Dear Mr. Voinovich, The Bolton Pratt Company would like to thank you and MAI Wealth Advisors, LLC for inviting us to submit a Construction Management Proposal for this exciting project. As you know, The Bolton Pratt Company was IMG’s Construction Manager from 1998 through 2000 during which time five full floors (9-13) were completely gutted, abated and reconstructed. At that time, Mr. Dave Hunter was our day-to-day contact and Mr. Jay LaFave provided his input on major issues. In 2003, we worked for Vocon and the James B. Oswald Company in the IMG and Lincoln Buildings where we replaced carpeting, wallcovering and repainted approximately 24,000 sq.ft. after we constructed 3,000 sq. ft. of new offices within existing shell space. As your Construction Manager, we would like to share our experience of working in the IMG Building and specifically on five of IMG’s floors with the entire MAI Wealth Advisors project team. This project will receive my full attention from Pre-Construction services through the receipt of the Certificate of Occupancy. “I

t hink the philosophy of Bolton Pratt has pretty much been the same since we began 100 years ago,” says Walter Sutliff III, president of Northeast Ohio-based general contracting and construction management firm Bolton Pratt Co. “We focus on quality.” Leaning back in a chair in the boardroom of the company’s office in Independence, he adds: “And if [we’re bidding for a project and] it becomes a shooting match between sacrificing quality or chopping the price, we’ll walk away more often than not.” WWW. For Sutliff, maintaining a reputation of providing quality work is paramount. That’s because those upper-tier standards have been a key to the longevity of Bolton Pratt, which is celebrating its centennial anniversary this year, he says. Sutliff Jr. and his grandfather Walter Sutliff Sr. – have been significantly involved with Bolton Pratt for 97 of its 100 years. Today, the company averages about 20 substantial projects per year, according to Sutliff, at a total of about $15 million in sales, focusing primarily on private healthcare and commercial work for a firm base of repeat clients (“I’d say 75% of our business is repeat business and most of them are 10- to 15-year relationships,” Sutliff says.) With a lean staff of

about 18 full time employees, Bolton Pratt has thrived on maintaining a manageable portfolio of work so that Sutliff and Vice President David S. Smik can have a direct hand in every project the company completes. “It’s basically the two of us who know what’s going on with every job at any given time,” Smik says. Sutliff notes that there is a project manager connected to each job, but that he and Smik remain directly in tune with each project, which helps to

assure clients of the company’s commitment to customer service. According to Smik, that service has been part of the company’s success in building a base of repeat customers, including familiar names in the area such as KeyBank, Nestle U.S.A., McDonald & Co., Kaiser Permanente, The Jacobs Group and Agilysys. “That kind of customer service is how it has always been since my father was here and probably before,” Sutliff says. “One of the principals of the com-

OLD MONEY Among documents in Bolton Pratt’s archives is this paper with minutes of a meeting that took place in June of 1907. An excerpt: “Upon motion of Mr. Pratt, duly seconded, the following resolution was unanimously adopted: RESOLVED, That this company purchase from Thomas F. Bolton and Karl H. Pratt a horse and rig for the sum of $300.00 and 10,000 feet of lumber for the sum of $200.00.”

As a company, we’ve never been preoccupied with being the biggest, but we certainly always want to be the best.” A century of building Bolton Pratt was founded as a general contracting firm in 1907 by Karl Pratt, an engineer, and Tom Bolton, a bricklayer by trade. In 1910, the team of two grew to three with the hire of Walter Sutliff Sr., an 1899 graduate of MIT’s School of Architecture. Sutliff Sr. was an early developer of steel-reinforced concrete and used his expertise in this new construction material during one of the company’s early projects: the Marion Building, at 1276 W. Third St. in downtown Cleveland. That building became home to the company’s headquarters in the 1930s, where it would remain until 2003 when the firm moved into its current offices at 6116 West Creek Rd. in Independence. In the late 1930s, Bolton retired. Sutliff Sr. and Pratt led the company together until the mid-1950s when Sutliff Jr. and a business partner took over the company. In late May of 1970, he was invited to visit that company’s New York office to get his first assignment. “So I go in there to find out where in the U.S. I would be working and they say, ‘You’re going to go to Cleveland, Ohio and you’re going to work on a big project out there,’” Sutliff III says. “I couldn’t go back and work directly in competition with my father’s company like that. I had to say ‘No.’ It was very

“There’s no secret that in the bidding arena, there are certain subs that prefer to work with us over some of our competitors,” Smik says. “It’s because when you have this kind of experience and focus on efficiency and getting a job done on time, you have a better chance at making some money – that, instead of having a project drag out and having cost overruns.” Maintaining quality for value has been a central focus for the company, Sutliff says. “You get what you pay for,” he says. “We could participate in as many bids as we want to. But the fact is we’re not interested in using the C or the D team to be the low bidder to get the job. We’d rather come out with the A or B team and be there for the next job, a negotiated job.” Looking ahead As Sutliff and Smik look toward the future of Bolton Pratt, they plan on continuing with the practices and philosophies that have brought the company this far, Smik says, coupled with its knack for adaptability.

