exchange buffer stood at $44.787 billion against $44.777biliion it recorded a day before, appreciating by a total sum of $10.520 million in just one day. Considering the opening figure of $44.6 billion that was declared by the apex bank as of April 1, 2019, the foreign reserves has gained a whopping sum of $179,929,770 before the end of the month. In fact, the reserves stood at $43.17 billion as of end to close March 30, 2019, compared to the current figure of $44.78 billion. A quick check at the historical foreign reserve data shows that Nigeria’s foreign reserve recorded value above the $44.1 billion marks in September 2018, representing an increased to an all-time high in six months. A breakdown of the increase in the reserves showed that it added $4.2 million or 0.10 per cent to close at $43.174 billion in January 2019, from $43.17 billion it closed for 2018. In February, the foreign exchange buffer depreciated by $873.34 million or 2.02 per cent to $42.29 billion from $43.17 billion whilst in the third month, March, it appreciated significantly by $2.1 billion or 4.99 per cent to $44.43 billion from $42.3 billion it opened in March. Experts attributed an increase in CBN’s foreign reserves to a steady increase in global oil prices and increase inflow from the diaspora. Meanwhile, the apex bank has continued to intervene in the inter-bank foreign exchange market, injecting the total sum of $1.132 billion in April 2019. The CBN at the mid of last week injected fresh $210 million to sustain liquidity in that segment of the market. But this in addition
to $922.6 million and CNY 70.6 million injected into the foreign exchange market in the last three weeks. The breakdown of the$210 million fresh injections by the CBN showed that authorised dealers in the wholesale segment of the market, as in previous deals, were offered the sum of $100 million. Those in the Small and Medium Enterprises (SMEs) the segment got a boost of $55 million. Customers purchasing foreign exchange for Invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others were also allotted a total of $55 million. The Bank’s Director, Corporate Communications Department, Mr. Isaac Okorafor, confirmed the transactions, reiterating that the CBN will continue to ensure the availability of foreign exchange in order to ensure continued stability in the markets. The intervention by the apex banking regulatory body is on the measures to strengthen the naira against other foreign exchanges and also, in a move to bridge the gap between the official rate and the parallel market rate. The Naira, at the end of last week, remained stable across forex segments, exchanged at an average of N359 to the dollar, N405 per Euro and N471 against the pound in the BDC segment of the foreign exchange market. The Daily Times checks, however, showed that the naira also stabled at N306.90 per dollar at the Central Bank of Nigeria (CBN) official rate, but opened at a slightly lower rate of N360.30 to the dollar, at the investors’ FX segment, but closed at an appreciable rate of N360.64 compared to the rate it traded the previous day. Meanwhile, as part of
efforts to end the circulation of dirty, mutilated and counterfeit banknotes, the CBN has put together a Clean Note Policy and Banknote Fitness Guideline. The CBN in a statement revealed that the guideline document will be unveiled on Tuesday, April 30, at the Eko Hotel and Suites in Lagos. “These documents were developed after extensive collaboration and engagements with key industry stakeholders under the auspices of the Nigerian Cash Management Scheme, a Bankers’ Committee initiative”, the statement said. “The Clean Note Policy provides a uniform standard for the circulation of only clean and fit banknotes in Nigeria; while the Banknote Fitness Guidelines provide the industry with clear and acceptable criteria for determining the quality of banknote in circulation. “The intention of the Bank is to ensure that unfit, dirty, mutilated and counterfeit banknotes are not in circulation in Nigeria. This is pursuant to Section 18, 20 & 21 of the CBN Act 2007 which prohibits the counterfeiting, sale and abuse of the Naira, the apex bank added.” CBN also said it has developed a mechanism to ensure full compliance with the documents, adding that it would provide complaint channels like phone numbers and emails to enable the public to provide information about infractions. Additionally, the apex bank canvassed for the cooperation of deposit money banks (DMBs), microfinance and merchant banks, government agencies, Cash-in-Transit (CIT), currency management equipment manufacturers and the general public to achieve recirculation of highquality notes.

The Nigeria Labour Congress (NLC) on Sunday took the Minister of Labour and Employment, Sen. Chris Ngige, to the cleaners over his claims that the Congress President and the labour veteran, Chief Frank Ovie Kokori, imported some “violent thugs”, to disrupt the inauguration of the board of NSITF, which was to have taken place on April 18, 2019. According to a press release signed by the NLC President, Comrade Ayuba Wabba, he noted that the minister’s allegation which was contained in a statement signed by Rhoda Iliya, Assistant Director, Press, on behalf of Ngige was filled with many “unbelievable barefaced lies and uncouth language,” alleged, among other things, that the inauguration had to be postponed “…to avoid the degeneration of the situation where thugs were already manhandling some officers of the ministry and policemen attached to the office of the minister”. Continuing, the Minister’s statement asserted that “the
violent gate crashing and the illegal forceful seizure of the conference room of the Honourable Minister by thugs numbering hundreds and persons who clearly had no business with the inauguration of the board is totally unacceptable. He has also been in the habit of forcing the approval of hundreds of millions of Naira for dubious induction trainings, procurement and monetisation of jeeps for himself and the Minister of State in the Ministry, among other spurious expenditure. “In order to further consolidate his grip on the NSITF, Ngige constituted a 9-member administrative panel of enquiry into NSITF finances, and forced the organisation to release N18 million to do a probe that the EFCC had already done, to the point he took over as minister.” “Recently, Dr. Ngige again lied on Channel Television Live Programme that we made a recommendation for someone to be chairman of the Board. This is falsehood of the highest order! Chief Frank Kokori got his nomination to Chair the Board of NSITF as a chieftain of the ruling party in Delta State and on his own right as a distinguished and forthright elder statesman. Understandably, we believe that Minister Ngige is against Kokori as Chairman of NSITF Board because of his well-known trademark personality as a transparent, fearless but virtuous person. “Going forward, the dropping of the name of Mr. President notwithstanding,we expect Minister Ngige to inaugurate the Board of NSITF under the chairmanship of Chief Frank Ovie Kokori before the 2019 May Day.”

The South East stakeholders of the All Progressives Congress (APC) have set up committee to lobby for National Assembly leadership positions ahead of the 9th inauguration. This is as it also demanded for a review of the zoning arrangement. The stakeholders meeting which took place at the weekend the in Enugu was presided over by the National Vice Chairman of the party, South East, Chief Emma Eneukwu, had in attendance Minister of Science and Technology, Chief Ogbonnaya Onu; his Labour counterpart, Dr. Chris Ngige; former Governor and senatorelect, Dr. Orji-Uzo Kalu; former Minister, Chief Emeka Worgu, serving and incoming members of the National Assembly among others. In a 7-point communiqué issued after the meeting, they called on the national
leadership of the party “to revisit the subsisting zoning of principal offices in the 9th National Assembly in a more equitable manner that will accord more deserving positions to the South East zone considering that the Federation of Nigeria rests on the six geopolitical zones of South East, South South, South West, North Central, North East and North West.” The APC NWC had earlier zoned the speakership of the House of Representatives to the South West and the Senate President to the North East, while Deputy Senate President goes to the South South, leaving out the South East. But the zone has now kicked against the decision, calling for a review. It urged the NWC “to draw strength from the need to utilise the zoning of principal offices in the 9th National Assembly to further deepen and strengthen the electoral appeal of the party, especially in parts of the country where it may be considered as weak.” The South East APC said
in the communiqué that it had taken particular interest in the legitimate pursuit of National Assembly leadership offices by interested leaders from the zone, adding that “it has endorsed their respective aspirations.” They exhorted professionals and leaders of thought of Igbo extraction “to take active interest in the aspirations of Igbo leaders and members of our great party from the zone.” Consequently, a committee, chaired by the Minister of Science and Technology, Chief Ogonnaya Onu, who is the leader of the party in the zone, has been saddled with the responsibility of interfacing with the party hierarchy and party leaders in the other zones with a view to giving the South East a fair position in the National Assembly. Meanwhile, the meeting also congratulated President Muhammadu Buhari on his electoral victory, resolving that a letter of congratulations be

While commending the electorate in the South East for voting for the party, they expressed confidence that elected representatives “of our people on the platform of our great party would redouble their efforts to ensure that they meet the legitimate expectations of both their respective constituents in particular and the electorate in the zone in general.” They deplored what they called “the undue interference and unwholesome meddlesomeness by forces from outside the zone in the affairs of the South East zone of our great party, aimed at factionalising and destabilising the party in the zone.” A committee chaired by former minister, Barr. Crackdown: Nigerian Navy arrests 19 imposters in 3 months The Nigerian Navy (NN) on Sunday said its operatives had arrested a total of 19 imposters in the First Quarter of 2019. Navy spokesman, Commodore Suleman Dahun, made this known in a statement on Sunday in Abuja. A breakdown of those arrested criminals given by the spokesman showed that 13 were arrested in Calabar/ Ikang area; 5 in Yenogoa/Port Harcourt area and 1 in Lagos area.
Dahun said: ”Typically, these criminals were arrested either in possession of fake Navy ID Card or dressed in Navy uniforms (Camouflage or Blue Rig).” He warned that wearing and illegal possession of military accoutrements is unlawful and punishable under the Nigerian Criminal Code. ”For the avoidance of doubt, the NN wishes to inform the general public that wearing and illegal possession
of military accoutrements is unlawful and punishable under Section 109, 110 and 251 of Nigerian Criminal Code”. He advised members of the public not to patronise such unscrupulous individuals in any engagement. ” The general public is also advised to report to the nearest Naval, Army, Air Force or Police unit any suspicious individual wearing a naval uniform and engaging in nonmilitary or naval duties,” he said.

