especially the Economic Recovery and Growth Plan (ERGP). The Daily Times recalls that President Buhari had in December 2018, submitted a budget estimate of N8.83 trillion but the National Assembly leadership in its wisdom increased it by N90.33 billion, making the total estimates to amount to N8.92 trillion. The President however said that he will continue to engage the leadership of the National Assembly, assuring that his administration will make effort to speed up budget preparation, presentation and process. He said: “You will all recall that in December 2018, I presented our 2019 budget proposal with the theme “Budget of Continuity”. Our goal was to use this budget to move the economy further on the path of inclusive, diversified and sustainable growth. “Back then, I proposed a total expenditure of N8.83 trillion to the National Assembly for appropriation targeting strategic and impactful projects and initiatives. “However, the 2019 Budget I will be signing into law today provides for aggregate expenditure of N8.92 trillion. This is an increase of N90.33 billion over our submission. “This increase reflects changes introduced by the National Assembly. In some areas, expenses we proposed were reduced while in other areas they were increased. There were also certain areas where new additions were introduced into the budget. More details of the approved budget will be provided by the Honourable Minister of Budget and National Planning. “Of course, some of these changes will adversely impact our programmes making it difficult for us to achieve the objectives of the Economic Recovery and Growth Plan (ERGP). “Although I will be signing this bill, it is my intention to continue to engage the National Assembly to ensure we deliver on our promises. I will therefore be engaging with the leadership of the ninth National Assembly, as soon as they emerge, to address some of our concerns with this Budget. “We will also look at how to improve the budget process so that, amongst other things, we can speed up budget consideration processes and return the country to the January to December fiscal year timetable. “I wish to acknowledge the efforts of the Minister of Budget and National Planning, the Minister of Finance, the Budget Office of the Federation, and everyone who collaborated and worked painstakingly, to produce the 2019 Appropriation Bill I am signing today”. Reacting to the President’s
comments, Speaker of the House of Representatives, Yakubu Dogara, who spoke on behalf of the National Assembly members, when he spoke to State House correspondents, said that the legislature cannot be a rubber stamp to the executive. Dogara said that discrepancies in some subheads necessitated the increase to N8.92trn and that it was a normal trend globally. He also faulted delays associated with transmitting the appropriation bill to National Assembly for passage, insisting that the painstaking effort in vetting it calls for a review of the submission time-frame. “The issues he was raising concerning certain reductions that were made in the budget and some subheads increases were made and that such reductions made it a bit difficult for some of those projects to be implemented. “But he said it is an ongoing process and will have discussion with the leadership the National Assembly to see what they will be able to do to in other to put that behind them and then execute whatever critical projects that suffered some form of hurt in the process of passing the project in the National Assembly. “Above all, what I heard him say is the issue of aligning the appropriation from January to December just like the case in the private sector. I think that can really be achieved but it must start with the early and timely submission of the budget to the National Assembly from the executive. “A situation where the budget is submitted in December, even if you shut down the entire National Assembly, we will not be able to achieve the January deadline. “So going forward, this is a collective exercise and the legislature. The budget is a law and being a law it falls within the purview by constitution and design of the National Assembly to make the law. In most cases, it is the National Assembly that decides how federally generated receipts should be expended and the National Assembly took that decision and we are glad that the President has signed it into law”. Asked why it has become a regular occurrence for the National Assembly to doctor the annual budget, Dogara said: “Well, I have told you that the job of the National Assembly is not to agree with the executive, I don’t think any congress in the world does that. “By the constitution and design, the executive informs us what they intend to do and the representatives of the people in National Assembly decide what is priority since they represent the people. “It is going to be a nutty area but we will continue to define the relationship between the
executive and the legislature. Whether it is Britain or US, wherever it is, there is always a strained this issue of budget because it deals with high stakes distributional issues as to who get what, which part of Nigeria gets this and that, so it will continually be an issue. “We should not be defined by those issues rather we should define those issues by forming consensus, that is the part to progress and we will continue to do that”. Present at the signing ceremony at the Presidential Villa included the Speaker of the House of Representatives, Yakubu Dogara; Deputy Senate President, Ike Ekweremadu, the Chairman of the Senate Committee on Appropriation, Danjuma Goje; the Minister of Budget and National Planning, Udoma Udo Udoma; the Senior Special Assistant on National Assembly matters, Ita Enang. Others were Minister of Finance, Zainab Ahmed, Minister of Information and Culture, Lai Mohammed, Governor of the Central Bank of Nigeria, Godwin Emefile, Chief of Staff, Abba Kyari, and Secretary to the Government of the Federation, Boss Mustapha, among other presidential staff. Meanwhile, the Minister of Labour and Employment, Chris Ngige, on Monday, took a swipe on the National Assembly lawmakers for conniving with some parastatals to slash main ministry’s budget and insert new budget lines that has nothing to do in the ministry in the budget. Ngige stated this at a Valedictory session in Abuja, noting that it was constitutionally wrong for legislators to temper with the budget of a ministry as such can hinder the Ministry from realising the programmes and projects for which the resources was made available. Ngige, who previously served as a Senator of the Federal Republic of Nigeria, said it was wrong for a parastatal to go to defend her budget alone without the company of either the Minister or the Permanent Secretary in her ministry. He complained that as part of his regret as a minister was when about 45 percent of his Ministry’s budget was slashed and inserted with projects that had no bearing with the mandate of the ministry or a parastatal under his supervision. “My regrets are enumerated in my encounter with budgets, it doesn’t call for cheers. Budget distortions after it have been submitted by the executives. I didn’t like it and as well, I want it stopped, and the area of caution is the parastatals to submit themselves to the authority of the Federal Ministry especially in budgetary matters. “The situation where parastatals go through the backdoor to go and meet the

Spate of banditry, kidnapping frightening - Northern Govs Mathew Dadiya, Abuja Northern governors on Monday decried the increasing security challenges plaguing the region in their closed doors meeting with President Muhammadu Buhari at the Presidential Villa, Abuja, as they lamented that the spate of banditry and kidnapping was becoming more threatening than the Boko Haram insurgents. The governors also said that the rate of banditry and kidnapping in the North West and North Central was frightening and gradually becoming more threatening like the insurgency in the North East and called for urgent and decisive action to end the insecurity in the region. Speaking to State House correspondents after the meeting, Katsina State Governor, Aminu Masari, who spoke on behalf of the governors, said that the meeting with the President was to brief him on the increasing insecurity in the
North. Masari said that they briefed President Buhari on the strategy adopted by states to tackle the increasing security situation and that the President had already started doing something in that direction. He said that they came to see the President based on a resolution of the Northern Governors Forum (NGF) at a meeting held in Kaduna 10 days ago. Responding to the governors fears, President Muhammadu Buhari gave assurances on security in the country, stressing that he will not let the nation down. The President told the Northern Governors Forum led by the outgoing Chairman, Kashim Shettima of Borno State at the State House that “the security of the country is on my mind 24 hours of the day. I get daily and weekly situation reports. I have listened to your brief. I will look into your recommendations. I am acutely aware of the situation, but I have

