The House, in considering a motion of urgent matter of public importance moved by Hon Istifanus Gyang from Plateau State, passed a resolution describing the murder of over 200 persons in Plateau as genocide and called on the federal government to take decisive action to stop the killings and secure communities that have been under attacks. The lawmakers further urged the president to go beyond verbal condemnation of the attacks to taking decisive and practical steps to give effect to section 14(2) (b) of the 1999 Constitution (as amended). The House also resolved to immediately revisit the constitution review exercise to empower states to establish state police for effective community policing and maintenance of law and order. Gyang condemned the barbaric killings which led to the sack of 52 villages and the massacre of over 200 people by suspected herdsmen. Hon Sunday Karimi contributing to debate on the motion, said President Muhammadu Buhari has failed in his constitutional duties in providing security for Nigerians. In another contribution, the House Majority Leader, Hon Femi Gbajabiamila, said the issue on ground has gone beyond ethnicity, party affiliation and urged the House to find a lasting solution to the matter. However his comment on whether the House should pay attention to stories circulating on social media relating to the Plateau killings which he described as “fake news” elicited a negative response from his colleagues. Gbajabiamila advocated for the security architecture of the country to be changed and sought for a constitution amendment for the establishment of state police. Hon Babashir Balle, who became emotional and broke down in tears, said he lost a cousin in the ugly incident. He prayed against the outbreak of religious war in the nation and called on Nigerians to put their acts together to move the country forward. He concluded by asserting that what the country is facing at the moment is as a result of system failure. Meanwhile, the Senate, seeking enduring solution to incessant killings in the country, has resolved to amend the constitution to make room for creation of state and community police. After exhausting all possible options towards arresting the orgy of killings across the country , the lawmakers at plenary on Tuesday decided to commence in earnest process of amending
the constitution to accommodate decentralisation of the country’s policing system. The Senate unequivocally called for the dissolution of the present security architecture and replacement of service chiefs with more dedicated and proactive officers. It also condemned in strong terms the various terrorist attacks, wanton killings and displacement of people as well as disruption of economic activities and occupation of farm lands. Consequently, the Senate directed the constitution review committee to expedite actions to effect amendment of the constitution as regards the issue of state police. The upper chamber resolved that a bill for state police, peace and reconciliation should be passed in the National Assembly within two weeks It also agreed that there is need for the National Assembly to enact a law on peace and conflict resolution to foster harmony and unity of the country. The Red Chamber maintained that if the policing of the country is not decentralised, there is no way insecurity would be properly tackled. The Senators also urged the executive to quickly evolve better ways to strenghten the criminal administration system to ensure truth, fairness and justice in the country. These resolutions followed a motion by Senator Jonah Jang (PDP, Plateau North) on the gruesome killings of persons in Barkin Ladi, Ryom and Jos South, in Plateau State recently. Jang said he has been an advocate of state policing since he was a governor, stressing that the current central policing arrangement does not give state governors control over the police and threatens their positions as chief security officers of their states.

A group identified as Citizens Actions to Take Back Nigeria (CATBAN) on Tuesday thronged the entrance of the National Assembly Complex protesting the adjustments made in the 2018 Appropriation Act by the Legislature. The protesters arrived in about 11 luxurious busses, popularly known as “el-Rufai bus”, playing music and chanting songs, calling for the resignation of the President of the Senate, Dr Bukola Saraki. They carried placards which read: “Constituency projects is now corruption, it must stop”; “Nigerians are not represented in the sharing of the loot via constituency projects”; and “National Assembly not for armed runners,” among others. The security personnel in a bid to maintain law and order, shut the main gate to the complex, preventing the protesters from entering the premises while the group tried
to force their way in. As a result, visitors and workers who were to resume their daily duties were also prevented from entering, forcing them to use alternative routes. The convener of the group, Mr Ibrahim Wala, said that the NASS no longer represents the people of Nigeria. He added that the many adjustments and introductions of several projects in to the 2018 Appropriation Act by the legislature necessitated the protest. Wala said that constituency projects should be implemented in all constituencies represented by each member of the NASS. He alleged that the members connived with contractors to collect the money and do not execute the projects that would have benefited citizens. According to him, since 2004 to date, constituency projects have been appropriated for but nothing has changed. “The worst of it is what
we are seeing in the 2018 budget, these people inserted thousands of interns. “We are here representing the entire citizens of this country; the crowd you see here represents the voices of Nigerians. “Nigerians want a situation whereby when we vote individuals into office they should work with the people and not represent their own interests,” he said. He urged the security personnel at the gate not to deprive the people of their right to access the premises in peaceful protest. According to Wala, the group is made up of young women and men that are concerned with the cause of the nation. The News Agency of Nigeria (NAN) reports that no member of the NASS was available to address the protesters who had been denied access into the premises. Nan also reports that the NASS resumed on Tuesday, July 3, after a three-week recess.

