Leading the way
With summer at last appearing on the horizon and both our Local and Police and Crime Commissioner Elections behind us, we now have the European Union Referendum approaching fast on June 23. I am fairly certain there will be a good turnout for this important opportunity to have your say over our future relationship with the EU. Our Council has no collective viewpoint on the outcome of this Referendum as we believe this is very much a decision for individuals to make based upon available information. We would encourage you all to take part and have your say on Polling Day – turn to Page 9 to find out more.

I am aware of the many concerns raised around our beautiful District about the negative implications of flytipping including visual, public health, environmental and financial impacts. There are currently between 60 and 100 instances of fly-tipping a month across our 257 square-mile area. We are therefore introducing new Fixed Penalty Notices for people caught fly-tipping, which hopefully will act as a deterrent as they will result in instant fines of £400. Under the current system offenders can only be prosecuted through the Courts which can be costly to the local taxpayer and involve lengthy investigations. Under this new system the level of fines will come a lot closer to offsetting the costs of enforcement and clearance. It is that time of year with the weather improving that many of us are tempted out onto our bikes to enjoy the beautiful surroundings of our District. We are delighted therefore that the Aviva Women’s Tour Event Final Stage will be taking place in our District on June 19 where a number of the world’s top women cyclists will be participating – you can find out more about this exciting event on Pages 10 and 11. Please try and support this event in particular if the route comes close to you.
We as a Council will continue to engage with all parish/town councils and other community voluntary bodies to assist with the delivery of services across our District and support their local neighbourhood plans in terms of future housing growth. We will also fully engage with our strategic partner bodies and Government to encourage future inward investment in terms of new jobs and facilities which will lead to greater prosperity for all who live and work in this wonderful District. Beacon-lighting ceremony marks Her Majesty’s 90th birthday People gathered on Borough Hill to light a beacon to celebrate the Queen’s 90th birthday. Organised by Daventry District Council, the ceremony was led by the Deputy Lieutenant of Northamptonshire, James Shepherd-Cross. Visitors enjoyed a performance by members of Daventry Brass and refreshments ahead of the lighting of the gas-fuelled beacon.
Daventry’s beacon was one of hundreds lit across the country on April 21 to mark Her Majesty’s 90th birthday.
Daventry District is also celebrating the Queen’s official birthday on Saturday 11 June, with a number of events planned.
The Queen, accompanied by the Duke of Edinburgh, the Prince of Wales and Duchess of Cornwall, got the celebrations underway that evening by lighting the Principal Beacon at Windsor Castle.
They include a family fun day and royal lunch which takes place on Sunday, 12 June at Daventry Country Park and includes a fancy dress competition and kids’ activities.
Switch to a better energy deal and save money Residents are being given a further chance to save big on their gas and electricity bills with the return of Daventry District Council’s energy switching initiative. The Big Switch Daventry District scheme is a joint effort between the Council and its switching partner iChoosr to use collective purchasing power to secure better energy deals for residents. Everyone who registers for the Big Switch is entered into a collective, with energy companies then invited to bid for their custom in an auction. The deals offered are often cheaper than those advertised to the general public, saving residents who switch about £260 on their annual bills on average. A new autumn auction process is set to open on Tuesday, 2 August and people are urged to register to see how much they could save.
Registration is quick and easy, with just an annual bill or indication of annual energy usage required to complete the process. Following the end of the registration period on October 11, everyone who signed up will be sent an offer indicating any savings they could make. There is no obligation to accept that offer and no fees or charges involved, whether people decide to switch or not. More than 1,000 residents have registered to take part in the scheme since it first launched, but many more residents could benefit from this scheme.
It takes just five minutes to register with the Big Switch, and with some people reporting savings on their annual bills of as much as £600, that could be five minutes very well spent. Find out more information at www.daventrydc.gov.uk/bigswitchdaventry or phone the Council on 01327 871100.
News Change of name for District’s largest social landlord Daventry District’s biggest social landlord has changed its name as part of a major plan to improve services to tenants. Daventry & District Housing (DDH), which manages more than 3,000 quality, affordable homes in the Daventry area, is now called Futures Housing Group – after its parent company. The name change was made in May and the group has written to all of its tenants about the change and to reassure them that their tenancy and the services they use will not be affected. The name change in Daventry is part of a wider plan to re-brand the Group’s other social housing business in Derbyshire and bring the organisation closer together to help it improve the services it offers. The only major change for customers in Daventry District is how they access services online, with a new single website - www.futureshg.co.uk – launched in May.
Awards scheme to recognise sporting heroes The achievements of the District’s sporting stars, coaches and volunteers will once again be recognised at the annual Daventry District Sports Awards later this year. There are 13 categories, with awards presented for the best sportsman, sportswoman, team, community club, disabled sports achiever, young sportsman and woman and more. Nomination forms are available from Daventry Leisure Centre or Daventry District Council’s offices in Lodge Road, Daventry. The deadline for nominations is 16 September with the award ceremony taking place at the Leisure Centre on Thursday, 20 October. More information will be published at www.everyoneactive.com/daventry

