He restated that the 85 per cent of VAT collected goes to State Governments. He said: “From the Bank Accounts substitution exercise, we used banking information to bring non-compliant taxpayers with N1 billion and above turnover to comply. It has so far resulted in the recovery of N23.35 billion. The exercise has been extended to cover those with turnover of N100 million and above. “To date, about 500 of them have come forward and they have paid and we have collected in the region of about N24 billion. We believe we should be able to go through the 55,000 before the middle of this year which will be the middle of this year, 30th June 30th. “In terms of estimates, which we should be able to be able to generate from this exercise alone, that will be about N750 billion. Fowler, who noted that FIRS recorded an increase in Value Added Tax (VAT) collection between 2015 and 2018, said FIRS is broadening its VAT collection scope with the adoption of States Accountants Generals (SAG) collection platform, VAT Auto-Collect, integration of the GIFMIS platform with Ministries, Departments and Agencies, (MDAs) and through e-Service payment options. He was however categorical that VAT is not for the poor. “Out of about N5.3 trillion, a large percentage is shared between states and local governments. In VAT, there has been a growth of over 44 per cent between 2015 and 2018. And that is at the current rate of 5 per cent. “Now when you look at Africa as a continent, Nigeria still has the lowest VAT rate.

When we look at the items that are not VATable, basic food is not VATable, medicals, education. But if you decide and you have the ability to go to a restaurant to eat and drink the same thing you can buy in the open market, then you pay VAT. So VAT basically is a consumption tax and those who choose not to go to the open market to buy their food and cook at home are subject to VAT. So it’s (VAT) not a hardship on the low income earners because normally they don’t even go to hotels when their wives can cook at home and they can have something very nice. “But the same Nigerians who are complaining about an increase are the same ones who go to Ghana and go and pay triple the amount in VAT or go to London and pay higher amount. “So we are just saying, like the minister said that we should get used to the idea. And 85 per cent of VAT goes to the State Governments who are supposed to be closer to the people. So they can use that money as approved by their State Houses of Assembly. So they can use that money on education, infrastructure, etc. “Yes, we had in increase of about 32 per cent from N4.02 trillion in 2017 to N5.3 trillion in 2018. At the Federal level, clearly we can see all the projects that are being completed, based on the available funds at the Federal level. “I’m just saying that if we keep on the same way, the expectations cannot be different. “For those who have the ability and the desire to take the choice, of going to areas where they have to pay VAT, then they should be allowed to pay VAT,” Fowler added. The FIRS Chairman told

the committee that through enforcement activities in respect of defaulting taxpayers from various tax offices, tax audit and investigation assessments, FIRS has generated the sums of N28. 51 billion and 77. 83 million dollars has been recovered. “FIRS and the Economic and Financial Crime Commission (EFCC) Joint Tax Force (JTF) was introduced in 2018 to enhance the fight against tax related economic fraud. As at December 2018, a total of N6. 94 billion and 278,430 dollars had been recovered by the JTF. This and other such initiatives are continuous and will be continuous going forward.’’ He said that FIRS also initiated income tax on property owners in Abuja and Lagos as part of efforts to deepen tax revenue collection and expand the nation’s tax net as well as increase the revenue base. “This project which initially targeted property owners in Abuja and Lagos has so far yielded N4.3 billion, and is being extended to other locations. In this regard, Oyo and Kaduna states have commenced. “It is important to note that this is not a property tax but rather the use of the provisions of the law to bring into the tax net companies that own properties but failed to file necessary tax returns and pay appropriate taxes due,’’ Fowler, explained. On tax audit exercise of the Service, Fowler said: “This covers both the National Tax Audit (NTA) and the Pioneer Audit (PA). The NTA exercise contributed the sum of N212. 79 billion to tax collection in 2018. Following improvements to the audit process and resultant increased efficiency, the exercise is expected to produce increased audit yield in 2019.”

Boko Haram: Japan releases $1.5m for rebuilding of North-East Ukpono Ukpong, Abuja In a bid to support victims of Boko Haram insurgency as well as ensure community stabilisation activities in the most affected states of Adamawa, Borno and Yobe states, the Japanese government on Tuesday released $1.5 million to make it a reality. According to the Chargé d’affaires ad interim of Japan to Nigeria, Mr. Shigeru Umetsu, the funds will be utilised through an ongoing programme launched in 2016, implemented by the United Nations Development Programme in Nigeria. He described the release as part of Japanese government’s support which has helped in facilitating the rehabilitation of 20 public infrastructure and provided emergency employment to more than 2,000 Internally Displaced

People (IDPs) and returnees. “In addition, more than 4,000 farmers and over 1,000 small businesses were supported with inputs and capital that helped improve and expand their sources of livelihood. The Government of Japan has already invested $6.5 million in North-East Nigeria stabilization activities. “The funding from the Government of Japan will be utilized within the framework of Integrated Community Stabilization Programme which UNDP has been implementing in the region intended to directly benefit 125,000 people in the three States. An additional one million people will indirectly benefit from interventions under the project. Implemented through an integrated approach, the project’s goal is to support over 2,200 farmers, 500 small businesses, 5 community public infrastructures

and provide emergency employment to over 850 community members,” he said. He also reassured that the Government of Japan will continue to support Nigerian people’s efforts aimed at restoring stability and livelihoods for the communities in in the North-East region. Also, the Acting UNDP Resident Representative, Khardiata Lo Ndiaye, said the “Stabilisation efforts in NorthEast are helping families and communities begin to rely less on humanitarian aid and more on themselves”. “This support from the Government of Japan will go a long way in laying a foundation for development to take place again in the region”, adding that meeting urgent early recovery needs of the crisis affected communities remained a huge challenge requiring more partners and investment.

Senate Presidency: Ndume dares APC, rolls out 9-point agenda Tunde Opalana & Tom Okpe, Abuja

Against the background of the endorsement of Senator Ahmed Lawan (Yobe North) by the All Progressives Congress (APC) for the position of Senate President in the 9th Senate, a strong contender, Senator Ali Ndume has forged ahead with his ambition by releasing a 9-point agenda. Unfolding the agenda on Tuesday in Abuja, the Borno South Senator, who promised to improve upon the performance of the 8th Senate, said he will make the Office of the Senate President less attractive by reducing the unnecessary privileges attached to the office. Promising to uphold the Independence of the Legislative arm of government, he hoped to “work harmoniously and inter-dependently with the Executive without undermining the principle of Separation of Power”. Ndume said he will prioritise and ensure the passage of the Constituency Development Bill to make “Constituency projects more transparent, accountable, efficient and effective”. In cooperation and synergy

with other senators-elect, he said the Senate will agree on timeline for confirmation, passage of bills especially the annual budgets which he said will not exceed 90 days from the day of submission. Other issues on his agenda for the plum job include “to make laws that will block leakages, devise improved means of generating revenue, especially through the amendment and review of our tax laws which will help to reduce reliance on local and foreign loans to finance budget. “To run the 9th Senate transparency, through open accountability with full participation of all Senators. “For example, we will transfer the approving powers of the privileges of the senators like foreign travels, allowances to Senate services committee or a new committee to be known as “ways and means committee “. To uphold the party’s principles and policies, he said the Senate under his Presidency will make laws and review existing ones to be in tandem with APC’s Next Level Agenda for Nigeria. Meanwhile, in a related development, a group known as the All Progressives

Congress (APC), North Central Ambassadors has demanded the party to reward the North Central geo-political zone of the country with the position of the Speaker of the House of Representatives at the commencement of the 9th National Assembly in May. The Group which led a protest to the National Secretariat of the party on Tuesday in Abuja in a letter dated April 1st, sent to the National Chairman of the party, Comrade Adams Oshiomhole, insisted that the zone must be rewarded with the seat because of the number of votes it delivered to President Muhammadu Buhari in the last Presidential poll. The letter, which was also made available to newsmen, was signed by five States of the North Central and Federal Capital Territory (FCT) coordinators including Muyideen Yusuf (Kwara); Rita Longjap (Plateau); Muhammad Ibn Muhammad (Niger); Lucas Cassius (Nasarawa); Yahaya Dauda (FCT) and Shehu Araga (Kogi). Recall that the APC leader, Asiwaju Bola Tinubu and the National Working Committee (NWC) had declared their support for a Lagos lawmaker, Femi Gbajabiamila.

President Muhammadu Buhari on Tuesday gave reasons why he refused to give nod to parliamentary Bill requesting appropriation of $1 billion from the Excess Crude Account for the completion of the Ajaokuta Steel Company in Kogi State. The President premised his refusal to assent the Ajaokuta Steel Company Completion Bill 2018 on budgetary constraints. In a letter read on the floor of the Senate Tuesday by the Senate President, Bukola Saraki, the President said taking the money from the excess crude account “is not the best strategic option for Nigeria at this time of budgetary constraints”. President Buhari stated that “the nation cannot afford to commit such an amount in the midst of competing priorities with long term social and economic impact that the funds can be alternatively deployed towards”. Rather than appropriating the huge amount of money in one fell swoop from the treasury, the president called for a split funding through annual budgetary proposals. He said: “Bills which seek to make Appropriation of revenues to public fund expenditure should be consolidated in the annual Appropriation Act such that

these proposals pass through the traditional scrutiny that budget proposals are subjected to by the Ministry of Finance, Ministry of Budget and National Planning and the National Assembly. “Furthermore, as the Excess Crude Account funds belong to the Federation so it would be proper to consult with the National Economic Council and the States”. President Buhari also faulted the bill on the ground that relevant stakeholders, such as the Ministry of Mines and Steel Development and the Ministry of Industry, Trade and Investment were not fully consulted. “The inputs of key stakeholders are necessary to create the optimal legal and regulatory framework as well as institutional mechanism to adequately regulate the steel sector”, he canvassed. Also, the President refused to sign the National Housing Fund Bill 2018 on the ground that the various levies and obligations imposed by sections 4,5 and 6 of the Bill, will be disruptive and punitive to a number of industries and sectors of the Nigerian economy including cement manufacturing, banking insurance, pensions and may also impact adversely the average Nigerian workers. Specifically, the President faulted the 25% of the ex-factory price before transportation cost of each manufactured or imported 50kg

bag of cement or equivalent in bulk, 2.5% monthly deduction from workers’ salaries, the compulsory investment requirement imposed on commercial banks, merchant banks, insurance companies and pension fund administration of a minimum of 10% of their profit before tax into the National Housing Fund. President Buhari flagged down the signing of the Federal Mortgage Bank of Nigeria Bill 2018 because it “failed to spell out in detail the required qualifications and experience threshold of the directors and senior management staff with specific reference to developmental banking, risk management and mortgage loan administration experience. He reasoned that “ the provision of Section 9(2) providing that the liabilities of the Federal Mortgage Bank of Nigeria shall be rediscountable with the Central Bank of Nigeria without specifically stating in the Bill that this is subject to the usual criteria for normally accessing the re-discounting window of the Central Bank of Nigeria “. The President as well pointed out conflicts between Section 14 on General Reserves, Section 15 on the Funds of Mortgage Bank and section 21 on Annual Repirts, generally accepted Development Finance Institutions Guidelines and International Financial Report Standards.

