Unfortunately, the only threat to the industry’s total development is smuggling. Over 1 million metric tonnes of Rice which is equivalent to about 20,000,000 bags of 50kg Rice has been smuggled into Nigeria in the last three months. “Nigeria currently loses huge revenues, foreign exchange and

jobs to this menace as Nigeria rice processing companies are shutting down because of their inability to gain market access. “More painfully, millions of small-holder Farmers are stuck with their paddy because the millers can no longer afford to buy from them,” he stated. According to him, investigations conducted by the association in the last few months indicated that “all our international borders have been converted to smugglers route and our markets are filled with smuggled foreign rice.”

“There is the need for urgent actions to avert eventual national food emergency by combating smuggling so that we can continue to grow our local rice industry and the economy,” he said, and commended the efforts by the Central bank of Nigeria (CBN) in its intervention in the rice sub- sector of the economy. He, however, lamented that investors in the country despite their financial commitment are met with the threat to the industry’s growth due to the activities of smugglers.

Mathew Dadiya, Abuja Concerned by the unabated killings in Zamfara State and environs by bandits, the Federal Government has suspended all mining activities in the state. The Inspector General of Police (IGP), Mohammed Adamu, disclosed this to State House correspondents on Sunday after an emergency meeting at the Presidential Villa, Abuja. IGP Adamu said that the action was taken because the authorities could establish a nexus between the activities of the illegal miners and bandits. According to him, in the face of intelligence reports that have clearly established a strong and glaring nexus between the activities of armed bandits and illicit miners-with both mutually re-enforcing each other, the Federal Government has suspended all mining activities in Zamfara State. “Mining activities in Zamfara and other affected states are hereby suspended with immediate effect. Consequently, any mining operator who

engages in mining activities in the affected locations henceforth, will have his licence revoked. “All foreigners operating in the mining fields should close and leave within 48 hours. We want to assure the general public, especially in the affected areas that the security services are doing their best to address the situation,” he stated. The Federal Government therefore, appealed for the cooperation of the local communities, especially the traditional and religious leaders within the communities. The police chief also expressed worry over the use of social media to spread fake news, falsehood and deliberate misinformation. However, the government urged all citizens to exercise restraint in circulating u n c o n f i r m e d information capable of doing more damage to the country, adding “let us not allow the social media to hijack our sense of judgment and capture our minds negatively”. He added that the police, military and Department of State Services (DSS) have

resolved to intensify joint operations against the bandits by initiating “Operation Puff-Adder. “As part of sustained efforts to flush out and permanently put an end to armed banditry and criminality in Zamfara State in particular and the North West in general, the police in collaboration with the military and other security services has commenced “Operation Puff- Adder” which is a full scale security offensive against the bandits. “The operation is aimed at reclaiming every public space under the control of the bandits, arrest and bring to book all perpetrators of violence in the area and their collaborators, achieve a total destruction of all criminal camps and hideouts, mop up all illicit weapons fueling the violence and attain a full restoration of law and order in the affected communities. “Our commitment at protecting the sanctity of life and property is irrevocable, and we will not scale-down the pressure on the armed bandits until they are totally flushed-out,” the inspector-general of police added.

Daily Times to immortalise Chuba Okadigbo Bonaventure Melah The management of Daily Times of Nigeria is to immortalise Nigeria’s foremost politician and former Senate President, Dr. Chuba Okadigbo, by inaugurating the Chuba Okadigbo Institute for Civil Affairs (COICA) which will take place soon. Chuba Wilberforce Okadigbo hails from Umueri, Ogbunike town in Oyi Local Government Area of Anambra State. He was born on December 17, 1941 and died September, 25, 2003. After his initial primary and secondary education in Nigeria, Chuba earned a Masters Degree in Political Science from the Catholic University of America in Washington D.C before proceeding to acquire two doctorate degrees in Philosophy and Political Science, then became Assistant professor, followed by Adjunct Associate Professor of philosophy at the University of the District of Columbia, Adjunct Assistant Professor of Politics at the Catholic University of America and Adjunct Assistant Professor of Politics, Howard University, all these at the age of 34. Between 1975 and 1978, he became Director-General, Centre for Interdisciplinary and Political Studies, and a lecturer in Philosophy, University of Nigeria, Nsukka. Motolani Oseni, Lagos The Nigerian currency, Naira, at the close of trading activities for the week on Friday, remained steady against the dollar at the official and unofficial foreign exchange segments, even as the nation’s external reserves increased by $1.26 billion in the first quarter of 2019. The Daily Times checks showed that the naira stabled at N307 per dollar at the Central Bank of Nigeria (CBN) official rate, but opened at an appreciable rate of N360.25 to the dollar, gaining 0.01 per cent at the investors’ FX segment, before depreciating marginally to close N360.33. The foreign reserves, however, stood at $43.17 billion as of end to close March 30, 2019, at $44.43 billion, representing an increase of $1.26 billion or 2.9 per cent. A quick check at the historical foreign reserve data shows that Nigeria’s foreign reserve recorded value above the $44.1 billion marks in September 2018, representing an increased to an all-time high in six months. A breakdown of the increase in the reserves showed that it added $4.2 million or 0.10 per cent to close at $43.174 billion in January 2019, from $43.17 billion it closed for 2018. In February, the foreign exchange buffer depreciated by $873.34 million or 2.02 per cent to $42.29 billion from $43.17 billion whilst in the third month, March, it appreciated significantly by $2.1 billion or 4.99 per cent to $44.43 billion from $42.3 billion it opened in March. Experts attributed an increase in CBN’s foreign reserves to a steady increase in global oil prices and increase inflow from the diaspora. The Organisation of Petroleum Exporting Countries (OPEC) basket price appreciated by $15.09 or 28.9 per

cent to $67.23 per barrel from $52.14 per barrel in January. The Monetary Policy Committee (MPC) members had noted with satisfaction, the continued stability in the foreign exchange market at the Investors’ and Exporters’ (I&E) window of the market. In particular, it also observed the moderate improvement in oil prices and stable accretion to foreign reserves, which stood at $45.2 billion as at March 21, 2019, a 6.73 per cent increase from $42.35 billion at endFebruary 2019. The committee chaired by CBN governor, Mr. Godwin Emefiele, commended the recent upsurge in capital inflows into the economy, noting this to be a demonstration of sustained confidence by the foreign investor community in the nation’s economy. Speaking at the end of the second MPC meeting held in Abuja recently, Emefiele said, “the committee was, however, not unmindful of developments in the global economy”, noting the recent slowdown in growth in some advanced economies and the dovish stance of some major central banks as an early warning sign of broader macroeconomic vulnerabilities. He explained in his communiqué further that, “It, therefore, underscored the need to monitor the trend in capital flows and the continued downturn in the equities market, noting that the recent surge in portfolio inflows was concentrated in the money market. “The Committee noted the relative volatility in oil prices and its impact on accretion to reserves which could easily undermine the stability observed in the foreign exchange market. It, however, noted that current developments in the oil futures market indicate that oil prices will remain considerably above the Federal Government’s 2019 budget benchmark,” Emefiele said Meanwhile, the apex bank on last

Friday made an intervention of $247.8 million in the retail Secondary Market Intervention Sales (SMIS) and CNY 34.8 million in the spot and short tenored forwards segment of the inter-bank foreign market. This was disclosed by the Director, Corporate Communications Department, Mr. Isaac Okorafor, who revealed that the intervention was for requests in the agricultural and raw materials sector. The Chinese Yuan, on the other hand, was for Renminbidenominated letters of credit. Okorafor further expressed satisfaction over the continued stability of the foreign exchange which, according to him, was largely due to sustained intervention by the Bank. He assured that the apex Bank management would remain committed to ensuring that all the sectors of the foreign exchange market continue to enjoy access to the needed foreign exchange. Consequently, the naira appreciated by 0.11per cent to $360.30 at the Investors &Exporters foreign exchange window but was flat in the parallel segment. At the interbank market of the CBN, the Naira depreciated by 0.02per cent to close at N307 against the Dollar on Friday. Elsewhere, total turnover at the Investors &Exporters foreign exchange window moderated by 9.9per cent to $1.09 billion with 89.19per cent of trades executed within the N360-N369/Dollar band. “Looking ahead, we expect the naira to remain firm in the medium to short term, as the still elevated crude price rally continues to underpin higher oil receipts, thereby supporting the CBN’s continued intervention. In addition, the recent deluge of portfolio inflow further supports our view of currency stability,” analysts at Cordros Capital explained at the weekend.

