Infinity Bay
On an individual level, , on the cover of the book, are a luxurious resort located right on West Bay Beach. They have a large pool, a pool bar and a lot of animation on the premises.
Oceano, on page 1, is a community where the Canadian developers have taken great care about the environment, and water and waste management. It is on the eatern part of Roatán, on the south side (windward side).
Lawson Rock, on page 2, is a luxurious, landscaped community located in Sandy Bay on the north-west side. They are the home of the Hungry Kiwi restaurant.
Keyhole Bay, on page 3, is the work of Dan Taylor, a very nice engineer, who is very careful about using only the highest quality of materials. You will not find windows allowing the moskitoes in those condos! (A lot has to be said about windows. For more details, read the Living section.) Their floor plans are the best on the island and they have a high level of security. The community is located in West Bay, facing south.
Anthony’s Key Resort, on the facing page, is a special resort oriented on diving and where you can really swim with the dolphins. Not just for a couple of minutes for a photo opportunity like other places in the Caribbean. They allow you to interact with the dolphins during what they call the Encounter session. Then, you can go snorkeling and freely play with them in the ocean enclosure. You can also dive and they have a free dolphin show almost every day. The resort is located in Sandy Bay, on the north-west side of the island.
Turquoise Bay, on page 7, has a fantastic site on the northern part of Roatán towards the center of the island. They have large conference rooms that can accomodate groups.

On page 15, you can see a picture of a unique submarine from , that goes down to 3,000 feet. There are only two submarines that can accomodate tourists in the world, and Roatรกn has one! Being close to the Cayman Trench, Roatรกn is an ideal site for a submarine. Young Captain Karl Stanley is quite an adventurer and he and his submarine have been featured on several TV shows and famous magazines.
Dip Shipping, on page 16, is hard to beat when it comes to customer service and to shipping to and from United States. And last, but not least, agent on the island!

Roatán is still an emerging vacation destination but it has some unique attractions. The little yellow submarine is unique in the world. There are only two submarines that take tourists underwater and only this goes down to an amazing 2,000 feet, along an underwater cliff. This is because Roatán is very close to the Cayman Trench. The wall starts at about 100 feet from the shore on the north side of the island and goes down several thousand feet. Therefore, the site is ideal for this kind of activity. The sub Captain, Karl Stanley, built his first submarine when he was a teenager. He has become an icon worldwide and has been featured by several magazines and TV shows, namely the National Geographic. You will find the submarine at the blue in Half Moon Bay. You can see it from the beach near Sundowner’s. For more information: www.stanleysubmarines.com Call +504 3359-2887 (Honduras) Send an e-mail to: karl@stanleysubmarines.com The seaplane is another unique attraction. It is an ultralight seating 3 persons including the pilot. It can fly at slow speeds, allowing to see the landscape very well. The experienced pilot can come pick you up at the location of your choice, close to the ocean. What better way to look for treasures? The Bay Islands are the last frontier of the Caribbean, and the pirates are still alive... and well! Roatán, Utila, Guanaja and Cayos Cochinos are a small group of islands located in the Caribbean, about 30 miles from the Honduran coast. They are the last few islands where you can find affordable property in an enchanting setting. The place is still on the wild side, with luxuriant vegetation and an underdeveloped infrastructure. Since the islands belong to a third world country (Honduras), they certainly present interesting challenges and you can find yourself in quite hilarious situations at times, provided that you have a highly-developed sense of humor...
Vacationing can be paradise-like or the complete opposite, depending on how you organize your vacation. You have the choice between an all-inclusive formula with a level of luxury, a full-fledged thrilling adventure or a rough-it-out backpack, inexpensive and disorganized stay.
Living on Roatán can be compared to a permanent extreme-sports vacation! Because, things are not always as they seem. In fact, they are rarely as they seem! Things are done very differently and don’t always make sense, when compared to our habitual frame of reference. It is said that people need to be a little crazy to live here full-time. In spite of the disarming environment of the islands, some expats are taking themselves very seriously but fortunately others do not. As wonderful a place as it can be to take a vacation, when living here full time we are constantly faced with crazy stuff. There is crazy good and... On Roatán we have both and everything in between. The other Bay Islands are similar, but on a smaller scale. To people coming to live here for the first time, things can get hairy very easily if you don’t know what to expect. This place has a tremendous potential, but developing that potential may not be done easily. And it may take time. So we’ve decided to lighten up the mood by presenting you with reality and a touch of humor! You might not encounter any crazy stuff at all while on vacation, but chances are you will encounter at least a little bit of it. But if you come to live here, you definitely will. So be prepared! Our purpose is to give you a true portrait of the islands and of the real opportunities, as compared to the commercial glossy, rose-colored glasses and biased image that you will find most everywhere else. The purpose of this book is to present you with facts, so you know exactly what to expect. We are telling things as they are. That being said, these are truly beautiful islands full of opportunities if you know how to do things. Are you up to the challenge? This book is not subsidized nor receives any cooperation from telephone companies. The advertisers in this 2011 edition were advertisers in the previous edition and have not been charged for this current edition, imn recognition of the hardships that the islands have know ever since the global economy has gone down, with a major impact on tourism. The islands also suffered from Honduras’ 2009 political problems. Putting this book together, in a third world country, presents interesting challenges! But we do our best to provide you with the most accurate information as possible. We have made a point to verify phone numbers while preparing the book, but some may already have become obsolete for various reasons: businesses close, cellular phones are lost, phone companies have problems and decide to changer subscriber numbers... Although we ask people to notify us of any change, very few do. There is a strange custom on the islands: people who open a business feel no obligation to have their stores open at any specific time, or to answer their phone or their e-mails. Moreover, many people have such tight spam filters on their server that we are convinced that they never see half of the legitimate e-mails sent to them by potential customers. Add to that the fact that phones and the Internet work sporadically for one reason or another, you can see how much business is lost. So don’t take it personally if your query goes unanswered... It may have happened that we missed some businesses. If you find any business any that you think should be in the book, send us a note at: 411book@bayislands411.com and let us know!
Legend Throughout the book, we are using a few symbols to emphasize some details: In the course of our dealings, we have encountered some really helpful and professional people. They are identified with the little sun symbol. Things that are hard to believe, but that we have experienced first-hand or saw with our own eyes!

If you are looking for a unique island experience, you’re in for a treat! If you are an investor, opportunities abound. If you are a sun-seeking back-packer, you will find a great vacation at a bargain! If you like luxury vacations, you can find a five-star resort. If you are a treasure hunter, rumors have it that many treasures are still buried throughout the islands. If you are on a cruise and here for only a day, you will be sorry not to spend more time on the island! The Bay Islands have something for everyone. The Bay Islands are comprised of Roatån, the largest island, Utila, the second largest, Guanaja and Cayos Cochinos, the smallest ones. You will immediately notice that things do not work here in the same way as they do in North America or Europe. Each of the Bay Islands has its own character and the islands are truly the last frontiers of paradise in the Caribbean. They offer so much treasure (figuratively and literally!) and so much beauty that it is easy to be overwhelmed. Nature is plentiful and landscapes are breathtaking. The sun shines most of the time and the water temperature is amongst the most comfortable for vacation destinations, hovering between 85 and 89 degrees Fahrenheit most of the year with lows in the mid seventies during the rainy season. Roatån is an island of contrasts. High-speed Internet in small huts, pristine beaches and coves with buried treasures, five-star resorts next to low-budget accommodations, native banquets in local palapas next to a restaurant with the best filet mignon are but a few examples of what you will find. This sometimes presents particular challenges because you encounter situations that are simply disarming, and change is happening at an unprecedented pace. The good news is that a lot of people on the islands are pioneers and some are entrepreneurial and creative. This is an asset for the tremendous potential the islands have to offer. One thing is certain: living here requires one to be very resilient! It can often be compared to an on-going extreme sports adventure! You will find more on the topic in the Living Section. Vacationing can therefore take many shapes: from the great all-inclusive-almost luxurious vacation, to the thrilling extreme-sport type adventure and to a rough-it-up backpacking low budget experience. You will find all the details in the Vacationing Section. We need to remember that challenges always present opportunities. This is why it is important to keep an open mind. This is a young territory and, although it still lacks a few things, it has many things and opportunities to offer!
So welcome to this great adventure! Please visit www.BayIslands411.com to learn about all the latest changes and the most up-to-date information.

