volumes dropped by 8.1 per cent in the first quarter of 2019 with shipments standing at 71.9 million, while Apple recorded a poor first quarter as its shipments dropped to 36.4 million units, represented a 30.2 per cent drop from 2018. The figure, according to industry experts signals another bad year for smartphone shipments as the figure represents the sixth consecutive quarter decline. However, despite a decline in smartphone volumes by 15 per cent year over year, Huawei closed the gap between it and Samsung by increasing its shipments by 50 per cent.
Commenting on this development, Vice President with IDC’s Worldwide Mobile Device Trackers, Ryan Reith, said it was increasingly clear that Huawei is laser-focused on growing its stature in the world of mobile devices, with smartphones being its lead horse. He said the overall market has continued to be challenged in almost all areas, but Huawei was able to raise its shipments by 50 per cent, which places it at number two in terms of market share and closes the gap on the market leader (Samsung), adding that the new ranking of Samsung, Huawei and Apple is very likely “what we will see when
2019 is all said and done”. On why Smartphone shipments dipped in the first quarter of 2019, Anthony Scarsella, Research Manager at IDC’s Worldwide Quarterly Mobile Phone Tracker, traced it to the continued slowdown witnessed at the high end of the market, stating that consumers continue to hold on to their phones longer than before as newer higher priced models offer little incentive to shell out top dollar to upgrade. He added that the pending arrival of 5G handsets could have consumers waiting until both the networks and devices are ready for Primetime in 2020.

The Federal Executive Council has approved the award of N169.74 billion contracts for the construction and rehabilitation of 10 roads across the country. Minister of Power, Works and Housing, Babatunde Fashola in a statement by his Special Adviser, Communications, Mr. Hakeem Bello, on Sunday, stated that the approval was sequel to a memorandum presented to the council on May 2. Our correspondent reports that Fashola ought to have briefed State House correspondents alongside the Minister of Information, Lai Mohammed after the FEC meeting, but he left the Villa with his other colleagues because the meeting stretched late into the night. While the Information minister was waiting for the other ministers so they could jointly brief State House correspondents as is usually the case, none of the ministers stayed behind for the briefing and as such he had to brief in part. But, the minister in the statement on Sunday, stated that the approval covers the rehabilitation of the Umuahia (Ikwuano)-Ikot Ekpene Road, Umuahia, Umudike in Abia State, rehabilitation of CalabarOban-Ekang Road (Section 1) in Cross River State, construction of Yola-Fufore-Gurin Road in Adamawa State, rehabilitation of Ado-Ekiti –Igede-AramokoItawure Road in Ekiti State and the rehabilitation of FuntuaDandume-Kaduna State border road in Katsina State. Fashola stated that the projects would enhance Federal Government’s objective of improving transportation infrastructure and restoring the nation’s road network as part of implementation of the Federal Government’s Economic Recovery and
Growth Plan. Boko Haram attacks military base in Borno Andrew Orolua, Abuja
Suspected members of the dreaded terrorist group, Boko Haram, on Sunday, invaded a military base located at the outskirts of Magumeri, headquarters of Magumeri Local Government Area of Borno State, resulting in the death of five soldiers and an unconfirmed number of Boko Haram fighters. Fleeing residents of Magumeri community who escaped into the bush during the ensuing gun fight have already started returning back to their homes as the security situation normalises. Magumeri Local Government Area of Borno State which is located 35 kilometers north of Maiduguri, the state capital, has witnessed several attacks by Boko Haram terrorists in the recent past. Confirming the attack on the military base, the army confirmed on Sunday that troops of Sector 3 ‘Operation Lafiya Dole’ deployed at forward operation base Magumeri, Borno State had a fierce encounter with Boko Haram terrorists on May 3. According to the army, during the encounter, five soldiers were killed while several Boko Haram terrorists were eliminated.
A statement issued and signed by Col. Ezindu Idima, spokesman for Sector 3, said the criminals came in numbers to infiltrate Magumeri Village in order to loot food items and other valuables. “The indefatigable troops effectively thwarted the terrorists’ plan through superior fire power. During the encounter, the gallant troops exterminated scores of the insurgents and many escaped with gunshot wounds. “A pursuit and clearance operation has been sustained to deal with the remaining fleeing criminals. Recall that the Multi -National Joint Task Force (MNJTF) launched ‘Operation Yancin Tafki’ in February this year. “The operation has denied the terrorists freedom of action and access to foodstuffs and other logistics which forced them to resort to looting vulnerable communities and villages for food stuffs and other necessities. However, during the encounter the terrorists suffered heavy losses/ casualty. “Unfortunately, five soldiers paid the supreme price. Ramadan: Saraki, Dogara urge Muslims to pray for peace, security, prosperity
Senate President, Dr. Abubakar Bukola Saraki and House of Representatives Speaker, Yakubu Dogara, have called on Muslims to pray for a positive turnaround in the fortunes of Nigeria, as they join their counterparts across the world to observe this year’s Ramadan fasting. Saraki, in a goodwill message, to mark the beginning of the holy month, signed by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, in Abuja, noted that since fasting symbolises internal cleansing and spiritual renewal, the country can benefit tremendously from the prayers of the faithful during the period. He said: “It is my prayer that Allah accepts the earnest prayers and sacrifices of the Muslim Ummah during this Holy Month. May we emerge better, both at
the individual and national levels, after this spiritual exercise. “Let’s us seek an end to recurring killings, kidnapping and all forms of insecurity in our country. However, in a related development, the army on Sunday in Abuja, through its acting Director, Army Public Relations, Col Sagir Musa, in a statement titled: “Enforcement of ban on the use of motorcycles in ex-Harbin Kunama area of responsibility,” said in furtherance of its efforts at curtailing the murderous activities of armed bandits and kidnappers in the Northern states, the Nigerian Army under its exercise ‘Harbin Kunama 111’ has banned the use of motorcycles in seven states of the North because the perpetrators of these criminal acts make use of motorcycles. It said that “the Nigerian Army (NA) over time has observed the use of motorcycles by armed bandits, kidnappers, criminal elements and their collaborators as enablers to perpetrate their heinous crimes especially in the states within the north west geopolitical zone of the country. “This informed the decision and directive to ban the use of motorcycles within the hinterland particularly around the Forests where the armed bandits, criminals and kidnappers hibernate and all around where troops are conducting operations alongside other security agencies. “While this may cause some inconveniences to some law abiding citizens in the area, the need to use all means possible to stop the dastardly activities of these bandits across the North West part of Nigeria needs no emphasis. “The general public, particularly in the North West and some parts of North Central in Nigeria where exercise ‘Harbin Kunama’ is ongoing are enjoined to bear with the Nigerian Army (NA) as concerted efforts are being made to combat the insecurity menace ongoing within the area. “In this wise, it is hereby reiterated that the use of motorcycles remain banned within the forest areas in Kano, Katsina, Zamfara, Sokoto, Kaduna, Kebbi and Niger states.” It warned that anyone caught using motorcycles within the named areas will be taken for an armed bandit, criminal and kidnapper with dire consequences. “The respective state governments are enjoined to please disseminate the ban on the use of motorcycles in the named areas and enforce the ban in conjunction with the security agencies,” Col. Insecurity: PDP charges security agencies to track APC ‘mercenaries’ Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has charged the army and other security agencies to track down the political mercenaries and thugs smuggled into the country by the All Progressives Congress (APC) if the government is desirous of winning the insecurity war ravaging the nation. The PDP also urged security agencies to compel the APC to immediately disclose the identity and whereabouts of the mercenaries and their traffickers to enable the security agencies to urgently flush them out and shield the nation, and its democracy from further security threats. The party alleged that the ruling party with the imported thugs unleashed violence on the nation to facilitate its rigging of the 2019 general elections. She recalled that the empowerment scheme started in November last year with few women who collected the loan for businesses and have refunded the money to enable other women benefit from the scheme as another batch of beneficiaries would take their turn in July. According to her, out of 420 women in the group, 100 were selected while others not captured would wait for their turn, assuring that all women in the area would benefit from the empowerment scheme. Senior Special Assistant to Governor Udom Emmanuel on Micro Finance and Enterprise Development, Ime Uwah advised other council areas to emulate the empowerment model as an avenue to reach out to families, villages and the entire local government. Uwah said Governor Emmanuel would soon fulfill one of his campaign promises to empower small businesses to touch the lives of rural dwellers as microbusinesses remain the pivot of a macro -economy. He disclosed that the Central Bank’s micro -finance loan would be disbursed and Mkpat Enin women would be considered through their group as their integrity has been tested and since there is a template to establish credibility in their transactions. The council Chairman, Ekanem Brown said his duty in the area was to domesticate the five-point agenda of Gov. Udom Emmanuel to touch the lives of people and encouraged the beneficiaries to use the funds judiciously.

