to stop Justice Muhammad’s appointment, pending the hearing and determination of the motion on notice filed by the foundation. They also asked for an order of interim injunction restraining the Senate of the (seventh defendant) from confirming the appointment of Justice Muhammad as the chief justice of Nigeria, pending the determination of the substantive suit challenging his appointment. Justice Inyang Ekwo, who heard the ex-parte motion, said that after reading the affidavit in support of the motion sworn to by Chief Malcolm Emokiniovo Omirhobo, a lawyer, he was of view that: “None of the prayers made on this motion ex-parte can be granted in the absence of the defendants.” Justice Ekwo, then ordered the National Judicial Council (NJC), Federal Judicial Service Commission, Justice Muhammad, the Federal Government, President Buhari, the Attorney General of the Federation and the Senate, who are the first to seventh defendants in the motion to be put on notice. He gave the defendants seven days, upon being served with notice on the matter, to appear and show cause why the application of the plaintiff should not be granted and thereafter, adjourned till May 13 for the defendants to appear in court to show cause. In another unrelated matter, Justice Ekwo heard the application filed by Sen. Ademola Adeleke, the Osun State Peoples Democratic Party (PDP) governorship candidate, who is standing trial for examination malpractice, but wants to travel abroad for medical checkup. The judge obliged the applicant’s request and ordered the release of Sen. Adeleke’s international passport to enable him travel to the United States of for the medical checkup. Granting the order in a motion ex-parte filed on April 30 by the senator, the judge directed the deputy chief registrar of the Federal High Court, Abuja, to release Adeleke’s travel documents

to enable him travel abroad between May 2 - 9. “The respondent (police) shall not prevent the first defendant from traveling for medical attention upon attending the invitation of the respondent on May 6, 2019,” the judge ordered and adjourned till June 10, to commence trial in the examination malpractices charge slammed against Adeleke and others by the police. But, in a new twist to the tale, the Peoples Democratic Party (PDP) raised an alarm on Monday that the governorship candidate has been arrested and has protested his arrest and detention by the police. The party raised the alarm that Adeleke could be poisoned while in police detention on the order of the All Progressives Congress (APC) to put him out of circulation and prevent him from claiming his mandate which he was sure of winning at the ongoing election petition tribunal. Briefing the press on Monday night, PDP National Publicity Secretary, Kola Ologbondiyan, alerted the nation that the police arrested and detained Adeleke, in total disregard for the extant order of the Federal High Court, Abuja. The party said Adeleke’s detention is highly provocative, an invitation to anarchy and recipe for a very serious crisis not only in Osun but also in the judiciary and our polity as a nation. He said that “the arrest and detention of Senator Adeleke is a direct act of violence against our laws, the institution of the judiciary and the 1999 Constitution (as amended). “This is part of the grand plot by the All Progressives Congress (APC) to coerce Senator Adeleke to relinquish the mandate that was freely given to him by the people of Osun State, which was further established by the election petition tribunal. “The plot is to drag Senator Adeleke before an ostensibly compromised magistrate court, over the same issues of alleged forged school testimonial that is already

before the Federal High Court, with a view to using such corridor to secure a stampeded trial and hurried conviction, and put him out of circulation, over trumpup charges. “The heinous calculation by the APC is to ensure that Senator Adeleke is not free to be sworn in as governor of Osun State as they know he will surely obtain justice and retrieve his stolen mandate at the Court of Appeal and the Supreme Court”. The party said the police arrested Senator Ademola on the guise of an invitation despite the direct orders of the Federal High Court, restraining it or its agents from arresting and detaining him on account of statement of result and testimonial duly issued by the Ede Muslim Grammar School, Ede, pending the determination of the originating summons pending in the court. The PDP added that Senator Adeleke, as a lawabiding citizen, honoured an invitation by the police only for him to be arrested and detained in a dingy facility in Maitama, in direct affront to the order of the Federal High Court. The PDP posited that any arraignment of Senator Adeleke in a magistrate court, for a matter that is already being heard by the Federal High Court, “is a calculated plot to cause crisis in the judicial system, enmesh the matter in unnecessary controversy as a pathway to truncate the course of justice in his matter”. The PDP therefore demanded forthwith, the immediate and unconditional release of Senator Adeleke by the police. “This demand is predicated on fears already in the public space that there are plots by certain elements to poison him in detention. “The PDP therefore cautions those playing the script of the APC with regard to Senator Adeleke to retrace their steps and allow the people of Osun State to move ahead with their preferred governor. Nothing, not even these heinous plots, will subvert this reality,” said Ologbondiyan.

Trouble looms for the Emir of Kano, Muhammad Sanusi II, following moves by the state House of Assembly on Monday to create four additional emirate councils in the state, just as the state Public Complaints and AntiCorruption Commission has invited his two uncles and brother over their roles and that of the emirate in alleged financial misconduct. Also invited by the state anti-graft agency over allegations of financial impropriety is the accountant to the emirate who is expected to appear before agency on Thursday. The emir’s two uncles invited for questioning are Isa Sanusi Bayero and Mannir Sanusi Bayero, who is chief

of staff to the emirate council while the emir’s brother, Mujitaba, who is the Falaki of Kano and the accountant of the council, Muhammad Sani Kwaru were also invited by the state anti-graft agency. Our correspondent reports that the move by the state assembly is aimed at elevating the status of some district heads in the emirate to first class emirs, thereby reducing the sphere of influence of the Kano monarch. Amaka Agbu, Port Harcourt Communities with prevalence of insecurity, cultism, and kidnapping will no longer enjoy patronage from the Rivers State government. Rivers State Governor, Nyesom Ezenwo Wike, made this declaration on Monday while addressing a Special Security meeting at the Government House, Port Harcourt. Governor Wike said that the State Government would dethrone traditional rulers in communities where cultism and kidnapping were encouraged. The security meeting had in attendance the Rivers State Commissioner of Police, Usman Belel, State Director of Department of State Services, Tosin Ajayi, Commander SOG 115, Nigerian Air Force, Air Commander E.O. E Ebiowei, Commander NNS Pathfinder, Commodore SJ Bura and State Commander of Nigerian Security and Civil Defence Corps, ML

Haruna. Also in attendance were Local Government Chairmen, Traditional Rulers, CDC Chairmen and all Youth Leaders in the state. Governor Wike said: “All those Local Government Areas where there is no serious cases of cultism and Kidnapping, the State Government will give them more projects and attention. “But Local Government Areas where cultism and kidnapping have become entrenched, the State Government will depart. “For communities where cultism and kidnapping are encouraged, their Traditional Rulers will be deposed. We will not allow crisis in our communities. If you don’t want to take the war to them, we will take the war to you”. The Governor noted that all youth groups found to be involved in cultism will be dissolved by the State Government. He noted that under the current dispensation, the Government

and people of Rivers State will take their fate in their hands by collectively addressing the security challenges. He urged all stakeholders to work with security agencies to fight insecurity. “Enough is enough. Nobody arrested by security agencies and cultism will see the light of the day. If you say, we will not sleep, you also not sleep. Every logistic has been provided for security agencies to tackle the insecurity “, he said. He warned that any top Government Official caught in the process of trying to work for the release of arrested suspected cultist and kidnapper, will face the full weight of the law. The Governor directed council Chairmen to work with their respective Traditional Rulers, Community Development Committees and Youth Leaders to advance the course of peace. He also directed Council Chairmen to clear bushes along the East-West Road and other major highways of the State.

In his remarks, the Rivers State Commissioner of Police, Usman Belel assured that the Security Agencies will fight to reduce crime to the barest minimum. He said that the Police will use the community policing strategy to involve community stakeholders in the peace process. He called on Rivers people to support the police with information to tackle cultism, kidnapping and fake news. Chairman of the Rivers State Council of Traditional Rulers and Amayanabo of Opobo, King Douglas Dandeson Jaja, urged the Security Agencies to take Traditional Rulers into confidence as they carry out their responsibilities. He, however, decried the situation where security agencies divulge information passed to them by Traditional Rulers. While saying that the Traditional Rulers will support the security agencies to fight insecurity, he regretted that Council Chairmen hardly consult Traditional Rulers on security matters.

In a related development, the emirate is enmeshed in yet another scandal of financial misconduct following the invitation of two uncles and a brother to Emir Sanusi II by the state anti-graft agency to explain their roles and that of the emirate over alleged financial misconduct. The Kano State Public Complaints and AntiCorruption Commission also invited the accountant to the emirate to appear before it on Thursday over the same allegation of financial impropriety. The invitees are alleged to either have knowledge of the allegation against the emirate council or have allegedly participated in the alleged act under the instruction of the royal council. The letter sent to all the invitees stated that “the allegation violates Section 26 of the Commission’s Enabling Law in the management of Kano State Emirate Council funds covering the period of 2013 - 2017.” It would be recalled that similar allegations of financial misappropriation had been leveled against the emirate council under Emir Sanusi’s watch. A top brass from the emirate council, who expressed worry over the scandal, said that “this is not fair to the image of the revered emirate council. If this allegation of financial impropriety turns out to be true, after the application of the commission’s enabling law followed by other legal battle, the Kano emir could be a proverbial golden fish.”

freedom in Nigeria. Receiving the award, Managing Director/Editorin-Chief of The Daily Times, Aliu Akoshile, expressed appreciation to the Nigeria Union of Journalists (NUJ). He said the award, for which The Daily Times is the sole winner in the print category, will spur journalists working for the news platform to show greater commitment to press freedom. Akoshile, who noted

that the award was highly cherished, said the fact that it was given by the main professional association of journalists in Nigeria makes it gratifying. The Daily Times, Nigeria’s oldest newspaper, commenced publication in 1926 having been founded a year earlier by private entrepreneurs. The newspaper was however taken over by the military government in 1975 and was published by the

Federal Government for many years. In 2004, The Daily Times was sold to Folio Communications Limited, now Folio Communications Plc, through a transparent bidding process conducted by the Bureau of Public Enterprises (BPE) under the privatisation processes which was supervised by the National Council on Privatisation (NCP).