Buhari warns against drug abuse, pledges better future for Nigerian child Ukpono Ukpong, Abuja President Muhamadu Buhari has expressed concern over the recent disturbing reports on drug abuse which has become a major public health and security concern in Nigeria with some school children at all levels of education engaging in the unwholesome practice. In a message delivered on Monday in Abuja to commemorate this year’s Children Day, President Buhari warned every Nigerian Child to desist from any form of drug abuse as the effects impact negatively on their future. The President, who was represented by the Minister of FCT, Muhammad Bello, at the event with the theme: ‘Drug Abuse among Children: Addressing the Challenges’, said some of these children now experience mental health challenges, temporary or permanent absence, and eventually become school dropouts. Other consequences, he said, are increased violence and crimes, HIV/ AIDS, rape, secret cult activities amongst others. These effects also impact negatively on the nation’s
healthcare delivery system, socio – economic indices and general wellbeing of citizens. “It is my pleasure to congratulate you on this special occasion of the National Children’s Day. This year’s celebration provides an opportunity to reiterate our Administration’s commitment to the promotion of your rights and also to reflect on our role and responsibilities as government towards the actualisation of these rights in the past four years; as well as set an agenda for improvement of your well-being for the next four years and beyond. “My dear children, may I inform you that the choice of the theme for this year ‘Drug Abuse Among Children: Addressing the Challenges’ was deliberate in view of the disturbing reports that drug abuse has become a major public health and security concern in Nigeria. “It is indeed worrisome to note that some of our children at all levels of education attainment are known to engage in this unwholesome practice which is considered a medical disease. Some of these children now experience mental health challenges, temporary or permanent absence, and
eventually become school dropouts. “Other consequences are-increased violence and crimes, HIV/AIDS, rape and secret cult activities amongst others. These effects also impact negatively on our healthcare delivery system, socio – economic indices and general wellbeing of our citizens,” he said. While noting his administration’s concern on the impact of drug and substance abuse, President Buhari disclosed that as one of the intervention to ensure a protective and guaranteed future for Nigerian child, he has constituted a two – tier intervention structure comprising high level Ministerial Committee on the elimination of Drug Abuse for a coordinated response in addressing the challenges posed by Drug and substance abuse among the teaming populace. “It is worthy of mention that the Presidential Advisory Committee is currently interfacing with core stakeholders, drug experts, rehabilitated drug users at all levels so as to make appropriate recommendations to government on interventions required to reverse this ugly trend.
“This administration is also in the process of reviewing the National Drug Control Master Plan 20152019 with a focus on drug control and consumption. In addition to implementing the plan and addressing the national drug problem, the Federal Government in May 2018 placed restriction on the use, importation, and the sale of codeine as a cough syrup without prescription. “In furtherance of the campaign against drugs, the National Drug and Law Enforcement Agency and National Agency for Drug and Food Administration and Control have also developed Information, Education and Communication materials for awareness creation nationwide.” Furthermore, he pledged that with the launch into the Next Level within the next four years, the Federal Government is hopeful on providing the appropriate environment for children to attain their full potential. “We also plan to improve immunization coverage and interventions to eliminate communicable and noncommunicable diseases for children as measures of reducing infant mortality,” he said.
Supreme Court judgement is injustice to APC, says Oshiomhole National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, on Monday, described as injustice the Supreme Court judgement, which upturned the party’s electoral victory in Zamfara State on grounds of technicality. He made this observation while speaking with journalists at the party’s national secretariat in Abuja, after the party’s National Working Committee (NWC) meeting. Oshiomhole stressed that the Supreme Court ruling amounted to imposing total strangers on the people
of Zamfara State, adding that the right thing the court should have done, is to call for a repeat of the elections if the party breached the electoral laws. However, the APC national chairman stated that since it is impossible for the party to appeal the Supreme Court ruling, the party will take its case God. Commenting on the votes cast for the APC at the elections which the apex court described as wasted votes, Oshiomhole recalled that at the time the votes were cast, a high court had ruled that the party’s candidates were validly nominated. “There is something I learnt from
Lord Denning, a famous British Supreme Court justice that the law has to be interpreted taken into account the intention of the lawmakers and try to deliver justice in its purest form. “So, there is no justice when on grounds of technicalities, you impose on the people of Zamfara State, not just a man or a woman, but a whole party candidates from governor to Senate and others that they didn’t elect. “If the court thought we were wrong, justice would have demanded that we repeat, but you cannot use technicalities because we are in a democracy.
“There is nothing democratic when the court imposes strangers to govern a people, but we understand that after the Supreme Court, we can only take our case to the court of God, to that extent we must obey the court,” he said. He further maintained that what the APC got in Zamfara State was a judgement that didn’t translate to justice, considering the way the people of the state voted for the party and its candidates and refused to comment when asked if the party was considering imposing sanctions party members who took went to court.
“If you follow the efforts we are making within the system, you will see that we have curbed much of the corruption that is there. See the recoveries that we have made – money, landed property. We are not going as fast as we want under the system, but we will keep trying to improve it.” President Buhari promised to increase the frequency of his meetings with security chiefs and keep updating himself. He also expressed interest in getting reports from governors who have difficult relationships with security heads in their states. In their presentations, the governors drew the President’s attention to specific challenges they each faced in their respective states. They, however, commended the Federal Government’s efforts in curbing Boko Haram terrorism and farmers/herders clashes, which they said had been dealt with. While noting that normalcy has virtually returned to the North-East, the governors however, warned that armed banditry was posing a dangerous threat and needs to be tackled with equal swiftness. According to Governor Masari, the issue that brought the governors to meet with the President is about the rising insecurity in the North West, North Central and North East. He disclosed that the “North East is known for Boko Haram insurgency, but of recent what was known to be cattle rustling in the North West and some parts of the North Central has turned out to be something different from what we had before. “So, this concern made us to come and brief the President so that urgent action would be taken in order to curb this deadly menace of banditry which is gradually graduating into insurgency. “You know the North West has a vast forest area going to the North Central and then even going out of Nigeria. So we need to act quickly and decisively, so that it doesn’t turn into something else like what we have in the North East.” He said President Buhari gave his full commitment that something urgently will be done in order to make sure that the menace was curbed. The governor, who said that they made suggestions to the President on the way forward, refused to disclose the solution but said “it’s not for public consumption.” On Magajin Gari Daura, who was abducted 26 days ago, he said: “I think the police are working seriously and they have made some progress, but for obvious reasons, they cannot disclose all what they have done for security reasons, but work is going on.” The governors at the meeting were Nasir el-Rufai of Kaduna State, Kashim Shetima of Borno, Yahaya Bello of Kogi, Simon Lalong of Plateau, Aminu Tambuwal of Sokoto State, Atiku Bagudu of Kebbi, Abubakar Badaru of Jigawa State, Abdulazziz Yari of Zamfara State and Sani Bello of Niger State.

In the thrall of the popular but unknown gunmen

If you have ever spent more than one night in police detention, you might have a glimpse into the agonising feeling of being abducted or kidnapped. I know that for children, one of the most dreaded comeuppances is to be grounded. For them, it is one of the worst feelings on earth. So when you read or hear about people being kidnapped or abducted, you can barely imagine the psychological trauma of those victims. To give you a clue into their pain, imagine a curfew imposed on a state or a city by the government without the sight of the dreaded weapons and stern faces of criminals breathing down your neck. It often feels like hell if it goes beyond just a couple of hours. Sometimes, it is not necessarily because you even want to go out, but because you know that your freedom is restricted, the frustration is capable of driving you out of your mind. It is often said that people do not appreciate the value of freedom until it’s taken away from them. It’s very easy for us to trivialise the state of insecurity
in the country and play politics with it, like we often do with several other issues, but for a moment, imagine being in the hands of criminals as a victim. You are not going to drink the kind of water you like to drink nor eat your favourite meal hot. This is not “Tales by the Moonlight”. It is the reality of several Nigerians at this very moment that you are reading this. Many Nigerian lives are in the hands of gunmen, due to no fault of theirs, but because our government is incapable of securing their lives. True, there is no nation without security challenges. As we have become accustomed to hearing in the last four years, it did not start with this administration. This and many other excuses are often used to justify failure. A country’s government is supposed to tackle problems and not trade blames and kick the can down the road. Seventeen people were abducted recently from a church in Kaduna State, and three others were kidnapped in Ondo State. Many others dotting the map of the country have also encountered similar troubles.
And guess what? They were all kidnapped by the infamous “UNKNOWN GUNMEN.” These are the stories we hear every day now. Our airwaves have become dominated by the stories of attacks here and there. Life, the most precious gift given to man, and freedom the second best thing, are no longer guaranteed in our country. Young women are forcefully abused, just because they are Nigerians, and their government lacks the power and the desire to protect them. This is sad. Our roads are not safe, and neither are our homes. Criminals run free from north to south, east to west. All these are happening while some people who are in custody of taxpayers’ funds fold their arms. How can anyone possibly rationalise and appropriately interpret this irony? If you step out of your house to travel, you are likely going to spend the whole of the journey praying. Any and everything on the road is a suspect, and fear torments you all through the trip. How could the government be so ineffective to the extent that citizens now have zero
confidence in the system? The things that have become normal in our society today are alien to working human societies. Law and order are two of the attributes of a working community. Once they are taken away, everything else is not guaranteed. The Nigerian government must do more than try. It must do more than a media display of gallantry. The state must deploy all its resources to combat insecurity, and guarantee the safety of our country men and women. The president of Nigeria must put his foot down to arrest, prosecute and appropriately punish those who are perpetrating this evil and their sponsors, regardless of their statuses and class affiliations in the society. We know that there are perks for being in power, but we also know that there are responsibilities that come along with such perks. It is time for the government of Nigeria to take full responsibility of securing her citizens and ensuring their welfare as provided by the Constitution.

