States must improve their IGR in next few years – Osinbajo
Continued from page 1
According to him, it has always been the tradition for all elected officials in Nigeria to complain about inadequate funds. “So, we will not be saying anything new if and when we raise those complaints; Lagos State, the highest IGR earner was earning 600 million in IGR when minimum wage was increased from N7,500 to N18, 000, about 140 per cent increase. “We are confronted again with the new increase in minimum wage. So as scripture says, `there is nothing new under the sun.’ We must confront the problem, not merely by hoping that the Federal Government can do more. “Already, our deficit is close to two trillion Naira, while debt service is somewhere in the order of 54 per cent; states must in the next few years earn more in IGR. “We must effectively collect VAT and increase our agricultural output, work with the Federal Government to make broadband infrastructure available all over the country. “So, our young people anywhere in the country can do jobs anywhere in the world from their villages in any corner of Nigeria. “If a state is charging for right of way from communications companies and is hindering the laying of cables and other broadband infrastructure as an IGR measure, permit me to say that will be penny wise pound foolish.’’ He said that to tap into the millions of jobs in technology and other services that a country like India had tapped into required broadband infrastructure across the country.
On agriculture, he said that each state must leverage its most advantageous agricultural produce, by working with the Federal Government’s initiatives in agricultural credit and the recently inaugurated Green Alternative. He said it was possible for states to generate significant revenues from agriculture. Osinbajo assured the inductees that the Federal Government would equitably treat all states in spite of party affiliations. “After all, all the mind boggling achievements of the regions in our history were without oil money, but mainly agriculture and taxes. Today there are even more options. “On the part of the Federal Government, we have our work well cut out for us, but it may offer some comfort to reiterate that President Muhummadu Buhari has shown in the past four years that he would be completely transparent with the Federation account. “Secondly, that all states will be treated fairly and equitably irrespective of party affiliations, and thirdly that the Federal Government will play its role in support of the states as often as necessary and within its means. “We have in the past three years intervened through loans, bailouts and refunds to the tune of well over one trillion naira, representing the highest amount of Federal Government’s extra statutory allocation/ intervention to states in Nigeria’s history. “And we are proud to say that there were no discriminations along party lines in the disbursements,’’ he said. The vice president said that in the next four years,
Buhari had made it clear that his administration would be focusing attention on human capital development and infrastructure. He said that Buhari’s administration would be working with the states on education, especially the education of girls as the administration had begun some deep diving in that respect with its Human Development Index (HDI) work at the National Economic Council (NEC). Osinbajo said that the administration was doing the same with healthcare. The vice president said that the administration had already started to implement the one per cent of the Conditional Revenue Fund (CRF) in the Health Act. In an interview with newsmen, Bala Mohammed, Governor-elect, Bauchi State, said that the inductees should see themselves as those called to duty and work toward delivering the dividends of democracy to the people. “I listened to the development partners and what the vice president said, government is a collective responsibility. Government is a trust and we should rediscover ourselves. “We should know that we are privileged out of 200 million, 74 of us have been elected as governors, as deputy governors, as president, as vice president, we must be able to deliver, to leave legacies and landmarks,’’ he said. On his part, the Governorelect of Imo State, Emeka Ihedioha, said he would look at ways of improving the IGR of the state. He said he was looking forward to running an inclusive government that would factor in all shades of opinion.
Nigeria’s population now 201m, says UNFPA Doosuur Iwambe, Abuja Latest report released by the United Nations Population Fund (UNFPA) has revealed that Nigeria’s population has hit a new high of 201 million. The UNFPA in its 2019 state of the world population report published on its website noted that the country’s growth rate has been at an average of 2.6 percent from 2010 to 2019 with the fertility rate among Nigerian women dropping from 6.4 in 1969 to 5.3 in 2019. That means an average Nigerian woman gives birth to at least five children while Global fertility rate, or the average number of births per woman stood at 4.8 in 1969; 2.9 in 1994; and 2.5 in 2019. The report further noted that contraceptive prevalence
rate among Nigerian women aged 15-49 is only 19 percent, adding that decision making on sexual and reproductive health and reproductive rights among these women has averaged at 51 percent between 2007 to 2018. What this entails, according to the report, is that 49 percent of Nigerian women still do not have the power to decide on their sexual and reproductive health and reproductive rights. The UN agency estimated that Nigeria’s population has grown from 54.7 million in 1969 to 105.4 million in 1994 and 201.0 million in 2019. Of this 201 million, 44 percent or 88.44 million are between the ages of 0 and 14, while 32 percent, 64.32 are within the ages of 10 and 24. The reports revealed that “reproductive rights are still out of reach for too many
women, including the more than 200 million women who want to prevent a pregnancy but cannot access modern contraceptive information and services”. “Ultimately, almost all of the 4.3 billion people of reproductive age around the world today will have had inadequate access to sexual and reproductive health services at some point” The Daily Times recalls that the world population had in 1969 reached 3.6 billion, up about 1 billion from only 17 years earlier, leading to the establishment of UNFPA. The UN agency has succeeded in reducing fertility rates worldwide by about 50 percent. In the least developed countries, fertility was about six births per woman in 1969.

NGF to FG: Borrowing no solution to Nigeria’s problems Mathew Dadiya, Abuja
The Nigerian Governors Forum( NGF), an umbrella body of governors of the 36 states of the federation, has expressed concern over the increasing debt profile of the country, saying that borrowing is never a reliable alternative to solving the country’s economic challenges. Zamfara State governor and chairman of the NGF, Abdulaziz Yari, said this on Monday at an induction programme organised by the NGF for new and returning governors at the Presidential Villa, Abuja. Yari, who also raised the alarm over an impending recession by 2020, said that if nothing is done to cut the nation’s rate of borrowing, source alternative means of
revenue generation, the likely recession may last up to the third quarter of 2021. The NGF chairman called on his colleagues to work hard to multiply their revenue generation bases” so that together we change the course of doing government business for the betterment of our people. According to him, for most of the states, IGR is nothing to write home about, stating that they must look inwards by boosting their revenue generation base and also utilise them effectively for execution of projects that would touch the lives of the people. However, the governor pointed out that even though many states have fared well by executing projects, there was still the need for states to work harder to boost their Internally

Fidelity Bank Plc reported 34 per cent increase in PBT to N6.67
billion in Q1 2019 while Union Bank of Nigeria on Monday posted 0.6 per cent increase in PBT to N5.4 billion in Q1 2019 as against N5.41 billion reported in Q1 2018. Commenting on the results, Chief Executive officer, Union Bank of Nigeria, Mr. Emeka Emuwa, in a statement, said: “Our focus in 2019 is to leverage our platform to deliver efficiency and seek to maximise value across all areas of the bank. “In a low yield environment, the Group’s Non-Interest Income growth compensated for the slowdown in interest income stemming from the optimisation of our loan portfolio in 2018. Consequently, Profit before Tax (PBT) was maintained at N5.4 billion, consistent with Q1 2018. “In line with our priorities, we recorded a material improvement of 819 per cent in loan recoveries with N2.8 billion recovered during the period. Our asset quality continues to improve, with Non-Performing Loans (NPLs) down to 7.8 per cent from 8.7per cent as at December 2018. “We are employing a multipronged approach focused on increasing revenue and optimising cost to ensure we
deliver enhanced performance in 2019.” Speaking on the Q1 2019 numbers, the Chief Financial Officer, Union Bank of Nigeria, Mr. Joe Mbulu said, “The Group’s resilience in a challenged environment is demonstrated in these first quarter numbers. While Gross Earnings declined by five per cent to N37.7 billion from N39.5 billion in Q1 2018 due to loan book resolutions from the previous year, our Non-Interest Income grew by 39per cent from N7.8 billion to N10.8 billion driven by recoveries, creditrelated fees and dividends from investments. “Operating Expenses increased marginally by four per cent QoQ, reflecting adjustment to staff compensation to strengthen our workforce; and increased depreciation expenses from technology investments to strengthen our treasury and transaction banking platforms in 2018, in line with our desire to lead in the transaction banking space. With the commencement of our Long-term Efficiency Acceleration Programme (LEAP), we expect to record savings on the expense line in 2019.
and insulate it from frequent crisis stemming from absolute reliance on oil, they must look seriously into the need to diversify the economy by investing enormous resources in agriculture and mining. Yari also stressed the need to slam high import tariff on agricultural products such as maize and wheat in order to boost their production and provide raw materials for local industries. The NGF chairman noted that, from the records, government spends about two trillion naira on oil development yearly, suggesting that if one third of the amount is dedicated to agriculture and mining, the state of the economy would have been different by now. He further stated that there is no better time for the Federal Government to pay more serious attention to the issue of diversification than now when the world is moving away from carbon fuel to biofuel and electric vehicles. He said: “By the mid 2014, the price of crude oil which is sadly the main driving force of government’s expenditure, dropped to 75 dollar per barrel. It therefore became very difficult for many states to even pay salaries of their workers. “This scenario is a wake-up call for all of you to come amply prepared to face these kinds of challenges especially since we are expecting the possibility of another cycle of recession by the mid 2020 and which may last up to the third quarter of 2021. “In so doing, key revenue agencies like NNPC, FIRS, NCS and other sister agencies must be made to work more especially now that Mr. President has signed the much awaited National minimum wage law, pegging the minimum workers salaries at 30,000 naira per month”. He also stated that despite Nigeria’s 59 years of independence, “we only have a 20 year history of uninterrupted democratic experience. Nigeria still has a relatively nascent democracy that requires more nourishment and gradual process to develop. “We must fight all incentives to corruption by waging the war through a bottom up approach. Attention should equally be focused on all strata of the society if we are to win the war against this scourge.” He said the political leaders need to be supported to act within their powers, rather than being pushed to run faster than their feet. He also called on the Federal Government to revisit its approach to fighting corruption, saying there is a need for proactiveness in its approach.