The Federal Government has revealed that the N1.2 billion hostel donated by the Aliko Dangote Foundation to Ahmadu Bello University Zaria is the single largest donation by an individual in the history of Universities in Nigeria. Executive Secretary of the National University Commission (NUC), Professor Abubakar Adamu Rasheed, who represented President Muhammadu Buhari at the commissioning of the Aliko Dangote Hall recently, extended the Federal Government’s appreciation to the President of the Dangote Group. The President said: “You have done what no other Nigerian has done since 1948 when the first university was founded. This is the single largest intervention by any individual in any university in this country in the 70 years history of our university. So I congratulate Alhaji Aliko Dangote.” A visibly elated Governor of Kaduna State, Nasir Ahmad elRufai, who is also an alumnus of the university, hailed Alhaji Aliko Dangote for the giant project. He described Dangote’s generosity as unprecedented, especially his support for education. Speaking, Vice Chancellor of the university, Professor Ibrahim Garba, said Dangote will forever remain dearly to the Ahmadu Bello University. He added:” The student

population of ABU is over 50,000, made up of about 35,000 undergraduates and about 15,000 postgraduates. Every year, 11,500 undergraduates and about 6,000 postgraduates are admitted while about 6,000 undergraduates and 3,000 postgraduates respectively graduate. In any one academic year, we are only able to accommodate about 13,000 students on our two campuses.” The Vice Chancellor said:” We are happy that Alhaji Aliko Dangote has fulfilled the pledge he made in 2016 to build 10 blocks of hostels for Ahmadu Bello University’s student to improve their living condition. “We may accommodate six students per room. This will certainly go a long way in ameliorating the accommodation scarcity bedeviling the university. “We thank Alhaji Aliko Dangote for his intervention, we thank members of the Aliko Dangote Foundation and the entire Dangote Family. This is unprecedented. For us, we can’t ask for anything more except if he thinks of anything he wants to add on his own volition.” Dangote also bagged an Honorary Doctorate Degree. Speaking about his motivation, Dangote said: “If there are two things that I am passionate about, they are education and entrepreneurship. I believe they go hand-in-hand.” He said it was this

Dangote philosophy that led to the creation of the Dangote Academy in 2010 where about one thousand graduates have been absorbed after their training. He said he hopes students who stay in the Aliko Dangote Hall will follow his entrepreneurial footsteps and become future Aliko Dangote. He added: “When I came here as a Guest Speaker in 2016, the Vice-Chancellor told me that they have needs for accommodation, in fact the last accommodation they had was 37 years ago as at then. “It is not good for us to leave a university like this without accommodation, really our intention was to accommodate the female students not boys, however, I still plead with the ViceChancellor to leave it for the female folk.” Director Physical Planning and Municipal Services of the University, Engineer Muhammad Aminu Sambo,

said: “This is a big relief because the university has limited accommodation in relation to the numbers of students admitted every year. Accommodation is one of our nightmares.” Speaking to newsmen, Engr. Sambo said of the over 50,000 students admitted yearly, the university could only provide accommodation for only about 13,000. He commended the President of the Dangote Group Aliko Dangote and urged all able Nigerians to emulate him and intervene in the educational sector. In his reaction, the Chief Architect of the University Arch. Yabani Abubakar described the hostel as a monumental intervention, urging others to emulate him. The 57-year-old ivory tower is sitting on 7,000 hectares with 82 academic departments, 13 faculties, 12 research institutes, and thereby making it the largest in sub Saharan Africa.

4 former INEC officials forfeit N387.7m to FG Justice I. N. Oweibo of the Federal High Court sitting in Ikoyi, Lagos, on Monday, granted a final forfeiture of the sum of N387,672,252.00 (Three Hundred and Eighty Seven Million, Six Hundred and Seventy Two Thousand Two Hundred and Fifty Two Million Naira) only found and recovered from four retired officials of the Independent National Electoral Commission (INEC). The retired INEC officials are Victor Chukwuani, Okesiji Jacob Adeniran, Gabriel Adebayo Oke and Torgba Nyitse. Justice M.S. Hassan of the same court had, on July 23, 2018, granted an interim forfeiture of the various sums of money to the Federal Government, following an ex-parte application filed by the Commission. Justice Hassan had also directed the EFCC to publish the interim forfeiture order in a national newspaper for the respondents or anyone interested in the funds to show cause why they should not be permanently forfeited to the Federal Government. Following the publication of the interim forfeiture order, the EFCC had applied to the court seeking the final forfeiture of the various sums of money recovered from each of the respondents. The respondents were said to have received the sums of money out of the $115,010,000.00( N23,249,920,000.00) and distributed by a former Minister of Petroleum

Resources, Diezani Alison-Madueke, for the campaigns and successful prosecution of the Goodluck/ Sambo 2015 Peoples Democratic Party (PDP) presidential election. In an affidavit deposed to by Usman Zakari, an investigator with the EFCC, in support of the application for the final forfeiture of funds, the applicant stated that the respondents and some others had conspired and formed a non-governmental organisation, NGO, West Africa Network of Observers (WANEO) with the primary objective of ensuring victory of the PDP candidate in the election. The applicant also revealed the identity of the WANEO’s National Coordinator as Prof. Maurice Iwu, a former INEC Chairman. The second respondent, Adeniran, was the coordinator of WANEO in Oyo, Ogun, Ondo, Osun and Ekiti states respectively. The sums of N366,672,252.00 (Three Hundred and Sixty-six Million, Six Hundred and Seven Two Thousand, Two Hundred and Fiftytwo Naira) as well as N10,000,000 (Ten Million Naira) were found and recovered by the Commission from the first and second respondents, respectively. Also, the sums of N5,000,000 (Five Million Naira) and N6,000,000 (Six Million Naira) were found and recovered from the third and fourth respondents respectively.

Changing security chiefs, panacea to winning insecurity war - PDP Tunde Opalana, Abuja Upon the return of President Muhammadu Buhari back to the country on Sunday, he has been charged by the Peoples Democratic Party (PDP) to change his security service chiefs if the government is sincere about tackling the security challenges besetting the country. The party also advised Buhari to come to term with the fact there is the need for a total overhauling of the

nation’s security architecture. The PDP said it is obvious that the present crops of security Chiefs have outstayed in office and lack new initiative required to tackle modern day criminal activities such as insurgency, armed banditry, kidnapping, communal clashes, armed robbery and cattle rustling, among others, that has bedevilled the country in the last four years. National Publicity Secretary of PDP, Kola Ologbondiyan, said there is no doubt that the present service Chiefs and men and

officers of the Nigerian armed forces are overwhelmed by more sophisticated equipped criminals terrorising the country, especially the entire Northern region. Speaking as a guest of a television station programme in Abuja on Monday, he said: “There is the need for President Muhammadu Buhari as the Commanderin- Chief of the nation’s Armed Forces to change the parade. “The President needs to know that fresh blood should be injected into the leadership of the nation’s

armed forces. He should allow new set of service Chiefs with fresh ideas to come on board. “ PDP as a party is alarmed by the dangerous dimensions that kidnapping and armed banditry is taking and worried about the fate of ordinary Nigerians if kidnappers could have the effontry to ravage Daura, the home town of Presiden Buhari to abduct the traditional head of the town” He said the PDP has always alerted the nation of the urgent need to

overhaul both the security architecture and service chiefs. “When we talk, we are not just talking as opposition but to proffer solution to problems facing the country. Nigeria belongs to all of us and insurgency and Killings does not know political party or tribe or religion. And that is why we will continue to talk on how to save Nigerians from being victims of these obvious ineptitude on the part of people in positions of power. “As a party, we have severally in form of appeal

called on the Buhari government to effect meaningful change in the armed forces to no avail. This government does not listen to advice and it is unfortunate that the government plays politics with such a weighty issue as that of security of lives of the citizenry,” he said. Optimistic that the Presidential candidate of the party, Atiku Abubakar will reclaim his mandate at the tribunal, Ologbondiyan said a Federal Government under the control of PDP will be proactive in handling issues of security.

2019 polls: Wike accuses Army of staging Short News coup against Rivers people FCTA promises land for construction of Amaka Agbu, Port Harcourt Although the 2019 general elections have come and gone, Rivers state Governor, Nyesom Wike, has accused the Nigerian Army of staging a coup against the state, describing their alleged actions as the worst in the nation’s democratic history. Addressing the joint House of Representatives Committees on Army, Police, Human Rights, and Justice at the Government House Port Harcourt on Monday, Gov. Wike said that the Nigerian Army acted illegally because they were working to impose a predetermined leadership on the state. “It is really unfortunate. All of us know that there was a coup in this state, organized by the Nigerian Army. In the history of this country, it has never happened where during ordinary elections, the army will begin to kill people for no just cause. “Because they believe a particular person or a particular party must win, it doesn’t matter how many people die. It was shown on national television. We watched how the army invaded the whole electoral commission,” he stated.

He alleged that the federal government has never worked to assist the state government fight insecurity, adding that “this is the only state the federal government has never assisted to fight insecurity. Instead of us to team up and fight insecurity, you politicize it. “Even if you make recommendations, nothing will happen. I don’t know whether we are in a military regime or civil administration.” Wike also alleged that aside the army, the Federal Special Anti-Robbery Squad (F-SARs) has been a major antidemocratic force in the state since the 2016 re-run elections. He pointed out that the F-SARs allegedly murdered a Ph. D holder and chartered accountant in cold blood, “simply because they wanted to subvert the will of the people.” He wondered why the general officer commanding 6 Division of the Nigerian Army was still unpunished, despite “the negative roles he played during the elections. “The GOC here is a politician. Nothing has happened to him because he was sent. If it was when the country was a country, you cannot be keeping that GOC. He is sabotaging the security

network.” He suggested that urgent measures be taken to rejig the security architecture of the country, in view of the nationwide security challenges, asserting that rather than address the security challenges facing the country “security agencies move against critics of security failures.” Earlier, Chairman of the House of Representatives Committee on Army, Rep. Rimande Shawulu Kwewum, said that they were in the state to investigate killings by the F-SARs on the basis of a motion by the member representing Obio/Akpor Federal Constituency, Rep. Kingsley Chinda on the killing of Dr. Ferry Gberegbe during the elections. He said that the joint committees of the House of Representatives were in the state on a fact-finding mission, reiterating that the committees would sit down and allow all stakeholders to state their positions for the committee to arrive at the truth and make relevant recommendations. According to him, there was a correlation between insecurity and under development, saying that countries that suffer insecurity hardly make progress.

As a measure to curb drug abuse and other social vices in the Federal Capital Territory, Minister of the FCT, Malam Muhammad Bello, has promised to provide land for the construction of a model rehabilitation centre in the FCT. The minister made the promise when the Presidential Advisory Committee on the Elimination of Drug Abuse (PACEDA), led by Brig.- Gen. Buba Marwa (rtd) paid him a visit on Monday. He said the building of such a model facility would lay a solid foundation for the sustainable fight against drug abuse. While calling on the need to strengthen relevant anti-drug abuse institutions, especially in the area of funding, providing well equipped facilities and the provision of enabling laws to stop drug abuse, he however pledged the Federal Capital Territory Administration (FCTA) support for the activities PACEDA. ‘‘Institutions need to be properly funded to get the right manpower and equipment. Secondly, it is necessary to strengthen enforcement and by extension, prosecution. The third is rehabilitation, which is the most difficult because it has to be done on a long-time basis in quality facilities,’’ the minister said He said it is possible to arrest the situation with the strong political will President Muhammadu Buhari has been exhibiting, adding that ‘‘I think the key is that there has to be a strong political will to fight this issue and under President Buhari that is obtainable.’’

Midwives decry poor infrastructure, staff shortage in public hospitals Doosuur Iwambe, Abuja The National Association of Nigeria Nurses and Midwives (NANNM) has decried the poor state of infrastructure in the nation’s hospitals, saying this remains a great challenge to the delivery of quality services by health professionals. Speaking during a free medical outreach service at Dutse Market, a satellite town in the Federal Capital Territory in Abuja on Monday, NANNM Third Vice President, Mrs. Mercy Azonwu said that there were many things midwives were expected to do that they could not do as a result of poor facilities. While appealing to the federal government to ensure health facilities across the country are in good shape, with functional facilities Mrs. Azonwu added that recruitment of more professional nurses would promote adequate staffing and improve quality healthcare service delivery. “Employment of frontline healthcare workers is unavoidable as a nation because it will reduce maternal and child mortality rate and avoidance of needless death of our citizens. “If you check the hospitals today, you will see that the midwives are not many. A lot of them are retired. A lot of them are not in the system. How can there be no issues of high mortality rate when the midwives are not enough to take care of patients. “There are no employments; we have been asking the government for more infrastructure to perform maximally in vain. When those things are not in place, you will discover that this will fall back on the issue of high mortality rate.

