‘Stop pitching Military against Nigerians’ Continued from page 1
Presidential and National Assembly elections led to the gruesome killing of over 30 innocent Nigerians in the Niger Delta as well as arbitrary arrest and detention of opposition figures, resulting in escalated insecurity in the region. National Publicity Secretary of PDP, Kola Ologbondiyan, in a statement on Thursday, berated involvement of the military in Electoral process. He said the deployment of soldiers for the 2019 general election, despite the extant ruling of the Supreme Court against such, is part of the grand plot by the All Progressives Congress (APC) to use the military to suppress opposition, instill fear in the citizenry and forcefully rig the elections. “Gen. Buratai’s outburst on Wednesday, that the Army will be ‘tough’ in its unconstitutional involvement in the conduct of elections,
particularly in the Niger Delta, the South East and the North Central, appears to be a licence to trigger-happy security agents to re-enact or even scale up their February 23 aggression against PDP figures in the March 9 governorship and State Assembly elections”, he said. The PDP urged Nigerians to note that following Gen. Buratai’s statement on Wednesday, soldiers on Wednesday night commenced a targeted manhandling and mass arrest of PDP leaders in Delta, Rivers, Akwa-Ibom and Bayelsa states. Ologbondiyan noted that “in Rivers State, PDP leaders are being tracked down, arrested and taken to unknown destinations. The State Commissioner of Education, Dr. Tam Gogo Jaja, who was picked up by soldiers attached to the Director General of the Buhari Campaign Organisation and Minister of Transportation, Rotimi Amaechi, is still being
held in an unknown facility. “Furthermore, compromised security agents have been hounding, arresting and detaining PDP figures in the North Central states of Kogi, Benue, Kwara and Plateau states ahead of the March 9 elections. “The PDP laments that the APC is pitching the military against Nigerians not minding the collateral damage that usually occurs whenever soldiers clash with civilians. “This is particularly given the fact that Nigerians in all PDP strongholds, spread across our country, are resolute in their resistance of any force that seeks to subvert their will at the March 9 elections”. The party asked Nigerians to call on Gen. Buratai to redirect his officers and men from participating in the March 9 election so as to avert any breakdown of law and order in any part of our country before, during and after the March 9 elections.
Tough time awaits thugs, ballot box snatchers - IGP Tunde Opalana, Abuja Ahead of Saturday’s governorship and State Assembly elections, the acting Inspector General of Police, Ibrahim Adamu Abubakar, has warned political thugs and would be ballot snatchers to steer clear of polling units across the country as they will meet their waterloo. He said the Nigeria Police as the leading election security agency has concluded security arrangements to frustrate persons with the intention of causing mayhem during the polls as he assured Nigerian voters, foreign and domestic election observers, INEC staff and ad-hoc official of adequate security. Speaking at a meeting of the Inter-Agency Consultative Committee on Election Security (ICCES) held at the INEC secretariat, Abuja on Thursday, the acting IGP said the Police have identified areas to be improved upon in Saturday’s election after a review of the February 23 Presidential and National Assembly elections. Warning politicians and sponsored thugs to jettison ideas of disrupting
election, Adamu said “this time will be very tough for you. You will never have the opportunity to do that again. “If you intend to disrupt the election, don’t come out at all”. The IGP called for the continuous cooperation and collaboration of all security agencies in the country with INEC to strengthen and deepen the country’s Democratic process. The National Security Adviser, Babagana Mongunu, said his office has for the first time in the history of election conduct in Nigeria deployed officers and men in all the 36 states and the Federal Capital Territory, Abuja. The NSA, who was represented by Sanusi Galadima, assured Nigerians and the international community of secured election on Saturday. “Saturday’s election will be more successful and be more secured than the previous one because we have been able to identify causes of infractions and marked flash points,”the NSA said. He said an election monitoring situation room has been opened in his office to coordinate
adequate security. Assuring of credible conduct of the polls, the National Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, said that Commission has overcome all Logistics problems and will conclude transmission of all election materials to local government today. He appealed to security agencies nationwide to provide right security to its staff, election materials and voters, while he assured voters to come out en mass without fear of molestation. Yakubu said certificate of returns will be issued to elected senators and members of House of Representatives next week Thursday at the International Conference Centre, Abuja. He, however, said certificate of returns will be issued to elected State governors of the 29 states where election will be conducted, 121 members of states Assembly in their states. Yakubu said INEC will continue to work with the IGP, and State Police Commissioners to prosecute all culprits arrested for different Electoral Offences during the February 23 polls.

PDP has questions to answer on squandered wealth – Buhari Mathew Dadiya, Abuja
President Muhammadu Buhari has said that the Peoples Democratic Party (PDP) still owes Nigerians explanation on how it expended the humongous resources that accrued to the country from oil sales between 1999 and 2014. Buhari said this on Thursday when he received the leadership of organised labour which came to felicitate with him on his electoral victory at State House, Abuja. The President said the current administration met a country with dilapidated infrastructure all round in 2015, and it calls to serious question what the party that was in power for 16 years did with the country’s earnings from oil, which reached a peak during the period. He said: “PDP has not successfully explained to the country what they did with the money. “There were no roads, no rail, no power. They said they spent $16 billion on power, but where is the power? The irresponsible expenditure of that period has not been explained, and Nigerians deserve an answer on that terrible mismanagement of the country.” The President thanked organised labour “for the support and patriotism you have shown during the presidential election, especially after the unexpected postponement. You and your members stepped in to support willing
Nigerians to exercise their civic and patriotic rights to vote. You intervened as patriots, and not for political, religious or tribal purposes. You simply did the right thing during a difficult period for many of us.” On what Nigerians can look forward to in the next lap of the journey, President Buhari said he would continue pushing the Change Agenda, “and remain focused on our core pillars of security, economy, and fight against corruption.” He urged organised labour to partner with the government to make the country peaceful, prosperous, and corruption free. Buhari recalling the negotiations that led to the approval of the N30,000 minimum wage, he said he had to asked the Minister of Labour and Employment, Chris Ngige, to remind the workers what his administration met on ground and what it has been able to achieve with minimal resources. President Buhari said: “During your negotiation with the minister of labour and when he briefed us in council on N30, 000 minimum wage. I gave an analogy of a mad woman, who went to fetch firewood but then she realised it was too heavy for her to carry, instead of reducing it, she added more. “I said, we are struggling to survive as a nation. You (workers) knew what this country was earnings between 2009 and 2015, you knew the
state of infrastructure when we came in, God gave them 16 years of unprecedented earnings. Multiply 2.1 million by $100 by 16 years. I don’t think the PDP has been able to successfully explain to Nigerians what they did with that money. Because some of the roads especially the main ones, from here to Onitsha, to Port Harcourt since PTF days not to talk of new ones... monies they earned from petroleum in 16 years. You know the rail was virtually gone and power, I asked, where is the power? They spent $16 billion on power and Nigerians are asking, where is the power? It was unprecedented, irresponsible expenditure. Most of you are unanswerable to Nigerians, I appealed to you through our mutual friend, the minister of labour to tell you where we found the country, where we are, and what we have been able to do with the resources available to us. “Oil Production from 2.1 million barrels per day went down to half a million. The militants were unleashed on this administration, and yet as confirmed by your leader, we had to ensure pensioners who were dying to collect their entitlements”. The leadership of organised labour comprising Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) led by the NLC President, Ayuba Wabba, were on a congratulatory visit. In his remarks, the President of the Nigeria Labour Congress (NLC), Comrade
Buhari
Ayuba Wabba, lauded the President for being workerfriendly, as exemplified in the granting of bailout funds to state governments to pay backlog of salaries and pensions. The NLC President: “We all remember the special bailout and budget support you introduced to support state governments during the recession. Your directive during this intervention was that state governments must offset accumulated arrears of salaries and pension liabilities. I remember you publicly asked state governors, ‘how do you manage to sleep at night when the salaries of workers in your state are not paid?’ “For us, that was one of the finest moments we have had
No court barred us from Rivers guber poll, Accord chairman insists Ukpono Ukpong, Abuja The National Chairman of Accord Party, Muhammad Lawal Nalado, on Thursday, dispelled the rumour making the round that his party has been barred from participating in the governorship and State Assembly elections scheduled to hold on Saturday, March 9 in Rivers State, urging voters across the state to come out and vote massively for the party. While briefing journalists on Thursday in Abuja, Nalado noted that the propaganda that Accord will not participate
was only being peddled by some political opponents who are afraid of losing power to his party, emphasising that its candidate stands tall above every other contestants in the governorship election. Nalado described the rumour as total falsehood, even as he assured the party supporters that the Accord is still strongly in the contest, haven mobilised voters across the state to vote for the candidates of the party in the election. According to the party chairman, though the High Court in Rivers State has passed a judgement that
the party’s governorship candidate in the state for the Saturday governorship race, Dumo Lulu-Briggs, is not the rightful candidate, the party has appealed the judgement already. He said that Accord submitted the credentials of Dumo LuluBriggs to the Independent National Electoral Commission (INEC) as its candidate for the Rivers governorship election, following the voluntary stepping down of the original winner of the party primaries. Nalado further pointed out that the party is still with Dumo Lulu-Briggs as its candidate,
just as he insisted that the party’s former chairman in Rivers State, Precious Baridoo, did not at any point indicate interest to the party that he intends to contest the governorship election. He emphasised that Accord is still very much in the race for the Rivers governorship, asking the voters to come out and vote for the party and its candidates in the elections. He said it is the time for Rivers State to move forward, noting that no other candidate can move the state forward socially and economically other than Dumo Lulu-Briggs.
with any President in this country...I can stand here today and say your intervention was the difference between life and death for many workers. “We also commend you for paying off the pension and accumulated entitlements of disengaged staff of Nigeria Airways and many other pensioners whose pension had been left to accumulating by successive governments. Despite the recession, you did the right thing.” The labour leader appealed to the National Assembly to earnestly pass the National Minimum Wage Act, while also asking the President to thereafter sign it into law within the shortest possible time. Organised labour pledged to remain “veritable partner in progress with government,” counseling the President to continue to “make the Nigerian people, especially the poor, the centre-piece of your policy initiatives and actions.” The NLC President urged Buhari as he plans for the next four years to focus on job creation, for unemployed youths, provision of affordable power across the country, reactivation and upgrading of the nation’s refineries and pipelines infrastructure, continued diversification of the economy, increased funding for agriculture research, upgrading of hospitals and academic institutions, revitalisation of the public service and revisit the tenure policy which has made the civil service top heavy resulting in indiscipline and stagnation.