INEC has replaced servers nationwide, PDP alleges Insists on forensic examination of all relevant documents, equipment used for Presidential poll
Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has alerted the nation over an alleged replacement by the Independent National Electoral Commission (INEC) of all the servers in its Headquarters and offices in all states of the federation and Federal Capital Territory, in a desperate bid to obliterate the actual results of the February 23 Presidential election transmitted from the polling centres across the nation. Describing the desperate replacement as completely reprehensible, the party said this move has further exposed the culpability of INEC in the manipulation and rigging of the 2019 Presidential election. The PDP in a statement Monday in Abuja claimed it has been well briefed on how the INEC leadership and officials of the Buhari Presidency became jittery
and resorted to the desperate measure, after realising that the servers have information of Atiku Abubakar’s victory at the election. Kola Ologbondiyan, PDP National Publicity Secretary, in the statement, said the party also has details of how the INEC leadership and the Presidency agents procured and detailed computer experts to the commission’s offices to switch the servers, mutilate vital information in the system and attempt to erase all trails of transmitted results to the main server. “Moreover, our party has been informed about how the INEC leadership, several weeks after the election, used some compromised officials of the commission to manipulate voter registers in some states by ticking names of individuals who did not participate in the Presidential election, as having voted. This is with the view to using such to cover the fictitious results it wrote for the APC.
Secondus “What INEC and the Buhari Presidency do not understand is that computer software and applications leave traces, signatures as well as footmark. Forensic investigation of the system will reveal the real votes transmitted from the polling centers, which show Atiku Abubakar as the winner of the election” the party said.
Insisting on forensic examination of all relevant documents and equipment used for the Presidential election, he said he PDP will continue to be at alert as it stand with Nigerians to reclaim its stolen mandate at the tribunal and no amount of manipulations by INEC will detract from this national resolve.
Labour warns govs on minimum wage implementation The labour movement in Nigeria has charged state governors to implement the new National Minimum Wage signed into law by President Muhammadu Buhari recently. Dr. Nasir Idris, President of the Nigeria Union of Teachers (NUT) and Deputy President, Nigeria Labour Congress (NLC), stated this in Abuja on Monday, at a pre-May Day sensitisation rally on Monday in Abuja. The theme of the Pre-May Day Rally tagged “March for jobs, labour rights and shared prosperity,” was organised by the NLC and the Trade Union Congress (TUC). According to him, we are calling on the governors to put machinery in place to ensure that they implement the N30,000 minimum wages for workers in the country. “The NLC and TUC will not condone any
governor that failed to implement it for his workers. “We want to assure workers that any governor that refused to implement the new minimum wage for workers, we are going to make the state unbearable for him. “We will do anything humanly possible and we are going to use our might and strength to ensure that they implement that minimum wage,’’ he said. Idris called on the management of the Federal Capital Territory Administration to set the ball rolling for the implementation of the new minimum wage. Also, Mr Najeem Yashin, NLC Deputy president said the rally was to sensitise workers on the May Day celebration and why they should come out en-mass to celebrate the day. Yashin said that on May Celebration the Nigeria Labour movement would be calling on the Federal
Government and the State government to ensure that the new minimum wage was implemented to the letter. “We will also be calling on the Federal Government to create more jobs for our teeming youth in the country,‘’ he said. Speaking, Mr. Lawrence Amechi, President Civil Service Union of Nigeria said the march became necessary as the PreMay Symposium was suspended. “The march is important because we have suspended May Day Symposium, so we decided to do this march so that many of our people will be aware that we want them to come out en-mass on May 1. “We have decided to go round Abuja to awaken workers consciousness, which is what we have done today and we are happy that the turnout is very impressive. We also want to use this opportunity to urge
the state governors to immediately start the implementation of the minimum wage. “Because President Muhammadu Buhari has signed it into law on April 18, and the effective day is April so we are already in arrears of few days. “So by the end of May, we expect that every worker will go home with the salary, in fact, most of the problem that we are having are with the state governors and we have asked them to cut down their excesses and pay the new wage,‘’ he said. Amechi, however, added that any state that refuses to pay would face the full wrath of the union. “So by the end of May, if no governor has paid the minimum wage and the arrears cumulatively, it is going to be war between labour and that particular government and we hope that they will do the needful,‘’ he said.
N19.4bn arms funds: Court fixes June 11 for trial of Dasuki, others Justice Hussein Baba-Yusuf of an FCT High Court, on Monday, fixed June 11 for trial to begin for former National Security Adviser (NSA), Col. Sambo Dasuki (rtd) and Amb. Bashir Yuguda, in the alleged misappropriation of N19. 4 billion arms funds. The EFCC charged Dasuki, Yuguda alongside former Governor of Sokoto State, Attahiru Bafarawa, his son, Sagir and his company Dalhatu Investment Limited. The EFCC charged them with 25 counts bordering on criminal breach of trust and misappropriation of public fund to the tune N19. 4 billion. Justice BabaYusuf adjourned the matter after Dr Lateef Fagbemi, SAN counsel for Bafarawa, briefed the court that Dauski’s lead counsel , Mr. Joesph Daudu, SAN, was bereaved. Justice Baba-Yusuf after listening said that the court agreed with the position of all the counsel that the death of a daughter in-law, was weighty enough to grant an adjournment. “The matter is further
adjourned until June 11 for trial’. Earlier, EFCC Counsel, Mr. Oluwaleke Atolagbe, informed the court that the case was scheduled for commencement of trial and they were in court with their witness. He informed the court further that Dasuki ‘s lawyer informed them that Daudu was bereaved. Counsel for Bafarawa, Mr Lateef Fagbemi SAN, was asked by the judge to brief the court on the bereavement. Fagbemi informed the court that it was true that the matter was slated for today for trial, but their colleague, Daudu, lead counsel for Dauski, was bereaved and all counsel have been informed. ” The deceased was a staff of his chambers as well as his daughter in-law. ” All counsel have met. This ugly situation has overshadowed everything, accordingly, all counsels have agreed that the matter be adjourned until June 11, at the convenience of the court. “All counsel in the matter agreed to that, ” he said.
Judge’s absence stalls arraignment of Bauchi’s gov-elect Andrew Orolua, Abuja Attempt by the Economic and Financial Crimes Commission (EFCC) to arraign the governorelect of Bauchi State, Bala Mohammed, before the Federal Capital Territory (FCT) High Court in Maitama district Abuja was stalled on Monday due to the absence of the judge. However, the private prosecution counsel for the EFCC, Mr. Wahab Shittu, said on Monday that the insinuation that the arraignment was a political witch-hunt against the governor-elect was unfair. He told journalists who were in court that, “EFCC is an anti-corruption agency, it does not play politics. It exists to serve the public.” On the arraignment, he said “It is a matter that was ongoing before another judge who has now been elevated to the Court of Appeal. The expectation, he said, was that the matter would soon be reassigned to another judge. He said: “Just a week ago, the registry of this court sent us a notice that today (Monday) has been fixed for the re-arraignment of the defendant. It was not at the
instance of the court. “You know when a case is transferred to another court, it starts de novo (afresh).” Shittu said that no one should see Bala Mohammed’s fresh arraignment as an attempt by the EFCC to intimidate anyone. “Let us focus on the matter before the court. EFCC exists to serve everybody,” he added. Mohammed, a former minister of FCT who won the Bauchi State Governorship election in March on the platform of the Peoples Democratic Party (PDP), was to be arraigned before Justice Yusuf Halilu. He was to be arraigned on a fresh 6-counts charge bordering on false declaration of assets and giving false information to the Economic and Financial Crimes Commission (EFCC). Though Mohammed and his team of lawyers and prosecuting counsel for the EFCC were present in Court, the Court clerk told the parties the Court was not going to sit because the judge has gone on election petition duty in Abeokuta, Ogun State. He said that a new date for the arraignment would be communicated to the parties.

APC must avoid repeating 2015 mistakes, Short News contender for speaker warns FG launches Nigeria’s health facility registry Henry Omunu, Abuja An aspirant for the position of Speaker of the House of Representatives in the 9th Assembly, Rep. Chike Okafor (APC/ Imo) on Monday warned the national leadership of the All Progressives Congress (APC) to avoid repeating the same pitfalls that made the ruling party lose the post of speaker to the Peoples Democratic Party (PDP) in 2015. Rep. Okafor, who spoke when he appeared at a media chat with House of Representatives correspondents, urged the APC leadership to jettison the choice of Rep. Femi Gbajabiamila from the South West and Lagos state with Vice President Yemi Osinbajo. Acknowledging the legislative credentials of Rep. Gbajabiamila as minority and majority leader, the aspirant however, stressed that the
APC needs to prioritize national unity, national interest, social justice and equity by ensuring that other sections of the country feel a sense of inclusion under the Buhari administration. A former commissioner in the government of Gov. Rochas Okorocha and incumbent Chairman, House Committee on Health Services, Rep. Okafor declared that House rules do not foreclose opposition parties fielding candidates for the position of principal officers and therefore, called for a quick resolution of all contending issues raised by other actors from marginalized geopolitical zones. He asserted that zoning the office of speakers to the South East will increase APC’s fortunes in the region ahead of the 2023 general polls, adding that the South East was the only place where the ruling party recorded over 100 per cent votes in 2019 general elections above
the votes recorded in the 2015 general elections. Responding to questions alleging intimidation of National Assembly members by the APC National Chairman, Comrade Adams Oshiomhole, the House member dismissed the insinuations, arguing that Oshiomhole has only been lobbying lawmakers to endorse and vote for the party’s preferred candidate as speaker and had at no time threatened lawmakers who have expressed interest in the position. However, the Imo lawmaker vowed not to work against the party during the election of principal officers for the 9th Assembly, in the event the APC’s leadership fails to shift ground on its position of adopting Rep. Gbajabiamila. “If this agitation and push we are making do not work, I will not work against the party in June,” he maintained.

