District Councillor Report A very interesting year for Shepway. Firstly there was the Government Announcement supporting Otterpool Park Garden Town development. This is a 30-40 year project to provide much needed new homes for future generations. Shepway residents will have received a booklet in the post describing the Otterpool project and the Shepway Website is continuously updated with news at shipway.gov.uk/Otterpool-park. Cabinet gave approval to submit a planning application for the long awaited replacement swimming pool for Hythe at Princess Parade. This will be an enhanced facility with main pool, training pool, fitness centre and cafeteria. This application will be followed outline planning for quality homes and significant green open space on the remainder of the former waste disposal site at Princess Parade. Shepway District Council voted against consultation proposals for the creation of a super district comprising Shepway, Thanet, Canterbury and Dover. This means that in the face of further government funding cuts we will need to find more imaginative and probably commercial ways to manage our budgets and maintain services over the coming years. Highways England decision to build a Lorry Holding area at Stamford West to alleviate M20 congestion as volumes of truck traffic continues to grow. Not the most popular decision by Highways England but doing nothing is not an option and people will remember the misery caused by Operation Stack in 2015 which could easily happen again as all existing overnight parking areas are at capacity most nights. On highways issues Eurotunnel have advised that planting to screen the exit at Frogholt is planned to commence on 24th April following scanning for any underground services. Further possible actions regarding use of this exit are still under discussion with KCC . Through prudent management and despite cuts in government funding Shepway’s share of your council tax was kept down to 1.9% which following the previous four years of no increase means that over 5 years we have achieved a real time reduction. District councillors have used Ward budget allocations to help fund several projects in the District and a new round will be available from May in which respect I have noted that NPC wish to renew the Village notice board. I am also pleased to report that we eventually managed to install a new “dog poo” waste bin near the Museum and I would like to thanks Cllr John Neale for his note of appreciation to our officers on their prompt action to clear reported fly tipping. Finally don’t forget to vote in the forthcoming Kent County Council elections. Dear Councillor I am writing to inform you on the latest water resource position for our region. Since July 2016 there has been low rainfall and the water in our aquifers (natural underground water reservoirs) and rivers that we use to supply your water has dropped below average. This is important as 60% of the water we supply to you comes from underground sources. Usually aquifers only fill up from rainfall during autumn and winter, between October and March. From January to March 2017, rainfall has been 50% - 70% below the average for this time of year in our Central and Southeast regions. Our Central region covers people in parts of Bedfordshire, Berkshire, Buckinghamshire, Essex, Hertfordshire, Surrey and the London Boroughs of Harrow and Hillingdon and parts of the London Boroughs of Barnet, Brent, Ealing and Enfield. Our Southeast region covers the Folkestone and Dover areas of Kent. The below average rainfall means we have not seen the usual rise in groundwater levels that we would usually expect and some rivers across our region have seen flows decrease.

The Met Office long range weather forecast has also confirmed that the next few months are likely to be above average temperatures and below average rainfall. We continue to monitor the situation closely with clear plans in place to make sure we’re fully prepared, should the dry weather continue in the months ahead. In the meantime, we are encouraging our customers to save water to help preserve supplies, this will minimise the possibility of restrictions on household use this summer. What we’re doing We operate in areas which are designated as suffering from serious water stress* and we face a growing population. We need to leave more water in the environment, whilst making sure we have enough water. We can only do this by working in partnership with our customers to reduce demand for water. Over the last two years we have made significant investments in driving down leakage whilst helping our customers use less water. This includes: · Offering practical help to our customers to save water, energy and money through our FREE Home Water Efficiency Checks with every meter fitted in our Water Saving Programme ◦ FREE water efficiency devices offered to all our customers ° Driving down the level of leakage on our network beyond the target set by our regulator, Ofwat ° Increasing our investment to renew our network to help prevent leaks and bursts. ° Our Education Team engages with thousands of students a year in schools and at our Education Centre in Bushey to enrich school curriculums and promote water efficiency. We have created a dedicated webpage which contains everything our customers need to know about our current water resources position and advice on how to save water, energy and money. The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage. Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes. The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.
