In the letter titled: “APC: Its fortune and misfortune, time to act!” Shuaibu said: “It is my honest opinion that your ability to ensure this party flourishes is deficient as you lack the necessary composure and you also don’t possess the capabilities and the requisite experience to run a political party.” Contacted for response, spokesman of the party, Lanre Issa-Onilu, said he could not comment since the letter was not addressed to the party. Also, Oshiomhole’s spokesperson, Simon Ebegbulem, did not respond to phone calls and a text message to his phone on Tuesday.

2019 Budget: Nigerians should expect a brighter future – Udoma Joseph Inokotong, Abuja Minister of Budget and National Planning, Senator Udoma Udo Udoma, at the 2019 Budget Breakdown Session in Abuja on Tuesday, told Nigerians to be hopeful of a brighter future as the seeds of development planted in the last four years are germinating and soon will be bearing fruits. While acknowledging the patience of Nigerians and the contributions of critical stakeholders like the National Assembly, the Media and other partners to the development efforts of government, Senator Udoma explained that an economy usually take some time to build up momentum after a period of recession. He added however that all indices point to the direction of positive growth and the dividends will soon manifest with greater impact as government continues to faithfully implement the provisions of the Economic Recovery and Growth Plan (ERGP), which underpins government’s economic recovery actions. The Minister pointed to the fact that already the macroeconomy has remained largely stable and growth has increased from 0.82% in 2017 to 1.93% in 2018 and 3.01% is expected in 2019, with the continuing implementation of the ERGP. “Real GDP increased from 1.89% in Q1 of 2018 to 2.01% in the first quarter of 2019 - the strongest first quarter growth since 2015; Significant growth has been recorded in the nonoil sector: 2.47% growth in Q1

2019, up from 0.76% in Q1 2018 and diversification efforts have continued as contribution of the non-oil sector to GDP increased from 90.4% in Q1 2018 to 90.9% in Q1 2019”. Senator Udoma said that a lot has been done by the Buhari administration in the first four years and the second term will be focused on building on the initiatives and development efforts already put in place. “The 2019 budget is designed to further reposition the economy on the path of higher, inclusive, diversified and sustainable growth; and to continue to lift significant numbers of our citizens out of poverty,” he added. The 2019 budget proposal was presented to the National Assembly (NASS) by President Muhammadu Buhari on December 19, 2018; and passed by the National Assembly on May 9, 2019. The President signed the budget into law on Monday May 27, 2019. The total budget outlay for 2019 is N8.92 trillion. According to him, the 2019 Budget seeks to continue the reflationary and consolidation policies of the 2017 and 2018 Budgets respectively, which helped put the economy back on the path of growth. On the expenditure side, allocations to Ministries, Departments and Agencies (MDAs) of Government were guided by the three core objectives of the ERGP: Restoring and sustaining growth; Investing in our people, and Building a globally competitive economy. Acknowledging that Nigeria faces significant challenges with

respect to revenue generation, he assured that government is taking every necessary step to tackle challenge. “Key reforms will be implemented with increased vigour to improve revenue collection and expenditure management. Mr. President is committed, and has directed that all measures necessary be taken to ensure that we grow rapidly while maintaining fiscal sustainability. “To ensure that this happens, the President set up a Projects and Programmes Committee which has concluded its work. The initiatives developed by this committee will be rolled out as the President enters his second term,” the minister added. Government, he said, will continue to create the enabling environment for the private sector to increase investment so as to increase productivity, create jobs and stimulate further growth. To continue to fund the budget, the Minister said apart from initiatives in other sectors, the Federal Government has also sustained its efforts to improve public financial management through the comprehensive implementation of the Treasury Single Account (TSA), the Government Integrated Financial Management Information System (GIFMIS) and the Integrated Payroll and Personnel Information System (IPPIS). The President has also directed that work should be concluded on the deployment of the National Trade Window and other technologies to enhance Customs collections efficiency.

Buhari, 29 govs begin new tenure today Tunde Opalana, Abuja Today marks the 20th year into the fourth cycle of the nation’s political life and in keeping with the May 29 handing over cum inauguration day, political power will change hand in some instances while powers will be retained in other instances. History is being made as President Muhammadu Buhari takes oath of office for the second time as President and Commander- in- Chief of Armed Forces alongside his vice, Prof. Yemi Osinbajo. President Buhari will be the second Executive President in this dispensation to be sworn-in a second time after former President Olusegun Obasanjo who served from 1999 to 2007. Also, 29 State governors are being sworn-in with 17 of them returning while the rest 12 are freshers in governance. Recall that governorship elections were not held in Anambra, Bayelsa, Edo, Ekiti, Kogi, Ondo and Osun states on March 16, 2019. President Buhari and his party, the All

Progressives Congress (APC) won the February 23, 2019 presidential election by defeating Alhaji Atiku Abubakar, the standard bearer of the major opposition party, the Peoples Democratic Party (PDP). Buhari polled 15,191,847 votes (55.6%) to defeat Atiku who scored 11,262,978 (41.2%) and was declared winner by the Chief Returning Officer and Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu. His first term in office was rated differently by different segments of the nation’s citizenry within and outside the country but with overriding view that the Buhari -led APC administration performed above average. For four years since May 29, 2015, the Buhari administration hinged the policy thrust of the government on three cardinal programs of fighting corruption, ending the Boko Haram instigated insecurity and rebuilding the ailing economy. The APC government under President Buhari during the pre-2019 election campaign across the country solicited the support of Nigerians to

Buhari vote the party back to power to enable it consolidate on achievements made in the first term.

The president obviously got the mandate of the electorate to continue in office.

FG reiterates commitment to secure North East Joseph Inokotong, Abuja

The Federal Government has restated its commitment to partner with key stakeholders, including United States Institute of Peace (USIP) in designing effective and durable strategies for a peaceful and secure North East. This was disclosed by the Minister of Interior, Lt.-Gen. Abdulrahman Dambazau (rtd), on Tuesday in Abuja, at the opening of the “Round -table on transition from an environment dominated by military operations to post-conflict civilian-led governance in the North-East and Lake-Chad Basin.” The meeting was organised by the Ministry of Interior in collaboration with United States Institute of Peace (USIP) and Centre for Democracy and Development (CDD). The minister said the roundtable came on the heels of a diligent research supported by the USIP and conducted by two eminent Nigerian scholars,

noting that the security situation in the country, especially the North-East, had attracted much attention due to the devastating impact of the insurgency perpetrated by Boko Haram. He said: “As the situation is brought under control as a result of the stabilisation efforts of the military, the task of putting in place a framework for smooth military-to-civilian transition becomes a key imperative for the Federal Government. “The Ministry of Interior is committed to partnering key stakeholders like USIP in designing effective and durable strategies for implementation of the administration’s vision of a peaceful, secured and stable environment in the North-East”. Dambazau said that the successful conduct of the 2019 election in Nigeria and the North-East in particular was a testimony to the efforts by the Nigeria’s government toward making the region and country a peaceful place for all. “The pursuit of peace, security and

sustainable development can only be achieved through renewed vigour, which the government has demonstrated by the recent inauguration of the NorthEast Development Commission (NEDC). “The NEDC is expected to coordinate all efforts –reconciliation, rehabilitation and reconstruction – in the region,” he said. Dambazau stated that the government recognised that post-conflict peace building was complex and a difficult task that required demonstrable commitment from all institutions of government and their partners. “As a government, our commitment towards the actualization of durable peace, security, stability and development is very strong and unwavering. We have invested so much and remain very hopeful about prospects for the future. “In the Ministry of Interior, we refer to this process of transition as `Winning the Peace’ following the efforts of the military in winning the war against insurgency,” he said.

The minister noted that the Federal Government had successfully pushed out the insurgents from 17 local governments it occupied before May, 2015. He, however, said that there were still threats of insurgency and terrorism, especially within the Lake Chad region occupied by Nigeria, Chad, Niger and Cameroon. “It is within the environment that we must also be engaged in the management of Internally Displaced Persons (IDPs) and refugees and ensure the reconstruction and rehabilitation of infrastructure.” He said that efforts must be made in rebuilding education, health and agricultural facilities, recognising communities and re-establishing civil authority for good governance. According to the minister, the country was no longer dealing with Boko Haram, but with extended activities of ISIS through Islamic State of West Africa Province (ISWAP), its affiliate.

Over 20,000 Nigerians flee country in one month, says UN Ukpono Ukpong, Abuja Less than 24 hours to the swearingin of President Muhammadu Buhari for a second term in office, the United Nations High Commission for Refugees (UNHCR) has expressed concern over the deteriorating state of security especially in the northwestern part of country which according to them has forced an estimated 20,000 people to seek safety and security in Niger since April. Addressing a press briefing on Tuesday at the Palais des Nations in Geneva, the UNHCR spokesperson, Babar Baloch, said the UN Refugee Agency is working closely with authorities in Niger to provide basic assistance as well as register the new arrivals as over 18,000 people have already gone through the initial registration process so far. According to a statement from the office of UN High Commissioner for Human Rights (OHCHR), the latest

upsurge in violence in the northwestern part of Nigeria is not only linked to Boko Haram but due to multiple reasons, including clashes between farmers and herders of different ethnic groups and many more. “Recent spike in violence in northwestern parts of Nigeria has forced an estimated 20,000 people to seek safety and security in Niger since April. “People are reportedly fleeing due to multiple reasons, including clashes between farmers and herders of different ethnic groups, vigilantism, as well as kidnappings for ransom in Nigeria’s Sokoto and Zamfara states. “People leaving Nigeria, and arriving in Niger’s Maradi Region speak of witnessing extreme violence unleashed against civilians, including machete attacks, kidnappings and sexual violence. The majority of the new arrivals are women and children”. He noted that the ongoing Boko Haram insurgency has already spilled

over into Niger, where it has affected its Diffa region since 2015, adding that Niger has continued to be a leading regional example in providing safety to refugees fleeing conflict and persecution in many countries. “The region currently hosts almost 250,000 displaced people – including refugees from Nigeria and locals being displaced inside their own country. “Niger continues to be a leading regional example in providing safety to refugees fleeing conflict and persecution in many countries. It has kept its borders open for refugees despite the ongoing violence in several regions bordering Nigeria, Mali and recently Burkina Faso. “Many of the newly arrived are located very close to the Nigerian border, where there remains a high risk of armed incursions. UNHCR with sister UN agencies and partners is discussing with the government the possibility of relocating them into local towns and villages further in

land. “As well as providing aid to Nigerian new arrivals, UNHCR also plans to support host families, who despite lack of adequate resources and access to basic services, have always shown solidarity towards the displaced and welcomed people into their homes. “Since the beginning of 2018, violence within the Diffa region perpetrated by elements of Boko Haram has also significantly escalated with a record number of civilian casualties and unprecedented secondary movements within the region.” Furthermore, Baloch revealed that Niger is currently hosting over 380,000 refugees and asylum seekers from Mali and Nigeria as well as its own internally displaced population, adding that the country has also provided refuge to some 2,782 asylum seekers airlifted from insecurity in Libya, while awaiting durable solutions.