In its efforts to increase efficiency in the healthcare services in the country, the Federal Ministry of Health with support of the USAID-funded MEASURE Evaluation and Palladium has inaugurated the health facility registry of Nigeria. Minister of Health, Prof. Isaac Adewole, who inaugurated the system in Abuja on Monday, explained that the registry is an electronic information system that would allow the public access up-to-date information on health facilities as contained in the master facility list. According to Prof. Adewole, a master health facility list was a complete listing of all health facilities in a country with information on the signature and service domain elements. He said that the signature domain provides information on the health facility by location and unique identifier, while the service domain elements indicate the kind of services provided by the health facility. Adewole said that the registry would permit each state and the Federal Capital Territory to carry out constant management of the list of health facilities within its jurisdiction while the master facility list will support government determine accurate data on the number of health facilities in the country and their status. He said that the registry would be of great interest to researchers and partners, stressing that the data to be generated from the registry would improve health sector in the country. While stressing that the data generation was one of the important components in repositioning the healthcare sector in the country, the minister said that in recent past, government had worked actively on improving the sector by developing policies, strategic plans, and funding scheme, which is the basic health care provision fund.
Lagos PDP assembly member dumps party for APC Alade Tasma, Lagos The only member of the Peoples Democratic Party (PDP) in the Lagos state House of Assembly, Dipo Olorunrinu on Monday dumped the party and formally defected to the ruling All Progressives Congress (APC). A letter to this effect which was personally signed by the lawmaker was read on the floor of the House at plenary by the Clerk of the House, Mr. Azeez Sanni. In the letter titled: “Letter of defection from PDP to APC,” Olorunrinu apologized for his late defection, saying “I sincerely apologize that the defection is coming now. I ask for mercy.” The lawmaker who is currently representing Amuwo Odofin Constituency 01, said he has now seen reasons to join his other colleagues from the PDP who had dumped the party for the APC. The former PDP lawmaker alluded to and expressed delight in the leadership qualities of the APC National Leader, Asiwaju Bola Tinubu, the state Speaker, Mudashiru Obasa and a senior member of the House now a Senator-elect, Sikiru Osinowo. The decamping legislator described the PDP as a party that lacks structure and vision, saying “that is why I said to myself, I must join the progressives which is the ruling party, APC.” Commending Olorunrinu for the bold step, the speaker said that “the APC remains the best party in Lagos, there is nothing to gain in PDP. At last, we have the only man standing who has now joined those who are standing. We welcome you.

ECOWAS Court upholds sack of 3 Ghanaian Supreme Court justices Andrew Orolua, Abuja The Community Court of the Economic Community of West African States (ECOWAS) on Monday upheld the sack of three justices of the Supreme Court of Ghana. The justices - Paul Uuter Dery, Mustapha Habib Logoh and Gilbert Ayisi Addo, were among over 30 judges secretly filmed while allegedly accepting bribes in an undercover investigation carried out in 2015 by journalist, Anas Aremeyaw Anas, In a judgment delivered in Abuja, a three-man panel of the ECOWAS Court dismissed the suit, marked: ECW/CCJ/ APP/42/16 filed by the sacked justices and held that it was unmeritorious. In the judgment read by Justice Dupe Atoki, the court held that the applicants failed to prove that their rights were violated in the process leading to the disciplinary action taken against them by Ghana Judicial Council. It further held that although the secret
filming of the justices in their offices without their consent, amounts to interference with their rights to privacy, the interference was justifiable as it was meant to expose unlawful conducts by public officers. The court upheld the argument by the state of Ghana, to the effect that the secret filming of the justices was supported by Article 1(1) (b) of the Whistle Blower Act of Ghana and Section 61 of the Data Protection Act of Ghana. It found that the applicants right to privacy was interfered with by the secret filming of their activities by Anas, but went further to hold that the interference, being premised on national legislation is in compliance with the law. The court noted that as judges, who did not deny knowledge or ignorance of the law, they ought to know that their conduct would be subjected to scrutiny as public officers and further agreed with the state of Ghana that, in engaging in the alleged act of accepting bribes, the applicants ought to know that they
would be open to secret investigation. The court held that the interference with the applicants right to privacy, aimed at exposing the commission of a crime, was justified and necessary in a democratic society. It said the applicants by their position as judges, are public officers, who receive public funds and in that capacity are accountable to the public and could be subjected to investigation, where there is reasonable suspicion of their involvement in the commission of a crime. The three justices were suspended in 2016 by the Ghana Judicial Council while a committee set up by the Chief Justice, Justice Sophia Akuffo, investigated a petition written against them by Anas and his company, Tiger Eye PI Limited. While on suspension, they were placed on half salaries and at the conclusion of its investigation, the committee recommended their removal, which the Ghanaian President approved in December 2018.
The Supreme Court has debunked insinuations that six directors cost the former Chief Justice of Nigeria, Justice Walter Onnoghen his job, describing it as false and misleading. A statement signed by the Director, Press/ Information, Dr. Akande Festus said that the court’s attention has been drawn to the “misleading, ill-informed and obviously calculated news item to fan the embers of discord and as well whip up premature sentiments” published in a national daily on April 29. The statement reads: “It is imperative to let the public know that the story is misleading, ill-informed and obviously calculated to fan the embers of discord and as well whip up premature sentiments. “The Supreme Court is an organized and well-structured arm of government that is governed by well-defined rules and regulations which all staff are expected to observe and align with in their daily operations. “The Nigerian state as it is well known, has three arms of government which evidently makes provision for the executive, legislature and the judiciary. As it is in practice, these three arms are mutually independent and largely enjoy separation of powers; thus for anyone to insinuate that the executive is the one dictating to the chief justice of Nigeria on how to run the affairs of the Supreme Court or the kind of disciplinary measures to mete out as a form of internal discipline of the staff for whatever reason is both false and logically defective.
NGO indicts police, army for over 50% human rights violation Andrew Orolua, Abuja A civil society group, the CLEEN Foundation on Monday indicted security agencies, particularly the police and the army for leading other state actors in gross violations of human rights in the country. The foundation disclosed this at a policy briefs validation/community accountability forum, held in Abuja. It said that while state actors accounted for more than 90 per cent of violations, “the police and army were the key violators of rights as both recorded over (50%) across the abuses.” Executive Director, CLEEN, Benson Olugbuo in a presentation of the foundation’s research findings on improving human rights compliance in countering violent extremism, further disclosed that the right to life, freedom from arbitrary arrest, freedom from torture amongst others were the most violated by security organizations in the last four years. The study aimed at gauging citizen’s perception of human rights violations in relation to government efforts to address pressing security challenges was carried out in Borno and Plataeu states. Olugbuo however, regretted that “when state security forces are implicated in human rights violations, the entire efforts of the government to combat violent extremism and terrorism is often exposed to legal, moral, reputational and strategic risk”. The report stated that majority of the abuses and violations took place at road checkpoints, compared to home, workplace, school and detention units in the two states.

