorocha is among those that are being investigated by the commission. According to the EFCC boss, the commission has to get to a certain level before it can disclose any information about an ongoing investigation. Asked if an investigation is ongoing regarding the governor, he responded, “definitely. Of course, we are doing a couple of checks and investigations here and there. We are investigating almost everybody,” the EFCC boss added. While stressing that the commission has to get to a certain level before it can disclose any information about an ongoing investigation, Magu explained that this was necessary to prevent any action that can jeopardise or interfere with the process of the inquiry.

According to him, Governor Okorocha is one of the many people being investigated by the commission. The EFCC boss said although he was aware of reports of the investigation on the social media, the details the anti-graft agency has was different from what was in the public space. He, however, declined to disclose the details of the on-going probe by the anti-graft agency. Magu is in the United Kingdom to meet with investigators assisting the Federal Government in solving cases of money laundering and financial crimes. Recently, Governor Okorocha gave an indication that he was under the spotlight of the EFCC, saying he is the most investigated governor in the country. The Daily Times recalls that the commission’s zonal head for South East, Usman Imam, during a briefing over the weekend, disclosed that the state government deployed funds meant for workers during the just concluded general election. Usman stated that the commission’s operatives blocked accounts belonging to the state

Magu government in the build-up to the election following a tip-off. According to Usman, EFCC’s timely intervention saved the state over N5 billion that would have been deployed for vote buying by the Okorocha’s

There has been a massive reorganisation of the top management staff of the Nigerian National Petroleum Corporation (NNPC) following the removal and replacement of over 50 senior management staff of the public oil firm and its subsidiaries. The top hierarchy of the oil corporation is however keeping tight lips about the latest reorganisation. Prominent among those affected in the massive shake-up, it was gathered, include the Managing Director of the Nigerian Petroleum

Development Company (NPDC), Yusuf Matashi, who was removed and replaced by the Senior Technical Assistant to the NNPC Group Managing Director, Usman Yusuf. According to source at the corporation, other subsidiaries of the corporation affect in the shake-up are the Nigerian Gas Marketing Company which is the marketing arm of the Nigerian Gas Company, the Kaduna Refining and Petrochemical Company and the liquified natural gas arm of the group. The source said “some persons were promoted and others were removed. The reorganisation

affected 50 senior management staff members. The Managing Director of NPDC, Yusuf Matashi was removed and he was replaced by Yusuf Usman, the Senior Technical Assistant to the GMD. “There are many others, about 49 of them, but the removal of the NPDC boss is the prominent one in this latest reorganisation exercise.” Another source confirmed that the development has led to gossip among workers, as some employees have expressed displeasure with the latest move. “Aside from the NPDC, the Nigeria Gas Marketing Company in Warri was affected. A lot of

persons at the liquified natural gas arm of the corporation in the corporate headquarters were also affected in the reorganisation. The Kaduna Refining and Petrochemical Company was also affected,” the source added. The source maintained that some persons have argued that the reorganisation was lop-sided and did not show fairness to the six geopolitical zones as a greater number of appointees were from one particular region. When contacted on the matter, the Group General Manager, Group Public Affairs Division of the NNPC, Ndu Ughamadu, declined comment.

The Supreme Court had fixed the judgement of the appeals filed by Yari and APC on the ruling of Appeal Court Sokoto on Zamfara APC candidates tussle for Friday. all party members. “This is illustrated by his (Buhari) call to all aggrieved party members to approach the courts for redress on any injustice meted out on them by the party or any individual.” He added: “For avoidance of any doubt, let me state that the president has never been happy with the happenings in Zamfara and he stands with the people of the state on this issue. Those dropping his name to influence judgement are his enemies, enemies of democracy, enemies of the people of Zamfara State in particular and the nation in general. “It is quite disheartening that Governor Yari and the Emir of Maradun will leave their domain on Saturday, the very day 13 people were killed during iftar and the bandits refused to allow the villagers to even bury their loved ones. Yari and the Emir decided to

abandon them and travel to Saudi Arabia to dine with the president so that he can get undue advantage.” Marafa added that he knows that the president doesn’t support evil and evil doers. He therefore called on the esteemed judges to discharge their responsibility without fear or favour. “The president is interested in justice only and not anybody or group of persons,” he said. No fewer than 13 people were killed on Saturday in Gidan Kaso village of Birnin Magaji Local Government Area of Zamfara State. The governor’s camp had requested the Supreme Court to set aside the judgement of the Appeal Court which upturned the ruling of the Zamfara High Court upon which INEC recognised the candidates nominated by the governor for the last general election.

People are still answering questions as to who asked them to move those monies, monies that were blocked at the banks.” Meanwhile, barely eight days to the end of his administration, Governor Okorocha on Monday handed over 10 state owned general hospitals to churches, private investors, Nigerian Army, Air Force and Navy for management. The general hospital at Ogwa, Mbaitoli LGA was leased to Anglican Diocese of Owerri; while that of Isiala Mbano was released to Mbano Anglican Diocese, the Lords Chosen Church acquired the hospital at Khaki/ Egbema LGA and in Umuguma, Owerri West LGA to Global Health Services. Also, that of Ngor Okpala was leased to the Navy; Owerri North to the Air Force; Ideato South to the Nigerian Police; Owerri West to the Army among others. Okorocha while addressing the new investors at Government House that said the various categories of the lease would last for 25 to 99 years’ period among other conditions attached. He said the decision was aimed at ensuring quality health care delivery and to fast-tract development in the health sector of the state, stressing that the state adopted the policy because it believed it would render desired services to the people and also encourage F0ederal Government presence in the state. He stated that no facility has functioned expectedly in the hands of government, hence, Public Private Partnership, PPP, remained better alternative and enjoined the incoming government in the state to consent to the PPP arrangement and also appealed to interested organisations to take advantage of the PPP policy of the state. “The PPP arrangement is the way to go for our state because I do know that the missionaries and churches run hospitals better than government in most cases. “I hope the incoming government would consent to this policy to make Imo State grow faster in terms of development.” To the beneficiaries, the Imo governor said: “By this PPP arrangement, you are expected to manage the hospitals for the number of years contained in the agreement. We hope that through you and this partnership it will render the necessary services to the people of Imo State. “Also, we do hope that you make good use of these facilities and keep them in good shape till generations yet unborn. You have no power to lease them out or to sell them.”

Senate leadership: Court strikes out suit seeking FG approves N4bn for infrastructure devt in FCT to stop Saraki, Ekweremadu’s removal Andrew Orolua, Abuja Justice John Tsoho of the Federal High Court, Abuja, on Monday, struck out the suit seeking to stop the Senate from removing Senate President Bukola Saraki and his Deputy, Ike Ekweremadu, from their offices, unless by a resolution backed up by not less than 73 votes of its members. The suit marked FHC/ABJ/ CS/936/2018 was filed by the Incorporated Trustees of the Civil Society Observatory for Constitutional and Legal Compliance (CSOCLC), and has all the 109 Senators as defendants. Plaintiff had in the suit urged the court to declare that Saraki and Ekweremadu cannot be removed from office as President of the Senate and Deputy President of the Senate unless pursuant to a resolution supported by the votes of not less than 73 members of the Senate. Delivering judgment on the suit, Justice Tsoho, in his judgment held that, the newspaper reports showing threats of removing the Senate President and his deputy, which the plaintiff tendered as evidence in support of its case, are not admissible in law. Citing Supreme Court decisions in that direction, Justice Tsoho said: “There

is no evidential value in the newspaper publications tendered by the plaintiff”. The Judge held that the plaintiff failed to show any credible evidence to persuade the court in any way to grant the declarative reliefs it sought from the court. “I hold that the plaintiff has failed to adduce credible and cogent evidence in support of its originating summons. “Accordingly, all the reliefs sought by the plaintiff cannot be granted due to lack of credible evidence. The suit, as filed by the plaintiff is hereby strike out,” the Judge held. In the originating summons dated August 24, 2018, the group argued that by the clear and extant provisions of section 50(2) (c) of the 1999 constitution, Saraki and Ekweremadu cannot be removed from their offices unless by a resolution of the Senate supported by the votes of not less than two-thirds majority of the members of the Senate. The plaintiff posed the following questions for the court’s determination: “Whether by the clear and extant provisions of section 50(2) (c) of the 1999 constitution, a President of the Senate and a Deputy President of the Senate such as Saraki and Ekweremadu can be removed from their said offices as President of the Senate and deputy President of the Senate respectively unless

Saraki by a resolution of the Senate supported by the votes of not less than two-thirds majority of the members of the Senate; Whether by the combined provisions of sections 3(1) and (4) and (48) of the 1999 Constitution, the Senate of the Federal Republic of Nigeria is not comprised of 109 members and whether two-thirds majority of the 109 members of the Senate is not comprised of 73 members; and Whether the 1st and 2nd defendants can be removed from office as President of the Senate and Deputy President of the Senate respectively unless pursuant to a resolution supported by the votes of not less than 73 members of the Senate”.

In a 11- paragraph supporting affidavit to the originating summons deposed to by ThankGod Ubani, he stated that some All Progressives Congress (APC) members of the Senate connived with the Executive arm of government and security agencies to harass Saraki and Ekweremadu with the motive to illegally remove them from office. Ubani averred that “On the first day, they planned to illegally and unlawfully remove the 1st and 2nd defendants from office by trying to prevent them from coming to the National Assembly so they could be removed in their absence”.

PDP reputed for saucy, distractive statements, says Tinubu Mathew Dadiya, Abuja The National Leader of the ruling All Progressives Congress (APC) and former Governor of Lagos State, Senator Asiwaju Bola Tinubu, has lampooned the opposition Peoples Democratic Party (PDP) for issuing what he described as “inflammatory statement that could undermine the peaceful co-existence” of the country. Tinubu said that the PDP “is reputed for saucy and distractive statements,” urging Nigerians not to be angry with the opposition party, but assist them to overcome their “colossal

defeat” in the 2019 general election. Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated that the APC chieftain said this on Monday in Makkah, Saudi Arabia after an Iftar dinner meeting with President Buhari, along with Sultan of Sokoto, His Eminence, Alhaji Muhammadu Sa’ad Abubakar and Emir of Kazaure, Dr. Najib Hussaini Adamu. He urged Nigerians to rally round President Buhari to solve the problems and stabilise the polity. “The President worked hard and will continue to do so to ensure peace and stability in the country,

which are important for the economy to make progress. These are the key pegs of his agenda. Let us all come together to support him,” he said. “Don’t blame them. They are handicapped by the traumatic feelings of the colossal loss of the election. You should help them to manage the trauma,” he added. The APC National Leader commended President Buhari for the recognition of June 12th as the nation’s Democracy Day. The former Lagos State governor said all citizens should consider the enormity of challenges facing the nation, and support the President.