The Governor of Rivers State, Nyesom Wike, has declared that he would never take the support of Rivers people for granted, saying that he would continue to work to improve their lives. Governor Wike spoke on Saturday when he visited project sites in the state capital and interacted directly with Rivers people for the first time after his election victory. He said: “I will never relent in what we are doing for the people. We will never take the support of Rivers people for granted. I will continue to work towards improving the lives of the people.” Wike said that he was happy with the outpouring of love and support across Rivers State, noting that he was motivated to work harder for the people of Rivers State. “The people gave us the mandate to offer service. Senator representing Abia South, Enyinnaya Abaribe, has accused the All Progressives Congress (APC) national chairman, Comrade Adams Oshiomhole, of demarketing the ruling party, saying that he has no part in deciding on the Senate leadership. He also said the ruling party national chairman is not representing the party positively, adding that “Oshiomhole has no right to choose or select executive members of the Senate, since he is not part of the upper chamber.“ Abaribe, a Peoples Democratic Senator speaking on Sunday with journalists, said: “He (Oshiomhole) is making the PDP members think twice about whoever the APC is bringing up. “I had cause at one time to advise Oshiomhole not to be so garrulous in his statements and I think he hasn’t learnt any lessons. You don’t choose for us or determine for us who becomes what in the senate. “I think because he has never been a member of the parliament, he just doesn’t want to take advice from those who have been in the National Assembly. “Even the Senate president cannot sit down and say ‘I give you this ABCD’. It never happens. There is always a committee that is called the selection committee. “Oshiomhole is de-marketing his party and actually making the PDP members to think twice about whoever the APC is bringing up. This decision, as I said, will be done on the floor of the Senate. “Like Senator Ali Ndume has earlier said, it is not constitutional

for somebody to wake up and begin to talk to you from outside that he wants to determine what happens in an exclusive club where the person is not a member”, he said. Lagos fire service director, five others kidnapped

The Director of the Lagos State Fire Service, Rasaki Musibau, and six others have been kidnapped. They were abducted by unknown gunmen on Saturday at about 8 p.m. on Iwoye Bridge, along the Itoikin-Epe Road, Ikorodu. The Lagos State Police Command’s spokesman, Bala Elkana, confirmed the incident in

a statement on Sunday. He said the police were on the trail of the abductors. Elkana said that the State Commissioner of Police, Zubairu Muazu, had tasked the command’s anti-kidnapping unit to ensure that they rescue the seven persons abducted by the hoodlums. “Those abducted include Rasaki Musibau (Director of Fire Service in Lagos State), Mufutau Adams

Causality figure in Tiv/Jukun clashes rises to 10 – LG boss The Chairman of Wukari Local Government Council of Taraba state, Mr. Daniel Adi, has confirmed that 10 people were killed and several others injured in the ongoing clashes between Jukun and Tiv ethnic groups. The Federal High Court Abuja has ordered the sale of two landed properties belonging to two tax evaders: Zaibadari Company Limited and Tradecraft Nigeria Limited to defray N35.9 million tax debts. The court granted the sale order following prayers by the Federal Inland Revenue Service (FIRS) to allow it sell the landed properties of the two firms to defray the tax liabilities which amounted to N18. 8 million against Zaibadari and N17.1 million against Tradecraft. FIRS approached the high court sitting in Abuja for an order to sell the companies properties after the two firms failed to honour series of demand notices issued to pay their outstanding tax liabilities. In a statement issued on Sunday in Abuja by Wahab Gbadamosi, Deputy Director, Corporate Communications, FIRS, in moving the Courts to grant the order, Counsel to the FIRS, Bar. Collins Ugwunebo, told the court that Zaibadari was indebted to the FIRS to the tune of N18. 8 million, while Tradecraft owed the Service N17.1 million in 2015. FIRS issued and served demand notices on the two firms and gave them 30 days within which to pay arrears of taxes to the FIRS. Both firms failed to pay within 30 days the arrears of taxes within 30 days. FIRS relied on Section 33(2) of the Federal Inland Revenue Service, Establishment Act, 2007 and served Warrants of Distraint on the Respondents giving them 14 days to pay the tax due or risk the sale of their properties to settle the tax debt. Despite the Warrants of Distraint served on the two companies, both failed to pay the tax arrears and this led to the two suits against Tradecraft and Zaibadari. On 7th October 2018, FIRS complied with the order of the court that it should run adverts in the Leadership newspaper to serve Zaibadari through substituted means. Cornelius Ugwunebo in an affidavit told the court that Zaibadari ‘s assessment was based on 20 per cent of N62,675, 200 million which was the “deemed profit of the respondent (Zaibadari) landed property located at Plot 551 Wuye B03, FCT Abuja, valued at N313, 3376,000 million”. On March 23rd 2019, Justice A. I . Chikere the suit noted that “FHC/ABJ/CS/438/2018

Executive Chairman of the FIRS hailed the Nigerian judiciary for supporting the fight against tax evasion and expressed the hope that this judgement would deter other tax evaders. Director, Legal Services Department of the FIRS, Ike Odume noted that this was the first time in the history of the FIRS that a court order would be used to sell the properties of tax evaders in Nigeria. Odume urged Nigerians to support the efforts of government in raising revenue to build infrastructure to stimulate the economy and ensure better life for all.

Pay N8.7bn judgment debt, Innoson advises GTB The only way Guaranty Trust Bank (GTB) can free itself and regain customer confidence in Nigeria is for it to pay Innoson Nigeria Limited N8.7 billion being judgment debt it owes the motor company as pronounced by the Supreme Court. The management of Innoson Nigeria Limited stated this on Sunday through a statement signed by Head of Corporate Communications, Cornel Osigwe and made available to Daily Times. The company said without full payment of the judgment debt, all efforts by the bank to use intimidation and other means to stop it from executing the court order would be in vain, adding that its banking operation will be seriously and adversely affected while the bank’s capital base would be eroded beyond redemption. In the statement, Osigwe said that “the bid by GTB to stop Innoson from taking it over nosedived last week Friday, as the Federal High Court sitting in Ibadan refused to hear or grant it an injunction to restrain Innoson from continuing to levy execution against it, just as the court also refused to stay execution. “Despite the decision of the Supreme Court on February 27 dismissing the appeal by Guaranty Trust Bank (GTB) and affirming the concurrent judgment of the Court of Appeal, Ibadan division and Federal High Court, Ibadan which ordered GTB by way of garnishee order absolute to pay Innoson Nigeria Limited the sum of N2.4 Billion with a 22 per cent interest per annum on the judgment sum until the final liquidation of the judgment debt, the bank is yet to comply with this order. “In order to stop Innoson from continuing with taking over its assets in execution of the aforesaid judgment, GTB approached the Federal High Court, Ibadan on April 5 and requested the court through a motion, to stay execution and or

for an injunction restraining Innoson from continuing with executing a judgment which the Supreme Court has affirmed when it dismissed the GTB’s appeal against the Court of Appeal’s decision affirming the high court’s judgment and order in favour of Innoson.” Continuing, the statement added that “we have previously stated that in a garnishee proceeding, once an order of garnishee nisi is made, the garnishee is required by law to set the amount involved aside and will not allow the judgment debtor to withdraw from it; and if the order is made absolute, the garnishee pays the money to the judgment creditor and incurs no liability for doing that, but if the order is not made absolute the garnishee returns the money to the judgment debtor.” Going back memory lane, Innoson recalled the process it has gone with GTB over the years on their transactions that led to the current predicament of the bank. “It will be recalled that the order was made absolute since July 29, 2011 and GTB held unto the money from that time and is using it for its business. It follows that by the time the order was made absolute it was no more the judgment debtor’s money, but rather that of Innoson Nigeria Limited who is the judgment creditor; if a garnishee refuses to comply with the order, then, it becomes a judgment debtor, as GTB has become in the present case, against whom execution of the order will issue. “Innoson Nigeria Limited is aware that GTB had earlier deposed to an affidavit in the court that its banking operation will be seriously and adversely affected, and also its capital base eroded if it complies with the order of the court,” the statement said and urged the bank to comply with all the judgments by paying the N8.7 billion without further delay.

