These corn-sellers, especially in the FCT and Lagos are mostly women, but you can find some young men also involved in the business of selling the roasted corn. Investigation carried out by The Daily Times revealed that dealers usually smile home each evening, having spent the day selling their corn for anything from N70 to N100, depending on the size of the corn. According to Mama Onome, who operates in Central Area of Abuja, roasting maize is a seasonal trade that comes with the rain. Commenting on what attracted her to the business, she said: “I need to sell roasted corn to raise money for my other businesses. I make close to N30,000 a month. Corn is a wonder crop; in fact, no part of it is wasted. I sell both cooked and roasted, and I have never regretted coming into the business. “I buy a full bag of corn with the husk between N5, 000 to N10, 000 and by the time I remove the husk and roast, I make between N30, 000 and N50,000. I sell the corn according to their sizes; the bigger the corn, the higher the price. In some bags, one could be fortunate to find 50 big corns, which sells between N100 and N200 each depending on a customer’s bargaining power; that means N5, 000 to N10, 000, which is almost the cover price of a bag. “I sell three bags in a week; so, the returns is worth the while. For within this season, I can boast of having made enough to enable me go into other petty trade, when the rains are over,” she revealed. For Chika Azuka, the business is good now there is corn in abundance. Giving her experience, she disclosed that she has two locations for both boiled and roasted corn. According to her, she made provisions for customers to make their choice. She said, “I cannot really tell whether the roasted or boiled corn brings in more money. For all I know is that the cooked one finishes faster than the roasted. In fact, I spend less time preparing it and I also try to

always finish each pot in the day, so that, the cobs do not taste sour the next day. But the roasted cobs sell at any time even into late evenings; so far there are buyers. “Selling corn brings quick and huge returns. I sometimes make up to N25, 000 from the N5, 000 bag of corn I buy. If in a nice location, where there is a lot of human traffic, a bag can bring in the money for two or three others, depending on sizes of the cobs in the bag. I make a daily contribution of N3, 000 from my sales outside the overall profit. It is a magic crop that enriches sellers.” What does a newcomer need to come into the business? Chika Azuka disclosed that the business requires as little as N5, 000 to begin. “You do not need a huge capital to start, just get high portable grill to roast the corn and, of course a regular supply of charcoal. But if one wants to go into cooking it, then a tripod stand, charcoal and clean water are the necessary things required. In case, you want to be on a busy road, then be prepared to regularly pay local government officials operational charges. “It costs less to begin; all I have listed are below N10,000. So, it is not a business that involves huge capital, but you just need a good location for people to see the cobs and patronise you,” he added. On his part, Mr. Augustine Shior, whose wife sells roasted corn, while he goes to farm to harvest the produce, said a lot of people depend on corn food, especially now that it is in season. “As early as 6am customers come to me, so that we can go to my farm to harvest corn. It is never enough and because of the limited supply, we leave the pricing to individual’s ability to bargain. Though my farm is large, I still depend on farmers from the neighbouring towns on the outskirt for supply. “Either cooked, roasted or in powder, corn sells at anytime. I bought my first car with the money made from selling corn,” he added. While some are in the business of procuring the produce, others are busy preparing it as snacks to be eaten at anytime.

Also, an elderly woman simply identified as Mama Divine, said that she is training her three children from the business. Mama Divine, a widow, also admitted that patronage has increased. “Some of us have been in this business of roasting corn for years. Some of us even trained our children and sustain our families through this business. I am not surprised the kind of cars we see here daily because it has always been like that since I joined others here. “You know that things are very hard now and since you can satisfy the hunger with two medium size corns costing just N200 or even less depending on the size, many come here to patronise us. Apart from the hunger, they also said that corn is good and nutritious for their health,” she stated It is the same business boom to the mobile cooked corn vendors traversing the length and breadth of the FCT to supply the ever-willing consumers at very affordable prices. In Lagos, the country’s commercial nerve centre, the story is not diferent as many people, especially women, have now turned to selling of corn for survival. For instance, Mama Rukayat travels from Igando area of Lagos State to Ifo in Ogun State to buy fresh corns which she boils and roasts for sale. According to her, a sack of corn from Ifo is sold for N6, 000 and she makes profits of an average of N2, 700 after removing the cost of transportation. “Corn business is a good business and someone like me always looks forward to rainy season. What I do is that around afternoon, I boil the corns for sale and evening and night, I roast but boiled corn moves faster than the roasted one”, she added. On why she travels such a distance to buy the corn, she said it is because Ifo is a rural area and corns are directly from the farm which makes it fresh and customers prefer fresh corn because of the sweet taste. “Most of the corns being sold in Lagos are not fresh and it is the aroma of the fresh ones that draws customers to us”, she said.