ASUU restates commitment to 2019 Memorandum of Action with FG The Academic Staff Union of Universities (ASUU), says it will abide by the contents of the 2019 Memorandum of Action (MoA) agreed upon by the union and the Federal Government. ASUU President, Prof. Biodun Ogunyemi, gave the assurance in an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja. He was reacting to a statement circulating on the social media regarding ASUU’s plan to embark on another strike.
Ogunyemi
NAN reports that ASUU and Government reached an agreement on February 7 and the union suspended its three months strike on February 8, after resolving eight areas of disagreement. Ogunyemi, however, said that if government failed to fulfill its part of the agreement as reflected in the 2019 MoA, ASUU would resume its suspended strike as the union deemed fit. According to him, as far as our members are concerned, we
are activating our Memorandum of Action by engaging the Federal Government to keep to their promises. “Some of the agreements are already coming up, but some are still pending with respect to our Memorandum of Action and we will continue to do that and there is no continuation of any strike action for now. “We are concerned about the plight of our students and we have gone back to intensify efforts to cover lost grounds. “Our members have sacrificed their annual leave and those who are supposed to go on sabbatical, many of them have put on hold their sabbatical leave. “This is to show our students and their parents and indeed all Nigerians that we are not out to destroy the system. “Once we make demand from government and government responds positively, we will not go any extra mile to put down the system, our interest is to build the system and we have always done that,” he said.
He called on Nigerians to ignore the rumour of ASUU embarking on another industrial action. “Someone or some people have created a twitter handle that they use to misinform Nigerians and we have responded to say we have nothing to do with that twitter handle, that anything on that twitter handle should be disregarded. “We do not have an official twitter handle, we have just protested to twitter now, that the handle should be blocked because the twitter handle does not belong to us and they have been using it to make statements in the name of ASUU. “We do not have anything to do with that handle and we have every reason to suspect that the person or those who created that twitter handle are fraudsters. “Nigerians should be wary of them and they should not take seriously any information coming from that twitter handle because we do have not one and we have not directed any anybody to release information on our behalf, ‘’he said.
Justice Yalim S. Bogoro of the Federal High Court, sitting in Minna, Niger State, on Thursday, adjourned the trial of a former governor of the state, Babangida Aliyu, to April 15, 2019. Aliyu, fondly referred to as “Chief Servant” is being prosecuted by the Economic and Financial Crimes Commission (EFCC), for allegedly laundering Ecological Fund totaling No billion released to Niger State in 2014 by the Federal Government. Prosecuting counsel, J.S. Okutepa (SAN), on March 6, 2019 brought before the Court an application seeking for adjournment, noting that he needed time to sit with the investigation officers, who at the moment were on election duties. He said: “We applied for exhibit, which is huge because we just came into the matter, and I was
Babangida Aliyu
told that the application for the exhibit tendered had to be approved by his lordship, who is no longer here but comes to sit in this matter. “It is this morning that they told me that the application has been approved. The exhibit is not something that I will just sit down, hear it and say I am ready to go on with it without reading it because what is worth doing [at all] is worth doing well. “Some of my witnesses are not around because they are concerned about electoral matters. So those are the reasons why we apply for a new date.” Counsel for the first defendant, Olajide Ayodele(SAN), raised no objections to the application. Counsel for the second defendant, Mamman Osuman(SAN), also raised no objections. Justice Bogoro, thereafter, adjourned for “continuation of hearing”.

Nigeria loses $6bn annually to child violence, says FG Joseph Inokotong, Abuja
The federal government has said that the estimated economic value that Nigeria loses to child violence was a staggering $6.1 billion (N967 billion ) annually. This figure according to the government is equivalent to about 1.07 per cent of the country’s Gross Domestic Product (GDP). Speaking during the inauguration of two reports on Child Protection in Abuja on Thursday, the Permanent Secretary, Ministry of Budget and National Planning, Olajide Odewale noted that the reports are Financial Benchmark on Child Protection Services and the Economic Burden of Violence Against Children. Odewole said that in spite of this huge loss, the financial investment on child protection was a paltry N27.89 kobo per child on child protection per day. He explained that child protection expenditure is 0.08 per cent of total federal government expenditure on public goods and services as at 2014/2015, adding that “the 67 per cent of the percentage (0.08 per cent) spent
on child protection service is spent on public order and safety sectors. “Out of that percentage, 76.8 per cent is for response services and 21.8 per cent on prevention services.’’ While calling on all stakeholders to consider and ensure that child protection was included in the National Chart of Accounts, he stressed that an increase at the federal government level of 0.1 per cent in the expenditure on child protection will translate to N146 for every child per day. According to Adewole, this has capacity to reverse the negative outcome on Violence Against Women (VAC) and other child protection issues. The permanent secretary further called on non-government organisations working on child protection related issues to align their work with the national agenda to achieve maximum impact of interventions. “The ministry in collaboration with the Federal Ministry of Women Affairs and Social Development is to ensure that End Violence Against Children National Action Plan is developed. “The ministry should ensure that the plan is developed for
ease of implementation of the recommendation from these reports. The government needs the support of partners; UNICEF, World Bank, Centre for Disease Control and Prevention and Save the Children if we must provide a toll free VAC helpline,’’ he said. Earlier, the Director, Social Development in the ministry, Falilat Abdulraheem said that President Muhammadu Buhari, had in September 2015 inaugurated the year of action to End Violence Against Children. He said that Buhari had during the inauguration appealed to every Nigerian to ensure that no child was left behind to suffer any form of violence. Ms. Abdulraheem said the surveys conducted by the ministry in collaboration and support from UNICEF to determine the financial commitment of the government on child protection and also evaluate the economic loss of VAC. She, however, urged stakeholders to work together to liberate the children from all kinds of violence to enable them have happy childhood experiences better than the older generation.