As the President takes oath of office today, he and his party are expected to double efforts made in the last four years to justify the second mandate. It would not be out of place if the President sticks to his cardinal programmes as much is left desired. Not all Nigerians are in tune with modalities being employed in the fight against corruption. The government has to display more political will in the holistic war against the hydra- headed scourge of corruption and impunity especially in public spaces. President Buhari, a retired Army General and former Military Head of State, has to be firm and decisive in tackling the festering insecurity of various dimensions. The country is being pushed to the brinks by incessant blood-letting occasioned by armed banditry, communal strives, insurgency, armed robbery, ritual killings and enlarging kidnapping business that has seize the country by the way throat. The APC administration needs serious tinkering with the nation’s economy to avoid it sliding back into recession. Recent economic indices and statistics from the National Bureau of Statistics are not favourable and the government has to put in measures to cushion the effects of the harsh economic environment on ordinary Nigerians, small and medium scale entrepreneurs as well as conglomerates. However, despite all these, many Nigerians are excited at the second coming of President Buhari as hopes are high on what his second term in office will bring. To achieve set targets for his second term in office, President Buhari needs to further entrench the principle of power separation and respect for rule of law, fairness, Justice and equity. He needs to have a synergy with a willing legislature by interacting positively with the National Assembly to get accelerated legislative approval for policies and actions of his government. Of course, to make Nigeria work effectively, the Federal Government’s efforts need to be complemented by the state governments who should make the impact of governance felt at the grassroots irrespective of their parties or programmes. The governors are expected to give succour to their people and stop mortgaging the future of generations yet unborn with huge debt profile, both foreign and local. To governors should be more concerned about the frightening spate of insecurity that has pervaded almost every region of the country by complementing efforts of the Federal Government backed security agencies. They need to commit huge chunk of their security votes to issues of security in their states rather than using such to oil political machinery and patronage. Governors of the insurgency ravaged North-East states need to pay attention to social investments programmes, education and health issues while effective programmes should be drawn to take restive youths out of the streets. Newly inaugurated governors Ahmadu Fintiri (Adamawa), Bala Mohammed (Bauchi), Babanana Umara (Borno), Inuwa Yahaya (Gombe), Emeka Ihedioha (Imo), Abdulrahman Abdulrazak (Kwara), Abdullahi Sule (Nasarawa), Dapo Abiodun (Ogun), Seyi Makinde (Oyo), Babajide SanwoOlu (Lagos), Mai- Mala Buni (Yobe) and Bello Mohammed Matawalle (Zamfara), have great task of surpassing their predecessors in office in terms of performance and bringing dividends of democracy to their people.

Igbo votes sizeable enough to win Presidency - Nwodo Val Okara, Owerri President-General of Ohaneze Ndigbo, Chief John Nnia Nwodo, has urged those who think that the Igbos have no population to become the President of Nigeria to have a rethink because, according to him, the Igbo votes are sizeable enough to win the presidency. He said that the Igbo will not become President in a skewed country as it is presently constituted. Chief Nwodo, who spoke as a keynote speaker in Owerri at the Imo State 2019 Inauguration Lecture, said going by the population of registered Igbo voters in the North and other parts of the country, Igbos have population and sizeable votes to win the Presidential election. “When we were given quit notice by some northern youths, none of our governors acted. I went to the North and asked them to give me the data of our people in the North and the number they returned was 11.8 million people of adult age. “Also, during the governorship campaign in Lagos, the current governor-elect, Sanwo-Olu

told our people there that they were important to him because they have 3.3 million registered voters in Lagos”, Nwodo said. According to him, in spite of the obvious population advantage, the Igbos would continue to insist on restructuring of the country because it is through which the nation could be saved from total eclipse. He said: “So long as the Federal Government continues to deny South East the level playing opportunity, there would continue to be agitation for self determination.” Nwodo used the opportunity to debunk the insinuation that the North would go hungry if the country went into restructuring. He said the fear that without oil revenue, the North could not be developed was erroneous because, according to him, most economically viable nations in the world had no oil for export. “The North has highest agricultural potential but unexploited. The Netherlands is the 14th strongest nation in the world, but gets over $100 billion from vegetables and diary. The country is just 34,000 square kilometers just less than half of Nigeria

So, the North can do better than these countries in the area of agriculture alone. “In fact, the richest companies in the world are not oil companies but agro and technology-based companies.”, he said. He therefore advised Ihedioha’s family members and friends to allow him space to work for the state, stressing that the new governor should avoid sycophants as they were already locking around. Nwodo used the opportunity to urge Ihedioha to ensure that Imo Airport becomes international in reality while concentrating efforts to champion Oguta Sea Port to enable business flow in the state and South East in general.

Emeka Ihedioha, has the capacity to rescue the state from its decadence. Prince Secondus said that the people of Îmo State made a good choice in Hon. Ihedioha who has been tested and possesses all that are

required to clean up the mess in the state. The National Chairman who spoke in Ôwerri, Imo State capital on Tuesday as the Special guest of honour at the inauguration lecture of Rt Hon. Ihedioha ,said that PDP ensures in its fold that persons of capacity are picked for critical responsibilities. According to a statement from his media office, Prince Secondus said that one quality Imo people will enjoy in Hon. ihedioha is that he would be sincere with them,

to tell them truth about situations. “With Îhedioha, there would be no hanky panky,” he added. He said that Ihedioha as governor would not indulge in blame game and name calling but will go straight to the business of governance. The National Chairman said that unlike the ruling All Progressives Congress, APC, who spent four years in name calling and offering excuses because they have no capacity, Ihedioha will hit the

ground running. He charged Nigerians to return to God to seek his face for the enormous challenges ahead in the country which is compounded by the inept leadership of the APC. Prince Secondus finally assured the large audience comprising who is who in Imo State and the South East region that the PDP will not relent in its determination to ensure the enthronement of good governance and democratic values in the country.

NASS queries decrease in FIRS’ 2019 proposed non-oil revenue tax collection National Assembly Joint Committee has raised concern over Federal Inland Revenue Service’s (FIRS) 2019 projected estimate of non oil revenue tax collection of N146.54 billion. The Co-chairman of the committee, Sen. John Enoh and other members of the committee raised the concern at FIRS’s budget defence in Abuja on Monday. The committee sought to know why the 2018 approved estimate was N153.85 billion, while the 2019 projected cost stood at N146.54 amounting to 4.75 per cent decrease. On personnel cost, the committee asked why the service was proposing 14.6 per cent increase in number of staff from 7, 854 in 2018 to 9000 staff in 2019. It equally demanded explanation to the “proposed N160 million meant to sew drivers’ uniforms, N825 million for refreshment and security vote of N250 million among others. The Executive Chairman of FIRS, Mr. Tunde Fowler while presenting the budget proposal, noted that the proposed increase in staff strength was due

to recruitment of staff scheduled in 2019. He further explained that N160 million was earmarked to sew uniforms for the 850 drivers of the service as part of effort to make them fit properly into the structure. Also, he said the amount earmarked for security vote was meant to attend to some security issues, particularly those not receipted for. “The achievement of 2019 budget will be driven by increase oil and non-oil revenue tax collection. “The service in realisation of this responsibility and challenges of doing manual collection will continue to implement automated tax collection for the critical sectors of the economy notably telecommunications, airlines and financial institutions. “The deployment of these platforms is at no cost to the service and the consultants will only be rewarded on increased revenue generation. “There will be increased enforcement activities nationwide to bring more tax payers into the tax net and increase compliance level,’’ Fowler said.

Buratai warns army personnel against unauthorised information disclosure

Chief of Army Staff, Lt.-Gen. Tukur Buratai, on Tuesday warned Army personnel against disclosing classified information through unauthorized social media platforms. He gave the warning while declaring open a five-day workshop on Army Officers’ Office Management

and Document Security Workshop at 1 Division of the Nigerian Army, Kaduna. The News Agency of Nigeria (NAN) report that 160 officers within the rank of Lieutenant Colonel and below are attending the workshop from different army formations across the country.

Buratai, who was represented by Director of Administration, Army Headquarters, Maj.-Gen. Kuta Isyaku, explained that the army had extant policy which prohibited the use of social media to disclose service matters. He said that the army cyber warfare command had capacity to monitor and deal effectively

with issues, including management of the social media. The army chief said that the workshop targeted the officers because of the important role they played in proper handling and management of service documents, some of which were highly classified. According to him,

disclosure of content of such documents could be injurious to national security. Earlier, the General Officer Commanding (GOC), 1 Division, Kaduna, Maj.-Gen. Faruq Yahaya, had explained that the workshop was meant to refresh the minds of officers on their roles.

According to him, the workshop will also enhance their skills in office management and security of classified documents. Yahaya, however, noted that office management had helped the army in the past to draw useful lessons that assisted in identifying gaps in management and document security.

The President regretted that the poverty and insecurity being experienced were results of decades of neglect and resource mismanagement. Buhari said this on Tuesday when he received in audience the board of Ecobank Transnational Incorporated, led by the Group Chairman, Emmanuel Ikazoboh at the Presidential Villa, Abuja. He stressed that his administration remains committed to the goals of securing the country, inclusive economic growth and fighting corruption. President Buhari said that Nigeria was in a unique position as

the most populous and resourcerich nation on the African continent, adding that the resources would be harnessed and properly managed, to engender a prosperous and peaceful country. The President said that his government was not only determined to reverse the trend of squander mania and mismanagement, but has made progress in some areas such as agriculture. He therefore, appealed to Ecobank Transnational Incorporated to “institute a special fund to develop agriculture, which will cement your legacy as a bank that helped to transform this region’s economic fortunes.” President Buhari commended Ecobank for being active in promoting financial inclusion, noting that the initiative is crucial to the government’s diversification

agenda. On requests by the bank for decongestion of Apapa ports and rebuilding of the transnational Lagos-Badagry-Seme Road, he responded by saying that “we are aware and are working in all those areas, and by the grace of God, you will start seeing results during my second term in office.” Ikazoboh disclosed that the Ecobank Group was in 36 countries in Africa and 40 globally. The bank founded 30 years ago by private sector entrepreneurs, has over 20 million customers, with over eight million of them in Nigeria. He said President Buhari’s recent re-election is a testimony of the hard work done, adding that reforms embarked on by the administration, across sectors “will have deep, long term impact on Nigeria, West Africa, and Africa.”

NIHSA urges stakeholders, states to heed flood warnings

The Nigeria Hydrological Services Agency (NIHSA) has urged stakeholders and states prone to flood on the need for adequate flood prevention, mitigation and preparedness during this rainy season. Mr. Clement Onyeaso Nze, the Director-General of NIHSA, made the call in a statement by Mrs. Ifeoma Ndefo, Assistant Director and Head, Press and Public Relations on Tuesday in Abuja. Nze identified non adherence to early flood warnings by NIHSA and Nigeria Meteorological Agency (NiMet) as the major problem militating against prevention, mitigation and preparedness against flood disasters in Nigeria. The News Agency of Nigeria (NAN) reports that NIHSA in its recent Annual Flood Outlook (AFO) identified some hydrological areas within nine sub-basins as prone to flood in 2019. The areas include Sokoto, Niger, Adamawa, Benue, Anambra, Imo, Edo, Delta, Rivers, Bayelsa, Cross River, Lagos, Ogun, Osun, Oyo and Yobe states. “These are states predicted as highly probable to flood risk areas in 2019, covering about 74 local government areas, also flood incidents will be less probable in about 279 LGAs.