Insecurity, vote buying threaten 2019 polls – Foreign election observers Tunde Opalana, Abuja There is apprehension among Nigerians that the 2019 general elections may be marred by insecurity and electionrelated violence while the credibility of the entire electoral process may be lost to monetary incentives to voting. These, among others, were findings of two international bodies, the National Democratic Institute (NDI) and International Republican Institute (IRI) whose delegation was in Nigeria between July 12 and 20 on election observation mission. Briefing the media on its findings and making useful recommendations to the Nigerian government, INEC, security agencies, political parties, civil society organisation, and media, among other stakeholders in Abuja on Friday, the bodies encouraged Nigerian government to continue its efforts to enhance citizens’ confidence and participation on the electoral process. Christopher Fomunyoh, NDI senior associate and regional director for Central and West Africa, said findings

during interaction with stakeholders revealed that people are sceptical about the success of election if insecurity is not well tackled. “Nigerians with whom the delegation met voiced concern that persisting insecurity and the threat of violence could dampen citizen participation in the 2019 elections, and prevent some voters from going to the polls. “The Middle-Belt, often seen as a swing voting geopolitical zone, is particularly affected by the ongoing deadly clashes between farmers and herders. Should the violence persist, INEC may face challenges in safely organising polls in some parts of the country, and will have to accommodate voters who have been displaced from their homes, including 1.9 million IDPs in the North East,” the orgaisations stated. The bodies also noted that contentious elections heighten the threat for elections-related violence as well as the terror of the political rhetoric during the Ekiti gubernatorial election. Formunyoh said, “If political parties

and candidates employ inflammatory rhetoric in upcoming elections, it could increase the risk of clashes between supporters of opposing candidates and distract attention from the issues that are important to Nigerian voters. The delegation of NDI and IRI was also concerned about the engagement of high number of security personnel in election conduct. “Some Nigerians with whom the delegation met expressed concern at the high number of security agents deployed to state elections, and termed it as an excessive “securitisation” of elections that could scare voters away from the polls. Nigerians expect their security services to be impartial and the onus is on these services to show a high level of professionalism”, he said. According to the findings, Nigerians were concerned about an increase in the level and visibility of vote buying which apart from being an electoral offence, also undermines the legitimacy of elections and weakens representative democracy. “During the July 14 gubernatorial election in Ekiti State, the Watching the

‘Why I declared early for 2019 Presidency’ Continued from page 3 my intention to ask for the party’s nomination for next year’s election so that we can save a lot of time and cool tempers. “A lot of people were trying to make it a habit of being a nuisance to themselves and many Nigerians, so when I came out I said those who are serious let them come out. “And I tried to make sure that the party is organised and consolidated so that we start from the bottom to the top and that Nigerians will be involved in a way that each constituency will pick those that are going to represent them at various levels, whether as local government chairmen, in the State Assembly, House of Representatives, Senate and finally the president.” Buhari said early declaration guaranteed more participation and inclusivity within the party and further strengthened the bond with supporters and Nigerians. “Some of the people thought to be uneducated and unsophisticated are very educated and sophisticated during elections; for those who have money to give they say bring the money we will still do what we want to do,’’ he added.

The Coordinator of the group, Alhaji Umaru Dembo, said “through thick and thin, rain or sun shine, hot or cold we are here to assure Mr President that since 2014 we have been working, expanding and helping to explain the new life that your government has ushered in for the good people of Nigeria’’. He said the BSGC had initiated the documentation of the president’s achievements in a book authored by Dr Sani Muktar Bichi and himself. Dembo assured the president of a bottom-up process of mobilising more supporters for the administration, while appreciating him for reversing the trend of impunity, corruption and lawlessness that reigned before 2015. He said the group was an umbrella organisation encompassing “Women for Buhari and Osinbajo’’, “A kasa, a tsare’’, “Northern Youth Assembly,” “Buhari Renewal mandate’’ and others in support of good governance in Nigeria.

Northern Elders Forum, others ‘shedding crocodile tears’ –Presidency The Presidency has faulted the recent communiqué issued by some ethnic and sectional groups assembled in Abuja and described the action as the shedding of “crocodile tears” by selfish leaders. The Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, stated this in a statement issued in Abuja on Friday. He added that the affected leaders felt alienated after a “transparent and accountable system halted their disproportionate survival on resources of the state”. The communiqué issued by the leaders of some socio-cultural organizations led by the Northern Elders Forum (NEF) and some ethnic and sectional groups had accused the Muhammadu Buhari administration of incompetence in handling the

security situation in the country. But the Presidency urged Nigerians to ignore ”the unholy alliance by these groups who are stepping up their assault on the All Progressives Congress (APC) administration as it expands its national dominance and moves closer to securing an outright victory in the elections next year.” The presidential aide also faulted widespread position that President Buhari is not doing anything about insecurity in the country. He said, ”The Presidency refers all the purveyors of falsehood to a State House press release published a few days ago and signed by Special Adviser to the President, Femi qsecial Forces personnel. He added that President Buhari had also approved the establishment of a new Battalion of the Nigerian