FG to train 1,500 Niger Delta youths in various skills The Federal Government (FG) will train no fewer than 1,500 youths from the Niger Delta region in its various skill acquisition programmes in 2019. Dr. Tunde Anifowose-Kelani, the Chief Consultant, Siegener Sabithos Nigeria Limited, one of the organisations partnering FG in the training, disclosed this in a statement issued on Sunday in Ibadan. The News Agency of Nigeria (NAN) reports that the statement was signed by Mr Henry Adedokun, the Public Relations Officer (PRO), of the

He explained that the training was part of government’s efforts at increasing the human capital development in the country as well as check agitations and unrest, particularly in the Niger Delta areas. Anifowose-Kelani said that 30 youths from the Niger Delta, were already trained in fish production, farming, Information Communication Technology (ICT), business development and entrepreneurial skills. Anifowose-Kelani said that the empowerment programme was not only a means of fast tracking
development but an avenue to actualise the human capital development programmes of the federal government. “This empowerment programme is not only a means of fast tracking development of the entire region, but one of the ways to actualise the federal government’s human capital development programme. “It is the belief of the federal government that in addition to infrastructure, human capital development is quite vital and essential for the growth and development of any nation. “Most of the crises we have
in Nigeria today are as a result of the long time neglect of human capital development, so this training will help reduce agitations in the region,” he said. He commended the initiative by the federal government as well as the commitment of the Minister of Niger Delta, Mr. Usani Uguru Usani, to the programme. Fatal accidents claim 12 persons in Rivers, Edo, Ogun Memoye Oghu, Port Harcourt with agency reports Twelve persons have been confirmed killed in separate fatal motor accidents in Rivers, Edo and Ogun states respectively. In Rivers, two persons lost their lives while two others were seriously injured in a ghastly motor accident along the Ahoada axis of the East-West Road. The incident occurred when a Toyota Sienna bus traveling from Port Harcourt to Bayelsa State rammed into an oncoming truck as it tried to overtake another vehicle. Our correspondent reports that one passenger in the Sienna bus from Benue State died on the spot before he was rushed to Ahoada general hospital. An eye witness informed The Daily Times that before the accident around 4.00pm, there was a heavy downpour and that a combined team of the police and Federal Road Safety Corp operatives, helped in taking the victims to the Ahoada General Hospital for immediate medical attention. An emergency nurse, Mark-bonaventure Egbule, who cared for the accident victims at the General Hospital Ahoada, told our correspondent that two of the four accident victims that were brought to the hospital died while the other two survived. Similarly, the Federal Road Safety Corps (FRSC) in Edo State confirmed that five lives were lost in a multiple road accident on Sunday along the busy Auchi-Okene-Highway. FRSC Sector Commander in Edo State, Anthony Oko, who confirmed the incident in Auchi, said the accident happened at about 11 a.m. at Jattu junction in Etsako West

According to Oko, the five persons died on the spot, while six others sustained various degrees of injury. “I can confirm to you that five persons have been killed in a multiple accident at Jattu junction along the Auchi-Okene-Highyway. “The dead included three males and two females,” Oko said, adding that the accident occurred as a result of the brake failure of an articulated vehicle, belonging to Dangote Group of Company. In Ogun State, five persons on Sunday died in an accident involving a Primera car and a Volvo truck around Olorunsogo Village, Kobape -Siun axis on the Abeokuta – Sagamu Expressway. S p o k e s p e r s o n , Traffic Compliance and Enforcement Corps (TRACE), Mr. Babatunde Akinbiyi, who confirmed the incident in Abeokuta, explained that the accident which occurred around 1:37pm was caused by excessive speeding and loss of control on the part of the Primera car driver. “According to an eyewitness, the car marked KTU 875 DP lost control, somersaulted and rammed into a stationary Volvo truck marked LAR 119 YD, parked off the road from behind. “The accident involved five persons, three of them were male and two females. Reps oppose jettisoning House Short News rules in choosing principal officers Fleeing Ekiti Oba returns 6 months after Two House of Representatives members have insisted that the rules of the House cannot be disregarded and jettisoned as it relates to the election of principal officers for the 9thNational Assembly. Their insistence is coming amidst calls for the adoption of the open ballot system in the election of presiding officers of the incoming National Assembly. Rep. Rimamnde Shawulu (PDP/ Taraba) and Rep. Kehinde Agboola (PDP/Ekiti) spoke on Sunday, in separate interviews in Abuja. According to Rep. Shawulu, any attempt to change the House of Representatives standing orders in the 9th assembly election without following due process will be an aberration, stating that promoters of the open ballot system were ill-informed. “Let them come from outside and amend the rules. President Muhammadu Buhari said he cannot assent to the Electoral Act because it was too close to the 2019 general elections. “Now, we have some weeks to the election of principal officers and you want to amend how the National

Shawulu, who is the Chairman, House Committee on Army, however, said the rules must first be amended by the House before any talk about the open ballot system. “The rules are already set, any member who wants the rules amended can bring the motion to the floor of the House. And if it is passed, it becomes law, but now, the rules of the House have been there since 2011. “The same rules that led to the emergence of Aminu Tambuwal are the same rules that led to the emergence of Yakubu Dogara. So, there has been no reason to change it, but if anyone thinks it should be changed, he can bring the proposed amendment,’’ said the lawmaker. He pointed out that the House rule, clearly spells out that the choice of principal officers is by secret ballot. Corroborating Shawulu’s remarks, Rep. Agboola, said adopting the open ballot system “will amount to shifting a goal post at the middle of a football
match,” adding that “we have never voted in the House through open ballot. So we will not take that; they can’t dictate to us. “Unfortunately, some of the new members too do not even know how it works. When we were coming in, the standing order had already been produced for the 8th National Assembly. We have produced the one they will use. Anytime it is produced, there is no tension; so it is not bias. “So, you cannot just change the rules because you want a particular candidate at all cost. If you are popular why are you afraid? Why didn’t they opt for Option A4 for the 2019 election? That means that you want to victimize the members; it means you want to impose a candidate on us. It cannot work,’’ he said. According to the lawmaker, Order 3 Rule F (1) of the standing order of the House, states: “When two or more members-elect are nominated and seconded as speaker, the election shall be conducted as follows: one, by electronic voting; or two, voting by secret ballot which shall be conducted by the clerk.

The traditional ruler of Ilogbo Ekiti, Oba Edward Ajayi, who abandoned the throne six months ago for safety, having been chased away by angry subjects over certain offences has returned. The Oba’s return was facilitated by the state government which intervened in his plight to enable him reclaim the throne. Special Assistant to the state Deputy Governor, Mr. Odunayo Ogunmola, said in a statement in Ado Ekiti on Sunday, that his principal, Chief Bisi Egbeyemi, mediated in the six-month-old crisis on behalf of Gov. Kayode Fayemi. He said government has fully resolved the crisis rocking Ilogbo Ekiti, in Ido/ Osi Local Government, where the indigenes were locked in dispute with their monarch. He said the deputy governor called on stakeholders in the town to allow peace to reign and bury the hatchet. According to him, Egbeyemi made the appeal shortly after the signing of the memorandum of understanding to end the crisis, at the conference hall of the office of the deputy governor in Ado Ekiti. He said the resolution of the conflict followed the signing of the memorandum by parties to the crisis and critical stakeholders in the town, adding that “the monarch has been prevented from entering the town and occupying the palace for the past six months.
Bayelsa fixes July 27 for LG elections
Elections into local government councils in Bayelsa state will hold on July 27, according to the Chairman of the state’s Independent Electoral Commission, Dr. Perekeme Bertola. Bertola, who announced this during a stakeholders’ meeting in Yenagoa, promised that the elections would be free, fair, credible and conclusive. “We shall uphold all tenets of democracy and ensure that the process is fair and seen by all to be so,” he said. He promised to work in synergy with all stakeholders, adding that the commission would hold regular consultative meetings to ensure a hitch-free election exercise. Among stakeholders at the meeting were leaders of political parties, civil society groups and youth organizations. The state has eight local government chairmanship and 105 councillorship seats.
Fire destroys 140 shelters in Borno IDPs camps The National Emergency Management Agency (NEMA) says 140 shelters were destroyed by fire in two Internally Displaced Persons (IDPs) camps at Monguno Local Government Area of Borno state. NEMA North East Information Officer, Malam Abdulkadir Ibrahim, disclosed this in a statement on Sunday in Maiduguri, the state capital. Ibrahim said the fire incidents were recorded at Flatari and Nguro camps in Monguno on Saturday, disclosing that 28 shelters were destroyed at Flatari camp, affecting 20 households while 120 shelters were razed and 77 households displaced at Nguro in the fire disaster. He added that about 371 persons were displaced in the fire outbreaks recorded in the two camps. Ibrahim said that the agency was conducting investigation to identify the cause of the fire and appraise the needs of the victims. According to him, the agency in collaboration with the Borno state Emergency Management Agency (SEMA) had scaled up activities to support the victims.

Presidency wades into face-off at pilgrims’ commission Andrew Orolua, Abuja Strong indications emerged at the weekend that the Presidency has waded into an alleged face-off at the Nigerian Christian Pilgrims Commission which has pitched the Executive Secretary, Rev. Tor Uja against the chairman and members of the governing board over disagreements on the running of the agency. A top Presidency source hinted at the weekend in Abuja, that necessary administrative measures are almost concluded to deal with all the recommendations contained in the findings of an investigation into allegations against the executive secretary. She however, stated that avoidable tussles and crisis of confidence between chief executives and their governing councils/ boards are already a matter of grave concern
to government. Pleading anonymity and declining to give details of the administrative investigation, the source confirmed that all complaints on the matter have been investigated and are awaiting final official decision. She maintained that the Presidency was on top of the situation and assured that the matter will not get out of hand as was the case between chief executives and governing boards in some agencies where official activities were grounded owing to undue escalation of divergent positions. “Governance is a process. When complaints are received, they are subjected to proper investigation in line with civil service procedures. It is pertinent to note that disagreements on procedure are not new in MDAs. This is why retreats are organized for chairmen and members of governing boards as soon as they are inaugurated.
“An administrative investigation must follow due process and reach a conclusion before the public will be kept abreast of Mr. President’s decision,’’ the source said. She maintained that every development in any agency is a lesson for government, so that new policies and practices will emerge for better governance, stressing that investigations are necessary to determine the remote and immediate causes of such disagreements in order to avoid such pitfalls in governance. “It is also important to emphasize that only the president has the power to pronounce sanctions on his appointees. Unnecessary speculations and insinuations should be avoided in the case of the Christian Pilgrims Commission until the entire process is concluded. Everyone concerned should be assured that the process will be fair and just,” she said.
The police say it has arrested Abubakar Ibrahim, 37, the suspected killer of late traditional ruler of Adara chiefdom, Maiwada Galadima of Kajuru Local Government Area of Kaduna state. Galadima was abducted and murdered by his abductors in October 2018, after being held captive for days. Other suspects arrested are Johnson Okafor, 44; Shaibu Iliyasu, 20; Ishaik Dabo, 38; Mohammed Nasiru, 25; Aminu Haruna, 25; Shafiu Gudau,25; Auwalu Hamisu, 24; Ado Ya’u, 35; Ibrahim Yusuf, 30; Ibrahim Audu, 22; Salisu Ajah, 50; Magaji Abubakar, 27 and Salisu Ali, 18, among others. A statement by the Force Spokesperson, Frank Mba, on Sunday in Abuja, said that Ibrahim was arrested on April 15 at Rigachikun in Igabi Local Government of Kaduna state. He said the suspect confessed to the kidnapping and murder of the traditional ruler of Adara and other kidnappings and murders. Mba said the arrest of other suspects followed the arrest of the spiritual father of kidnappers and armed bandits operating in the Northern part of the country, Mallam Salisu Abubakar. He said items recovered from the suspects were 22 AK 47 riffles, five locally fabricated pistols and a cache of live ammunition. According to him, a combined team of the Intelligence Response Team (IRT) and Tactical Intelligence Unit (TIU) of the police arrested the suspects at different locations and times in Kaduna, Katsina, Niger and Kogi states. He said the suspects have been into some of the most heinous crimes committed in Kaduna state and its environs in recent times. The police spokesman said the arrested gang members were also linked to the kidnapping and murder of Mallam Yakubu Usman, 40, of Jere Local Government Area of Kaduna state and many other crimes. He said the suspects were currently in custody, assisting the ongoing investigations, adding that the suspects belong to different criminal gangs, but their operations were centrally coordinated by their spiritual god father, Abubakar.