Justice ministry recovers $779m, N59bn, says Malami Andrew Orolua, Abuja Former Attorney General of Federation and Minister of Justice, Abubakar Malami (SAN) said on Tuesday that the ministry recovered $779, 495, 900. 00 million stacked in foreign countries by looters and N59, 163, 029, 949.46 billion during his tenure. Malami disclosed this in his remarks while handing over the affairs of the Federal Ministry of Justice to the Solicitor General and Permanent Secretary, Dayo Apata. He said that during his tenure, the asset recovery and management unit was established to coordinate relevant stakeholders to put in place policies and mechanisms for effective and efficient assets recovery and management in the country. The ex-minister added that he was granted the mandate pursuant to directive of council, November 1, 2017 to sign on behalf of the federal government, a tripartite agreement with the Swiss Federal Council and World Bank for the repatriation of $321 million Abacha loot. “During the maiden Global Forum on Asset Recovery in Washington DC, USA in December 2017, the attorney general signed the said agreement. The funds have since been received by the government and currently deposited with the Central Bank of Nigeria. “The commercial bank in the UK recently ordered a pay out of the sum of over $73 million with interest to the Nigerian government being part of the proceeds from the sale of OPL 245 by Malabu Oil and Gas Company to ENI/SHELL. The said sum has also been received and deposited with the Central Bank. “The office of the attorney general of the federation has recovered the sums of N59, 163, 029, 949.46 and $385, 495, 900.00 locally. The total sums recovered by the ministry during the reporting period are $779, 495, 900.00 and N59, 163, 029, 949.46,” he stated.

Buhari’s interview confirms failure, incompetence in governance, says PDP Tunde Opalana, Abuja

The Peoples Democratic Party (PDP) has said that President Muhammadu Buhari’s resort to blame game and false performance claims, in his media interview has further confirmed that the last four years of his administration smacks of failure and incompetence. The party also indicted President Buhari for not using his orchestrated interview to give account for the trillions stolen under his watch in the last four years. The PDP noted that it was an internationally accepted position that all critical sectors in the country performed abysmally in the last four years because of the incompetence of the Buhari administration, adding that it was unfortunate that instead of accepting responsibility for the failures of his administration, Mr. President is looking for scapegoats where there are none. The party’s Spokesperson, Kola Ologbondiyan in a statement said it was for this reason that the PDP

presented a presidential candidate and deputy with strong knowledge of the economy and social order in order to rescue the nation from the dire straits into which she had been thrown due to poor leadership in the last four years. He said “the PDP also observed that President Buhari’s diatribe against the National Assembly and its elected leadership further confirms his disdain for constitutional democracy, rule of law and the principle of separation of powers as entrenched in our constitution. “Mr. President’s personal attacks on the Senate President, Bukola Saraki and the Speaker of the House of Representatives, Yakubu Dogara, were totally uncalled for and speak volumes on his disposition about democracy. “Moreover, President Buhari should end his showboating on the war against corruption. He must admit that he failed because his administration, which swims in ocean of corruption, cannot fight corruption.

“This is an administration which thrives in concealment; under which over N14 trillion belonging to Nigerians have been frittered by officials, who have not been investigated or prosecuted.” The party said Buhari also failed as a commander-in-chief and lamented the escalation of insurgency, bloodletting, kidnapping and other forms of violent acts in various parts of the nation under his administration. “ Furthermore, it is disappointing that Mr. President has no soothing words for millions of compatriots who have been subjected to the worst form of economic and social misery under his incompetent and corrupt administration,” it said. The party however, urged Nigerians not to despair, but continue in their determination and prayers to retrieve the stolen presidential mandate at the tribunal so that our nation can have a purposeful government that will be truly alive to its responsibility to the people.

Mathew Dadiya, Abuja Director General Save Democracy Africa, Dr. Ifedi Okwenna has called for a review of the revenue allocation to states and local governments to enable them pay the new N30, 000 minimum wage and provide social amenities for their people. Okwenna, a former commissioner for environment in Anambra state, made the call on Tuesday in Abuja. He opined that with the current revenue allocation formula, it will be difficult for governors to pay the new minimum wage. “The federal government is not sincere. With the current revenue allocation formula, you can’t expect the governors to pay the N30, 000 new minimum wage. Our revenue allocation must be looked into. 52.68 per cent to the federal government and 26.72 per cent to the 36 states and Abuja is not fair. “You can say the governors are corrupt, but not all governors are corrupt. Quite a number of governors are doing wonderfully well. It is left for the people to hold their governors accountable. “The fact remains that the federal government are taking more and if the governors continue to pay N30, 000, two things are possible; they reduce their workforce or alternatively they will pay and stop doing any other thing.

Bauchi transition committee submits report, alleges huge debt Samuel Luka, Bauchi With hours to the inauguration of the Bauchi state Governor-elect, Senator Bala Mohammed, Senator Adamu Ibrahim Gumba has disclosed that the outgoing government of Muhammad Abdullahi Abubakar is leaving the state with a debt profile of N137 billion. Sen. Gumba, who is the chairman of the transition committee made the disclosure while answering questions from reporters on the findings of his committee shortly after presenting their report to the governor-elect at the Command Guest-Inn, Bauchi. Out of the amount, Sen. Gumba explained that N96 billion was inherited from the administration of former Governor Isah Yuguda’s eight- year tenure by the outgoing government of Mohammed Abubakar. The transition committee chairman said that the huge debt figure of N41billion was accumulated within four years of the outgoing government in the state. Sen. Gumba told the governor elect that “some ministries, departments and agencies most especially, the State Universal Basic Education Board had initially refused to cooperate with us, denied the committee access to the required documents, but lately succumbed when they realised that our assignment was not a joke, when they realised that it is not their boss that will be sworn in. But, it was late.” According to him, the committee observed that some officials of the outgoing administration have made away with property belonging to the government.

Aisha Buhari, the president’s appointments and new reality for the north

President Obasanjo’s remarks about an on-going ‘islamization and fulanization’ process at a Church of Nigeria event in Delta state and a deed in that direction on the part of the Buhari administration by announcing a new radio station for the Fulani formed the major item of public discourse over the last week. You may also count a few goofy statements on this and that but everyone already knows what to expect when it comes to Lai Mohammed. Just when it appeared the Supreme Court verdict on the Zamfara elections was going to transit us over the weekend to a potential wait for the next major news cycle, the first lady of the Federal Republic of Nigeria, Hajiya Aisha Buhari shocked us on Saturday with her revelations at an interactive forum held at the Presidential Villa. The first lady quite sensationally disclosed how northern states were being sidelined in the Social Investment schemes of government particularly mentioning her home state Adamawa and Kano where the President’s Senior Special adviser on Social Investment Programmes, Maryam Uwais hails from with an addendum that she ‘was sure’ Uwais was appointed by Buhari in that capacity because of the huge votes he got from the state in 2015. Aisha Buhari’s outburst tells us 2 things and I will start from the less critical. The first lady may just be preparing herself for life outside the Presidency. Not a few think her worthy of high commendation for the manner in which

has spoken out against her husband’s government and just maybe, Aisha Buhari is starting to feel a need to exploit that to sell herself as best as possible. Her special ‘concern’ for Adamawa state and her ‘village people’ in particular regarding ‘her share’ of the mosquito nets the Buhari administration planned to distribute more than anything suggests she may be positioning herself to run for political office. If so, under the APC or PDP, time will tell. More importantly however, the chickens have come home to roost for the core Buhari support base in the north who never see any wrong in anything he does. When a lot of us were criticizing the President early on for his lopsided appointments in favour of the north, our brothers said we had collected money from the PDP. Why would anyone from the north complain about northerners been overly favoured in appointments? What we saw then, only few did. If Buhari’s successor bends over backwards to favour the Southern states not only for voting massively for him but also because they were sidelined by the previous administration, these very same people will be heard complaining and maybe even kick-start an agitation for an Arewa state. In the interest of nation building, whenever we called for appointments to be based on competence and not along voting lines, we were shouted down and expected to understand the beneficiaries were ‘our brothers’.

Instead of a skilled and accomplished hand in people-oriented schemes, Maryam Uwais, a lawyer was handed the portfolio of Adviser on Social Investment Programmes. Buhari’s never-see-wrong supporters are now feeling the brunt of the incompetence of our northern kin. A person of more honour and courage would have spoken out loud for her people when Vice-President, Prof. Yomi Osinbajo was moving from market to market across the country handing N10,000 to prospective voters in the name of the tradermoni scheme. They never bothered about the north and Uwais, the APC vote appointee wasn’t heard complaining.N500bn worth of schemes is what we are talking about. Buhari already had most of the north in the bag and they knew perfectly well that no much campaign was needed for a people who had been configured to see him as a messiah no matter what. If things weren’t going well, it was because of Goodluck Jonathan or even Bola Tinubu. Only those in other places whose eyes were open to the truth were to be swayed with N10,000. I may not be privy to the type of information the first lady receives from the Secretary of the government of the Federation (whom she reminded us was from Adamawa as well) and others around her but i can confidently say that i agree with her. Tradermoni and other social investment programmes are not as operative in the north as they are in other places. At least judging from what our eyes

see. For a President that had promised to make government impact felt based on how a people voted and had even gone ahead to bless them with as many appointments as possible, all one needed to do was to think out why that formula didn’t apply to social investment programmes and you’ll arrive at one conclusion-the 2019 election. The South West has always been the most open-minded electorate and had the largest population of ‘on the fence’ voters likely to be swayed by either side. Osinbajo was pictured doling out money and even eating with school kids in the South West than in any other place. No one needs to convince an already convinced people. The President’s supporters that try very hard to justify every of his misdeeds need to learn from the revelations of Aisha Buhari. The very obvious question here is what really has government done with N500bn? How many unemployed persons have gotten the promised N5000 monthly stipend? How many meals have children in the public schools we see around us had? If that sum were entirely devoted to tradermoni, wouldn’t every market woman in this country have received a share? The figures we are given are very different from what our eyes see. One way or the other in the end, we all as a people will suffer for the sentimental assessment of our leaders, the ineptitude of undeserving appointees and the enthronement of mediocrity. Some way some how, it will haunt us all.

Who will be Nigeria’s last president?