Army and a Police Area Command in Birnin Gwari, Kaduna State, as part of measures to scale up security in response to the banditry affecting the area. ”We advise Nigerians to read Adesina’s statement if they haven’t yet, or re-read it for better understanding of the efforts to ensure peace in the country. ”It is sad and misleading for anyone to say that President Buhari had not respo nded to the security challenges in the country. ”No one can honestly say that President Buhari is doing nothing about security. ”It’s just a fake news item being peddled by selfish politicians with vested interests in keeping Nigerians incensed, and it risks being entrenched as reality if we don’t educate ourselves with the truth,” he added.

Vote (WTV) group deployed citizens election observers to a representative sample policing units experienced incidents of vote buying or bribery on election day. “Various individuals commented that poverty, disillusionment with the performance of elected representatives, and how civic awareness of voters contributed to the expansion of vote buying, particularly in off-cycle gubernatorial elections since 2015”, the findings revealed which it stressed the trend will continue if offenders go unpunished. Believing that with political will and thorough coordinated efforts, these challenges can be addressed, the bodies made useful recommendations to stakeholders, including the government. The bodies also advised the Federal Government to intensify efforts to address insecurity in many parts of the country, enforce the law in regards to illegal activities such as vote buying, reiterate to all security services their constitutional obligation to be professional and partial in

guaranteeing election security for political contestants and all citizens. The bodies also admonished government to ensue sufficient time for INEC to implement electoral changes by signing into law the Electoral Act (Amendment) Bill before August 16 this year, approve and obligate INECs requested budget in a timely manner and to establish the Electoral Offences and Political Parties Registration Commission to enhance the accountability of political parties with regards to the funding of campaigns and other activities. The delegation hoped that the polls will be “peaceful, credible and further deepen the country’s democratic practices”. The delegation was led by Dr. Pauline Baker, president emeritus of The Fund for Peace (USA). Other members of delegation include Terry Tselane, vice chairperson of the Electoral Commission of South Africa, Lauren Blanchard, U.S Congressional Research Service specialist in African Affairs and Jan Sarotchak, IRI regional director for Europe.

Nigerian politicians more interested in grabbing power than governance – Jega Former Chairman of the Independent National Electoral Commission (INEC), Prof Attahiru Jega, has disclosed that Nigerian politicians are more interested in winning elections than in governance. Jega spoke during a lecture titled, “Democracy and the Challenges of Nation Building in Africa” at the Institute for Security Studies, Abuja. The former INEC boss also stated that it is regrettable that rather than settling down and planning on how to govern, Nigerian politicians and some African countries only prepare on how to grab power. He said, “In most African countries, certainly it is true also here in Nigeria, many politicians spend a lot of time trying to win an election and very little time comparatively in preparing for what they would do when they come into office. “The best of them will now only begin to appoint a committee, an advisory committee to prepare for them what to do after they have been elected. “Frankly, for me, this is a major challenge of leadership all over Africa, but most especially for us here in Nigeria.

“If you want to be elected, you have to be very clear from the beginning on what you want to do for the people and you should hit the ground running from day one. “If leaders come into office unprepared, a lot of time is taken before they can get up to speed in delivering their mandate.” Jega further condemned vote-buying by desperate politicians during elections, saying that the practice is inimical to democratic growth.

Ekiti guber poll: Police arraign 11, parade 16 suspects over electoral offences By Gbenga Sodeinde, Ado Ekiti Ekiti State Police Command has paraded 27 persons it arrested for electoral related offences in the just concluded July 14 governorship election in the state. The Commissioner of Police, Ekiti State Command, Mr Bello Ahmed, stated this while parading the suspected electoral offenders in Ado-Ekiti on Friday. He added that 11 out of the 27 suspects had been arraigned in our rover their alleged involvement in the electoral offences. The CP further disclosed that the the suspects were arrested a day to the election and on the day of the election. A statement by the Police Public Relations Officer, DSP Caleb Okechulwu, also quoted the CP as saying that, “The

peaceful conduct of the election is not without attempts by certain individuals to truncate the process. “We commend some well spirited individuals who promptly alerted and informed the police about the activities of these persons. “Prompt response of the police a day to the election and on the election day led to the arrest of 27 persons for various electoral offences which includes impersonation of security agency on election day, undue influence of electorate, snatching of ballot boxes and attempt to disrupt electoral process.” “Eleven of the persons so far arrested have been arraigned in court. Investigation into the involvement of the others is ongoing and they would be arraigned in court if found culpable at the end of the investigation.”

and three months to develop its manuals?” The party pointed out that , every discerning mind can see through the lies in the announced private sector funding, as the Buhari administration has been unable to list any private investor it has gone into negotiation or signed any form of deal with in the said project. “If the Buhari administration is not on a fantasy trip to beguile Nigerians and pave further ways for its humongous corruption, it should have focused on our existing national carrier structures, in addition to three operating airlines, already taken over by the Asset Management Corporation of Nigeria (AMCON). “It is therefore clear that the entire project is a huge scam and that the five percent government funding is a direct ploy by the cabal at the Buhari Presidency to siphon billions of naira, using a phantom project.”, said the party.