Tinubu appealed to elderly Nigerians to avoid inflammatory statements that could undermine peaceful coexistence among the nation’s diverse communities. In his remarks, Sultan Abubakar pledged his support to the success of the President’s administration. The Sultan led prayers for President Buhari’s second term in office, and for the nation to overcome current challenges. Okorocha’s certificate of return: Izunaso petitions NJC, CJN, chief judge over judge conducts Andrew Orolua, Abuja

Senator Osita Izunaso has petitioned the National Judicial Council (NJC), the Acting Chief Justice of Nigeria (CJN) and the Chief Judge of the Federal High Court over the conduct of Justice Okon Abang, in the case between Imo State governor, Rochas Okorocha and the Independent National Electoral Commission (INEC) over his certificate of return. In the said petition titled, “Re: Suit No. FHC/ABJ/CS/296/2019Rochas Okorocha vs Independent National Electoral Commission (INEC) and others, petition against Justice O. E.

Abang,” Izunoso, who is the third respondent in the said suit, seeks the intervention of the NJC, acting chief justice of the nation and the chief judge of the Federal High Court against the conduct of the case by the said Justice Abang. Specifically, the petitioner, Izunaso stated that Justice Abang had denied him a counsel of his choice and foisted another counsel, whom he did not brief on him following his refusal to recognise his motion for a stay of proceedings filed at the Court of Appeal. According to the petitioner, “Other prejudicial acts to frustrate the proceedings in this case, the detail facts in

respect of the above complaints are contained in my affidavit attached to this petition and I rely on the affidavit as a ground for this petition”. The court had ordered an Abuja based lawyer, Prince Orji Nwafor-Orizu to produce a medical report from a recognised government psychiatric hospital confirming that he is mentally stable to appear before the court. It would be recalled that at the last adjourned date, Justice Abang ordered counsel to Izunaso, Prince Orji NwaforOrizu, to undergo a medical evaluation at a government approved psychiatric hospital to ascertain his mental stability.

In addition, the court also held that Orizu must equally enter an undertaken to be of good conduct throughout the hearing and conclusion of the matter, not just before the Federal High Court in Abuja, but before any other superior court of record. Abang had ruled at the said proceedings that, “As at 3pm when this matter was called, I asked the plaintiff counsel to conclude his argument. The plaintiff counsel was about to commence the concluding part of his argument when I noticed that Mr. Orji Nwafor-Orizu who had appeared for the 3rd Defendant at the last adjourned date, has entered the court room.

The administration of President Muhammadu Buhari has in its last Federal Executive Council (FEC) meeting of its first tenure approved a total of N4.03 billion for the development of various infrastructural projects the Federal Capital Territory, Abuja. The FEC meeting which was presided over by the Vice President Yemi Osinbajo on Monday at the Council Chamber, Presidential Villa Abuja, had in attendance all the cabinet members. Speaking to State House correspondents after the meeting, the Minister of the Federal Capital Territory (FCT), Mohammed Bello, said that he presented nine memoranda expected to provide infrastructure to the city and all were approved. Giving the breakdown of the memos, he said that the first memo is for the award of contract for the rehabilitation of failed walkways within the Wuse District of the Federal Capital City and that contract was awarded at the cost of N1.9 billion with a completion period of twelve months. The second contract was for the preparation of the electricity master plan for Phase IV of the Federal Capital City at the cost of N189 million with a completion of ten months, adding “as you already know, phases I and II have their own master plan”. The other contract Bello said was the design of infrastructure for what he called institution and research district which is in phase III of the Federal Capital City at the cost of N197 million. Others included the engineering design of infrastructure for sector G and

H in Phase III of the Federal Capital City awarded at the cost of N118.575 million with a completion period of six months. There was also approval for the design of inter-sceptic sewage line for the federal capital city in the total sum of N125 million. The next one is the contract for the construction of the School of Science at the permanent site of the FCT College of Education Zuba at the cost of N701 million with a completion ion period of 42 weeks. The other contract was the final engineering design of infrastructure and production of tender documents for Dawaki District in the sum of N259 million with a six months completion period. “Also a contract for engineering and infrastructure design for a 41km NynyaGuruku-Mpape which will burst out at the Outer Northern Express Way which is called Murtala Mohammed Expressway at the cost of N174 million with completion period of six months. “That is the expressway from the city that goes right through to Zuba. Ultimately that road is going to give another access entry point into the city and also will open up that section of the city for development. “The next one is for the supply and installation of a city scanner machine for the Maitama District Hospital with a delivery period of eight weeks at the cost of N190 million. While the other contract is for engineering infrastructure for Kabusa District at the total cost of N179 million”, he added. When asked if the contract is the same with the one that passes through Nyanya-Keffi to the minister said no, “it is a different project.”

in the Central Bank of Nigeria and will be used to finance her subscriptions to multilateral organizations as the World Bank, African Development Bank, Islamic Development Bank and institutions like that. “And if there is any excess left from that in the revenue pool, it will be used to finance the budget.” Continuing, Mrs. Ahmed said: “The second approval was the setting up of the steering committee to be chaired by the Vice President for the design and implementation of a national single window. “The national single window is a web portal that would be able to integrate all the government agencies that are operators and implementers in the port business or trading in the port system. “The trading platform will enable better efficiency of port operations and we project that it will significantly increase government revenues.”

Journalists kick as NASS moves to gag media through tough accreditation Tuned Opalana, Abuja The National Assembly has issued stringent accreditation guidelines for journalists covering the legislative arm of government in a move aimed at gagging the media. In the guidelines issued by the National Assembly management and made public on Monday, it outlined the process of fresh accreditation for journalists to consist of 19 new conditions to be met by media houses before they can be accredited to cover the activities of the National Assembly. The new guidelines specify the number of journalists, photo journalists and cameramen, mode and class of accreditation and other unimaginable requirements from media organizations. Titled: “New guidelines for the accreditation of media organizations, journalists/ correspondents covering the National Assembly,” the circular classified accreditation as permanent, temporary, foreign/ international media houses and freelance while permanent accreditation entails evidence of certificate of incorporation of the media organizations, evidence of membership of professional bodies, proof of membership of NUJ with

registration number, code of certification from the National Library for the media organization. Other requirements include, functional bureau in Abuja, with staff strength not less than five editorial staff and daily circulation of 40, 000 copies for the print media with evidence to support the claimed circulation figure with media houses publishing daily and on weekends (also applicable to online media). It added that the re-certification form must be signed and endorsed by the chief executive officer of the media organization, bureau chief or city editor as the case may be, that the media organization must have two years experience of covering National Assembly proceedings before applying for permanent accreditation. “All media organization will submit a copy of its income tax return for the last two years, all online media must have at least 5, 000 viewership per day, the site must have been in operation for five years and provide satisfactory evidence to this effect with clippings of the news utilized (especially parliamentary news). “Only television stations with national coverage and specific independent producers with current running

programmes on the National Assembly will be allowed access into the chambers on a permanent basis (all the production crew will be accredited at entity). “All correspondents must attach photocopy of letter of appointment of the media organization on whose behalf request has been received for grant of accreditation. “All freelance journalists seeking permanent accreditation must show evidence of not less than five years coverage of the National Assembly proceedings/ full editorial focus and publication on parliamentary reportage,” the guidelines further stipulate. The management therefore, warned that it is only journalists and correspondents whose media organizations meet the above requirements for permanent accreditation that will be entitled to carry National Assembly identity card/membership of the respective press corps as all other media organization who do not meet the above requirement will be captured under the temporary accreditation status and will not be entitled to carry National Assembly identity card/membership of the press corps of the Senate and House of Representatives.

Short News EFCC, Navy seek closer collaboration against oil bunkering, vandalism Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC) and the Nigerian Navy on Monday resolved to work closely in tackling illegal oil bunkering and vandalization of oil installations in the Niger Delta region. The need for a very close working relationship was canvassed when the Deputy Zonal Head of the EFCC, Uyo zonal office, Alex Ebbah led a team of detectives on a courtesy visit to the Nigerian Navy Ship, NNS Jubilee, Ikot Abasi. Ebbah while conveying the warm greetings of the acting chairman of the EFCC, thanked the commander for the cordial working relationship between the EFCC and the navy against illegal oil bunkers in the region. He assured the navy that the commission was available and prepared to collaborate with it to check the menace of illegal oil bunkering in the region, adding that “we seek your assistance, collaboration and continuous working relationship.” Commodore M.K. Unurhiere expressed delight over the visit which he noted was happening barely within two weeks of his resumption at the command. He assured the commission of a better communication and working relationship that will help the navy and EFCC eliminate vandalization of oil installations and illicit trade in petroleum products.

ECOWAS moves to tackle proliferation of small arms

The Economic Community of West African States (ECOWAS) on Monday said it remained committed to assisting member states in preventing further diversions, theft and leakages of small arms. A representative of the commission, Ahoba Joseph made the commitment during the inauguration of the multi-national small arms and ammunition group course at the Martin Luther Agwai International Leadership and Peacekeeping Centre in Jaji Military Cantonment, Kaduna state. The physical security and stockpile management competence seminar is a collaboration between ECOWAS and the German government through the multi-national small arms and ammunitions group. Joseph said that in the next five years, the intervention planned by ECOWAS will deliver to the region a pool of instructors and senior instructors, adding that “the commission stands ready to accompany its member states in strengthening the physical security and safety of amouries of their security forces, so that issues of leakages and diversion or theft are abated.” According to him, the ECOWAS will continue to demonstrate strong commitment towards addressing threats to peace, security and stability in the region.

Judge accuses defence lawyer of frustrating Metuh’s trial Andrew Orolua, Abuja Justice Okon Abang of Federal High Court, Abuja on Monday expressed displeasure as to the various means being employed by the defence team to frustrate the trial of the former National Publicity Secretary of the Peoples Democratic Party (PDP), Chief Olisa Metuh. Metuh is standing trial before the court over alleged N400 million money laundering fraud at the office of the national security adviser. Justice Abang said that the various adjournments at the instance of Metuh were attempts to prolong, frustrate and scuttle the trial entirely, especially since the defence team handed over the matter to A.C. Oziakor. The judge added that the major reason for employing Oziakor’s services was to frustrate the trial. The Economic and Financial Crimes Commission (EFCC) is prosecuting Metuh before Justice Abang for allegedly receiving N400 million from national security adviser’s office in 2014 to run advocacy campaigns for

former President Goodluck Jonathan ahead of the 2015 general elections. The trial of Metuh was stalled on April 10 due to the absence of his counsel, A.O. Onsiowu. At the resumed sitting yesterday, the prosecution counsel, Sylvanus Tahir told the court the prosecution was ready for the continuation of trial, adding that the 15th defence witness, Metuh is in the dock for cross examination. While counsel to the second defendant, Tochukwu Onwugbufor (SAN) also informed the court of their readiness to proceed. But, Metuh’s counsel, Oziakor, who was absent in court sent a letter to the court which was served to all parties involved, seeking another adjournment because he has another matter at the state High Court in Yola, Adamawa state. He attached a copy of his flight ticket to Yola to the letter. It will be recalled that the case has witnessed four different adjournments which has always been granted. However, the prosecution counsel opposed the fresh application, adding that the trial has suffered enough adjournments.