X-raying the lapses of CTP in the North
Carl Umegboro
ABRAHAM Lincoln, the 16th President of the United States of America in 1856 said, “Actions speak louder than words”. Similarly, a renowned author, Orison Swett Marden once said, “All who have accomplished great things have had a great aim, have fixed their gaze on a goal which was high, one which sometimes seemed impossible”. No matter the angles or dimensions deployed, childeducation is a desideratum and distinctly, a sine qua non to building a secured, strong and thriving society considering that children are future leaders. ‘Nemo dat quod non habet’ rule literally says ‘nobody can give what they don’t have’. Thus, by UNICEF’s characteristic interventions on child-education through Cash Transfer Programme in developing nations, inarguably, the agency vis-à-vis its mandate is on track. However, great goals are rarely attained without hitches or hurdles. First and foremost, ensuring that these providential funds are judiciously utilized for designed purposes is critically prominent. In fact, prompt accessibility of funds to bona fide beneficiaries devoid of corruption cannot be overemphasized. Thus, government must put a pragmatic mechanism in place for accountability, and possibly come up with legal regimens against shabby deals with the funds beginning from parents to fund managers alongside operating banks. Meddling with the funds should be measured as grievous injury to the society. Emphatically, disbursement must be expressly directed to mother-beneficiaries without intermediary; including community heads, traditional rulers, Almajiris etc. Their tasks albeit vital must have a clear
boundary; enlightening neighbourhoods to leverage the scheme. Imperatively, women that enrolled children, and consequently collected stipends must accountably produce the children in school throughout the term such that those pupils do not disappear after receiving the stipends. In other words, participating mothers are strictly liable for children’s attendance in school in exchange of stipends received. If not, some crooked persons may use some children to divert the funds to private pockets. With this mechanism, it doesn’t matter if a child belongs to someone else as long as the pupils are available in classrooms as beneficiaries till the end of the academic phase. The most shocking finding in a 2-day EAC-media summit in BirninKebbi, Kebbi State capital in northwest that seemingly represents the culture of the people is harsh discrimination against girl-child in poor families. The aberration manifested clearly in the area under appraisal. For example, despite UNICEF’s incentives, a mother of six children discriminatorily enrolled the only male child in school whilst the other five girls under the ages of ten are roaming and hawking in the streets. This is barbaric and unacceptable custom. Ultimately, the entire society stands to bear the repercussions widely. Misguidedly, the underprivileged families believe girls are merely for child-bearing, hence, misconstrued girlseducation as waste of time and resources. A question to the advocates of the awkward beliefs is; have they ever heard of the Nigerian former Worldbank boss, Dr. Ngozi Okonjo-Iwealla; a once upon a
time girl-child that embraced education and consequently distinguished herself through it? And many other distinguished female highfliers. A Swedish model, Elin Nordegren, in general evaluation said, “Education is one thing no one can take away from you”. On the other hand, an African axiom affirms, “If you educate a man, you educate an individual. But if you educate a woman, you educate a nation”. Article 28 of the United Nations Convention on the Rights of the Child (CRC) explicitly provides, “Every child has the right to an education”. Article 29 states, “Education must develop every child’s personality, talents and abilities to the full. It must encourage the child’s respect for human rights, as well as respect for their parents, their own and other cultures, and the environment.” Thus, the latter conscientiously, elaborately outlined goals on child-education. Another question demanding answers is; could it be that political leaders viciously don’t want their subjects to embrace education possibly, for their unending slavery? This shot is regrettably necessitated by the classic schools privileged children from the same region attend while underprivileged townsmen don’t value education even with incentives. Why such a wide gap? It boils down to having two rival customs; for privileged and underprivileged. Whilst girls in the former can hit the acme of their dreams, the latter are psychologically caged with inborn potentials and destinies, pitilessly reserved for merely procreation and hawking. What a fallacy! Clearly, this is in concert, inhumanity to man.
In Chapter 2 of the 1999 Constitution of the Federal Republic of Nigeria, as amended, Section 18(1) provides, “Government shall direct its policy towards ensuring that there are equal and adequate educational opportunities at all levels; (3) - Government shall strive to eradicate illiteracy”. Furthermore, in Eshugbaye Eleko v Government of Nigeria (1931) AC 262 at 273, Lord Atkin characteristically, comparatively laid the repugnancy doctrine that applicable customs must pass repugnancy test; not repugnant to natural justice, equity and good conscience or incompatible either directly or impliedly with any law in force. So, on what ground would a state government contentedly sit and watch female-children not enrolled in schools under the cloak of customs? Concluding, it is germane for indigenous stakeholders; political, traditional leaders to brainstorm. Tom Peters said, “True leaders don’t create followers, they create more leaders”. Any leader feeling threatened or insecure to cheer, empower and influence his subjects to embrace education is to say the least, a sadist, an opportunist and society’s major enemy. Indisputably, the world is outsized to contain everybody’s dreams and ambitions irrespective of magnitudes. The superlative mode of proactive security remains accessible education to the people. Otherwise, the neglected uneducated population may in future, constitute nuisances, characterized by unruly behaviours, negatively to the populace. Possibly, the multifaceted security challenges presently are the effects of yesteryears grievous omissions by political leaders on child-education.
Deputy senate presidency: Why senator Ovie Omo-Agege is the right choice
Austin Asadu
As the race for the offices of the presiding and principal officers of the senate gears up, many Nigerians long for the right choices to be made in electing men and women of honour, integrity, competence and utmost dedication to the Nigerian project and all it stands for. As they are well aware, the nation needs such resolute and committed leaders in order to move the legislative agenda of the 9th National Assembly forward thus translating into increased delivery of crucial dividends of democracy to the people. The 8th NASS particularly the senate was irreparably marred by a patently autocratic and self –aggrandising leadership that tended to run the affairs of the upper chamber exclusively for the interest and benefits of the cronies of the senate president and other senators that were ready toe the line of the leadership irrespective of the negative impact of such directives on the Senate, the National Assembly or the nation s as a whole. As far as the office of the senate president was concerned: you either swallow our imprimatur hook, line and sinker or risk dire consequences for your ‘audacity’ or defiance of ‘constituted authority’. However a few senators like Senator Ovie Omo-Agege, representing Delta Central Senatorial Zone courageously swan against the tide believing righty as it turned out, that he was acting in the larger interest of the nation rather than in obeisance to the narrow, self-centred posturing of Dr Bukola Saraki and his clique of yesterdays men unwilling to sign up to the anti-corruption reform agenda of President Muhammadu Buhari. A forthright Senator Ovia Omo-Agege emerged as an objectively dissenting voice
in the Red Chamber, objectively opposing the increasingly despotic bent of the senate president who was more interested in utilizing the senate as a Trojan horse to derail the reformist policies of the APC-led federal government rather than acting as a pragmatic partner in the crucial task of national building and economic development. The brazen attempt by the senate president and his clique to ram through the contentious S.25 of the Electoral Act providing for the sequence of the general elections with the presidential polls coming last was stoutly resisted by Senator OmoAgege with the backing of his colleagues in the Parliamentary Support Group, to the consternation of the senate helmsman who retaliated with the precipitate suspension of the Delta-born legislative titan. However the courts ruled the suspension an abuse of due process and the rule of law thus rendering it nugatory and of no effect whatsoever. In fact Senator Ovie Omo-Agege is no stranger to the famous dictum of American President Franklin Roosevelt who famously admonished his countrymen that ‘we have nothing to fear but fear itself’, in the war against Nazi Germany, Imperial Japan and fascist Italy, as he, Omo-Agege believes that tyranny and despotism only flourish when good men fail to speak up out of fear or favour. Therefore he has never relented in calling out those that are out to truncate the nation’s peace, progress and stability particularly as it relates to the anti-corruption agenda of president Muhammadu Buhari. Indeed Senator Ovie Omo-Agege is an unabashed and stalwart supporter of Mr
President’s policy of zero tolerance for corruption, financial mismanagement, economic sabotage and the brazen looting of public funds perpetuated by precious administrations and he also supports the extension of the anti-corruption war to the state level where funds are pilfered at will not caring whose ox is gored in the process. For instance, hundreds of billions of naira are allocated monthly to state governments in the Niger Delta but there is nothing on ground in terms of infrastructural development to justify these huge allocations. As far as the tough minded senator is concerned, state governors should be held accountable for the theft of public funds and face the music if found culpable, no more, no less. As a loyal party man, Senator Ovie OmeAgege believes in the doctrine of party supremacy and sees no justification for any defiance of the APC leadership directive regarding the race for Senate President, Deputy Senate President, House Speaker etc. As for as he is concerned the party decision should hold sway especially where Mr. President has signed off on a particular issue or policy. For instance he, Senator Ovie Omo Agege is in the race for Deputy Senate President having been given the green light by both Mr. President and the partly leadership to contest in light of the zoning of the position to the South-South geopolitical zone. Were the case to have been different, Senator Omo-Agege would have declined contesting as he cannot be or be seen to be at odds with the Mr. President or the party in the pursuit of narrow self ambition for self perpetuating ends. Senator Ovie Omo-Agege is without
doubt eminently qualified to occupy the exalted Deputy Senate President seat given his track record of exemplary performance, unvarnished competence, outstanding representation and effective lawmaking in all its positive ramifications. A forward looking Senator Ovie Omo- Agege has sponsored or co-sponsored a record number of bills and motions while courageously and consistently raising his voice in the Red Chamber to protect and advance the cause of his people while rendering crucial dividends of democracy to them in the arenas of health, education, road, rural development, power, water supply, agriculture, manpower development and women and youths empowerment. Trenchantly, a 5 billion naira a year massive road dualization project is proceeding at a frenetic pace in his senatorial zone funded by the presidency, proof positive that Mr President and Senator OmoAgege virtually see eye to eye on the need to fastrack the infrastructural development of neglected parts of the country. Indeed Senator Ovie Omo-Agege has the force of personality, the sincerity of purpose and the firmness of principle and conviction to ably steer the affairs of the Deputy Senate President’s office, come rain, come shine and he has thoroughly discharged the requirements of his office in his precedent shattering first term to the utmost delight of his constituents and majority of Nigerians who are ardently clamouring for him to be elected to the office of the Deputy President of the Senate so that he can continue doing what he knows to do best, delivering crucial dividends of democracy to the people. To God be the Glory.

Rights and responsibilities of citizens in a democracy
Times Guest Columnist Dr. Jumai Ahmadu
According to Aberjhani, “Democracy is not simply a license to indulge individual whims and proclivities. It is also holding oneself accountable to some reasonable degree for the conditions of peace and chaos that impact the lives of those who inhabit one’s beloved extended community.’ In his letter to Edward Carrington, Thomas Jefferson admonished, “Cherish therefore the spirit of our people and keep alive their attention. If once they become inattentive to the public affairs, you and I, the assemblies and the governors shall become wolfs. It seems to be the law of our general nature.” A good constitution is the greatest blessings which a society can bequeath to generations unborn. Need I infer that it is the duty of every citizen to use his best and most unrelenting endeavours for preserving the purity of the constitution for the wellbeing of all? Let no one therefore harbour for a moment the nasty idea, that he is and can be of no value to his country. Let the contrary impression animate our souls as a people. Everyone can contribute positively to the growth of the society and render useful services based on our individual abilities. The successes of the Nigerian state as a political structure has been a consequence of the voluntary participation of the citizens in public affairs-enlisting in the army in times of war, serving in school boards, petitioning legislatures, supporting the president in times of crisis, and in a hundred other ways, or small assuming responsibilities for the common good. The Nigeria constitution has to a reasonable extent performed well, most of the times because conscientious men and women have given it flesh. Governments is the peoples creation and not their masters, thus if the people are sovereign, it is the peoples’ responsibilities to take upon their shoulders the tasks of seeing that order, justice and freedom are maintained. The assumptions of the framers of our constitutions was that Nigerians citizens would take upon themselves responsibilities of the ordinary functioning of the civil social order and that local communities would manage their own affairs under their localities, the role of the various levels of government would be minimal and would not unnecessarily intrude into the day to day lives of the people. Thus freedom results from Nigerians voluntary assumption of responsibilities in matters of public concern. A democratic republic cannot long endure unless a great number of its citizens stand ready and willing to brighten the corner where they are and so sacrifice much for the nation if the need arises. Until the citizens constantly meditate on the popular saying of JF Kennedy ‘Ask not what your country can do for you; ask what you can do for your country,” we will keep going in circle, blaming those in position of authority
and excusing ourselves from our current state of underdevelopment. The responsibility of citizens in any civilised society include but not limited to the following; Respect and obey federal, state, and local laws; Respect the rights, beliefs, and opinions of others; Pay income and other taxes honestly and on time, to federal, state, and local authorities and to Defend the country if the need should arise. Nevertheless, what do we have in our own society today? In Nigeria for instance, we have citizens who have not performed 20 percent of the above responsibilities but expect government to fulfill its part to them forgetting that going by the definition of democracy which we have been practicing in the past 20 years, it is a government of the people by the people and for the people. This definition gives every citizen the power to have a say on the way and manner the affairs of the state is being handled. We all as citizens have our role to play in the positive development of our country and it can be as little as ensuring that one properly secure his garbage for the cleaning contractor to come and evacuate it. How many of us can honestly say we pay all our utility bills to government for developmental purposes as at when due? We often give flimsy excuse of mismanagement of resources by those saddled with the responsibility of administering these funds forgetting that we as citizens can ask questions on how our commonwealth is being spent and name and shame officials found wanting. Over the years, the level of poverty resulting from bad leadership has made the citizens to worship those who put them in their poverty state and instead of asking basic questions on the reasons why basic amenities are not being provided as proposed and approved by the relevant arms of government, they sing praises of those who have looted their commonwealth and give them crumbs while the lords live in affluence. Part of your right as a responsible citizen is to demand answers from those in position of authority from your local representatives to state and national. They are all accountable to you because the power to elect them is vested in the VOTERS CARD you are holding. Nearly all of us are quick to claim some benefits, constantly waiting for what the system can do for us, but not everyone is eager to fulfill his or her own responsibilities to the system. Remember, it ought to be a two-way traffic which is absence because we have become a nation obsessed with rights while deliberately developing amnesia to responsibilities as a people. It is high time deliberate efforts are made by all Nigerians to take up responsibilities for the failure of all our institutions that could have built the spirit of patriotism in us as seen in other developed societies.
Our POSITION Containing rising deaths from sickle cell anaemia
S
ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.
Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

