Avista wants to inform the community of lowering elevations at the Nine Mile Dam Reservoir, which will continue to drop while we perform maintenance and repair work at our Nine Mile hydroelectric facility. Avista finished the installation of a new spillway gate system at Nine Mile Dam last fall with the replacement of the wooden flashboards with metal gates supported by air-filled rubber bladders. This year marks the first spring and summer season of operating the new spillway, and we need to inspect the system to troubleshoot some problems we’re having. Since the gates are currently under water, we have to wait until river flows have decreased and all water is flowing through the turbine generators and not over the spillway to access the gates for inspection. We also have several other scheduled maintenance and/or repair projects in progress, including unit work and maintenance of the new spillway. Over the next several weeks the reservoir will continue to drop several feet while we perform our maintenance and repairs and inspect the spillway. Avista is doing everything we can to complete this work and will return the reservoir to its normal elevation as soon as possible. However, the lowered elevation may continue for the remainder of the summer and possibly into the fall season. We understand that this can be an inconvenience and we appreciate your patience and understanding as we complete this necessary repair and maintenance work. As a reminder, water levels and conditions around the dam are subject to change at any time, and river-users should exercise caution when using the waterways. www.avistautilities.com

Medical Emergencies
As one of the three fire commissioners for our fire district I often monitor the radio traffic on the fire frequencies listening to the calls and reviewing our responses to them. I continue to be surprised to some of the types of calls we get for medical emergencies. What really is a medical emergency? What warrants a call to 911 and the dispatch of fire department and ambulance crews? Everyone’s perspective of a true emergency is probably different but here’s some information that you might find helpful. Emergency physicians say the following are warning signs of a true medical emergency: • Difficulty breathing • Pain in the chest or upper abdomen • Sudden dizziness, weakness or fainting • Sudden changes in vision • Difficulty speaking • Sudden or severe pain • Severe, persistent vomiting or diarrhea • Coughing up blood This is not an all-inclusive list but I thought it might be helpful. If it seems life threatening to you or you think it might become life threatening before you can get to the hospital then call 911. If you think it might injure the patient

Beginning September 1st, 2011 due to the costs of transportation and a decline in available markets, we will unfortunately no longer be able to accept glass for recycling. We understand the concerns and stress this may cause residents. to move him/her, you should call for help. Also, if you will need special equipment to transport the patient, then calling 911 for help is a good idea. If you need an ambulance, be sure they can find your address. House numbers need to be large and easy to see. At night they should be lighted or at least be made of reflective material. Check also to see that vegetation has not grown up around your mailbox occluding the numbers. If you’re in a rural area, be sure to tell the 911 operator of any landmarks that might assist responders in finding you. In our area, the ambulance service is from a private company, generally Deer Park Ambulance. They are not part of the fire department and will charge patients a fee for transportation to the hospital. There is no charge for the fire department’s services. The decision to accept transportation by ambulance is up to the patient. Generally, you will receive good medical advice from the EMTs and paramedics on scene, but the final decision for transportation rests with the patient or guardian. It’s good advice to think ahead and to be prepared for any type of emergency. Have a suitable first aid kit handy and if possible enroll in a CPR or first aid course if you can.
Happenings at the Park Since the summer heat has finally hit us, we have been experiencing a few issues in the park. We would like to remind ALL our members that any behavior that is illegal or not appropriate should be reported to the Suncrest Park Board immediately (4666839). Please also feel free to contact the county sheriff’s department by calling 911. Please take the time to call us, talk with the gate monitors if working, or the park caretaker. This helps us keep track of what’s going on at all times. Most recent issues reported involved NON-MEMBERS being in the park, as well as out-of-area teenagers racing through the park in cars because the gates have been left open or unlocked. Not to mention our cross the lake neighbors ordering pizza for pick-up off the docks. It is vitally important that the gates remain locked at all times to prevent misuse of OUR park. Suncrest Park is a private members only park and when you are in the park you are our eyes and ears. It’s your park too; lets protect it from vandalism and misuse. Little reminders: the speed limit along Shore Drive is 25 MPH and guest parking outside the gate is limited. Your guests need to not park in our neighbors driveways or property. Also the rope swing that many of our area teenagers like to walk to from the park is NOT on Park Property. The tree line on the west end of the park is our property line; anyone accessing through to the rope swing is trespassing on someone else’s property. The Washington State Department of Natural Resources has raised the “Fire Danger” to HIGH for Stevens County Fire Districts 1 & 2, along with Spokane and Lincoln Counties. A reminder that all outdoor burning is banned with the exception of recreational fires in approved fire pits within designated state, county, municipal or other campgrounds. Using Exercise to Lose and Maintain Your Weight-2

Weak desires bring weak results, just as a small fire makes a small amount of heat.” -- Napoleon Hill, author Many people equate physical fitness with being able to run long distances or ride the cardio machines for long periods without stopping. Certainly those are admirable goals but jogging or using these machines for long slow workouts does very little to increase your fat loss. One proven way to lose fat is to increase the intensity. You can do that by doing hard, fast, intense intervals. Interval workouts consist of engaging in specific high-intensity, time limited workouts with 20 to 90 seconds rest in between each high-intensity section. For example, if you were running outside you would warm up with an easy 5-minute run. Once warmed up, you would transition into 5 to 10 highspeed sprints. Each of these high intensity sprints would last between 20 to 30 seconds at approxi-
mately 80% and 90% of your fastest speed. Keep in mind that if you continuously try to go one hundred percent of your fastest speed, eventually you will create a speed barrier, which is another topic altogether and will not be further discussed. Suffice it to say these self-inflicted physical and mental barriers are hard to break. By continually challenging yourself and lowering the rest periods between the intervals you increase the intensity, which increases the benefits, which burns more calories. It sure sounds simple doesn’t it? Anyone trying to lose weight knows it’s not as easy as this to do. Cardiovascular exercise is not the only ticket to increasing weight loss nor is it the only ticket to staying physically fit. Well-structured weight-loss programs utilize strength training to boost metabolism and increase lean muscle mass. Stay strong, and remain passionately committed to your hearts chosen path.

County Information The Loon Lake Area Chamber of Commerce is working with Stevens County to develop a 10-acre parcel on Agar road for the building of a BMX facility. A BMX park would encourage tourism in the Loon Lake Area. A BMX park is designed to provide a supervised site for bicycle competition and racing. It eventually would be able to host local and regional competitions. Borgford Bio-Energy LLC. has recently received the necessary permitting from the State of Washington to proceed with the development of the new highly efficient bio-mass burner that will generate electricity for current lumber operations at Springdale. The research done on perfecting the efficiency of this burner

There have been several responses both positive and negative on the new signing that was recently done in Suncrest. I am sure that it has been a significant change for some. Most of the negative responses have been in regards to the way it was in the past, personal preference or inconvenience. The types of plans cannot be designed by popular opinion. They must be done by using traffic rules and guidelines established by state rules, procedures and best practices to help reduce legal risk for the county. We need to leave these decisions to the professionals that are certified to develop such plans. The community meeting held on May 24 was helpful for those who attended to understand the plan.

Deer Lake Property Owners Association is currently in the process of voting on a Lake Management District for the purpose of managing milfoil in the lake. All ballots were mailed out to property owners and should have been returned by July 1, 2011. If the vote is favorable towards forming the district each homeowner will be assessed a fee to be paid annually. The funds will be used by the Lake Management District for the management of noxious weeds in the lake. The Lake Management District Board will be appointed by the Stevens County Board of Commissioners.