“My Lord, we were served the letter around 8:45am and we have gone through it my Lord and I vehemently oppose the adjournment. On a normal day, a prosecution ought not to oppose such application seeking court indulgence for an adjournment. But in this case, I am constrained to oppose the application seeking another adjournment,” he stated. Giving reasons for opposing the application for adjournment, Tahir noted that the letter seeking for the adjournment is dated May 13 and signed personally by Metuh’s counsel, adding that the supposed copy of flight ticket attached to the letter states that the trip to Yola, as shown on the ticket contradicts the May 15 date. After hearing the submission of the prosecution counsel, Justice Abang ruled that the adjournment for the continuation of trial is at the discretion of the court, adding that the adjournment is not automatic and it is not usually granted on a platter of gold. The matter was adjourned to May 21 for continuation of trial and Justice Abang warned that any further frivolous application for adjournment shall no longer be entertained.

Two officials of the Independent National Electoral Commission (INEC), Dickson Atiba and Ogunmodede Oladayo were on Monday re - arraigned before a Federal High Court, Lagos over alleged N179.8 million fraud. The two INEC officials were re arraigned by the Economic and Financial Crimes Commission (EFCC) alongside the Deputy National Chairman (South) of the Peoples Democratic Party (PDP), Yemi Akinwonmi. The three defendants were first arraigned before Justice Sule Hassan, on July 30, 2018, during the court’s annual vacation while they were granted bail by Justice Chuka Austine Obiozor on August 7, 2018, after arguing their bail applications while the matter was re-assigned to Justice Chukwujekwu Aneke after the vacation. Midway to the trial of the defendants, Justice Aneke withdrew from hearing the matter following an application made to the court by the defence, consequently, the matter was re-assigned to Justice Obiozor. At the resumed hearing of the matter yesterday, EFCC’s lawyer, Rotimi Oyedepo, told the court about the re- arraignment of the trio and urged the court to allow the charge to be read to them for their plea to be taken. However, the defendants’ lead counsel, Edward Ayo-Odugbesan, informed the court that the plea of the defendants had been taken before the court and the court had also admitted them to bail.

Political analyst says life pension for state legislators unconstitutional

A political analyst and constitutional lawyer, Wale Ogunade says severance package and life pensions for state House of Assembly members, including speakers are illegal. Ogunade, who made the assertion on Monday in Lagos, said that such pension matters for political office holders would require constitutional amendments as it was contained in the exclusive legislative list. Ogunade said: “The severance package and pensions for the President, Vice-President, governors and their deputies are constitutionally in order. “But, pensions for the House of Assembly members, including speakers are illegal and not constitutionally in order. This issue of pension for political office holders is in the exclusive legislative list, it is a constitutional provision and even if anything will be altered, it will require the concurrence or agreement of two-thirds majority in the state assemblies in the country, including the National Assembly itself. “Which means that Kano, Bayelsa and other state assemblies that are proposing such life pensions for themselves must first of all, get the concurrence of other state assemblies of the federation, including the National Assembly to do such. “They cannot on their own think that they can include their severance packages in the constitution.” Ogunade said that pension matters for political office holders was not within the purview of state assembly legislation, adding that “I think the proposal will not even fly because it is absolutely not a matter for the state Houses of Assembly to decide, it is exclusively for the National Assembly to decide.”

Nigeria’s survival lies in children

“IT can be said that there are four basic and primary things that the mass of people in a society wish for: to live in a safe environment, to be able to work and provide for themselves, to have access to good public health and to have sound educational opportunities for their children”. Nelson Mandela, Africa’s role model in sober reflection on the continent’s over 1 billion population. Demographically, Africa recorded a critical increase in last few decades. Its current population is five times its size in 1950. According to UNICEF analysis based on United Nations, Department of Economic and Social Affairs, Population Division, World Population Prospects: The 2012 Revision (UN-WPP), United Nations, New York, 2013, the continent’s population increase will likely continue, with its inhabitants doubling from 1.2 billion to 2.4 billion between 2015 and 2050, and eventually reaching 4.2 billion by 2100. It is also believed that more than half the projected 2.2 billion growth in the world population from 2015-2050 is expected to take place in Africa, thus, the future of humanity is largely African. By this tendency, in about 35 years time, one in every four people will be African, rising to four in ten people by the end of the century. Comparatively, back in 1950, only nine among 100 of the world’s number of inhabitants were African. These trends have potential implications vis-à-vis future economic growth. A research has equally shown that in 2050, approximately 41 percent of the world’s births, 40 percent of all under-fives, 37 percent of all children under 18

and 35 percent of all adolescents will be African; far above previous projections. From record, in 1950, only about 10 percent of the world’s births, under-fives, under-18s and adolescents were African. Furthermore, research shows the population of Africa’s underfives will rise by 51 percent from 179 million in 2015 to 271 million in 2050 and its overall child population (under-18s) will increase by two thirds from 547 million in 2015 to almost 1 billion by mid-century. Predictably, about 1.1 billion children under 18 will be living in Africa by 2100, making up almost half (47 percent) of the world population of children at that time. Thus, considering that almost 2 billion babies will be born in Africa within 35 years and almost one billion children, nearly 40 percent of the world’s total, will live in Africa by mid-century, investing in children sensitively becomes paramount for Africa to realize the rights of its burgeoning child population and benefit from a potential demographic dividend. If judiciously invested in through quality education, improved healthcare, protection and participation mechanisms, these 1 billion children and their predecessors, the children of today and tomorrow, have the potential to transform the continent, breaking centuries old cycles of poverty and inequity. For Nigeria as the arrowhead; with the largest increase in absolute numbers of births and child population in Africa, incontrovertibly, extraordinary attention is germane. From data, the greatest number of births in the continent takes place in

Nigeria. From 2015 to 2030, about 136 million births is expected to take place in Nigeria — 19 percent of all African babies and 6 percent of the global figure. By 2050, Nigeria alone will account for almost one tenth of all births in the world. In absolute terms, Nigeria is projected to add from 2031 to 2050 an additional 224 million babies (21 percent of the births in Africa and 8 percent of all births in the world). Optimally, tackling abject poverty and investing in nation’s poor children, regrettably many in number will be critical to providing better and more sustainable future living standards for all, and to permanently reduce future poverty and inequity. If the current demographic trend is unabated, there is a strong possibility that millions of more children will grow up in severe poverty. For instance, World Bank data for Sub-Saharan Africa in 26 countries including Nigeria shows that more than half of children under 18 are living in extremely poverty on less than US$1.25 per day. This scenario may be upturned, particularly through sustained investments in children’s welfares. The Universal Basic Education Commission (UBEC) report shows that the country presently has about 10.5 million out-ofschool children. In UNICEF statistics, about 69 percent of the figure is in the northern region. These records in practical terms oppose United Nations Conventions on the Rights of the Child (CRC) which Nigeria is a signatory to, and which broadly centres on best Interests of the child. Emphatically, to directly or otherwise subject children to be

roaming the streets, begging for food and necessaries, especially deprivation of quality education amount to infringement on children’s rights. Article 3 of CRC provides, “In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration”. Thus, prioritizing child education especially for girls and ensuring quality education for all will be imperative to slow adolescent fertility rates, and build a society fit for all. Expanded programmes to end child-marriage prevalent in the north, must be fervently confronted towards addressing the demographic calamity. Childmarriage is a major factor in adolescent pregnancy and high lifetime fertility rates for women. Studies show that educated women control their pregnancy, and space their births more widely than women who lack education. Above all, providing quality education for children will ultimately, positively affect the entire society knowing that in addition to population control, it instinctively empowers women to be economically, active players beyond baby-making at homes. For example, most men seemingly age faster and even pass on before women possibly due to excessive stress and worries. An economically empowered, trained woman in most cases becomes a support base for family’s sustainability. Thus, investing in children and empowering girls and young women are requisite long-term panaceas or remedies.

Nigerian politicians: Leaders or locusts?

Nigerians did not vote for anyone to pray for them in either Saudi Arabia or Israel. We do have enough pastors and imams—who are doing all that and more. In serious climes, political leaders are being voted into power to solve economic and security problems, but here, after voting them into power, they become naïve, oblivious and clueless, and start running to Israel and Saudi Arabia as if that’s how serious nations are being built. When last did you see Presidents of Russia, Rwanda and China run to Israel and Saudi Arabia, putting their photographs on the pages of national newspapers, using taxpayers’ money? For years, I have been telling Nigerians that Nigeria is not a religious country, but because our people love to swim in the cesspool and cesspit of deception, they would not listen. Nigeria is a secular country! Do your politicians go to “Holylands” before sharing your collective patrimony at Local, State and Federal levels? Let them keep fooling you! Going to both—Saudi Arabia and Israel only make the economies of those two countries stronger, but it does not change our lawless and selfish culture in Nigeria, and it does not add anything to our besieged, snowed-under and

struggling economy a hoot. Religion is supposed to be a personal thing in a secular country as ours. And for the umpteenth time, we do not want any president to travel to the ends of the earth to pray for us. Kindly sit at home and let us think, plan and work out in shoeleather—on how we are going to come out of the quagmire that we have found ourselves and creatively birth a solid street-map that is capable of delivering a great future that our children and unborn generations of Nigerians would be proud of. When true leaders sit on a nation, it prospers, but when locusts sit on a nation as we have been having in Nigeria since 1960, it suffers. Those who are sitting over every 3rd world country are locusts, not leaders! Nigeria and Africa—as a whole—are blessed with natural resources, but with the presence of locusts (masquerading as leaders), attacking the economy of Africa, this continent can never move forward as expected. I unassumingly and humbly submit to every Christian and Moslem in Nigeria that religion cannot build this country. What is building other serious nations is not religion. The nations of the earth that are working productively are using their

brains. They have clear-cut visions— that have been developed into workable plans, and with utmost seriousness and sincerity, they are daily working out their own greatness. As far as I am concerned, our own version of democracy is a hoax and it is void of morality, decency and honesty. How can a nation that has over 150million poor citizens—have lawmakers who are outrageously remunerated? Does this make any sense? Where is the place of justice in this? And how can a nation that detests justice be truly peaceful? Remember, peace cannot exist without justice. Our lawmakers have many thoughtless and insensitive packages. Those who collect “send-forth package” will also receive “welcome package,” if they are returned to either the Senate or House of Representatives! And exgovernors who are now Senators too will receive the immoral “welcome package” And because this generation of Nigerians is very docile, everything goes. Kindly understand that it is not only those in the House of Representatives and Senate—who are plundering us as a people. Every politician is a locust in Nigeria. They are in power to be served, not to serve. Just four (4) years in power,

they become billionaires. This is why they kill in order to perpetuate themselves in power. Nigeria is truly a jungle when it comes to democracy! Also, the poor man works very hard till he retires as a civil servant and has no house to retire to, but a governor is served for four (4) years and millions of naira is approved for him to build a house that he would retire to. This is after collecting “security vote” for four (4) years, running into billions of naira! Where is the place of justice in this? Does this show that we are serious as a people? A nation without justice cannot rise even if President Buhari runs to Saudi Arabia ten (10) times in a year to pray. Last of all, Nigeria is not blessed with visionary and selfless-leaders, what we do have in abundance are locusts. Nigeria currently has no singular leader! On the condition that you do know of one, kindly tell the precious people of Nigeria. Remember, locusts can only consume and destroy; they do not have the capacity to build. For the umpteenth time, the destiny of locusts is to destroy, not to build. May you all rise to remove every locust (masquerading as leaders) from the corridors of power, so we can truly begin to build a nation that we all can call our own!