He said: “The Court of Appeal sitting in Abuja has just set aside a judgement that we believe was not supposed to have happened in the
first instance but this is Nigeria and it happened and once the judiciary speaks everybody will obey. “The standard practice has always been when a matter is undergoing litigation the names submitted to INEC stays on the list until that litigation expires but our own was a different case as it was marred by political manipulations and manoeuvring”. He added that he was now more determined in becoming governor of Enugu State come May 29th, 2019. “We are matching on and want to assure my supporters that on May 29, 2019, I will be sworn-in as governor of Enugu State”, he said. From Facebook to Frontline
Aniebo Nwamu
If Mark Zuckerberg were like Nigerian Facebook users, he wouldn’t have founded the platform on which many young people burn their time and internet data. Once in a while, since I joined the online medium four years ago, I ask my friends to stop and ask themselves whether they’re not ashamed of abusing the platform founded by their age mate in America. I may ask Facebook to deregister every Nigerian who uses it to publish fake news, defame another person or write poor English! The issues I see youngsters from Europe, America, Asia and even some other African countries discussing on social media are often quite different from what I see their mates in Nigeria discussing. Zuckerberg is 34 years old and has run Facebook for 15 years now. But his mates in Nigeria? It’s all about music, gossip over sex, and the latest gadgets produced by their mates elsewhere. Posts related to education or informed analyses don’t attract comments, likes or reactions. Since the weeks before and after the first round of elections, social media has not been the same in Nigeria. You would think the political candidates have been contesting on Facebook or all the voters have been Facebook users. Of course, some politicians have those we call “e-rats” on their payroll. Their job is to abuse opponents on social media platforms particularly Facebook, WhatsApp, YouTube and on popular websites. Whatever useful purpose they serve I don’t know. But my guess is that many an e-rat, paid or unpaid, was unable to sway even one voter in the real world to support their candidate. By pouring invectives on supposed opponents, they instead pushed undecided voters away. Another suggestion I would offer as a way of sanitising Facebook is removal of its users’ anonymity. Compel everyone to open new accounts; and to reregister one must upload a form of identification which can easily be verified. BVN, driver’s licence and national identity card are okay. Each person must use their real name and address – no pseudonyms. That way, we would be reading posts delivered straight
from the heart. Anyone who libelled against another or spreads falsehood would be traced and brought to justice. But let’s give it to the Nigerian youth. They’re not as lazy as someone once claimed. The only problem is, they’re in the wrong country – a country that encourages them to work in a negative direction. Some professional groups on Facebook and WhatsApp, however, exchange useful information and discuss great ideas. What the social media, notably Facebook and YouTube, provide in abundance is entertainment for some of us. And some wisecracks and lessons too. On the field, things are different. Consider, for instance, what someone did with the EFCC on the eve of the presidential election. He had thought that the aerial image of bullion vans going into Bola Tinubu’s home he saw on Facebook was photo-shopped, until the suspect confirmed it a day or two later. My Facebook friend related his conversation with the EFCC on a phone line provided by the agency ahead of the polls: Caller: Hello EFCC! EFCC: Hello. “You said we should report anyone found sharing money, right? Two bullion vans are currently in Tinubu’s home in Lagos…” “Please where? Where in Lagos?” “You mean you don’t know Bola Tinubu’s home on Bourdillon Road, Ikoyi in Lagos?” “OK, we’ll go and block them now.” “You’ll go and block them?” After the elections on February 23, every e-rat was busy posting results, sometimes fake, from polling booths. His candidate was always leading by a wide margin, even though it’s an election supposedly conducted in over 100, 000 polling units. One NYSC member who was on INEC’s ad-hoc staff, however, captured the imagination ofFacebook users by posting her experience on the frontline. Her story went viral. “The rigging was too much,” she said. “They wanted to kill us yesterday.”
For the sake of her security, she didn’t quote the exact location she worked as presiding officer. But she left no one in doubt about the credibility of her story: “They subjected us to abject fear and anxiety. Nothing like card reader, PVC and the rest. They would just bring figures and ask you to sign, stamp and give them ballot papers to thumbprint. “We didn’t even bring out our card readers… “At some point, agents were signing, stamping and thumb-printing ballot papers at once. We didn’t see even one voter card. “When we got back, we were so happy [thinking] the result would be cancelled because we were told during the training that manual voting isn’t valid. To our greatest surprise, INEC didn’t even request our card readers. They didn’t even ask us how the election went. They didn’t even check the signatures on the ballot papers. They didn’t even ask why we had so many mistakes on our result sheets. They just copied the figures and asked us to go home. “So, my dear, INEC is a very big scam. Nigeria needs God’s intervention.” Another poster took academics who served as collation, returning or other officers to task. He quoted a statement attributed to a well-respected Nigerian: “This is Nigeria where professors rig elections but expel students for exam malpractice.” And that quote got me! In the past I too have called attention to one reason young people cheat at exams and engage in cyber fraud: They see their parents and teachers helping them to cheat in WASC and UTME exams. They watch as their parents pay bribes to secure admission for them in federal universities. They see their pastors duping people. And, at election times, they watch them on TV announcing fake results. Mr Femi Kusa’s article in which he exhorts “strangers” living in Lagos to respect the wishes of the indigenous people also trended – it’s still trending. On Election Day, paid thugs had invaded areas inhabited by mainly Igbo voters to disrupt voting or burn ballot papers because they were not voting “right”. Many Facebook users linked their action to the bullion vans
of the previous day. Some politicians were funding the thugs, it appeared. Against all known conventions and the provisions of the Nigerian constitution, many like Kusa still felt the Igbo erred by not voting according to the prescriptions of the Lagos aborigines. On Facebook it appeared as if the Yoruba and the Igbo were doing battle! “These animals don’t want to go and develop their place. They claim they’re developing Lagos.” “Ndigbo are strangers in Lagos only during elections.” “Yorubas own Lagos. Go and build your own Lagos in Igbo land.” “When it’s time to share oil wealth derived from Igbo land, there are no strangers in Nigeria.” Likely, a fracas will occur again as Lagosians vote this Saturday, because angered Ndigbo [many of them were born in Lagos] are likely to vote their conscience. And so-called security agents won’t be able to stop hired thugs from misbehaving again. President Buhari, who had directed them to shoot anyone seen snatching ballot boxes, will be voting in Daura, and Lagos will be in the hands of Lagosians. There is quiet in the land. But on Facebook and WhatsApp, the noise is deafening. Elections are still being won and lost on cyberspace. Because nobody knows who is who, even miscreants abuse high chiefs and professors who are their “friends” on Facebook. You don’t find a poor or jobless person on Facebook– everyone is rich and influential. You have no way of tracking those who defame you because many use pseudonyms. There are those who seek information about you to aid them in their criminal activities. Had the Nigerian authorities listened to preachers of political reform all these years, INEC wouldn’t have been offered over N250bn to waste on the general election this year. There are better ways of selecting leaders – through processes devoid of rancour, intimidation, hooliganism, and war. As I have always said, every business founded on fraud is bound to fail. Now, the nation’s economy is tottering – it will trigger the next big crisis.
Peculiarities of 2019 governorship elections
Raymond Oise-Oghaede
Now that the much anticipated Governorship and State Houses of Assembly Elections are few hours away; it is expected that the political parties and their candidates will be putting finishing touches to crown all their efforts in the build-up to this day. Unlike that of the presidential which cut across all the states of the federation and FCT; the scope is limited within individual states. It is more compacted and narrower; and, would be much more interesting because each state is faced with its peculiarities. Though, the exercise is expected to follow the same forms and patterns as laid down by the Independent National Electoral Commission (INEC); the undercurrent politics and expectations differ from state to state. This review will tend to look closely at some peculiarities that are presently in place across states. The first category is applicable to states where the incumbent governors are seeking re-election to do a second term. The second category is applicable to those where the governors are rounding up their second term and have positioned their preferred and anointed candidates to succeed them. The third category is applicable to those that are under the `absolute control of god-fathers`. The fourth category is applicable to states where there is show of electoral strength between the out-going governors and the parties` structures and leadership. The fifth and final category is applicable to states where there are deliberate efforts to change the tradition. Looking closely at all the mentioned categories, one would not be far from the truth to say that they all revolve around vested interests. It is based on this realization that I want to use this medium to draw the attention of the electorates to some crucial factors that should be considered in taking appropriate decisions. For those states where the incumbent governors
are seeking re-elections for second term; the most crucial factors that should be put into consideration are `performance` and `integrity`. How has the person performed in the past four years? Has he been able to put infrastructural developments in place? What has he been able to do in terms of provision of basic health care and educational facilities? How far has he been able to spread the dividends of democracy to all sectors and sections of the state without partisan biases? What has been the frequency of payment of workers` salaries under his administration? Is he an independent minded individual or not? Most importantly; is he tolerant to other ethnic groups and religion or is he an extremist? The genuine answers to these questions will be very key to determining whether he deserves another term or not; because, it is all about what he has been able to do in the last four years and what he is capable of doing to deserve being entrusted with another four years. On the issue of governors that are rounding up their second term and are desperate to hand over powers to their anointed and preferred candidates; the electorates should consider the above listed factors about the `outgoing governors` while also considering the following factors about their anointed candidates; In what capacities have they served before? What kind of personalities are they? Can they be trusted with positions of authority? Do they have the capacities and competencies to operate independently or not? Are they better than the other candidates in the contest or not? Sincere answers to these questions will also determine if the `outgoing governors` have truly put the genuine interest of the state and the people into consideration or they just want to use those persons to `cover their misdeeds` and to act as conduit pipes to continue the siphoning of state funds.
For states where candidates were sponsored and foisted on their parties by `political godfathers or god mothers or whatever`; the most expedient thing to do is to reject such candidates in all ramifications except the states are exclusively owned by the `person(s) in question`. Since there is no privately owned state(s) in the country; it is therefore an absurdity to the principle of majority rule under democracy. Such `political masterslavery relationship` can only be found in our clime where party politics are run on the basis of `the minority rich dictating the affairs always`. In saner climes, memberships of political parties are founded on the principle of equality and non discriminatory basis. Thus, in situations where `the god-father` decides everything about the affairs of the party; the people should know that they are under `political bondage`. If you do not free yourselves now; be rest assured that you will eventually hand over the `slavery` to your upcoming generations to continue for only God knows when. As for those in states where there are friction between the out-going governors and their parties` structures and leadership; the best thing to do is to choose the `most qualified candidates amongst all the contestants` using the earlier mentioned criteria. You do not need to probe further before realizing that they are fighting for `vested personal interest`. Finally for states where none of the above is applicable; but, where there are deliberate efforts to change the status quo; it simply means that they are faced with challenges that are presently beyond the control of the leadership at the individual state`s level. Whatever the reasons are; be it herdsmen/ farmers crises; insurgencies; religious or tribal intolerance; and, increasing crime rates etc; your
best bet will be to vote for the candidates that are capable of protecting your interests using relevant criteria amongst those mentioned above. Apropos to the aforementioned, you will agree with me that this review is `unique` and miles away from the `other ones` in circulation. Therefore, I will enjoin the electorates in all the states to close their eyes to the issue of political party`s affiliations and considerations. Whether you like to hear it or not; the fact remains that the name of a political party is inconsequential and cannot add any `physical or developmental value` to the progress of any state; it is the competencies, patriotic zeal, commitments and independency of the individuals elected into positions of authority that will bring developments to your state. Parties will come and go; but the states will remain. So, do not be deceived by the antics of politicians and the slogans of their parties; most of them are only interested in moving the resources of the state to their personal coffers. As a result, their stock-in-trade is to put everything in place to ensure that the people are permanently impoverished and continously dependent on them. They have succeeded in manipulating the lives of the `gullible electorates` over the years; but, this is the right time to break the yokes and free yourselves from their diabolical `remote control`. Haven decided on your choice of candidates; go to your respective polling booths to cast your votes without fear or favour. As Nigerians, you are as free as air under the provisions of the country`s constitution and other extant laws to perform your civic duties wherever you are registered. Be rest assured that our patriotic security agencies will be on ground to carry on their professional responsibilities of protecting the lives and properties of all and sundry. All you need to do is to ensure that you eschew violence and malpractices.

