The SEA is a process that analyzes the Government’s development proposals on a large scale (policy, plans
and/or programs) and if they could have any potential negative impacts on the environment. The SEA is a
preventive environmental management tool required by the National Environmental Impact Assessment
System (SEIA) bylaws. The SEA is carried out before the proposal’s approval, this means before a decision on
it is taken. In this manner, it can be guaranteed that the proposal will be developed within an environmentally
sustainable framework, previously assessing its potential cumulative environmental implications in order to
prevent and/or reduce them.