Unusual revelation: Nigeria’s presidency is through negotiation – SGF Mathew Dadiya, Tunde Opalsna, Abuja and Val Okara, Owerri, Lagos In what can be referred to as unusual revelation, the Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, has said that presidential office of the Federal Republic of Nigeria is by negotiation, saying that the 2019 general election will decide the future of the country. Mustapha urged the Igbos to support the ruling All Progressives Congress and start negotiating for 2023 presidency. Mustapha said this on Tuesday during the South East Mega Rally which was held in honour of President Muhammadu Buhari in Owerri, the Imo State capital. He advised that after the second tenure of the President, the South East can negotiate for the presidency. The SGF said, “The time is now, the time for decision is now, you are the only people that can determine your future and cast a vision of your future to ensure that after Buhari’s second tenure, you can make a demand for the Presidency of the Federal Republic of Nigeria.” Mustapha, who represented President Buhari at the rally, described the president as a man who is not tribalistic but has a good vision for Nigeria. The SGF explained that Buhari’s cabinet has a total of 36 ministers which share an equal religion, adding that some of the ministers in the forefront of his cabinet are from the South-East and are Christians. “In Buhari’s cabinet, there are 36 ministers, 18 are Muslims and 18 are Christians, his interest is to see the growth of the country and can afford to take the risk”. He appealed to the Igbos not to listen to the stories that are going around about the President but rather commended him for being an honest man. “Buhari is an honest man that caused the whole African continent to make him the champion of anti-corruption,” the SGF said. He urged Igbos to vote for President Muhammadu Buhari come 2019 Presidential Election, adding, “Why will people vote candidates that cannot get up to 500 votes in their constituencies.” He called on the Igbos to vote for
someone who can deliver the 36 states of the federation and not someone who cannot deliver the one state in the country. Reacting to Mustapha’s statement, the opposition Peoples Democratic Party (PDP) said APC’s pledge to assuage the Igbo’s of South East Nigeria with the presidency is nothing but deceit and empty promise by Buhari and the APC. The PDP National Publicity Secretary, Mr Kola Ologbondiyan, in a telephone conversation with The Daily Times, said “it is all lies, propaganda and empty promise.” He said: “Since 2015, which of the pre-election promises made by Buhari has he been able to fulfill? How can anybody take Buhari serious on anything he says? This is a man that has failed all promises made during his electioneering campaign”. Ologbondiyan said it will be foolhardy for any Nigerian, group of persons or ethnic nationality to believe Buhari or be carried away by his unfulfilled promises. He said, “this has been the antics of the APC-led administration since Buhari’s inauguration as president in 2015”. The PDP, he added, is ready to deliver Nigerians and the country from a deceitful government led by Buhari through the ballot. He, therefore, reiterated the party’s warning that the APC should conduct free, fair and credible elections and ensure that every vote cast count in 2019. In a related development, the APC South East stakeholders boycotted the mega rally for Buhari Former Governor of Abia State, Dr. Orji Uzor Kalu, Chief Ken Nnamani, Minister of State for Education, Prof. Anthony Anwuka, and Imo State Deputy Governor, Prince Eze Madumere, among others shunned the rally. President Buhari, who spoke through the SGF during the rally on Tuesday, said that 2019 election would make or mar the chances of Igbo presidency in 2023. The SGF said that the South East, being part and parcel of the federation has the inalienable right to aspire for the presidency as enshrined in the nation’s constitution. He said that although the South East rejected Buhari at the polls in the 2015 presidential election, he appointed a number of ministers from the zone in demonstration of his spirit of one Nigeria, his compassion and large heartedness
from Nigerians irrespective of their tribe and religious inclinations and pleaded with the zone not to repeat the mistake next year. The president although acknowledged the entrepreneurial ability and potentials of the Igbos in nation building, advised them to extend their olive branch to other zones to fastrack the realisation of their 2023 presidential dream. He argued that the nation is in dire need of an experienced leader to remedy the rots imposed on the masses by the departed PDP administration at the centre. The National chairman of the APC, Adams Oshiomhole, in his speech, described the rally as Tsunami of the century that would send shivers down the spinal cord of the opposition. Oshiomhole dismissed the 16 years administration of the PDP in the country as a monumental disaster that took the nation several years backward in growth and development, even as he blamed key players of South East extraction in that government for being part of the conspiracy to neglect the zone in the scheme of things. He commended the former Senate President – Senator Ken Nnamani and his team of democrats for rejecting the third term agenda of former President Olusegun Obasanjo, saying “We cannot fix what PDP destroyed in 16 years within 3 years”. The APC National chairman also commended Imo State Governor Rochas Okorocha for his vision, wisdom and sagacity to entrench the APC in the state and by extension in the South East, arguing that history should be reintroduced in all post primary schools across the country for people to learn from the past. In his remarks, Governor Okorocha said that the election of Adams Oshiomhole as the APC national chairman is a beckon of hope for the party, even as he expressed optimism that he would repeat the feat he performed while in office as a governor and as a labour leader. He said, We are here to celebrate excellence and South East made a fatal mistake in 2015 because the Igbos by then never believed in President Buhari but today, they are wiser and will not repeat the mistake in 2019”. Court reopens Metuh’s defence, directs AGF to arraign 3 Channel TV staff over prejudicial comments Andrew Orolua, Abuja Justice Okon Abang of the Federal High Court Abuja on Tuesday reopened Olisa Metuh’s defence after setting aside the court order which closed the embattled defendant case on May 25, 2018. The court also directed the Attorney General of the Federation (AGF), Mr Abubakar Malami (SAN) to arraign three presenters of Channels Television’s Sunrise Daily programme : Chamberlain Usoh, Gimba Umar and Nneota Egbe in court for prejudicial comments and statement. Metuh , a former Publicity Secretary of the Peoples Democratic Party (PDP), and his company, Destra Investment limited are facing seven -count charge before the court for allegedly laundering N400million. Ruling on Metuh’s application seeking to reopen his defence, the judge held that the order closing Metuh’s case was made in default as neither Metuh or his lawyer was heard before his case was closed. The judge, however , justified the court decision on the grounds that Metuh and his lawyer, Mr Emeka Etiaba (SAN) were in court when the matter was adjourned to 22nd, 23rd and 25th May for continuation of defence. He noted that Etiaba (SAN), who took permission to attend to a matter at the Supreme Court on 23rd May 2018 never return to the court. Another lawyer , Obinna Okwonkwo, who was sent to represent the defendant also did not attend the court session. The judge added that neither Metuh nor his lawyer offered a proper reason for their absence in court on the said day the order was made. The court while noting that the defendant and his lawyer abandoned the court proceedings, added that Metuh had placed conditions that he would only testified if former President, Goodluck Jonathan testified. Nonetheless, Justice Abang, said, “I bend backwards to accommodate him and set aside the order made on 25th May to allow him call two more witnesses. “ He should not deny himself hearing. Let him give explanation in the charge before him”. Abang further enjoined Metuh not to create further scenes in court by coming on a stretcher, adding that the court of late

The judge ordered the TV presenters and a lawyer Benchux Nwosu to be arraigned after listening to a recorded television programme produced and aired by Channels Television on the ongoing trial of Metuh. He said that Nwosu, one of the lawyers in defence team, should be to referred to the Disciplinary Committee of the Nigerian Bar Association (NBA) for alleged professional misconduct. Their arraignment which should be in any court of competent jurisdiction is to enable the court decide whether the statement made by the TV presenters and their guest on Sunrise aired on May 22, 2018 are prejudicial or contemptuous. The judge said, “It is clear that the statement of the programme was aired outside the court not within the court, therefore I have no jurisdiction to determine whether the statements are prejudicial to this court. “Though I have no jurisdiction to make findings of the statement made by the three persons representing Channels TV have constituted prejudicial discussion. “I have jurisdiction to refer this matter to the body that can determine such”. The judge then gave orders for the matter to be referred to the disciplinary committee of the NBA and directed the prosecuting Economic and Financial Crimes Commission (EFCC) to file copies of compliance to the judgement within 30 days. The prosecution is also expected to comply with the order for the arraignment of the three staff involved in the production and broadcast of the said programme along with Nwosu in a court of law.

Ekiti guber poll: APC chieftain wants court to disqualify Fayemi Andrew Orolua, Abuja Twelve days to Ekiti State governorship election, a chieftain of the All Progressives Congress (APC) in Ekiti State, Oladimeji Olakunle Olatunji, has approached the Federal High Court in Abuja, seeking to disqualify the party governorship candidate, Dr John Kayode Fayemi from the contesting the State Governorship election scheduled for July 14. Olatunji in a Suit No: FHC/ABJ/05/693/18 dated July 2, 2018, is praying for an order to disqualify Fayemi from contesting the election on the grounds that he lied on oath about his resignation and indictment in the form he submitted to the Independent National Electoral Commission (INEC) . The plaintiff also claimed in an affidavit in support of the suit that Fayemi was found guilty for misappropriation and embezzlement of public fund by a judicial Commission of inquiry headed by a Retired Chief Judge of the State, Justice Silas Bamidele Oyewole. He added that based on findings, Fayemi was barred from occupying any public office for 10 years, apart from recommending him for criminal prosecution. The plaintiff also alleged that Fayemi, the former minister of Solid Mineral, Mines and Steel Development, did not resign as provided by the law before contesting the primary election . He added that despite these facts, Fayemi went ahead and lied about them in the Form he submitted to the APC and INEC .
The plaintiff is also asking the court to determine the following questions: “Whether the information which the 1st Defendant gave to the 2nd and 3rd Defendants part of which is that he has resigned from the public service of the Federal Government of Nigeria as the Federal Minister of Solid Minerals, Mines and Steel Development before the primary election of the 12th May, 2018. “Whether he has not been convicted for embezzlement or fraud does not constitute a false information contrary to section 31 (5) and (6) of the Electoral Act 2010 (as amended) and Articles 2 and 5 of the 2nd Defendant’s 2014 Guidelines for the nomination of candidates for public office which warrants that he should be disqualified from contesting the said 2nd Defendant’s primary election that held on the 12th May, 2018 and the upcoming 3rd Defendant’s Ekiti State Governorship Election scheduled for the 14th July, 2018. “That “the 1st Defendant who was a public officer/servant as a Federal Minister of the Federal Government of Nigeria did not resign from his position as a serving Minister of the Federal Government of Nigeria 30 days to the said 5th May, 2018, when the 2nd Defendant’s primary election for the nomination of candidate for the 14th July, 2018, Ekiti State Governorship Election was originally fixed and later the 12th May, 2018 when the said primary election was eventually held, yet the 1st Defendant was purportedly declared and returned as the 2nd Defendant’s candidate for the said 14th July, 2018 Ekiti State Governorship election. The plaintiff is therefore seeking “A