Nigeria and violent revolt of the Almajiri

Even chronic pessimists know by now that Nigeria is in a state of complete war with herself. The only difference is that, unlike other wars with known and identifiable enemies, those who roll artillery tanks against the people of Nigeria are at best unidentifiable and at worst, being shawled in ethnic, religious and political shroud. While the two and half years Biafran War, Nigeria’s most grueling example of a needless intra-national war, cost her about 100,000 military casualties overall and between 500,000 and 2 million civilians recorded to have starved to death, not minding the 700 felled by the bullets of Murtala Muhammed soldiers after the capture of Asaba on the Niger River and the thousands killed at Abagana, Arochukwu, Oguta, Umuahia, Onne, Ikot Ekpene and many more towns, the current war in the North Eastern part of Nigeria, in the last four years, barring Nigeria’s dearth of appropriate statistics, must be favourably competing with Biafra’s. Or even more. We have lost count of innocent soldiers and hapless civilians whose blood were shed in the last 17 years since Mohammed Yusuf formed the Boko Haram insurgency in 2002, and 2009 when its bloody campaign in the hands of the blood-thirsty Abubakar Shekau began. In the interregnum, Fulani herdsmen, a notorious band of herdsmen, mainly of the Fula ethnic group, who had killed 80 people in total in 2013 and by 2014, had murdered at least 1,229 people, entered in the fray in Nigeria. The group, according to an index report, which operates between Nigeria and parts of the Central African Republic (CAR) had killed 847 people in 2015 across five states in Nigeria in unleashed attacks on private citizens, their primary and audacious contest being for the farmlands of their victims. Possessing same widespread and deadly disposition is the banditry which first began in Zamfara State like a joke. On almost daily basis, reportage of the hundreds that were killed in this state, which first gained global
notoriety with the chopping off of the hand of a poor farmer, Jangedi, for stealing, have been on the upswing. The odious smell of carnage and banditry that emit off this state is not only eerie but fearful. It is a hotbed of killings, kidnapping and mindless banditry. With a stupendous land mass of 38,418 square kilometers, Zamfara is the seventh largest state in Nigeria. Many of its hapless communities have no single police station and those that have are bereft of weaponry. It is porous and easy prey of Mephistopheles. Fuelled by a gold mining cabal that feeds on the contiguity of North Eastern states to Nigeria’s neighbours with which it shares affinity, the war over gold mining bears easy similitude to the wars of space and resources in other climes. Father, mother and their children are killed, beheaded and set ablaze by gunmen who wield very sophisticated weaponry, the like of which are alien to our law-enforcement agencies. Only in March this year, about 30 people were reportedly killed by armed bandits who raided Kware village in Shinkafi in motorcycles, opening fire on residents and thereafter burning their homes. A week before then, about 60 people were said to have been killed in a multiple raid on the herding and farming communities of Zamfara and Sokoto States. The porousness of the states and their nil-policing, have escalated counter banditry and insecurity because, in the process of embarking on self-help by the communities through the recruitment of Vigilante groups, similar senseless killings occur. These vigilante groups have been fingered to have engaged in extra-judicial, summary killings of those suspected of being bandits. A case in point was the summary execution of ten suspected bandits in the palace of an emir a few weeks back. The banditry has stampeded its hens to come home to roost. Northern elite are feeling the scotching heat. The ones living in Abuja either don’t dare to travel home or
when they do, commute by train, the huge traffic of which is said to have jerked up train fares on that route. Those who live at home, especially in states on the fringe of neighbouring countries’ borders, are said to work in the states by day and scamper to their homes in neighbouring countries by night. Those who are not rich enough to build houses in those countries rent new homes. The penal sanction from the bandits if they are fingered as audacious enough to stay home overnight is summary kidnap for huge ransom or anything of sort. Even travelling by road from the West of Nigeria to Abuja or any town in the north, which used to be enjoyable, is sauced in panoply of fear, apprehension and need for disguise as a wretched commuter. If you travel by your SUV or identified as rich, you are liable to being kidnapped and could be killed. In the last four years under the administration of Muhammadu Buhari, multiple of thousands of countrymen have been killed via banditry, herdsmen/farmers alterations and hundreds have been kidnapped. If South Westerners thought they were immune from this raging malady, Osun State governor, Gboyega Oyetola, a few weeks ago, alerted that the bandits, said to have been smoked out of Zamfara, are already in his state. Only two days ago, the Chief of Army Staff, said they have now relocated to contiguous states in the North East. They are already thriving like ferns and moss in a plantation at the Northern part of Oyo State where they sidled in, in the guise of herders. The veracity of Oyetola’s claim would be confirmed if you needed to travel on the stretch of land between Ilesa and Ekiti State, passing through Iwaraja or anywhere around Akure, the Ondo State capital. You were travelling to Bosnia/Herzegovina of old, Syria or any other war-torn spots if you needed to go to my village, Ilu-Abo, Eleyowo or Ogbese, all on the fringe of the state capital As I write this piece right here in my Ilu-Abo village, I
was said to have literally dared the dragon. You needed a travel advisory to navigate anywhere in that neighbouhood. Kidnapping is as usual as a fisherman catching shrimps on the Mahin River. Ex-President Gooluck Jonathan attempted a solution to the Almajiri menace by founding what he called the Almajiri Model Education. Flagged off in Gagi, Sokoto State in 2012 where himself, thenGovernor Aliyu Wammako, the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, then Governor Saidu Dakingari of Kebbi State and others were present, the northern elite and their governments soon killed the dream. President Buhari, in his four years in power, has not been quoted as saying a single word about the infernal internal child slavery system. The revolt of the almajiri should ordinarily be a fitting, apposite law of Karma and equitable response from these vagrant, uncared-for children to the elite of the North and their successive governments who flourished the system in almost a century. However, the fact that the South which comparatively trains its own children, is benefitting from the borderless libidinous rascality of northern elite and their lack of foresight, makes the harvest inequitable. Nigeria is today ungovernable and all of us are reaping from these sour fruits which Southern forefathers like the Obafemi Awolowos, Nnamdi Azikiwes warned would be the outshoot of the age-long neglect of Northern kids. In few years to come, the South will equally have a full maturation of its children too. This time, it will be in the form of out-of-school children and jobless graduates roaming the streets. When the un-catered-for children of the North jam the catered-for but jobless children of the South, the clash could be akin to what Marxian theorists call the clash of thesis and antithesis. Perhaps the resultant synthesis is what some call a revolution, which Nigeria needs very badly.
Of Ramadan, It’s Lessons and Lexis

Marhabaan bika Yaa Ramadan, welcome oh Ramadan, Yaa ayyu aladhiina aamanu, kutiba alaykum siyaawmu ( O you who believe, we have made fasting incumbent on you). These statements are suffusing our airwaves already even before the sighting of the moon crescent to herald the breaking of Ramadan, the ninth month of hijrah calendar during which abled bodied muslims are enjoined fast as a compulsory worship. So, here comes the season of fasting, the glorious month of Ramadan, the month in which the gates of Jahannam, hellfire, are shut and that of Al-Jannah, paradise, are opened, the month in which the Quran, Huddan linnaas wa bayyinnah, was revealed to Mankind as a guide and the distinguisher or criterion, of right from wrong. Muslims are therefore expected to take as much as possible of the benefits of Ramadan, a season of release of bounteous blessing, of vast rewards and sincere reconnection, of total rehabilitation and renewal, of true regeneration, of sincere repentance and return to Allah, a month of rebirth, restoration and revitalization, recharging and regaining in full measure. It’s a month of strong resolution and revolution, a month of rededication to Allah but also of relaxation and retreat to Allah from all worldly concerns and a month of reckoning our deeds, income and expenditure so we could pay our zakat or Sadaqat in due or right measure. In this month, Allah specifically prescribed fasting for believers so that we might learn or attain piety or righteousness. Not only did He prescribe to believers that whoever witnesses Ramadan must fast, for the specified number of days 29 or 30 and in His rahma, he also allows exemption for some categories for unavoidable conditions that can threaten one’s life or
lead to health complications. He also gave windows of restitution if one is unable to fast or misses some fast. He allowed that fasting is not a 24hour deal, just from Fajr, dawn to dusk, Maghrib and allows every lawful thing including mating from dusk till fajr. All these, Allah says he wants ease for us and not difficulties. So sawmun Ramadan is never a burden but blessing whose rewards, tawaab, are immeasurable. Ramadan, the Season of bounteous rewards comes with many rites and ibaadats, devotion in nawaafil of religious obligations. That’s when our tilawaatul quran, reading in measured and regular pace and we are afforded the grace and choice of Tafsiirul quran, the exegesis, explanation of the book of Allah on a daily basis whether in our major masjids or on air with vibrant scholars offering deep insights on various aspects of life. With Ramadan, we take seriously to taraweeh prayers popularly called Aashamu in Southwestern Nigeria, a superogatory prayer with witr, all totalling 13 rakats. Though not obligatory but it is very meritorious a practice that Muslims must cultivate as daily tahajjud because Allah encourages rising in the night, Qiyaamu-layl to offer nawaafil, commonly called Tahajjud as the night is the time that impression is most keen, prayers easily accepted. In Ramadan, we end each day fast with iftaar, breaking of fast at dusk with fruits water, milk and meals with family and friends. In our clime, the culture of iftaar is deeply taking roots, becoming as popular as cocktails and banquets in corporate settings on a daily basis. In my life, I’ve also taken Iftaar in government houses, one in old Gongola State, now Adamawa and Taraba States as National Concord Correspondent and one
in Lagos house, dining with governors and senior government officials. After Iftar with big men in high places, you’re so filled and fulfilled that you mutter, it’s good to wine and dine in class and glamour. It’s not a sin. Get good education and be diligent to merit invitation from the top. Aah, Sahuur! Saari. It’s always something to look forward to at childhood. To encourage us to fast in the 70s when we were growing up, our ration and the accompanying meat or fish is like that of our parents. We were encouraged to fast agbadaila or agbadalaasari. Agbadaila and agbadalaasari are training fasts for children till noon or afternoon... We were in the habit of counting in numbers the fasts we made or completed. It’s like a competition among children. The more you make till dusk, the more gifts of good and sumptuous meal you earn from mummy Nonetheless, any itikaaf should be what it is for: retreat, seclusion, concentrated ibaadat. There should be no distraction or engagement in mundane activities during the period to maximize its benefits and value. We cannot talk about Ramadan without a mention of Jaka. What we know as Jaka in those days as been correctly refined to be Sadaqatul Fitr, it’s obligatory to be done on each member of a household. Jaka we are told ensure the completeness and acceptance of your fast. It’s for the needy to have the joy of celebration like those of the eaves. It’s the responsibility of the breadwinner to ensure it’s done before going for Eid to have benefit and meaning. Baami would buy gaari or agbado of enough quantity to go round his entire family. He Measures his own first, bringing his two palms to make a cup and
dipping them in baafu of gaari, cupping out four measures into another bowl, a basia or abari ojukwu. Altogether, we were 11 that jaka will be measured for. Baami, his two wives, seven children and my niece but in our culture, there is nothing like cousin, nephew, niece, uncle or aunt. It’s Maami, Baami, Boda mi or Anti mi no matter how distant you are in the extended family circle. Any of the family members measures on behalf of those in the boarding school. It was a tradition that baami buys two cockerels at the beginning of Ramadan and two at the end to celebrate eidel fitri. Maami also had the habit of cooking beans to distribute to neighbours on first of shawwal, the day of eidel fitri. In our Oke Foko neighbourhood of Agbole Laatosa, down to Adesokan and Adesope compounds Maami beans is the first course on eid days. Times have changed, nobody eats saaraa anyhow these days. God bless the souls of Baami and Maami who made Eid el fitri special for us in childhood. I still remember Baami who shops for the eid wears of my junior brother and I at Kingsway. Kingsway, like the Palms or Shoprite of today, was the shopping mall of class for the elites and the nouveau riche of our childhood years. In Ibadan, where I had my childhood, our Yidi was always at Ansarudeen Praying Ground opposite the iconic Liberty Stadium. The drive from Oke Foko through Oke Ado to Liberty was always fun filled. While going we were taught to be doing adhkar, God’s remembrance. On the return leg of our journey, with dripping ice cream, aawe tan oju ti ajosan is part of our songs of euphoria. As we start this year’s Ramadhan in high spirit, we pray to end it in full joy O Allah. Aamin.

