After 40 years as Folkestone Choral Society's musical director, Dr Berkeley Hill has decided to pass on his baton and the 'Brahm's Requiem' on Good Friday is the last of the Society's concerts that he will be conducting He will of course, remain an important figure in the musical life of the area. He has three choirs at St Leonard's Church, Hythe where he is organist and choirmaster, as well as a very successful chamber choir 'The Shepway Singers'. The Choral Society has performed the Brahms Requiem on two previous occasions and as it is one of Berkeley's favourite choral works it is fitting that it should be the choice for his farewell concert.

Sandgate Parish Council update We have been informed by a number of residents about an individual who is attempting to sell items at the door, and who responds in a verbally aggressive manner when he is refused. If you have experienced this or experience it in the future, please inform the police. Kind regards Gaye Thomas and Peter Savage, Clerks to Sandgate Parish Council Tel: 01303 248563 (9am – 1pm weekdays) Sandgate’s Knit and Natter group recently fielded a team of six to take part in the sponsored Knit In at the United Reform church in aid of The Rainbow Centre. Our team was one of twenty two or so other teams, each comprising six knitters, taking part in this the eighteenth Knit In for this very worthwhile cause. The whole event was organised with military precision and was very enjoyable with refreshments offered throughout and all accompanied by Richard Baluch on the piano. We even sang along to some of the tunes! Although not a competition as such, our team knitted a total of 47.5 inches with the 'winners' measuring in at an awesome 78 inches. Didn't see the steam but there must have been some rising from their needles. The longest individual piece knitted measured 17 inches; our table managed a couple of double digit measurements 11 and 12 inches respectively. Our team raised £322 in sponsorship, but the overall total raised this afternoon was £4617.70, an amazing sum. So, thank you to everyone who sponsored our team, thank you to the team for representing Sandgate, and special thanks to Ann Saxby who coordinated everything for our team. All knitted pieces will be joined into blankets and given to Operation Sunshine. Sandgate Knit and Natter meets on the second and fourth Tuesday of each month in Sandgate Library, from 10 a.m. to approx midday. So if you fancy picking up your needles or wielding a crochet hook, with other like minded people, then do come along and join us. 14

A SERIES OF GUIDES TO EXTENDING YOUR HOME AND ADDING VALUE 2. PLANNING YOUR PROJECT- STATUTORY APPROVALS Once you have agreed the final design for your project, the next stage is obtaining all statutory approvals. The first step is planning approval. Planning approval is different from building regulations (which I will discuss later). Planning approval seeks to guide the way our towns, cities and countryside develop. It includes the use of land and buildings, the appearance of buildings, landscaping considerations, highway access and the impact that the development will have on the general environment. Planning permission. There are two types of planning permission: outline permission and full permission. Outline permission means you can build on the plot, in principle, and full permission describes exactly what can be built on that plot. Another option, which may or may not be applicable, is permitted development (PD). This is meant to be a ‘fast track’ through the planning process for simple domestic extensions. PD applies only to houses, extensions to the rear and side of the building and loft conversions in some circumstances. It also only applies to applications made in England, not the rest of the UK. Your extension should not take up more than 50 per cent of the land surrounding the original property; sheds and outbuildings count towards this percentage. There are additional rules on side extensions, proximity to boundary, eaves and materials, so always check the full criteria at planningportal.co.uk Listed buildings, conservation areas, Areas of Outstanding Natural Beauty, World Heritage Sites and Sites of Special Scientific Interest do not normally qualify for PD. Check with your local planning authority for more information. You will be allowed to make changes to your home without a planning application If your project complies with the relevant PD criteria. It can take up to eight weeks for your local planning department to consider your planning application, and the department has the right to request more time to make its considerations. One of the most important things to know is that making an application to your local planning department will almost certainly be time consuming and is rarely straightforward. Your planning application may be refused, in which case you can either alter the proposal and resubmit it within 12 months at no extra charge, or alternatively, you can appeal against the decision but you must do so within twelve weeks. A decision will be made within eight weeks. If plans are approved you must start building within 18

three years, otherwise the permission becomes invalid and a new application is required. Planning applications need to be accompanied by detailed drawings and relevant information. You will also have to pay a fee to make your application, and this will vary depending on the complexity of the plan and where you live. As an example, a fee of around £172 is normal for an extension application. Go to planningportal.co.uk for more information and a fee calculator. The planning department in your local area is responsible for approving all submissions and will also be able to provide you with advice. BUILDING REGULATIONS Once the necessary planning approval has been obtained the detailed design of the project can begin. This can be carried out during the planning process but would be at risk if subsequently planning approval was not granted. Building Regulations vary from planning approval. They set standards for the design and construction of buildings to ensure the safety and health for people in or about those buildings. They also include requirements to ensure that fuel and power is conserved and facilities are provided for people, including those with disabilities, to access and move 19

around inside buildings. Other consultants may be required to provide more technical information to support the building regulations application.
A Party Wall notice may be required if the proposed work is on or within a certain distance from a neighbour’s boundary. Check the Home Owners Alliance website - party wall agreements for more details:
A structural engineer may be required to http://hoa.org.uk/advice/guides-forprepare foundation design and structural homeowners/i-am-improving/party-wallsupport calculations, to accompany the agreement/ application. The notice should be submitted 8 weeks A SAP energy calculation may also be before work starts. required to verify energy use in the proposed building. In future articles I will explain how to progress your project after the planning Once the application has been prepared approval process and building regulations a submission can be made. A fee is approvals, including how to work out your payable, subject to the size and extent of budget, money saving tips, planning a works proposed. An extension of up to garden room, loft extension or garage 40m2 would be £734 - check with local conversion. More information appears on building control. my website www.pmcross.co.uk. Be sure to keep neighbours informed regarding your plans, and hire a chartered surveyor for any party wall issues that may arise.
If you have any questions I will also try to answer them next time. PETER CROSS RIBA peter@pmcross.co.uk
