was no such plan, but was just an advice by the International Monetary Fund (IMF) at the just concluded Spring Meetings in Washington DC, United States of America. According to Mrs. Ahmed, the difference on the issue of subsidy as compared to previous regimes where the subsidy was paid to marketers, this time around “NNPC is the sole importer of petroleum products, and so when they import is the cost of business and they deduct that cost before they remit the little money to the federation account. So that is completely different.” She added that “it is more cost effective, it is cheaper and what is being done now is easier to monitor what transpired.” She said, “In the borrowing,
we are still at 19 per cent to GDP our borrowing is still low. What is allowed by our Fiscal Responsibility Act is the maximum of 25 per cent of our GDP compared to other countries like; Ghana, Egypt, South Africa, Angola and Brazil and we are the lowest in terms of borrowing”. However, the Minister acknowledged and pointed at the challenge of revenue generation by the country. She said: “what we have is revenue problem and when revenues perform the aggregate rate of 55 per cent it hinders the ability to operate in our budget”. “So it hinders our ability to service all categories of expenditures including salaries, allowances, capitals as well as debts.” Meanwhile, she made it known that the Ministry is not
resting on its oars in regards to boosting the nation’s revenue. “So what we are doing at the Ministry of Finance is concentrating and enhancing our revenue and collection capacities”, she stated. The Minister also maintained and assured Nigerians that there is no intention of subsidy removal as reported in some sections of the media, as the government has not come up with any plan in that direction. “We are not there yet and we discuss this periodically under the Economic Management Team, but we have not found a formula that works for Nigeria and you know Nigeria is unique because what works in Ghana may not work here. So it is still work in progress and so there is no intention to remove fuel subsidy at this time”, she assured.

Dogara challenges Tinubu to prove budget padding allegation Says 8th NASS performed its legislative responsibilities creditably well
Henry Omunu, Abuja Speaker of the House of Representatives, Yakubu Dogara, has challenged the National Leader of the All Progressives Congress (APC), Asiwaju Ahmed Tinubu, to provide the facts on his accusation of budget padding he allegedly made against the two presiding officers of the National Assembly. In a statement on Tuesday by his media aide, Turaki Hassan, the speaker said Tinubu’s accusation was as a result of his political ambitions for 2023 and his inordinate desire to carve out a political empire that he wants foisted on the country. Dogara reiterated that the 8th National Assembly has performed its legislative responsibilities creditably well while according to him, the executive has fallen short of providing good governance for the nation. The statement reads: “We have noted the statement issued on April 21, 2019 by Asiwaju Tinubu, wherein he stated his reasons for sponsoring or supporting some aspirants to various leadership positions in the forthcoming 9th Assembly. “Ordinarily, this would not have elicited any response from the Speaker of the House of Representatives, Yakubu Dogara, as Asiwaju is entitled to sponsor those he believes will have no choice, but answer to his dog whistles anytime he blows same in his capacity as the selfacclaimed national leader of his party. “If Asiwaju had confined his intervention to stubborn facts, this response would not have been necessary. He however, used the opportunity to manufacture falsehoods and paint a non-existing picture of the stewardship of Mr. Speaker
and the work of the 8th House of Representatives under his watch. It is therefore, incumbent on us to set the records straight for posterity. “Asiwaju Tinubu accused the leadership of the National Assembly of stymieing the APC legislative initiatives while attempting to hoist noxious reactionary and self-interested legislation on the nation. “We do not expect Tinubu to dwell on brazen mendacity, much less murder facts and decorum in his rabid bid to justify his patently clear fascist agenda of controlling all levers of power in Nigeria. “Asiwaju Tinubu’s nocturnal agenda has no parallel in the history of any democracy and it is more loathsome when he throws caution to the winds and maligns government officials who are doing a yeoman’s job of stabilizing the government of President Muhammadu Buhari, even in spite of political differences. “It is on record that the speaker has done more to stabilize this government more than Asiwaju Tinubu and his ilk whose stock in trade is scheming, manipulation and subversion especially when they feel they cannot be caught. “When the history of Buhari’s administration is written by those who know the truth of what really transpired in the last four years, Asiwaju’s pretentious loyalty to President Buhari will then be exposed. We won’t say more, but no matter how long it may last, the truth will one day overtake lies. “Perhaps, Asiwaju is still bitter about the leadership contest for the speakership of the 8th Assembly, even though the actors have moved on culminating in Speaker Dogara magnanimously facilitating the appointment of his opponent in the race and Tinubu’s protege as House majority leader.”
Furthermore, Dogara challenged Asiwaju Tinubu to list the bills he claimed were not passed by the National Assembly, insisting that “the oil and gas or petroleum sector is the most important and critical sector of our economy which accounts for over 70 per cent of our earnings, the executive didn’t forward a single bill to the National Assembly to reform and reposition the sector in the last four years even when repeatedly urged to do so. “The lawmakers waited in vain and had to take the bold initiative of crafting a bill Petroleum Industry Governance Bill (PGIB) among others, passed it in record time and transmitted same to Mr. President for assent. This bill was vetoed without an alternative legal framework proposed by the executive. Did Asiwaju miss this also? “Tinubu should mention the so-called bills the executive sent to the National Assembly and were delayed to show he is a man of honour or forever keep his peace. Can he name the bills that are reactionary and not in the national interest? “Is this how wayward lust for power blinds the reasoning of people we should ordinarily respect? Is it not most unfair, unpatriotic and wicked for Tinubu to have resorted to factoids in promoting his known fascist agenda which he mistakenly thinks he is keeping secret? “Finally, we advise Asiwaju Tinubu to be circumspect in his use of language. In this case, he spoke as a spokesperson of depravity. Our reaction must therefore be seen as a provoked counter-punch. Anyone can descend into the gutter if he so wishes but no one has a monopoly of gutter language. We won’t run an adult day care centre anymore on matters like this.”

Mathew Dadiya, Abuja President Muhammadu Buhari has called on the government and people of the State of Qatar to invest in Nigeria especially in sectors like petroleum, power, aviation, agriculture, railways, and many others. President Buhari made the appeal on Tuesday when he received on State Visit, the Emir of Qatar, His Highness Sheikh Tamim bin Hamad Al-thani, at the State House, Abuja. Also on the front burner of bilateral discussion was the recharge of Lake Chad with water from the Congo Basin, so as to grant succour to the more than 30 million people adversely affected by the shrinkage of the lake over the years. “We invite you to invest in our refineries, pipelines, power sector, aviation, agriculture, education, and many others, so that you can have your management here to oversee the investment. We need your expertise,” President Buhari said. On the receding Lake Chad, he said of the over 30 million people affected, more than half were in Nigeria, and it has contributed greatly to illegal migration, as innumerable youths dare the Sahara Desert and the Mediterranean Sea, in order to find safer shores in Europe. A large number die in the process. “We need help with the recharge of Lake Chad, as it is not a project that the concerned countries can handle alone,” President Buhari said, adding: “Recharging the lake will bring back fishing, farming, animal husbandry, and the youths won’t be attracted by insurgency or illegal migration. We want Qatar to be involved because of the humanitarian nature of the endeavour.” On his part, the Qatari leader, Sheikh Hamad Al-thani said that he was honoured and happy to be in Nigeria for the first time, stressing it was a reciprocal visit to the one paid to Qatar in 2016 by President Buhari. Hamad Al-Thani said: “The
relationship between our countries is very good. We just have to build on it.” The Emir assured that Qatar and Nigeria share a lot of similarities in different areas. “We need to enhance bilateral trade and economic cooperation. We are willing to do a lot more with Nigeria, and will continue to work on investment opportunities of mutual benefit,” he added. The Emir of Qatar, arrived Nigeria on Tuesday and heads straight to the Aso Rock Villa where he holds a closed doors meeting with President Muhammadu Buhari at the Presidential Villa, Abuja which lasted from 12:30PM to 2:25PM. The emir, who dressed in green colour suit, arrived the Presidential Villa at 12:11 pm and was received by President Buhari thereafter, inspected the presidential guard of Honourable before going into the meeting. Son sells 60-yr-old mum to ritualists for N7m Adewale Momoh, Akure
A middle -age -man has been accused of allegedly selling his mother to suspected ritualists for the sum of N7 million in Ondo State. It was gathered that the incident happened in Ondo town, the headquarters of Ondo West Local Government Area of the state when some armed men invaded the residence of the 60-year-old woman identified as Rukayat Abodunde on Ayetoro Street. According to sources, the gunmen had shot sporadically into the air to scare off residents before whisking away
the woman who was said to have a hunchback. Confirming the abduction, the Police Public Relations Officer (PPRO) of the Ondo State Command, Femi Joseph, stated that the police is working round the clock to apprehend all those involved. The PPRO however maintained that the family of the woman has not been helpful with the ongoing investigation. “The incident was reported at the police station by one Omotola Oseyemi, while the police swung into action to ensure the release of the abducted woman. We interrogated the people in the area but it was unfortunate
that members of the family are not showing enough interest in the disappearance of the woman. “Some family members visited the station to notify the police they are no longer interested in case but will like to handle it in traditional way,” he stated. Meanwhile, the police are also on the manhunt of the woman’s son as it was gathered that he conspired with the ritualists and sold her mother to them for ritual purposes. According to a family source, “the hunchback woman who sells fish beside her house was abducted by two gunmen who pretended to have
come to buy fish from the hunchback woman around 10pm. “They started shooting into the air to scare away people and dragged the landlady, Abodunde, into a 6aiting vehicle.” The source explained that the incident was reported at the police station in Ondo, while men from the command visited the house to investigate the incident. However, there was a twist in the kidnap of the 60 -year -old woman, when the gunmen were said to have reappeared few days after the abduction of the woman, demanding for the refund of N7m from his son who is now in the run.
Lawyer files suit to stop President appointing Muhammad as CJN Andrew Orolua, Abuja A human rights lawyer, Chief Malcom Omirhobo, has filed a fresh suit at the Abuja Division of the Federal High Court seeking to bar President Muhammadu Buhari from appointing Justice Ibrahim Tanko Muhammad as the substantive Chief Justice of Nigeria CJN. National Judicial Council (NJC) at the weekend extended the appointment of Justice Ibrahim Muhammad as the Acting Chief Justice of Nigeria by three months following the directive of the presidency. But, in the suit marked FHC/ABJ/CS/420/2019, the plaintiff is praying the court to declare that Justice Muhammad who is currently the most senior jurist at the Supreme Court, is unfit to replace the sacked CJN, Justice Walter Onnoghen. Omirhobo is also praying the court to declare that the Acting CJN, Justice Muhammad, having made himself available as a tool that was used in the violation of the Constitution, especially with regards to the “illegal” removal of the former CJN, is therefore not a proper
and fit person to be recommended for appointment to head the judiciary. It is the contention of the plaintiff that the Acting CJN conducted himself in a manner that reduced the confidence of the public in the integrity and impartiality of the Judiciary. The 1st to 7th defendants in the suit were the National Judicial Council (NJC), the Federal Judicial Service Commission (FJSC), the Acting CJN Justice Ibrahim Muhammad, the Federal Government of Nigeria, President Buhari, the Attorney General of the Federation, and the National Assembly. The plaintiff, among other things, urged the court to declare that the suspension and/ or removal of a CJN from office, is a shared responsibility of the 1st Defendant (NJC), the 5th defendant (Buhari) and 7th Defendant (National Assembly). He argued that President Buhari lacked the Constitutional powers to unilaterally suspend and/or the removal a sitting CJN from office, as was done in the case of Justice Onnoghen. He further prayed the