AEDC to commence rollout of pre-paid meters May 1 - NERC

Says installation must be completed within 10 days after payment

Ukpono Ukpong, Abuja Customers under the coverage areas of the Abuja Electricity Distribution Company Plc (AEDC) and Jos Electricity Distribution Company Plc (JEDC) will soon heave a sigh of relief, following the Nigerian Electricity Regulatory Commission (NERC) directive for the commencement of the rollout of pre-paid meters from May 1. Our correspondent reports that the NERC has issued permits to the Meter Asset Providers (MAPs) who were successful in the procurements conducted by Abuja Electricity Distribution Company Plc (AEDC) and Jos Electricity Distribution Company Plc (JEDC) in accordance with Section 4 (3) of the MAP Regulations 2018. The commission, during the weekend also instructed MAPS to ensure that upon commencement of the rollout, meters are installed for customers of AEDC and JEDC in their premises within 10 working days of making payment. Section 4 (3) of the MAP Regulation 2018 requires all electricity distribution licensees to engage MAPs that would assist as investors in closing the metering

gap and thus eliminating the practice of estimated billing of customers. NERC disclosed that AEDC has appointed Mojec International Limited, Meron Consortium and Turbo Engineering Limited to provide 487, 000, 213, 000 and 200, 000 meters respectively while JEDC appointed the Triple 7 and Mojec International Limited consortium to provide 500, 000 meters. “The commission has directed that the rollout of meters shall commence no later than the May 1, 2019. Customers of AEDC and JEDC should expect from the commencement of rollout date for meters to be installed in their premises within 10 working days of making payment to MAPs in accordance with Section 18 (3) of the MAP Regulations 2018. “MAPs shall charge a maximum of N36, 991. 50 for single phase meters and N67, 055. 85 for three phase meters. These costs are inclusive of supply, installation, maintenance and replacement of meters over its technical life,” the NERC said. However, the commission stressed that it will closely monitor the rollout plan of the distribution licensees and overall compliance with the regulation and various service agreements by the MAP and electricity distribution licensees.

Kolade Johnson and his police killers

All lovers of football should be horrified that the game we love so much could lead to the death of a fan. More harrowing is when such death occurs after the game and not even at a stadium. That was the lot of Citizen Kolade Johnson, whose life was cut short by policemen charged to protect him. Okay, not exactly policemen but a policeman; an inspector. Police authority had identified Ogunyemi Olalekan as the trigger-happy policeman who killed Johnson and subsequently dismissed him from the offence and handed him over to the SCID for prosecution. Rallies have ben scheduled and University of Benin alumni have already protested in Benin City over his death, but we cannot afford to keep quiet yet. Too often we are confronted with ineptitude on many fronts so much that we then begin to synthesize and accommodate it as a way of life. This newspaper wrote a fine obituary, fine in the quintessential journalism sense, but sad for humanity particularly in the sense that he escaped the xenophobia in South Africa only to die in Lagos. This piece still carries the headline “killers”, because Nigeria police actually killed Johnson and that’s why the Lagos

State Director of Public Prosecution must step in and prosecute Ogunyemi Olalekan and the police for Johnson’s death. We need to hold the police responsible especially for the force continuing miseducation of its rank and file as seen in their conduct and condescending attitude towards citizens. While this case is going on normally so far, we must keep an eagle eye on the police, as we know too well how such cases go. Lest we forget, whatever happened to the policeman who clubbed Ogar Jombo, a civil defence officer, to death in Abuja last month? We don’t have his name yet. Part of the miseducation is reflected in the words of Bala Elkannah, a deputy superintendent of police and Lagos State police command spokesperson, who said that tattoos and dreadlocks are alien to our culture. Sometimes you wonder the kind of education our uniformed folks received or maybe they probably suspend their reasoning upon joining the police. My mother, who is in early 70s, has tattoos on her arm and I had to call her specifically for this piece even when she has told me the story of how she came about them many times. It was a way of beautifying women’s body in their generation,

she said again and that it is called sopa in Yoruba language usually done at birth or when a woman is preparing for marriage. She acquired hers while getting ready to marry my father. Decorating palms, wrists and feet is also common among women in the northern part so what is not cultural about tattoo? Growing up we also had folks with dreadlocks known as Dada in Yoruba who had no links with white garment churches or indigenous churches. In Yoruba mythology, sacrifices are actually offered before the hair is cut, as they are believed to be deities who must be appeased. So, where did Mr. Elkannah get the tripe he yarn about tattoos foreign to our culture? Besides, are our policemen now so jobless that they can only be chasing people with dreadlocks and tattoos? This takes me to another subtext of this narrative, the establishment of a plethora of units and special outfits within the police that are seeing as lucrative or their operators are well taken care of. These include anti cultism units, SARS, FSARS, anti-kidnapping units and all the security outfits established by state governments and they all point to an obvious issue: the failure of our police to provide adequate security

for us all. While we may not blame governors who as chief security officers of their states will do anything possible to secure their borders, what about the platforms which create heroes out of those policemen lucky enough to be posted there but leave their colleagues to bear the brunt of lack of adequate equipment? The units are usually well equipped with extra stipends pay to those fortunate to serve with them. The less said about the Special AntiRobbery Squad (SARS), the better, ditto for its federal counterpart called FSARS. We should not forget that Vice President Yemi Osinbajo last year directed a thorough reform of FSARS but so much for a presidential directive as it’s obvious nothing serious was done in restructuring the unit. Across the country, policemen perpetrate numerous atrocities, some we get to know, majority we will never know. A critical question for the police hierarchy is when last was a psychiatric evaluation carried out of the rank and file of our policemen in the country? That would determine how long before we start talking about another police murder. My condolences to the Johnson family.

Who is the leader of the Yoruba?

While the date, September 11, is a day remembered with awe, trepidation and pain in the annals of global history as day the American Twin Towers were bombed by terrorists in 2001, it is a date the Yoruba of the South West of Nigeria hold with infectious nostalgia. On this day in 1966, thirty five years earlier, Western Leaders of Thought, an assemblage of Yoruba delegation to the Ad Hoc Constitutional Conference which the then Head of State, General Yakubu Gowon, put together, had met in Ibadan, headquarters of the Western Region and unanimously elected 57-year old Obafemi Awolowo as Leader of the Yoruba nation. Less than half a century before then, Yoruba were a largely disunited people. In the nineteenth century, for example, though they possessed a rich history of associational life in sub-groupings like the Egba Society, founded in 1918; the 1923 Union of Ijebu Youngmen; the 1924 Yoruba Union; Egbado Union and Ekiti National Union, there was nowhere Yoruba interests, en-bloc, were catered for centrally and a single person biting the bullets for all, perhaps until 1942, when all the associations coalesced into the Yoruba Language Society. Even before this time, Yoruba fought one another in fratricidal warfare. For instance, between the Ijebu, Egba and Ibadan, an incendiary age-long intra-ethnic struggle for power festered. By the nineteenth century, Ibadan had come on board as a very potent military force that any nation took for granted at its peril. Its fabled war prowess was however crippled by the embargo placed on the importation of guns and powder on its munitions routes by the twin towns of Ijebu and Egba. These two towns distrusted and dreaded Ibadan. Peeved by this continued threat to its military prowess, the Ibadan, in the rainy seasons of 1877, matched out its military arsenal against the Ijebu and Egba, with the aim of forcing open the routes to the coast and conquer, as well as absorb, the twin territories into Ibadan. Unfortunately, however, this expedition failed and the Egba and Ijebu thereafter aligned with all other enemies of the Ibadan like the Ilorin and Ekiti. As reflected in the treaty of 1886, Ibadan was thus compelled to recognize the independence of the Ekitiparapo. Colonialism came and subdued all interests. Then came the politics of decolonization, with its cloak and daggers. The Great Zik, Nnamdi Azikiwe, unwittingly roused the Yoruba to come together. Zik had a fief-hold on Nigerian politics of the time. His NCNC was the party to be. Prominent Yoruba were his allies. The rancor that broke out in the NCNC upon the

