car to assuage the protesters and listen to their grievances. This action by the vice president endeared him to the youths who on recognising him began chanting his name. The protesters made up mainly of young men and some women had blocked the expressway to the Nnamdi Azikiwe International Airport, Abuja, at Gossa Village, protesting the alleged forceful take-over of their lands by the military. The protesting youths appealed to Osinbajo to intervene in the forceful takeover by the military and assist them recover their ancestral lands. Responding to their plea, the Vice President assured them that he would meet with the village leaders to find a lasting solution to the problem at hand and urged the youths to seek more diplomatic ways of solving issues. He assured them that the Buhari administration is dedicated to the people and that the dividends of democracy will be enjoyed by all. Apologising for their actions, the protesters said if they had known that the Vice President was going to ply the road, they would not have acted in the manner they did. Thereafter, the youths while chanting his name made way for the convoy to proceed to the airport. Speaking to the media, a protester, who craved anonymity, praised Prof. Osinbajo for his humane nature, adding that the Vice President understands and relates well with the plight of ordinary Nigerians. “Imagine that all Nigerian politicians are like Osinbajo, this country would have succeeded since the 70s. He came down from his vehicle and he addressed us; in fact, we were happy that he accorded us so much respect,” he said.

However, in a swift reaction, the Nigerian Army said it legally acquired its landed property in parts of the Federal Capital Territory (FCT) and advised indigenes protesting alleged land grab to channel their complaints to the appropriate quarters. The Chief of Army Staff, Lt.-Gen. Tukur Buratai, stated this on Tuesday in reaction to protest by some indigenes, who barricaded the Airport road, alleging the army grabbed their land. Buratai spoke at the foundation laying ceremony for construction of the “Army Command Estate and Headquarters, Directorate of Army Legal Services’’ at Muhammadu Buhari Cantonment at Giri on the Airport Road, Abuja. He said their action would not yield any result. “This particular estate (land) was granted to the Nigerian army in 1979. “However, we got the official allocation with the Right of Occupancy (C of O) in 1997 by the Federal Capital Administration. “In 2011, when all land in the territory were revoked and owners of land were directed to re-certify their land, the Nigerian army along with other services, Navy and Air Force, we duly apply for the recertification. “We paid the dues that was meant for the re-certification and got our acknowledgment. That is to say that we have legally and timely certified this particular land,’’ Buratai said. He said that all the documents of the land were with the Abuja Geographical Information Service – AGIS, of the FCT. “So, any move to disrupt our activities here (ongoing construction work on the land) is going to be fruitless. We have all the legal backing,’’ the army chief said. Buratai advised those alleging the army grabbed their land to

channel to their complaint to the appropriate quarters rather than protesting and barricading highways. “They – protesters, should not allow themselves to be deceived and take the laws into their hands,’’ he said. News Agency of Nigeria (NAN) reports that construction of structures are already ongoing in the over 4,000 hectares of land to accommodate newly established Headquarters of Army Aviation corps, Women corps, Space Command, as well as officers and soldiers quarters. Also located in the land is headquarters of the Nigerian army’s Farms and Ranches Ltd. A coalition of FCT indigenous associations had recently been accusing the army of grabbing their land and protested to the National Assembly over the issue. They had also protested to the office of the Minister of FCT, calling for his intervention. They alleged that the army wanted to collect their land located at Zuba, Iddo, Sabo and Tuga Maje, all on Airport Road. NAN also reports that Buratai used the occasion to charge officers and men on the need to make sure the country was kept safe and secured, and continued support for the administration. He reminded them of the strategic importance of the military in democratic dispensation, adding that they “must defend democracy.’’ “We are much, much better in democracy than any other system. We must ensure that we perform our constitutional responsibilities with all the seriousness it deserves. “We must all ensure that all our ongoing operations are stepped up. “The insecurity that we are facing in the North East and other parts of the country require more initiative and require us to think of the box to get the right solution,’’ he said.

Kano Assembly adopts proposal to create 4 new emirates Ahmad Sorondinki, Kano Kano State House of Assembly has adopted the bill seeking for the upgrading of some traditional rulers to the status of 1st class emirs, following a recent petition written by some legal practitioners in the state. The bill on Tuesday scaled its first reading at the House, which also adopted the report of its standing committee on Local Government and Chieftaincy Affairs as well as that of Judiciary. This followed an earlier petition on Monday seeking for the creation of four

additional emirates in the state made up of Bichi, Gaya, Rano and Karaye. It was however the contention of the petitioner that the demand it had presented was in consonance with the Kano Emirate Council amendment law which the House majority leader, Alhaji Baffa Babba Danagundi, concurred with the submission of the petitioners on the existence of the Emirate Council amendment law. Reading the joint committee report at the floor of the house, the majority leader, Alhaji Baffa Danagundi, said the report also recommended

a review of the law after widespread consultations with stakeholders. According to him, the response received clearly indicates that the need to upgrade the traditional rulers has become necessary due to the enormous size of the state. Following series of debates and suggestions, the members unanimously adopted the report. Meanwhile, hundreds of Kano residents stormed the premises of the Assembly with placards carrying different inscriptions in support of the move for additional Emirates in state.

President Muhammadu Buhari has revealed that no fewer than a million children have been displaced by the activities of the Boko Haram terrorists in the North East, describing the condition of Internally Displaced Persons (IDPs) in Nigeria as pathetic. The President, who sought the assistance of United Nations and the international community, said it would be invaluable in reversing the devastation visited on Nigeria by the Boko Haram insurgency. Buhari said this on Tuesday when the President of the 73rd Session of the United Nations General Assembly (UNGA), Ms Maria Fernanda Espinosa Garces, visited him at the Aso Rock Villa, Abuja. “We have at least a million children who neither know their parents, nor where they come from,” he said, adding that damage to infrastructure, particularly in the North-east, has

been horrendous: “Bridges have been blown up, schools, hospitals, churches, mosques, and other buildings have been destroyed. All these will be rehabilitated, and every form of international help is welcome.” On the recharge of Lake Chad through inter-basin water transfer from Congo River, President Buhari said climate change was quite real to the region, noting that no fewer than 30 million people are negatively affected by the shrinking lake, with at least half of them being Nigerians. He stressed the role the international community needed to play in the endeavour, since recharging the lake was beyond the financial power of the affected countries. Responding, the United Nations General Assembly President commended Nigeria for being a key part of the United Nations system, saying the country was well respected in the global body. “Nigeria is a major troops’ contributor to peace keeping operations, and a major part of the human rights architecture,”

Ukpono Ukpong, Abuja The cold war which has been lingering between the Nigeria Labour Congress (NLC) and the Minister of Labour and Employment, Sen. Chris Ngige, over the non-inauguration of the board of National Social Insurance Trust Fund (NSITF) has taken a new dimension as the Congress promises to meet him headlong starting from tomorrow. Addressing a press conference on Tuesday in Abuja, the NLC President, Ayuba Wabba, declared that since the minister has vowed to deploy every public resource possible to rob the workers’ representation in the board of NSITF, the congress “will make the industrial space uncomfortable for him and we will picket him anywhere we see him”. Explaining how Ngige confided in some leaders of the congress that his major problem with the appointment of Chief Frank Kokori as the Chairman of the NSITF board was that he was too rigid for his liking, Wabba reiterated that only rigid and incorruptible people like Chief Kokori should be put to superintend over the workers money especially as the board was recently rocked by multi-billion Naira fraud which according to him “a former Permanent Secretary which represented the Ministry was indicted to have played a major role by EFCC”. “We want to alert Nigerians that it has become evidently clear that the Minister of Labour and Employment is adamant on perpetually appropriating the NSITF in sole proprietorship.