Tourist Information Centers There are four information centers: two are located in West End, one in the Yellow Beach House and one in front of it. The other two are in West Bay, in front of Foster’s and one in front of Bananarama.
Diving Diving is one of the main attractions of Roatán. There are about 140 dive sites on Roatán only. Caves, walls, wrecks, reefs, sea life, dolphins, rays, sharks, whale sharks and the largest number of sponges in the Caribbean, make the Bay Islands a very desirable diving destination. And, the Bay Islands have the most reasonably priced diving courses available! Add to that inexpensive dive packages, professional dive shops with highly qualified staff and you have everything needed for a perfect diving vacation.
Snorkeling Because the reef is so close to the beach, snorkeling is among the best in the world. For instance, you could go snorkeling in Half Moon Bay and see different sea creatures every day. In West Bay Beach, you have access to a larger reef with a depth
of thirty five (35) feet and more, very close to the shore. The reef goes all the way to the “wall”, where the depth suddenly goes down several hundred feet. You see a big blue void on the other side of the reef and snorkeling over the edge gives you a feeling of being suspended in space and time. Huge Napoleon Fish, as well as other large fish have been sighted in that area. There are many, many beautiful things to see!
Swimming with Dolphins For years, Anthony's Key Resort has been developing a dolphin program through their Roatán Institute for Marine Sciences, located on the property. Trained dolphins perform free daily shows with acrobatic leaps and spins. In another beach side enclosure, on a nearby key, the Dolphin Encounter offers you a chance to wade into the water and play with the dolphins. It is a truly complete encounter with the gentle animals where you can swim, snorkel or dive with the dolphins.
Canopy Adventure There are now several canopy rides throughout the island. Take a ride high above the trees for breathtaking views of the island jungles, ocean and white sandy beaches. Guests are provided with all the necessary equipment (including heavy gloves) for a glide through treetops and a landing on different platforms on your way down to the coast. Of the canopy tours located on Roatán, two are in West Bay, one on the road to Palmetto Bay and one in French Harbour.

a b m i l a b m u G k r a P Iguana Farm The owner of this quirky attraction, Mr. Arch, has spent years protecting and raising the over-hunted green iguanas that laze about in the trees around his house in French Key, east of French Harbor. This out of the way site may not seem like much
until the owners throw out a pile of vegetable leftovers on their driveway. Then suddenly dozens of iguanas descend from the trees to fight over the scraps. The farm has a number of the big, red males that are so hard to find.
Beaches Roatรกn has beautiful beaches. West Bay Beach can easily be compared to the best beaches of Cuba. The beach in Half Moon Bay is protected by coral and the reef has an interesting variety of fish. Sandy Bay has long beaches full of sea grass. Our longest and most deserted beach, Camp Bay, is located on the east end of the island. You might want to organize a picnic and bring food and drink with you to visit. Palmetto Bay Plantation, on the northern side of the island, offers a gorgeous semi-deserted beach. Port Royal, on the south side of the island, also has an excellent beach.
Glass Bottom Boat There are two air-conditioned, glass-bottom boats that will take you on a tour where you

Carambola Gardens
Sea Kayaking
The gardens provide a relaxing stroll through a diverse collection of flowering plants, ferns, spices, fruit trees, hardwood trees and orchids. Apart from the small, well-tended garden, trails lead up the pretty valley through the tropical forest, past the iguana wall, where iguanas and parrots breed, and up to the top of Carambola Mountain, where you can soak up the gorgeous colors of the coral reefs below and see all the way out to the island of Utila.
Kayaking offers a different way to experience the beautiful Roatรกn coastline. From hourly rentals to one, 2 or 6 day tours, sea kayaks offer the most adventurous way to get around the island and to the best snorkeling spots. See the Water Sports Category for operators. A word of caution: never go beyond the reef with your kayak when there are strong winds. You might end up in Belize...
Horseback Riding
There are a number of options for fishermen on Roatรกn. Many of the dive resorts offer deep sea trolling or bottom fishing tours, where you can go after barracuda, tuna, wahoo, dorado and other species. Also popular on the Bay Islands is fly-fishing for bone fish. This activity has been little exploited on the island, so the bone fishing is great. These fish can be caught from shore or out on the flats just inside of the reef.
There are a number of places that offer great horseback riding. You can ride up into the hills, or ride along the sand and into the azure water on some of the island's best beaches.
Sailing There are a number of really good sailing charters which operate from Roatรกn island. These charter companies offer

www.BayIslands411.com Submarine Adventures If you like to dive, going down to 2,000 feet is quite an experience! The world’s deepest tourist submarine, one out of only two (2) submarines in the world that take tourists down, is right here on Roatán! You will find the yellow submarine at its dock at the blue house in Half Moon Bay, West End.
We did go down to 2,000 feet! Awesome! Airplane Charters You can see the islands from the air and go from one island to the other in your own private plane. The view of the islands from the air is breathtaking!
Experience the Garifuna Culture The Yubu Garifuna Experience in Pollytily has been designed as a Garifuna Cultural Village and features native music, dance, building, crafts, and history. It is a wonderful way to learn about the Garifuna people. Punta Gorda is a Garifuna community on the east end of Roatán, and was the first Garifuna settlement in Central America. The Black Caribes, or Garifunas, were marooned in Roatán by the British in 1796 and

first settled in Punta Gorda. To commemorate their arrival to Roatán, the Garifunas have a Carnival every year on the 12th of April. If you happen to be on the Island for this date, it is well worth your while to visit and enjoy the Carnival.
Exploring Follow the trail of the many pirates and buccaneers who lived in Port Royal in the early 1600s, or visit the local communities to see how they live and sample their delicious food. If you like to take pictures, there are many viewpoints on the island. Experience the mountains, pastures, lush forest and stretches of white sandy beaches. On clear days, you can see the spectacular mountains on the mainland from the hill in West Bay and from the Flowers Bay road. The hill tops are littered with pottery shards, called yaba-dingdings. They are remnants of Paya Indian clay jars and pots. The areas where you will find these are usually not accessible by road. Main roads, as well as several small roads, run through the island and will take you wherever you wish to go. If you wish to drive around you can rent a scooter or a car. We offer you several driving tips on page 34. You can also hire a driver for the day. We offer you a list of drivers in the Taxi Drivers category.

The Bay Islands are a high potential area to search for treasures. Treasure hunting has not been listed in the touristic activities because there is no organized treasure hunting on the islands. It is more like a covert operation. There were at some point an estimated 5,000 pirates living in the French Harbour area. Their main activity was to intercept Spanish ships that were leaving Trujillo, on the Honduran coast, after being filled with gold and precious goods pillaged from all over South America. There were so many ships that pirates intercepted one, came back to hastily bury or hide their loot and went back out as soon as possible to intercept more ships. It was a real harvest. It is safe to assume that, in addition to sunken ships around the islands, there are many treasures still hidden everywhere on the islands. Caribe legends tell of many tales about buried treasures and the spirits guarding them, called duppies. The Caribe people see blue lights coming on at night in the hills, showing where treasures are buried. They have a holy fear of those guarding spirits, and that is why they do not dare to look for riches. They really fear the curses, allegedly put on those riches. But Gringos are another story... To learn a little bit more about some of the legends, read The Judas Bird novel, by David K. Evans. An important treasure was found by Mitchell-Hedges many years ago. It is said that two out of three treasure chests were removed before the authorities arrived. There is supposed to be one left in shallow water and people have been looking for it for years. There is also supposed to be something to be found in or around the old fort in French Harbour. But if so, it is in the middle of thick jungle. Anything of importance found on the islands today would see a rapid arrival of the military and everything would be immediately confiscated and would disappear forever. That is why, even though there are many treasure hunters on the islands -some of them real pirates too- it is a very hush-hush activity. A lot of people are doing it but no one is talking about it. There was a TV show done on the subject in 2008, about another crystal skull that Frederick Albert Mitchell-Hedges found on Roatรกn and buried back in a cave somewhere on the eastern part of the island.

Some island people swear that several treasures have been found and people immediately left with them. They deplore the fact that there was no benefit to the islanders. But, even if the people stayed, the treasures would not have benefitted the island anyway. Someone has apparently detected a large rectangular mass containing gold, buried on the beach in Sandy Bay. Many people own fancy metal detectors. The treasure is not easily accessible because it is in the middle of a very populated beach area. As soon as digging would start, the local crowd would assemble and there would probably be a riot. There are some very tricky logistics associated with treasure hunting! The hills on Roatán are full of caves. There is even a tour based on visiting the caves on Santa Helena, a small island connected with Roatán. It is called the Pirate Tour, and it is the same location where the TV crew filmed their segment for the program on the crystal skull. There are several spots on Roatán that used to be burial sites for the Paya Indians. On those hills, you will find many shards of pottery, called yaba-ding-dings. Some nice pieces have been found and you can even buy some in souvenir shops. The government considers these sites as archeological sites, but nothing is done about them. The pottery is quite rudimentary and the Paya Indians are not generally considered as users or keepers of precious metals. However, other pieces of pottery have been found of a much more refined nature. Many caves are buried or blocked with huge boulders and silt carried by hundreds of years of heavy rain. Rainy seasons can really do the job to block crevices and openings. Where there are only boulders, you can see some passages. Apart from the pirate tours, nothing formal is organized to explore caves: this is still virgin territory. One needs to go deep in the jungle with a machete, where mosquitoes, chiggers and bugs are awaiting lunch (read on how to get rid of chiggers in the Health section). The caves are likely to be located on someone’s property, so you have to ask permission and make sure you are not trespassing. You should also be weary of iguana poachers who roam the jungles armed with machetes, and possibly an assortment of firearms. And they do know how to use a machete! If you take a boat ride on the south shore of the island, you will be able to see several natural caves carved in the iron shore, and beaten by the waves. Some of them are likely to have been used by pirates at some point. Some pirate gear is rumored to have been found in that area, namely a wood contraption to restrain prisoners. The island of Roatán is almost 40 miles long and between 2 and 4 miles wide. That is a lot of territory to cover, especially in the thick jungle, and the vegetation is so thick in some places that you can actually walk on the bushes without going through. Finding anything buried underneath will require a lot of perseverance and a lot of the Chinese oil to get rid of chiggers! There are also many conch pearls found by fishermen and some people go around the island buying and selling them. Some conch pearls are very precious, but not all of them. It is said that some completely lose their luster after a few years, while others do not. Talking about conch, see the beautiful cameos made by Franco, the Italian artist at the Stone Castle! It is located on the road from Flowers Bay just before arriving in Coxen Hole. Note that there are many imitations of artifacts that Hondurans will try to sell you. Few are genuine, but some are cute. You will meet many treasures hunters in the West End area. They are easy to spot because they almost all look the same. Go to the Sundowners Beach Bar where they often hang out. If you buy enough beer, they may tell you many tales!