EFCC reveals plans to probe Saraki’s 16-year activities Doosuur Iwambe, Abuja The Economic and Financial Crimes Commission has disclosed plans to launch an investigation into the 16-year activities of the Senate President Bukola Saraki from 2003 when he was elected governor of Kwara state. According to reports, the anti -graft agency has already written a letter to the Kwara state government requesting information on all of Saraki’s earnings during his tenure from 2003 to 2011. The EFCC on its Facebook post did not give reason why it is probing Saraki, but there were insinuations that the development was in connection with

his new appointment as the ambassador at large by the International Human Rights Commission. The post reads in part: “For the avoidance of doubt, an investigation into the Senate President’s activities while he held sway as the governor of Kwara state started long before his nomination and emergence as IHRC ambassador. “In fact, the commission’s letter to the Kwara state Government House which sought an inquest into Saraki’s earnings as the state governor from 2003 to 2011 was dated Friday, April 26, 2019, predating his announcement as IHRC ambassador at large which came on Sunday, April 28, 2019, with two clear

days. “We wish to restate our resolve to resist distractions from any quarter in our efforts to rid the country of corruption and corrupt elements.” The EFCC and Saraki have been at loggerheads since 2016 when the Senate President ensured that the acting Chairman of the commission, Ibrahim Magu, was not confirmed by the Senate. The commission also gave evidence against Saraki when he was facing trial before the Code of Conduct Tribunal, a case he eventually won. Some of Saraki’s aides have either been arraigned or are facing probe by the EFCC, which claims the probe has nothing to do with politics.

A Federal High Court sitting in Uyo on Monday ordered the immediate recall of members of the Akwa Ibom state House of Assembly whose seats were declared vacant by the Speaker, Onofiok Luke. The court also ruled that their sack by the speaker was illegal, null and void and therefore, ordered their immediate reinstatement. It would be recalled that the speaker of the Akwa Ibom state House of Assembly had on November 19, 2018, declared the seats of Nse Ntuen, Victor Udofia, Idongesit Ituen, Gabriel Toby and Otobong Ndem vacant following their defection to the All Progressives Congress (APC). Ruling in the suit, FHC/UY/CS/171, Justice F. O. Riman ordered the management of the Akwa Ibom state House of Assembly to pay the entitlements of the affected lawmakers from the date it was stopped till date. Justice Riman also ruled that the affected lawmakers should be allowed access to their offices, the chamber and participation in all legislative proceedings. The judge who said the sack of the members who defected to the APC was illegal, ruled that they were still bonafide members of the state House of Assembly until otherwise ruled by the court.

Ramadan: PDP calls for spiritual introspection, national rebirth Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has admonished Nigerians to use the holy month of Ramadan to fast and earnestly supplicate for national unity, peace and stability of the nation. The party also called on Nigerians to use the period to re-dedicate themselves to a life of total submission and faith in the Almighty Allah as well as rekindle the virtues of love, selflessness, forgiveness and brotherliness in all their affairs as a people. According to the party, the holy month offers a time of soberness for personal and collective spiritual introspection for peaceful coexistence, which the country intensely needs to rescue it from its present security, social and economic challenges. “We must use the holy month to build on the values that bind us together as a people and shed off all divisive inclinations that destroy the fabric of our nation. We must revive our bond of unity by forgiving one another, sharing in love and reaching out to all those that are hurting, particularly as victims of insurgency, banditry and other acts of violence. “The PDP also calls on those behind the killings, kidnappings and bloodletting in various parts of our country to have a rethink and know that their actions cannot be justified under any guise. “The party however, expressed optimism that with prayers and commitment to the national course, our nation will rebound on the path of peace, national cohesion and economic prosperity,” said the party’s Spokesperson, Kola Ologbondiyan in a statement on Monday.

Stalking the affluent society

John Galbraith characterized the affluent society in part as the showpiece of the promise of capital in the post-industrial age. Once normalcy had been restored to America’s economic climate after the Great Depression of the 1930s on account of optimized production cementing her prestige as the wealthiest nation on earth, the acutely perceptive scholar often hailed as the “father of liberal economics in America” noted that certain indulgences would be inevitable. It was no longer enough to just get employed to afford a roof over your head and two cars in the garage for the family; the new average American worker would also prefer a job that brings more personal fulfillment in the overarching pursuit of pleasure. For most folks, there was a new shared sense of contentment in that the rising economic tide lifted their individual boats. Futuristically, Galbraith then postulated that what would be expected of the state is to foster social balance by deploying fiscal and monetary policies with a view to bridging the gulf of inequalities. Of course, the policy option pursued by the presiding political party is a direct reflection of its own core values. Against the backcloth of the recent discovery in Nigeria of a vast tribe of mute billionaires across the country with vast fortunes locked down in bank vaults (a good number with little or no visible source of income), Galbraith’s theoretical template would then sound more like a vacuous abstraction here indeed. The shock find was enabled by technology. Working with banks and other financial institutions, the Federal Inland Revenue Service (FIRS) reported that these stinkingly rich Nigerians had always operated outside the tax net. But with BVN, it is very easy these days to track who owns what figures anywhere in the banks. The code of anonymity is thus broken. As the story goes, several hundreds of such accounts had cumulative turn-over in billions of naira without evidence of the owners paying any form of tax. Even on ethical grounds, the question of the affluent evading tax can never be excused.

Nothing could be more provocative, more unfair to relatively less well-off ordinary workers in both public and private sectors made to part with a chunk of their wages in PAYEE (Pay As You Earn) monthly. Their plight provides a perfect illustration of the proverbial dysfunctional trap that catches small preys and lets the big ones escape. It is, therefore, very doubtful if the nation’s proletarian class who had borne the tax burden over the years would object to any crackdown FIRS might be plotting on the secret billionaires in the times ahead. Indeed, under Tunde Fowler, FIRS has shown more efficiency in haunting tax evaders. It probably explains why figures generated by the service has almost doubled within three years (from N3 trillion in 2016 to N4 trillion in 2017 and N5.3 trillion in 2018) at a time when the national economy was supposed to be contracting due to the severe recession of 2014/2015. Even more significant is that the revenue has averaged a ratio of 40 percent to oil sector and 60 percent to non-oil receipts during the period, indicating the potential of the national economy beyond perennial over-reliance on the oil mineral. Well, only those unfamiliar with the story of Lagos in the last two decades would be entirely surprised at the recent quantum leap in FIRS’ returns. The same Fowler was the architect and enforcer of the blueprint that grew Lagos’ IGR (internal generated revenue) from a paltry N600 million in 1999 to N8 billion by 2007 and N20 billion by 2015. So, the prodigious “Lagos boy” would now seem to have found a wider canvass to express himself, deploying technology to plug leakages and cut costs. But while Abuja would be too glad to have Fowler rake in more trillions in the years ahead to sustain its voracious consumption, the enduring challenge remains: how do we dismantle the monstrosity of a rentier system that had aided and abetted a thousand billionaires to game the system without paying tax for so long? We cannot, in good conscience, attempt to answer this question without first addressing

the issues of disincentives to local production. Of course, among the referenced nocturnal rich would be found career middlemen and emergency briefcase contractors who exploit access to political power to make cheap money which, in turn, is warehoused as fixed deposits in banks in the mindless quest for double rents. They become rich not necessarily by producing like Dangote. By amassing wealth without labour, they stand guilty of one of the seven deadly “social sins” identified by Mahatma Gandhi. Not paying tax only doubles the iniquity. For, in the classical definition of economics, tax is supposed to be the primary oxygen that nourishes the society. So, the idle rich and rent-seekers are like leeches. Their lack of exertions by not engaging in the production of goods or services robs the society of the basis to levy tax, thereby denying an opportunity to foster the sort of “social balance” Galbraith mooted. Part of Nigeria’s own distortion is graphically reflected by the revenue distribution itself. According to statistics, Lagos accounts for a whopping seventy percent of the N5.3 trillion generated by FIRS in the 2018 financial year. To accept the foregoing figure without question is to endorse the fiction that such represents a true picture of wealth creation or potential in the country. Of course, this is not true. The other states have potentials to create wealth and add to the common pool. For those with comparable advantage in agriculture, for instance, opportunities available for processing in the value chain remain largely unexploited. But without FIRS continuing to push the frontiers elsewhere, we will never be in a position to know what is available to tax. And without working to bring a semblance of parity to what everyone brings to the table, Lagos will continue bemoan gross injustice since it does not get seventy percent share of the tax earnings at the end of each month. Overall, to an extent, it is however difficult to blame the secret billionaires reluctant to invest their fortune in production in an environment where critical factors like energy are not guaranteed. This affliction accounts for the rapid

de-industrialization of the nation in the past four decades. Also, the worsening security situation across the land that has forced most companies involved in field operations to factor in the cost of hiring vigilante or militia men for protection, compounds an already bad situation. Indeed, billions of dollars sunk into the electricity sector in the last two decades is yet to deliver stable power in Nigeria, leaving a nation of 200 million population with less than 7,000 megawatts. On top of its notoriety as the biggest importer of refined petroleum products despite being the sixth largest oil producer, the country is also arguably now the largest market in the world for generator marketers on account of epileptic electricity supply. Truth be told, there is no way goods manufactured in Nigeria can compete favorably with those imported in view of present prohibitive costs of running generators as alternate power source. Were light stable, for most entrepreneurs, production costs would be down by at least fifty percent. Vice President Yemi Osinbajo, therefore, struck the right chord in his last Workers Day address by admitting that the deficit in the energy sector constitutes a major clog in the wheel of Buharinomics. Of course, that is putting the nuisance of nation’s rickety DISCOs today mildly. A decade ago, part of the promise of the power sector reforms was greater efficiency. But the Jonathan administration only succeeded in making a mockery of the privatization exercise as cronyism, rather than competence, became the sole criterion for signing the power distribution franchise away. So, wheeler-dealers who knew little or nothing about even mere cable now found themselves managing the complexity of power distribution. Hence, the disaster the nation has witnessed since. Indeed, the first critical step to reindustrializing the nation is fixing the energy sector. Only then will there be more opportunities for sales tax more than income or property tax, as Galbraith had proposed for the sustenance of the affluent society.

