The National Chairman of the party, Prince Uche Secondus while addressing jubilant supporters drawn from the seven states of the North West zone, Sokoto, Katsina, Kebbi, Zamfara, Kano, Jigawa and Kaduna states at Shehu Kangiwa Square, Sokoto, said that President Muhammadu Buhari has failed the people woefully. The National Chairman said that the PDP has chosen a credible and experienced Presidential candidate, Alhaji Atiku Abuabakar and his running mate, Peter Obi, to lead the rescue mission. “Atiku has what it takes to turn the economy around, create jobs for our teeming youths and unite the country”, he said while he warned that Nigerians have turned their back on the APC and President Buhari as can be seen by the people of Sokoto and the North West states. Prince Secondus warned the Independent National Electoral Commission (INEC) and the security agencies not to undermine this country by attempting to rig the election. Senate President and Director General of PDP Presidential campaign Council, Dr. Bukola Saraki, said the Northwest has become PDP zone, because there is no security, there is no food, there is hunger in the land. He told the crowd that “Atiku is the man that can fight insecurity, hunger and unite Nigerians. It is about food,

DSS arrests fake ‘Aisha Buhari’ for swindling N150m from man over FG property Says I’m not alone but part of syndicate including Aisha’s sister, ex-SGF, directors
Andrew Orolua, Abuja In what can be referred to as anticlimax, a drama ensued at the Headquarters of the Department of State Services (DSS) on Monday when the agency paraded a middle-aged woman it accused of impersonating the wife of the President, Mrs. Aisha Buhari and using her name and office to defraud a businessman to the tune of N150 million over a Federal Government landed property in Lagos. Public Relations Officer of DSS, Mr. Peter Afunanya, disclosed this while addressing newsmen on Monday in Abuja, adding that the suspect, Amina Mohammed, also goes by the aliases, Justina Oluoha and Amina Villa. Afunanya disclosed that the suspect had an unauthorised access to the Presidential Villa and used the office of the First
Lady, Aisha Buhari, to engage in fraudulent acts. He said that the suspect adopted various names and identities to defraud unsuspecting persons before she was discovered. “She used the false identity to evade protocol and scrutiny, thus gaining unauthorised access into the villa and particularly the residence of Mrs. Buhari. “She took advantage of the fact that personalities such as First Ladies, ministers and certain categories of officials are not taken through the rigorous protocol and security checks at the villa posts,” he said. The DSS spokesman said that the suspect on November 22, 2017, when she paraded herself as the Kogi First Lady, invited Dr. Alexander Okafor, aka Chicason into the villa. He said that the suspect made Okafor believe the invitation
was at the instance of the wife of the president. “Investigation revealed that the first lady was away on lesser Hajj and not in the villa during the period,” he said. The DSS spokesman said that Okafor had complained that he was duped of over N150 million in respect of a Court of Appeal property Lagos which the suspect promised to help him with. He said that the property was said to have been part of those under the presidential implementation committee on lease of government property. “Investigation has shown that this unholy enterprise is not known by the first lady. What the suspect did was to use the first lady’s name and office as bait to lure and defraud her victims,” he said. He advised members of the

Day of reckoning under way: Court okays EFCC’s bid to prosecute Diezani, Omokore Andrew Orolua and Doosuur Iwambe, Abuja
The day of reckoning appears to have beaconed on former Minister of Petroleum Resources Mrs. Diezani Alison-Madueke, as the Federal Capital Territory, High Court, on Monday, granted an approval to the Economic and Financial Crimes Commission (EFCC) to arraign her and Chairman of Atlantic Energy Drilling Company, Olajide Omokore, on February 25, 2019 on criminal charges. Diezani Alison-Madueke and Olajide Omokore, are to be arraigned on five counts bordering on conspiracy and illegal act of accepting and giving gratifications. Justice Valentine Ashi of the FCT High Court sitting in Apo district, on Monday, granted the EFCC leave to bring the action against the suspects, after the prosecution lawyer, Mr. Faruk Abdullahi told the court that the former minister left the country to United Kingdom while investigations were on going. Justice Ashi also ordered the EFCC to put its house in order. Alison-Madueke is currently in UK and she has refused to honour an invitation by the EFCC to appear at the commission, the lawyer alleged. The suspects are to be arraigned for allegedly accepting and giving gift of properties described as penthouse 22, Block B, Admiralty Estate, Ikoyi, and penthouse 21, building 5, block C, Banana Island, Lagos. According to EFCC, the alleged offences contravened the provisions of Sections 26(1) and 17 of the Corrupt Practices and Other Related Offences
Act, 2000. The prosecutor, Mr. Faruk Abdullahi told the court that while investigations were ongoing, the former minister left the country and is currently in the United Kingdom. He also said that on invitation by the EFCC, Mrs. Alison-Madueke refused to honour the invitation but all process are set in place to ensure she comes back to face trial. The counsel for the second defendant, Tayo Adeniyo (SAN), told the court that his client was not served with the charges and that his client was ready to clear his name. It would be recalled that the Acting Chairman of the EFCC, Mr. Ibrahim Magu, recently hinted at a forum organised by the agency that the process to bring back the former Minister of Petroleum, AlisonMadueke, from the United Kingdom has begun. Alison-Madueke, who is also being investigated in the UK, had last year urged the Federal Government to have her repatriated to Nigeria to face corruption charges against her but her request was considered as an attempt to evade quick trial. However, Federal Government action on Monday is a confirmation that it had finally resolved to try Alison-Madueke in Nigeria as she has not been formally charged in UK. It also suggests the government has abandoned its earlier stand particularly the position taken by the Minister of Justice and AttorneyGeneral of the Federation, Abubakar Malami, in October, 2017 that Nigeria had no immediate plan to bring AlisonMadueke back home to face trial. However, in same year, a Federal
Diezani High Court in Lagos ordered the final forfeiture of N7.6bn alleged loot recovered from the former minister to the Federal Government. In making the order, Justice Abdulazeez Anka ruled that “I have read the motion on notice seeking the final forfeiture of the sum of N7.6bn reasonably suspected to be proceeds of unlawful activity. I have also gone through the affidavit in support of the application. “In the circumstances, I am of the view that the application has merit and is hereby granted as prayed. Parties have a right of appeal.” In a related development, the Economic and Financial Crimes
Commission (EFCC) will on December 6, 2018 arraign a former governor of Kebbi State, Usman Saidu Dakingari, before a Federal High Court, BirninKebbi, on a 13-count charge of conspiracy and money laundering. Dakingari will be arraigned along with Sunday Dogonyaro and Garba Rabiu Kamba for allegedly conniving to collect the sum of N450 million part of the $115 million allegedly “shared” by former Minister of Petroleum Resources, Deizani Alison-Madueke, for the purpose of influencing the 2015 general election. Dakingari and his co-defendants arraignment suffered series of adjournments due to their persistent absence. On the last adjourned date, Justice Simone Amobeda gave the absentee defendants a last chance to appear before the court and take their pleas otherwise, he would “grant the prosecution’s prayers and invoke section 394 of the Administration of Criminal Justice Act, 2015 for the court to issue a bench warrant for their arrest”. One of the charges reads that: “Usman Saidu Dakingari on or about the 27th March 2015 at Kebbi within the jurisdiction of the Federal High Court made a cash payment of the sum of N49,640,000 (Forty Nine Million, Six Hundred and Forty Thousand Naira Only) to Alhaji Haruna Haruna without transacting through a financial institution and thereby committed an offence contrary to section 18 (a) of the Money Laundering Prohibition Act, 2011 (as amended) and punishable under section 16 (2)(b) of the same Act”.
3 parties ask Court to stop Buhari from assenting 2018 Electoral Bill Andrew Orolua, Abuja Three registered political parties have approached a Federal High Court in Abuja for an order to stop President Muhammadu Buhari from giving his assent to the Electoral Act Amendment Bill 2018 sent to him by the National Assembly. President Buhari had on three occasions withheld assent to the Electoral Act Amendment Bill 2018, which was passed by the National Assembly on July 24, and transmitted to the president on August 3. The latest amendment to the Electoral Act Bill 2018 was sent to the President early last month. On Monday, three political parties Advanced People’s Democratic Alliance (APDA), Allied Peoples Movement (APM), and Movement For Restoration and Defence of Democracy, (MRDD), in the case with suit number FHC/ABJ/ CS/1469/18 filed by their lawyer raised the alarm that the President’s assent to the 2018 Electoral Act will truncate next year’s election. Joined as defendants in the suit are the President Muhammadu Buhari, Senate President, Speaker of the House of Representatives, the Chairman, Independent National Electoral Commission and the Attorney-General of
the Federation. In the suit dated December 3, 2018, the plaintiffs asked the court to determine the following questions: Whether the 1st defendant can proceed to assent the Electoral Act Amendment Bill 2018 forwarded to him by the National Assembly to be used to conduct the 2019 general election when there is no more adequate time for the manifestation of the proposed Act. “Whether assenting to the Electoral Amendment Bill 2018, now will not truncate the 4th respondent (INEC) from ensuring proper conduct at 2019 general election considering the fact that the notice of election was initiated in line with the Electoral Act 2010 as amended.” The based on the resolution of the questions, the plaintiff asked the court to grant the following reliefs: A declaration that the assenting of the bill will truncate the 2019 general election scheduled for February and March 2019. The plaintiffs are also asking for an order of this court stopping the 1st defendant from assenting to the Electoral Amendment bill 2018. In the affidavit in support of the suit deposed to by Shittu Mohammed Kabir, Chairman and Presidential candidate of APDA, the plaintiffs said the Electoral Act 2010 as Amended was done sequence to
the 2015 general election, adding that the purpose was to among other things provide adequate time for the 4th respondent to issue notice of election, receive nomination of candidates from political parties and ensure the proper conduct of political parties. According to the plaintiffs, the Act has been used by the 4th respondent to conduct the 2015 general Election into various political offices in Nigeria. He further averred that the Electoral Act 2010 has been used to issue notice for the 2019 General Election. He said in the affidavit in support of the originating summon: “That I also know as a fact that Electoral Act 2010 as amended has been adopted/used by all the registered political parties to conduct their primary election into all the political elective offices in preparation for the 2019 general election coming up in February. 2019. “That I know as a fact that the process leading to the conduct of the 2019 general election was initiated and substantially consummated on the basis of 2010 Electoral Act. “That I know as a fact that changing or amending the Act that has been used for primary elections in preparation for the forth coming General election which is less than 3 months will engender confusion in the electoral/political process.
“That I know as a fact that signing the bill is to make it an Act to amend the Electoral law which has been used already to set up the process and conduct of the 2019 General Election coming up in less than 3 months. “That l know as a fact that accenting the bill will truncate the electoral process which had already begun. “That I know as a fact that the bill will provide for electronic transmission of results from polling unit to collation centres. The said bill is hereby attached and marked EXHIBIT 82 “That i know as a fact that there is no way that the electorates who are not educated in this area can assimilate the act of electoral voting and transmission in less than 2 months to the general election. “That as candidate in the forthcoming election, I know as a fact that the level of education of the generality of the electorate is very low and they will be confused and this may lead to them being disenfranchised by the sudden introduction of electronic voting in the electoral process. “That proper voters’ education and demonstration of electronic voting system is required to be done in all the 36 states at the federation and Federal Capital Territory and 774 LGs and Area Councils, before such bill can be introduced to the electoral process)”.
5 News International Disability Day: Barriers must be broken towards PWDs – Minister Tom Okpe, Abuja The Minister of Women Affairs and Social Development, Hajia Aisha A Abubakar, has stated that barriers towards persons with disabilities (PWDs) must be broken and doors of individual attitudes and government policies be opened to guarantee their inclusion in the society. She also said the celebration is aimed at promoting disability issues and mobilising support for the dignity, right, welfare and integration of PWDs in all aspect of political, social economic and cultural lives of the people. Speaking in Abuja on Monday at the occasion of the 2018 celebration of the International day of persons with disabilities, Hajia Aisha said: “Our theme for this year’s celebration ‘Disability: Breaking the Barrier’ is different from the global theme, but member nations are at liberty to choose a theme based on their peculiar and priority circumstances they would want to focus on. “This year’s celebration is aimed at creating awareness on barriers to be broken, doors to opened, individual attitude and government policies towards PWDs to be changed, which will guarantee their inclusion to the society”. The United Nations (U N) in its Resolution 37/52 of December 3, 1982 adopted 1983 as the decade of Disable Persons and building on the success recorded from the decade, the UN General Assembly came through Resolution 47/93 of October 14th 1992 proclaiming December 3rd every year as the “International Day of Persons with Disabilities”. The minister revealed that to achieve this objectives, the Ministry has given this day more attention to issue relating to barriers faced by PWDs saying; “Disability issues are too important to be ignored, therefore, letters were sent to all 36 states of the federation including the FCT, Academic Institutions, Cultural Centers and our development partners to ensure full participation in Marking the day”. In her earlier remarks, the Permanent Secretary in the Ministry, Mrs. Ifeoma Anagbogwu, noted that the day’s event which is largely educative and informative will no doubt awaken the consciousness and responsibility towards the global realization that the welfare of PWDs needs more attention as one of the most important social unit of our very community saying; “Persons with Disabilities should be accorded their full rights and respect”. The State’s Commissioner for Tourism, Arts and Culture, Mr. Steve Ayorinde, who said this while addressing a press conference on Monday at the Bagauda Kaltho Press Centre in Alausa, Ikeja to formally announce activities for this year’s show, said necessary arrangements have been firmed up to ensure another hugely successful outing. Ayorinde, who briefed the media alongside senior officials of the State Government, some a-list artists billed to perform and representatives of sponsors, said the OLF would hold in five locations simultaneously across the state in line with the tradition adopted in the last four years, adding that it was gratifying that the event had become the biggest end-of-the-year entertainment brand in Africa as it provides an unparalleled platform for residents and visitors, both old and young, to relax and enjoy themselves in a secured environment. “As a Government, we are encouraged by the noticeable achievements recorded as a result of hosting this event and we are taking advantage of this year’s edition to fete millions of Lagosians who have supported this initiative running for the 4th consecutive year. “The One Lagos Fiesta draws parallel with other international cross over events in the world especially in the countdown night of December 31, and with the unique features associated with the fiesta, it is anticipated to attract over 2million direct participants across the State and over 90million viewers via live television and live streaming on social media,” Ayorinde said.