Buhari: Why and how he won

President Muhammadu Buhari, who came to office in a seismic political shift that swept out of office 16 years of continuous rule by the People’s Democratic Party, PDP recorded yet another resounding victory to win a second term in office, leading his closest rival by a record-setting four million votes. His party, the All Progressives Congress, APC gained the highest parliamentary majority in the Fourth Republic in the Senate and the House of Representatives, giving the President an ample room to carry out reforms he wished to carry out, but was outmaneuvered and frustrated by the Eighth National Assembly. While campaigning for the 2015 general elections, President Buhari’s All APC made promises to end Boko Haram terrorism and secure the country for it to be efficiently managed; to restructure the economy, halt its downward slide and create jobs and to fight corruption because, as the president repeatedly says, “if Nigeria doesn’t kill corruption, corruption will kill Nigeria.” His climactic victory against the then incumbent Goodluck Jonathan, his strong message on the three issues as listed above, his practical and serious approach helped to awaken a nation misled by characters who placed self above nation for sixteen years and more. The Buhari administration has established for itself an anti-corruption reputation and has been in office nearing four years without a major scandal. The African Union has on account of this, selected the President as the continent’s anti-corruption champion. The Buhari administration can pat itself on the back for this achievement when it is viewed against the established culture in which corruption is the norm. To win the war against corruption and institute transparency in the affairs of government, the Buhari administration introduced a number of fiscal reforms and plugged several leakages. In the firm belief that the party was not mistaken about the problems facing the country, Candidate Buhari went into the February, 2019 campaign on the same issue platforms. The President and his party looked certain of victory from the sea of crowds that attended his political rallies all over the 36 states of the federation. He was the only candidate to have campaigned at least once in each state and the Federal Capital Territory. These rallies attracted large crowds, mostly of the poor who are trusting in his impeccable qualities of honesty and integrity, and have bought into the idea that he will quickly push their country onto the top by lifting up the economy, creating jobs, securing the nation and ending the nightmarish corruption which had become the order of the day. Some of the events were marked by incidents of road accident, podium or building collapse and stampede leading to tragic losses of life. At many of those well-attended rallies, the venues fell short of the people gathered. Thousands of supporters outside tried to barge into the inner rings of the venues. Pleas were not heard by surging crowds which resorted sometimes to throwing chairs, sachet water and bottles into the no-man zones in front of the stage. It was evident from the commencement of the campaign that President Buhari had a a twopronged election strategy, one to showcase the achievements of his administration in its first term and two, to cash in on his popularity with the lower rungs of the population. The party itself doubled down on President Buhari by zeroing in on his image as a diligent, coolheaded and incorruptible leader. In that enduring appeal, the APC saw a trump card going into the election. Nobody can question President Buhari’s achievements. They are there for all to see. The administration has significantly curtailed corruption to the point of abolishing what is
called “grand corruption.” Given Treasury Single Account,TSA, the Integrated Payroll and Personnel Information Scheme, IPPS, the Bank Verification Number, BVN number and Whistle Blower schemes, it is no longer possible for people in authority to, for instance, request the withdrawal of millions, or sometimes billions of Naira or US Dollars to be shared among party members as was the practice under the past administrations. To boot, the Buhari administration has signed onto the global Open Government Partnership, OGP. Reforms are being carried out in the justice sector with a number of domestic legislations and international agreements to facilitate the identification, tracing, freezing, recovery and forfeiture of ill-gotten assets. The administration’s primary sectors of agriculture and solid minerals have experienced growth of 180 and 565 percentage points respectively. Nigeria has today achieved near selfsufficiency in rice production. Government has launched a series of funding and capacity development initiatives to support Micro, Small and Medium Enterprises. The work of the Presidential Enabling Business Environment Council (PEBEC), inaugurated by President Buhari in August 2016 has resulted in moving Nigeria up 24 places on the World Bank’s Ease of Doing Business rankings, and earning a place on the list of 10 most improved economies. In this regard, the administration has issued a number of Executive Orders on improving efficiency in the business environment and promoting local content. The Buhari administration has also demonstrated a single-minded commitment to upgrading and developing Nigeria’s transport, power and health infrastructure. The military has since proclaimed victory over the Boko Haram terrorists, following the capture of their operational and spiritual headquarters, “Camp Zero” in Sambisa Forest. So far, more than one million displaced persons have returned to their homes and communities. About 20,000 hostages have been freed. One hundred and six (106) Chibok Girls, abducted in April 2014 and 105 Dapchi Girls abducted in February 2018 have been released and reunited with their families In the area of diplomacy and international relations, the Buhari administration has reestablished Nigeria’s position and influence in regional and global arena. As a political leader, Muhammadu Buhari enjoys three formidable assets-- his record as a disciplined former Army General, his reputation as an honest leader who has not allowed corruption to flourish under his watch when he served as a state Military Governor, Minister of Petroleum and Military Head of State and the public perception of his record as one who stands for and by the truth, Mai Gaskiya. The main opposition to President Buhari, the Peoples Democratic Party failed to realize how much these qualities meant to ordinary Nigerians; they did not reckon with the disillusionment of the citizens with their perceived acts of commission and omission for the 16 years they were in power. They must by now, have realized with a with benefit of hindsight, that demonization and denigration of an individual does not bring in poll dividends. In their campaigns, they chose to demonise and denigrate Muhammadu Buhari as President. It did not pay. Before and after this election, there is no face in the opposition who can match President Buhari’s inspiring character and personality. Many, including this reporter believe that it wasn’t the rail, road or achievements in the power sector that won this election for President Buhari. No doubt, these and many others are important. They may have added a bit here and a bit there. But what won it for him, was the focus by the voter on the single most important factor of Mai Gaskiya.
Our POSITION Containing rising deaths from sickle cell anaemia
S
ickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.
Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

it’s evil dialoguing with Zamfara bandits, Short News kidnappers - HURIWA Sanusi tasks 1, 500 couples on Our Reporter A leading pro-democracy and civil rights organization, the Human Rights Writers Association of Nigeria (HURIWA) has described as criminal and evil for the Buhari to dialogue the rampaging bandits in Zamfara state and with armed Fulani militia. It opposed the plan by the federal government to appease the bandits and Fulani herdsmen with N100 billion of tax payer’s money under the guise of setting up cattle ranches for a totally privately owned business of herding. Besides, the rights group also carpeted the acting Inspector General of Police, Adamu Mohammed, for gleefully announcing the ‘truce’ reached in Zamfara to chase out bandits between the federal government’s delegation made up largely of Hausa/Fulani Moslem dominated internal security team of the current administration and the Miyetti Allah cattle Owners Association which it says supports the activities of armed Fulani herdsmen. HURIWA expressed disappointment that a supposed chief law enforcement
officer of the country can descend so low as to beg persons suspected to have being carrying out persistent armed banditry and attacks across Zamfara, Kaduna, Niger and Katsina to stop attacking Nigerians when it is the constitutional obligation of the police to enforce law and order, and bring all suspects to face the consequences of their crimes. In a media statement issued over the weekend against the backdrop of the purported meeting between the government and the leadership of Miyetti Allah Cattle Owners Association, the rights group said the only possible reason the current administration could enter into dialogue with armed bandits is because the offenders share the same ethno-religious affiliations with the holders of the top security portfolios in the nation. It therefore, charged the administration to harken to public outcry and rejig the leadership of the country’s security architecture that is presently dominated by persons from a particular section of Nigeria, in clear violation of the federal character principle. According to HURIWA, the federal government practically offered monumental
bribes to the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) by offering it N100 billion over two years to stop kidnapping in the country. “This satanic meeting was a closed door event which lasted for over five hours as monetary negotiations according to a source dragged on until N100 billion was accepted. “MACBAN had said it would take nothing less than N160 billion. But, briefing newsmen after the meeting the exhausted minister said the gathering is part of steps we have taken to tackle insecurity and clashes between herdsmen and farmers. “You should not forget the fact that we have extended the meeting as a regional one when the Economic Community of West African States (ECOWAS) hosted a conference on this. “General Danbazau further affirmed as follows, that these issues were discussed, and part of the dialogue was to provide a national action plan on security challenges and solutions by all members of the ECOWAS and to present it to the commission for consideration. That is the main reason we have come to Kebbi state, to dialogue with leaders of herdsmen as part of the process,” HURIWA added.

Being recalcitrant would earn you the wrath of God and that doing anything to spoil this relationship would be a bad riddance. You would be making a great disservice to yourself if you take yourself back to square one and continue to live in solitary condition.
NAFDAC urges consumers in Borno to check products authenticity before purchase
The National Agency for Food, Drug Administration and Control (NAFDAC) has called on residents of Borno state to check and verify the authenticity of any product before purchase. Coordinator of NAFDAC in the state, Mr. Nasiru Mato made the call during a sensitization campaign tagged: “Keeping the environment litter free’’ on Sunday in Maiduguri, the Borno state capital. Mato said that the call had become imperative to prevent consumers against consumption of unwholesome foods and warned Borno residents to desist from indiscriminate waste disposal to promote healthy living and a clean environment. “NAFDAC advises consumers of regulated products to comply with all labeling instructions to ensure good health, safety and protection of the environment. Man is indeed, his environment and his environment is man, man therefore, influences his environment due to both his action and inactions,’’ he said. The coordinator added that safety could be best achieved through proper waste disposal, containment and storage of potentially toxic chemicals. According to him, chemicals can pollute the air, water and soil when used or disposed, and the impact can be dangerous to human health.

APC stalwart begs Wike to convene summit on insecurity Amaka Agbu, Port Harcourt A chieftain of the All Progressives Congress (APC) in the South-South region, Chief Eze Chukwuemeka Eze, has advised the Governor of Rivers state, Nyesom Wike, to urgently convene a peace, security and reconciliation summit for the overall interest and genuine peace of Rivers state and its people. In a press statement he released on Sunday, Chief Eze said that the summit must be aimed at studying and proffering solutions to what he described as the seeming intractable security situation across the state. Chief Eze charged the Gov. Wike-led administration in the state to “leave aside its ego and allow reason guides its decisions at this critical point by dusting the security blueprint for the state prepared by previous administrations, restart its implementation
and save everybody from the ongoing needless waste of lives and properties across the state.” Also, he charged Gov. Wike to stop prevaricating and stay true to his desire for the restoration of peace, imploring him not to engage in victimizing and witch-hunt of political opponents. On the need to pay an urgent attention to the security situation in the state, Eze alleged that the reports going out of Rivers state in the last few years had been most unpleasant, noting that “any lover of Rivers state must be worried by the tales of woe and the level of insecurity in the state at the moment. “Every day, it is either a bus conveying passengers is kidnapped or people are being killed and beheaded or that foreigners and investors are rushing out of the state in droves or the state is rated as the number one state in Nigeria that harbours
the highest number of unemployed youth.” “No doubt, our state has endured a tortuous political season, which saw political parties jostle and cajole Rivers people to make choices. Our state, which was known and respected as the treasure base of the nation, is now almost always in the news for the wrong reasons. This is not the Rivers state of our dreams.” He therefore, advised that to achieve lasting peace in the state, the governor must as a matter of urgency convoke a peace, security and reconciliation summit, involving key Christian leaders, traditional rulers, key political leaders, youth and women leaders, security experts and elders from all over the state. The summit he said, would be expected to point out why the state descended into its present sad situation and proffer suggestions on the ways forward to restore lasting peace in the state.
The Darul Kitab Wa Sunnah College of Arabic and Islamic Studies, Ilorin, Kwara state has secured scholarships for 48 graduands of the college to further their studies at the Al-Azhar University, Cairo in Egypt. Proprietor of the College, Dr. AbdulKadir Oba-Solagberu, made this known while speaking with newsmen during the 2019 convocation of the school on Sunday in Ilorin. According to him, the convocation comprised 800 students for diploma programmes, senior secondary school, junior secondary school and primary school. He stressed the need for parents and guardians to compliment the efforts of teachers by supporting their children to enable them to grow up to contribute meaningfully to development of the society. Oshimili South LG councilors impeach legislative leader Nosa Akenzua, Asaba The leadership of the legislative arm of Oshimili South Local Government Council in Delta state has impeached its legislative leader, Emeka Nwosa and elected Michael Obrota as the new leader. In a communique signed by nine councilors a copy of which was made available to journalists, stated that “we the undersigned councilors representing Oshimili South Local Government Area do hereby pass vote of no confidence on the leader of the legislative arm, Peter Emeka Nwosa. “This is sequel to his unabating acts of financial recklessness, high handedness and gross misconduct and consequently, we have removed him as the leader of the legislative House.” But, in a swift reaction, the impeached leader, Nwosa described his impeachment as a ruse, illegal and unconstitutional, adding that he still remains the leader of the legislative arm of the council. Speaking further, he said he had written a petition to the state House of Assembly through the public accounts committee and appealed to the state government to intervene to avoid an escalation of the leadership crisis. However, the Council Chairman, Uche Osadebe, while confirming the impeachment of Nwosa to journalists in Asaba, distanced himself from the crisis rocking the legislative arm of the council, adding that he knows nothing about the crisis among the councilors.