The plaintiff is therefore asking the court to nullify Fayemi candidature and a further order to substitute his name with Adebayo Segun Oni who came second during the APC primary.
Short News Ekiti 2018: DSS arrests school heads for collecting PVCs from teachers Gbenga Sodeinde, Ado-Ekiti Operatives of the Department of State Services (DSS) on Tuesday swooped on a popular secondary school in Ado-Ekiti, Ola Oluwa Muslim Grammar School and arrested some officials for forcefully collecting Permanent Voter Cards (PVCs) from teachers. The DSS men who were believed to be acting on a tip-off stormed the school around 9.00 am and arrested two officials who were collecting PVCs from the teachers. The Principal, Mr. Sunmonu Olaoye, did not make himself available throughout the time the DSS operatives were in the school. Our correspondent gathered the security men arrested one Mrs Olagbemi, Secretary to the Principal and one Mrs. Ogunrinde, Office Assistant to the Principal.
Tension in Delta as housewife dies in church during prayers Nosa Akenzua, Asaba Palpable tension has continued to mount in Ughelli North Local Government Area of Delta State following the death of a 40 year old housewife, Chiekubi Dumebi while praying in one of the Pentecostal churches in the area on Monday. It was gathered the woman slumped and died right inside the church, Mission of God Ministry, three days after she allegedly complained to the Pastor of the church about her strange dreams. Pastor Isreal Oghenovo in charge of the church who spoke to our reporter said: “I asked the woman to pray harder like never before on a Monday morning service, and what we saw during service was the way and manner she slumped and died, it is shocking”.
Police arrest killers of Imo APC chieftain Val Okara, Owerri The operatives of the federal Special Anti Robbery Squad of the Imo state command have arrested the alleged killers of the kidnapped All Progressives Congress chieftain in the state, Amos Akano . Akano was abducted and latter murdered before the just concluded APC national convention. It was gathered that security operatives from the FSARS led by its commander, Godfrey Victor arrested the gang while they were waiting to collect ransom from the relatives of the deceased. The state commissioner of police, Dasuki Galandanchi, said the suspects were arrested in Ihiala in Anambra state. Galandachi who gave the names of the suspects as Ikenna Nwosu, aka Ezego, Chibuike Martins, Emeka Eke, Chijioke Akukara and Adubuokwu Chibueze, disclosed that gang operated between Imo and Anambra states.
FG, UNFPA inaugurate guidelines on safe termination of pregnancy
The Federal Ministry of Health in collaboration with UN Population Fund (UNFPA) and other partners on Tuesday inaugurated three key reproductive health policies to accelerate family planning uptake, as well as reduce maternal mortality and morbidity in Nigeria. The Minister of Health, Prof. Isaac Adewole, who was represented by the Director Family Health, Dr Adebimpe Adebiyi, unveiled the documents in Abuja. The documents that were unveiled included the National Guidelines on Safe Termination of Pregnancy for Legal indications and National Depot-MedroxyProgesterone AcetateSub Cutaneous (DMPA-SC) Accelerated Introduction and Scaleup Plan (2018-2022). DMPA-SC is a modern family planning method that combines the contraceptive drug and needle into a single unit. It is administered sub-coetaneously (under the skin). The other document, also inaugurated by the minister, was the Global Family Planning Visibility and Analytical Network with the National Logistics Management Information System (NAVISION). Adewole said: “The documents will support government and its partners to speed their efforts on family planning”.

USIP urges FG to plan against election violence Adebisi Oyindamola, Abuja
The United States Institute of Peace (USIP), has said that for Nigeria to prevent election violence and ensure a peaceful 2019 elections, there is need to get acquainted with the prevailing security and political realities in the country. This was disclosed in Abuja on Tuesday at the presentation of an Electoral violence risk assessment research titled “Nigeria’s 2019 Elections: change, continuity and the risks to peace”, conducted by USIP. The research focused on examining the new risks of election violence in Nigeria’s upcoming elections scheduled for February and March next year. “These shifts include changing narratives about insecurity and increased prominence of intra party disputes relative to the previous elections, which suggests that significant violence is likely to occur in the period before balloting. “This is why USIP is calling for greater innovation to respond to shifting national electoral context, as the needed action
to avert risks of violence in the 2019 elections. The visiting researcher, Africa USIP, Aly Verjee, said the study showed that despite significant shifts in the political and security space in Nigeria, little change has been recorded in the approach to confronting electoral violence since 2015 elections. The survey identified security and insecurity as a major change in Nigeria’s political context since 2015, which can pose new risks to the 2019 general elections as changing narratives of “particularly prominent in Nigeria’s Northern and Central, Middle-belt states, the prominence of the so called pastoralists- farmers conflicts has shaped perceptions that large parts of the country are insecure”. Others changes in the polity include perception that the electorate is disappointed in the national government, with unmet expectation of ‘change’, a change in the nature of political disputes, from inter party tensions to intra party conflicts, perception that the electorate is now more politically conscious with higher expectations of INEC and lastly the
growing prominence of local government elections. The study which was conducted in nine states of the country showed that majority of the respondents “felt that peaceful elections in 2019 were contingent on the performance of INEC and greater political will by politicians/ political parties to mitigate violence”.

Short News Unknown gunmen abducts married women in Birnin Kebbi Unknown armed men at Badariya area of Birnin Kebbi have taken hostage a married woman, Sadiya Tsoho in Birnin Kebbi. The abduction took place on Sunday night. The unsuspecting couple were in their bedrooms when the armed men broke into the house a whisked away Sadiya. The Daily Times visited the shop of the husband at Rafin Atiku in Birnin Kebbi and met Alhaji Anas Mamuda Maigishiri who looked so devastated. Buhari lauds Nigeria-Kuwait relations Mathew Dadiya, Abuja President Muhammadu Buhari has commended the cordial relations between Nigeria and the State of Kuwait. Buhari gave the commendation at an audience on Tuesday with the outgoing Ambassador of the State of Kuwait, Dr Abdulaziz Alsharrah at the State House, Abuja. The President said relations between both countries are important not only at the bilateral level, but also as members of the Organisation of Oil Exporting Countries (OPEC) in which they shared a common interest. Buhari, while thanking the outgoing ambassador for promoting good relations between Nigeria and the State of Kuwait, said he hoped that the cordial relations would translate into more active cooperation between the two countries.
Women want FG to declare state of emergency to end killings Mathew Dadiya, Abuja Over 40 women organisations in Nigeria have called on President Muhammadu Buhari’s led Federal Government to declare a state of emergency to address the incessant killings in parts of the country especially Jos, Benue, Taraba, Southern Kaduna and Zamfara States. ‘Incessant killings, strong signal for FG to Restructure’ Kehinde Akinpelu, Ilorin The spate of killings across the country is a strong signal for the government to embrace the call for restructuring, according to National Coordinator of a pan Yoruba cultural group, the Oodua Progressive Care Initiative (OPCI), Dr. Maruff Olarewaju. Olarewaju, who made this known at the formal launch of the organisation in Kwara state, said any step taken to remedy the situation in the absence of a concrete restructuring will amount to nothing.
He lamented that Nigeria today is being ruled by incompetent people who prefer to sit tight in office even when there are weighty allegations against them. He said, “the killings of innocent souls will continue in Nigeria until those in authority listen to our call, and our call is for restructuring, it is overdue. Anything apart from restructuring is zero. Earlier we had Bokko Haram and what were they saying that they want to Islamise their area. If that is the case instead of wasting innocent souls let’s sit down at the table and discuss the way out. “Just of recent, we heard of IPOB,

INEC denies plan to rig Ekiti guber poll Tunde Opalana, Abuja The Independent National Electoral Commission (INEC), has denied allegations made by a serving governor, which give the impression that it is planning to rig the July 14 Ekiti governorship election in Ekiti State. In a statement, Rotimi Iyekanmi, chief press secretary to INEC chairman, Prof Mahmood Yakubu said the allegation is fictitious and untrue. According to him, the Commission has since November 2015 successfully conducted elections into 180 constituencies, which include five governorship elections carried out in Kogi, Bayelsa, Edo, Ondo and Anambra states. “We wish to emphasize that it is impossible for the Commission’s officials, any individual or group for that matter to pre-load the Smart Card Readers (SCRs) or provide ballot papers for stuffing as alleged. “We also wish to assure all Nigerians that INEC is committed to a free, fair and credible governorship election in Ekiti State on July 14 and indeed, the 2019 General Elections”, he stated.