President Muhammadu Buhari has told the United Nations (UN) that no country can confront the climate change alone, urging member countries to rededicate themselves to the task of rebuilding and restoring a healthy environment for future generations. In an address to the opening session of UN Climate Change Conference (COP24), on Monday in Katowice, Poland, Buhari warned that the challenges of climate change, including rising temperatures, desertification, floods, low agricultural yields and drying up of water bodies, are enormous and evident to all. Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated that the President cited the receding Lake Chad as the effect of climate change which is felt more on the vulnerable communities who lacked the capacity and technology to properly address such challenges. “Obviously, no country can confront the phenomenon alone. In this regard, Nigeria believes in joint and cooperative efforts to tackle the problem. ‘‘We urge that efforts to address the challenges of climate change be pursued within multilateral frameworks. Concerted efforts should be made to strengthen subregional and regional organisations, to serve as hubs for Climate Action and partnership,’’ the Nigerian leader said at the International Conference Centre, Katowice. Speaking specifically on Lake Chad, Buhari reaffirmed that Nigeria remains committed to saving the Lake, which is a source of livelihood to 40 million people, from extinction. He said Nigeria would build on the success of an International Conference held earlier in February this year in Abuja to create additional awareness globally on the serious environmental and security challenges facing the Lake Chad region. Guterres, that a consensus was reached at the Abuja Conference that an inter-basin water transfer from the Congo Basin remains the most sustainable option available to resuscitate and safeguard this precious water body that was once the 6th largest fresh water Lake in the world. On behalf of the Member Countries of the Lake Chad Basin Commission, President Buhari thanked the Italian Government for donating 1.5 million Euros towards completion of the feasibility studies on the proposed inter-basin water transfer project. ‘‘I once again call on the international community to support this worthy project, for the benefit of nearly 40 million people that depend on the Lake for their livelihood, and to guarantee future security of the region. ‘‘I would like to reiterate Nigeria’s commitment to constructively supporting multilateral action aimed at addressing climate change. ‘‘We must rededicate ourselves to the task of rebuilding and restoring the healthy environment we inherited for future generations,’’ he said. Buhari also used the occasion to highlight what Nigeria had done and is doing on climate change after the adoption of the Paris Agreement on Climate Change in 2015. ‘‘We in Nigeria have commenced the implementation of our Nationally Determined Contribution (NDC) to reduce greenhouse gas emissions. ‘‘In the next 15 years, we aim to achieve 20% emissions reduction below Business as Usual (BAU) and 45% emissions reduction with the support of our international partners by 2030. ‘‘Our efforts include the review and introduction of new responsive Legislation/policies, strengthening institutional and manpower capacities, and encouraging gradual transition to low carbon economy. ‘‘Nigeria has also recently ratified the Doha Amendment and will soon deposit the instrument for ratification,’’ he said. Nigeria will continue to pursue industrialissation and economic development, with sound environmental management and best practices. He added that Nigeria has unlocked the potential of its sovereign green bond to galvanize private capital to finance environmentally sustainable projects. ‘‘In support of our NDC aspiration, we have embraced the issuance of green bond as an innovative and alternative source of funding projects that would reduce emissions and provide robust climate infrastructure like renewable energy, low carbon transport, water infrastructure and sustainable agriculture that our country needs,’’ he said. Furthermore, the President told the summit Nigeria believes that technology can be a powerful solution for simultaneously addressing climate change and advancing development, stressing the need for developed countries to accelerate the finance for research and development, in addition to promoting access to climate-friendly technologies. ‘‘In addition, there is the need to raise global climate action in the pre-2020 period, in terms of mitigation, adaptation and means of implementation. ‘‘For us in Nigeria, we are promoting technologies and practices such as sustainable land management, climate resilient agriculture, water efficiency and clean energy. ‘‘We have also developed insurance-based initiatives to deal with loss and damage, as well as adaptation to internally acceptable practices,’’ he said. The President commended the Government and People of Poland for hosting the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in the ‘‘beautiful city of Katowice.’’ At the formal opening of COP24, President Andrzej Duda of Poland had told delegates that the conference is taking place on the exact location where a coal mine was once operated, adding that Katowice is now one of the greenest cities in Poland.

Alleged N2.5bn fraud: Court decides Pinnacle’s Short News application challenging ICPC, Dec 14 Nnewi traders jubilate over release Andrew Orolua, Abuja A Federal High Court sitting in Abuja has fixed December 14, for ruling on application by Pinnacle Communications Ltd seeking to defreeze its bank account that was frozen by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) over allegation of N2.5 billion fraud. Pinnacle Communications Limited is the only private licenced signal distributor approved by the Federal Government to implement the transition from analogue to digital terrestrial television broadcasting in Nigeria in accordance with the 2012 government White Paper section 11.2 (a) which approved that ‘more than one signal distributor be licenced in addition to NTA-the public licenced signal distributor. Another signal distributor should be licensed immediately. In 2014, Pinnacle emerged successful bidder out of nine companies after a rigorous public tender and full compliance with due process. The ICPC had claimed that Pinnacle was fraudulently recommended to the Minister of Information and Culture for the release of N2.5 billion against the guidelines contained in the White Paper.
The date was fixed by Justice Nnamdi Dimgba after hearing the submissions of counsel in the matter. Moving his motion on notice, the plaintiff’s counsel urged the court to lift the order of postno-debit placed on the account of Pinnacle domiciled in Zenith bank. The plaintiff counsel, N. Ekanem (SAN) told the court that the ICPC has not adduced cogent reasons why the order freezing the account should be granted. Ekanem argued that what the commission has continued to say was that they are still coducting investigation on the source of the fund. He disclosed that chairman of Pinnacle as a mark of respect for ICPC honoured an invitation extended to him on November 14, where he made statement under caution and was subsequently granted bail. “You cannot clamp down our client’s account based on mere suspicion and not even with a valid court order” the plaintiff’s counsel posited. Reacting to the notices of preliminary objection filed by E. A Shogunle, counsel to the 1st respondent (ICPC), and Abdullahi Abubakar, counsel for the 3rd respondent (AGF), Ekanem insisted that the claim of respondents that they are challenging jurisdiction of court to hear the matter was misconceived. Counsel to Pinnacle told the court that his client is not challenging any order made by a
magistrate court because “there was no order of court freezing the account of the plaintiff. The plaintiff’s counsel in urging the court to dismiss the objection said what the respondents referred to as an order of court was an ICPC order. Ekanem told the court that the 21 days given to ICPC to conclude investigation and unfreeze the account have elapsed, yet the agency did not comply with the directive. However, ICPC and AGF contended that the plaintiff’s claim was purely a matter between the company and Zenith bank, and therefore should be at the Federal Capital Territory High Court. Shogunle argued that what the ICPC did was temporary seizure of the fund pending outcome of investigation. He stated that there was evidence of money laundering which suggested that the fund was proceed of unlawful activity. Consequently, Shogunle said, in accordance with section 45 of ICPC Act, the commission’s chairman can order a bank to temporarily freeze a suspected account. After hearing counsel, Justice Dimgba fixed December 14, for ruling. A recent statement by the ICPC spokesperson, Rasheedat Okoduwa last Thursday, had mentioned the company among those quizzed in connection with the alleged fraud.