Charity celebrating 21-year partnership People are being encouraged to get involved in the work of a Daventry District charity celebrating a 21-year partnership with a town in Africa. The Daventry and District Friends of Iganga work on projects to help improve life for people living in the town, situated in central Uganda. Projects to provide safe water supplies, create a new park, develop a health centre and improve facilities at an orphanage have all been completed since the partnership was first formed by Daventry District Council in 1995. Members of the group, a registered charity set up to maintain the partnership, still regularly visit Iganga, as do a number of Daventry District schools. The group is inviting people to a garden party at Dairy Farmhouse, in 1 Overstone Road, Moulton at 3pm on Sunday 24 July. Support on offer for clean-up volunteers thanks to new scheme Volunteers working hard to keep their communities clean and tidy are being offered support thanks to a new scheme. The Clean and Green Project has been set up to offer practical guidance to people who are trying to make a positive difference to the cleanliness of their local area, as well as to recruit new volunteers across the District. Developed by Daventry District Council in partnership with Daventry Volunteer Centre, the project is being led by Clean and Green Co-ordinator Angie Farrant. And Angie is keen to help anyone wishing to plan community clean-ups and other environmental improvement initiatives in their local area. She said: “There are so many fantastic volunteers in Daventry District who are working hard to help keep their communities clean and tidy, but not everyone knows where to go for support. “My role is to provide a central point of contact for those volunteers. I can help people access litter-picking equipment, assist them in creating promotional materials, offer advice on health and safety and risk assessments and liaise with other agencies to help tackle issues such as fly-tipping or untidy areas of private land. “I’m sure there are lots of people out there who would also like to make a difference in their area but don’t know where to start and I’m really keen to support them along that path.”

A guide to neighbourhood planning Guilsborough and Woodford, while Neighbourhood Areas were recently designated for Welton and Norton. There are currently 22 designated Neighbourhood Areas in the District. Village Design Statements More than 20 areas of Daventry District have also produced Village Design Statements (VDS) in an effort to help preserve their unique characteristics. Braunston A growing number of communities across Daventry District are getting involved in neighbourhood planning to shape future development and help determine planning applications in their area. This feature provides an insight into the process and some of the work currently taking place by communities district-wide. What is neighbourhood planning? Introduced through the Localism Act 2011, communities can shape development in their areas through the production of Neighbourhood Development Plans, Neighbourhood Development Orders and Community Right to Build Orders. When they are made and adopted by Daventry District Council, Neighbourhood Development Plans become part of the Development Plan and the policies contained within them are then used to help determine planning applications. Neighbourhood Development Orders and Community Right to Build Orders allow communities to grant planning permission either in full or in outline for the types of development they want to see in their areas. What’s in a Neighbourhood Development Plan and how does it get produced? Neighbourhood Development Plans (NDPs) may contain a vision, local priorities, planning policies, proposals for improving an area or providing new facilities or infrastructure, or allocation of key sites for development. However the policies cannot block development that is already part of the district’s Local Plan. What they can do is shape where that development will go and what it will look like. The local parish or town council leads on preparing the NDP. Where such a council does not exist, then a community group known as a neighbourhood forum needs to be established.
A VDS gives clear, simple guidance for the design of all new development within an area. A VDS is mainly concerned with the visual character of a village and how it might be protected and enhanced.