“Nigerian workers reject the manifest intent of Dr. Ngige to continue to run the NSITF as a Sole Administrator. This is against the provisions of the laws establishing NSITF and all moral codes. “We also reject Dr. Ngige’s handling of industrial relations, social dialogue and tripartite consultations on ad hoc basis. “As representatives of workers, we are responsible people and we have a duty to tell Dr. Ngige that his roller coaster rides ceased being funny a long time ago. We are disturbed that Dr. Ngige apparently derives some strange kick in second guessing and undermining the decisions of Mr. President. “This is really unfortunate as it betrays a persistent strain of disloyalty, mischief, deceit and contempt not only for President Buhari but also against Nigerian workers and the public. This attitude by Dr. Ngige is irresponsible, treacherous and condemnable. In his reaction, the minister, in a statement by his Special Assistant, Media, Nwachukwu Obidiwe, dismissed the press briefing held by the President of the Nigerian Labour Congress (NLC), Comrade Ayuba Waba, as a feeble attempt to wriggle out of shame and illegality, vowing to remain unshaken on the part of the law. “The NLC can go ahead and picket the Ministry of Labour and Employment and allied interests a million times, but I want assure them that Ngige will remain on the side of the law. “All the tissues of lies wrapped in a desperate escape route to nowhere by Waba has adequately been addressed

Chris Ngige ‘never’ nominated Comrade Frank Kokori. “However, an appropriate recommendation has been made by the Minister in conformity with the NSITF Act and in fairness to the spirit of the labour tripartism. A chartered accountant, Senior Fellow of the Institute of Insurance of Nigeria and fellow of the Institute of Taxation of Nigeria, Austin Isire, has been nominated and approved by the President as the Chairman of the board of the NSITF. “A neutral person for the avoidance of doubt is one who is neither pro-labour unions which Kokori is, nor Nigeria Employers Consultative Association (NECA), an umbrella body representing private sector manufacturers nor a member of the government. This was the case during the recently concluded National Minimum Wage negotiation, where in the spirit of tri-partisan, a neutral, fit ``and proper person, Miss Amah Pepple, was nominated by the

Hon. Minister and assented to by the President to chair the committee. “Kokori, a labour leader, was nominated by Ayuba Waba and his journey men to continue their vicious stranglehold on the NSITF and her sister parastatal, Trust Fund Pension where whoever is the chairman of the NISTF automatically becomes chairman. Ayuba, the labour leader is yet to explain to Nigerians his ominous silence over the pillage of the NSITF to the tune of N62 Billion naira when he took over as the NLC President. Nigerians had expected an outrage from him as a labour leader who has constantly been claiming though in ignorance, the NSITF funds, as belonging to workers. Did his election to the first term of office benefit in any way from the oozing filth? Let him tell Nigerians and why he is scared stiff that any other person except Kokori should chair the board of the NSITF. “We wish to state once more that the NSITF fund is not workers’ money as it does not subsist on contributions from workers’ salaries. It is an insurance premium, an insurance cover contributed by employers in the private and public sectors for the benefit of a workers and employers who die or injure in the course of work. “May I state for the avoidance of doubt that the Hon. Minister of Labour and Employment can neither be intimidated by blackmail nor by hooliganism. Certainly, Sen. Ngige cannot be derailed from carrying out his legitimate duties as directed by the President by rouge unionism,” the minister’s spokesman said.

August, 2011. Meanwhile, Amb. María Fernanda Espinosa Garcés has said that the issue of UN Security Council is one of the most complex, divisive and contentious negotiations processes at the UN. Amb. Garcès revealed this on Tuesday in Abuja while briefing the media after a visit to Nigerian President, Muhammadu Buhari, at the Aso Rock Villa. She explained that the reform of the security council is under the responsibility of the UN General Assembly and “I have appointed two co-chairs to lead the works of the inter-governmental negotiations that have been taking place for 10 years now. “ Garcès recalled that the process of UN Security Council reforms started 25 years ago and the mandate to negotiate the reform came 10 years ago when she was the Ambassador of Ecuador at the UN. The UNGA President noted that “at the time I thought we had a resolution to start the negotiations and with a great naivety, I thought this is going to be a process that will perhaps be for two or three years. “Ten years later, I have to say that there is no consensus, there are very different views and positions regarding the reform process. “As we know, we need consensus to advance reforms. This is one of the issues where my work as the president is to lead to make sure that we agree on the fundamentals to ensure that the process is inclusive and transparent. “That the outcome of the reform is going to depend very much on the political will of member states themselves. “Then of course, the African position is well known and there are also different groups that also have different positions, we are trying to bring them together and find a common denominator. “The common denominator is that the security council has to deliver more and better because they have the main responsibility to deliver on peace and security agenda of the organisation,” Garcès explained further. On the humanitarian crisis in the Lake Chad basin, she said that it is part of the role of the UN to provide a succour. President Garcès further recalled that the UN has signed five-year cooperation framework with Nigeria whereby $4.5 million will be channeled according to the Nigerian government’s priorities towards charging the Lake Chad. She said: “We are deploying all our capacities not only our office of humanitarian affairs but all our development apparatus of the UN, working in all the Chad Basin, supporting governments, countries and the leader to improve humanitarian aid according to people’s needs in the regions and micro regions. “I have no specific numbers on how much, specific coverage and people but everything we do is in strict and close coordination with the governments of the Lake Chad Basin.”

and Democracy’ was contrived with express mobilisation from officials of the Buhari administration in a shameless and disingenuous attempt to find a jejune explanation for the rising rate of insecurity in Nigeria. “Our investigations have revealed that there is no such report as being touted and no such body called ‘Centre for Diplomacy and Democracy’. The Peoples Democratic Party (PDP) has indicted President Muhammadu Buhari over his comment to the Inspector General of Police, Adamu Mohammed that kidnapping is business. The party said Buhari’s confession that “anger, frustration and disenchantment among the youth are responsible for the escalation of kidnapping, abduction and other crimes in the country” is a direct admission of his failure in governance. PDP also stated that this explanation confirms that President Buhari is aware that Nigerian youth did not vote for him in the February 23 presidential election. Spokesperson of the party, Kola Ologbondiyan in a statement said “this self-confession by Mr. President is equally an admission that he has no solutions, and points to the ugly situation that would continue to confront the nation, if the stolen Presidential mandate is not retrieved in the courts. “Is it not appalling that at a time when other world leaders are leading their youth to constructive and productive ventures and developing their nations, Nigerian youth are being pushed into situations of anger, frustration and recourse to criminality? “Under President Buhari, our national economy has continued to slide; over 30 million Nigerians have lost their jobs and basic means of livelihood; businesses have continued to shut down; cost of essential goods and services have persistently soared, while purchasing power of citizens worsen.

Policing is dynamic and you cannot give ultimatum to deal with a crime. “The number of personnel we have can never be enough and the government is doing its best and every year we are recruiting more policemen. This year, we have about 10, 000 again to recruit. At least, the number is growing. Very soon, we will meet up with the required number that is needed for us to deploy to fight crime.” On the alleged rape of some arrested social sex workers by policemen, he said the police is setting up a panel to investigate the matter, assuring that anybody found wanting and proven to have part in the act will be made to face the law.

Justice Ahmed Ramat Mohammed on Tuesday slated the matter for hearing after the court was moved pursuant to Order 38 Rule 1 of the Federal High Court procedural rules. When the matter was called, plaintiff’s counsel, Ezikiel Ofou informed the court that all parties have been served with the processes filed in the court and that Atiku, the PDP and INEC were not represented in court. He then urged the court to set down the matter which was for mention for a definite hearing in line with Order 8 Rule 1 of the Federal High Court procedural rules. The judge obliged the request and adjourned the matter till June 27, 2019 for definite hearing. The plaintiff, Usman Ibrahim Alhaji, who contested the presidential election along with Buhari and Atiku on the platform the National Rescue Movement is praying the court to invoke Section 91 (2) of the Electoral Act, 2010 to nullify the participation of Buhari and Atiku in the poll for allegedly exceeding the maximum N1billion Naira expenses provided for in the Electoral Act.

EFCC arraigns bank manager over N187m fraud Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC), Enugu zonal office on Tuesday arraigned former bank manager of a New Generation Bank, (name withheld) Oliver Anidiobi before Justice C.O. Ajah of the state high court, sitting in Enugu on a 32-count charge bordering on forgery and stealing. Anidiobi, who was also the account relationship officer of OHHA MicroFinance Bank, is facing the charges for allegedly stealing N187 million from the bank. Investigations by the commission revealed that the accused used his position to convince the micro-finance bank to deposit the said amount with him with an accompanying letter of instruction (which he acknowledged) to Sterling Bank. He fixed the amount on behalf

of the micro-finance bank, only for him to forge a fixed deposit certificate as evidence of their investment. He, thereafter, upon receipt of several instalments of the money totaling N187 million diverted the money to his personal use to build a two-storey building of five flats, bought several plots of land along the Enugu- Port Harcourt Expressway and an uncompleted four -bedroom bungalow at Centenary Estate, Enugu as well as making an investment of over N65 million. His journey to the dock began when OHHA Micro-Finance Bank decided to liquidate their two fixed deposit accounts with the bank, only to discover that there was no record of the transactions in the bank’s system. One of the counts against the defendant reads: “Anidiobi Oliver

Chukwuka, sometime between 15th day of August, 2014 and 28th day of August, 2014 in Enugu, did commit a felony, to wit stealing by fraudulently converting to your personal use N5 million being property of OHHA Micro-Finance Bank Limited and thereby committed an offence.” He pleaded not guilty to the charges and in view of the plea, the defence counsel, O.A.U. Onyema, informed the court that he had an application for the bail of the defendant, but the prosecuting counsel, Micheal Ani, told the court that “the defence just served me in court this morning some few minutes ago.” Justice Ajah, after listening to both counsels adjourned the matter to June 7 for hearing of the bail application and ordered that the accused person should be remanded in prison.