The North Central group in the letter, argued that since North-West has the President, South West with Vice President, and Senate President has been zoned to North East, Speaker of the House of Representatives should be zoned to the North Central. The letter reads: “NorthCentral should be rewarded for its performance in the 2019 election. With 2.4 million votes for President Muhammadu Buhari, the zone came third

behind North-West and NorthEast. “North Central has consistently been loyal to the party since 1999 and has never occupied the position of speaker or deputy speaker while all the other zones have occupied these positions”. The Group queried that though South West has the VP, it didn’t perform as well as the North-Central in the last elections, and so the zone (North Central) should be rewarded.

N19.4bn arms funds: Court fixes April 29 for trial of Dasuki, others Justice Hussein Baba-Yusuf of an FCT High Court on Tuesday fixed April 29 for trial to begin for former National Security Adviser (NSA), Col. Sambo Dasuki (rtd) and Amb. Bashir Yuguda in the alleged misappropriation of N19. 4 billion arms funds. Charged along with Yuguda and Dasukigate are a former Governor of Sokoto a State, Attahiru Bafarawa, his son, Sagir and his company Dalhatu Investment Limited. The Economic and Financial Crime Commission (EFCC) charged them with 25 counts bordering on criminal breach of trust, misappropriation of public fund to the tune N19. 4 billion. The judge adjourned the matter after listening to submissions of all the counsel in the matter on the absence of Dasuki who is the second defendant. Based on consensus, Justice BabaYusuf adjourned the case until April 29 and ordered that hearing notice be served on Dasuki. Earlier, EFCC Counsel, Mr. Oluwaleke Atolagbe, informed the court that though the case was scheduled for commencement of trial, the prosecution was constrained to proceed even though its witness was in court. Atolagbe said that the prosecution informed the Department of State Services (DSS), whose custody Dasuki is of the adjourned date of today for trial. “My Lord, we made all our efforts to ensure the defendant was brought to court. The DSS informed us that the defendant said his case was not coming up today and as such would not come to court. “Further efforts by the prosecution to obtain hearing notice to be served on Dasuki proved futile as court officials

insisted that since the judge did not order the notice be served they could not issued such. “In view of the development therefore, we pray for an adjournment, pleading that the court should order hearing notice be served on the second defendant” he said. Counsel for Yuguda, Mr Olajide Ayodele SAN and for Sagir and Dalhatu Investment, Mr P A Abah, did not object to the request for adjournment. Counsel for Bafarawa, Mr Lateef Fagbemi SAN, said that the case would be four years since it was instituted by the end of the week. Fagbemi argued that the prosecution has no excuse for Dasuki’s absence in court, saying that the former NSA was in the prosecution’s custody. Fagbemi said that if DSS was not cooperating with the prosecution, the counsel should drop the case. He, however, did not object to adjournment. Counsel for Dasuki, Mr Adeola Adedipe, stated that there was an understanding between the second defendant’s legal team, headed by Chief Joseph Daodu SAN and the lead prosecution counsel, Rotimi Jacobs for a two month adjournment. According to him, the two-month adjournment was based on the fact that Daodu was recuperating and it would take him two months to do so. Responding to this, Atolagbe stated that he was unaware of any understanding between Dasuki’s legal team and Jacobs, adding that there was no need for the two-month adjournment. He noted that Ahmed Raji, SAN, has been handling the case for Dasuki in the absence of Daodu and is doing well.

Mathew Dadiya, Abuja The Federal Government has said that it is saddened over the execution of a Nigerian woman on Monday in Saudi Arabia for drug related offenses, describing the incident as pathetic, tragic and sad. Saudi Arabia’s interior ministry had announced that two Pakistani men, a Yemeni man, and a Nigerian woman were executed on Monday for drug trafficking, bringing to 53 the number of people put to death this year. Speaking to State House Correspondents on Tuesday, Senior Special Assistant to the President on Diaspora, Abike Dabiri-Erewa, said that the Nigerian woman killed, will be the eighth Nigerian to be executed in Saudi Arabia for drug related offences in the last three years. The presidential aide also disclosed that there were 20 more on death row for the same offence, while 12 have been sentenced for various jail terms in that country. Dabiri-Erewa said it has been established that there are cases of airlines working hand-in hand with drug syndicates to put those drugs in the bags of unsuspecting pilgrims. She said: “We have had cases where truly they didn’t commit the offence. We have appealed to the Saudi Authorities to make the trials fair, open and ensure that justice is done. Even if you are going to die, you will know that you die for an offence you committed. “So, while we appeal to Nigerians going to Saudi Arabia, we know it is tough, obey the laws of the land. Even Kolanut is treated as a drug. So we will continue to appeal to the Saudi Authorities to treat some of the cases with some form of leniency. Like I said, we have 20 of them in Saudi, this is the eighth to be executed and we are hopeful that maybe we will be able to save the others. So, it is pathetic, it is tragic but we will continue to appeal to Nigerians to obey the laws of the land where you are. However, we expect the trial to be fair, open and ensure that justice truly is done because somebody is sentenced to death.” The presidential aide also described as disgraceful the arrest of five Nigerians, for

allegedly robbing a bureau de change in Sharjah of Dh2.3 million. The men were caught on camera barging into the exchange and smashed the glass barrier between the customers and the staff, stole the money in multiple currencies and fled. Dabiri-Erewa said the men were a disgrace and an embarrassment to the country, themselves and their families. She listed their names as Chimuanya Emmanuel Ozo; Benjamin Nwachukwu Ajah; Kingsley Ikenna Ngoka; Toochukwu Leonard Arusi; and Chile Micah Ndunagu. “These five boys are a disgrace to this country and an embarrassment. So if UAE decide to be hard on Nigerians then we will complain that they are hard on us. But we will continue to say that one bad apple should not spoil the whole bunch. Nigerians are hardworking, intelligent so these few should not spoil the whole bunch because this has made news all over the UAE now. “We are going to continue to name those who disgrace the country anywhere in the world and we will continue to appeal to Nigerians to be good ambassadors wherever they find themselves.” On efforts being made to educate pilgrims going to Saudi Arabia following the connivance of some airlines with drugs syndicates, Dabiri-Erewa, said: “Since this law came into force where you ensure baggages are identified, it has reduced. The case I am talking about happened between 2016 and 2017. So it is important you identify your bags, take responsibility for your luggage. The Hajj Commission is also working with these airlines to ensure this is done because we do not want an innocent person to be jailed for an offence he or she did not commit”. Asked if the Nigerian government is going to write a letter of protests to the Saudi Arabia authorities, the presidential aide said: “We have been doing that. The Nigerian consulate in Saudi Arabia has been talking to Saudi Arabia authorities but I think we need to take it to a higher level now, I mean with 20 on death row, this is the eighth to be killed, and we need to engage with the Saudi Arabia authorities more than we have done in the past. We know that drug issues in Saudi Arabia carried death penalty but we will continue to ensure that we intervene properly on behalf of all our citizens to be sure that at least justice has been done.” On what the government was doing to address the issue of the connivance with some airlines with drug syndicates planting drugs in the bags of unsuspecting pilgrims, Dabiri-Erewa said: “In particular and this is a fact, Ethiopian Airlines and Egyptian airlines, there is always cases of when you get there you see something in your bag. So, it is now mandatory for these airlines and for all those traveling to ensure that you identify your bags before you board. That has helped. It is important that if you are going to Saudi Arabia with any of these airlines, you identify your bags. We have had cases where you just get to Saudi Arabia and somebody will knock on your door that something was found in your bag. It is mandatory for these airlines to screen these bags before you board the passengers. “The case of Saudi Arabia is particularly worrisome because maybe, some of them did not commit the crime. One Nigerian was freed not too long ago because of the intervention of our mission in Jeddah which turned out that he actually did not carry the drug. The embassy fully intervened and he was freed. There is one that has a court case and the embassy is fully involved and hopefully he too will be freed.” On if the embassy was monitoring the trials, the presidential aide said: “Yes. The embassy is fully monitoring the trials but with Saudi is a bit difficult

because our officials are not allowed to go to prison to see them. They were allowed once, so the embassy is continuously requesting to go to prison and see the Nigerians that are on death row and those that have been sentenced to prison for various offenses. “While we condemn drug trafficking in all ramification, let’s ensure we get justice for every Nigerian.” On xenophobic attacks on Nigerians in South Africa, Dabiri-Erewa said: “In the case of South Africa, you need to break it down. We have xenophobic attacks which just happened recently and affected more of Malawians. I’m sure you heard the President of South Africa when he came here, it is an embarrassment to South Africa, it is not something they are happy about and he said everything will be done to curb it. A lot of awareness must be put in place. “The second case is Nigerians killing Nigerians. We are having Nigerians taking drugs and cult wars to South Africa. The last killing of a Nigerian was by a fellow Nigerian. We have the names of the various cult groups and there are drug related. So, you cannot take that to another man’s country and expect that they will not be happy with you. Nigerians killing Nigerians in South Africa that is another disgraceful act. Nigerian community in South Africa must get involved, they know these organisations, and they live among them. Recall the one that happened in Anambra was a fall out of that. “In the case of South Africa, four policemen have been charged for their involvement in killings of Nigerians with the intervention of Mr. President.”

The Federal High Court Abuja, on Tuesday, dismissed the suit filed by the African Action Congress (AAC) seeking for a fresh election of the Governorship and House of Assembly elections in Rivers. Justice Inyang Ekwo dismissed the suit on the grounds that it is a preelection matter and as such the court lacks the jurisdiction to entertain it. The AAC had in their originating summons prayed the court to stop INEC from resuming, collating and concluding the March 9 election results in Rivers State and from declaring any person or group as winners of the poll. The plaintiffs further urged the court to order a fresh election since according to them the widespread violence that characterized the election has affected the credibility of the polls. But ruling on the preliminary objection filed by the 2nd defendant, Justice Ekwo held that the matter, being a post-election case ought to be heard by an election petition tribunal and not the Federal High Court or any other court. He said though the matter brought before the court concerns the credibility of the March 9 Governorship and House of Assembly election which was marred by violence and other issues, the fact remained that election has been held and jurisdiction shifted from the Federal High Court to the tribunal. Justice Ekwo held that the reliefs sought by the plaintiffs are post-election reliefs and since election matters are statutory, the Federal High Court cannot grant them. “Once election has been held, any dispute arising from the election are matters for the tribunal”, he held. Justice Ekwo subsequently declined jurisdiction and ordered the dismissal of the case for want of jurisdiction. He added that since the preliminary objection of the 2nd defendant succeeds and is hereby upheld, it would be pointless to go into the main suit. The AAC had in the substantive suit asked the court to stop the Independent National Electoral Commission (INEC) from proceeding with the collation, conclusion and announcement of results in

the March 9 Governorship and House of Assembly election in Rivers State pending the determination of their suit. The party alongside Engr. Biokpomabo Awara and Ben-Gurion Peter, citing widespread violence and other electoral malpractices, called for the cancellation of the Rivers polls and a fresh one be conducted instead. Respondents in the suits are the INEC and Peoples Democratic Party (PDP). Meanwhile, the Peoples Democratic Party (PDP) has hailed the Federal High Court over its decision to quash attempt by people described as enemy of Rivers State to stop the Collation of Rivers State Governorship Election on Tuesday. The party hailed the court for saving the nation’s democratic process by throwing out the suit by “anti-democratic forces” working for the All Progressives Congress (APC), in their desperate plot to scuttle the collation of results of the March 9, 2019 Rivers State Governorship election. The PDP described the ruling as well as the collation exercise as the triumph of the will of the people of Rivers State, who freely gave their mandate to the PDP and its candidate, Governor Nyesom Wike. 26 senior army officers petition NASS Short News Federal High Court, Warri reaffirms over compulsory retirement Tom Okpe, Abuja Twenty-six senior military officers, including a former major-general and 10 retired brigadier-generals have petitioned the Speaker, House of Representatives, Yakubu Dogara, over their compulsory retirement from the army. The petitioners, Maj. Gen. O. Ugo (Imo state); Brig. Gen. J. Chima (Imo); J. Ebong (Akwa Ibom); P. Aro (Ondo); M. Odediran (Osun); A. Busari (Oyo); E. Albara (Niger); J. Audu (Kogi); O. Falade (Osun) and G. Shipi (Plateau) and others, argued that their retirement was unlawful and against army rules. Despite being combatant officers, it was also revealed that about 120 direct regular officers who were mostly medical doctors, lawyers and other professionals were retired in February, 2019. In their petition dated April 1 and signed by their lawyer, Johnson Oyewole, the officers contended that as regular combatant officers, they cannot be retired from the army