I was advised to escape before returning Short News N53m, says Delta civil servant FG commences enrolment for basic Nosa Akenzua, Asaba The Delta state Chairman, Nigerian Civil Service Union, Efeotor Benson, who returned N53 million erroneously paid into his account by the state government, on Sunday in Asaba, said he was initially advised to flee abroad by associates before he decided to return the money to the state government. Efeotor, who spoke to journalists on why it was necessary for him to be honest, saying that his wife prevailed on him to return the huge amount even when he was advised by those close to him to do otherwise. “Honesty pays. I believe that the N53 million was very tempting and I was advised to flee abroad with the money. I was crying very profusely when my wife advised that I should return the money and I went to the Secretary to the State Government (SSG), Festus Ovie Agas and told him; he was very happy. “If you do very well, you will get rewarded and after the report, I forwarded the money to the account number I was given and barely 24
hours later the governor called me that I will be rewarded,” he narrated. Speaking further, Efeotor narrates that “when I got the alert of the N53 million and some fractions, I knew I was not expecting such a huge amount of money. Even when I retire I will not get such an amount of money and I called someone very close to me and he said I should flee abroad before they start looking for me. “But instead, I called the special adviser on labour matters to the governor who asked me to see SSG and I was attended to immediately. I want to thank Gov. Okowa and the journalists for the help they rendered; it was very tempting.” Comrade Efeotor, it will be recalled was on May Day rewarded by the Governor Ifeanyi Okowa with a brand new car for returning the N53 million that was erroneously paid into his account by the office of the state accountant general. The federal government has flagged off the enrolment of clients under the Basic Health Care Provision Fund (BHCPF) in Osogbo, the Osun state capital. The epoch making event which was held at the Primary Healthcare Centre, Isale-Agbara, Osogbo, at the weekend is a key component of the National Health Act which aims at extending primary healthcare to all Nigerians by substantially increasing the level of financial resources to primary healthcare services. This was contained in a statement by the Director, Media and Public Relations Of the Ministry of Helath, Boade Akinola. Speaking at the launch, the Minister of Health, Prof. Isaac Adewole, said that the programme is a signature programme of the Buhari administration, stating the administration believes that the nation’s success depends on its ability to transform non - renewable natural capital into productive wealth by investing more in human capital to ensure their general wellbeing. In view of this, Adewole stated that the federal government has resolved to tackle poverty, poor health outcomes, literacy and governance challenges that threaten national development. He further informed that 70 per cent of total health expenditure in Nigeria was borne out of pocket. This, the minister regretted was far higher than the globally acceptable rate of 30-40 per cent and as such, a barrier to accessing healthcare. Prof. Adewole maintained that the flag-off of the scheme is an indication that President Buhari is committed to reversing the ugly situation and promoting shared prosperity among the populace. He also said that to ensure equity in the disbursement of funds for the programme, resources were allocated to states based on their indices of poverty and also on per capital basis. This guaranteed that programme would help reduce inequality in the use and access to healthcare services, particularly, by the most vulnerable, adding that the programme would also be flagged off in three more states earlier announced with immediate roll out in 17 other states and the FCT.

Short News Probe abuse of women arrested by The Money’ wins UN global police in Abuja, foundation charges FG ‘Follow mobiliser award Doosuur Iwambe, Abuja The Rule of Law Development Foundation (ROLDF) has called on the federal government to investigate the alleged abuse of over 100 women arrested in night clubs in Abuja by the police. Condemning the attack in a statement by its Program and Legal Officer, Augusta Yaakugh, the foundation called on the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), the Minister of Police Affairs and Minister of Internal Affairs, Abdulrahman Dambazau to submit a joint memorandum on the arrest and alleged abuse of the women by the police to the next federal executive council meeting. This according to ROLDF is to enable President Muhammadu Buhari set up a commission of inquiry into the incident with a view to identifying the culprits as well as bringing them to justice. Recall that some police officers and officials of the Federal Capital Territory Administration (FCTA) had on April 17 raided a popular night club in Abuja, Caramelo and arrested over 30 women alleged to be sex workers.
A repeat of the raid was carried out on Sunday where another 70 women were apprehended. The women were taken to Utako Police Station in Abuja where they were detained. Some of the arrested women were reportedly released after they were profiled, while others were charged for engaging in prostitution. However, a few others were allegedly sexually assaulted by police officers. “The violence inflicted on these women was vicious and targeted. They suffered this treatment because they were women and these officers were confident that they could get away with it. The action of the officers and men of police is unacceptable and connotes deliberate targeting of women within the Abuja environs. “It has been persistently reiterated that it is important to create sensitization and awareness programmes that will encourage women to report cases of abuse to authorities and that police officers should receive civic education and training on issues of violence and its effects on victims as this will prepare them to handle such cases better. “Where then do we turn to when these acts against women are allegedly being perpetrated by officers of the Nigeria Police Force who are
constitutionally mandated to protect and serve. “The foundation will not hesitate to bring a class action proceeding in court in order to enforce the rights of hapless Nigerians that are daily subjected to police excesses, high handedness and abuse,” it stated. The group urged the federal authorities to investigate all the allegations of abuse, illtreatment and violence, including rape and other forms of sexual assaults against these women and the immediate prosecution of agents found culpable. Our correspondent reports that although, prostitution is illegal in the FCT, law enforcement officials have used it as an excuse to assault and harass innocent women who go out at night in the city. When such raids on night clubs are carried out, the taskforce team have been repeatedly accused of molesting women they believe are ‘scantily dressed’ accusing them of been prostitutes. Describing the development as barbaric, foundation expressed disgust that the FCTA joint task team had unilaterally and without respect for the rule of law, chosen to contain any environmental nuisance the night club allegedly was causing.

NUJ Delta condemns harassment of journalists Nosa Akenzua, Asaba The Delta state council of the Nigeria Union of Journalists (NUJ) has condemned the harassment of journalists in order to intimidate them and deny them the freedom to hold government accountable as enshrined in the constitution. Speaking during the celebration of the World Press Freedom Day at the NUJ Press Centre in Asaba, the state NUJ Chairman, Comrade Michael Ikeogwu said that the freedom of the press encompasses all forms of independence on the part of media practitioners to do their jobs. He recalled the recent assault of a journalist in Sapele by security operatives in an attempt to stop the journalist from doing his job during a protest. Ikeogwu called on the government and its officials, including security agents to stop infringing on the rights of journalists who daily risk their lives to uncover ills that daily bedevil the society. The union leader equally admonished employers to desist from the habit of not paying journalists as and when due, insisting that such an attitude is capable of jeopardizing the integrity of the journalists when they are offered any sort of inducement. He further challenged politicians to stop the act of impunity where they chase journalists with thugs for reporting their negative sides, positing that henceforth, such impunities would be vehemently resisted. The NUJ chairman however, berated erring members who are unrepentant in breaking the ethics of journalism and urged journalists in the state to fashion out ways of carrying out their duties objectively without jeopardizing their safety. “The NUJ at the national level should work with the National Assembly to enact laws that will make it impossible for traditional media practitioners to suffer undue intimidation, while also penalizing those who indulge in unprofessional conducts, especially via the social media,” he added. Civil servants body demand reconstitution of SEC board Urges FG to release panel report on Gwarzo
Joseph Inokotong, Abuja President Mohammadu Buhari has been urged to reconstitute the board of the Securities and Exchange Commission (SEC) so as to allow the commission run its affairs in line with global best practices. Also, the president has been urged to direct that the report of the panel of inquiry set up by former minister of finance to probe allegations against the former SEC Director General, Munir Gwarzo be released for necessary action. These demands were contained in a statement signed by the Secretary General of the Association of Senior Civil Servants of Nigeria (ASCSN), Mr. Alade Bashir Lawal and made available in Abuja on Sunday.
According to the ASCSN, the SEC has been operating without a board since 2015 and this has created very serious credibility gaps and impacted negatively on the image and performance profile of the organization. “Players in the capital market both within and outside the shores of the country believe that with a board in place, the SEC will positively run off on the growth and development of that critical sector of the nation’s economy,” the association stated. According to ASCSN, it was the absence of a board at the SEC to oversee the management of the commission on a regular basis that has led to the series of infractions witnessed during the tenure of the suspended Gwarzo. “It is necessary to state that all those infractions would not have arisen if a board
had been in place to supervise the operations of the commission and also, act as a check to the activities of the suspended director-general. “As it were, frantic efforts are now being made to sweep under the carpet the case established against Gwarzo which is currently lying before the Independent Corrupt Practices and other Related Offences Commission (ICPC),” it said. The group added that the appeal for intervention in the matter has become very necessary and extremely urgent given reports that subterranean moves are being made to throw spanners in the works as regards the case against the suspended Gwarzo which they said would negatively affect the image of the present administration as intolerant to corruption.
Red Cross tasks Bauchi on flood control, cholera outbreak Samuel Luka, Bauchi The Bauchi state government have been called upon to put measures on ground in order to control any impending flood and cholera outbreak before the commencement of rainy season this year. Training Officer of the Nigeria Red Cross Society in Bauchi state, Malam Auwal Bashar made the call yesterday at a rally organized to celebrate the 2019 World Red Cross day in Bauchi. Malam Bashar said the state government should in earnest put precautionary measures in motion so as to help mitigate flood disaster and cholera outbreak before the commencement of the rains. “Government should put in place the construction of culverts, dams, reservoirs and channels diverting flood water, called floodways to raise the banks of the possible flood prone rivers,” he advised. According to Bashar, the flood mitigation should also involve the management and control of flood water movement, such as redirecting flood run-off through the use of flood walls and flood gates, rather than trying to prevent flooding altogether. He pointed out that with the commencement of early rains there is need for cholera control and awareness campaign before any possible outbreak. “The campaign should be based on the drinking and use of safe water, intermittent washing of hands with soap, use of latrines or burying of human waste and controlling open defecation near any body of water and keeping food covered,” he added. Bashar also charged communities living close to flood prone areas to make provision for gully water and clearing of drainages for safety.