The type of educational system Nigeria needs

I must say that Bunmi Lawson is someone that I appreciate among the young generation of Nigerian women who do a lot in their various spaces. Bunmi ran FATE Foundation and moved on to run ACCION Microfinance Bank through which she achieved a lot in financial inclusion and now, she is the pioneer in the sector of education finance and every time I see people like you, I like to celebrate. I was excited about looking at the panel. I was listening to Bolaji totally gingered. She was an incredible member of my education reform team in those days and everything that we did, constructing the solution as far as innovation enterprise institutions and vocational enterprise institutions. She led that aspect of the work. We did so much in connecting the work of education to economy; ensuring that the private sector is auditable of everything we taught about education seeing that they, ultimately, are the recipients of our products. How about Folashade, it was amazing to listen to you; still angry about the things that are not yet done and making a case for public education. This is a country that is rich in intellect. Anyone that sees a country that has cumulative intellect as we saw from that panel should know that we have no reason to struggle. The unfortunate thing with us is that the capacity to connect our solutions has eluded us but I am hoping that the products of a better run education system will get to the place of attaining dispersion of adaptive leaders. When people become adaptive leaders, they change the world. We need those kinds of leaders in our nation and the only way to produce them is through education. An education, not of the ordinary type or the anyhow type. Education that focuses on two major pillars; relevance and quality. These are so important for the transformation of nations. Folashade said education used to be the way you squashed poverty but that is not true; it still is. There is nowhere in the world that empirical evidence does not show us how climbing out of poverty is not related to education. If you want to improve the economic and social mobility of your people, you do it through education. Second is that we now know what is work most in education. A major issue that we are still grappling with is teacher quality. As soon as education collapsed in our country, the lowliest of barrel became the ones that first elected to go into education. Why should that be so? And the qualified teachers are being held down by a failing system. No society properly so-called races to the bottom, we must constantly be a society that races to the top. What is it that EdFin coming into this space helps us to achieve? It helps us to achieve the transition that many countries have been grappling with which is that there is a cost to education, no matter how you wish it away. What happens in the economics of education is an understanding that the most important foundational level of education; early childcare which we know is absolutely important. At the World Bank, we found from studies that children who have early childcare education, what we call nursery, kindergarten. Children who have the opportunity to have this end up giving a 20-year gap in income to those who do not get it. So it gives the children a headstart in life. Often, it is the middle class that is able to offer early childcare education to their children. The ones who need a headstart, even more, are the children in the poorer segment of the society. Unfortunately, we do not have publicly funded systems of early childcare. Interestingly, there have been innovations in that space so that shared approach where community and government partnerships have enabled some levels of early childcare solutions that address the needs of the poorer segment of the society; an indication that through social enterprise, we can solve that particular problem of many children left out of early childcare education. Early childcare education, primary education and secondary education are tied to the matter of inclusion in the society and every society must work towards inclusion and equality of opportunity for the people. If we going to achieve equality of opportunity, the cost for education as
it concerns early childcare education, primary education and secondary education; the primary funder is the government. We can not, simply because we believe in the market, say that education will be financed by the private sector. However, in the provision of basic and secondary education, there is a place for the market. That place for the market needs to be better regulated and opportunities need to be available for families that choose to pay for the services of that segment. What you are doing is not just financing that segment of the market, it is also going to be being the champion of the conversation around how do you regulate and ensure that the quality in terms of the pricing and the output is up to global standards. My third point is that tertiary education is closest to the market than any other level of education. Once you get a tertiary education, you are already preparing yourself for the market. With basic education and secondary education, society gains more from the level of knowledge that you have acquired and so paying for it by society is not at all a bad idea. When it gets to tertiary education, the person who is acquiring that tertiary education is the one who is going to get extra benefit from that kind of education. Therefore, there is a matter of how do you share the cost of getting a tertiary education. Unfortunately, our own society did not come to the understanding that even that kind of financing for tertiary education does not have to be a problem. It cannot be that because people are unable to find money, they can’t go to university. You must have a solution that the pricing of education does not get taken down to the level where it cannot sustain quality. That is what’s going on now. We are taking down tertiary education to a level where a person is comfortable to pay almost N500,000 for the children in a top secondary school but once the children go into the university, their parents are ready to join them to protest about the pricing of university education. In the process of doing that, you are compromising quality and relevance. So what is it that you do in other to realign the situation? What you do is to ensure that those who have the capacity to pay should pay the right price for tertiary education and for those without the capacity to pay, edufinance and a subsidy from the government that is well designed will come to ensure that they are not left out of education. That way, you ensure that everyone gets the opportunity of quality education. My final point is that we are no longer talking about brick and batter education in the world. Some of you who are establishing schools to teach children, it would be a shame if you teach children who enter the warehouse and don’t come out of it. Children that go through your school system are like a product. When a product is produced, it goes to the market. When a product is produced and it stays in the warehouse for a long time, it will expire. We must correct the structural issues, then we get a system. When you get a good system and you put money in it, you will get spectacular learning outcomes. I thank you Bunmi and your colleagues for the opportunity of being here and discussing education with all of you. We must remember that we owe our children a better quality of life than we currently can give them and the way to ensure that is ensure that no child is left behind in our country, no child. Every child must get the opportunity to be the best that they can be. Our innovators are in the poorer regions of this country but we haven’t given them that kind of attention that they should get. It behoves you and I to be outside of ourselves. What does it profit a man or woman to get the whole world and then lose their souls. We’re losing our souls everyday in this country when we watch children who simply because of their poor circumstances don’t get the benefit of an opportunity. Let’s stop the nonsense and let’s get going as a people to make sure that the poorest segment of our society can quickly get the opportunity to be the best that they can be.
OUR POSITION Judiciary, restraining orders and matters arising Keen observers of the trend of litigations are worried that the issuances of courts injunctions restraining opponents and the National Independent Electoral Commission (INEC) that took front burner in the country following the October/ November 2018 party primaries have not abetted. The trend has even be reinforced by the erroneous perceived nature of the inconclusiveness of some of the elections at the Federal constituencies and State House of Assembly such that even when the elections are over, litigants still crowd the court seeking for one injunction or the others. The Courts also have not helped to curtail the influx, probably for the simple reason that the courts are bound to hear all manner of applications and suits. Perhaps, our politicians and their sponsors need to be told for the umpteenth time that once an election is held, the appropriate channel for them to lay complain about the conduct of the election shifts from the normal regular courts to the established election tribunals. The Constitution of the Federal Republic of Nigeria 1999 (as amended) made provisions for the establishment of Presidential Election Petition Tribunal which is presently hearing petitions that arose from 2019 presidential election. It also made provisions for the establishment of Governorship, National Assembly and States Houses of Assembly election Petition Tribunals.
These tribunals are currently sitting at various locations across the country having been constituted even before the elections were held to exclusively hear complaints that will arise from the elections. We are therefore disturbed that some litigants who have genuine complaints to make about the conduct of election in their constituencies or the withholding of their perceived certificates of return by the umpire still approach the Federal High Court or State High Court when their grievances are not a pre -election matter. Just last week Friday, Justice Inyang Ekwo of the Federal High Court Abuja had cause to dismiss one of such cases. Ogewu David Agada, the Oju/ Obi Federal Constituency’s elect had brought the suit after the Independent National Electoral Commission (INEC) withheld the issuance of certificate of return. Agada had sought a mandatory order to compel INEC to issue him with a certificate of return. The judge held that the suit was an abuse of the processes of the Court, the subject matter of the suit being a postelection issue. The Court also found that there are multiplicity of actions on the same subject. Similar cases of this nature are still pending before the courts. Unfortunately they take the precious time of the court while the litigants’ counsels try frantically to secure Injunctions that are not enforceable. We urge judges to be cautious about Injunctions that may not be enforceable.