Godfatherism and its negative tendencies in Nigeria

The political term ‘godfather’ came to limelight from a classic movies adapted from a bestselling novel that has stood the test of time. Not only is the godfather an entertaining gangster saga, it is also a story about power, family and capitalism, all traits of the modernday successful man. It has so much substance and offers some very important life lessons. That is certainly an offer a would-be successful man cannot ignore if indeed he needs to be successful without necessarily having a godfather. It is important that you don’t make promises that you would not fulfill. Your word is the most important thing that you can offer. Don’t take it lightly. For genuine Christians, Jesus admonishes his followers in Matthew 5 verse 37 “Just let your word ‘Yes’ mean yes, your ‘No,’ no, for what goes beyond these is from the wicked one”. Always be cautious if you can or cannot fulfill a promise. It is always okay to say no to a request and be at peace than making promises you cannot keep. In our society today, hardly can one identify someone who has made it to the top without the influence of a godfather or godmother and in some cases, god aunty or uncle. This ugly development in our political and personal lives has greatly affected our productivity and commitment to our country as our allegiance is to the godfather who influences the decision to make us who we are. In some cases, the opinion of these individuals comes to bear in the beneficiary’s family life. I once heard someone said if his godfather asked him to divorce his wife, he won’t think twice. In fact, I was shocked to my bone marrow wondering the level of loyalty that will make a man think that way. Sadly, the reality is that many people don’t believe that they can make it to the top without the help of some persons at the top. This has crept into the civil service too as promotions and postings are done based on who you know, which explains why productivity and respect to the extant rules is nose-diving. This can be said in virtually all sphere of human endeavour particularly in the developing world. We must make deliberate efforts to get out of this clog that has hindered our total commitment to our country. Coming home to Nigeria, before independence we had youths who became the pioneer leaders of our country by share hard work. They had no allegiance to anyone except to the country they were all trying to reclaim from the colonial masters. These young Nigerians in their 20s and 30s were so dedicated to the movement for the actualisation of our independence that they were willing to remain in exile and in prison just for what they believed in. Whenever I reflect on the type of society we had then I say to myself, can we ever go back to that era where merit and one’s ability to deliver was the consideration for appointment? The level of development recorded during these periods was possible because round pegs were placed in round holes, if you are not qualified you don’t get the job. Some people may be of the opinion that due to the small size of our population then and the fact that we did not have as many qualified people competing for limited available openings, it was easy to fill the vacancies available as at that time. This also can be said for elective positions; those who are politically aware were very few. The likes of Ahmadu Bello, Nnmadi Azikiwe and Obafemi Awolowo and a few others were the major actors then. During this time, no one had the time to

look for who can be his godfather because they were all at par with one another. But upon the attainment of independence, the leaders whose responsibilities it was to treat all Nigerians equally irrespective of tribe and religion started thinking more about their region and whenever there is opportunity for job placement what comes to their minds was their kinsmen who can fit in before anyone else is considered. This started on a small scale until the imbalance necessitated the establishment of the Federal Character Commission which again has made us to sacrifice merit on the altar of mediocrity just to fill some quarter. What one becomes in life ordinarily should be as a result of what one has to offer based on the profession chosen, ability to deliver, and availability of opportunity and not based on who you know. Today in Nigeria, some jobs are the exclusive rights of the children of who is who in the country while the core civil service jobs is left for the children of the poor. The most painful aspect of this sad development is the fact that the civil service jobs available are so limited that even among the poor there is class struggle on whose child should get the ‘juicy’ position. That’s why you have some directors who are not among those calling the shots ensuring that their children get into the service at all cost thereby denying the children of a poor farmer the opportunity of securing a white collar job thus the circle of poverty and the widening gap between the poor and the rich keep increasing. This development has adverse effect on our productivity as most of these rich kids are not committed to their roles and the fear of being penalised will not allow their superiors call them to order. Apart from tribal and geographical considerations, religion is another factor that has affected the process of decision making particularly in the area of employment and political positions. This explains why in some states no matter how qualified someone from the minority religion of the state he/ she cannot be elected so also when someone from a particular religion is in position he first considers those who are of the same faith with him. A story was told about a young lady whose name was of the same with that of person sharing faith. He actually skipped some names just to select the lady he thought was of the same faith with him. This fellow became so disappointed upon the realisation that he made a mistake. My question is why select just because of a name? In this particular instance capacity wasn’t considered at all. It doesn’t matter to this fellow if the lady can perform on the job or not. All he was after was for her to secure the job just because they are of the same faith. The effect of godfatherism in Nigeria is the reason why we have remained underdeveloped as allegiance goes first to the godfather other than the country. We have cases where some godsons/daughters are made to give huge sum of the state resources to their godfathers who also decide who get what in the state thereby impeding the developmental agenda of the person in power. Some seating governors who tried to neglect their political godfathers paid dearly for it even though few of them survived it. The way out of this is for the leaders at all levels, elective or appointive, to serve the people with all their might. When this is achieved, they will be able to stand by the side of the true servant leader and call the bluff of the godfathers. This will also give the people the powers to call all those who have not represented them well to order.

OUR POSITION Autonomy: The challenge before the legislature, Judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed by President Muhammadu Buhari in June 2018. The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors . “And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.” It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors. While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance. Needless, however, to state that we abhor the roles played by the State governors in the last one year when this

law was put in abeyance. Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them. Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly. It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level. On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice. Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence. In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

We didn’t expel Akpabio from party - A’Ibom PDP Isaac Job, Uyo The Akwa Ibom state chapter of the Peoples Democratic Party (PDP) on Monday declared that at no time did the party in the state expel or suspend the senator representing Akwa Ibom North West Senatorial District, Senator Godswill Akpabio. Our correspondent recalls that the Federal High Court, Abuja, presided by Justice Okon Abang had ruled last week Friday, that the former Senate minority leader only “moved to join the APC out of frustration of being expelled by the PDP through a letter dated August 2, 2018.” The judge held that having been expelled, Sen. Akpabio was at liberty to join another political party of his choice to actualize his ambition. But, addressing a press conference in Uyo yesterday, the PDP state Publicity Secretary, Ini Emembong described Akpabio’s alleged

movement as an ignoble comedy taken beyond sane limits. “The Akwa Ibom state chapter of the Peoples Democratic Party (PDP) has read a news item flowing from the judgement of a Federal High Court sitting in Abuja, presided over by Justice Abang. “We state that nothing can be farther from the truth than the transparent lie of expulsion spewed by Sen. Akpabio. We make bold to state that at no time was Akpabio suspended or expelled from the party. “Sen. Akpabio had announced to the world on August 8, 2018 that he was defecting from the PDP to the APC in pursuit of national interest and to stem the tide of defections at the National Assembly. In fact, at different campaigns, he mocked the PDP as being empty since his uncommon defection. “At no time did he mention the issue of expulsion, which has now become his creation as a lame defence to keep his seat. He conspired with Ntiedo Usoro, the then chapter chairman of Essien Udim to illegally

write a letter of expulsion to him and back date same. “The said Ntiedo having completed his assignment, later defected and joined Sen. Akpabio in the APC,” the PDP said. The PDP spokesperson added that “this ignoble comedy which has been taken beyond sane limits is most condemnable and dishonorable. It is indicative of the total exit of honour from a man whom many erroneously held in high esteem.” Ememobong said there was no way Senator Akpabio could have been expelled by the party without the consent of the state executive committee of the party, asserting that “there is no record showing the existence of such a punitive move undertaken against the senator by his ward or chapter executive council. Expulsion is a process and not an event.” He called on Senator Akpabio to desist from including the PDP in his serial lies, adding that by defecting from the PDP he has become history to the party.

Short News Kidnappers abduct 3 persons in Ekiti, demand N22m ransom Gbenga Sodeinde, Ado Ekiti Three persons were said to have been abducted during the weekend along the Aramoko-Erio-Efon Road in Ekiti East Local Government of Ekiti state. The route which extends to the border with Osun state has become a beehive for criminals in recent times following reported cases of kidnapping, robbery and killings. Among the abductees are an Ibadan based twins, Kehinde and Taiwo Olowoafara, who were kidnapped by suspected herders at Aramoko Ekiti on Sunday. Another victim is the General Secretary of Christ’s School Alumni Association, Ado Ekiti, Ayo Oladele, who was reportedly abducted on Saturday. The policemen, families and friends of the victims are yet to know their locations while efforts have been intensified to ascertain where they are held captive by their kidnappers. According to a family source, the kidnappers have requested for N12 million ransom before the twins can regain their freedom while those who abducted Oladele are demanding N10 million as ransom from his family to be let off the hook.

Drug abuse root cause of thuggery in Bauchi - Police commissioner Samuel Luka, Bauchi The Bauchi state Commissioner of Police, Habu Sani has disclosed that based on investigation, the root cause of thuggery in the state has been traced to drug abuse by the youth. The police commissioner stated this on Monday during a familiarization visit to members of the Nigeria Union Journalists (NUJ) at the union’s secretariat in Bauchi. He said as part of measures to ensure adequate security in the state, he intends to promote community policing so that criminals particularly the ‘sara suka’ thugs that terrorize people in the state capital will have no hiding place. On the forthcoming governorship inauguration in the state, Sani advised politicians to caution their supporters not to carry weapons to the venue of the ceremony coming up on May 29. Sani threatened that anyone who carries any form of weapon to the inauguration venue would be denied entry because adequate security will be provided before, during and after the ceremony. Welcoming the police boss to the NUJ state secretariat, state Chairman of the union, Comrade Ibrahim Malam Goje thanked the police chief for the visit, saying that there were 350 registered journalists representing various media organizations in the state.

One hundred and twelve fake revenue agents have been arrested in Anambra state by the taskforce set up by the state government to check the illegal activities of revenue touts. Seventy-five per cent of the suspects have been prosecuted while others are currently in the police custody awaiting prosecution at the revenue court in the state. Commissioner for Trade, Commerce and Industry, Christian Madubuko, who disclosed this to reporters yesterday in Awka while parading four arrested suspects, noted that the number of arrests was as a result of activities of the taskforce on fake revenue collectors since April and May this year. It would be recalled that the state government temporary banned the collection of taxes and other levies in the state, yet some unscrupulous people have cashed in on the development to rip off unsuspecting members of the public, the commissioner said. “Due to the multiple taxation caused by criminals in our markets and business establishments in the state, some people have been going about extorting money from unsuspecting members of the public. “To this end government had to set up the taskforce to ensure that people do not pay money to criminals in the markets and motor parks.