Kogi Assembly members plot Speaker’s impeachment Idris Ahmed, Lokoja Tension is brewing in the Kogi state House of Assembly, following plots by some legislators to impeach the speaker, Rt.Hon. Mathiew Kolawole, over allegations of unholy fraternity and sell out of the arm of government to the executive. The lawmakers last week embarked on strike to protest the non payment of their several months of salaries, constituency allowance and allowances. They equally accused the Speaker of selfishness, as he was said to be only interested in his personal gains against the collective benefit of the entire members of the Assembly. Other issue that was said to be disturbing was that the Speaker took the advantage of the members’ strike which eventually earned him the position of acting Governor of the state, following the absence of the Governor Yahaya Bello who is on the entourage of the President to Poland. According to the legislator who will not want his name in print, 18 members of the Assembly have been meeting to ensure the removal of the Speaker.

Monetary policy and Nigeria’s economy

I sometimes pity members of the CBN’s Monetary Policy Committee. For the past 12 bimonthly meetings, they have held rates at 14 per cent monetary policy rate (MPR) with a corridor of +200 basis points and -500 basis points, liquidity ratio at 30 per cent, and cash reserve ratio (CRR) at 22.5 per cent. This is not too odd for a plateaued, matured economy like that of the U.S. or Japan, where rates have been held for longer, but for a growing (or supposed-to-be-growing) economy, this is worrisome. I have read quite a number of the individual statements of members, in which they laboured to explain their decisions. Of recent, a couple of them have tried to go contrary to the stasis that seem to have beset the Committee’s decisions in the past two years, by recommending an increase in the MPR (a harder monetary policy stance which will be unpopular with the public), but their opinions have been drowned by the more cautious majority in the team. The question is always whether to raise or drop the monetary policy rate or the other rates. To stretch monetary policy, one would have to also look at the stance of a central bank on foreign exchange. However, let us limit this discussion to the MPR, CRR and the liquidity ratio. Classical economic theory says that to spur growth, there is the need to reduce rates, because lower interest rates encourage people to borrow from banks and invest in schemes of their fancy. Also lower rates discourage a situation where people simply park their money in the bank to earn rent. The same theory believes that higher rates slow down the economy and helps to tame inflation, as people borrow and spend less. More liquid funds are also parked in the banks as term deposits in a high-rate regime. I’ve actually disliked monetary economics since my university days. Even as a starry-eyed teenager in the late 1980s, listening to some bog lecturer talking about these theories, I always felt monetary policy was tripping. Yes monetary economics – especially in Nigeria – seem to be laying claims to what it cannot possibly achieve. Look at the idea of money in circulation, for example. The Central Bank of Nigeria (CBN) can reel out a certain figure that it believes represents the money in circulation, and monetary economists believe that money supply is the chief index that a country’s authorities must focus on in determining the prosperity of an economy. I am currently listening to a lecture delivered by no less than Milton Friedman, in which he states that “the first step, towards understanding the cause of inflation is to recognise that it is almost and everywhere a monetary phenomenon. It’s always and everywhere a result of too much money; of a more rapid increase in the quantity of money than in output. Moreover, in the modern era, the important next step, is to recognise that today,
governments control the quantity of money, so that as a result, inflation in the United States is made in Washington and nowhere else…” The old man then goes on to explain how it’s only government that owns a press that prints money. And so on, and so forth. I felt like laughing. Friedman’s life view has probably become way to idealistic. He didn’t have in mind a place like Nigeria. All I had to do was google “man nabbed with fake currencies”, and “fake currency press discovered in Nigeria” and there it was. It is as if in every state in Nigeria there is a fake currency press. And I found that Nigerians are also involved in the fake currency business even outside Nigeria – in South Africa, Uganda, among others. How is the CBN sure that it is not playing and planning with very wrong figures? Have people made careers out of keeping a straight face in front of a camera and analysing meaningless figures? For example, I recall a former deputy governor of the same CBN saying at a lecture that 20 per cent of the money in circulation in Nigeria is fake! The CBN did not deny this officially. What about the cooked books of banks? Money supply is determined simply as: “M0 and M1, also called narrow money, (which) normally include coins and notes in circulation and other money equivalents that are easily convertible into cash. M2 includes M1 plus short-term time deposits in banks and 24-hour money market. M3 includes M2 plus longer-term time deposits and money market funds with more than 24-hour maturity. M4 includes M3 plus other deposits.” Can we possibly rely on the banks to give accurate figures of customers’ deposits in their accounts? Many have several servers that have successfully shortcircuited the prying eyes of bank examiners (who are also Nigerians, meaning that they are on the lookout for a quick buck themselves). I read about the failure of a large microfinance institution recently and how they created several billions as ‘deposits’ in their books, even when there was no such money. What about the cases of fraud involving ‘bricketing’ – where ‘smart’ Nigerians refuse to burn dirty notes but divert it back to the economy by paying into their accounts? There is still one famous case going on now, involving the Ibadan branch of the CBN. There may be more, undetected. One of the past CBN governors was accused by someone I know very well, who worked there at a top level, of having diverted over N2 billion back in the day. So, what exactly is the amount of money in circulation? Note that the only thing worse than working with no data, is planning with wrong data. And this reminds one that the director-general of our statistics bureau recently confessed that his work is grossly underfunded and so he cannot produce data. We have never taken data serious here, but monetary policy is heavily dependent on good data.
So each time I see on television, financial reporters and analysts belabour themselves by comparing our economy with others that are trying to get it right, or by quoting data that sounds sweet to the ears but signify nothing, I wonder if we all cannot spend our times on something more productive. Let us examine some other problems with monetary policy in our clime. The link between interest rates and inflation seems permanently broken in these parts. The link between the policy rate of the CBN (14 per cent as at now), and the deposit and lending rates of the commercial/merchant banks here seems totally disconnected. In other words, banks seem disinterested in lowering their lending rates for poor Nigerians, even though we the taxpayers pick their bills and do their dirty laundry when they run into trouble – as they often do. However the ‘big ticket clients’, most of whose loans go bad, are the ones that can arm twist the banks and obtain ‘prime rates’ (rates meant for the best customers, usually close to the CBN rates. But if the CBN reduces the MPR to say 12 per cent, I can assure us that the lending rates of banks to regular customers without clout, will not move a jot, even if deposit rates are dropped on such customers (the big deposit clients also get their way here). The banks are trying to max out profits, some of them because new holes have been created in their books. Non-performing loans have again gone up to 15 per cent, up from about 2 per cent where it was after Sanusi Lamido cleaned up the stable and the Asset Management Corporation of Nigeria (AMCON) was created to relieve the banks of N5.4 trillion. Our banks have unfortunately perfected the art of losing money, and this is quite annoying. I, for one, am unable to get a loan from any bank in Nigeria; I should if they were straight. The only credit I am enjoying today is that which I secured as a student in the UK in 2005/6, which I have maintained and which has been gradually increased over time. I should have serious issues with banks whose only relevance to me is that they have friends in government who give them ‘get-out-of-jail-free’ passes with the taxes I pay, but who come up with all sorts of excuses if I should need them to sort a problem for me. On the flip side, if MPR was increased to say 16 per cent, yes, the banks will automatically take a cue and reprice loan books upwards, even though deposit rates will not catch up at the same pace. The wide margin between deposit and lending rates (sometimes as high as a whopping 25 per cent) will widen a bit more. I will speak for the banks here, that this wide margin is also occasioned by the high liquidity ratio, cash reserve ratio and other sterilisation that are forced by the CBN, but it is still very high
and perhaps the highest in the world. Our banks need the confidence and trust of the people and so have to work on some of these optics. Perhaps more to the point and in answer to late Mr. Friedman, on the streets and in our markets, a higher interest rate level does not automatically lead to lower inflation. Though I believe our macro indices for now are a big fiction, but we all know that prices rise – or occasionally fall – in Nigeria for different crazy reasons, and that we believe in leaps and bounds. The government itself fuels this phenomenon. Fuel prices are usually reviewed up by 100 per cent, while electricity bills were reviewed up by 45 per cent a few years back, with GenCos and DisCos pining for another bazaar soon. And each time there is a 100 per cent increase in fuel prices or anything close to this, the transportation cost, and the price of stable food, rise by 100 to 200 per cent, as if its only petroleum that is the input for all items in the market. In other words, we take advantage of ourselves and that is the cause of inflation here. Our people need education. And government needs to be more responsible. A misguided money-grubbing ethos is part of our problem here. We are all in a rat race to nowhere. Even in developed countries, most people generally settle down to a honest job or two. But here we are all trying to ‘hammer’! Salary earners bear the brunt. Wait until the minimum wage is eventually increased. Everyone who sells something which is essential to the masses will surely double their prices – and the wage increase advantage will disappear, with those who are unemployed feeling the pinch more sharply, while the crime rate goes up. So, I wish our monetary policy committee members a lot of luck in their experiments. I pray they are able to come up with some out-ofthe-box ideas that returns relevance, accuracy, causality, credibility to their deliberations, so that our people don’t begin to get wary of all the grammar and all the allowances they may be collecting. We certainly need more activist, more dynamic monetary policy that thinks outside the box in order to get this economy GROWING. Growth should be our focus, in my view, not inflation. Matured economies should worry more about inflation. How can our GDP be growing at 1.5 per cent and we are chasing inflation alongside the USA, whose matured economy is growing at 4.2 per cent? I believe that in this country, fiscal policy overhang or hangover has set in. The economy may be too primitive for monetary policy to actually spur growth. A broken, underperforming, skewed, corrupt, inefficient, wasteful, and cockeyed economy cannot respond to sophistication. And yes, Friedman was wrong. We need to think our own thoughts and stop repeating dogma.
Governments and challenges of development