tour by its big wigs to London on August 13, 1947, to meet the Labour Colonial Secretary, Creech Jones, brought Yoruba leaders back to their senses. Criticisms against the failure of the tour and ‘squandering’ of its £13,000 public-donated money by the party were spearheaded by Yoruba in the party who called on the delegation to account for the money earmarked for the deputation. This resulted in Azikiwe using his West African Pilot newspaper and a cache of his apostles like Arondizuogu-born Mbonu Ojike of the “boycott the boycottables” fame and Oged Macaulay, to attack these Yoruba leaders, many of whom constituted the hub of those who criticized him. Many Yoruba eventually withdrew from the NCNC, at a time Awolowo was putting together his pet dream of uniting Yoruba. What happened thereafter has become history. Awolowo formed the Egbe Omo Oduduwa (a name suggested by Professor Saburi Biobaku) in 1945 at the age of 36, and chose as its symbol a lamp with five wickets (atupa oloju marun) which late Professor of History, S. O. Arifalo said symbolized the five-pronged aims of the Egbe which were Love, Charity, Concord, Friendship and Posterity. The Egbe had earlier made the mistake of publicly submitting that the lamp symbolized the five prominent kings in Yorubaland, viz the five “fingers of the Yoruba hand” to wit, the Ooni of Ife, the Alaafin of Oyo, the Alake of Abeokuta, the Awujale of Ijebu Ode and the Oba of Benin, and for this, the Egbe made a ritual sacrifice of five lambs. The Ijesha, for decades to come thereafter, became traditional enemies of whatever party Awolowo belonged, for they felt insulted that their king, the Aromolaran, was not recognized in this rulership ensemble. Outside of Yorubaland, Awolowo’s Egbe was attacked by Zik and his lieutenants. Sir Adeyemo Alakija, leader of the Egbe, became the hub of “bitter, crude and vulgar personal insults” by Igbo, mainly residents of Lagos, while the Egbe was variously described by them as the “bane of our age,” “a nihilist, a totalitarian, a fascist organization,” “dirty exhibition of egocentric stupidity, ethnocentric arrogance and capitalized idiocy.” Awolowo took over leadership of the Yoruba at a time when Yorubaland was still very volatile. For instance, the Agbekoya uprising in the Western region came almost at this period. The peasant farmers union had gone berserk in the region, in protestation against high taxation during the civil war. They held the government of the West literally hostage, hounding

soldier administrators and civil servants, as well as royal fathers. In the process, Oba Olateru Olagbegi of Owo was hounded and eventually fled his throne, so also the Odemo of Ishara, Oba Samuel Akisanya, while the Soun of Ogbomosho, the traditional ruler of Chief Samuel Ladoke Akintola’s town, suffered the worst fate as he was beheaded by the protesting farmers. It was Awolowo who was invited by the military to help quell the uprising. He eventually toured the West and secured its manifold tranquility. Anyway, this leadership by Awolowo and his lieutenants subsisted until 1987 when he transited mortality for immortality. Within that short space, the group had moulded the minds of millions of people, performed excellently in infrastructure and put the Yoruba on the global mark for cultural affinity, dexterity and hard work. Upon his exit, the mantle fell on Chief Michael Adekunle Ajasin, one of Awolowo’s trusted allies and associates and former governor of Ondo state. Ajasin was in fact a year older than Awolowo, having been born in 1908. His tenure as leader of the Yoruba marked the period of anti-military and pro-democracy struggles in Nigeria where the Yoruba acquitted themselves admirably. Ajasin, alongside 39 others, were arrested by General Sani Abacha, accused of holding an illegal political meeting. The military administrator of his home Ondo, Anthony Ibe Onyearughulem, had also ridden roughshod on him during this time, on account of his abidance by the collective disavowal with military rule by his Yoruba people and Nigerians in general. At his death in 1997, Ajasin handed over to Chief Abraham Adesanya, whose tenure contended with a hybrid of both military rule and the teething pangs of post-1999 civilian rule. Adesanya’s leadership too was passionate and witnessed an ordered quest for a worthy role by the Yoruba in the scheme of things. Today, the mantle of leadership is in the hands of 93year old Pa Reuben Fasoranti, ably backed and supported by Awo diehards, Olaniwun Ajayi, now late and Ayo Adebanjo. More importantly, with modernism, its built-in evaporation of values notwithstanding, Yoruba people still lay store by the values inherited from their forebears. One who would lead such a people must, of a necessity, be removed from the inanities of lay men on the streets. He must be pedestal higher than them and not given to the cons of felons on the streets. Ajasin, Adesanya and Fasoranti are decidedly not rich at all. I remember an encounter with Ajasin in

1997, while in Owo to interview him for my newspaper. At the front of his house in the ancient town, I almost didn’t believe that such an icon could live in such a place. No gate man, no one loitering about. I climbed up the stairs, only to confront Ajasin sitting on a wheelchair in the living room, his head completely grizzled. Upon introducing myself, even in his failing health state, Ajasin was going to grant me an interview, until his wife, Mama Funke Ajasin, suddenly came into the living room and threw me out for wanting to compound her husband’s health situation with an interview. Yes, the absence of a recognizable, respected and deferred-to leadership is leading the Yoruba people astray, making them susceptible to the rampaging flood of all manner of cooked-up political alliances. If you ask some Yoruba why they voted for Muhammadu Buhari early in the year, they would tell you that it was because he had secretly promised to hand over power the presidency to them in 2023. With recent Junaid Muhammed and Lawal Babachir telling the Yoruba to forget 2023, you begin to wonder whether a people who correctly articulate their destiny should be at the mercy of power merchandizing like this. The situation has never been this bad for the Yoruba people. They live everyday like an urchin in a kick and follow romance with the leather of football on the street. No one has a cogent plan or roadmap for the development of the Yoruba nation as the people are thrown right, left and center by children of those who kept the nation down through their wiles and chicanery over the decades. Rather, what Yorubaland has is a set of her opportunist children who muscle themselves into political offices and approximate this feat as the Yoruba nation’s achievement and development. The way out is for the Yoruba to realize that their future is very bleak in this contraption called Nigeria. It is worsened by the fact that, against the run of their historical trajectory, they have suddenly become acephalous and directionless, like a typical Igbo society. The alternative, for them, cannot be in engrafting a poor imitation of the original on the stem of Yoruba leadership. The ongoing lame attempt at rewriting Yoruba history by some adder-brained political jobbers in putting Awolowo’s imperishable achievements at the clay feet of a Bullion Van god will fail; has even failed woefully. Revisionists in history always fail and when the Yoruba among them do, history throws their remains inside River Asejire.

Why Igbos need to look beyond Buhari

We did not support Abubakar because he was a member of the PDP — we endorsed him because he wanted to restructure the country. We have no regrets not supporting Buhari. We are not making any demands from him. A leopard cannot change its spots except there is a miracle. What he cannot do during his first term, you cannot expect him to do that in the second term. His actions, statements, and body language show that he does not mean well for Ndigbo. So, we are not expecting anything from him~ Ohanaeze Ndigbo With the above excerpts from an interview with a national daily, the National Publicity Secretary of Ohanaeze Ndigbo, Prince Uche Achi-Okpaga affirmed the position of the group that it does not regret supporting Atiku who lost to incumbent President Buhari in the last presidential election. As an Igbo man gifted with intellect and the ability to write I will never be deterred from critically interrogating these kinds of statements from the apex Igbo sociocultural group. Having spent over 40 years of my life living in Nigeria, am conscious of the Igbo struggle but I am equally aware that the South East region is not lagging in any UN developmental index in comparison to the other regions. Much of this progress in development is attributable to self-help by a group naturally endowed with the gift of entrepreneurship, however, just like any other Igbo person, I am confounded by the seeming political decline that has pervaded my region lately. There is an age long position held by many that the dearth of visionary leadership among the Igbo elite as typified by Ohaneze’s statement above is responsible for the current quandary. But then leaders are part of the people, they did not just drop from Mars, so followership is also part and parcel of the problem. Take for example the unfortunate events that transpired in Vice President Osinbajo’s polling unit in VGC. The gentle pastor — who was once the toast of our people during Buhari’s long absence — was said to have been jeered by a small crowd comprising mainly of Igbo residents as he arrived to cast his vote. Some even popped champagne while passing snide remarks that the Vice President shouldn’t have bothered coming to perform his civic duty since Atiku’s victory was already assured. It is not that we do not have the right to a choice, no, far from it. Neither is it that we do not have the prerogative of casting block votes for our choice. The problem is that fatal flaw which the legendary Chinua Achebe described in his book “There Was A Country” as “the dangers of hubris, overweening pride, and