“You go where the work is,” Smik says. “In the early 1970s, it was bank branches for Ohio Savings, Central National, Huntington, Parkview and others, followed by ATM retrofits in the 1990s. There has been an overall trend toward healthcare in the past decade or so, which has become a large portion of our work. And we’ve been doing a lot of office renovations in the past few years as well. So we will continue to pursue that kind of good, private work and hopefully continue working with our repeat clients.” At the same time, Sutliff says, the two men are getting to the point where they are thinking about what the company will look like in five or ten years. “We’ve both been here for a long time and it’s now time to find the right guy to groom, someone who is seasoned and can continue the legacy of the company,” he says. “We’re looking for that executive now.” Ideally, Smik says, their successor will share an approach to the company shared by Sutliff, Smik and the men who came before them over the past century. “It’s all about honesty and integrity,” he says. “More than anything else, that’s the key. That’s why Bolton Pratt gets called back [after completing a job]. You look out for the best interests of your clients. And at the end of the day, when you hand the clients their keys and ask, ‘Would you recommend us for the next one?’ – when they say, ‘Yes,’ everyone comes out of the project with a good feeling. It’s what we strive for.” P

Located on the southeast corner of Lander and Parkland in Mayfield Heights, two (2), 3-story buildings are connected with a 3-story atrium. All 78,000 s.f. was turned over to The Bolton-Pratt Company as shell space after the building was vacated by QUALCOMM. New office space was constructed throughout the six (6) floors including a large Training Center/Assembly Facility on the 1st floor with an adjacent coffee/vending area. On the 3rd floor, an Executive Kitchen was constructed for the purpose of serving lunch and dinners adjacent to the Board Room. The previous Server Room was gutted and 100 tons of air conditioning was installed to satisfy LMI’s data needs. A 350 KW emergency generator was installed and connected to an existing emergency generator to provide 100% redundancy for all power and data needs. The project was originally scheduled as a 22 week project although late into the project, major changes to the scope of work lengthened the project duration.

This project involved the interior alteration of approximately 40,000 s.f. of existing medical office space for Kaiser Permanente located in Willoughby, OH. Work was performed in six (6) phases and portions of the work were performed on a second shift to permit owner’s continued operation during construction. Dust control was a major consideration in establishing all phases. Dust partitions and HEPA filtration devices were utilized throughout the project. Project was completed on schedule and under budget with all savings returned to the owner.

Squire, Sanders, and Dempsey occupy eight floors (42-49) in Key Tower. This entire 30 week project was completed after normal business hours. The focal point of the project was a new Multi-Purpose room on the 49th floor which included an elaborate audio-video system. Black bean paneling (now extinct) was used to match adjacent paneling that was not disturbed. In general the scope of work included the following: 1. L

ocally based advertising and public relations agency Liggett Stashower recently moved its headquarters to a historic, five-story building in the heart of Playhouse Square in downtown Cleveland. After a dramatic renovation that began in March and was completed in July, the firm now occupies the first three floors at 1240 Huron Rd. with a total of 40,000 square feet of space. The building, constructed in 1905, will henceforth be known as The LS Brand Building in keeping with the agency’s mission of building brands for its clients. The agency has deep experience in the building products industry. The new space has first-floor, floorto-ceiling frontage with street-level presence on Star Plaza and is located just minutes from the firm’s former space on the second floor of the historic Halle Building at 1228 Euclid Ave., where it was located since 1987. “We could have located in the suburbs and found space in an industrial park for less, but we didn’t feel like that would have represented the Liggett Stashower brand,” says CEO Mark Nylander. 40

Boasting a modern, open, flexible floor plan and contemporary décor, design elements include curved, metal staircases connecting all floors; open atriums; doorless offices; three open levels with no interior walls; two employee personal rooms; multiple collaborative work spaces with comfortable, mobile furniture and full wireless capabilities; and an employee café complete with kitchen facilities. The first floor houses the reception area, ample conference space with