Protest: Why police excuse on salary delay not tenable

It is no longer news that an unusual incident happened on Monday, July 2, 2018 in Maiduguri. Unusual because people we always see - Policemen - being deployed to prevent peaceful assembly and legitimate protests by Nigerians (or in rare cases assigned to provide security for privileged groups, who stage solidarity rallies) resorted to the same method to vent their anger over five months of unpaid salaries. The Commissioner of Police in Borno State, Mr. Damian Chukwu, reportedly said the delay in the payment of the policemen’s allowances might not be unconnected with the late passage of the 2018 Budget. This excuse, in my view, is not
tenable for the following two reasons and others: (1) The Executive arm of government is allowed to spend money to the tune of what was appropriated in the previous year under the same budget line for the first six months of a new budget year. Whereas the protesters claim was that they haven’t been paid for five months, which means since February 2018. There must, therefore, be a different reason why these policemen where not paid other than the purported delay in passing the 2018 budget. (2) Obviously, other agents of government, such as Ministers, Civil Servants and the InspectorGeneral of Police for instance,
have been drawing their allowances within the same timeframe without the budget delay being an hinderance, which gives proof that the excuse offered is nothing but a cover-up for glaring mal-administration. It is therefore an act of wickedness to use the excuse of delayed passage of the 2018 budget to deprive these valiant men sent to face death on behalf of all of us and for our collective security, of their legitimate entitlements. After all, it is on record, that the IGP when ordered by his Commander-in-Chief to relocate to Benue State in order to effectively deal with issues of insecurity in that state earlier this year, flagrantly refused to
comply. For the avoidance of doubt, the 2018 budget was delayed because some Ministers and Heads of Parastatals failed to come before relevant Committees of the National Assembly to defend their budget proposals in good time until Mr. President gave a directive to compel them to do. May I, therefore, suggest that the Executive arm of government stop passing the buck and faces its duties of administering Nigeria properly. No incident of this nature in Borno be allowed to repeat itself, as it is not only an embarrassment to the entire nation, but further put our floundering security at risk.
EFCC, convictions and matters arising

If you are an avid social media follower, one of the sneering comments from those engaged to hound the chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Mustapha Magu, a police commissioner, is one that portrays him as incapable of expressing himself. Although Magu would be the first to admit that he does not really enjoy facing the camera, the truth however is that he is lucid enough. Even then, the EFCC chairman is a police officer, an excellent one at that. He is not a movie star! As a police officer he is trained in the art of bursting financial crimes. Those who have crossed his path, especially his colleagues and of course some thieving former governors—be they in the Senate or out of political office—can attest to his incredible ability in sniffing out a crime from afar. He is that good! Perhaps, out of usual cynicism or orchestrated mischief, those decidedly against the fight against corruption in the land pretend not to see how effective Magu has become in his position as head of the anti-corruption agency, EFCC. Indeed, we had to wait for foreign nationals and international organizations to nudge us into the reality that we have in our hand a rare jewel leading the fight against graft from the front at EFCC. Baroness Patricia Scotland, the Secretary-General of the Commonwealth, came around and applauded Magu as a “dogged fighter” who is doing a fantastic job and who in the last three years had recovered more money for the country than at any other time; Thabo Mbeki, the former South African president is effusive in his praise for the good work Magu is doing; George OponWeah, the newly inaugurated president of Liberia, is negotiating with Nigeria to have EFCC to help his country to establish and
mentor their own anti-corruption agency in the way Magu is doing wonders; the Commonwealth Africa Anti-corruption Agency has equally taken note of the exploits of the EFCC under Magu and therefore chose him to lead this very important group on the continent; and at the last African Union Summit in Addis Ababa, African leaders unanimously chose President Buhari to lead the line in the fight against corruption in the continent. Those close to the President gleaned that President Buhari openly admitted that his Addis Ababa honour came from the good performance of the EFCC chairman! Is it not an indictment on the Senate that the man they claim on two occasions was unsuitable for the office of the EFCC chairman continues to draw accolades from home and abroad? Is the Senate really representing the Nigerian citizenry who on daily basis continue to see Ibrahim Magu as the new champion of the masses? Yes, it has to be because the poor, the hard working and the ordinary citizen, bear the full brunt of the thievery going on in our country in the name of politics. And anyone who is seen to be fighting the dangerous battle of confronting the looters of our common patrimony like the EFCC chairman, easily passes as a man of the people. Let corrupt politicians, especially in the senate continue to whine; let them continue to sponsor counter narratives against Magu, Nigerians are already seeing results of his dangerous assignment. Make no mistakes about this, it is not only in the Senate that the daggers are out for the EFCC chairman. Even among President Buhari’s appointees, there are many who out of petty jealousy, rivalry and the frustrations of their own failure are questioning what this Magu has done to attract all the public support and endorsement. They are even wont to accuse the
media of unnecessarily bloating Magu up without any verifiable achievements. What other achievements do these people want bigger than the fact that there seems to be a sense of normative shift in the conduct of public affairs in our country today? There is equally a sense of action and consequences in the handling of public finance in our country now. The days when public officials treat and handle public funds as prebends are at least for now, gone. There is now this fear that the big eagle eye of the EFCC is watching and public servants and even private business people now know that they must conduct themselves in transparent and less opaque manner in all their financial transactions or risk being arrested and prosecuted. As a country reeling from the debilitating effects of past wanton looting of the economy, this is a significant milestone. And talking about tangible and verifiable achievements, EFCC under Magu has earned all the praises being heaped on it. Over N738.9 billion of looted funds has been recovered in the last three years; 605 convictions have been secured; Magu recently completed a magnificent office complex for the EFCC, an architectural masterpiece which, Mrs. Farida Waziri, a former chairman, considered a big “shock”. And talking about convictions, cynics have questioned the quality of the convictions alleging that only pickpockets and petty fraudsters get convicted. Although, it is not the duty of the EFCC to pass judgment but that of the courts, in the last month the EFCC has successfully prosecuted two former governors, Rev. Jolly Nyame and Joshua Dariye, of Taraba and Plateau States respectively. The good Reverend is now serving a jail term of 14 years and his colleague, until his conviction, a serving senator of the
Federal Republic, was jailed for 14 years. Interestingly, both Nyame and Dariye are of the ruling APC. Does that send any signal? Ofcourse, those accusing Magu of going after only members of the opposition will not like that fact! Lest we forget, Senior Advocate of Nigeria, Joseph Nwobike, and Mohammed Dakingari, former accountant general of Kebbi State, had earlier been convicted and sentenced to one month and 70 years, respectively. In the weeks ahead, more convictions or acquittals may just come to us like the thief in the night just as Nyame’s and Dariye’s did. This is so because some of the corrupt cases involving high profile politicians have been slated for judgment. This might be a huge harvest time for the EFCC and the Nigerian people. Although President Buhari and indeed activists like Mrs. ObyEzekwesili, Professor Akin Oyebode, Professor Chidi Odinkalu, Femi Falana, JitiOgunye and civil society organizations have called out the judiciary to take its rightful place in the fight to save this country from the vice-like grip of corruption, I am told that there is nothing the judge can do when the prosecution cannot argue a strong case. And the prosecution can equally do nothing with a poorly investigated case. It is interesting to know that Magu personally investigated the cases of the two convicted former governors, Nyame and Dariye. He also investigated many of their other colleagues hiding away within the sanctuary of the Senate. Once again, I am told he is a crack detective, highly respected abroad. Some people in the Senate already have this strategic information and have allegedly sworn that Magu can only be confirmed as substantive chairman of the EFCC over their dead bodies, to use that weather-beaten cliché. You now know why!