The Federal Government has announced that over 20,000 traders have benefitted from its Trader Moni Initiative in Anambra State. Vice President Yemi Osinbajo stated this while monitoring the disbursement of the Trader Moni and Market Moni Initiatives at Eke Awka and Ochanja Onitsha markets. Those who accompanied the Vice President on the visit include the Senator representing Anambra South, Senator Andy Uba, National Auditor of APC, Chief George Moghalu, and State Chairman of APC, Chief Basil Ejidike among others. The Vice President also Inspected the level of work on the 2nd Niger Bridge. The Trader Moni is a Federal Government’s Micro Credit Scheme being administered through the Bank of Industry (BOI). Speaking at the Palace of the Obi of Onitsha after monitoring the process,
Vice President Yemi Osinbajo said the programme was tailored towards empowering small business men and women to gain easy access to loans. He described the facility as beneficial to the traders, noting that they were expected to repay it in six months to benefit from increased funds up to N100,000.00. The Vice President also visited the home of Mrs. Esther Chika, the cook attached to Community Primary School Amawbia who was awarded the best cook in the Federal Government’s Homegrown School Feeding Programme. Professor Osinbajo noted that Anambra State Government was the first to accept and implement the school feeding project successfully. The Vice President also inspected the construction work on the Asaba end of the second Niger Bridge and pledged the commitment of the Federal Government to completing the job due to its importance to the nation.
The Minister of Power, Works and Housing, Mr. Babatunde Fashola, who took the Vice President round the project site, assured that the job would be ready by 2022. Governor Willie Obiano, who received the Vice President on arrival, lauded the Trader and Market Moni programmes which he noted would bring about prosperity to the people. Gov. Obiano also praised the zeal of the Federal Government in completing the Zik Mausoleum and pursuing work on the 2nd Niger Bridge to completion. The Obi of Onitsha, Igwe Alfred Achebe, urged the Federal Government to make efforts to take the micro loan scheme to traders in small markets in the area. Two of the beneficiaries, Mr. Ikeze Ezegbo and Mrs. Blessing Ugbo said they were happy over the initiative which would add value to their business and living conditions.
It was a joyous celebration last Sunday as Aspire FC AdaziAni defeated FC Ifeanyi Uba in the just concluded Anambra FA Cup tournament. The tournament which took place recently at Neros Stadium Nanka, saw the youngest Club in Anambra State beat FC Ifeanyi Uba in a penalty shootout with four goals, after playing one goal draw in Ninety minutes. It was gathered that FC Ifeanyi Uba was the defending team that had recorded Four-time Champions in the tournament, defeating every team, but met its Waterloo at the last tournament. It was observed that Aspire FC Adazi-Ani which was registered in December 2018, made its first appearance in the last tournament displayed tremendous tactical skills and physical fitness throughout the tournament. The players’ performance was unprecedented as they never lost to any of their opponents. Obiano pledges more road infrastructure before tenure ends Anambra State Governor, Chief Willie Obiano, says his administration will provide more road infrastructure to enhance human and vehicular movement across the state before the end of his tenure in 2021. Obiano said this when he paid an inspection visit to the ongoing construction on the EnugwuUkwu link road in Njikoka Local Government Area of Anambra. The governor said that the government would complete all road projects already started in the state before the rains. He also said that it would also embark on massive road maintenance interventions on potholes and failed portions of some roads in the state before rainy season to ensure its accessibility. Obiano, who was represented by his deputy, Dr. Nkem Okeke, observed that part of the about six kilometer links road in EnugwuUkwu would connect with the road leading to Enugu-Onitsha express way when completed. The governor said that the link road would also provide access to other nearby communities which had already been asphalted. He added that some parts of the road that were still at stone-based level would be attended to soonest. The governor, who described road infrastructure as key to development, reiterated his administration’s commitment to construct more roads across the state within its remaining years of governance. The governor expressed happiness on the pace of work on the project and promised the people of Enugwu-Ukwu community that the link road would be completed within three weeks. He said that the state government would continue to financially support the contractor handling the project to ensure its delivery on schedule. Mr. Emmanuel Okolo, the contractor handling the project said that the state government’s cooperation on the project was encouraging and commendable. Okolo promised to complete and deliver the project on schedule as long as the state government continued to provide the necessary support. He said that the swampy topography of the area was a major challenge facing the company and assured that with the financial backup of the state government, they would surmount the challenge. Mr. Christian Beluchukwu, an indigene of Enugwu-Ukwu community, expressed happiness over the construction of the link road. Beluchukwu said that the road project, when completed, would boost business between the community and its neighboring towns.

Seplat to deliver 300m standard cubic feet of gas per day Temitope Adebayo Seplat Petroleum Development Company Plc said it is set to deliver 300 million standard cubic feet of gas per day to the nation’s market, even as its interim management statement and consolidated interim financial results for the three months ended March 31, 2019. The leading Nigerian indigenous oil and gas company listed on both the Nigeria Stock Exchange (NSE) and London Stock Exchange (LSE), announced the inauguration of the reconstituted Board of Directors of ANOH Gas Processing Company Limited (AGPC). The inauguration took place at the Nigerian National Petroleum Corporation (NNPC) in Abuja on Thursday as the Group Managing Director of the NNPC, Dr Maikanti Baru, inaugurated the reconstituted AGPC Board. The reconstituted Board reflects 50 per cent: 50 per cent shareholding of the Nigerian Gas Company Limited (NGC), which is a subsidiary of the NNPC, and Seplat. The company in a statement explained that “Following the Partners’ completion of their first equity funding, the Corporate Affairs Commission (CAC) applications were filed and approved for the change of Shareholders and Directors of AGPC in order to reflect the equal shareholding of NGC and SEPLAT.” The members of the reconstituted Board of Directors are Engr. Saidu A. Mohammed (NNPC Chief Operation Officer, Gas & Power); Austin Avuru (SEPLAT’s Chief Executive Officer); Babatunde Bakare (NGC’s Managing Director); Stuart Connal (Managing Director, AGPC; Bala M. T-bills, Forex, other turnovers hit N63.24trn in 3 months Motolani Oseni Not less than a whopping N63.24trillion total transaction turnovers were recorded on the FMDQ OTC Securities Exchange, through Treasury bills (T-bills) sale, Foreign Exchange (Forex) market transactions and Bonds, among many other trading activities between January and March 2019. For instance, FMDQ in its monthly report noted that trading activities in Treasury bills contributed the largest to overall turnover, accounting for 39.19per cent of the market or N24.79 trillion. The report disclosed that Foreign Exchange market transactions (Spot FX and FX Derivatives) accounted for 37.89 per cent or N15.99 trillion whilst Repurchase Agreements (Repos)/Buy-
Backs product categories (Repos/Buybacks) accounted for 17.26 per cent or N10.9 trillion. The FMDQ, also, noted that Bonds, Unsecured Placements & Takings and Money Market Derivatives representing 5.18 per cent, 0.46per cent and 0.01per cent respectively, of overall market turnover in three months. The report noted that 10 Banks accounted for 76.66 per cent or N48.48 trillion of the overall turnover in the market, with the top three accounting for 55.26 per cent or N26.79 trillion of this subsection of the market. “Stanbic IBTC Bank Plc, United Bank for Africa Plc and Access Bank Plc remained leaders in the value traded for the overall over-the-counter (OTC) market, ranking 1st, 2nd and 3rd respectively,” the report stated. Multiple taxation, others bane of ground handling business in Nigeria Chukwuemeke Iwelunmo The Managing Director of Skyway Aviation Handling PLC, Mr Basil Agboarumi says multiple taxations, poor airport facilities and other challenges are the bane of ground handling business in Nigeria Agboarumi, who spoke at Aviation Business Summit Expo 2019, in Lagos over the weekend disclosed that aviation Ground Handling Business in the country was not as rosy as some people may think as the operating environment was not enabling and encouraging. The two Ground Handling Companies are the Skyway Aviation Handling Company, SAHCO, and the Nigeria Aviation Handling Company, NAHCO, with headquarters housed in Lagos.
With the opportunity provided by the just concluded Airport Business Summit and Expo Africa, ABSE 2019 for stakeholders in the industries having direct and indirect dealings with the airport to rob minds on constraints militating against their businesses, Agboarumi used the forum to highlight some of the challenges they grapple with on a daily basis in the industry in a paper titled: “The Challenges of Providing Handling Services in a Developing Air Transport Market.” He said that as a developing country, the challenges were more regional and local than global, adding that, there were challenges that were peculiar to Nigeria as a developing country while the same cannot be said of a developed country with a well-structured system. He listed these challenges in a developing air transport market like Nigeria to include, high cost of equipment, high cost of training, multiple taxations
and Inadequate Airport Facilities. Others are: delayed payment by clients, multiple Audits, flight Cancellations and underpayment for services. The SAHCO boss said while the infrastructure was inadequate to cater to their desired needs and not commensurate to what they pay, the authority kept collecting revenue for services not rendered satisfactorily. “We have to pay through our noses most of the time, we pay a lot to be in business, everybody is collecting, collecting. I don’t want to go into controversy but it become so bad that before you can even sneeze around the airport, you must pay, everybody is squeezing, squeezing, that’s is a problem, that’s is a challenge.” On the matter of audit and training of its personnel, he frowns at the rigours of multiple audits by the International Air Transport Association, which he said was putting a strain on their finances because of the audits were not cheap and free as it
used to be. Agboarumi urged the Nigerian Civil Aviation Authority, NCAA, to take a cursory look at this area and assist them to talk to IATA whom he said had become a monopoly. “IATA Today is a monopoly, you either do it their own or you don’t do it. In those days, I know they have various rates for developed and developing, on training that needs to be looked into and I think that the NCAA might need to take up this, we need the same kind of training to give best services. There was once a time when you need to do ISAGO, ISAGO was like free but today, you have to pay for it, you pay for everything and part of what they come to check has to do with training and so we must training and if you don’t train, you are not in business, and you cannot say because you are a Nigerian the company that you can just go and get training that is not certified by this same IATA.”

