Editor’s Note Hello and welcome to the Daily Titan’s special Voter Guide. Because we cater to a largely student-based audience, we know that it can often feel like a hassle trying to navigate your way through the voting process. So we’ve included information in this guide to help you sort through what can be a confusing and somewhat overwhelming occurrence — the midterm elections. Maybe these elections don’t seem as important compared to the presidential elections, or maybe you think your vote doesn’t matter. But the upcoming elections have a lot at stake for students and community members at the local level. If you want to be represented in a way that matters to you, it’s crucial that you utilize your rights as a citizen of the United States and go out and vote.

39th District Congressional Candidate: Gil Cisneros Health Care “(Social Security/Medicare) is not an entitlement, it’s something that you’ve earned, it’s something that you’ve paid into,” Cisneros said. “This is why we need to make sure that not only are we taking care of Social Security, but we are taking care of our public pensions.”

College Affordability “I am committed to really helping college students find a path to make it more affordable and easier for them to do college,” Cisneros said. “I always say I was very fortunate. I have three degrees, all of them were paid by the federal government. I don’t think I should be the exception.” Endorsements: Former President Barack Obama, former Vice President Joe Biden, Mayor Eric Garcetti, Sen. Kamala Harris, California Teachers Association, Planned Parenthood Action Fund

Immigration / DACA: “My wife and I, through our foundation, have had the pleasure of working with so many undocumented students; kids that are here through no fault of their own. Just trying to make a better life for themselves, living in the only place they have ever known as their home. We need to embrace that they want to make an impact here, they want to make contributions here. Why would we ever want to turn that away?” Background Gil Cisneros joined the Navy directly out of high school and took an ROTC scholarship to earn his master’s degree in business administration and a second degree in urban education. After winning the California Lottery in 2010, he and his wife Jacki started the Gilbert and Jacki Cisneros Foundation to help students gain access to higher education. After the 2016 elections Cisneros decided to run so he can defend his ideas, which he said are “under attack” in the current administration.

College Affordability “When you’re entering workplaces, you’re struggling with student loans. If there’s some sort of a student loan forgiveness program that is available, if you cannot meet that obligation, there would be an opportunity to do it,”

Immigration / DACA: “We need to fix DACA. Both parties are at fault,” Kim said, going on to talk about immigrants who came with their parents as children. “They’re now adults, they’re raising families. They’re now working, they’re successful business entrepreneurs. They’re paying into our system. If they’re not breaking the law, they deserve to have a pathway to legal status.”

39th District Congressional Candidate: Young Kim Health Care “Don’t touch Medicare. Save, protect and preserve Social Security. As we look at the inefficiencies in our government programs, we have to do it all across the board without touching those,” she said.

Endorsements: NRA, Mimi Walters, Ed Royce, California State Sheriffs’ Association, California Women’s Leadership Association PAC, Hispanic 100, Greg Sebourn (Fullerton Mayor Pro-Tem)

Background Young Kim has worked for the 39th District’s congressman Ed Royce for over 25 years, and finished her time working with Royce as the director of community operations. In 2014, Kim also served one term as the state assemblywoman for California’s 65th District. Kim was born in South Korea and immigrated to the United States when she decided to attend the University of Southern California. Before entering the political arena, Kim was a small business owner and financial analyst.