New Chairman pledges support to rural and farming charity The new Chairman of Daventry District Council is hoping to raise awareness of a charity that works to support people in the farming community. Councillor Alan Chantler has been actively involved in The Farming Community Network (FCN) for many years and is the current chairman of its Northamptonshire group. Now, as Chairman of Daventry District Council for 2016/17, he has chosen to support the charity during his year in office. Alan, whose family have farmed in Kent for more than 500 years, said: “It’s a small local charity based in offices in West Haddon. It offers practical help and support to members of the farming community when they’ve got no-one to talk to. “Farming is very much a solitary business these days and so farming folk often feel isolated. If they’ve got worries – and farmers have a lot of worries at the moment – they know they can turn to us.” FCN has more than 350 trained volunteers from within the farming and rural communities, manning a national helpline operating every day of the year between 7am and 11pm as well as organising an email helpline service

and undertaking visits to those in need of support. Around 6,000 people receive help from the charity each year. “It’s very rewarding to be involved in,” said Alan, who spent several years as organiser of the FCN helpline. “But being a small charity it’s funded only by voluntary contributions, so I’m hoping as Chairman of Daventry District Council to at least have opportunities to raise the profile of the charity, if not to raise money for it as well.” Charles Smith, Chief Executive of FCN, said: “Very little is known outside farming of the pressures that farmers face, so having Alan’s support as Chairman will be of great benefit in raising awareness of that, as well as in encouraging more farmers in Northamptonshire to approach us for help. We also hope it will bring a financial benefit to the charity because although we’re a voluntary network, it does cost a considerable amount of money to run in order to help the thousands of families that we help each year.” Formerly head of the Department of Computing and Software Engineering at Coventry University, Alan retired in 2005 due to disability and was elected as a district councillor for the first time in September 2009, representing Yelvertoft Ward.
Having served on DDC’s Planning Committee for a number of years, in 2013 he was given the Strategic Planning Portfolio. He lives in Yelvertoft with Margie, his wife of 48 years, and the couple have three sons and five grandchildren. “The Chairmanship is a civic role,” said Alan. “I see it as an opportunity for me to get around the whole district and to make sure that people understand that the Council is important, but that it is also approachable and that they all have an elected representative who can make their views heard in the Council chamber.” For more information about FCN visit www.fcn.org.uk or call the helpline on 03000 111999