Obaseki rallies patent, proprietary medicine dealers for improved healthcare Edo state Governor, Godwin Obaseki has said the state government will strengthen the partnership with the Nigerian Association of Patent and Proprietary Medicine Dealers (NAPPMED) to improve access to affordable and quality healthcare services across the state. The governor disclosed this when he received members of NAPPMED at the Government House in Benin City on Monday. Obaseki said the association’s support would be needed in repositioning primary healthcare centres in the state through the Edo Healthcare Improvement Programme (Edo-HIP), noting that “we are strengthening our primary healthcare centres to increase access to healthcare and we want you to support us in this area.” He also assured NAPPMED that the state government will organize a standardized revenue collection system for members of the association operating in the state. According to him, the new revenue collection process would eliminate multiple taxation as well as improve transparency, adding that “we want to stabilize your levies and taxes so that we agree on the total revenue to collect from you and that you pay only once and to one authority. “We need to know your members in the state and where you operate from and help you shut down unregistered members.”

No more Paris Club refunds tranche for disbursement - Minister Joseph Inokotong, Abuja Minister of Finance, Mrs. Zainab Shamsuna Ahmed said on Monday in Abuja that there is no other tranche of Paris Club refunds to be given to states because the money has already been disbursed in March. Mrs. Ahmed, who gave the clarification in a press statement by her Special Adviser on Media and Communications, Paul Ella Abechi said that “the N691.560 billion Paris Club refunds has already

been disbursed to states since March 2019 after it was verified.” The finance minister said the clarification became necessary following news making the rounds that states will soon receive disbursement of outstanding balance of the Paris Club debts. The statement said that “there is no another tranche of Paris Club refunds to be disbursed to states because the money has already been disbursed in March 2019 after verification was made, amounting to a total sum of N691.560

Short News Internet fraud: Naira Marley arraigned, remanded in prison custody Peter Fowoyo Ten days after a Nigerian artiste, Azeez Adeshina Fashola, also known as Naira Marley was arrested by the Economic and Financial Crimes Commission (EFCC), Lagos zonal office over alleged cyber-crime, the anti-graft agency on Monday arraigned the popular musician. He was arraigned before Justice Nicholas Oweibo of the Federal High Court, Ikoyi, Lagos on an 11-count charge bordering on cybercrime. The defendant was arrested on May 10 following intelligence reports received by the commission about his alleged involvement in internet fraud. One of the counts reads: “That you, Azeez Adeshina Fashola, a.k.a. Naira Marley, and Yad Isril (still at large) on or about the 26th day of November, 2018, conspired amongst yourself to use Access card no: 5264711020433662 issued to persons other than you in a bid to obtain gain and you thereby, committed an offence contrary to Section 27(1) (b) of the Cyber-crime Prohibition, Prevention Act 2015 and punishable under Section 33 (2) of the same Act.”

How DELSU tackled cultism, sexual harassment, says VC Nosa Akenzua, Asaba

Vice Chancellor, Delta state University (DELSU), Abraka, Prof. Victor Peretemode has explained measures that the management took to defeat cultism, sexual harassment, disclosing that the feat was achieved through fasting and prayers. Prof. Peretemode, who spoke to our correspondent on Monday in Abraka, disclosed that the university’s management and staff embarked on fasting and praying for 40 days and 40 nights. The vice chancellor added however, that the prayers and fasting sessions were laced with intensive campaigns with many of the students who were into cultism fleeing the institution for other universities to avoid being arrested by security agencies who also were part of the institution’s strategy to defeat the cult menace.

He said that “it was not easy to subdue the menace of cultism, sexual harassment in DELSU, but we were determined to wipe out the evil activities; many of our students stayed away from the school. “We had to contend with lots, especially sexual harassment and we found that many of the allegations against some of the lecturers were not true, but for the true stories, the lecturers involved were axed and shown the way out.” Prof. Peretemode noted that cultism which adversely affected the university’s reputation, was now history due to the robust security measures put in place to tackle the menace and the anti-cultism campaigns outside the fasting and prayers conducted by management and staff of the university. “To tackle the malaise squarely, I had to write a book against cultism and other campus vices in which I exposed the consequences of cultism, prostitution, drug abuse, examination malpractice and

other vices in lurid pictures and prose style,” he stated. The cice chancellor further disclosed that he fought the illegal imposition of N1, 000 laboratory levy and imposition of handouts on students, adding that he would leave behind self-discipline, integrity and honesty as some of his legacies. Also, he declared that under his watch 14 lecturers were probed and sanctioned for plagiarism, including lecturers caught in the web of sexual harassment, adding “in all, l must appreciate God almighty for supporting our prayers and the state governor. “We had to key into his programmes and policies in terms of working and relating with the students, the Abraka community and security agencies. Today, we have succeeded in making DELSU second to none among the state-owned universities; the journey was not easy, but God saw us through,” he said.

A suspected robber has been feared killed during a gun battle between a team of policemen from the Okokomaiko Police Division and a gang of traffic robbers. The deceased robber, who is a member of the gang had been unleashing terror on motorists and commuters around Casidy Bus stop and Okokomaiko. It was gathered that the police detachment on surveillance patrol, intercepted the gang at Cassidy Bus stop at about 10:20pm last Friday. Another member of the gang, Adigun Ganiyu, 26, was also arrested by the police. Confirming the incident, the Spokesperson for the Lagos state Police Command, Elkana Bala said that “the hoodlums engaged the police in a gun battle, but eventually succumbed to the superior power of the police. One of the hoodlums was fatally injured, while Ganiyu was arrested. Other gang members escaped.”

NIMASA seeks partnership with port Short News in Delta community over herdsmen of Antwerp to boost maritime trade Tension killing, fresh attacks on residents Joseph Inokotong, Abuja The Nigerian Maritime Administration and Safety Agency (NIMASA) is set to partner with the Port of Antwerp, Belgium as part of efforts to boost trade and encourage foreign direct investment opportunities in the maritime sector. Director-General of NIMASA, Dr. Dakuku Peterside disclosed this when he played host to a team from the Port of Antwerp, Belgium, led by the Director, Africa Port of Antwerp International, Nico Vertonghen. The NIMASA boss stated that the Port of Antwerp had had a long standing relationship with the ports community in Lagos, noting that from 2017 till date, 302 vessels have called between the Port of Antwerp and the ports community in Lagos. He said within the period, 33 vessels conveyed export goods from the port

of Lagos terminating at the Port of Antwerp, with 22 Belgium-flagged vessels calling at Nigerian ports and several other volumes of transaction. Dakuku said the agency was willing to consolidate on the gains of the Nigeria-Belgian relationship. He stated that: “We have always had a business relationship with the Port of Antwerp either as destination ports or ports of origin. We are glad to know that you are in Nigeria and planning to lead a business mission sometime in November to the Lagos port community. “Our position is straight forward and clear, we welcome the business mission with our doors open and believe there is a lot we can do together.” According to him, the November meeting will be the beginning of a mutually beneficial relationship in diverse ways that will also give opportunities for exchange of ideas.

He also expressed their readiness to partner the agency on port security, safety and training, adding that the meeting will further be an opportunity for the duo to be official partners.

Three days after allegedly shooting and maiming an Ubulu-Uku indigene in Delta State, suspected herdsmen have murdered one Chief Chikwe Ojinji In his farm land. The tragic news of the gruesome murder of Chief Chikwe Ojinji of Udo quarters in Ubulu-Uku community by suspected herdsmen has sent its residents into mourning. Confirming the incident in a telephone conversation, Chief Jamico Adoh, the Ubulu-Uku vigilante leader, said the remains of Chief Chikwe was discovered on Monday morning in his farm land, adding that it has been deposited at the central hospital mortuary in the area. One of the victims, Jude Akeh who spoke to journalists, said:”Herdsmen have taken over our community,they were shooting for three days before they shot dead Chief Chikwe. It’s unfortunate I was a victim but sustained injuries, we don’t know where to go again. The herdsmen activities in Ubulu Uku Community are frightening, we want security agencies to come to our aid, we sleep at present with one eye open”.

HDP candidate, others dissociate selves from suit challenging Buhari’s victory

Vice Presidential Candidate of Hope Democratic Party (HDP) in the 2019 presidential election, Alhaji Haruna Yahaya-Shaba has dissociated himself from the purported legal action instituted by the presidential candidate of the party, Chief Ambrose Owuru. Yahaya-Shaba, who is also the deputy national chairman of the party, disclosed this in a statement he personally signed and issued to newsmen in Abuja on Sunday. He said that he was working with other national executive committee members against the legal action taken by Owuru, disclosing that “we called an emergency NEC meeting to discuss very serious issues affecting our great party. “We have taken the decision to instruct our lawyers to communicate the decision of the NEC to the Presidential Election Tribunal sitting in Abuja. In the last two weeks, I have been inundated with calls from many party members, including some NEC members to explain the information that our party has filed a petition at the Presidential Election Petition Tribunal sitting in Abuja.” He said many people were shocked and surprised when he explained that as the deputy national chairman and indeed, the vice presidential candidate of the HDP, he only heard of the news of filing petition at the tribunal from the media.

Niger donates patrol vehicles, motorcycles to security agencies Saka Bolaji, Minna

In a bid to curtail criminal activities in Niger state, Governor Abubakar Sani-Bello has flagged off the distribution of 70 Toyota Hilux vans and 80 motorcycles to security agencies in the state. Under the first phase of the distribution exercise, 10 vehicles and 80 motorcycles are to be distributed among the security agencies in the state to checkmate any identified security challenge. The governor explained that the increase in criminal activities in the state informed the decision to set up

a joint security operation that would be provided with vehicles to ease their patrols. Flagging off the distribution in his office in Minna, the state capital, Governor Sani -Bello said that “as part of efforts at addressing the ongoing security challenges in the state, we found it necessary to provide vehicles and motorcycles to ease the movement of our security agents, especially in the hinterland.” The governor who disclosed that the next phase of support to the security agencies in the state would be the provision of about 60 vehicles to all the police divisional headquarters within the state said

the 10 Hilux vehicles and the 80 motorcycles in the first phase was to urgently address the present operations by bandits in some parts of the state. He however, assured that his administration would continue to do it best to provide security agencies with the much needed logistics to carry out their responsibility of ensuring the safety of lives and property in the state. The governor then handed over the vehicles to the state Commissioner of Police, Ibrahim Sabo Umar with the hope that government efforts in the security sector would yield quick results.

The Katsina state Pilgrims Welfare Board has announced N1, 519, 113.10 as hajj fare for intending pilgrims from the state who aspire to perform this year’s hajj. Executive Director, state Pilgrims Welfare Board, Alhaji Muhammad Abu-Rimi, in a statement issued on Sunday by the board’s Public Relations Officer, Alhaji Badaru Bello Karofi, urged the intending pilgrims to ensure the completion of their payment on or before May 31. Abu-Rimi also expressed the board’s appreciation for the state government’s support toward ensuring a successful hajj. “The board has already gone far in our preparations for the exercise and we urge intending pilgrims to search for knowledge on how to perform an acceptable hajj,” he said. The executive director said the board has organized educational and enlightenment programmes for the intending pilgrims on hajj rites and rules of the holy land.