The Netherland Ambassador to Nigeria, Ms. Marion Kappegne Van De Coppelo has pledged the support of her home government in the clean-up of Ogoni land. She also expressed the readiness of the Kingdom of Netherlands to work with the Hydrocarbon Pollution Remediation Project and other stakeholders to ensure the smooth implementation of the United Nation Environmental Programme (UNEP) report on the Ogoni clean- up. She made the pledge during her tour of an impacted site in Eleme Local Government Area of Rivers state on Tuesday to access the level of compliance on remediation works by the agency charged with the responsibility of implementing the report. The Ambassador maintained that the government of Netherland is working with other donors to ensure the improved living conditions of the people, saying that the job requires patience from the people and expressed the hope that the companies would meet the timelines for the exercise. “We are satisfied with what we have seen so far. We’re appealing for patience and cooperation from the people. The exercise requires patience and understanding. We’ll support HYPREP to ensure the success of the clean-up,” she told newsmen after inspecting the soil remediation centre in Eleme.

Panels on electoral violence, court invasion begin sitting in Rivers Memoye Oghu, Port Harcourt The judicial commission of inquiry set up by Rivers state Governor, Nyesom Wike to investigate the killings and violence that surrounded the February 23 and March 9, 2019 general elections in the state had its inaugural sitting on Tuesday. Chairman of the commission, Justice Monima Danagogo, delivering his inaugural speech in Port Harcourt, said the commission was set up not to witch-hunt anyone, but to determine the immediate and remote causes of the violence and killings that occurred in the state during the elections. Danagogo, who chaired the four-member panel, stated that the commission was constituted by the governor of Rivers state on March 28 in pursuance to Section 2 (1) of the Commission of Inquiry Law, 1999. The chairman said the commission was also set up to identify victims of the violence, including those that were killed during the said elections and to identify the motives. He said that “as you may be aware, we are a fact-finding body; we are not here to witch-hunt anybody, group or institution. We are also not sitting as a court of law, therefore, we are not bound by the strict rules of law of evidence, but we are duty bound to fully observe and follow all known principles of natural justice. Our activities shall be based and guarded by the memoranda submitted to us.”

Emergence of Enyimba Economic City: A timely and tangible intervention

Nowadays, when I read about what I choose to refer to here as “the Igbo quagmire experience” across major cities especially in the western and northern parts of Nigeria it brings to mind the timeliness of and, or the numerous opportunities open for Igbo business community to invest in Enyimba Economic City (EEC) project, to come home and invest. However, with key investors like Mr. Darl Uzu, RIYU Group and other already developing business bases, latecomers may be scampering for space. Hence, the time to invest is now. On a speedy lane towards realisation, EEC project has successfully and progressively scaled through stages of materialisation. The stages (listed below) thumbnails factors and elements guaranteeing investment cum investors’ sustainability and protection. 1. Execution and endorsement of Project Agreement with the Abia State Government. 2. Acquisition and issuance of Certificate of Occupancy of the Project Site by Abia State Government. 3. Passage and signing into law Special Economic Zone Bill by Abia State House of Assembly and the Governor of Abia State, Dr. Okezie Ikpeazu. This Bill goes to the extent of protecting the project against the State government itself. 4. 14. Negotiation of MOU with Chinese EPC contractor CGCOC that include sourcing for buyer credit from China Ex-Im Bank for 1,800 Hectares start-up phase of anchor drivers. Enyimba Economic City (EEC) is the first ever free export industrial zone to be situated in the entire South East of Nigeria. The project is a Public Private Partnership/ Investment Promotion Office initiative of Abia State government aimed at creating industrial investment hub central to South East and South South States linked with high access road, sea port, railways amongst others. It would transform the region into a manufacturing power house. EEC is covering over 9,500 hectares beyond Aba and three Local Government Areas (Ugwunagbor, Ukwa’s West and East) in Abia State. More particularly, the location of the special industrial zone is strategic for easy access to all the South East and South-South states. This is because Abia State is in the confluence of the states in the South East and South South zone of Nigera. EEC would provide more than 2,000 industrial units and would have industrial park, logistics, entertainment villages, medical, ICT hubs amongst others. The Governor of Abia State, Dr. Okezie Ikpeazu, who sees this project as one of the flaship projects of his administration has vowed to accelerate the project in his second term in office. His intention is solely to ensure that the targeted 700,000 jobs for the young graduates and other Abia

people and residents is realised. As a transgenerational leader, Governor Ikpeazu thinks for both the present and future generation, hence the initiation of this gigantic life-improving project that has never been engaged in before now in the entire Igbo land. He is very much committed to working with everyone to deliver greater development to Abia people. It is imperative to stress that the boost Enyimba Economic City received recently owing to the signing of agreement between the State and Federal government sealed permanently the mouths of those who claimed it was a white elephant project. They have been ultimately put to shame. Meanwhile, Governor Ikpeazu has received an award from the Presidency and World Bank in acknowledgement of the rapid improvements in “Ease-OfDoing-Business” in Abia State, which is also a boost to what the Governor is about doing in Enyimba Economic City. The importance of the project cannot be over emphasised and it is very apt now that the nations of the world are diversifying to non oil sector. The free export zone would create employments and grow Abia State and South East economy. There is therefore need for all Abians to appreciate and support Governor Ikpeazu’s genuine efforts to better the lives of the people of the State. Of course, for this project and others to be achieved in the state, the people should speak against distractions of any kind and support the Governor to ensure his dreams come true.

Venezuela: Democracy, through the Military’s looking glass?

The “recent” crises in Venezuela have been through three distinct stages — that is if it were at all possible to describe human activity with any such precision. Two important lessons and a major question have been presented at each of these stages for managers of frontier and emerging economies such as ours. The four years between 1999 and 2013 is clearly one such stage. This stage commenced, not with the election in 1998 of Hugo Chávez as president. But with the convention of a Constituent Assembly in 1999; and the launch of the “Bolivarian Revolution”. Socialist? Populist? A mishmash of both? However you designate it, the “revolution” sought to do three things. To help the poor. To help similarly situated countries, especially in south America. And through both these programmes, but especially through the latter, cock a snook at Yanqui imperialism. It helped that global oil prices were high all through this period. And so, it was easy for the Chávez government to finance its ambitious social intervention agenda. Moreover, few can argue against the fact that Venezuelans benefitted from

programmes aimed at improving adult literacy, providing remedial education for high school dropouts, and providing free comprehensive and community health care. Of doubtful utility was the provision of high-quality seedlings for farmers and food at below market prices. As with the glad-handing of crude oil to favoured countries, this latter interfered with the efficient allocation and consumption of Venezuela’s scarce resources. Without doubt, the biggest failure of this period was from the Chávez administration’s indifference to investment in the economy, needed to drive productivity up, and without which the financing of his social engineering programmes would have grown increasingly difficult. I have heard arguments to the effect that the provision of crude oil at below market prices to countries like Cuba, and Jamaica were crucial if the Bolivarian Revolution was to be protected from hostilities from the United States. In a sense, this argument finds validation in the help provided by Cuba in sustaining the Nicolás Maduro administration, thus far. Nonetheless, if the lessons from

Hugo Chávez’s intervention in the Venezuelan economy are clear, the ones from the Maduro administration are urgent. Even Nigeria, as addicted to oil export earnings as it is, is no longer likely to argue (as it once did in the 1970s) in the face of rising oil prices that “money is not our problem; but how to spend it”. We were better off then to have invested in boosting domestic productivity than to have tarred highways in the Bahamas. Nicolás Maduro, Venezuela’s current president, presents a rank lesson in ensuring that the leadership of any country, especially a frontier or emerging one, is not the most inept on offer. Especially when buoyant oil prices are no longer available to buy off significant segments of the population, or to suborn international opinion. The failure of the Chávez administration to invest in its oil production capacity was always going to haunt the government’s successor. But Maduro’s unwillingness to listen to his people’s gravamen, including by rigging elections in his favour, have turned an economic crisis into a social one.

A social crisis from which Juan Guaidó — current president of the National Assembly of Venezuela, and president of the country, according to the constitution, in the event of stolen elections like the one that Maduro presently leans on — and his cohort may yet profit from. Still, Guaidó’s initiatives appear to come off the chapter of accidents that have preceded it. Or how else does one characterise the events in the country, last week, when it appeared that Juan Guaidó was goading the military into taking over? The suffering of Venezuelans are real, and a quick fix to the country’s problem is desirable. As, indeed, it is for those neighbouring countries that have borne the brunt of the forced emigration of Venezuelans. Inviting the military as part of the solutions to these problems raises the important question of whether a democracy is better midwifed by a violent assault on the state, however, illegitimate that state is? However this question is answered, one thing is beyond dispute, once it has tasted power, it is nearly always difficult to get the military to return to the barracks.