Editorial Commentary Voting: A very personal diary
Times Guest Columnist Azu Ishiekwene
I woke up several times peeping for the first sign of dawn before my phone finally rang at ten-past-six. A family friend who suspected we would be voting at the same place wanted to know if I was already at the booth because she couldn’t find it. I missed her call. When I called back about 15 minutes later, she had found the polling booth and was number 96. This was at six-thirty when the orange shafts of the sun’s ray were just piercing the grey morning sky. I asked what it was like at the polling centre. She responded that the centre, Kado Bimko Primary School, Gwarinpa, Abuja, was already filling up. Voters had appointed an unofficial numerator to assign numbers to the early birds to avoid a rush. When I arrived at the centre shortly afterwards, I was 142 on the list, and voters kept coming. There were no officials yet, so my luminous green vest with the “Media” tag made me look like one. For this particular voting centre, the geolocator: www. pollstats.org.ng, which was widely shared on social media, was no use. It had indicated that my location was “not available on GPS”. It was already seven-thirty and the rising fury of the sun seemed to be telling the day’s weather that it would not tolerate the remaining vestiges of the grey sky. It was not only going to be a long day, it would also be a very hot one, too. But there were still no officials of the Independent National Electoral Commission (INEC) in sight. I had been assured by a few people who had voted here before that I was in the right place – and I had also extended the same assurance to others. But I was not sure. I called an INEC official and gave her the last three digits of the code number on my voter card. She responded that I was probably in the wrong place and promised to check and call me back. This was minutes before the polls were due to open. Just as I was contemplating the twenty-minute trek to the next polling station with the heat climbing steadily, three buses carrying corps members (corpers) wearing INEC vests, arrived. As soon as the corpers alighted, looking nervously at the crowd, most people armed with the small pieces of papers on which they had been assigned numbers and their voter cards formed a semicircle around the buses. It was now past eight, the official opening time. Within fifteen to twenty minutes of their arrival, the corpers, about 25 or so in all, set up seven polling points and stacked here and there voting materials comprising wads of ballot papers, result sheets, and stacks of ink pads, liquid gums, highlighters and stamps. They had to improvise chairs and tables in addition to what some residents provided, because the classrooms were padlocked even though the school’s entire wire mesh fence had collapsed and what was left of the shabby school walls was covered in red dust. It was now almost nine o’clock and the number of potential voters milling about like sheep without shepherd was well beyond 500. It was a mixed crowd. The young – those between 18 and 35 and the largest demographic in the current dispensation – were more in number, with males appearing to be slightly more than females. But older people of both sexes, and even the elderly and a few physically challenged persons, were there, too. I saw three nursing mothers jostling for information in the burning heat of the sun with their babies strapped to their backs, and crotchet shawls draped over them. As increasingly restless voters massed around the corpers, the presiding officer (also a corper) stepped forward to address the crowd. By this time, the number had nearly doubled. She went over the dos and don’ts, intermittently disrupted by young hecklers who mimicked her soft, barely audible voice, much to the annoyance of the older folks in the crowd. And then, the mood changed. A collective roar of displeasure erupted when the presiding officer announced that the numbers we had improvised since morning won’t be used for voting. She pointed to a far side of the school wall where some corpers were already pasting copies of the voter roll and said we had to go and check first and then line up in alphabetical order, depending on where our names appeared. We protested, but just as some were huffing and puffing, others slipped away to line up behind the booths, forcing the remaining mass to scramble into line. That still wasn’t much good. People were lining up without knowing if they were in the right queue. So, most had one leg in the queue and another outside as they tried to confirm from
anyone that looked like an INEC official if they were in the right place. The corpers looked confused and overwhelmed. At this point, I broke ranks and a middle-aged fellow joined me. We appealed for calm and extracted just enough respite before the corpers started writing the alphabet range on the walls facing each voting point, making it easier for voters to find their queue. Things finally got underway around nine-thirty, but just as we were thinking that the worst was over, loud protest noises broke out from one of the lines. What was the matter? The smart card reader was not working and several attempts to get it started had failed. The crowd cried foul! Some blamed the corpers for being too slow. Some blamed INEC for not training the corpers well. Others blamed Buhari’s APC government for “buying China-made card readers.” Meanwhile, a small group was debating: when is accreditation valid? Is it when after the card reader identifies the card holder but fails to complete the process? At exactly what point can the verifying officer use the manual register? After about forty-five minutes, an INEC technical officer surfaced, and after several attempts, fixed the card reader. Determined not to take any chances, however, the crowd warned that the technician would not leave until the accreditation had gone far. After voting, I toured 12 other centres in different parts of Abuja. At the Government Secondary School, Life Camp, the lines were like those of soldiers on a parade. Voters were strikingly orderly, relaxed and organised. Those at the Jabi Primary School found a way to tackle the noonday heat. They rented chairs and canopies and conducted themselves as if they were at a town union meeting. It was a complete contrast to the picture at the Federal Medical Centre (Setraco Gate), Gwarinpa and the centre at the market near FCMB, Jabi, where hundreds of voters burning with frustration under the blazing heat of the sun threatened to disrupt the vote many times. A weary police officer at the latter centre told me of how he had tried in vain to get the voters to stay in line. He said tension flared when the INEC officials said they would stop accreditation at 2pm even though they did not open on time. By the time voters received assurances of an extension, no one was prepared to believe the officials anymore. The frustrated policeman watched helplessly as chaos threatened to become mayhem. Back at my centre, kind-spirited voters had bought drinks and refreshments for the corpers and scores of the voters who insisted they would not leave until the votes were counted, stayed behind in a near-carnival atmosphere. At about five o’clock in the evening when the defiant sun was still looking as if it would not retire, a young lady showed up. She approached a corper and told him she had been referred to the centre from Setraco Gate after she spent the whole day there standing in line. “Let me make this clear,” she seethed, wagging a finger at the corper’s face, “I’m going to vote today. I don’t care what you people do, I’m not going home without voting! Better accredit me now!” By this time, the other corpers were crossing out unused ballots in the booklets. Not only was accreditation over; voting was done. The more the corper tried to explain that it was late, the more agitated the young lady became. I stepped in, and with some effort and plenty of luck, managed to get her attention. She listened, but I’m not sure she heard. As she walked away angrily, I was almost certain that the vote deferred may not be cast again anytime soon. The vote-counting threw up other issues I’m not sure were satisfactorily resolved at my centre. For example, does thumb-printing twice inside the same box for the same party amount to “double-voting?” Does any smudge on the ballot paper outside the thumb-printed box, however slight, invalidate the vote? How far over the line must the ink go to invalidate the ballot? In judging each ballot, voters in my polling centre overwhelmed the agents and the electoral officers. They applied a standard of proof akin to the football equivalent of the VAR goal-line technology. A considerable number of ballots were invalidated at the behest of the crowd. I thought that given our rather difficult circumstances, that was harsh. By the time the votes were counted, compiled and pasted at the centre – which was about nine-thirty at night – I wasn’t surprised at the result. But I was sure my vote counted. And that was enough.
OUR POSITION Time to curb threats to non-indigenes in Lagos The 2019 elections have been an interesting episode in the Nigeria’s political experience, as developments from various circles have thrown up much surprises across the various political divides, judging from the outcome of the Presidential and National Assembly election held on February 23. Among the things thrown up by the election is the frightening rate of violence that marred the election in various places across the nation leading to the death of over 20 persons and injuries to many with properties running into millions of naira destroyed in many of the places. As worrisome as that was one peculiar incident that calls for concern was the Lagos State incidents where the issue of nonindigenes influencing the outcome of elections became a major issue running to the governorship and state Houses of Assembly election of March 9. The Lagos issue would not have been of much concern, but for the fact that it is now being accompanied by threat to the lives of some ethnic nationals, who are perceived to be influential enough to influence the outcome of elections in their areas of residence, with many of those from those ethnic groups feeling threatened and some even having to relocate to their places of birth until after the election. This development, though it seems peculiar to Lagos State, it must be said that this is not the first time that people have had to travel out of their locations because of fear of reprisal, should the preferred candidate in a particular not win and election. Such political development had happened previously mostly in the Northern parts of the country where some political actors have a kind of cult following. In Lagos, the threat to non-indigenes can be said to have been kick-started in 2015 by the Oba of Lagos, Oba Rilwan Akiolu, when he said then that any Igbo that will not support their darling candidate at the time, Akinwumi Ambode, will be thrown into the Lagoon. That statement provoked so much outrage that many people attributed the gains made by the opposition Peoples Democratic Party (PDP) in the state in the 2015 elections, to protest vote. The realisation of what is possible may have informed the nonindigenes in the state to intensify their efforts in the 2019 election, as the 2015 election produced many non-indigenes in the House of Assembly in the state and at the House of Representatives. The performance of the opposition PDP in the Presidential and National Assembly election of February 23, when it was alleged that the non-indigenes lined behind the PDP candidates in their area of strength, which it was alleged led to harsh reaction from members of the All Progressives Congress (APC). This development, it was alleged led to fracas in areas like Somolu and OKota and a follow-up attack in Oshodi, Mushin and Lagos Island, were some shop owners were allegedly prevented from operating their shops. Following this development, palpable fear has gripped many non-indigenes, especially from the South East, who many allege are being warned to stay away from voting on Saturday. This development has compelled the Commissioner of Police in Lagos State, Mr. Zubairu Muazu, to assure the Igbo indigenes in Lagos and other residents of safety as the country prepares for Saturday’s Governorship election and Houses of Assembly elections. The Lagos State Police command also revealed that some suspects have been arrested in connection with election violence in the state, saying that 38 suspects were arrested in Okokomaiko area of the state for serious breach of peace, while nine were arrested in connection with violence that erupted in Okota. Muazu warned against circulation of falsehood through the social media saying, “one serious issue the command is contending with now is the menace of fake news circulated on the social media, on a plan attack on Igbo traders in Lagos especially, in Oshodi and other prominent markets by hoodlums.” The police boss said that the command did not only make press statement debunking such rumors but took practical steps to reassure the Igbo communities and all other residents of Lagos State of their safety. The National leader of the APC and former Lagos State governor has also at different fora called on members of the party and other critical stakeholders in the state to ensure they maintain peace in the Saturday election.
At a meeting with leaders of the National Union of Road Transport Workers (NURTW) in the state, Tinubu warned them to ensure that their members stay away from violence during the election as getting involved in violence will have dire consequences. In the same way, Tinubu at a meeting with members of his party, the APC, at the state secretariat of the party on Wednesday, also warned leaders of the party from ward to local government to state that anyone who allows violence in his zone will have the leadership of the party to answer to. While these assurances are welcome development, it must emphasised that if Nigeria is indeed a democracy, every Nigerian should be allowed to exercise their democratic right to vote for any party or candidate of their choice wherever they may be and even have the right to contest election into any office of his or her choice. Though it must be stressed that wherever anyone resides he or she must respect the laws of the land and also respect the host communities and their ways of life, it is not enough to dictate to such a person simply because of his ethnic background how such a person is to live his political life. As much as the assurances by the police that perpetrators of violence will be dealt with during and after elections, it is our belief that promises are not enough, those who are criminally minded are emboldened when they see that there were no sanctions melted out to those who were involved in such criminalities in the past. Therefore, we are of the firm belief that if as the police have said that they have indeed arrested some alleged mastermind of violence in some parts of Lagos is true, it is a good development, but seeing them being prosecuted and indeed punished for their offences is the only deterrent for those who may aspire to get involved in such criminal act in the future. We are also of the strong belief that every state must start now to discourage such actions of preventing non-indigenes from exercising their democratic rights, because if it is not quickly nipped in the bud, it has the tendency of spreading to other states and before time it will snowball into national emergencies especially in election years.

