GENERAL HISTORY The city of Madison was originally laid out in 1810.1 At this time, West Street formed the western boundary of the city. As more settlers moved to Madison in the following decades, additional land was platted for the city. Westward expansion to the city followed the shape of the Ohio river, causing a bend in the city streets on the west side of West Street.2 The neighborhood where 601 West Street is located was developed three decades after Madison was first laid out in 1810. The land where the house currently sits was added to the city in 1838 by John Sering and George Leonard.3 This addition platted the land north of Fourth Street to the hills north of Madison, between Plum street and West street. The streets in this neighborhood were laid out in blocks that matched the city grid of the surrounding neighborhoods, with blocks east of West Street running north and south, and blocks west of West Street running at an angle parallel to the river. The city blocks that are bound on the east side by West Street are trapezoidal in shape, which caused irregularities in the shape of individual house lots.

The plot of land where 601 West Street is located was initially sold to Hiram Quigley by John Sering and George Leonard in September 1843.4 One month later, Quigley broke this plot of land into smaller portions and sold them off to individuals before the house was built. In October 1843, he sold the south portion of the lot George and Elizabeth Heap,5 and in December of 1843, he sold the the north portion of the lot to Vinton Matthews.6 The house can be dated between 1843 and 1850, because George Heap sold the south plot of land in 1850 for substantially more than the 1843 purchase price. The legal description from the 1850 sale states that the land was bound on the north by the “Matthews house�. Mortgage records show that Matthews took out a mortgage associated with the same tract of land in 1846, and settled the mortgage in 1848.7

Vinton Matthews, the original purchaser of the north lot, is likely the builder of the houses. Although they were two separate homes, the unified appearance of the building indicates 1

that both were most likely built at the same time by the same builder. Records show that a Vinton Matthews, a carpenter and home builder, lived in Madison at the time. (see figure 1) Matthews assisted in building several other houses around Madison before migrating south in 1857 to assist in the construction of plantation houses.8 Three of these plantation houses include Willoughby plantation in Mississippi (demolished in 1932), Belmont Plantation in Mississippi, and Lakeport Plantation in Arkansas. Lakeport Plantation is currently a historic house museum. An e-mail from Dr. Blake Wintory, Lakeport’s assistant director, revealed that Vinton Matthews’ signature was discovered behind two mantels in the home. Although it seems logical that Matthews also built the house at 601 West street, some of the information is conflicting. Matthews’ obituary states that he arrived in Madison in 18449, but the deed of 601 West Street shows that the house was sold to a Vinton Matthews in 1843.10 Matthews’ obituary also states his involvement in the Mexican-American war beginning in 1845 and lasting until the war’s end in 1848, which is during the time span when 601 West Street was likely built.

Deed records demonstrate that the houses of 601 West Street were sold several times and many different families lived in the buildings during their histories. After the houses were built, Ebenezer Morehouse owned the south house and E.R. Payne owned the north house. The south house was bought and sold less frequently over the years than the house on the north. Helen Carmany bought it in 1871,11 William Dipper bought it in 1903,12 and Harry Nichols bought it in 1909.13 Nichols owned the house until his death in 1987, when King’s Daughters’ Hospital bought both houses and remodeled them.

The north house was bought and sold more frequently. E.R. Payne owned it for two years before selling it to James Hill in 1852.14 Laura Wharton bought the house in 1864 and the house was left to Eliza Sheldon, her daughter, after Laura’s Death.15 In the 20th century, the north house changed hands seven different times before King’s Daughters Hospital bought the property in 1987. The list of people who owned the property during the 20th century include George and

Historically, 601 West Street was two separate row houses. The house on the south side had a side-hall and double-parlor plan. The house on the north side likely lacked a side-hall, and instead had rooms arranged linearly, with a floor plan similar to that of a shotgun house. After King’s Daughters’ Hospital purchased the property in 1987, new doorways were installed in the brick wall dividing the separated homes and the two were connected. Figure 2 shows changes in the floor plan of the house over time. A map from 1854 shows the historical footprint of the house: a square building with a smaller projection on the back of the building.16 An additional extension to the rear of the building can be dated between 1854 and 1886, because it is present on an 1886 Sanborn map17 and not on the 1854 map. The front porch of the home does not appear in the early maps of the building. A porch was constructed on the north house between the years of 1907 and 1911.18 19 The porch is bent in the middle to match the the angle of the road. A porch was constructed in front of the south home between the years of 1911 and 1927.20

The original condition of the house differs from its appearance today. Figure 3 demonstrates a likely historical view of the house, since historical photographs of the property were not located. The house’s windows were likely 6-over-6 double hung wooden sash windows, which were the most common type of windows seen in 1840s residential architecture. In the present day, mismatched bricks on the walls of the home show windows openings that existed historically. These windows have been included on figure 3. The porch and the rear extension of the building are not present on the house, since they were later additions to the home. Basement windows, which are all currently sealed, are present in the historical view.

Most of the homes originally built in the surrounding neighborhood, including 601 West Street, were two-story brick townhouses built in the federal style. Although the expansion of King’s Daughters’ Hospital in the middle of the 20th century demolished some examples of these houses, several similar houses still exist on West street. Most of these homes have side-gabled roofs. The front facades are typically simple and are composed of two second-story windows over a door and a window on the first floor. Several of these neighboring houses have porches on the front facade which were added at a date later than the original construction of the home. Most of these homes also have ells projecting from the back of the home, which accommodate additional living space that the historic building footprint did not provide.