She was charged for cyber harassment and offensive publication. In Zimbabwe, it is also an offence to insult the president. Go and ask Terrence Mkhwananzi. What was his offence? He had the temerity to point at President Emmerson Mnangagwa’s portrait in public and accuse him of having a hand in the death of his father. In Rwanda, Tanzania and Indonesia, if you insult the president, you go to jail.”

Our POSITION Tackling the menace of drug abuse in Nigeria

T

he devastating consequences of drug use know no geographic, economic, social, or ethnic boundaries. Each year hundreds of thousands of people around the globe – rich, poor, educated, illiterate, male, female, and even young children die from drug abuse, and millions more are victims of addiction and drug-fueled violence. Beyond the toll drugs take on health and welfare, substance use disorders undermine economic development, diminishes social and political stability, and reduces security in countries and regions around the world. It is no longer news that 70% of youth in Nigeria today get themselves involved in one form of drug abuse or the other. Amidst the widespread commendations over the ban of codeine by the Federal Government, a new largescale nationwide survey has revealed that drug use by people within the ages of 15 and 64 years in Nigeria is on the rise. A survey on drug use in Nigeria last year had revealed that the nation is breeding a wild generation of drug addicts. This gory state of affairs of substance abuse calls for the declaration of a state of emergency, considering the fact that the youth population is the fulcrum of national development. The nationwide survey by the United Nations Office on Drug and Crime (UNODC) funded by European Union (EU) in partnership with the Federal Government said 10.6 million Nigerians abused cannabis in 2018, while 4.6 million abused opiods. The report said that 2.4 million youths and adults also abused cough syrups with 92,000 more using cocaine. Other drugs commonly abused during the period are tranquilizers and sedatives, solvent, inhalers, amphetamines and prescription stimulants. This survey also reports that one of four drug users in Nigeria is a woman. Adding that the extent of drug use in Nigeria is comparatively high compared to previous global annual prevalence of any drug abuse use. Basically, youths in the country inhale, inject and consume psychotic and narcotic substances and drugs at will, easily evading the scrutiny of a society distracted by economic malaise at the expense of their future wellbeing. Truth be told, the impact of drug abuse is lethal. Many families are contending with drug addicts; some of them have quit schooling and work; others are on the verge of lunacy or battling with acute diseases.

The number of drug users in Nigeria is estimated at 14.4 per cent or 14.3 million people aged between 15 and 64 years according to the results of the National Drug Use Survey. The data suggests that the prevalence of past year drug use in Nigeria is more than twice the global average of 5.6 per cent. The extent of drug use in Nigeria is comparatively high when compared with the 2016 global annual prevalence of any drug use of 5.6 per cent among the adult population. There is a gap in meeting the needs for treatment and care for people with drug use disorders. With close to three million Nigerians living with some level of drug dependence, the extremely limited availability of drug counselling and treatment services exacerbates this health crisis. This is indeed striking and alarming and calls for concerted efforts to mitigate the negative consequences of this rising menace on the health, socio-economic and security of our nation. Even though the Federal Government has over the years responded boldly to this global challenge with innovative, standard-setting drug demand reduction programs, we are of the opinion that there is need to solve the problem. Awareness programmes need to be developed to address the perception of stigma among the youth and their families over substance use and to remove barriers towards seeking care for these problems. These programmes should also address the inability of the youth to perceive addictive behaviours as a health risk. Parents and support persons’ involvement and engagement in youth programmes should be strengthened further as it improves communication and better decision-making for youth health issues. Family-based prevention programmes emphasising parenting skills, training or improving family functioning, communication and family rules regarding substance abuse needs to be introduced. Also, teachers are a major source of information to young people. Hence, strengthening the role and performance of educational institutions, ensuring availability of counselling services, gender sensitivity issues, making life skills courses a part of curriculum are required for health and welfare of young people. Most importantly, in all youth related programmes, young people should be involved and engaged to empower them to take informed decisions.

A Magistrate Court in Mpape, a suburb of Abuja, the Federal Capital Territory (FCT) on Tuesday admitted Senator Ademola Adeleke to bail in the sum of N2 million after he was docked by the police for certificate forgery. Adeleke, who contested the Osun state governorship election in 2018 under the Peoples Democratic Party (PDP) was declared the winner of the election last month by the Osun state Governorship Election Petition Tribunal. While the Court of Appeal reserved its judgment on the appeal challenging the tribunal’s verdict, the police on Tuesday arraigned Adeleke before the magistrate court on a five -count charge bordering on alleged false statement and forgery. He pleaded not guilty to all the fivecount charge and his lawyer, Prince Adebiyi Adeyosoye accordingly move an application for his bail. Although, prosecution counsel opposed the application on grounds that

the defendant did not show evidence of his ill -health, however, Magistrate Mohammed Zubaru, in his ruling held that he was mindful to grant the bail application. As part of the bail conditions, the court ordered Adeleke to produce a surety in like sum, who must be resident within the court’s jurisdiction. Earlier on May 6, Adeleke was detained by the police at its headquarters in Abuja, where he had gone to submit himself for interrogation in line with an order of a Federal High Court, Abuja. The police after interrogating him brought the senator to the Mpape Magistrate Court for arraignment on the allegations of forgery. When the suit marked CR/26/19 was called, Adeleke’s lawyer, Adeyosoye, told the court that it would be impracticable for the court to proceed with the arraignment on the grounds that the defendant is already standing trial on the same charge in two different high courts. He submitted that to proceed with the arraignment would amount to abuse of court process and further told the court that Justice Inyang Ekwo of the Federal

High Court, Abuja, had on May 3, granted Adeleke permission to travel abroad for medical attention while ordering the police not to hinder Adeleke from embarking on his medical trip scheduled for yesterday. The lawyer also presented before the court another order of a high court in Osun, which specifically ordered the police not to arrest or prevent Adeleke from traveling abroad for medical attention. The two court orders were tendered and admitted in evidence as exhibit A and A1 and the lawyer accordingly, urged the court to adjourn indefinitely pending the hearing and determination of the two main suits. Responding, the defence counsel, Simon Lough, opposed the application for adjournment on the grounds that the orders of the court on which the application was predicated did not say that the defendant cannot be arraigned. In addition, Lough informed the court that the complainant had already filed an appeal against the orders of Justice Ekwo of the Federal High Court. He therefore, urged the court to dismiss the application and order the defendant to take his plea.

Joseph Inokotong, Abuja Head election observer mission of the Electoral Institute for Sustainable Democracy in Africa (EISA), former President Goodluck Jonathan, says the observer mission has confidence in the South African elections, based on what they have observed so far. Speaking to the SABC News at the Independent Electoral Commission’s Results Operation Centre in Pretoria, Jonathan said the body that manages the elections plays an important role in ensuring safe and successful elections. “This year’s election appears to be one of the strongest contested elections so far in the history of South African democracy and everybody is interested in the outcome. We have observed some of the rallies and we are quite comfortable how things are going. “The key thing about elections is the body managing the election and of course, the security, the police. If the stakeholders, the political parties have confidence in these two organizations, then of course, we are quite hopeful.” The former President also expressed optimism that management of elections is improving across the continent. “I have gone to many African nations as leader of different observation missions, including the Commonwealth, African Union, National Democratic Institute and of course EISA and I am quite impressed and hopeful that the standard of managing our elections will continue to improve,” he said.

Nigeria’s leadership model favours godfathers not citizens - Dogara Henry Omunu, Abuja House of Representatives Speaker, Yakubu Dogara, has declared that the political leadership model practiced in Nigeria is that which favours godfathers and protects their interests to the detriment of the citizens and national interest. Speaking at a conference organized by the #NotTooYoungToRun movement for young lawmakers at both the national and state levels, he added that qualified youth who have the capacity to serve with distinction are abundant in Nigeria, asserting that even though they have been kept on the sidelines since 1999, they must be prepared to assert themselves in order to bring comfort to broken Nigerians. We need leaders who will lead us to build a nation and serve others, not godfathers who demand that we worship and serve them rather than serve the people.” Citing happenings at the National Assembly to further buttress his point, the speaker pointed out that the National Assembly has often charted its leadership course because lawmakers are well aware that external interests will never find the convergence to legislate for the people or hold the executive to account. He insisted that it is in this regard that as fresh legislators, such as the youth gathered at the event are, they need to demonstrate their determination to define the kind of leadership that will be answerable to them, the representatives of the people and the people they represent, and not to some godfathers who live only for themselves.