There is common agreement that sub-Saharan African economies are global laggards. Across major indices (of affluence and extreme want), countries on the continent steal the cake. Yet, it was not always like this. Until the mid-70s, you could find economies on the continent whose overall performances were ahead of most in Asia ― and as good as some in South America. China’s blistering economic acceleration since the early 1980s changed the complexion of this tale, dragging in its wake, through complex supply chain networks, just about every country in its region. The debate will continue for a while yet, about specific policy planks that will have to be implemented if Africa’s different and diverse economies are to visibly dent the currently abysmal numbers on poverty. A strong consensus is, however, emerging around the broader outlines of possible reforms. Private sector-led. Slimmer governments, with increasingly efficient structures, and data-based social intervention programmes. Democracies that pride individual rights over that of the collective ― especially of government, as an expression of majoritarian impulses. All of these, and more, will be important. Standing in the path of the implementation of this consensus, domestically, is a very Nigerian phenomenon: Whereas we are minded regularly to indicate global standards as desirable, our benchmarks are, without
exception, local. Nearly always, an insistence on individual rights (to take one popular example) is deflected by a, “But we’re not in America!” response. Followed by an allocutus on why the West currently fails as a useful (moral) example: Too atomistic, it is not caring enough; and in pursuit of individual rights it ends up ignoring both the collective interests of our humanity, and (far more crucially) God’s will. You could read this anyway. Arguably the friendliest reading is of a collective concerned not to leave anyone behind. Were we there, conceptually (looking after weaker members of our society long before it was forced on the agenda elsewhere), long before the crisis of identity that has liberals across Europe and America wringing their hands? Except that the reality of our underdevelopment bears a different kind of witness. My favourite interpretation, therefore, is of the African as morally inferior to other races. This may hurt. But not as much as the other implication of this “Africans-as-different-fromthe-rest-of-the-world” worldview. Measures of success are local, and nearly always within shouting distance of an argument. Mediocre levels of performance are regularly excused once we can point to a similarly placed neighbour in a less advantaged position. Against developments elsewhere, this is problematic. Even as we grapple with rudimentary problems of development and growth, the West is agonising over the
implications of its artificial intelligence and robotics revolution. Cleverer software and more automated factories invariably mean fewer humans will be employed ― remember this latter category also votes. Until recently, the larger proportion of mankind earned its keep by the ability, according to Marxists, of alienating a part of its labour power. Unable anymore to do this, because robots and the internet of things now dominate the workplace, how would future workers share in society’s wealth? To leave increasingly large populations of societies behind, would force a change in the structure of global politics. Not necessarily in the fecundity with which the popular vote will support populist politicians. But in the need for the ruling elites to disenfranchise the masses further in future, in order to keep them in check, while strengthening the state’s monopoly over the means of violence. Dystopian? Not necessarily. For the elite might simply also relocate, along with Elon Musk, to Mars. It does, then, matter that our domestic discourse around growth and development isn’t future-proof. Take the matter of urbanisation. Elsewhere, even in the example of China, urbanisation has been part of two closely-related processes. On one hand, the mechanisation of agriculture, which, while boosting rural productivity, invariably also releases surplus labour. On the other hand, industrialisation, which, while boosting
productivity in the urban areas, sucks in the extra labour released from subsistence, rainfed agricultural practices. A poor policy environment ― a combination of inadequately conceived and implemented incentives ― and massive underinvest in infrastructure have left our agriculture continuing to inefficiently support large labour levels in the rural areas, while our industry is increasingly of the rust belt variety. Urban slums, crime, and diseases are the net consequence of our model. Still, it is not all gloom and doom. A half-finished revolution in information and communications technology across the country has helped boost services as a share of domestic output. Leaving us with two paradoxes. Of literally transiting from an agriculture-led economy to a service-led one without having industrialised. And of making this transition, even as the number of indigent Nigerians has risen. Are we able, as these paradoxes increasingly demand, to redefine the challenge of development in a way that provides new responses to traditional problems? Even if we may leverage new cutting-edge technologies to answer our local problems, we still would have to invest in infrastructure that supports the deployment of these technologies. And, then, proceed to structure domestic incentives in support of merit. We would, in other words, still require decent governments.

Editorial Commentary Your right to vote and to vote wisely

Election is defined as a formal and organised way of choosing people for a political office or other positions. In Nigeria, elective democracy was introduced in May 1919, when the Township Ordinance gave right to vote for three members of Lagos Town Council to some men. The first election to the council was held on 29 March 1920. The first national election to be held in Nigeria was in 1959, and in 1965. Elections were held in the southern region of Nigeria. After a long period of military rule, the 1983 general election took place. This was however cut short by the December 1983 coup that brought Muhammadu Buhari as Head of State. In 1993, the country witnessed another general election that was adjudged as the most free, fair and credible elections by both local and international observers. The said election was presumably won by Chief MKO Abiola, but sadly the results were annulled by the then Military President General Ibrahim Babangida. From 1999 till date, the country has enjoyed uninterrupted democratic dispensation witnessing four successive elections and the fifth coming up in February 2019. Election makes a fundamental contribution to democratic governance as it enables voters and citizens to choose leaders and representatives and to hold them responsible and accountable for their actions in office as they are only elected to serve the people for a defined period of time as allowed by the country’s constitution. In a developed democracy, because those in elective positions are conscious of the fact that they are required to submit themselves for periodic elections, they tend to put in their best to serve the people knowing full well that their performance will be the determining factor for their re-election. This is why we have high rate of fulfilling election campaign promises; it also go beyond individual candidates vying for various elective positions to the general political ideology. Moreover, where the electoral processes is competitive and forces parties and candidates to expose their records and future performances to proper scrutiny, election serves as a platform for the discussions and debates on public issues and policies. It also serves as facilitator of public expressions. Election thus provides political education for citizens and ensures the responsiveness of democratic governments to the yearnings of the people. It also serves as acts to legitimise the acts of those who wields power. Elections seem to facilitate social and political integrations and it is also a tool to actualize a selfactualising purpose by confirming the worth and dignity of individual citizens as human beings. Whatever other needs, participations in an elections serves to reinforce the worth and self esteem of individual voters. As 2019 general elections draw nearer, voting gives the citizenry an opportunity to have a say in issues pertaining to their lives and through expressing partisanship, to satisfy their needs to have a sense of belonging. Seeing the importance of elections and the powers of the electorate, it is therefore important for the electorate to know those characteristics an individual possess before casting their votes. In that case, the electorate can be glad with the choice of the candidate he or she made to
represent them at all level since the aim is to bring development to their communities. Whether held under authoritarian or democratic regimes, election has ritualistic aspects. Campaigns that precede elections are dramatic events occasioned by rallies, posters, banners, and television coverage, all of which draw attention to the importance of participations on the events. Candidates, groups and political parties and others representing diverse opinions and objectives combine to invoke the spirit of nationalism. Whatever the peculiar national or regional or local variations, elections are events that arouse emotions, and channelling these emotions and passions into collective symbols help in breaking the monotony of national life and focus attentions on the common fate. Most elections do not determine public policies but instead confer on a small group of officials the authority to determine public policies through the instrumentality of laws and other devices on behalf of the whole. Political parties are central to the elections of public officers, the selections and nominations of candidates, a central and vital first stage in the electoral processes, generally lies in the hands of political parties:, an election only serves as the final process in the recruitments of public officials. The party systems can thus be regarded as an extension of the electoral processes. In Nigeria today, we have repeated cases of vote buying which has made the electorate to deprive themselves of the right to question the performance of their elected representatives. This is so because the officials believe they bought the conscious of the people they are representing hence making them act as lords when in the real sense reverse should have been the case. For instance, an average Briton see himself as very busy, that is why he will tell you boldly that the Prime Minister is there to serve and they can hold her accountable for any slightest wrong committed and ultimately remove her from office if need be. This is why you have all elected officers performing based on their campaign promises. It is no longer news that in developed democracies politicians are removed from office for failure to account for just £1,000 or he can be made to explain why the state funds was used to pay for his utility bills. What do we have in Africa? Leaders feeding fat on our commonwealth and at the same time depriving us from questioning their actions because they believe with the state resources in their disposal they can have their way during any election period. This could have been avoided if credible individuals were voted in from the onset of the current democratic dispensation. However, it is not late to remedy the situation if we can collectively look at individual track records and vote wisely and not along party lines, but based on what we think they can offer and reject whatever the obviously morally bankrupt politicians are offering which will continue to make our collective development a mirage . Voting for the right candidates give us the latitude to call them to order whenever we feel they are not representing us well. This will no doubt lead to appreciable development of our country and we will all be glad to have lived a good legacy for the future generations.

2019 polls and women in politics
T
he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. However, one worrisome trend about it is the declining rate of women participation in the political life of the country, as the women folks seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible For example, since 1999 and infact in the history of Nigeria’s political life there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi was impeached by the state Assembly and her deputy, Dame Virgy Etiaba was sworn in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Despite the fact that the history of Nigeria and its political emancipation as a country cannot be complete without mentioning the significant contribution of women, as evidenced in the activities before independence, during the first, second and third republics and even up to the present dispensation, the women folk have continually been relegated to the background either in getting elected into public offices or even in being appointed. This obviously has nothing to do with their capacity, as many of them has attained heights in their professional life that even men are yet to attain. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. However, that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah, called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per
cent since the 2015 elections. She said, women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position, that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. It is also our belief that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space, rather it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

