The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage. Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes. The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.

Clyme Tyme You may be aware that the owner of the two Martello Towers and the escarpment has put them on the market for £750,000 and they have apparently been purchased subject to contract. The original sales contract stipulated that should he sell the land and towers then he had to pay the Ministry of Defence (MoD) ie the tax payer a 50% clawback of the gross profit realised. I recently asked the MoD under the Freedom of Information Act (FoIA) whether they were invoking the clawback clause and they replied:
Disposal of Historic Buildings: guidance notes for government departments and nondepartmental public bodies published in 1999. In this document Departments are warned that they should take care in their handling of private treaty sales since they may well be called on formally to defend the decisions they take in particular cases. They also say that sales by this method are likely to be exceptional. When asked, once again under the FoIA, for access to the file regarding the private treaty sale I was told there was nothing on file but it had been used because it made sense to sell the land to the owner of the towers.
A search for the information has now been completed within the Ministry of Defence (MOD) and I can confirm that no information in scope of your request is held. Under Section 16 of the Act (Advice and Assistance) you may find it helpful to note that the information will become available upon completion of the sale of the property.
It seems highly likely that the selling of the towers in 2003 and the land in 2005 was part of a cynical scheme with an equally cynical foregone conclusion to the detriment of the tax payer and the Sandgate community. If the land and towers were purchased for the full asking price of £750,000 then the developer, who has done nothing to stop the deterioration of the towers or manage the land, will make a gross profit of £670,000. The tax payer should be entitled to receive £335,000 of that money and I look forward to finding out once the sale is completed as, for it to be waived, would be indefensible in this age of austerity and in the light of the fact that the owner delivered on none of his historic building renovation promises.
I am not suprised by this secretive response. The whole selling of the land and towers was steeped in secrecy. To the informed observer it seemed that an unholy alliance had been forged between the developer, the MoD and English Heritage as it was then called. In February 2003 the advertisement for the sale of the two Towers was placed in the Estate Gazette and Property Weekly both considered to be developers’ trade publications and never seen in local newsagents. Despite the developer, his agent and English Heritage telling me that it was advertised locally I have subsequently discovered that this was not the case. It is hard to believe someone would buy two towers to which they had no access. In 2005 the land was sold by private treaty to, guess who?
Planning was achieved by the use of an enabling development and Sandgate needs to be vigilant and ensure that whoever buys the land and towers complies fully with the terms of the enabling development without which planning permission would not have been given and this valueable community asset would remain untarnished by the persuit of the developers' yearning for a profit regardless of what visual and leisure amenity they deprive the local residents.