Executive Secretary of the Muslim Pilgrims Welfare Board (MPWB) in Taraba state, Alhaji Umar Adamu Leme has said that the persistent security challenges coupled with the poor economic being experienced across the country has impacted negatively on the intending pilgrims from Taraba state performing the 2019 hajj exercise to Saudi Arabia. Gbenga Sodeinde, Ado Ekiti Vice President Yemi Osinbajo has disclosed that a total of 9.3 million pupils are savouring the benefits of the home grown school feeding programme of the President Muhammadu Buhari’s government across the country. Osinbajo also declared that the programme apart from shoring up school enrollment, had also been of tremendous help in job creation and poverty reduction among Nigerians. He added that the policy which he described as the flagship of the All Progressives Congress (APC) led government remains one of the four cardinal objectives of the empowerment and social investment policy of the Buhari administration. The vice president spoke in Ado Ekiti, on Tuesday during the official launching of the school feeding programme at St. Michael’s Primary school in Ekiti state. Osinbajo, who praised Gov. Kayode Fayemi for keying into the programme, said that “the aim of this government is to provide food to our students to make them focused in schools and solve the problem of malnutrition in our children.

“When a child suffers malnutrition in school, the diseases associated with it may cause serious challenge to our pupils and that is why we are taking care of their health for them to be more regular in schools. “The federal government has decided to introduce this programme to turn around the agriculture sector by patronizing the products of our farmers, who will sell their products in all the schools in their areas.” Reeling out the benefits of the programme, Osinbajo said that “ 9.3 million pupils are benefitting in over 56, 506 primary schools across this country, 190, 000 farmers are supplying the materials, 767 cows are killed weekly and 7.3 million eggs are consumed weekly via this policy. “Governor Fayemi’s support for the policy shows the importance of the programme and it will help in fighting poverty in this state,” he added. Osinbajo stated that the policy has also helped in improving the capacities of some people, especially the vendors to be able to feed their families, adding that “some asked how many jobs will this create? The benefits are unimaginable. But, we assure that we are going to increase the scope of all our social investment programmes, including tradermoni in the next level.” Gov. Fayemi, who described the policy as very significant in the lives of the people,

commended the federal government for the initiative, saying the programme was an initiative of President Buhari, but was being anchored through the office of the vice president. Fayemi stressed that the state places high premium on the policy because it pays attention to our vulnerable population. “Before we left, we had a social security scheme where we used to give N5, 000 to 25, 000 vulnerable elders. We had the Ekiti state Youth Volunteer Corps, where 10, 000 youth got N10, 000 monthly. We have introduced free education at both primary and secondary schools, among others. “Unfortunately, these programmes cease to exist throughout the four years of that interregnum and it affected the state significantly. When we came back, students were paying school fees when we ran free education during our time. Our education rating declined even where we were coming first and we became the last in the south west. “That is why we are happy that this policy is kicking off in Ekiti. Equally, we decided to key into the programme because it was a fulfilment of the APC government and many others will come,” Fayemi stated. The governor disclosed that 2, 000 vendors had already employed to supply food in the 905 primary schools while 75, 000 pupils in primary one to three are to benefit.

Gov. Abdullahi Ganduje of Kano state has announced that a major purge would soon take place in the administrative machinery of the state to ensure that only the right people are allowed to play roles in the scheme of things. In a press release signed by his Director General Media and Strategy, Aminu Yassar, Ganduje, explained that the shake-up which is part of his broad vision to move the state to the next level would affect all political appointees except his deputy, Dr. Nasiru Gawuna. “The shake-up will affect all commissioners, special advisers, senior special assistants, personal assistants, heads of government agencies and directors, among others. In the same vein, the state Hisbah board and local governments will face major reorganization,” the governor disclosed. He however, assured that nobody will be victimized, adding that “we will not retrench anybody, but we will appoint only loyal and dedicated people into sensitive positions.” Ganduje, who spoke during an APC stakeholders meeting at Africa House, Government House Kano, stated that the managerial changes have already commenced with sweeping reforms on the top stratum of the state civil service. “We started with permanent secretaries because they are the backbone of the civil service. If the backbone is weak and disloyal to the government, what should you expect? We shall therefore, appoint only selfless, hardworking and trustworthy people into positions of responsibility,” the governor asserted.

Okowa declares state of emergency in water, sanitation sectors Nosa Akenzua, Asaba Delta state Governor, Ifeanyi Okowa on Tuesday declared a state of emergency in the water and sanitation sectors. The governor who observed that a lot is required for the nation to provide public water and sanitation facilities for her growing population, stated that in Delta state, the water and sanitation sectors are receiving more funding. Declaring the state of emergency at Asaba, Gov. Okowa inaugurated a high-powered steering committee which has him as the chairman to coordinate the Water Supply, Sanitation and Hygiene Services (WASH) and proffer effective reforms as well as formulate policies to end open defecation. “In the next four years, we will increase the allocation to water and sanitation sectors and hold those within the sector accountable as we intend

to have good value for any money released,” the governor said, adding that “water, as the saying goes, is life; but regrettably, we have not done enough collectively as a nation in the provision of public water and sanitation facilities for our ever growing population. “Available statistics from the UNICEF-WHO joint monitoring programme show that access to piped water on premises in urban areas declined from 32 per cent in 1990 to less than 10 per cent in 2015 and in the same token, access to improved sanitation dropped from 38 per cent to 29 per cent; this clearly suggests an erosion of WASH utility service coverage and it is shocking to say the least, that while population is increasing, WASH asset is depleting. “Nigeria currently ranks number two in the world after India in terms of people defecating in the open, as about 25 per cent of our population still practice open defecation; the Sustainable Development Goals 6.1 and 6.2 seek to stop

open defecation by 2025 and ensure access to sustainable and safely managed WASH services by 2030,” Okowa stated. He thanked President Muhammadu Buhari for declaring a state of emergency on the revitalization of WASH services and threw his weight behind the strategies contained in the national action plan. Also, Okowa thanked the European Union, UNICEF and USAID for their support and various interventions on the improvement of the state’s WASH services since the beginning of his administration. Minister of Water Resources, Suleiman Adamu had in an address read by Mr. Osikela OmoIkirodah commended Okowa’s administration for declaring the state of emergency, assuring that such has opened the state for financial and technical assistance from the federal government which is determined to end open defecation in Nigeria by 2025.

The trial of the Sen. Dino Malaye in an FCT High Court, Maitama was on Tuesday stalled due to the absence of the prosecution counsel, Mr. Shuaibu Labaran. Melaye, the senator representing Kogi West in the National Assembly is charged with two counts bordering on giving false information to the police. The federal government arraigned Melaye, alleging that he, sometime in April, 2017 deliberately gave false information to the police. At the resumed sitting, Mr. Abubakar Mustapha, who held brief for Labaran, told the court that the matter was for cross-examination of prosecution witness. He however, pleaded with the court, saying the matter cannot proceed as there was a communication gap between him and the lead counsel, Labaran, who was absent. He further informed the court that the prosecution witness was also not in court and that he was supposed to be cross-examined today by the defence counsel and prayed the court for an adjournment. The defence counsel, Mr. Olusegun Jolaawo, opposed the application for adjournment and told the court that “on Jan. 18, this matter came up with the same excuse. “The reason why the matter could not go on that day was that the same witness was absent in court and no tenable reason was given; this is the second time on record as a witness who is in the box is absent from court.

Addressing a press conference in Uyo yesterday to mark the fifth edition of the United Nations Global Road Safety Week on the theme: “Leadership for road safety,” Oghenekaro maintained that such dangerous attitudes have caused untimely death on the nation’s highways. The sector commander said that the event was a one- week programme to create awareness on the need for stakeholders in the state to collaborate with the FRSC so as to stem road crashes. He added that the United Nations Global Road Safety Week was an all nations event where all member nations are expected to bring up strategic measures that would reduce road crashes to the barest minimum. “The United Nations is calling for concerted efforts of all member nations to ensure that they increase effort and collaboration with relevant stakeholders in their respective states towards ensuring that road traffic incidences which has been described as the third leading cause of death worldwide is given prominence.

Judge rejects plea bargain, sends internet fraudster to jail Andrew Orolua, Abuja

Apparently disgusted by the negative effect the activities of internet fraudsters impose on Nigeria’s image, Justice Joyce Abdulmalik of the Federal High Court, Ibadan Judicial Division on Monday rejected the terms of plea bargain presented on behalf of Oladimeji Omotola Abiola, an internet fraudster. Instead of the six -month prison term proposed in the plea bargain agreement, the judge sentenced Oladimeji to one -year imprisonment, saying too liberal sentencing would not achieve deterrence which was meant to be the spirit of the law against crimes. The Economic and Financial Crimes Commission (EFCC), Ibadan zonal office, arrested Oladimeji alongside his other colleagues at their hideout in Ibadan on February 4 for internet fraud. He was thereafter, arraigned on February 19 when he pleaded not guilty to a fivecount charge of false pretense, possession of fraudulent documents and knowingly sending indecent, offensive and pornographic pictures preferred against him.