Editorial Commentary In defence of the Fulani in our midst Times Guest Colunmist Reuben Abati State of the nation: In the last two weeks, over 200 persons in Plateau state were reportedly killed by Fulani herdsmen, 45 villages were ransacked and sacked and those villages we are told have been taken over by Fulanis, and the original owners have had to flee from their homes. There has also been some frightening talk about the true ownership of land, and we have seen on social media, that territory where fake news is forever rubbing shoulders with true news, and nobody is sure of anything that - indeed our country is in trouble. The country where human lives no longer mean anything, where mass graves have become common, where one ethnic group kills the other, where the life of a cow is more important than that of a human being; that is Nigeria - a country that currently drifts, simply drifts in the direction of nowhere. On this account, I am awfully sorry to report that Nigeria, our country is indeed right now in a dangerous place and the injury is self-inflicted. How many more open graves will Nigerians dig? How many more mass burials are we going to conduct before we realize that the rain has perforated our roofs and we can no longer sleep in peace? How many more condolence messages will heal our wounds, even now that we have been officially informed by the Presidency to tolerate more killings because a ‘quota’ left behind by the former President Jonathan has not been met? That is absolutely stupid but we are in today’s Nigeria where human lives have been officially determined to be a pawn in the political game, death has become a campaign issue, our politicians are now stepping on people’s blood to make political points, they don’t care, they don’t give a damn. Good? No. Sad? Yes. Very sad. Pitiable. Regrettable. Absolutely offensive. When the Buhari government that is now in power came to office, Nigerians were told to expect miracles in three specific areas: security, the economy and the anti-corruption war. Under Jonathan, there was the Boko Haram problem. Every other week, there was a Boko Haram attack in the North Eastern part of the country. It was part of my brief to commiserate with Nigerians and express the President’s regrets. We did this so often that after a while, the public memorised our lines, and even before we issued the statements, the people themselves did so on our behalf. What is happening now is worse than whatever happened under Jonathan. Nobody bothers to commiserate with Nigerians any more and when they do, they pass the buck. They blame other people, including the victims. The Buhari government came to power partly on the basis of the assurance that it will deal with Nigeria’s security challenge but let us be honest with ourselves, it has not been able to do so. People are being killed, practically on a daily basis, the government can’t even afford to issue statements. When the President’s spokesmen manage to issue statements, the only intelligent excuse they offer is to say that more people were killed under Jonathan and Nigerians should wait till more people are killed under Buhari before they can complain. This is a perfect case of the
coffin-maker complaining about the lack of sales. Would he wish that his own family should die so sales can improve? When government officials have nothing intelligent to say, they are better off keeping shut, instead of opening their mouths and making their principal sound like an idiot. The people who have been killed in Plateau, Benue, Zamfara, Adamawa are Nigerians. Every soul that is lost is important to Nigeria. Every man or woman or child that dies because Nigeria has gone to the worst end of the spectrum could have lived and be an agent of promise for Nigeria. In the last three years, more persons of promise have been killed in this country than at any other time in the history of Nigeria. The civil war happened, yes, but that was a war situation, but right now, Nigeria is at peace, so we think, and yet, people are being killed, and the country simply folds its arms. Opinion leaders and state Governors as well as civil society groups have called for the removal of the Chiefs of the Armed Forces and the Inspector-General of Police – because when these attacks happen, the various security agencies have been proven to be totally incompetent and inefficient – and they have been rightly accused of complicity. We are in trouble, because it has never been this bad. But I do not agree with those who insist that this is a Fulani problem. The biggest damage that this government has done is to make the Fulani race look very bad in Nigeria, and in effect, this has sharpened ethnic and religious divisions. When President Olusegun Obasanjo came to power in 1999, his brief was to re-unite a divided country and keep it together. His emergence as President pacified the angry people of Yorubaland who were uncomfortable with the criminal abolition of MKO Abiola’s mandate. Presidents Yar’Adua and Jonathan built on that foundation. The latter continuously insisted that Nigeria will not be divided under his watch, and that he would not preside over any bloodshed. But under President Buhari’s watch, whatever unity was achieved post-1999 has been destroyed. Nigeria today is a divided country. The Fulani who President Buhari represents, have become the biggest losers of the 2015 Presidential election. If they thought their kinsman becoming President will serve their purpose, they have been proven wrong. By his style, methods, and circumstances, President Buhari has not helped his own people. He has further alienated them from Nigeria. And he has not met the expectations of those who voted for him. National unity is the biggest challenge in Nigeria. After the civil war, going on with one Nigeria has been the main assignment of every successive administration. The Buhari government that emerged in 2015 has taken the position that this is not important and that is why Nigeria is in trouble today. The problem is not the Fulani. Every other Nigerian is blaming the Fulani man and woman. No. The Fulani man is a good man. Our POSITION Delay passage of 2018 Budget and economy
S
even months after President Muhammadu Buhari presented the 2018 budget estimates to the joint sitting of the National Assembly, the budget was only passed by the National Assembly last Friday. And with six months to go before December, it is crystal clear that the budget has been delayed by the lawmakers while the development will definitely take its toll on the economy. The aim of the government then was to return the country back to the normal financial year that starts in January and ends in December, but it appears this year’s budget is going to go the way of the previous years. The excuses given by the National Assembly for the delay in the passage of the budget was the failure of some Ministries, Departments and Agencies (MDAs) to present their own budget proposals to the legislators. Although the 2018 budget contains the funding plans of ministries, the National Assembly wants government agencies such as the Central Bank of Nigeria, state oil firm, Nigerian National Petroleum Corporation (NNPC), Securities and Exchange Commission (SEC) etc, to submit their budgets to enable the legislators to pass them alongside the national budget. The MDAs budgets are not usually included in the national budget but the National Assembly is insisting that the MDAs should submit their budgets to ensure passage of the same, together with the national budget. The practice in the past was that the legislators would pass the national budget and then wait for each agency to submit its budget for passage. Insiders said the reason for the delay in the passage of the 2018 budget was not cogent enough, noting that politics had slipped into governance. They blamed the delay more on the ongoing altercation between the Executive and Legislative arms of government which has resulted in total lull of many government actions. Political watchers are also citing the controversial election sequence bill law that attempted to alter the order of election as evidence of a major disagreement between the two arms of government. The National Assembly had in February, revised the order of election in the new electoral laws passed to put the National Assembly election first against the trend in the past and also the order earlier announced by the Independent National Election Commission. But the Federal High Court in Abuja has nullified the reordering of elections amendment act on the grounds that the lawmakers lacked the power to fix dates for elections. The implication of the face-off between the two arms of government is that development activities could be halted while the nation drifts into anarchy. Time is running out for the Executive as the general election is fast approaching and if the budget is not signed by President Muhammadu Buhari in good time, the period of electioneering could catch up with the implementation of the budget. Public expectation is that with the
forthcoming elections, government spending on developmental projects should help to create employment and ease economic pressure in some households. But with the continued delay and signing of the budget and given the bureaucratic process of getting approval for cash release for projects, the government may not be able to do much in terms of implementing the budget effectively when eventually passed. The implication of this is that the national economy may not grow as fast as it should while some of the gains of the past may be reversed if the government is not able to fully back its policy with action. The implications of these are that many foreign investors would be foot-dragging on decisions on Nigeria investment; and coupled with political risks, they couldeither slow down their investment in the country or remain on the sideline till the government is able to resolve all issues with the legislative arm. Without any fiscal policy, Nigeria may face some economic hiccups as domestic investors may also be in confusion on the direction of government policy for the year. While we commend the Legislative arm of government for its effort at ensuring Nigeria move forward economically and otherwise, we wish to remind the executive that time is running out as the general election is fast approaching. We wish to state that if the budget is not signed into law by the President in good time, the period of campaigns could impede the implementation of the budget.

