Welcome

This report is a follow up of the SOUND/ICT Innovation Camp, a successful first endeavour in South Korea arranged by the Danish Sound Innovation Network in conjunction with the official visit to South Korea by the then Minister of Higher Education and Science, Sofie Carsten Nielsen.

The Innovation Centre Denmark in Seoul arranged the innovation camp which became a milestone in the development of innovation and research cooperation between South Korea and Denmark. As a direct outcome of the camp, several companies are now working on developing projects and collaboration with South Korean partners. With this report we would like to stimulate and keep the interest going, in order to maximize the outcome of these first successful contacts between South Korea and Denmark in the sound and ICT industry.

During a week’s camp, the participating six Danish small and medium sized companies as well as the two participating Danish universities, experienced a representative excerpt of elements of the sound and ICT eco-system of South Korea and were impressed by the genuine interest and willingness to cooperate expressed by all the South Korean institutions and companies.

Introduction

Opportunities for collaboration with international companies are very welcome in South Korea. With the current administration’s focus on entrepreneurship and innovation in the strategy of “Creative Economy,” there is a growing awareness of the innovation capacity of the Scandinavian countries, not the least Denmark, with its long standing history in sound and ICT.

For many people in Denmark, South Korea can seem very far away and in general the knowledge about the country and its culture seems to be limited to K-pop and internet phenomenon as the rapper Psy with his YouTube global hit “Gangnam Style.” When you visit South Korea, you feel very welcome and a Danish delegation always gets the impression that the South Korean hosts and meeting partners are greeting you with an open mind-set and willingness to cooperate.

Denmark and the Danes stand as something positive in South Korea: many South Koreans remember that Denmark sent a hospital ship during the South Korean War from 1950-53. Since the armistice agreement in 1953, South Korea has experienced the “Miracle on the Han river.” Technology development and fast and efficient manufacturing have been the main drivers for the enormous societal development in South Korea for the past 60 years. South Korea is the only country in the world evolving from a developing country to a donor country in one generation.

South Korea seems to bridge in a perfect way between the Eastern and Western culture and business pattern: they are very polite and considerate to guests and seniors and at the same time they are straight forward and goal-oriented when it comes to business talks and negotiations.

The South Korean manufacturing industry is gigantic, compared to Denmark. The very large conglomerates are not only dominating the home market, they are also globally leading within areas as diverse as semiconductor, ship building, steel production and car manufacturing. Names as Samsung, Hyundai, Posco and LG are among the leading within these industry areas.

Today, South Korea realises that close markets such as Japan and China are making conditions harder and that South Korea has to be on the cutting-edge with new technologies to keep up the growth. Therefore, R&D and innovation-based collaboration with countries like Denmark, Sweden, Finland, Germany is of major interest in all industry sectors. Moreover, South Korea has a strong emphasis on research and development and invests 4% of GDP into research through government-owned research institutions and universities, as well as in the private sector.

It is easy to create relations with South Korean business people and with the assistance of the Innovation Centre Denmark the right people for collaboration in either research or business can be identified. The South Korean universities are open towards collaboration projects with Danish universities and companies and in this way market opportunities for new ideas and products in Denmark, South Korea and the rest of Asia can be realised.

Business Structure in South Korea

In 1997, Korea agreed to accept financial assistance from the International Monetary Fund (IMF), due to collapse of the nation’s economy. A major thrust of the reform was directed toward changing the chaebol-dominated structure of Korea’s economy, which had proved to be undermining the stability of the country. It is true that chaebol (conglomerates) had played a leading role in generating a rapid and sustained economic growth, but the chaebol-dominated economic structure which had come about in the process had given rise to various problems. They include chaebol’s dangerously high leverage which they had incurred to finance their overstretched operations, a fragile financial system, a close relationship between the government and chaebol, and laggard development of Small & Medium sized Enterprises (SMEs).

Large industrial conglomerates, “chaebols”, dominate the business landscape in Korea. The word “chaebol” means “business family” or “monopoly” in Korean. The chaebol structure can encompass a single large company or several groups of companies. Each chaebol is owned, controlled or managed by the same family dynasty, generally that of the group’s founder. Since the end of the Korean War in 1953, family-owned businesses have grown as they were designated to develop different business areas and contribute to the nation’s growth and prosperity. As a result of this economic strategy huge industrial conglomerates as Hyundai, Samsung, LG and SK (called the Big Four), and many others have evolved. They are among the biggest and most prominent chaebol. Many 2nd or 3rd tier conglomerates also exist, which are still large businesses compared to the size of Danish industries. The total number of chaebols is hard to define, but around 70-80 chaebols are. The conglomerates all have diversified their businesses; this means that the Samsung Group contains semiconductor manufacturing facilities, smart phone manufacturing facilities, hotels and resorts, construction and engineering and etc.