based on Rule 020810 (I) which the military secretary relied on to relieve them from service. According to their petition, they had protested their retirement via a letter dated February 20 to the Chief of Army Staff, Lt. Gen. Yusuf Buratai, and was followed up with a letter to President Muhammadu Buhari which were not responded to. The retired officers explained that the army commander, under the Minister of Defense, Brig. Gen. Mansur Dan Ali (rtd), the Chief of Defense Staff, Gen. Abayomi Olonisakin and the Chief of Army Staff conveyed an emergency meeting of the council where they directed the military secretary to retire them in spite of the fact that they have not clocked 35 years in service or attained 60 years as stated in the harmonized terms and conditions of service for officers (2017) revised. “We further state that our clients have converted and lost two years and six months of service to properly align them with the officers holding regular combatant

commission. “According to harmonized terms and conditions of service for officers, from the date of their conversion, they ceased to have short service combatant commission type of commission. This was the purpose of conversion and losing two years, six month’s seniority,” their lawyer argued. The letter further disagreed that the decision of the army to retire the officers amounted to double jeopardy, having lost two years and six months seniority without obtaining the privileges of a regular commission officer, adding that “a cursory look at the list (of retired officers) revealed that 17 of them are from the Southern part of the country while the rest are from the North. “Our clients were not investigated for any infraction, indicted by a court martial or convicted by a disciplinary panel for any criminal breaches,” asserting that they still have between two years and seven months to serve their fatherland in the and sought the intervention of the House to set aside their retirement.

The Federal High Court sitting in Warri on Tuesday affirmed that the recent Asaba Federal High Court judgement which knocked down the candidacy of Sen. Ovie Omo-Agege, Chief Great Ogboru and others, had comprehensively dealt with all issues regarding the legitimate state executive council of the All Progressives Congress (APC) and the party’s candidates for the last elections. Justice Emeka Nwite, while dismissing a case filed before the court by Olorogun O’tega Emerhor and others, held that the Federal High Court, Asaba, judgement has sufficiently dealt with the contentious issues of executive committee members and candidates and therefore, declined to entertain the matter. He however, dismissed the action on the grounds of fair hearing, holding that persons whom his decision would directly impact, Sen. Ovie Omo -Agege and Francis Waive, were not joined in the action. By his decision, the learned justice upheld the position of the plaintiffs, who had earlier sought to withdraw the case, based on the judgement delivered in Asaba which had granted all reliefs that were being sought in the Warri case. With the striking out of the case, the only legal pronouncement on the validity of APC candidates in Delta state is that of Federal High Court, Asaba, which clearly stated that the Chief Cyril Ogodo led state executive and delegates are the legally recognized executive and that the list of candidates that emerged from the primary it conducted are the valid and legal candidates of the APC.

FG grants amnesty to tax defaulters of undeclared foreign assets The Federal Government will give amnesty to tax defaulters and permanent waiver of criminal prosecution for tax offences and offences related to offshore assets to those willing to voluntarily declare them. The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN, disclosed this on Tuesday in Abuja at the unveiling ceremony of the Voluntary Offshore Assets Regularisation Scheme (VOARS). Malami explained that VOARS would also afford immunity from tax audit of declared and regularised offshore assets. The AGF added that the said the immunity would shield the owners from tax offences, penalties and interests concerning such declared offshore assets. He said that VOARS was a scheme that was initiated by the Swiss Consortium with a view to facilitating the regularisation of offshore assets owned by Nigerians. He recalled that President Muhammadu Buhari signed Executive Order 8 on the Voluntary Offshore Assets Regularization Scheme on Oct. 8, 2018. He said that the order served as legal basis for the Swiss Consortium to approach third party holders of the fund with the view of assessing information of the owners.

Food Crises: Nigeria named among countries facing acute hunger Ukpono Ukpong, Abuja

Nigeria has been named among the eight countries having two-third of their population as those facing acute hunger. This was contained in a report jointly presented yesterday by the European Union (EU), the Food and Agricultural Organisation of the United Nations (FAO) and the UN World Food Programme (WFP). The report also disclosed that about 113 million people facing food crises is down slightly from the 124 million figure for 2017. “The number of people in the world facing food crises has remained well over 100 million in the last three years and the number of countries affected has risen. Moreover, an additional 143 million people in another 42 countries are just one step away from facing acute hunger. “Nearly two-thirds of those facing acute hunger are in just eight countries; Afghanistan, the Democratic Republic of the Congo, Ethiopia, Nigeria, South Sudan, Sudan, Syria and Yemen. In 17 countries,

acute hunger either remained the same or increased,” the report said. The FAO Director-General, José Graziano da Silva, said though it was clear from the global report that despite a slight drop in 2018 in the number of people experiencing acute food insecurity (the most extreme form of hunger) the figure is still far too high. “We must act at scale across the humanitarian-development-peace nexus to build the resilience of affected and vulnerable populations. To save lives, we also have to save livelihoods,” said Silva. Also, the WFP Executive Director, David Beasley said that for the fight against hunger to succeed, the root causes must be attacked. He also described the report’s findings as a powerful call for strengthened cooperation that links together prevention, preparedness and response to address urgent humanitarian needs and root causes, which include climate change, economic shocks, conflict and displacement. It further highlights the need for a

unified approach and action across the humanitarian and development dimensions of food crises, and for more investment in conflict mitigation and sustainable peace. “To truly end hunger, we must attack the root causes; conflict, instability and the impact of climate shocks. Boys and girls need to be well-nourished and educated, women need to be truly empowered, rural infrastructure must be strengthened in order to meet that zero hunger goal. “Programmes that make a community resilient and more stable will also reduce the number of hungry people. And one thing we need world leaders to do as well; step up to the plate and help solve these conflicts, right now,” said Beasley. On his part, the EU Commissioner for International Cooperation and Development, Neven Mimica, said “food insecurity remains a global challenge. That’s why, from 2014 to 2020, the EU will have provided nearly €9 billion for initiatives on food and nutrition security and sustainable agriculture in over 60 countries.

The Independent Corrupt Practices and other related offences Commission (ICPC), says it will prosecute politicians and contractors who divert funds meant for constituency projects across the country. Chairman of the commission, Prof. Bolaji Owasanoye made this known on Tuesday at the launch of “constituency projects tracking group” in Abuja. He said that the commission would pursue such contractors to either complete the projects, return the funds or face prosecution. “Affected companies and their directors will also be prosecuted. We also hope to publish the names of those behind the project failures for possible social sanctions in their communities,’’ the ICPC chairman stated. He said that in order to ensure that there was value for money, the commission launched a partnership with the Nigerian Institute of Quantity Surveyors (NIQS), adding that “we will select projects to be evaluated by surveyors using agreed criteria and parameters which will include, the amount of money appropriated and released for such projects.’’ He further said that the ICPC had statutory powers to conduct risk assessments and studies to reduce corruption vulnerabilities in Ministries Departments and Agencies (MDAs). “We have lined up a number of MDAs with high vulnerability for review before June,’’ he said.

Police dismiss alleged kidnap of 30 people along Abuja-Kaduna expressway

The Kaduna state Police Command says the report on alleged kidnap of 30 people along the Abuja-Kaduna Expressway is fake news. The command’s Public Relations’ Officer, Yakubu Sabo, stated this in a statement issued in Kaduna on Tuesday. Sabo said the attention of the command was drawn to the fake news going round on social media to the effect that about 30 people were kidnapped along the Abuja-Kaduna Expressway on April 1 and their vehicles abandoned by the road side. “The command wishes to unequivocally refute the story as fake news fictitiously fabricated by some unpatriotic elements to create panic in the minds of unsuspecting citizens who ply the road for their legitimate businesses. “It is unfortunate that the fake news coincided with a sad incident of April 1, when at about 1830hrs, some armed men at a point near Gidan Visa along the expressway intercepted a Toyota Hilux with registration number CT 01 AF belonging to the judiciary and opened fire on the vehicle. “In the process, one Mshelia Sulaiman was injured and they took away the occupants. Patrol teams within the axis quickly moved to the scene, rescued the injured person and rushed him to the hospital,” he said. Sabo also disclosed that a combined team of operatives from the anti-kidnapping unit, police mobile force and conventional policemen were immediately mobilized to the area for intensive general search operation with a view to rescuing the victims and apprehending the culprits.

For ndi’Imo, a new day has come

When former Deputy Speaker of Nigeria’s Federal House of Representatives, Rt. Hon. Emeka Ihedioha, CON, eventually takes over the mantle of leadership on May 29, 2019, it would mark the end of an ugly era as well as activate a new day and fresh beginning for ndi’Imo, who, for the past seven years and ten months have suffered physical, emotional and psychological tortures in the hands of Owelle Rochas Okorocha. Rochas was elected Imo State governor in 2011 and took over the mantle of leadership on May 29 of that year. He was elected under the banner of the All Progressives Congress (APGA) following a fraudulent deal brokered by Martin Agbaso and other APGA leaders who, after cutting their own slice, told APGA members that Rochas was brought in, to ensure that then governor Ikedi Ohakim was seen off Douglas House, by all means. Although many enlightened minds had warned that Rochas was semi-illiterate and charlatan with no serious service or leadership record, Imolites were swayed with the sentiment that Rochas was a philanthropist who have given so much to charity and therefore would make a good governor. But it took barely a few months of his assumption of office for the people to realize that the guy had nothing to offer as well as see the deviousness of his mind. First, Rochas moved against Jude Agbaso, his deputy who was younger brother to Martin Agbaso, the APGA chieftain that helped to foist Rochas on the party. Armed with frivolous and unsubstantiated allegations of sleaze and other sundry matters, Rochas deployed massive financial inducement to members of the state House of Assembly and threw

out his deputy into the state’s political trash-can with little or no resistance. He then replaced him with Eze Madumere, his personal assistant of nearly 15year who he earlier appointed his Chief of Staff. Having made Madumere his deputy, Rochas moved his son-in-law Uche Nwosu, to become his new Chief of Staff and went on to appoint his siblings, his wife, brothers, sisters, cousins, nephews and other relatives into strategic political positions in the state to the chagrin of a bemused people who could not come to terms with the fact that the so-called charity and care giver has transformed himself to a modern day emperor. Having put in place what he envisioned would grow to become a quasi-dynasty with time, Rochas began to erect status of his assumed heroes and heroines in Owerri, the capital city of the state while the people yearned in vain for infrastructural development like roads, portable water and hospitals, among others. While Rochas was busy erecting status, teachers and other civil servants in the state were starving due to non-payment of salaries, same with pensioners. The thousands of Imolites he took food out of their mouths when he banned the use of tricycles also nursed their bruises with muffled groans. Tired and fed up with the nuances of their governor, ndi’Imo resolved to wait and allow him finish his second tenure so they can have their peace, but not with Rochas. The governor positioned his daughter’s husband, Uche Nwosu to take over from him; which to the people was a grievous fault, as Shakespeare would put it; and grievously, he paid for that fault.