Audu Ogbeh refutes allegations of forceful resignation from PDP Tom Okpe, Abuja The Minister of Agriculture and Rural Development Chief Audu Ogbeh has vehemently refuted the allegations that he was forced by former President Olusegun Obasanjo to retire as the People’s Democratic Party Chairman some years back describing it as wicked lies.

Incest: Fathers defile daughters in Lagos Joy Anyim, Lagos The Lagos State Police Command is currently investigating the circumstances surrounding the defilement of a 14 year old girl by her father, one Olawale Ibitoye in the Ketu-Epe area of Lagos. It was gathered that Ibitoye who had been defiling his daughter identified as Raliat Ibitoye since she was 8 years old had subsequently married her off to one Moses Okurukpe. The Lagos State Commissioner of Police, CP Imohimi Edgal who paraded Ibitoye and Okurukpe at the Command Headquarters in Ikeja disclosed that the incident came to the fore when the survivor became pregnant, was taken to a traditional medicine house where she laboured for days before the baby died. According to Edgal, “Raliat suffered double jeopardy in the hands of fate being that her father had been sexually abusing her, when he was done with her, he married her off to Okurukpe who then got her pregnant. “The cat was let out of the bag when the survivor became pregnant and was in labour for many days without being able to deliver the baby. She was then taken to a Trado-medical home where
she confessed that her father had been having sex with her before he forced her into marriage with Okurukpe perhaps to cover his tracks. “This is child marriage; this is sexual abuse and exploitation of the highest order.” Contrary to the alleged crime, 45 year old Ibitoye denied the incestuous act with his daughter. He tells his own side of the story thus: “when she was in SS1 she suddenly stopped going to school. But because I wanted her to be useful in life, I enrolled her in a sewing Institute. She was in the habit of going out for days without returning home and when I challenged her actions, she would raise her voice at me. “She later brought Okurukpe home that she wanted to marry him. I told her I am not against her marriage intention but that I wanted her to finish her training. So she ran out of the house for a long time and when she came back, she came with a six months old pregnancy. I asked who was responsible and she said it was Okurukpe. I called the man and informed him and he didn’t deny it. When she was nine months gone, she couldn’t deliver. “She later confessed that in spite of the fact that her husband had warned her not to have any sexual relationship
with any other man while pregnant, she had had sex with two other persons which was a taboo in Okurukpe place. “They did the needed traditional acts and she was taken to a hospital where she gave birth but the baby died. Later she started saying the nonsense that I had been sleeping with her. “I didn’t sleep with her, she is my daughter and I trained her. Why would I do such wickedness? He asked. On his part, Okurukpe said, “Last year Raliat took me to her father introducing me as her husband to be. The father told me she wasn’t going to school that she is learning sewing. No $6.59bn default judgment against Nigeria, says AGF Andrew Orolua, Abuja The Attorney General of the Federation (AGF), and Minister of Justice, Mr Abubakar Malami (SAN), on Tuesday, said that there was no $6.59billion default judgment against the Federal Government in the dispute with Process and Industrial Development Limited (P&ID). He said that a foreign solicitor Messrs Curtis ,Maller- Prevost, Colt & Mosle LLP engaged by the Federal Government has filed processes in a United States District Court challenging $6.59 billion default judgment enforcement proceedings against the Federal government. Malami stated this in a statement signed on his behalf by the Solicitor General of the Federation, Dayo Apata. The justice ministry was reacting to media reports that a US District Court had entered a $6.59billion
default judgement against the Federal Government in favour of Process and Industrial Development Limited (P&ID) over a dispute that arose between them over supply of natural gas and processing agreement. AGF said that there was “no default judgement entered against Nigeria in the enforcement proceedings by P & ID.” He explained that “what is being taunted as a default judgement was actually a default entry by the Court Clerk.” According to him : “Under the Foreign Sovereign Immunities Act(FSIA), a Defendant has up to 60 days period to answer to a petition filed against it. Where no response is entered for the Defendant, the Court Clerk upon application by the petitioner, makes a default entry, which in this case was made on 5th June, 2018.” He said that under the FSIA , a default judgement cannot be entered against foreign State like
Nigeria unless the presiding judge determines so after the petitioner/ claimant must have established its entitlement to a default judgement. Malami maintained that the US District Court is still under obligation, to determine whether Nigeria is immune from the jurisdiction of the US Court under the FSIA or whether the case before it falls within one of the recognised exceptions. He said that Federal Government foreign solicitor had on 12th June, 2018 filed necessary application to set aside the clerk’s default entry and to dismiss the entire case on grounds of defective service and lack of personal jurisdiction over Nigeria. He urged foreign investors who were reported to be sceptical to ignore the report, adding that the Federal Government is making concerned efforts through legal and diplomatic channels to resolve the issues between the parties in this matter.

Police intercepts truck loaded with Tramadol in Lagos Joy Anyim, Lagos Two members of syndicate that specialises in smuggling cartoons of Tramadol from Onitsha to Lagos have been arrested by operatives of the Lagos State Police Command. The suspects - Igwe Ezike and Stephen Osita were apprehended while conveying 30 cartons of Tramadol 100mg loaded in a truck and perfectly concealed under motor spare parts. NULGE demands LG autonomy As calls for local government autonomy and dissolution of joint account heightens, the Vice Chairperson, North West, National Union of Local Government Employees (NULGE), Hajiya Rakiya Shamaki has called on the kebbi state governor, Atiku Bagudu to give the 21 local councils in the state autonomy and dissolved the joint account. According to her, local councils are the bedrock of development and progress as they deal directly with the masses, but wondered why state governors are starving them of funds thereby creating poverty and under development. The Zonal Chairperson added that local government employees are considered second class workers. It is against this backdrop that the NULGE is calling on authorities concerned to give autonomy to all local governments across the country.

Kano disburses phase 2 of appeal funds to fire victims Yakubu Salisu, Kano Kano State Government has launched the second Phase of disbursement of appeal funds to yet another 666 victims of fire disasters in the State. The State which recently launched the first phase of the exercise, presented 6000 victims drawn from the affected markets with cheques. Launching the exercise at his office, the State Acting Governor, also Chairman of the Appeal Funds Committee, Professor Hafiz Abubakar, said the donation from the State Government and other individuals was meant to alleviate the condition of the affected victims. Hafiz disclosed that the fire victims were drawn from 10 affected Markets where the fire incidents occurred, adding that his Committee would remained firm in ensuring that all the fire victims collect their cheques. He further urged the affected persons to be patient and continue to cooperate with the Committee to enable it discharge its responsibilities effectively. According to him, the affected Markets include Tempolin Yankamiya Abubakar Rimi Market, Kantin Kwari Market, Rijiyar Lemo Market and Yankatako Rijiyar Lemo.