An NGO, Breast Cancer Association of Nigeria (BRECAN), Ondo State chapter, on Friday said it has treated 10 breast cancer patients since the establishment of its state chapter to reduce the scourge. The State Chairman of the association, Dr Toyin Ayimoro, made the disclosure at a press briefing in Akure. “BRECAN, as an NGO, cannot alone, provide the necessary funds needed to assist the breast cancer victims. “It requires a lot of money to take proper care of any patient suffering from breast cancer. “Women are more vulnerable to this deadly disease than men, and early detection usually helps to curb the scourge,’’ Ayimoro said. She urged everyone to contribute to the programme, saying that thousands of breast cancer patients across the state were crying for help.

Human rights, cardinal objective of Buhari administration – FG Tom Okpe, Abuja The Federal Government has reiterated its position on the protection of human rights as the cardinal focus of the present administration led by President Muhammadu Buhari The Minister of Information and Culture, Alhaji Lai Mohammed, said the protection of human rights is a cardinal objective of the Federal Government, adding that the violation of rights is not a government policy. Addressing Roundtable meeting organised by the Atlantic Council, an American think- tank on international affairs, in Washington DC on Thursday, the Minister said the picture of impunity and complete disregard for extant laws and international obligations painted by Amnesty International in a recent report, is not a true reflection of the character and ethics of the Government of Nigeria or any of its agencies. He explained that since the counterinsurgency war started in 2009, Amnesty International has issued periodic reports

on alleged human rights violations by the Nigerian military, with the latest of such reports bordering on violations of human rights and International Humanitarian Law by the Nigerian Armed Forces and other government agencies. Alhaji Mohammed told the Roundtable gathering that the government has taken several measures to address human rights violation in the course of the counter-insurgency operations, including the establishment of Human Rights Desks in all military formations, the quarterly Human Rights/Military Dialogue, Training on Mainstreaming Human Rights into Counter-Insurgency Operations, and Court Martial’s of officers indicted for human rights violations. ‘’Very soon, the Federal Government will adopt a National Policy on the Protection of Civilians in conflict situations to further strengthen and entrench its constitutional practice of Protection of Civilians,’’ he said. The Minister also spoke on the counterinsurgency operations, insisting that Boko Haram has been badly degraded hence it is incapable of carrying out

organized massive attacks beyond using women and children to carry out suicide bombings against soft targets. ‘’Many have queried how we could say Nigeria is winning the battle against Boko Haram when the insurgents have continued to carry out deadly attacks. However, to understand this, it is necessary to put things in context. When President Buhari was being sworn into office 29 May 2015, 24 Local Governments making up a territory three times the size of Lebanon were firmly in the hands of Boko Haram. They hoisted their flag, collected taxes, installed their own Emirs and administered a large swath of territory. ‘FG needs $300m initial capital for Nigeria Air’ Joseph Inokotong, Abuja with agency report Nigeria Air, the proposed new national airline, will require initial capital of between $150 million and $300 million, and the federal government is seeking a strategic partner to operate the carrier, according to a document seen by Reuters on Thursday. The Minister of State for Aviation, Hadi Sirika, on Wednesday said the government would not own more than five per cent of the new carrier. He made the comments while providing details of the airline at the Farnborough air show in London, England. “The initial capital is likely to be in the range of $150 million to $300 million, invested in tranches over time from start up through the first years of operation,” the government document stated. The government plans to launch the airline in December, making good President Muhammadu Buhari’s election campaign promise.

Decades of neglect and lack of investment have left Nigeria with lowquality infrastructure seen as a hurdle to prosperity. The government has said that upgrading it will require private investment. It noted that the government would provide the initial capital but did not state the sum or give further details. The government will “facilitate the process for opening up the capital of the airline to private sector financial investors,” the document added. A private operator, sought through a Public Private Partnership process, would manage the airline without interference, it stated. Nigeria Air will serve domestic and international markets, and is expected to have a fleet of 30 aircraft in five years with hubs in Lagos and Abuja. British billionaire, Richard Branson, set up domestic and international carrier, Virgin Nigeria in 2000, but pulled out in 2010 in frustration at what he said was interference by politicians and regulators. The airline he created, which was later

rebranded as Air Nigeria, closed in 2012 after collapsing under about N35bn of debt, which left it unable to pay workers, a former finance director of the company told Reuters at the time. Nigeria is overhauling its aviation infrastructure and handing over its airports to private managers in order to improve the business environment for the industry to attract investment, according to the document. It noted that current air traffic in the country was around 15 million passengers, which is expected to grow at five per cent per annum through to 2036. The government said a majority stake could be available to an overseas backer as it seeks know-how and cash to help the start-up avoid the fate of former flag carriers. The country has no cap on overseas ownership of its airlines and will be prepared to offer more than 50 per cent of Nigeria Air to a strategic ally, Tilmann Gabriel, who is helping to coordinate the project, said in an interview with Bloomberg on Wednesday at the Farnborough air show.