I have this hunch that by the time President Muhammadu Buhari leaves office after his second term, there may either be no Nigeria as properly so called or the nagging questions of our existence would have led to the ultimate violent resolution of our identity and leadership crises. Two issues that cropped up during the week that just ended cemented this haunch of mine. One was the establishment of the radio station by the Federal Government which is said to be principally devoted to Fulani herdsmen; the other being ex-President Olusegun Obasanjo’s antagonistic engagement of and with what he called the Fulanization of Nigeria and Africa by Boko Haram, as well as his activist pronouncements in recent time. The increase in Fulani herdsmen’s incursion into the South West and the ease with which hopelessness is seizing the land like a pestilence, that culminates in young men and women taking their own lives, are the morbid icing on this cake of sorrow. Already, the Katsina State government has literally cancelled the May 29 celebration because bandits have almost taken over the President’s state. At the Anglican Synod of the Church of Nigeria (Anglican Communion) Oleh, Delta State last weekend, Obasanjo shouted a decibel higher than his earlier trenchant opposition to the Buhari government. According to him, if the Federal Government appeased Miyetti Allah with N100 million as is being circulated, it should appease other ethnic groups in the country with same amount of money, after all, the presidency said there was no difference between these notorious herders and Afenifere, as well as Ohanaeze Ndigbo. Buhari’s media machine, spearheaded by that inveterate propagandist, Minister of Information Lai Mohammed, launched into an uncouth diatribe against the former president, accusing him of “spreading divisive agenda at the twilight of his life.” Some other veterans of the Nigerian civil

war, who know the import of this warwithout-warriors that is being fought on the soil of Nigeria, have spoken in support of Obasanjo. Former governor of the defunct Western State, Maj.-Gen. David Jemibewon, (rtd) and Col. Theophilus Bamigboye (rtd), former Military Administrator of Bauchi and Osun states, literally told Muhammed and his boss to shut their traps. Perhaps the most foreboding support of Obasanjo was the one that came from the unusual flank of Nobel Laureate, Prof Wole Soyinka. “We should be careful not to be too dismissive over the matter. The Federal Government is leaving aside the substance, which is the high level of kidnapping, youth suicide and terrorism in the country. I support unity in Africa but we need to particularize the area of unity we seek. Even Boko Haram also tries to unify everybody. “When you talk about Uthman Dan Fodio, what comes to people’s mind is threat to dip the Koran into the Atlantic Ocean. There are many people in this controversy. My feeling is that the response of Minister of Information shows that they are leaving behind the substance, and worried about the language. Obasanjo was calling for a meeting to tackle some of the serious issues in the country, including youth suicide. He said there are immediate needs to sit down and discuss these issues. And I am saying there are more immediate needs to do that,” he said. If you read through the lines of the recent statements by Obasanjo, they will clearly pass as ones made at moment of purgatory or penance. Since his enlistment into the Nigerian Army in 1958, Obasanjo has been a serious advocate and devotee of the Nigerian god of nationalism, defending the interest of the North when it conflicted with the South. It was not surprising that when his friend, Murtala Muhammed, was assassinated, the Northern military oligarchs, represented by Generals Domkat Bali, Theophilus Danjuma and others, felt very comfortable with him as

the Head of State. Perhaps as a payback, Obasanjo felt no qualms in demonizing his kinsman, Obafemi Awolowo and handing over power to the scions of the north who were magnanimous enough to hand over power to him “on a platter” in 1976. In 1999 when it was obvious that if the North did not cede power to the South, there would be a massive revolt, Obasanjo was still the most trusted ally the North felt most comfortable to invest power with. And for eight years, he did not rock their boat, pandering to the whims of the north at critical intersections. The truth is, seldom would the South or even the West claim, in the real sense of it, that it had a presidency of its own in the Obasanjo presidency. One word Obasanjo never wanted to hear was Awolowo’s preachment that you had to have an ethnic identity before you have a national identity. In other words, you cannot just be a Nigerian from the blues; you have to first be a Yoruba, a Hausa or Igbo before the latter Nigerian identity. Now, apology to Chief Kingsley Mbadiwe, push is coming to shove and the guest who overstayed his welcome, according to the Yoruba wise-saying, is being shown the last cut of the yam tuber as the only meal left at home. It is time for the guest to return to his father’s house. And Obasanjo is returning to the home he had always desecrated. When Awolowo sought to fortify his people and their development, Obasanjo spearheaded attacks on him as an ethnicist. Now, in his very before, as they say, Obasanjo can see children of those he relentlessly fought their battles, with the connivance of our own children sired definitely not by our father – I forgot now what they call such children! – raining abuses on him for standing by the truth of our ancestry. When Obasanjo stood by and abetted Murtala Muhammed, a known hater of every other tribe aside his own Hausa ancestry, who unconscionably massacred Igbo in their hundreds in Asaba, including Maryam Babangida’s father, he was

acting within the confines of war. Now, a Muhammed incarnate, Muhammadu Buhari, is prosecuting the agenda of his ethnic Fulani people and an Obasanjo, who had always been anefulefu (traitor) of the Southern agenda, is riled. This same Buhari had earlier before he became president attacked the Goodluck Jonathan government for being unfair to the North in its rout of the dreaded Boko Haram. Nobody said a word. Now, Fulani, a very tiny fraction of Nigeria’s over 350 ethnic groups, is going to have a radio of its own, financed by the collective Nigerian purse and Obasanjo is raising hell. Miyetti Allah and its herder compatriots were killing Nigerians in their hundreds and Buhari was concocting all manner of theories to legitimize their onslaughts; nobody spoke. Now, same poeople are on our lands, kidnapping and killing us and demanding N100 billion of our money to stop attacking us and the whole country is crying blue murder. Where was Obasanjo and the likes when all these were happening? In all these, I see a resolution of our national crises coming soon, faster than we imagined. We may just start counting who the last Nigerian President will be. Like the holy writ says, when you see the fig tree’s branch become tender, with its branches sprout and start putting out leaves, you should know that summer is near. In the same vein, I think the end has surely come. Since I was old enough to access public comments of eminent Nigerians, Soyinka and Obasanjo had never come to agreement over any issue, no matter how nationalistic or developmental the issue may be. Over this issue of the notorious blood-baying Fulani herders and the unceasing violence and killings under the Buhari government which have become so scary that we have to seek travel directory to move from any point to the other, even in the erstwhile tranquil West, the two kinsmen are in amity. Let us look towards the dark firmament – the resolution we seek is nigh.

Nerve I went to see the Dentist today to extract my tooth. Nothing could have prepared me for the news I was about to receive. After doing an x-ray, the Surgeon told me that my left wisdom tooth, is so embedded deep into my jaw, almost touching my nerve line. She showed me the line, and I cringed. She made it very clear of the complications involved in doing such a procedure so close to my nerve, which could result to total or partial nerve damage, paresthesia, causing facial numbing, lip twitching, a broken jaw, bleeding, or even death. I couldn’t believe what I was hearing. She gave me a referral to see a hospital Surgeon for a laser x-ray, which would determine just how close the nerve is to the tooth, then they can determine what to do about my situation. In the meantime, she hoped I wouldn’t start to feel pain in my gum, and stated that I have inflammation, which is a sign of pending pain, especially since it once hurt before, just like the left wisdom tooth did, before I pulled it out in 2016. This page will not be able to contain my narration of that extraction. It was a NIGHTMARE, and I pray I don’t end up in something worse with this left side. First thing tomorrow morning, I will be at the hospital to schedule an appointment for the more intense x-ray. I need to get to the bottom of this. I don’t really dread the pain that she says is about to befall me, I do dread the risk of touching my nerve. Wow, it’s amazing how something that seems so small, can be the line between life and death. Amazing! Meanwhile , the wisdom tooth is so foolish after all, it is not even needed for ANYTHING, yet it occupies so much space, YET, and has the nerve to stand right next to a nerve that could make or break me(Pun Intended). I can correlate

this to our emotions and our relationships. Many at times we hold on to people and things that don’t serve us, and we keep them so close to our nerve endings that LITERALLY threaten our lives. When it comes time to EXTRACT them, many threats seem to arise because of how close they were to our heart. May God have mercy on us all!!! Amen ****** IN A NUTSHELL 1. The best time to remove your wisdom tooth is before you turn 30. In your early 20’s, your jaw bone can stand the trauma and permanently recuperate. 2. Wisdom teeth should be removed. They don’t serve a purpose in our mouth nor dentition. They just crowds up space. 3. If you felt the pain before, chances are you will feel it again You have to do something about the root. 4. Pain killers could work in the meantime. 5. Before opting surgery, ponder on all your options. 6. There is no such thing as a small surgery. Every surgery is delicate and life threatening. 7. Sometimes in life, you would find yourself between a rock and a hard place. You must be STILL at such a time and go to the specialist, who knows what’s best for you. His name is Dr Jesus. 8. Inflammation is a sign that pain is headed your way. Don’t ignore the swollen aspects of your life. 9. Don’t be in a haste to extract anything or anyone without proper consideration. Unless there is pain, it could serve as a filler. 10. Fillers could be a bridge, sometimes. They could straighten the equation .

OUR POSITION Containing rising deaths from sickle cell anaemia

S

ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made

when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa. Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. For allegedly causing grievous harm, recklessness and negligence, the Lagos state government on Tuesday arraigned the Medical Director of Excel Medical Centre, Dolphin Estate, Ikoyi, Lagos, Dr. Ejike Ferdinand Orji and his wife, Dr. (Mrs) Ifeayinwa Grace Orji before a Lagos High Court, Igbosere. The duo were docked on a three -count charge bordering on the said offence. The prosecutor, Babatunde Sunmonu told Justice Adedayo Akintoye that he has a three count -charge against the accused persons and prayed the court that the charge be read to the accused persons so that they can take their plea. Consequently, the judge granted his prayer and the charge was read to the defendants who both pleaded not guilty to the charge. Following their not guilty plea, the prosecutor asked the court for a trial date and requested that the defendants be remanded in prison custody pending their trial. However, counsel to the defendant, K.C. Okho told the court that he has a bail application which had been served on the prosecutor and appealed to the court to allow him move same. Justice Akintoye granted bail to the two accused persons in the sum of N500, 000 with two sureties.

Labour urges Ihedioha to declare emergency on pensions Val Okara, Owerri

As the government of Chief Rochas Okorocha of Imo state winds today (Wednesday), the organized labour in the state has appealed to the incoming administration of Governor-elect, Emeka Ihedioha to declare a state of emergency on pensions. State Chairman of the Nigeria Labour Congress (NLC), Comrade Austin Chilakpu made the declaration in Owerri on Tuesday while reacting to the deaths of three state chairmen of the Nigerian Union of Pensioners. Chilakpu urged the incoming administration in the state to take the issue of pension as a priority by ensuring that issues affecting retirees were addressed. “It has got to the stage that when any of the pensioners die, we will drop the corpse in front of the gate of the Government House, Owerri. There is no day that passes in Imo state without pensioners dying in their numbers. “Pensioners are dying in geometrical progression and some of these retirees are still bread winners of their various families after training their children in the universities without jobs,’’ he said. The NLC chairman who disclosed that one of the dead unionists was issued with a dud cheque while the other two died without enjoying their gratuity. He further lamented that the outgoing government claimed that it set aside N5 billion to settle monthly pensions of retirees, but only less than N1.5 billion was utilized to settle outstanding arrears.

Military combat-ready to deal with banditry, kidnapping-Army

The Nigerian Army said the military is well prepared to protect Kano state against any act of criminality, including banditry, kidnapping, armed robbery, cattle rustling and all acts of terrorism. Commander 3 Brigade, Bamidele Ali Alabi spoke Tuesday while receiving the executive members of the Correspondent Chapel, Kano state chapter of the Nigerian Union of Journalists (NUJ) in his office at Bukavu Barracks. According to him, the military is combat-ready to deal with bandits perpetrating criminal activities in neighbouring states of Zamfara, Katsina, Kaduna and Sokoto, who are planning to infiltrate Kano. He stated that “Kano is not a place that you allow things to escalate. We operate by the rules of engagement. Already, the chief of army staff has approved a jointtask force here in Kano and Jigawa states, and we have been operating in synergy with sister security agencies. “We always allow the police to move in first and when our services are needed, we are always around and do the needful. Just yesterday (May 27), we were at the Karaye emirate where we held a security seminar. All security agencies were fully represented. I was there in person. The governor was also there.