Tribunal reserves judgment in Osun governorship election petition Andrew Orolua, Abuja
The Osun state Governorship Election Petition Tribunal sitting in Apo District of Abuja on Thursday reserved its judgment in the petition filed by the Peoples Democratic Party (PDP) and its candidate, Senator Ademola Adeleke challenging the outcome of the September 2018 governorship election in the state. The petitioners had challenged the declaration of Adegboyega Oyetola of the All Progressives Congress (APC) as the winner of the election by the Independent National Electoral Commission (INEC) and hearing has been ongoing. On Thursday, after listening to final arguments and adoption of written addresses by lawyers to the parties, tribunal Chairman, Justice Ibrahim Sirajo informed the parties that judgment has been reserved to a future date to be communicated to them 48 hours before the delivering date. Chief Wole Olanipekun (SAN) appeared for Oyetola; Akin Olujinmi (SAN) represented the APC, while Lasco Pwahomdi appeared for INEC. In adopting their separate final addresses, Olanipekun, Olujinmi and Pwahomdi urged the tribunal to dismiss the petition on the grounds that the petitioners have failed to prove their case. But, lawyer to the petitioners, Onyechi Ikpeazu (SAN), while adopting his final address, urged the tribunal to uphold the petition and grant all the reliefs prayed for.
Thursday’s proceeding at the tribunal was attended by the Governor Adegboyega Oyetola with some state government officials. He however, declined to speak with the media, who sought his views after the tribunal’s sitting. On his part, Senator Adeleke, who had attended the tribunal’s sittings during the trial period was absent on Thursday. Olanipekun, while adopting his final address, noted that the petition was full of confusing claims and betrayed the petitioners’ lack of understanding of the nation’s election petition jurisprudence. According to Olanipekun the petitioners had contradicted themselves, declaring that “in pages 37, 38 and 39, the petitioners are presenting a different case entirely from their pleadings. The petition is a bedlam of confusion.” Olanipekun noted that the petitioners have admitted breaching the electoral law by seeking that some of their votes be quashed. He relied on a decision of the Court of Appeal given on Wednesday in the motion filed by the presidential candidate of the PDP, Atiku Abubakar and urged the tribunal to decline the petitioners’ prayer to void the guideline issued by INEC for the conduct of the election. In a similar argument, Olujinmi faulted the evidence given by 63 polling agents called as witnesses by the petitioners, asserting that, though the petitioners called 80 witnesses in all, 63 who were polling unit agents gave common evidence by saying similar things and using almost exactly the same words.
Olujinmi also argued that the evidence by the 74th witness, who was the state polling agent, amounted to hearsay evidence because he admitted getting the information from the documents submitted to him. He urged the tribunal to ignore the various documents tendered by the petitioners, which he said they merely dumped on the tribunal without demonstrating their link to the case. But, Ikpeazu in his counter arguments urged the tribunal to disregard the issues raised by the respondents’ lawyers and faulted the written addresses by the second and third respondents, which he argued, were not filed as required by law. He said there was no confusion as it relates to the case of the petitioners, adding that the respondents’ claim of existence of confusion betrayed their misunderstanding of the case. Ikpeazu said the petitioners’ case was that based on the result of the election of September 22, the first petitioner, having satisfied the provision of Section 179 (2) of the constitution, ought to be declared as having won the election. He faulted the respondents’ argument that the petitioners dumped documents on the tribunal, arguing further that contrary to the impression created by the respondents, the petitioners effectively demonstrated all the documents, including the certified true copies of the result sheets, which he said were riddled with alterations. He queried the powers of INEC to alter election results and urged the tribunal to hold in favour of the petitioners.

Anambra uncovers plan to cause ethnic, religious war on Saturday Nkiru Nwagbo, Awka
The Anambra state government says it has uncovered plans by some politicians to cause a far-reaching ethnic crisis in the state during Saturday’s House of Assembly election. Commissioner for information and Public Enlightenment, Mr. Don Adinuba, who spoke to journalists in Awka, said that “the unscrupulous politicians, operating under the aegis of the Coalition for (a) Better Anambra state is ostensibly led by one Dennis Egwuonu, whose means of livelihood and place of either residence or work are unknown.” He said that the group wants to cause a severe religious and ethnic crisis in the state which will see Muslims at war with Christians as well as pitch the Igala-speaking community of the state in a bitter fight with the Fulanis. According to him, the secret plans which is known to security agencies is to incite Ndi Anambra by alleging on the eve of the election that the state government is building a huge mosque in the heart of Awka, the Anambra state capital and to accuse Fulani cattle herders of massacring hundreds of farmers in Anambra West Local Government Area and sucking their blood for ritual. “The allegations by the group are patently false, as the state government is not in the business of building places of worship whether churches or mosques “While it is noted that the primary intention of the so-called Coalition for (a) Better Anambra state is to cause fear and bitterness among the people which will be manipulated to achieve electoral gains, it is evident that the group is endangering the lives of millions of Igbo people living in different parts of the country. “Ndigbo live in places other than their regions of origin more than any other ethnic group in the country. They work in these places as successful entrepreneurs and professionals; millions are students.