thoughtlessness, which invite envy and hatred or even worse, that can obsess the mind with material success and dispose it to all kinds of crude showiness”. We can agree that Nigerians have different SI units for measuring societal ills. Depending on the tribe, religion or party what may be deplorable to Emeka could be acceptable to Ayo and perhaps even commendable to Shehu and vice versa. But surely there cannot be a worse evocation of the Achebe’s lamentation as depicted by the few Igbos at that VGC polling unit. The Vice President deserves our respect even if we dislike him, his principal or his party. Undoubtedly a combination of factors such as ethnicity and elite mentality determined the outcome of the election in the VGC and indeed Eti Osa Local Government Area as a whole. However, that conspicuously offensive display by those people succeeded in giving an ethnic colouration to the predicted defeat of the APC in a neighbourhood that is perhaps more cosmopolitan than any other part of Lagos. My friend, a wealthy businessman who lives in the area was shaking his head in exasperation as he narrated this. Considering the usual cries of victimization from many Igbos in Lagos he wondered how supposedly wise folks from the east could have been oblivious of the high tech security surveillance around the nation’s number two citizen at any given time. The Lagos State Internal Revenue Service could be sending demand letters to their various addresses the following week. O yes, it may sound far-fetched but in a country where tribal sentiments run so deep, it is not impossible. Honestly, it is totally absurd and disingenuous for any high ranking leader to claim that a region with 42 million people which constitutes about 25% of Nigeria’s population is neither expecting nor demanding anything from a president who is constitutionally obliged to treat all regions with equity. This is not leadership. At most, it is an unnecessary statement informed by a vacuous pride that can only exacerbate the current political isolation. Frankly, the marginalization song is getting boring. If we did not recover from Jonathan’s defeat because he is ‘Ebele’ our brother are equally expected to grieve for Atiku in a similar manner?. The election has been won and lost. It is time to move on with the rest of the country. Time to quit the emotional politics and begin consultations for 2023 because it may be a long time till the next election, but the politicking started long ago. It is time to look beyond Buhari.

OUR POSITION Containing rising deaths from sickle cell anaemia Sickle cell disease affects an increasing number of people but is still unknown to the general public. More than 66% of the 120 million people in the world with sickle cell disease live in Africa. In Nigeria, about 150, 000 children are said to be born yearly with the debilitating disease, heightening the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs. Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa.

Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognized global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. Increasing the visibility and advocacy for less commonly recognised childhood health conditions, such as SCA, can lead to important changes and provides an opportunity to save millions of lives.

The Peoples Democratic Party (PDP) has allegedly uncovered a fresh plot by the Transport Minister, Mr. Rotimi Amaechi and other desperate leaders of the All Progressives Congress (APC) to use the office of the Attorney General of the Federation and Minister of Justice, Abubakar Malami to arm twist the Supreme Court to reverse its proclamation of ineligibility of APC candidates in Rivers State to participate in the 2019 General election. Coming barely a week after the declaration of the incumbent governor Nyesom Wike as winner of the Rivers State governorship poll, the Peoples Democratic Party (PDP) said the alleged plot will cause constitutional crisis not only in Rivers State but in the nation’s judiciary. The party said it has been informed of how Amaechi as the arrow head have been mounting pressure on the Acting Chief Justice of Nigeria (CJN), Justice Tanko Mohammed, to reverse the February 12, 2019 final judgment of the Supreme Court, which upheld the verdict of the trial court that lawfully excluded the APC from participating in the National

Assembly, Governorship and State Assembly Elections in Rivers State, having nullified the party’s flawed primaries in the state. Addressing the press in Abuja on Sunday, PDP spokesperson, Kola Ologbondiyan recalled, that in nullifying the APC primaries and barring it from fielding any candidates in Rivers State for the 2019 general elections, the High Court held, and rightly too, that APCs’ primaries in the state were invalid and cannot be considered. Acting upon the final judgment of the Supreme Court, he said, the Independent National Electoral Commission (INEC), on February 23, 2019 held the Presidential/ National Assembly elections and on March 9, 2019 conducted the governorship and State House of Assembly elections in Rivers state, in which the APC, having been lawfully excluded, did not participate. He further recalled that despite the fact the APC adopted the governorship candidate of the African Action Congress (AAC), bankrolled his election and made compromised security agents and thugs available to him, with the view to using them to muscle votes, the will of the people of Rivers state prevailed, as they braved the odds, resisted all machinations and voted

overwhelmingly for Governor Wike and the PDP and all its candidates. However, the PDP alleged that Amaechi, out of desperation to cause confusion and crisis in Rivers state, has engaged in fresh conspiracies to subvert the will of the people as expressed at the polls. “The PDP has information of how Rotimi Amaechi has been going around in Rivers State, giving assurances that he has the ears of the Supreme Court under the leadership of Acting CJN, Justice Tanko Mohammed, and that the Supreme Court will reverse its final judgment on APC Primaries and create the way for fresh elections in Rivers State, in which the APC will be allowed to participate. “Rotimi Amaechi goes about boasting that the apex court in the land, the Supreme Court, will reverse itself and declare for fresh conduct of all the elections in Rivers State. “This is completely reprehensible and unthinkable in our democratic process. “If this is allowed to occur, it will also amount to the highest travesty of justice, apart from being a direct abuse of court process. The Supreme Court is the highest temple of justice in our country and as such must protect itself from all forms of manipulative tendencies of the APC”, said Ologbondiyan.

Delta Election Petitions Tribunal begins sitting today Nosa Akenzua, Asaba

The Delta state governorship, National Assembly and state House of Assembly Election Petitions Tribunal will today (Monday) commence hearing of petitions filed before it. The court has also granted order for the inspection of the materials for the March 23 governorship and House of Assembly elections in the state. The tribunal secretary, Ahmed Gusau, who disclosed this to journalists in Asaba on Sunday, said that the court would commence preliminary sitting today (Monday), adding that the tribunal had granted applications for substitute Service on respondents in the petitions filed by Dr. Emmanuel Uduaghan, Doris Uboh, Sebastian Okoh, Monday Igbuya, Mariere Ogaga and John Agoda. He said that one petition was filed against Governor Ifeanyi Okowa by Great Ogboru of the All Progressive Congress (APC), one against Senator Peter Nwaoboshi, two against Senator James Manager and one against Senator Ovie Omo –Agege, adding that nine petitions were also before the tribunal with respect to the House of Representatives election and 37 for the state House of Assembly election.

Saraki urges Qatar to end visa restriction on Nigerians Tunde Opalana, Abuja President of the Senate, Bukola Saraki, has called on the government of Qatar to end its visa restriction on Nigerians. Saraki, according to a statement by his media office, made the request during a meeting with the Prime Minister and Minister of Interior of Qatar, Sheikh Abdullah Bin Nasser Bin Khalifa Al-Thani, in Doha. The Senate President who led a National Assembly delegation to the 140th General Assembly of the Inter-Parliamentary Union (IPU) taking place in Doha, lamented that the visa ban is negatively affecting Nigerians as it prevents them from visiting the Middle East nation. He noted that lifting the ban would help Qatar in showcasing its vast investment opportunities, technological advancement and other achievements to the rest of the world.

Saraki, while calling for more collaboration between the two countries, especially its parliament, lauded the leadership resilience of the Qatari government. He said there was the need to set up a legal framework to enable skilled workers and professionals in Nigeria to legally gain employment in Qatar. He said: “I want to commend your fighting spirit in standing up for your rights. You have demonstrated that you mean well for your people and what you have done is worth emulating. “That said, I think both countries (Nigeria and Qatar) need to strengthen their ties, especially our parliaments. We need to collaborate to achieve many things together. The collaboration will be good for the two countries and for our people. “I want to make an appeal that the visa restrictions placed on Nigerians be lifted. Nigerians are good people and we travel a lot. This restriction is not good for both countries and I urge you to reconsider your position on that.