At the resume hearing, Prosecution Counsel, Shamsuddeen Bashir informed the court of the plea bargain agreement between Oladimeji and the EFCC and urged the court to accept same as he called upon his client to plea to the amended charge presented to the court. The main thrust of the plea bargain agreement states that Abiola be sentenced to six –months imprisonment with effect from the date of his arrest and that the sum of $360 already returned by him during investigations be restituted to the victim through the federal government. He pleaded guilty to the one-count amended charge when it was read to him. The presiding judge consequently convicted and sentenced him to one-year imprisonment in view of the prevalence of the crime in the society, saying that “this is to serve as deterrent to others.” Similarly, the commission’s Ibadan zonal office has arraigned one Yusuf Babatunde, an internet fraud suspect before Justice P. I Ajoku of the Federal High Court 1, Ibadan. Yusuf was arraigned on a three-count charge bordering on cyber-crime and

impersonation. The offences are contrary to Section 1(3), Section 22 (3) (a) of the Cybercrime (Prohibition and Prevention) Act 2015 and punishable under Section 22 (4) of the said Act. One of the charges reads: “That you Yusuf Babatunde (a.k.a John Ben, Lilian John) sometimes in December, 2018, in Ibadan, Oyo state with the intent to defraud did possess documents in your google account with email lilianjohn0147@gmail.com and thereby, committed an offence contrary to Sections 6 and 8 (b) of the Advance Fee Fraud and other Fraud Related Offences Act, 2006 and punishable under Section 1 (3) of the said Act. After pleading not guilty to the charges, the EFCC lawyer, Ibe Kute, prayed the court for a trial date and an order to remand the defendant in prison custody. However, counsel to the accused, Jimoh Babatunde, presented a bail application on behalf of his client, arguing that the offence was bailable. The application was declined. Justice Ajoku adjourned the case to June 5 for trial and ordered that the defendant be remanded in the Agodi Prison pending the determination of his case.

He said in Nigeria, about 15 million people may have asthma based on numerous studies, but with increasing urbanization and uptake of western lifestyle it is projected that developing countries may have rising incidence of the disease. “The number of people with asthma will grow by more than 100 million by 2025. asthma is the most common chronic diseases in children,’’ adding that this year’s theme is unique as it addresses everyone and highlights key steps to keep asthma under control. Importantly, the theme underscores the importance of adequate protocol and guideline in asthma management, he said. Prof. Peters noted that asthma is a condition that millions of people with the sickness have to deal with it daily.

Lagos to challenge Agidingbi land judgment Benjamin Omoike, Lagos

The Lagos state government has declared its intention to initiate legal action against the purported land judgment that ceded a vast portion of Agidingbi and its environs to the Akinole family to ensure that the matter is finally put to rest. In a statement issued by the state Ministry of Justice, the government expressed shock to hear that allotees on government acquired lands were and are still being disturbed by the Akinole family who never challenged the land acquisition by the state government. The statement states that “on the creation of

Lagos state in 1967, the first global acquisition of land was done in 1969 by the government (Notice No. 236) of the same year which was for 7, 300 acres of land, including Agidingbi and environs”. The statement added that the Akinole family “were not only aware of the 7, 300 acres’ global land acquisition of the land by the Lagos state government in 1969, but are parties in the originating summons subsequently taken out by the Lagos state government in suit No. LTILS/35/89 to determine the persons entitled to compensation in respect of the 356.442 hectares of land acquired, including the land in Agidingbi Village under the compulsory public acquisition of 1969.”

The release further expressed surprise that the state government was not made a party to the lawsuit by the Akinole family in a deliberate attempt to mislead the court and get a judgment in its favour. The statement however, noted that in order to forestall any breach of the peace which may lead to anarchy or any form of loss of lives and property, the state police command has been directed to deploy its officers and men to the location. The government therefore, assured the populace that it would forestall any further steps by the Akinole family or any other party to intimidate property owners in the affected areas pending the final resolution of the matter.

The Catholic Bishop of Nsukka Diocese, Most Rev. Prof. Godfrey Igwebuike Onah, has expressed delight at the commitment of Gov. Ifeanyi Ugwuanyi’s administration in entrenching peace and good governance in Enugu state as well as ensuring that infrastructure is spread across the state through its rural development policy. Bishop Onah, who spoke during a thanksgiving Mass at St. Theresa’s Cathedral Nsukka, organized by a support group for Gov. Ugwuanyi, Gburugburu Support Group (GSG) for his victory at the polls, described the governor’s reelection as “a prayer answered.” The cleric stated that the people of Enugu state are happy with Gov. Ugwuanyi and enjoined them to sustain their support for his administration, appealing against any act that could undermine the progress of the state. He stated that “we have seen good governance in Ugwuanyi because he has spread infrastructural development in all the areas of the state through his rural development programmes and Nsukka happens to be a great beneficiary of his administration’s noble gesture.”

CBN boosts forex market with $205m Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has injected $205 million into the interbank segment of the Foreign Exchange Market following the sales concluded on Tuesday. Figures obtained from the CBN indicated that authorized dealers in the wholesale segment of the market were offered the sum of $100million, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. The Director, Corporate Communications Department, Central bank of Nigeria, Mr. Isaac Okorafor, while confirming the transactions, disclosed that the effort of the bank had helped to stem fluctuations in the exchange rate. The sum of $50 million was allocated to customers requiring foreign exchange for invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others. This, according to him, had increased the level of confidence investors and the public had in the Naira. The Daily Times recalls that on Friday, May 3, 2019, the Bank injected the sum of $271.8million and CNY41.1million into the Retail Secondary Market Intervention Sales (SMIS) segment. Meanwhile, the Naira on Tuesday, May 7, 2019, exchanged at an average of N361/$1 in the BDC segment of the market.

Lagos, USADF sign N3.6bn deal to train 15,000 youths Motolani Oseni The Lagos State Employment Trust Fund (LSETF) has signed a N3.6 billion Memorandum of Understanding (MoU) with the United States African Development Fund (USADF) to support 15,000 youth in the State. Through this MoU, both parties will provide the equal sum of $2 million dollars every year for five (5) years ($10m in total) to provide skill development and internship opportunities to 3,000 youth between the ages of 18-35, yearly. Speaking during the signing ceremony on Tuesday in Lagos, Mrs. Ifueko M. Omoigui Okauru, Chairman, LSETF’s Board of Trustees, said that the agreement was in line with its mandate to provide employment and entrepreneurship opportunities for Lagos residents. Okauru disclosed that women will represent at least 50% of the beneficiaries. The signing ceremony which took place in Washington DC, United States of America had top executives of both agencies, members of the U.S Congress, partners and international media present. The chairman expressed her optimism on the impact of the partnership. “This USADF-LSETF collaboration will enable a) the expansion of world-class vocational training centers available in the state; b) the development of 15,000 skilled youth for employment into targeted sectors; c) the provision of internship cost subsidies to employers and; d) track real time placement of unemployed youth into jobs”. In her remarks, Teju Abisoye, Acting Executive Secretary, (LSETF, said that “With the recent Labor Force Report by the National Bureau of Statistics (NBS) showing a 6.7% drop in unemployment rate as well as Lagos state providing the largest number of 740,146 jobs in the third quarter of 2018, it is obvious that the deliberate employment intervention policies of the Lagos State Government are finally impacting on job creation. I am pleased to have USADF join us to create more jobs for our youth, whilst sustainably decreasing our alarming unemployment rate” Also commenting, the President and Chief Executive Officer of the United States African Development Foundation, C. AfDB, Fidelity Bank sign N18bn financing agreement for MSMEs Motolani Oseni The African Development Bank (AfDB) has granted a $50 million (N18 billion) facility to Fidelity Bank Plc of Nigeria for the growth of Micro Small and Medium Enterprises (MSMEs). The $50 million facility is designed to boost Fidelity bank’s capacity to promote the growth of the micro, small and medium enterprises (MSMEs) segment of the economy. At the agreement-signing ceremony on Tuesday in Abuja, it was revealed that the facility is totally dedicated to financing the MSMEs and a minimum of 30% of the entire financial package “will be devoted to wholly womenowned enterprises.” AfDB Senior Director/Country

Representative, Ebrima Faal, who signed on behalf of the multilateral institution, said the AfDB financial was excited with the Fidelity Bank partnership noting that “the lines of credit tended to be general support for SMEs. This one has strong emphasis on gender. It can be considered as a vanguard credit for us. Our main focus is to reach out to SMEs to give the much needed impact.” He urged Fidelity bank “to ensure that the requirement for loan disbursement is okay to enable it reach out to the target audience.” Faal added that the US$50 million credit line will contribute to strengthening Fidelity bank’s presence in its key market segments. AfDB believes, the selection of Fidelity bank for the seven-year credit facility, with a

two-year moratorium, is based on its strong presence in the MSMEs. The Deputy Managing Director of Fidelity Bank, Mohammed Balarabe who signed for his bank, stated this line of credit granted to his bank is “particularly unique because gender has been brought in mainly because 30% of this loan is to be targeted at MSMEs that are driven by women. So, that makes it unique.” Speaking to the issue of how Fidelity bank will select the businesses that will benefit from the 30% facility set aside for women, Balarabe said: “they have to be run by women. Most importantly, it is aimed at businesses at that low level so that they can catalyse development in the country.” The MSME sector, he said, remains the most active in terms

of generating employment and fostering development which is why Fidelity bank has consistent targeted that segment. According to him: “That is why the AfDB has found us fitting to be one of the bank’s that will be benefiting for onward lending to MSMEs. “When it is absolutely necessary, Fidelity extends a line of credit to such businesses at cheap rates, which are far lower than market rates.” The $50 million AfDB facility will enhance Fidelity Bank’s liquidity and help it meet the demand for medium-term funding to players in the MSMEs segment. Fidelity bank had in the past received US$18 million and US$75 million lines of credit from the AfDB in 2001 and 2013, respectively.