On March 9, 2019, ndi’Imo trooped on mass to resist Rochas in an election that turned out to be a semi-revolution as the people cut short Rochas’s dream dynasty by rejecting his anointed as his successor. By the time he leaves office as governor, Owelle Rochas Anayo Okorocha, in his sober moment may discover, though too late, that his greatest undoing, which also led to the imminent inglorious end of his eight-year reign, would be his indifference to the sensibilities of ndi’Imo, a kindred whose easy-going nature and love for oringo, most times, combine to mask their sophistication and principled spirits, and that way, deceive gullible fellows into taking them for granted. But that’s by the way. The eyes of the world, especially of Imolites, like the lens of a camera, are now focused on Emeka Ihedioha, a former Speaker of the House of Representatives of Africa’s largest democracy. A well-educated techno-bureaucrat, the in-coming Imo State Governor has long prepared himself for service at whatever levels by acquiring leadership skills and necessary knowledge from some of the best learning institutions in the world, including but not limited to Stanford University USA, Harvard University USA, Oxford University Business School and London School of Economics, UK, as well as the University of British Columbia, Canada. Apart from formal education and trainings, Ihedioha has lived in palaces and washed the feet of many kings and royalties; and in the process, mastered the art of governance and the politics there-from. To mention but a few, he was a Press Officer to Senator Iyorchia Ayu as

Senate President; served as Chief Press Secretary to Deputy Senate President, Sen. Albert Legogie; was Special Assistant to Special Adviser to President Obasanjo on Utilities; served as Special Assistant to Senate President Chuba Okadigbo on Media and Publicity as well as Special Assistant to Vice President Atiku Abubakar on Political Matters; before winning election that saw him as a member of the House of Representatives beginning from 2003. As an active lawmaker, Ihedioha served as chairman of many committees and as member of several others. He was again elected to the House of Representatives in 2007 and 2011, ending his legislative career on a sound note as Deputy Speaker up to 2015. Although it is obvious that he would inherit a lot of challenges from the outgoing administration, in capital, human and political developments because of the cluelessness of Rochas Okorocha on what governance is, as well as the iberiberism that characterized the era, there is no doubt that Emeka Ihedioha has all it takes to surmount the obstacles and hoist the map of Imo on the world map in the next four or eight years, depending on his performance. On the part of ndi’Imo, their readiness to give needed corporation and support to their in-coming leader is as obvious as light of the day. The determination they exhibited in standing firm against Rochas and all his incumbency apparatus during the May 9 governorship election and the joy with which they welcomed and celebrated the news of Ihedioha’s election as their next governor are shouting testimonies of a people ready for the dawn of a new day.

The shame of Zamfara’s zig-zag

The old squirrel, according to an ancient Edo riddle, habitually sips from the gourd of iniquities. His lineage is forbidden from eating the palm kernel near its warren. But out of ancestral curse, the duplicitous mammal soon finds himself in an abominable web. Not only is he caught mating a neighbour’s maiden, he, forever triggered by opiumfueled phallus, is also found romancing her menopausal mother. Shattered by the unthinkable tale and another shock discovery of the infernal powder, his much-besotted psychedelic bride flees abroad with a broken heart. Then, the wrinkled squirrel is left to gnash his scanty teeth smeared with opium, more in mortal dread of his darkest secret being uncovered by the entire community. It will hardly be difficult to recognize the sepulchral footprints of the proverbial squirrel in the political farce currently unfolding in Zamfara State. Taboo committed by a few evil men have brought dark plaques to the acclaimed “Home of Agricultural Products”. The fruit of a seed sown in ethical quicksand is surely fated to be bitter indeed. Now, just like the fabled squirrel, the ruling APC in Zamfara increasingly faces the prospects of losing its bride – power, by default. At least, going by the Appeal Court judgement of last week voiding the candidature of all its candidates in the March 9 polls in one fell swoop. Indeed, no clairvoyance was needed to foretell the sorry outcome of last week. The story we heard originally was that no valid primaries held in Zamfara ab initio. Afraid of democracy even though masquerading as democrat, Governor Abdulaziz Yari wanted the process of producing the candidate to be by affirmation – a euphemism for imposition. His arch rival, Kabiru Marafa, chair of the Senate Committee on Petroleum (Downstream), preferred direct primaries. Enter a stalemate. When Yari,

who had already built a reputation as an absentee governor, later brought a list to INEC the commission understandably refused to accept it not only on the grounds that no valid primaries held, but also that the deadline for its submission had already lapsed. So, when a counter-narrative later surfaced barely a week to the March 9 polls that the embattled Governor Yari’s anointed would vie for Zamfara governorship on the strength of a sudden curious judgement by a Zamfara court, many were left wondering whether it was Yari’s widely televised threat to ensure those initially standing in his way at the national secretariat of the ruling party end up in body bags or the power of the now ubiquitous dollars that did the magic. But let no one lose sight of where precisely the rain began to beat Zamfara in the present circumstance. The bungled primaries of last October by the ruling party actually set off the wider circus where courts in Gusau, Abuja and Sokoto later found themselves fabricating and issuing conflicting orders eventuating in last week’s political novelty in which the supposed “winner by landslide” of the March 9 governorship polls will, alas, not be handed the trophy – the certificate of return. Overall, the political mess Zamfara now presents underscores partly the failure of party leadership. When his presidential campaign train stopped in Gusau on February 11, President Muhammadu Buhari had expressed the confidence that the crisis would be resolved before the election. But apparently, the usually aloof PMB underestimated the magnitude of the problem or over-trusted the competence of his underlings to fix things. Following a judgement on February 13 by the Sokoto Division of the Court of Appeal dismissing one of the appeals on the ground that the appellant had filed an application of withdrawal, the Attorney

General of the Federation, Abubakar Malami, SAN, entered what would seem a last-minute, self-serving order by asking INEC to postpone the elections in Zamfara (originally scheduled to begin on February 16). On the whole, we will never know how much dollars exchanged hands under the table over the Zamfara ticket such that those who ought to tell the truth became tongue-tied. However, Zamfara is not the only state where the party self-destructed following what appears the collapse of moral authority by the party leadership. The ghost also haunted Imo. In Bauchi, the oxygen mask wangled from the fortuitous “inconclusivity” declared by INEC on March 9 turned out to be grossly inadequate to save APC from being asphyxiated by its own selfcontradictions in last week’s re-run. The same virus of dollars is easily cited as one of the reasons the party lost Adamawa. Exasperated beyond self-restraint by the shenanigans that transpired in her own home state, the First Lady, Aisha Buhari, dismissed it as a bazaar quite unprecedented in scale and obscenity. To begin with, it is a big shame that a certified political leper could be shepherding APC in Zamfara. In saner climes, Yari’s voice should not be heard in this season at all. He is certainly leaving Zamfara worse than he met it in 2011. Even by elementary development indicators like access to portable water, basic education and primary healthcare, the state has remained at the nadir. To say nothing about widespread insecurity with bandits’ murderous siege unabating; such that even the governor himself was sufficiently shaken enough to infamously offer to vacate power recently if that would appease the marauding murderers. Neither is there any redeeming feature at personal level. Yari’s garment is undoubtedly soiled indelibly from

what a court of competent jurisdiction declared the primitive looting of the state exchequer. In 2017 for example, it was established that a princely sum of N500m looted from Zamfara’s share of the Paris Fund refund was used to offset Yari’s personal loan obtained from First Generation Mortgage Bank Limited. Apart from that, an Abuja Federal High Court ordered an interim forfeiture of another $500,000 looted from the Paris refund earlier made by the Federal Government to states as part of a creative measure to bail them out of financial difficulty. Apart from First Generation Mortgage Bank Limited, the name of the other conduit linked to Yari in the pillage was Gosh Projects Limited. To be sure, let it however be stressed that the excoriation of Yari’s leadership deficit here is not to make a case for his rival, Marafa, who seems to betray a carnal desperation for power. From experience, desperate politicians are not to be trusted. If the true motivation is service, you don’t begin to act or sound as though your life depended on being elected into power. In what evoked the memory of the biblical claimant to the disputed baby before King Solomon’s court, Marafa, by action, did not seem to care if APC was completely decapitated in Zamfara. Like the vulgar “mother” before King Solomon, Marafa had begun to gloat over APC’s defenestration before the curious judgement restating the party few days to the elections. He seems too obsessed with the governor’s perch that he was willing to bury his party and state if the prize eluded him. Now, unless the Supreme Court ruled otherwise, the door is already left ajar technically for the runner-up in the March 9 polls (PDP) to simply approach the court for a consequential order to be declared winner of the elections in place of the feuding APC. A classic example of a self-inflicted perdition by political prodigals.

Nigeria and the Misery Index: Not a miserable country

In a Report titled The Misery Index 2018 authored by Dr. Steve Hanke of the Johns Hopkins University in Baltimore, Maryland, Nigerians have been labelled the sixth most miserable people in the world. The misery index was introduced in the 1970s by Arthur Okun, an American economist, author of the seminal work, Equality and Efficiency: The Big Trade Off (1975). The original index considers such factors as unemployment rate and inflation rate. It is a formula, a methodology as it were, consistent with what is known as Okun’s law, but modified subsequently by Harvard Professor, Robert Barro and Professor Steve Hanke. The latter releases a Report annually. He tells us that: “My modified Misery Index is the sum of the unemployment, inflation, and bank lending rates, minus the percentage change in real GDP per capita. Higher readings on the first three elements are “bad” and make people miserable. These are offset by a “good” GDP per capita growth which is subtracted from the sum of the bads. A Higher Misery Index score reflects a higher level of misery, and it’s a simple enough metric that a busy president, without time for extensive economic briefings can understand at a glance.” In the 2018 Report which is basically a forecast of what to expect in the year 2019, Hanke identifies Venezuela as the most miserable country in the world, followed by Zimbabwe, Argentina, Iran, Brazil, Turkey, Nigeria, South Africa, BosniaHerzegovina, Egypt and Ukraine. . Is Nigeria the sixth most miserable country in the world? Where is Syria? South Sudan? Somalia. Steve Hanke’s Report does not necessarily cover all the countries of the world. But certain points are clear from his submissions. First, the Misery Index makes the point very clear that economic growth is linked to the people’s prosperity and happiness. Countries that suffer from stagflation are likely to have very miserable citizens. Second, lack of economic growth or a poor economy can result in political and social crisis as we have seen in Venezuela where inflation rate is said to be above 6,000% and Zimbabwe where inflation is allegedly over 97%, although this has been disputed in other evaluations which unlike Hanke’s Index, accommodate the employment rate in Zimbabwe’s informal economy. Third, good governance, leadership and political stability are important factors for macro-economic growth. The least miserable countries in the world as seen in the Misery Index 2018, would also seem to have strong leadership, and institutions and a certain measure of stability. Fourth, poverty should be avoided because it could lead to misery. Fifth, the state has a responsibility to prevent the growth of poverty and promote economic growth. There are perhaps certain anthropological factors, a certain kind of neuroscience that accounts for a people’s happiness rather than cold macro-economic statistics. In 2011, Nigeria was classified as the happiest place on earth in a Gallup Poll and its people as the most optimistic. This was within the context of widespread underdevelopment, and all forms of social sector crisis. Nigeria’s status as a happy country was again confirmed in a World Values Survey in 2014. It is noteworthy however that in 2018, Nigeria was listed as the 91sthappiest country in the world, and the 5th happiest country in Africa in the World Happiness Report. OBv iously so much happened negatively in Nigeria between 2014 and 2018. But the sum indication is that as at 2018, Nigerians were adjudged happier than they were between 2014 and 2016. How then can we suddenly become the sixth most miserable country in the world a year later? The difference is who is looking at what. The UN 2019 Happiness Report, for example, focusses on the human being and community, on relationships, or the neuro-science and the anthropology of happiness, rather than economic indicators. The World Happiness Report is more reflective of the Nigerian situation in my view than the Misery Index. We may have moved from being the happiest people on earth to the 91stin the world, a reflection of the existential crisis that Nigeria faces, but the word misery does not quite capture the people’s true essence. My point is as follows: the measurement of happiness or its antonym, misery is perhaps more subjective and experiential than academic and statistical. Culture and context should matter. Nigeria has been described as one of the poorest countries in the world. The country faces a problem of low level insurgency in the North East.