Furthering the Diaspora remittance debate

The recently released “Migration and Development Brief” of the World Bank for 2018 that scored Nigeria as the highest recipient of Diaspora remittances, once again, in subSaharan Africa (which stood at $25.1 billion), and had triggered my response with an article, has generated quite a significant amount of interests from Nigerians in Diaspora by way of the commentaries that barged into my email. It was as if the piece opened the Pandora’s Box. But rather than all kinds of evil to have flown out of this mythological box, it was some thought-provoking commentaries, more data about the implications of Diaspora remittances on Nigeria’s growth and economic indices, efforts of diasporic professional bodies in trying to make Nigerian governments (over the years) see reason why not only Diaspora remittances should be strategically redirected for national development, but also tapping their skills-set for national rebirth that flew out of the box that this article ‘opened.’ Some people sent me mind-boggling statistics of Diaspora remittances that, over the years, dwarfed the country’s budgetary allocations to capital expenditures and foreign aids, among others. These astounding revelations, I must admit, triggered this piece once again. After all, if the lice insist on living on our scalps, its blood must necessarily continue to play host to our fingernails. Or so it is said. And here are some breathtaking facts that has since been brought into my knowledge. Fact 1: Diaspora remittances exceed gross oil revenue: Nigeria’s 2018 gross revenue was $18.2 billion while Diaspora remittances into the country for the same year stood at $25.1 billion. Fact 2: Diaspora remittances far outweighs capital expenditure: Nigeria’s 2019 capital expenditure budget is $6.7 billion. Since it is no longer news that Nigerians has witnessed the largest capital expenditure for the first time in the country’s budgetary history in the Buhari administration, it means, using the 2018 figure, that one-year Diaspora remittances can be equated to at least four years of Nigeria’s capital expenditures—-and still have some change left. Fact 3: The 2018 remittance of Nigerians in

the United States of $7.2 billion was more than the entire $6.7 billion earmarked for capital expenditure for 2019. (Afrinvest) Fact 4: Diaspora remittances equals 84 percent of the federal government’s budget: Nigeria’s 2018 budget was $29.9 billion while Diaspora remittances stood at $25.1 billion for the same year. Fact 5: The 2018 remittances, which saw a 14 percent increase from the 2017 figure of $22 billionremittances of Nigerians living abroad was 7 times the size of foreign aids of $3.359 billion to Nigeria. Fact 6: The $25.1 billion remittances in 2018 represented 6.1 percent of the country’s Gross Domestic Product (GDP). This means that the remittances were 11 timesthe Foreign Direct Investment (FDI), which stood at $2.200 billion for the same year.(Price Water house Coopers) Fact 7: With an average remittance fee of 6 percent, Nigerians generated an average $1.5 billion in fees for the moneytransfer corporations per year. (The Kmask Group) While one may never know or be privy to the fundamental reason(s) why Nigerian governments has serially failed to utilize the human and material resources of the Diaspora community that other developed countries of the world had effectively utilized, and continues to do by usingthem, in most cases, as catalysts for their developmental aspirations, it is important to mention at this juncture some countriesthat has used the Diaspora communities as their developmental templates as well as making them integral to theirgrowth and development in the research works in my “Roadmap for engaging Diasporas in development: A Policy Direction” with the hope that this would create a clearer picture on the Diaspora issue. “An increasing number of countries have established institutions to facilitate ties with their Diasporas more systematically. The number of countries with Diaspora institutions has increased, especially in the past ten years, and spans multiple continents. The institutions they have created occupy different levels of government and exhibit diverse priorities and

degrees of organization. For instance, some are concerned only with their citizens abroad while others specifically target permanent residents, naturalized citizens, and second and later generations. Countries such as Mexico, China, and the Philippines have multiple institutions and represent Diasporas at various levels of government. A survey of states participating in the Global Forum on Migration and Development (GFMD) identifies more than 400 institutions in 56 countries that are directly engaging Diasporas through various programmes and policies. Of these institutions, 77 were created specifically to engage Diasporas on a formal basis. These Diaspora institutions are of roughly six types, depending on whether they function at a ministry, sub-ministry, national, or local level; are part of a consular network; or are a quasi-governmental institution.” “Since 2001, an increasing number of developing countries have established ministries whose explicit purpose is to address the needs of Diaspora populations. Twenty-six of the countries have separate Diaspora ministries. Twelve of these ministries are dedicated solely to Diasporas. By establishing a separate, ministry-level Diaspora institution, a government recognizes that traditional ministries such as Labour and Foreign Affairs cannot manage the expatriate portfolio in all its dimensions. A more recent example is India’s Ministry for Overseas Indian Affairs (MOIA). Established in 2004 to address the lack of government policy coordination on migration, the ministry has programmes that reach out to the Indian Diaspora, in particular to youth. One of the programmes, known as “Know India” is a three-week internship to promote social, economic, and cultural awareness of India among the second and subsequent generations of emigrants. Another initiative, the Scholarship Program for Diaspora Children, is designed to assist emigrants in enrolling their children in Indian institutions of higher education. Other activities range from hosting an annual Diaspora conference to facilitating Diaspora investments.” “China’s Overseas Chinese Affairs Office (SCOCAO) is uniquely positioned within the

Chinese central government. SCOCAO is an administrative office under the State Council, the country’s highest executive body which includes the premier and ministers, among others. Similarly, Sierra Leone’s Office of the Diaspora is directly under the Office of the President. It encourages the return of professionals and other experts from the Diaspora in order to fill critical human resources gaps within the country’s government. Specifically, the office provides a list of jobs in government departments, a list of educational institutions and professional associations in Sierra Leone, contact details of government officials, and information on dual citizenship and other acts.” The few examples given above attests to the fact that the engagement of Diaspora communities of the developed and developing countries of the world is a time-tested initiative that has not only yielded, and continues to record tremendous growth results in these countries, but also to assuage any fear on the part of the Nigerian government or its component parts that engaging the Diasporas for the country’s socio-economic growth is not asking the authorities to embark on the arduous task of re-inventing the wheel. It is also to emphasize the fact, however,that Ekiti State government under the leadership of Dr. John Kayode Fayemi is desirous of taking the Diaspora road that’s hardly travelled by any state in growing the state, in partnership with not only Ekiti Diasporas but Nigeria’s diasporic communities the world over in accordance with his four-point Agriculture and Rural Development, Infrastructural and Industrial Development, Knowledge Economy, and Social Investment agenda.The governor’s philosophical approach to governance is to include all people with genuine interest of the state and its people in their hearts. Our objective as an administration is to blaze the trail in effective inclusion of the Diasporas in our developmental aspirations in which Ekiti State would be the go-to state in domestic and international investments based on Trust and Integrity, which the Ekiti chief of state has in abundance as part of the contents in his cups of leadership credentials.

Godfatherism and its negative tendencies in Nigeria

The political term ‘godfather’ came to limelight from a classic movies adapted from a bestselling novel that has stood the test of time. Not only is the godfather an entertaining gangster saga, it is also a story about power, family and capitalism, all traits of the modernday successful man. It has so much substance and offers some very important life lessons. That is certainly an offer a would-be successful man cannot ignore if indeed he needs to be successful without necessarily having a godfather. It is important that you don’t make promises that you would not fulfill. Your word is the most important thing that you can offer. Don’t take it lightly. For genuine Christians, Jesus admonishes his followers in Matthew 5 verse 37 “Just let your word ‘Yes’ mean yes, your ‘No,’ no, for what goes beyond these is from the wicked one”. Always be cautious if you can or cannot fulfill a promise. It is always okay to say no to a request and be at peace than making promises you cannot keep. In our society today, hardly can one identify someone who has made it to the top without the influence of a godfather or godmother and in some cases, god aunty or uncle. This ugly development in our political and personal lives has greatly affected our productivity and commitment to our country as our allegiance is to the godfather who influences the decision to make us who we are. In some cases, the opinion of these individuals comes to bear in the beneficiary’s family life. I once heard someone said if his godfather asked him to divorce his wife, he won’t think twice. In fact, I was shocked to my bone marrow wondering the level of loyalty that will make a man think that way. Sadly, the reality is that many people don’t believe that they can make it to the top without the help of some persons at the top. This has crept into the civil service too as promotions and postings are done based on who you know, which explains why productivity and respect to the extant rules is nose-diving. This can be said in virtually all sphere of human endeavour particularly in the developing world. We must make deliberate efforts to get out of this clog that has hindered our total commitment to our country. Coming home to Nigeria, before independence we had youths who became the pioneer leaders of our country by share hard work. They had no allegiance to anyone except to the country they were all trying to reclaim from the colonial masters. These young Nigerians in their 20s and 30s were so dedicated to the movement for the actualisation of our independence that they were willing to remain in exile and in prison just for what they believed in. Whenever I reflect on the type of society we had then I say to myself, can we ever go back to that era where merit and one’s ability to deliver was the consideration for appointment? The level of development recorded during these periods was possible because round pegs were placed in round holes, if you are not qualified you don’t get the job. Some people may be of the opinion that due to the small size of our population then and the fact that we did not have as many qualified people competing for limited available openings, it was easy to fill the vacancies available as at that time. This also can be said for elective positions; those who are politically aware were very few. The likes of Ahmadu Bello, Nnmadi Azikiwe and Obafemi Awolowo and a few others were the major actors then. During this time, no one had the time to

look for who can be his godfather because they were all at par with one another. But upon the attainment of independence, the leaders whose responsibilities it was to treat all Nigerians equally irrespective of tribe and religion started thinking more about their region and whenever there is opportunity for job placement what comes to their minds was their kinsmen who can fit in before anyone else is considered. This started on a small scale until the imbalance necessitated the establishment of the Federal Character Commission which again has made us to sacrifice merit on the altar of mediocrity just to fill some quarter. What one becomes in life ordinarily should be as a result of what one has to offer based on the profession chosen, ability to deliver, and availability of opportunity and not based on who you know. Today in Nigeria, some jobs are the exclusive rights of the children of who is who in the country while the core civil service jobs is left for the children of the poor. The most painful aspect of this sad development is the fact that the civil service jobs available are so limited that even among the poor there is class struggle on whose child should get the ‘juicy’ position. That’s why you have some directors who are not among those calling the shots ensuring that their children get into the service at all cost thereby denying the children of a poor farmer the opportunity of securing a white collar job thus the circle of poverty and the widening gap between the poor and the rich keep increasing. This development has adverse effect on our productivity as most of these rich kids are not committed to their roles and the fear of being penalised will not allow their superiors call them to order. Apart from tribal and geographical considerations, religion is another factor that has affected the process of decision making particularly in the area of employment and political positions. This explains why in some states no matter how qualified someone from the minority religion of the state he/ she cannot be elected so also when someone from a particular religion is in position he first considers those who are of the same faith with him. A story was told about a young lady whose name was of the same with that of person sharing faith. He actually skipped some names just to select the lady he thought was of the same faith with him. This fellow became so disappointed upon the realisation that he made a mistake. My question is why select just because of a name? In this particular instance capacity wasn’t considered at all. It doesn’t matter to this fellow if the lady can perform on the job or not. All he was after was for her to secure the job just because they are of the same faith. The effect of godfatherism in Nigeria is the reason why we have remained underdeveloped as allegiance goes first to the godfather other than the country. We have cases where some godsons/daughters are made to give huge sum of the state resources to their godfathers who also decide who get what in the state thereby impeding the developmental agenda of the person in power. Some seating governors who tried to neglect their political godfathers paid dearly for it even though few of them survived it. The way out of this is for the leaders at all levels, elective or appointive, to serve the people with all their might. When this is achieved, they will be able to stand by the side of the true servant leader and call the bluff of the godfathers. This will also give the people the powers to call all those who have not represented them well to order.

Our POSITION Beyond passage of the Nigeria Police Trust Fund Bill Recently, the Senate passed the Nigeria Police Trust Fund Bill which the House of Representatives had passed almost a year ago. The bill if transmitted to President Muhammadu Buhari and receives his assent before the 8th National Assembly winds up in the first week of June this year, will definitely upgrade the funding of Nigeria Police. As it is now, only the Federal Government is legally responsible for the funding of the Nigeria Police, even though we all know that States Government, some corporate entities and individuals are bearings some of its day to day running expenses if not the larger part of it. The Nigeria Police Trust Fund Bill is meant to address the inadequacy in funding of police particularly the training of its personnel and acquisition of modern equipment that would enable optimal and effective policing of the country. One of the major objectives of the bill is to improve funding for the Nigeria Police Force. This point was further stressed by President of the Senate, Dr. Bukola Saraki, who presided over the Senate that belatedly passed the bill. He was very clear in his remark that by the passage of the bill the National Assembly had fulfilled its promise to pass it before expiration of the 8th Assembly. “By passing this bill, we will be creating big strides towards providing and improving security and policing in our country. We agree with him that “one of the major concerns about our police has always been the issue of funding”. We believe that this bill will provide leeway for the funding needed for training, recruitment and equipment. It will also act as a relief to the Federal Government who had borne the burden all these years. Technically, the bill is aimed at providing a legal framework for the management and control of the special intervention funds established under the Act for the training of personnel of the NPF. The trust fund should also be

utilised to enhance the skills of the personnel of the Police in order to ensure their effectiveness in the overall performance. Needles to state that constant improvement in the performance of their duties is what the country is craving for. We also expect that the trust fund would be used to ensure that the NPF has the necessary operational equipment, instructional materials, build and maintain police stations and living quarters. We therefore appeal to the President to consider assenting the Nigeria Police Trust Fund Bill as soon as it is transmitted to him to avoid it been elapsed in June this year. Though, we are not expecting that the bill may contain contentious provisions, we plead that in case there is any, it should be resolved hastily. The management of the police force should be thinking how to make best use of the Nigeria Police Trust Fund Bill and safeguard it to ensure that it is not bedeviled by graft and all forms of vices.