President Muhammadu Buhari has said that the destruction of oil facilities by vandals was hurting the host communities, the majority of the people and the environment more than the government. The President said this on Monday when he received the South-South Monarchs Forum (SSMF) led by King Edmund Daukoru, Mingi XII, Amanyanabo of Nembe Kingdom, at the State House, Abuja. Buhari appealed to the South-South traditional rulers to do more to end pipeline vandalism in their communities. He told the traditional rulers who came to congratulate him on his re-election and discuss issues of specific relevance to their zone, that they were culturally and traditionally positioned to complement government’s efforts in enhancing security in the Niger Delta. He therefore, charged them to educate the youth on the dangers such nefarious activities pose to the environment and the economy, saying that ‘‘you need to educate the people that the destruction of oil installations is hurting the majority of the people. ‘‘If pipelines are blown and the waters are polluted, it affects both the fishermen and farmers. Even the fishes in the sea are affected. These people who blow up the installations are hurting the people more than they are hurting the government.’’ President Buhari also decried the spate of kidnapping in the area, urging the royal fathers not to relent in their support to security agencies
to effectively contain the negative trend. Responding to an inquiry by the group on the 10 per cent equity participation for host communities in solid minerals and whether the same is applicable to the oil sector, President Buhari said that ‘‘the constitution is very mindful of the way resources are shared. The 13 per cent derivation means that relative to whatever you are producing, 13 per cent is given to your states. ‘‘Then, whatever is offshore in the continental shelf belongs to the nation. Again, your states get their own shares. This means your constituencies get two shares; the 13 per cent derivation and the balance in the continental shelf which is shared among the 36 states of the federation and the Federal Capital Territory. ‘‘If the 13 per cent or what is in the continental shelf is not getting to you, then I think by now you ought to have known because you have qualitative leaders with great antecedents. ‘‘For example, when I was a junior officer, one of the royal fathers here was governor of a state. Everybody knows him and he has continuously been in the limelight of the politics of the country and if the federal government is cheating you by denying your part of the 13 per cent derivation or the balance from the continental shelf, you as the leadership ought to have seen it by now and brought it out.’’ On the Niger Delta Development Commission (NDDC), Buhari told the forum that his administration was mindful of the core mandate of the commission. ‘‘We are concerned about the leadership of NDDC and we hope that money which is
constitutionally allocated to it is properly utilised for infrastructure in the area. ‘‘Be assured that we are very mindful of the conditions in your area and how strategic your geopolitical zone is to the economy and stability of the country,’’ the President said. Congratulating the President on his reelection, Daukoru said: ‘‘In exercise of our role as traditional rulers, we plead with all those who are unhappy with the imperfections of our electoral process to graciously transcend their grievances and to join the immense task we all face of building a secure and prosperous Nigeria.’’ A prepared text presented by the royal father on behalf of the forum raised the issue of Niger Delta security, economic development, infrastructure, environment and the oil sector. King Daukoru said that ‘‘Mr. President, we think it is time to hold operators accountable for their lack of transparency in community development programmes,’’ accusing the operators, among others, of ‘‘polarising communities and by-passing traditional authority by pandering to the interests of bully boys and their local militia.’’ Speaking on behalf of Bayelsa Elders’ Council, the Amanyanabo of Twon-Brass Kingdom, Alfred Diete-Spiff (former military governor of old Rivers state), appealed for more tangible federal presence in Bayelsa state. He urged the federal government to give priority attention and award contracts for the Ogbia-Nembe-Brass Road, Yenegoa-OporomaUkubie-Koluama Road and Sagbama-EkeremorAgge-Road.

There are currently 809 pre-election cases pending in various courts across the country challenging the conduct of primaries by political parties for the 2019 general elections. Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, who made this disclosure, said the number of cases emanating from parties’ primaries are more than the total number of petitions currently before the various election petition tribunals nationwide challenging the outcome of the main elections. He said this in Abuja on Monday while presenting 12 certificates of return to the governor-elect, deputy governor-elect, three senators-elect and 11 members of the House of Representatives-elect from Zamfara state who were last Friday vindicated by the Supreme Court judgement that sacked all elected flag bearers of the All Progressives Congress (APC). He also said the commission had withdrawn 25 certificates of return and had issued them to persons declared winners by courts of law. Disclosing that more cases are expected, the chairman said “since then, three more certificates have been withdrawn by court order. With the Zamfara case, the figure has now risen to 64. In addition, the commission is studying nine more judgements we were served in the last one week in which primary elections conducted by different political parties were upturned by the courts.” Prof. Yakubu said the presentation of certificates of return to winners of any election conducted by INEC is a statutory responsibility required of the commission under Section 75 of the Electoral Act 2010 (as amended). The INEC chairman reiterated the importance of conducting proper primaries before elections in order to reduce the spate of litigations associated with them. “The Zamfara example is not the first pre-election case determined by the Supreme Court arising from the recent party primaries. Earlier, the apex court had determined the case of Lere Federal Constituency in Kaduna state which the commission had already complied with and issued the certificate of return to the winner. “It is therefore, important to continue to emphasise to our political parties their obligation to conduct credible primaries for the nomination of candidates.

Archbishop of York accuses oil coys of destroying Bayelsa communities Akam James, Yenagoa Chairman of the Bayelsa state Environmental and Degradation Commission, the Archbishop of York, Dr. John Tucker Sentamu, has raised alarm over what he described as the environmental terrorism and genocide caused by oil companies operating in the state. Archbisop Sentamu, said that it would be an unfair understatement for anybody to describe the magnitude of violence done to the environment due to oil spillages and pollution by oil firms as degradation. In a statement signed and made available to newsmen in Yenagoa, by the Special Adviser to the state governor on Media Relations, Fidelis Soriwei, quoted the clergymen as saying this while speaking with journalists shortly after a Special Sunday Service at the Government House, Yenagoa on Sunday.
He lamented that the environment has been destroyed because of the unchecked pollution which has culminated in the destruction of the people’s livelihood, adding that he embarked on a trip for about six hours along the waterways without seeing any bird flying because of the violence done to the environment. Also, the archbishop who blamed the oil companies for not taking into cognizance the negative effects of their drilling activities, called on the people to speak out and draw international attention to their plight. He said: “The problem is when you talk about environmental degradation it sounds as if it’s acceptable. In other words, it’s bad but not really too bad whereas genocide is a tough word, you are actually killing. “Do you know I went into the river for about four to six hours without seeing a single bird flying anywhere? You would have expected to see them because they
should be plenty, but the environment and habitat has been destroyed so the people found themselves with all kinds of diseases and suffering. “What is going on is that bio- diversity is not what it should be so we need words that actually express what the truth is. You know as I said in my sermon in there, corruption has become a very weak word because it doesn’t tell you who is corrupt or who is corrupting who, I will rather use the word organise theft and organised bribery; that is what is causing the trouble.” The clergy, who also spoke on the November 2 gubernatorial election in the state, enjoined whoever emerges as governor to be a humble servant and not to dominate, and enrich himself at the detriment of the people. According to him, a true leader is known for selfless service to the people, and not for being power drunk and having the the unbridled quest for wealth.
Short News Police kill suspected cultist in Delta Nosa Akenzua, Asaba Police anti -cultism officers attached to the Kokori Police Division in Delta state in early hours of Monday allegedly killed a suspected cultist. The suspect identified as Enakerakpo Zion, was alleged to have been killed by police officers while attempting to disarm a police officer. It was gathered that the suspect had last weekend allegedly robbed one Akpojioto Julius, a bakery owner in Kokori Town at gunpoint and made away with an unspecified amount of money before nemesis caught up with him. Police Public Relations Officer in the state, Onome Onovuwakpoyeya, who confirmed the robbery incident and the subsequent killing of the suspect, said the suspect had been involved in many attacks on unsuspecting residents, adding that the police were investigating his fleeing gang members with a view to arresting them. The police image-maker said that the suspect had attempted to disarm the police officers led by one Goodwin Idiriki, the divisional crime officer during a shootout in his hideout, adding that the police responded swiftly and was eventually gunned down in the process. She said that “the police recovered from the suspect a cut to size gun and charms, including battle axes and handsets. There has been cult crisis in Kokori Town, but the police have been able to restore peace in the area.”