MTN registers Nigerian business shares before listing Mathew Dadiya, Abuja South African telecoms giant, MTN has said that it registered more than 20 billion shares of its $5 billion Nigerian business before its planned listing of the unit in the Nigerian Capital Market. The telecoms firm announced the move shortly after a judge cleared it on Tuesday of missing a deadline to file a challenge against a $2 billion tax demand, the latest row with the authorities to beset MTN’s Nigerian business. According to Reuters, MTN argued that the Minister of Justice and Attorney General exceeded his power when he issued the backdated tax demand in

September. Federal Government lawyers had filed a case saying MTN did not file its challenge in time. MTN Nigeria said after the judge’s ruling it had registered to list 20.4 billion ordinary shares at 0.02 naira ($0.0001) each with Nigeria’s securities regulator, before listing the business that MTN valued at about $5 billion last year. “We have achieved another milestone in our listing process,” MTN Nigeria Chief Executive Ferdi Moolman said in a statement. The company said it had started talks with the stock exchange to complete the listing and would meet investors to discuss the plans on May 16. It has previously said it did not plan to

raise funds from investors immediately via the listing. Nigeria is MTN’s biggest market, with 58 million users in 2018 and accounting for a third of the firm’s annual core profit. But the business has faced challenges in Nigeria, ranging from the tax demand to a fine over unregistered SIM cards. MTN had said in 2016 it planned to list its local unit on the Nigerian Stock Exchange after agreeing to pay a $1.7 billion fine to settle the SIM card dispute with the government. It previously said it planned to list in the first half of 2019. In the tax case, a hearing into whether the auditor general acted within his rights is scheduled for June 26. “MTN maintains that it is fully

compliant with Nigerian tax laws. The company remains committed to meeting its fiscal responsibilities and contributing to the social and economic development of Nigeria,” MTN said after Tuesday’s ruling. In the commercial capital Lagos, lawyers for the opposing sides had argued over whether or not the telecoms firm responded to the tax bill within the threemonth period stipulated by law. The judge ruled that said MTN had responded in 19 days. In a separate case, MTN agreed in December to make a $53 million payment to resolve a dispute over dividend repatriation. MTN shares in Johannesburg were up 0.7 percent at 104.37 rand by afternoon on Tuesday.

According to Saidu, the pilot put the lives of passengers in risk asking how and who screened the passengers at the airport that was closed. He waned airlines not to take the industry to the days of crashes in the country by not adhering to rules and regulation. According to Saidu, once a Notice To Air Men (NOTAM) was issued, the pilot ought to know that the airport was “a no go area” because there would be no

facilities to bring the aircraft down. Software giant,Microsoft, is set to launch a new command line application named “Windows Terminal”, which is expected to displace and replace the current Command Prompt and PowerShell programmes soon. Microsoft announced the new application at its Build 2019 developer conference, noting that the application would be available in midJune. Microsoft revealed that it has more features which it plans on adding to the new Windows Terminal, and also expects the Microsoft Community to add their own feature to the open source software. The new features in the new Windows Terminal are support for multiple tabs, multiple profiles and Graphics Processing Unit , accelerated text rendering that allows the use of emojis. According to tech giant, the reason for creating a new terminal is the inability to implement further “meaningful improvements” to the old console’s User Interface without “breaking the world.” In a related development, the software giant has launched a private preview version of a new online code editor named “ Visual Studio Online”. This platform is based on the open source visual studio code desktop code editor,and will support all extensions supported by the original editor as well as IntelliCode support. Microsoft states that its visual studio online editor is a companion to the standard visual studio platform and is positioned to aid in sharing information as well as making quick edits or reviewing pull requests. The platform would have a similar interface to visual studio code and would support liveshare, enabling various collaborative features.

PDP should join hands with Buhari in national interest – Umohinyang Emmanuel Umohinyang, political analyst and social commentator was until recently, Convener, Re-elect Buhari Movement (RBM), a foremost political support group that worked for President MuhammaduBuhari’s re-election. He speaks on contemporary issues, including the upsurge in crime rate and PDP’s recent criticisms of the President. PATRICK OKOHUE reports. I don’t think so. It will be correct to say that kidnapping and its twin brother - armed robbery have been with us, as long as I could remember and so it would not be right to say it is under President Muhammadu Buhari’s administration. I would rather say some new ideas have been brought into kidnapping and the government is also rising up to that challenge and I think that is the major reason the acting Inspector - General of Police launched the “Operation Puff Ada”. Today, you can see the Abuja – Kaduna road, famous for kidnapping. That has reduced. Recently, you also heard of the arrest of several kidnappers. I think it will be very difficult to say a particular crime has increased under a particular administration. We need to be very clear about the statistics that have been put forward. I listened to the figures on Nigerians that have been killed recently in Kaduna by the acting Inspector – General of Police. When you put those figures side by side with what we used to have, you will come to the understanding that it has even reduced compared to what used to be our lot. If I were a member of PDP, I would advise the party to come together and assist the government. Just like what we had in Rivers, where the governor waved the olive branch, calling the opposition to join him to stop the crime bedeviling the state, you saw how the APC responded. The country is our country; we have no other as the President has always said. Whatsoever we need to do to curb this menace, we just have to come together to do it. It’s not time to play politics with human lives. It’s not time to score political points. We should all rise and ensure that those bandits do not disintegrate our country.

Patrick Okohue What are your thoughts on the upsurge in violence after the 2019 election in the country? I think you must understand that before the last election, we were more or less like a country that was domesticated in Rome. The crime rate was so low. The farmers-herders crisis subsided drastically, but what we have seen now is that the insecurity we are experiencing are man-made. They are artificial in nature, induced from some quarters and we cannot divorce this from politicians, reason being that these politicians arm thugs with all manner of weapons just to secure electoral victory. But the question now is, are they able to retrieve these arms, from these boys? The answer is no. So, the upsurge in terms of banditry, kidnapping, armed robbery is not unexpected. We have always seen politics from the angle of winner takes all and you know the Nigerian politicians, they don’t think about the country. Their interest is the election. As soon as they get what they want, they don’t care about the people. All they care about is their interest, how to line their pockets with available resources meant for development of the country. I am not surprised that there is an upsurge in crime. I am not surprised at all. You know we did not experience this prior to the election because they were all busy trying to fix themselves in their political platforms. Elections are over, those who lost and those who won, all armed their thugs, and now they cannot retrieve the arms from them. You know an idle hand is the devil’s workshop, so these people have ventured into crime with the available material in their hands. I thing we must blame the political actors in the last election for the rise in crime in our country. Do you agree with critics and the opposition that the scenario could be attributed to governance failure? Each time you mention the opposition, I want to believe you are making direct reference to the Peoples Democratic Party (PDP), and when you look at our constitution, section 14(2) makes provision for the security of our people and general wellbeing of Nigerians. May be the opposition is speaking from experience because they were there before. Under President Muhammadu Buhari, we have a different perspective on the issues of security and wellbeing. Right from his ascension of the throne in 2015, the President has done his best. We know how things used to be before the 2015 general elections. Even we had to suspend election for six weeks so that some mercenaries can be brought to clear the remnants of the Boko Haram in the North-East. When this President came, you saw that his first step was to get our neighbours to key into his ideas to tackle this menace and today we can beat our chest and say not an inch of our country is in the hands of these rag-tag fellows. When you now look at those who were in government for sixteen years pointing accusing fingers at another party that has been there for just less than four years, it is funny. When you look at the record of the president in the areas of security, you cannot but give him a pass mark. He has done very well. He has been able to galvanise the little resources at his disposal to put these things together and ensure that our brothers and sisters, whether in the North or the South are safe. Drawing reference from the PDP is like just trying to draw them into the media space. They do not deserve the attention of Nigerians. They were there for sixteen years and places like Abuja were not places you could go, there were threats of Boko Haram even in the Southern part of Nigeria, so the opposition lacks the moral right to talk about insecurity. Coming from where we were four years ago, we know there is meaningful progress. The security agencies are not sleeping as they are continually strategising. Even the acting Inspector-General of Police recently launched “Operation puff Ada” and they are doing excellently well in the Kaduna-Abuja axis.