court to declare that by combined interpretation sections 1(1 )(2), 231(4), 292(1)(a)(i)(b), 153(1)(i), 158(1) and paragraph 21 (a)(b) of Part 1 of the Third Schedule of the 1999 Constitution, as amended, “it is unlawful and undemocratic for the 4th and 5th Defendants (Federal Government and President Buhari), to declare the office of the CJN vacant on January 25, 2019 and consequently appoint and swear in the 3rd defendant as the acting CJN”. He, therefore, applied for a court order to restrain the National Assembly from confirming any appointment of Justice Muhammad as the substantive CJN. Likewise, for, “An order, compelling the 2nd Defendant (FJSC), to select and the 1st
defendant (NJC), to recommend the most qualified Justice of the Supreme Court of Nigeria that is fit and proper, to the 5th defendant, for appointment to office of the CJN, and for the confirmation of the 7th defendant with a twothirds majority vote”. Aside praying the court to bar President Buhari from appointing Justice Muhammad as the substantive CJN, the Plaintiff, in a 65-paragraph affidavit he filed in support of the suit, stressed that unless restrained by the court, the Executive Arm of Government would continue to violate the extant provisions of the Constitution and sanctity of the judiciary. Meanwhile, the suit has been assigned to Justice Iyang Ekwo for hearing.

Lake Chad: Buhari, UN SEC-Gen to co-chair $50bn fund raising session Mathew Dadiya, Abuja President Muhammadu Buhari has welcomed the acceptance of the United Nations SecretaryGeneral, Antonio Guterres to co-chair a Special Session to raise $50 billion to fund the inter-basin water transfer from Central Africa to revive the Lake Chad. Buhari expressed the joy when he received the response of the Secretary-General to his earlier letter through the President of the African Development Bank (ADB), Dr. Akinwumi Adesina on Tuesday at the State House, Abuja. He noted that such a Special Forum was necessary in view of the size of capital required for the project which was unavailable to the Lake Chad Basin countries. Addressing issues directly related to the ADB, the President expressed delight with successes recorded in the four years of Dr Adesina’s tenure at the Bank. President Buhari specifically cited the Bank’s contribution to the growth of Nigeria’s agriculture and infrastructure, and commended what he called “its critical gesture in 2016 during the difficult period of economic recession through the issuance of USD600 million budget support facility.” The President used the occasion to highlight the successes achieved by the administration through the implementation of the Economic Recovery and Growth Plan, ERGP. He stressed that his focus will continue to be on diversifying the economy and making it more inclusive as well as the creation of jobs in critical
sectors like the Information Communication Technology, ICT and manufacturing so that “young people will earn a decent living.” While noting that a lot is being achieved in providing guaranteed off-takers for farmers, and in the provision of infrastructure that include airports, rail, roads and water ways, President Buhari admitted that “we still have significant work ahead in the provision of power, small scale cottage industries and promotion of the agroindustrial zones coming up in the country.” He then asked for ADB’s continued support in this regard. In his presentation, Dr Adesina thanked President Buhari for his support, without which, he said, he would not have been ADB president. He listed his record of achievements in the last four years among which lending to critical sectors of the Nigerian economy grew to an unprecedented 4.3 billion US Dollars. Dr Adesina told President Buhari that the fortunes of the Bank had significantly improved, earning global ratings in accountability and transparency, improved incomes and for making impact on the lives of millions of its target population. The ADB president sought for the support of the Nigerian leader for a “general capital increase” to fast track the development of the Bank, to which President Buhari gave all assurances and directed the Ministry of Finance to engage and expedite action on the issues brought to the government by the ADB.

Short News Arrest perpetrators of Tiv/Jukun clashes, Reps charge security agencies Air force neutralises 10 Henry Omunu, Abuja
The House of Representatives on Tuesday tasked security agencies, particularly the army to arrest those behind the communal conflict in Wukari Local Government Area of Taraba state, just as it called for increased surveillance by the security agencies and restore peace to the affected communities. This resolution followed the adoption of a motion sponsored by Rep. Usman Shiddi (PDP/Taraba) and Rep. Memga Udende (APGA/Taraba) during plenary, with Rep. Shiddi complaining that in recent times, the area has become unstable due to communal clashes between the Tivs and Jukuns. According to him, the clashes started from a disagreement between two persons from the two ethnic groups, adding that arising from the dispute, many settlements in Kente, Tsokundi, Bantaje, Jibu, Hospital, Avyi, Rafm Kada, Puje, and Chonku Wards have been affected by
the resultant clashes. Rep. Shiddi stated that critical infrastructure including, schools, health facilities and places of worship, as well as houses have been destroyed, while many people have also been killed in the feud between the two tribal groups. The lawmaker said that about 10, 000 people have fled their homes, thus rendering them as Internally Displaced Persons (IDPs), disclosing that security agencies were overwhelmed as they could not contain the killings and destruction of property. In his contribution, Rep. Muhammed Abdul (APC/Bauchi), expressed fears that the feud does not spread to neighbouring communities, while calling for urgent measures to be taken to forestall the escalation of the crisis. He said that the number of security personnel deployed to the affected communities should be increased as almost everybody is gripped with fear. “There are many ways we can tackle this problem, as I have sponsored a bill before for retired security personnel to be involved. The bill
passed second reading, but has not reached third reading. Let the 8th Assembly do something about it before commencement of the 9th Assembly. “The issue is beyond Tivs and Jukuns, let the issue be addressed as people are running away from investing in the country.’’ He also called on the federal government to investigate the crisis. Also contributing to the motion, Rep. Simon Arabo (PDP/Kaduna), said that instead of calling it a communal clash, it should be called communal terrorism and that the perpetrators of the crime should be brought to book. The motion was unanimously adopted by members when it was put to a voice vote by the Speaker Yakubu Dogara. The House therefore, urged the National Emergency Management Agency (NEMA) and the Presidential Committee on the North East to as a matter of urgency, provide relief materials, including food, healthcare services and roofing materials to the victims.

Delta wades into conflict between indigenous oil firm, host communities Nosa Akenzua, Asaba To avert the imminent shutdown of over 90, 000 barrel per day oil production in Oil Mining Lease 30, the Delta state government has waded into the faceoff between Heritage Oil Company and over 112 oil bearing communities. The communities have issued a 7-day ultimatum to Heritage Oil Company and its subsidiaries to vacate its territory or face the wrath of the people. Speaking through the President General of Ewvreni Community, Chief Victor Ohare, who also doubles as the chairman of president generals’ forum of OML 30 during a meeting with the state attorney-general and commissioner for justice to air their grievances with the oil exploration company, accused oil firm of breaching all the terms contained in the agreement signed between the communities and the oil company. Chief Victor accused Heritage Oil Company and its subsidiaries of using security agencies to intimidate, harass
and suppress the agitations of oil bearing communities, listing some of the atrocities committed by the company to include, the non- employment of indigenes, the regular disengagements of those already working with the company and the non-payment of scholarship to indigenes from 2014 till date. He further Heritage of a systemic ploy to phase out its scholarship scheme and vowed to resist the oppressive tendencies of the company, awarding contracts, including pipeline surveillance and other maintenance services to foreigners and their cronies, thereby totally neglecting the principle of local content. According to him, all attempts to invite the company to a round table discussion to resolve the misunderstanding between them has been rebuffed by the company, hence the ultimatum. Delta state Attorney-General and Commissioner for Justice, Peter Mrakpor, while addressing
the delegation of the aggrieved communities, thanked them for not resorting to violence in driving home their demands. He explained the process it took the state government to supervise the negotiation process which he said was transparent and painstaking, saying that the memorandum of understanding was the collective will of all the parties involved. Mrakpor, who expressed sadness over the development, however, assured them that government will urgently wade into the matter and that it would be resolved as soon as possible to forestall breach of the peace in the state and the disruption of oil production. The commissioner appealed to the communities to maintain the peace and allow the state government engage the company and bring all parties to a round table. The 112 host communities where Heritage Oil operates Oil Mining Lease 30, are from the Urhobo, Ijaw, Itsekiri and Isoko ethnic group.

The Air Task Force for Operation Diran Mikiya has neutralized no fewer than 10 armed bandits at Sububu Forest area in Zamfara state. This was achieved on April 22, 2019, while the task force was responding to a request for close air support by ground troops of Sector 7 area of responsibility of Operation Sharan Daji, who came in contact with armed bandits in Shinkafi Local Government Area. Accordingly, the air task force dispatched 2 Alpha jets and an attack helicopter to provide the needed support and also conduct armed reconnaissance over identified locations in Shinkafi Local Government Area as well as in Sububu and Dumburum forests and environs. At Sububu Forest, one of the Alpha jets spotted a group of armed bandits, who fired at the aircraft with their rifles, whilst running for cover. The Alpha jet engaged the bandits, neutralizing no fewer than 10 of them while others escaped with injuries. The air force is working in consonance with surface forces and other security agencies to sustain operations and to flush the bandits out of the North West of the country.