The United Labour Congress (ULC) said on Friday that no labour leader has been found culpable in the alleged misappropriation of the Nigeria Social Insurance Trust Fund (NSITF) money. The ULC said this in reaction to a statement credited to the Ministry of Labour and Employment that those indicted in the NSITF fraud included leaders nominated by the Nigeria Labour Congress (NLC) and Nigeria Employers Consultative Association (NECA). The Minister, Sen. Chris Ngige, had on Feb. 15, 2017, set up an Administrative Panel of Inquiry to investigate an alleged misappropriation of N62.56billion spent in the NSITF between 2011 and 2015. However, six former directors of the NSITF were indicted and charged to Court by the EFCC, including the NECA representative.

Suspected killers of policemen arrested in Rivers Memoye Oghu, Port Harcourt

The Rivers State Police Command have confirmed the arrest of two suspects alleged to have been involved in ambushing and killing of two Policemen at a police checkpoint along the Ozuoba - Rumuosi link road, a suburb of the state capital in Obio/Akpor LGA of the state penultimate Tuesday. Confirming the arrest to our Correspondent in a telephone chat on Thursday in Port Harcourt, the command’s spokesman, DSP Nnamdi Omoni, who did not disclosed names of the arrested suspects said that the Police would arrest all those involved in the killings, adding that the Police were doing everything possible to stem the rising cases of ambushing and killing of policemen across the country. However, reliable source revealed to the Daily Times that one of the suspects is an indigene of neighbouring Rumuekini community, also in ObioAkpor Local Government Area and was traced through his cell phone as police investigations revealed that the robbers had earlier interchanged phone calls with the arrested suspect. The sources said that the robbers had on the day of the ambush earlier robbed a house in Choba Town, also in Obio/Akpor LGA, killing three persons, including a mobile police officer and

carted away large sums of cash and other valuables. The sources also stated that the robbers also escaped with a vehicle they snatched in the compound they robbed before ambushing the Policemen at the checkpoint. A resident of Rumuosi community who refused names in print for security reasons told our correspondent that shop owners as well as residents have now started returning to the area which was deserted after the ambush. He said, “Some shop owners and residents have started returning little by little, although business is not moving yet as our customers are afraid of coming here to patronise us

because of fear of police mass arrests. “Police vans have come here twice and packed innocent passersby into their vans, but now that we are hearing that the police have arrested suspects, we believe they will not come again to harass us.” “Two days ago, some men came around here asking where the shooting happened and we pointed the place for them, then they told us that the robbers had earlier robbed in their house, killing three persons, one mopol man and stealing one of the cars in the compound to escape with and that they reported the matter to Choba police station,” said another source.

Security has been beefed up within and around Ladoke Akinola University of Technology, Ogbomoso over moves by students of the institution to embark on protest due to the more than one hundred percent increase of tuition fee by the school’s Governing Council Wednesday. The council reportedly released a circular Wednesday announcing the increase which provides that Medical, Nursing and Biomedical students will henceforth pay N300,000 while Engineering students will pay N250,000. Those of the Faculties of Agricultural Sciences, Basic Medical Sciences, Environmental Sciences and Applied Sciences are to pay N200,000. But a student of the university who spoke to Daily Times exclusively said that the increase, which he described ‘arbitrary’ is a clear indication that the management of the university prefer trouble to peace in the campus and vowed that the increase will be resisted. “The management of LAUTECH

has started beefing up security in and around the campus because they know quite well that their action is insensitive and wicked. Mary Akpobome launches foundation to address 5.5m out-of-school girls Mary Akpobome, wife of Nigerian ace comedian, Ali Baba, has launched The Purple Girl Foundation in Lagos to address the growing issue of out-of-school girls in the country. The foundation was specifically launched in commemoration of Akpobome’s 50th anniversary, which is expected to raise hundreds of millions of naira from her friends, the board of trustees, highly placed citizens, and well meaning Nigerians to reduce considerably the over 5.5 million Nigerian girls currently out of school. Akpobome said the purple girl foundation was born out of a desire to provide opportunities for enhancing education for the girl child amid the disadvantages of coming from low income family, violence prone locations, disabilities, or residing in underserved areas. The Purple Girl Foundation “The need for an intervention such as this is coming at a critical time in the nation’s history where deliberate steps need to be put in place to readjust a socio-cultural, political and economic system that seems to be teetering towards imminent colossal ruin,” she said, noting that the proverbial multiplicative power of a woman is bound to augur well for the society. “An empowered girl will lead to an empowered nation,” she said. The foundation would focus on female children from indigent families

in three pilot states in the country from September 2018. The selection criteria for the beneficiaries would be based on intelligence, obvious disadvantage, physical disability and them being drop outs due to financial hardship. The foundation, with funds initially obtained from trustees, aims to select and train 50 girls up to tertiary levels, however Akpobome said this number would increase as funding become more available.