Plateau election petition tribunal Short News NNPC trade surplus hits N15.04bn in chair pledges neutrality January Kingsley Chukwuka, Jos The three-man National Assembly Election Petition Tribunal for Plateau state begun its inaugural sitting on Monday in Jos. Chairman of the panel, Justice T. M. Nzeogwu, said at the opening of the session that their mandate was to deliver justice to the people. He said the panel would proceed with the petitions before it. Nzwogwu pledged that tribunal members wouldn’t discuss matters pending before it with unauthorized persons, stressing that he would not condone any form of corruption and not accept any kind of gratification from anyone. He therefore, warned litigants to steer clear from approaching the panel with any inducement as the tribunal members were people of integrity. Our correspondent reports that other members of the tribunal are Justice M.L. Lawal and Justice I.M. Adejumo and that pre-hearing of petitions started immediately after

the inaugural session with four petitions. The petitions include, that filed by Pam Dongs of the APC against Dachung Bagos of the PDP; the PDP’s Jonathan Dabo against the APC’s Murtala Haruna; Bitrus Tawal of the APC against Simon Mwadkon of the PDP and Sanusi Inuwa of the APC against I.D. Gyang of the PDP. In the matter involving Dongs, who is challenging Bagos, as member-elect for the Jos East/Jos South Federal Constituency, INEC’s application for preliminary objection agasint the petition was declined by the tribunal. Counsel to Bagos (1st respondent), Mr. Sunny Odey, had earlier filed for a preliminary objection by way of motion on notice challenging the competence of the petition against his client. Also, the counsel to INEC, Mr. Desmond Yamah, also prayed the tribunal for leave to file a preliminary objection to regarding the competence of the petition, but the prayer was denied by the panel. The chairman of the tribunal ruled that INEC has lost its right to file an objection as it failed to do so in

its trial answers to the pre-hearing questions which was already before the tribunal. In the petition filed by Dabo, who contested for the House of Representatives for Jos North/Bassa Federal Constituency and lost, his counsel, Mr. Sunny Odey, stated that he had three applications which he intends to file. Odey listed them as the application for a subpoena, motion for additional witness statement on oath and an application challenging the competence of the respondents’ processes and replies. He requested for three days to enable him do that and was granted leave by the tribunal. Mr. L.D. Dafer, the counsel to INEC, said the respondents also indicated intention to file an application by way of preliminary objection to the competence of the entire petition and applied for five days to enable him do that which was granted by the tribunal. The matter was adjourned to May 14 for hearing of applications, just as the tribunal also adjourned to May 16 for hearing of other applications.

The Nigerian National Petroleum Corporation (NNPC) says it posted 24 per cent trade surplus of N15.04 billion in January 2019. The corporation’s monthly financial and operations report states that this is up from the N12.13 billion surplus posted by the state oil company in December 2019, which was driven by increased oil and gas outputs. According to the report, Nigeria’s gas output increased by two per cent at 245.83 billion cubic feet compared to a 240 billion output in December 2018, translating to an average production of 8, 194.34 million standard cubic feet of gas per day. Also, the report showed that the state oil corporation’s recent trade surplus is driven by its upstream subsidiary, the Nigerian Petroleum Development Company (NPDC) producing 332, 000 barrels of crude oil per day. The NNPC failed to make profits for three years (2015 – 2017), turning a two per cent profit margin in 2018. In a statement by the corporation’s Group General Manager, Group Public Affairs Division, Ndu Ughamadu, the NNPC said that “in terms of sales and remittance of crude oil and gas proceeds, the corporation announced total export receipts of $381.70 million in the month under review as against $345.68 million posted in December 2018.”

Bala Mohammed has appealed to incumbent Governor Abubakar to direct the immediate payment of workers’ salaries to enable the people commence fasting with ease, especially as funds from the federation account have been received by the state government. Absence of judge stalls trial of Melaye, alleged husband killer, Maryam The absence of Justice Yusuf Halilu of an FCT High Court, Maitama, on Monday, stalled the trial of Sen. Dino Melaye and an alleged husband killer, Maryam Sanda, on Monday. The judge was absent due to his official engagement on election tribunal duty in Ogun state. While the court rescheduled the trial of Sanda until June 11, Melaye’s case was fixed for hearing on June 17. Senator Melaye was on January 22 arraigned by the inspector-general on police before Justice Halilu. He was arraigned on an eight-count charge bordering on alleged conspiracy, resistance to arrest, failure to honour police invitations and intentionally giving false information to the public. The police had alleged that the senator

conspired with one Silas Omenka on December 28, 2018 to commit an offence of illegal obstruction to lawful arrest, thereby committing an offence contrary to Section 97 of the Penal Code. Melaye was said to have intentionally resisted lawful arrest, thereby committing an offence punishable under Section 172 of the Penal Code. He was also alleged to have intentionally tweeted with the intention of inciting the public against the police. The police alleged that Melaye tweeted that the police inspector-general planned to arrest and inject him to death, an allegation the prosecution said was false and was punishable under Section 416 of the Penal Code. The senator, however, pleaded not guilty to the charges preferred against him by the

police. Also, Justice Halilu had on April 4 while ruling on a no-case submission filed by Sanda and her co-defendants, discharged Maryam’s mother, Maimuna Aliyu, brother, Aliyu Sanda and housemaid, Sadiya Aminu. They were earlier charged with concealment of evidence by cleaning the blood of the late Bilyaminu from the scene of the crime. Halilu further ruled that Maryam Sanda, who was charged with culpable homicide punishable with death for allegedly killing her husband, Bilyaminu Bello, had a case to answer and as such should enter her defence. Maryam was alleged to have stabbed her late husband to death with a knife in their residence in early 2018.

A three-man National Assembly and state House of Assembly Election Petition Tribunal was Monday inaugurated in Jalingo, the Taraba state capital. Delivering his speech at the inaugural ceremony held at the Magistrate/ Appeal Courts Mile Six, Jalingo, the tribunal Chairman, Justice Eyewumi Oritsejafor said 21 petitions have been filed before the tribunal. The chairman, who reminded the counsel to various parties that election petition matters are time bound, added that the tribunal has 180 days within which to deliver its final judgments. “The record at our disposal reveals that results of the National Assembly elections in Taraba state were declared by the Independent National Electoral Commission (INEC) on February 25-27, while those of the state assembly elections were declared on March10, 11 – 12,” he said. Justice Oritsejafor further stressed that the tribunal was already in the third month since the National Assembly election results were declared and in the second month in the case of the state House of Assembly elections. According to him, three petitions were filed against the Senate results declared by the electoral umpire, four for the House of Representatives while 14 petitions were received for the state House of Assembly results. Justice Oritsejafor noted that the number of petitions filed before the tribunal underscores the need for the expeditious hearing and determination of all petitions within the time frame provided for the determination of the petitions in the Electoral Act.

Following reports of the growing rate of insecurity recorded in most states, the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has called for the immediate overhaul of the country’s security architecture. This demand is contained in a statement issued on Monday and signed by its spokesman, Mr. Fortune Obi, said the immediate declaration of state of emergency was necessary because “the security networks as presently constituted have lost their value and focus. “We demand an immediate declaration of a state of emergency and overhaul of the nation’s security apparatus. “The growing rate of insecurity in the land has become a nightmare. Daily stories of killings in states, especially Borno, Zamfara, Kaduna, Sokoto, Yobe and Adamawa

saturate the mass media. “The Boko Haram sect and violent herdsmen have been notorious for blood shedding and destruction of property of innocent victims. We condemn in totality these atrocities and find the situation highly unacceptable.” While lamenting that the activities of the groups was putting Nigeria in a negative perspective and scaring prospective investors away, the union appealed to the federal government to apply the same level of force used in curtailing the activities of MASSOB, OPC, MEND and lately IPOB in dealing with current security challenges that had led to the wanton destruction of lives and property. Furthermore, PENGASSAN recalled that it was reported recently that Boko Haram hijacked a commercial bus conveying passengers from Port Harcourt and killed them, adding that “this occurrence and other related activities have made travelling

through Nigerian roads, including the EastWest Road in Rivers a nightmare. “The police in reaction to this, declared a state-of-emergency on the Rumuji, Ndele, Rumuekpe axis on April 28.” It said that the story was not different in Lagos state with extra-judicial killings now the order of the day in the state with the existence of notorious cult groups cutting down lives at no provocation which have made citizens around the Ikorodu axis to live in constant fear. “The existence of these criminalities suggest leadership failure. That is why we call for a systematic mop up of arms and ammunitions illegally acquired by politicians in the build-up to the general elections, especially now that the electoral process is over,” it added. A former corps member from Edo state, Mr. Aimuan Endurance, has sent a protest letter to the Secretary to the Government of the Federation (SGF), Boss Mustapha, over his alleged exclusion from the recent federal government’s list to deserving corps members who excelled during service in their state of primary assignments. President Muhammadu Buhari had last Friday presented awards to 168 ex-corps members at the combined 2015/2016/2017 President’s NYSC Honors Award held at the State House Banquet Hall, Abuja. President Buhari, who was represented by Vice President Yemi Osinbajo, also announced automatic employment to the awardees into the federal civil service and scholarships up to doctorate level in any Nigerian universities. But, Mr. Aimuan Endurance, who graduated from the Ambrose Alli University, Ekpoma, Edo state and bagged the Bayelsa state best corps member award for initiating and completing 16 community development projects during his mandatory one -year service between 2016/2017, in the protest letter dated May 1, 2019 and addressed to the Secretary to the Government of the Federation (SGF), Boss Mustapha, stated that instead of being included in the list of beneficiaries, one Otto Chimenemem, who came second in Bayelsa state with six development projects received an award from the federal government.

Varsity condoles family of student killed by phone thieves Isaac Job, Uyo

Authorities of the Akwa Ibom state University have expressed their condolences to the family of a student, late Emem Samuel Jimmy, who was shot dead last weekend by a notorious gang of phone snatchers along Ikot Okoro Road, near Obio Akpa campus of the university. Until the fatal shooting, the victim was a 200 level student of the political science department of the institution. He was shot dead on Wilson Idiong Street in Obio Akpa close to the university sub -campus in Oruk Anam council area of the state. Eyewitnesses said that fracas ensued between the phone snatchers and the late student when the deceased attempted to resist gunmen from snatching his phone before he was shot dead. In a statement signed by the Head, Directorate of Information, Public Relations and Protocol of the University, Mr. Akaninyene Ibanga, said the victim was rushed to hospital immediately for treatment as the institution took over the payment of his medical bills in an attempt to save the life of the deceased, but regrettably, he died in the process of receiving medical attention.