Buhari willing to run inclusive Short News arrests 6 for smuggling 416 bags govt to better Nigeria - Osinbajo Navy rice in A’Ibom Mathew Dadiya, Abuja Vice President Yemi Osinbajo on Monday disclosed that the President Muhammadu Buhari administration is ready to embark on a historic all-party cooperation to better the lives of all Nigerians. The vice president said that people in every state want the same things and suffer the same deprivations, declaring that “they really don’t care who puts food on the table, just put the food on the table.” Osinbajo said this at the induction of new and returning governors organized by the Nigerian Governors’ Forum (NGF) held at the State House Conference Centre, Abuja. He said that the Buhari government will renew its focus on human capital development and infrastructure, also assuring that security remains top of the administration’s agenda, adding that the insecurity challenges in parts of the country, have stretched the capacity of the nation’s law enforcement agencies considerably. However, he assured that they are committed to recruiting more men and women into all the security agencies and improving their capabilities to maintain law and order.
Furthermore, the vice president said that the federal government would be working with the states on education, especially that of the girl-child and that the government has begun some work in this respect with the human development index at the National Economic Council. “We elected executive officials belong to an elite club in this nation. Of over 200 million people, the nation elects one president and one vice president, 36 governors and 36 deputies, altogether 74 Nigerians; in all 74 men and women out of 200 million people. We are so specially privileged and so enormously fortunate that our people choose us among so many other millions to lead them. “This tremendous privilege which leadership thrusts upon us also comes with grave responsibilities. Those responsibilities are multiplied by the fact that most of our people are extremely poor. “Large numbers are unable to afford good healthcare and malnutrition remains a major problem. Children in many of our states run the risk of being permanently mentally stunted because they are malnourished. Illiteracy is still significantly high and the number of out of school children is an embarrassment. “Yet in all these, our population continues to grow at over three per cent annum. We will by current projections, move from 200 million to 400 million
people in the next three decades. And then we will become the third most populous nation in the world. “Most of that population will be young people under the age of 25 looking for jobs. Every one of these people, except a few living in Abuja will live in the states, your states, where you govern. They will seek schools in your states, health services in your states, food in your states and jobs in your states. “The federal government will, as is usual, possibly be blamed for the number of out-of-school children and for not investing enough in healthcare. But, you and I know that the primary responsibility for education and healthcare lies with the states. “The burdens of the citizens of our states, the pains and deprivations of their poverty is what they hope would be alleviated by electing us. No matter how we slice it, we are responsible for the quality of lives and livelihoods of the millions who live within our states and national borders. “In any event, all of the problems that our people have will be solved by men and women and not spirits. We are those men and women. History and providence have put us in these positions at this time. And we have the mental and physical wherewithal to solve the problems. But, we may or may not solve the problem, which is a choice.
Plateau PDP insists Sango’s suspension as chairman subsists Kingsley Chukwuka, Jos The Plateau state executive council of the main opposition Peoples Democratic Party (PDP) has ratified the earlier suspension of the state Chairman of the party, Damishi Sango and his deputy, Amos Gombi. It also, set-up a seven-man disciplinary committee, with S.T. Panwal as chairman and Mr. Pamson Dagyat as secretary. It would be recalled that the state executive of the party had last Wednesday suspended the chairman and his deputy for alleged misappropriation of campaign funds, funds meant for bringing succour to Internally Displaced Persons (IDPs) in the state, among other issues. The ratification took place at the state party secretariat in Jos, the state capital, where there was a voice vote to ratify the suspension and 65 members of the council agreed that both the chairman and his deputy remain suspended. Addressing members of the PDP state council, acting Chairman of the party, Chris Hassan, said the committee has been given one month to complete its assignment. Chris said that “the SEC which is the constitutional body that is saddled with the responsibility of ratifying the decision of the state executive of the party has today agreed the suspension of the Chairman, Damishi Sango and the Deputy Chairman, Amos Gombi Guyol are in order; in line with the
provision of the constitution of the PDP. “Also, a seven -man committee has been set-up to be chaired by S.T. Panwal and Pamson Dagyat is the secretary and based on constitutional provision, we are giving then one month to complete the assignment and submit their report to the state executive.” Other members of the committee include, Ventim Ntem, Dayabu Dauda, Auwal Haruna, Sylvia Miri and Moses Sule. Speaking on behalf of the National Assembly members, Senator-elect for Plateau North and current member representing Barkin Ladi/ Riyom Constituency in the House Representatives, Istifanus Gyang said, “we want to say that the decision of the SEC today, ratifying that of the state executive on the grave allegations that have been raised against the chairman and his deputy, is part of the constitutional process that requires for him to have fair hearing. “The decision of the SEC today, is to further allow the national leadership of the party to wade into the matter.” PDP members at the meeting where the ratification of the suspension was upheld, include present and newlyelected members of the state assembly and National Assembly, the three vice chairman from the three senatorial zones, chairmen of the party in the local government areas, former members of state assembly and National Assembly, among others.

The Eastern Command of the Nigeria Navy at Ibaka, Mbo Local Government Area, has arrested six suspects with 416 bags of contraband rice in two different raids along the coastal area in Akwa Ibom state. The boat carrying the first set of 223 bags of 50kg rice was intercepted in the early hours of April 28 by officials of the navy, but no arrest was made as the driver of the boat escaped. The second boat carrying 193 bags of 50kg rice was intercepted and six suspects arrested. Other items seized include, two pumping machines and two outboard engines. Parading the suspects yesterday in Ibaka during the handing -over of the suspects, and items to the Nigeria Customs Service, the Commanding Officer, Forward Operation Base, Captain Toritseju Vincent, observed that smuggling of rice is inimical to the growth of Nigeria’s rice industry. He said the navy would continue to do its best to nip rice smuggling in the bud and bring it to a stop, to promote government’s drive towards the production of rice locally. “On behalf of the flag officer commanding the Eastern Naval Command, I hereby hand over 223 bags of Habiba rice seized in the early hours of April 28. It was unaccompanied because the suspects abandoned the boat and the products, the pumping machine and an outboard engine.

Insecurity: Nigeria on verge of collapse, failure, clergy tells Buhari Okerafor Athanatius, Jalingo The Director, Connectional Ministries of the Southern Nigeria Conference of the United Methodist Church in Nigeria (UMCN), Rev. Philip Micah Dopah, has slammed President Muhammadu Buhari and the All Progressives Congress (APC) led federal government over the persisting state of insecurity across the country. Rev. Micah Dopah, who expressed dissatisfaction over what he described as the wanton destruction of lives and property without remorse, stated this while addressing journalists in Jalingo, the Taraba state capital. He said the high rate of kidnapping,
armed banditry, herdsmen attacks and other criminal activities going on across the various states of Nigeria, is an indication that the country is on the verge of failure and collapse. “We are no more secured in this country as a result of insecurity and the government is not serious about the security of its citizens,” the clergyman said. The cleric described the state governments as toothless bull dogs because according to him, the police and other security agencies are in the hands of the federal government. He counted over 10 people in Jalingo and other parts of Taraba state who are presently victims of kidnapping not to talk
of the thousands who have been killed in cold blood by assailants. Rev. Dopah however, suggested that the National Assembly should amend the constitution to allow states establish their own state police, just as they should also be allowed to use the local vigilantes who according to him, know the difficult terrain and hideouts of criminals in their localities. He called on the leadership of the Christian Association of Nigeria (CAN) and that of the Muslim council to allow their followers live by what they preach, adding that “the two major religious bodies preach peace, but these preaching do not reflect on the lives of their followers.”