Prioritise education, poverty alleviation to stem insecurity, cleric tells FG

A Lagos-based Islamic cleric, Sheikh Ibraheem Olawumi has advised the federal government to adequately invest in education and poverty alleviation programmes to address challenges facing the country. Olawumi, the Mudeer, Daarul Irshad Wal-Is’ad, Orile, made the plea while speaking on the sideline of the 10th annual Ramadan lecture and special prayer for the nation at the weekend. The lecture tagged” “The roles of Muslims in nation building” was organized by Abdulwahid Islamic Foundation, Lagos. Olawumi, the guest speaker at the event, said that the government must prioritize education to address problems of poverty and security in the country, adding that “mathematics as a tool for problem solving is a good example of how education can be used to find lasting solutions to our problems in our immediate community and nation at large. “There is the need to provide socio-economic and genuine empowerment programmes that will move the mass of the people away from poverty.” The cleric urged Muslims to become good neighbours to all those around them and look for how to be of help to those in need in order to build a progressing nation. Also speaking, Abdulrahman Lekki, the President, Zero Interest Multipurpose Cooperative Society Ltd, urged the government to prioritize good governance that would guarantee welfare of the people and security. NLC warns Ngige against harassment, intimidation, victimisation of workers Ukpono Ukpong, Abuja Nigeria Labour Congress (NLC) has called on the Minister of Labour and Employment, Senator Chris Ngige to desist from further harassing, victimizing and persecuting workers, trade unions and the two labour centres in Nigeria. According to NLC President,Ayuba Wabba, the demand became imperative following a report by Nigeria Union of Petroleum and Natural Gas Workers (NUPENG), an affiliate of NLC over the continuous harassment, intimidation, victimization and persecution of its members and the leadership of the union by the Ministry of Labour under the watch of Dr. Chris Ngige as the Minister. “The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG), an affiliate of the NLC has intimated us of the continued harassment, intimidation, victimization and persecution of its members and the leadership of the union by the Ministry of Labour under the watch of Dr. Chris Ngige, the Minister of Labour and Employment. “NUPENG received a letter from the Office of the Minister of Labour dated 13th May 2019 with Reference No: ITU/FR/45/ VII/15 requesting NUPENG to submit its 2018 Annual Financial Return within seventy-two (72) hours to the Federal Ministry of Labour and Employment.” He noted that the directive by Dr. Chris Ngige for NUPENG to submit its Annual Financial Return within seventy-two (72) hours is in gross violation of Section 40 of the Trade Union (Amendment) Act 2005 and therefore an exercise in illegality and lawlessness. Section 40 of the Trade Union (Amendment) Act states as follows: “Without prejudice to the foregoing provisions of this Part of this Act, the Registrar may at any time call upon the treasurer, the committee of management or any other official of a registered body to prepare and submit to him within a period of thirty days from the date of the call letter detailed accounts of the funds of the body

Senator Chris Ngige in respect of any particular period; and any accounts submitted under this section shall show in detail such information as the Registrar may direct, and shall, if the Registrar so directs, be audited by the duly appointed auditor before being submitted to the Registrar”. In view of the above quoted provisions of the Trade Union Act which the Minister of Labour and Employment is under oath to protect and defend, Wabba said that “the cruel urgency communicated in his (Minister) letter suggests only one thing - unveiled desperation to disorganize and destroy trade unionism in Nigeria. It is also not a coincidence that this is coming on the heels of our recent protests against the activities of the Minister of Labour and Employment to undermine organized labour and trade unions in Nigeria. He stressed that the right to protest and picketing are guaranteed by Section 40 of the Nigerian constitution, Section 43 of the Trade Union (Amendment) Act and Conventions 98 and 78 of the International Labour Organization (ILO). “Article 2, part 1 of the ILO Convention 98 explicitly forbids government and employers

from meddling in the affairs of trade unions. “We are privy to the fact that shortly after our last protest, a directive was issued from the Office of the Minister of Labour to officers in the Ministry of Labour and Employment to fish for grounds on which to deal decisively with organized labour. We understand that the Nigeria Labour Congress is the primary target in the current overdrive to run trade unionism in Nigeria under the ground. It was only when the fishing expedition failed to grab anything against the Nigeria Labour Congress that the hunters turned their barrels on NUPENG. This attitude of vindictiveness is not only unbecoming of “the only competent Authority on Labour matters” but also uncivilized, ungentlemanly, undemocratic, uncut and unpolished. “Unfortunately, even the most despicable dictators in global annals have never descended to this low of shameful abuse of public office and trust to hound, persecute and terrorize innocent workers, national labour centres and their affiliate unions. It is highly disgusting that this behaviour is coming from a so-called democrat who has had the privilege of seeking public acquiescence especially the votes of workers while contesting for the position of the governor of a state. “Given that the intention of the Minister’s recent directive is aimed at achieving narrow, petty and selfish ends, we demand the withdrawal of Dr. Chris Ngige’s letter to NUPENG dated May 13, 2019, Ref. No. ITU/FR/45/VII/15. We also call for a public apology from the Minister of Labour for yet another round of assault on organized labour in Nigeria. Furthermore, we demand that the Minister of Labour and Employment publicly guarantees that he would desist from further harassment, victimization and persecution of workers, our trade unions and the two labour centres in Nigeria. We do not wish that the current fragile industrial peace in our country collapses completely on the account of endless provocations by the Minister of Labour and Employment.” Said Wabba

Aremu hails NASS over confirmation of Emefiele as CBN Governor General Secretary of the Textile workers union (NUTGWN), Comrade Issa Aremu, has hailed what he called “constructive collaboration and engagement” between President Muhammadu Buhari and the outgoing 8th National Assembly in ensuring the renewal of the appointment of Godwin Emefiele as Governor of the Central Bank as well as the prompt passage of the Public Holiday Act Amendment Bill which recognizes June 12 as the new Democracy Day. President Muhammadu Buhari had nominated Mr Godwin Emefiele for another 5-year tenure as CBN governor. On last Thursday at the plenary, the senate passed the amendment in concurrence with the House of Representatives which approved the new date of June 12th as new Democracy Day earlier in December 2018, following the adoption of a report by Senator Ahmad Lawan, the Majority Leader, for the Senate to concur with the House. The bill was passed almost one year after President Muhammadu Buhari announced that the date would replace May 29 for Nigerians to commemorate the return to the civilian government. In a statement at the weekend in Lagos, Comrade Issa Aremu, the NEC member of NLC observed that the bipartisan consensus on the twin issues of Emefile’s reappointment and June 12th as the new Democracy Day should be sustained in the resolution of urgent critical national issues such as re-industrialization, inadequate electricity supply, insecurity, human capital development, endemic infrastructural deficits and poverty eradication. He said the remarkable consensus on the two issues was a “win-win” for Nigeria adding that “where there was the collective will”, there would be collective way for national development adding that both arms of government deserve a praise for the deal. Comrade Aremu congratulated Dr Godwin Emefiele for what he called “earned and deserved” reappointment, adding that Emefiele as the CBN governor commendably defended the autonomy of the CBN against the neoliberal forces that were pushing for unhelpful floating of Naira with the attendant unhelpful massive devaluation in the wake of the 2017 recession. He said the relatively stable exchange rate of the recent times had allowed for national planning and business decisions needed for growth and development. On the June 12th, comrade Aremu said the new national consensus on the new Democracy Day has conclusively put a “welcome closure” to what he called “the tragedy” of the annulment of 1993 popular election won by Chief Moshood Abiola. He hailed President Muhammadu Buhari for the declaration as well as honouring the acclaimed winner of the 1993 presidential election, with a posthumous conferment of the highest national award, Grand Commander of the Federal Republic.

It met Nigerian workers who were hungry and restive with months of unpaid salaries and allowances and immediately released bailout funds to the states. Even under the recession, the Federal Government sacked none of its workers and through prudent management, recruited thousands of Nigerians into its ministries and agencies. Any previous government in the circumstance of the Buhari Change Era would have placed an embargo and sack workers,” it said. The group similarly commended the Minister for intervening and bringing the captains as well as union leaders in the Petroleum, Construction and Financial sectors to a discussion table in 2016 where they reached separate agreements that stemmed massive job sack in the sectors.

It further thanked the Minister for bringing Nigeria back to reckoning in the International Labour Organization (ILO) with a deputy and now a titular seat on the Governing Board after over decade in limbo, while moving Nigeria from point zero to the Deputy Chairmanship of the Africa Regional Administrative Centre (ARLAC) In the same vein, it commended the three labour centres in the country, the Nigerian Labour Congress (NLC) the Trade Union Congress (TUC) and the United Labour Congress (ULC) for standing tall in defence of the welfare of the Nigerian workers. Paying special tribute to the President of the Nigerian Labour Congress, Ayuba Waba for his numerous spirited struggles on behalf of the workers, especially his dogged resistance to attempts by State Governors to derail the recent National Minimum Wage negotiation, it urged him to ensure the compliance of all tiers of government towards its faithful implementation.

How ICT contributed $10m to Nigeria’s economy in one year Temitope Adebayo The Minister of Communication, Barrister Adebayo Shittu has said that not less than a whopping $10 million was contributed to the nation’s economy in 2018 alone through the Information Communication Technology (ICT). Shittu who disclosed this on Monday at the Valedictory Press Conference described this as an unprecedented achievement in the history of ICT sector in Nigeria. Recounting some of the achievements recorded under him in the past 3 years, the Minister said IT innovation Hubs was created across the country. According to him, the North West zonal IT hub is in operation while those of the North East and South West zones are ready for commissioning. “In 2018 alone, ICT sector contributed about $10million to the economy. This is an unprecedented achievement in the history of ICT sector in Nigeria. IT innovation Hubs have been created across the country. “The North West zonal IT hub is in operation while those of the North East and South West zones are ready for commissioning, 8 more innovation hubs are being established, one in each the 6 geopolitical zones and one in Abuja and Lagos, in collaboration with the National Social Investment office. “From 2015 to date over 2000 Nigerians benefitted from NITDA capacity development program. IT project clearance of NITDA has resulted in a saving of over 16Billion naira in compliance so far. ICT enabled interventions aimed at enhancing the administration’s public financial management reforms has resulted in monthly savings of about N24.7 billion as well as facilitated the recovery of huge sums of money including the recent N1.6 billion from a single account,” the Minister said. He said upon his appointment as the Minister of Communication, he realised the importance of ICT, and thereafter came up with the National ICT Roadmap 2017-2020 and a Sector strategic plan for 2016-2020, to chart a short-term framework for the Sector. According to him, “The National ICT roadmap of the Ministry sets out the intent and commitment of the government to continue the development of the ICT sector and to implement the sector policies and plans in an integrated, focused and innovative manner that aligns with the change mantra of the current administration.” He said presently, some policy interventions are in progress towards making the Communications Sector a major driver of the national economy. The Minister listed the policy interventions to include “Full Implementation of the National Broadband Plan as the foundation for infrastructure development; Encouraging service providers to use renewable energy for powering Base Transceiver Stations for improvement of Quality of Service and Access; Engaging with the Federal Ministry of Education to ensure mandatory ICT education at the Primary level and alignment of the ICT education curriculum to meet current global trends. “Promoting initiatives that will advance innovation and creativity; Creating a sustainable funding framework for the implementation of the e-government Master Plan and other ICT initiatives of government through active engagement with the private sector; Enforcing implementation of the Local Content Guidelines to ensure patronage of indigenous products and services, as well as increase participation of Nigerians in the ICT economy; including patronage of Nigcomsat by government and local private investors”, he said.