Ngige’s incestuous affair with Marie Antoinette

Marie Antoinette, the last Queen of France before the French Revolution, had taken the liberty to pass a mean comment on the people like Chris Ngige, Nigeria’s Minister of Labour and Employment too. She was marriedat age 14 in May, 1770 to then Prince Louis-Auguste who was heir apparent to the French throne and later became Queen, upon Louis XV1 ascension to the throne. Antoinette was however roundly disliked by the French populace on account of accusations that she was wasteful, profligate and promiscuous. To cap it all, allegations that she offered embrace to France’s enemies, especially her native Austria, were hung on the cusp. France’s excruciating financial situation was also blamed on her ostentation. In spite of the suffering of the people, Antoinette was accused of devoting heavy French patrimony on fashion, luxuries and her gambling passion, oblivious of the intense suffering of the people. In fact, in 1785, she got enmeshed in what is called the Diamond Necklace Affair, an accusation of criminal involvement in defrauding of some jewelers in an expensive necklace scandal. The staple food of the French peasantry and the working class at this time was bread, upon which they spent half of their income. Bread was thus an object of national interest to which the French were rankly obsessed. Its shortage during this time thus threw France into turmoil. In 1775, as a result of the scarcity of flour to make bread, a Flour War erupted in France and Antoinette’s reputation for aloofness to the people’s travail was further damaged. A famine had indeed occurred. In 1843, when told of the wide suffering engendered by widespread bread shortages, Antoinette the Queen was quoted to have said “Then let them eat brioche (bread)!”. Though no one can claim precisely that Antoinette uttered the word, it was held as representing the obliviousness and selfishness of the French monarchy to the plight of the people. French philosopher, Jean-Jacques Rousseau, in his Confessions, gave authorial confirmation to this claim when he said, “At length, I remembered the last resort of a great princess who, when told that the peasants had no bread, replied: ‘Then let them eat brioches.’” Years after, Antoinette and her husband were disgraced from the palace. Captured by the French Army and being escorted to Paris, she and her husband, Louis XV1, were jeered, insulted by French people as they had never done before to any occupier of such exalted office. It was said that the honour and prestige of the French monarchy had never been that lowered ignominiously. Antoinette was so obsessed with power and its allures that she forgot
that the imperial castle she occupied was a product of the people’s bequeathals. While Louis XVI was tried and executed by the guillotine on January 21, 1793, Antoinette was guillotined in October of same year, her head displayed for all to see. During the week that just ended, Chris Ngige, like Antoinette, was equally hanged on the crucifix of the people’s tongues, guillotined for his infelicity. His crime: he unguardedly stomped on Nigerians’ sore foot, provoking the people’s rank discontent. From the wide-ranging snide comments and insults hauled by the jeering crowd on the diminutive minister in discussions across board, it is apparent that no other issue in Nigeria today clearly signposts and manifests the people’s touchy disposition as the decay in their country’s health sector. As if laying a foundation for the eventual tongue-lash that awaited Ngige, the Punch had devoted same week to very excruciating revelations of the decay. In an interview with some Chief Medical Directors (CMDs) of federal universities’ teaching hospitals, Nigeria’s shamelessness and the precarious state of health of Nigeria’s healthcare was unboweled. In their lamentations, the CMDs said the underfunding of the hospitals that should attend to the people’s primary and secondary health has given them challenges in treating even common ailments like cold and malaria. Obafemi Awolowo Teaching Hospital CMD, Victor Adetiloye, for instance, said the hospital survives on charity from foreign donors and alumni. So when, on a Channels TV Sunrise Daily programme, Ngige said Nigeria had enough medical doctors and the emigration of medics raised no cause for alarm on the country’s health sector, he was a sure meat for roast. “No, I am not worried. We have surplus. If you have surplus, you export. It happened some years ago here. I was taught chemistry and biology by Indian teachers in my secondary school days… who said we don’t have enough doctors? We have more than enough. There is nothing wrong in them travelling out, when they go earn money and send them back home here, yes we have foreign exchange earnings from then and not just oil…” he was quoted as saying. Apparently threatened by the outpour of grievances by Nigerians at this ministerial infelicity, which shows ruling elite and governmental disconnect from the people’s pains and agonies, Ngige, almost immediately, attempted a riposte, in form of a rebuttal. This eventually turned out not only feeble but worse than his initial infamous gaffe. In a statement signed by Nwachukwu Obidiwe, his Special Assistant on Media, Ngige merely whitewashed his
own sepulcher by going into an unnecessarily boring history of his connect with the field of medicine. After his dogo turenchi however, he arrived at that selfsame unthinking and uncritical juncture of infamy where he had earlier departed. What can unlock the padlock of this riddle of government appointees regularly taking fancy at stomping on the wound of the people? Many people have submitted that it is what is called the Marie Antoinette or Emperor Hui spirit. In Nigeria, we have had similar afflictions, chief of which is labeled the David Mark spirit. Nigeria had had similar infelicities from her own Antoinette and Hui when then Brigadier David Mark, as Minister of Communication, had wondered why the mass of the people wanted the luxury of a telephone. It is a spirit whose major credential is conceit for the lowly and underprivileged. Another character in history who made similar insidious comment against his people was Emperor Hui of Western Jin who lived from259–307. Cited in the Book of Jin, which is a chronicle of Chinese Jin Dynasty, it was recounted that when the Emperor was told that his people were starving due to shortage of rice, he had quipped, “Why don’t they eat (ground meat)?” The Nigerian health sector has suffered considerably over the years. From the consulting clinics excuse that military hijackers of state power gave as alibi for their strike in the 1900s/1990s, the sector has worsened almost irretrievably thereafter. Thousands of our countrymen have met their untimely deaths in the theatre of death that Nigerian hospitals have become. Multiple factors of governmental abandonment and lackluster disposition to its sustenance, dangerous Nigerian work ethos of pilferage of equipment and drugs, lackadaisical attitude of staff and aloofness to the survival of the workplace by workers are the malaises that bedevil the Nigerian health sector, which have almost clobbered it to death. It is so bad that one must daily pray never to be a victim, called patient, of any Nigerian hospital or else, it is a passport to die from avoidable, cheap ailments. There are no equipment to properly diagnose what ails our people, prompting Nigerians to daily wheel scarce foreign exchange to India and other countries. Perhaps the most insidious of Ngige’s waffle was his justification of doctors emigration on account of the equipment they send home and the cash they repatriate therefrom. “When they go abroad, they earn money and send them back home here… I know a couple of them who practice abroad but set up medical centres back home. They have CAT scan, MRI scan which even the
government cannot maintain… Yes, we have foreign exchange earnings from them and not just oil,” the minister had stupidly said. Only an unserious country administered by leaders who can see seldom beyond the tips of their noses would engraft the wellbeing of their country on incidental earnings of her citizens who run away from her harsh environment to take refuge as concierges in another man’s country. It is simple arithmetic which shows that this meager repatriation home cannot match the huge national subsidy expended by the Nigerian government on training of doctors. It is also common knowledge that before these doctors can repatriate a hundred dollar of money which I call destitute cash home, their foreign consort countries must have benefitted five thousand dollars in earnings from mortgage and other ancillary deductions which fatten their own economies. Why don’t we organize our own country in such a way that we will keep our doctors here and the world can come here to pay us foreign currencies to get treatment, as it was in the 1950s, 1960s Nigeria? UCH used to have referrals from overseas at its establishment. Why have the leaders of Nigeria regressed that sector this badly? These kinds of comments from Nigerian leaders are reflective of the quality of their thought process. The comments signpost a decadence of mind that even a degree in Oxford cannot disinfect. They find anchor in the mind of Marie Antoinette, Emperor Hui and their ludicrous estimation of the people. It is typical of the ruling elite all over the world but more localized among Nigerian leaders whose praetorian and demeaning conception of the ruled is legendary. Check the so-called minister’s leadership pedigree and tell us what you make of it. You will recall that it was this same Ngige who had entered an occult deal for power with his sponsor for the governorship of Anambra State. In reneging, he had told a stunned world that he went to the Okija shrine with his bible! He had submitted all electoral documents that could validate his stay at the Government House, Awka to the shrewd and calculative political merchant of Chris Uba hue. That is the wild mind of the man who superintends over the ministry where negotiations would be reached with the labour workforce. If Buhari can go AWOL from the presidency to the United Kingdom and his commissars say he owes us all no explanation as to his whereabouts, you can gauge the leaking valve of the minds of those who rule us. So if Ngige, Adewole or any of their ilk tomorrow say Nigerians should go roast on the iron gauze, we should not be bewildered. We are the sheep, they are the wolves.

What is the future of Democracy in Nigeria, Africa’s giant and the Blackman’s pride? Can democracy in its present practice in the countryendure as we still grapple with the crises of nation-building? In any case, these crises of nationbuilding are not peculiar to Nigeria as they feature in all complex polities desirous of resolving certain critical issues that impinge on their sustainability or continued existence, consensus building or political cohesion.One of such crises relates to the system or structure of government to be adopted for orderly and good governance in the interest of the citizenry. Where the polity is diverse or heterogeneous in composition or where the goal is to ensure an effective government to manage the country’s diversity, the concern is on what policies and programmes should be pursued to ensure the appeasement of the marginalized, or inclusion of the political or numerical minorities? That is, what affirmation policies do we put in place to accord such disadvantaged group special status? How can we ensure that Popular Choice, is indeed the choice of the people, the people’s preference that leads to inclusive and effective government? How do we play consensus politics that will ultimately institute a political or decision making process that assures Good Governance? These questions or issues border on the acceptable form or structure of government that meets the distinctiveness of the country in terms of history , culture and value system, the criteria for leadership selection or representation, power distribution, revenue and resource mobilization and allocation.
The assumption however is that a democratic system which foundation is popular choice, offers a good recipe to resolve these highlighted issues on achieving consensus in diversity management in the quest to construct a true nation. In classical political and policy studies, choice, alternatives and decision making are central themes essential for understanding of the dynamics and workings of government. They are the kernels of appreciating or differentiating between government and governance. For while government is a system or institution, governance is a process that underlines the health and vitality of the governmental system or structure in terms of how choices and decision are made. Therefore, good governance is said to be in a state or nation wen it conduces to certain values and parameters that are objective, rational and inclusive. Such values are deemed to exist in a democracy necessary for the achievement of cohesion and amity in the polity, after all, the common or open definition of democracy as system of government is that it is the government of the people by the people and for the people. Underlying this definition is that choice in democracy will be based on reason or rationality. These values again are subject to the level of citizens political and social consciousness as well as their material development or fulfilment, That is in such countries, suffrage will be truly universal and that citizens are ideally empowered to make informed choice, not depending on someone else judgement or influence to vote. It also implies that the electorate is under no threat or fear, that the consequence of their choice is public
or common good, not retribution or regret, denial or withdrawal of rights and privileges, as their choice is based on free conscience and conviction ... So, it is generally believed that democracy is the best form of government as it is the expression of the popular will. Taken altogether, it will seem that where the public good is the overriding or overwhelming g consideration for democratic choice, it would not lead to rancour, but popular acceptance. The winner will absorb, aggregate and represent the interest of the loser as well, while the loser will readily concede that the decision of the majority is also in his interest and will accommodate his concerns, that under the ideal democracy, once a decision or choice is made political competition and distractions must cease and all hands will be on deck for the common good. But this ideal or utopian democracy finds expression only in an environment or system where citizens share common values, vision and aspirations, where they nurture neither suspicion, hate, nor animosity against one another and where cooperation, collaboration and compromise are vital indices of the political system, not disdain or unproductive political rivalry.The Nigerian political order is not in any way near this democratic ideal which explains why we say democracy is still evolving in Nigeria. We are democratizing. We therefore need to ask: Can Nigeria achieve the ideal democracy? Is democracy even the ideal political system or the best form of government? Even if it is an ideal, why is the Nigerian democratization floppy and easily compromised
for the country? What are the bulwarks for democratic sustainability in Nigeria? Are there no alternatives to democracy which will accommodate our authentic value system and which will truly guarantee good governance in the country? The truth about democracy in the Nigerian context is that it is a hijacked or exploited political system in which power does not necessarily reside in the electorate. It is a compromised system lacking informed choice or true public participation or where popular choice does not necessarily lead to effective government. So, the nature of political system that Nigeria needs is one that recognizes consensus, where losers are also winners in some respect because of inclusiveness. Regardless of who sweep polls, provision will still be available for the representation of the opposition, not as losers but as stakeholders in the Nigerian Project. The political arrangement that Nigeria needs must lighten heady competition that leaves heavy costs and casualties. It must reduce tension and electioneering to election years, not distractive of good and orderly governance once a government is in place. Political choice and alternatives in such system of government must conduce to rationality, objectivity, freedom, consciousness and conscience in the determination of who is elected to power, with most citizens in agreement that such leaders and representatives emerge by political consensus and they truly approximate the values of integrity, including merit, knowledge, mental sanity, experience and physical health in its entirety in the collective interests of the citizens.