Nigeria, other sub-Saharan African countries raise over $17bn from bonds - World Bank Motolani Oseni The World Bank has said Nigeria, Kenya, Côte d’Ivoire and other subSaharan African countries have raised over $17 billion from bond issuances in 2018. In a report, titled ‘Africa’s Pulse,’ produced by the Office of the Chief Economist for the African Region at the World Bank and released during a recent joint Spring Meetings with the International Monetary Fund in the US, the bank revealed that over $17billion had been raised from bonds by sub-Saharan African countries while warning of increasing debt
vulnerabilities. The World Bank said, “In subSaharan Africa, 2018 marked a record year for international bond issuances. Between 2013 and 2017, countries in the region (excluding upper-middleincome countries) issued, on average, a total of $4.5billion per year, with an average issuance size of $1billion. In 2018, bond issuances totalled more than $17billion, with the average issuance rising to nearly $3billion. “In addition to the increase in issuance volumes, several countries (Côte d’Ivoire, Kenya, Nigeria) was able to extend maturities to 30 years.” While mentioning Bloomberg’s emerging-market local-currency
government bonds index, which covered major emerging markets such as Nigeria, South Africa and Argentina, he stated that Nigeria’s bond continued to top the chart due to the stability of the Investors’ & Exporters’ FX Window rate and the yields being high by emerging-market standards. In spite of this development, the World Bank had warned sub-Saharan African countries of increasing debt levels and its attendant vulnerabilities. “As of end-2018, nearly half of the countries in sub-Saharan African covered under the LowIncome Country Debt Sustainability Framework were at high risk of debt distress or in debt distress, more
than double the number in 2013. In addition, safety margins have decreased in several countries rated as at moderate risk of debt distress,” it stated in Africa’s Pulse report. This was re-echoed by the Financial Counsellor and Director, Monetary and Capital Markets Department, IMF, Tobias Adrian, while presenting the Global Financial Stability Report at the spring meetings. “Nigeria has been borrowing in international markets but we worry. So, on the one hand, that is very good because it allows Nigeria to invest more; but on the other hand, we do worry about rollover risks going forward”, he said.
Aviation unions call for review of new NCAA organogram Chukwuemeke Iwelunmo Aviation unions, comprising National Union of Air Transport Employees (NUATE), Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), Association of Nigerian Aviation Professionals (ANAP), and National Association of Aircraft Pilots and Engineers (NAAPE) have called for a review of the recently approved Nigerian Civil Aviation Authority (NCAA) organogram. According to the four unions, they have rejected the newly approved organogram for the NCAA because the newly approved organogram is completely at variance with the product of the consultation that held with the Ministerial Team that came to Lagos to discuss the expanded organogram submitted by the NCAA for approval sometime in 2018. While pointing out that the current NCAA organogram has been in existence since the year 2000 without any review, the unions noted that NCAA has grown significantly in staff strength and size of operation over the years, such that outside the operational headquarters in Lagos, it operates four regional offices in Abuja, Kano, Kaduna and Port Harcourt. In an official letter addressed to the
Honourable Minister of State, Aviation, Hadi Sirika dated 29th April 2019 and jointly signed by Secretary General, NUATE, Comrade Ocheme Aba; Deputy General Secretary, ATSSSAN, Comrade Frances Akinjole; Secretary General, ANAP, Comrade Abdul Rasaq Saidu and Deputy General Secretary, NAAPE, Comrade Umoh Ofonime, the unions stated that NCAA’s expanded operations with attendant staff expansion created a situation during the promotion exercise of 2017 whereby eligible staff who sat for and passed the examinations could not be obliged due to the absence of vacancies. Noting that NCAA has a presence in all the active domestic airports in Nigeria with a compliment of over 1, 200 workforces, the unions emphasised that, it is very necessary to review the organogram to take into account the expanded size of the organization, both in terms of operations and staff strength. Making demands from the Minister, the unions urged the federal government to suspend the implementation of the organogram until all issues raised are resolved. The aviation unions also demanded that the Minister considers another committee to immediately review the recently approved NCAA organogram as the document certainly does not represent the outcome
of the consultation and agreement reached between the Ministerial Committee and all stakeholders in the meeting that held last year in NCAA boardroom in Lagos. The unions further stated that all offices of General Manager, Deputy General Managers and Assistant General Managers currently existing and manned in NCAA must be recognised in the reviewed organogram. Advising that the Cabin Safety and Ground Operations Inspectors be allowed to rise within the system to GL16 as agreed during a previous meeting, the unions also urged the Honourable Minister to immediately constitute the Governing Board for the NCAA and do away with this kind of meddlesomeness on the part of the Ministry, particularly in view of the serious infractions committed against Sections 5 and 6, 7 (a) and 28 (1)-(3) of the Civil Aviation Act. The unions, however, informed that they have met with the DG of NCAA, Capt. Usman Muhtar and have communicated their strong and unreserved objection to the implementation of the new organogram based on the reasons they have highlighted. According to the union, “we cannot but refer to a very interesting and disturbing case of Cabin Crew and Ground Operations Inspectors whose case moved the Ministerial Team into questioning the reason why they could not rise to GGL 17 since most of them are graduates. On
this case, the consensus was that they are allowed to enjoy promotion up to GL 16 from their current bar at GL 14”. “Again, the issue of the ability of the NCAA to fund the expanded organogram was also discussed extensively and the Authority made a presentation on how it planned to fund the implementation from its Internally Generated Revenue (IGR) upon approval” “Hon Minister, we must state that the approved organogram is in clear violation of Section 30 (7) (a) of the Civil Aviation Act 2006 which clearly lists the structure of the NCAA for purposes of administration and performance of its functions. We are convinced that the National Assembly intended it to be so when they listed the directorates under the referenced section of the Act”. “The second issue with the approved document has to do with its deviation from the core reason for which the exercise was conducted. Rather, than address the grievances and the vacancy issues that arose from the 20017 promotion exercise, the approved organogram further compounded the situation by constricting and eliminating already existing and manned positions across the various directorates in NCAA. We are at a loss how anyone would contemplate such anomaly”, the unions’ letter read.
Lagos Chamber of Commerce and Industry has kicked against the deployment by Customs Service a strike force with the power to intercept and effect seizure of cargo. In a statement signed by the Director General of the Chamber Mr Muda Yusuf the Chamber said “The attention of the Lagos Chamber of Commerce and Industry (LCCI) has been drawn to the circular issued by the Customs Headquarters, deploying the ‘Strike Force’ to all ports with the powers to intercept and effect seizures of cargo. This move by the Nigeria Customs Service will be detrimental to investment, it will further complicate the already difficult cargo clearing process, it would undermine the Ease of Doing Business Policy of the Buhari administration and a negation of the Presidential Executive order on the streamlining of ports processes. “Some of the implications and consequences are as follows: The directive confers vast discretionary powers on the Strike Force which makes the cargo clearing process vulnerable to arbitrariness and coercion which could undermine the integrity and credibility of the process. The deployment of the strike force to the ports suggests a distrust and lack of confidence in the resident customs officers who were deployed to the various commands by the CG in the first place. The appropriate thing to do in the circumstance is for the CG to replace these officers with trusted ones rather superimpose another set of customs operatives on the system. This new deployment would make the entire process chaotic, cumbersome, costly and inefficient. “The Lagos Ports are the largest ports in the country handling over 1.5 million twenty-foot containers equivalent (TEUs) annually. This underscores the enormity of the consequences of physical examination of containers for the efficacy of cargo clearing. It is incredibly detrimental to the cargo release process and the economy. It is imperative for the Federal government to expedite actions on the procurement of scanners for the ports in order to put an end to the physical examination of cargo and make the system technology driven. The LCCI submits that the deployment of the Strike Force to the ports should be reversed forthwith. Where the Comptroller-General does not trust the resident officers, they should be replaced with trusted ones rather than creating overlapping responsibilities and authorities which would further muddle an already arduous cargo clearing process.

As the race for who emerges as presiding offices of both chambers of the National Assembly intensifies, the Peoples Democratic Party (PDP) said its leadership and elected federal legislators have not taken any official position on who to lend their support. The party’s position is predicated on reports in a section of the media suggesting that its members-elect in the House of Representatives have settled for a particular aspirant as the new House speaker. According to its spokesperson, Kola Ologbondiyan, the PDP is still consulting with its members-elect and no official position has been taken on the issue, particularly, “as the

63 years after, trade by barter market still effective in C’River
The Esuk Mba community market in Akpabuyo Local Government Area of Cross River is still practising trade by barter as a means of exchange for food items since it was established in 1956, the News Agency of Nigeria (NAN) reports. The market, which is located in a remote village in Esuk Mba in Akpabuyo, is a weekly market that starts from 7a.m in the morning and ends at noon every Saturday. Villagers usually move their consumable items to the market in exchange for the ones they are in need of. This practice, NAN learnt had been in peaceful existence among members of the community on every market day since 1956. The Community’s Youth Leader, Mr. Asuquo Effiong, who conducted NAN Correspondent round the market, said the market which serves as a tourists site for most visitors, was in dire need of a facelift.
He told NAN that the practice was still in existence because the market was handed over to them by their forefathers. According to him, the market is also significant because it was also a point of activities during the period of the slave trade in Nigeria. “We grew up to meet this market. We hold it so much in high esteem and we want to sustain it. We use it to remember our forefathers and to sustain our culture. “As you can see, they are varieties of food items in this section for exchange. In this market, you can bring your palm oil and exchange it for garri, yam, fish or plantain as the case may be. “The market is close to the river side and our people here are predominantly fishermen. The community is not comfortable with the size of this market; there have been no expansion of the market since inception. “In addition, we don’t have any good school here, no portable drinking
water and health post. We need government intervention in this community,’’ he said. A market woman, Mrs. Eno Etim, who brought in yams for exchange for palm oil, told NAN that the tradition had been with them for ages. According to Etim, she had no palm oil in her house, hence she brought four tubers of yam to exchange for four litres of palm oil. Also, Mrs. Grace Okon, told NAN that she brought in periwinkle, popularly called `mfi’ in Calabar language for exchange for garri, adding that it had helped them over the years to save cost in view of the scarce financial resources. NAN observed that most of the roofs in the thatched houses inside the market had already fallen off, while the wood, which usually gives the houses a standing position were lying on the ground. A youth in the village, Mr. Cyril Asuquo, who conducted NAN
Correspondent through the slave trade route behind the market, up to the creeks where the slaves were transported through the sea to other countries, said the route was called a `Point of no Return’. He explained to NAN that the bank of the creeks was called a `Point of no Return’ because any slave, who got to that point never came back to the family. “This route is the Point of no Return as we heard from our fore-fathers; it used to be a slavery ground. When they take you to this point as a slave, it means no mercy, no return. “We lost our fathers, mothers and relatives that were taken through this point. But in all, we thank God that the practice of slavery has been abolished,’’ he said. Asuquo, who also showed NAN the thatched house that used to serve as a resting point for the slaves after a long distance trek, urged the state government to make the spot a tourist site.
UN General Assembly President visits Nigeria to strengthen bilateral relations Ms María Espinosa, President of the United Nations General Assembly will arrive Nigeria today on the invitation of the Nigerian Government to strengthen bilateral relations between Nigeria and the United Nations. Mr. Oluseyi Soremekun, the spokesperson, United Nations Information Centre, said this in a statement made available to newsmen on Sunday in Lagos. Soremekun said that during her mission, she will discuss the priorities of the UN General Assembly as related to women and youth empowerment, raise awareness and encourage understanding of the importance of multilateralism and the UN. He said that other issues to be discussed includes; raising further international awareness on the Lake Chad Basin and efforts of Nigeria to promote sustainable development, peace and security in the region among others. “While in Nigeria, the President of the UN General Assembly will have bilateral meetings with President Muhammadu Buhari, and Minister of Foreign Affairs, Geoffrey Onyeama. “She will also engage with students and youths on the theme: Responding to Global Challenges in a fastChanging World: The Case for