An aspirant for the position of speaker of the House of Representatives, Rep. Nkeiruka Onyejeocha (APC/Abia) on Tuesday said that she is competent and qualified to lead the House because of her years of experience and knowledge of the workings of the National Assembly. Rep. Onyejeocha, who stated this at a press briefing in Abuja, also said that there was need for equity in the sharing of political offices in the country, declaring that “in my over 11 years of being a member of the House of Representatives. I have served my constituents and Nigeria diligently and with distinction. “I have sponsored several motions and bills, conducted oversight over multiple activities and initiatives of government, ministries, departments and agencies and helped to deliver meaningful constituency projects to the people of Isuikwuato/ Umunneochi Federal Constituency of Abia state. Enumerating her contributions in the House, the aspirant stated further that “I have chaired very important committees of the House, including the Committees of Aviation and Women in Parliament. “As the chairperson of the Aviation Committee of the House for two sessions now, I oversighted the successful building of the new international airport terminals in Abuja and Port Harcourt as well as the remodeling and renovation of several other airports and runways across the country. “I believe that I am very well equipped with knowledge, experience and the integrity needed to manage bigger responsibilities. It is in the light of this, that I offer myself for consideration by my colleagues for a higher responsibility as a presiding officer and speaker of the House of Representatives of the 9th National Assembly,” she added. AD, LP candidates sue Sanwo-Olu, Hamzat Peter Fowoyo, Lagos Six weeks after the conduct of the Lagos state governorship election, the candidates of the Alliance for Democracy (AD), Mr. Owolabi Salis and Prof. Ifagbemi Awamaridi of the Labour Party have dragged the winner of the election, Babajide Sanwo-Olu and his deputyelect, Obafemi Hamzat, to the state governorship election petitions tribunal. But, the governor -elect on Tuesday said he was confident of victory at the tribunal. He said this when he came to the tribunal sitting at the Ikeja High Court complex to sign a response to two petitions challenging his victory at the March 9 governorship poll. Sanwo-Olu, who arrived at the premises at 11.14a.m. alongside the Deputy Governorelect, Mr. Obafemi Hamzat, told reporters that “what we came here to do is to put an official deposition to the challenge by two gubernatorial candidates. We are certainly confident because Lagosians have spoken, the people went out on March 9 to cast their votes. “It was devoid of any form of incident, there was not one incident reported officially. We trust that the tribunal will do its job well and Lagosians will be happy.” Sanwo-Olu said that it was the duty of the tribunal to determine if the petitions had any merit, adding that “it is a process that all of us must submit ourselves to. That is why we are here today and we are confident that the tribunal will do its job well.” He promised that his administration would undertake judicial reforms for speedy administration of justice. “Lagos has championed judicial reforms in the last 20 years and my administration will not be different. We will still take bold steps to reform to better the entire process because we understand the importance of the sector,” he said. The Head of Sanwo-Olu’s legal team, Mr. Abiodun Owonikoko (SAN), said that he was also confident of victory for the governor-elect at the tribunal. “We are working based on the facts on ground; we have been able to review the two petitions and we are not in any kind of doubt that we have sufficient and credible answers to all the allegations in the petitions. “Until today, Sanwo-Olu was not served any petition. The APC was served, but he personally came to the tribunal today to sign for his own process.

New minimum wage, new work ethics

The man who is now presiding over Kaduna State amidst inter-ethnic and inter-religious turmoils, was once the beloved minister of Federal Capital Territory. Although as the Abuja minister who gained notoriety as an Anti-poor bureaucrat, he was also praised in official circles for embarking on some policy implementation that at least on paper, made people to become conscious of not patronizing the many land speculators that flooded the Federal capital territory. Nasir El Ruffai who has so far proven to be a terrible choice of a governor in the complex state of kaduna, he was however the public office holder who made the shocking discovery that over 40% of the choice houses in Abuja belong to civil servants in the federal capital. Ironically, soon after he left office, the national Assembly indicted him of a range of misconducts connected with land redistribution just as he was alleged to have coverted several landed property in Abuja to his cronies and family members. The senate also banned him from holding public office for ten years. Nasir el-Ruffai fought this indictments in court. It would seem that he got a judicial reprieve. The kernel of making reference to the Nasir el-Ruffai persona is to bring out the larger issue of poor work ethics and corruption amongst the top echelons of the civil and public service cadres who work in the diverse governmental agencies in Abuja. These sets of workers used to earn a national minimum wage ofN18,000 per month which isn’t even enough to pay their transportation costs to their work places. But from this sane segment, you find a greater percentage of them in the directorate cadres owning virtually all the top notch housing assets in the Federal capital territory which are obviously proceeds of frauds. It was because of deep-seated corruption and the culture of bribery within the hierarchical structure of the civil service that has totally undermined the economic advancement of Nigeria. Nigeria is obviously a crippled clay giant. The diminished work ethics seen in the civil and public service of Nigeria is to be blamed fundamentally for why Nigeria does not work. However, the civil service ought to be the heartbeat of any nation and it is so in many foreign jurisdictions. In Britain, civil servants are some of the most respected citizens. During my recent visit to the United Kingdom, I picked up a book tittled “Dictatorland:The men who stole Africa”, written by Paul Kenyon, a distinguished British Broadcasting corporation’s correspondent and BAFTA award winning journalist who had travelled all over Africa. The chapter five of this beautiful book is devoted to the issues of underdevelopment
of Nigeria even as he began the chapter five which he subtitled Nigeria with a rich demography of Nigeria, by recollecting the words of Ken Saro Wiwa who stated thus:” I am unfortunate to be a Nigerian. I would rather not be, but I am doing my level best to be one and a good one at that”. Recall that Mr. Saro Wiwa was killed by Sani Abacha, the military dictator at one time who had him and a few of his other environmental campaigners killed for opposing the devastation of their oil rich region of the Niger Delta by shell and a plethora of other multinational oil drillers. Due largely to corruption in the civil abd public service the remediation processes that would have addressed the environmental abuses suffered by the Niger Delta region couldn’t be addressed and redressed till date. In this chapter five also, the author narrated how the bureaucracy of Abuja works and swims in corruption. Those experiences he narrated are very much alive as i write and have even escalated making life in Nigeria to become miserable, brutish, short and uninteresting. He wrote thus: “In the 1990s, OPL245 was much coveted throughout the oil world, with shell and the Italian supermajor Eni emerging as the two frontrunners. The person who would decide the allocation was the Nigerian oil minister.” He also stated that: “In a country where people joke that their leaders are ‘professional fraudsters playing at being politicians’, the oil job was open to abuse like no other. The ministry of Environment, or transport, was happy to skim off the conventional ten cent, but the oil ministry had the potential to catapult its boss into the realms of the fabulously rich. Fees to middlemen alone could amount to tens of millions of dollars, and to the minister himself, hundreds of millions.” To be very specific, the author stated further that: “Dan Etete was a boisterous cannonball of a man, who ricocheted around social gatherings, glasses of champagne in one hand, silver-tipped cane in the other, recounting tall stories about his shipping business or his connection in government, promising something to everyone and everything to someone. His tailor? Yes, he’d put you in touch. The wine? Always French, he had some properties there. The silk cravat? He knew a little shop in Abuja.” He wrote that Etete was a social whirling, an honorary chief always looking for a deal, and precisely the kind of man who, in Nigeria, is destined to enter the political arena. Revealing that Etete took a seat in the senate, representing an area right in the heart of the oil producing delta, and soon began to attract the attention of the military chiefs who ran Nigeria, not just
for his giant white checked suits, but for his eagerness to take part in illicit schemes, and to keep his nose out of other people’s. “When the big job finally came his way in 1991, it was the gift of military dictator General Sani. Dan Etete was to become oil minister. ongress came on board after winning the incumbent Goodluck Jonathan who handed over without any fight. Corruption and bribery in Nigeria is turn by turn. As yours faithfully was picking up this book from the bookshelf somewhere in central London last week, the news from Nigeria emerged that the Federal government has Okayed the new minimum wage for all workers. Relatively speaking, this is good news, but at the same time, it would seem that not much will change if the decadent work ethics of the public and civil servant do not change. The governors who opposed the new minimum wage are mostly indicted of extensive theft of public fund. For them it is about having the biggest bite of the national cake and not about public good. The Unions demanding wage increase aren’t worried about productivity but to preserve the privileges of their tiny working class that aren’t more than five percent of the population but not about how to robustly improve the work ethics so the governmental policies and projects impacts the living conditions of the citizens most of whom are poor and unemployed or underemployed. For instance, the International Trade Union Confederation (ITUC) had condemned the opposition of the International Monetary Fund (IMF) to the existence of improved minimum wage across the world. ITUC alleged that International Monetary Fund (IMF) has continue to promote the unfounded claim that higher minimum wages prompt job cuts and hurt workers, putting at risk economic growth. An article published in the IMF’s F&D magazine and shared on the IMF’s Facebook page claims, “an overly generous wage may prompt employers to cut jobs”. But the General Secretary of ITUC, Sharan Burrow thinks otherwise. She submitted: “It is disheartening to see that the IMF continues to ignore a large body of evidence on the benefits of minimum wages, for working people and the economy as a whole. If the IMF is serious about addressing inequality, it should abandon policy advice and loan conditions that have failed to generate economic growth. The economic evidence they claim is simply not there. Also absent is an acknowledgement that IMF interventions including attacks on minimum wages
have deepened economic and social crises not alleviated them.” ITUC insisted that the article “Does a Minimum Wage Help Workers?” billed by the IMF as a ‘Back to Basics explainer’, is based on selective evidence that highlights the bias of the authors. ITUC maintained that the article recognizes that most empirical studies find a positive or at most a very small negative relationship between minimum wages and employment levels. “Despite that admission, the IMF economists base their recommendations on the assumption that higher minimum wages reduce employment levels. This ignores the larger body of evidence, which shows the positive effects of minimum wages on productivity, employment, reduced informality and overall economic growth. The Central Bank of Nigeria (CBN) on its own seems to have sounded positive when it said the proposed increase in minimum wage for Nigerian workers would stimulate output growth in the economy. Godwin Emefiele, CBN governor, made this known in a communiqué published at the end of the 264th meeting of the Monetary Policy Committee (MPC) of the Central Bank of Nigeria in Abuja. The communiqué read: “The MPC welcomed the moderation in inflation in October, reflecting declining food prices. The Committee believes that given the negative output gap, the proposed increase in the national minimum wage would stimulate output growth due to prolonged weak aggregate demand arising from salary arrears and contractor debt. “Consequently, its impact on the aggregate price level would be largely muted, given that the monetary aggregates have largely underperformed in fiscal 2018. In addition, the prevailing stability in the foreign exchange market would continue to moderate pressures on the domestic price level. It would seem that there is not yet a national debate on two key issues related to the soon to be implemented National minimum wage namely the necessity for a new work ethics and the urgency of the now to cut down significantly on the costs of governance. It doesn’t make sense that Nigeria spends over 70 % paying salaries and spend very little on infrastructure and human capital development. The nation will not make any progress if we continue to upgrade salaries but fails to upgrade the general standards of living of the nearly 98 % of non public sectorised workforce. The Revenue Mobilisation Allocation commission needs to be inaugurated to watch over these abuses of privileges by the political class who pay themselves huge unbudgeted wages.
Is CCT the nightmare of public officers or mercenary of the executive?