Not wasted I remember when I saved money and got my slot to sing on the BET Bobby Jones Show in 2015 in Nashville, Tennessee. It cost me some good dollars. After the show I literally said to myself, “What next? Was that all? Not because it was not a big deal to see him, but because I literally didn’t know if it was going to spring board my career immediately. No doubt, it was a huge platform and still is, but I was thinking of the timing. Well , periodically ever since then, I get calls “OH MY GOD, YOU SANG ON THE BOBBY JONES SHOW.” I smile and say “YES”. 2019, Well, this morning, after working all night (11pm to 7am), I took a short shift 7am to 11am for extra money :). Upon clocking out at the Nurses Office, all nurses, directors and basically the deciding body of my work company, were cheering me on, “OH MY GOD, I NEVER KNEW YOU WERE FAMOUS.” WE DIDNT KNOW YOU SING? ,”OMG, YOU ARE A SENSATION. SING FOR US NOW PLEASE.” I looked at them like they were nuts. I sing for a living, what’s wrong with you people? They were genuinely stunned and struck. I was humbled. They then told me that my scheduler showed them a video of me on Bobby Jones. I still don’t know how she got that video. Bottom line is, a major door has opened up for me through this that is not even work related, because a key person was in that room. But....here is the good part. Well, most of you know I am passionate about Hospice and Thanatology. I love singing and ministering to the dying in the hospital and facilities. I was just put on staff to sing and preach to the patients and I am allowed to lead them to

When I am not on the pulpit, I wipe poop and pee for a living. I change diapers of gheatric and terminal ill patients. I am a proud CNA. Soon I will be administering injections as a PCT and then LPN. But nobody knows that I chill in 5 star hotels at least once a month from a ministerial invitation. I talk to famous and infamous people daily in person and on the phone. I write for reputable business men. I rock stages and deliver God’s word via songs or from the good book, yet I cry and BOW LOW with my patients at the darkest hours of the day (11pm to 7am). Be humble because you were made out of humility( SAND). Secondly, nothing is ever wasted. NOTHING. My dad once said this to me after I cried and hated myself for spending 8 years in the University, obtaining a first degree in Church Ministries. I couldn’t find a job in my field . It was so hard. Well, my degree is very heavy in this Thanatology and nursing field, eventhough it took so long for it to actualize. You know what? STOP REGRETTING. Curbing HIV/AIDS menace in Nigeria The Human Immune-deficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) has remained a global challenge for which there is no cure. In the three decades since the epidemic reached its height, 39 million people have died while 35 million people are living with the virus worldwide. Most of the dead and infected are in sub-Saharan Africa or other low- and middle-income countries of the world. The social stigma remains, but medical advances have allowed people with the disease to live longer, healthier lives. The first case of HIV/AIDS in Nigeria was reported in 1986. Since then, the number of people living with HIV or AIDS (PLWHA) has steadily increased with the epidemic moving into a ‘generalized’ state. Data made available during the 2018 World AIDS Day had indicated that about 9.4 million were counselled and tested as regards HIV/AIDS in 2017, out of which 4.98 million were female and 4.031 male. It added that 239,542 persons tested positive (136,987 female and 102,555 male). The report further revealed that only 18 percent of people living with HIV/AIDS in Nigeria are aware of their status, an indication that there is still a 52 percent gap in advocacy. The HIV epidemic has further weakened and threatened to overwhelm the Nigerian health care system, increased the number of orphans and increased the cost of achieving set developmental goals by decreasing the size of the workforce, mainly adults in their most productive years of life (15-60 years). The high manpower-intensive sectors of the economy are mostly affected including the agricultural, educational and health sectors as well as the rural economy. In summary, the impact of HIV/AIDS on Nigeria’s social fabric and on its economic development and well-being continue to be pervasive and, unless controlled, will continue to undermine the quality of life of Nigerians. There is high commitment to fight HIV/AIDS in Nigeria, as evidenced by the initiation of the Presidential Council on AIDS, the National AIDS/ STD Control Programme (NASCP), and the National Agency for the Control of AIDS (NACA) which is a multi-sectoral agency including members from many government ministries and civil society. At the state level, State Action Committees on AIDS (SACA) have been established, while at the local level there are Local Action Committees on AIDS (LACA). The mission of NACA is to provide an enabling policy environment and a stable ongoing facilitation of proactive multi-sectoral planning, coordinated implementation, monitoring and evaluation of all HIV/AIDS prevention and impact mitigation activities in Nigeria. Unfortunately, one of the biggest challenges in the HIV response has remained unchanged in the past years. HIV disproportionally affects people in vulnerable populations that are often highly marginalized and stigmatized. Thus, most new HIV infections and deaths are seen in places where certain higher-risk groups remain unaware, underserved or neglected. About 75% of new HIV infections outside sub-Saharan Africa are in men who have sex with men, people who inject drugs, people in prisons, sex workers, or transgender people, or the sexual partners of these individuals. These are groups who are often discriminated against and excluded from health services. The universal goal of HIV prevention and control is to reduce new infections to zero by 2030, but worries remain about gaps in the number of people receiving treatment in Nigeria. With a population of about 9.4 million People Living with HIV/AIDS (PLWHA), an equivalent
to 10 percent of the global HIV burden, only an estimated 1,093,233 are on treatment. Several hundreds of others that qualify for treatment are left out. In 2013, 22 percent or 51,000 of all new child HIV infections that occurred globally were recorded in Nigeria and findings also show that the nation is not progressing as expected with its Prevention of Mother-To-Child Transmission of HIV or PMTCT programme because thousands of HIV positive pregnant women that are not on treatment still transmit the virus to their babies during or after birth. Nigerians appear to be resting on their oars with the false perception that HIV/AIDS no longer poses danger to our society. We must therefore rejig our information strategy to encourage behaviour change for key affected populations and urge all pregnant women to get screened for HIV. We must also invest more on PMTCT. The message about HIV testing should be clear. Even with all the medical advances, it is essential to encourage HIV testing within the populace to ensure everyone knows their HIV status. We must address complaints by people living with HIV/ AIDS about dwindling access to treatment and join efforts to get international donors to renew interest in the funding for the eradication of the scourge. Tackling the HIV epidemic with so many people not on treatment would be an exercise in futility. Therefore, the way to go is to ensure antiretroviral treatment is available and accessible for all people living with HIV. Nigeria must also adhere strictly to the recommendation of the World Health Organisation (WHO) that everyone with a diagnosis of HIV should be placed on antiretroviral treatment as soon as possible, irrespective of viral load.

An enclave called Mahanga in Rankum community of Riyom Local Government Area of Plateau state is now open to accept back the natives and other inhabitants who fled the community as a result of the incessant crisis between herdsmen and farmers. Rankum as it was originally called before being taken over by the Fulanis and renamed Mahanga, was for the past 18 years a no go area for the indigenes of the state. The same tale will also be told by the Fulanis who will not also venture into the Jol community in the same Riyom council area for fear of being attacked and killed. However, at the weekend, the two opposing parties came together after a painstaking effort by a nongovernmental organization, known as Search for Common Ground (SFCG), in its sustainable push for peace ensured that the Mahanga and Jol inhabitants dropped their hostilities and came together to proffer a solution to their coexistence.
Speaking at an inter -dialogue section organized by Search for Common Ground for both communities, the Project Coordinator, Patience Chaimang, said since the long conflict started for over 18 years now, this is the first time the two groups are coming together to forge a way forward. “Today, is record breaking for us at (SFCG), we have worked tirelessly to see that these two groups come together to say no to blood shedding. Before now, we have met with them separately at a forum tagged intradialogue and today, we are bringing them together. “Their coming together is a starting point for peace. We believe that peace is a process and taking this first step is very crucial as we intend to sustain it for a maximum and effective result,” Chaimang said. Also speaking, the organization’s National Peace Adviser, Ms. Ema Billings, said for the fact that the two groups are sitting down together to dialogue suggests that they are ready to change the trend of violence in Riyom. Billings said many organizations have tried to bring the waring group
together, but both communities did not quite trust them. “They responded to us because according to them, we are the first people to ask them what their grievances were and we also went into their communities to find out ourselves. “I can tell that there is hope to end the wanton killings that have engulfed this locality,” Billings added. Responding, the Imam of Mahanga, Malam Suleiman Ibrahim said it is time to lay down the sword and embrace each other. Ibrahim said the issues that triggered violence as identified are blocking of cattle routes by farmers, beating of shepherds in the bush by farmers which resulted in injuries and sometimes death and hate speech amongst others. Also speaking to journalists, the Youth Leader of Jol, Mr. Ching Samuel identified grazing close to residential houses, reserved areas, irrigation farms and burial grounds as key conflict triggers. Our correspondent reported that the two groups were coming up with a communique aimed at addressing the issues raised as conflict triggers.
Kasara Chukwuma, Lagos The fight against malaria in Nigeria has received a major boost as the country’s leading mattresses manufacturer, Mouka Limited, in furtherance of its commitment to adding comfort to life, unveiled an innovative range of insect and mosquito repellents in commemoration of the 2019 World Malaria Day. The burden of malaria in Nigeria has assumed a worrisome dimension in recent times as the Minister of Health, Prof. Isaac Adewole, recently revealed that Nigeria was responsible for 25 per cent of global malaria burden and 19 per cent of global deaths from malaria. The passion to reduce this burden was the motivation for Mouka to launch the Mouka Mozzi Insect Repellents, which the Chief Executive Officer of the company, Raymond Murphy, during a press briefing in Lagos, said creates a protective halo from mosquitoes. In line with the theme for the year’s commemoration tagged: “Zero malaria starts with me,” Murphy said there was need for the fight against malaria to become everybody’s business, stressing that Mouka Mozzi Insect Repellents were the company’s contribution towards the global campaign against malaria. According to Murphy, in addition to mosquitoes, Mouka Mozzi also provides protection from bedbugs, mould, bacteria spores, spiders, cockroaches and dust mites. “With each application, a consumer can enjoy 24- hour protection for up to three months which is not possible with insecticides,” he added. Confirming the efficacy of the insect repellents, Dr. Omoniyi Yemitan, who conducted the chemical evaluation, efficacy and toxicological assessment of Mouka Mozzi, said the products were safe for all members of the family, including pregnant women and children. Yemitan, who is a toxicologist at the Department of Pharmacology, Therapeutic and Toxicology, Lagos state University Teaching Hospital (LASUTH), Ikeja, assured that the active ingredient in Mouka Mozzi is extracted from plants which makes it non-hazardous for humans. In her remarks, representative of the Lagos state Commissioner for Health, Dr. Abimbola Osinowo, said the state government has renewed its commitment to tackling malaria using a multi-directional approach, including environmental management, adding that Mouka has taken a step in the right direction with the production of its repellents.