She said the launch and fundraising is therefore a call not only to the purple girl foundation but to all stakeholders, who believe that our girls need the support. “We must use our voices and resources. I urge you to corporate in lending your hands to the less privileged girls of the poor indigent schools.” A UNICEF Nigeria report on the state of education in the country reveals that Nigeria’s population growth has put pressure on the country’s resources, public services and infrastructure. Forex: CBN flags off SMIS in Chinese Yuan The Central Bank of Nigeria (CBN) on Friday, July 20, 2018, flagged off its intervention in the sale of foreign exchange in Chinese Yuan (CNY), signaling the consummation of the Bilateral Currency Swap Agreement (BCSA) signed with the People’s Bank of China (PBoC) on April 27, 2018. A statement issued by the Bank on Friday disclosed that the sales shall be through a combination of spot and short tenored forwards. It added that the exercise, which shall be Special Secondary Market Intervention Sales (SMIS) retail, would be dedicated to the payment of Renminbi denominated Letters of Credit for raw materials and machinery and agriculture. The Bank’s spokesman, Isaac Okorafor, explained that the CBN would receive bids from all authorized dealers. He added that due to the peculiarity of the exercise, the Bank would not be applying the relevant provisions of its Revised Guidelines for the Operation of the Inter-bank Foreign Exchange Market, which direct all SMIS bids to be submitted to the CBN through the Forex Primary Dealers (FXPDs). According to Okorafor, the CBN would also not be applying the relevant provisions of the Guidelines which equally provide that “Spot FX sold to any particular end-user shall not exceed 1per cent of the overall available funds on offer at each SMIS session”. Speaking on the bid period, he said authorised Dealers were requested to submit their customers’ bids from 9.00 am to 12.00 pm on Friday July 20, 2018,

adding that bids received after this time would be disqualified. On funding, he disclosed that authorized dealers were to debit the customers’ accounts for the Naira equivalent of their bids, stressing that the CBN would debit authorized dealers’ current account on the day of intervention to the tune of the naira equivalent of their bid request. Okorafor furtherexplained that there would be no predetermined spread on the sale of FX Forwards by Authorised Dealers to end-users under the Special SMIS-Retail, adding that authorised Dealers would be allowed to earn 50 kobo on the customers’ bids. While also explaining that the bids were on Spot FX basis as the Authorised Dealers’ accounts with the CBN would be debited in full for the Naira equivalent of the USD bid amount, he advised customers that were not willing to accept the settlement terms not to participate in this Special SMIS - Retail. Similarly, he disclosed that forward bids would be settled through a multiple-price book building process and would cut-off at a marginal rate to be disclosed after the conclusion of the Special SMIS – Retail process. He also urged customers not willing to accept the terms of the forward rate not to participate in this Special Chinese Yuan SMIS Intervention. The spokesperson for the Lagos Airport Police Command, DSP Joseph Alabi, confirmed the development to newsmen in Lagos. Alabi said the Nigerians were deported from Austria, Switzerland, Belgium, Germany, Norway, Lithuania and Denmark. He said they arrived at the Murtala Muhammed International Airport (MMlA) Lagos at about 7.35am aboard a chartered Titan Airways aircraft with Registration Number: G-POWD. Alabi said, “this morning, we received 29 Nigerians who were brought back from Europe. They were all males. “ “28 of the deportees were alleged to have committed immigration-related offences while one of them was allegedly involved in a police case. “ He said the deportees were received by officers of the Nigerian Immigration Service (NIS) , the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and the Police. Also on ground to receive them were officials the Federal Airports Authority of Nigeria (FAAN) and the National Drug Law Enforcement Agency (NDLEA). The deportees were profiled by immigration authorities and were allowed to depart to their various destinations.