Corruption is rife. Reports of all shades of violence are common place. The country’s wealth is concentrated in a few hands. Steady economic growth is a challenge. But we the people are not in misery. There may have been a slight increase in cases of suicide and depression in the country since 2015, but generally Nigerians are a resilient lot. The average Nigerian is imbued with a fighting spirit. If people in other countries go through what Nigerians have gone through and are still going through, such countries would have imploded. But Nigeria has not collapsed because the people’s fighting spirit is unique. In the midst of risks and vulnerability to poverty due to economic mismanagement by Nigeria’s leaders, the average Nigerian continues to forge ahead. These are people who don’t give up easily. They believe that tomorrow will be better. When they are faced with election rigging, voter intimidation, outright theft of public resources, these are people who are likely to say: is it not four years? “Let them come and do what they want to do and go away.” When people get killed and are abandoned by the roadside, you’d be surprised that with the corpses lying in open spaces, some Nigerians can just pull seats together and begin to have a drink, a few metres away from a decaying body. There is no weekend when there is no celebratory feast in a Nigerian community: flashy attires, expensive cars, exotic drinks, musicians waxing lyrical, and the men and women dancing away with no care in the world. I do not know any other country in the world where the parties and celebrations are as elaborate as the parties we throw in Nigeria. The Misery Index is talking about high unemployment rates in Nigeria. This is true but the people are so resilient, they manage to get by. They have learnt to move beyond their governments. Nigeria is the biggest market in Africa. Those who cannot get formal jobs find other things to do. Come to Lagos, Dr. Hanke. Some of the young ladies you would see on the streets of Lagos and on Nigerian Instagram are from very poor backgrounds and they have no extra-ordinary skills, but you are likely to see them driving expensive cars, wearing bespoke clothes, the type that Kim Kardashian cannot even afford. This is the “small girl, big God” generation that puts a lie to all that talk about misery in Nigeria. Besides, thuggery and cultism are considered professions in Nigeria, and regarded as more profitable and influential than medicine, law or engineering. Thugs and cultists are patronized by political leaders and they are well-paid for their efforts, particularly during election seasons. It is only in Nigeria I guess, that a security guard, earning less than a $100 a month will have three wives and 10 children while his own employer will be struggling to maintain a family of four. It is also in Nigeria that you will find a civil servant having five wives and two concubines, even when he has not been paid a salary for 24 months. Misery? Professor Steve Hanke is an applied economist. He may not have visited some of the countries covered by his study, but in the case of Nigeria, he should not rely on textbook statistics. Unemployment rate, lending rate, inflation rate, GDP per capita may make sense to the economists, but those things sound like voodoo to the average Nigerian. The people live in a zone that is beyond theory. The average Nigerian is not intimidated by the gap between the very rich and the very poor, for him or her, there is a religious, rather, a spiritual side to this thing called poverty or inequality. The Nigerian is told by the large population of prosperity evangelists in the country – Muslim, Christian, and animist - that he or she can become rich overnight. In Nigeria, you can see a man as poor as a church rat in January and by December he has a mansion in his village, attended to by a retinue of hangers-on, all very happy, and he too has become an employer of labour and he is likely to pay salaries more regularly than government! Nigeria is the ultimate headquarters of trade-offs; not even Arthur M. Okun could have imagined that. The Nigerian character and attitude both raise questions about the true nature of work, employment, economic growth, or the meaning of misery beyond the theories and “forecasts”. The other question is: what is the integrity of the applied data?

Taming the cancer scourge in Nigeria Feeding on widespread ignorance about the disease, cancer of all forms has continued to wreak havoc on humanity, prematurely cutting down destinies and dreams. It has remained the world’s number one killer disease. The World Health Organisation (WHO) recently revealed that new cancer cases and deaths in Africa are projected to double by 2040. Statistics have shown that estimated new cases in Nigeria as at 2018 was put at 116,000 while 41 cancer related deaths were also recorded. Despite efforts by government and other relevant stakeholders to raise more awareness on how to live a healthy life, cancer has continued to be one of the leading causes of mortality worldwide. New cases and deaths from cancer continue to rise. In 2012, there were 14 million new cases and 8.2 million deaths, whereas in 2018 there were 18.1 million new cases and 9.6 million deaths. If current trends are maintained, the cancer burden in Africa is projected to double from 1,055,172 new cancer cases in 2018 to 2,123,245 cancer cases by 2040. In Nigeria, this chronic illness with often severe effects is a potential death sentence. There is hardly anybody who doesn’t know somebody who has either died of, or is suffering from it. The death of many low and high profile figures from cancer should be a wake-up call for government to be more committed to addressing the rising incidence and cost of cancer in Nigeria. To combat the menace, an intensive community-based mass cervical cancer screening campaign is desirable. Nigerians cannot afford the cost of cancer care. When it strikes, even the rich become beggars. Cancer management must be recognised as team work and government must take the lead. Cancer control must be centrally coordinated and the Federal Ministry of Health must take up that role. We are of the opinion that government should admit that cancer is now an issue of primary health concern and a major cause of premature death of Nigerians irrespective of age, sex, or social class. They should take the bull by the horn by equipping public hospitals and medical centres with effective diagnostic capability to quickly detect and treat cancer infections. The government at all levels should recognise the urgent need for the institution of a policy for mandatory free annual screening checks at local, state and national levels and put in place long-overdue comprehensive world class centres for

cancer prevention, diagnosis and treatment. Cancer is not like malaria or typhoid that weighs you down when it starts. It is not a physical growth that you can easily see. Medical experts call it maligned tumour, it grows abnormally and it spreads. So the earlier you nip it in the bud, the better. A lot of people walk around not knowing that they have this disease inside of them until it gets to a very alarming stage before they find out. This is why it is also very important to raise awareness on imbibing in healthy lifestyle such as good diet, exercise and regular medical checkups. Knowledge is key in the fight against cancer and in getting people to be conscious of their health, they need to know what to do. When people are armed with knowledge, spread of cancer would be reduced. Regular screening is very important because we believe that some of these issues can be nipped in the bud if it is detected early. If you discover you have an ailment, you take care of it on time. Cancer should not kill anybody anymore because there are opportunities for it to be detected and if detected on time it can be stopped.

Rivers guber: Wike maintains clear lead Short News in resumed collation of results Man arrested for alleged raping 6-yearAmaka Agbu, Port Harcourt Incumbent governor of Rivers State, Barr. Nyesom Ezebunwo Wike, of the Peoples Democratic Party, PDP, is clearly leading in the resumed collation of the governorship/House of Assembly results as announced by the Independent National Electoral Commission, INEC, on Monday. Out of the 15 local government areas announced so far by the electoral umpire at its Rivers State headquarters, Aba Road, Port Harcourt, before adjourning till Wednesday morning, the PDP had won the election in 13 local government areas. The closest contender in the race to Rivers State Brick House, the candidate for the African Action Congress, AAC, Biokpomabo Awara, has so far clinched two local government areas of the state as at the time of filing thus report.

The biggest catch for Wike so far is Andoni local government area where Wike polled 92, 056 votes with Biokpomabo Awara trailing behind with 5,335 votes. Meanwhile, the Action Alliance Congress Collation agent for Obio Akpor LGA, Dr. Lawrence Chukwu, has announced that AAC would not accept the result of the 17 LGAs which INEC said it had already collated before the suspension of collation of the results of the March 9 governorship election. He said: “It is very very regrettable for INEC to walk down to Rivers State to tell us that they have already collated results of 17 LGAs and that they are awaiting 6. That is false because we have challenged them and we are also challenging them. If INEC can show us a video coverage showing the collation in these 17 LGAs, showing the E0s, ROs, COs, and different party agents, then we will accept whatever

thing they come out with.” Recall that an elder statesman in Rivers State and the Niger Delta region, Dr. Sara Igbe, has called on INEC to halt the collation of the governorship election in Rivers State. Dr. Igbe said that the people would no longer trust in the neutrality of such results and threw his weight behind the call for the redeployment of INEC REC in the state, Mr. Obo Effanga, alleging complicity in the electoral process. “The same INEC said they could not do collation because there was violence and at what point did they now collate 17 LGA areas,” he queried. He claimed: “These are all lies to deceive Rivers people. Rivers people are bold enough, big enough to understand the gimmicks they are playing. The LGAs they collated are seven and the AAC candidates were leading before they stopped all of them.”

Charles Onyekwere, Abakaliki A 21-year-old man, Uchechukwu Obura, a native of Egushi in Ebyia-Unupfu community, Abakaliki Local Government of Ebonyi state has been arrested for allegedly raping a 6-year -old girl. The suspect while confessing to the crime at the Neighborhood Vigilante office, Nkaliki sub-urban in Abakaliki, told our correspondent that he lured the victim, little Nwifuru (other names withheld) into their bathroom, where he undressed her and had carnal knowledge of the little girl. He said that “I took her to the bathroom when I wanted to bathe and pulled off her wears and had sex with her. It was an eyewitness who saw us that reported to her parents.” He further narrated that he was led by the devil to commit such an unholy act and appealed to the family for forgiveness. Father of the victim, Mr. Nwifuru Joseph Chukwuma, expressed displeasure over the development and lamented that he never believed that such a calamity would befall his daughter. He vowed to pursue the case through all relevant authorities so that it would serve as deterrent to others. “I have been living in the same yard with Uchechukwu for over six years now, but I feel so pained that he engaged my little daughter into such trauma and at first, he denied it until we went to the hospital where it was confirmed.

PDP candidate warns APC against choice of Ndume Tom Okpe, Abuja The Peoples Democratic Party (PDP) candidate for Borno South Senatorial District in the 2019 general elections, Kudla Satumari Haskey, has warned the All Progressives Congress (APC) not to field Senator Ali Ndume as Senate president. Haskey said he is giving the advice because he will eventually reclaim his mandate at the election tribunal as the rightful elected senator for the senatorial district. Speaking to newsmen in Abuja on Tuesday, the PDP flagbearer claimed his victory at the polling units was upturned between the polling stations and collation centre where the results were rewritten in favour of Ndume, the APC candidate. He stated that no amount of pressure and persuasion can make him accept an out of court settlement, expressing confidence that the overwhelming evidences at his disposal are substantial enough to upturn Ndume’s temporary victory. He said: “I contested Borno South Senatorial District on the platform of the PDP and the immediate result of the election is not what is expected. I initially evaluated the outcome of the election to see what action to take, but I have overwhelming response from my people and even the contestants from other political parties that have come out with hard facts and evidences to prove substantial breach of the electoral process. “The evidences have shown that I won the election, but it was upturned between the polling units and the collation centre. For us to deepen democracy and ensure that the process of election is abided by, I decided to take the case to the tribunal.