UniJos female student, 23, found dead in hostel Kingsley Chukwuka, Jos The police in Plateau state has confirmed the death of a female 200 level student of the University of Jos, who was found dead in her room. The deceased, 23- year- old Mercy Naan was occupying Room 23 at the Naraguta Zion Hostel, University of Jos. Police say students raised the alarm when they perceived an unusual odour coming out of the deceased’s room. According to a statement by the Police Public Relation Officer, Tyopev Matthias, the corpse of the female student has been deposited at the mortuary while an autopsy

is being carried out to determine the cause of death. The statement reads: “On May 5 at about 1530hrs, the Angwan Rogo Police Division, Plateau state Command, Jos, received a distress call from the security department, University of Jos to the effect that on same date at about 15OOhrs, some students of the institution raised an alarm over an unusual odour coming out from Room number 23, Zion Hostel in Naraguta, University of Jos. “After the report, a combined team comprising of the police, the university’s security and the medical personnel of the university mobilized to the scene of crime. “On arrival, the suspected hostel door was forced open and the motionless body

of one Mercy Naan (f’), a 23- year- old 200 level student from the department of marketing was seen and recovered to the university clinic. “She was confirmed dead by the medical doctor on duty at the university clinic and her corpse has been deposited at the anatomy mortuary of the same university for autopsy. “Preliminary investigation further revealed that Miss Mercy was reported missing by her parents to the Security Department, University of Jos on May 3. Meanwhile, the detectives of the Plateau state Police Command have since commenced investigations to unravel the mystery behind the unfortunate death.”

Operatives of the National Drug Law Enforcement Agency (NDLEA) in Delta state have confiscated 10, 000 bags of Cannabis, popularly known as Indian hemp in Kwale, Ogume and other communities in the state during its routine intelligence operations. Commander of the NDLEA Delta state Command, Chidi Obiefulu, who confirmed this to journalists, said the bags of Cannabis were uncovered and confiscated during operations conducted by operatives of the command, adding that the suspects arrested in connection with the weed and who claimed to be farmers are currently being prosecuted. Our correspondent recall that few days ago, the NDLEA had destroyed over 89, 652 kilogrammes of Indian hemp in Ogwashi Uku Community with the anti-drug agency regretting the high rate of recruiting indigenes of the state as workers in farms cultivating Indian hemp.

Buhari to inaugurate 17 projects at UNIZIK’s 13th convocation

President Muhammadu Buhari will on Friday inaugurate 17 projects and lay the foundation for 16 others as part of activities to mark the 13th convocation of the Nnamdi Azikiwe University (UNIZIK), Awka, Anambra state. Vice-Chancellor of the institution, Prof. Joseph Ahaneku, on Monday disclosed this while addressing newsmen on activities mapped out for the convocation ceremony in Awka. Buratai charges media to cross-check facts Short News Chioma Joseph, Lagos Chief of Army Staff, Lt. – Gen. Tukur Buratai, has advised media practitioners to verify information at their disposal before they are published or aired. Buratai gave the advice during the commissioning of completed projects at the 68 Nigerian Army Reference Hospital, Yaba, Lagos and other army formations in the state. He said some reports especially, those carried on social media, propagate and eulogize terrorists, bandits and other criminal elements in the country at the expense of national security and the lives of troops. According to him, some non- governmental organizations also engage in the deliberate misinformation of the public for reasons best known to them. “Some media outfits especially, the social media where we have a lot of challenges, propagate or eulogizes the terrorists, the bandits and other criminal elements at the detriment of our national security and the lives of our gallant troops that are deployed in various areas of

operation. “We call on the media to be very cautious, to be very careful in disseminating or reporting certain incidents or certain issues without proper verification. “Also, there are some non-governmental organizations that for one reason or the other or for their selfish gains take issues they don’t verify without confirmation from the army authorities and they go and publish it on the social media and it spreads,” Buratai stated. According to the army chief, the projects being commissioned were embarked by the army high command in order on to improve the welfare and morale of serving officers and men of the force. He said that “we commissioned some projects and inspected ongoing projects. You know that our effort to improve on the welfare of our officers and men has been at the uppermost part of our minds and indeed, our activities. I will urge you to ensure that these facilities are kept neat at all time. Let me assure you that we will continue to improve on our facilities. “Accommodation is a major issue here, both for officers and men, but we will continue to see

how we will improve on them. We are renovating a lot of blocks for officers and men, and we are reconstructing more to enable us develop such facilities and accommodate more of our troops that we will be recruiting and commissioning.” Similarly, Buratai asserted that the army is taking proactive steps to improve the welfare of the families of soldiers who died in active service, adding that “we are also having a lot of welfare projects for the widows of our fallen heroes; we have a project called Barracks Initiative Investment Programme, which is targeted at widows, barracks youth and members of their family as well. “We have the Super Green Securities Nigeria Limited which is a security outfit of the army. We have the army farms and ranches that is also, absorbing the barracks youth, the widows and the orphans. “We have also continued to sponsor all the children of deceased personnel from primary to university level. This is a standing programme that has been ongoing and we will continue to do that because their bread winners served this country and paid the ultimate price and we will not leave them.”

Expressing fears that the country may be sliding into anarchy because of the rising wave of crime and criminality, said they were concerned about the unabating insecurity situation across the state and the nation, and urged the federal government through the security agencies to swing into action by adopting decisive strategies to curtain the activities of criminals. Addressing journalists after their monthly meeting, the Chairman of the Delta state Traditional Rulers Council, Obi Emmanuel Efeizomor 11, said that “we condemn the attacks and killings of innocent Nigerians in Kastina, Zamfara, Kaduna, Benue and other flash points across the country. “We are worried by the increasing insecurity and lack of value for human life. Let the Judiciary be Andrew Orolua As the struggle to upturn the decision that removed Justice Walter Onnoghen as the Chief Justice of Nigeria (CJN) ranges on, a Non Governmental Organisation have approached the Federal High Court Abuja seeking to inhibit the appointment of Justice Ibrahim Tanko Muhammad as the Chief Justice of Nigeria. Code of Conduct Tribunal last month, in its judgment legally removed Justice Walter Onnoghen as the Chief Justice of Nigeria (CJN) even though he had resigned his appointment as a judicial officer, two weeks earlier before the judgment . Even before the judgment, the fact that he was put under suspension on January 23, 2019 robbed him the powers to exercise authority as the Chief Justice of Nigeria. So it can be said that in the past five months the Judiciary has no substantive head. Until his appeals before the Court of Appeal, Abuja Division and possible appeals at the Supreme Court are legally resolved, the order of the Code of Conduct Tribunal confiscating his property can not be said to be final. What is final for now, is that Justice Onnoghen will never return as the Chief Justice of Nigeria following two occurrences or events. First, the fact that he remain suspended by President Muhammad Buhari who is yet to consider the recommendations of the National Judicial Council (NJC) disciplinary committee. Secondly, by his own resignation Justice Onnoghen ceased to be a judicial officer. These facts are now clear to keen observers of the emerging developments that are reshaping the Judiciary or worsting its already bad image on the eyes of the public. Though, not detached from happening and scheming between different groups within the Judiciary , the recent suit by the Board of Incorporated Trustees of Malcolm Omirhobo Foundation against the National Judicial Council(NJC), Federal Judicial Service Commission (FJSC), Justice Ibrahim Tanko

Muhammad , Government of the Federal Republic of Nigeria, President Muhammad Buhari, Attorney General of the Federation (AGF) and Senate of the Federal Republic of Nigeria. It is difficult to understand real motive of the plaintiff or whether the objective of the suit is to advance the cause of the Judiciary. However, one thing look certain .Assuming that all the appeals filed by Justice Onnoghen progresses to the apex Court, it will take not less than five years to resolve them. Between now and the next five years are we saying that the Judiciary can afford to operate without a substantive head, in a country where the two other arms of government continues to oppress it and in most obvious situation have tried to subdue it even in the face of the Constitution of the Federal Republic of Nigeria 1999 as amended that guaranteed each arms of the government independent. Chief Malcom Omirhobo who brought the recent action as a human rights lawyer, may have the locus standi to file the fresh suit at the Abuja Division of the Federal High Court seeking to bar President Muhammadu Buhari from appointing Justice Ibrahim Tanko Muhammad as the substantive Chief Justice of Nigeria CJN. National Judicial Council (NJC) at the weekend extended the appointment of Justice Ibrahim Muhammad as the Acting Chief Justice of Nigeria by three months following the directive of the presidency. But, in the suit marked FHC/ABJ/ CS/420/2019, the plaintiff is praying the court to declare that Justice Muhammad who is currently the most senior jurist at the Supreme Court, is unfit to replace the sacked CJN, Justice Walter Onnoghen. Omirhobo is also praying the court to declare that the Acting CJN, Justice Muhammad, having made himself available as a tool that was used in the violation of the Constitution, especially with regards to the “illegal” removal of the former CJN, is therefore not a proper and

fit person to be recommended for appointment to head the judiciary. It is the contention of the plaintiff that the Acting CJN conducted himself in a manner that reduced the confidence of the public in the integrity and impartiality of the Judiciary. The 1st to 7th defendants in the suit were the National Judicial Council (NJC), the Federal Judicial Service Commission(FJSC), the Acting CJN Justice Ibrahim Muhammad, the Federal Government of Nigeria, President Buhari, the Attorney General of the Federation, and the National Assembly. The plaintiff, among other things, urged the court to declare that the suspension and/ or removal of a CJN from office, is a shared responsibility of the 1st Defendant (NJC), the 5th defendant (Buhari) and 7th Defendant (National Assembly). He argued that President Buhari lacked the Constitutional powers to unilaterally suspend and/or the removal a sitting CJN from office, as was done in the case of Justice Onnoghen. He further prayed the court to declare that by combined interpretation sections 1(1 ) (2), 231(4), 292(1)(a)(i)(b), 153(1)(i), 158(1) and paragraph 21 (a)(b) of Part 1 of the Third Schedule of the 1999 Constitution, as amended, “it is unlawful and undemocratic for the 4th and 5th Defendants (Federal Government and President Buhari), to declare the office of the CJN vacant on January 25, 2019 and consequently appoint and swear in the 3rd defendant as the acting CJN”. He, therefore, applied for a court order to restrain the National Assembly from confirming any appointment of Justice Muhammad as the substantive CJN. Likewise, for, “An order, compelling the 2nd Defendant (FJSC), to select and the 1st defendant (NJC), to recommend the most qualified Justice of the Supreme Court of Nigeria that is fit and proper, to the 5th defendant, for appointment to office of the CJN, and for the confirmation of the 7th defendant with a two-thirds majority vote”. Aside praying the court to bar President Buhari from appointing Justice Muhammad

as the substantive CJN, the Plaintiff, in a 65-paragraph affidavit he filed in support of the suit, stressed that unless restrained by the court, the Executive Arm of Government would continue to violate the extant provisions of the Constitution and sanctity of the judiciary. Justice Inyang Ekwo who the matter was assigned to, has heard an exparte application brought by the plaintiff who sought the following orders: An order asking the court to restrain President Muhammadu Buhari from appointing Justice Ibrahim Muhammad as the CJN. The plaintiff also asked the court to stop Justice Muhammad’s appointment as CJN, pending the hearing and determination of the motion on notice filed by the foundation. They also asked for an order of interim injunction restraining the Senate of the Federal Republic of Nigeria (7th defendant) from confirming the appointment of Justice Muhammad as CJN pending the determination of the substantive suit challenging his appointment. In his ruling on the exparte motion , Justice Ekwo said that haven read through the affidavit in support of the motion sworn to by Chief Malcolm Emokiniovo Omirhobo,he was of view that: “None of the prayers made on this motion exparte can be granted in the absence of the defendants”. The judge therefore ordered the National Judicial Council (NJC), Federal Judicial Service Commission, Justice Muhammad, Federal Government, President Buhari Attorney General of the Federation and the Senate, who are the first to seven defendants in the motion to be put on notice to show cause why the plaintiff prayers should not be granted. Nigerians are demanding a fearless and corrupt free Judiciary that will put the country on the path of justice. The earlier the Judiciary achieve the objective of dispensing true justice without favour and delay, the better for this country. Let the Judiciary be.