The Police Command in the Federal Capital Territory (FCT) says there will be diversion of traffic on some major routes leading to the Eagle Square, venue of the presidential inauguration on Wednesday. The affected routes include, Aso Drive, FCDA by Finance Headquarters, Bayelsa House junction, National Assembly, Transcorp Hilton by Gana junction, Nitel junction by Ahmadu Bello Way and Kur Mohammed by Benue House Plaza. Others are NNPC Tower, Federal Secretariat Phase III under bridge, behind Foreign Affairs under bridge, FCDA by POWA and Goodluck Ebele Jonathan Expressway (inter Section into 3 arm zone). Deputy Commissioner of Police in charge of Operation, Usman Umar, disclosed this while addressing newsmen on Tuesday in Abuja. Umar, who said the diversion was part of security measures to ensure a hitch-free event, added that the command was working in collaboration with sister security agencies. He apologised for the inconveniences the diversion might cause motorists plying the routes and advised them to use alternative routes to their destinations. In a related development, Umar said the command had arrested 24 suspects for various crimes in the territory. He said that the arrest followed the proactive security measures put in place by the command to beef up security and fight crime in the territory. Umar said that command would continue to intensify its effort in providing residents with quality service delivery. Wike inaugurates committee to probe LGs finances Amaka Agbu, Port Harcourt

Governor Nyesom Wike of Rivers state on Tuesday inaugurated the committee to investigate and audit the financial transactions of the 23 local government councils in the state from May 2018 to May 2019. Inaugurating the committee, the governor said that the committee was not aimed at removing any council chairman or official, but targeted at improving probity and accountability in the 23 local government councils of the state. He said: “We are not trying to remove any local government chairman, but it cannot be business as usual in the 23 local government areas. “We want to know how the local government councils spend their local government allocations. I have never interfered in the administration of local government funds. I am not one of those governors that interfere with local government funds.” Gov. Wike regretted that despite the monthly allocations to the 23

local government councils, there is no local government area that has executed projects. “I have found out that there is no local government area where you see a single project. When I was local government council chairman, we executed projects. For me, I invited the state governor at the time, Dr. Peter Odili, to commission projects. No local government chairman has invited me to commission a project,” he said. He urged the committee to live above board, saying that if he gets information that any local government chairman or godfather attempts to compromise the committee, the committee would be dissolved. “People must sit up and account for funds of the local government councils. Ask for bank statements, ask for money from joint account and ask for the salaries, and allowances. If they spent any funds the day I visited, they should state it. We cannot continue the way we are going. “At the end of every month, they

come for JAC meeting. We must know how the funds are spent. Also, check which local government councils collected loans when they are not backed to do so without authorisation,” the governor charged the committee. He said that the committee has three weeks to submit its report, reiterating that the state government counts on the integrity of members of the committee to deliver on the assignment. Deputy Governor and Chairman of the Committee, Dr. Ipalibo Harry Banigo, assured Gov. Wike that the committee would deliver on schedule in line with its terms of reference. She said the audit was a tool aimed at ensuring the proper use of local government funds for the development of their respective areas. “The efficient running of local government councils will add value to the achievement of the vision of the governor. The committee will work in line with the terms of reference of the governor,” she said.

Short News Boko Haram: 100 vigilante from A’Ibom deploy to Borno Isaac Job, Uyo The Akwa Ibom state Commandant, Vigilante Group of Nigeria (VGN), Micheal Joshua has disclosed that the state command of the surveillance group is deploying 100 men to Northern Nigeria to complement the efforts of the federal government in fighting the Boko Haram insurgents. Addressing a press conference in Uyo, the commander said even though President Mohammadu Buhari is yet to assent to the bill for the establishment of the Vigilante Group in Nigeria, the organization has contributed greatly in the fight against insecurity in the North East and other parts of the country. Joshua explained that the group has also assisted in ensuring peace and security in Akwa Ibom state as volunteers who have passion for peace and security of the country. He said the command has over 5, 700 indigenes and trained by security experts to handle internal security and ensure adequate protection of lives and property. According to him, officers and men of the command are recruited from the natives who are conversant with the terrain for effective crime detection, adding that one needs to be familiar with the environment to effectively monitor emerging security breaches.

Tribunal chairman warns counsels against frivolous technicalities Isaac Job, Uyo

Chairman, Governorship Election Petition Tribunal in Akwa Ibom state, Justice A. M. Yakubu, has warned both counsels appearing in the tribunal not to employ undue technicalities to delay the tribunal time. Yakubu gave the warning in his address during the inaugural sitting of the governorship election petition tribunal held in Uyo on Tuesday. He said that the tribunal has a time frame to deliver judgement on all the petitions brought before it and therefore would not entertain unnecessary delay from counsels. “I therefore, deem it necessary to remind ourselves of the peculiarity of election petition that time is of essence and so also that election petitions are not only sui generis in nature, but are also very sensitive. “Since we do not have the luxury of time, I urge counsel on both sides to cooperate with the tribunal and do the needful within the statutory provisions of the Electoral Act. “I also urge counsel to desist from the practice of employing undue technicalities or any act capable of causing unnecessary delay in the dispensation of the petition filed,” Justice Yakubu stated.

Ganduje appoints 11 women as permanent secretaries Our reporter Kano state Governor, Dr. Abdullahi Ganduje has appointed 11 women as permanent secretaries in the state civil service out of a total of 30 of such positions. The appointment is in compliance with the national policy on gender equity under the affirmative action guidelines that says 30 per cent of appointments should be reserved for women. The All Progressives Congress (APC) in Ekiti state has suspended former lawmaker, Bimbo Daramola for alleged anti-party activities. This was contained in a letter dated May 28 and addressed to Daramola, which was signed by the chairman and secretary of Ire ward II, Dipo Bejide and Adeola Sefunmi respectively. The party had earlier summoned the APC chieftain to defend himself against the allegations levelled by some party members against him through a letter dated May 16 and signed by the ward chairman and ward secretary respectively. The party said it took the action over the failure of Daramola to appear before the ward executive to clear the allegations, disclosing that the exlawmaker openly mobilised support for Atiku Abubakar, the candidate of PDP in the last presidential and National Assembly elections. Other sins listed by the APC against Daramola were that he instituted a court case against the party’s candidate, Peter Owolabi in the last National Assembly election. Witness narrates how he pleaded with Melaye not to commit suicide Doosuur Iwambe, Abuja Sergeant Alwo Mohammed, third prosecution witness in the ongoing suicide attempt trial of Senator Dino Melaye before the Federal Capital Territory High Court on Tuesday gave a vivid account of how he pleaded with Melaye not to drink a substance he had in his hand when he threatened to commit suicide on April 24, 2018. The sergeant with the Inspector-General of Police Special Tactical Squad told the court at the resume trial that he pleaded with the senator to get back into the police bus that was conveying him to Lokoja, the Kogi state capital on April 24, 2018. “I told him he was my most favourite senator. He refused to get up. He had a substance in his hand,’’ Sergeant Mohammed said. Melaye, who is representing Kogi West Senatorial District is facing a 6-count charge bordering on attempted suicide, attempt to escape from custody and damage of police property before Justice Sylvanus Oriji, sitting in Apo. The police alleged that the senator committed the alleged offence on April 24, 2018 while being conveyed by the police to Lokoja, Kogi state. The witness informed the court that while conveying the defendant to Lokoja, on reaching Area 1 Roundabout, a white Toyota Hilux van blocked their bus, adding that the defendant then broke the windshield, stood up and started shouting, “I will not go to Lokoja.

Senate passes N243.4bn Short News 2019 FCT budget

The Senate on Tuesday passed the 2019 Appropriation Bill of the Federal Capital Territory (FCT) by approving the N243, 374, 511, 077.00 billion budget for the fiscal year. Also, the Senate approved the obtaining of a $266m foreign loan by Niger state. The 2019 FCT Appropriation Bill presented at plenary by the Senate Leader, Sen. Ahmed Lawan was considered and eventually, passed second and third readings. A breakdown of the total budget indicate that N55, 043, 425, 247.00 is for personnel cost and N57, 610, 188, 661.00 is for overhead cost while the balance of N130, 720, 897, 169.00 is for capital projects. The bill is for the service of the Federal Capital Territory, Abuja for the financial year commencing from January 1 and

ending December 31, 2019. Also yesterday, the Senate approved that Niger state should go ahead to obtain a $266 million development policy operation loan from the Islamic Development Bank (IDB). The Senate said the proposed loan is contained in the 2016-2018 external borrowing plan of President Muhammadu Buhari. The approval followed the recommendation of the Senate Committee on Local and Foreign Debts Presenting the report, the committee Chairman, Senator Shehu Sani said that the loan from the Islamic Development Bank is proposed to finance key programmes of the state government aimed at stimulating internally generated revenue and develop critical infrastructure that will attract private investors to the state, and thus increase employment opportunities to residents and citizens. He explained that “the Islamic

Development Bank is a budgetsupport facility to finance budget gaps that governments often encounter in implementing their annual budgets.” Recall that the Senate had on July 27, 2017 and November 9, 2017 mandated the committee to consider the Niger state loan request as contained in the 2016-2018 approved external borrowing plans following its approval of the loans’ request from seven states. In its findings and observations, the Senate committee pointed out that the credit facility has an attractive low financing data of 1.25 per cent interest, moratorium of five years and a 25 –yearmaturity tenure. The committee, in its report said: “According to the latest Dept Management Office figures, Niger state has a total debt stock of $232.1 million,” adding that “approving the current loan request of $266 million for Niger state will bring its total debt stock to $498.1 million.”

Niger state Governor, Alhaji Abubakar Sani-Bello has dissolved the state executive council and directed all commissioners to prepare and handover the affairs of their ministries to their permanent secretaries. He also directed all other political appointees to do same and handover to the most senior civil servant in their departments or agencies. The governor who commended members of the state executive council and special advisers for a job well done further directed that all handover notes should be perfected on or before 12 mid-night of Tuesday. Addressing the valedictory session of the council after a meeting that lasted for almost seven hours, the governor expressed his appreciation to council members for offering themselves for the service of the state at a crucial period like this. “I want to express my profound gratitude to all of you. I appreciate your commitment to the service of our dear state. You all have contributed immensely to the social contract we had with our people four years ago. The modest actualisation of the restoration agenda was a product of our collective efforts. “I want to wish every one of you success in your future endeavours while I implore you all to remain committed to the development of our dear state.

Body tasks FG to compel oil companies on clean up spillages Titus Akhigbe, Benin Environmental Right Action and Friends of the Earth, Nigeria (ERA/ FoEN) have called on the federal government to compel oil companies to embark on the cleanup of decades of pollution of the environment in the Niger Delta region within the next one year. Executive Director, ERA/FoEN, Dr. Godwin Uyi Ojo, in a media briefing in Benin, noted that the persistent environmental degradation in the Niger Delta region by multinational oil companies and their failure to conduct clean up and remediation for livelihoods and environmental protection is an unpardonable crime against humanity. This policy brief according to Uyi Ojo looks at the oil companies’ double standards in the management of environmental problems arising from oil operations in the Niger Delta. “Despite on-going petroleum sector reforms, the oil sector has lacked transparency and remains mainly characterized by massive environmental degradation and human rights violations. “Shell, Chevron, Total, ENI/Agip, as well as several other multinational and local oil companies have been implicated because together they have contributed immensely to the destruction of the environment in the region and caused severe impact on the livelihoods and violent conflicts that have further impoverished community people,” he said.