Why epileptic power supply may be difficult to address in Nigeria DISCOs need over N3.07trn investments to boost services Motolani Oseni There is a great concern that epileptic power supply currently experiencing by most parts of the country may not be addressed in the coming years, as the 11 power distribution companies (DISCOs) in Nigeria on Monday said they need a minimum of N3.07trillion ($10billion) investments to boost their services over the next five years. The operators stated this at a one-day conference held to appraise challenges in the country’s power sector, stressing that the estimates followed an industry study on how to boost electricity supply. The French Agency for Development (AFD), which organised the conference, however, noted that it conducted the study with the support of the European Union (EU) on the Nigerian Electricity Supply Industry’s challenges, to help resolve the

problems of the sector. The study conducted by a consultancy firm, AFMercados, under the Technical Assistance Programme, said the best way out of the challenge was to evolve innovative financing solutions, possibly involving new players to invest in the sector. A key finding from the study was that the sector needed more investment than interventions by the Central Bank of Nigeria (CBN) to turn the electricity market around. Also, it disclosed N600 billion has been earmarked as the second tranche of CBN of Nigeria Electricity Market Stabilisation Facility (NEMSF) starting this year or by 2020. The team leader of the Capacity Building and Technical Assistance Programme (CaBTAP), AF Mercados, Jose Guerra, said the study was also designed to empower decision makers with reliable information on the country’s power sector. AFD said the study was conducted in

conjunction with other development institutions involved in the power sector and witnessed how investments in the sector have been stalled since it was privatised. “This has led to the buildup of a major bottleneck, constraining ever more access to electricity for the public and the economy, driving up the costs for users who can only resort to dieselpowered generation”, AFD said. “The failed attempts at financing DISCOs by the Federal Government and its development partners to think out ways of breaking the vicious cycle starting from an initial infrastructure gap led to today’s severe liquidity crisis, with a revenue shortfall that is over $3billion,” the agency added. The report blamed the revenue shortfall on the lack of a cost reflective tariff, customer dissatisfaction and a lack of performance in the power sector, in general, resulting in a shutdown of access to finance. AFD said Mercados worked closely with

stakeholders in the sector and the DISCOs since mid-2017, following the guidelines of the Performance Improvement Plans (PIP) released by the Nigerian Electricity Regulatory Commission (NERC). The study shed light on key actions needed to solve the liquidity crisis in the sector, such as in the areas of segmenting the electricity market into manageable urban areas, rural areas, and potential Eligible Customers. The other segmentations are informal settlements in urban areas and peri-urban areas, and the difficult to manage rural areas. Other highlights of the report included an analysis of the cost and revenue structure of the DISCos on these various segments; appropriate data to help in valuing the needed investment linked to key performance indicators targets to help in forming the PIP of each DISCO as required by NERC.

US, China trade wars good for Naira stability, Nigerian economy -ABCON boss Motolani Oseni President, Association of Bureaux De Change Operators of Nigeria (ABCON), Alhaji (Dr.) Aminu Gwadabe, has said the trade wars between the United States of America (US) and China have led to higher crude oil (Brent) prices, which is good for the naira and the Nigerian economy. Speaking yesterday to financial journalists in Lagos, the ABCON Chief said that since the beginning of April this year, oil prices have remained above $70/barrel as the trade war rages. He said the US sanctions on Iran and Venezuela have tightened the supply of crude oil to the market and put upward pressure on oil prices. Gwadabe disclosed that Washington had last week, raised tariffs on $200 billion worth of Chinese imports to 25 per cent from the previous rate of 10 per cent, pushing prices of affected consumer goods higher. “The rising oil prices as a result of tension in the Persian Gulf and the increasing trade wars between two world economic giants,

China and America will help to take the naira to another next level of stability. I advise the Federal Government and the Central Bank of Nigeria (CBN) Management to take advantage of the two crises- trade tensions and rise in crude oil prices by introducing that will support growth and development opportunities”, he said. Gwadabe said that with the exchange rate stability being witnessed in the market, the next target of the apex bank should be to have a single digit interest rate that would stimulate economic activities and business growth. He said that Russia and the Asian countries are already utilizing their Yuan Swap agreement with China to strengthen their local currency, a strategy Nigeria is also expected to pursue. The ABCON boss expects the CBN management to deepen currency SWAP pact with China and diversify commodity exports to the United States in other to diversify foreign exchange earrings for the country. “Other great areas to focus on diversifying our foreign exchange earnings include promoting Diaspora remittances for economic buffer and foreign reserves accretion as

As part of efforts to boost trade and encourage foreign direct investment opportunities in the Nigerian maritime sector, the Nigerian Maritime Administration and Safety Agency (NIMASA) is set to partner with the Port of Antwerp in Belgium. This position was made known by the Director-General of NIMASA, Dr Dakuku Peterside, when he played host to a team from the Port of Antwerp in Belgium led by the Director, Africa Port of Antwerp International, Mr Nico Vertongen, in Lagos. Speaking at the meeting, the NIMASA DG stated that the Port of Antwerp had had a long-standing relationship with the ports the community in Lagos, noting that from 2017 till date, 302 vessels have called between the Port of Antwerp and the ports community in Lagos. He said within the period, 33 vessels conveyed export goods from the port of Lagos terminating at the Port of Antwerp, with 22 Belgium-flagged vessels calling at Nigerian ports and several other volumes of transaction. Dakuku said the Agency was willing to consolidate on the gains of the NigeriaBelgian relationship. “We have always had a business relationship with the port of Antwerp either as destination ports or ports of origin. We are glad to know that you are in Nigeria and planning to lead a business mission sometime in November to the Lagos Port Community. Our position is straight forward and clear; we welcome the business mission with our doors open and believe there is a lot we can do together,” the DG said. Dakuku also stated that the November meeting will be the beginning of a mutually beneficial relationship in diverse ways that will also, give opportunities for exchange of ideas. “It will also open opportunities for training for our people and it will give you a better understanding of how the ports in Lagos, Nigeria, in Africa work, leading to the volume of trade between ports and other operations,” he added. And as you have notified us today, we will begin to prepare ship owners in Nigeria; those who have set up ship repair yards, shipbuilding yards, operators and all of those for business to business meeting in November and it is believed that it will be rewarding”, Dr. Dakuku said. Imo State: Fresh breathe as Ihedioha steps in Patrick Okohue, Lagos When the former Deputy Speaker of the House of Representatives, Hon Emeka Ihedioha, was declared the elected governor of Imo State in the March 9, 2019 election, there was spontaneous outbreak of celebration, not just across his Mbaise clan, but across majority of towns and villages across the Imo State. The spontaneity of the celebrations was seen by many as a sign of the acceptance of the person of Ihedioha and also as a sign of relief and what many described as freedom from the stranglehold of the state governor, Owelle Rochass Okorocha, who had insisted that his son in-law, Uche Nwosu, must be the next governor of the state after him. The election of Chief Emeka Ihedioha, a member of the Peoples Democratic Party (PDP), who represented Aboh Mbaise/ Ngor Okpala Federal Constituency of Imo State in the House of Representatives and rose to become the deputy speaker of the House and also a Commander of the Order of the Niger (CON), therefore confers on him the challenge of making the people to heave a real sigh of relief that indeed they did not make mistakes electing him. on March 24, 1965 at Mbutu Aboh Mbaise Local Government Area of Imo State, Ihedioha attended Town School Mbutu in Aboh Mbaise Local Government Area of Imo State, and completed his primary education at Primary School Abule Oja, Yaba Lagos in 1976. In 1992, Ihedioha was appointed press officer to the Senate President, Chief Iyorchia Ayu. A year later, he was appointed as chief press secretary to the Deputy Senate President. Following military incursion in the polity in November 1993, Ihedioha returned to his communications practice as Chief Executive Officer of First Page Communications. He became the Director of Publicity of the newly formed People’s Democratic Movement (PDM), the purveyor of the Peoples Democratic Party in 1998. He was named as special assistant to the Presidential Adviser on Utilities in July 1999, as special assistant on media and publicity to the President of Senate in November 1999, and as special assistant on political matters to the Vice President in September 2001. He won a seat into the House of Representatives as a member

representing Aboh-Mbasie-Ngor Okpala Federal Constituency of Imo State in 2003. He was the deputy speaker of the House of Representatives of the federal Republic of Nigeria from 2011 to 2015. On 9 March, 2019, Ihedioha contested for the gubernatorial seat for Imo-State on the platform of Peoples Democratic Party (PDP) and was declared the Governor-elect by the Independent Electoral Commission (INEC) on March 11 2019, defeating his closest rival, Uche Nwosu (son-in-law of the incumbent governor, His Excellency Ethelbert Rochas Okorocha), who ran on the Action Alliance Party (AA) platform, with a total of 273,404 votes. Ihedioha, a Knight of the order of St. Christopher of the Anglican Communion, was conferred with Diocesan Merit Award by the Diocese of Mbaise, Anglican Communion and is a recipient of several chieftaincy titles. A fellow of the Chartered Institute of Shipping, he was awarded the Most Outstanding Maritime Legislator by the Maritime Reporters Association of Nigeria; Distinguished Service Award from the Nigerian Institute of Public Relations and recently as One of Nigeria’50 Most Outstanding Legislators (1999–2009). With Ihedioha’s pedigree and the overwhelming support he got from his people despite the herculean task of challenging an incumbent’s candidate, all eyes are now on the governor-elect to

quickly replace the gloom on the faces of the people with smile, as he moves to deliver on his promises to the people. Though the governor-elect can be said to have shown promise, especially with the constituting of the Transition Technical Committee and sub-committees with spread of eminent Imolites qualified to proffer solutions to the numerous challenges that beset the state of infinite possibilities, the people expect that the resolutions of the committee will on the long run be implemented for the betterment of the people. However, whatever the incoming governor does for the people of Imo, nothing will gladden their hearts than having policies that will reduce unemployment, hunger, low level of literacy, reduction in infant and mother mortality and increasing the general wellbeing of the people. To this end, the governor-elect is expected to hit the ground running with clear mindedness on what he is doing to ensure improvement in the health sector, education sector, employment generation, welfare for the less privilege, and the security of lives and property of Imo residents. Without doubt, promises have been made, on which basis the people voted for him, believing that he has a better plan for them that his opponents, he must know that this is the time to deliver on promises and not a time to take the people for a ride.