May Day: Workers march for jobs, labour rights in Abuja Ukpono Ukpong, Abuja
As part of activities lined up to mark this year’s May Day celebration as the International Labour Organization (ILO) marks its centenary, organized labour on Monday hit major streets of Abuja, in a protest march to demand the immediate implementation of the new minimum wage across all categories of workers. During the march tagged: “March
for jobs, labour rights and shared prosperity” which commenced by 8:00am at the Labour House through the federal secretariat complex, the Nigeria Labour Congress (NLC) Secretary General, Peter Ozo-Ezon, said the new wage which was signed into law by President Buhari was long overdue and as such doesn’t need much rigmarole before the implementation begins. He stressed the need for the workers to be carried along in the
sharing of the nation’s wealth, being a major player, the stimulator and money spinning machine for the country’s economy. “The new minimum wage must affect all categories of workers, both those in the public as well as private sector. The workers have been looked down, cheated and has being at the receiving end for too long. “The time has come that workers must smile and it shouldn’t take long for that to happen,” he said.
The National Association of Delta state Students (NADESSTU) on Monday called on traditional rulers in the state to prevail on their subjects to be hospitable to National Youth Service Corps (NYSC) members serving in their localities, saying that recent experiences by corps members posted to rural communities have been unpalatable. Acting President of the association, Ugochanum Imalah, who spoke to journalists in Asaba, said that the call became necessary following complaints by many serving corps members in some communities, insisting that if the various communities in the state treat corps members well, it will spur them to carry out their national assignment effectively and efficiently. “We have received several reports from corps members on the illtreatment meted out on them. Some of the corps members have been beaten up by youth in many of the communities in the state. We are appealing to the traditional rulers to call these restive youths to order and allow the corps members to do their jobs, particularly female corps members who are sometimes harassed by hoodlums in the various communities. “Corps members are agents of development; anything people can do to help them will be good, instead of harassing them. We have had reports to this effect; corps members should be treated with love and not hatred for serving their fatherland. One of the ways people can assist them in the communities is by providing them with accommodation which is one of the major challenges facing corps members,” Imalah said.

TUC lambasts Bayelsa Assembly N-power build over life pension bill begins training of 132 Says height of impunity builders in Northeast Stories: Ukpono Ukpong, Abuja
The Trade Union Congress of Nigeria (TUC), has strongly kicked against the move by the Bayelsa State House of Assembly to place the state governor, deputy governor and the House of Assembly members on life pension. While describing it as a means to further widen the scope of fraudulent activities by politicians in the state, the TUC President, Comrade Bobboi Kaigama, in a statement said such obnoxious and self-centered bill is the peak of irresponsibility that cannot be allowed to persist whether the bill is given expedited passage on the floor of the House or not. Kaigama however called on Bayelsa state legislature and states nursing such idea to drop it as the congress will stop at nothing to ensure good governance and
accountability to the people. “We have read with indignation and outright betrayal the move by the Bayelsa State House of Assembly to place the state governor, deputy governor and the House of Assembly members on life pension. This new bill would repeal the existing pensions for governor and deputy governor law of 2003 if passed. “The TUC sees this development as an insult and a deliberate attempt to widen the scope of fraudulent activities by politicians in the state. “Last week we read in the dailies that Nigeria is owing almost N24 trillion. Also, if we go by the statement of the Federal Government recently they may still borrow more. It is ridiculous to borrow for recurrent expenditure. “Who has bewitched our politicians that they hardly get
anything right? How could they come up with such at a time the retirees who have served the country for 35 years are dying at verification centres? Many of them cannot even afford drugs to take care of their age related sicknesses. Yet politicians who served for just four years are placing themselves on life pension. It is obvious there is no milk of kindness left in these people. “We are calling on the Bayelsa state legislature and states nursing such idea to drop it as we shall not leave any stone unturned in our fight for good governance and accountability, forthwith. It is disgraceful that our country has become a laughing stock in the international community because of things like this. We must change the narrative.” The statement reads

The labour leader who is also the Vice President of Industrial Global Union based in Geneva, Switzerland also said honouring Aliko Dangote as a leading African investor and industrialist was well deserved

The industrial crisis rocking the Courts in Kogi state has finally been put to rest as work has resumed after four months of strike embarked upon by Judiciary Staff Union of Nigeria (JUSUN) in protest for the non-payment of salaries and non-release of subventions to the Judiciary. The State Chairman of JUSUN, Emmanuel Waniko, while addressing the journalist yesterday said reopening of the court was in compliance with the suspension of the strike on the orders of the National Judicial Commission (NJC) so as to give chance for further delibrations. “As you must have heard, the National Judicial Council (NJC), in their quest to resolve the impasse, sent a sub-committee to the state and, among other things, to wade into the matter with the view for amicable resolution. “Various mediators, including the Kogi State Elders Forum, Traditional Rulers, the Christian Association of Nigeria (CAN), Jama’atu Nasir Islam and other Government Representative agents, waded into, but could not resolve as the union and the government could not reach consensus. “The NJC sub-committee, among others, directed that the strike embarked upon on the 11th December, 2018 by our members, be suspended to give chance for further deliberation.” He said Reacting to the recent
development, a former chairman of Nigeria Bar Association (NBA) Lokoja branch, Barrister Williams Aliwo, described the suspension order as a big relief for the inmates, police, judiciary, lawyers and the society at large. “There are many people in prison that are not supposed to be there till now. Many are being kept in police custody because the offences for which they were arrested are not ordinarily bailable. “They are supposed to arraign them in court. Keeping custody of such people is certainly costly for the police and the Prisons. The reopening of the courts is a big relief for us all”, he stessed. Equally, a legal practitioner, Mohammed Abaji, expressed delight that the courts have finally reopened, saying that staff were all in their various offices, preparing the courts for normal sittings. He expressed the hope that necessary committees for data capturing would be put in place for commencement of payment of salary arrears to the Judiciary staff within the week, as agreed. Also Information Officer for the state Judiciary, Mr Saeed Saqeeb said that the entire Judiciary in the state has reopened. “We are now waiting for them (Executive) to decide the modality for resolution of the impasse. We have taken the first step in line with the directive of the NJC”, he said.

Going forward is to solve issue of meter, estimated billing - Fashola Joy Obakeye The Minister of Power, Works and Housing, Babatunde Fashola has said that going forward is to solve the outstanding issues of estimated billing and the supply of meters. Fashola said this on Monday in Abuja, at the public presentation of a book, “Proof of Infrastructure Delivery Across Nigeria”, a Three-Year Special Report of the Federal Ministry of Power, Works and Housing. “In the power sector, well-meaning Nigerians acknowledge our efforts by
saying clearly that their power supply experience has improved compared to 2015, and we acknowledge that the work has not finished.” “The task going forward is to solve the outstanding issues of estimated billing, the supply of meters, add more power and make the supply steady which I stated will be our medium-term goal.” He further stressed that, for the power sector, the short term goal was to ensure incremental power, adding that available records had shown that the power supply was already on the increase. “The simple question is that, are you
spending more on diesel or petrol for generators today? The costs are coming down, the power supply is going up and the job is not finished. “We are consumers too, yes, the light will go off sometimes, but the good thing is that we have the capacity to bring it back. He explained that the short term objective of the ministry for the works sector was to return construction companies back to the site. Fashola explained that the short term objective of the ministry for the works sector was to return construction companies back to the site.
He said that the ministry had delivered on its mandates, adding that the idea behind returning construction companies back to work was to recover all the construction jobs lost over the years. “For the housing sector, our short term objectives were to get people back to work and currently, we are building in 34 states and concluding plans to start the second phase. “The conversation before the inception of President Buhari government is that there is no Federal Government presence in some states, but today, no state can say it has no Federal Government presence”, he said.
ABCON backs CBN’s Clean Note Policy, Banknote Fitness Guidelines Motolani Oseni The Association of Bureaux De Change Operators of Nigeria (ABCON) has given its support to the Central Bank of Nigeria (CBN) Clean Note Policy and Banknote Fitness Guidelines meant to remove dirty, mutilated and unfit Naira notes in circulation from the financial system. Speaking yesterday to financial journalists in Lagos, ABCON President, Alhaji (Dr) Aminu Gwadabe, said the launch of the CBN Clean and Banknote Fitness Policy is not only apt, but timely given the high volume of unfit and dirty notes in circulation across the country. He said the policy will discourage the attitude of the public in stashing naira notes in their homes and farms as witnessed recently. He said the policy will also, increase the level of money supply in the economy, and subsequently deepen the volume and value of credit available to real sector operators and other major segments of the economy. He said the policy entails diverse
currency management plans geared towards the efficient circulation of premium quality banknotes and withdrawal of unfit/soiled banknotes. This, he said, will guarantee public confidence and usage of the naira banknotes as a medium of exchange. According to Gwadabe, the move by the apex bank to sanitize the estimated 7.9 trillion Naira pieces in circulation will enhance transparent currency management the system, promote financial inclusion and enhance the confidence of the informal the sector in the financial system. The ABCON boss said that the CBN has through the new policy plans, demonstrated its commitment to seamless payment system adding that the regulator has the obligation of providing an adequate supply of clean banknotes to facilitate efficient payment and settlement of transactions by the public, government and banks. He said the policy remains the first step in its bid to address the sorry state of the notes in circulation and create a new culture for better handling of the local currency.
He explained that the clean note policy provides a uniform standard for the circulation of only clean and fit banknotes in the economy adding that the banknote fitness guidelines provide the industry with clear and acceptable criteria for determining the quality of notes in circulation. He said the policy guideline is backed by Sections 18, 20 & 21 of the CBN Act 2007 which prohibits the counterfeiting, sale and abuse of the naira. Gwadabe said that ABCON, and it’s over 4,500 members will collaborate with the CBN to make the new policy a success. He said that the collaboration of deposit money banks (DMBs), merchant banks, Microfinance banks, government agencies, Cash-in- Transit ( CIT), Cash Processing Companies (CPCs), Market Associations, merchants/retailers, chambers of commerce and industry, security agencies, currency Management equipment manufacturers, bank customers and the general the public is also needed for the policy to succeed. He said that Nigeria remains a cash-based economy, and that the
new policy is crucial to ensure that the local currency remains attractive to the people. ABCON boss said that despite the use of e-payment channels, majority of Nigerians still use cash in their day-today economic transactions, especially in making payments especially where there are no digital payment platforms. The ABCON boss said the BDCs have remained resolute in ensuring sustainable and stable exchange rate, price discovery and uniformity in the market pricing for the dollar against the naira. He said the current less than one per cent transaction margin that operators take is not sufficient for BDCs’ sustained operation, and totally falls below the global standard of 10 per cent. Gwadabe said the BDCs will continue to operate within the law and set regulation, and is bound to even perform better given the automation of BDCs’ operations through the ABCON Live Run Automation Portal that has continued to integrate each of the over 4,500 CBN-licenced BDCs across the country.