Women empowerment will end child malnutrition-NGO Samuel Luka, Bauchi The FAHIMTA Women and Youth Development Initiative’ (FAWOYDI) has expressed optimisms that if women are empowered, incidents of malnutrition will end, especially among children. The Bauchi state based nongovernmental organization therefore, advised government at all levels to empower women farmers as part of measures to tackle the problem. Hajiya Maryam Garba, who is the executive director of the organization, gave the advice in Bauchi during this year’s Children’s Day celebration. The event which gathered selected students from various primary and

secondary schools in the state had a theme: ‘’End malnutrition, protect the future of the Nigerian child.’’ According to her, 60 per cent of farmers that feed the country are women, particularly rural women hence the need to empower them so that they will grow more food for the consumption of their children, themselves and for sale. “If we really want to end malnutrition, we need to empower women at all levels because 60 per cent of those who are feeding Nigeria are women, particularly rural women farmers,” she said. Hajiya Garba added that “we want to see that this group of women are empowered so that they will be able to do more.”

In his speech, guest speaker at the occasion and lecturer at Aminu Saleh College of Education, Azare, Bauchi, Malam Haruna Sa’idu Pali advocated inclusive quality basic education for all children, including disabled children. He decried that children with disabilities such as visual, hearing and physical impairments are not benefitting from the regular education system at present in the society, but are being taken away from their localities to cities to receive special education. Pali, who opined that children with special needs should be co-opted into the conventional schools in their vicinity, advised that they should not be taken away from their friends, peers, parents and other members of the society.

The Red Cross Society in Delta state says it plans to construct an orphanage and accident victims home to assist orphans and victims of accidents. Adolphus Anuagasi, the state chairman who made this known disclosed that the building is the Red Cross contribution to society, adding that the two- storey building will house an orphanage and provide first aid for trauma and accident victims. He stated that “the building will continue to serve many purposes, including health challenges, especially among children and it’s our prayers that we will continue to hold firm to our humanitarian torches, and ensure that it burns the highest as we continue in our unending endeavour to offer humanitarian aid to the rest of humanity whenever it may be needed.” Anuagasi explained that the branch had hosted humanitarian programmes, such as community based health and first aid, water sanitation and health programme in several local government areas that were affected by the flood disaster in 2018 among other humanitarian gestures to help victims reclaim their lives again.

726 witnesses to testify at tribunal in Enugu

No fewer than 726 witnesses are listed to testify before the National Assembly Elections Petition Tribunal in Enugu state, the Chairman of the panel, Justice Haruna Kereng has said. Justice Kereng disclosed this during the resumed sitting of the tribunal in Enugu. The tribunal chairman, who said that the witnesses would testify in 10 election cases, noted that there was need to speed up the hearing processes. He said that the tribunal which was still in pre-trial stage had spent more than half of the time allotted it by law to dispose of petitions. He therefore, appealed to counsels before the tribunal to cooperate with members of the bench in their resolve to dispose of the petitions on time, expressing doubt on the possibility of concluding all the petitions within time considering the number of witnesses that would be paraded. The tribunal chairman said it was sad that all counsels insisted on calling all their witnesses, adding that one of the cases has over 110 witnesses. “We appeal to all counsels to get the statement on oath of their witnesses. The tribunal has powers to streamline the number of witnesses, but all counsels are insisting on calling all their witnesses. “If you insist on calling all your witnesses, we do not know how we will end. We are appealing to you to help us because the task before us is enormous,” he said.

Osinbajo x-rays how government is diversifying Nigerian economy Temitope Adebayo The Federal Government’s programme for the establishment of special economic zones; its agricultural diversification programme and partnership with the Brazilian government under the Green Imperative initiative, are geared towards sustaining efforts in diversifying and strengthening the economy, according to Vice President Yemi Osinbajo, SAN. The Vice President stated this in Gombe while fielding questions from journalists shortly after commissioning several projects including Federal and State projects in the State. Governor Ibrahim Dankwambo who received the Vice President accompanied him as crowds of N-Power beneficiaries and Homegrown School Feeding cooks followed all through the different stops of the one-day visit in Gombe. According to Prof. Osinbajo, “what we have set out to do is to ensure that we are able to diversify the economy away from oil. “So, our special economic zones in all the six geopolitical zones, starting from the Enyimba economic city; the Lagos economic zone, which is in Lekki; as well as the Funtua cotton zone, industrial zones that we know will bring the type of investments that we expect to see and also bring in a significant number of jobs.” Continuing, the Vice President said the same thing was being done in the agro-allied value chain to ensure that the country was “self-sufficient in several agricultural products.”. “We also have worked out a partnership with the Brazilians in the agro-industrial sector so that we are opening several service centres. In the centres, there will be implements and equipment and the technology required. We intend to open up one centre in every Local Government Area in the country,” the Vice President added. On the projects executed by the Dankwambo-led administration in Gombe State, the Vice President said “several of the projects are critical and important developmental projects” for which the Governor deserves commendations. The projects commissioned by the Vice President during his one-day visit to the state include the Gombe International Conference Centre, the New City Gate, the Petroleum Tankers Bay, the Tunfure road and the Bauchi Motor Park road, all in Gombe town. Others include the Hassan Central Primary School, the Women and Children Hospital, Bello Sani Kudi Drive, Union Bank-Barunde road, Gombe State University College of Medical and Clinical Services and the Police Barracks-Dukur road. This was disclosed by the Minister of Finance; Mrs. Zainab Ahmed Tuesday in Abuja at the breakdown session of 2019 FGN approved Budget. She explained that the 2019 Budget of Continuity will further reposition the

economy on the path of higher, inclusive, diversified and sustainable growth, and contribute to lifting significant numbers of Nigerians out of poverty. According to Mrs. Ahmed, the Budget is another step in the achievement of the objectives the ERGP, namely Restoring Macroeconomic Stability; Agriculture and Food Security; Energy Sufficiency (in Power and Petroleum Products); Transportation Infrastructure; and Industrialization (focusing on SMEs).

She informed that “Government will continue to create the enabling environment for the private sector to increase investment so as to increase productivity, create jobs and stimulate further growth”. Meanwhile, the 2019 appropriation bill signed into law by President Muhammadu Buhari on Monday includes an overall unfunded deficit of over N102.83 billion. The president had submitted the 2019 budget of N8.83trillion to the Senate but was increased by about N10billion by the

Upper House, bringing the amount to N8.92trillion. The outgoing Minister of Budget and National Planning, Udoma Udoma, in Abuja on Tuesday during the public presentation of the “2019 Budget of Continuity”, said that the revenue assumptions in the budget proposal submitted by President Buhari on December 19, 2018, were generally approved and adopted by the National Assembly.

VAT: Revenue declines by 3.01% to N289bn in Q1 2019 – NBS Motolani Oseni The National Bureau of Statistics (NBS) said Nigeria generated N289.04 billion from Value Added Tax (VAT) in the first quarter of 2019, representing a decline of 3.01 per cent quarter-onquarter and 7.13 per cent increase Yearon-Year. Currently, the Federal Government, through its agency, Federal Inland Revenue Service, FIRS, collects 5 per cent on any chargeable item. The NBS announced the figure in a sectoral distribution of value added tax

report for the first quarter, 2019 posted on the bureau’s official website. VAT is a consumption tax placed on a product whenever value is added at each stage of the supply chain – from production to the point of sale. This tax is primarily collected by the seller when any taxable item or service is sold. The seller then nets off the VAT and submits it to FIRS through a designated bank. The bank immediately issues an e-ticket as evidence. When this is presented to the Integrated Tax Office (ITO) a e receipt is issued. The NBS report, however, stated that5 the amount generated within the period under review declined compared

to the amount generated in the fourth quarter of 2018. According to the report, the country generated N298.01 billion in the fourth quarter of 2018, as against N289.04 billion declared during the period under review. Analysis of the figure raked in during the first three months in 2019 shown that the manufacturing sector generated the highest VAT amount of N31.42 billion, followed by Professional Services, generating N24.31 billion, while commercial and trading generated N14.92 billion. The NBS latest report, also, revealed that mining sector generated

the least amount of N59.88 million, pharmaceuticals N201.58 million, while the Chemicals and Allied Industry generated N298.14 million. Consequently, a total sum of N137.06 billion was generated as Non-Import VAT locally, while N98.97 billion was generated as Non-Import VAT for foreign items in the quarter under review. The bureau, however, said the balance of N5.01 billion was generated as Nigeria-Customs Import VAT within the period under review. The data for the report was provided by the Federal Inland Revenue Service (FIRS) verified and validated by NBS.

Forex market gets $205m intervention from CBN Mathew Dadiya, Abuja In its continued push to sustain liquidity in the sector, the Central Bank of Nigeria (CBN) has injected $205 million into the inter-bank Foreign Exchange Market. Figures obtained from the CBN indicated that authorized dealers in the wholesale segment of the market were

offered the sum of $100 million. While the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. The sum of $50 million was allocated to customers requiring foreign exchange for invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others. The Director, Corporate

Communications Department at the CBN, Mr. Isaac Okorafor, said that the Bank’s effort had helped to guarantee stability in all the exchange rate windows. Okorafor noted that the dogged implementation of the country’s foreign exchange restriction to some 43 items had boosted activities in the industrial sector. He added that the move had equally increased the level of confidence investors

and the public had in the Naira. The Daily Times recalls that at the last intervention, the Bank injected the sum of $268.6million and CNY29.2million into the Retail Secondary Market Intervention Sales (SMIS) segment. Buhari requests Ecobank’s collaboration on Govt’s intervention in agriculture Motolani Oseni President Muhammadu Buhari has sought the collaboration of Ecobank Transnational Incorporated to “institute a special fund to develop agriculture, which will cement its legacy as a bank that helped to transform this region’s economic fortunes. Buhari spoke when he had an audience with the board of Ecobank Transnational Incorporated, led by the Group Chairman, Emmanuel Ikazoboh. and individuals, and we need to put in place a framework to ensure that people do not just take a loan and not pay pack. Banks are under pressure because if you have a lot of unpaid loans, it means you don’t have enough money to also support other borrowings or other small and medium enterprises.” On what the bank was doing to support SMEs in the country, Ikazoboh said, “we’ve improved the capital of Ecobank in Nigeria. In the last six months, we have brought in about $150 million all to drive borrowings and supporting the small and medium enterprises.” The Ecobank Group Chairman said the purpose of their visit was to “congratulate the President on his re-election and to wish him God’s guidance and spiritual protection to continue to lead this nation because we believe that he has the interest of the country at heart and if Nigeria succeeds, Africa has succeeded and being the leader of Nigeria, he is the leader of Africa. Since we are the Pan-African bank, we needed to come and see the leader of Africa.”