Military require alternative funding sources to tackle B/Haram, insecurity Henry Omunu, Abujà Chief of Air Staff, Air Marshall Sadique Abubakar has declared that the military would require alternative sources of funding apart from annual budgetary allocations to effectively tackle insurgency and other security challenges facing the nation. Air Marshall Sadique stated this on in an interview with journalists after a budget defense session with the House of Representatives Committee on Air Force in Abuja. He said while the Nigerian Air Force appreciated the support of the National Assembly, insisting however, that there was the urgent need to look beyond the annual budget to seek alternative sources of funds for the military to enable it discharge its constitutional role. He added that “the air force is a very expensive institution that requires a lot of resources to function. I must say that the National Assembly has been very supportive in that regard, especially the House Committee and the Senate

Committee on Air Force. “And we’re working closely together to ensure that we get what’s required in terms of platforms, capabilities and manpower so that we can make Nigeria a more secured country.” Asked if he’s satisfied with what has been proposed for the air force in the 2019 budget, considering the service need for funding as prerequisite for performance, the NAF boss said no institution gets all that it needs in a given fiscal year. “That’s why I would advise that we get alternative sources of funding, rather than just the budget. Like I said, the air force is very expensive to maintain. The aircrafts that fly in the North East consumes about 2, 300 liters of aviation fuel every one hour. That’s just one. “So if you multiply that by the number of hours this team of platforms fly because they fly in formation, they don’t fly separately, so that’s why keeping them in the air is extremely expensive. “However, we are very happy with the support we’re getting from the federal government and the National Assembly. And that’s why we’re now going into not

only air power projection, but protection of the air access and that’s why you have the special forces training that’s going on. “And very soon, we will have sufficient capacity to be able to support other sister services in conducting limited ground operations.” Prodded further on possible alternative sources of funding by reporters, he retorted, that the parliament critically analyze the situation vis-à-vis the requirements of the military. The air chief added that Public Private Partnership (PPP) arrangement, percentage interest from financial institutions as well as the levying of mobile phone users to facilitate security agencies’ operations should be looked into. “You have to be safe first before you can think of enjoying your mobile phone. So whatever you as a subscriber is giving to the mobile phone company can have certain percentage of it deducted to fund the armed forces. “By that, these resources can be channeled straight to the equipment manufacturers and we just get the aircrafts, that all we’re interested in,” he said.

Worried by cases of deaths recorded in the country as a result of counterfeit and unwholesome drugs, members of National Association of Patent and Proprietary Medicine Dealers (NAPPMED) in Akwa Ibom state have been charged to engage in legitimate business to protect the lives of consumers. State Director of the National Orientation Agency, Mr. Enoh Uyoh made the appeal at a one-day sensitization workshop organized yesterday in Uyo by Christabels International for patent medicine dealers. Uyoh said that “the primary goal of a business organization is profit-making, but this profit cannot be made without providing a product that satisfies a need. Also, when the desired essence of the product does not conform to the expectation of the consumer, there is always a challenge of sustainability. “Therefore, any business that emphasizes solely on profit-making without recourse to the safety of consumers is a critical mistake that can make such business go underground. “This explains why product objective is considered not complete until it gets to the final consumer and also satisfy their need. Dealers on fake products should desist from this nefarious act and engage in legitimate business.” Uyoh charged both regulatory bodies and law enforcement agencies such as the National Drug Law Enforcement Agency (NDLEA), Manufacturer Association of Nigeria (MAN) and the police to be more alive to their responsibilities by arresting, prosecuting and punishing offenders.

Enugu to upgrade school of public health to university Moses Oyediran, Enugu The Enugu state government says plans are underway to upgrade the School of Public Health Nursing and Health Technology, Nsukka to a full -fledged College of Health Technology and Nursing Services. Governor Ifeanyi Ugwuanyi disclosed this in Nsukka during the 20th matriculation ceremony of 125 students of the institution for the 2019 academic session. The governor commended the performance of the institution since its inception in 1977 and explained that plans are underway to upgrade the institution. “The state government is happy with the performance and achievements of the School of Public Health Nursing and Health Technology, Nsukka and plans to upgrade it to a college. “When the school becomes a college, thousands of candidates from different states of the federation will seek admissions into the college, “he said. Ugwuanyi, who was represented by the Permanent Secretary in the Ministry of Health in the state, Dr. Ifeanyi Agujiobi commended the Principal of the school, Mrs. Uchenna Eze on the recent approval by the West African Examination Board for the school to start running environmental health programmes. “Since 1977 when the school was established, various principals made efforts for approval of this programme, but within one year you assumed office it was approved.

of banditry activities has continued to persist in some parts of the North West region and along the border areas. “The unwholesome and dastardly acts of these bandits have adversely affected the socioeconomic activities in these areas with attendant effect on human and economic security. “It has also led to deaths and maiming of innocent people with the attendant wanton destruction of properties. “It is on this premise that exercise Harbin Kunama III is planned to mitigate the current threats to security in Katsina, Sokoto and Zamfara states. Meanwhile, Zamfara state Governor, Abdul’aziz Yari, has commended the federal government for the newly established exercise Harbin Kunama III in the state. The governor described the development as timely, considering the intense spate of killings and kidnappings going on in some parts of the state. He commended the army chief for establishing the exercise, saying that the move will in no small measure accelerate the fight against the bandits that have been terrorizing the people of the state.

Olajengbesi, who described the speakership as a key position, urged members of the 9th House to ensure that the position was strictly occupied by a man of integrity, content, character and fresh ideas needed for the growth of the country.

Police reveal identity of officers who killed man in Lagos Chioma Joseph, Lagos The identities of the policemen who shot dead the 36 -year -old Kolade Johnson at the Onipetesi area of Lagos have been revealed. Lagos state Commissioner of Police, Zubairu Muazu, who gave their names as Inspector Ogunyemi Olalekan and Sergeant Godwin Orji of the Anti-Cultism Unit said the named policemen were already in custody. Speaking during a condolence visit to the family of the deceased at No. 1 Beco Street, Onipetesi, Mangoro Bus stop, the police commissioner assured the family of the deceased that justice will prevail in the matter. The state police boss who was accompanied on the visit by senior police officers in the state, condemned the action of the members of the anti-cultism team that carried out the shooting. He reiterated his commitment in ensuring that justice is done in the matter saying that “the men suspected to have carried out the shooting have been apprehended and subjected to internal disciplinary procedures. “I also pray for the repose of the soul of Kolade and pray that the Almighty God will grant the family, friends and well -wishers the fortitude to bear the irreparable loss.”

Ette, Tambuwal, Ihedioha, others pay tributes to late Rep. Amadi Henry Omunu, Abuja Former Speakers of the House of Representatives, Patricia Ette and Aminu Tambuwal as well as former Deputy Speakers, Emeka Ihedioha and Babangida Nguroje on Tuesday paid glowing tribute to the forthrightness, dexterity and tactfulness of the late President of the Pan-African Parliament, H. Bethel Amadi, who died recently. Amadi a former chief whip of the House of Representatives in the 6th National Assembly who eventually became the president of the PanAfrican Parliament had died in Abuja, after a protracted ailment that kept him from the public glare for a long time.

He won election into the House in 2003 and also won re-election for two more consecutive terms which paved way for him to be elected to the office of the chief whip in 2011 after which he contested and won election as president of the continental parliament. At a valedictory session of the House held in his honour, the two former speakers eulogized the departed lawmaker for his steadfastness, dexterity and forthrightness, saying that he was very dedicated to his duties. While Ette said that she is consoled that the late Amadi was a hardworking, loyal and committed lawmaker and a good legislator, Tambuwal in his eulogy said that his path crossed with the late lawmaker

when they were inaugurated in June 2003 as members of the House. He added that they worked together in many House standing committees, describing him as a patriotic and dedicated lawmaker. In his separate tribute, former Deputy Speaker and Governor-elect of Imo state, Emeka Ihedioha said that for all intents and purposes, the late lawmaker was a wonderful personality. He promised to ensure that the lawmaker is immortalized by his administration when he is eventually sworn in as governor on May 29. Also, in his remarks, Speaker of the House, Yakubu Dogara said that the late lawmaker had positively touched many lives and had worked effectively during his short sojourn on earth.

The Akwa Ibom state government says the desire to provide infrastructural development in public schools in the state is irreversible. Speaking yesterday in Uyo, the state capital after the disbursement of quarterly subventions to heads of primary and secondary schools in the state, the Commissioner for Education, Prof. Victor Bassey Inoka said Governor Udom was committed to development in public schools as a foundation to education advancement of the people. Prof. Inoka referred to the provision of modular classroom blocks in some selected schools across the 10 federal constituencies in the state as well as other school facilities such as the provisions of toilets, renovation/ construction of new classroom blocks, construction of perimeter fence and other amenities to enhance better learning conditions in public schools. He disclosed that due to massive amenities in schools, some private school proprietors have approached the state ministry of education for possible take -over of their schools for effective management. “The experts handling the modular classroom blocks have left for holidays during the election and would soon return to complete the projects,” he said.

In line with the provisions of the International Labour Organisation (ILO), the federal government has pledged its commitment to the promotion of decent work environment. Permanent Secretary, Ministry of Labour and Employment, William Alo, made the pledge in Abuja while receiving the National Women Commission of the Nigeria Labour Congress (NLC) led by Comrade Mercy Okezie, who was on an advocacy visit to the ministry on the adoption of the ILO convention on violence and harassment in the work place. He said Nigeria had always eschewed all forms of discrimination

and negative attitudes in the work place, with the provision of adequate laws to forestall such practices. According to him, Nigeria is ready, willing and determined to show more commitment to making the work environment conducive for every worker. “If the work environment is conducive, friendly, accommodating and protective, it brings peace, love and understanding. So, the advocacy is timely because we need to do more,” he added. Alo pledged the commitment of government to supporting the ILO convention on stopping genderbased violence and harassment of women and men, emphasizing the relationship between an enabling work environment, productivity and economic growth.

While congratulating Nigerian workers and the Nigeria Labour Congress in particular, for their efforts in negotiating for the new national minimum wage, he said that “the federal government is determined to ensuring that the average Nigerian worker is happy”. Tunde Opalana, Abuja The Senate on Tuesday suspended its plenary for one week to enable various committees concerned with processing the 2019 budget complete their assignments. The one -week break was necessitated by the inability of the Senate Appropriation Committee to submit its report as agreed upon by the Senate at its last sitting. Senate President, Bukola Saraki had called on the Vice Chairman of the Senate Appropriation Committee, Sen. Sunny Ogbuoji to give an expected date for submission of its report only for the Senate to be shocked by Sen. Ogbuoji’s revelation that less than 10 committees have submitted their report. He pleaded with the Senate to apply its rule to sanction any committee that fails to submit its report by Friday. The Senate President acceded to the request and ruled that any committee report not received by the appropriation committee on Friday will go with the executive submission. He ruled that plenary will reconvene on April 9 while the final report of the appropriation committee should be laid on April 10 and the 2019 Appropriation Bill passed on April 16.