TCN restores bulk power transmission after fire outbreak Ukpono Ukpong, Abuja Following a fire outbreak on one of its 45MVA 132/33kV power transformers, the Transmission Company of Nigeria (TCN), has said that usual bulk power transmission has been restored. With this development, normalcy has since returned at the Apo transmission substation after the Sunday incident that burnt the power transformer which feeds electricity to Abuja Electricity Distribution Company (AEDC) 33kV feeders. The General Manager Public Affairs, TCN, Mrs Ndidi Mbah, in a statement explained that it’s too early to determine if the burnt transformer could be salvaged,
investigations into the possibility of transformer protection failure on its 45MVA power transformer is ongoing. While commending the combined efforts of the Federal, FCT and NNPC fire service who helped to put off the fire, Mbah said that the fire resulted from a direct fault from one of AEDC’s 33kV feeders which had a history of incessant trippings, noting that the 33kV lacked protection. “The 33kV feeder H13 circuit breaker and current transformer exploded while the 33kV outgoing transformer snapped causing the fire.’’ She, however, said the Apo transmission substation had N-I redundancy and as such, power supply to all the areas that
take supply from the substation through AEDC would not be affected by the incident. “This is because of the maximum load taken by AEDC from the burnt 45MVA transformer was 26MW, meanwhile maximum load AEDC takes from the old 100MVA in the substation is 56.5MW. “But maximum load from the second 100MVA power transformer installed last year is 30.8MW, both, however, can take at full capacity, a total of 160MW as against the 86.5MW.’’ She said TCN was presently transmitting normal supply through the 2x100MVA 330/132kV and the second 45MVA 132/33kv power transformers in the substation.
According to her, the company had equally loaded the 26MW from the burnt transformer into the 100MVA MBH transformer at the substation and is adequately supplying AEDC without load reduction. Mbah said TCN was working with AEDC to ensure that it now takes the load formally from the burnt transformer through the MBH 100MVA transformer. She apologized on behalf of TCN for the inconveniences caused electricity consumers in the affected areas, noting that issue of protection of equipment must be taken very seriously. This, she said was to ensure that stability of the nation’s network was not compromised.

Obaseki boosts job creation with tech training for undergraduates in Edo Ladesope Ladelokun Committed to creating more opportunities for Edo youths to tap from Nigeria’s booming tech ecosystem for self-reliance, Edo State Governor, Mr Godwin Obaseki is subsidizing the training of youths in in-demand tech fields, such as Artificial Intelligence, Data Science and Machine Learning. The 6-week training programmes are being run by Curators University and held at the Edo Innovation Hub, Institute of Continuing Education (ICE), Wire Road, Benin City. At the last count, over 250 youths have been trained in the programme, which is also partly funded by Microsoft. Young people who want to take the same courses in Lagos and Akure, Ondo State pay as much as N160,000 ($140), in cases where they don’t get sponsors or subsidized by Curators University. This makes Edo one of the most ITfriendly state in the country. The programme, open for undergraduates and graduates is being subsidized through EdoJobs, Edo State’s skills development and job creation platform. Senior Special Assistant to Edo State Governor on Jobs Creation and Skills Development, Mrs Ukinebo Dare said the gesture is part of the governor’s promise to create at least 200,000 jobs in Edo State before 2020, noting that up to 90,000 jobs have been created so far. According to her, “Students in the programme get to learn Python and R programming languages and are encouraged to continue with advanced level work at the end of the 6-week training. By the fourth week, they are able to tackle real-life problems in data science and machine learning and are ready for the workplace.” A beneficiary, Princess Oviawe, a 300 Level undergraduate at the University of Benin (UNIBEN), said that though she could code in HTML and CSS languages before the programme, she was able to learn Python and R, and is now confident of working as a freelancer even before graduation.

Lagos PDP reject results of Ajeromi House of Reps rerun Vows to reclaim mandate legally Stories Patrick Okohue The Lagos State chapter of the Peoples Democratic Party (PDP) has rejected the outcome of the House of Representative rerun election that took place on Saturday in Ajeromi Ifelodun Federal Constituency. In a statement by the factional chairman of the party, Otunba Segun Adewale popularly known as Aeroland, he said that Hon Rita Orji had won the election, but APC and INEC connived to cancel results in areas where PDP was leading with 3,224 votes during February 23rd Election as declared By INEC and agents recorded 5,724 while Supplementary on April 27 gave the party 3,558 votes. But After the election on Saturday, the Independent National Electoral Commission INEC, declared Hon. Kolawole Taiwo of the All Progressives Congress (APC) as winner of the Ajeromi Ifelodun House of Representatives. The Returning Officer for the Constituency, Prof Mathew Ilori from University of Lagos, made the declaration at INEC Collation Centre in Ajeromi Ifelodun Local Government. According to Professor Ilori, Mr. Taiwo emerged and returned elected with 36,115 votes to defeat Mrs Rita Orji candidate of the Peoples Democratic Party who polled 32,557 votes, but PDP claimed that the results are not correct. The PDP said that it has come to their knowledge that whenever their party wins and INEC calls for a rerun, it’s a plot specifically planned to rig the rerun with falsification of results, direct confrontation and disenfranchisement of electorates and outright rigging. The party calls for a cancellation of the rerun because such cannot be called an election.
The party said, it is on record that in the affected 71 polling units, “PDP voters were chased away by dangerous weapons wielding thugs, some uncollected PVCs were distributed to APC members they used in voting which created mismatch with their thumbs, INEC have a lot of questions to answer over this matter probably in court.” PDP said they are therefore protesting against the barbaric conduct of the election because such cannot be allowed to continue under a democratic setting, that if such is allowed, it will spell doom for the country’s future.
The state chapter of the party called on the national leadership of the party to reject the results outrightly also because from credible report, there was nothing like election in Ajeromi but festival of result writing exercise and electoral fraud. PDP said that INEC has failed Lagosians yet again, that its candidate Hon. Rita Orji will be encouraged to go to court and get a deserving judgement against the kangaroo election marred by outright rigging which was made possible by INEC, APC and some moles in PDP who worked against the interest of the party.

Oyo APC factional group calls for fresh congress, new executives A factional group within the All Progressives Congress (APC) in Oyo State, known as Reformers has called for the immediate dissolution of the party executives from the ward to state level to pave way for a more popular and proactive executives to run the party affairs. This call is believed to be fallout of the lost suffered at the last general election. The group also disagreed with the party chairmen at the local government level that the party lost the last election in the state as a result of overconfidence and electoral fraud. In a statement by the group’s secretary, Mr Sulaimon Ramon, the Reformers noted that the party lost the election due to imposition of candidates, lack of internal democracy, internal wrangling and high handed approach of the governor. The group further condemned the call by the party chairmen at the council level to make
Sango
the party’s governorship candidate in the just concluded election, Mr Adebayo Adelabu the state party leader as well as nominated state candidate for ministerial slot. The statement reads in part, “We lost the election to imposition of candidates, lack of internal democracy, internal wrangling, high handedness by the governor and the incompetence of the party executive under Chief Akin Oke. “What Oyo State APC needs now is a college of tested and patriotic party leaders under the leadership of a tested leader with credibility, sound knowledge of politics, grassroots mobilisation, kindness and an army of loyal supporters. It is far from being a responsibility of a political greenhorn like Adelabu.” The group accused the party chairmen of making the statement as a payback to the former governorship candidate after he
released the buses used for the last election at their various local governments to them. It advised the chairmen to understand that the party is bigger than individual greed and interest of each and every one of them, noting that “this was the way they hailed and shouted Sheu until Ajimobi led us to the present dungeon.” The APC Reformers however advised the national leadership of the party to note that with the statement credited to the party chairmen at the local government level, they have not learnt from the latest avoidable failure at the election and they are yet to retrace their steps for future success. It then called for the immediate dissolution of the party’s entire executive from the ward to the state to pave way for integration, harmonisation and a fresh democratic congress which will “usher in a pragmatic, populist and proactive executive.”
The State Executive Council (SEC) of the main opposition Peoples Democratic Party (PDP) in Plateau State has ratified the earlier suspension of the chairman of the party, Hon. Damishi Sango and his Deputy, Hon. Amos Gombi Guyol, by the state exco. The SEC has also setup a seven-man disciplinary committee, with Barr. S.T. Panwal as Chairman and Mr. Pamson Dagyat as Secretary. It would be recalled that the state executive of the party had last Wednesday suspended the chairman and his deputy for alleged misappropriation of campaign funds, funds meant for bringing succour to Internally Displaced Persons in the state, among other issues. The ratification took place at the state party secretariat in Jos, the state capital, where there was a voice vote to ratify the suspension, and 65 members of SEC agreed that both the chairman and his deputy remain suspended. Addressing SEC members, Acting Chairman of the party, Hon. Chris Hassan, said the committee has been given one month to complete its assignment. Chris said, “The SEC which is the constitutional body that is saddled with the responsibility ratifying the decision of the State Executive of the party have today agreed the suspension of the chairman, Hon. Damishi Sango and the deputy chairman, Hon. Amos
Gombi Guyol are in order; in line with the provision of the constitution of the PDP. “Also a seven man committee has been setup to be chaired by Barr. S.T. Panwal and Hon. Pamson Dagyat as the Secretary; and based on constitutional provision, we are giving them one month to complete the assignment and submit their report to the Exco.” Other members of the committee include; Ventim Ntem, Dayabu Dauda, Barr. Auwal Haruna, Hon. Sylvia Miri and Moses Sule. Speaking on behalf of the National Assembly members, Senator-elect for Plateau North and current member representing Barkin Ladi/ Riyom Constituency in the House Representatives, Istifanus Gyang said, “We want to say that the decision of the SEC today ratifying that of the State Exco on the grave allegations that have been raised against the chairman and his deputy, is part of the constitutional process that requires for him to have fair hearing. Gyang added, “The decision of the SEC today is to further allow the National leadership of the party to wade into the matter.” Those at the ratification were present and newlyelected members of state and National Assembly, the three vice chairmen from the three senatorial zones, chairmen of the party in the LGAs, former members of state and National Assembly, among others.