The transition to New Economy and knowledge-based economy in the 1990s and early 21st century created an atmosphere where entrepreneurs and SMEs became crucial engines of economic growth. It was conjectured that such trends were brought about by various changes in global business environment. These changes include technological changes, increased globalization, employment flexibility, consumer diversity, deregulation, privatization and entrepreneurial activities.

Currently, Small & Medium sized Enterprises (SMEs) account for about less than 30% of the nation’s total exports, 50% of total production and total employment of 87.7% in Korea. This illustrates the significance of the contribution that SMEs have been making to the economy of South Korea. Recognizing this importance of SMEs as well as start-ups, the Korean government has set its policy priority towards SMEs, mainly through the so-called “Creative Economy” strategy. It has put the SME policy goal on establishing vibrant and creative SMEs as the driving force for future economic growth and job creation. In other words, the government plays a key role in providing an appropriate environment for SMEs to meet the challenges and make use of the new opportunities.

The concept of the creative economy was first envisioned in the “Creative Economy Action Plan” in June 2013, shortly after President Park’s inauguration. By September 2013, Creative Economy Town, an online platform that helps translate creative ideas into businesses, was started. Within the span of a year from September 2014 to July 2015, 17 Centres for Creative Economy and Innovation (CCEIs), matched with globally renowned Korean companies were rolled out across the nation to serve as an offline platform spearheading regional innovation and entrepreneurship. CCEIs offer a wide range of practical support encompassing legal, financial and patent-related services, coupled with mentoring, investments, clients and overseas expansion opportunities provided by Korean conglomerates. The goal of the CCEIs is to create jobs by matching up these conglomerates’ technologies and knowhow with specific regions, nurturing start-ups and promoting exports.

SOUND and ICT in South Korea

Korea has rapidly emerged as one of the world’s leading ICT (Information & Communication Technology) powerhouses. Korea’s excellent telecommunications infrastructure makes Internet use and maintenance easily affordable. Its outstanding edge and competitiveness enabled Seoul to rank top in the UN Global e-Government Survey. Korea’s e-Government program was exported to Moscow, Russia in 2004, and Hanoi, Vietnam in 2005.

Innovation 3.0 will also focus on the development of the 5th generation of mobile technology (the 5G network), looking for commercialization of the network by 2020, extending its 4G network penetration of today. The 5G network will support data transmission speeds of up to one gigabyte per second (1000 times faster than the 4G platform). For instance, 5G users will be able to download a full-length movie in a second.

The Korean government has set in motion “Manufacturing Innovation 3.0”, a program aimed at upgrading industry through manufacturing innovation. Innovation 3.0 is largely built around the Internet of Things (IoT), technology that connects online data with physical subjects. Korea wants to develop the technology and adapt it to make devices ranging from automated cars & smart clothes to flexible batteries.

The Korean ICT industry naturally also includes sound, audio, DSP, through the smart phone, TV, audio and automotive industry.

South Korean View on Danish Sound Competences

Areas where Korea is developing and where the main R&D focus will be directed for the immediate future is especially within surveillance system and public safety applications where speech recognition and noise cancellation is crucial. Also, in automotive industry and other heavily robot dependant manufacturing industries, sound as a means to detect and diagnose machinery malfunction (car industry, etc) becomes increasingly important.

During the Sound/ICT Innovation Camp in January 2015, the Danish delegation participated in a seminar hosted at the ISPL lab at School of Electrical Engineering, Korea University. Through an analysis made by Professor Hanseok Ko, the ISPL Lab, the differences and distinctiveness of the Korean and Danish sound and acoustics industry were clarified. From the Korean perspective, there are two large areas within sound where Denmark excels: classic acoustical engineering and top quality hi-fi audio device and hearing aid manufacturers. This can be exemplified by competences within areas as noise reduction/vibration, acoustics physics, especially in architecture, music, etc. Moreover, hearing aid, wireless technology and speaker manufacturers have a solid global reputation and also in Korea, where Bang & Olufsen has a flagship store and have a very strong brand name among quality oriented consumer segments.

As virtual reality and more and more advanced set-ups for broadcasting, movie and gaming environments are developing; sound will be developed to incorporate immersive virtual reality environments. With ICT being incorporated in so-called smart homes and smart cities, electric vehicles and all related IoT applications, sound will be an integral part of the solutions developed. As speech recognition, noise cancellation and sound control be-comes more and more integrated in future ICT solutions, it is apparent that sound and acoustics as distinct industry/technology areas will be more or less effaced and will coexist as technologies that goes hand in hand with ICT.

In Korea, the strongholds of the information and communication technology (ICT) industry and the manufacturing capacities within especially smartphone, TVs, etc., has made sound and ISP an integrated part of the ICT industry. Korea competences are mainly located within three industry segments within sound/acoustics: Equip-ment (including hi-fi, measurements, monitoring etc), Content (including music, broadcasting and gaming) and Service (online contents, audio facilities and film/arts).