Court acquits Jonathan’s cousin of $40m fraud Andrew Orolua, Abuja The Federal High Court in Abuja on Monday discharged and acquitted former President Goodluck Jonathan’s cousin, Robert Azibaola, of the $40 million money laundering charge filed against him by the Economic and Financial Crimes Commission (EFCC). Delivering judgement yesterday, Justice Nnamdi Dimgba held that no credible evidence was adduced to establish the offence of money laundering against Azibaola. He added that the prosecutor should have produced the former National Security Adviser, Col. Sambo Dasuki (rtd) as a witness even though the former security adviser is in the custody of the Department of State
Services (DSS). According to Justice Dimgba, the prosecutor failed to provide any witness from the office of the National Security Adviser since the money laundering trial began in 2016, asserting that “the EFCC and the prosecution cried more than the bereaved.” The judge stated further that the prosecution has not been able to prove beyond reasonable doubt the two-count charge against the defendant and ordered that “the defendant is hereby discharged and acquainted and not guilty.” The EFCC had in 2016 filed a seven-count charge against Azibaola, his wife, Stella and their company, saying that they received $40 million worth of illicit contract from the detained Col. Dasuki (rtd).
They were subsequently, arraigned on June 7, 2016, and were admitted to bail in the sum of N500 million each before they were again re-arraigned on April 27, 2017, on an amended nine-count charge. In the course of the trial, the prosecution called 10 witnesses and tendered 27 evidences against the defendants before closing its case while Azibaola and him company were ordered to open their defence on the remaining two –count charge following the striking of his wife’s name from the charge sheet. In his defence, Azibaola denied diverting money to his personal use and on February 6 this year, his defence team led by Chris Uche closed its defence after calling two witnesses and tendering several documents as evidence.
The Almajiri Child Rights Initiative (ACRI) has called on members of the 9th National Assembly to continue from where their predecessors stopped in promoting Almajiri child rights. ACRI made the call in a statement signed by its Team Leader, Sabo Keana and some state coordinators made available to newsmen in Sokoto. The organisation enjoined the incoming National Assembly members to pursue an all encompassing solution to child destitution in Nigeria, declaring that the world at large needs to resolve the Almajiri child right crises in order to achieve the Sustainable Development Goals (SDGs) by 2030. The statement urged SDG advocates in Nigeria and across the international community to add their voices to the plight of the Almajiri child. It stated that the call followed a meeting to commemorate the second annual Almajiri Child Right Day being marked on May 25. “With at least 8 out of the 17 SDGs connected to the plight of Almajiri children, it simply means that they considered child rights as critical to the attainment of the SDGs in Northern Nigeria,” the statement noted. ACRI described the prevailing situation as “an urgency driven by both time and democracy that neither Nigeria nor the world can afford to miss if we are to meet our global targets by 2030. 11 years from now, the United Nations Sustainable Development Goals (SDGs) hope to have eliminated hunger, ensure decent work for all and achieved 15 more things aimed to leave no one behind. “At our current rate, over 10 million Almajiri children will be part of those who have been failed by the rest of us,” it added. It is for this reason that the theme for this year centres on: “Almajiri plights and the attainment of SDGs,” the group said and therefore, urged the federal government to immediately set up a multi-stakeholders’ task team to come up with a unified position on how to address the social, educational, nutritional and security situation of the Almajiri child.
Why we endorsed Okowa for 2nd term - NGOs Nosa Akenzua, Asaba The Forum of Delta state Non- Government Organizations says Governor Ifeanyi Okowa was endorsed for another term in office following his enthroning of good governance in the state. A press statement signed and circulated in Asaba by Okezi Odugula, coordinator, Chief Greg Osamenjor, secretary, and Tombra Kasikoro, publicity secretary respectively, stated that the endorsement of Gov. Okowa by the forum in 2015 and in 2018 for the second term was not an attempt at praise singing, but showcasing his credible activities in the state. The statement reads: “We believe firmly in partnership for sustainable development and appreciating persons contributing to the process and criticising constructively when we identify gaps as we are more than ready to continue to monitor government programmes and policies without fear or favour.” The forum however, commended all stakeholders in the state for their cooperation and appealed to Deltans to give more support to the governor to succeed in the next four years, adding that “we urge the governor to give more space to women and youth, we also want him to drop the idea of re-cycling of old political appointees; Delta needs fresh appointees.” Also, it called on the governor to expedite action by assenting to the bill on freedom of information to foster accountability and good governance in the next four years of his administration.

No state is as peaceful as Enugu - Archbishop Moses Oyediran, Enugu
The Archbishop of Enugu Ecclesiastical Province (Anglican Communion), Most Rev. Dr. Emmanuel Chukwuma, has expressed gratitude to God for the peace, unity and good governance being enjoyed in Enugu state under the administration of Governor Ifeanyi Ugwuanyi. Archbishop Chukwuma, who maintained that “no state in Nigeria is as peaceful as Enugu state,” also thanked God for the peaceful conduct of the general elections in the state and the successful completion of the first term of Gov. Ugwuanyi’s administration, declaring that God is in control of his second term. The archbishop spoke at the Government House, Enugu on Sunday during the interdenominational Christian service
organized by the state government as part of activities marking the second term inauguration of Gov. Ugwuanyi and his deputy, Mrs. Cecilia Ezeilo. Describing the event as a service of transformation, Archbishop Chukwuma stated that the entire church in the state gathered on the last Sunday of the first term of the present administration to not only thank God for its successful end, but to also offer prayers and hand over the governor’s second term into the hands of God. The cleric, who expressed delight at the choice of Enugu Government House as venue for the event, commended Gov. Ugwuanyi for his outstanding performance in his first term and advised him to remain faithful to God and committed to his resolve to render more selfless service to the people of the state. He added that the governor is a peaceful man who has reconciled
leaders in the state and taught politicians how to forgive one another. “Your Excellency, you have done well in your first term, most especially in infrastructural development. A lot is ahead of you. Short News Cultists stab 26-year-old man to death at birthday party Chioma Joseph, Lagos A 26-year-old man, Saibu Azeez has lost his life in a cult clash at Abule Lemode area of Ijoko, Ogun state. The deceased was said to be attending a birthday party organised by his friend, Oluwatoye Ogun, at No. 34 Oyedele Close, Abule Lemode, when the cultists stormed the venue at about 2am. Suspected to be a reprisal attack, the gang of cultists injured guests at the party while stabbing Azeez in the stomach. According to the Ogun state Police Public Relations Officer, Abimbola Oyeyemi, four suspects, Opeyemi Olalekan, Azeez Ologundudu, Emanuel Omoboriowo and Anigilaje Babatunde have been arrested in connection with the murder. Giving a detailed account of what transpired, Oyeyemi said “men of Ogun state Police Command have arrested four suspected members of a notorious cult group over the death of a young man during a birthday party in Abule Lemode area of Ijoko. “The arrest followed a distress call received by the police in Agbado divisional headquarters that Ogun, a female of No. 34 Oyedele Close Abule Lemode was having a birthday party at her father’s house on May 24. “A group of boys suspected to be cultists stormed the venue of the party at about 2 am with broken bottles and unleashed terror on the people attending the party. The hoodlums stabbed the father of the celebrant on the head before they got hold of Azeez and stabbed him in his stomach. “The two injured persons were taken to the nearby hospital for treatment, but Azeez died while receiving treatment.” The police image-maker said the suspects have confessed to being members of a dreaded cult group, while preliminary investigation has revealed that the deceased is likely to be a member of a rival cult group and his assailants came on a reprisal attack.
Hoodlums stab 2 DELSU students Nosa Akenzua, Asaba Hoodlums operating within Abraka community in Delta state at the weekend allegedly stabbed two Delta state University (DELSU), Abraka students. Sources said the victims were returning from night classes when the hoodlums who ambushed them, allegedly attacked them with broken bottles when they refused to part with their money and mobile handsets. The victims, female students (name withheld) it was gathered, had attempted to escape when the hoodlums allegedly swooped on them with broken bottles around Ivie Road. Fortunately for them, their cries for help attracted residents to the scene, forcing the hoodlums to flee into the bush. Abraka Divisional Police Officer, Isa Hassan, who confirmed the incident, said the victims sustained minor injuries and were taken to the Delta state University Teaching Hospital (DELSUTH) where they were treated, adding that the police were on the trail of the hoodlums and will do everything possible to bring them to book. Meanwhile, the university’s Vice Chancellor, Prof. Victor Peretemode in a statement stated that “it has come to the notice of the management of the university that students who read all night in the campuses and leave before dawn are being attacked by hoodlums. As a result, the management has advised that students should study from 4pm and leave by 6pm for their own safety.”

Abductors of Delta vice principal demand N15m ransom Nosa Akenzua, Asaba
Kidnappers who abducted a secondary school vice principal in Ughelli South in Delta state are currently asking for N15 million as ransom. The victim, Mrs. Owhorode Vivian, the vice principal of Otor- Udu Secondary School in Imode, Ughelli South Local Government Area of the state was abducted last Sunday by a five- man kidnap gang on her way home from church. But, the Police Public Relations Officer in the state, Onome
Onovuwakpoyeya, who confirmed the kidnap of the vice principal, said that the police were on top of the situation, adding that the police will do everything possible to ensure her release unhurt. Sources said the kidnappers allegedly forced their victim into their vehicle after shooting sporadically into the air to scare away passersby before they drove to an unknown destination with onlookers shouting for help to no avail. A community leader, Chief Otoworo Edward, speaking on the abduction, said that “we are no longer
safe even in our rural community. Just imagine how the kidnappers are now asking for N15 million? Where will the family of the poor vice principal get such money? “This is absolutely ridiculous and painful,” adding that the victim was still being held in an unknown destination by the kidnappers. Family members of the victim are alleged to have deserted their houses in the area for fear of the unknown while sources said that the vice principal is the fourth victim allegedly kidnapped in the area in the last two months.
Kehinde Akinpelu, Ilorin Kwara state Governor, Abdulfatah Ahmed has stressed that his administration’s projects and programmes were people-focussed as he commissioned three projects on the same day. The projects are the Kwara state University (KWASU) School of Business and Governance, Land Administration Secretariat and the Kwara State Automated Vehicle Inspection Centre. Gov. Ahmed said the projects commissioned were in fulfilment of his pledge to implement projects capable of uplifting the people and meeting their aspirations for a better life. According to him, the KWASU centre was built in keeping with the administration’s resolve to expand access to quality tertiary education, adding that the commissioning of institution’s school of business and governance will support human capital development in Kwara state, Nigeria and sub - Sahara Africa. On the land administration secretariat, the governor said it eases the processing of land titles and serves as a viable source of revenue, disclosing that the secretariat is aimed at bringing all the land-related agencies under the same roof, complete with an automated system to ensure that land administration system, monitoring, and maintenance are carried out within the same vicinity. This, he said, will enhance efficiency and ensure that revenues accruable through land administration are made available to the state. At the automated vehicle inspection centre, Gov. Ahmed said he was delighted to add another feather to his cap by establishing another institution that would not only streamline and ensure that only road-worthy vehicles ply roads in the state, but will also support revenue generation as the most critical need of any state today is to improve on its revenue generation.