On September 21, 2011, the hearing room of the Code of Conduct Tribunal was overflowing with lawyers, journalists and spectators. A “big masquerade” was expected to be huddled in the dock. It was Bola Ahmed Tinubu. Tinubu was a leading figure of the opposition at the time. And it was really no news that he was a discomfort for the Jonathan government. On that morning, Jagaban sauntered into the tribunal in his accustomed gait and fixed himself on a bench. Proceedings commenced with drama over whether he belonged in that humiliating cavity of the accused or in the bench of spectators. While the argument raged on, Tinubu stood up and walked into the dock. He sat in the chair, stretching out his legs and caressing his jaw as he
moved his head intermittently. That was it; the perfect picture of humiliation and “surrender”. And the next day, news headlines read, “Tinubu in the dock”. However, the allegations of operating 10 foreign accounts while in office between 1999 and 2007 filed against him by the government were quashed three months later, November 30. I believe, this case brought the CCT into the reckoning of most Nigerians and was an experiment in the deployment of that state institution for witch-hunt by the executive. Since the Tinubu trial, the CCT has ratcheted up pace in the trial of politically-exposedpersons. On May 17, 2016, in the course of the trial of Senate President Bukola Saraki, the chairman of the tribunal, Danladi Umar
revealed that he was under immense pressure to compromise in Tinubu’s case, but he said: “We did the right thing.” Also, the tribunal dismissed the charges of false asset declaration brought against Saraki by the government after two years of a climactic legal battle. The acquittal of the senate president was unexpected because the trial itself was perceived to be political hounding. The outcome of this case was, perhaps, the biggest surprises of 2017 owing to the nasty fights between the executive, which was the accuser and the Saraki-led senate. Really, studying the trials of Tinubu and Saraki, it is obvious that a political hand played the cards, but the CCT leadership did not surrender to the wheedling of this “mighty hand”. It will
be hypocritical to commend the tribunal for its decisions, taken under tenuous circumstances in these previous cases, but condemn it for its decision in the case of Justice Onnoghen. Although the federal government circumvented the law in bringing Onnoghen to trial, the case against the suspended chief justice is not without merit. One thing is certain; the CCT is a nightmare for public officers, especially those with questionable acquisitions. Another thing is certain, the tribunal is not without influence or pressure to compromise in cases, but its integrity has not been faulted so far. I think, the CCT is that heady executive “mercenary” which braves pressure to work according to its own conscience.

What’s wrong with these end-time Governors?

I believe we all have that one family member who thinks that he or she has the right to intrude into your schedule and order you around. When they call you, they won’t give up until you pick their calls. And these people, they can call you liked a hundred times. Send text messages. Whatsapp. Report you to the entire neighbourhood. They can be so ferocious, your phone will keep ringing non-stop, you would think the fire service is at your door. This is exactly that happened to me, for at least two hours, as I sat down to write this piece. I stubbornly refused to take the calls. Wetin? Some people can use the phone to harass and intimidate. Ki lo de? I could neither think nor write. I had other things in mind: the defiance of the Sudanese Professionals Association, for example. The people of Sudan want a new post-Omar al-Bashir order, a complete break from the past, by all means. They have refused to accept whatever has been offered by the military council that took over after Omar alBashir’s ouster. They want an immediate transition to civilian rule that is led by the people themselves not by soldiers. I am fully in support of the people of Sudan. Omar al Bashir is a shameless dictator. He deserves the place that he has now been given in the Kober Maximum Prison, the same place where he used to keep his critics and victims. He also deserves a day before the court of justice: to answer for his crimes against humanity and the hardship he imposed on his own people. African dictators, like Percy Shelley’s Ozymandias, believe that they are invincible but we have seen them falling one after the other and there are more that should fall: Paul Biya in Cameroon, Yoweri Museveni in Uganda, Teodoro Obiang Mbasogo in Equitorial Guinea and Idris Deby Itno in Chad. Between 1993 and 1999, our own professionals used to be like present-day Sudanese Professionals. We had the Concerned Professionals, who stood up and insisted on an immediate end to military rule in Nigeria. But that was then. Our professionals have all since taken to pepper soup and goat head, and to inanities garbed in the cloak of acquiescence and indifference. Many of them have developed pot-bellies. They have eaten their own part of the forbidden Nigerian fruit, their mouths smeared with oyel, I mean oil. And hence: Professor Pat Utomi who was one of the original minds behind the revolt of the Nigerian middle class in the mid to late 90s Nigeria is now writing a trilogy on the complicity of the Middle Class and how that Middle Class has failed Nigeria. There are lessons for the Nigerian Middle Class in what is happening in Sudan. My head was trying to sort out these issues, even as my phones kept ringing, buzzing and tingling. The calls would not stop. The urgency was intimidating. The persistence was offensive. I picked. It is barely four weeks to Governor Ibikunle Amosun’s end of tenure, but he seems to find it difficult to withdraw as Governor of the state. His minion having lost the Gubernatorial election, he has since embarked on a desperate mission to tie the hands of the Governor-elect, Prince Dapo Abiodun. He is creating booby traps for him. He is laying land mines. If what we know is so bad, how about other acts of mischief that are not yet in the public domain? Since the Gubernatorial election of March 9 in Ogun State, Senator Ibikunle Amosun has refused to conduct himself after the fashion of a gentleman. He and his chosen candidate have refused to congratulate Dapo Abiodun, the declared winner of the election. Instead, Amosun, using the power of incumbency has been busy appointing permanent secretaries, general managers, and board members. These new appointees are not going to work with him. They will work with a new Governor that will be sworn in next month. Is it morally right, intelligent or correct to act so mischievously? Amosun has also embarked on the demolition of houses and structures while announcing new projects by the state government. In Abeokuta his hometown where the people voted for him to go to the Senate because they believe he used the office of
Governor to help his own Egba people, Amosun has been busy demolishing houses and shops in Adatan towards Moore junction, Adigbe, Lafenwa market and now Kuto. The people’s interpretation is that Amosun is targeting political opponents and their areas of influence. But his main target is Dapo Abiodun, the Governor-elect. There are uncompleted projects across the state. Amosun is not focusing on those uncompleted projects in the twilight of his administration. He is busy destroying things and creating new problems. It may take Dapo Abiodun a whole four years to correct the damage that Amosun has created since the election of March 9. Whose interest is being served? Even President Muhammadu Buhari who may not need handover notes is asking for handover notes. In Ogun State, Amosun has refused to set up a transition committee. The Governor-elect has a Transition Committee and 10 working groups. But there is nobody to talk to on the other side because the Governor has refused to recognize the people’s will. Amosun can beat his chest in his wife’s presence in “the other room” and remind her that he is still the man in Ogun State – good for him- but each time he does that he should keep an eye on the clock and the timelines of history. It is sad that our democracy in Nigeria continues to create little tyrants. Amosun is definitely not alone and this is not in any way, a partisan comment. In Oyo state, there was once upon a time a man who called himself “the constituted authority”. He too demolished buildings and punished anyone whose face he didn’t like. His name is Abiola Ajimobi. He was also once a Senator, and he became Governor. As Governor of Oyo state, he was a male version of the legendary Efunsetan Aniwura, the bad woman of Ibadan politics. Not even the Olubadan could talk to Ajimobi. He trampled on the traditional institution and surprised even his own most ardent admirers. Why and how do good men end up as villains in Nigerian politics? I have no clue yet. It is sad that in Oyo state as in Ogun state, we have been hearing stories about the outgoing Governor behaving badly. Ajimobi also wanted to go to the retirement house in the National Assembly. The people have rejected him and also rejected the candidate he wanted as his successor. Ajimobi has not been smiling since then. He too has been behaving like a China in the bull shop. Ajimobi is just probably slightly better than the out-going Governor in Imo State, Rochas Okorocha who also wants to go to the National Assembly. INEC won’t give him a Return Certificate because INEC insists he forced the state Resident Electoral Commissioner to declare him winner under duress. Okorocha wanted his son-in-law as his successor, but the people of Imo state refused. They voted instead for Emeka Ihedioha of the Peoples Democratic Party (PDP). In Imo state, the people have rejected Okorocha’s “Iberiberism”, whatever that means. Ihedioha should humour Okorocha after May 29, by erecting his statue at the market place so the people of Imo State will for long remember the “Iberiberism” known as Rochas Okorocha. These are only three examples of the end-time Governors in Nigeria. Their two-term tenures have ended but they want to retain control and remain in charge. This is not the first time we would see this withdrawal syndrome on display. Power is like opium. It is addictive. Once you take it, you get hooked. End-time Governors probably deserve some kind of rehab treatment. They must learn to let go. There must be legislation banning all departing Governors from making last minute bank withdrawals, contract approvals, demolition of houses and shops, and new appointments. The rule that a serving Governor is in power till the last minute is made for decent people, not for the types we have seen in Nigeria. The ruling All Progressives Congress (APC) should be more concerned about these rogue, end-time Governors than the politics of the 9thNational Assembly.

