District Councillor Report M20 Lorry park The hot topic of conversation this month is the Department of Transports decision not to contest the judicial review for the Stanford site and to instruct Highways England to revisit the issue of lorry parking and operation stack. The wording of the announcement suggests to me that all options, including Stanford will be back on the table which is not a very satisfactory position for any local residents, whether for or against; meanwhile we have to hope that we do not get another lengthy operation Stack. Winter Roads As winter approaches KCC have already been sending their Gritters out but I hope this is not the forerunner of a hard winter which some are suggesting. The KCC website have placed useful information on winter treatment of road and location of Salt Bins etc. on their website at http:// www.kent.gov.uk/roads-and-travel/what-we-look-after/winter-service Georges Barn Christmas Fayre On a bright and sunny Sunday my wife and I dropped in to the Barn and purchased some unusual and decorative gifts. The car park was overflowing with an endless stream of visitors many of whom stopped for lunch. Congratulations to all of the volunteers who made this another resounding success. Dungeness visitor Centre On 2nd November I was treated to an extremely informative tour of Dungeness B station by my very knowledgeable guide Sarah.. My visit coincided with a visit by Harvey Grammar School students and as an ex pupil I was pleased to sit with them during a presentation about the EDF Apprenticeship scheme 13

Kim and I will be spending Christmas with our youngest daughter and her young family in their apartment in the Swiss Alps so we expect it to be a very white one. From your County Councillor
Lynn and Karen at the Craft Fayre
I attended Newington Parish Council on 13 November and listened to the views of your parish councillors about public services. I asked them and I ask you to make your views known in the KCC budget consultation either online at www.kent.gov.uk (and search for ‘budget’) or contact me for a paper copy. The consultation ends on 03 December. The online survey has just seven questions and there’s the opportunity to write what you want rather than just tick boxes.
Much of the parish council meeting was taken up with a briefing on the works to put an electric cable from the Channel Tunnel to the converter station in Sellindge. Work has already begun on sections through Sellindge and should start in Newington next year. (See the separate briefing in this issue of Newington News). The KCC website also has information about KCC’s bid Volunteers at the Elham for funding to the Government’s Housing Infrastructure Fund. KCC has chosen Otterpool Park Garden Town as Valley Line Trust – Caitlin, Kevin, Amanda. Pat its first priority and asked for £281m to help build the schools, roads, medical facilities etc. which will be needed. (The second choice bid is £40m for projects in Swale). The infrastructure will be provided come what may but if we win the Government grant then it will accelerate the project and income from the houses will repay the grant so it can be used to fund more roads, schools etc in Kent. The KCC website also has lots of information about our preparations for winter. We have been fortunate in recent years to have had mild winters but every year Kent Highways prepares for the worst. Kent Highways has 60 gritting lorries which can also act as snowploughs and 5 mini versions for roads which are too narrow for a lorry (mostly because of parked cars). There are 21 tonnes of salt stored in Kent to last the winter and 2,400 saltbins for use by the public on the highways (that includes the pavements but not private roads or drives). About 30% of the roads across Kent are gritted/cleared and if snow persists then a further 15% of roads are also cleared. Kent Highways use pre-wet salt for gritting which makes it more. The snowploughs have been fitted with ceramic blades which means they can ‘plough back to black’ without damaging the road. The gritters have already been in action this year and you can follow them on @GrittingKent on twitter. George’s Barn
And so to twitter. I have just started using twitter as @susanjcarey. I will be using twitter to report on events across my division and my work as a councillor. I have 17
continued over
also recently started a monthly round up of KCC news which covers a much wider area than I have room for here. This longer report appears in the Hawkinge Gazette which is available at www.localrags.co.uk and I will use twitter to link to this and other stories. I shall certainly be reporting on the Folkestone Book Festival on 17 November where I bumped into Newington News editor David Cowell and his wife and I’ve already posted a story on the Elham Valley Line Trust Christmas Craft Fayre. George Wright would have been thrilled to see how his vision to turn the barn into a craft centre has become a reality. I particularly liked the effort the stallholders had made to dress up on a Christmas or Fairytale theme. Merry Christmas to you all. The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage. Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes. The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.

Installation of the high-voltage direct-current (HVDC) cable linking Great Britain and France via the Channel Tunnel. ElecLink will build, own and operate the service through the Channel Tunnel to provide a transmission link between the UK and France with a capacity of a 1000MW in either direction of flow. Sam Snart of Hobbs Parker, who is acting on behalf of the Parish Council in its negotiations with ElecLink, attended the Newington Parish Council Meeting on Monday 13 November to explain how the works will be carried out where they pass through the village. The route of the proposed cable crosses the King George V playing field and The Street just south of the village hall. Sam explained that the length of cable between the boundary of the farmland and midway across the playing field will be laid in an open trench. The remaining cable which crosses the rest of the playing field and The Street will be drilled beneath the ground and, as a result, traffic using The Street will be unaffected. Access to the works will only be via the farmland to the west of the playing field so the village will be unaffected by construction traffic. Access to all public rights of way across the adjacent fields would be maintained. In relation to public safety, Sam confirmed that the works would be securely fenced throughout their duration and consideration would be given to providing sound barriers if required. The work will commence in February/March next year with a 21
duration of 6 to 8 weeks and should be complete before the village summer fete in June. The map below shows the approximate route of the cable where it crosses the playing field and road.
The above information is provided by Newington Parish Council.