“The world needs to see the good things you are doing here and lifting your visa ban on Nigerians will encourage more people to come here and enjoy your beautiful country. “In the area of sports, we need to do more together. Nigeria is a sport loving country. We have talented people in various parts of the world, including Qatar, doing great things in sports. If we collaborate, we will be able to develop that sector too.” On his part, the Qatari Prime Minister, Al-Thani, promised to look into the visa restriction and ensure that it is resolved within the shortest time possible. Earlier, Saraki held a bilateral meeting with Mr. Kenneth Lusaka, Speaker of the Parliament of Kenya where both leaders called for more collaboration between the parliaments of the two countries. The Senate President also met with the President of the IPU, Ms. Gabriela Cuevas Barron - who is expected to visit Nigeria before the expiration of the 8th National Assembly in June.

Commissioner for Health in Akwa Ibom state, Dr. Dominic Ukpong, has dismissed insinuations that promiscuity was responsible for the high prevalence rate of HIV/AIDS in the state. Ukpong said this at the post -national HIV/AIDS Indicator and Impact Survey (NAIIS) discussion and stakeholders’ engagement meeting in Uyo on Sunday. The Nigerian HIV/AIDs Indicator and Impact Survey (NAIIS) revealed that Akwa Ibom state had the highest prevalence rate of HIV in the country. According to the survey, 5.5 per cent of people living with HIV in Nigeria are in Akwa Ibom, followed by Benue state which has about 3.5 per cent prevalence rate. Ukpong expressed worry that the high prevalence rate was being interpreted by many as a sign of promiscuity among the people of Akwa Ibom, disclosing that Akwa Ibom people are very religious and hold firmly to the tenets of chastity and fidelity. He, however, noted that HIV/AIDS education was low and that the people were engaging in behaviour which exposed them to the virus, with particular reference to the activities of traditional birth attendants.

Water vendors make brisk business in FCT over rising temperatures

Water vendors popularly known as “Mai ruwa” on Sunday said they are making brisk business during this period of hot season and scarcity of water. The vendors, who disclosed this in Abuja, said even though there were private boreholes and hand dug wells everywhere, they still make profits because not everybody can afford a borehole. Musa Nayo, who said he has been in the business for several years, said though the business was stressful, he makes at least N10, 000 every day. “Although the business is stressful, but with much efforts one can make enough money from it because people need water more than any other thing. Personally, I used to make up to N10, 000 in a day because I have some customers who will order for water before I could think of supplying to others,” he added. He, however, said that the water business was seasonal and that he only makes enough money during the dry season because of the high temperature while he goes into farming during the raining season. Musa said that he is sending his 10 children to school from the profit he makes from the business.

Organising Secretary of the All Progressives Congress (APC) in Adamawa state, Alhaji Ahmed Lawal, on Sunday insisted that power must shift to the southern part of the country in 2023. Alh. Lawal, who made the call while responding to questions by our correspondent in Yola, reminded Nigerians that the beauty of democracy is when the popular view of the majority has the power to decide. He stressed the need to demonstrate fairness in the polity, adding that the southern part of Nigeria supported the Northern part to retain power for eight years and advised the APC to ensure power rotation in 2023 to enhance national cohesion.

The state organizing secretary rejected comments from those he called “some selfish northern politicians intent on short-changing the south in the scheme of power play.” He said that the proponents of power retention in the north are selfish as they cannot claim to be speaking for the entire region, asserting that “we must rotate power to southern Nigeria for the spirit of equity, fairness and harmony. “As far as Nigeria’s unity is concerned, power shift must become a stabilizing principle so that no region will feel relegated and oppressed politically. It was instructive that our political leaders sought support from southerners while APC was mobilizing during the 2015 elections. “It is glaring that they cooperated well as no southern APC politician contested the primary election during the 2015 and even in the 2019

elections. If we want to be fair to them, let’s allow them to have a feel of power come 2023. “It is also instructive that those singing northern power retention cannot speak for the north because they are not authorized. As you can see some of them who claim to be members of the APC, worked against the party in the just concluded governorship election to build up PDP to be able to achieve their sinister agenda.” He advised APC members at all levels to ensure they address internal squabbles emanating from the just concluded elections with the view to repositioning the party for future elections. Also, he advised the party to reorganize itself to be able to manage its victory well, saying that victory can be more difficult to manage than failure.

Representatives of Chibok community in Borno state and Dapchi community in Yobe state on Sunday sought spiritual help at The Synagogue, the Church of All Nations, at Ikotun-Egbe, Lagos to pray for the release of Leah Sharibu and other students kidnapped by Boko Haram terrorists. The representatives who carried several placards told the General Overseer, Prophet Temitope Joshua, that they were at The Synagogue because they had exhausted all human efforts to get the abducted students released. Spokesman for the representatives told Prophet Joshua that the father of Leah Sharibu could not come with them because he had been bedridden by stroke, as a result of the kidnap of her daughter. He said they had been watching his ministry through Emmanuel Television (the church’s cable TV) and all the help he had rendered to the sick and the less privileged, hence their joint visit to plead for intercessory prayers for the release of the students. The spokesman said they had no doubt that with the approval of Jesus Christ, the Son of the Living God could trigger the release of the remaining students kidnapped in 2014 and 2018. Responding, Prophet Joshua told them that there was nothing impossible in the sight of the Creator of Heaven and Earth and urged the congregation and viewers of Emmanuel Television worldwide to pray and fast on Tuesday, Wednesday and Friday, this week, for the release of the remaining students.

Sen. Eze set to withdraw petition from election tribunal Moses Oyediran, Enugu

The Enugu state governorship candidate of the All Progressives Congress (APC) in the just concluded election, Senator Ayogu Eze, has assured that he would not constitute a cog in the wheel of the progress of the state. He stated this at the weekend when a delegation of stakeholders of Enugu North Senatorial District visited him at his Enugu residence, acknowledging that “it is God that gives power.” Also, he assured his kinsmen that “I will not be a destabilizing factor in Enugu state or do anything that would jeopardize the progress of the state.” The visit, was apparently in connection with the petition filed by Sen. Eze at the election tribunal and the need for him to discontinue with the post-election battle for the unity and progress of the state. Speaking, the Leader of the delegation, Sen. Chukwuka Utazi told Sen. Eze that the visit was necessitated by the cherished spirit of the oneness of Enugu people, particularly Enugu North Senatorial District. Sen. Less than 24 hours after the upgrade of its Ebeano tunnel injection sub-station from a 7.5MVA capacity to 15MVA, the Enugu Electricity Distribution Company (EEDC) Plc has commenced plans to upgrade its Agu-Awka injection sub-station from 7.5MVA capacity to 15MVA, having taken delivery of a brand new 15MVA power transformer. These upgrades are to match the rapid increase in load demand by customers, as well as significantly improve the quality of power supply to the affected areas. Head of Communications, EEDC, Mr. Emeka Ezeh, who made this known to newsmen in Enugu at the weekend said that the upgrade of Agu-Awka injection sub-station is expected to last for three days. Ezeh further said that as a result of this development, electricity customers served by the sub-station will be out of supply during the period of the upgrade. He mentioned the areas to be affected as AguAwka GRA, UniZik, parts of Nkwele Awka, Amenyi Awka, CBN, Juhel, Millennium Industry and Nodu Okpuno. Also, he added that these capital intensive upgrades embarked upon by the EEDC are in addition to the ongoing construction of a 7.5MVA injection sub-station at ABS, Awka. The project which is near completion is expected to improve electricity supply to Okpuno, Isuaniocha, Mgbakwu, Urum, Amanuke and the university communities.