Election postponement: inec and the law By: Dinne, Israel Chukwuemeka Esq. 08068613825 Abuja Election postponement is one of the many challenges facing the Nation’s electoral system. Election postponement comes in various forms and degrees such as rescheduling or cancellation of an election. This article was borne out of the recent postponement of the just concluded 2019 general election by the Independent National Electoral Commission (INEC). This is sui generis because, the postponement came barely 5hours to the opening of the poll. The Electoral umpire postponed the election under the guise that, delays in transporting electoral materials, rather than external pressure was the reason Nigeria’s 2019 general election were postponed. In further justification of the postponement, the Chairman of the Commission stated that the decision was entirely taken by the commission. It has nothing to do with security, nothing to do with political influence, nothing to do with availability of resources. The electoral umpire therefore took this decision solely, regardless of the near complete distribution of election materials, the posting of electoral observers and reporters. This article questions the rationale behind the

sole handling of the postponement aspect of an election by the Commission. The relegation of the key players in the election to the background and timing of the postponement (if any). What the law says about postponement of an election. The Electoral Act, 2010 made provision for the issue of postponement of an election, however the question is how adequate is this provision? Section 26 (1) of the Act(1) provides that where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the Commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election, provided that such reason for the postponement is cogent and verifiable. The above provision in my view did not do justice to the critical indices that ought to be considered before the postponement of an election in a geographical setting like Nigeria can be made. The Commission should not have the final determination on the issue bothering postponement of any election in Nigeria. The key players in any election especially the political parties, the observers, the security

and the media are necessary contributors to the credibility of any election anywhere in the world. The two key issues which shall play a crucial role in the postponement of any election are well captured by the Act. The Act provides in part under s.26(1) thus ...and there is reason to believe that a serious breach of the peace is likely to occur. The critical question to ask is, in whose mouth or authority does it lye to determine whether there is a serious threat to the breach of peace. It is my submission that to determine the issue of breach of peace, the Commission alone cannot make an informed decision in this aspect without involving critical stakeholders listed above. There is need for proper consultation thereto. Again, the Act provided thus... or it is impossible to conduct the elections as a result of natural disasters or other emergencies. This paragraph is divided into two arms, first is when there is a natural occurrence such as earthquake or flooding. The second arm which appears to be under the guise wherein Prof. Yakubu led INEC postponed the 2019 general election (in cases of emergency) is still not justifiable. Recall in the second paragraph of this article, the Commission attributed the reason for postponement of the 2019 election to the delays in the distribution of the electoral materials. You now ask, does delay in the

distribution of electoral materials fall within the considerable indices allowable by the Electoral Act 2010 as preconditions that must be considered before any postponement in any election in the country can occur. The answer is definitely in the negative. May I state that the dangers associated in leaving the issue of election postponement in the sole hands of INEC needs not to be over flogged. We must understand that the job of the conduct of an election is a strenuous task, and if left only in the hands of the Commission, it might suffocate it. I therefore call for the further amendment of the Electoral Act, 2010, especially section 26 of the Act, in order to accommodate the key players in an election including and where necessary, pressure groups. Except in cases of emergency, postponing an election should not be an 11.59game; it is something that should be done some days to or even few weeks to the date slated for the election. By so doing, a repeat of the 2.30am announcement of the February 16, 2019 by the Commission would have been nipped in the bud. Elections play critical role in the development of any legal system because it is the systematic process which ushers in new leaders. Such process requires continuous and constant purification. Our democracy can only thrive where there is proper consultation before a decision is taken. See you next week.

NSE: Market capitalisation sheds N6bn on first trading day Temitope Adebayo Trading on the Nigerian bourse opened for the week on Monday on a negative trend with the market capitalisation dropping by N6 billion or 0.05 per cent to close at N10.973 trillion against N10.979 trillion on Friday. Also, the All-Share Index which opened at 29,212.00 lost 15.13 points or 0.05 per cent to close at 29,196.87. The performance was influenced by price depreciation in medium and large capitalised stocks, among which are, Mobil Nigeria, Cement Company of Northern Nigeria (CCNN), Guaranty Trust Bank, UACN Property and Ikeja Hotel. Analysts at United Capital Limited noted that “Looking ahead, we expect activities in the local bourse to remain tepid in absence of positive triggers that could spur massive buying interest. “However, we do not rule out the possibility of intermittent gains in the market on the backdrop of bargain hunting of stocks with relatively cheap prices.” NEM Insurance recorded the highest price gain of 9.95 per cent, to close at N2.43 per share. Courteville Business Solutions followed with gain of 9.09 per cent, to close at 24k, while Chams appreciated by 8.89 per cent to close at 49 per share. Regency Alliance Insurance and Sovereign Trust Insurance went up by 8.70 per cent each to close at 25k per share, respectively. Conversely, UACN Property Development led the losers’ chart by 8.93 per cent, to close at N1.53, per share. Ikeja Hotel followed with a decline of 8.57 per cent to close at N1.60, while Goldlink Insurance declined by 8.33 per cent to close at 33k per share. Japaul Oil & Maritime Services declined by 7.69 per cent to close at 36, while CCNN down by 3.47 per cent, to close at N15.30 per share. Total volume traded went down by 23.93 per cent with an exchange of 271.08 million shares valued at N1.49 billion traded in 3,814 deals. This was against a turnover of 356.33 million shares worth N2.31 billion transacted in 4,270 deals on Friday. Japaul Oil was the toast of investors with 58.61 million shares worth N23.4 million. United Bank for Africa (UBA) followed with 36.99 million shares valued at N244.78 million, while Courtville sold 30.68 million shares worth N7.36 million. Access Bank traded 23.62 million shares valued at N163.28 million, while Transcorp transacted 17.16 million shares worth N21.38 million.

Smuggling of textiles into Nigeria gulps over $2.2bn annually - CBN Motolani Oseni The Central Bank of Nigeria (CBN) on Monday has said that it costs the nation above $2.2 billion to smuggling of textiles goods alone annually. The CBN Governor, Godwin Emefiele, made this disclosure while delivering a keynote address on Monday in Katsina, during the flag -off of the distribution of high yielding cotton seeds and other farm input to cotton farmers. Emefiele, also, noted that Nigeria currently spends about $4 billion on the importation of textile materials and ready-made clothing annually. The apex bank in a bid to

encourage local textile production, revive Nigeria’s moribund cotton, and garments sector, has, however, threatened to blacklist individuals, banks and companies involved in illegal textile importation. According to him, we must reverse these trends, and in doing so, the CBN is currently gathering data about, and investigating the accounts of individuals and corporate organisations involved in smuggling and dumping textile materials into the country. “This investigation is also being extended to the 42 other items restricted from FOREX in Nigeria. “After our investigations, the names of these individuals will be publicised and will be barred from conducting any banking

business with companies or their operators”, he said. The CBN governor, who opened the distribution of the seeds said the exercise will help improve cotton production in the country from about 80,000 tonnes in 2018 to over 300,000 tonnes by 2020. He explained that with a projected population of over 190 million in Nigeria, that the needs of the domestic market are huge and varied with immense prospects for growth of the domestic textile industries. He, however, said that cotton, textiles and garment sectors had been in difficulty in the past 20 years. Emefiele added that farmers and processors have had to deal

with low-quality seeds and rising operation cost, weak sales due to high energy costs of running factories and poor access to finance. According to him, with the provision of seedlings to over 100,000 farmers cultivating over 200,000 hectares of farmlands, we expect production of cotton to be high. ‘’These measures will help to improve cotton production from 80,000 tons produced in 2018 to over 300,000 tones by 2020. ‘’We also believe that these steps which we are embarking on today, will not only resuscitate this vital sector but will also help to support our efforts at creating jobs for a large number of Nigerians”, he said.

Azman Air violates regulation, flies into closed Kebbi airport Chukwuemeke Azman air has violated the Nigerian Civil Aviation Authority (NCAA) regulation by flying into the closed Kebbi airport over the weekend. The airline it was gathered, flouted the Notice To Air Men (NOTAM) issued last week by the Nigerian Airspace Management Agency (NAMA) to all operating airlines in the country warning them not to fly into Kebbi and Gombe airports following over N800 million debts owed the

Federal Airports Authority of Nigeria (FAAN). Investigation revealed that Azman air flew into Kebbi airport on Friday and Sunday putting the lives of passengers on board at risk as none of the passengers was screened as the aviation security personnel have been withdrawn from the airport. A reliable source told Daily Times that the airline disregarded the NOTAM to fly into the Kebbi airport without fire cover putting the passengers in danger. It was gathered the air traffic controller informed the pilot

about the closure of the airport without fire cover and aviation security personnel at the but the pilot still went ahead to land the aircraft without the services of FAAN. The general manager public affairs NCAA, Mr Sam Adurogboye told Daily Times that the organisation has reached out to the Kebbi airport and investigation was ongoing to determine the sanction to be taken against the airline. But aviation experts have frowned at the action of pilot saying it was a violation that

warranted sanctions and urged NCAA to take action immediately. Before the airport was closed May 1, FAAN got NAMA and NCAA informed about the debts owed the agency by two airports, Gombe and Kebbi and the intention of FAAN to sanction the airport and NOTAM was issued to effect the closure. Kano, Port Harcourt airports on course for certification – FAAN Chukwuemeka Iwenlumo The Federal Airports Authority of Nigeria (FAAN) says it has fulfilled all necessary requirements for the certification of the Mallam Aminu Kano International Airport, Kano and Port Harcourt International Airport, Omagwa, in the next few months. General Manager, Corporate Affairs, FAAN, Mrs Henrietta Yakubu disclosed this on Monday in Lagos. Yakubu said this followed the successful certification of the Murtala Muhammed International Airport, Lagos and the Nnamdi Azikiwe International Airport, Abuja in 2017. She said “Sometime late last year, a team from the International Civil Aviation Organisation (ICAO) visited Nigeria to

conduct an airport audit.” It is from that audit that we now have a checklist of open items which we will now try to close up. “After we have closed all the open items, then ICAO will give us the go-ahead for the certification of the airports, but I can assure you that we are still on course. “Mallam Aminu Kano International Airport will soon be certified. Not too long after that, we will certify Port Harcourt. Forte Oil records 14.3% increase in PAT to N3.39bn in Q1 Moptolani Oseni Forte Oil Plc has reported an increase of 14.3 per cent profit in its unaudited group financial statements for the period ended March 31, 2019, to N3.39 billion from N2.96 billion reported in the first quarter (Q1) in 2018.

A leading player in the downstream sector recorded a 50 per cent increase in the group revenue from N28.4 billion in Q1 2018 to N42.6 billion posted in Q1 2019. This was driven by a 48.9 per cent increase in the Fuels business (white products & ATK) to N38.5 billion and a 21.1 per cent rise in its Lubricants & greases business to N4.2 billion.