S
ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.
Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

Osun governorship: PDP rejects inclusion Short News of Justice Oyewole in appeal panel Emir of Qatar meets Buhari in Aso Rock Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has rejected the inclusion of Justice J.O.K. Oyewole as a member of the panel to hear the appeal of the candidate of the All Progressives Congress (APC), Jelili Oyetola against the declaration of Senator Ademola Adeleke of the PDP as Osun state governorelect. PDP National Working Committee (NWC) after its meeting at the party’s national headquarters, said it vehemently and unequivocally rejects the inclusion of Justice Oyewole as a member of the Osun state Governorship Election Appeal Tribunal. The party’s National Publicity Secretary, Kola Ologbondiyan at a press briefing in Abuja on Tuesday, said the PDP’s position was predicated on the fact that Justice Oyewole has strong connections with the APC which is an interested party in the appeal. He said the party has already petitioned the President of the Court of Appeal, Justice Zainab Bulkachuwa, objecting to the inclusion of Justice Oyewole in the appeal panel, based on the clear likelihood of his being biased against the person of its candidate,

Adeleke and the PDP, under which he contested the 2018 Osun state governorship election. “Our grounds of objection against Justice Oyewole’s membership of the appeal panel are as follows; Justice Oyewole is an indigene of Osun state and he had served as a high court judge of Lagos state and had thus served under the administration of Sen. Ahmed Bola Tinubu, (the national leader of the APC) while he (Tinubu) was the governor of the state. “When the seat of the chief judge of Osun state became vacant, some years back, upon the retirement of Justice G.O. Ojo, Sen. Tinubu insisted on having his anointed candidate, Justice J.O.K Oyewole, on the judiciary of Osun state at all cost. “It will be recalled that it took the courageous intervention of the then Chief Justice of Nigeria, Justice Aloma Murktar to prevail that the most senior judge of the Osun state judiciary should be so appointed. “When a seat became vacant at the Court of Appeal, the name of Justice Oyewole was pushed forward by Tinubu, using the slot of Osun state and thus, Justice Oyewole became the justice of the Court of Appeal. “It is therefore a fact known to us and members of the public that Justice Oyewole
has a strong connection with the APC and its leader, Sen. Tinubu. As such, he should not sit as a panel member for a governorship election dispute between the PDP and the APC. “Moreover, Justice Oyewole is from Osun state. The instant appeal is over the decision of the Osun state Governorship Tribunal. Given his connections with the APC, it will be most unsafe to allow him to sit on the appeal panel. We are not assured that justice will be done with Justice Oyewole as a member of the panel,” declared the PDP. The PDP therefore, demanded that the president of the Court of Appeal immediately replace Justice Oyewole with another justice of the Court of Appeal, without any affiliation to Osun state, out of the over 90 eminent justices of the Court of Appeal. “Our party and candidate holds that justice must not only be done, but also manifestly seen to be done in this matter. Indeed, an insistence on Justice Oyewole’s inclusion in the appeal panel may confirm our fears that his name could have been deliberately included, so that he can carry out a special assignment against our candidate and party in the appeal,” said Ologbondiyan.

The Emir of Qatar, Sheikh Tamim bin Hamad Althani arrived Nigeria on Tuesday and headed straight to the Aso Rock Villa where he held a closed doors meeting with President Muhammadu Buhari. The emir who was dressed in a green colored suit, arrived the Presidential Villa at 12:11pm and was received by President Buhari before inspecting the presidential guard of honour before going into the closed door meeting. Although, the aim of the visit was not disclosed to State House correspondents, but it came three years after President Buhari visited Doha, the Qatari capital in February 2016. During that visit, Buhari attended a meeting of the Organization of Petroleum Exporting Countries (OPEC). Government officials who were on ground at the Presidential Villa include, Ministers of Foreign Affairs, Geoffrey Onyeama; information, Lai Mohammed; internal affairs, Abdulraman Danbazau and education, Adamu Adamu. Others are the Minister of state, Aviation, Hadi Sirika; Special Adviser to the President on Media and Publicity, Femi Adesina; Senior Special Assistant to the President on Media and Publicity, Garba Shehu amongst others. The Daily Times recalls that in March 2018, Buhari received the former Emir of Qatar, Sheikh Hamad bin Khalifa Althani, at the Presidential Villa, Abuja. Buhari had during his visit to Qatar, emphasized the need for member states of OPEC and non-OPEC members to cooperate and find a common ground to stabilizing crude oil prices. At a bilateral meeting with the emir, Buhari described the then market situation in the industry, which saw oil prices plummet by 70 per cent since mid-2014, as “totally unacceptable.” Also, the president invited Qatari investors to take advantage of the abundant opportunities in Nigeria and invest in the key areas of energy, agriculture, real estate development, banking and finance. Qatar had last year, announced its intention to pull out of the OPEC oil producers’ cartel. The Gulf state, which joined OPEC in 1961, said it would leave the cartel to focus on gas production.

IGP orders arrest of perpetrators of Ogoja attack on police Andrew Orolua, Abuja The acting Inspector General of Police, Mohammed Adamu has ordered the immediate arrest and prosecution of all persons involved in the unprovoked and gruesome attack on police officers on April 17 in Cross River state. Police officers on a legitimate duty to arrest some suspected armed robbers and receivers of a stolen vehicle in a community in Cross River state were macheted and beaten to a state of coma by the criminals. The police said in a statement that the attack which occurred on April 17 at Ogoja community was masterminded and executed by one Ikenga, a notorious receiver of stolen property and his gang members. Four police officers attached to Inspector General Intelligence Response Team were seriously and grievously wounded, with deep machete cuts on their heads and other parts of their bodies. The detectives, victims of the savage attack were investigating a case of a stolen
Toyota Sienna bus earlier reported by the Master Chapel Church, a Lagos based Pentecostal church. The detectives had after a painstaking investigation, arrested four male suspects, Peter, Ben, Ebuka and Johnson. The suspects who were positively implicated in the crime through police investigation, confessed to indeed stealing the said vehicle and revealed that they had sold the vehicle to another criminal in Benue state. Upon receiving this new information, the detectives moved to Benue state with one of the suspects and arrested the said suspect, who stated that he had sold the vehicle to another notorious receiver of stolen goods based in Ogoja for N250, 000. Following this discovery, the detectives proceeded straight to Cross River state, where the notorious receiver, Ikenga was apprehended and the stolen vehicle recovered. However, in a bizarre twist, shortly after his arrest, the suspect raised an alarm in his native language which attracted his gang
members. Subsequently, the policemen came under serious physical attack from weapon- wielding hoodlums. The officers were savagely butchered by the armed gangs, allowing Ikenga, the notorious crook to escape with the stolen vehicle. Adamu while condemning the attack in very strong terms, warned that the police under his watch will not tolerate criminal attacks and assault on its personnel or facilities. He enjoined traditional rulers and community leaders not to allow such attacks to take place in their domain as they may be called to account. Meanwhile, on the instruction of the inspector general, the police have embarked on a massive manhunt for fleeing IKenga and other members of his gang. Adamu also urged members of the public to avail the police with credible and useful information that will lead to the apprehension of all persons involved in the attack.

Ibru therefore, charged stakeholders to pursue establishing small enterprises so as to drive the economic development of not only the Urhobo nation, but the country at large. He commended Aliko Dangote for providing finance for young people to kick start their own businesses and reiterated that wealthy Nigerians should support the country’s youth with startup capital. Also, he commended the Delta state government for its entrepreneurship drive and youth empowerment programmes, adding “our youth if given the opportunity can move the nation forward; the future of our country is on enterprises. “The government has already prepared us for that by privatizing businesses, it’s now left for us to take advantage of it. We can no longer blame government, the government realized it has no business doing business, but there is a big problem, to create wealth, we need capital. “It’s a pity that we see more of our youth traveling abroad for greener pastures, let us change our mind set, let us teach the young people to look inward and that what we are looking for in America is here in Nigeria.”
Communities threaten to shut power sub-stations in A’Ibom
The 79 villages in Itu Local Government Area of Akwa Ibom state have lamented the perpetual lack of electricity supply to their communities as a result of alleged fraudulent activities of some staff of the Port Harcourt Electricity Distribution Company (PHEDC), threatening to shut down power sub-stations in the area if nothing was done to address their plight. In a statement signed by the Youth Council Chairman and Youth President of the 79 villages and the Nigeria Electricity Regulatory Commission through, the youth threatened to shut down the power sub-stations to draw attention to their plight. The statement copied to Gov. Udom Emmanuel, the Paramount Ruler of Itu, Akpan Inyang, all the clan heads, the council chairman, the state commissioner of police and heads of other security agencies in the state and the Consumer Protection Council, maintaining that lack of electricity in their communities has brought untold hardship to the people. According to the statement which was made available to our correspondent in Uyo yesterday, the community leaders during a meeting held on April 8, called for the removal of the staff of the PHEDC engaged in the fraudulent deals.