Bauchi State: Mohammed overcomes at home Tunde Opalana, Abuja Senator Bala Mohammed has his hands in many pies as a civil servant, administrator, and politician. He worked in many government Ministries, as assistant to top politicians, served as a Senator and later a minister of the Federal Republic. Now, he is the governor -elect of Bauchi State. Born on October 5, 1958, Bala Mohammed studied English at the University of Maiduguri, Borno State (1979–1982).. He worked briefly as a reporter with The Democrat in 1983 before joining the public service as an administrative officer in 1984 and worked till the year 2000. He worked in the Ministries of Internal Affairs, Solid Minerals, Power and Steel and Transportation and Aviation. He retired as Director of Administration in the Nigerian Meteorological Agency. He then served as a Senior Special Assistant to the then Governor of Bauchi State, Isa Yuguda, from 2000 to 2005. He was Director of Administration at the Nigeria Railway Corporation from 2005 to 2007. Mohammed was elected Senator for Bauchi South Senatorial District in April

2007 on the platform of the All Nigeria Peoples Party (ANPP). He reportedly fell out with Yaguda after the state Governor married President Umaru Yar’Adua’s daughter and decamped to the Peoples Democratic Party (PDP). He was appointed Minister of Federal Capital Territory (FCT) on April 8, 2010, when Acting President Goodluck Jonathan announced his new cabinet. After assuming office as Minister for FCT, Mohammed stated his determination to attack the problems of waste and lack of potable water in the FCT. In March 2010, he accused Yuguda of being behind a move by people in his constituency to recall him from the Senate. He was the first to call for declaring President Umaru Musa Yar’Adua incapacitated and making then VicePresident Goodluck Jonathan the acting President. He is the Governor-elect of Bauchi State haven won the 2019 supplementary governorship election on the platform of Peoples Democratic Party (PDP). The people of Bauchi State are set to benefit from his wealth of experience in public service and politics.

FG invites world leaders to celebrate maiden June 12 Democracy Day The Federal Government has invited world leaders for the maiden June 12 Democracy Day celebration instead of the inauguration ceremony to save cost. The Minister of Information and Culture, Alhaji Lai Mohammed, disclosed this on Monday while addressing newsmen in Abuja. Mohammed reiterated that the presidential inauguration ceremony would be low-key as a number of the events slated for the occasion had been moved to June 12 Democracy Day. According to the minister, the official commencement of the new Democracy Day in 2019 is in fulfillment of President Muhammadu Buhari’s declaration in 2018. “Activities leading to the inauguration of Mr President officially kick off today with this media conference and will be followed on Tuesday by the commencement of a three-day National Youth Entrepreneurship Empowerment Summit. “The Federal Executive Council Valedictory Session will be held at the Council Chambers, State House, Abuja, on Wednesday; a Special Juma’t Lecture and prayer will be held on Friday at the National Mosque. “The First Lady’s interaction with women is slated for Saturday while a special Interdenominational Church Service will hold on Sunday at the National Christian Centre.

Put people’s well-being first in all you do, FCT minister tells Council Chairmen The FCT Minister, Malam Muhammad Bello, on Monday, in Abuja, urged Chairmen of Area Councils in the territory to put the well-being of their people first in their decisions and actions. Bello gave the charge during the swearing-in ceremony of the newlyelected chairmen of the six Area Councils of the FCT. “You must learn from the mistakes of your predecessors and build on their successes. “You should resist the temptation to discard good ideas or discontinue laudable projects because they were initiated by officials from another political lineage,’’ he said. The minister advised the chairmen to complete all ongoing, uncompleted and abandoned projects because their completion would not only fast track development but also have direct impact on residents and visitors. He said the completion of road infrastructure in Abuja city and satellite towns, light rail project, establishment of new schools and health facilities were testament to the

present government’s achievements. “The benefits of our actions are accruable to all the people of the territory. You should therefore imbibe this principle in your various domains. “The FCT, as you know is the centre and symbol of national unity. Responding on behalf of other chairmen, the Abuja Municipal Area Council (AMAC) Chairman, Abdullahi Candido, said all the councils received their allocation from the Federation Account with none ever missed. He then assured FCT residents that the six Area Council chairmen would work together to ensure the progress of the territory. Earlier, Justice Salisu Garba of the FCT High Court had on behalf of the FCT Chief Judge, Justice Ishaq Bello, administered the oath of office on the chairmen.

LG autonomy will clip governors’ wings, curb corruption-Sen. Gumel Local Government autonomy will help ”clip governor’s wings” and curb corruption, Chairman Senate Committee on State and Local Government Administration, Sen. Abdullahi Gumel, has said. Gumel(APC-Jigawa), who made this known in an interview with the News Agency of Nigeria(NAN) in Abuja, said the move would help to put state governors, particularly those who used local government funds as ”slush money” in check. He was reacting to the directive by Nigerian Financial Intelligence Unit (NFIU), banning governors, banks, financial institutions, public officers and other stakeholders from tampering with statutory allocations of local governments. The agency imposed a daily N500, 000 cash transaction limit on all the 774 local governments among other guidelines, to take effect from June 1, with sanctions. Gumel said the directive, having been applauded by Nigerians, was a step in the right direction, particularly in view of allegations of state governors subverting local government funds. “If the funds of the local government are given to them to carry out their activities there will be more development at the grassroots. “State governors see local government funds as slush money and they do whatever they want without budgetary processes. “If we can stop that, a lot of corruption will drastically reduce. “If local governments have their own funds, the number and quality of staffing will drastically improve, because there are redundant staff at the state and federal level that can be engaged there. “If the local government is properly funded, people will go back there to be employed. This move will make those at the grassroots to enjoy the dividends of democracy,” he said. On concerns that the directive by the NFIU needed legal backing to be enforceable, the lawmaker said it was not an outright autonomy for local governments. According to him, the directive is to the effect that state governors are abusing their privileges by using state and local government joint accounts as “slush accounts”. He stressed that the directive was to ensure that local government funds were spent in a manner that there would be accountability. He commended the NFIU for bringing up the conversation again, noting that” it has been crucial to Nigerians all these years.” He, however said in order not to have lose ends in the move to free local governments from governors’ “pangs” the senate had moved to sit with relevant stakeholders for find a way of actualising the move without legal concerns. The chairman further called on state houses of assembly to expedite action in signing the Constitution Amendment currently before them, particularly local government autonomy, before expiration of the 8th National Assembly. He pointed that so far, only nine states had signed the bill. He assured that President Muhammadu Buhari would sign the bill into law as as soon as it was translated to him. He urged state assemblies that were yet to sign the bill, probably because of their state governors’ interference, to summon courage to do that now that they have financial autonomy. “President Muhammadu Buhari has the will power to ensure full autonomy for local governments. “I remember his statement during the 2015 inauguration when he promised that he would not allow local government funds to become slush

funds for the state governments. “I interfaced with the president on different occasions on the issue of local government autonomy and he showed readiness to append his signature to moving local governments out of the bondage. “This is so that they can operate as third tiers of government and not appendage of state governments. “I am very optimistic that this is going to be implemented.This is a decision that all Nigerians are happy about and we have to see it to the end,” he said. The lawmaker further said, “Nigerians are excited about this development and I know it will encourage state assemblies now that they are autonomous and free from the bondage of state governments, to operate as independent legislatures on this matter. “The former governors now in the senate especially the ones in my committee are in the forefront of wanting the bondage of local governments to be lifted. “They are passionate about it and when this happens, they can stand their ground and insist that INEC conducts their elections instead of SIEC as presently constituted.” On fears that local government autonomy would give room to corruption at the grassroots, Gumel said there would be measures to check such. According to him, it is not enough reason to deny local governments their right of place. He added that there were lots of attractions that would make the tier of government well structured to check any form of criminality. “There are so many attractions to local governments being autonomous. For instance, federal permanent secretaries and directors that spent most of their time working for the country. “At the twilight of their lives, they go back and head those local governments so that they can execute projects for their immediate communities. “So, there will be quality leadership and there will be bureaucracy that will endure that they are accountable to the people. “Someone who has once been a permanent secretary or director at the federal level should not allow anybody to soil his reputation.” The National Assembly had in 2017, voted to guarantee local government autonomy by ensuring the Independent National Electoral Commission(INEC), conductd its elections instead of “State Independent Electoral Commissions(SIEC) as currently empowered by the Constitution. The move also sought to alter Section 162 of the 1999 Constitution, to abrogate State-Local Government Joint Account while empowering the local governments to operate their own accounts, where money would be paid directly from the Federation Account. Also, the approval covered review of the constitution to make democratic composition of local councils statutory,meaning, any local government without elected officials would not get federal funding. Since the approval of local government autonomy by the national assembly in 2017, and its transmission to state legislatures for approval, nothing has been heard in that regard. Constitutional amendment requires approval of two/thirds of state legislatures. This means that the proposed amendment was sent to the 36 state houses of assembly for consideration, before transmission to the president for assent. Similar effort was made in the 7th National Assembly but it died within the live of that assembly because it was not approved by the state legislatures. It is hopeful that it scales through within the lifespan of the 8th assembly.

AFCON 2019 official mascot ‘Tutankhamun’ unveiled

Ahead of the 2019 African Cup of Nations (AFCON) in Egypt, the official mascot of the tournament has been unveiled by the Local Organizing Committee and it is called The child “Tut”. The mascot is named after the Pharaoh King Tutankhamun. The AFCON 2019 tournament holds from June 21 to July 19, 2019. This is the first time in the history of the AFCON

tournament that 24 teams are competing for the ultimate prize. The top two teams in each group, along with the best four third-placed teams will advance to the knockout phase – the round of 16. The Video Assistant Referee (VAR) will also be used for the first time in this tournament, from the quarter-final stage. Former world number one Victoria Azarenka was afraid becoming pregnant in 2016 would end her tennis career, but says she returned to the game stronger after the birth of her son. The two-time Grand Slam champion was ranked sixth in the world when she left the WTA tour in July 2016 and returned to the circuit in June the following year. “I was scared, it wasn’t easy,” Azarenka told the BBC. “I knew I was going to come back but my first thought was, ‘Oh my god I’m never going to play tennis again.’ “But then it was all about knowing I was going to come back, and when I was going to come back. I felt it was a blessing, but I still wanted to have my own dreams and my own career. “I’m sure a lot of women won’t be able to relate to me but I felt so much better after (the pregnancy). I felt so much stronger physically, and my body became so much better. I felt

like my body finally matured into being a woman.” Azarenka and Serena Williams, who became a mother in 2017, are part of a group of players who campaigned for players going on maternity leave to have their rankings protected so they did not struggle on their return. The WTA changed its rules ahead of the 2019 season, granting new mothers the right to enter 12 tournaments over a three-year period with their previous ranking to avoid meeting a seeded opponent in the first round. “We have the power to change the rules and we have done,” the 29-year-old Belarusian added. “I think that’s what I want my legacy to be, that I’m fighting for women to be more comfortable, to break those stereotypes and move the needle a little forward. “That evolution is going to continue to break boundaries and the illusion of women in sport.”