The group’s gross profit increased by 22.2 per cent from N2.51 billion in the first quarter, 2018 to N3.06 billion in Q1, 2019 despite cost pressures arising from Cost of sales which rose by 52.7 per cent to N39.5 billion in Q1, 2019 from N25.9 billion in Q1,2018. Furthermore, earnings per share declined by 68.1 per cent, to 13 kobo in Q1 2019 from 41 kobo in erstwhile Q1 2018.

The EPS declared by the Group was based on Total Profit after tax to ordinary shareholders only which declined by 68.12 per cent to N172.1 million in Q1 2019. However, The Board of Directors has proposed a special dividend of N1.15 per share from the proceeds of the divestments of the subsidiaries of the company to its shareholders.

Obasa, Abiru seek prayer for peace, love in Nigeria, Lagos at Ramadan Alade Tasma The Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, and the Chief Whip, Hon. Rotimi Abiru have enjoined Nigerians, particularly Muslims, to use the Ramadhan period to pray for peace and love to continue to reign in the country. Obasa in his Ramadhan message said, “The Ramadhan period calls for sober reflection for all of us. It is a period that calls for us to move closer to God and we should not relent in our prayers for peace and love to reign in Nigeria,” the Lagos Assembly Speaker, who is also Chairman of Conference of Speakers of State Legislatures of Nigeria, said. Rt. Hon. Obasa gave this as advice in his message greeting Muslims for the commencement of the Ramadhan (fasting) released and signed by his Chief Press Secretary, Musbau Rasak. According to him, “It is a period for us to be tolerant of each other. Ramadhan goes beyond abstinence from food, drinks and sexual intercourse alone. It is also the period for us to be reinvigorated and reinvest ourselves spiritually. We should continue to pray for continuous peace and love in the country,” he said. Rt. Hon. Obasa urged Nigerians to remain security conscious by being vigilant at all time. “We have to assist security agencies in combating crimes by being vigilant at all times. We should refrain from utterances and actions that can cause breach of peace in the society. The lawmaker who is representing Shomolu Constituency 02 at the State Assembly explained that the state of security in Nigeria calls for prayer. “I believe with prayer and the efforts of our security agents, the wicked activities of kidnappers, Boko Haram and other forms of criminality will be solved.” The Lawmaker noted that “this is the period Muslims should use to pray mostly for peace, unity and prosperity of the country,” noting that the swearing in of another administration coincidentally falls in the holy month of Ramadan. Libya’s Haftar urges troops to ‘wipe out’ military opponents Libyan strongman Khalifa Haftar urged his soldiers to teach unity government forces an “even harder lesson” after launching an offensive to capture Tripoli - an attack that so far has been repelled. Haftar’s Libyan National Army (LNA) began the assault on April 4 aimed at deposing the internationally recognised government from the capital. That set off another deadly escalation in a country mired in violence since the fall of dictator Muammar Gaddafi in 2011. Haftar urged his troops to “uproot” opposing forces from “our beloved

country” in a message late on Sunday. “Officers and soldiers of our armed forces and affiliates, I greet you during these glorious days and call on you to inflict on the enemy, with your force and determination, an even harder and bigger lesson than before,” Haftar wrote in a message read out by LNA spokesman General Ahmad alMesmari. Forces backing the Government of National Accord (GNA) recently launched a counter-offensive against the LNA, leading to a stalemate on the southern outskirts of the capital. Haftar’s message also vowed that “in the event of a retreat by the enemy,

troops should pursue it with speed and force, prevent it from fleeing and wipe it out” with support from LNA air forces. “Respect the lives of citizens and their goods,” the message added. “Carry out the orders of this letter and those of your superiors.” The strongman’s message came just hours after the United Nations mission in Libyacalled for “an extendable oneweek humanitarian truce” to mark the beginning of Ramadan. The GNA’s status with world powers, meanwhile, is increasingly shaky. US President Donald Trump, in a

phone call with the LNA’s leader last month “recognised Field Marshal Haftar’s significant role in fighting terrorism and securing Libya’s oil resources”, according to the White House. Closer to home, Haftar is backed by Egypt and the United Arab Emirates. Since April 4, fighting between the LNA and forces backing the GNA has killed at least 432 people, wounded 2,069 and displaced more than 50,000, according to the UN. The North African country has been in a state of chaos since the long-time leader Gaddafi was toppled in 2011 with Western intervention.

Ramadan: TUC salutes Muslim faithful

NSITF: NLC comes hard on Ohaneze over Ngige’s defense have any tinge of ethnic or Stories: Ukpono Ukpong, not religious colouration. We are, Abuja therefore, surprised at the recent The Nigeria Labour Congress (NLC), has taken the leadership of Ohaneze in the Federal Capital Territory to the cleaners over what they termed as the defense of the “less than honourable conduct” of the Minister of Labour and Employment, Dr. Chris Ngige, over the matter of the Nigeria Social Insurance Trust Fund (NSITF). Disparaging the group for trying to apply ethnic sentiments to the issue, the NLC General Secretary, Dr. Peter Ozo-Eson, said the Congress being a pan Nigerian organization with a reputation for conducting itself dispassionately and for speaking truth to power is populated by workers from all religious and ethnic orientations and can never play the sectarian or ethnic card. He however warned that gone are the days when a public officer will commit an offence or steal public money and then hide under ethnic or religious banner for protection. “Our attention has been drawn to a statement published in the Vanguard of 2nd May 2019 and The Nation of 3rd May 2019, and credited to the FCT Chairman of Ohaneze, Federal Capital Territory, one Odozi Nwodozi, in the defense of the less than honourable conduct of the Minister of Labour and Employment, Dr. Chris Ngige, over the matter of the Nigeria Social Insurance Trust Fund (NSITF). “The facts of what have transpired between Nigerian workers and the Minister of Labour are in the public domain. The issue at stake does

borrowing of ethnic voices in the defense of the Minister of Labour and Employment. “As sad as this new low by the Minister and his hired voice is, we must remind the Minister that gone are the days when a public officer will commit an offence or steal public money and then hide under ethnic or religious banner for protection.” He noted that the decision to engage the Minister of Labour was taken at the recently held NLC’s 12th National Delegates Conference after all efforts including quiet persuasions from the NLC, the advice of the national leadership of the political party to which Dr. Ngige belongs and even a straightforward directive by Mr. President himself failed to make the Minister of Labour see reasons and do the needful. The NLC’s scribe further noted that it was not the first time that Organized Labour was engaging “less than altruistic Labour Ministers” adding that “Comrade Adams Oshiomhole engaged very robustly a former Minister of Labour, Chief Alabo Tonye Graham Douglas over some of the latter’s anti-labour positions despite the fact that they are from the same geopolitical zone. “During the time of Comrade Hassan Sunmonu, the then Minister of Labour, J.M. Johnson was engaged robustly on labour issues. Mr. Johnson never resorted to ethnic jingoism for cover. It is most unfortunate that Dr. Chris Ngige is the first Labour Minister to introduce ethnic colouration as an escape route from the smoke of industrial disquiet emanating

from a fire entirely stoked by him. Even workers from the village of Dr. Chris Ngige had protested against the stand of the Minister on this matter.” He said While reiterating the Congress deep respect for Ohaneze as a pan Igbo socio-cultural organization, he stressed that it was, however, unfortunate that somebody in the lower cadre of Ohaneze leadership could be seduced to misuse his position to achieve the narrow objectives of a politician. “We urge the national leadership of Ohaneze to be wary of such characters who are not only to tarnish but also to destroy the good image that Ohaneze has built for itself over the years. “We wish to candidly advise the Minister to quit using the press to malign the people he should be protecting. The way and manner that Dr. Chris Ngige is going about this NSITF issue clearly shows that he has a lot to hide and there is a lot he is not willing to tell Nigerians. The Minister should stop twisting the truth as most Nigerians are in the know of what he has been doing with the NSITF. “We urge the Minister of Labour and Employment to redeem whatever is left of his image by inaugurating the NSITF board under the chairmanship of Chief Frank Kokori without further delay. Finally, for the benefit of Nigerians who are unaware of the intrigues of the Minister of Labour to keep the NSITF under his Sole Proprietorship, we challenge him and other stakeholders to an electronic media debate on this matter so that the truth can be exposed.” Said Ozo-Ezon.

The President, Trade Union Congress of Nigeria (TUC), Comrade Bobboi Kaigama, has felicitated all Muslims faithful on the special occasion of Ramadan, a month long fast observed by the over 1.6 billion Muslims worldwide, even as he observed that the spiritual exercise is one of the five pillars of Islam, which also include prayer, charity and total abstinence from all activities that gratifies the body. Comrade Kaigama stressed that it was never enough to deny ourselves food, water and sex for one month, only to return to looting and sponsoring communities against themselves “World over people know that Nigerians are very religious people. We adhere to virtually all spiritual activities (including peganism) but we never get to practice what we are taught. How then are we trying to perfect your relationship with our creator? Our problem is that we have a form of godliness but we deny the power thereof. That is hypocrisy. “From the president to the councilor and ward chairmen/ women belong to a particular

religion but how have we fared as a country? Isn’t it obvious that we are deceiving ourselves and taking the grace of God for granted? In Nigeria political office holders swear by either the Quran or Bible/ pray at the beginning of every meeting but lie throughout. “We are spiritual beings housed in a physical container, we must not allow this physical body dominate our narrative. This is the time to focus as much as possible on our creator. This is a time to be patient and yielding. It is an opportunity to have a month long discourse with the creator. It is very, very personal. We must use this period to match our words with action. “When we reflect on Ramadan it should remind us that as a country we need to be upright and honest if we must measure up with other nations of the world. We all should understand that our purpose in life here is to live in obedience to our Creator’s will and make other people happy.” He said Furthermore, Kaigama added that for Nigeria to come out of her doldrums Nigerians must allow spiritual exercises like this to impact on them.

Perm Sec charges labour officers to be good ambassadors of the ministry The Permanent Secretary, Federal Ministry of Labour and Employment, Mr. William Alo, has called on the newly recruited Labour Officers to be good ambassadors wherever they are called to represent the Ministry. Mr. Alo, made this call in Abuja, during the flagged-off of a 2-day Induction Programme for the newly recruited Labour Officers in the Ministry. Represented by the Director Human Resources Management, Alhaji Ibrahim Ajibola, Alo said the essence of the workshop was to educate the officers in the discharge of their duties and equip them to be at their best in the pursuit of their chosen career in the Federal Civil Service.

He however urged them to be knowledge driven, dedicated, diligent, honest in the discharge of their duties and aspire to promote the image of the Ministry, while noting that their inputs are relevant to promoting and achieving the Agenda of the present administration. Earlier, in her remarks, the Director, Trade Union Services and Industrial Relations, Mrs. Omoabie Akpan, welcomed participants and enjoined them to erase any wrong impression they might have had about the Civil Service, being a place for third class and the never do well. She added that, the Officers must determine to add value to the Service, to make their stay worthwhile.

Gernot Rohr: Samuel Chukwueze right to dump U-20 for Super Eagles Super Eagles’ Technical Adviser Gernot Rohr has hailed the decision of the Villarreal of Spain wing attacker Samuel Chukwueze to play for the Super Eagles despite being eligible to play for the Flying Eagles in the FIFA U-20 World Cup holding in Poland. Chukwueze who has turned to a beautiful bride who is also eligible to play for the the Olympic Eagles. He was invited to the U-20 national team to strengthen the team. The Villarreal striker has the tendency of playing for the 2019 AFCON in Egypt as well

The Swiss has been preparing for the Madrid Open this week, three years after his last match on the surface.