All EU need to know about voting in the Referendum Residents in Daventry District are being reminded about polling arrangements for the European Union (EU) Referendum taking place this month. On Thursday, 23 June, 2016, a Referendum will be held on the United Kingdom’s membership of the EU. For this referendum the question is ‘Should the United Kingdom remain a member of the European Union or leave the European Union?’ Daventry District Council is organising and staging the Referendum for voters living in the District.
How to vote • Polling stations will be open from 7am to 10pm on 23 June and residents should have received a card with details of their local polling station.
Who will be able to vote in this Referendum? You can vote in this Referendum if you are registered to vote in the UK, are 18 or over on 23 June 2016 and are: • A British or Irish citizen living in the UK, or • A Commonwealth citizen living in the UK who has leave to remain in the UK or who does not require leave to remain in the UK • A British citizen living overseas who has been registered to vote in the UK in the last 15 years • An Irish citizen living overseas who was born in Northern Ireland and who has been registered to vote in Northern Ireland in the last 15 years
• When voting at a polling station, it is helpful for you to take your polling card with you, but if you don’t have it you can still vote. The only exception to this rule is anonymous electors, who must present their poll cards in order to vote. • Polling station staff will not be able to give people ballot papers if they arrive at the polling station after 10pm. • Postal votes must be received by the Returning Officer by 10pm on 23 June, 2016. Anyone who has left it too late to post can drop it off at their polling station or at Daventry District Council, Lodge Road, Daventry, NN11 4FP. • Further information, including a Notice of Poll containing the locations of polling stations, can be viewed online at www. daventrydc.gov.uk/elections After close of poll Once polling stations close at 10pm, all votes cast district-wide will be brought back to the Count Hall at Daventry Leisure Centre, Lodge Road Daventry. DDC’s elections staff will then verify all the ballot papers and then count them. The results will then be submitted to the Regional Counting Centre at Kettering and can then be declared locally. Love Daventry Summer Guide
World’s top women cyclists coming to Daventry District
Elite cyclists will be welcomed to Daventry District this summer for the final stage of the Aviva Women’s Tour. The event, on Sunday, 19 June, starts in Northampton at 10.45am and is expected to finish in Kettering at about 2pm. A significant portion of the race will take place in Daventry District, including two major climbs, at Newnham Hill and Naseby, as riders compete for the Queen of the Mountains title. And it is hoped that hundreds of people will line London Road and New Street in Daventry to cheer the riders on as the race comes to the town centre for the first time. A number of fun activities are being planned in the town centre during the morning to coincide with the tour’s

arrival at about 11.50am. The stage also takes in a number of villages in Daventry District too, meaning there will be plenty of opportunities for residents to get a glimpse of the action. This will be the third time Northamptonshire has hosted a stage of the Aviva Women’s Tour, a five-day competition which attracts some of the best female cyclists in the world. Last year, the county stage brought £1 million to the local economy and was watched by 67,500 people, who lined the streets from Oundle to Kettering.

…and take on the tour yourself at special event The race will be followed on July 17 by Tour Ride Northamptonshire, the official sportive of the Aviva Women’s Tour, which allows amateur cyclists to follow in the tracks of the professional cyclists. There will be three routes to choose from, each starting and finishing at the historic Delapre Abbey in Northampton, where there will be activities and competitions running throughout the day. The 80-mile Pro Route picks up the Aviva Women’s Tour route into Daventry before heading north towards Kettering via Whilton and East Haddon, down to
Kelmarsh and back to Delapre. There’s a 40-mile Intermediate Route, again heading to Daventry before looping back to Northampton via Norton and Harpole. Those looking for a more leisurely route can enjoy a 10-mile fun ride. For more information visit www.tourride.co.uk

Love Daventry Summer Guide Events to celebrate all things pedal-powered Meanwhile whether you’re a beginner or a seasoned rider, the 2016 Daventry Cycling Club charity cycle ride offers something for everyone. The event offers three rides – a leisurely 20km aimed at families, a 50km ‘Challenge’ ride and a 106km ‘Epic’ ride.
The arrival of the Women’s Tour in Daventry District is sure to drum up further interest in cycling locally – and two events in Daventry on Sunday, July 10 will give people a perfect opportunity to find out more about the sport. Cyclefest runs from 11am-2pm in the Northern Field at Daventry Country Park. Returning for its fifth year, the free family event is organised by Daventry District Council in partnership with Northamptonshire Highways and Cycle Northants and aims to celebrate cycling by providing fun cycling experiences for all ages.
Activities confirmed at the time of publication include the pedal powered smoothie maker, Scalextric and sound machines, plus a range of have-a-go toddler, retro and crazy bikes.
Riders will start and finish outside Daventry Leisure Centre, in Lodge Road, giving cyclists the perfect opportunity to combine their ride with a visit to Cyclefest just up the road at the Country Park.