PDP accuses APC of compromising Short News Herdsmen attack: Residents seek election tribunal in Niger police post in Delta community It’s a figment of their imagination
Saka Bolaji, Minna The Niger state chapter of the Peoples Democratic Party (PDP) has alleged that some people within the ruling All Progressives Congress (APC) want to compromise the state governorship election tribunal sitting in Minna, the state capital. This allegation was contained in a statement made available to the newsmen in Minna on Monday, where the party declared that “we know for a fact that the Niger state APC has made approaches through several fronts, including enrolling past judicial officers to link up to the panel members. “While we in the PDP have tremendous confidence in the judiciary, we have no reason yet to suspect that the members have compromised in anyway or form. We have absolute confidence they will
not.” The statement was signed by the Director of Communications, Umar Nasko Governorship Campaign Organization, Alhaji Yahaya Mohammed Usman. He added that the suspicion of the PDP had been further reinforced by the persistent claims by some leaders of the APC “who have continued to mouth that nothing will come out of the tribunal; we have power and will do as we want.” Usman however, said the PDP “will continue to build a water tight case that will ensure that our stolen mandate is recovered and given back to the rightful owner. We are very much aware of all the electoral malpractices and electoral frauds perpetrated during the sham governorship election. At the commencement of sitting all the facts will be tendered before their lordships.” He therefore, called on the tribunal

However, the All Progressives Congress has dismissed the claim of the PDP with a wave of the hand, describing it as the “figment of the imagination of a drowning party.” According to the Special Assistant to Governor Abubakar Sani -Bello on Media and Communication, Mr. Jide Orintunsin, the PDP is known “for fake news and propaganda, we will not join them in the illegal act.” Orintunsin said however, that the APC and in particular Gov. Sani- Bello “has no reason to try to compromise the tribunal because we won the election clean and clear.” The governorship election tribunal after its first sitting during which it directed substituted service on Gov. Sani -Bello adjourned sitting to May 6. The three- man tribunal has Justice Halilu Yussuf as its chairman.
Following the recent kidnap of two persons by suspected Fulani herdsmen in Ubulu Unor in Aniocha North Local Government Area of Delta state, residents and indigenes of the community have appealed to the police authorities in Asaba to open the proposed police post in the area. Secretary to the community, Stephen Azubuike, who spoke on Monday to journalists, said the proposed police post was among the various posts proposed to be opened following the recent upgrading of the Ogwashi Uku Police Division to an area command and wondered why the post has not been opened up till now. He said that “we were thinking that by now the police post would have started functioning. We have already donated the needed building and it has been inspected, and we don’t know why the opening of the police post is being delayed. “Our community security has been in the hands of few vigilante men which is not enough for the security of lives and properties of our people. It’s time we upgrade our security because of the increasing kidnap activities in the state. It’s obvious that if we have policemen stationed in our community, when such a thing happens, they would have been able to mobilize and go to the scene and arrest the suspects.” While appealing to the police authorities to come to their aid by posting policemen to the police post, Azubuike emphasized that it will go a long way in bringing security down to the grass root, adding that “sighting new police posts in various communities will be good development, especially our community currently under siege by suspected Fulani herdsmen.”
FG says collecting revenues on federal highways illegal Ukpono Ukpong, Abuja The Ministry of Transportation has frowned at the collection of revenues on federal highways by state and local government agents describing it as illegal. The Head of Press Unit, Federal Ministry of Transportation, Abuja, Mr. Mohammad Idris, stated this yesterday in Aba, while reacting to road blocks mounted in Abia state by staff of the State’s Passenger Integrated Manifest Scheme (ASPIMS) for revenue collection. Disturbed about the non-free flow of traffic on the affected roads as well as the travellers from other states passing through the state, Idris called on security agencies to clear federal highways of such revenue collectors who use the highways as revenue collection ground. “The police and the Federal Road Safety Corps (FRSC) should not allow these agents to block the highways. This is because their operations on the highways are illegal and obstruct the movement of travellers across the country. “The former inspector general of police told them that the action was wrong, illegal and so he banned it, but unfortunately, some states still do that. But, it is wrong. They have been told not to operate on the highways. Nobody, has the right to block the highway except in emergency situations by security agencies,” Idris said.

Mob kills 2 robbery suspects in Yenagoa Akam James, Yenagoa Two armed robbery suspects have been killed by angry residents of Biogbolo community, in Yenagoa Local Government Area of Bayelsa state while two others escaped, leaving one other suspect severely injured. The incident which occurred on Monday caused heavy vehicular traffic along the popular Mbiama Yenagoa Road, until men of the state police command intervened and rescued the injured suspected criminal. The five- man gang were said to have frequently terrorized the area, robbing unsuspecting business people around the Otiotio/ Erepa business district, majorly populated by Hausa
traders. It was learnt that luck ran out of the gang when they tried to rob a passerby who was at the time having only N1, 000 in his pocket, who raised alarm to alert traders and residents around. The two deceased and other gang members believed to be in their late 20s, were given a hot chase when passersby noticed they were criminals. An eyewitness who doesn’t want his name on print, said “those boys are one of the several gangs that terrorize us in this area. We suffer a lot from them on daily basis; they rob us and go free. The police are not doing anything about it, they move freely with firearms in the state and they are not caught, even if they are caught, they’ll be released in no
time.” Another eyewitness said, “at least we will be free for some time now; this is the first and we will continue. Jungle justice will persist so that they will reduce every day crime; they rob people and cross to the other side of the community every day, we are on red alert now.” According to the Bayelsa state Police Command, the corpses of two suspected armed robbers killed by a mob have been recovered and one arrested and is in our custody. The state police spokesperson, Asimin Butswat, who confirmed the incident said locally made pistols were also recovered from the scene of the crime, adding that the names of the deceased were yet to be sent to his office.

European Union funds 333 water schemes in 4 Delta LGs
Nosa Akenzua, Asaba The Delta state government on Monday said that the European Union in partnership with the state had funded 333 water schemes in four local government areas in the last two years. The state government thanked the international donor agencies, particularly, the EU and UNICEF for their fund supports to the state in its determination to change the face of the water sector. State Commissioner for Water Resources, Chief Fidelis Tilije, who confirmed the executed projects by EU to journalists in Asaba, described water as a social and economic good and enjoined water consumers’ association in the communities to generate some revenue from the water schemes in order to effectively maintain and sustain their usefulness. IGP orders arrest of attackers of police officers Doosuur Iwambe, Abuja
The acting Inspector General of Police, Mohammed Adamu, has ordered immediate arrest and prosecution of all persons involved in last Wednesday’s attack on police detectives in Ogoja, Cross River State. The IGP enjoined traditional rulers and community leaders not to allow such attacks to take place in their domain as they may be called to account. In a statement signed by the Force Public Relations Officer, DCP Frank Mba and made available to newsmen in Abuja on Tuesday, the police boss said that the attack was not only unprovoked but also gruesome, warned that the police under his watch will not tolerate criminal attacks and assault on its personnel or facilities. He said, “the unprovoked and gruesome attack on police officers who were on a legitimate mission to arrest some suspected armed robbers and receivers of a stolen vehicle
in a community in Cross River State. ” The attack which occurred on the 17th April 2019, at Ogoja Community, was masterminded and executed by one Ikenga, a notorious receiver of stolen property, and his gang members. Four (4) Police officers attached to IGP Intelligence Response Team (IRT) unit were seriously and grievously wounded, with deep matchet cuts on their heads and other parts of their bodies’’, the statement explained. It explained further: “The detectives (the victims of the savage attack) are investigating a case of a stolen Toyota Sienna Bus earlier reported by the Master Chapel Church, a Pentecostal church based in Lagos. The detectives had, after a painstaking investigation, arrested four (4) male suspects Peter, Ben, Ebuka and Johnson. “The suspects who were positively implicated in the crime by Police investigation confessed to indeed stealing the vehicle. They stated further that they had sold the vehicle to another criminal in Benue State. Hence, detectives moved to Benue State with one of the
suspects. On the arrest of the suspect in Benue State, he stated that he had sold the vehicle to another notorious receiver of stolen goods based in Ogoja for a sum of #250, 000 Naira. ” With this discovery, the detectives proceeded straight to Cross River State, where the notorious receiver IKENGA was apprehended and the stolen vehicle recovered. “However, in a bizarre twist, shortly after his arrest, the suspect raised an alarm in his native language which attracted his gang members. Subsequently, the policemen came under serious physical attack from the weaponwielding hoodlums. The officers were savagely butchered by these armed gangs. Consequently, Ikenga, the notorious crook escaped with the stolen vehicle. “The IGP while condemning the attack in very strong terms, warned that the Police under his watch will not tolerate criminal attacks and assault on its personnel or facilities. He enjoined traditional rulers and community leaders not to allow such attacks to take place in their domain as they may be called to account.