Strategies for Doing Innovation and Business in South Korea

Foreign businessmen should be willing to mix business with social life as the Koreans base their business relationships on personal ones. The heavy drinking of the Korean alcohol, Soju, beer, scotch, or other liquor is commonplace in establishing a personal, business relationship.

Korea seems to be just like any other nation in Asia at a glance. Seoul, the capital city of Korea, is becoming more modern every day and has all of the latest technology the world has to offer. You can easily experience the First-class telecommunications, the world-class smart hospitals, fascinating transport systems, innovative architecture, and so forth. Although it gets modern every day, it is important to recognize that Koreans have their own definition of modern that are somewhat differs from the Western perspective. Koreans do not expect you to be an expert on their culture, but they will appreciate a show of interest in matters that are important to them. Koreans generally appreciate a foreigner’s effort in expressing a thank you (gam-sa-ham-ni-da) or a hello (an-yong-ha-say-yo) in the Korean language.

For Koreans, relationships are all important. “Cold calls” don’t work and introductions are crucial. Koreans want to do business with people with whom they have formed a personal connection or whereby a mutual intermediary has made an introduction. An important point to keep in mind is the nature of reaching an agreement with a Korean firm. Westerners attach great importance to a written contract that specifies each detail of the business relationship. Koreans, on the other hand, value a contract as a loosely structured consensus statement that broadly defines what has been negotiated, but leaves sufficient room to permit flexibility and adjustment. The Korean Government has attempted to address this dual perception by formulating “model” contracts for licensing technology and other arrangements. Both parties must be assured that the obligations spelled out in a negotiated contract are fully understood.

After having experienced devastated periods of colonization by Japan and Korean War, Koreans have eagerly transitioned into Western society; however, the traditional ways of thinking remains in many different areas and Koreans have a great respect for the family and hierarchy. When doing business, foreigners should be sensitive to Korea’s historical relationship with Japan. Any comparison between Japan and Korea, where Japan has the upper edge may harm a business deal. Koreans still have a great respect for anyone senior in age, and intuitively establish their hierarchical position relative to others based on age.

Make It Possible in South Korea

As a Danish technology-based company, South Korea is probably not top priority when future business & marketing plans are being made. The barriers than many Danish companies think about first is naturally: distance, language and culture.

As already outlined South Korea is far (ahead) concerning technological development and implementation of solutions; they are willing and able to collaborate and they consider European business partners as very attractive. Therefore, a considerable potential exists in making South Korea a part of a future business plan and consider this market as a place for identifying development partners, and use as a hub to for collaboration, production and distribution to the rest of Asia.

However, the experience from the Danish Sound/ICT Innovation Camp in South Korea is that communication is much easier than anticipated and that South Korean companies regard Danish companies as serious and equal potential partners.

South Korea is in itself a large market with huge buying power, good business culture and a readiness for changes unparalleled globally. It can also be a spearhead for your company’s future Asian expansion, if you invest time and effort now.

In general, Koreans are fast in turning words into action and this is what the Danish companies experienced while making their first contacts and negotiations with potential future partners during the camp.

Companies & Enterprises

The sound technology sectors can be segmented in many ways. In South Korea, a distinct definition of sound technology related businesses does not exist. Therefore, the mapping of sectors takes its point of departure in the definitions made by Danish Sound Innovation Network through its five strategic themes: 1. 2. 3. 4. 5.

As these themes signify Danish strongholds, not all are equally strong on the South Korean side. Naturally, with South Korea being home nation to some of the world’s biggest smart phone manufacturers, sound is an instrumental part of the development of new technologies and applications. Sound is becoming a more and more pervasive part of everyday life. Still, the quality of sound and sound as a branding and marketing tool is not a top priority in South Korea, making the Danish strongholds on digital sound processing, reproduction and sound branding extremely valuable and interesting.

Education and Research This chapter provides an overview of the most important research units, advanced technology testing centres and higher education institutions. The list is produced with the aim to provide Danish companies and research institutions insights into the South Korean knowledge resources within acoustics, audio, digital signal processing etc.

In general, sound related technologies takes place within the engineering fields of electrical engineering, mechanical engineering and physics. The basic of all audio and sound technology projects from three main areas: acoustics,transducers and signal processing. These classical technology areas all migrate into various product and market sectors, making sound more and more ICT based. In the list, we have identified the leading laboratories and

professors within the three main areas. It is to be noted that South Korean universities in general work in the area of applied research; therefore many of the laboratories mentioned will have projects running in close collaboration with South Korean companies and conglomerates with the aim to develop new products and appliances. This makes South Korean professors valuable as relations that can also be of help to connect to relevant business segments.