The commissioner and some members of his family were reportedly picked up on Wednesday night at his residence in Port Harcourt, the state capital by soldiers suspected to have come from the 6th Division of the Nigeria Army in Port - Harcourt. In the statement, the state government went on to list those that have been marked out for arrest by the army to include, “Sir Celestine Omehia, former governor of the state; Austin Opara, former deputy speaker of the House of Representatives; the state PDP Chairman, Felix Obuah, Chief Ferdinand Alabraba and Sen. Amiesimaka amongst others. The statement signed by the information commissioner accused the Minister of Transportation, Chibuike Rotimi Amaechi and the GOC of 6th Division, Nigeria Army of masterminding the mass arrest of innocent Nigerians and prominent PDP members in the state. “The essence of the arrests is to precipitate crisis and cause the INEC to postpone the elections in Rivers state. Some eligible voters in Lagos state may shun the March 9 governorship and state House of Assembly elections due to fear of attack by thugs. A cross section of traders at the popular Lagos market, Alaba International said on Thursday that following the attack on some of their members during the February 23 Presidential and National Assembly elections, they were not likely to participate in Saturday’s elections. Chima Achike, spokesman of F Line in the market, said though majority of them were eligible voters, they would not however, want to risk their lives for any election. “Our people were attacked in the last election for expressing their rights to vote for a candidate of their choice by political thugs who perceived that they were voting against their own choice candidates and party. “Instead of going out to vote on Saturday, our members that I spoke with have expressed indifference about it, citing the Feb. 23 incident as reason,’’ he said. The traders’ spokesman, who condemned election violence and voter apathy, however, said that there was no general circular from the market leaders and associations for people to stay away, but response and opinion of traders were tending towards apathy to the elections. Another trader, Augustine Chiduele, an electrical equipment merchant, said that one of his relations escaped being lynched by the whiskers during the national assembly polls. “Although, it was strenuous for me to cast my vote during the Feb. 23 election, now that violence has been added to the whole thing, it is no longer fun to vote,’’ Chiduele said.

APC state assembly candidate loses legal battle in Edo Titus Akhigbe, Benin A Federal High Court in Benin has voided the candidacy of the All Progressives Congress (APC) candidate for Oredo East state Constituency in the Edo state House of Assembly, Osaro Obazee. The court presided over by Justice Adefunmilola Demi - Ajayi after listening to the arguments of counsel to the plaintiff and defendant ruled that Obaze was not the rightful nominated candidate of the party for the election. Obaze was dragged to the court by Ekhosuehi Eghosa, who prayed the court to
set aside his nomination as the candidate for Oredo East constituency on the ground that it was defective as he neither purchased the APC nomination or expression of interest form for the House of Assembly election. However, the state chapter of the APC in a statement signed by its state Publicity Secretary, Chris Azebamwen while reacting to the court’s decision, insisted that Obazee remains the candidate of the party for Oredo East state Constituency in this weekend’s election.

BPE sets up c’ttee to review performance of privatised enterprises Joseph Inokotong and Mathew Dadiya, Abuja The Bureau of Public Enterprises (BPE) has inaugurated four committees to evolve a mechanism for addressing the complexities and challenges hindering the growth and development of some privatised enterprises in the country which were handed over to the core investors over 10 years ago. This is to ensure that the privatised enterprises yield the desired dividends to the citizenry in line with the privatisation policy of the Federal Government. Also, the committees are saddled with the task of providing policymakers with further insight into practical realities facing the sectors in which the enterprises were privatised and proffer credible solutions to addressing the problems. A statement issued Thursday in Abuja by the Head, Public Communications, BPE, Amina Tukur Othman said the committees: that of Housing Sector (the Bricks and Clay), Mines and Steel Development, Oil Palm and Automobiles, as the fifth committee on Paper Mills had earlier been inaugurated. Inaugurating the committees in Abuja on Thursday, Director General, Bureau of Public Enterprises (BPE), Mr. Alex A. Okoh recalled that the National Council on Privatisation (NCP) at its meeting of April 12, 2018, reviewed the performances of some privatised enterprises in the past 10 years and observed that they occupied a strategic place in the nation’s economy but have remained suboptimal since privatisation. Okoh said the NCP also took into cognizance, the need to resuscitate and reposition the enterprises in order to enhance their market value and their overall contribution to the economy. Consequently, he said, the NCP directed its secretariat the (BPE) to organise an Enterprise Stakeholders/ Investors Forum with the objective of creating a platform where the Core Investors of the privatised enterprises, potential investors and relevant MDAs would meet and chart a way forward for their resuscitation through partnership between the private and public sectors. He added that the objective is in consonance with the Economic Recovery and Growth Plan (2017) of the Federal Government. The Director-General noted that it has been the custom in BPE to engage stakeholders in its programme design and execution in order to solicit their cooperation, support and participation to the success of the privatisation programme and the Nigeria economy. Okoh implored members of the committees to work assiduously and submit their report within 90 working days’ timeline. Membership of the Committees is drawn from the relevant sectors, ministries, the Bureau of Public Enterprises (BPE) and the private sector.

CBN, EFCC collaborate to tackle economic crimes Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) and the Economic and Financial Crimes Commission (EFCC) have met and strategised on strengthening the country’s fight against economic crimes. The meeting, which held on Thursday at the Head Office of the CBN in Abuja,
provided an opportunity for the two entities to share experiences and peculiar challenges in the fight against economicrelated crimes. The two agencies adopted strategies aimed at curtailing the unwholesome activities of economic saboteurs which include smuggling of commodities like rice, textile materials, fertilizer, wheat and other items on the prohibition list for
accessing foreign exchange through the official window, as well as tracking illicit financial flows. Other areas which the two agencies are collaborating include anti-money laundry and the monitoring of politically exposed persons in the country. The inter-agency meeting, chaired by the Director, Governors’ Department of the CBN, Mr. Jeremiah Abue, also agreed to
improve the level of information-sharing and surveillance of the financial sector. The Daily Times recalls that the CBN under the auspices of the Bankers’ Committee had said that any individual or corporate body found to complicit in economic crime or attempts to circumvent economic laws and regulations of the country may be barred from operating a bank account in any bank in Nigeria.
Non-oil revenue collection below proportion Budget figure of N467bn - Analysts Motolani Oseni A group of analysts at FBNQuest have said Federal government non-oil revenue collection stood below proportion budget figure of N467 billion for 2018 budget. The Lagos based research firm noted that the Central Bank of Nigeria (CBN)’s latest monthly report for November tells noted that the federally-collected revenue still runs well behind budget. According to FBNQuest research latest report, “For the 13 months through to November, total non-oil collections (gross) did not once reach the pro rata budget
figure of N467billion: the closest they came was N434billion in July when receipts from companies’ income tax (CIT) tend to peak. “The take from CIT hit the target twice in the period, and from customs and excise five times. After statutory deductions, these revenues are transferred to the federation account for distribution to the three tiers. They explained that figures cited by Zainab Ahmed, the federal finance minister, at a function in late January are instructive. According to FBNQuest report, the gross oil revenue/oil Gross Domestic Product (GDP) ratio stood at 39.0per cent,
whereas the comparable figure for the nonoil economy was just 4.2per cent. The report explained that “the federal government position on Value Added Tax (VAT) rates we have often mentioned but the minister also cited a customs and excise revenue/GDP ratio of 4.1per cent, which she compared with 15.0per cent in Ghana and 19.5 per cent in Kenya. “The distance still to cover is clearly large, and caution is required on the journey to follow the right signposts. We learn that a national database has captured more than 33 million taxpayers but probably more relevant is that only about 10 million have been registered in a labour
force of 77 million according to a report from the IMF. “A note by Andersen Tax suggests how the government can start to collect tax from the SMEs that dominate the labour force. The idea is that, rather than demand documents that are often not available, the authorities could levy a presumptive tax based upon business permits or trading license fees. This has been the successful practice in Kenya and Tanzania.” “There has been progress in the tax collection, albeit from a low base at a slow pace. Ahmed told the gathering that the tax revenue/GDP has risen from six per cent to seven per cent.”
Stanbic IBTC Holdings increases profit by 53.9% in 2018 Temitope Adebayo Stanbic IBTC Holdings, a member of Standard Bank Group in its audited report and accounts for the period ended December 31, 2018, recorded a 53.9 per cent increase in profit to N74.44 billion from N48.38 billion reported in 2017. Over improved profit, the lender proposed a final dividend of N1.50 per ordinary share of 50 kobo each, that is, N15.36 billion. The group in its results to The Nigerian Stock Exchange (NSE) on Thursday said profit before tax rose by 44.12 per cent to N88.15 billion from N61.17 billion reported in 2017. The results, released to the Exchange,
showed the group grew its gross earnings for the financial year to N222.4 billion in 2018, compared with the N212.4 billion it achieved in the same period of 2017. Other key performance indicators were equally impressive. The group’s total assets grew by 20per cent to N1,663.7 billion compared with the N1,386.4 billion in December 2017. Customer deposit grew by seven per cent to N807.7 billion from N753.6 billion in the corresponding year. Of note was the company’s ability to reduce its toxic assets appreciably. The gross non-performing loans decreased by 50per cent to N17.7 billion compared with N35.3 billion in 2017. This decrease impacted positively the gross non-performing loan to
total loan ratio, which improved to 3.9per cent, well below the regulatory mark of five per cent, as against the 8.6per cent recorded in 2017. The non-performing loans figure is even more impressive when viewed against the 14per cent (N458.9 billion in 2018 - N403.9 billion in 2017) increase in gross loans and advances achieved in the financial year. The Chief Executive, Stanbic IBTC Holdings, Mr Yinka Sanni, said the balance sheet size was impacted by “growth in risk assets and financial investment portfolio,” a reflection of investment expertise and quality management, which saw its non-interest revenue rose by 15per cent to N102.6 billion from N89.2 billion in 2017. According to Sanni, “Strong growth in
fees and commission income as well as writebacks, which resulted from recoveries made on previously written off loans and reversals on some non-performing loan, contributed to the strong showing.” Stanbic IBTC said performances across its three divisions, Corporate and Investment Banking, Wealth Management businesses, and Personal & Business Banking, were strong and contributed to the turnover. Sanni assured, “As a financial institution we will continue to leverage on our universal financial services capability, unrelenting focus on cost control, digitization and client centricity to ensure that we continue to grow our capacity to provide incomparable high quality end-to-end financial solutions to our customers in a sustainable manner.”