Ahead of the May 29, 2019 inauguration ceremony of elected political officers, investors in the equities market of the Nigerian Stock Exchange (NSE) have recorded an increase of N489.91 billion in one trading day, which was impacted by gains recorded in large and medium capitalized stocks. The NSE ASI gained 1112.29 basis points, representing a growth of 3.68 per cent to close yesterday at 31,307 basis points from 30,194.71 basis points reported on Monday. The value of listed stocks (market capitalization) increased by N489.91 billion or 3.68 per cent from N13.302 trillion it opened for trading to N13.791 trillion. Market breadth closed positive, recording 30 gainers and 6 losers. Hence, the year to date performance of the NSE ASI moderated to 0.39 per cent from 3.92 per cent. However, performance across sectors was equally bullish as all the indices under coverage closed positive. The Banking index led gainers, up 6.8 per cent due to bargain hunting in Guaranty Trust Bank (5.4 per cent) and Zenith Bank (9.1 per cent). The Oil & Gas index followed closely, rising four per cent following price appreciation in Seplat Petroleum Development (5.8 per cent) and Oando (8.1 per cent). Similarly, the Industrial and Consumer Goods indices rose 3.2 per cent and 2.2 per cent respectively on the back of gains in Dangote Cement (5.0 per cent) and Nestle Nigeria (3.6 per cent). In the same vein, buying interest

in MTN Nigeria (two per cent) and Wapic Insurance (5.1 per cent) buoyed the AFR-ICT and Insurance indices higher by two per cent and 0.4 per cent respectively. Activity level strengthened as volume and value traded surged by 137.1 per cent and 321.6 per cent to 344.3 million units and N7.3 billion respectively. The top traded stocks by volume were Guaranty Trust Bank (67.1 million units), Zenith Bank (52.1 million units) and FBN Holdings (44.7 million units) while Guaranty Trust Bank (N2.1 billion), Dangote Cement (N1.3 billion) and Zenith Bank (N1 billion) led the value chart. Ecobank Transnational Incorporated led the gainers’ table, gaining N1.10 to close at N12.10 per share. United Bank for Africa Plc followed with a gain of N0.55 to close at N6.25, while Courteville Business Solutions Plc garnered N0.02 to close at N0.23 per share. On the other hand Eterna Plc topped the losers’ table with a loss of N0.35 to close at N3.65 per share. PZ Cussons Nigeria Plc trailed with a loss of N0.40 to close at N8.10, while Nigerian Aviation Handling Company Plc dipped by N0.12 to close at N3.18 per share. Analysts at APT Securities and Fund Limited said that, “The market rebounded at the end of today’s trades as anticipated. Describing Lagos as a place where dreams come true and a home for everyone, Governor Ambode said it was the duty of all residents to continue to ensure that the state remained the true centre of opportunities and growth for all. “From being just a commercial centre, our state has now become a prime destination for tourism, sports, entertainment and culture. And the future is even brighter with more exciting prospects and possibilities. In the near future, with God on our side, Lagos will take its rightful place in the comity of major city-States of the world. “Fellow Lagosians, it has been a remarkable journey, one in which we have pushed boundaries and moved our state to another level. A journey in which we have transformed many aspects of our state and set the ball rolling in other sectors. But there is still a lot more to be done. “But it is a job not for only the government; it is a responsibility for us all. In Lagos everyone counts and we all have a part to play,” he said. While appreciating the people for the support given to successive administrations in the state, Governor Ambode also urged all stakeholders to support the incoming administration of Mr Babajide Sanwo-Olu, saying such would be in the best interest of all. “By tomorrow, there will be a change of guard in our state. I will be stepping down and a new governor will be sworn in. We will have a new governor and a new administration with the same objective; achieving a better Lagos. “Those who have had the privilege of serving our dear state in different capacities especially as governors owe their successes to your prayers, understanding and support. The same courtesy and cooperation that you gave to my predecessors from the first elected governor of the state, Alhaji Lateef Jakande to our national leader, Asiwaju Bola Ahmed Tinubu and Mr. Babatunde Raji Fashola (SAN), to my humble self, I urge you to extend same to the next administration of Mr. Babajide Sanwo-Olu and ensure that he succeeds. It is in our best interest to do so,” he said.

Kenya seeks $750m loan for affordable homes and agriculture Kenya requested the World Bank for a $750 million loan to fund affordable housing, agriculture and other development projects amid concerns the East African nation is taking on too much debt. The lender meets Tuesday to consider Kenya’s request for the loan, according to a person with knowledge of the matter. The person asked not to be identified because the matter is still private. It’s the first proposed so-called Development Policy Financing to support Kenya’s reform program to “further enhance economic growth and make it more inclusive,” the lender said on its

website. Some of the funding is for two of the state’s so-called Big Four priorities - affordable housing and farmer incomes and food security - while the rest will “create fiscal space to allow the government to invest in key development programs; and crowd in private investment and leverage digitization to support the government’s inclusivegrowth agenda,” the World Bank said. If approved, the financing will be hot on the heels of $2.1 billion in Eurobonds that `Kenya raised earlier this month for infrastructure projects and to

retire maturing debt. In the first quarter, the government borrowed 125 billion shillings ($1.23 billion) in a syndicated loan, as part of the 299 billion shillings of commercial debt it budgeted for the 2018-19 fiscal year. Kenya’s public debt reached 5.42 trillion shillings in March, according to the central bank. Public and publicly guaranteed debt was 2.72 trillion shillings while domestic debt was 2.7 trillion shillings. By the end of last year, the government’s debt was 5.28 trillion shillings, equivalent to 52.7% of GDP, according to the National Treasury.

Sudan protesters begin two-day strike to pressure military Protesters in Sudan started a two-day general strike on Tuesday to pile pressure on the ruling army to hand over power to a civilian government. The strike left hundreds of airline passengers stranded at Khartoum airport on Tuesday morning after opposition group Alliance for Freedom and Change requested Sudanese pilots to participate. An official at the capital’s international airport, said that local flights were suspended early Tuesday however “the international flights are going as usual,” he said. The official declined to give his name because he was not authorised to speak to the media. “Just today two airplanes of Ethiopian and Saudi airlines landed at the airport, but employers of some companies are protesting and making such troubles,” he said. Flight tracking sites showed some international flights had departed Tuesday but that the status of most flights was “unknown” or “cancelled”. ‘Better than we expected’ Leaders of the umbrella protest movement and army generals who seized power after ousting President Omar al-Bashir last month, have so far failed to iron out differences over who should lead a new governing body - a civilian or soldier. “The response to the call for a strike has been better than we expected,” Siddiq Farukh, a leader of the protest movement, told AFP news agency on

Monday. “The two-day strike aims to deliver a message to the whole world that the Sudanese people want a real change and they don’t want the power to be with the military,” he added. The new governing body is expected to install a transitional civilian government, which in turn would prepare for the first post-al-Bashir elections after a three-year interim period ends. The deputy head of the Transitional Military Council, Lieutenant General Mohamed Hamdan Dagalo, who goes by the nickname Hemeti, said on Monday that the council was ready to hand over power swiftly. Hemeti accused the opposition of not being serious about sharing power and wanted to confine the military to a ceremonial role. “By God, their slogans cheated us. I swear we were honest with them 100 percent,” Hemeti said at a dinner with police. “That’s why, by God Almighty, we will not hand this country except to safe hands.” Al Jazeera’s Hiba Morgan, reporting from Khartoum, said it is not clear whether this latest round of strikes will pressure the military to return to the negotiating table. Markets, shops, restaurants closed “The military council, even before the strikes started this morning, have been

voicing concerns about its impact. They said they will not accept people to go on strike. They said those who do follow the opposition’s call and go on strike will be suspended. We are yet to hear from them today,” Morgan said. “The opposition is hoping that they will be able to put enough pressure on the military to make them return to the negotiating table. Whether that will happen remains to be seen,” she added. Sudan’s Central Bank said the majority of its employees are on strike. A dozen commercial banks in the capital were closed, Muez Ahmed, a strike organizer at the Bank of Khartoum told Al Jazeera. “I can confirm that the 110 branches of the Bank of Khartoum are striking, also the banks of Faisal, Farmers, Animal resources, Alnilain, Exports development, Sudanese-French bank, Albaraka and others are all striking, he said In downtown Khartoum, popular markets, shops and restaurants were closed and public transportation was not working, and Khartoum’s Bahri train station was empty, with no trains moving. Electric company and telecommunications workers closed shop as did some private flour mills and food industries. Protest leaders had said medics, lawyers and prosecutors, would also participate in the strike.

The frontrunners in the race to be Britain’s next prime minister competed on Tuesday to establish their narratives over Brexit - the issue which has defined British politics for the past three years. Prime Minister Theresa May last week announced plans to resign on June 7, triggering a leadership contest in the ruling Conservative Party. Boris Johnson and Dominic Raab, the principal “hardBrexiters” among the contenders to succeed May, have argued that the UK must leave the European Union on October 31, even without a withdrawal deal. Another leading candidate, Defence Secretary Jeremy Hunt, said leaving the EU without a deal would see the Conservative Party “annihilated” at the next general election. The British parliament has twice voted against “no-deal”, but it remains the default legal position without a further extension to Article 50, which would have to be agreed by EU leaders. Parliament has also three times voted against the Withdrawal Agreement reached between Theresa May’s administration and the EU. Conservative leadership hopefuls may have few options, though, given the EU’s consistent reluctance to reopen the agreement. “There will be no renegotiation,” European Commission President JeanClaude Juncker said as he arrived at an EU summit in Brussels on Tuesday. What’s next? The choice remains between the current deal, widely opposed across parliament; a “nodeal” Brexit, also opposed by Parliament; and not leaving the EU at all. The final scenario is an option which horrifies the Conservative MP Michael Gove, also vying for the top job. “We must leave the EU before we have an election,” Gove said on Twitter on Tuesday, saying the opposition Labour Party leader Jeremy Corbyncould end up as prime minister with support from Scottish nationalists. “Otherwise we will be punished at the ballot box, Corbyn will be in Number 10 propped up by the SNP, and Brexit may well be reversed altogether.” The “no-deal” option, preferred by former Work and Pensions Secretary Esther McVey - who wrote in The Telegraph on Sunday that she wants “a clean break” and trade on WTO terms which add huge costs to most British exports, was dealt another blow on Tuesday,

as House of Commons Speaker John Bercow insisted parliament would be given a vote to block any “no-deal” scenario. “The idea the House won’t have its say is for the birds,” he said in a speech in Washington, DC. A general election appears likely, sooner or later, with Chancellor Philip Hammond on Monday threatening to collapse any Conservative government pursuing a “no-deal” Brexit through a vote of no-confidence. Such is the state of the Conservative Party, hardline Brexiters could also threaten to bring down any administration pushing a softer Brexit than they would like. Divisions of Labour As Conservatives firmed up the dividing lines between them on Tuesday, the opposition Labour Party also demonstrated its capacity for division, expelling former top spin doctor Alastair Campbell. Campbell, former Prime Minister Tony Blair’s communications chief in the build-up to the Iraq war, was given the boot after admitting to voting for the Liberal Democrats in the recent European Parliament elections because of their support for a second Brexit referendum. 2. Outstanding students and managements of the Federal University of Technology, Akure, and the University of Port Harcourt have received state-of-theart smartphones and Glo data packages in the on-going nation-wide presentation of phones and routers to thirty tertiary institutions by digital telecommunications solutions leader, Globacom. No room for cultism, hooliganism in LASU, VC warns fresh students Stories: Esther Taiwo Vice Chancellor of the Lagos State University (LASU) Ojo, Lagos, Prof. Olanrewaju Fagbohun, has warned newly admitted students in the University that for emphasis sake, there is no room for cultism and other nefarious activities at the Lagos State University. The VC issued the warning while addressing the fresh students for the 2018/2019 academic session during their matriculation where he said that for students who choose not to heed to wise counsel and decide to tow the path of hooliganism, not only would they be fished out but the full weight of law would be brought to bear on them. Fagbohun revealed that out of 42, 000 qualified applicants, the university was able to admit and matriculate 5,500 students. He advised them to acquaint themselves with the students’ handbook

in order to get the details of the dos and don’ts of LASU. “We are a university that propels our students to pursue their dreams provided you abide by the values of and principles of our institution”, he said. To parents and guardians of the students, he urged them to join hands with the university in nurturing the students towards the path of greatness, stressing that the fact that they are now in tertiary institution does not transfer the responsibility as parents/guardians to the school. “We need to work together with a common purpose of bringing the best out of them. To my distinguished colleagues, we have before us new budding talents that we need to develop to become icons of the future”, he said. Milestones of Buhari’s first tenure (1)