In the election contested by candidates of 33 registered political parties, Fayemi of the APC polled 197,459 votes to beat his closest rival, Prof. Kola Olusola of the Peoples Democratic Party (PDP), who scored 178,121 to the second position. The Vice-Chancellor of the University of Ibadan, Professor Idowu Olayinka who was the Returning Officer declared Fayemi winner of the poll on behalf of the Independent National Electoral Commission (INEC). Prof. Olayinka said, “John Kayode Fayemi of the APC having satisfied the requirement of the law and has scored the highest lawful votes is hereby returned the winner.” As the news filtered in that Fayemi has been declared the winner of the election, his elated party members and supporters across the state rolled out the drums and started dancing round the town. One of the Civil Society organisation which punctured the PDP claim over the election, the Centre for Democracy and Development (CDD), said there was no evidence of rigging in the poll The CDD Director, Idayat Hassan, who was on ground in Ekiti, told newsmen in a telephone interview that although there were cases of ballot box snatching in some areas, INEC did not declare results from the affected polling units that were subsequently cancelled. “I think the election outcome reflects the will of the people. At least so far, we saw that INEC deployed its logistics early and people turned out to vote in spite of the fear in several voters. “There is no evidence to show that there was any rigging. Yes, all the places where there were ballot boxes snatching, INEC actually cancelled the results. “So for now, we cannot point to any evidence of rigging. What is just going on is more of misinformation by some politicians,” she declared. A PDP chieftain who also corroborated this claim, Opeyemi Falegan, contrary to his party’s stand on the poll, described the outcome of the poll as a reflection of Ekiti people’s will to restore the value of nobility, honesty, and

integrity. The PDP chieftain also commended the major stakeholders especially INEC, Police, security agencies and electorates for what he described as the most peaceful conduct of election in the history of the state. According to him, “The peaceful, transparent, credible and hitch-free nature of the poll was as a result of patriotic conduct of all stakeholders that participated before, during and after the exercise”. Ogele, a barrister at Law however warned Eleka not to use state fund to sponsor his intended litigation on the poll result adding that, he has been compiling evidence of alleged PDP vote buying to be forwarded to the Economic and Financial Crimes Commission (EFCC) for investigation. Ogele said: “I am a voter and I voted for the candidate of my choice in our unit, Okesegun Unit in Ogbonjana Ward, Ikere-Ekiti where PDP asked voters to fill forms and the voters who voted for them were given tallies.

“After giving tallies to voters who voted for the PDP, they were asked to go to a location nearby where they were given money. “In the same ward, we prevented some of the PDP thugs from hijacking our ballot box. The PDP should come out and explain where they got the huge amount of money they shared on election day. “PDP chairman and any other person in the party lacks the moral justification to claim that other parties shared money at the election.” Ogele said “PDP lost because of the character that is ruling Ekiti while Dr.Kayode Fayemi won on his goodwill. “PDP in Ekiti State is an agent of poverty, circulating poverty in Ekiti State. The Badagry Unit of Federal Road Safety Corps says driving against traffic contributes largely to accidents on the BadagrySeme expressway. ‘Nigeria Air has immense economic potential for Nigeria’ Awka, July 20, 2018 (NAN) The newly unveiled National Carrier, Nigeria Air has the potential to boost the nation’s economy if professionally managed, expert says. Prof. Hassan Oaikhenan of the Economics and Statistics Department, University of Benin, said this in an interview with News Agency of Nigeria (NAN) in Awka on Friday. Oaikhenan advised the Federal Government to ensure that structures were put in place to guarantee the sustainability of the new National Carrier. NAN recalls that the Federal Government on July 18, at the Farnborough International Air show in London unveiled a

new National Carrier known as “Nigeria Air’. The announcement was coming 15 years after the liquidation of Nigeria Airways. According to the Minister of State for Aviation, Senator Hadi Sirika, the National Carrier is Private sector driven. It is a business, and not a social service. “Government will not be involved in running it or deciding who runs it. The investors will have full responsibility for this. “The Nigerian Government will not own more than five per cent maximum of the new National Carrier. Government will not be involved in running it or deciding who runs it.”

“I hope that it was not set up just because we want to own one. “It is economically reasonable for us to have our own carrier, it is paradoxical that Nigeria with large aviation market does not have a carrier. “Nigeria Air has immense economic gains if properly managed, it will help us to retain some foreign exchange because these foreign airlines rake in so much from Nigeria because they are paid in hard currency. “What we need now is competent hands to manage the enterprise, the right technical partners must be brought on board and we keep our obligations to them.