Police beef up security as result collation begins in Rivers Tunde Opalana, Abuja As the Independent National Electoral Commission (INEC) commences the collation of the gubernatorial and House of Assembly election results, the Rivers state Police Command has assured residents that security has been beefed up to ensure the protection of lives and property. The state Commissioner of Police and the Chairman of the InterAgency Consultative Committee on Election Security (ICCES), Usman Belel, after a meeting of the agency and other bodies superintending over the elections, agreed to put in

place adequate security measures to ensure that the entire process is transparent and seamlessly carried out. Part of the security measures put in place, according to Spokesman of the police, Nnamdi Omoni, include the massive deployments of policemen and other sister security agencies to the venue and the outer perimeter of the collation centre and total closure of the Port-Harcourt/ Aba Express Road, the stretch from Waterlines to the GRA junction both in and outwards of the roads while diversions will be only to Olu Obasanjo and Polo Club roads. Driver, 3 others die in crash in Delta Nosa Akenzua, Asaba A ghastly motor accident involving a Delta Line bus and another vehicle along the Aboh -Ogwashi Uku Road in Delta state the early hours of Tuesday, claimed the lives of the driver and three passengers while many others were said to have sustained injuries. It was gathered that the driver of the Delta Line bus died on the spot while the three passengers died on their way to the hospital. Sources said the crash occurred because the bus driver who was allegedly on high speed attempted to overtake another vehicle, but lost control of the bus which then veered into the bush where it somersaulted several times. An eyewitness, Mabel Soroh, who spoke to journalists said the bus crashed as a result of over –speeding, adding that “in fact, we all were just standing by the road and saw the way and manner the bus driver was on top speed while trying to overtake another vehicle. “He failed in his attempt and crashed into the bush somersaulting several times. He died on the spot while three other persons died on their way to the hospital.” It was further gathered that NYSC member who was sitting behind the driver sustained injuries, but did not die is presently receiving treatment at the Aboh General Hospital while other passengers who sustained injuries were taken to an undisclosed hospital.

The United States is considering more sanctions against Iran, whose oil exports have been halved by existing measures, an official said. A key crude terminal in Venezuela, also under U.S. sanctions, has halted operations again. Brent crude rose 10 cents to 69.11 dollars a barrel by 0826 GMT, having touched 69.50 dollars, the highest since mid-November. U.S. crude was up 11 cents at 61.70 dollars after rising above 62 dollars for the first time since early November. “The supply cuts have been there for a while but Venezuela is not improving,” said Olivier Jakob, analyst at Petromatrix. “That is taking a lot of oil away from the market.” Further supply losses from Iran and Venezuela could widen an OPEC-led production cut that took effect in January, designed to prevent a price-sapping rise in inventories. Supply from the Organisation of the Petroleum Exporting Countries hit a four-year low in March, a Reuters’ survey found, because top exporter Saudi Arabia cut more than it had agreed to and due to the involuntary declines. This week’s reports on U.S. supplies are expected to show crude inventories fell, a sign that the OPEC curbs are having the impact producers intended.

Naira closes flat as investors segment records $405.12m turnover Motolani Oseni The Nigerian currency, Naira, on Tuesday closed flat at N360 against the United States’ Dollar at Investors & Exporters Foreign Exchange (I& EFX) window, and parallel foreign exchange market, as investors recorded transactions turnover of $405.12 million.

However, the naira at the unofficial forex segment lost 0.21per cent against the pound, while it gained 0.25per cent against the Euro to close at N476 and N405 respectively. At the I& EFX window, the Naira gained 0.08 per cent to close at N360.60 to the dollar, but lost 0.02 per cent at the Central Bank of Nigeria (CBN). “Going forward, we expect the foreign

exchange market to continue to see support from CBN’s intervention sales,” analysts at InvestmentOne research noted. At the fixed income market, the money market rates declined today as Open Buy Back and Overnight rates were down to five per cent and 5.7per cent from 9.86per cent and 10.67per cent respectively as at last week Friday. The decline in rates may be due to persistent

absence of CBN’s OMO auctions which seems to have given liquidity a breather. The bond market was relatively negative today with yields increasing across most maturities. However, the yields on the 5year and 10year benchmark bonds closed flat at 14.47% and 14.36% respectively, the yield on the 7year benchmark bond rose by eight basis points to close at 14.48%.

FG spent N300bn on Social Investment Programme - Presidency Mathew Dadiya, Abuja The Federal Government has said that it spent about N300 billion on the National Social Investment Programmes in the last three years. The Special Adviser to President Muhammadu Buhari on National Social Welfare Programme, Maryam Uwais, said this on Tuesday in Abuja during a joint oversight visit by Senate and House Committees on Poverty Alleviation. The delegation was led by the Chairmen of the committee in the two chambers, Sen. Lawal Gumau and Alhaji Mohammed Wudil. Uwais said that the social investment programmes since inception in 2016, aimed to improve the living conditions of Nigerians through capacity building, investment and direct support.

He said: “So far we have over 11.5 million direct beneficiaries on all our programmes. We also have about nine million indirect beneficiaries. “Right now we have over 700,000 people on the National Social Register but the people we are paying under the Conditional Cash Transfer Scheme are about 300,000. “This is because we select only the poorest of the poor in every community and every payment is done through their bank account, so we are able to track every kobo spent,’’ she said. On the school feeding programme, the presidenti aide said that the programme was currently feeding over 9.5 million pupils in 30 states and has empowered 101,000 cooks. “We are feeding over 9.5 million children in about 56,000 schools around the country. The value chain in the school feeding programme is just amazing. “Not only are the children coming back to school, we are seeing that they are more

alert in class and absolutely happy to come to school. “We are also seeing that farmers are smiling to the banks. This is because we need at least seven million eggs every week, over 600 cattle, 83 metric tonnes of fish and lots of fruits and vegetables,’’ she said. Uwais said that through the Government Enterprise and Empowerment Programme (GEEP) the federal government was providing financial support to businesses at the bottom of the financial pyramid. She mentioned Tradermoni, Farmermoni, and Marketmoni as the programmes being executed under GEEP. “Tradermoni was created specifically for petty traders and artisans across Nigeria. “With Tradermoni, you can receive interest-free loan starting from N10,000 and growing all the way to N100,000 as you pay back,’’ she said. On the challenges in the delivery of social benefits, Uwais said that adequate funding

remained a major setback. “We don’t get our full funding. Only about 25 per cent of our funds have been released, so we have to find ways and means to be cost effective about our spending,’’ she said. Uwais said the National Social Investment Office was currently leveraging on other agencies like the Central Bank of Nigeria, Nigeria Inter-Bank Settlement System, and the National Bureau of Statistics to carry out its mandate. She commended the World Bank for the grant given to the office for Conditional Cash Transfers, and also ActionAid for its role in monitoring and evaluation of all the social investment programmes. Earlier, Alhaji Mohammed Wudil, Chairman, House Committee on Poverty Alleviation said the visit would help the committees in making informed decisions concerning budgetary allocations to the programmes as proposed in the 2019 budget.

Amed, disclosed this on Tuesday at a budget defence session with key revenue generating Ministries, Departments and Agencies (MDAs) organised by the House of Representatives joint committee on finance, appropriation, aids, loans and debt management under the Chairmanship of Hon. Babangida Ibrahim. According to the minister, “we are working now to implement the TSA to cover foreign

accounts operated by government agencies in order to broaden the net and minimise leakages.” She explained that the federal government had evolved a new revenue strategic growth agenda developed by her ministry to ensure a sustainable revenue flow system. According to the Minister, “we have identified new revenue streams and we’re

working to tap into them, especially the identification of new taxes for which we are working with the FIRS to bring that to fruition, of course with an amendment to relevant tax laws.” She assured that her Ministry was doing everything possible to ensure that all revenues due for the Federal government were adequately captured and remitted accordingly.

NSE: How profit-taking in Oil & Gas, other stocks shed N59bn in 3 months Temitope Adebayo Investors’ profit-taking in Oil & Gas and Consumers goods stocks listed on the Nigerian Stock Exchange (NSE) down the equities market segment by N59 billion in first quarter (Q1) of 2019. Market capitalisation (market cap) is the market value of a publicly traded company’s outstanding stocks had opened the year at N11.672 trillion and closed March 29, 2019 at N11.731 trillion, translating into N59 billion declines. Despite the foreign and domestic challenges, investors profit-taking in above indices’ led to equities market decline in Q1 as other indices’ recorded marginal decline. The Daily Times checks, however, showed that investors profit-taking in the stocks of Seplat Petroleum Development Company Plc, and 11 Plc dragged the NSE Oil & Gas index to 290.52basis points in Q1 2019 from 302.23 basis points it opened for trading this year while the NSE consumers goods index dropped by 5.01 per cent to 711.29 basis points

from 748.83 basis points it closed 2018. Our findings, also, revealed that stock price of Seplat Petroleum Development Company in Q1 2019 dropped to N590.00 from N640.00 the equities market opened for trading in 2019. Stock price of 11, a downstream company also dropped to N178.00 from N185.50 it opened for trading this year, representing a decline of 4.04 per cent or N7.50. Similarly, sell-off in Dangote Sugar Refinery Plc, Flour Mills Nig. Plc and Honeywell Flour Mill Plc stocks depreciated the NSE Consumers goods by 5.01 per cent to 711.29 basis points as at March 29 from 748.83 basis points it opened for trading this year. Analysts explained that investors in the capital market reacted to weak corporate earnings of Dangote Sugar Refinery, Flour Mills Nig. and Honeywell Flour Mill. The three posted significant decline in nine months ended results released to The Exchange in early February. NSE Consumer Good Index dropped by 2.12 per cent to 1,227.72 basis points in Q1 from 1,254.34 basis

Consequently, the general market performance, NSE All-Share Index, an index that tracks the general market movement of all listed equities on the Exchange, including those listed on the Alternative Securities Market (ASeM), regardless of capitalization dropped to 31,041.42 basis points, 1.24 per cent below 31,430.50 basis points the market opened this year. Further findings revealed that NSE Banking Index, NSE Lotus II appreciated by 1.26 per cent and 1.51 per cent to close Q1 at 403.96 basis points and 2,267.64 basis points respectively, while Industrial Goods Index appreciated by 0.15 per cent to close the quarter under review at 1,239.73 basis points. Capital market analysts who spoke with our correspondent attributed the downward equities market in Q1 to political unrest, leading to foreign investors to exit the market. The MD/CEO, Enterprise Stockbrokers Plc, Mr. Rotimi Fakayejo responding to equities market performance in first quarter said, the delayed passage of 2019 budget and political unrest are eroding impressive corporate earnings of listed

companies on NSE. According to him, “For now, I think a lot of things are still not yet in place and it is affecting impressive corporate earnings of listed companies. The 2019 budget is still pending. The buildup to 2019 general elections and after has led the oppositions to context the outcome and at the same time, the foreign portfolio investors who have pulled out before are not yet convinced to come back. “More so, for the fact that we are seeing the audited financial statement been released, that implies that we still require the result of the first quarter to be able to consolidate what we have already seen.” The Managing Director, Cowry Asset Management Limited, Mr. Johnson Chukwu, said that the heightened political risks affected the decline in the equities market in Q1. According to him, “we saw a year that was impacted and dominated by political activities. So, the decline we saw in the first quarter and that of the month of March was as a result of heightened political risks and those risks included the postponement of the presidential election.