Military destroys major militant camps in N’Delta

The Joint Military Task Force (JTF) code-named “Operation Delta Safe” says it has destroyed and dislodged major militant camps in the Niger Delta, thereby boosting security in the region. Rear Admiral Apochi Suleiman, the outgoing JTF Commander, said this on Sunday in Yenagoa, at the handing over ceremony of the mantle of leadership to the new Commander, Rear Admiral Akingide Akinrinade. Suleiman added that the crude oil production index of the country had also increased remarkably since 2016 when he assumed office as commander. According to him, the increase is due to the serious check against oil pipeline vandalism in the region. “When I came here in 2016, there were issues of militancy all over my joint operation area, but diligently, we have taken out the major militant camps in the Niger Delta region. “We have dislodged militant camps at Karawei in Ekeremor Local Government Area of Bayelsa state. The Bakassi Strike Force in Cross River state; Lobia 1, 2 and 3 in Southern Ijaw Local Government Area of Bayelsa state and Lowasiri camps in Bayelsa were strong bases of militants and kidnappers.

NSE: Equities market sheds N548bn in 1 week Temitope Adebayo Equities market of the Nigerian Stock Exchange (NSE) continued its bearish trend as sustained sell-offs on market bellwethers weighed on overall performance with investors losing N548 billion last week. Similarly, the stock market benchmark index, NSE All Share Index (ASI) dropped by 1425.04 basis points or five per cent close the week at 29,616.38 basis points from 31,041.42 basis points it opened for trading the prior week. Market statistics obtained by The Daily Times showed that the market capitalisation, which opened trading at N11.672 trillion, lost N548 billion or five per cent to close trading at N11.124 trillion. The ASI Year-To-Date (YTD) index worsened as it declined from -1.24 per cent to -5.8 per cent. In the week under review, all other indices finished lower. The Consumer Goods index declined the most (-7.7 per cent), following sustained sell-offs on Beta Glass Plc (-18.9 per cent), Dangote Flour (-16.2 per cent) and Unilever (-10.3 per cent) trailed by the Industrial index followed suit, declining by (-6.5 per cent) on the backdrop of losses in Cement Company of Northern Nigeria Plc (-14.6 per cent), Wapco (-5.3 per cent) and Cutix Plc (-2.7 per cent).

Digital Rights and Freedom Bill: Protect internet users, promote digital technology, Coalition tells Buhari Joy Obakeye A call has gone out to President Muhammadu Buhari by a coalition of civil society organizations promoting the objectives of digital rights in Nigeria and Africa to protect internet users against the infringement of their fundamental freedom. The call came on the back of Buhari’s decision to decline assent to the Digital Rights and Freedom Bill on the grounds that some areas covered by the bill have been covered by various bills pending at the National Assembly, noting that it covered many technical subjects. In a statement at the weekend, the coalition described the refusal of the President to assent to the bill as a missed opportunity for Nigeria to demonstrate its willingness and commitment to protecting its citizens from abuse and birth a conducive regulatory environment for digital technology to thrive. The coalition said,” We write to express our disappointment in President Muhammadu Buhari’s decision to decline assent to the Digital Rights and Freedom Bill, which was meant to protect Nigerian Internet Users against the infringement of fundamental freedoms and guarantee human rights online in Nigeria.” Commenting on the reasons advanced for refusing to assent to the bill, the coalition added, “We, however, believe that these reasons are not valid enough for the President to decline assent to the bill. The ‘various bills’ as referred to in the letter are still merely Bills which may or may not become laws. For instance, the Data Protection Bill (HB02) has been pending at the National Assembly for up to eight years.

Aviation unions chide Osinbajo, Sirika over airport concession Chukwuemeke Iwelunmo The Association of Nigeria Aviation Professionals (ANAP) has renewed its fight against the proposed concession of four viable international airports in the country, stressing that they are out to work against it by all means. Members of ANAP, majorly of the Federal Airports Authority of Nigeria (FAAN) branch and other unions including: Air Transport Services Senior Staff Association of Nigeria (ATSSSAN); National Union of Air Transport Employees (NUATE) and National Union of Pensioners (NUP) equally blamed the Minister of State, Aviation, Senator Hadi Sirika and the Vice President Yemi Osinbajo for midwifing the concession arrangement which they described as detrimental to the aviation workers across the country. Speaking at the Election of Executive Members/Delegates Conference held weekend at Murtala Mohammed International Airport (MMIA), Lagos President of the union, Comrade Kabir Yahaya Gusau said that ANAP is totally against the concession of airports in the

country. Rather than a concession of the viable airports, arbitrarily, Gusau suggested that government should dialogue with the existing workers and other stakeholders in a roundtable discussion to know how to move the airport forward to the betterment of the nation. The ANAP President General promised that the workers are ready to work out ways to improve the revenue generation if that is the government’s reason for concessioning the airports. Collaborating Gusau’s views, secretary general of ANAP Comrade Abdulrasaq Saidu said that, if government should go ahead with concession as planned by the Minister of State, Aviation, it would rather add to the unemployment level as the concessionaires would want to maximise profits by reducing its overhead costs through staff rationalisation leading to unemployment of the affected workers. While informing that the labour unions will continue to oppose any form of concession in view of past and present corrupt tendencies being applied to favour few individuals,

Saidu reminded the audience that all the previous concessions had been dogged with one controversy or another through alleged rip-offs both within the industry and in other sectors of the economy which have been subjected to several litigations that have not been resolved. Afreximbank posts 24% increase in profits to $286m in 2018 Motolani Oseni The African Export-Import Bank (Afreximbank) has reported a total comprehensive income that reflected a 24 per cent, to $285.9 million in its abridged audited financial statements for the year ended 31 December 2018 compared to $229.8 million declared in 2017. The lender latest financial statement also, showed a strong financial and operational performance, which was achieved mainly due to higher net income in 2018 amounting to $ 275.9 million

compared to $220.5 million in 2017. The lender thus reported an increase in its Operating Profit Before Impairment & Provisions to $394.8 million compared to $285.7 million in 2017. Meanwhile, Afreximbank’s NonPerforming Loan (NPL) Ratio down to 14 per cent from 27 per cent as of December 2017, while Loan loss coverage ratio stood at 25 per cent slightly lower than 26 per cent posted the previous year. The breakdown of the detail published on the Afreximbank’s website showed that Net Interest & similar Income stood at $403.8 million in 2018 as against $338.3

in 2017. While Its Net Fee & Commission Income steady at $83.7million at the end of 2018, compared to $30.3 in 2017. Commenting on the results, Afreximbank President, Prof. Benedict Oramah said that the Bank’s total assets grew by 13 per cent from $11.91 billion as at 31 December 2017 to $13.42 billion as at 31 December 2018, with that result explained mainly by the solid growth in net loans and advances which went up 30.3 per cent. He stated that the performance was a reflection of the strength of Afreximbank’s

underlying business and restated commitment to “driving our strategic objectives, to strong orderly growth in assets and earnings. Tax evasion: Anambra revenue service targets recovery of N600m Stories by John Ndu, Awka Anambra State Internal Revenue Service (AIRS) has embarked on massive revenue drive to recover not less than N600 million outstanding tax liabilities owed Government by various firms across the state. The exercise, which has already commenced, took place at various locations of the state, including Awka, Onitsha, Nnewi and environs. The enforcement team of the State Revenue Service with combined units of

Police and Civil defence officers carried out the exercise. Anambra State Internal Revenue Service (AIRS) had obtained a court order from a State High Court, empowering it to seal off the premises of defaulting firms in the state. Some of the sealed companies are Sabrud Consortium that produces Prepaid electricity Meters in Awka, owing not less than N5 million from January 2011 to December 2016 and Divine Favour Pharmaceutical Company, Nkpor, which owed outstanding arrears in excess of N5 million from 2010 to 2015. The enforcement team also sealed off the Nelly New Town Hotels and Suites,

Oba for evading tax to the tune of N8 million between 2014 and 2016. Ejiamatu Microfinance Bank, Ojoto was also sealed off for owing about N16 million; Eteleson Industries, Ogbunike, owed the state about N21 million from 2010 to 2015. The enforcement team sealed off Delendu Aluminum Manufacturing Company, Onitsha for evading tax to the tune of about N8 million between 2016 and 2017. Chairman of the State Internal Revenue Service, Dr. David Nzekwu, speaking during the exercise, noted that they obtained a court order from the state High Court before embarking on the

exercise. He added that the team had not molested any individual, but acted according to the court order. Dr. Nzekwu explained that it was expected of every new company to register within six months of operation and render their tax returns in respect of companies and individuals’ financial strength. He, then, cautioned that any attempt to break the seal would be dealt with in accordance with the provisions of the relevant sections of the law. ``Government will continue sealing off defaulting establishments, be it hotels, schools or others,” he added.

