Message from the Chairman What an exciting time to be part of Will County and the CED. We continue to be one of the fastest growing areas in not only Illinois, but also the Nation, and are rapidly becoming one of the primary growth engines in the State of Illinois. 2004 was a year where the CED not only focused on our core initiatives, but also looked towards the future on how we manage our tremendous growth. For example, one of our key initiatives was starting to position Will County as a Global Transportation Center. According to our recently completed Target Industry and Workforce Analysis, Will County is ideally positioned to become a Global Transportation Center. We already have all the elements available in Will County: • Fully integrated transportation and industrial center; • Rail, highway, water, air and intermodal services; and • Industrial land with improvements in place. All this can be used to attract target industries and can improve operating efficiencies for existing local industries. Many of our marketing initiatives will continue branding Will County as a Global Transportation Center. Another initiative that we constantly focus on is our infrastructure component. Approval of the southern extension of I-355 as part of a ten year capital plan by the Illinois State Toll Highway Authority was a huge step to move Will County forward into the future. The extension provides quick access to and from the northwest suburbs while providing Will County with a new corridor of opportunity. A special thanks to so many business and political leaders who helped make this happen. One of our core initiatives continued to be business development and expansion. We helped inject $200 million of capital investment, 3.9 million square feet of space, while creating 1,926 jobs through relocation, expansion and retention assistance to many companies. So, it has been an exciting year in Will County, both for what has occurred and what is yet to come. All has been accomplished, not by one man or woman, but the collective effort of many. It was and will continue to be the hundreds of business leaders throughout Will County who are the stakeholders, the visionaries, the risk takers, the facilitators for change, and all with one common purpose……to make Will County the best place to live and work in America! It has been my great privilege to serve as your chairman as we celebrate the accomplishments of this past year, but equally important, as we plan for the future.

Investor Relations • Created new position—Vice President-Investor Relations— to focus full time on investor issues • Geographically broadened the investor base • Created new bookkeeping/invoicing system to improve efficiency for investors • Held first annual CED barbecue for investors, attended by 120 people • Held two suite receptions at Joliet JackHammer baseball games for potential investors, drawing 80 people • Engaged communities to partner with the CED in hosting three Economic Eye Opener breakfasts that drew 190 people
I-355 Extension is Approved!
Government Affairs • Illinois State Toll Highway Authority approved capital plan including extension of I-355, the CED’s top transportation priority • Partnered with Will County on developing plan to build and operate South Suburban Airport • Hosted a meeting of the Will County legislative delegation with Illinois Transportation Secretary Tim Martin to press for highway improvements in Will County • Facilitated effort to expand the Des Plaines River Valley Enterprise Zone • Position Statements - Opposed expansion of casino gaming in the south suburbs - Expressed concern about the viability of proposals to build new hospitals in the county - Supported medical malpractice reform - Opposed proposed merger of mass transit agencies, Northeastern Illinois Planning Commission and the Chicago Area Transportation Study

Why Will County? Why is Will County positioned to become a GlobalTrans Center? The first reason is location. Chicago is a hot market for industrial development and Will County is where it’s happening in the Chicago region. Secondly, Will County is blessed with a network of interstate highways, connections to all of the major Class 1 freight railroads, a working river connecting the Great Lakes to the Gulf of Mexico, and proximity to O’Hare and Midway airports. Will County was also selected as the site of the third airport to accommodate commercial and cargo aviation growth in the Chicago region.

Will County’s most important asset as an international logistics hot spot, however, is the Burlington Northern Santa Fe Railroad (BNSF) intermodal yard at CenterPoint Intermodal Center. Here, consumer goods from the Pacific Rim arrive in Will County for distribution or rail connections to eastern markets. In just two years, the BNSF operation propelled Chicago into becoming the world’s third largest intermodal container port behind Singapore and Hong Kong.