EFCC cautions banks’ compliance chiefs on abuse of Post No Debit Order, Whistle-blowing Motolani Oseni The acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu has called on officials in the financial institutions in the country to be wary of “dubious individuals or groups within and outside their establishments”, who abuse both the whistle-blowing policy of the Federal Government as well as the Post No Debit, PND, Order in the sector. Magu said that there were strong indications that some banks officials divulge information on high-

net-worth accounts to their accomplices, who in turn obtain a purported PND order to fleece unsuspecting customers. The EFCC Chairman gave the warning on Tuesday during a meeting with Chief Compliance Officers of Banks in Lagos. He also lamented that the Post No Debit, PND, order was being abused by certain individuals in connivance with “unscrupulous bank officials” to achieve some set goals. According to him, “These individuals demand bogus five percent commission on the isolated high-net-worth accounts of the bank customers, thereby making a mockery of the whistle-blowing

policy of the Federal Government and subversion of ethical practice of the banks, which emphasises confidentiality of their customers. “We must stop the unfolding connivance against high-net-worth accounts in the banks. Some of these accounts might not necessarily be under investigation. “They might be inheritance or proceeds from genuine investments.” Magu further sought the cooperation of the group to sanitise the banking industry, adding that Nigeria’s banking sector ought to be at par with that of developed countries. In his response, one of the bankers commended Magu for engaging and interfacing with them

regularly on various issues affecting the industry. He assured Magu that “we would go back and look inward for people who might be involved in such untoward acts of giving out information on their customers’ bank accounts.” He described the practice of divulging information as a breach of the fundamental principles of the banking industry, which must be seriously addressed. “I want to urge you to always pass any intelligence or information that needs the attention of the banks for us to proactively address it. “We will continue to partner with the Commission to ensure that the banking industry is sanitized,” he further stated.

State; tagged “Challenges of Cybercrime: The role of the Telecoms Service Providers.” He said that the call became necessary in view of the increasing access and demand for broadband, noting that Nigeria must be cognizant of the reality that accessing broadband internet has also brought unlimited consequences of cybercrime. He said it was time organisations and telecoms service providers began to use next-generation authentication as against the hitherto usernamepassword authentication as, according to International Telecommunication Union(ITU) report, the latter is

vulnerable to hacking and all forms of cyber attacks. The NCC EVC expressed worry that the cyberspace has become a blossoming haven for cyber criminals to perpetrate their insidious acts which have continued to cost unsuspecting internet users and many organisations billions of naira in loss of revenue and money, adding that the main target of cybercriminals is to steal information, passwords, or the identity of genuine internet users for selfish profiteering. Shell pays Nigerian govt $6.3bn in 2018 Mathew Dadiya Over $6.397 billion was paid to the Nigerian government and its agencies in 2018 by Shell exploration and production companies in Nigeria comprising The Shell Petroleum Development Company of Nigeria Limited (SPDC) and Shell Nigeria Exploration and Production Company Limited (SNEPCo). The payment represents a 48 per cent increase overpayments by the companies to the Nigerian government in 2017 which was $4.322 billion. The Group Chief Executive Officer of the Royal Dutch Shell, Ben Van Beurden,on Tuesday stated that the payments signaled the global oil giant’s renewed commitment to greater transparency. The documents are Shell Sustainability Report; Industry Associations Climate Review; Nigeria Briefing Notes; and Payments to Government Report. Beurden said, “Shell must remain at the forefront of the drive for greater corporate transparency. We will continue to be more open about what we do and why we do it”, said van Beurden. “We want to help people better understand Shell’s performance, values and principles. These reports outline our approach and activities in the crucial areas of sustainability and our relationships with industry associations and governments.”

The Federal Airports Authority of Nigeria (FAAN) has decried the inadequate space at the apron side of the Murtala Muhammed International Airport (MMIA), Lagos, saying that it affects other users. This is as DHL, which uses Lagos Airport as its hub in West Africa has threatened to relocate its operations away from the airport to Ghana. Mr Victoria Shin-Aba, Regional, General Manager, South West, stated this on Tuesday during the tour of the airport facilities. Shin-Aba said that it presently has four parking bays for cargo and 14 avio bridges at the international wing of the airport, but lamented that some of the facilities were being taken over by either unserviceable aircraft or serviceable aeroplanes that were not put into use by their owners. Shin-Aba stated that the Lagos Airport at present operates 272 aircraft movement daily; arrival and departure.

Ogun Assembly Majority Leader dumps Amosun’s APM, returns to APC Stories by Patrick Okohue The Majority Leader of the Ogun State House of Assembly, Adeyinka Mafe, has defected from the Allied Peoples Movement (APM) to the All Progressives Congress (APC). APM is the party with which Ibikunle Amosun, Governor of Ogun State, attempted to actualise the governorship ambition of Adekunle Akinlade, who failed to secure the ticket of the ruling party. Mafe, who represents Sagamu 1 State Constituency in the Assembly, resigned from the APC alongside three other lawmakers in November 2018 to

join Amosun’s APM. However, with Akinlade having lost the election and Amosun even facing expulsion threats from the APC, Mafe has now returned to his original party. “I had earlier written a letter to leave APC. I write to officially withdraw the letter and I wish to notify you that I remain a member of APC Next Level,” he said in a letter of withdrawal read at plenary by the Speaker of the assembly, Suraj Adekunbi. It is yet unclear if the three officers who joined APM with Mafe, Idowu Olowofuja, the Chief Whip (Abeokuta South II); Ganiyu Oyedeji (Ifo II) and Tunde Sanusi (Obafemi Owode), will return to the APC as well.

PDP’s failure in Ekiti is only a temporary setback - Senator Olujimi The Senate Minority Leader, Mrs Abiodun Olujimi, has said that the defeat of the Peoples Democratic Party (PDP) in Ekiti State in the last general elections was a temporary setback. Olujimi told newsmen in Ado Ekiti that internal wrangling among PDP members and manipulations by rivals accounted for the poor outing of the party in the state. She however, expressed optimism that the party would soon reclaim its leadership position as well as its dominance on the state’s political scene. Olujimi, a former deputy governor and one-time member of the House of Representatives, currently represents Ekiti North Senatorial District. According to her, the PDP has put behind it the electoral loss and is determined to take over the state through democratic means in 2022. The News Agency of Nigeria (NAN) reports that the All Progressives Congress (APC) won all the electoral posts in the state, including the three Senate seats, six House of Representatives seats and the 26 State Assembly seats. Olujimi argued that that the APC-led government in the state had already failed to meet the expectations of the people. “Whether you like it or not, PDP will bounce back and we are also going to sweep everything next time around. “PDP will bounce back, but we have sheathed our swords to rebuild the party. “What is required of the party is to put its house in order and we have begun moves to reconcile aggrieved individuals within the

party. “Those that have left the party for greener pastures will soon return home because they were disenchanted. “The internal crisis will soon be resolved very soon and efforts will be geared toward liberating Ekiti people from the shackles of penury and unemployment among others,’’ she said. She urged party members not to be dismayed by the outcome of the polls, but remain steadfast and committed. NAN reports that Olujimi lost to Mr Dayo Adeyeye of APC in the Feb. 23 National Assembly polls. The PDP chieftain, however, claimed that the election was fraught with irregularities. “The exercise was not free, fair and credible, but characterised by electoral fraud. It was a day-light robbery as the electorates were driven away from polling booths. “If it had been free, fair and devoid of rancour, I would have garnered more than the 54,000 votes,” she said

Oyo Guber: APC candidate challenges PDP’s Makinde victory at tribunal The governorship candidate of the All Progressives Congress (APC) in Oyo State, Adebayo Adelabu, has filed a petition at the tribunal to challenge the victory of Mr Seyi Makinde of the Peoples Democratic Party (PDP) in the March 9 election. The News Agency of Nigeria (NAN) recalls that the Independent National Electoral Commission (INEC) had declared Makinde winner of the governorship election after polling 515,621 votes to defeat

Adelabu who had 357,982. Other respondents in the case are the PDP and the Independent National Electoral Commission (INEC). An investigation by NAN on Tuesday at the secretariat of the Governorship Election Petition Tribunal in Ibadan revealed that only Adelabu and his party filed a petition. NAN reports that the 21 days stipulated by law for any party to file its petition at the tribunal

commenced from the day the winner of the election was declared. NAN also reports that the 21 days deadline to file any petition ended on March 31. Meanwhile, the National Assembly and State House of Assembly Election Petition Tribunal received a total of 31 petitions. The petitions are four for the Senate, 12 for the House of Representatives and 15 for the state House of Assembly.

Dickson to NYSC DG: Go after those who molest, abduct corps members on election duties The Bayelsa State governor, the Honourable Seriake Dickson has called on the Director General of the National Youth Service Corps (NYSC), Major General Suleiman Kazaure to complement the efforts of the state government in fishing out those who manhandled corps members during the 2019 elections. The governor who spoke when the Director General paid him a courtesy call on him in Yenagoa, said the call has become imperative in view of the reckless manner leaders of the All Progressives Congress have been compromising the security architecture of the state. In a statement by his Special Adviser on Media Relations, Mr Fidelis Soriwei, Governor Dickson described corps members as critical national assets that need the support and protection of every right thinking individual to enable them carry out their assignments effectively. He decried the abduction and molestation of the NYSC members in parts of the state where some of them were forced by APC faithful to write non-existent results in favour of their party during the general elections. While commiserating with the NYSC family over the killing of two corps members at Swali, a suburb of Yenagoa, the governor described the incident as a cult-related activity.

The governor, who urged the Director General to take stringent measures against such acts, noted that the state government has already begun the process of bringing those found culpable to book. His words, “I want you to take a tough position whenever and anywhere your corps members who are posted on electoral assignment are manhandled and held hostage as some criminals parading themselves as APC leaders in Bayelsa State do from time to time. “We feel very strongly about this but as you know, the security architecture of our country leaves very little room for a governor. So, I need you to take a tough line on all politicians who behave like criminals. You can help to make a case because security knows no partisan divide and boundary. “Since 2015, there are people who say they are APC leaders, who use the name of the President and Federal Government to intimidate security people and promoting crimes, criminality and brigandage in the name of politics. “They don’t allow security personnel to do their jobs. So, the security architecture that we have painstakingly built over the years has been somewhat compromised. So we are now contending for space with non state actors, which should not be.”

Assuring the NYSC of his administration’s continued support, the governor said the state government has approved a 100 percent upward review of corps member’s monthly allowance with effect from this month. Governor Dickson also promised to complete the ongoing permanent orientation camp in Kaiama, headquarters of the Kolokuma/ Opokuma Local Government Area before leaving office next year. To enhance the safety and security of corps members, he said government has already provided special communication line to them for prompt response in the case of any emergency. Earlier, the Director General of National Youth Service Corps, Major General Suleiman Kazaure said he was in the state to inspect facilities at the NYSC Orientation Camp. Major General Kazaure expressed gratitude to Governor Dickson for supporting NYSC in terms of building a befitting permanent orientation camp as well as upward review of Corps members’ welfare allowances. The NYSC Director General was accompanied on the Courtesy visit by the Director, Special Duties, Mr Hilary Nasumu, the State Coordinator, Mrs Bolade Loto, and Special Assistant to the Governor on NYSC Matters, Mr Suoyo Appah.