Telephone Services Telephones work most of the time on Roatán. There are interruptions in the service that happen more or less often, depending on the company and the time of the year. Calling the island from abroad does not always work and you sometimes need to try many times before getting through. Same thing to call abroad from the islands. Some local networks seem to be incompatible with the rest of the world. There are sometimes network management problems. Phone companies have a tendency to overwhelm their networks and do not plan for growth. They react when the service gets really bad and it may take some time before the problem is fixed. Land line phone numbers have seven digits and cell phone numbers have eight digits. There are no long-distance charges to call any number throughout the country from Honduras. There are land lines and cellular services. Land lines are fully used in several areas and there is no plan to expand the network. Cell phones are the most popular and widely used. There seem to be some land line numbers that cannot receive calls from cell phones.
Cellular Telephone Service There are three companies offering cell phone service: Claro/ALO, TIGO and Digicell. It is easy to buy an inexpensive cell phone and use prepaid phone cards. Amazingly, it is less expensive to call Canada and the United States than to call locally. It should be noted that you sometimes have to try several times before getting through. You may get a message that says that “you cannot make the call from this phone” but that doesn’t mean anything. If it doesn’t work on the first try, try it a couple of more times and it should go through. For some reason, it is harder to call Digicell phone numbers from abroad. To obtain a monthly account for cellular service, you will need to have your residency. However, it is easy to buy a prepaid service. There are several little stores selling cellular prepaid cellular phones all throughout the islands. To call Canada and the United States from the islands, dial 001 + area code + phone number. To call other countries, dial 00+country code. For country codes, please see the International Calls section.
Land Lines Land lines are available through Hondutel, a government-owned company. They are quite expensive and there is a long waiting list for installation. The infrastructure is insufficient for the demand in several areas and there is currently no work in progress to increase the capacity of the network. It seems that the network is not expanding in spite of all the new residential developments and new businesses on the island. New clients have to wait for existing clients to abandon their service and phone numbers in order to receive their service. A problem that has occurred with land lines is that some lines have been highjacked and people have received an insane bill for long-distance calls that they did not make. Long-distance calls on land lines are a lot more costly than on cell phones.
Internet Services It is interesting to note that having a Central American IP address sometimes block you from accessing certain services or Web sites. Internet providers can install a DSL service independently of land lines, using their own cable network. Internet services are available in several forms: land line-based, satelite-based and DSL/Cable-based.

Land Line-Based GlobalNet offers the land line Internet connections. The service is a bit slow and there are frequent losses of power. The land line signal is transmitted between locations on the island with a radio signal, and then relayed to the mainland also with a radio signal. This is what makes the service unreliable at times.
Satellite-Based Satellite-based service requires the purchase of a satellite dish. Be prepared to spend a minimum of $1200 (HughesNet) to $3,700 (VSat) for the dish. Monthly rates start at around $100 and can go up substantially if you increase your connection speed. Some satellite services have monthly quotas (VSat) and others do not (HughesNet). The advantage of satellite-based service is a connection that beams directly to the satellite and then to the United States. Provided that you have a generator or a power back-up system, power failures will not affect your connection. The downside is that your connection can be affected by bad weather and the service can be slow at times. You rarely get the speed that is advertised.
DSL/Cable-Based A DSL/cable-based service is available through Novega. This type of service uses physical cables and radio antennas that relay the data to the mainland. This makes the network vulnerable to power failures, even if you have a generator, and it is also slow.
Long-Distance Calls The most advantageous method to make long-distance calls is either with cell phones or the Internet with services like Skype or Vonage. The cost varies slightly depending on the method you choose, but it is a lot cheaper to call abroad from Honduras than for people abroad to call the islands. You can make calls using VOIP (Voice Over Internet Protocol, like Skype or Vonage). Not all VOIP services will work with all Internet connections and they don’t work well at all with HughesNet satellite services. Verify these details carefully before committing to a specific service, since some services require an important initial investment.
Cable TV Cable services are available through several providers. Some local providers in the east end give very good service but usually serve a limited area. There is also a Direct TV service which is satellite-based.

Getting There... There are direct flights to Roatán from Miami (TACA, on weekends), Houston (Continental Airlines, on weekends) and Atlanta (Delta, on Saturdays). There are also weekday flights coming from the mainland, by way of San Pedro Sula, La Ceiba and Tegucigalpa, the capital. West Jet and Sunwing offer direct flights from Canada (Toronto and Montreal) during the high season.
Visa & Passport Requirements
Whenever you are traveling, remember that airlines and countries require you to have a passport that is valid for at least the six following months from the date of departure. Visitors from the U.S., Canada, Mexico, and most European Union countries are not required to obtain the visa prior to arriving in Honduras, but they do require a valid passport. Upon arrival in Honduras, you’ll be issued a free entry permit, a tourist visa, that be valid for one (1) month and for up to three (3) months if you request it. However even if you do, you may only get a 1 month visa, depending on the mood of the immigration agent. The monthly visa can be renewed each month for up to three (3) months, for a fee. If you plan to stay for over a month, it is worth asking for the free three (3) month visa upon arrival. There is an airport tax charge when leaving the country. The price is around $35 US.
Obtaining Your Residency
If you are going to stay for longer than 3 months, you will need to apply for a residency permit. There are two (2) forms of permits: Residency permit (for pensioners and investors) and permanency permit (for executives and employees of Honduras businesses). Both types give you permission to reside in Honduras. They have to be renewed annually in the immigration office located in La Ceiba (there are plans to set up a Roatán office for these renewals). A residency or permanence shouldtake between 12 and 18 months to obtain, with the help of an efficient attorney. Note that the information provided by most Honduran embassies and consulates is outdated. It is highly recommended that you avoid spending thousand of dollars back home when you plan to come and apply for residency or permanence; you almost certainly will have to start over when you get here and it will cost you again. The only documents you need, in order to apply for residency once you are here, are a police report from your country that is less than six (6) months old and your passport. Financial statements can also be useful depending on the type or permits for which you are applying. The other necessary documents will be produced here in Honduras by your attorney. This information graciously provided by Gonzalez & Associates (please see ad in the Attorneys section).
Driver’s License and License Plates Normally, you are required to obtain a Honduran driver’s license after 3 months of living there. However, in order to do so, you need your residency card. The process itself takes about half a day, if the clerk is flirting with a policeman, or less if there is no flirting. But if they run out of supplies, it may take a lot longer! Make sure you talk to someone who can give you ALL of the information regarding the paperwork that you need, so you will save some trips. You will most likely need to have an eye exam certificate (at the optometrist in Coxen Hole). If you drive a scooter or a motorcycle, you need 2 different permits: one for a car and one for the motorcycle. When you go to the office, there needs to be another person with you because the machine takes 2 pictures at a time and they won’t do it if you are alone, even if you offer to pay for both pictures, except if you need the two permits (car and motorcycle).