Ukpono Ukpong, Abuja The Nigeria Labour Congress (NLC) has commended President Muhamadu Buhari, on the recent feat achieved with and through the new financial regulations on the management of states Local Government Joint Accounts by the Nigeria Financial Intelligence Unit (NFIU). NLC President, Ayuba Wabba, in a letter addressed to President Buhari also commended him for assenting to the national minimum wage (Amendment) Act 2019. He said “we are really impressed and excited by the achievements of your administration in terms of financial regulations reform. “First, your government pursued the institutionalization of the Nigeria Financial Intelligence Unit by an Act of the National Assembly in 2018 thus fully excising the NFIU from the Economic and Financial Crimes Commission and thereby satisfying international financial standards and saving Nigeria from international isolation with its attendant consequences on our economy by Egmont Group – the global body that oversees and coordinates global financial transactions.” He noted that due to President Buhari’s interest and insistence on the institutionalization of financial surveillance system in Nigeria, the country has not only been accorded its deserved place in the good books of Egmont but also acquired a new impetus in the famed fight against official corruption. “The NFIU’s recent financial regulations moderating the management of the States Local Governments Joint accounts, therefore, did not come to us as a surprise. For us in the labour movement, it is a further confirmation of Your Excellency’s avowed stance against graft and injustice. “We believe that the new NFIU’s regulations, though insufficient by themselves, will go a long way in addressing the mindless mismanagement of local government funds by many state governors. The mismanagement of local council funds by many state governors has stalled development at the grassroots, impoverished workers at the local level and aggravated the crises of insecurity in our country. “Mr. President may recall that the Nigeria Labour Congress and its affiliates particularly the Nigeria Union of Local Government Employees (NULGE) and the Judiciary Staff Union of Nigeria (JUSUN) have been in the fore front of the campaign for local government reform. “Our idea on local government reform is the granting of full autonomy and complete democratization of the third tier of government in Nigeria to function as intended by Section 7,8, 162 and the Fourth Schedule of the 1999 Constitution of the Federal Republic of Nigeria as amended.” Said Wabba Furthermore, expressed optimism that the current NFIU’s financial regulations on the operation of local government account is only the first of several steps that would be directed at liberating the

In a similar development, the NLC also congratulated the Governor of the Central Bank of Nigeria, Godwin Emiefiele, on his recent reappointment for another term of five years thus becoming one of the few Central Bank Governors that has recorded such a feat. 1,425 trade disputes, complaints apprehended in 3yrs - Ngige
In the last three years, no fewer than 1,425 trade disputes and complaints has so far been apprehended by the Ministry of Labour and Employment. The Minister of Labour and Employment, Senator Chris Ngige, disclosed this yesterday in Abuja during a valedictory briefing. Ngige noted that due to President Buhari’s led government commitment to industrial peace and harmony in the country, the ministry under his watch has been able to completely conclude and resolve 788 disputes out of the 1425 apprehended, while 37 cases have been referred to Industrial Arbitration Panel (IAP), and 600 are still pending at various stages of mediation and conciliation. Also he disclosed that the ministry in collaboration with International Labour Organisation (ILO) and other partners are working on the development and implementation of a National Policy on Industrial Relations as well as the development of Sectoral Guidelines for key sectors of the National Economy viz; Health, Education, Banking and Finance, and power. Speaking on the measures the FG has taken to promote decent work, enforce labour standards for safety and wellbeing of workers, the minister disclosed that a total of 325 Factory Inspectors have been recruited and trained along with existing 255 others in order to enhance the promotion of Occupational Safety and Health (OSH) activities of the ministry. “From 2015 to date, the ministry has apprehended 1,425 trade dispute and complaints, with 788 disputes completely concluded and resolved, 37 cases referred to Industrial Arbitration Panel (IAP), and 600 pending at various stages of mediation and conciliation. “10,098 factories have been inspected in line with the provisions of the Factories Act 2004, and in conformity with the terms and conditions of employment meant to protect workers.” “We also issued a total of 426 fresh certificates of factory Registration, renewed 3,718, amended 37 and revoked 36 certificates.” In the area of employment generation, Ngige said that through strategies such as National Open Apprenticeship Scheme (NOAS), Women Empowerment, Basic Business Training and numerous skills acquisition programmes and job creation activities, the ministry has empowered over 480,828 youths using the National Directorate of Employment as the platform. Speaking further, Ngige said that at the international level, the Ministry’s skilled labour expressed eloquently in restoring Nigeria preeminence in the comity of nations. “From ordinary member of the International Labour Organisation, Nigeria came back to the ILO Governing Board in May 2017 after ten years in limbo. Also, worthy of note is the recent nomination of Nigeria by African Ministers at its last African Union (AU) Specialised Technical Ministers meeting in Ethiopia in April, 2019 to take up the Titular position in the board to represent West Africa in recognition of the leadership role Nigeria played on the Governing Board since 2017.” The minister disclosed that Nigeria has been nominated for the hosting of the Global Youth Employment Forum for 2019 in Abuja by the ILO. “The President has graciously accepted to host this epoch making event which is part of the ILO Centenary celebration. The event will be attended by the ILO Director General, Guy Ryder and will hold from 1st to 3rd August, 2019. This will be the first time an ILO Director General will be visiting Nigeria since the advent of ILO in 1959. This indeed is a major plus for the image of our country as the world will converge in Nigeria.” Ngige said

Equities market begins on a bearish trend, sheds N302bn Motolani Oseni Equities market of the Nigerian Stock Exchange (NSE) opened trading for the week on Monday with a loss of N302 billion or 2.22 per cent to close at N13.299 trillion against N13.601 trillion recorded at the close of last week trading activities. The drop in market indices was due to losses posted by MTN Nigeria Communications and Dangote Cement. Also, the All-Share Index which opened at 30,881.29 shed 686.58 points or 2.22 per cent to close at 30,194.71. MTN Nigeria Communications recorded the highest loss, shedding N10 to close at N130 per share. Market analysts attributed MTN Nigeria loss to controversy trailing the company since it listed on May 16. MTN Nigeria Communications on
May 25 said that it was being investigated by the Economic and Financial Crimes Commission (EFCC) over listing of its shares on the NSE. The company stated this in a statement posted on the exchange website signed by its Company Secretary, Uto Ukpanah. The statement said that the company received a letter on May 23, from EFCC, requesting information and documentation related to the listing of its shares on the NSE. “MTN Nigeria has not been accused of any wrongdoing by the EFCC. “We wish to reiterate that we received all regulatory approvals required to list our shares on the NSE, as publicly confirmed by NSE and the Securities and Exchange Commission (SEC). “As a law-abiding and responsible corporate citizen, we are cooperating fully with the authorities. “We are committed to good governance
and to abiding by the extant laws of the Federal Republic of Nigeria”, said the statement. Dangote Cement trailed with a loss of N8 to close at N192, while Forte Oil down by 35k to close at N27.45 per share. UACN lost 10k to close at N6.35, while Oando also dropped to 10k to close at N4.30 per share. Analysts at Afrinvest Limited stated that “In line with our expectation, market performance was negative as investors booked profit on large-cap stocks which rallied the previous week. We expect the negative performance to persist in the absence of any major catalyst.” On the other hand, Unilever led the gainers’ table with a gain of N2.70 to close at N33.70 per share. ETI followed with a gain of 95k to close at N11, while Dangote Flour gained 50k to close at N16.60 per share.
Zenith Bank appreciated by 20k to close at N19.20, while Guaranty Trust Bank added 20k to close N31.30 per share. Similarly, the volume of shares traded closed lower with an exchange of 148.21 million shares valued at N2.22 billion in 3,654 deals, a decrease of 49.59 per cent. This was in contrast with 294.06 million shares worth N6.63 billion exchanged in 4,352 deals. Fidelity Bank Plc was the most active stock during the day, exchanging 28.28 million shares worth N49.49 million. Access Bank followed with an account of 20.28 million shares worth N117. 36 million, while United Bank for Africa traded 20.06 million shares valued at N114.60 million. MTN Nigeria exchanged 10.217 million shares worth N1.44 billion, while Zenith Bank traded 8.73 million shares valued at N168.32 million.