Group faults Adamu on out-of-school children figures in A’Ibom Isaac Job, Uyo A group, the Akwa Ibom Liberation Movement (AILM) has faulted the assertions by the Minister of Education, Malam Adamu Adamu, on the rising number of out –of- school children in Akwa Ibom state, accusing the minister of blowing the situation beyond proportion. The body stated that the figures released by the minister does not reflect the true position of out -of school -children and the unemployment statistics of the state. Addressing a press conference in Uyo at the weekend, the group’s Spokesman, Prince Emmanuel Sam, said Malam Adamu failed to disclose the methodology used in the said audit report and the indices which gave birth to the erroneous findings. “Our major concern today is the recent claim by the Minister of Education, Malam Adamu Adamu, wherein he said that Akwa Ibom
state was second on the list with the highest number of out-of-school children after Kano. The minister purportedly based his assertion on personnel audit of public and private schools. “Let me say here that the minister’s claim was misleading. The minister failed to disclose the methodology used in the said audit and the indices which gave birth to the erroneous findings bandied about in the report. “ Prince Assam explained that Malam Adamu’s statement is at variance with the United Nations Children’s Fund (UNICEF) of report which noted the alarming rate of out-ofschool children across the country, with a huge chunk of them in the north. “It is important to note that in the Nigerian Bureau of Statistics multiple indicators cluster survey 2016/2017, Akwa Ibom came last on the list of out -of- school children. The survey covered children of primary school age who are actually not in school.
“It will interest you to know that on December 5, 2008, Akwa Ibom state signed the Child Rights Act into law to protect the growth of perceptual, emotional, intellectual, and behavioural capabilities and functioning during childhood of Akwa Ibom children under 16 years. “The law protects the Akwa Ibom child from birth to adolescence and up to 16 years such that the child is afforded the necessary protection and assistance so that he or she can fully assume responsibilities within the community.” Prince Assam said the Akwa Ibom state child rights law empowers children with capacity to enjoy physical, social, and psychological wellbeing to the enforcement of physical, mental and emotional freedom from abuse. He emphasized that the law also compels parents to send their children to school once they reach school age.
The FCT Muslim Pilgrims Welfare Board on Sunday warned 2019 intending pilgrims against exhibiting fraudulent behaviour that is capable of tarnishing the image of Nigeria in Saudi Arabia. Director of the Board, Malam Muhammad Bashir, gave the warning at a one-day workshop for intending pilgrims and officials of the board, held at the FCT Permanent Hajj Camp located at Basan Jiwa, close to the Nnamdi Azikwe Internatinal Airport, Abuja. Bashir said the objective of the workshop is to provide a platform for intensive educational interaction between intending pilgrims and hajj officials with a view to ensure successful hajj operation. “It is our hope that the little we will learn will help us to becoming good ambassadors of Nigeria in Saudi Arabia through acquainting ourselves with local laws and regulations. “The workshop will also remind pilgrims and officials of their responsibilities to one another, code of behavior while in Saudi to avoid falling prey to fraudulent characters both in Nigeria and in the kingdom of Saudi Arabia. “Similarly, the workshop will educate intending pilgrims on local currency denomination, including exchange rates and medical issue,” Bashir said. The director noted that hajj over the years has become a dynamic exercise which throws up new and sometimes unprecedented challenges bordering mainly on technical, operational and attitudinal. “In order for us to address and prepare for such unexpected hurdles with a view to achieving a hitch-free and acceptable hajj, the board finds it imperative to organize the workshop so as to discuss new ideas and perennial problems, while attempting to perfect the routinize techniques,” he said.
Normalcy returns to Gombe after 15-hour curfew
Normalcy has returned to Gombe, the capital of Gombe state and its environs after the imposition of a 15-hour curfew on the city by the state government in response to the prevailing security situation in the area. The state government imposed the curfew on April 27, but however, relaxed the order on Sunday after due consultations with the security agencies in the state. The tense situation in the state started on Easter Sunday, when a vehicle killed 10 members of the Boys Brigade during a procession, while 30 others sustained various degrees of injury. On Saturday, when the bodies of the victims were being taken for burial, the city became tense as some youth threatened retaliation over the killings, hence throwing the town into confusion and this, compelled the state government to impose the curfew. Police Public Relations Officer (PPRO) in the state, Mary Malum, confirmed that normalcy had returned to the town and that security personnel had been deployed at strategic locations to monitor and respond swiftly to any threat to peace. Malum called on the people of the state to be law abiding, even as reports say that motor parks, schools, markets and other business outfits that were hitherto, shut have now reopened for normal activities.

Vice President Yemi Osinbajo, Kaduna state Governor, Nasir elRufai and some former governors from the United States are expected to speak on at an induction programme for newly elected governors. The three-day event which is organized by the secretariat of the Nigeria Governors Forum (NGF) also has a dinner for all the governors while a separate programme for the wives of the governors-elect on etiquette and protocol will hold on Wednesday. Osinbajo is expected to speak on the topic: “The journey so far” on Tuesday and the Rwandan President, Paul Kagame, is expected to alongside chairman of First Bank, Ibukun Awosika and Bishop of Sokoto Catholic Diocese, Mathew Kukah, will speak on Monday on the topic: “Task of nation building.” According to a source at the NGF secretariat, the Rwandan President, Kagame might not be able to attend the event physically, but will be represented. “You know he is the chairman of the African Union (AU) and our event unfortunately, coincided with
an AU event requiring his presence,” the source said. Also, a former governor of New Mexico City in the United States is the lead presenter under the topic, “Art of Governance and Experiencing Sharing”. The session billed for Monday will be chaired by former governor of Lagos State, Bola Tinubu. Another former governor of Maryland State in USA, Martin O’ Marley will at the occassion second session will be the lead speaker on the topic: “Setting priorities, managing programmes and performance expectations” and the session will be chaired by Senate President, Bukola Saraki, himself a former state governor. The last session on Monday which will discuss “role of developing partners in sub-national development” will be chaired by Governor Nasir el-rufai of Kaduna state. Tunde Opalana, Abuja President of the Senate, Bukola Saraki, has been nominated as an “ambassador-at-large” of the International Human Rights Commission (IHRC). In a letter dated March 16, 2019, Ambassador Friday Sani, the diplomatic head of the commission to Nigeria and other African countries, stated that as a sequel to the approval of the world secretary general of the IHRC, Saraki has been appointed as one of the revered ambassadors-at-large of the multinational body. “While our role as a regional body is to promote and encourage institutions and persons to uphold human dignity across the world, we must not fail to mention the commendation of our Nigerian team over your resolute efforts in the stability of your country and your firm leadership of the Nigerian Senate which is adjudged to be among the most proactive parliaments across the world. “Besides, the commission is not unmindful of the maturity that you recently displayed in the face of an obvious provocation in your constituency during the last presidential and National Assembly elections,” Ambassador Sani said in the letter.
Pakistan’s chief of the naval staff visits Nigeria Andrew Orolua, Abuja The Chief of Naval Staff, Pakistan Navy, Admiral Zafar Mahmood Abbasi has arrived the country for a two- days- official visit to some military establishments. The visit is in line with the ongoing efforts to foster cooperation with navies of allied countries, especially in the areas of capacity building and mutual cooperation between the Pakistan Navy and the Nigerian Navy. A statement signed by Commodore Suleman Dahun for the chief of the naval staff stated that during the two -day official visit, Admiral Abbasi will hold bilateral discussions with - Vice Admiral Ibok-Ete Ibas. The visiting Chief of the Naval Staff, Pakistan Admiral Abbasi will also pay courtesy calls on the Minister of Defence, Mansur Muhammad Dan-Ali as well as the Chief of Defence Staff, General Abayomi Gabriel Olonisakin. Rivers ADP drags INEC, Wike, PDP to election tribunal Ikili Oghu, Port Harcourt The Rivers state chapter of the Action Democratic Party (ADP) has dragged the Independent National Electoral Commission (INEC) to the election tribunal, challenging the victory of incumbent Governor Nyesom Wike in the just concluded governorship election in the state. Also joined in the suit are the governor-elect, incumbent Governor Nyesom Wike and the Peoples Democratic Party (PDP). The party’s governorship candidate in the state, Mr. Victor Fingesi made this known to newsmen over the weekend in a media chat with journalists in Port Harcourt the state capital.
The candidate, who vowed that his party was prepared to pursue its petition at the tribunal to its logical conclusion, even to the highest court of the land said that “we are asking the tribunal to nullify the election and order for a fresh election. This is because anybody who is the governor in a democratic dispensation carries the sacred mandate of the people. “No matter the expediency, he must have majority of lawful votes and the process and procedure must comply to the laws of our land. No attempt should be made in any guise to turn election as merely filling a vacuum and impose anybody on Rivers people as governor.” Fingesi added that his party submitted its petition before the
tribunal on April 18, few days before the expiration of the deadline for the filing of election petitions and pointed out that “we know that a lot of Rivers people and other stakeholders are not happy with INEC and the return of Wike as the governor-elect, which we are challenging as not been substantially in compliance with the Electoral Act.” Although, we could not contact the election petition tribunal secretary to ascertain the number of petitions before the tribunal, our correspondent gathered that the ADP petition may be the fourth as the tribunal had received petitions from the Labour Party (LP), African Action Congress (AAC) and another party whose name could not be immediately confirmed.
Worried by the recurring incidences of armed robbery along Jakpa Road in Uvwie Local Government Area of Delta state in recent times, a human rights activist, Emeka Nwokocha on Sunday lamented the situation and called on the state Commissioner of Police, Adeyinka Adeleke, to as a matter of urgency crack down on the marauding gangs of armed robbers in the area and the state. Nwokocha, who spoke to journalists in an interview, described the development as horrendous, saying that the criminals regularly attack and rob commuters, motorists, including pedestrians with ease at any time of the day, especially on the ever busy Jakpa Road in Warri. “It’s important to call on the commissioner of police in the state to deploy a crack team of police to smash the notorious armed robbers operating along Jakpa Road in Uvwie Local Government Area. “In the recent times, the robbery incidences have been disturbing and becoming a reoccurring decimal as the criminal elements carry out their robbery operations with uncommon boldness even daring security operatives,” he stated. The activist pleaded that the police needs to reinforce with additional manpower and logistics to increase their patrol and surveillance to be able to dislodge the criminals and blamed the non-existence of night life in Warri at present on the rising state of insecurity.
Taskforce arrests 26 cult suspects in Lagos The Lagos state Environmental Sanitation and Special Offences Taskforce has arrested 26 persons suspected to be cultists in different parts of the state. Chairman of the agency, Olayinka Egbeyemi, confirmed the arrest in a statement issued on Sunday by the Head, Public Affairs Unit of the Task Force, Adebayo Taofiq. Egbeyemi said that that the suspects were arrested at their usual base in Agege, saying that no fewer than 100 ‘Awawa boys’ had been arrested and charged to court for breach of public peace, possession of arms and unlawful society group in 2017 and 2018. The taskforce chairman said that the suspects were arrested during an over-night enforcement operations tagged: ‘Operation restore sanity to Lagos”. Ganduje, a model in govt/labour Short News Udom’s wife advocates more relationship - NLC president leadership opportunities for women Ahmad Sorondinki, Kano National President of the Nigerian Labour Congress (NLC), Comrade Ayuba Wabbah has commended Kano state Governor, Abdullahi Ganduje for the cordial relationship existing between the government and organized labour in the state, describing Kano as a pacesetter in the overall welfare of workers. Wabba made the declaration at the Open Theatre, Government House, Kano, during the launch of a documentary depicting employer-employee relationship in an organized setting titled: “Hakki” meaning rights in English. “We are in Kano to also respect and encourage the good working relationship between us. Gov. Ganduje, is by all standards, leading a government that is worker-friendly and citizen-friendly that has people at heart,” Comrade Wabbah stated. According to him, the NLC was aware that Kano government under Ganduje prioritizes the welfare of workers as one of the cardinal principles of the administration,
stressing that “we are fully aware how you take the issues of dialogue and fruitful discussions as important avenues in your administration.” He also commended the governor for accepting the minimum wage increment right from day one and for taking good care of retirees in the state through timely pension and gratuity payments. While explaining that this year’s Workers Day would be celebrated alongside the centenary celebration of the International Labour Organization (ILO), Wabbah congratulated and commended Ganduje for always identifying with NLC activities. However, the union resolved to tackle the problem of transport for workers in the state, as the NLC president revealed that preparations were in top gear to introduce a labour transportation system. “It will be second only to Lagos state, where brand new buses, from China will be in Kano to ease the hardship workers face in transportation. It is going to be at subsidized fare. This will further boost the morale of our workers in the state,” he said. In his response, Gov. Ganduje said that “the marriage between employer and
employee is an indispensable one. No one can exist without the other. This clearly shows that we have to work together no matter what.” Ganduje declared that under normal circumstances, the payment of workers’ salaries shouldn’t be something to celebrate, emphasizing that “it is nothing more than paying for services rendered with sweat. That is why we really don’t joke with it. We pay as and when due. It is a reward for work done. “That was why we introduced an award night, where some distinguished workers and employers are identified and we reward them. We thought we could add value and feather to it. That is why we now, together with the state NLC came up with this symposium as a way of discussing and appraising the relationships. This, we think, can do a lot in further cementing the relationship.” On the way of easing transport for workers and all citizens in the state governor said the state government also entered into an agreement with a Chinese company, and very soon 150 buses would flood the streets of Kano for that purpose.