Killing of 50 policemen in Zamfara: Atiku Short News demands probe of $1bn special security budget .Calls for State of emergency in security funding, 7 days national mourning
Tunde Opalana, Abuja Following last week reported deaths of 50 policemen in Zamfara State, the Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar has called on the Federal Government to give account of how it disbursed the $1 billion special security budget allocated to eqiup the Nigerian military. He demanded a comprehensive probe into the disbursements of the $1 billion special security budget that was withdrawn from the Excess Crude Account by the Buhari administration in January. Concerned that the fund might have not been judiciously utilised, Atiku said “the nation is not getting value for money as there has not been a commensurate improvement in the weaponry and conditions of service of our troops since that withdrawal was made”. The former Vice President who greeted with alarm the reported deaths of 50 policemen in the hands of bandits called for a state
of emergency to be declared not in Borno or Zamfara, but in financing the military and security services. He called for an immediate allocation of at least $1 billion to go towards arming and training Nigerian military, police and other security agencies as well as providing improved service conditions for the officers and men at the frontlines of the war on terror and criminality. “No more must we continue to read of the deaths of our heroes. Serving Nigeria must be a thing of sacrifice and pride, not a suicide mission. If we must send men and women to protect us, we must protect them by giving them the very best training and weaponry money can buy”, he said. In a statement by Paul Ibe, his media adviser, Atiku submitted that killing of 50 police men at once is a red flag that calls for immediate and decisive action on the part of the leadership of Nigeria. Furthermore, he advocated a comprehensive insurance program for all officers and men of the nation’s security services “such that if they are injured and killed
in service, their family receives a sum equal to 10 years salary and allowances”. Going further, Atiku Abubakar also posited that families of soldiers and policemen killed in service be allowed to remain in their official quarters for as long as is reasonably possible for them to get alternative accommodation and that a special agency be set up to help them in that process. The Waziri Adamawa regretted these deaths, saying “it is pained that those who have dedicated their lives to securing Nigeria are being cut down in their prime” Finally, Atiku called for 7 days period of national mourning, for flags to be flown at half mast and for national awards to be given to these fallen heroes who should be given heroes funerals. “It is the least we can do for those who gave their lives that we might have ours”, he added. The brutal killings of the policemen is coming so soon after the heavy losses sustained by the Nigerian Army at the hands of Boko Haram in Metele, Borno State.
PH building collapse: Relatives still hopeful of finding trapped workers alive
Amaka Agbu, Port Harcourt Twelve days after the collapse of a seven-storey building under construction at Woji Road, GRA, Phase 11, Port Harcourt, anxious relatives of some construction workers trapped in the rubble are still hopeful that rescue operators would pull out their loved ones alive. Some of the relatives who trooped to the collapsed building site on a daily basis keeping watch told journalists that they were still waiting patiently for the time when their relatives would be pulled out alive from the rubble. One of them tearfully said: “My immediate younger brother named Alalibo who normally worked in this building was in there when it collapsed. I am devastated, but every day I come here hoping to see him come out alive. Although the rescue workers are trying, it is not enough. We want them to intensify the rescue operation and let us know whether they are alive or not.” Another relative stated: “I am a Christian. I still have hope because with God all things are possible. We expected government to bring in more and better equipment for the rescue operation. Government should please do more.” One of the female relatives was very optimistic. She said: “I know my brother is still alive. But the rescue activities are not showing any encouragement. This is eleven days after, since Friday November 23.” Meanwhile the Judicial Commission of Inquiry set up by the state government to investigate the cause of collapse of the 7-storey building would be inaugurated today (Tuesday) by the governor of the state, Barrister Nyesom Ezebunwo Wike. In a statement issued in Port Harcourt, Monday, the Rivers State Commissioner for Information, Barrister Emma Okah, listed the 7-member commission to include Justice Adolphus Enebeli as Chairman, Madume Egerton as Secretary, and Wofu Charles as the legal counsel.

2019: 4 Assembly members, 5 aspirants, Short News supporters dump APC for PRP Ex-President Jonathan mourns Faseun Samuel Luka, Bauchi A member representing Bauchi Constituency in the state Assembly, Honourable Abdullahi Shehu has disclosed that four members currently serving in the Bauchi state House of Assembly under the platform of the All Progressives Congress (APC) have dumped the party for the People Redemption Party (PRP) in the state. Honourable Shehu who made the disclosure while speaking to journalists in Bauchi on Sunday added that five aspirants and 300,000 APC members also left the party for PRP. According to him, “I and other four members of the Bauchi State House of Assembly dumped the APC for good. The lawmaker cited injustice and
mandate theft in the APC during the conduct of direct primaries on October 7, as part of the reasons for dumping their party. “Our people choose us to be their candidates but the party leadership refused to give us the mandate, so the next option for us was to opt out of the party,” Shehu said. He mentioned lawmakers that defected alone with him to include the Deputy Speaker, Honourable Abdulmumini Fanti, Alkaleri constituency; Ibrahim Katagum, Katagum constituency; Auwal Hassan, Shira constituency, and Yusuf Nuhu, Toro constituency. Honourable Nuhu is the member representing Toro in the State House of Assembly who recently won the by-election for Toro Federal Constituency on the platform of the APC. Others who joined PRP to contest
again according to Shehu, include two Senatorial aspirants under the APC that contested for Bauchi South and Bauchi Central senate tickets under the APC, Barrister Lawan Ibrahim and Bappah Misau adding that two ex-lawmakers, Abdulmumini Ningi and Dayyabu Chiroma have also defected to PRP. “We defected along with 300,000 supporters to PRP to salvage the state”, the lawmaker said. The PRP chairman in Bauchi, Alhaji Shehu Ningi who confirmed to journalists that the APC defectors have joined his party after they were denied their rights and cheated from their former party said Dr Mohammed Ali Pate, the party’s governorship candidate in Bauchi State also left the APC and joined the PRP following the controversy which trailed its party primaries recently.
Former President, Dr. Goodluck Jonathan has commiserated with the family of late Dr. Frederick Faseun, the Ondo State Government and the entire people of the South West over the death of the founder of Oodua Peoples Congress (OPC), Dr. Fredrick Faseun. In a condolence message, the former President described late Faseun as a nationalist and a hero of democracy. He further described Faseun as “an exceptional leader and cultural enthusiast who had contributed so much to the growth and development of the country.” He said: “As a committed patriot, his position on a robust cultural identity did not diminish his love for his nation. EU, Oxfam target 3000 Taraba farmers with €10m Okerafor Athanatius, Jalingo The European Union (EU) in collaboration with Oxfam is investing €10 million on Small Scale Farmers, Fishermen, Livestock owners in Commodity Value Chain and Rural Enterprise in Taraba State. The Representative of EU, Ambassador Montserrat Pantaloons Gerald made this known yesterday during the flag off of the European Union Support for Nutrition programme in Jalingo. Amb. Pantaloons said the programme was targeted to help 3000 farmers produce food, and activate market. She further revealed that by 2050, Nigeria would be the 5th most populous country, hence the need for it to go along with economic development. Speaking, Country representative of Oxfam, Temitayo Omole, said 77 people in Taraba were living below poverty line. He hinted on the fact that, 75 people in Taraba State were into Agriculture, while 77 were living below poverty line stressing that “We are trying to build the resilience of Small Scale Farmers, Fishermen and Livestock Owners in Commodity Value Chain and Rural Enterprise”. 2019 elections: Niger govt will run issues based campaign - SSG Saka Bolaji, Minna The All Progressives Congress (APC) led administration in Niger State is going to conduct issues based campaign as it prepares ahead of the 2019 general elections. Secretary to the State Government, Alhaji Ibrahim Isah Ladan gave this assurance during a chart with newsmen on preparations for the forthcoming general elections. As Nigeria joins the rest of the world to mark the International Day with Persons with Disabilities (PWDs), the Federal Government has assured of an increase in the recruitment quota of PWDs to 10 per cent. Senior Special Assistant to the President on Disability Matters, Dr Samuel Ankeli, disclosed this in Abuja on Monday at the official inauguration of the Baseline Survey of PWDs. The event was under the theme: `Empowering Persons with Disabilities and Ensuring their Inclusiveness and Equality.’ Ankeli urged PWDs to come up with a memo, while assuring that relevant actions would be taken to improve the lives of the people. “It has been observed that those who are educated enough for employment have not been given a fair share of the Federal Civil Service openings. “It is a normal government procedure to improve policies where need be. “It’s a policy decision and the Head of Service (HOS) with her team will prepare a document for the attention of the President to see how we can do things as urgently as possible. “This will help us to improve the recruitment quota of PWDs from the negligible two per cent to 10 per cent and provide an allowance to cushion the expenses and extra stresses of PWDs.
2019: NYSC DG warns corps members against electoral offences
The Director-General, National Youth Service Corps (NYSC), Brig.-Gen. Suleiman Kazaure, has warned corps members against electoral offences as 2019 general elections approach. The NYSC boss gave the warning during inspection visit to the 2018 Batch ‘C’ stream II orientation course at Kusalla in Karaye Local Government Area of Kano state. Kazaure was represented by the Scheme Director of Community Development Services (CDS) and special projects Mr Yusuf Steve. According to him, the electoral act has provided serious punishment for any of its officials or ad-hoc staff caught violating it. He said it became necessary, therefore, for the corps members to avoid acts capable of tarnishing their image, the scheme and eschew being used negatively by politicians during the 2019 general elections. Earlier, the NYSC Coordinator in the state, Alhaji Ladan Baba, said the Independent National Electoral Commission (INEC) had requested for the use of 44,000 corps members as adhoc staff during the election. According to him, the scheme can only provide the electoral body with over 15,000 ad-hoc staff to conduct the 2019 elections in the state. Baba also disclosed that the Kano NYSC has fished out the best three in each category of camp officials to be honoured. The coordinator said the decision to honour the best camp officials was due to their dedication, determination, honesty and commitment since the beginning of the exercise. “The NYSC officers and collaborating agencies have so far proved to be hard working, loyal and dedicated team players.

Buhari to UN: No country can confront climate Change alone Mathew Dadiya, Abuja
President Muhammadu Buhari has told the United Nations (UN) that no country can confront the climate change alone, urging the member countries to rededicate themselves to the task of rebuilding and restoring a healthy environment for future generations. In an address to the opening session of UN Climate Change Conference (COP24), Monday in Katowice, Poland, Buhari warned that the challenges of climate change, including rising temperatures, desertification, floods, low agricultural yields and drying up of water bodies, are enormous and evident to all. Senior Special Assistant to the President on Media and Publicity, Garba Shehu stated that the President cited the receding Lake Chad as the effects of climate change which are felt more on the vulnerable communities who lacked the capacity and technology to properly address such challenges. He said, “Obviously, no country can confront the phenomenon alone. In this regard, Nigeria believes in joint and cooperative efforts to tackle the problem. ‘‘We urge that efforts to address the challenges of climate change be pursued within multilateral frameworks. Concerted efforts should be made to strengthen sub-regional and regional organizations, to serve as hubs for Climate Action and
partnership,’’ the Nigerian leader said at the International Conference Centre, Katowice. Speaking specifically on Lake Chad, Buhari reaffirmed that Nigeria remains committed to saving the Lake, which is a source of livelihood to 40 million people, from extinction. He said Nigeria would build on the success of an International Conference held earlier in February this year in Abuja to create additional awareness globally on the serious environmental and security challenges facing the Lake Chad region. The President told COP 24 Summit, attended by world leaders and UN Secretary-General Antonio Guterres that a consensus was reached at the Abuja Conference that an inter-basin water transfer from the Congo Basin remains the most sustainable option available to resuscitate and safeguard this precious water body that was once the 6th largest fresh water Lake in the world. Short News Many feared dead, as local boat explodes in Yenagoa river Akam James, Yenagoa There was pandemonium in Yenagoa, the Bayelsa state capital on Monday, as no fewer than seven persons including women and children were feared dead after a local market boat in which traders were travelling exploded at the popular Swali market. The boat had barely left the Swali Jetty before it exploded and burst into flames. According to a survivor, Miss Deinyefa, the boat was conveying about 40 persons, food items and PMS worth millions of Naira to Akassa in Brass Local Government Area. She said “when they loaded our goods on the boat, they then drove to a floating petrol station near the jetty and started loading gallons of fuel into the boat. After they finished, the boat started moving and not long after, the boat exploded. “I saw a nine year old boy and his mother sitting close to the gallons of fuel caught by the explosion as we tried to escape. When I jumped into the water, a woman who could not swim grabbed me. It was by the grace of God I broke free and made my way to the shore.” An eyewitness, Mr. Makeni Freeman, said no property was recovered from the boat and that he saw some person burning as they jumped into the river for safety.