MTN to rake $300m from sale of Botwana unit Eyes $1.1b from asset sales Ladesope Ladelokun As part of efforts to raise at least $1.1 billion from asset sales and cement its financial base, MTN Group has agreed to sell its 53 per cent stake in Botwana’s Mascom to Econet wireless Zimbabwe Ltd. for $300 million. This is coming on the back of the announcement by its Chief Executive Officer Rob Shutter a year ago about the likelihood of a review of MTN’s 22 markets sandwiched between the Middle East and Africa with a
view to working out ways of simplifying its business. Earlier, MTN had disposed of its Cyprus unit for $294 million. Also, MTN is set to dispose of its interest in IHS Towers Ltd. and other businesses including its e-commerce services like Nigerian online retailer Jumia Technologies AG and Travelstart.co.za are on the market, the company said in a statement on Thursday. Shuter had told Bloomberg in a phone interview that, “We are simplifying the Group, we are reducing risk, and improving returns. That will generate some returns that will be helpful for gearing and other
priorities.” According to its published financial results for the year ended December 31, 2018, the mobile operator stated that service revenue across the group was up to 10.7 per cent while MTN South Africa’s service revenue was up but by a smaller margin of 4.2 per cent. “We are drawing the line in market share losses for MTN South Africa. We have given up what we have given up, and going forward we are not going to be losing anymore market share”, he said Meanwhile, the company has been locked in battles with the Nigerian government
over issues ranging from alleged unpaid tax to allegation of illegal repatriation of funds. However, hearing into the alleged unpaid tax bill in the region of $2.2 billion is due later in March. The company, through its Public Relations Manager, Mr Funso Aina, had faulted the Attorney General of the Federation Abubakar Malami on the tax debt which he alleged the telco owed. Recall that the company had agreed to pay $53 million in a move to settle the issues raised by the allegation about illegal repatriation of funds.
NUATE chairman warns airlines, others over anti-labour activities Chukwuemeke Iwelunmo The newly elected Chairman of the National Union of Air Transport Employees (NUATE), Lagos state chapter, Comrade Paul Igene has warn airlines, catering service providers and other private companies in the aviation industry against anti-labour activities, saying the union will no longer condone management decisions that are inimical to the growth of unionism in the industry. He said rather than try to emasculate the activities of labour bodies in their organizations; they should rather see the unions as partners that will contribute to the
growth of their businesses. Comrade Igene, who spoke to aviation correspondents in Lagos, noted that the challenges in the Nigeria aviation industry required all the different stakeholders’ contributions in addressing them. He explained that labour unions remained the key stakeholders in any part of the industry, whether public or private, hence the need for management to carry them along in decision-making processes because they act as check and balance between the organizations and workers. Comrade Igene, who is also the NUATE Chairman, Nigerian Airspace Management Agency (NAMA) branch, affirmed that the
industry labour bodies will not hesitate to picket any company that denied its workforce the right to be unionised. He said “during my tenure l will make sure every private company in the aviation industry are unionised. We will not allow any private company to run in the industry when it is not unionised. The union serves as a check and balance between staff and their companies and they also see to it that private firms pay their workers as at when due, they should take care of their workers and also realize the hazard in the industry.” “All airlines, all catering services and any company that is operating within the industry should fuse in with any of the four unions
existing in the industry, failure of which we will not hesitate to picket them”, he warned. The NUATE leader called for unity among the different labour unions and advised members to be devoted to their jobs and avoid criminal acts, affirming that the leadership of the bodies will continue to prioritise their welfare. He said that “we must continue to collaborate, we must work together so that we can achieve together as a team. Divided we fall, together we stand and as the mother union in the sector, we will lead the way to ensure workers warfare is taking care of. If we are divided, management will catch at it and use it against the workers.”
Ecobank strengthens collaboration with CIBN on financial inclusion, others Motolani Oseni The Managing Director, Ecobank Nigeria, Patrick Akinwuntan has reiterated the need for collaboration between the Bank and Chartered Institute of Bankers of Nigeria (CIBN) on financial inclusion and capacity building with a view to moving the industry forward. The Managing Director, who was speaking against the backdrop of Ecobank’s giant strides in the digital banking space during CIBN stakeholder’s engagement with the Bank in Lagos earlier in the week, noted that partnership with the Institute would further boost the financial
strategy of the industry regulators. Ecobank Nigeria, Patrick Akinwuntan averred will continue to leverage its digital banking in a sustainable manner to bring banking services to every household in Nigeria, adding that the bank is at the forefront of providing mobile payment solutions in the country. According to Akinwuntan, “Ecobank through our various innovative digital payments and collections is attracting many unbanked and under-bank in the country to the financial landscape. Further collaboration with such a notable organisation as the CIBN will further boost the financial inclusiveness the regulators are pushing.”
He took the stakeholders through the various digital payment solutions such as RapidTransfer, EcobankPay, QR Technology, EcobankPay zones, Xpress Account and Mobile Payment, among others, stressing that apart from stressfree transactions, the product and services was boosting business and economic activities across the country and the Africa continent. In his comment, the President and Chairman Of Council, Chartered Institute of Bankers of Nigeria (CIBN), Dr Uche Olowu commended Ecobank’s strategies at attracting the unbanked and under-banked in the country through its various digital offerings. He affirmed that Ecobank’s recent activities
across various markets clusters are a major boost to the regulator’s financial inclusion policy. Dr Uche Olowu alluded to the various digital payment solutions that bank currently parades. He noted that apart from the stress-free transactions process enjoyed with these digital products, they are fast boosting business and economic activities across the markets. In his words, the CIBN President said: “We commend the bank on its promotion of digital banking and payments through its various platforms which have won it many awards. This is certainly the way to go. And, we also appreciate your support to the Institute’s activities and programmes.”

Airtel to set up payment service bank Godwin Anyebe The telecommunications service provider, Airtel, has confirmed plans to set up a Payment Service Bank in order to promote financial inclusion in the country. The telco, in a statement issued recently in Lagos, said that it would apply for the PSB licence through a subsidiary as directed in the Central Bank of Nigeria’s guidelines, adding that it had a vision of becoming the largest and most secured PSB in Nigeria. The company commended the apex bank for issuing guidelines for licensing of PSBs, saying the move would enhance access to financial services to the rural poor, low-income earners and the financially- excluded in the society. The Federal Government had initiated a financial inclusion strategy that aims to reach 80 per cent of the adult population and achieve formal financial inclusion rate of 70 per cent of the adult population by 2020. With a subscriber base of over 40 million customers and its retail footprint across major nooks and crannies of the country, Airtel said it intended to leverage its distribution to drive financial inclusion among the unbanked and financially excluded. Commenting on the CBN guidelines for a mobile banking licence, the Chief Executive Officer and Managing Director of Airtel Nigeria, Mr Segun Ogunsanya, said, “We welcome the development and we express profound appreciation to the CBN for its commitment to driving financial inclusion through technology. “In line with the guidelines shared by the CBN, we have commenced the process of applying for a licence as we believe that we are at a vantage position to empower and connect more Nigerians as well as deliver mobile banking services to the doorsteps of the financially excluded. Folks will no longer need to keep their money inside cooking pots or under their beds because we will securely connect them to the financial system.” MTN, in November, had announced the plans of the company to apply for a mobile banking licence in Nigeria and launch the service in 2019. The CEO of MTN Group, Rob Shuter, while addressing a conference in Cape Town said, “We will be applying for a payment service banking licence in Nigeria in the next month or so, and if all goes according to plan, we will also be launching Mobile Money in Nigeria probably around Q2 of 2019.” Telecom operators in Africa have recorded tremendous reach with mobile money services on the continent due to their large customer base, existing distribution network and mobile phone penetration. At the centre of the mobile money growth in Africa are Safaricom’s M-Pesa, MTN Mobile money, Orange Money, Tigo Pesa, Vodafone Cash and Airtel Money.