Only fiscal federalism can save Nigeria, says ex- speaker Nosa Akenzua, Asaba If Nigeria must break the current jinx of abysmal failure and under development, then the country must return to fiscal federalism, the former Speaker, Delta state House of Assembly, Emmanuel Okoro said on Sunday. Okoro, who spoke to a group of journalists in Asaba, said that until the leadership of Nigeria takes the bold step to actualize fiscal federalism, all of country’s development efforts would end in failure. According to him, the current pseudo-federalist structure in operation in Nigeria has created a culture of dependency in the federating states and it was high time the country’s elites took the right steps to amend the constitution in favour of fiscal federalism where federating states could harness their resources and pay taxes to the central government in Abuja. “By my assessment, every state has enough resources to attain its development goals in a true fiscal federalist system and a critical part of the fiscal federalism must also be the devolution of power in favour of state and local governments. “Fiscal federalism would end not only the culture of undue dependency of local and state governments on the federation account for financial sustenance, but also create and sustain the right culture of healthy competition among federating states as happened during the First Republic,” Okoro added. The former speaker added that the dispensation of fiscal federalism should be augmented with the creation of state police to tackle the growing incidences of insecurity across the country. He pointed out that state police formations given their localization and the benefits of adequate knowledge of the local environment would be better placed to respond to local security challenges before they escalate.

Revisit zoning formula for 9th assembly, South-East APC tells Oshiomhole Our reporter
The national chairman of the All Progressives Congress (APC) has been urged to revisit the zoning formula for of the principal officers of the 9th National Assembly to ensure equity and justice. This the South East caucus of the APC said will ensure that a repeat of what happened in 2015 when a group of senators aligned with the opposition to elect leaders outside the calculations of the APC would be avoided. The caucus made the demand in Enugu at the weekend in a communiqué at the end of its stakeholders’ meeting.
National Vice Chairman, APC South East, Emma Enugwu, who read the communiqué, said that positions ought to be zoned in a more equitable manner, adding that the zone which was left out in the power sharing arrangement needs to be accorded a deserving position in the leadership arrangement. “We urge the national leadership of our party to draw strength from the need to revisit the zoning of principal offices in the 9th National Asseembly to further deepen and strengthen the electoral appeal of the party. “Our great party should remain a truly national political party with broad based support in all parts of the country, the
South East zone inclusive,” he said. Enugwu said that the zone deplored the undue interference and meddlesomeness by forces from outside the zone in the affairs of the zone, adding that “we urge our members in the zone to resist such and also implore those involved to promptly discontinue same in order to strengthen our party.” He called on members of the party in the zone to redouble their efforts in the pursuit of constructive opposition in their various states. “We should rededicate ourselves to reclaiming the South East for the APC. This is a challenge which we must confront and defeat,” he said.

Awka residents to enjoy 15-hr daily power supply - ANSG Stories by John Ndu, Awka Anambra State government on Saturday said plans has been concluded to ensure minimum of 15-hours daily electricity supply to Awka, the state capital and environs.
The Senior Special Assistant to the Governor on Public Utilities, Mr. Victor Meju, made the disclosure to newsmen in his office in Awka. He said government had extended support to the Enugu Electricity Distribution Company (EEDC) to facilitate installation of adequate transformers in
many communities across the state to improve power supply. He said: “With the support of the state Ministry of Public Utilities, EEDC is currently installing a 15 Mega Voltage Amp (MVA) in Agu-Awka, “Another 17.5 MVA is being installed at the Anambra Broadcasting Service (ABS),
Awka to drastically improve electricity supply in areas like Government House, Ifite Awka, Okpuno, Nodu, Isuanocha, AguAwka, among others.” Meju however hinted that government would also extend help to other towns in the state to make the entire Anambra an envy of all.

Buhari youth group holds victory party in Awka
It was a celebration of pump and circumstance as some Nigerian youths under the auspices of Buhari Youths Organisation (BYO), Anambra State chapter held its victory party for President Muhammadu Buhari. The event which took place in Awka attracted various stakeholders in All Progressives Congress, as well as youths across the 21 local government areas in the state. BYO is a youth group created to ensure the victory of President Buhari in the last general election in Nigeria, and for continuous victory of APC in other elections. Speaking during the occasion, Anambra State Chairman All Progressives Congress, Chief Basil Ejidike, said APC in Anambra and South East in general had tremendously improved on their voting strength, as compared with other elections. Ejidike noted that the APC was determined to reclaim its political mandate in Anambra and other states. “We want to reposition APC in Anambra State. We have put every machinery on ground. We have set up a fact-finding committee to ascertain the problems of the party on the state. “The committee will come up with a recommendation for further implementation. We are planing APC summit, where all issues will be resolved to form one indivisible party in the state,” Ejidike said.
The Chairman of the occasion, Chief Ike Ekwensi, stressed that the essence of the event was to celebrate the victory of the party over the last general election. While describing President Buhari as a great man and a true lover of Nigeria, Ekwensi advised Igbos to join the moving train of APC, to enjoy adequate democratic dividends. Anambra State Ministry of Women and Children Affairs has commenced immediate resettlement of rehabilitated street beggars. This geared towards evacuating beggars and miscreants from the street and was kicked off by the Commissioner in the Ministry, Lady Ndidi Mezue. The resettlement was after a two week period of counseling and rehabilitation of the recently apprehended street beggars at Awka and Onitsha. This set of resettlement programme saw a family comprising of a woman and her four children voluntarily returned to Akwa Ibom State after undergoing counseling at the Ministry of Women affairs. Following the decision by the family to return to their home state of Akwa Ibom, the Commissioner personally handed the woman over to her husband who travelled all the way to reunite with his wife and children. The short ceremony which saw the commissioner presenting an undisclosed amount of cash, food items, provisions, baby kits, and toiletries to the family was done in the presence of former Chairman of Akwa Ibom Indigenes living in Anambra State, Mr. Ekanem C and staff of the Ministry of Women and Children Affairs.