Ogun State Governor, Senator Ibikunle Amosun, has restated that he would continue to pursue his political aspiration on the platform of the All Progressives Congress (APC), to ensure the re-election of President Mohammadu Buhari in the 2019 general election. Amosun made this confirmation on Monday at the Presidential Lodge Ibara in Abeokuta while addressing party faithful just as his loyalists, including 26 candidates, who emerged victorious as candidates at the October 2 primaries, to the state House of Assembly seats, announced their movement to the Allied People’s Movement (APM). The Ogun State Governorship candidate of APC, Adekunle Akinlade, was also announced to have defected to the APM, by the Speaker of the House of Representatives, Yakubu Dogara last week. The governor at the gathering said his decision to remain in APC was borne out of his unwavering support for President Muhammadu Buhari as well as to protect the rights of those who were robbed of their mandate by the National Working Committee (NWC) of the APC. 2019: We have set up c’ttee to check vote buying - Gov Lalong Kingsley Chukwuka, Jos Governor Simon Lalong of Plateau State on Monday said his government has set up committee to monitor and deal with the issues of vote buying ahead of the 2019 polls. Lalong said the unfortunate and ugly trend of politicians’ new ways of inducing electorates to sell their votes will not be allowed to hold sway in the coming general election. The Governor stated this at the 2018 Law Week of the Nigerian Bar Association, Jos Branch, saying that the act must be dealt with if the country must have free and fair elections. He said in other to speed up the trial of criminal suspects and proscribe stiffer punishment for them, his government has also signed relevant bills into law to aid their prosecution, adding that it also became imperative so as to create the necessary environment to attract investments. “I have also signed into law the Multi-Door Court House Bill 2017 to advance the practice of Alternative Dispute Resolution (ADR) in the state. This was a deliberate step taken by us as part of the administration’s effort to create the necessary environment to attract investments and enable businesses thrive on the plateau.

Rehabilitation of drug addicts’ inmates, way forward in nation building Hameed Ajibola Jimoh ‘Rehabilitation’ according to the Webster online dictionary, is defined as a verb to mean 1.‘To bring (someone or something) back to a normal, healthy condition after an illness, injury, drug problem, etc. 2. To teach (a criminal in prison) to live a normal and productive life. 3. To bring (someone or something) back to a good condition’. This paper takes a look at the rehabilitation of youths in-mates on drug related offences as a core value for a progressive nation such as Nigeria. Whenever the issue of drug related offences is mentioned, one relevant law that come to mind is the National Drug Law Enforcement Agency Act, CAP N30, Laws of the Federation of Nigeria, 2004 (as amended)- which established the National Drug Law Enforcement Agency-herein after referred to as NDLEA. In this Act, the highest sentence is life imprisonment while a convict can be sentenced to some years of imprisonment by the Court. However, what this paper considers is the need for rehabilitation of the convicts so that they would not return to the society to commit a further offence after the first conviction thereby being a second, or third or more convicts. Furthermore, section 401(2)(c) of the Administration of Criminal Justice Act, 2015-herein after referred to as ACJA- and which is another relevant law governing drug related offences as a Federal Criminal Law- provides the guidelines to be followed by a Court thus ‘(2) In determining a sentence, the court shall have the following objectives in mind, and may decide in each case the objectives that are more appropriate or even possible: (c) rehabilitation, that is, the objective of providing the convict with treatment or training that will make him into a reformed citizen;’. Also, section 416 of the ACJA has conferred on the Court of law, the power to deviate and or depart from the years of imprisonment made under a law including the NDLEA Act and it thus also permits reformatory sentence in section 416(2)(a) thus ‘416 (1) On conviction, a court may sentence the convict to a term of imprisonment as prescribed by the law. (Underlined word is mine for emphasis). (2) In exercising its discretion of sentencing or review of sentence, the court shall take into consideration the following factors, in addition to the provisions of section 401of this Act (a) each case shall be treated on its own merit; (b) the objectives of sentencing, including the principles of reformation, shall be borne in mind in sentencing a convict;

Therefore, I humbly submit that considering the definitions of ‘rehabilitation’ by the Webster online dictionary (above), the goal of rehabilitation is to bring such person back to a normal, healthy condition and a productive life. But one question that one needs to ask oneself is: to what effect has been the rehabilitation of some of these inmates in Nigeria? It is true that the prison service has the sole responsibility of rehabilitating these inmates. More so, in my humble view, it would be wrong to send some or any of such persons to the NDLEA (which is the prosecutor) for rehabilitation, most especially because, there is a kind of fear that such persons already have about the NDLEA and rehabilitation might be seen as a torture for the wrong that they have done and for which they were found guilty and convicted. Nevertheless, how effective has been this rehabilitation by the Nigerian Prison Services? Will our society progress
where a large number of the youths are in prison custody while the old ones occupy the major space in the nation? From the several drug cases handled by me, the respective age of some of these convicts ranges from 20 to 25 years. Furthermore, it is my submission that some of these inmates if well investigated would have probably been victims of circumstances, inclusive of bad orientation, bad parenthood, lack of good counseling and exposure to immoralities and bad influence. Some of them in my view if actually given the opportunity would be willing to change to a new and better healthy life. Also, the drugs that some of these youths are being arrested for substances such as indian hemp, cocaine,LSD, heroine, which had international notoriety. So, this act actually causes this nation a great embarrassment while other emerging drugs such as codeine which are having far reaching damaging effects on our youths are
yet to receive the desire attention it deserved. I respectfully recommend that the Courts should always consider the rehabilitation of these convicts as a priority in imposing punishment, so that rehabilitation becomes the determinant of the long years to be given to the convicts by the courts. In this way, I believe, such person would come out of the prison as an entirely reformed individual and remorseful that he has done the illegal act. So, what I am recommending is a situation where assuming a person is convicted for any of the offences under the NDLEA Act, such a convict should be mandated to attend a rehabilitation training at the government’s cost. Also, the Prison services should put in place, effective and efficient rehabilitation programme. Though, there might be several trainings in the prisons, for instance, the Kuje Prison, FCT-Abuja, which I have visited on several occasions, nevertheless, the inmates should be mandated to attend or participate actively in those trainings and or programme and not voluntarily. If these programme are available, inclusive of vocational trainings to economically empower the inmates, the Court should always sentence some of these convicts to a term of years while directing the Nigeria Prison Services to give them rehabilitation for either six (months) or more or less, or such other reasonable periods forming part of the sentence years as the court may deem fit. In this way, the occasion where some of them would be sentenced to imprisonment and he is returned after having been charged with committing second or more offences and then becomes harden criminal would be avoided. Furthermore, it is my respectful submission that drugs addiction is a mother of all crimes in the society. Therefore, counsel who represent drug suspects or defendants should always consider the availability of rehabilitation and good counseling for their clients. Non-governmental organisations too should afford inmates such required rehabilitation programme in collaboration with the Nigerian prison services. Parents and guardians too, should take up their responsibilities of orientation and good up-bringing of their children and wards for the progress of this nation. Finally, it is my humble submission that if the issue of rehabilitation is considered as important by the government and the individuals, as a tool to achieving progress for this nation, then, rehabilitation score value will be an opportunity to reform our Nigerian youths who are the hope and future of this country.