Principal tasks outgoing students to develop skills for 21st century Esther Taiwo Over 30 students from five countries across the globe recently bade farewell to Avi-Cenna International School Lagos where most had spent the last 11 years of their lives. It was an emotional event attended by proud parents, aunties, uncles, and even grandparents. The atmosphere was charged with excitement as the graduands emerged and took their seats on stage looking out into a sea of proud, smiling faces. This year’s graduation theme was “The World is Ours”. The theme defines the caliber and the outlook of the school’s graduands who were described as “an industrious group with a zest for learning new things and a desire to create the best opportunities for themselves” in the words of Mr. David Ogburn, the school’s Principal. In addition to this glowing recommendation, the Principal congratulated the graduands and encouraged them to further develop the skill-set they will need to compete in the remainder of the 21st century. Chiwuike Anyiam-Osigwe in his aptly worded speech as representative of the current students said the class of 2018 would be sorely missed but reassured them that the students they were leaving behind would hold the fort and make them proud. He mentioned that the basketball team and the debate team which have both earned the school several awards, would not be the same without them. One of the many highlights of the ceremony was the melodious and heart-rending performance of Whitney Houston’s “I will always love you” by Anjani, one of the outgoing students which ended in thunderous applause from all and misty eyes for some. Valedictory speaker and outgoing Head girl, Teniola Folaranmi thanked her classmates for the last 5 years. She said her time at Avi-Cenna had taught her to be diligent and resilient.
Remove disparity between BSc, HND, Rector tasks FG Esther Taiwo The Rector of Yaba College of Technology, Engr. Obafemi Omokungbe, has appealed for the removal of the disparities between the university and polytechnic graduates in the Civil Service. Board of Technical Education (NBTE) led by the Deputy Director, OHCSF, Mrs. Modupe Odubare, who were visiting the College as part of the benchmarking exercise for approval of the revised scheme of service and conditions of service for polytechnics and similar tertiary institutions. disparity, its paperwork still does not support the Higher National Diploma graduates. Engr. Gov Bindow lauds Fidelity Bank for supporting education The Governor of Adamawa State, Mohammed Jibrila Bindow, has commended Fidelity Bank Plc for supporting the development of education in the state and across the country through its sustainable Corporate Social Responsibility (CSR) initiatives. FCT SEB vows to develop sports as GSS Karu wins NSSF laurel Idu Jude, Abuja The Deputy Director, Sports Unit of Secondary Education Board (SEB) in the Federal Capital Territory, Mr. Hashimu Adamu, has said that the board is keen to ensure that sports is given a very crucial attention both in developing the minds of the students and in designing their future. The Deputy Director, who led the students of GSS Karu, Abuja, to a runners’ up victory in All Nigeria Schools Sports Federation Milo Basketball championship, said that the idea was borne out of the need to sustain the fit the girls and boys from the FCT archived and as well ensure that the talents are not wasted. Hashimu Adamu, while talking to newsmen, said that the decision was made in Lagos, immediately the team came second which was quite unexpected. “We are going to build on this achievement, and we ready to explore all ground to ensure that sport becomes a major priority in our school and indeed in all the secondary schools across the FCT,” he said. On how the team was prepared with meager resources, he said they set to work as soon as the invitation was brought by putting the team together for the task ahead. He added that the team, which was placed among rivals in Team A, played with Bayelsa and Adamawa amassing 48 points and 28 points against their counterparts who scored 8 and 21 points, then emerged second runner-up losing to Oyo and Benue states. Adamu stated that yet the team sustained the lead for a cash reward and other items as well as received commendation for not using mercenaries to play just as the girls got kudos for good behaviour. Receiving the victorious team, the management of SEB led by its Chairman, Hon. Musa Yahaya Muhammed, said it is heartwarming to hear of SEB schools several success stories which had continued to place FCT in the limelight. The Chairman commended the efforts of the sports unit for ensuring the girls excelled within the period of the competition. He emphasised the need to continue to engage the students in such healthy competition to showcase their various talents which, according to him, will help them appreciate the unrelenting efforts of FCT Administration in bringing the expected changes to the education sector through sports and other resultoriented activities. CBN lifts foreign exchange market with $210m Mathew Dadiya, Abuja Central Bank of Nigeria (CBN, in its desire to ensure liquidity in the foreign exchange market to meet customers’ requests in various segments, has again injected the sum of $210million into the inter-
bank Foreign Exchange Market. Figures obtained from the Bank on Tuesday, indicated that the CBN offered $100million to authorized dealers in the wholesale segment of the market, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. Customers requiring foreign exchange for invisibles such as
tuition fees, medical payments and Basic Travel Allowance (BTA), among others, were also allocated the sum of $55 million. The Bank’s Acting Director, Corporate Communications Department (CCD), Mr. Isaac Okorafor, confirmed the figures and reassured the public that the Bank would continue to intervene
in the interbank foreign exchange market in line with its quest to sustain liquidity in the market and maintain stability. The Daily Times recalls that last Friday, June 29, 2018, the CBN had intervened to the tune of $318.73 million to
cater for requests in the retail segment of the forex market. Meanwhile, the naira continued its stability in the FOREX market, exchanging at an average of N360/$1 in the BDC segment of the market on Tuesday, July 3, 2018.