King’s Daughters’ hospital was first opened in 1899 after the donation of a house by Drusilla Crevens.21 This building, located on Presbyterian Street in close proximity to 601 West Street, can be seen on the 1911 Sanborn Map of Madison.22 The hospital grew substantially in the middle of the 20th century, with the construction of the Dr. Thomas and Martha J. Sanderson Addition in 1937, the Dr. Evan C. Totten Wing in 1957, the Rinda F. Rains Wing in 1978, and the Medical Office Building in 2001.23 Figure 4 shows the neighborhood in 1911 before the Hospital grew, and shows an aerial view of the neighborhood today. This imagery demonstrates how many homes were demolished during the hospitals expansion, and how the street patterns were altered. Poplar street and several smaller lanes no longer run through the block. 5 houses in front of the hospital on West Street, including 601 West Street, are the only remaining historic structures in the blocks that the hospital building currently occupies. In 2013, King’s Daughters’ Hospital moved to a new location on the Madison hilltop. Trilogy Healthcare has purchased the original hospital building and plans to convert the building into a senior living facility.

King’s Daughters’ Hospital remodeled another pair of federal-style houses, the Wilson/ Vestal House, around the same time that 601 West Street was remodeled. A 1990 Madison Courier article describes the remodel of the building, located at 513-515 West Street.24 The building is a brick duplex that was made into one building with the removal of the interior wall that separated the homes “so that the growing hospital could make efficient use of the building for office space.”25 The front porch of the structure was not believed to be original, and was removed during the remodel. Flooring throughout the house was one-inch tongue-and-groove poplar. Unlike 601 west street, the two row houses were “exact mirror images of each other in room locations and dimensions.”26

DESIGN PROPOSAL The goal of the project is to use the existing building to create a versatile space that Trilogy can use for years to come. The house will be converted into patient family housing and office space for Trilogy employees. Efficient use of space will allow the building to simultaneously incorporate both of these uses. New construction will be made on the home’s interior to accommodate contemporary demands, but will not interfere with the historic character-defining elements of the building. There will be different types of living space to cater to the different needs of the people who will be staying there. An ADA compliant bedroom and bathroom will be located on the first floor. Two individual bedrooms will be located on the second floor, each with an individual bathroom. A larger bedroom suite with two connected rooms will accommodate long-term stay or larger families. *The project will need to receive a Certificate of Appropriateness and a representative will need to appear before the Historic District Board of Review for changes made to the buildings’ exterior (other than regular maintenance or in-kind replacement.)

SITE IMPACT PROPOSAL The rehabilitation of the King’s Daughters’ Hospital complex as a whole will impact downtown Madison and the surrounding neighborhood in particular. However, the individual adaptive reuse for 601 West Street will have a relatively minimal impact on its surroundings. The neighborhood is currently mixed commercial and residential, and the new function as office space and patient family housing will fit in well in this setting. The entire complex of hospital buildings at the site is currently vacant, but once the spaces are rehabilitated and put into use, more people will frequent the area which will have a positive economic impact on downtown Madison.

PREDICTED TRAFFIC FLUCTUATION The adaptive reuse of 601 West Street will effect the area’s traffic and pedestrian patterns. This will be especially true when the senior living facility occupies the currently unused. Currently, West Street has heavy vehicular traffic and availability of on-street parking. When the senior living facility is put into use and the patient family housing facility is opened, there will be more vehicles parked on West Street. Off street parking is available in the rear of the building and is currently being shared with the surrounding medical offices. A large parking garage is also located in the middle of the hospital complex. The alley located along the south side of 601 West Street cuts through the middle of the hospital complex from West Street to Broadway Street. Since the hospital building is not currently in use, the alley is scarcely used. However, once the senior living facility and the Patient family housing facility are opened, the alley will be used much more frequently. Since the alley is a narrow lane and could potentially be used as a cut-through, it is recommended to make the only allow one-way vehicular traffic.

AVAILABILITY OF PUBLIC TRANSIT - CATCH-A-RIDE Demand Response Service The majority of Catch-A-Rides routes operate a demand response service, based on individual requests, which are taken on a first-come-first-serve basis. There are no specified pick up times/locations and no structured routes, although some routes do have service area boundaries. Point Deviation Service (Madison Only) Point Deviation vehicles operate in Madison in an established directional route pattern, with limited check point stops. The Yawkey Family Inn is a patient family home for the Boston Children’s Hospital. The Victorian building was a fraternity house that was rehabilitated for patient family housing. The building features a communal kitchen, shared private bathrooms, living room areas, free internet, free laundry facilities, wheelchair accessibility, and a 24-hour staff. Parking is not allowed at the house, but a 20 minute parking pass is obtained for loading and unloading luggage. Rooms accommodate a maximum of 4 guests. The rate for a room is $30.00 per night. Reservations for 4 nights or longer are made up to 3 months in advance, and reservations for fewer than 4 nights are only made 48 hours in advance based on availability.

FINAL ANALYSIS 601 West Street is a contributing building to Madison’s National Landmark Historic District and is significant and worthy of preservation. The adaptive reuse of the historic row house into patient family housing and office space will be an excellent way to breathe new life into the building and the surrounding neighborhood. The house will be a good fit for patient family housing since it will add a comforting environment for families who might be going through a stressful time. After thorough research, the conclusion has been reached that the relatively small number of guest rooms in the house would not make the use of the building as an independent lodging facility economically feasible. However, since the building will be serving a vital function for Trilogy’s adjacent senior living facility, it will not have to be a standalone business venture. Using the building to create a versatile space for Trilogy will be the best option. Office space and ample storage space will be included in the house in addition to patient family housing. Being able to use the space for multiple uses is the best way for the project to be successful. The building is in relatively good condition since it has not sat vacant for an extended period of time. Additionally, it does not have significant structural damage that would raise the cost of a rehabilitation. Simple cosmetic changes and retrofitting the structure for modern needs will create a charming building that Trilogy can continue to use for years into the future.