President Buhari, please release Col Dasuki in God’s name Mike Ozekhome The Muhammadu Buhari government has again simply refused to obey the 6th bail order granted by Justice Ijeoma Ojukwu of the Federal High Court, Abuja, which ordered the federal government to release Col. Sambo Dasuki who has been detained since December, 2015. For the records, this is the 6th court order, including ECOWAS’ release order, which this government has blatantly refused to obey. This is simply a government given to unparalleled impunity and executive lawlessness. And it does it so unabashedly and audaciously, believing that it possesses all the apparatchik of coercion and life and death over Nigerians. Obedience to court orders is the cornerstone of any constitutional democracy. The alternative is chaos and anarchy. Before Justice Ojukwus latest bail order to enforce Col. Dasukis fundamental rights, four different judges of Federal High Courts and FCT High courts had, at one time or the other, granted Dasuki bail. But, the PMB government refused to release Dasuki. Instead, it sat as an appellate court over the courts, inspite of the Doctrine of separation of powers enshrined in sections 4 (Legislature), 5 (Executive) and 6 (Judiciary), of the 1999 Constitution of Nigeria, as altered and ably espoused in 1748 by Baron de Montesque. Justice Adeniyi Ademola and Justice Ahmed Ramat Mohammed of the Federal High Court, Abuja, including Justices Peter Affen and Baba Yusuf of the FCT High Court, had earlier granted Dasuki bail, but the government disdainfully refused to release Dasuki, even after Dasuki had fulfilled the bail conditions attached thereon. Frustrated, Dasuki had approached the subregional ECOWAS Court which also ordered his release. The government said no. We are having the dangerous situation where this government picks and chooses which orders to obey or disobey, an anarchical situation. The same government has so far refused to obey several orders for the release of the Shittes leader, El-Zakzaki. This is

clearly against constitutionalism and the Rule of Law. The Rule of law doctrine theorises, amongst others, that: all people and institutions are subject to and accountable to law, the principle of government of law. The rule of law means that no person or government is above the law; that there is restriction of arbitrary exercise of power by subordinating it to well-defined and established laws. It means that no person however highly placed, is above the law, whether law makers, law enforcement officials, judges or persons in government. Cicero once famously declared that we are all servants of the laws in order to be free. In Leviticus, we are admonished (19:15), you shall do no iniquity in judgement. You shall not favour the wretched and you shall not defer to the rich. In righteousness you are to Judge. As espoused by A.V. Dicey, its greatest proponent, the rule of law means absolute predominance or supremacy of

ordinary law of the land over all citizens, no matter how powerful. Let the PMB government hear it loud and clear that the rule of law means that legal duties and liability to punishment of all citizens is determined by the ordinary regular law, and not by any arbitrary fiat, government decree, or wide discretionary powers; and that disputes between citizens and governments are determined by ordinary courts of the land, not by the executive arm of government deciding what is right or wrong. The Supreme Court of Nigeria and other courts of superior jurisdiction, have emphasized, again and again, that orders of courts, even if unpalatable to the recipient, or even, if patently illegal or wrong, must be obeyed, except upturned on appeal, by a higher court. In GWARZO v. MOHAMMED & ANOR (2012) LPELR22375(CA), the Court of Appeal held thus: “It is, also, well entrenched

that an order, no matter how unorthodox and unconventional, irrespective of whether or not the trial Judge was right to make it, is a subsisting order of the Court, unless it is set aside. Likewise, a judgment of a Court of law, no matter how incorrectly arrived at, subsists until set aside by a competent Court. In the case of EFCC v. DADA (unreported), decided on 31st December, 2014, in CA/L/463/2011, it was held thus: “...it is settled that Orders of Court must be obeyed, even if they are perverse.” Also in the case of FAME PUBLICATIONS LTD V. ENCOMIUM VENTURES LTD & ORS (2000) LPELR-6833(CA), the Court held thus: “Orders of a competent Court must be obeyed as long as they subsist. They remain binding on parties thereto until set aside by a Court of competent jurisdiction or declared null and void as the case may

beIt follows that once a party knows of an order of the Court, whether it be valid or not and whether regular or irregular or even perverse, he is obliged to obey it.” Mr President sir, in the name of almighty Allah, the Supreme God we all serve, let Dasuki go home on bail. Give him a breather. He has a family, friends and dependants to care for. He has not yet been convicted by any court of law. He is still presumed innocent under section 36 of the Nigerian Constitution. Give him a lifeline. Help us build strong institutions, not strong men. I appeal to you sir, on my bended kneels. Let the milk of human kindness flow in you. Seek ye not vengeance. Antonio Conte to sue Chelsea over delayed sacking Antonio Conte is set to take legal action against Chelsea over damage to his career and loss of future earnings following his sacking by the Premier League club, according to reports on Friday. Conte is believed to be furious Chelsea made him return to pre-season training before finally dismissing him last week to make way for the arrival of new boss Maurizio Sarri. The Italian, who spent just two years with the Blues, was widely reported to be facing the sack for much of last season after the breakdown in his relationship with Chelsea owner Roman Abramovich and the club’s hierarchy. But Conte was made to wait 55 days after Chelsea’s FA Cup final win over Manchester United before he was axed. After winning the Premier League in his first season at Stamford Bridge, Conte presided over a dismal collapse last term, with Chelsea finishing fifth and missing out on a place in the Champions League. Conte is believed to have received a £9 million pay-off for the year he had remaining on his Chelsea contract, yet