Nigeria Deposit Insurance Corporation (NDIC) is assisting the Uganda Deposit Protection Fund (DPFU) on capacity development to implement Deposit Insurance System (DIS) in the East African country. The Corporation recently hosted a five-member delegation from DPFU who arrived the country to understudy the activities of the Corporation. In a statement signed by Head, Communications and Public Affairs, Mohammed Kudu Ibrahim, stated that the NDIC has been the destination of choice for several sister agencies and Central Banks from across the African continent eager to understudy the activities of the Corporation and learn from its rich experience in Deposit Insurance – a subject on which it is recognized as a leader in Africa. It further noted that The Ugandan team was only the latest delegation from several Africa countries to visit the Corporation for capacity building. The NDIC previously hosted delegations from the Reserve Bank of Malawi, Reserve Bank of Lesotho, Deposit Protection
Fund Board of Kenya, Deposit Insurance Board of Tanzania, Commission Bancaire del’Afrique Centrale (COBAC) of Cameroun, Delegates from Banque Centrale Des Etats De L’ Afrique De L’ Ouest (BCEAO) in Senegal all of whom the NDIC assisted build the capacity for the implementation of the Deposit Insurance System (DIS) in their various jurisdictions. Others include teams from the Central Bank of The Gambia, Bank of Tanzania, the Deposit Protection Corporation of Zimbabwe, and the Ghana Deposit Protection Corporation (GDPC). ECA doubts realisation of ECOWAS single currency by 2020 United Nations Economic Commission for Africa (ECA) has said that the attainment of all macroeconomic criteria by Economic Community of West African States (ECOWAS) may be unrealistic for the 2020 commencement of the region’s single currency agreement. According to NAN, Mr Amadou Diouf, an Economist from ECA West Africa said this recently, in Cotonou, Benin Republic, in a report presented at the 21st Session of the Intergovernmental Committee of Experts (ICE) for West Africa. The ECA report entitled “Regional Integration in West Africa: Challenges and Prospects,” indicated that from the Commission’s findings, many of the countries were yet to meet the macroeconomic convergence
criteria for a single currency set up by the ECOWAS and the West African Monetary Agency (WAMA). The report, which noted that the goal is to create a common currency for much of West Africa, said for the currency to be implemented, ten convergence criteria set out by WAMA must be met. The four primary criteria to be achieved by each member country include single-digit inflation rate at the end of each year and fiscal deficit of not more than three per cent of the GDP. Also a central bank deficitfinancing of not more than 10 per cent of the previous year’s tax revenues and gross external reserves that could cover a country’s import bill for a minimum of three months were proposed. There are also six secondary
criteria which had to be achieved by each member country. They include the prohibition of new domestic default payments and liquidation of existing ones, tax revenue should be equal to or greater than 20 per cent of the GDP. Also, wage bill to tax revenue should be equal to or less than 35 per cent, public investment to tax revenue equal to or greater than 20 per cent and a stable real exchange rate as well as a positive real interest rate. “Less than two years from the attainment of the targeted deadline for the single currency, the pre-requisite conditions to achieve the goals, notably the macroeconomic convergence criteria have only been partially achieved. “Ghana, Niger and Nigeria have been put in charge to
advocate for this monetary agenda. “An updated road map was adopted in Ghana at the meeting of the presidential task force. “It is important that West African experts be informed of the new road map and examine the potential implications of the ECOWAS,” Diouf said. On the implication of the African Continental Free Trade Area (AfCFTA) on West Africa, Diouf said it would help create jobs, boost trade with other regions and additional market for small businesses. He said despite the fact that Nigeria, Guinea Bissau and Sierra Leone were the only ECOWAS member countries yet to sign the AfCFTA, it had no negative impact on trade in the region.
South Africa signs continental trade agreement Mathew Dadiya, with agency report South Africa has signed the African Continental Free Trade Area (AfCFTA) agreement with the African Union (AU), which that country hitherto, rejected alongside Nigeria, Guinea Bissau and Sierra Leone. African News Agency, reports that South Africa’s Trade and Industry Minister Rob Davies confirmed Sunday’s signing of the 250-pages document in a video put out by the Department of Trade and Industry (DTI) on Twitter. It would be recalled that in March President Cyril Ramaphosa signed the Kigali protocol indicating South Africa’s commitment to signing the trade agreement. However, Pretoria failed to join 44 other African countries in signing, on the grounds that there were certain areas within the agreement that required further clarification in terms of South Africa’s constitutional and internal processes, Davies explained in March Davies reiterated this reasoning in Sunday’s video confirming that the signing was going ahead after the necessary vetting had been undertaken by legal advisors. The government also signed two annexures on trading goods and services on the continent. “We are very happy to be part of this club,” said Davies. He said the DTI would “without delay” present the proposal to Cabinet to send the agreement to parliament for ratification. The signed agreement will increase intraregional trade and further more complex levels of production on the African continent.
ART predicts $80bn sales for turboprop aircraft Regional turboprop airliner manufacturer ATR on Monday released its 20year (2018 to 2037) forecast for global demand for turboprop airliners. It estimated the market at 3020 aircraft, worth more than $80-billion. “The key driver for this positive outlook is traffic growth in regional connectivity,” stated the company. “This comes from both traditional markets where less connected locations are being connected with direct new regional routes, as well as from emerging markets where the most viable solution for connecting people and transporting goods is turboprop air links.” Turboprops today operate in the up-to-90 seat regional airliner segment of the industry. ATR’s survey excluded small turboprops in the upto-40 seat market segment, in which the company does not compete. It divided the the 40 to 90 seat segment into two markets: the 40 to 60 seat market and the 61 to 80 seat market. The company expected almost 80% of demand over the next 20 years (amounting to 2 390 airliners) to be in the 61 to 80 seat market. The remaining 20% (630 aircraft) would be in the 40 to 60 seat market. The biggest market for these airliners would be Asia, which would account for 43%. In second place would be Europe, Africa and the Middle East, with 31%, followed by the Americas, with 26%. ATR is a joint venture between Airbus and Italian aerospace, defence and security group Leonardo (previously Finmeccanica), with its head office in Toulouse, France. It has two main models in its range – the ATR 42 and the ATR 72. Both, in turn, currently come in two versions, the ATR 42-500, the ATR 42-600, the ATR 72-500 and the ATR 72-600 (plus the freighter version of the latter).

Because these killings are giving patriotic Nigerians the creeps, patriots are shouting themselves hoarse, telling the government to do something urgent to check the trend. “While members of the comity of nations are alarmed about happenings in our country, it appears as if they are crying more than the bereaved.” He noted that though the government has promised to check the rampaging lunatics, Nigerians are still not convinced of a decisive clampdown on the killers.

The group specifically described recent revelations by the NJC that 324 judgements were delivered in six months by Special Courts set aside to try corruption and financial crime cases as some of the best news in recent times According to BMO, “With 324 judgements in six months, it is obvious that a Daniel has come to judgement, Nigeria has never had it so good’ It described the conviction and sentencing of two former governors of Taraba and Plateau states, Reverend Jolly Nyame and Joshua Dariye, to 14 years imprisonment each, by a Federal High Court, sitting in Abuja for stealing and misappropriation of public funds, as the highpoint of the best six months of Nigeria’s judiciary in the last 19 years and pointed out that Justice Onnoghen deserves accolades
“The task ahead of the judiciary under Justice Onnoghen’s watch is enormous, but he has been able to prove that there are several judges who are courageous enough to withstand pressures that come with attending to high-profile cases” The group noted that NJC’s findings show that there are over 30 pending cases involving former governors, ministers and lawmakers who allegedly looted public funds running into billions of Naira. It added that Justice Onnoghen, who is also Chairman of the NJC needs the support of the general public to ensure that the judiciary goes the extra mile to ensure a closure to many of the cases that had dragged on since 2007. BMO also solicited support for NJC’s corruption trial monitoring committee which is headed by a retired Justice of the Supreme Court, Justice Suleiman Galadima, in its effort to ensure compliance with the directive of the CJN to ensure speedy dispensation of such cases. It expressed hope that the judiciary would sustain the momentum after the courts resume from vacation. The group also highlighted the need for prosecutors of corruption cases to be more professional in their duties so that their cases can withstand the rigorous processes in courts.

NFF president Chris Giwa promises better welfare for national teams, staff NFF president Chris Giwa has promised to improve the welfare of both the staff as well as the various national teams when he addressed them at the secretariat in Abuja on assumption of office following a Supreme Court ruling. Giwa said the age-group teams will now be paid match bonuses after this
was stopped by the Pinnick board. Giwa has replaced Amaju Pinnick, whose election of September 2014 was voided. Over 100 policemen stormed the glass house on Monday afternoon to ensure that the Supreme Court judgment which said Giwa was the legitimate NFF president stands. The Giwa-led NFF board
that assumed office today went straight to the board room, before coming out to inspect each of the offices and staff of the NFF on duty. Giwa led board which included Yahaya Adama, Effiong, Sanni Fema, serving senator Obinna Ogba, Otunba Sunday Ajayi held a brief meeting at the NFF board this afternoon.

There is now palpable tension in the camp of the U17s, the Golden Eaglets, as they face another round of MRI tests to determine if they fall within the age bracket allowed for their competition. Eaglets coach Manu Garba has disclosed that the squad will undergo the mandatory MRI test this month. Last year, this test disastrously accounted for the entire first-team Manu Garba had prepared for an U17 AFCON qualifier against Niger. Officials told SCORENigeria that 60 players who have been training in Abuja since last month will be subjected to this test.

That is very basic and that was what happened,” Ohuegbe said. The legal practitioner however decried the sentimental twists and conspiracy theories accorded the legal interpretation of Dalung’s decision to comply with the judgment.

The law has to take its course and that has happened now” he said. Also reacting, a former DirectorGeneral of the defunct National Sports Commission, Gbenga Elegbeleye, said the Supreme Court ruling, is “final”. “This decision I think, will bring development to football in Nigeria. “We are not getting it right now, so this will give us an opportunity to sit down and think on the way forward for football in Nigeria. “Our football have been in crises and this is an opportunity to get it right,’’ he said.(NAN)
