An extraordinary film about a blind masseur / swordsman who comes to a town in control of warring gangs. Funny, beautiful, violent, traditional and exuberant by turns, it shouldn’t work but does. An upbeat film to end our season.

District Councillor Report Newington Annual Fete I understand that this was another resounding success and my congratulations to the organisers. Unfortunately I was unable to attend as was waiting in A&E with a granddaughter who was coming with me but had a minor accident, fortunately no serious damage and she is fully recovered . Have your say on Operation Stack disruption My County colleague has mentioned this in her report but no harm in repeating A public information event will take place at the Quarterhouse in Mill Bay, Folkestone, from 2pm to 8pm on Thursday 5 July for people to find out more and have their say, and a dedicated website has also been set up.www.highwaysengland.co.uk/kentlorryarea Leas Pavillion One or two residents of North Downs East have approached me to show support for the preservation of this well known Folkestone feature. The District Council is fully engaged with the current owners and will take such action as is necessary. I quote from the Leader of the Council, Cllr David Monk: We have tried to work with the owners but it is now time for us to up our game to ensure the Leas Pavilion is safeguarded and protected. This will involve serving a formal 'Repairs Notice' on the owners with a deadline for completion. Should they not comply, we will take steps to ensure that the work is done Peer Review Last week the District Council underwent a Peer review which involved many hours of questions to Staff, Councillors and other stakeholders to determine where the Council could improve. I understand the preliminary findings were favourable but there are bound to be areas for improvements and I am looking forward to the full report which will be made public. From your County Councillor Congratulations to all those involved in once again staging a most enjoyable village fete on 09 June. It’s always one of the highlights of my summer and good to see so many locals helping run the stalls and games. You can see my account of the fete published on 11 June in the Hawkinge Gazette (www.localrags.co.uk). From enjoyment to misery. Our part of Kent suffers whenever Operation Stack fills the M20 with lorries and I haven’t yet met a resident who didn’t hold strong views on the matter. Now is your chance to have your say. Highways England, which is the Government Agency responsible for motorways, is holding a public consultation on how best to deal with the problem and you can send in a response up to 11.59pm on Sunday 22 July. The link is: https://highwaysengland.citizenspace.com/he/solutions-to-operation-stack/ As part of the consultation, Highways England will be holding an information exhibition at the Quarterhouse in Folkestone on Thursday 05 July between 2pm and 8pm. Now all the accounts have been finalised I can confirm that KCC had a small underspend of £0.5m on its £939m budget for the financial year 2017/18. We will be using the underspend and more funding from our reserves to extend the programme to fix the potholes left by the winter snows. Between March and 15 June nearly 26,000 potholes had been filled in Kent and nearly 70,000sqm of patching done (figures for the same period in our district were 1,741 potholes filled and 8,790 sqm of patching). Do please keep reporting potholes so that they are added to the work programme. You don’t need to know the name of the road as the website www.kent.gov.uk has an interactive map where you can mark the spot or you can ring 03000 41 81 81 in office hours and 03000 41 91 91 for emergencies at other times. Although today’s children are arguably better fed, better educated and safer than previous generations they face pressures that were unimaginable only a few short years ago particularly from social media. Headstart is a project that offers help for both children and their parents to cope with common mental health problems. Headstart is doing work in schools and also offers advice on the website www.headstartkent.org.uk and access to online counselling. KCC won funding for this scheme from the National Lottery. Another National Lottery funded project is Aspirations run by the charity Porchlight. It’s a free mental health and wellbeing service for anyone over 29

Around 3% of the bus services in Kent receive a subsidy from KCC and we are looking at different and potentially better ways of providing transport to our rural communities.