Relocating to the Bay Island with pets is not a problem when you have the proper paperwork. Honduras requires the same series of pet inoculations required to enter Canada or the United States. You need a health certificate from a vet who is certified by your government to issue traveling documents. These can also be obtained from Pet Travel, Inc for $10.00 each; order online at http://www.pettravelstore.com/store-pet-immigration-forms1.html. Be sure to indicate which country’s forms you need. When you visit your vet, make sure that all shots are in order and that the animals are certified fit to travel. Find a vet who is certified by the government, for instance a USDA certification in the U.S. The veterinary examinations must be carried out no more than 10 days prior to the departure date (airline requirement). If your vet has a USDA certification and you are traveling with a health certificate that is USDA approved and less than 10 days old, with the according vaccination certificate, you already have all the necessary paperwork you need. For your pet to enter Honduras, you must obtain an import permit. If you are coming to Roatán with a direct flight, the Ministry of Agriculture Officer at the airport will give you the necessary paperwork to be signed by the local vet. You will then visit the veterinarian on the island, Dr. Santiago Soto, who will examine your pet and take care of the paperwork. Dr. Soto is a wonderful young vet, very gentle with animals, and he speaks English fluently. After you have cleared Immigration and Agriculture at the airport, there may be a gentleman running after you in the parking lot, to collect a $20 fee for the pet. This is likely a scam and you can demand to see the paperwork in relation with that permit. You may want to think of this as your first charitable gesture on the island... If you come through the mainland, you will have to deal with the Direccion General de Ganaderia y Veterinaria (General Department of Cattle Breeding and Veterinary Services). You can also call the offices of SENASA in Tegucigalpa (+504-232-1096) or in San Pedro (+504-556-7689). Note that the small airplanes used for flights between the mainland and Roatán will not take your pet on board. You will have to take the ferry and the pet will have to travel in the cargo hold. Conditions in the cargo hold are not good for pets and besides, the trip between the mainland and Roatán can be rough in the afternoon because the waves are much bigger. Each airline establishes its own rules about pet travel. Most allow a maximum of two in-cabin, stow-under-the-seat, economy class pets per flight. Each pet must have its own handler and you must make the reservation for the pet when booking your own ticket. The maximum weight for in-cabin pets is 15 pounds. There is usually a fee of around $100 for an in-cabin pet and it must travel in a soft carrier that fits under the seat. Get a confirmation number for the pet as well. Flights into both La Ceiba and Roatán have embargoes on animal cargo between April and September because of the heat. Be sure to check with your air carrier. The two airlines flying directly from North America to Roatán and who seem to provide the most consistent animal travel are Delta, departing from Atlanta and Continental, flying from Houston. Because live animal cargo is always restricted by space availability, book your own and your pet’s tickets well in advance of your departure date. Animals traveling cargo should be in a crate one size larger than they normally use, with a strong door and excellent ventilation. For health issues for cats and dogs, please see the Health and Medical Care section. Other useful information can be found at: www.travelto-Honduras.com and www.pettravel.com. It is very difficult to bring a bird into Honduras because of the bird flu threat. If your country is on the Internet bird flu list, your bird will not be permitted to enter Honduras. Otherwise, the same regulations apply as for cats and dogs.

Driving is a real extreme sport on Roatán! Latin countries have their own particular driving style and Roatán is no exception. Although the smaller islands have few or no cars, Roatán has many. We hope that the following information will help you to adapt to this new environment and keep you safe. Some island drivers drive safely, but many are totally reckless and drive with a death wish, including some bus and taxi drivers and some gringos who have been here too long. There are no exams, written or otherwise, to obtain a driver’s license and no mandatory driving courses. All you need is a photo, an eye exam (no brain exam!) and payment of the fee. This explains a lot… Here are a few of the customs that have been observed over a few years. Chances are that you will encounter at least one of these behaviors if you are here for a week or two and drive. You better be prepared in case it happens to you, so you can stay safe. There are many blind curves and hills on Roatán. Some people think nothing of passing on curves and while going uphill. This means that at any time, you may have a vehicle coming at you head on in your lane when you are going uphill or are engaged in a curve. Another interesting feature encountered on a lot of cars, especially taxis, is defective break lights. Break lights seem to be an option. Some taxis particularly like to pass other cars to then stop fast right in front of them -with no break lights- to pick up passengers. It tends to make you run out of street when you have to avoid them. Some drivers also love to ride the center line. It’s like the purpose of driving is to align the center of their car with the center line on the road. It is a good idea to honk when entering a blind curve to make it known that you are coming, especially if you are riding a scooter. Taxi drivers also like to stop in blind spots. Buses and taxis often stop on short notice to pick up passengers anywhere on the roads. Some are courteous and try to move out of the way; others do not. Don’t follow them too closely. If you ride a scooter or a motorcycle, always be wary of patches of sand and gravel that appear at regular intervals on all the paved roads. This makes roads very slippery if you are on two wheels. Remember that a lot of cars are poorly maintained and leak oil, and that rain on a previously heated oily black top will produce a challenging skating experience. There are no designated areas and sometimes not enough physical space to make U-turns but that definitely does not stop drivers from trying it in the most unexpected places. Small traffic jams are common and scooters are a good way of circumventing them. Two drivers going in opposite directions will stop in the middle of the road to have a chat. The road becomes completely blocked and they will stay there until some angry collective honking snaps them out of it, and it doesn’t matter in the least that there’s a fire truck stuck behind them… If you are renting a car or a scooter, verify and negotiate how the deposit will be taken and when it will be reimbursed. There have been cases of problems regarding deposit refunds. Be EXTRA careful when driving, especially scooters. The last thing you want is end up in the municipal hospital...

The first and foremost priority for foreigners traveling abroad is their personal safety and security, and that is a normal concern. The first thing to remember is that other countries have different perceptions as well as rules and regulations, and you have no idea how different until you actually see it! That is certainly true for traffic matters, as seen on the previous page, for health matters, on the next page, but it is also the same for all other security, safety and legal matters. Authorities are working hard to improve things, but this being a Third World country and resources being limited, it takes time and efforts. There are five (5) different police organizations in Honduras: the Policia de Turismo is a special force set-up to protect tourist areas and tourists. Unfortunately, not too many officers speak English but they are very dedicated and helpful if you treat them with respect. Not being courteous can have a very bad effect on how they will treat you. Treat them with respect and you will get their full collaboration. Don’t hold it against them if you do not get the results you expect: they do what they can with what they have. They don’t have much material to work with and their system doesn’t always support their work. The other police forces are: Policia National Preventiva, Policia de Transito, Direccion General de Investigacion criminal (DGIC) and the Municipal Police. The National Police is the highest in the hierarchy. The DGIC does criminal investigations, but the word investigation does not quite have the same meaning here. Most police officers are really nice and helpful but there is some occasional corruption. They do their best with the training they receive and the few resources at their disposal. A group of concerned expats has set up an organization to help the police, with good results. They now have better equipment to work with and better living conditions. There are a few police cars and several motorized tricycles. Fines for traffic violations are a rarity and happen mostly at roadblocks. The police force has made a lot of progress in recent months regarding the safety of tourists. There is now an increased police presence in busy tourist areas. One practice that is much appreciated by police officers is to be offered a drink of water or a soda while they are on duty. They are dressed quite warmly for the climate and are often standing in the sun. They do not always have enough money to buy a refreshment. This being a foreign country, one must use common sense and take the necessary basic precautions. Break-ins happen more frequently in stand-alone houses. You need to be careful if you are renting a house or an apartment. Rent in a small community where the people know one another and watch out for each other. Do not leave precious objects unattended at any time. Be careful if you circulate in dark, deserted streets at night. Condominium complexes, gated communities and hotels usually have watchmen at night and sometimes even during the day. If you find yourself in a position where you have to defend yourself, even in your own home, you will encounter difficulties with the legal system. The police force will be most helpful, but dealing with the Fiscalia (Prosecution) Office, the equivalent of the district attorney’s office, is an extreme adventure. With the Honduran legal system, you are guilty until proven innocent. You can be subjected to criminal charges and put in jail arbitrarily, until things get sorted out. The investigative unit (DGIC) is ill-equipped to investigate, so evidence is not really taken into account. Investigative techniques consist of looking at the scene, if a vehicle is available to visit the scene, but not necessarily collecting any evidence. If prints are lifted off or other evidence collected from the scene of a crime, don’t expect much to happen with it. The forensic training by foreign police forces over the past few years did not produce the anticipated results.

The following situation is not likely to happen if you are a tourist, but you may encounter it if you become a resident. People in the Fiscalia Office speak only Spanish, and they are likely to put the burden of the proof on the person they think is the most able to pay, in spite of what happened or what the facts are pointing to. They will then collect money, if you can negotiate a settlement- be nice and get a good lawyer! Even if you have done nothing wrong, you will be lucky if you can buy your way out... Trials take forever, are expensive, are held on the mainland in Spanish, and there is absolutely no guarantee that there will be any fair hearing whatsoever. At some point in the legal process, you may and will be prevented from leaving the country. Defense lawyers can be inclined to settle because of threats they receive. Those threats are real. Having a strong case means absolutely nothing. Complaints can be filed at the Fiscalia Office for frivolous reasons. The standard technique is for someone, most likely the opposing party’s lawyer, to hand you a citation to appear 30 minutes before the actual scheduled hearing. This means for you to scramble to get to the Fiscalia Office on time while trying to get hold of a Spanish speaking criminal lawyer to represent you. At 8:00 in the morning, this can present an interesting challenge. Make sure you get a knowledgeable criminal attorney who understands and speaks English. Oh, and not showing up might result in them issuing an arrest warrant. If anything happens to you and you want to press charges, you have only 24 hours to do so. After that, your rights are automatically waived. You will also need three witnesses to press charges. You can see how this can be difficult to do... Especially knowing that witnesses can easily be bought by your adversary, which is easy for someone from the island who knows the system and is feared by local people. The municipal government reigns on Roatán and is all powerful in more ways than one. Do not expect your country’s representatives to ride to your rescue, should you experience difficulties. Diplomats work with words and they work overtime not to ruffle their host country’s feathers. That is their job. There are no real diplomats on Roatán: Ambassadors and Consuls are based in Tegucigalpa and visit only once in a while. You can, however, call their offices. There are honorary diplomats on Roatán, who are people with regular jobs and businesses. Some of them do a fair job, others have no idea what the term diplomacy and the honorary position mean. Just remember that things do not work here as they do back home. Many gringos disembark from the plane with great hopes and want to change everything. The best advice is: sit down, take a deep breath, order a beer, smile and stay out of trouble.