AfDB boosts Nigeria’s electricity project with $200m loan Mathew Dadiya, Abuja The African Development Bank (AfDB) group has approved $150 million sovereign loans to the Federal Government of Nigeria to finance the Nigeria Electrification Project (NEP). There is also, an additional $50 million facility by the People’s Bank of China and administered by the AfDB to the Federal Government of Nigeria to co-finance the project. The approval, which was given on Monday by the AfDB Board of Directors will support rural electrification efforts in Nigeria by facilitating private sector development and rollout of off-grid solutions. It will also be the installation of dedicated power systems for Federal Universities. The Africa Growing Together Fund (AGTF), a $2 billion facility sponsored by the People’s Bank of China and administered by the African Development Bank, has also
approved a $50 Million Loan to the Federal Government of Nigeria to co-finance the project. The joint financing from the Bank and AGTF will support the Federal Government of Nigeria’s efforts to address critical energy access deficit in the country and catalyze achievement of universal energy access by 2030 targets. The NEP, which will be implemented by the Rural Electrification Agency (REA), presents an innovative approach to address the energy access deficit by channeling private sector investments into the commercially viable mini-grid and offgrid solutions. The Bank’s Vice President for Power, Energy, Climate Change and Green Growth, Amadou Hott, welcomed the Board’s approval of NEP, underscoring the importance of projects that leverage private sector investment into energy access solutions. “Given the limited amount of public financing available, projects that catalyze private sector investment is critical in
enabling the Bank and its Regional Member Countries meet their shared objective of electrifying the continent within the next decade.” The NEP is aligned with the African Development Bank’s New Deal on Energy for Africa, the High 5 priorities, as well as with the Bank’s Climate Change Action Plan. The project is further aligned with the Federal Government of Nigeria’s Rural Electrification Strategy and Implementation Plan (RESIP), and the Power Sector Recovery Programme whose objective is to increase private investments into the energy sector. One of the key objectives of NEP is to derisk and scale up private sector investment in the off-grid sector. The African Development Bank, operating both within the framework of NEP and in the context of its other initiatives in the country’s energy sector, will work with public and private sector stakeholders to encourage the development of an ecosystem that is conducive to facilitating the rapid, effective
and commercially viable electrification of Nigeria’s off-grid communities. Also at the Board, the Bank’s Nigeria Country office Director, Ebrima Faal, celebrated the approval in light of recent reforms undertaken by the Federal Government of Nigeria to facilitate private sector development of the off-grid sector. Faal said: “Nigeria has already implemented one of the most comprehensive regulatory frameworks for off-grid development in Africa and has attracted preliminary interest from both large international companies and local firms. NEP will provide the spark that is needed to convert private sector interest into action. “NEP will also create jobs, and impact the Federal Government of Nigeria’s broader education sector goals by increasing access to affordable electricity at Federal Universities through hybrid power plants that reduce heavy reliance on diesel generators”, he said.
NAICOM workers may embark on indefinite strike Motolani Oseni In a matter of days, the National Insurance Commission (NAICOM) workers may be out of work, as the joint council of the Association of Senior Civil Servants of Nigeria (ASCSN) NAICOM Unit, and the Joint National Public Service Negotiating Councils (JNPSNC) have already approved the workers intention to embark on an indefinite strike. The workers in a statement on Monday said they have served their management a seven-day notice of their intention to embark on an industrial action. In the notice, the Chairman of the workers association, Abdulateef Ibrahim, and his vice chairman, Maulud Usman, stated: “We the members of the Association of Senior Civil Servants of Nigeria (ASCSN) NAICOM Unit, constituting council 1 of the Joint National Public Service Negotiating Councils (JNPSNC), and a frontline affiliate member of the Trade Union Congress
(TUC), feels extremely constrained to inform you of our preparedness to commence an industrial action in the National Insurance Commission if nothing is done in the next seven days to address our demands,” The notice dated November 29 was addressed to the Commissioner for Insurance, NAICOM, Abuja. The association said its main grouse was the decision “to stagnate the career progression of staff of the commission.” Last September, the workers staged a three-day warning strike to protest NAICOM management’s alleged failure to deliver on its agreement on staff welfare and improved working conditions. During the strike, the workers accused NAICOM management of not implementing September 26, 2017 agreement on workers’ welfare after a resolution at the end of a reconciliation meeting by Federal Ministry of Labour on August 28 on their demands. Mr. Ibrahim said the management had agreed to activate an online portal within a month, in addition to the provision of all
working materials, including computers and other accessories to boost the corporation’s operational efficiency. Other demands of the workers include bridging the gap between senior managers and directorate cadre, equitable review of tax among all categories of workers, and regular training programme for redeployed staff. Also, workers had demanded the promotion for all categories of staff to take up the vacant positions left by those who either retired, died or their appointment terminated, and this was not limited to officers who are assistant managers. According to Mr. Ibrahim, apart from refusing to implement the agreements reached at the meeting, the NAICOM management has continued to mismanage available revenue on unauthorised local and foreign trips that do not add value to the commission’s mandate. “Having reviewed the update provided in its letter dated November 27, 2018, the union found the NAICOM management deliberately violated the MOU it signed.
Consequently, the Union has clarified the exact position of the issues as contained in our letter to the ASCSN National body dated November 29, 2018. “Therefore, if these demands are not met within seven days from the date of this letter, the Association of Senior Civil Servants of Nigeria, NAICOM Unit will wish to be absolved of any blame, whatsoever, if the aggrieved members of staff of the commission take to self-help in order to seek justice on the matter.” Mr. Ibrahim said notice has been sent to the Ministers of Finance, Federal Ministry of Labour & Employment, the Inspector General of Police, the Director-General, State Security Services (SSS), the President, Trade Union Congress (TUC) of Nigeria, the President, Association of Senior Civil Servant of Nigeria, and the Chairman, Governing Board of NAICOM. But the text messages sent to confirm this development and comments from the commission received no attention by the NAICOM spokesperson, Rasak Salami as at the time of press time.
The Minister of Transportation, Rt. Hon. Rotimi Amaechi, has said the Federal Government of Nigeria is ready to cooperate with sister countries and development bodies to advance Africa’s prosperity through the safe and sustainable use of the continent’s vast sea and ocean resources. Speaking at the just concluded First Sustainable Blue Economy Conference, held in Nairobi, the Minister, who conveyed Nigeria’s statement of commitment to the blue economy initiative, said its growth was the most viable option for Africa’s development in the wake of declining mineral and commodity prices. He noted that the high-level participation in the conference demonstrated the importance African countries attached to the Blue Economy and their resolve to use the resources of the seas and oceans to accelerate economic growth and reduce poverty to its barest minimum. Amaechi, who was represented by the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA) and Chairman of the Association of African Maritime Administrations (AAMA), Dr. Dakuku Peterside, stated, “As a country we are conscious of our responsibilities and international obligations which have given rise to our endorsement and domestication of key International Maritime Organisation (IMO) and other important African Union continental instruments. “We are mindful and highly committed to our responsibilities to protect our marine environment to ensure that our continent does not become a dumping ground for pollutants which can prevent exploration of ocean resources.” Amaechi highlighted steps taken by the Federal Government to mainstream the blue economy concept into its Economic Recovery and Growth Plan (ERGP) to include the formulation of a draft National Transport Policy, which is awaiting approval of the Federal Executive Council. The policy, according to him, will provide the platform to implement at the country level the framework for the protection and sustainable exploitation of Africa’s maritime domain. The government has also constituted a high-powered committee, coordinated by the Federal Ministry of Transportation, to formulate and map out a roadmap to align the Blue Economy regime with the country’s ERGP, Amaechi said. Other steps include the drafting of a dedicated anti-piracy bill, which is before the National Assembly, to provide the requisite framework for the fight, prosecution and punishment of piracy and other related crimes in Nigeria and the Gulf of Guinea, and approval for the acquisition of intelligence gathering maritime domain awareness assets and military response assets to fight pirates and make Nigeria’s maritime domain safe for economic activities. Amaechi said the Federal Government was investing heavily in the development of new infrastructures, such as deep sea ports and intermodal transport, to drive growth in the maritime sector. “All of these actions underscore the importance our government has placed on the Blue Economy Concept”, he said.

FCMB Group profit hits N14.8bn in 9months Mathew Dadiya First City Monument Bank Group Plc has reported a Profit Before Tax (PBT) of N14.8 billion for the nine months ended September 30, 2018, representing a 116 per cent increase from N6.8 billion recorded for the same period in 2017. The group profit for the period also rose by 107.3 per cent to N11.3 billion from N5.47 billion reported in prior nine months unaudited financial statement. According to the Group statement, the improved performance continues to reflect the improving performance of the bank, as well as, the effects of diversification through our investments in asset and wealth management. The group in a statement said, “Our Asset & Wealth Management division (which comprises Legacy Pension Managers Limited, First City Asset Management Limited and CSL Trustees Limited) grew its AUM by three per cebt QoQ to N304.8billion, whilst increasing PBT by 339per cent YoY, to N1.4billion, representing a 10per cent contribution to Group’s PBT. “Our Pensions business now accounts for 87per cent of AUM, while our Collective Investment Schemes and Wealth Management activities should account for 13per cent of total AUM by the end of 2018. New product development and innovation in distribution strategies will drive AUM and income growth in 2019. “Our Commercial & Retail Banking group (which comprises First City Monument Bank Limited, Credit Direct Limited, FCMB (UK) Limited and FCMB Microfinance Bank Limited) generated a 103.5per cent increase in PBT to N12.0billion for nine months of 2018 from N5.9billion for nine months of 2017. “Revenue increased 8.5per cent YoY majorly through a 60per cent increase in non-interest income, driven by a N9.2billion YoY increase in its foreign exchange income for 9M18. More knocks for BEDC as Edo remains in blackout Learn from other DisCos, residents urge firm
Temitope Adebayo As public angst against the Benin Electricity Distribution Company (BEDC) grows in Edo State over the power company’s inefficiency, leading to weeks of power blackout in almost all parts of the state, some residents in the state have asked the management of BEDC to take lessons from other power distribution companies in the country. Mr. Osagiede Izekor, who resides in Benin City said his parents who live in Kaduna enjoy about 24-hour electricity supply in the Northwest state, daily. He described as “unacceptable, the total blackout that Edo residents are currently experiencing and the attendant negative impact on businesses and social activities in the state.” Izekor said: “My parents live in Kaduna State and I go there regularly to see them. I speak with them daily and they enjoy regular electricity
supply, up to 24 hours daily. The gross inefficiency of BEDC is very glaring in Edo State and I am glad that the state governor has spoken the minds of all Edo people concerning how they feel about the electricity distribution company.” He urged BEDC to review its business model and harken to the voice of the people before the company is thrown out of the state as its growing unpopularity can earn it a major public relations disaster. “The company must review its practices if it wants to remain in business in the state and elsewhere. Public dissatisfaction has reached an unprecedented level and the worst could befall BEDC sooner than later. “People could resort to attacking BEDC staff, vandalising their rickety and wobbly equipment across the state if the company’s managing director does not come down from her high horse and serve the people that are harassed daily for electricity bills even when they are in darkness. “The managing director cannot continue to
grandstand when clearly, she is grossly inefficient and incompetent. She is the most unpopular and unwanted personality in Edo State today. Ask the market women, small and medium scale business owners about the MD of BEDC, they all have very harsh things to say about her for keeping them perpetually in darkness.” He added that Edo people are very hospitable and accommodating, but warned the management of BEDC “not to take the people’s hospitality for granted.” Izekor, who is a public relations expert, advised BEDC not to wait for its current unpopularity to degenerate into a crisis before resorting to a reactive public relations strategy, instead, the agency should be proactive. Backing Izekor’s claim, Mr. Friday Eguavoen, who works in Kaduna State, said “Kaduna DisCo has a lot to teach BEDC,” and urged Mrs. Funke Osibodu to “humble herself and learn how others are doing the business, especially from Kaduna DisCo.”
ICAO to commission FAAN World class training centre Chukwuemeke Iwelunmo The International Civil Aviation Organisation (ICAO) is set to commission the Federal Airports Authority of Nigeria’s (FAAN) Training Centre, which has been designated as Global Training Centre of Airports Council International (ACI). Mrs. Henrietta Yakubu, the General Manager, Corporate Communications in an interview with journalists on Monday in her office at the Murtala Muhammed Airport (MMA), Lagos said that the facility, which is situated at Lagos Airport would be commissioned this Friday. According to her, the commissioning and designation of the facility as ICAO/ACI Global Training Centre would further enhance the training of technical personnel for the industry. Yakubu explained that before the facility was approved, inspectors from ICAO had visited the facility regularly and discovered some open
items, which she said were closed by FAAN’s management before ICAO gave the final approval. She recalled that the facility was designated as an ICAO/ACI training facility in Mauritius in 2017 during the ACI meeting in that country. She expressed that with the approval of the facility, it would be easier and cheaper for technical personnel on the continent to be trained on aviation matters, adding that ICAO’s approved instructors would be engaged for the training of personnel. Yakubu further lauded Engr. Saleh Dunoma, Managing Director of FAAN who also doubles as the President of ACI-Africa for upgrading the facilities to its present status. She said: “Sometime last year, during the ACI meeting in Mauritius, FAAN training school was designated as an ICAO training centre. By this Friday, ICAO will be coming to Nigeria for the commissioning of the facility. “One of the advantages of the training centre is that it will make it easier for member countries
to train their personnel in Nigeria and it is also cheaper for them to come to Nigeria to be trained, rather than going to the United Kingdom, United States and other countries around the world. “Another advantage is that there will be more opportunity for those in the region to get trained. You know when cost is not a factor; more people will be factored in for training. There is also accessibility for trainees and the weather conditions are favourable in Nigeria, while the learning facilities are fantastic and new. “For ICAO to designate us as a training centre, you will know that everything that we needed to put in place has been put in place. The training facilities are up to date. The instructors will be coming from all over the world and they are ICAO trained instructors.” On the ongoing certification of some international airports by the Nigerian Civil Aviation Authority (NCAA), Yakubu assured that some of the airports would be certified by 2019.