President Muhammadu Buhari was sworn-in as democratically elected president of Nigeria on May 29, 2015 when he made history as the first candidate of an opposition party to unseat an incumbent President in Nigeria. His emergence was greeted with jubilation in many parts of the country. Many Nigerians believed that President Buhari’s credibility will bring about good governance which is an approach to government that is committed to creating a system founded in justice and peace that protects individual’s human rights. MATHEW DADIYA in this piece chronicles the achievements of the Buhari led administration in four years. BUHARI contested for the number one job in the country for three consecutive times before he finally clinched it on his fourth attempt when he defeated former President Goodluck Jonathan. Upon assumption of office, the president promised that his administration will focus on three issues: Economy, Security, and Anti-corruption. At the tail end of the Jonathan’s administration around 2014, many states were unable to pay salaries and workers were owed three to nine months salaries across different states with the exception of few ones that didn’t owe workers salaries. The economy was heading towards recession and economic experts called for urgent action to address the challenges. Although, it took the president six months to appoint cabinet members, but some of them took swift action to reverse the negative economy trend in the country as several intervention plans were introduced to bring the economy back on growth trajectory. While campaigning for the 2015 general election, President Buhari’s All Progressives Congress (APC) made promises to end Boko Haram terrorism and secure the country for it to be efficiently managed; to restructure the economy, halt its downward slide and create jobs and to fight corruption because, as the president repeatedly says, “if Nigeria doesn’t kill corruption, corruption will kill Nigeria.” The Buhari administration has established for itself an anti-corruption reputation and has been in office for four years without a major scandal. The African Union has on account of this selected the President as the continent’s anti-corruption champion. The Buhari administration has parted itself on the back for this achievement when it is viewed against the established culture in which corruption is the norm. The administration introduced a number of fiscal reforms and plugged several leakages. In the last four years, the Buhari administration has recorded over sixty achievements which include infrastructural development, institutional reforms, economic transformation and the fight against corruption and money laundery. Achievements The anti-corruption drive of Mr. President put to a halt the exogenous leakages in the Agricultural sector to encourage, empower, and enhance the locally made farm produce thereby increasing our internally generated revenue (IGR) index and foreign exchange capacity and reserve to over $45 billion in cash and bonds. President Buhari initiated the Home Grown Feeding Programme which is designed to put an end to importation and market monopoly of farm produce that can be grown here in our country which is a pilot vehicle to sustainable economic, agricultural, academic and job creation across the length and breadth of our nation. Under President Buhari, the Standing Inter-Ministerial Technical Committee on Zero-Reject of Agricultural Commodities and Produce/Non-oil Exports in Nigeria was inaugurated. Under the Buhari-led administration, Nigeria has benefitted from 13.1billion Euros honeybee project. The Buhari administration has commenced steps improving the standards of Nigeria’s agricultural exports to align with global standards due to the rejection of our produce at the EU Border Controls. Under President Buhari, Standards and Quality Control measures have been developed. Under President Buhari administration at the end of 2016, agricultural goods as share of total trade got N212.73bn and 4.02 per cent and Agricultural goods exports were 2.7 per cent higher in Q4 2016 than Q3 2016. Under the Buhari-led administration, Sesame seeds contributed N6.46 billion to Agricultural product exports

or sometimes billions of Naira or US Dollars to be shared among party members as was the practice under the past administrations. To date, the Buhari administration has signed onto the global Open Government Partnership (OGP).

Under President Buhari administration in the fourth quarter of 2016, Flour and meals of soya beans contributed N2.59 billion to agricultural product exports. The Livelihood Improvement Family Enterprises (LIFE) programme was initiated by the Buhari Administration and it is aimed at bringing life back to rural communities through the empowerment of youth, women and other vulnerable groups across the country. Livelihood Improvement Family Enterprises (LIFE) Programme initiated by the President Buhari administration is geared towards promoting community-based on-farm and off-farm business activities as a model for job and wealth creation amongst unemployed youth and women in rural and suburban households. Livelihood Improvement Family Enterprises (LIFE) Programmes under President Buhari are expected to establish 150,000 cooperatives nationwide under commodity value chain groups. Livelihood Improvement Family Enterprises (LIFE) programme under President Buhari will establish and operate up to 1,000 cottage industries in the country, and ultimately engage about 1,995,500 youth and 997,500 women for enhanced productivity. The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria under the Buhari-led administration has made available N82 billion in funding to 350,000 farmers of rice, wheat, maize, cotton, cassava, poultry, soya beans and groundnut; who have cultivated about 400,000 hectares of land. The Buhari administration has secured the approval of a grant of $1.1 million from the African Development Bank (AfDB) for the restructuring of the Bank of Agriculture, aimed at staff training to strengthen service delivery. The President Buhari administration has established a N50 billion mechanisation fund to facilitate the second phase of Agricultural

Equipment Hiring Enterprise (AEHE) to roll-out 6,000 tractors and 13,000 harvest and post-harvest equipment units across the country. The Buhari administration has established 40 large scale rice processing plants and 18 High Quality Cassava Flour (HQCGF) plants with a stake commitment of China EXIM (85 per cent) and Nigeria’s Bank of Industry (BoI) (15 per cent) through concessional credit facilities of US$383,140,375.60 for the rice mills and US$143,722,202.40 for the HQCF Plants. Agriculture contributed 21.26 per cent to nominal GDP in the Q4 of 2016 and the sector grew by 6.45 per cent year-on-year under President Buhari administration. In the Buhari-led administration, the contribution of Agriculture to overall GDP in real terms was 25.49 per cent in the quarter under review, higher than its share of 24.18 per cent in the corresponding quarter of 2015. Nigeria’s milled rice production has increased by about 60 percent, from 2.5 million MT in 2015, to 4 million MT in 2017 under the President Buhari administration. The Buhari-led administration set up the Presidential Fertilizer Initiative (PFI) to deliver commercially significant quantities of affordable and high quality fertilizer to the Nigerian farmers at the right time. The PFI has resulted in the revitalisation of 14 blending plants across the country, with a total installed capacity in excess of 2 million MT; with an annual savings of US$200 million in foreign exchange, and N60 billion annually in budgetary provisions for Fertilizer subsidies. Economy and anti corruption The administration has significantly curtailed corruption to the point of abolishing what is called “grand corruption.” Given Treasury Single Account (TSA), the Integrated Payroll and Personnel Information Scheme (IPPS), the Bank Verification Number (BVN) and Whistle Blower schemes, making it difficult for people in authority to, for instance, request the withdrawal of millions,

Institutional Reforms Reforms are being carried out in the Justice sector with a number of domestic legislations and international agreements to facilitate the identification, tracing, freezing, recovery and forfeiture of ill-gotten assets. The administration’s primary sectors of agriculture and solid minerals have experienced growth of 180 and 565 percentage points respectively. Nigeria has today achieved near selfsufficiency in rice production. Government has launched a series of funding and capacity development initiatives to support Micro, Small and Medium Enterprises. The work of the Presidential Enabling Business Environment Council (PEBEC), inaugurated by President Buhari in August 2016, has resulted in moving Nigeria up 24 places on the World Bank’s Ease of Doing Business rankings, and earning a place on the list of 10 most improved economies. In this regard, the administration has issued a number of Executive Orders on improving efficiency in the business environment and promoting local content. The Buhari administration has also demonstrated a single-minded commitment to upgrading and developing Nigeria’s transport, power and health infrastructure. Road projects are ongoing across every state of the country, with many of these projects having been abandoned for many years. The country’s narrow-gauge rail network of 3,500 Kms is currently being upgraded; Abuja’s light rail system has been completed and commissioned with a link to the Abuja-Kaduna rail line, which has equally been completed and launched. The Ibadan-Lagos standard gauge rail is being test run. Ibadan-Kano has been awarded. The administration has successfully reconstructed the Abuja Airport runway, completed and commissioned new terminal buildings in Port Harcourt and Abuja with Lagos, Kano, Enugu and the others soon to be inaugurated. Several water supply projects and dam/ irrigation projects have been completed and many more on the way to being delivered. About 100 ecological projects have been awarded and completed in the six geopolitical zones. In the last four years, the Buhari administration has more than doubled power generation capacity. It has increased generation to 8,100 MW and expanded transmission to more than 7,000 MW capacity, and has successfully deployed thousands of solar power systems to rural and urban households. It has introduced a Social Investment Programme (SIP), which so far has four components: the N-power employment scheme that is hitting 500,000 this year; the home grown school feeding programme that feeds more than nine million school children across the federation; the Government Enterprise and Empower Programme (GEEP) giving out interest-free loans to millions of market women, traders, artisans and farmers and the conditional cash transfer (CCT) which pays N5,000 monthly to the poorest and most vulnerable households in the country.

Liverpool team my best ever in a final match, Klopp says Liverpool manager Juergen Klopp says his team who take on Tottenham Hotspur in Saturday’s UEFA Champions League final match are the best he has ever managed in such a game. Klopp has appeared in seven finals with Borussia Dortmund and Liverpool but has lost the last six. That was after winning his first one in the 2012 German Cup with Dortmund against Bayern Munich. “I don’t like to blame my other teams. I love them all. They all gave everything, but I have never been part of a final with a better team than this,” Klopp told a news conference on Tuesday. “In different times, for different reasons my teams were good as well. But I am not so surprised because our boys mix our potential with attitude in the best way I have witnessed. That is brilliant,” he said. Klopp said his side’s semi-final comeback against FC Barcelona,

Former international Nwankwo Kanu has tipped Eagles to win the Nations cup in Egypt adding however that the players must have champion’s mentality and put the entire arsenal in their armory into the project. The former Arsenal forward noted that the standard of the Nations cup has continued to rise with every edition and maintained that the Eagles have all it takes to surmount every challenge by opponents at the event. “Eagles can win the nations cup in Egypt why not? The boys just have to work hard and think like champions, put everything into it and I am optimistic they can make it,” he enthused. Del Potro powers past Jarry into French Open second round Juan del Potro fired up his power game after a sluggish start to ease past Nicolas Jarry in an all-South American first round clash at the French Open on Tuesday. The eighth seed, a semi-finalist last year, won 3-6 6-2 6-1 6-4, the four sets taking a little more than four hours. “The conditions were difficult at the start with wind and some rain, and Nicolas played so strong.