There is some fist-rate medical care in Honduras, but medical care is very limited in the Bay Islands. There is a good medical center in San Pedro Sula. However, getting there can be a problem when there is a real emergency. Fortunately, a brand new evacuation service has been set up for transportation between the Bay Islands and either the Vincente d’Antoni hospital in La Ceiba or the CEMESA hospital in San Pedro Sula. This service, called Aeromedical Services, is based on Roatán and works on a membership basis. The evacuation is done with a Sikorsky 62A helicopter that can transport up to three stretchers and is fully equiped for emergencies with specialized medical personnel on board. They take care of all the necessary formalities, including special permits to open the airport outside of regular hours and transportation to the medical center once on the mainland. They can be reached at: aeromedservices.s.a@westnet.com.au On Roatán, there are several private clinics as well as a public hospital. The public hospital is the municipal hospital and is the best equipped to take care of emergencies on Roatán. However, emergency services are basic and the hospital often runs out of medication. The infrastructure of the municipal hospital is less than ideal and for anything serious, patients have to be transferred to a mainland hospital. The medical personnel is competent, but they lack a proper infrastructure. However, they are very devoted and they make things work with what they have. Some specialists come to the island from the mainland about once a week. Foreign medical volunteers also come to help on a regular basis. Local groups of volunteers are also working to raise funds and provide supplies to the hospital, in order to improve conditions. Medicines for Roatán is a non-profit founded by Nora El Gouli, a British Doctor in Pharmacy, to help the municipal hospital get the medication it needs. The project is sponsored by Global Healing, an International nonprofit organization. They are based in West End and receive visiting pediatricians on a regular basis who work at the municipal hospital. Private clinics tend to have a better infrastructure for common medical problems, but they are not necessarily equipped for serious emergencies. They are open only during the day. The Cornerstone Clinic at Anthony’s Key Resort in Sandy Bay is staffed with U.S. trained physicians. It is equipped for X-rays and has a hyperbaric chamber. Miss Peggy’s clinic is also located in Sandy Bay and has a U.S. trained physician as well as visiting foreign volunteer personnel. Those two clinics are the closest to West Bay and West End. The Woods clinic in Coxen Hole is equipped for X-rays and many local physicians and dentists have offices there. There is a new medical clinic in the Megaplaza in Mount Pleasant, where several specialists work on a regular basis. Little Friends Foundation has sponsored the building of two clinics in the east end of the island. This non-profit organization has been founded by Kandy Hyde, a nurse from Roatán, who does wonderful work on the island to improve medical care. There is also a good physiotherapy clinic in Coxen Hole. Local doctors also have offices throughout the island. There are some excellent and very dedicated doctors who speak English on Roatán, and they are listed in this book. Visits to doctors cost about $12 to $15. There are also good dentists who speak English. Please note that the hyperbaric chamber at the Fantasy Island Resort is currently out of commission. All of the persons above are very dedicated to improving conditions and can be helpful if you find yourself in a difficult medical situation. Please note that it is not always possible to find medication that is used in North America or Europe, so you may want to stock on your medications prior to arriving in Honduras. The medication is not the same, although it is much cheaper.

Some people are very sensitive to bug bites. Cactus Juice is quite effective for some people, as well as other natural recipes. Skinso-Soft does not work that well. Mosquitoes are different here than in North America. They are very tiny and very fast: you don’t even have the satisfaction of slapping them when they bite you, because you don’t feel anything until a few minutes later, after the deed is done. Sand flies, sometimes called no-see-ums, also bite. They hang out mostly at the beach and come out at around 4:00 p.m. For that reason, it is recommended to wear some long sleeves and pants in the evening, especially if you are near the beach and have dinner outside. Bugs can cause a skin reaction for people who are very sensitive. Mosquitoes are known to occasionally carry malaria and dengue fever, although cases are rare. Both are in a milder form than the strains found in Africa, but they can nevertheless make one quite sick. Most expats who live on the island do not take any medication and many are never sick. One way to keep mosquitoes away is to use 10 drops of real lavender essential oil (make sure it’s the real thing not artificial products) diluted in a cup of water and spray your skin with it. Also, rubbing your skin with a thin coat of pure coconut oil with discourage sand flies from biting. In the tropics, many of the illnesses are parasite based. Diarrhea is sometimes a problem, especially with visitors. Remember that hot temperatures can spoil food very fast and the best way to avoid any problem is to do a little prevention. The best way to prevent or get rid of a parasite problem fast is to use a parasite cleanse made of a combination of Black Walnut Hull, Common Cloves, Wormwood and Green Tea, such as a natural product called Clarkia, which works extremely well. This is a recipe from Dr. Hulda Clark, a famous biologist. She also designed the zapper, which is also very useful to zap parasites and bacteria and complements the Clarkia remedy. People sick with dengue and malaria on Roatán have started to show some improvement immediately after using a zapper, even when regular medication didn’t work. Several people are currently using zappers on the island and they have avoided the illnesses altogether for years by using them preventively. For more info http://www.bayislands411.com/health.html If you go walk in the jungle, for instance if you go look at some property or go treasure hunting, you will encounter mosquitoes but also ticks and chiggers. Ticks can be brushed away or pinched out of the skin with tweezers. Chiggers are bugs that are tinier than a pin head and bury themselves under the skin. They are almost impossible to see, contrary to ticks, and you feel them only later on in the day or the next day. Their feeding causes surrounding tissues to harden, forming a straw-like feeding tube of hardened flesh (stylostome). An effective remedy to get rid of them is a Chinese oil called HUA TUO HUO LO Oil (very inexpensive, like most Chinese remedies, and available in any good Chinese medicine store). Soak some gaze and apply it over the infected area. Leave it on for a couple of days (re-soak the gaze when needed) until the problem is gone. Beware of where you apply this oil and avoid the eyes, because it has a heating effect than can feel like burning. This oil is made for muscle joint pain and penetrates tissues all the way down to the bones. This is what makes it very effective for both chiggers and muscles and joint pain. And your joints may need some too, after climbing cliffs to find caves... Make sure that you disinfect any cut or wound immediately. An open wound can get infected very fast with the heat... Note that the little lizards that you will sometimes se inside rooms and houses are actually beneficial, in that they eat a lot of mosquitoes and bugs. They are harmless, and having a few on your side is always a good idea...

There are things to watch when you have pets: ticks and fleas are very common and come in waves with changes in the weather. You need to apply some Frontline or Advantage every month. You also need to stay current on the worm treatments. Do not neglect any of those treatments while in the tropics, because bugs are more aggressive than in more temperate climates. Check your animal for ticks regularly. Ticks have hooks and when they bite, they remain hooked into the skin. From there, they feed on blood and grow until they get big enough for their youngs to hatch, at which point they let themselves drop from the host (yuk!). Ticks must be manually removed as soon as they are found and crushed. Their shell is very hard and, if not crushed, they will go on to find another host, and you may be next, since they also like humans. They are known to sometimes cause an infection in the host. When you find a tick, remove it immediately, preferably with tweezers. You need to catch it at the base, down where the hooks are, and gently pull it out of the skin. Make sure you destroy it by crushing it, as they are tough to get rid of and they travel. Don’t let it hatch because it will produce hindreds of small ticks that will travel and look for blood. Verify whether you dog’s breed is OK in hot climates, as some breeds have more trouble adapting to the heat. There are good veterinarians on the island that can advise you on proper care for your pet in a tropical climate. Dr. Santiago is a wonderful young vet, very gentle with the animals, and he speaks English fluently. Dr. Calderon travels to Roatán from La Ceiba on Wednesdays and does not speak English. An important fact to note: your dog can catch cancer when mating with an island dog. This is a common problem and you will observe that there is quite a difference in the way the animals are cared for by island people. They do not have the same sense of an animal’s well-being and role in our lives. You will often observe animals that seem to be starving. It can be because they indeed do not have enough to eat, but it can also be because of worms. Often, dogs eat from garbage bins and are not fed properly, even when they have owners. Islanders are reluctant to have their animals spayed or neutered, in spite of the free clinincs organized on the islands a few times a year, and they prefer to put poison in garbage bins periodically in order to control the animal population. Do not allow your animal to eat from garbage!

