What is the Strategic Environmental Assessment (SEA)?

The SEA is a process that analyzes the Government’s development proposals on a large scale (policy, plans and/or programs) and if they could have any potential negative impacts on the environment. The SEA is a preventive environmental management tool required by the National Environmental Impact Assessment System (SEIA) bylaws.The SEA is carried out before the proposal’s approval, this means before a decision on it is taken. In this manner, it can be guaranteed that the proposal will be developed within an environmentally sustainable framework, previously assessing its potential cumulative environmental implications in order to prevent and/or reduce them.

What is the Participatory Regional Development Plan (PDRC)?

Loreto’s PDRC to 2021 is a document developed by the Regional Government with the participation of strategic stakeholders (public sector, civil society, indigenous organizations, academia, and business sector, among other). This document contains Loreto’s development strategy to achieve the objectives of the National Strategic Development Plan (PEDN) and the Multi-year Sectorial Strategic Plans (PESEM), according to each government institution’s responsibilities.

A SEA advisory team was formed, made up of Loreto’s Regional Government, the Ministry of the Environment, and Rights, Environment and Natural Resources (DAR), whom followed closely the development process of the SEA lead by the consulting firm INFRAECO. Furthermore, during the process there were participation opportunities organized in order for civil society, independent experts, among others, to make their contributions and comments.

What were the SEA’s results?

1. It recommended 15 Socio-environmental Management Programs (PGSA) to contribute to the environmental sustainability of Loreto and offset the impact of large-scale economic activities. In order to guarantee the environmental sustainability of Loreto to 2021 and offset the potential negative implications of megaprojects and other economic activities, 15 PGSA were proposed, such as: Early Warning System for Deforestation and Degradation of Forests in Loreto, Research on Sustainable Fishing and Aquaculture Management, Economic and Intercultural Planning, among others.

2. It incorporated actions on main environmental aspects for Loreto in the strategic phase of the PDRC. Between the most important strategic actions we can mention: Implementation of deforestation early warning mechanisms, monitoring water quality for human consumption, recognition and allocation of land titles to native and farming communities, implementation of finish management programs and their monitoring and control systems, among other.

3. It broadened the debate about the main environmental aspects of Loreto, identifying its limitations and potentialities. During the process of developing the SEA it was possible to determine the problems, environmental management indicators, baseline, as well as the main threats related to water resources, forests, biodiversity, cultural identity and fishing resources.

4. It proposed environmental management indicators and goals to guarantee Loreto’s environmental sustainability. Between the most important environmental management indicators we can mention the following: number of sustainable supply chain projects, percentage of native communities with allocated land titles, tons of sustainable aquaculture production, among others.

The Regional Government of Loreto sent the final SEA document to the Ministry of the environment on April 30th 2015 and is awaiting an answer.