Speaking at its 49th Annual General Meeting (AGM) in Lagos, the company’s Chairman, Bukola Oluwadiya, said the dividend payment was 20 per cent higher than the corresponding period of 2017. He said that the board had decided to move to a progressive dividend policy to deliver superior returns to its shareholders. “Our plan is to maintain or grow the ordinary dividend per share over time,
depending on business performance, growth projections and regulatory solvency requirement”, he said. Also, the Profit Before Tax (PBT) was 15 per cent higher in 2018, from N3.041 in the past year to N3.496 with the total assets of the company also rose by 19 per cent, moving from N92.413 billion in the past year to N109.988 billion during the review period, while the shareholders’ fund was N14.53 billion, as against N10.55 billion in 2017, representing a 38 per cent increase. Similarly, the company’s net asset
value increased by 39.4 per cent, moving from N10.9 billion in 2017 to N15.2 billion in 2018. Speaking on the future, the Managing Director, AIICO Insurance, Edwin Igbiti, said that the strategic intent of the company over the next five years was to regain market leadership through rapid and profitable growth. SEC warns market operators against unethical conduct Joseph Inokotong, Abuja The Securities and Exchange Commission (SEC) has warned some Operators in the Capital market to desist from unethical practices that could lead to strict regulatory actions in accordance with the rules and regulations of the Commission. The Commission in a statement on Monday said its attention has been drawn to an emerging trend of unethical conduct by Brokers, Issuing Houses/Book Runners and other Receiving Agents in primary
and secondary market transactions. The SEC said the concerned operators carry out their activities by inducing investment through the sharing of brokerage fees or receiving agents commission with private banking officers, asset/ fund managers, PFA’s and other institutional investor classes who are not duly registered or recognised by the Commission as being eligible to be paid commission. According to the SEC, “Notice is hereby issued that only capital market operators duly registered by the Commission are eligible to be paid brokerage fee/receiving agents’
commission and such Operators shall not pay or offer a percentage of the commission earned from services provided in a transaction as an incentive for investment. “Any capital market operator found to engage in this practice or similar acts shall be subject to strict regulatory actions in accordance with the rules and regulations of the Commission. “The SEC, therefore, enjoins the public to utilise the Commission’s whistleblowing mechanism to provide information on any known or suspected case for necessary action.”
Ogun Govt lauds NBC’s effort to tackle youth unemployment Godwin Anyebe Non-alcoholic beverage company, Nigerian Bottling Company (NBC) Limited has commenced its 2019 series of the ‘Youth Empowered’ initiative aimed at equipping youths with basic life and business skills at a 3-day workshop held in Abeokuta. (6) AbdulRahman AbdulRazaq set to re-write story of Kwara Patrick Okohue, Lagos The emergence of AbdulRahman AbdulRazaq of the All Progressives Congress (APC) as the governor-elect of Kwara State was like a final nail on the coffin of the Peoples Democratic Party (PDP) and the political life of the Senate President, Dr. Bukola Saraki. Before the elections, many had reasoned that the return of the Saraki to the PDP was going to be a defining moment for Kwara State, as they reasoned that the political empire of the state which he inherited from his father and former Senate Leader, Dr. Abubakar Saraki, was too formidable for the APC to crack. However, the outcome of the Presidential election and the National Assembly election came as a shock to many, as the PDP did not only lose the Presidential election, but Saraki, a sitting Senate President, lost his seat to another person and a member of the APC. This development which many said marks a new dawn in the political life of Kwara State was again replayed at the governorship election when the APC finally routed the PDP from the state. So, the emergence of the Ilorin West local government-born AbdulRazaq, who was born in Zaria, Kaduna State, has been seen as a game changer for the North Central State. The 59-year-old businessman and philanthropist who was born into the family of the first lawyer from the country’s northern region, AbdulGaniyu F (AGF) Abdul Razaq (SAN), a prominent statesman who fought for Nigeria’s Independence and became a Federal Minister in the First Republic in 1965, holds the prominent traditional titles of Mutawalin Ilorin and Tafida of Zazzau (Zaria). AbdulRazaq attended Capital School Kaduna between 1966 and 1968; Bishop Smith Memorial School Ilorin between 1970 and 1971; and Government College Kaduna – where he sat his West African School Certificate Examination (WASC). Despite being from an elitist background, he chose his path early in life, when he decided to become an entrepreneur, instead of furthering his

education after his West African School Certificate Examination (WASC). With his decision to focus on business rather than further his education, AbdulRazaq would go on to make history at the age of 31 when he founded Nigeria’s first indigenous oil and gas trading companies, NOPA Oil Services and First Fuels. This was the first indigenous company to lift crude oil and petroleum products to the United States, Europe and Asia. AbdulRahman AbdulRazaq today is a consultant to various multinational oil companies and governments including Ghana and Cote D’Ívoire. His success in business and background perhaps made him look in the direction of politics, this decision may also have been helped by the fact that his sibling had also held a political position in the past. His sister, Senator Khairat Razaq-Gwadabe, was the Senator representing the Federal Capital Territory from 1999 to 2003. AbdulRazaq has been in the political scene for some time now. He ran for the office of governor as the CPC candidate in Kwara State in 2011,but lost to PDP’s Abdulfattah Ahmed. In the 2015 General Election, he also ran on the PDP ticket for the Kwara Central Senatorial Seat. Assuring the people of Kwara State that his government will be pro-people, the oil magnate during his campaign tours promised that his administration will be fair to all parts of the state both in terms of appointments and infrastructure. Abdulrazaq said he will not discriminate against any section of Kwara, assuring that jobs and appointments will be shared fairly. He also promised that his administration will open up the rural areas for development to boost investments in agriculture, agro-processing factories, provide employment for youths and halt rural-urban migration. He also promised to develop Kwara Tourism for Revenue-Generation, assuring that he was poised to ensure Kwara State becomes a leading tourists’ destination in the world. He said if the eco-tourism sites in the state are properly developed, and her tourism potentials tremendously harnessed, the state will have a turnaround. He said his plan is to see how tourism can be revived to create jobs and add significantly to the internally generated revenue of Kwara State. He added that his administration will give priority attention to developing the Esie Museum, Owu Waterfalls, Pategi Regatta, Ilorin Emirate Durbar, Ghani Festival amongst others. To AbdulRahman, one of the plans he has to generate IGR in sustaining the economy of the state, is through boosting the tourism sector. Many political watchers say though AbdulRahman has made promises as he plans to ascend the position of the chief executive of the state, promises are good, but action is better and the sooner the governor-elect focuses on accomplishing his campaign promises for the people, the better for the people. They also reasoned that besides tourism, he should also focus on attracting investors to the state, because as an entrepreneur, he has the connection in the right places to attract key investment to the state and turn its story around for good.
Abdullahi Sule
Nasarawa in for transformation as Abdullahi Sule takes the driver’s seat Tunde Opalana, Abuja Alhaji Abdullahi Sule, the governorelect of Nasarawa State, no doubt is a boardroom guru considering his voyage in the corporate world spanning over two decades. Unlike many businessmen who treated politics with leprous hands, Sule didn’t see politics as a dirty game but determined to foray into politics to correct bad impressions about politics and politicians. He certainly believes that you can only effect change in a system by getting acquainted with the system, else, one would wonder what the 59-year-old gentleman wants in governance. He followed the trend of politicking in Nasarawa State by aligning himself with the Progressives camp by becoming not only a card carrying member but a financier of the All Progressives Congress (APC) in the state. This, however, paid off for him when he on October 1, 2018, won the APC governorship primary election in Nasarawa and went ahead to win the March, 2019 gubernatorial election defeating his closest rival, Davematics Ombugadu of the Peoples Democratic Party (PDP). The incoming governor has a herculean task of beating the impressive performance record of outgoing governor, Tanko Al’makura who is adjudged a performer. Sule is expected to see to the completion of infrastructural projects embarked upon by the Al’makura administration before drawing new projects. Managing the state’s resources effectively should not be a problem considering his ability in managing a conglomerate such as the Dangote Sugar Refinery. His wealth of experience in the petroleum sector in which he is a key player would be of immense advantage to the governance of the state. Being the first governor to be elected from the north central senatorial district since the creation of Nasarawa State in 1996, he needs to respect the zoning system for political offices in the state and should adopt it as guiding principle in forming his cabinet and picking other political appointees. This, also will help the incoming governor in dealing with ethnic rivalries in
the state and drastically reduce fratricidal communal clashes. Abdullahi Sule should pay attention to herders-farmers incessant clashes that have resulted in loss of lives and properties. He should apply wisdom in dealing with the pending anti-grazing bill by consulting widely with stakeholders to ensure the crisis does not fester. Like other governors in the North Central, Sule will be faced with the challenge of opening up rural roads to enable farmers transport their farm produce to waiting markets in town and adjoining villages to boost the economy of the state. A well educated fellow, Sule is expected not to deal with the levity issue of improved education from primary to tertiary level with proper attention to payment of salaries and entitlements to civil servants, majority of who are teachers. He hails from Gudi, Akwanga Local Government Area of Nasarawa State. His early schooling was at Roman Catholic Mission (RMC) Primary School, Gudi Station in 1968. He then entered Zang Secondary School in 1974 and later Government Technical College, Bukuru in 1977. After his secondary education, he went to Plateau State Polytechnic in Birni Ladi in 1980. He then left Nigeria on a scholarship to study at Indiana University, Terre Haute, Indiana, where he obtained a Bachelor of Science in Mechanical Technology and a Masters degree in Industrial Technology. Returning to Nigeria in 1985, Sule served as a youth corps member with Plateau Utilities Board. He later joined the Jos Steel Rolling Mill in 1985 as a Production Engineer. Returning to the United States in 1989, he worked for several companies (Lancer Corporation, OEM component and Osyka Corporation among others) before returning to Nigeria in 2000. On his return to Nigeria, he co-founded Sadiq Petroleum Nigeria Limited in Lagos and was made the Managing Director/ CEO. Under his leadership, the company won a bid to acquire African Petroleum (AP) Plc and he became the CEO of AP in 2001. Prior to his gubernatorial ambition in 2018, he was the Group Managing Director of Dangote Sugar Refinery Plc.