NCAA to pull down 7,000 telecommunication masts, towers Issues operators 30-day ultimatum to comply with directive
Doosuur Iwambe, Abuja The Nigerian Civil Aviation Authority (NCAA) is to demolished about 7,000 telecommunication masts and towers belonging to Global System for Mobile Communications (GSM) nationwide. The NCAA spokesman Sam Adurogboye who disclosed this on Tuesday issued the affected operators a 30-day ultimatum to comply with its directive of getting the relevant clearance. He said that the NCAA is compelled to recourse to this line of action because the telecommunication providers blatantly failed to obtain the statutory Aviation Height Clearance (AHC]. According to him, without Aviation Height Clearance, these masts and towers constitute danger to safety of air navigation. Adurogboye said Under the Civil Aviation Act, 2006, Section 30(3)(1), the NCAA is empowered to prohibit and regulate the installation of any structure which by virtue of
its height or position is considered to endanger the safety of air navigation. He said: “Furthermore, the Nigeria Civil Aviation Regulations (Nig.CARs) Part 12.1.7.1.3.1 stipulates that No person or organisation shall put up a structure (permanent or temporary) within the navigable airspace of Nigeria unless such a person or organisation is a holder of Aviation Height Clearance Certificate granted under this Regulation. “Consequent upon this provision, the Regulatory Authority requires an Aviation Height Clearance (AHC) approval for every tower installation irrespective of the height and location.” Contrary to the Regulations, Adurogboye said promoters of GLO telecommunication and other defaulters have failed to obtain the mandatory Aviation Height Clearance (AHC) from the Nigerian Civil Aviation Authority (NCAA), which is considered as a violation of safety Regulations. He said several letters and entreaties sent to GSM providers from the Authority were not
responded to despite the fact they were duly received by the relevant executives and duly acknowledged. He said:” In addition, Letters of Investigation (LOI) were written and delivered to them with no response recorded till date.” Recall that in a meeting with the Director General, early this year, the Association of Licensed Telecommunications Operators of Nigeria (ALTON) members were candidly advised by the DG to ensure they obtain Av iation Height Clearance. This, Adurogboye said, was to reiterate the need for all masts and towers erected in Nigeria to adhere to safety regulation and ensure safety of air navigation. He said at the meeting, Globacom representatives were present and were asked questions concerning GLOs refusal to obtain Aviation Height Clearance Certificate. He said:” In response the delegates demanded to be furnished with the location of the masts. A booklet containing the coordinates and location of the masts has since been made available to the organization.
Nobel Laureate Prof. Wole Soyinka has slammed President Muhammadu Buhari for his “slow response” in dealing with the terror caused by Fulani herdsmen across many parts of Nigeria. He said Buhari has failed on the security threat posed by herdsmen, adding that he was repeating the mistakes of his predecessor, Goodluck Jonathan, in not dealing with the Boko Haram menace in a timely and adequate fashion. Soyinka appeared on the BBC’s Hardtalk programme on Monday and anchored by Zeinab Badawi said, “the man dies in all who keep silent in the face of tyranny”, he said. Reacting to Badawi’s question that he backed Buhari in 2015 describing the ex-army general as a “reformed democrat”, Soyinka said Buhari “won by default” in 2015 because it was difficult to back Jonathan and which meant supporting a continuation of the corruption associated with that regime. Nigerians were caught “between the devil and the deep blue sea”. Soyinka criticized Jonathan’s ineffective response to Boko Haram, but placing the blame for failing to nip the problem in the bud at the feet of Olusegun Obasanjo, who was president from 1999 to 2007.
Man in court for beating up policeman
A 42-year-old man, Armstrong Ibe, on Tuesday appeared in a Badagry Chief Magistrates’ Court in Lagos State for allegedly beating up a police sergeant while on duty in a hotel. Ibe, whose address was not given, is charged with assault, breach of peace and felony. The Prosecutor, Sgt. Ayodele Adeosun, told the court that the defendant committed the offence on April 12, at about 8:30 p.m., at New Planet Hotel, Aka Road, Ajangbadi area of Lagos. Ikem also said the defendant pushed Sgt. Tajudeen Oladoyin down the staircase. The prosecution said that the defendant conducted himself in a manner likely to cause breach of peace by harassing and disturbing the peace of customers at the hotel. The offencen according to him contravened the provisions of sections 166, 173, and 117 of Criminal Law of Lagos State, 2015 as amended,” he said. The accused, however, pleaded not guilty to the charges. The Chief Magistrate, Mr Aka Bashorun, admitted the defendant to bail in the sum of N100, 000 with one surety in like sum. Bashorun adjourned the case until May 21 for hearing.

Cybercrime: ATCON urges FG, institutions to engage hackers Ladesope Ladelokun President of the Association of Telecommunications Companies of Nigeria (ATCON), Mr Olusola Teniola, has advocated the adoption of the stick and carrot approach as a panacea for tackling cybercrime in Nigeria, especially the activities of hackers. In an exclusive interview with The Daily Times, Teniola described hacking as a global phenomenon carried out by intelligent people. He adds that one way of reintegrating hackers back to the society is to get them employed by law enforcement agents to improve the system that the government is monitoring and using after they are caught and punished. “Hacking and ways of breaking into the system is a global phenomenon. What government and institutions need to do is that employees that are critical to their companies or institutions are treated fairly and when that is not successful when they are caught and punished, one of the ways of bringing them back into the society is to make them work for law enforcement agents that can now use their knowledge to strengthen their system”, he said. On what telcos are doing to strengthen their cyber-risk protection system and architecture, he says software and hardware already exist “in our network” that protect Internet Service Providers’(ISP) operations and telecom operations, noting that they have been acquired to protect from any type of unwarranted access by those that are unauthorised to access a system. He, however, lamented the proliferation of fake phones in the Nigerian market. Teniola cautioned that the fake phones in circulation are not built according to specifications and standards, making their users susceptible to cybercrimes because they are not supported by the manufacturers. Speaking on how netizens can protect themselves, the ATCON helmsman charged internet users to be wary of sites that try to attract people to enter information as the same information may be used to access their data Teniola warned that internet users should only use websites that have “https”. President Buhari also identified smuggling as a threat to domestic agricultural production and processing, and promised to continue to fight the menace with all means available to the government. The President assured that in addition
to the focus of his administration on security, economy and the war against corruption, the new administration in his second term will pay greater attention to education and health. “I understand our problems. I am acutely aware of my duty to my God and country. I will continue to do my best,” he told the support group. AfDB invests $4.5bn on 60 projects in Nigeria – Adesina Mathew Dadiya, Abuja The African Development Bank (AfDB) has disclosed that so far, it has invested over $4.5 billion in 60 different projects in Nigeria. President of the bank, Dr Akinwumi Adesina revealed this on Tuesday when he spoke to State House correspondents after a private meeting with President Muhammadu Buhari at the Aso Rock, Abuja. Adesina said that the AfDB also invested $400 million in the last three years to improve power supply in the country, especially in the transmission sub-sector. The AfDB President who was Nigeria’s minister of agriculture under the Jonathan administration revealed that the pan African bank has also invested $258 million in the
rebuilding of the ravaged northeast region of Nigeria. He, however, noted that Nigeria remains the largest shareholder in the African development bank, adding that he was in the Villa to brief President Buhari on the activities of the bank and its various interventions in Nigeria. According to him, we have put in almost $258 million to support the rehabilitation both in terms of health, education, sanitation and water, and also skills as a way of reviving areas that have been battered. I told Mr President that that is very important. “We have also invested in mobilizing financing for the country. I briefed Mr President that Nigeria countries to be investment frontier and that the African Investment Forum which the African Development Bank held last year, we were able to mobilize about $38.7 billion of investments to African less than 72 hours, about $7.1 billion of that actually came to Nigeria.”
He said: “I came to see Mr President to thank him for all his leadership that he is providing both on the continent and the region. As you know the continent faces quite a number of challenges in terms of security and he has put security as a very important thing. Obviously, trade and investments are not going to happen unless you have security within the region. “Secondly, to congratulate on his re-election and to brief him about what the Bank is doing in Nigeria. As you know I was elected president of the African Development Bank with the strong support of President Buhari, president Jonathan, president Obasanjo, all the heads of state but most importantly President Buhari played a very critical role in my elections. So I came to say thank you and also came to give him the account of what is happening at the bank. And quite a lot has happened at the bank in the last three years. We have 60 operations in Nigeria for a total of $4.5 billion and about
$2.8 billion of that is in the private sector in the banking industry, financial sector, in particular about $1.7 billion in the public sector. He expressed appreciation in the work we are doing and his great support for the African Development Bank. We are in the period of a general capital increase for the bank and with that support, we believe you will see a different Africa completely under this new general capital increase of the bank. One of the things that we said was that Nigeria’s contribution under the last general capital increase of the bank was $360 million but we lend to Nigeria $4.5 billion, almost 15.5 per cent. Every dollar that Nigeria gives to the bank, we lend $15 in return, so it’s a great investment. I assured Mr President that under the new general capital increase of the bank, we are talking to our investors about this, so if we get enough money, hundreds of people will be connected to electricity.

Pre-paid meters: NERC issues additional permit to 4 Discos Ukpono Ukpong, Abuja In a bid to close the metering gap thus eliminating the practice of estimated billing in the Nigerian Electricity Supply Industry (NESI), the Nigerian Electricity Regulations Commission (NREC), has announced the issuance of four additional permits to Discos so as to provide meters within their respective franchise under Meter Asset Providers (MAP). In a statement signed by General Manager, Public Affairs Department, Dr Usman Arabi, the Discos issued the permits include Port Harcourt Electricity Distribution Plc, Yola Electricity
Distribution Company Plc, Enugu Electricity Distribution Company Plc and Ibadan Electricity Distribution Company Plc. Arabi disclosed that MAPs that were successful in the procurements conducted by the four Discos includes; Armese Consulting Ltd and Holley Metering Ltd, YEDC has Chris Ejik International Agencies Ltd for PHED and for EEDC, Mojec International Ltd, while IBEDC appointed CWG Plc, Integrated Resources Ltd, Mojec International Ltd, Momas Electricity Meters Manufacturing Company Ltd, New Hampshire Capital Ltd, Protogy Global Services Ltd and Tinuten Nigeria Ltd respectively to provide meters within their respective franchise under MAP. “The Commission has issued permits to Port

These costs of meters are inclusive of supply, installation, maintenance and replacement of meters over its technical life.”

Nkeiruka Onyejeocha (APC-Abia), has said that she is competent and qualified to lead the House of Representatives because of her years of experience in the lower chamber. She said she would ensure support for the executive while maintaining the independence of the parliament. She also said she would ensure respect and equal treatment of all members, including those elected for the first time. Onyejeocha promised to promote and enhance communication between the parliament, the general public and among lawmakers.
Lagos council boss challenges Sanwo-Olu on intensifying work on developing Badagry roads The Lagos State Governor-Elect, Mr. Babajide Olusola Sanwoolu has been advised to focus his attention on the construction and rehabilitation of roads in the Badagry Division area of the state. The Chairman of Oriade Local Council Development Area (LCDA), Hon. Ramota Akinlola-Hassan who spoke in an interview with some journalists said that the roads should be rehabilitated as they would help promote commercial activities in the state. Akinlola-Hassan stressed that Sanwoolu would do well as governor by covering relevant areas of the state, adding that the state has always been excelling in all ramifications. On her performance in the local government, Akinlola-Hassan stated that she recently commissioned two big roads in her council and that she has been doing a lot to move the council forward. “We are trying and doing it little
by little. We are building roads and doing some other things, but we cannot employ everybody. We cannot use all the money of the local government to pay salaries. “The moment we have a new government they would do a lot of things. I want to encourage our youths to acquire skills. I have some of my boys learning fashion designing, so the youths should go and learn,” she said. Akinlola-Hassan, who was a member of the Lagos State House of Assembly between 2011 and 2015, said that the local council has many challenges, but that this is a normal phenomenon. While saying that the issue of shortage of fund is common everywhere, she said that Lagos is doing a lot unlike what happens in neighbouring states. The chairperson however, said that women should be encouraged because they are working and helping political parties during elections. “Women are being represented in the government, you know there are
crisis in each local government. “We thank Asiwaju Bola Ahmed Tinubu because if not for him, Hon. Mojisola Alli-Macaulay would not have won the Lagos Assembly seat in Amuwo Odofin Constituency 1. “But, Hon. Akeem Bello is the person we want in Amuwo Odofin Constituency 2 because he has worked a lot. “He was a principal officer before he decamped from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC), so he should be given a second term as Asiwaju Bola Ahmed Tinubu has directed,” she said. On how she has been coping as a woman in the midst of men, Hassan said that she had worked with several men as a lawmaker and that she was not intimidated. She added that her Council Manager, Vice Chairman and others working with her are men, and that she was never intimidated as a woman.