Water Running water comes from different places on the island, usually local wells. There is no control over the quality of the water. It is not recommended to drink the water out of the faucet. Coming out of wells from small networks, power is necessary for the water to get to homes and businesses. Very often, when there is no power, there is no water. Many houses are equipped with cisterns that can pick up rain water and add it to the house reserve. Some cisterns are big enough for the house, others are not. If you plan to rent a house, verify what system is used for water. Having a cistern filled by a truck costs about $50, no matter the size. Drinking water is sold everywhere in bottles of all sizes, including the large 5 gallon bottles that fit on water coolers. Bottled water is generally safe to drink and everybody uses it on the islands. You can ask for home delivery, as the delivery trucks are on the road everyday.
Power The voltage on the islands is 110 AC, same as in North America. However, there are important fluctuations that have the potential to ruin your electronic equipment. You need a power surge but also a voltage regulator for brown-outs, i.e. when the tension goes down to insufficient levels, damaging fragile electronic components. Complete power failures still happen, as the power company is still performing work on equipment all over the power plant. The plant was in a very dire condition when it was bought, and some work is still ongoing. Power failures are sometimes scheduled ahead of time, but not always. It is therefore a good idea to make sure that there is a generator where you choose to stay. Remember that you might not have any running water if there is no power.
There are several ways to get around on the islands. There are many taxis that roam the island on a regular basis and take as many people as they can on board, plus one or two... They are called collectivos and are the next cheapest means of transportation after buses. That is usually quite inexpensive. There is a bus service on the island with specific routes. Buses consist of small vans in more or less good shape. Bus and taxi drivers are of various skill levels. You can also hire a private cab, but you can expect just about anything pricewise. Private taxis cost more at night than during the day and, even in the daytime, you can’t always find one, depending on where you are. You can rent a car, a motorcycle or a scooter. Unless it is the rainy season, the scooter is a wonderful way to get around, provided that you know how to drive defensively (read the Driving section for details). Also make sure that you know how to drive on two wheels and have full control of your vehicle. You need to be very skilled in order to remain safe. It can be an extreme sports activity!

When booking a vacation, there are several things to consider: the time you will spend on vacation, your need for comfort, the activities you enjoy, and so on. This is not a place where there are any standards. Some small hotels don’t even have hot water, let alone the Internet. The main downside is a lack of consistency in the level of service across establishments. Some resorts have better consistency than others. There are several basic formulas for your vacation: 1) All-inclusive worry-free and more luxurious vacation 2) Large resorts (not all-inclusive) 3) Small hotels and B&Bs 4) Private accomodations, maybe full of thrills with various prices 5) Backpacking, very inexpensive and maybe longer vacation 6) Cruise Ships
All-Inclusive Worry-Free and More Luxurious Vacation This is the most comfortable and safest way to go. Barefoot Cay and Henry Morgan offer all-inclusive formulas and are at the higher end of the luxury scale. They are very comfortable with an excellent service. These resorts are well equipped and have generators.
Large Resorts (not all-inclusive) Most of the large resorts are also well equipped and have generators. Some are gated communities of private condos offering vacation packages as well, and some have restaurants on site and others do not. Lawson Rock in Sandy Bay is one of them and there is an on-site restaurant. Some condo owners offer their place for rent privately. The service level varies from one to the other and there are places where you are more on your own than others. Inquire carefully about what is included in the package. They all offer diving packages and tours, whether the dive shop is on site or they arrange tours with local operators. Infinity Bay on West Bay Beach is very lively and has a full range of services, but no restaurant. Bananarama is specialized in diving packages. Turquoise Bay is more remote and quiet, and so is Palmetto Bay. Cocoview is also specialized in diving packages and located on the south side, mid-island. All the sites have breathtaking views and beaches.
Small Hotels and B&Bs You can make reservations at a nice little B&B, and have an interesting and more homey experience than in a large hotel, for a better price. There are some truly wonderful little places on Roatán. Fort Saphrey in West End, West Bay B&B and West Bay Lodge in West Bay are little jewels. Fort Saphrey is a small and clean hotel, operated by Olin L. Saphrey, Captain, US Army, Retired, where you can eat delicious island cuisine. The installations are basic but comfortable in an enchanting setting right on the beach, and the prices can’t be beaten. It is a short walk from the heart of West End, in the west direction. Things are more quiet at that end of West End. You can take part in the lively activities of West End and retire to the calm of Fort Saphrey. And you can walk on the beach all the way to West Bay.

West Bay B&B is a small place in front of the West Bay mall. The place is well organized and convenient, and a 2 minute walk to West Bay Beach. Glen will greet you, make breakfast and make your visit comfortable. West Bay Lodge is a refined little place just passed the West Bay mall. Celeste and Milo take great care of their guests and Celeste makes a wonderful breakfast with plenty of fresh fruits and many home-made goodies. West Bay Lodge has a generator.
Private accomodations, maybe full of thrills with various prices You can organize your vacation yourself and rent a place for a more or less cheap price from a private owner. However, this is a more risky proposition and there are no standards and different levels of risks. If you decide to rent something on your own, all bets are off. You could have a wonderful stay or the vacation from hell. When you decide to rent a private house or condo, make sure you know and can trust the owner. If not, ask people who are knowledgeable about the place. Sometimes, even very expensive condos do not have generators and are badly managed. People have been left standing at the curb when the owners changed their minds after booking rentals. There are also Internet scams with false ads of rental by owners. Which means that unscrupulous people who are not owners are renting places without the real owners’ knowledge. Some houses have shabby installations such as screens with holes or no screens at all, no air-conditioning, ceiling fans that are not working or no ceiling fans, not enough water, no hot water, water leaks in the roof or a muddy access when it rains and so on. You can encounter a whole gamut of problems but again, you can have the most marvelous vacation. Juts take a few precautions.
Backpacking, very inexpensive and maybe longer vacation The West End area is famous among the backpacking crowd. This is where the action is and you can find very cheap accommodations (some rooms cost as little as $35 a night). Several bars and many restaurants are located in the West End area. There are some good deals all around.
Cruise Ships If you arrive on a cruise ship, you will likely arrive in Coxen Hole or Mahogany Bay. Make sure you get out of these areas to see what the island is really like, as neither of these places are really representative of Roatán. Many of the tours are booked ahead of time on the ship and that is a good way to go because of the short stay in port. If you do not book a tour, you can visit things on your own easily. There is so much to see, and there are some nice little stores right downtown Coxen Hole and West End. In Coxen Hole, Yaba-Ding-Ding is located in a small shopping mall close to the grocery store, and Halu-Kiliki is located on the main road in front of the gas station. Walk to the right towards the downtown area when you disembark, all the way to the crossroad. You will be able to get a taxi for less money than at the dock. From there, you can go to West Bay Beach where it will cost you nothing to spend the time on the beach. Be warned that prices go up everywhere when there is a cruise ship in town.
Night Life Most of the night activity is in West End where there are bars, but there is some action in West Bay beach at times. Some restaurants have live entertainment. Some West End establishments close early because they are in residential areas and must bring the noise level down after 10:00 p.m. In the West Bay area, Cool Beans Café has a bar, and Infinity Bay offers some entertainment near the pool. The Henry Morgan resort has beach parties on some nights.

There are many restaurants on Roatán. Some of the best ones are Oloonthoo, an Indian gourmet restaurant in Sandy Bay. Between Sandy Bay and West End, Blue Bahia has a very nice setting on the beach. In West End, the first on your left upstairs is the Coconut Tree Grill Room, where Vincent has full control over the grill. There are nice tablecloths and real silverware (do you know how rare that is in restaurants on the island?). Some gazy curtains give the place an Arabian night ambiance. The food is very good and affordable. On one end of West End, past Half Moon Bay (on your right when you enter West End), there is Land’s End, where you can find a bar, food, and occasionally some entertainment. The place has an infinity pool of salt water and feels like the end of the world, even though it is close to West End. On the other side of West End, you will pass the Cannibal Café, easy to recognize with the dressed-up skeleton sitting at the entrance of the terrasse. The restaurant serves good and inexpensive Mexican food. Across the street, through a narrow passageway leading to the beach is the Lighthouse Restaurant. It has completely been rebuilt after a major fire a couple of years ago. Further out, the Chicken Rotisserie has inexpensive and delicious chicken and is right in the center of West End. If you keep going, you will find the Barefeet Restaurant and Bar, at the other end of West End and just before Fort Saphrey. It offers a nice selection of food, including island food, and caters to most sailors who anchor in that area of the beach. West Bay has several restaurants: Foster’s on the beach, the Vintage Pearl at Bananarama, and many more! Further out, in French Harbour, Rotisseria Aleman specializes in good chicken and has a take-out service. An important consideration: when eating in restaurants after a power failure, pick a restaurant that has a generator. This means that the food was kept cold in the refrigerators during the power failure and did not spoil.
Souvenirs You can find souvenirs, but unfortunately, very few are actually made in the islands or even in the country. Some local artists are emerging and efforts are being made to promote their work. There are some nice arts and crafts from Guatemala and people from that country have nice little stores in West End. Gift stores abound in West End and the West Bay Mall has two. Coxen Hole also has several. Penelope’s Emporium in the West Bay Mall has a higher quality of souvenirs and jewelry, and they are priced accordingly. There are also souvenirs and clothing at So Tropic, also in the West Bay Mall. On cruise ship days, the stone castle is open to show the beautiful cameos that are hand-made. Ask Franco, the owner and a famous Italian artist, to see his special back room where the nicest pieces are: you will really feel like you have found a treasure!
Clothes There are no major clothing stores on Roatán. People go shopping mainly in San Pedro but also in La Ceiba and Tegucigalpa. Interestingly, there are some good thrift stores when you can get a real deal on new clothes that probably come from manufacturers on the mainland. You can visit clothing boutiques in French Harbour, and there is a new large shopping center in Mount Pleasant. West Bay Mall has a nice little boutique named So Tropic offering beach wear, T-shirts, shorts, skirts, dresses and pants for the whole family. A most unusual custom in Coxen Hole is to hang underwear from the edge of the roof in front of stores, as a display, and you are not allowed to try anything on. If you want to purchase underwear the normal way, where they probably will allow you to try it on, go to Delicate Divas in French Harbour.
44
www.BayIslands411.com
Shoes There are several shoe stores and they carry mostly man-made material shoes and sandals. Leather does not fare very well in this humid climate, as it attracts mildew very easily.
Groceries There are some larger grocery stores on the islands and many small mom and pop shops. Two grocery stores are located in Coxen Hole and others are in French Harbour. They carry products from South America and the U.S., including imported wine, but the stocks get depleted at times. Stocking store shelves is a challenge on the island. If you persevere, you may get everything you need and can always ask them to get something for you and they will. Woodys Groceries is a smaller store in West End and there are also convenience stores in West End and the West Bay Mall. If you see something you like, it is a good idea to stock on the item because there is no guarantee that you will find the product in a few days or weeks. Inventory control has not been mastered yet. If there is something special you would like to have, ask the owner to order it for you and you will likely get it (provided you are staying for a while).
Coffee The best coffee on the island is at Cool Beans Café in the West Bay Mall. They also sell the Passion Coffee by the pound. The Passion coffee is from Honduras and it is a semi-dark roast. There is another good medium roast also from Honduras. You can find it at M/V Gibraltar.
Rum The Flor de Caña Rum, from Nicaragua, is a pure delight, especially the 12 year old vintage. And very inexpensive!
Office Supplies Niki’s Office Supply has a full range of office supplies and is located in Coxen Hole, in a small side street connecting to Thicket Road across Carrion.
The currency in Honduras is Lempiras. A U.S. dollar buys around 20 lempiras. Small change exists, but very few people bother with it. U.S. dollars are accepted everywhere, but you will often get the local currency back for your change, as is done everywhere else in the world. There are ATM machines, but they don’t always work. Those that work cannot all accept a foreign card. The ATMs that can accept foreign bank cards are: the two machines at the airport, the one at Credomatic in Coxen Hole (other Coxen Hole banks’ ATMs don’t accept them) and the one in the small hotel next to Coconut Tree in West End. In West Bay, you may find one that works at Mayan Princess. Even though they ask you if you want US Dollars or Lempiras, the ATMs only give Lempiras. Many places accept credit cards, but they may charge an extra fee because it seems that the local banks are charging them additional fees to process their transactions.