Sanwo-Olu tackles Lagos Island ICG sensitise Abaje, says comments electorates on PVC collection on Lagosians living in bondage, an insult Stories by Patrick Okohue The All Progressives Congress (APC) governorship candidate in Lagos State, Mr. Babajide SanwoOlu has said that the state has enjoyed prosperity under the party’s administration and will continue to enjoy such in the years to come. Sanwo-Olu who was reacting to his major opponent in the next governorship election in the state, Mr Jimi Agbaje of the Peoples Democratic Party (PDP), who said at the weekend that the APC government has overtime, put the state in a bondage, however, said that contrary to Agbaje’s position, Lagosians are free and not in bondage. The APC governorship candidate, who spoke at the Palace of the Akran of Badagry, Aholu De Wheno Menu Toyi 1 during a visit to the traditional ruler in the Badagry Division of Lagos, said the state had achieved prosperity under the ruling party since 1999. “Some have started talking about freedom and insinuated that Lagos is in bondage. Unfortunately, we cannot begin to talk about freedom in the 21st century,” Sanwo-Olu said. Sanwo-Olu alleged that the talk of Lagosians being enslaved by previous governments which were influenced by former Lagos governor and APC national leader Bola Tinubu was insulting. “This is insulting to humanity and the people of Lagos, especially
because slavery and bondage were abolished in Badagry several decades ago. When they talk about freedom, we ask them freedom from what? We have had our freedom and everyone in Lagos is free. We have since moved away from the era of slavery, to an era of prosperity with deep-seated aspiration for greater Lagos,” SanwoOlu said. The former Lagos state commissioner for commerce and industry promised to speedily address some of the listed concerns of the people. He said, “We are aware of the challenges facing the people of Badagry on the rehabilitation of the expressway and we are promising that our administration would immediately hit the ground running and ensure the completion of that important road immediately we assume office by your votes.” Sanwo-Olu, who highlighted the economic potential of Badagry through tourism, said he would ensure a speedy completion of all projects that will improve the quality of lives of the people. The PDP candidate, Agbaje had promised to restore the lost glory of the state and ‘deliver it from the strangle hold of one man’ if elected as governor. “These people have been in government in Lagos State for 20 years, what do we have to show for it? Lagosians between the ages of 18 and 50 do not see the future in the Lagos of today,” Agbaje said.
The newly inaugurated Coordinator of the Independent Campaign Group (ICG) for the All Progressives Congress (APC), candidates in Lagos Island East, Hon Ganiu Ajose has charged electorates to work assiduously to secure the party’s good political fortunes. 2019: APC chieftain warns South-East against supporting Atiku presidential bid

Ahead of the 2019 general election, a chieftain of the All Progressives Congress (APC), in Abia State, Austin Okezie Meregini, has declared that the South-East zone will be the worse for it if the Peoples Democratic Party (PDP), presidential candidate, Alhaji Atiku Abubakar, is allowed to govern the country. Meregini stated that Atiku is not the solution to the myriads of economic problems besetting the country, stressing that the zone would suffer more in the hands of the opposition PDP if allowed to return to power. The APC stalwart, who spoke with newsmen on Monday, in Umuahia, pointed out that the PDP presidential candidate lacked the capacity to address the infrastructural decay in South-East, and warned Ndigbo against supporting any candidate that has no interest of the people. According to Meregini, “Nigerians know that Atiku is not the solution for our problems. If we vote in Atiku, we are voting in a whole lot of
underdevelopment of South-East zone. “We had the yardstick upon which we can measure Atiku and that was when he was the Vice President of Nigeria. And during that period, it is unfortunate to note that what he was trying to do was to perpetrate his own selfish interests, whereby the whole of the privatisation policies was geared towards enriching himself. “We know that certain federal agencies that were privitalised were actually done for the interest of Atiku and his cohorts. I can mention the NITEL and a whole lot of them. So, if Igbo make a mistake to identify with Atiku, they are digging their graves.” On the purported endorsement of Atiku Abubakar by Prof. Ben Nwabuezeled Igbo leaders of Thought at Enugu last month, the House of Assembly APC candidate for Umuahia East constituency, said, “as a matter of fact, what Nwabueze is doing or involving himself into is outright party politics venture. He is of PDP inclination. We know him of having history with Atiku
Abubakar. We know him of having a history with PDP. “As far as we are concerned in Igbo land, Ndigbo have not endorsed anybody for presidency. We are not in tandem with Nwabueze-led Igbo leaders of Thought endorsement of Atiku. “We in South-East zone, we know who we want. We know who have the interest of South-East at heart. The people of South-East know that Buhari is the way to go. If Nwabueze and co have any inclination towards Atiku it is unfortunate.” Meanwhile, the APC chieftain, Austin Meregini has commended the judiciary and the Adams Oshiomhole-led national working committee of the party for its affirmation of the APC gubernatorial candidate in Abia State, Uche Ogah, as the substantive candidate of the party for the upcoming 2019 general elections.” He urged party members and supporters to remain steadfast and resolute, stressing that no antic of the opposition will deter APC from sacking the PDP-led administration in Abia State.

Ex-Barcelona chief Josep Lluis Nunez passes on at 87
Former Barcelona president Josep Lluis Nunez, the club’s head for 22 years and during the success of their iconic 1992 team, has died aged 87, the Catalan club announced on Monday. “FC Barcelona expresses its pain after the death of Josep Lluis Nunez (1931-2018), president of the club between 1978 and 2000,” Barca wrote in a statement. Nunez recruited several star players
over his tenure, from Argentina’s Diego Maradona to Brazilian duo Rivaldo and Ronaldo. But it was in 1988 that he made one of his most influential signings, by appointing Holland´s Johan Cruyff as coach, prompting a radical overhaul of Barcelona’s playing identity. Under Cruyff, the Catalan club won four La Liga titles in a row, from 1991 to 1994, and their first European Cup in 1992.

Tottenham have confirmed that they will ban the fan who threw a banana skin onto the Emirates Stadium pitch after Pierre-Emerick Aubameyang’s goal during Sunday’s north London derby. The Arsenal striker opened the scoring from the penalty spot after Jan Vertonghen was adjudged to have handled the ball in the penalty area. A banana was thrown onto the pitch from the away end during the subsequent celebrations. The Metropolitan Police confirmed after the derby that they had made a total of seven arrests, including one for throwing an object onto the field of play. Diego Costa to undergo foot surgery in Brazil The Spain international striker Diego Costa will undergo an operation in Brazil on Saturday. According to a statement by his Club, Atletico Madrid, the surgery was an effort to speed Costa’s recovery from the pain in his left foot ever since suffering a broken metatarsal back in 2006. “Diego Costa will have surgery this week due to the discomfort he has been suffering in his left foot in recent weeks,” a statement on the club website. “After considering all the possible options, the decision has been made to undertake the operation in Brazil, supervised by Atletico de Madrid’s medical services.
“Our striker, who had an operation on the fifth metatarsal of his left foot 12 years ago, has been enduring ongoing pain due to foot trauma suffered three weeks ago.” The club, however, did not state when the Spaniard will be back to action. The 30-year-old has been enduring a difficult 2018-19 campaign in front of goal, with just three goals recorded so far. Abiola Ogunbiyi: Embrace traditional sports for mental alertness Abiola Ogunbiyi, Chairman, Lagos State Traditional Sports Association, on Monday urged Lagos residents to embrace traditional sports for improved mental alertness. Ogunbiyi gave the advice at the inauguration of the state sports association boards at Teslim Balogun Stadium Lagos. The News Agency of Nigeria reports that Ogunbiyi was inaugurated as the Chairman Traditional Sports Association along with some other 39 sports association Chairmen and members. She called on the residents to carryout research each of the sports, learn the rules, get the materials and play to improve their health. According to her, traditional sports should be given its pride of place to create and strengthen unity amongs, t Nigerians and drive tourism. He said: “The traditional sports are: Ayo, Langa, Kokowa, Dambe and Abula. We should embrace and promote traditional sports because they are peculiar to us; they suit our nature and culture as Nigerians. “Each of the sports has health benefits; Ayo improves your sense of mental alertness and makes you undergo a thought process which most people do not engage in again. “Kokowa is like wrestling, It tests your speed, stamina, strength and dexterity. “Abula like volleyball strengthens team building helps you to pay attention to details.” Ogunbiyi said that the association would engage in creating awareness, talent
hunt and nurturing of athletes at each local government area, community, and schools based on traditional sports. “We cannot propagate this alone, we will also engage volunteers who can help us promote and grow the sports amongst Lagos residents. “The state has created the enabling environment and we will ensure people embrace it for their wellbeing.” Ogunbiyi, who doubles as a tour operator said that traditional sports were well embraced in the Francophone countries, thus creating content for the growth of sports and tourism. He said: “We will take gradual steps toward attracting international tourists to the state with traditional sports as the focus.” She also said efforts would be made to ensure private schools within the state embrace the sports like the public schools had done over the years, to ensure early grooming of children’s talent.