Lagos NURTW an affiliate of APC? Alade Tasma The motor parks and bus stops workers like drivers, conductors and touts, popularly called ‘Agbero’ under the umbrella of the National Union of Road Transport Workers (NURTW) are ordinarily, a labour union affiliated to the Nigeria Labour Congress (NLC) with clear objective to see to the welfare of their members like every other trade union, who are in charge of the day to day affairs of commercial land transportations in their states. Although, some members of the union appeared notorious and are synonymous with thuggery and violence having often times caused mayhem and wreck havoc in many states either in a supremacy clash among members or the regular confrontations with commercial drivers in an attempt to forcefully obtain ‘dues’ from the drivers which often results into street fight and public disturbance. Anytime members of the union engage in violence in many states, they always left behind tears, sorrow and blood as lives are lost and properties destroyed. This appears fast becoming their trade mark. In Lagos State, life of the NURTW leaders are said to be very envious as the chieftains of the union live like Kings and Lords. The operation of the organisation is a quick money making platform for individuals and groups with little or nothing to the government both at the local government and state level, all at the expense of ordinary residents of the state. The affairs of the union is being run in levels, from branches to zones and units which is the lowest level for easy administration while the council which is the state headquarters coordinates the affairs and activities of these levels. The union is said to currently have close to 200 branches and well over 1000 zones across Lagos State from where it makes returns to the state council on daily basis. Findings reveal that the least return made by any branch daily is an average of #400,000 depending on the size and commercial status of the area. However, branches like Iyana Ipaja, Ikeja, Oshodi, Yaba, Idumota, CMS, Orile, Ajah, Mile 2, Ojota, Ketu and few other branches make heavy returns far above other branches to the state council on daily basis. However, the NURTW in Lagos State appears to enjoy a loudly visible fraternity with the ruling All Progressive Congress (APC) in the state. This romance was said to have dated back to the tenure of Alhaji Rasak Akanni Olohunwa who was the chairman of the state council of the union in 2008. Olohunwa, shortly before his emergence as the union’s boss in the state was a Mushin Local Government chairmanship aspirant on the platform of the Action Congress (AC), the name the ruling Alliance for Democracy (AD), in
the state had metamorphosed into. Olohunwa was to later emerge the state chairman of the union following the gruesome murder of the then chairman of the union, Alhaji Saka Saula who was killed by unknown gun men in January same year. Olohunwa was said to have been thrown up by the state for political reason as someone who could be trusted when the need arises, a source in the know revealed. Under the leadership of Akanni Olohunwa as the NURTW boss in the state, the union was said to have continually offered financial support to the party both at the local and the state levels. This tradition was said to have been inherited by the current executive of the union led by Alhaji Tajudeen Agbede, the incumbent chairman in the state who was said to have continually made financial contributions to the state chapter of the party at every election period as well as man power support to ensure the success of the ruling party in the state at every election. The evidence of a working relationships between the union and the ruling party in the state as usual was again witnessed at the inaugural campaign rally for the party gubernatorial candidate, Babajide Sanwo-Olu and his running mate, Obafemi Kadiri Hamzat at Sky power, Ikeja recently where members of the union who appeared in different branded T. Shirts, Caps and other souvenirs meant to propagate the candidacy of Sanwo-Olu and other party candidates for the coming election were seen playing appreciable role at the event before the Treasurer of the union in the state and notable society “big boy”, MC Oluomo was allegedly stabbed by a member of a faction of the union leading to violent reprisal by the other faction while party faithful have to run for safety. Oluomo is said to enjoy close
Tinubu
relationship with the national leader of the All Progressive Congress (APC), Asiwaju Bola Tinubu. One of the incidents to support this claim was sometimes in 2011 when the supporters of the then chairman of the union, Akanni Olohunwa was said to have physically assaulted MC Oluomo. The Awori, Lagos born unionist was said to have took cover at Tinubu’s Bourdilon residence where he had sought for protection and intervention of the state political godfather. The visibly angry Tinubu in his intervention was said to have asked Olohunwa to resign his position as the union chairman in the state within 24 hours or in the alternative leave Lagos for him (Tinubu). Olohunwa however, chose the former, thus bringing his tenure as the leader of the union in the state to a sudden end. Just last Tuesday, the national leader of the APC, Asiwaju Tinubu summoned the entire leadership of the union across all the Local Governments and Local Council Development Areas in the state and warned them against violence anywhere in the state as the state goes to the poll on the 9th of March to elect a new governor for the state. Even though he is not known to be a member, a national leader or the patron of the organisation, Tinubu went ahead to vow to remove any of the leader of the union under whose jurisdiction violence is recorded during the election of March 9th, thus raising the question, in which capacity did Tinubu summon, warned and threatened members of the National Union of Road Transport Workers, a labour union which is not known to be officially affiliated to the state government under the control of his political party, but to the Nigeria Labour Congress (NLC) under the relevant labour law of the land?
Sanwo-Olu
Sanwo-Olu’s experience is what Lagos urgently needs - Egberongbe The member-elect of the House of Representatives for Apapa federal constituency, Hon Mufutau Egberongbe, has described Lagos as a state urgently in need of the experiences of Babajide SanwoOlu, the governorship candidate of the All Progressives Congress (APC0 in the forthcoming election. Egberongbe, a former member of the Lagos state House of Assembly, argued that being the economic centre of Nigeria and boasting of over 22 million people, Lagos is a sensitive state that should not be left in the hands of anyone who does not mean well for its growth and future development. According to the lawmakerelect, the combination of SanwoOlu and his running mate, Femi Hamzat, is what the state and its residents need to further lift the state up the ladder as a businessfriendly and favourable place to live in. In a statement personally signed by the lawmaker-elect on Thursday, he noted that Sanwo-Olu is not a novice in the plan to make Lagos compete with other cities across the world in its category. “Sanwo-Olu has been in the system since 2003. He understands that there is a direction. He has been a part of that direction. He knows that every direction has a goal. He has played major roles both at the background and in the open over the years to bring Lagos up to this state in terms of economic and social growth and development. “It is not out of place to recognise that a state like Lagos with this huge population would put the government constantly on its toes. The APC, which I am part of, recognises the need to constantly bring in those who have been
tutored in the art of governance to carry on the task. “For emphasis, Sanwo-Olu and Hamzat have been in the oven for years putting the right bolts and nuts where they fit in the wheel of progress in the state. “Don’t forget that he worked under former deputy governor, Femi Pedro, as special adviser on corporate matters in 2003 because of his banking experience. Because he was so good at the job, he was elevated to the position of commissioner for establishment as the government of Asiwaju Bola Tinubu was winding down. “He also served in the government of Babatunde Fashola as commissioner in charge of establishments, training and pensions. “Under Governor Akinwunmi Ambode, Sanwo-Olu is the managing director of the Lagos State Development and Property Corporation (LSDPC) thus making him the most qualified of all the candidates. “Let’s not also forget that his unassuming and humble running mate was a commissioner in the government of Fashola and we can tell till this day that the administration he served commissioned projects up till its last day in 2015,” Egberongbe argued. He appealed to residents of the state to give the duo the benefit of the doubt by coming out in their numbers to vote for the APC in the coming governorship and House of Assembly elections in the state. “We all have one passion in Lagos - the need for continuous growth. To make this materialise, we must all play our roles,” he added.

Nigeria has always prioritised education, but‌ Students of mainly government-owned universities stayed at home for nearly four months before the dispute between the Federal Government and the Academic Staff Union of Universities (ASUU) that caused their stay at home in the first place, was called off a few weeks ago. And as I make this review, many schools have not completely resumed while others have asked students to return in batches, according to their levels. When they eventually resume fully, the schools would ask them to start exams to cover up with wasted time; and that has been the pattern, year in, year out. As a nation, Nigeria has invested heavily on education. Successive administrations in the country have marshaled out deliberate policies and programmes aimed at improving education but like what happens in others areas or sectors of our national life, finishing, is the problem. We hardly maintain and sustain what we started, no matter how laudable they are, at the beginning. According to the extract from our rich archive which you are looking at, Daily Times of March 8, 1968, reported that the Western state military government promised that university education would become free in the region by 1969 while that of secondary follows in 1971. The report stated that the declaration was made by Bola Ige, then Western state commissioner for Agriculture and Natural Resources at Ijebu Jesha while speaking at the annual interhouse athletic competition of the Ijebu Jesha Grammar School. He told his audience that the military administration in the state realized the importance of education and therefore decided to improve on its standard. Before Bola Ige made the promise for free university education that would commence in 1969 and that of secondary for 1971, the government of Western region had, three years earlier, in 1955 introduced free primary education which was being nurtured and was thriving well until 1966 when military intervention in politics set it backward. The launch the of the free primary education policy by the Action Gropu led by Chief Obafemi AAwolowo marked a milestone in education in the Western region in particular and in Nigeria generally. It was after that, many parts of the country began to take the issues bothering on education seriously. When Nigeria gained independence in 1960, the government of Prime Minister, Alhaji Abubakar Tafawa Balewa and President Dr. Nnamdi Azikiwe declared education as a very important sector of the nation and went ahead to establish many schools across the country as the government believed that educated citizens would be a huge resource for the building of the young nation.
The same seriousness was given by successive governments, especially civilian administrations of Alhaji Shehu Shagari, Olusegun Obasanjo and others. While he was in office as president from 2010 to 2015, President Goodluck gave serious attention to the education
sector. The government provided universities with modern learning equipments, increased salaries of teachers, established 12 new universities and created 165 Almajiri schools across the northern states which gulped nearly N15 billion, making his government
perhaps the most education-friendly federal administration in the history of Nigeria. Since it came to office in 2015, the President Muhammadu Buhari administration has impacted positively on the education sector but have
abandoned the Almajiri schools which is a big minus to its achievements in that area. Most of the schools have been converted to military facilities, thereby defeating the noble objective of taking education to the Nigerian child no matter where he or she may reside.