Living on the island is different from vacationing. When you are on vacation, things are almost ideal and you are not confronted with everyday problems, encountered when living somewhere full time. If you are staying for over 3 months, technically you will need to apply for some kind of more permanent status. Many people have been on the island for many years on a tourist visa, which is illegal in principle. It is predictable that it will be very difficult to do in the future. The best way to get your situation in order is to consult a good lawyer. Do not rely on information provided by Honduras embassies and consulates in your home country, because their information is not up-to-date. You will spend a lot of money and will have to start all over after you get here. See the Legal section for more details. Living on a small disorganized island may entail some aggravation. This aggravation comes from both the lack of infrastructure and the way people deal with each other, both at the government level and on a day-to-day basis. Many people are not educated. Customer service is practically non-existent. There is a lot of drinking and drugs are cheap. In order to deal with the aggravation, one needs a solid balance. A lot of the public information generally available does not reflect the reality of living in the Bay Islands, since information for a vacation is different than information for day-to-day life. Also, a lot of the information is geared toward investors and paints a very favorable picture that is not quite accurate. You can find some tidbits of information about what is going on daily on the two Yahoo groups reserved to residents or would-be residents: http://groups.yahoo.com/group/Roatan-living/ and http://groups.yahoo.com/group/Living-In-Roatan/ Such groups would be great tools to use in case of an emergency, because any critical information is instantly available to all concerned. However, the expat community is made up of a variety of nationalities, characters and mental states. Life on Roatรกn can be frustrating because of the many difficulties encountered on a daily basis. The frustration level is sometimes high and some people have trouble dealing with it. Gossip is a favorite pastime and not only online. A small core of people like to use these groups to vent their frustrations, and simply forget to think before writing. And since the two above groups are not moderated... But after any given rude tongue-lashing, the offensive individuals get chastised by the other participants and they usually go back to another intense discussion about properly cooking red beans until the next berating opportunity. However, the point is that new people regularly get rudely dressed down for simply trying to let other people know about their new businesses. The above mentioned individuals rudely jump on them wanting to know whether they have the proper work permits or business licenses and whatnot, as if they were in charge of regulations. If you want to participate to those groups, start by registering and browsing. Refrain from voicing opinions too early, lest the sky falls on you suddenly. Some people are doing great work, such as organizing foundations, missions and other community work in order to improve things, but even they get criticized publicly on the forums. Many people refrain from commenting for that reason, but once in a while there are some useful tidbits of public interest to be found there. This tool should be put to better use, but boredom can sometimes get the best of humans. In spite of all this, there are many nice and helpful people on the island. There is a third, heavily censored chat group mostly aimed at tourists and investors, http://groups.yahoo.com/group/Roatan/ It belongs to a real estate company and is intended to promote real estate matters by telling the world that all is perfect in the Bay Islands.

In all cases, it is a good idea to be careful about who you are fraternizing with on the island.
Long-Term Rentals
Apartments and houses are available for long-term rental. They can be very expensive or inexpensive, depending on the location and the amenities provided. Your rent may change without warning. As the high season approaches, landlords are seduced by the idea of high-price weekly rentals. Unfortunately, you have no protection because written lease are rare. In any case, the important considerations are: 1) water supply: both running water and hot water, and 2) safety and security Generally speaking, the western part of the island tend to be a bit safer because it is more populated, although there are some communities in the east end where people watch over one another. Just remember that renting a relatively isolated house makes you more vulnerable to break-ins and they will happen if nobody is watching. You can hire a watcman, but make sure he has good references... Of course, there are also other things to consider, as described in the Vacationing section, such as: screens with holes or no screens at all, no air-conditioning, ceiling fans that are not working or no ceiling fans, not enough water, no hot water, water leaks in the roof or a muddy access when it rains. If there are screens, they may not fit the windows, apparently because they have to be made that way in order to be easy to remove when washing the windows. ??? I swear I am not making this up!!! Water Most houses have cisterns. Make sure that the cistern is large enough for the size of the house and for your needs, and verify how it is replenished. There are several wells on the island that serve various locations. It sometimes happens that a house at the end of the line does not get its cistern properly filled. This means having to order water from a supplier. There is generally a fixed price for filling a cistern and if the cistern is small, it can become costly. If hot water is important to you, check whether there is hot water at the house. Not all houses have hot water. Electricity Roatán still has a power problem. Authorities are working hard to solve the problem and things have improved, but there are occasional power failures and brown-outs. Because of that, electronic equipment needs to be protected, not only against failures but low current wich destroys delicate circuits. If you cannot afford to be without power, a generator is a must. If you are renting a house, the electrical bill can be paid at the bank or at the electrical company’s office (RECO) in Brick Bay. Roatán has one of the most expensive rates in the world. When you receive an invoice, you have a deadline to pay it, typically around ten days. Note that the company is very fast to disconnect you after the deadline. This is one of the two instances where things go very fast. (For the other, look in the Legal Matters section.) Home Security If you plan to rent a stand-alone house, you will need to to hire a watchman, called a watchee on Roatán. This will increase the cost of your rent, but it is an essential precaution. However, make sure you know the person or the company you are dealing with. References are the best way to fing reliable watchees.
Shipping Your Worldly Possessions Shipping stuff from North America is not that expensive, but clearing it out of customs can be. Customs people are replaced a few times a year and new ones are sometimes unpredictable. There can be delays, variable duties, and more or less shady practices involved. There are supposed to be some rules, but you can never rely on them with certainty.

Mail and Parcels Although there is a post office in Coxen Hole, there is no regular mail distribution service on Roatán and there are no addresses as we know them. Only general directions and landmarks are used to designate a house or a business. It happens that landmarks disappear but people keep using them. This can be confusing for newcomers. Regular mail is extremely slow and sending packages is definitely not recommended. Private postal services exist to send and receive mail and packages to and from abroad. The mail and packages transit via Florida. They work quite well. Please see the Mail and Parcels category for more information. There are courier services that come to Roatán from international destinations. Fedex has an office in Coxen Hole on Thicket Road and G-Box Mail is also located in Coxen Hole. UPS is represented by RAS XPress and their office is in French Harbour. There is a good local courier service, Expreco, that ships mail and parcels between Roatán and the mainland.
Banking Banking is... an experience! Some banks have long waiting lines with local people cutting in and out of the lines. Given that you cannot make deposits through the ATM, this can be quite aggravating. There are some ATMs at each bank and they work most of the time, but not all of them work with international bank/credit cards. You can open a bank account in US dollars at most banks, provided that you also open or have an account in Lempiras, the Honduran currency. To open an account, you will need two (sometimes three) letters of reference from local business people. You are given full Internet access to manage your account, even allowing you to transfer money from a U.S. to Lempiras account. You can write checks only from a Lempiras account. You can easily make international wire transfers (about $50) at the bank. The ATMs that can accept a foreign card are: the two machines at the airport, the one at Credomatic in Coxen Hole (other Coxen Hole banks’ ATMs don’t accept them) and the one in the small hotel next to Coconut Tree in West End. In West Bay, you may find one that works at Mayan Princess.
Moving There is no moving company as such on the island. Moving is done by hauling services, in open flat-bed trucks. Most of the trucks are not covered, which becomes a problem for your wooden furniture during the rainy season. You would think that given he amount of rain that falls down during the rainy season, there would be more covered trucks on the island, but they are rare. However, there are a few. Moving a household is very cheap and costs in the neighborhood of $50. The men are very resourceful to make the stuff hold on the flat-bed and it is definitely a sight! The downside to this is that all store deliveries are also done in this fashion and your new appliances almost always arrive dented or scratched. It is nearly impossible to get a newly purchased item in pristine condition if you have it delivered from a store.