Rights group commends Ambode, says he is one achiever Lagosians will miss The Committee for the Defence of Human Rights (CDHR) has described the outgoing governor of Lagos State, Mr Akinwunmi Ambode as “an achiever and administrator per excellence that Lagosians would miss.” The Chairman of the Lagos State Branch of CDHR, Mr Alex Omotehinse, said that Ambode’s achievements were numerous for any resident to gloss over or forget soon. The News Agency of Nigeria (NAN) reports that Ambode lost his second term ticket in the ruling All Progressives Congress (APC) to Mr Babajide Sanwo-Olu, who is now the Governorelect of the state. “Lagos State branch appreciate the outgoing governor of Lagos state, His Excellency Mr Akinwunmi Ambode for the good works he has been doing in the state for the past three and half years. “Without any fear or favour and with utmost sincerity, Mr Akinwunmi Ambode has demonstrated his genuine sincerity of purpose and pro-people’s policy in governance which as distinguished him as an achiever in less than four years between 2015 and 2019. “The working governor has torched almost every nook and crannies in the state in term of developmental projects that are visible for any doubting Thomas to see for themselves. “As a pro-democracy and human rights organisation, we were disappointed that a performing and a reference point governor within and outside his party did not have the opportunity to finish the good work he has started. “We believe Lagosians have started missing him (Ambode) from the day he was denied a second term ticket by his party,” Omotehinse said in a

According to him, within the last three and half years, Ambode has convinced Lagosians that a greater Lagos is achievable through tremendous social infrastructure and people’s engagement in governance. The rights activist said, assuming Ambode had a second term, by the time the many of the on-going projects were completed, they would be world class masterpiece and befitting. “We therefore implore the Governor-elected, Sanwo-Olu to please ensure the completion of all the nearly-completed projects of Ambode,” he added. JAMB dismisses report on alleged reduction of UTME scores as fake
The Joint Admissions and Matriculation Board (JAMB) has described as fake, a trending report that scores of candidates who sat for the Unified Tertiary Matriculation Examination (UTME) are being reduced. The board in a statement signed by its Head of Media and Publicity, Dr Fabian Benjamin, and made available to the News Agency of Nigeria (NAN) on Monday in Abuja, said the report was false. The report had claimed that scores of candidates who sat for the UTME and were found wanting by the board were being reduced by 100 marks. JAMB said that an investigation carried out discovered that the fake news emanated from a gang who coordinated from a town called Igarra in Edo state with affiliates in Lagos and other states. The board described the act as fraudulent and meant to extort parents and candidates. “A gang being coordinated from a town called Igarra in Edo State with affiliates in Lagos, Ogun, Osun, Abia, Anambra and Plateau states are circulating fake notice of impending reduction of UTME scores. “This is with intent to extort and defraud parents and candidates. “Candidates results would be received on their registered cell phones as soon as the ongoing scrutiny of the examination centers are completed and publicly announced. “Only the fraudulent candidates or parents stand being defrauded on this matter,” the board said. NAN recalls that Benjamin had in an interview on Sunday warned candidates not be carried away by rumours and misleading information in some sections of the media, especially the social media. He also said that the board distances itself from such rumours about releasing results of candidates of the just concluded UTME and steps to check these results as being speculated. It would be recalled that the 2019 UTME was conducted nationwide from April 11 to 18.

No fewer than 100 examination cheats have so far been arrested by security operatives across the country during the just concluded Unified Tertiary Matriculation Examination (UTME), the Joint Admissions and Matriculation Board (JAMB) has said. In its Weekly Bulletin released in Abuja on Monday by its spokesperson, Dr. Fabian Benjamin, JAMB said the fraudsters were engaged in multiple registration to facilitate impersonation during the examination. The board noted that the act was inflating annual registration of the UTME exercise by up to 30 per cent. JAMB also said that data available to it showed that the unwholesome practice was prevalent in virtually all the states of the federation, including Abuja. Among the persons arrested was a notorious cheat who had registered about 64 times in a bid to “ghost-write” for 64 candidates. The examination body said the arrest of the culprits was made possible by the comprehensive and mandatory identity checks conducted on those taking the examination with a view to fishing out professional ghost writers before the release of the results. JAMB also said that it had cancelled the results of two Computer Based (CBT) centres in Abia over what it described as “widespread irregularities” during the UTME. The board gave the names of the CBT centres as Heritage and Infinity CBT centre and Okwyzil Computer Institute Comprehensive School Ugwunabo, Aba, Abia. It said the drastic action was necessitated by the visual evidence obtained from a careful review of the CCTV recordings by a panel of experts engaged by the board. “However, in order not to unduly punish honest and hardworking candidates who found themselves attached to these two centres, the board magnanimously relocated all the candidates who had taken or were scheduled to take their examination in the two centres to other centres where they had subsequently taken their examinations,” it said. JAMB, however, apologised to innocent candidates involved in the relocation for the inconveniences they may have suffered, reaffirming its commitment to providing equal opportunity to all candidates to articulate their hopes and aspirations. The body said that all the results of the examination sessions conducted by the board in the two centres from April 11 to 18 were null and void.

Mass funerals mark Sri Lanka’s day of mourning Six weeks ago, Jude Fernando threw a party to welcome his sister and her three young children home to Sri Lanka. Now, after the Easter Sunday bombing of the nearby Church of Saint Sebastian, he is holding a wake. His mother lies in a polished wooden coffin, her portrait on display among white chrysanthemums. Next to her, dressed in a favourite outfit and lying on a silky white cushion with fairy lights flashing in green, is the tiny body of his nephew. He was eight months old. “I had only had the chance to know him for one and a half months,” Fernando said tearfully as mourners sang liturgies for the dead. Fernando had to identify the boy’s bloody and battered body because his sister was too badly injured to do so. Tuesday marked a national day of mourning on the multiethnic and multi-religious island, but in the communities most affected by the weekend’s bomb attacks, it was a day of wakes and funerals. In the streets around Saint Sebastian - where, on Easter morning, an attacker walked into the building and set off a bomb that was so powerful it blew off most of the roof and buckled the windows, throwing fragments of stained and mirrored glass into the bougainvillea-filled garden - it seemed the entire city came out to express its grief. The first ceremonies were held under a giant canopy next to the damaged church, where forensics experts continued to carefully pick their way through the debris littering the floor. Arsenal’s Unai Emery doesn’t expect easy ride at Wolves
Unai Emery has warned Arsenal not to expect an easy ride from Wolves on Wednesday as the Gunners look to get their top-four bid back on track. Emery’s side suffered their first home league defeat since the opening day of the season on Sunday as Crystal Palace won 3-2 at the Emirates Stadium. Arsenal is now fifth in the Premier League, one point behind fourth-placed Chelsea. They can move back into the top four if they avoid defeat in their game in hand against Wolves at Molineux. Why Tiger Woods’ comeback is an Easter story Jack Graham
Last weekend, I had the privilege of witnessing one of the greatest comebacks in sports history. It was the win by Tiger Woods at the Masters Tournament in Augusta, Georgia. You had to be there to really know how powerful and emotional it was. We all felt the momentum crescendo until the second that 1.620-ounce golf ball rolled into the 18th hole and every person in the stands erupted in cheers. Even the toughest and manliest of us had trouble holding back tears. Woods had not won a major tournament in over 11 years, and seeing him burst in a shout of celebration — eyes shut, arms up in the air — made all of us who were present realize just how much he had to overcome to get to that moment. But I have to admit it: I was a doubter. Two years ago, Woods could barely walk due to paralyzing back issues. His personal and very public failures over the years had taken him to the bottom and left him with deep emotional wounds and scars. He had four back surgeries and in the process became addicted to pain meds. Many people thought he was done winning major tournaments. At one point in 2017, he even admitted to Jack Nicklaus, who is widely regarded as the greatest golfer of all time that he had given up on himself. Yet somehow he persevered through the pain and rose to the top of the sports world again. Today nobody talks about him as if his career was dead. Instead, they are talking about how he is one
PGA Tour win away from matching golf legend Sam Snead’s record and three wins from catching up to Nicklaus’ majors record. “He’s got me shaking in my boots,” Nicklaus said Sunday after Woods’ win. But beyond being one of the most incredible moments in sports history, I believe Woods’ comeback is actually a reflection of an even greater comeback story. Easter is the day Christians celebrate the resurrection of Jesus. People in my church, along with millions of Christians in America and across the world, will gather to remember and reflect on the story of Jesus’ crucifixion, burial and resurrection and its significance in our lives. Easter is the greatest comeback in history, because Jesus’ resurrection gave all of us a chance of redemption. No matter how terrible your mistakes are or how deep you think you’ve fallen, there is always hope in Jesus. His resurrection reminds us it’s never too late for a new beginning — as long as you’ve got breath in your lungs, your story is not over. Even when you’ve hit rock bottom, you can make a comeback and find forgiveness. If you are struggling to endure the pain in your life, I invite you to find a church near you and go to one of their Easter services. Just like Tiger Woods at the Masters last Sunday, it could be the day you make the greatest comeback of your life.