Soremekun said that Espinosa will be received at the Nnamdi Azikiwe International Airport Abuja, by a representative of the Nigerian Government and Mr Edward Kallon, United Nations Resident Coordinator in Nigeria. According to him, this was the second official visit of Espinosa, President of the 73rd Session of the UN General Assembly to the African region since taking over the presidency. He said that on June 5, 2018, the United Nations General Assembly elected Espinosa who was then Ecuadorean Foreign Minister as President, the fourth woman to hold that position and the first since 2006. Money politics negatively affecting Nigeria’s political development - Yusuff Hon. Adebisi Yusuff is the lawmaker representing Alimosho Constituency 1 in the Lagos State House of Assembly. In an interview with some journalists in his office, Yusuff spoke on the importance of money politics and its attendant effect on the nation. He also spoke on other sundry issues, and called for a deliberate action to reduce money politics in Nigeria. PATRICK OKOHUE captured the moment and report. What lessons would you say Nigerians have learnt from the last general elections? The last election was a tedious project, in fact I am afraid for Nigeria the way we are going. A time will come in this country that if we are not careful, we won’t find intelligent people with integrity or people that know what to do and when to do it venturing into politics, if they don’t have money. I must confess to you, people do not even know what you have contributed towards the development of a system, it is what they can get from you, forgetting that it is what you put down in sustaining the system that matters than what you get from the system. Sustaining the system is most paramount now in Nigeria, if the current trend continues, I am afraid even I pity the propagators of “not too young to run” because no matter how brilliant you may be if you don’t have the means or money you cannot go far. We thank God in that Lagos State we have got a very focused leader in person of Asiwaju Bola Ahmed Tinubu. For me, I will continue to be blunt and speak my mind because that would be my legacy that other people would meet. Those who had been there long time ago, we are reading their piece, witty contributions, seminars and all that. It is what they have the courage of speaking about that inspires the young ones to become something, but if you are afraid that you are going to offend somebody and you refuse to utter it you are dead, because the moment you die with it you are dead completely and that is why I feel that we should do something about money politics. Does the high level of poverty in the country have anything to do with this? It is true to a certain extent that it is a result of poverty, but even you that you are doing everything possible to make the system work; when the time comes they forget about what you have done in the past. They forget what you have done so soon, in essence I am advocating the retraining and rebuilding of our mindset to ensure that what is obtainable today is redefined so as to justify our continued existence and integrity.

But when you look at the way Obasa is handling issues in the House today you will know that we need somebody like him that is full of experience and that can stabilise the House, who knows what to do and
when to do it. That is just it; we should be building institutions not individuals. You recently brandished your CV to prove a point on social media. What role do you feel adequate sensitisation can play in toning down money politics? There is one particular candidate from a different political party. He committed what a journalist or social scientist would call ‘class suicide’ by derailing from the ruling party and decamping to another party to contest with me. He was saying that ‘imagine Bisi Yusuff who cannot even express himself in English Language.’ I regard them as novices, he can be said to be suffering from political schizophrenia. They are living in illusion and more like in a mirage due to their vested interest, which is conflicting with their sense of reasoning, which informed what they are saying. Especially, if you look at my health program alone, you will see that we are interested in the welfare of the people. When I now came out with my compendium, people were asking if I was going for governorship election and I said no, because it is only governor that can dabble into such a thing and this is just because I am not sleeping. I am not a docile lawmaker and I do not run away from them. I have a functional constituency office running from time to time even when I am not around. I have a team of media people who are on ground, they are putting heads together, doing researches and some other things because you can’t afford not to be informed so that you are not deformed. They say a reader is a leader. What advice to you have for members of the National Assembly over the leadership tussle for the 9th Assembly so that we don’t have a repeat of what transpired in 2015? There is nowhere in the world that you would do anything outside the party as a politician. So the party hierarchy should know who is going for what, that is what stabilises the polity of a country. We all know how Senator Bukola Saraki became the Senate President by fraud and we saw the consequence of that. So why should we go through that trend again, we should not, because experience will guide us. If you obtain your certificate by fraud definitely you would secure a fraudulent job and the end of it is shameless exit from the system like the defeat of Bukola Saraki in Kwara State. That is where we saw a Senate President losing his polling booth and when he want to go out of his domain people shouted him down. So, I will advise the members of the National Assembly that whatever they want to do, we have a national leader and other high ranking leaders of the party. They should discuss with the leaders of the party and constitute very formidable team that would have
the interest of the nation at heart not individual ambitions. What should the Lagos State Governor-Elect, Mr. Babajide Sanwoolu look out for in crossing the dots in his executive cabinet selection? Sanwoolu should not do it alone, he should consult with leaders widely, that is my own candid opinion and I would not shy away from saying that. He should not arrogate the selective power to himself alone. It is when you do that, that people view it as a team work and they would have confidence in you. Gone are those days, Asiwaju Bola Ahmed Tinubu will not even do that to anybody, if you know him like I do, the Jagaban of Borgu would never select alone, he would ensure that he consults with every leader in each local government before concluding or coming up with the list and the era of saying somebody is imported from somewhere has gone. I trust him, he has trained thousands of his foot soldiers today in Lagos, in other parts of Nigeria and even outside the shores of Nigeria. He is being reckoned with across Africa as a leader that has a political family, sometimes even across all the party lines. There are politicians in other parties who align with his political ideologies, his aspirations and all that. So this is the kind of man that we need. That will you be doing differently this third term? I will build on what I have done and I would continue in a different manner and with more vigor. I would not sleep on the floor of the house and I would be as articulate as ever. I will marshal the points as it should be in the interest of my constituents and Nigeria as a whole. My constituents should be rest assured that they have a ranking member of the House as their representative. Aside legislative business, my constituents are now more confident in me being a third timer. They follow me as a role model; I now have the Prince of Hope School of Thought, where I lecture young people to know what to do. I will never abandon my healthcare program. I am even sure it would outlive me. Then I will focus on education, being a vehicle for development, when you build the mind of the people you have built the schools, roads, several social amenities and infrastructure yet to be seen. I will continue to fund their academic progression, distributing JAMB forms, organise skill acquisition programme like ICT training and more. As a former council chairman and a ranking legislator, I will bring my wealth of experience to bear and lobby the executive to curry more favour in my constituency. Our Speaker have chatted a course for us today to forge ahead. This 9th Assembly will be a different one due to the fact that so many experienced lawmakers are returning, so expect a robust legislative session.

Okpekpe Race: Police to deploy sniffer dogs, horses, choppers
As part of measures to ensure adequate security, management of the 10km Okpekpe Road Race, the Police has said it would deploy sniffer Dogs, choppers and horses in this year’s edition of the annual marathon race at Okpekpe, Etsako West Local Government Area of Edo State. Austin Gbaraba, Security Coordinator of the race, disclosed at a media briefing in Benin, the state capital. He said the deployment of horses and dogs was in addition to hundreds of security personnel that would be engaged to man strategic points, before, during and after the race which would take place on May 25. He noted that the essence of the security arrangement was aimed at getting Gold

Similarly, the University of Benin Teaching Hospital (UBTH), said they would make available two of their ambulances fitted with emergency

equipment and Para-Medics. The hospital’s head of Accident and Emergency Department, Dr. Jude Nwachukwu, made the disclosure at the briefing. He said every measure that would ensure quick response to emergency situation for the road race had been put in place. Nwachukwu said aside the ambulances and Para-Medics, Nurses and Doctors had been engaged to respond to any emergency situation. He however advised that to avert any emergency situation, it would be proper to test the fitness level of the athletes. The Okpekpe Road organiser, said 100 elite athletes from 15 countries, including China, USA, Ethiopia, South Africa, Ghana and Zimbabwe, had registered for the race.

The role of parliamentarians in SDGs monitoring, by Imo Gov-elect, Emeka Ihedioha I am very delighted and honoured to be invited to speak at this year’s Global Festival of Action for Sustainable Development. This affords me an opportunity to share a few matters with you on the issue of advancing parliamentary participation in the implementation of the SDGs. As a former presiding officer of parliament and now an elected Governor in the Executive branch, at the sub-national level, I participated actively in implementation of the MDGs in Nigeria, which has now dovetailed into the SDGs. It is a universal characteristics of most parliament in the world to play the role of law-making, representation and oversight, as their basic functions. 2.The Sustainable Development Goals (SDGs), built on the successes of the Millennium Development Goals (MDGs), otherwise known as the Agenda 2030, represents the most practical and universal call to action to end global poverty, guarantee environmental sustainability, protect the planet and ensure that all people enjoy peace and prosperity. These Goals, including new areas such as climate change, economic inequality, innovation, sustainable consumption, peace and justice, among other priorities are all interconnected as success in one affects the others. Let me stress that as politicians in developing countries, the goals are in tandem with our aspirations for the electorate, and dare I say in line with our national aspirations. 3. The SDGs are unique in that, they cover issues that affect us all. They reaffirm the global commitment to end poverty permanently everywhere. They are ambitious in making sure no one is left behind. More importantly, they require us all to build a more sustainable, safer, more prosperous planet for all humanity. It was Nelson Mandela, in his famous “Make Poverty History” speech who said, “Massive poverty and obscene inequality are such terrible scourges of our times — times in which the world boasts breathtaking advances in science, technology, industry and wealth accumulation — that they have to rank alongside slavery and apartheid as social evils.”….. “Like slavery and apartheid, poverty is not natural. It is man-made and it can be overcome and eradicated by the action of human beings.” 4.In Nigeria, at the level of the Executive branch, an office is specifically dedicated to monitoring and executing the mandate of the SDG’s. It is domiciled in the Office of the President, and headed by a Senior Special Assistant to the President. This office monitors the implementation of the SDG goals in the country. At the Parliamentary level, there is a special Standing Committee in Nigeria’s House of Representatives that is specifically charged with responsibility for SDG matters. 5.Parliament has a huge role to play in resource allocation and budgeting. It has a responsibility to re-align budgetary funds to meet the SDG goals. In Nigeria, education, health, poverty eradication and infrastructure are critical sectors crying for more funding. It is my considered view that it is not just enough to have a global agreement to end poverty and achieve the lofty goals and ideals enshrined in the SDG framework. It is also very important that better resourced countries and institutions should step up their assistance and intervention to less developed and poorer countries of the world. The number of out of school children in some African Countries must attract the attention of the more financially endowed countries and financial institutions. That women and girls still die in their thousands during child birth is totally unacceptable and should shock the conscience of the world. That Malaria still kills millions of people in some countries of the world is a crying shame to humanity. I can continue. Whereas these less resourced countries have primary responsibility to lift themselves out of these problems, they need more help. More urgent
help, if the SDG’s would be attained by 2030 by a majority of the countries of the world. Parliamentarians have a major role in liquidating poverty, hunger, illiteracy, decease and other social problems. In Nigeria, the parliament enacted the Universal Basic Education Act, to ensure that no child is left behind by compulsorily making access to education possible, at the primary and secondary school level. A recent legislation, National Healthcare Act, also tries to guarantee basic healthcare to the poorest Nigerians. The parliament in Nigeria, has enacted so many other pro-poor legislations, and uses its appropriation power to tilt funding towards the needs of the poorest. But a lot of support are still required from the international community to make these initiatives successful. 6.As elected representatives of the people, parliamentarians have critical roles to play in driving forward people-oriented development that is reflective of and responsive to the needs of their constituents. In recent decades, there has been increasing recognition of the importance of engaging parliamentarians in efforts to advance environmentally sensitive, inclusive growth and sustainable development. Through their constitutional mandate, for example, in enacting legislation and overseeing government policies and programmes - including scrutinizing and approving the government budget and representing the views of their constituents-parliamentarians are valuable partners in ensuring the accountable, inclusive, participatory and transparent governance that is necessary to achieve sustainable development for all. Recognizing the valuable contribution that parliamentarians can make to sustainable development is particularly critical as the world implements the Agenda 2030. 7.The pragmatic vision of the 2030 Agenda requires comprehensive political will, from the local through national to international levels. A parliamentary agenda for the monitoring of the SDGs should involve various strategies. Following the adoption of the 17 goals, 169 targets and 232 indicators by the UN World body, each country parliament has a duty to domesticate the convention ratifying the adoption of this Agenda 2030 to suit its own local needs for implementation and effective monitoring. Furthermore, they must play an essential role in integrating SDGs into corresponding laws or legal frameworks and ensuring the legislative implementation of SDGs. 8.Parliamentarians have a special interest in SDG 16, which is to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Two targets from this goal are important to parliaments all over the world. Target 16.6: Develop effective, accountable and transparent institutions at all levels. Target 16.7: Ensure responsive inclusive, participatory and representative decision making at all levels. There are also other important targets, which are critical to the functioning of a democracy, particularly in developing counties. These include the Rule of law, access to information, Fundamental freedom and Justice. Parliaments still remain a very vigilant watchdog for the implementation and achievement of these goals and targets. Its role as a check on the Executive branch is of primary importance in sustaining democracy in most of our countries. 9.The duty of Parliamentarians in ensuring the implementation of the SDG programmes, policies and projects, will be through: i. provision of multi-sectorial legal frameworks (including domestication of international conventions), ii. establishment of institutions to drive them,