Media practitioners, others seek solution to proliferation of fake news The Chief Press Secretary to the Executive Governor of Anambra State, Sir James Eze, penultimate week, warned that the increasing spate of online Fake News and Misinformation if not curtailed will destroy the integrity of public information. Speaking in Awka, at a conference organised by the Association of Digital Media Core Advocates, ADMCA, tagged ‘Digital Media: Engaging Unifying Voices Against Fake News and Misinformation’, Eze lamented that the capacity of fake news to cause harm has been demonstrated time and again. He said: “The social media has placed enormous power on the users, almost without control. Media practice has changed, everything has changed, the trend might become dangerous with the advancement in digital technology. The online media proliferation of the fake news and misinformation is a deliberate mischief. Fake news is a massive danger to society. There is urgent need for reorientation.” Eze, however, thanked the organisers of the conference while urging them not to relent in the ongoing fight against Fake News. “I want to thank most especially, Chief Harris Chuma, Ogene Igbo and his group, Association of Digital Media Core Advocates, for this great initiative. Also, congratulations to Anambra for leading the conversation, I believe, the next edition will be bigger, Chuma should endeavour to reach out,” he added. To address the issue of fake news, the keynote Speaker, Dr. Chuka Nnabuife, Managing Director of National Light Newspapers, called on the media practitioners to engage in news and fact checking to aid in publishing what the real facts are. He advocated for the rebirth of ethical standards of journalism. “You don’t just publish anything, think before you do. A journalist should not cut, copy and paste reports without scrutiny. In media practice, some secrets must be kept secret, protect your source. Copy-chasing or pasturing puts one in harm’s way, above all, note that you are responsible to society, “ Chuka said. In delivering his paper, Barrister Samuel Amadi, spoke extensively on the legal implications of fake news and misinformation. The legal luminary defined Fake News as “news that is objectively false, factually incorrect or an inaccurate report.” He disclosed that any news which diminishes the reputation of somebody else is most likely to be the subject of a defamation suit. “In defamation cases, a re-publisher is just as liable as the original publisher. For an action to lie in defamation, the words must be published. And, a defamatory publication over the Internet can be classified as permanent and therefore libelous,” he said. This is even as the Shareholders of Fidelity Bank at the bank’s 2018 Annual General Meeting (AGM) in Lagos on Friday unanimously approved the payment of a total dividend of N3.19 billion declared by the board of directors for the financial year ended December 31, 2018. Speaking at the AGM, Mr Okonkwo, disclosed that the bank will not relent on efforts to increase the adoption rates and migration of customers to its digital banking platform. Responding to shareholder questions, he said the conservative payout was to enable the bank to conserve capital for the

According to him, “We want you to remember that Fidelity Bank, without fail in the last 12 years has paid dividend consistently. “We are not changing our policy of paying out between 30 per cent and 50 per CNET of Profit After Tax, we will keep the policy. “However, we want your bank to be strong in terms of Capital Adequacy. CBN’s manufacturing index increases to 57.7 index points in April Motolani Oseni The Central Bank of Nigeria (CBN) has said its manufacturing the index has increased to 57.7 index points in April from 57.4 index points reported in March 2019. The latest Purchasing Managers’ Index (PMI) Survey Report of the apex bank revealed that Manufacturing PMI has continued to expand for the 25th consecutive month. According to the CBN report on Manufacturing PMI, “The index grew
at a faster rate when compared to the index in the previous month. 12 of the 14 subsectors surveyed reported growth in the review month in the following order: electrical equipment; plastics & rubber products; cement; petroleum & coal products; transportation equipment; food, beverage & tobacco products; nonmetallic mineral products; chemical & pharmaceutical products; furniture & related products; textile, apparel, leather & footwear; printing & related support activities and fabricated metal products. “The paper products and primary metal subsectors recorded the decline in
the review period.” The report on production Level revealed that the index moved to 58.8 index points in April, an increase for the 26th consecutive month in April 2019. “The index indicated a faster growth in the current month, when compared to its level in the month of March 2019,” the report by CBN said. For New Orders, the report said, “At 57.2 points, the new orders the index grew for the 25th consecutive month, indicating an increase in new orders in April 2019.” The report stated that the composite
PMI for the non-manufacturing sector stood at 58.7 points in April 2019, indicating expansion in the Non-manufacturing PMI for the 24th consecutive month. According to the CBN, the growth in PMI is contributed by continued stability in the foreign exchange market, improvements in the flow of financing resources to the real sector through the various interventions by the Bank, effective implementation of the Economic Recovery and Growth Plan (ERGP) and the increase in non-oil sector Gross Domestic Product (GDP).

Dangote donates multi-billion naira 2,160 bed space hostels to ABU Motolani Oseni As part of his contribution to the educational development in the country, the Chairman of Aliko Dangote Foundation, Alhaji Aliko Dangote has made another critical intervention in the educational sector with donation of fully equipped 2,160 bed space hostel complex to the Ahmadu Bello University Zaria. The Foundation at the weekend explained that the students’ halls of residence comprising of 10 blocks of 360 rooms built at a colossal sum of N1.2billion is coming after similar gestures to Bayero University, Kano and University of Ibadan, where the business mogul donated multi-billion Naira business school complexes respectively as part of his contribution to the educational development in the country. The new students’ hall of residence was commissioned to commemorate the 41st convocation of the University during which the university authorities reciprocated the act of philanthropy by conferring on him and the renowned labour leader, Hassan Sumonu, honourary Doctorate Degree. Also, 15,787
graduating students were also awarded various degrees. The President of Dangote Group on the occasion explained that he was moved to build the structure having realized that the student population at the universities have recorded a significant increase without a corresponding growth in terms of infrastructure lamenting that the situation has remained a subsisting and growing major challenge as Nigerian public universities continue to grapple with underfunding. “Thus, I will like to use this opportunity to enjoin the Federal Government to consider allocating special funds to the universities to enable them to improve on research and upgrade their infrastructure. Such special intervention has become an imperative is given the perennial funding challenges facing our universities”, he stated. Dangote posited that the Federal Government alone could not shoulder the entire burden of funding tertiary education due to the competing needs of other sectors that also demand priority attention. This is where Public Private Partnership (PPP) can and should come in to fill the gap.
He then enjoined the private sector to adopt a new approach towards supporting the federal government in tackling the funding the deficit in the higher institutions of learning. “If there are two things that I am passionate about, they are education and entrepreneurship. I believe they go hand in hand. Some years ago, as Chairman of the National Committee on Job Creation, my committee strived to fashion out strategies for integrating entrepreneurship into our national educational curriculum, in line with what obtains in the Western world. While expressing his gratitude on the award conferred on him, Alhaji Dangote described ABU as “an institution famed for its incredibly thorough academic tradition, the quality of faculty, and the enriching experiences of life within its walls. Today, the university has lived to its billing as a melting pot for ideologies by honouring a renowned socialist and champion of employees’ rights, Alhaji Hassan Sunmonu and Myself, for being a leading capitalist and investor in employment generating enterprises.” Dangote noted that “It is also with a deep sense of the fulfilment that
today’s occasion is also being used for the commissioning of 10 blocks of student hostels which consist of 360 fully equipped rooms with capacity for housing 2160 students, built at a cost of N1.2 billion donated by the Aliko Dangote Foundation to Ahmadu Bello University, (ABU) Zaria.” Commending Dangote, Governor Nasiru El-Rufai of Kaduna State who officially opened the hostel said Mr Dangote’s philanthropic the spirit should be emulated by others who have been blessed by God. A visibly elated Governor, who is an alumnus of the University, said both the government and the private sector can partner to lift the educational sector in Nigeria pointing out that if not for the efforts of the university management, the institution was already dying. The Vice-Chancellor, Professor Ibrahim Garba who was very excited at the magnitude of the structures said the University is the largest in West Africa and described the Aliko Dangote hostel project as a “big relief,” saying lack of adequate accommodation is one of the nightmares of the university.
Gas leakage responsible for shutdown of four power plants, says TCN The Transmission Company of Nigeria(TCN) at the weekend, disclosed that a leakage on the Escravos-Lagos gas Pipeline had led to the shutdown of four power generating plants last Wednesday. As a result, it said power generated to the national grid reduced due to emergency maintenance conducted by the Nigerian Gas Company NGC on the affected pipeline supplying gas to the power stations. The affected stations are Egbin, Omotosho, Olorunsogo and Paras Power Stations. In a statement signed and issued by
the General Manager Public Affairs, Mrs Ndidi Mba in Abuja yesterday, TCN said prior to the incident, Omotosho NIPP and Olorunsogo NIPP had already been out due to gas supply issues. According to the statement, the NGC had repaired the gas pipeline so as to restore normal supply to the affected power plants. However, the commission said that repairs have been completed and the pipeline is currently being pressurised, prior to the resumption of gas supply to the affected power stations
TCN further noted that it has diverted about 312MW load from the Benin-Egbin 330kV transmission line which tripped at 23.14hours on Tuesday, 23rd April 2019, to Omotosho–Ikeja West and Ayede-Ikeja 330kV transmission lines, due to on-going repair works on the Benin-Egbin 330kV transmission line. “The tripping was caused by a line cut between Ofofu and Okada Towns, however, TCN engineers are making concerted efforts to complete repair work on the transmission line, despite the very difficult terrain at that location.
“Due to the diversion of the load from this line to the two transmission lines equally feeding Lagos axis, load shedding in the Lagos axis was minimised to about 280MW at the first instance. However with the attendant gas supply issues and sudden gas leakage problem, load shedding increased considerably, the statement added.” To this end, the commission assured that power supply would return to normal as soon as normal gas supply is restored to the affected power stations and transmission repair work is completed.
Consumers to pay more for bread as millers raise flour prices Godwin Anyebe Nigerians may soon pay more for bread as poor purchasing power has dampened the margins of millers, forcing a hike in flour prices by five per cent. The new price hike has already taken effects, as reports shows that a 50kg bag of flour that was sold for N10,700 two weeks ago now sells for an average of N11,200.
Master Bakers Association says this may force bakers to increase the prices of bread or cut down the sizes of the dough when they hold a meeting on Friday to deliberate on the issue. “The cost of production is weighing on us and there is low consumer demand. Flour millers are absorbing a lot of cost because we are conscious of the Nigeria that we live in today and the buying power” said Lanre Jaiyeola, Vice
President, Flour Millers Association of Nigeria. “There are issues of wheat prices which account for most of our production cost, cost of interest rate and exchange rate as well as low purchasing power and of these dynamics affect the eventual production”, Jaiyeola added. According to him, Flour Millers need to survive and by surviving we need to be profitable substantially, stressing that
the situation has made the association to increase the price of a bag of flour by N500. The evidence of the above shows in the financial statements of listed flour mills in the country. For the year ended December 2018, Dangote Flour Mills posted a loss of N1.15 billion, from a profit of N15.13 billion the previous year which shows a 92 per cent decline in profit.
The Nigerian Airspace Management Agency (NAMA) says it has put in place a machinery to accelerate an ongoing programme geared towards the total upgrade of its radio communication infrastructure across the country. According to general manager public affairs NAMA, Mr Khalid Emele in an interview with journalists in Lagos said this was to ensure that communication challenges experienced by pilots in some parts of the airspace are totally eliminated. #Emele said as part of efforts to boost the clarity of radio communication especially at the upper airspace, the agency has taken steps to replace all the Very High Frequency (VHF) radios at the existing eight (8) remote sites in Lagos, Kano, Wukari, Sokoto, Ilorin, Port Harcourt, Abuja, Maiduguri and also add six (6) new sites in Jos, Kaduna, Yola, Enugu, Benin and Calabar making a total of fourteen (14) VHF sites spread across the nation. These VHF remote sites are operated in a network which will have a signal pattern that covers the entire Nigerian airspace. According to him, the agency has taken delivery of the VHF radio equipment under the “Extended Range VHF Coverage” project and installation will commence soon. “In 2018, NAMA deployed four stand-alone Jotron Highpower long-range VHF radios at Lagos East and Lagos West as well as Kano East and Kano West Area Control Centres (ACCs). This a backup solution is targeted at addressing Remote Control Air to Ground (RCAG) communication challenges in the upper airspace by providing reliable backup in the event of loss of VHF radio communication on the main system” Emele also said that plans have been completed to extend the range of the above stated longrange backup radios and is only awaiting the passage of 2019 budget by the National Assembly for implementation to commence. “When completed, the backup radios would also have sufficient overlap of propagated signals to cover the entire Nigerian airspace. As an agency, one of our overriding priorities are to provide a reliable communication link between the air traffic controller and the flying pilot at all phases of flight and this we are continuously committed to doing” He reassured airspace users and the general public that its radio communication infrastructure remained serviceable just as it is intensifying efforts to ensure that the quality continues to improve in line with international standards.