Scarecrows return An increasingly popular fixture in the district’s summer calendar, Crick Scarecrow and Music Festival returns on July 9 and 10. Villagers are sure to have created some weird and wonderful scarecrows for visitors, and music lovers are also well-catered for with a great line-up of local bands. The weekend kicks off with a free Jazz Night at The Royal Oak pub in the village on Friday, July 8 before the festival proper gets underway the following morning. There are events all around the village, as well as stalls supporting local good causes, street busking, refreshments and a barbecue. Parking is available at the Primary School in Main Road and at the end of Oak Lane. The essential, ‘Scarecrow Programme’, including event times and village map of scarecrows will be available over the weekend from Crick Post Office, at car parking areas and from the various stalls around Bury Dyke. Arts festival offers something for everyone This year’s Daventry Arts Festival offers a week of activities and events celebrating the arts. The festival which is co-ordinated by Daventry Town Council in partnership with a range of local organisations, including Daventry District Council, begins on Saturday 18 June and runs until Sunday 26 June. Events taking place during the week include a Flower Parade in the town centre, performance arts, a photographic competition and exhibition, street art activities, live music, singing workshops, bell ringing sessions and much more. There are also a number of different activities planned to coincide with the arrival of the Aviva Women’s Tour on the morning of Sunday, 19 June. Find a food lover’s paradise at The Great British Food Festival at Kelmarsh Hall. With tasty hot street food, great local produce, chef demonstrations, forager walks and the popular Men vs Food and Cake-Off competitions, there is something for all the family at the event on Saturday and Sunday, July 23/24. Festival-goers in for some top Nosh Enterprising villagers are set to provide another boost to good causes in their area thanks to some clever thinking and the success of a music festival.
Families are invited to take a picnic and a blanket to enjoy family films on the big screen at Daventry Country Park this July. Back To The Future and Minions will be shown at the free event, on Saturday July 23, after being chosen by people in a public vote. There will be early and late screenings, with the early screening kicking off with Back To The Future at 11.30am, followed by Minions at 1.45pm. The late screening will begin with Minions at 3.45pm, followed by Back To The Future at 5.30pm. To give as many people as possible an opportunity to enjoy the films, people will be given coloured wrist bands on arrival to their chosen screening, allowing them free entry to that screening only. Daventry Area Community Transport will be operating a free park and ride service from the car park in Chaucer way, Daventry to the Country Park starting from 10.30am. The sixth annual event is once again organised by Daventry District Council with support from Futures Housing Group (formerly Daventry & District Housing) and Daventry Town Council.
The Shambala Music and Arts Festival is held each year in the grounds of Kelmarsh Hall and attracts about 10,000 people. Residents in Arthingworth, Clipston, East Farndon and Great Oxendon seized the opportunity and joined forces to set up ‘Nosh’. Helped with grants from Daventry District and Northamptonshire County Councils and manned by more than 60 volunteers working in shifts, the outdoor café raised £6,000 for local good causes. What’s on Keep kids entertained with packed programme of activities Finding affordable ways to keep children entertained over the summer holidays can be a tricky business for parents. Fortunately Daventry District Council and its leisure partner Everyone Active puts on a range of events each summer that offer a fantastic way to keep youngsters active without breaking the bank.
Get active with sports camps
Mini-Mondays and Wicked Wednesdays return
Everyone Active has organised another huge summer programme, with a series of fun sports camps taking place at venues across Daventry.
DDC’s Mini-Monday and Wicked Wednesday events offer affordable fun for families with younger children.
The programme includes trampolining, football, netball, basketball, dance, cricket, badminton, dodgeball, tennis, boxing, rugby, archery, athletics, bowl and table tennis at venues including Daventry Leisure Centre in Lodge Road, Daventry Sports Park in Browns Road, and Daventry & District Sports Club at Stefen Hill. The camps are between two and five days long and cost £13 per day, or £10.60 per day if booking for the entirety of the camp.
The Mini-Monday sessions feature wildlife challenges offering a chance to explore the park finding interesting wildlife and learning fun facts, and Xplorer Orienteering a family-friendly navigation challenge for children with a sense of adventure. There is no need to book Mini-Monday sessions – please just turn up wearing clothing and footwear suitable for the outdoors. Wicked Wednesdays also take place throughout the summer holidays, offering a variety of fun weekly sessions at Daventry Leisure Centre for children aged 5 to 12.