African Court on Human and Peoples’ Rights seeks States declaration Andrew Orolua The President of the African Court on Human and Peoples’ Rights Justice Sylvan Ore and some justices of the Court on Monday (yesterday) began one - week working visit to Nigeria seeking her declaration. But interestingly, only very few people - some officials of the Federal ministry of Justice, Foreign Affairs and top Federal Government officials known about the existence of the Court. This may not be entirely true or correct but awareness problem appears one of the reasons for the delegation visit to President Muhammadu
Buhari, ECOWAS Court of Justice and some key officials of Foreign Affairs and Justice. The African Court on Human and Peoples’ Rights is a continental court established by the 55 Members States of the Africa Union through protocol in 1998. However, only a little more than half the number of member States, precisely 30 of them have ratified the protocol. But, abysmally only 9 member States out of the 30 have made declarations which permits their citizens and Non Governmental Organizations to bring cases directly to the Court, in the continent where human rights abuses are rampant. What are the reasons 21
member States are holding back their declaration and 25 other States are yet to merely ratify the protocol? Though none of these States nor the Court itself have officially put forward the reasons, some individuals have . In fact, they have alluded to the duplication of the Court jurisdiction and the fear that an effective African Court with binding decisions would erode States sovereignty. These are misplaced fears. The jurisdiction of the African Court on Human and Peoples’ Rights is limited to rights abuses cases. It’s jurisdiction can be said to be complementary to those of the regional Courts like Economic
Community of West African Court of Justice which has its headquarters in Abuja. The African Court on Human and Peoples’ Rights was established to complement and reinforce the protective mandate of the African Commission on Human and Peoples’ Rights (often referred to as the Banjul declaration). It seeks, therefore, to strengthen “the human rights protection system in Africa and ensuring respect for and compliance with the African Charter on Human and Peoples’ Rights as well as other international human rights instruments, through judicial decisions.” However, citizens whose

rights have been abused or are threatened can not directly approach the Court to seek redress except his or her country had ratified the protocol and make declaration .This was what befall the case of Mr Michelot Yogogombaye, a citizen of Republic of Senegal who filed an application on August 11, 2008 before the Court praying it to suspend proceedings instituted by Senegal against Mr. Hissen Habre , a former President of the Republic of Chad ,who is exile in Senegal. In determining Yogogombaye’ s application the Court in pursuant to Article 34 (6) of the Protocol and Rule 33 (f) of the Rules of Court, found that the application was not admissible as the Court had no jurisdiction to hear it since Senegal had not made the declaration recognizing the jurisdiction of the Court to receive applications submitted directly by individuals or NonGovernmental Organization. Besides, citizens seeking to utilize or avail themselves of opportunity offered by the Court must first exhaust local remedy . Stella Anukam last week’s Thursday urged Nigeria to avail herself of the huge benefits embedded in being a part of the continental court. Justice Anukam, who is one of the two judges from the West Africa region on the bench of the 11 member justices of the continental court disclosed that the court over time had reached several remarkable decisions in protecting the rights of her citizens. The judge of the African Court who disclosed this while declaring open a Mini African Court Sensitisation and Training Programme for the Media yesterday in Abuja, lamented the failure of the country to make the declaration recognising the competence of the Court to receive cases from Non-Governmental Organisations (NGOs) and individuals. She said, “We want Nigerians to take full advantage of the court. The African Court was created to protect human and peoples’ rights.” Justice Anukam disclosed that the parley with the media was aimed at increasing awareness of the court and its benefits to the people of Nigeria. As the Court continue with its tour to enlighten member States , individuals and civil society groups about its existence , efforts should be intensified to win more States to persuade them taking queue from states like Benin, Burkina Faso,Cote d’Ivoire ,Ghana, Malawi, Mali, Tanzania , Tunisia and one other country that have made the required declaration recognizing the competence of the Court to receive cases from NGOs and individuals. Super Eagles tipped for AFCON glory
The organiser of Nigeria Pitch Awards, Shina Phillips, has joined other optimists, tipping the Super Eagles to lift the African Cup of Nations (AFCON) in Egypt. Phillips gave the hope in an interview with the News Agency of Nigeria (NAN) while speaking on the chances of the Gernot Rohr-tutored team in Africa’s biggest football event. NAN reports that the senior national team will begin their campaign in Egypt on June 22, with a game against the Swallows in the War, Burundi national team. Nigeria will attempt to lift the AFCON trophy for fourth time when the hostilities begin in the 32nd edition of the competition. The team, however, will have to first qualify from a group of underdogs that has Madagascar, Burundi and Guinea.
Phillips said that the Eagles had put up a good performance during the qualifications; hence, they needed to sustain the tempo to win the coveted trophy. “The Super Eagles have shown class and fighting spirit during the qualification stage. They have also showed courage, so what is left is to sustain the tempo. “I think it is a team that is determined to do well, so they are in the position to win the cup for the fourth time, I have no doubt about that. “The squad is well assembled and balanced with an experienced coach in the saddle, maybe some little efforts should see them go far in the tournament and eventually win it. “We have done well in years past, but this year might be a little different from the previous years, yet if we can imbibe the
spirit of `I can’ the cup will be ours,’’ he said. Phillips said that other countries in contention for the 2019 AFCON will have Nigeria to battle with, adding that the Eagles could match any team in Africa, strength for strength. “Ours is a team of young determined players who can match any team strength for strength and tactics for tactics in Egypt. “Other countries like Egypt, Morocco, Algeria, and Senegal can also be considered as favourites but with the current form of the Eagles, other teams should also be afraid. “This present squad of senior national team should be able to square up with others in Africa without fear and obviously, they are the clear favourites for the trophy among other few,” he said.

Anthony Joshua’s US debut opponent to be revealed today Anthony Joshua’s opponent for his United States debut is set to be confirmed on Tuesday, according to Matchroom Sport chairman, Barry Hearn. Britain’s unified heavyweight boxing champion is awaiting news on his next challenger for his scheduled defence at Madison Square Garden in New York on June 1. Matchroom Boxing boss Eddie Hearn has been holding talks with a number of potential opponents for Joshua, and his father Barry reveals that a deal is close to being finalised. “I know he’s very close,” Barry Hearn told Sky Sports. “I understand there’s every chance he’s going to make an announcement tomorrow, so it’s getting there. “It’s difficult, it’s very difficult, the political world of boxing and the money they’re talking about, but it’s also difficult when a few people view it as an opportunity to put one over on AJ, or us, or boxing. “We have five likely opponents, so it’s not a question we’re going to be blackmailed. We’re
never going to be forced into doing anything stupid, because we just don’t work like that. Eddie is just playing the cards dead straight. “AJ makes the final call, the final list is there and I believe the final decision will be known tomorrow.” New Yorker Jarrell Miller was originally due to challenge Joshua, but was denied a boxing licence after he failed a pre-fight drug test. A number of replacements have been named on a shortlist, including Luis Ortiz, Andy Ruiz Jr, Michael Hunter and Trevor Bryan, although Barry Hearn refused to hint at the chosen option. “I’m in the background if they need me, but I certainly don’t steal their thunder and they’ve got their announcement planned as and when the ink on the paper is dry,” he said. “Until that stage, we don’t make any early announcements. “I believe the eventual opponent will be at least as tough if not tougher than the Miller fight, and I believe it will be a fight that will go down very well with the proper boxing fans.”

Leicester City coach Rodgers explains Wilfred Ndidi substitution in Arsenal win
Brendan Rodgers has revealed that Leicester City’s need to be ‘more aggressive’ saw him take off Wilfred Ndidi against a 10man Arsenal side. The Foxes scored all their goals in the second half as they defeated Unai Emery’s side 3-0 at the King Power Stadium on Sunday. The visitors had Ainsley Maitland-Niles sent off in the 36th minute and, to unsettle their drive, Rodgers substituted the everpresent Ndidi – cautioned after 13 minutes of action – for Harvey Barnes at half-time. “I thought when it was 11 vs. 11 we were the better team, we looked a threat, we just needed to control their counter-attacks,” Rodgers told the Leicester City club website. “In the second half we wanted to be more aggressive, taking off Wilf [Wilfred Ndidi] who was on a yellow card, put an extra creative midfield player in and then putting Harvey [Barnes] wide. “I thought in the second half we
showed great fitness levels, great energy and scored all three very good goals.” The switch paid dividends as Youri Tielemans’ 59th-minute header and a late double from Jamie Vardy handed Rodgers his fifth win on his eighth outing as Leicester manager. On the international scene, Ndidi’s Nigeria have been drawn in Group B of the 2019 Africa Cup of Nations finals in Egypt, which kicks off on June 21. The Super Eagles will look to navigate past Burundi, Guinea and Madagascar for a spot in the knockout phase.
Raheem Sterling was named the 2019 footballer of the year by the Football Writers’ Association on Monday hours after missing out on the players’ player of the year award. The Manchester City and England forward topped the poll of the 400-strong FWA membership as a clear winner, with 62 percent of the votes, more than 100 ahead of Liverpool defender Virgil Van Dijk. Sterling’s team-mate Sergio Aguero was in third place. On Sunday, Sterling, 24, lost out to Van Dijk in the battle for

the Professional Footballers’ Association award but was announced PFA young player of the year. Sterling has been a key man in Pep Guardiola’s side as they battle with Liverpool for the Premier League title and has received praise for the strong stance he has taken against racism in the game, having himself been subjected to abuse. Sterling has scored 29 goals for club and country, including a hattrick for England in the opening Euro 2020 qualifier against the Czech Republic at Wembley, while
also helping Gareth Southgate’s young squad reach this summer’s Nations League Finals. Manchester City’s England forward Nikita Parris won the women’s footballer of the year award.