INEC declares APC candidate, Taiwo winner of Ajeromi Ifelodun Reps poll As security operatives foil attempts to scuttle poll Stories Patrick Okohue The Independent National Electoral Commission (INEC) on Saturday declared the All Progressives Congress (APC), candidate, for the AjeromiIfelodun Federal Constituency supplementary election, Hon. Kolawole Taiwo, as winner. INEC conducted the supplementary election in 71 polling units across eight wards of Ajeromi-Ifelodun Federal Constituency of Lagos State for the House of Representatives seat. It will be recalled that the commission had earlier declared the Feb. 23 House of Representatives election in the constituency, inconclusive due to over-voting, noncompliance with the usage of smart card readers and violence. Prof. Olusoji Ilori, the Returning Officer for the election, announced the result for the election at the INEC Collation Centre located at Local Authority Primary School, Baale St. Ajegunle at about 7:35 p.m. Ilori, who is a lecturer at the University of Lagos, announced the total votes after the successful conclusion of the supplementary poll, saying Taiwo polled a total of 36,115 votes to defeat his closest rival from the Peoples Democratic Party (PDP), Mrs Rita Orji, who scored 32,557 votes. Ilori added that Mr Matin Iwonlaye of Accord Party had 587 votes, Mr Jimoh Rasheed of PPN got 206 votes, Mr David Kola of AD polled 158 votes, Mr Michael Ogoeke of APP polled 149 votes while Ms Julie King of APDA polled 112 votes. Also Mr Adebayo Adegbenro of ADC scored 107 votes, Mr Kennedy Nzemiro of PPC had 90 votes, Mr Morenikeji Oluwole of MPN had 39
votes, Mr Jacob Ogundiran of DPC scored 17 votes, while Ms Victoria Oladipupo of DA, polled 06 votes. Ilori said, “I declare that Kolawole Taiwo Musbau of APC, having satisfied the requirements of the law and scored the highest number of votes, is hereby declared winner. Meanwhile attempts by some unscrupulous elements to scuttle the rescheduled supplementary election was effectively rebuffed by the prompt action of security operatives, who seized four pump action guns stashed in an unnumbered vehicle packed around Alafia bus-stop in the area. According to an eyewitness account, a group of clandestine individuals were seen in the vehicle but they bolted when they cited soldiers deployed to the area to ensure a peaceful election approaching the
spot where they initially pulled over, believed to be begging time to hijack an ongoing electoral process. It would be recalled that just Friday, it was a reign of terror in Arumoh and Olayinka street in Ajeromi, where hoodlums attacked and robbed residents of their belongings, one person was allegedly killed by the combined security on ground while nine others were arrested. Many would have envisaged voter apathy but on the contrary, electorates in areas like Amukoko/ Mosafejo RA 10 with 18 polling units and Tolu RA 05 with 27 polling units and Temidire 2 RA 11 with 12 polling units turned out massively to cast their votes, up till the 2pm time stated by the Independent National Electoral Commission for the stoppage of actual voting exercise.

Ohanaeze youths accuse APGA Chairman, Oye of creating disaffection among Ndigbo The leadership of Ohanaeze Ndigbo Youth Council has accused the National chairman of the All Progressives Grand Alliance (APGA), Dr Victor Oye of creating unnecessary division among Ndigbo. The OYC said it was highly condemnable for Oye to declare that the national leadership of APGA will remain in Anambra after his tenure. In a statement signed by Mazi Okechukwu isiguzoro, the President General, Ohanaeze Ndigbo Youth Council Worldwide, he said Oye’s stand was capable of creating disaffection among Ndigbo and destroying the party. According to him, “the current
proclamation of Victor Oye is at variance with the Party’s slogan “Onye aghala Nwanneya (Be your brother’s keeper), which Victor Oye has now changed to “Nka bu nke Anyi” (meaning this is our own).” “Does it truly mean that this party formed by Igbos is now the sole property of Anambra people or does it mean that other Igbos and Nigerians who had paid the price to build APGA are now slaves to Anambra State?” He queried. While vowing that the ugly trend must be resisted, Isiguzoro called on the BOT Chairman, Gov Willie Obiano “to use his good office to thwart this evil plot or APGA will be at the peak of political extinction.”
“APGA also stands the risk of losing Anambra guber election, as we will raise the consciousness of Nigerians and Igbos that there’s evil conspiracy in APGA, as witnessed in the last elections where they sold the party tickets to the highest bidder, which resulted in some people referring to APGA as ‘Anambra ATM card against Nigerians and Igbos’. “We call for the re-zoning of the National Chairmanship of APGA. Why MB Mustapha is best as next APC National Scribe, North East stakeholders, Taraba APC insist Coalition of APC Support Groups in the North East has called on the national leadership of the All Progressive Congress (APC), to pick its next national secretary of the party from Taraba State, saying the state has been grossly marginalised in the party’s National Working Committee. This is even as the State Working Committee (SWC) of the APC in Taraba State has given reasons why Mr. Muhammed Bello Mustapha, a lawyer should replace Mai Mala Buni as the national secretary of APC. Addressing a press conference in Bauchi on Thursday, Chairman of the coalition Abdulhamid Yazeed urged the North East zone of the party to forward Bello Mustapha’s name from Taraba as the consensus candidate to fill the vacancy occasioned by the emergence of Mallam Mai Mala Buni, as Yobe State governor-elect. The group also condemned what it described as unnecessary struggle for the position between Yobe and Borno state, saying Taraba State is the only state in the North East region that has never produced any member in the APC NWC since inception. “We believe whatever comes to the North East zone must be shared accordingly to the six states in the region, Adamwa, Yobe and Borno have had its fair share of party appointments, but Taraba has never gotten anything in APC leadership, look at the support they gave President Buhari at the poll, despite being a PDP state, President Buhari got 45 percent of the votes, its only proper we reward them in the party.” Also speaking at the meeting, secretary of the group, Adams Faruk said the APC in Taraba State has brought forward a credible and capable candidate for the office of the National Secretary in person of M.B Mustapha, we want all stakeholders in the North East APC to support Taraba State and its candidate in spirit of fairness and equality.
He said Mustapha had previously contested for the same position of National Secretary during the 2018 National Convention of the party, “he was the last among the contestant to step down for Mala Buni to emerge unopposed, the incumbent National Publicity Secretary, Lanre Isa-Onilu replaced Bolaji Abdullahi who defected to the Peoples Democratic Party (PDP) because he was the last person to withdraw at the convention in 2018, so it is just fair and just to concede the vacant position to him.” Mr. Mustapha, is the pioneer national youth leader of the Buhari Organisation and governorship candidate of the defunct CPC in Taraba State in 2011. Cameroon win U17 Africa Cup of Nations on penalties Cameroon U17 are U17 Africa Cup of Nations champions after they defeated Guinea U17 5-3 on penalties at the National Stadium, Dar es Salaam on Sunday afternoon. Guinea and Cameroon headed into the final of the competition after displaying their prowess from 12 yards out to dump out Nigeria and Angola, respectively. And had to jostle for

Nigerians have always paid more but got less from their government, including Buhari’s administration As it was in 1968, so it is today; and probably will continue to be, in many years to come, because there is no sign that we are about to change the narratives. When Daily Times reported on 29th April 1968 that the government was increasing consumption taxes on some products, Nigerians showed understanding for such move, mainly because the government was prosecuting a civil war and claimed it needed more funds. Many years after, we now can see that such increases are mere routine, because the government was just clueless on how to run the economy and therefore resorted to extortion of citizens. While announcing the 1968-1969 national budget, Head of State, Gen. Yakubu Gowon listed many items that citizens would pay more for, and they include beer, soft drinks, cigarettes, furniture, packaging containers, ball-point pen, flour, margarine, socks, gramophone records, cement, canned beef, soap, blanket, towels, cosmetics, milk, salt, confectionaries and many others products. In a nation-wide broadcast, the Head of State explained the reasons why Nigerians should pay more on those items which include the economic realities of the civil war which was still being prosecuted as at that time; efforts to improve balance of payment, government’s endeavours on economic selfreliance, among others, adding that the new changes in the prices of affected commodities would take effect from midnight of that day. And so it was. If Gowon had used the prosecution of war as a major reason to increase in tax or duties on some products, in order to help government raise additional funds, why has successive military and civilian administrations continued to raise taxes, duties, cost of local consumption of many items, even as you read this piece? Is Nigeria still fighting civil war? Even though Nigeria is the largest producer of crude oil in Africa and one of the top ten producers in the world, Nigerians are paying so much for a liter of petrol and other petroleum products, one of the reasons being that the so-called giant of Africa cannot refine the crude that it has in abundance to finished products for the benefit for her citizens. As Nigerians pay heavily for petrol and other petroleum products, we still pay through our noses for razor blade, for office pin, for screws and screw drivers, spoons, forks, knives, padlocks and keys, as well as for other steel products because the steel companies the nation’s leaders set out and started to build in the early 70s have been left to rot away while billions of Dollars invested in them have gone down the drains. Therefore Nigeria and its now estimated 200 million people pay
for all steel products, finished and unfinished, cars, bicycles, aero plane, ships, war equipments, the same we pay for farming tools, pencils and toothpicks, tooth paste; everything. When he was appointed as science and technology minister over three years ago by President Muhammadu Buhari, Ogbonnaya Onu shamelessly told the world that Nigeria would begin to produce pencils (Oh my God, pencils?) in a few months. But as he lobbies the President to reappoint him as minister, Nigeria is still importing pencil and the minister has no shame. The same with all the shameless ministers including Ngige Nwachukwu who recently said that there are more than enough medical doctors in Nigeria therefore those who want to go abroad should proceed as the nation will not miss them and their services. Yet, these lame ducks, as President Donald Trump would have described them, are still grandstanding, expecting to be reappointed by Buhari, the Commander-in-Chief of non-performers. We import everything because we cannot manufacture anything. But instead of government including those of Olusegun Obasanjo, Umaru Musa Yar’Adua and Goodluck Jonathan to do the needful and establish industries to save the nation, they all resorted to the ban of some foreign goods and extortion of citizens in the name of Value Added Tax (VAT), increase in Exercise Duties for some products and exorbitant Pay as You Earn tax. Since Muhammadu Buhari took oath of office as a civilian president on May 29 2015, there is no single value he has added to the industrialization of Nigeria. No industries built, no improvement in the ones that were crawling when he took over, no encouragement for the privately owned manufacturing firms that looked up to him for support, nothing. And as the president prepares to begin a second term of four years, it is obvious that nothing would come out of the next four years in terms of industrialization because no such foundation has been laid in the past nearly four years; in spite of his socalled next level agenda. Rather, we are likely to see more increase in revenue drive that ends up in the pockets of those in power and their friends in the power corridors (forget about the boasts on anticorruption fight). The government would in the next four years tax us the more and raise what we pay to drink beer, champagne and whisky. They will charge us more on margarine, biscuits, electronics, wristwatches, umbrella and even condoms. But we will continue to buy more of those items because there are no alternatives here. Even the rice Audu Ogbe says is abundant locally is still being massively imported. If you are in doubt, go and ask your Customs officer friend.