iii. Monitoring the implementation of the laws and operations of these institutions. In doing these, the parliaments will use two of its major operative instrumentations, namely; budgeting and oversight. In budgeting, we must take into consideration the following: i. Is there adequate funding for the various goals? ii. Do the respective subheads meet SDG requirements? iii. How do you address budgetary overlaps/ constraints? iiii. How do you ensure that sectoral allocation of funds addresses the goals set out for that sector? 10.Parliaments are critical change agents, as they can translate the SDGs into laws, monitor the implementation through oversight activities and ensure the accountability of the government to the people. They ensure that the national budgets reflect the SDGs. In Nigeria, at the period of implementation of the MDGs, a debt relief package was successfully executed between Nigeria and some of her creditors, the Paris Club worth about $18b USD and an overall reduction of Nigeria’s debt stock by $30b. A major condition for the debt relief was the requirement that specific sums of money be dedicated in the national budgets yearly ($1b) to tackle poverty and pro-poor projects, and for social and economic wellbeing of Nigerians. The debt relief gains are still featuring in the yearly Appropriation Acts in Nigeria, as specific financial resources are set aside every year to meet the SDGs. Parliament has been active in keeping to this programme as they were actively involved in the debt relief negotiations. 11. In exercise of its oversight functions, parliaments may engage in; • Periodic site visits • Data audit • Public hearing/stakeholders engagement • Dialogue with Heads of Ministries, Departments and Agencies Monitoring SDG programs, policies and projects has its inherent peculiarities. These are primarily as a result of the fact that the goals are spread out in various Government Ministries, Departments and Agencies, and so, require a lateral approach to monitoring them.
Similarly, as parliamentarians represent different constituencies, the needs of their constituents may differ. For instance, measures that may favour people in riverine areas may be at variance with the requirements of those from arid regions. You would therefore, require different approaches and emphasis to meet the needs of various areas. 12.In exercising its monitoring role, parliament should be actively involved in the report and review processes, such as the Voluntary National Review (VNR) processes of progress at national and subnational levels. Reports and recommendations from this exercise should usually be submitted to parliament. This can serve as benchmarks in the exercise of parliamentary oversight responsibilities. 13.In conclusion, I would say that the success of any nation in implementing the Agenda 2030 begins and ends with a committed and robust parliament whose responsibility starts with the domestication of the UN convention adopting the agenda, making budgetary provisions for the relevant government agencies for implementation of SDGs programmes and also acting as a check to monitor the implementation of the programmes and projects for which funds were provided for. Indeed no Nation can effectively achieve the SDGs by the year 2030 without the support and collaboration of the world’s oldest institution of government “the parliament”. 14.Finally, I recommend the words of Henry Ford to us all: “Coming together is a beginning; Staying together is progress; and working together is success”. What we have started with the SDGs is a good beginning, which will lead to progress and will ultimately become successful. It is only through parliamentary intervention, through legislative measures, that the success of the SDGs will be permanent and sustainable. Thank you.

Gov. Yahaya Bello’s bold, courageous and commendable step over death of Dino Melaye’s mother On Friday May 3, 2019, the Governor of Kogi State, Yahaya Bello did something that only bold and courageous men can do; and therefore deserves commendation from well meaning Nigerians, especially the people of Kogi state and Kogi West in particular. On that day, the Governor wrote a condolence letter to the senator representing Kogi West at the National Assembly, Senator Dino Melaye over the death of his mother, Deaconess Comfort Melaye. He wrote the condolence letter, a few hours after Dino took to his twitter account @dino_ melaye to announce his mother’s death. “With total submission to the will of the Almighty God, I on behalf of the Melayes announce the passing into Glory of our beloved mother, Deaconess Comfort Melaye. We thank God for Godly life she lived. I love you my mother and Friend. We shall surely meet again,” the lawmaker wrote Following the announcement, thousands of Nigerians took to the social media platforms to commiserate with Dino and his family as many prayed for the repose of his mother’s soul. Senate President, Dr. Bukola Saraki, and many other politicians and well known figures also wrote and sent their condolences to Dino. But the condolence message sent to Dino Melaye by Gov. Yahaya Bello is no doubt the most significant and has drawn exceptional attention from Nigerians because of the circumstances the two politicians have found themselves. In the letter, dated 3rd May, 2019 and signed by the Governor himself, Bello, said he received the news of the death of Dino’s mother with shock, adding that words were not enough to express his feelings at the development, urging him to take solace in the worthy life lived by his mother. The Governor, on behalf of himself, his family and the entire people of Kogi State offered deep condolences to Dino while praying that Almighty God may grant him and the rest of the Melaye family, the grace to endure the “irreparable loss.” Bello went a step further to request that Dino keep him and his administration notified of funeral plans. Although some social media commentators have said that Governor Yahaya Bello’s letter to Dino Melaye and its content are merely political rhetoric and therefore pretentious, I sincerely join the many others who think that the letter is a hallmark of a statesman and someone who has not forgotten the cordial relationship he had shared with Dino in the past. Further evidence that Yahaya Bello’s letter is far from being political is his request that Dino
keeps him and his administration abreast with funeral plans which shows his readiness to participate and further identify with Dino at his time of grief. A few years ago, Gov. Yahaya Bello and Senator Dino Melaye were both friends and political allies to the extent that Dino was the Chairman of the Transition Committee that saw to the smooth inauguration of Bello as the governor of Kogi State. Things however went bad between the two leaders, due to the way Yahaya Bello took interest on Dino Melaye’s opposition to President Muhammadu Buhari’s style of leadership which the lawmaker saw as incompetent, insincere and vindictive as well as the lawmakers criticism of the governor’s administration in Kogi State. Dino Melaye had picked holes in the president’s style of fighting corruption, alleging that it was selective as those close to the president as well as some of his political aides were stealing from the nation’s coffers without much concrete action either to prosecute or stop them. Dino is also in the habit of exposing impunities and other infractions committed by those in authorities as well as speaking vehemently against government policies that are considered obnoxious and illegal like the attempt by Customs to pass the burden of payment of import duties to car owners and the recent sack of the Director General of the National Youth Service Corps (NYSC) by the Chief of Army Staff which Dino is leading the debate to declare illegal. On the other hand, Yahaya Bello who is said to be an avowed loyalist of the president saw Dino as being unnecessarily anti- Buhari and his party, the All Progressives Congress (APC) especially after the defection of Dino and many others from the ruling party to the main opposition, PDP. The relationship between the two men had gone so bad that Dino, on 18th October, 2018 alleged that the Governor was planning to kill him using his Aide de Camp, the State police commissioner and the officer in charge of SARS in the state. Dino was speaking on the invasion of his house at AyetoroGbede by some security agents and said that the governor had instructed the security agents in the state to arrest him whenever he visited the state and noted that the plan of the governor was to keep him away from the state so that he will not be able to campaign for his reelection. It was the when the Senator’s palatial mansion in Abuja was invade by the Police which kept him in detention for weeks. But Bello had in each of the
Senator Dino Melaye with his mother Deaconess Comfort Melaye before her death occasions, denied any involvement in the travails of the Senator and instead described one of such allegations as a ‘blatant lie and arrant noise aimed at drawing unnecessary attention to him.” He then urged the Senator to leave him out of his problems. But no matter who is right or wrong, the two men, Yahaya Bello and Dino Melaye are politicians and have to play their familiar game, which is politics, in order to remain relevant and as well, gain political millage over one another. What is very important however, is that the people of both Kogi in general and Kogi West in particular would benefit the more from government if there is cordial working

relationship between Governor Bello and Senator Dino, in spite of their political differences and party affiliations. There is no doubt that Dino has distinguished himself as a Senator through effective representation of his constituencies which include Nigerian citizens through robust debate and sponsorship of motions as well as providing basic needs to his constituents in terms of constituency projects. No matter how one looks at it, Governor Yahaya Bello has also made some visible impact in terms of development, and especially curbing the acute security challenges that bedeviled the state before he took over and in the early part of his
administration. That Kogi is a peaceful state today when many parts of the country, especially the north is in turmoil is not a mean achievement and the Governor should be commended for that, even if modest achievements in the face of scare resources. The people of Kogi West are by right, entitled to infrastructure development from their state; and this would be made easier if Senator Dino Melaye and Governor Yahaya Bello work harmoniously, no matter their political differences. One therefore expect that Dino Senator Dino Melaye would reciprocate the Governor’s gesture and see it as an extension of olive branch of peace and harmony for the overall interest of the people of Kogi State.