Wife of a former VicePresident of Nigeria, Dame Beatrice Ekwueme, has urged Ndigbo not to allow their different political parties to divide them. Dame Ekwueme made the call during her school’s 5th Biennial Inter House Sports Competition at the Federal Polytechnic Sports Centre, Oko recently. The lawmaker representing Ihiala 1 state constituency in the outgoing 6th Anambra State House of Assembly, Hon. Barr. Chidi Livinus Udemadu, says his first term as a lawmaker in the state assembly was more of a learning process to prepare grounds for a more responsive and effective representation. Udemadu said: “My first term was fair and foul. Fair in the sense that we are members of the Anambra State House of Assembly but foul in the sense that the experience has not been too fair for us. Udemadu also disclosed that his re-election has broken the jinx of one tenure system in Ihiala 1 state constituency, stressing that it was during his re-election campaign that he took ample time to explain to his people that the idea of a single term would not entrench the anticipated developmental projects in the area instead such arrangement would only retard development in the constituency. He therefore expressed optimism that at the end of his second term, he would have adorned his constituency with signature projects that posterity would equally be beneficiaries.

World Bank partners ANSG, visits Innoson vehicle company

The World Bank says it is desires to create available facilities that will promote economic development among the private sector in Anambra State. The Programme Development Specialist, World Bank, Mrs. Anita Okemmili, said this could be realised through visible partnership with Anambra State Government. Mrs. Okemmili, who spoke during a facility tour of Innoson Vehicle Manufacturing Company (IVM), Nnewi, noted the purpose of their visit was to understand major challenges facing the private sector in the state. It was also to be able to come up with proper potential solutions to promote economic development. During inspection of facilities at Innoson Company, it was observed that massive expansion was ongoing as workers were busy constructing and testing completed vehicles ready for the show rooms. ``After the study, we will put it into country Private Sector Diagnostic System, then, engage the private sector players such as Innoson to bring about some changes. ``We are coming back in June this year to implement the action. We promise to reflect the identified problems in our report for a better plan to promote the private sector output,’’ she added. Okemmili commended Innoson Company for creating massive employment opportunities for the youth, which according to her, has been the cardinal pillar for any meaningful economic growth in a country. Managing Director, Anambra State Investment Promotion and Protection Agency (ANSIPPA), Mr. Jide Ikeakor, said the state government had various policy formulations that would aid private sector development in the state. Ikeakor noted that the major challenges among the private sector were epileptic power supply and availability of raw materials, saying these had posed threats to their production capacity. He recalled that through the partnership with the Government and Innoson Company, many youths had been trained, as no fewer than 300 youths were undergoing training courses at the company. Chief Executive Officer (CEO), IVM, Mr. Innoson Chukwuma, said that electricity supply had thwarted his lofty vision in vehicle production. ``This is because the high tariff of N43 per second charge has crippled our production capacity,’’ he stated. Chukwuma said it was regrettable that commercial banks in Nigeria could not afford to provide them with loan facilities to support the business. He, however, beckoned on World Bank and International Finance Corporation to assist by providing soft loans, to enable them to strengthen productivity. ``We are trying to localise many items at subsidised prices. This will enable us to produce vehicle that will easily be affordable by ordinary folks. ``We are working hard to produce cheap cars. The price of cars in Nigeria is alarming. Poor people cannot afford to buy good cars. ``So, by the time we finalise our expansion plans, anybody can afford brand new quality cars,’’ Chukwuma said with optimism. The delegation from the World Bank and the International Financial Corporation also visited other companies and farm facilities in the state.

resources to their advantage. Uzodinma said this in a statement at the weekend by the Director of Media and Special Duties of his campaign organisation, Declan Mbadiwe Emelumba, while reacting to a statement credited to both Okorocha and his son-in-law that APC lost because Nwosu was not given the opportunity to bear the party’s governorship flag in the last elections in the state. According to Uzodinma, the statement from the duo confirmed that the destruction of the party was their primary concern. “It is truly pathetic that Okorocha

and Nwosu are celebrating their defeat in the polls. Because of their evil infested minds, defeat for APC amounts to victory for them. Enugu guber: Ayogu Eze has no valid case before election tribunal – Okechukwu An All Progressives Congress (APC) chieftain and Director General of the Voice of Nigeria, Mr Osita Okechukwu, has said that the party’s governorship candidate in Enugu State, Senator Ayogu Eze has no valid petition to withdraw from the election petition tribunal. Okechukwu spoke in reaction to Senator Eze’s speech during a visit by a delegation of Nsukka Cultural zone stakeholders. Eze had told them that he would not constitute a cog in the wheel of the State’s progress, adding that he would convey to them, his decision with regards to the election petition, after due consultations. Reacting, Okechukwu advised him to first apologize to the APC. He said, “I read the statement, in some national newspapers, and one had not been consulted. He said he was confident that the tribunal will ensure that justice is done and shame those on a mission to destroy the APC in Imo State. “How can people who sold out to PDP shamelessly ask to be taken back to the same APC which they tried to destroy? That is to show you the true colour of those who attempted to convert Imo to their personal property,” he said.

Balarabe Musa, Okorie back multi-party system A former Second Republic governor of Kaduna State, Alhaji Abdulkadir Balarabe Musa, a leftwing Nigerian politician, has chided those calling for the limitation of political parties in the country, saying: “Trimming our political parties into a two-party system is undemocratic and does not help Nigeria.” This is even as the National Chairman of United Progressives Party (UPP), Chief Chekwas Okorie said multiple political parties are the necessary ingredients for deepening and promoting democracy. preferred candidates into any office in the land, adding “It’s the electorate that should determine the lifespan of a political party, not the electoral umpire.” While Okorie believes that “Multiple political parties deepen and promote our democracy. It provides a wider space and alternative options to aspirants. Nigeria must embrace Electronic Voting System EVS to cope with the multiplicity of candidates during elections. “Antagonists of multi-parties must know that their fears will be worsened when Independent Candidature will come on stream with all its logistics and management implications”, he said.

CNN African Voices celebrates cycling instructor, other athletes Ladesope Ladelokun The focus shifts to three African athletes this week on the television magazine programme, CNN African Voices, sponsored by Nigeria’s foremost telecom company, Globacom. The first among those celebrated in this week’s edition of the programme is Saloni Kantaria, an entrepreneur from Kenya who brings the possibility of high tech fitness to Nairobi residents. Kantaria is an inspiration to his compatriots as he leads them to embrace the culture of physical fitness as a way of stimulating the development of the country’s human capital. Kantaria is a trained lawyer, a former tennis player and studio instructor. He quit legal practice to establish “Reform Cycling and Strength Studio”, the first indoor boutique cycling and fitness studio in Nairobi. CNN African Voices celebrates this athlete whose story exemplifies how one woman, through courage, strength and convictions, can make a difference in improving the health of families. The second person celebrated is Tshepo Nkhabu, from Lesotho. Police releases report on alleged bank forgery Andrew Orolua, Abuja The summary report of investigations carried out by the police Inspector General Intelligence Response Unit Team (IGPIRT) into a case of forgery and threat to life reported by Whiteplains British School Abuja, against First Bank Plc has been released. The report was submitted to the Chairman, House Committee on Public Petitions Rep. Uzoma Nkem-Abonta following a petition to the House of Representatives by the proprietor of Whiteplains British School. Proprietor of the school, Dr. Francis Chukwuma Nwufor disclosed this to newsmen at a press conference on Sunday. A copy of the summary report dated April 1, 2019, cited by journalists which was endorsed by DCP Abba Kyari, IGPIRT, Force headquarters Abuja, indicated that the petitioner had alleged that in 2014, he obtained a loan facility from First Bank to complete the construction of his school, Whiteplains British School. The police noted that along the line, they had issues which resulted in a court case, and there was a judgement on how to manage the school, but the bank disobeyed the court order and erected a wall blocking all the gates and entrances leading to the school, thereby denying teachers and pupils access to the school.

The report showed that Dibiaezue, owner of Lagadera, confessed that he did not know and never met the directors of France Lee, neither did they commission him to do any job for them.