Umohinyang We, the citizens also have the responsibility to ensure we give them necessary information for optimum performance.zx How do you react to the view that the President should have called off his private visit to the UK to attend to the issue? Mr. President just finished campaigns for the 2019 elections which took him to the 36 states of the Federation and Abuja. Even the candidate of the PDP could not attempt what he did, and it is normal that the President takes a rest. Remember that the President does not have to go to the battle front, though he is the Commander – In – Chief. It is not for the President to take up arms, and go after the bandits. He has military chiefs who are directly under his command. Even while in UK, the President is receiving reports and giving directives, so when they talk about coming back to the country and taking charge of the incident, it does not make sense to an average Nigerian. I don’t see any sense in the noise that the President should come back home. Don’t forget that we have a Vice President, an active one at that, so there is no vacuum. The PDP is only trying to come into the news, and they have done that wrongly. It has backfired. Do you agree that kidnapping has taken a giant leap under this administration?

The scenario has increased calls for the sack of service chief, are you in support? Well, I know that it is only in Nigeria people take delight in having somebody removed from office, not because the person is incompetent, but just because of the person’s downfall. Calling for the removal of service chiefs is as old as the administration itself. None of them has been able to give a cogent reason on the call for the removal of service chiefs. The question we should ask is: Have these service chiefs fared better? Have we seen relative improvement under their watch? I can tell you that the answer is yes. The call is not because they have underperformed. It’s just because some of them want to use it to massage their ego. I do not think we should change a winning team, so I do not buy the idea that service chiefs should be removed. I will rather call on Nigerians to support our armed forces, Police, Immigration, Civil Defense etc. Their success is the success of all Nigerians, so we should give them all the necessary support. There are different perspectives on the performance of the Acting IGP, what is your assessment? Acting IGP Mohammed Adamu was appointed in January to succeed the former IGP, Ibrahim Idris. I will say so far, so good. He has introduced some very beautiful policies in an attempt to re–define the Police Force, he would like to leave behind. He has also introduced elaborate reforms, mostly into the operations of the Commander of the Police Mobile Force to the rank of an Assistant Commissioner of Police. One would only expect that with somebody of the rank of ACP, the higher the responsibility of the person. He also recently launched “Operation Puff Ada”, which have also recorded very commendable report across the country. My take is that Nigerian’s must learn to appreciate what they have, so they don’t lose it. The acting IGP had been one of the best Nigeria can boast of, just like his predecessor, Idris, who is also a UN – trained policeman. He believes less in talking and more in action. Under him, you have very quick response to citizen’s complaints against the police. Some policemen who crossed the red line have been disciplined. In one word, I will say acting IGP Mohammed Adamu is discipline – personified.

Gov urges graduates of technical colleges to take Nigeria to league of producer nations As LASTVEB churns out 1,608 skilled youths Esther Taiwo The Deputy Governor of Lagos State, Dr. Idiat Oluranti Adebule, has challenged graduands of the Lagos State Government Technical Colleges to take Nigeria to the league of producer nations, so as to enable her to be self-reliant and to shed the toga of a consumer nation. Adebule gave the charge as special guest of honour at Government Technical College, Agidingbi, Alausa, Ikeja, during the 2017-2018 graduation ceremony and special awards of the Lagos state government Technical Colleges, organised by the Lagos State Technical and Vocational Education Board, LASTVEB. She said: “I congratulate all the graduands on your academic achievements because you are a great asset and represent the future of our dear state and country. You have been trained and fully equipped with adequate employability skills, exposed to modern equipment and tools not only to seek paid employment but to also be self-employed. “Create jobs, invent and produce new products and services that will satisfy the demands of the open market and possibly the entire world. I challenge you, individually and collectively, to take Nigeria to the league of producer nations to enable her be self reliant so that we can shed the toga of consumer nation. The future belongs to you and this is the time to take your destiny in your hands.” The Deputy Governor admonished the young graduands to look around and see where there is a gap to fill, a monopoly to break and ultimately break new grounds. She advised them to invent simple machines and tools that are efficient, effective and can reduce waste in materials and man hour. According to her, the graduation ceremony was quite remarkable in the sense that an unprecedented number of graduands, 1,608, in total comprising 952 in Engineering trades, 302 in Construction trades, 303 in Miscellaneous, 21 in Business trades and 30 in others, were awarded the Federal Craft Training Certificate, National Technical Certificate and National Business Certificate. She congratulated the graduands, their parents and guardians. Also, she applauded the efforts of the management of LASTVEB, for their continued unflinching role in ensuring that Lagos is, according to her, among the league of Technical College states, and for the increase in students’ enrolment; saying that the project was indeed yielding positive dividends. Adebule equally added that Governor Akinwunmi Ambode has approved the creation of three additional Technical and Vocational Colleges in Ibeju-Lekki, Badagry and Alimosho. She stressed that the contract had been signed, and that the project will soon roll off. In her remarks, Executive Secretary, LASTVEB, Mrs. Omolara Erogbogbo, said the graduands were a source of pride to the state. She said after three years of hard work, the day marked a fulfilment and a realisation of dreams, as the most important event in a student’s life is their graduation day. Erogbogbo thanked the Governor and the Deputy Governor for their support. She added that the graduands had been thoroughly equipped to be solutions in their generation. She was of the opinion that the skills endowed upon them would help curb the many vices in the society today. In conclusion, she thanked all the stakeholders, who have in one way or the other, contributed to the success story of the graduands.

Nigeria once had effective and vibrant secret police, but not anymore Growing up as young adults, we were shocked to wake up one day to hear that a particular stranger living in our village and teaching in a local primary school had packed his belongings over the night and left to an unknown place after agents of the National Security Organization (NSO) had stormed the town earlier in the day and arrested someone they told the villagers was a notorious dupe in Lagos. The operatives after arresting the suspect whom they handcuffed and bundled into a white Peugeot car, took time to explain to the gathered community members that the man had defrauded many business partners in Lagos and ran to village to hide because Police had declared him wanted and therefore searching for him in Lagos. When the teacher packed his personal belongings and ‘varnished’ in the night, the story went round thereafter that he was an agent of the NSO and was in the town purposely to dictate crimes and criminals; and that the latest operations seemed to have exposed him, the reason therefore why he had to leave. So the man left, after accomplishing his mission. That was the stuff Nigeria security was made of, some years back. In those days, agents of government, especially secret police and Directorate of Military Intelligence (DMI) were everywhere, but not known to the people, as such officers. There were many of them who enrolled in the universities as students. They were there for surveillance and intelligence gathering. It was those secret agents that helped to identify radical students and student leaders, raised the alarm in security quarters against plots for protests and marches by students. Their reports were used by the authorities to expose cultists, armed robbers and other deviants who hid under the guise of being university students. But all those are now history. Today in Nigeria, there is no such thing as secret police. Forget about officers and men of the Department of State Security Services and many of such supposedly secret agents. They are no longer effective. If they were, there is no way we can have this level of insecurity in the country.

The hallmark of secret security agents is to disguise as ordinary citizens and mix with the communities they are posted to, in order to gather information and send data to their offices were they are processed and applied for sting operations and other such related actions. Ironically, it is the so called secret agents that today, would identify themselves even before you ask them because brandishing their identities is a weapon of intimidation. “Do you know whom you are talking to?” they would ask, in the face of little confrontation or provocation, like when they are accosted by traffic officers for offences. When they chase women, they quickly brag with their identity and thereby demystify themselves just to gain access to the deep V of a woman’s negligee. Looking at the title of the story written by Daily Times on May 8, 1963, with the title “X-Squad strikes again,” one could easily see the difference between Nigeria’s secret police of yesterday and what we have currently. According to the story, “The secret hand of the criminal investigation department styled X-Squad has struck again. Yesterday, it recorded another success in its bid to wipe off corruption in the public life of the country by arresting 15 taxi cabs in Lagos.” The reporter went ahead to narrate how through the efforts of the secret agents, it was exposed that some senior officers of the police were operating illegal tax businesses using drivers to carry out the act with cabs that have no license or permission to carry out commercial operations. Today however, secret agents or operatives of the police, the DSS, DMI and what have you, are no longer secret, they are not concerned about the security of the country. These so called secret officers and men no longer carry out secret and quite investigations without financial inducement. When they strike, it is to break down the private or official residences of judges who oppose government, same with politicians in the other parties as well as other politically motivated actions. Meanwhile, bandits, militants, terrorists, kidnappers and other public enemies, roam the land, free to do whatever they like.