In order to work, officially you need to have a residency or a work permit (although many people work without a permit). Operating a business allows you to obtain a residency permit, called a permanency, although you may not need the permit to own a business if you are not staying more than 3 months at a time (see an immigration attorney for more details). There are a few business owners who operate their businesses on expired tourist visas. This is risky because many expats are more intolerant than Hondurans in this matter and may work against the business person. This being a small community, it doesn’t make things easy.
Opening a Business There are two (2) different business structures available in Honduras: the individual business license and the incorporation. The individual business license is called an Individual Merchant status and has one individual owning the entire interest of the business with unlimited liability. The incorporation structure can take two different forms: a) The Limited Liability company, S. de R.L. (Sociedad de Responsabilidad Limitada) uses a firm name and its partners are liable only to the extent of their contribution. b) The Corporation, S.A. (Sociedad Anonima) uses a firm name and needs a minimum of two (2) shareholders. The shareholders can be foreigners, but there are exceptions. For example, you may be required to initially have Honduran shareholders if the purpose of the corporation is to purchase land. This structure is managed by a board of directors and an administrator. Businesses operating on RoatĂĄn also need to obtain an Operations Permit from the municipal office in Coxen Hole (in front of the municipal parking lot). Sales tax has to be collected on sales and remitted monthly, before the tenth of the following month. The sales tax you pay on business expenses is deducted from the sales tax collected and a report is produced. The difference needs to be remitted to the government in a timely fashion every month. If you do not remit within the 10 day period, you will be charged a small (yes, small) fine the following month. If the municipal office runs out of forms (they use pads of paper and carbon paper) for your tax report, your report will be delayed and you will pay the fine. If there is no power when you visit their office, although there is a big window and they work with pen and paper, they will promptly inform you that they cannot work because there is no power. Regular pens stop working without power. To set-up or buy a business, it is advisable to talk to a professional. Specialized attorneys offer that service. Tax reports are handled by knowledgeable accountants and produced on special forms. Accountant services cost several hundred dollars a month, on top of the taxes that businesses need to pay. There will also be a yearly income tax report to produce. Zolitur (http://www.canaturh-bayislands.org/), the free zone status recently awarded to the Bay Islands, theoretically allows businesses dealing with tourism to have certain tax exemptions, but they require special permits. The program is still being worked out and no one seems to know how it really works. Officials sometimes impose regulations that defy logic and common sense. The analysis and planning parts are sometimes forgotten. For instance, a couple of years ago there was a new a regulation requiring people to choose one day of the week where they would not drive. This was a country-wide measure to save fuel. Cars had to have stickers showing the day of the week they were not supposed to drive. Expats rushed to the office to get their stickers and were told that their residency card, bearing the exact same amount of digits as a citizen card, could not be accepted by the system. They were told to “just go out on the street and borrow the birth

certificate of a native Honduran to register. Anyone’s birth certificate.” I’m not making this up! The other interesting element of this tale is that the police had no means to enforce that kind of regulation. Not much is enforced on Roatán. The whole thing was a total mess and was finally abandoned. This is what you can expect when living here...
The Market The Local Market The local market is quite small. Setting up a business that deals with island people only can be difficult because of the size of the market. Most natives, except the few who became very rich over the years, have very little means and do not consume expensive items. A lot of expats are here on a small budget also and do not like to spend much either. Being used to Honduran prices, they are extremely reluctant to pay normal prices, even for quality merchandise. Those who are more well-to-do do not usually live full time on the island and shop in the U.S. a lot. It is always expensive to have anything shipped to the island, so you have to factor into your prices the extra fees like shipping, customs, miscellaneous unexpected fees and unforeseen special permits. The result is often higher prices than you would find on the mainland or in North America. This makes it difficult for any business to entice local buyers. If you do business on the island, know that many expats are quite nice, but others are very demanding and unforgiving. This is surprising, considering that they are subject to the same difficulties as you are. Rather than cutting you some slack, some enjoy telling you how you should run your business when they have trouble managing their own. You might find it easier to deal with tourists... The Tourist Market The tourism industry is evolving rapidly. For a small business, this under-developed Caribbean destination offers the opportunity of setting-up a small tourist business on a relatively small budget, when compared to other Caribbean Islands. The Free zone status has been granted to the Bay Islands, and the name of the program is Zolitur. However, it’s more or less stable and no one knows what direction it will take in the near future, so do your research carefully. If you deal with food items, you will have to obtain special permits and officials do not always agree on which permits you will need exactly. This can become costly very fast. And you never quite know what to expect from Customs Officers. Having to work can put you in a stressful situation. You have to deal with setting up the business, finding employees, being able to get stocks to your business place, which may involve importing and getting stuff to the islands. Ships do not always come in when the weather is bad, and that can happen frequently during the rainy season. Power failures and Internet service failures happen more frequently than we are used to. The work force is not educated. Know what you are getting into... The mind-set of island business people is... different For instance, stores that sell printers do not see fit to carry the cartridges that fit those printers but they sell other brands. The quality of some supplies is sometimes cheap. People don’t always understand you correctly when you

ask for services. Or they decide to process your order according to what they think it should be or look like. There does not seem to be any notion of inventory management: they wait until running out of stock to place an order. When you live on an island and delivery time is longer than usual, it becomes a problem. You can order online, as it is often the fastest and most efficient way of getting stuff to the island. But you have to get involved with shipping and customs. To do so efficiently, you will need a U.S. address from where the mail and packages will be forwarded to the island through Miami. This is one of the services offered by Dip Shipping and Roatan Air Service (RAS), and they take care of custpms for you. Just remember that some U.S. Web sites will block access or orders if your IP address is from Central America. To circumvent that problem, you can ask your Internet provider for a U.S. IP address (some offer that service on the island) and have a credit card with a U.S. address. When you order something rush with Fedex or UPS, whether you are paying for a 48 hour delivery time or not, it is most likely to get stuck in San Pedro Sula, as the incoming courier envelopes and packages are coming through the mainland. If they decide to take their sweet time (it happens more often than you would like), tough luck! The 48 hour service does not exist in the Bay Islands. Courier service going out of the island is a bit faster. When you have a business, you have to deal with other local business people. Sometimes you are promised something and it’s never done. Remember that everything always takes longer and costs more than you anticipated. Also see the section on Safety and Security for legal matters that may be of interest if you have a business. It is not so bad to deal with a little inconvenience once in a while, but when everything happens all at once and repetitively, it can make your life difficult, especially if you are trying to operate a business. The level of frustration can go quite high, even when you can look at a wonderful landscape and enjoy the weather. And if the rainy season is dragging on and on and on, well... Newcomers have been known to organize “Pity Parties” for themselves. The remedy is a visit back to civilization every 3 or 4 months and... Concentrate on the advantages of the place...

The Roatán Marine Park Along the North Western coast of Roatán exists the Sandy Bay West End Marine Park. The park was originally established as a reserve in 1989, limited to a stretch of 6 kilometers within Sandy Bay. In January 2005 a group of concerned dive operators and anxious businesses united in an effort to protect the coral reef ecosystem and the Sandy Bay-West End Marine Park was created. The park now stretches 13 kms from Lawson Rock to Key Hole on the South Side of the island. Patrol boats are now present within the park throughout the day and night, working hard to protect the mangroves, beaches, sea grasses and coral reefs. Continuous generosity from the community has enabled the Marine Park to evolve into a huge success since its creation. Recent developments include an education program for local schools, improvement of marine infrastructure, design and implementation of tourist education programs, development of universal standards for diving, designing of a waste management program, and the continued financing of 2 patrol boats and 12 members of staff.
Please Do Not Walk on the Reef! Park Rules & Regulations The Roatán Marine Park is a non-governmental, community based initiative whose goal is to protect the reefs surrounding Roatán. The laws below are enforced and failure to comply will result in fines and/or imprisonment: • No anchoring on the reef • Cutting of mangroves is prohibited • Development of iron shore is forbidden • The use of spear guns and nets is prohibited • Release of any toxic chemicals, including petroleum products, is forbidden • It is illegal to capture endangered species (i.e. lobster, conch, Nassau grouper) • No sewage is to be released into the sea within 5 miles of any Honduran coast
Guidelines These general guidelines should be followed at all times to ensure the sustainability of the coral reef: • The maximum speed within the lagoon is 10 kph (6 mph) • Do not remove anything from the sea or beach • Do not buy curios (marine life souvenirs) • Do not touch the coral • Do not wear gloves • No littering