fully integrated AV capabilities where clients will meet with their agency teams, a spacious food service area, and a 75+-seat presentation theater for client and agency events. “The location selected was optimal – space that gives [Liggett Stashower] first floor presence, making a statement for prospective clients,” says Michelle Thompson, senior project designer with Vocon Partners, which served as project architect and interior designer. “We created a first floor conference center, separate from the working floors. By moving from a very large spread-out floor plan to a space with two smaller floors that are connected with an internal stair, makes for a more efficient work environment.” Sustainability was a high priority during the project. With all new furniture at The LS Brand Building, the agency recycled more than 80% of usable furnishings and supplies from its former space through donations to Habitat for Humanity, Kent State University, Journey Community Church, staff selection and traditional recycling programs. Items were reused and some relocated to save on raw material usage and disposal. For example, to increase connectivity of the three floors and optimize communications among staff, the metal, circular stairwell existing between the third and fourth floors was relocated to join the second and third floors. Walter Sutliff, president of the Bolton Pratt Co., general contractor, identifies some of the work accomplished. “Renovation of the existing building included new architectural finishes, plus mechanical and electrical systems. From a constructability standpoint, perhaps the biggest challenge was relocating an existing architectural communicating stairway that serves floors three and four to floors two and three, and providing a new stairway from the existing first-floor mezzanine to the second floor. Oswald Company whose original offices were located in the IMG Center and the Lincoln Building. The project consisted of demolition in an area of approximately 3,000 sq. ft and new office construction in an existing shell space of about 7,000 sq. ft. In the remainder of the space, (approximately 24,000 sq.ft.) redecorating was performed including painting, wallcovering and carpeting work. Existing 2x4 lay-in light fixtures were replaced with new pendant mounted indirect lighting in an area of approximately 18,000 sq.ft. The total cost of the project was $ 570,000. The J. B. Oswald Company did not have any additional swing space for their employees during the remodeling phase, so several small phases were required. Each small phase displaced six to eight employees from their office, so each office could be remodeled. The remodeling included removing walls between existing offices and constructing new walls to conform to a more functional space. During the multi-phases, aisles and hallways remained open for employee traffic.

The Bolton Pratt Company directly employs carpenters and self-performs rough finish carpentry work. It has been our experience that by doing so we maintain better control over the quality and pace of the project. So many times during the course of the project, it is convenient to have our own carpenters on site that can immediately respond to unscheduled or unforeseen conditions rather than call a carpentry subcontractor who may respond in a day or two. We also find that a project like this benefits having our own carpenters available to do selective demolition work in occupied areas where surrounding finishes cannot be damaged or where older items such as doors and frames are being saved for re-use.

The Bolton Pratt Company has an aggressive safety program resulting in no injuries or incidents since January of 2001. We are members of the Northeast Ohio Safety Council sponsored by the Ohio Bureau of Workers Compensation. Each new hire has a safety orientation and is given a safety handbook. Squire, Sanders & Dempsey has occupied 150,000 rentable square feet In Key Tower since 1992. Bolton Pratt was retained as the General Contractor on our most recent renovation project with a budget of approximately $5 mlllion. Bolton Pratt was selected through an RFP process where we sought to identify a contractor who could set and manage a staged plan of simultaneous projects throughout our eight floors of occupied space involving multiple trades that include: food service installations and high end finishes. Bolton Pratt came highly recommended. The effort and commitment they put forth during the initial phase of space and project planning, field verification, subcontractor shortlist selection, and construction management assisted us in creating a realistic timeframe and budget. The project was complicated, as it was actually a compilation of many smaller projects. The regular construction schedule was four ten-hour shifts per week beginning at 6 pm, necessary shifts were accommodated on weekends. Bolton Pratt did an excellent job assuring our space was always neat and presentable the mornings followiog construction. Crews were always respectful of the 24/7 activity of a large international law practice. Schedules were set, but fluid enough to accommodate the project and the normal operational needs of our offtce. Renovations included the demolition of offices, secretarial stations and library space that was converted to conference rooms, project rooms, and a decentralized library. The lunchroom was completely renovated, and beverage stations on each floor were upgraded with new finishes and appliances. Carpeting was replaced in many areas, and walls were painted in nearly the entire space. In addition to the construction trades managed by Bofton Pratt, suppliers of furniture, demountable wall systems and shelving systems worked in tandem based on the master schedule set by Bolton Pratt. Over 150 individual office moves took place during the first two phases of construction. We would not hesitate to recommend Bolton Pratt. FEE

The Bolton Pratt Company proposes to provide both pre-construction and construction phase services for the lump sum fee of 5% (five percent) of the cost of the work and general conditions as defined in the Contract Documents.

FORM OF CONTRACT

The Bolton Pratt Company encourages the use of AIA Document A121-CMc-2003 and AGC Document 565. We would suggest that for additional clarity that your Guidelines to Fee and General Conditions/ Reimbursable Expenses Clarification pages 4-6 be included in Article 6 of the contract. Otherwise, The Bolton Pratt Company does not have any issues or suggested modifications to the AlA and AGC document, or your Guideline to Fee and General Conditions/Reimbursable Expenses Classification pages 4-6.