Imo: I will step on toes, Ihedioha declares Val Okara, Owerri
Imo State Governor-elect, Hon Emeka Ihedioha, has said that he would step on toes, stressing that the state was in deep rot. Ihedioha dropped the hint on Monday while receiving the reports of Technical Transition Committee led by Mr. Enrest Ebi, former deputy governor of Central Bank of Nigeria. He said that in the last three years when he toured the 305 INEC electoral wards, he discovered the infrastructural decay and would tap on the report of the committee, assuring that his government would take the report as foundation work. He assured them that
some of the committee members would be members of his cabinet, saying that politicians would be included in the administration. “We will try to maintain a delicate balance comprising politician and professionals. We will confront issues head on. We will go to any extent to confront issues. Things have gone so bad in the state,” he added. In his remarks, Chairman of the Committee, Mr. Ernest Ebi said that the state was grossly mismanaged as people were eager for the rebuilding of the state which would take political will to implement. He, therefore, advised the governor -elect to appoint competent people to manage critical areas to rebuild the
Ihedioha state. He noted that there were high expectations from the incoming administration and need to be addressed. “Imo State is in total
darkness and government should adopt immediate and approach to address the issues confronting the state,” Ebi stated.
Asset declaration: Those facing corruption charges will fight back in 2023 - Buhari Receives asset declaration forms from CCB
Mathew Dadiya, Abuja President Muhammadu Buhari has said that with the ongoing fight against corruption by his administration, he expected that those who are being prosecuted will fight back when he leaves office in 2023. The President gave the hint on Monday in his office, when the management of the Code of Conduct Bureau (CCB) led by the Chairman, Prof. Mohammed Isa, presented him and the Vice President two assets declaration forms each for the end of tenure and beginning of new tenure declaration. Asset declaration is part of the constitutional requirements for every public officer - President, Vice, Minister, members of the National Assembly and others to swear in their assets declaration and liabilities in compliance with paragraph 11 sub 1 of the part 1 of fifth schedule to the constitution.
Buhari said that he cannot over-emphasise the importance of the CCB because “Nigerians are notorious for cutting shortcut in serving and account public responsibilities,” adding that his administration has been trying to “impress our nation and the world that this administration is based on accountability. “ He noted that it is only institutions the CCB that will bail the nation out from the efforts that his administration has been making to make sure that people in public office do not abuse that public office and that those “who come in and those that are leaving in certain positions make sure that they hold the integrity of the office and of the country generally.” “I assure you I will quickly fill this form and dispatch it back to you so that at the end of 2023, I believe there are a lot of people that will like to take it back on me. So please, make sure you keep it safely because there
are people who believe they shouldn’t be questioned which they are being questioned and some of them are already in trouble. I expect them to fight back and this is one of the instruments. So I hope you will keep it when I finish,” the President said. The chairman, Prof. Isa told the President that it was in view of the constitutional requirement that they presented the form to him to declare his assets before taking oath of office for second term. He said: “We found it pertinent to present ourselves and also present the forms to Mr. President and the Vice President for end of tenure and beginning of new tenure in office. The forms are readily here with us for presentation. Isa, who expressed the gratitude of the management and board members for appointing them into the office, assured that they will continue to give in their best for the good

Amaechi lacks relevance to comment on 2023 presidency - Obi Amaka Agbu, Port Harcourt The PDP vice presidential candidate and former Anambra state Governor, Peter Obi has declared that the Minister of Transportation, Chibuike Amaechi lacks the competence to talk about which geo-political zone will produce the President in 2023 because he lacks political relevance in Rivers state. Addressing journalists after the lecture/book presentation in honour of Rivers state Governor, Nyesom Wike in Port Harcourt on Monday, Obi wondered why Amaechi, who is not from the
South East, would want to speak for the zone. Flanked by Senator Uche Ekwunife and Senator-Elect, Sandy Onoh, Obi said that “Amaechi is not from the South East, so he cannot speak for us. He is not in any position to make such statements because even him that is in APC he did not contribute anything to the success of that election. “He did not even achieve anything in his own state. Those of us from the South East who are from the PDP contributed to the success of our party. “For example, PDP in my state got 95 per cent. They
(APC) didn’t even get 25 per cent in Rivers state. So he is not competent to speak on the Presidency in 2023.” Commenting on the second term inauguration of Gov. Wike, he said that the Rivers state governor has performed exceptionally well, as evidenced by his numerous projects. He said that “what is happening in Rivers state is that every area has seen very visible improvements. He has done very well. The lecture and book presentation elucidated the performance of the governor.” On the growing insecurity in the country, Obi said the only
way to achieve peace is for the Buhari administration to unite the people and tackle insecurity headlong. “Everybody has to be involved. The President has to work with the governors and the governors should work with the local government councils. We are Nigerians. We have no other country, so everyone must be involved,” he added. The PDP vice presidential candidate said that the major way to end insecurity is to create jobs for the teeming unemployed youth, reiterating that “as long as the youth remain unemployed, we have a crisis.”

The governor further encouraged parents to guide their wards on the right path of moral rectitude and obedience to the laws of the land, adding that they have a greater role to play in shaping and instilling the right values in their children. “We have remodelled several schools across the three senatorial districts and continue to pay the over N600 million WAEC fees so no child may be left behind on account of economic adversity their parents may encounter. The result of this has seen our school enrolments quadrupled. “We remain dedicated to raising children who will compete with their counterparts all over the world fully conscious that the best legacy any leader can leave is one where the future of our people, especially our children is guaranteed. “A situation where children sent to school to study and become productive citizens instead of immersing themselves in their academic pursuits rather elect to engage in cultism, rape and other anti-social behaviour will and cannot be tolerated,” he warned. Arab billionaire says he has agreed terms to buy Newcastle United Abu Dhabi billionaire Sheikh Khaled bin Zayed Al Nehayan says he has agreed terms with Newcastle United owner Mike Ashley to buy the English Premier League (EPL) club. According to the Newcastle Chronicle newspaper published on Monday, they had been contacted by the Sheikh’s representatives, who sent them a statement regarding reports of a possible sale. “We can confirm that representatives of His Highness Sheikh Khaled Bin Zayed Al Nahyan are in discussions with Mike Ashley and his team, about the proposed acquisition of Newcastle United Football Club,” read the statement. “We view it as an honour to have the opportunity to build on the strong support, history and tradition of the club.
“We have agreed terms and are working hard to complete the transaction at the earliest opportunity.” The newspaper said Newcastle United Football Club had confirmed to them that the discussions were genuine. British media reports have also said the sale price could be around 350 million pounds. Newcastle United and Sheikh Khaled did not immediately respond to requests for comment from Reuters. Ashley, who bought a controlling stake in the Premier League club in 2007, has in the past tried to sell the club. The owner of British sportswear retailer Sports Direct International Plc said last October that he had not received any acceptable offers for Newcastle United.
